salvadori from 1403 Inverness Road from M Highlands I'm here tonight uh just to kind of bring up a point regarding the installation of the spe bumps in our neighborhood um the first point was the uh lack of transparency with regards to how the data was collected and the fact that the uh when when the offenses occurred and how motorcycles dual axle trailers and trucks Towing trailers behind them affected the collection of that data and also while these speed bumps are temporary um you may have scene where one of our citizens had his car severely damaged uh ripping off the uh the oil filter last night and we've had other folks talk about front end alignments uh shocks struts undercarriage exhaust issues with these speed bumps um so I I'd like to point out that uh why other methods were not considered or are they ineffective so flashing speed radar signs they're used on 26 street they're used on 77 and that is to help curtail speeding on those roads however these were not considered for our neighborhood as a smaller less intrusive method to govern speeding in our neighborhood um so with that i' just like to point out that there has been zero accidents regarding people and Automobiles in linh Haven uh Mo Highlands which I understand that the charge of the city is safety so uh I I'd like to see if there's something else we can do with that thank you all right thank you with us that is incorrect when are you referring to there was an email when I stated that I met with each one of the Commissioners in your report you stated that you were never asked there was an email that was sent to you and you never replied so I just want to make that I can send it to you okay so who sent me that email it was Christy maroy correct and she after after I made that statement no it was before yeah it was after and also um the lights that are on the entrance signs to Lin Haven those lights are on 24 hours a day is there a reason why there could not be a timer put on those I'm assuming that um that they're probably expensive lights is there something that can be done with that we'll address that later thank you and then my last thing is that if we are going to have rebuttal when you have your commissioner's report I think the citizens should have rebuttal to that as well to have equal opportunity so I hope that's something that you um consider in the future job your job isn't to mitigate suits it's not to mitigate costs what it is is to mitigate the civil rights of the residents to ensure that ordinances are adhered to your job is to question everything did City officials do their job did City officials follow the ordinances can any liability be found in what was done and if so if you don't call it out can you be held liable you need to really think about who you work for because you're elected officials you are not appointed officials when you appoint boards those boards act in your favor such as the planning board the city members or the city officials should not be running or influencing ing those boards in any way they should operate independently if they didn't do so well is the city liable for that when people make comments up here that is part of public speech that is a First Amendment right that has been upheld by the state uh the state uh Supreme Court and they have said that interruptions or not allowing the full-time allotment for that could be a civil rights violations if it is done multiple times that in fact could be liable for the individuals who don't allow that to occur calling people names and individually directing that name calling such as calling people Liars that can be a civil rights violation so I want to remind you all as we go through these processes are you sure you know the ordinances because it 233 Harvard Boulevard from the November 14th minute 14th minutes I'm Bill and a so you can reference that if you'd like basically I brought up your um you know comprehensive plan where you talk it onto Harvard Boulevard and we agreed that they would go you know say okay we go in and out on 390 and not on Harvard Boulevard obviously on their plans they have in and out on Harvard and 390 so on a on a slightly other topic my wife has been you know concerned and I am too about the speeding on Harvard and she contacted traffic engineering they put the little rubber things out the bottom line of that is the southern segment of Harvard Boulevard had about 2150 to 22 2200 vehicles per day and the middle segment has 1,00 to 2,000 vehicles per day so obviously you divide by 24 you're running about you know 90 an hour on Harvard Boulevard right up there where 390 is dumping out obviously if you go by 12 you got 180 coming in and out every hour it's a huge impact if you let them come in and out on the Harvard Boulevard you know you need to look at their plans they've already got the pads poured in there and ramps up need to say uh uh uh the intent was in andout only on 390 right thank you any additional public commentary thank you uh moving on to the mayor's report and I'll uh be brief um it was uh great to go out to the um concert uh this past week once again great attendance um great uh show put on by the band love the variety that they offered um seemed like everyone was uh was well pleased um with the with the band so just another great night in L Haven I'm also uh this past Thursday had a chance to meet with the uh residents of m Highland to discuss uh the speed bumps that are there um in the neighborhood uh have followed up with the city manager to um give her some feedback on U the consensus um of the residents and some different options that were posed um by the residents for the Traffic Safety Committee um to consider in regards to speed management um in M Highlands so that's my report for this evening glad to have commissioner Peebles back thank you for your uh service to our state and to the residents um that were impacted by the hurricane so glad to have you back thank you mayor I'm H I'm extremely happy to be back um I love this city and so I being away but you know it is part of our duty to help those in need so I was happy to be able to do that um after I was done being activated helping with the storm down uh South Florida or Central Florida area um I took a few days to spend some time with the family uh and um happy to be back so if I haven't responded to any emails or calls or anything like that um I've tried to but if I've one slipped through just ping me again and I'll promise I'll get back with you um I really appreciate um everyone coming out here tonight and uh yeah uh I want to say thank you to the staff and for those that the the employees of our city that went down and helped with the storm thank you for doing what you did um every little bit helped um there's a lot of families affected down there and I'm sure that they appreciate the help from our city and with that that's my report all right thank you commissioner [Music] thank you mayor I don't have much um I appreciate everybody being here tonight um I got talked to Again by some concerned citizens about the intersection inside the Public's parking lot about um going forward um U where there was a stop sign previously and now there's continuous traffic but it seems that like every other car every third car still thinks there's a stop sign there so it really it really um um it becomes a hazard when you're you're you're actually sitting there and you're wondering are they going to stop or are they going you know it's it's I don't know if anybody's experienced it over there but it's it's like Mr Toad's Wild Ride you know so um I just wanted to bring that to our our light that we still haven't really solved that problem over there we need to we need to look at that and you know um I'm thankful that we we are one of the 17 counties that didn't get real hard impact from the Hurricanes but there was 51 counties out of 67 that felt hurricane force wind so we got to remember that and and our hearts go out to them because we know what it's like so um that's that's briefly it uh other than I want to bring the light that our Mosley dolphins are undefeated and they beat Niceville and uh they're looking at state playoffs if they don't believe all the press and they got to beat G Breeze and two other teams to finish out the season that way and uh hopefully they'll have a a home field advantage and we'll get to see some playoff games here at Tommy Oliver so that'd be nice but um thank you all the city employees and all our First Responders and that's my report thank you uh commissioner Ward yes so yesterday we had coffee with the Commissioners um appreciate everyone that came out for that it was uh good time I know commissioner vaner Griff and commissioner Peebles was there um got to talk to some residents um even if you couldn't make that always know that um I'm always available you ever want to talk to me 850 391 1217 um I'm always willing to sit down and and speak with you wherever you want whether it's your residents my residents at a restaurant or whatever so feel free to speak out to me um I did have a question when does the financial review board meet again okay um I think last year is this about the time we need to um vote on extending it I don't know if it's about this time seems like it was about this time last year so um last thing I wanted to talk about was speed bomb Saga and mo Highlands um I want to hand these out I know I talked about this at the pre-commission meeting I'm passing that down I don't think the city got this right and when I say I don't think the city got this right I don't think they F the policy and procedure correctly um and I just want to read the introduction of the safety policy and procedures it says traffic calming is a traffic management approach to slow vehicle speeds as they move through commercial and residential neighborhoods the benefit for pedestrians and bikel lists is that cars now drive at speeds that are safer and more compatible the commission recognizes that properly placed and designed safety common devices are an effective tool for reducing vehicle speeds and discouraging cut through traffic traffic common devices can be grouped within the following General categories bumps humps and other raised pavement areas yield signs reducing Street area where motor traffic is given priority street closures traffic diversion surface texture and visual devices parking and parking treatments City will utilize US Department transportation manual uniform traffic devices and Florida Statutes chapter 316 as a guide to establish locations for Traffic common devices as noted the city has original jurisdiction over all Street and Highway located within its boundaries except state roads and may use other means to justify a caling device in the promotion of Public Safety in efforts to assist a commission in Mak a decision regarding a citizen request or commission request all requests will go through a Traffic Safety Committee consisting of the city manager city engineer Public Works director police chief and fire chief after committee review of the information the city manager will make a determination and provide a recommend Commendation to be considered by the commission the commission has the authority to accept the city manager's recommendation or reject this never came to the commission and that's where I have issue with this so the reason I'm bringing this up I wasn't orig the only reason I'm bringing this up is because what happened not too long ago with the the vehicle had the oil filter damaged and had to replace it and replace the oil on the on the car I think we we can do this right and I think we can do this right tonight if we decide to so I would like to make a motion that we discuss the mo Highlands recommendation like it's coming to us for the first time where the city manager claims a recommendation and we vote on it so I'd like to make a motion to add that to the agenda tonight there is a motion is there a second for that just a clarification you just want to discuss the discuss the speed humps speed bumps in MO Islands yeah I wanted to to discuss it like it's coming to us the first time like it should have been for the very beginning and what's wrong is Staff prepared to discuss that tonight I it says right on here city manager will make a determination and provide a recommendation to be considered by the commission I don't have any of the data that you're saying is it that they didn't bring it officially for an agenda it to discuss yeah because we're the authority we're supposed to vote on it whether we want to accept or reject the recommendation that never happened got it just trying to make it right it's like I talked about the pre-commission mean when I have a resident come talks to me I can't sit there and look at them and say the commission did everything that they were supposed to and I don't think they did in this case okay so all right thanks for the clear that's all I have thank you Mr commissioner vff um this week's government week as um commissioner War said we had a little get together yesterday morning and thanks to those that showed up uh at 7 o'clock in the morning to have coffee with us and uh it was very informative thanks to those that came uh we also had a as you can see in the back the art contest for the kids so we probably had this afternoon at 4:00 about a 100 kids very very excited because they were going to receive recog recognition for their entry uh for government week and so it's always good to have enthusiastic kids um in our facility um it's been kind of a quiet week for me I've only had one complaint I think it was about a ditch on and I've already addressed it with u the city so um like I said it's been kind of a quiet beautiful week though it been absolutely gorgeous week um Mr Mayor that's all I have today thank you city manager any questions with the warrant list yeah I have a question um BCL civil control C contractor what is that for it's uh for sidewalk projects okay and the CBC construction that's for mil Bayou Bridge relocate ah okay and the last one was public risk management what's that for that's our property liability or workers comp insurance okay thank you you're welcome oh you had asked me about the um hurricane Helen number I have that number for you it's [Music] $92,200 okay thank you thank you storm water update good evening um you all had asked for us to do an update and uh we haven't done one in a while so just kind of bring everyone up to speed on storm water projects for fiscal year 25 and closing out fiscal year 24 um oh no thank you so just an update on our hmgp projects as you all know we've brought you several um contract extensions for the generator portions of the um hmgp projects but the six storm water ones are also under review with fdm as well um moving very very slow I anticipate this slowing down even further because of the Hurricanes throughout the state um but we have submitted 100% plans to all um they have submitted some rfis back to us and our Engineers are responding to those those as quickly as they can um our fiscal year 25 ditch digging um you all extended the contract I believe it was last November or December for another year um this will likely be the last year of that before we have to put it out to bid um and just put the blank map on there uh for reference um as soon as our contractor begins digging we will start updating it as we have the past fiscal years I wanted to use this picture here this is a ditch that has been dug uh recently but this is one that we got a call from um they said we haven't been out to their home or been out to their ditch in about 3 years um so I sent staff out there and that was what we encountered um so we responded with an email of could we meet on site and go over the the issue so that we could address it um but have not gotten a response but as you can see the the pipe is open right there and the ditch is as deep and as wide as it can hydraulically go so we run into those issues a lot but we do track every ditch that we have dug since fiscal year 21 so that we can refer back to it in case someone has any issues or says that they haven't their ditch hasn't been addressed so we can go back to it a fiscal year 25 projects um you all are well aware of these because you approved the budget but however we've got the Aberdine uh Parkway Crossing we plan to bring to you all on the November agenda um we've got the North Ridge area which is from Main Avenue to to Northshore and from 19th to 11th I'm sorry 19th to 14th that U we all have a a meeting internally Thursday and hopefully can come up with a funding way to to bring that to you all so we can get that surveyed and studied this fiscal year um commissioner PE you had talked about possibly the the non-ad methodology um this year to look at some alternative methods or extending um our tiers so that's on our list of projects as well as installing concrete or concrete canvas in some of our main ditches um an example at 17th in Minnesota Avenue um everything on Minnesota drains South to 17th Street and and leaves the city um a lot of that ditch you know it it caves in or it gets a lot of sediment so we will concrete that little area this year to prevent that and allow that to remain open um the storm water assessment plans just you know what we've talked about um since we implemented the storm water assessment about four years ago now um you know that takes care of our maintenance for the day-to-day of the of the storm water department as far as ditch digging covert maintenance Inlet repairs um it can fund some Grant match portions when possible um it pays for our staffing all of our Personnel in the storm water department is paid with the non-ad valorum um it pays for equipment Although our larger equipment like the in green that we purchased um this year and two years ago is paid for out of our impact fees to help with um those purchases and it does not cover our large Capital Improvement projects those you know $1.5 million storm water projects or $5 million storm water projects of course we do not have a large enough um assessment to cover those um just since fiscal year 21 just kind of wanted to rehash you know what what has been accomplished with these funds and we've dug over 100,000 ft of our ditches um we've put approximately 1,200 feet of the concrete canvas or concrete ditches and we've done over 138 pipe replacement jobs in house and contracted out um several Inlet repairs with an injection repair uh flooding concerns we have seen a significant Improvement uh since work began in 2021 and I say significant work because 2021 is really the first year that we had funding available to start some of these larger projects and larger maintenance issues um our problem areas that are still persistant are the 1300 and 1400 blocks from Ohio to Alaska Avenue and that's the do drainage issues that we've had concerns with and and reached out to do our incompleted hmgp projects as mentioned in the prior slides and our 1100 blocks right now from Ohio to Delaware and that's ongoing with the county and do project there on 12 Street and as soon as that is is done and the the shoulders are paved the county will be out to dig those ditches and hopefully alleviate those issues in the 1100 blocks we have seen a significant decrease in reported structural flooding and a highlight reported there because we cannot do anything about stuff we do not know about um so we have some issues sometimes where people say oh my house is flooded four times and we refer back to our list that we keep of of every rain event or hurricane or tropical storm and if it's not on that list we we can't do anything about it or you know look into a project to address that issue so just a reminder if you get water inside of your home or business during a rain event to email our storm email U my email or the city manager email any questions for that yes I do have uh one question and that is how do we assess or measure the effectiveness of our storm water system after a large rain event but the largest measurable goal to me is you know the reported structural flooding um as well as we have you know our Police Department is out riding typically during a a rain event or a hurricane unless it's just too dangerous for them to be on the road and they typically will document any issues uh with road closures they log that in their dispatch and then at the end of the event um they will send us a report and we log that as what roads were underwater um we also the the storm email that we implemented um that's how we track structural flooding or anyone that has emailed um they some of them have emailed you all and we have forwarded it to staff and we have documented it that way um and then Charles our building official will go out and do an inspection on the structure and ensure everything is up to code um that way any additional elementary um at U Middle School great great art there along with the art teachers that are always very eager to help us doing this week of city government another thing that we're doing this week too pickleball and adult softball tournament that they're trying to put together they haven't found finalized things but that's going to be something that um we're going to be asking people to bring toys to these tournaments and of course give them to the Toys for tods And So Justin's going to be working with that organizer to help put that in place for us um early voting of course is now we we've seen a really really good turnout I'm sure the supervisor election uh will give you all of those numbers and uh just reminded you all to get out and vote Halloween of course is that Thursday um and we have close to a little bit over 35 trunks we ask you to come out and be a part of that that'll be in Sheffield Park it's always a really really crowded event but a good event as well uh we are just segment of Harvard Boulevard had about 2150 to 22 2200 vehicles per day and the middle segment had 19900 to 2,000 vehicles per day so obviously you divide by 24 you're running about you know 90 an hour on Harvard Boulevard right up there where 390 is dumping out obviously if you go by 12 you got 180 coming in and out every hour it's a huge impact if you let them come in and out onto Harvard Boulevard you know you need to look at their plans they've already got the p poured in there and ramps up you need to say uh uh uh the intent was in andout only on 390 all right thank you any additional public commentary right thank you uh moving on to the mayor's report and I'll uh be brief um it was great to go out to the um concert uh this past week once again great attendance um great uh show put on by the band love the variety that they offered um seemed like everyone was uh was well pleased um with the with the band so just another great night at Lin Haven um also uh this past Thursday had a chance to meet with the uh residents of M Highlands to discuss uh the speed bumps that are there um in the neighborhood have followed up with the city manager to um give her some feedback on the consensus um of the residents and some different options that were posed um by the residents for the Traffic Safety Committee um to consider in regards to speed management um in M Highlands so that's my report for this evening glad to have commissioner pebles back thank you for your uh service to our state and to the residents um that were impacted by the hurricane so glad to have you back thank you mayor I'm Happ I'm EXE extremely happy to be back um I love this city and so I hate being away but you know it is part of our duty to help those in need so I was happy to be able to do that um after I was done being activated helping with the storm down uh South Florida or Central Florida area um I took a few days to spend some time with the family uh and um happy to be back so if I haven't responded to any emails or calls or anything like that um I've tried to but if I've one SLI through just ping me again and I'll promise I'll get back with you um I really appreciate um everyone coming out here tonight and uh yeah uh I want to say thank you to the staff and for those that the the employees of our city that went down and helped with the storm thank you for doing what you did um every little bit helped um there's a lot of families affected down there and I'm sure that they appreciated the help from our city and with that that's my report all right thank you commissioner perno thank you mayor I don't have much um I appreciate everybody being here tonight um I got talked to Again by some concerned citizens about the intersection inside the Public's parking lot about um going forward um U where there was a stop sign previously and now there's continuous traffic but it seems that like every other car every third car bu thinks there's a stop sign there so it really it really um um it becomes a hazard when you're you're you're actually sitting there and you're wondering are they going to stop or are they going you know it's it's I don't know if anybody's experienced it over there but it's it's like Mr Toad's Wild Ride you know so um I just wanted to bring that to our our light that we still haven't really solved that problem over there we need to we need to look at that and you know um I'm thankful that we we are one of the 17 counties that didn't get real hard impact from the Hurricanes but there was 51 counties that at 67 that felt hurricane force wind so we got to remember that and and our hearts go out to them because we know what it's like so um that's that's briefly it uh other than I want to bring the light that our mosle dolphins are undefeated and they beat Niceville and uh they're looking at state playoffs if they don't believe all the press and they got to beat Gul Breeze and two other teams to finish out the season that way and uh hopefully they'll have a a home field advantage and we'll get to see some playoff games here at Tommy Oliver so that'd be nice but um thank you all the city employees and all our First Responders that's my report thank you uh commissioner Ward yes so yesterday we had coffee with the commissioners um appreciate everyone that came out for that it was uh good time I know commissioner Vander Griff and commissioner Peebles was there um got to talk to some residents um even if you couldn't make that always know that um I'm always available you ever want to talk to me 850 391 1217 um I'm always willing to sit down and and speak with you wherever you want whether it's your residents my residents at a restaurant or whatever so feel free free to speak out to me um I did have a question when does the financial review board meet again okay um I think last year is this about the time we need to um vote on extending it I don't know if it's about this time seems like it was about this time last year so um last thing I wanted to talk about was speed bumps Saga and mo Highlands um I want to hand these out I know I talked about this at the pre-commission meeting mind passing that down I don't think the city got this right and when I say I don't think the city got this right I don't think they followed the policy and procedure correctly um and I just want to read the introduction of the safety policy and procedures it says traffic caling is a traffic management approach to slow vehicle speeds as they move through commercial and residential neighborhoods the benefit for pedestrians and bik list is that cars now drive at speeds that are safer and more compatible the commission recognizes that properly placed and designed safety common devices are an effective tool for reducing vehicle speeds and discouraging cut through traffic traffic traffic common devices can be grouped within the following General categories bumps humps and other raised pavement areas yield signs reducing Street area where motor traffic is given priority street closures traffic diversion surface texture and visual devices parking and parking treatments the city will utilize US Department transportation manual uniform traffic devices and Florida Statutes chapter 316 is a guide to establish locations for Traffic common devices as noted the city has original jurisdiction over all Street and highways located within its boundaries except state roads and may use other means to justify a calming device in the promotion of Public Safety in efforts to assist the Commission in Mak a decision regarding a citizen request or commission request all requests will go through a Traffic Safety Committee consisting of the city manager city engineer Public Works director police chief and fire chief after committee review of the information the city manager will make a determination and provide a recommendation to be considered by the commission the commission has the authority to accept the city manager's recommendation or reject this never came to the commission and that's where I have issue with this so the reason I'm bringing this up I wasn't orig the only reason I'm bringing this up is because what happened not too long ago with the the vehicle had the oil filter damaged and had to replace it and replace the oil on the on the car I think we we can do this right and I think we can do this right tonight if we decide to so I would like to make a motion that we discuss the mo Highlands recommendation like it's coming to us for the first time where the city manager explains a recommendation and we vote on it so I'd like to make a motion to add that to the agenda tonight there is a motion is there a second for that there a clarification you just want to discuss the discuss the speed humps bups speed bumps in MO Islands yeah I wanted to to discuss it like it's coming to us the first time like it should have been for the very beginning and what's wrong is Staff prepared to discuss that tonight I it says right on here city manager will make a determination and provide a recommendation to be considered by the commission I don't have any of the data that you would need to discuss that tonight okay can we add it to the next agenda absolutely okay I i' I'd like to see on the next one get time to prepare all right thank you that's all I have now do have a a question um and that is although it wasn't on the agenda we did discuss this in a few at least two pre-commission meetings where the city manager and staff did bring it to us and a few Comm pre-commission meetings so help me understand what you what you mean by the staff didn't bring this to the commission so when you read the introduction it's I see that I can read explain to me what you're saying is it that they didn't bring it officially for an agenda item to discuss yeah because we're the authority we're supposed to vote on it whether we want to accept or reject the recommendation that never happened got it just trying to make it right it's like I talked about the pre-commission mean when I have a resident come talks to me I can't sit there and look at him and say the commission did everything that they were supposed to and I don't think they did in this case okay so all right thanks for the clarity that's all I have thank you Mr commissioner vff um this week's government week as um commissioner War said we had a little get together yesterday morning and thanks to those that showed up uh at 7 o'clock in the morning to have coffee with us and uh it was very informative so thanks to those that came uh we also had a as you can see in the back the art contest for the kids so we probably had this afternoon at 4 o'clock about a hundred kids very very excited because they were going to receive recog recognition for their entry uh for government week and so it's always good to have enthusiastic kids um in our facility um it's been kind of a quiet week for me I've only had one complaint I think it was about a ditch on and I've already addressed it with u the city so um like I said been kind of a quiet beautiful week though it's been absolutely gorgeous week um Mr Mayor that's all I have today right thank you right city manager any question with the warrant list yeah I have a question um BCL civil control C TR contractor what is that for it's uh for sidewalk projects okay and the CBC construction that's for mil Bayou Bridge relocate ah okay and the last one is public risk management what's that for that's our property liability or workers comp insurance okay thank you you're welcome oh you had asked me about the um hurricane Helen number I have that number for you it's $92,200 good evening um you all had asked for us to do an update and uh we haven't done one in a while so just kind of bring everyone up to speed on storm water projects for fiscal year 25 and closing out fiscal year 24 um oh no thank you so just an update on our hmgp projects as you all know we've brought you several um contract extensions for the generator portions of the um hmgp projects but the six stormwater ones are also under review with fdm as well um moving very very slow I anticipate this slowing down even further because of the Hurricanes throughout the state um but we have submitted 100% plans to all um they have have submitted some rfis back to us and our Engineers are responding to those as quickly as they can um our fiscal year 25 ditch digging um you all extended the contract I believe it was last November or December for another year um this will likely be the last year of that before we have to put it out to bid um and just put the blank map on there uh for reference um as soon as our contractor begins digging we will start updating it as we have the past fiscal years I wanted to use this picture here here this is a ditch that has been dug uh recently but this is one that we got a call from um they said we haven't been out to their home or been out to their ditch and about 3 years um so a sent staff out there and that was what we encountered um so we responded with an email of could we meet on site and go over the the issue so that we could address it um but have not gotten a response but as you can see the the pipe is open right there and the ditch is as deep and as wide as it can hydraulically go so we run into those issues a lot but we do track every ditch that we have dug since fiscal year 21 so that we can refer back to it in case someone has any issues or says that they haven't their ditch hasn't been addressed so we can go back to it a fiscal year 25 projects um you all are well aware of these because you approved the budget but however we've got the Aberdine uh Parkway Crossing we plan to bring to you all on the November agenda um we've got the North Ridge area which is from Maine Avenue to Northshore and from 19th to 11th I'm sorry 19th to 14th that um we all have a a meeting internally Thursday and hopefully can come up with a funding way to to bring that to you all so we can get that surveyed and studied this fiscal year um commissioner pebl you had talked about possibly the the non-ad methodology um this year to look at some alternative methods or extending um our tiers so that's on our list of projects as as well as installing concrete or concrete canvas in some of our main ditches um an example at 17th in Minnesota Avenue um everything on Minnesota drains South to 17th Street and and leaves the city um a lot of that ditch you know it it caves in or it gets a lot of sediment so we will concrete that little area this year to prevent that and allow that to remain open on the storm water assessment plans just you know what we've talked about um since we implemented the storm water assessment about four years ago now um you know that takes care of our maintenance for the day-to-day of the of the storm waterer Department as far as ditch digging Culver maintenance Inlet repairs um it can fund some Grant match portions when possible um it pays for our staffing all of our Personnel in the storm water department is paid with the non-ad valorum um it pays for equipment Although our larger equipment like the inner green that we purchased um this year and two years ago is paid for out of our impact fees to help with um those purchases and it does not cover our large Capital Improvement projects those you know $1.5 million stormwater projects are $5 million stormwater projects of course we do not have a large enough um assessment to cover those um just since fiscal year 21 just kind of wanted to rehash you know what what has been accomplished with these funds and we've dug over 100,000 ft of our ditches um we've put approximately 1,200 ft of the concrete canvas or concrete ditches and we've done over 138 pipe replacement jobs inhouse and contracted out um several Inlet repairs with an injection repair uh flooding concerns we have seen a significant Improvement uh since work began in 2021 and I say significant work because 2021 is really the first year that we had funding available to start some of these larger projects and larger maintenance issues um our problem areas that are still persistent are the 1300 and 1400 blocks from Ohio to Alaska Avenue and that's the dot drainage issues that we've had concerns with and and reached out to do our incompleted hmgp projects as mentioned in the prior slides and our 1100 blocks right now from Ohio to Delaware and that's ongoing with the county and do project there on 12th Street and as soon as that is is done and the the shoulders are paved the county will be out to dig those ditches and hopefully alleviate those issues in the 1100 blocks we have seen a sign significant decrease in reported structural flooding and I highlight reported there because we cannot do anything about stuff we do not know about um so we have some issues sometimes where people say oh my house is flooded four times and we refer back to our list that we keep of of every rain event or hurricane or tropical storm and if it's not on that list we we can't do anything about it or you know look into a project to address that issue so just a reminder if you get water inside of your home or business during a event to email our storm email my email or the city manager's email any questions for that yes I do have uh one question and that is how do we assess or measure the effectiveness of our storm water system after a large rain event the largest measurable goal to me is you know the reported structural flooding um as well as we have you know our Police Department is out riding typically during a a r event or a hurricane unless it's just too dangerous for them to be on the road and they typically will document any issues uh with road closures they log that in their dispatch and then at the end of the event um they will send us a report and we log that as what roads were underwater um we also the the storm email that we implemented um that's how we track structural flooding or anyone that has emailed um they some of them have emailed you all and we have you forwarded it to staff and we have documented it that way um and then Charles our building official will will go out and do an inspection on the structure and ensure everything is up to code um that way any additional [Music] questions thank you thank you Chris um we're coming to the close of uh city government week of course we did have the art show today and uh great showing from Lin Haven Elementary Deer Point Elementary uh M U Middle School great great art there along with the art teachers that are always very eager to help us doing this week of city government another thing that we're doing this week too is if you go out and eat at any fast food or restaurant um and you bring your receipt to City Hall you will get a Lin Haven t-shirt so please uh pay homage to any of the the restaurants here in the city of L and our fast foods and bring it in right here at the desk and you'll get a free t-shirt for that we have rescheduled Art in the Park uh for November the 8th from 3: to 5:00 p.m. and the reason being is that we do have grateful dads coming November the 1st that will be our last concert fall concerts for the series uh series and so November 1st will be the grateful dads and then on November 8th we'll have Art in the Park um very proud of the sports and Rex team uh commissioner pebles and uh I know you've sent out uh some correspondents as well for the Toys for talk pickle ball and adult softball tournament that they're trying to put together they haven't found finalized things but that's going to be something that um we're going to be asking people to bring toys to these tournaments and of course give them to the Toys for tods And So Justin's going to be working with that organizer to help put that in place for us um early voting of course is now we we've seen a really really good turnout I'm sure the supervisor election uh will give you all of those numbers and uh just reminded you all to to get out and vote Halloween of course is that Thursday um and we have close to a little bit over 35 trunks we ask you to come out and be a part of that that'll be in Sheffield Park it's always a really really crowded event what a good event as well um we are just waiting on the clock to arrive for Old City Hall Once that clock um arrives it was actually supposed to be here I think today uh Monday has not done that uh then they will start installing that in um O City Hall there is a educational presentation that will be here in uh the chambers on October 24th at 6:00 p.m. to talk about fitel and fit andol and if you would like to have more information about that our Police Department is putting on this presentation just to give you some education for not only uh uh you know your family but Youth and anyone that wants to just know more information information and the dangers of it so I invite you to come out on Thursday at 6:00 p.m. it'll be here in the police department will be putting uh that together uh attended uh the Lin Haven Raiders um last home game this Saturday uh great uh attendance out there and just a great team all the way around the entire team and uh league has ran really well so uh give kudos to all of more particularly described here in amending the boundaries of the city to include EX excuse me exclude said land repealing all ordinances or parts of ordinances in Conflict here with and providing effective date right thank you um I know Friday there was some discussion um in our pre-commission meeting about a possibility of a continuance so wanted the City attorney to give us some input on that we're continuing yeah but but I can't say we continue we're asking you to give us some input on what what does that look like for us to continue right so no you may either open this hearing and start taking testimony and then continue it till the next meeting to take more testimony um and then make your decision or you may just continue it straight out of the box um under on the on the premise that you need more you would like to gather more information ahead of making a decision you do not need to read advertise if you decide to continue and state the date in time of the hearing I think we spoke about this excuse me mayor I think we spoke about this on Friday at our pre meeting we had questions and and when we were going to um Mi Mr Gregory had spoken with me after the meeting and and I know I think other Commissioners spoken with him where our goal is probably not in line with the DX right now it's probably to try to try to see if there's other options so um I could only think that we we could continue it to one more meeting and see what can come from the uh from exercising some more diligence so to speak got it um so is do you have a motion to just continue I I would I would make a motion um based on what we've what we've seen and and uh spoken to different parties that that we would do a continuance to the next meeting uh for for this particular item so okay that development order um for grease Pro Auto at 319 East Highway thank you this uh is a development order Amendment it's not an application it's just an amendment for grease Pro Auto Repair the uh the original applicant and the entity that's submitting the amendment is j112 LLC they are also the owners the agent is Robert Carol from McNeil Carol engineering Inc and the project engineer also Robert Carol from McNeil engineering Inc the reviewing engineer is Chris short PE from dubury engineering he's the uh engineer that reviewed the site plans he is not able to be here tonight but there is representation we do have Reese from dubber he is here if you had any specific questions regarding the storm water partial numbers involved are 13379 1 13377 d00 and 1300 d375 000000 the location of the property is 3119 East Highway 390 it is approximately 1.43 Acres the future land use map category is commercial it's currently vacant and the project is the grease Pro Auto Repair the city commission approved the development order for this on November 14th 20123 with conditions that have now been met and reviewed so the reason this is coming back to you tonight is because they have fulfilled the criteria and the conditions which were set by you with their development order but that development order was approved this shows the uh the properties the three properties on the corner of Harvard and 390 this is the original development order and the language in there is um that the development order has been approved by the Lin Haven City commission conditioned upon omitting the 3,000 ft office building so that it can be permissible to add the highway 390 Ingress egress they have omitted the building um there there's the building there that you wanted omitted and they also did go to fot and applied for their permit which they were given for changing this into an just an e egress to uh an Ingress an egress as you see here so now there's an Ingress and an egress um they got rid of the building and in order to um be better neighbors they shifted the building over they also own this property over here and so they shifted the building over towards this property um and put the storm water upon here in this corner and they also submitted a new uh landscape plan an irrigation plan because obviously the site plans had changed so they submitted new um irrigation and Landscape plans because the storm water Pond had been moved and obviously reduced in size because they got rid of that building um we had to make sure that the calculations were correct for the new storm water Pond that it would accommodate all the storm water runoff which is why it was reviewed by the uh dubury Engineers to to confirm that um it all still met all the requirements all right are there any questions for Miss Amanda I guess uh so addressing what was brought up in public commentary it does look like the original plans did have an entry from Harvard right the original plans had an entry and an exit on Harvard and the new plans also have an entry and an exit on Harvard that wasn't that wasn't changed I mean there still is an Ingress egress Harvard yes okay any other questions just want to State the obvious that you know every car going in and out on 390 is one less car going in and out on Harvard you think about it to the to the business so I mean just think that that having that on 390 can only only hopefully can alleviate U some of the some of the traffic and I I honestly believe people exiting the business you know going you know going toward uh toward the intersection of uh 389 and 390 would definitely take advantage of that of the out traffic so that's just that's just me as a driver just that's all I'm saying so right not as a commissioner or anything else just looking at the map I I mean if I was leaving the business I would I would definitely come out 390 and make a right versus having think about coming out at the intersection of Harvard so think the more the more you can steer the traffic toward the 390 way is better for anything any number of cars in in the Harvard area so [Music] I think we talked about this last time it's not with the type of business it is it's not we're not looking at tons of vehicles anyways um without the building there's less there's less potential for more cars in the in inside the business M I don't know what the projection trips were yeah and I do like the new storm water pond all right are there any other questions for Miss Amanda didn't it one time in these discussions the owner estimated what 20 to 30 fars a day might be serviced I don't have that information on me because all that was addressed at the original development order stage um and was discussed then and the development order was approved so all I'm doing at this stage is showing you that they have met your conditions was just curious if anybody uh I don't I don't remember I do remember that they are um their hours they they don't open really early so I drive I know I drive from 2:31 um into work to get here at 7:30 in the morning and and it is very busy I mean the traffic is backed up almost on to 2:31 sometimes at that time in the morning but from what I remember they don't open until about 8 or later um and they are and they don't stay open late they are closed on Sundays um so I feel as though they're not really going to conflict with the really the worst traffic times had it in like commissioner Vandergriff because there has been lots of discussion from Community Among Us so just so I can get clarity the original order development order had them in and out on Harvard Boulevard correct yes sir and then we made the made the amendment to the development order if they could get the permission to do the In-N-Out on 390 that wasn't part of the condition the condition was to to remove the building to make it possible to have an in and out to remove that additional building so they did both Things They removed the building and they went to F dot to get the in and out because you did prefer you would have you said that you would prefer that um and in order to be able to do that they would have to move that building um because of the size of the site and so they moved the building and were able to get the the Ingress and egress got it so now we have from what I'm seeing here in and out on 390 in and out on Harvard yes sir okay all right are there any other questions all right thank Youk you all right moving on to discussion for chapter 26 regarding the um environment
