United States of America and to the stands one nation under God indivisible liy and justice for all let take a moment to remember members of our extended burrow family and the longtime residents who we lost over the last few weeks Frank Benedict uh formerly of Madison passed away on June 27th age 95 born in New Haven in 1929 graduated from handen high school spent one year at Philadelphia College of Pharmacy and then attended Yale graduating bachelor's degree master's degree and then a doctorate in theoretical physics in 1956 he survived by his wife barbar his daughters Elizabeth Mary CLA and his son Andrew also survived by six grandchildren one great-grandchild predeceased by his son Edward but began his long career at Bell labs in whipy in 1956 as a member of technical staff eventually retired as the department head his work involved research on Military systems for US Government focusing oceanography and nuclear missile defense is as it says in his obituary his work was top secret and he was good at keeping it secret so that's all they're going to say about it he was a resident in Madison for 54 years he began his involvement with a burrow with a charter commission uh which then led to a term on the burrow Council and then 17 years on the pl uh planning board including time as a chair he was also involved with the library where he started a series at college level meeting courses with Drew University professors he organized and ran this for more than 20 years and he and his wife would have celebrated their SE 70th Anniversary this year you also remember Dave Carver who passed away this weekend graduated University of Tennessee with a BS in Accounting in 1983 MBA from fdu 1990 devoted to his wife uh Penny and any sports team wearing the Tennessee uniform he also had 29 years executive experience with pharmaceutical industry with shearing plow Merck and novaris he suffered a spinal cord injury in 2013 and taught us all how to be strong and that fight back although he was originally paralyzed from neck down he eventually learned to stand and walked short distances that profile encourage didn't stop him from serving in his Visionary responsible for the recreational Grill softball program in Madison introduced that sport to thousands of young girls over the years as coach mentor and board member he did whatever it took to give the girls the same opportunity to participate in sports that the boys had taken for granted for years he served on a recreation advisory committee from 2015 until is passing serving his chair for most of that time also served on open space Recreation historic preservation advisory committee from 2008 to 2013 and the Board of Health from 2009 to 2012 his death is a huge blow to those families and M Community as a whole in his honor I will be asking for all the FL burrow Flags be lowered on the day of his funeral I will also encourage Madison residents on that day to wear Tennessee volunteer Orange in his honor so please do so and on July 6 we lost William Bard Stevenson Pew passed away William was born in 1939 Baltimore Jim Bernette is is very proud son-in-law William resided in Lutherville Maryland Maryland and Oxford prior to moving to New Providence he ended up on encamp Norway on Lake Fairley in Vermont 1952 a place that became a central part of life it's where he met his wife janne at a camp dance and the two owned and operated the same summer camp he attended as a child for more than 22 years that's where he enjoyed the final days of his life surrounded by Family it should also be noted that that camp is where Jim Bernett met his future wife SAR Bernett Willam obtained his Bach's degree in education University of Maryland was a member of the 1959 National Champion lacrosse team he was F fiz ed teacher and coach for several years prior to running and directing Camp Norway he was an aid fisherman enjoyed antiquing collecting decoys and boating on to Chesapeake Bay he survived by his wife nearly 63 years janne daughter Sarah Bernett and son-in-law Jim four grandchildren Willam Pew I fourth James Bernett the fth Lisa Pew and Paige Bernett so let's us take a moment to remember Frank Benedict Dave Carver and William Pew and let us now pass our thoughts on the families and friends that they leave behind thank you very much have a motion for the executive minutes of May 29th if as I said earlier that see if being a Mayers like riding a bicycle you just get right back on there again um I just want to share my this past Friday which was not necessarily a typical day but it was a classic mayor day so I come in the office around 10:00 and catching up on email at noon I uh join members of the Madison's Colombian community on the Plaza out front for the celebration of Colombia's Independence Day which was Saturday the celebration included dancing which my legs are still recovering in and Brian in the audience I think's got some video of that so uh the check is in the mail to keep that hidden but that was a lot of fun and I'm so glad we were able to celebrate such an important day in our uh Colombian residents uh light lives and then so after the I recovered from the dancing at 2:00 I was at sunrise in Madison to present a proclamation in honor of resident's 100th birthday and this was the uh third 100th birthday celebration in the past last year so uh it's become pretty much a regular thing and then at 3:00 I was back here to officiate a wedding and then a 4:00 another wedding so it was a just a a busy day in the life uh all in a day's work and the uh last thing is just a reminder that this is a five Monday month which means there's going to be extra week in between meetings our next uh council meeting will be in three weeks on August 12th and that will be our only council meeting in August that's all I've got right now so we move on to reports committee Public Safety Council president range thank you mayor just a reminder that in two weeks on Tuesday excuse me on Tuesday August 6th we'll be hosting National Night Out on Waverly Place we have a great night set for our residents and visitors which will Encompass lots of activi activities for children we have many law enforcement and Public Safety partners that will be set up and ready for demonstrations there are also Community Partners that will have sections where they will be presenting their organizations there will be food ice cream and refreshments available the mass and police department looks forward to this night every year and they cannot wait to see residents and speak with them during National Night Out we hope to see everyone there and you can feel free to get a feel of what our department does speak with officers and hear what services uh the department can provide to the community during the month of July uh Madison police department hosts will be hosting two training days where the full department will receive a refresher on Criminal Justice Reform and its processing and procedures the presenters are several assistant prosecutors from the Morris County prosecutor's office Masson Police Department is one of a few departments that will be voluntarily refreshing their entire department on these directives that became effective on January 1st uh 2017 uh Criminal Justice Reform shifted from A system that relies principally on setting monetary bail as condition of release to A risk-based system that is more objective and thus fair for defendants because it is unrelated to their ability to pay monetary bail and from the fire department tonight so far in the month of July the fire department has responded to 153 calls this includes 52 fire calls and 72 EMS calls 76 people have been transported to the hospital so far this month uh the fire department has responded to a total of uh 1,217 incidents this last this last year so far the fire department will be partnering with the police department on National Night Out on August 6 6th so they two uh are looking forward to seeing everybody on Waverly Place the fire department is working closely with the Board of Education uh to help the ongoing construction projects at the school and ensure that fire alarm systems and other critical emergency uh systems are maintained without any Interruption the fire department is finalizing its switch over to a new incident uh reporting system which will be federally mandated for all agencies at the by the end of this year and uh good news on the volunteer front that three new volunteer firefighters will begin their training at Morris County County Public Safety Training Academy next month and just a brief note from The Joint court tonight um we've seen a significant increase in the fees collected year-over-year uh for the month of June while there has been a uh small increase in cases much of the revenue increase continues to be from collecting past due and other delinquent payments that are now being collected after the pandemic era pause of delinquent notices being issued by the State and now that that has come to an end people are actually paying their outstanding uh fines and other fees that's all tonight mayor thank you very much my name is er clerk thank you mayor the tax collector reports that tax bills were mailed out on July 17th if you've not received your tax bill you can call the tax collector's office to request a copy the third quarter grace period is through the end of the business day on Monday August 12th payments received after this will be charged interest back to the due date of August 1st and as a reminder the tax collector cannot accept postmark or post-dated checks in the tax bill mailing taxpayers received the bureau's one-page budget summary it's an informative easyto read snapshot highlighting Municipal Services Grants received and projects in progress around the burough this document can also be found on rosenet a flyer called your tax dollars at work a report from the Board of Ed was also included with the tax bills the the tax collector also reports that the annual tax sale will be held on October 3rd on that day any Property Owners with unpaid 2023 balances on their taxes or utilities will have a lean placed on their property warning letters were sent out last week to properties in danger of going to sale and official tax sale notices will be mailed to the remaining owners in 2 weeks the tax sale process is away from municipalities in New Jersey to obtain the full amount of property taxes and other charges needed to support the annual budget while providing the property owner with additional time to pay off what they owe thank you mayor thank you Public Works and Engineering Mr land thank you mayor for from Public Works the road department assisted the utility electric utility with installing conduit on cook Avenue part of the parking lot project the road department assisted the water utility group with installing a new fire hydr in the cook Avenue parking lot the parks department is continuing working on the rec recreational Fields so they are playable for all sports teams and finally Public Works is working with the environmental committee to remove invasive plants at at gibfield at gibfield Pine Park thank you mayor thank you and utilities and community fairs if you have that Mr H buas yes sir thank you mayor welcome everybody from the public Council uh from the electric utility uh very good news to report that the electric utility is is helping out a lot at the cook Avenue parking lot reconstruction you know that it's currently under construction with the goal being to have all work completed in time for the holiday shopping this fall prior to the start of the holiday shopping season the burough electric Crews have worked long hours to install the underground utility infrastructure to help expedite the work and save taxpayer dollars the short-term inconvenience will be far outweighed by the permanent improvements with an upto-date safer parking lot what the electric utility is doing is they are putting primary and secondary pipe runs concrete ENC casements for wires and a concrete pad Mount concrete pad Mount transformer pad for new for a new Transformer that's going in the parking lot the crews are setting up for new wire PS at the cook Avenue lot and setting the new Transformer in place around the burrow line clearance has been completed in the north section of town and is now commencing towards the West section of town the crews have completed their ninth week of trimming from the water utility the burrow has five Wells to provide drinking water to our residents during the summer months we need all five Wells to keep up with the demand we routinely pump over 3 million gallons daily of water tremendous amount of water one of our wells wellb has been under construction and reconstruction and is in the process of being hopefully finished soon the project is almost completed but the pumping capacity is not back to normal at the last council meeting a contract was approved with a company named subsurface Technologies they're going to scrub the in casings of the well and the screens with a specialized chemical treatment which does not affect water quality but hopefully will increase capacity back to its historic levels during the summer months it's helpful for residents to adhere to the Burrow's voluntary conservation program and limit water water usage for non-essential functions like lawn watering car washing Etc in the coming weeks the burough will be exploring a program to encourage water conservation focused on the high consumption customers lastly our new vendor metertech has started stalling more new water meters throughout the town their representatives will have identification on them and advanced appointments can be scheduled they're off to a great start in addition hydrants throughout the town continue to be given a Fresh coat of paint and have maintenance performed the water department continues to respond to markouts and calls from residents and they started letting copper sampling throughout the town at designated sample locations that's all on the Water and Electric miror from the uh Downtown Development commission we have a few things to report again just to reiterate that we reinvented the Madison Farmers Market for 2024 it's called the Madison farm and Artis market and it's been open for business every Saturday since the beginning of June and it goes through December 14 it's in the Prospect Street parking tonight let's be real Madison gets his water from a soul Source aquifer that means that the EPA has determined that there is no other source for our water than our aquafer of course we can buy water from a purveyor who gets it from reservoirs and other sources but that would be costly in Madison we are proud of our public Wells which draw from the buried Valley aquafer system in order for that system to remain adequate we need to be aware of how it replenishes and how much it can supply without reaching critically low levels at one time we could see the water from the first artisian Wells flowing out of the ground over the years we have had to dig our wells deeper and deeper which means that the aquifer's level is dropping as development pressure grows this will put additional stress on our water system so we can't afford to lose the areas that offer us the best chance of replenishing the aquifer think of it as a seesaw groundwater infiltration from rain replenishes the aquifer overuse depletes it we want the Seesaw to tip in favor of replenishing not in favor of depleting in order for rainwater to replenish this aquifer it has to be able to reach the aquifer where and how can it best infiltrate into the ground and the aquifer where the conditions are favorable and the most favorable conditions can combine Forest cover with Sandy and lomy soils not clay based where can we find these in Madison the highest groundwater recharge rates are in the Drew Forest at summerh Hill Park and at geralda farms there are also high but not highest recharge rates that can be found at St Vincent's Cemetery Bailey Ard Fields the Madison Recreation Complex and portions of Drew University along Madison Avenue what are the least favorable conditions for groundwater recharge of our aquifers impervious cover and storm waterer runoff storm water runoff carries rainwater into our storm drain system which ultimately drains to water bodies such as the pic River and Black Brook little to none of it reaches the aquifer what's so bad about impervious cover well it facilitates storm water runoff and degrades water quality the Rucker Water Resource program has indicated that at 10% impervious cover water quality in our streams begins to degrade excuse me degrade overall Madison is at 35 5% impervious cover that is another reason we cannot afford to lose perious areas with good infiltration such as the Drew Forest one minute oh and by the way Lawns are not much better than impervious cover when it comes to storm water statistics show that Lawns absorb only 10% of the amount of water of a natural landscape such as a forest and often introduce chemicals such as pesticides and fertilizers into our Waters we want to protect our water quality as well as our water quantity let's work hard to preserve the Drew forest and help keep the Seesaw in Balance thank you thank you very much Kathy anyone else wishing a comment please step forward Richard zipper Greenwood Avenue um Kathy I remember what you're saying where the water would percolate right out of the ground across from the soccer field on rosale there used to be a little pipe in the ground and you could go and drink the spring water there when I was a young boy it's dried up a long time ago but it's still a little wet in that spot it's I think it's Town owned property right there a little lot there between the two houses um I I'd like to talk about this proposed uh job they're going to do on Central Avenue they're going to knock down what three or four buildings and put one big building up um it seems to me that every time an old building in the downtown area is replaced with a new building the sidewalk becomes narrower sidewalks are public space and wider sidewalks make the downtown area more inviting because the new building is more imposing the sense of sidewalk space is diminished even if the numbers say otherwise it all looks fine and dandy when the steel is erected but after the brick work stoop cornerstones Planters entranceway benches and light poles are put in the sidewalk space is diminished developers want to maximize the square footage of of the interior of the building only our burough engineer can absolutely determine proper location and I implore him to make a careful study before the foundation and steel are put in on the proposed Central Avenue building project perhaps the planning board can somehow induce the Builder to prioritize sidewalk space Not only will it improve Madison but it could make the building more attractive thank you thank you Richard welcome back great to have you so we've got we've got two members of the planning board here uh Eric range and myself so thank for the message and certainly that was a part of the um discussion at the hearing last week on uh the sidewalk uh with and um we will uh make sure that that that message get delivered but encourage you to also you can attend the planning board meeting virtually if you want to share those uh thoughts directly with the planning board well that was the other thing I wanted to mention um the pandemic's way behind us and the the zoning board and the planning board are still zooming their meetings and um that is probably not good for all residents to maybe they could compromise and maybe have every other meeting as a in-person meeting and then Zoom the other times thank you yeah land use boards have continued to be virtual what we one of the things we have found that the presentations of um plans and all that work very well because the inperson the audience and the
