and I will call the finance committee meeting to order on Wednesday April 3D um I have with me in the room myy kraton Mike Pratt Tom Parkins Peter Twining and myself Sarah melish deanis is on zoom and Andy is traveling and can't make it tonight and Greg feder Spiel Town Administrator is on zoom and Gail Hunter is on Zoom taking the minutes okay so we have a number of things to cover today um one of the things I realized is we have to kind of go through the warrant and make sure we've made recommendations or no recommendations or whatever is appropriate um but the first item I put on the agenda is the thcom annual report I sent out I took account all of the edits made on SharePoint and save them all in I made a few additional changes um at the request of some of the comments um on the when I talk about well on the the financial highlights under the third bullet on July 1 2023 I added in um an explanation of what fund balance is thank you um and I also added at the end of that paragraph um a little sentence on water and Sewer retained earnings just to kind of explain um and I thank you for adding the one explaining also the debt and cash Capital exclusion right I know it may be apparent to others but I'm not sure a lot of people know the right and that was on the first page I believe yes in the third fourth paragraph yeah yeah the fourth paragraph yeah I tried to make it not too technical y um did I don't know if people had a chance to look at the final copy or not and if there's any other edits that people want no nothing here I congratulate you for I know um I made a comment or two that was almost redundant you know it was up in the in the middle and then at the end but I also think that's important um because some people may not read the entire report yeah um on the school stuff particularly if they got halfway through and left it I think it is important to mention that you you did enter those so thank you yeah yeah yeah I tried to keep the school relatively brief um do you have any comments changes Mike no I had one I couldn't get the word to the email work but um it was just a little typo it was nothing of substance hopefully I found it yeah I'm sure I fixed all the Reds and the the blues okay Reds and blues sometimes when you have the edit it comes out that you lose your spaces and you know that sort of thing yeah I I think I just found it and so it looks like you caught it it was a bullet point we start on July 1 2024 after approv approval of the fiscal year 25 budget we expect financial reserve will be I think on the first writing it was like a something missing oh or there was an extra something in yeah it didn't connect it didn't add up or there was something wrong but now it looks right okay and Greg and Andrea have going over the numbers Andrea made edits to the numbers in SharePoint um Andre and I talked about it and um actually let me take that back I think it is still there okay you're on the bullet that says it starts on July 1 2024 yep after approval of blah blah blah right yep will be approximately 3.47 million right about 8% yeah of the total operating Wes yep but I guess in my mind everything should add up to what's in the last sentence right for a total of 5029 493 and it doesn't add up see what I'm saying yes like you got 3.47 Grand to about 3 Andrea did change that um that number someplace else um yeah I think would you see what I'm saying just general if it ends with it adds up for a total of five million then the pieces should add up to mil yeah yeah you got reserve and stabilization yeah 3 what does it add up to it adds up to like 3.8 we're missing like 1.2 125 I bet what's that I wonder if it's 125 for the laun service no no you got 3.1 prob another 700 Grand 700 Grand which is about jeez you don't like that um it's about 1.2 short right so I tried to like copy and paste this from where into my email G me like hieroglyphics um Andrea are you on I am yeah so I think the question is so it looks like on that January July 1st 2024 bullet when we're talking about reserves that the total the reserves plus the Enterprise that it should be 3844 993 yes okay yeah okay I'll make that change so the 5029 is the number that's not right yes yeah because the um the retainer isn't expected to change and the 3147 is where we ended on using the reserves and stabilization and we don't have money left in the fire apparatus fun because we've used it that's my one catch thank you I'm sure somebody was some resident would notice that say can't the finance committee add nope so what's the number supposed to be please 3844 993 so basically the first two numbers are correct it's just the total sum is somebody didn't add properly that would be me must had something left in okay anything else good yeah I just have a comment on it's on the first page where you talk about the the capital it's the second to the last paragraph yeah the town now has large capital projects to address yep and we say and to repair the sewage treatment plant to recirculate water about 4 million so that 4 million is is doing more than just re recirculating water okay so maybe it's and to upgrade the SE treatment plant including recirculating water rather than use it okay well because is is the um the roof repair is that considered an upgrade is that the other thing we're doing uh no the roof repair is not on this list but there's a lot of equipment change outs um electrical upgrades moving moving um critical equipment elevating it so it's a so it doesn't get flooded out in case the plant gets flooded and other waterproofing measures waterproofing different doors and and manholes so that things don't get flooded out I thought we were doing the roof as well no uh I'm not remembering that detail Dean it could be I'd have to double check with what chu I don't remember that detail um so should I say um to upgrade the sewage treatment plant including climate resiliency me measures and recirculating the water that would be fine yes okay okay I like that I can spell it okay I say recirculating water to avoid using water using using the towns okay people good with that yep good with that anything else Greg no I think everything else uh you know you've called or others have commented so I'm okay no I think it's I think it's a good report Andrea are you good I'm good good and you'll be adding the graphs in correct correct okay yeah we'll have the graphs we'll have the oped report from both town and school okay and then of course the warrant and and article four all spelled out okay um yeah so I'll make these edits and then I'll send it off I'll try to do it tonight I we supposed to go to Pennsylvania tomorrow but I've delayed that a day so I'm got a little breathing room um okay do I have budget um one is to correct the school debt number number and the other is although we talked about moving the 20,000 from Capital to the planning department budget we never officially voted on that 20,000 in the planning department budget um now I got to find the planning department planning 103 pictures okay page you can 105 no we did vote for it February 7 so on February 7th we voted 1546 for the total planning board budget you actually voted 134 no I and then and then afterward you discuss the 20 okay okay let's if it's in question it again we voted okay so do I have a motion to approve the planning department budget in the amount of 154,000 Z6 so just what we're adding 20 because yeah in the original budget we received they had 20 ,000 for a study in the capital budget and we were saying that it was more appropriate to have it in the operating budget rather than as a capital item okay so cash dollars no different it's just Capital versus operating right okay okay because they do it every year you know just okay so I do I have a motion to approve that 1546 you do Mory moves Peter seconds y okay any more discussion so what we did is we adjusted the Professional Services line incorrect number I checked it and thought I had the correct number and I still had the incorrect number um so the issue was over this premium amortization and which we had included in our number it's 87 $0000 and um Andrea explained to me that the 87 is a premium amation that has to be amortised based on mass Law whatever and that although it's part of The Debt Service payment it's not part of our assessment because they had to hold that money back when they or they received that when they had to hold it back when they originally issued the debt is that right Andrea right you got it pre premium sounds like insurance no no no it's it's the premium on the issuance of debt so when they issue debt they received a premium on the sale of the debt and so because it's excluded debt they had to set aside that additional money um to offset our future annual Debt Service payments they re they refinance the middle high school and I think it was part of the refinancing and so they had this premium that they have to they can't couldn't they have to pay it back they have to pay it over 20 years or something life the total dollar 8700 okay I don't understand it but like to me when I hear premium I instinctively think an insurance premum could be a minus and and then and then but if it's not an insurance premium then I'm thinking like a bond premium means you actually right issued it at yeah whatever market right so then the premium goes the good way not the negative right I think it's a terminology well is it it it may be that they weren't allowed to take the full amount in year one and therefore it's held aside and they're amortising it but does is go in a bad way like this is an expense it's a repayment it's not part of our assessment three negative six so it was already included in the bond the bond we appropriated and our debt and service payments are lower it was already approved this is being advertised yeah yeah just account yeah it's where it was it was book somewhere else yeah um so do I have a motion to approve the Manchester Essex Regional School District Deb year hold on years debt assessment to Manchester in the amount of 2, [Music] 72,9 you agree Andrea yes lands and in consideration for the new easement authorize the select board to release an existing easement the town has on the Housing Authority property or take other react action related there to and there was an item we approved on the CPC for this which was $20,000 I can't even wrap my head around what you said but it sounds we're swapping out we're swapping e e that doesn't sound financial to me ouse he parking and access legal fees and reportings what's the 20,000 for Greg um for legal cost and for putting in the new parking area at the trail head thank you but that's 20 grand of CPC fund yes that's right so so it's still I still I don't know my opinion is you know what do we say show position that's my is that what people want to do I'd like to do um this isn't this isn't that article the CPC article yeah it actually came from open space and Rec wants the parking area so they made the request to CPC but um okay that's fine okay um Article 19 is deleting this is on Tobacco fees that are being deleted from the general bylaw and being done via this is a new one it's not in yeah it was 18 before right no it's well oh it is 18 before okay who knows I've had like four versions of this okay so so 19 is merely removing fees from the general bylaw and putting it into what the select board authority no it's really through the um Board of Health regulations Board of Health and then they're also State um state regulations that govern fees as well can you can you just expand on that Greg so instead of repeating the fee structure in the general bylaw eliminated in The General bylaw and just rely on the board of health regulations and the state regulations that set the same fees so it's like a like a legal cleanup yeah yes it's this is redundant and so we're just removing it's actually not changing any math is that fair correct that's fair is it fair to say that this is so you can change the fees without changing the bylaw in the future that's correct say that again well by removing the amount from the bylaw you can change the fee you know by regulation as opposed to voting for The bylaw oh it takes it it's a lot easier to to raise rates so corre so so it's making it more flexible or easier for the Board of Health to raise the rates on Tobacco that's that's correct okay so we take no position that's what I would do yeah I don't see what we I'll mo I saw this ages ago um on Municipal land controlled by the school Municipal land used for education purposes the school would control other Municipal land the select board would control so in other words Highland Fields School District um Little League field P like yeah street so you roll up the sign if it's used for school use you pull it back out for Town use I mean it's got both town and school control no it's just town is either town or school either town okay have Mike go out and roll up the signs in between you know permitted not permitted so do mean we could have an electric billboard on was just fincom is great fincom is great meeting Tuesday night so that's what I was getting out with controlan we have lighted we have noise what do we have you have mic's picture have size restri you from good it doesn't matter to us yeah I know right that's up to the school department and the select board to make the determination as to what type of signs they allow yeah I don't article discussion right it's now article 16 which says to see if the town will vote to transfer from available funds 100,000 to supplement the fiscal year 24 legal expenses account in order to cover additional expenses incurred for various legal services or take any other action related there to okay so the article 16 that we had before for oped is now 17 now 17 right so they all move up a number right okay sorry I only had this because I went to the select board meeting I I pulled it off of the select for um minutes package so 19 is tobacco correct yes yes yes and we're eliminating 20 and 21 so the new 20 is the one we just voted on no position right and 21 is the last thing which is the one that we do on town meeting floor if somebody approves too much money right right um Soo I have a motion for article 21 that we take no that we we defer yeah we yeah make I'm we yeah we make our recommendation on town meeting floor right exactly what sorry what is it it's a this is the catchall at the end where if um if somebody increases the number increases the number and we need to transfer it from Reserve in order to not increase tax rate it's meant to be a proposition two and a half article that would keep you from going over two and a half to have to go to the ballot right but but this is someone would have to proactively at down meeting increase find 100 Grand or what you know some number because it's got to be within the fin says they want $250,000 worth of fire hose and everybody says yay now we need to figure out how to pay for it but that like in that example that's higher than the fincom reserve so like you can't even cover it out of there right I mean we could technically increase the taxes without an override because we have excess Levy capacity but but this gives us the opportunity to say pull it out like a one in a million probability thing how you deal with it at a town meeting without having to call another town meeting so I I do I do need to point out that you wanted to reduce the tax increase by 150,000 by using more um fund balance for operating so this is where that would come into play so you would want to make a motion that on AR should have been adjusted to reflect um less taxation in the capital piece and more from reserves that's what we were expecting to have happened right so you were hoping to put it into Capital we were hoping that the the the payment for Capital would be adjust I prefer that approach be adjusted by additional 150,000 from reserves and decreased 150,000 from taxation okay where Whatever item you want I'm Sor that's what I thought was going to happen high level we voted on this right yeah but we maybe weren't clear as to what we were expecting does that change your report the report at all no I don't think so that doesn't change the numbers in the report does it Andrea no no that's what we voted to do it only change the capital section where you show the funding source totals but I can update those okay thank you so in Article Five Article Five would be in we'll just yeah we'll just have to add another 150 and fund balance to Article 5 remove remove 150 in taxation and right that's right add in fund 150 from fund balance can we just say again I want make sure we got the grammar right you're going to take 150 Grand from fund balance did I say it correctly so far yeah to apply to a capital item that was previously funded through taxation okay so you gotta connect three dots yeah okay so 150 from reserves goes towards capex but then that uh 150 lowers itow tax it lowers the tax rate because you were assuming that cap cash from taxes was going to be be about 150 Grand of capital right so the motion for Article Five will will will take care of that okay when we when we read the actual motion we specify how each line is being paid for so we have some general funding sources listed and I think we can I think we'll be able to to make that adjustment CPW facility sighting was a combination of Taxation and fund balance correct so we can say taxation of have to I have to look at see how much we were originally planning on fund balance but we'll we'll put another 150 into that most likely okay Gail you have your hand up yeah you need to still vote on article 16 the 100,000 for uh additional expenses for legal you okay you discussed article 16 but you didn't vote on it that article n so when we were looking at the capital budget for the library right we have the $6,500 for repairing the walkway 435 for doing uh a building assessment right and 15,000 which was the match on a grant to submit application like the school does for the state to reimburse to do a feasibility study to see whether they qualify for a grant they don't if they're not accepted then the money's not spent and because it the the town has to accept the grant it had to be in a separate warrant article rather than just covered under Article Five I see is that right Greg yes correct so is there now a separate warrant article to do that I article eight eight oh it says accept I'm sorry I thought a was what was the acceptance one but maybe it it has both it's it's accepting it and it's approving the the math 150 so you don't have to be in the separate article do it all in one correct it just can't be in article five which is where you would traditionally see that it can't be part of the regular Capital it has to be a standalone vote for accepting an appropriating the dollars for that grant part of Article Five it's in article eight okay was okay it's yes got it I'm with her I got it has a question just I just so so they took it out of Article Five and now it's just in article eight okay ah it doesn't repeat okay it's not repeated that's what I was double checking it was taken out of Article 5 because you have to approve the grant yes have to accept the grant yeah so just a mechanical question this doesn't change the tax rate or the tax amount at all because it's already been reap it's being reappropriated from so we had the 200 ,000 from the Ada restrooms right that hadn't been spent and we said it should go back into fre into fund balance but in order to save a year by reappropriate it y we can use that money this year instead of having it go into reserves and then come out again so so to play it out even further if article 8 passes nothing changes in terms of tax rate or Reserve or blah blah blah correct if article 8 fails it should actually produce back to reserve it should produce like an increase in reserve no I think that if I have it correct I think that we have not reappropriated that 150 so we would have to put it into reserves next year assuming we you know right right assuming you close out that restroom project which is the intent that would flow into the fund balance oh okay so it will okay so all right so I was right what I said so if article 8 passes like nothing changes in terms of tax rate projected fund balance blah blah blah but if article 8 fails it actually increase fund balance by 150 goes to fund balance and the appropriation made previously for the Ada restrooms is is well I don't understand Greg right where the reappropriation was made because it's not in Article 5 or the 150 no it will be in Article Five and and eight it's both oh because it's it was pulled out in this one that you gave the select board no the 150 I'm sorry the 150 is only addressed in article 8 but it's addressed as reappropriate the 150 of the 200 right but if it fails then the 150 150,000 of the two 200,000 would not have been reappropriated so it would stay in the capital it would it would stay as Ada restrooms but but we are going to um under your policy of if it's not being spent within two years it it blows back the fund balance so Andrea would do that correct okay doesn't need a vote to do that correct okay so end of the day our delay passes and the number stays the same if article 8 fails 150 goes to balance on one of the Articles or comment yeah I I actually just found out about this this is something to do with um the Bion Pike taking over some type of like launch service for the town I presume that has turned into an article yes yes and we had approved it on March 21st and so that article includes transferring from reserves 9500 for the fiscal year 24 for the um operating expenses for part-time people it includes transferring from um reserves 125,000 for the purchase of two launch boats and it includes appropriating 41,000 in fiscal year 25 to pay the operating cost of the launch service and the finance committee recommended this on the condition that um this service is um does not use any tax dollars and is self-funded and that Bion is in the process of obtaining commitments from people to ensure that sufficient number of people have signed up for it before we go ahead does that in your question yeah is this information all of the details to this online to look at there there'll be some additional information forthcoming but but you are recommending a large amount to be spent on the actual boat right there's two boats and 125,000 would be amortised and the launch service would be required to to cover the repayment of that amortization through the fees they raise so the town is front ending the capital out lay but it um it's repaid is repaid um is there anything in the agreement about liability insurance and everything else that would be associated with such a service Greg yeah so all of those costs are are Incorporated in that $41,000 figure and and that's been factored into the setting of the fees so again the fees would be covering those costs okay um where and when will all of the details to this be um posted so we can take a look at it and not waste your meeting at 6 town meeting starts at 6:30 um and then we'll need to if nothing then we'll need to adjourn at the end of town meeting so I need a quorum to come up to the front at the end of town looks like there's three people that expire term this year I'm just curious your term expir my term is up so the the people whose according whose terms expire in 2024 are Dean Mory and Peter are you gentlemen all planning to continue on what do you think the selectman want me to continue who knows well then therefore they may not they may say out kid you expired open the window and push you out exactly have you determined what you're doing Dean well I I'm willing to continue serving if if someone else you know if there's a big demand that people want to get in you know I don't mind yielding but otherwise I'll I'll continue people rushing down the door people breaking down the door somehow somehow Greg we need to fix these terms fix the get it more balanced yeah um so we have three expiring this year one expiring next year and three expiring in 2026 and this happened when we went from nine to seven members right right somehow I thought we had fixed it last year but I don't think that happened yeah yeah we it still is a little out of balance here all right it's okay as long as people keep reupping I'm good that I would be in trouble if this year if everyone said no and we're short three people yeah yeah that wouldn't be how would that work if all just theoretically if all three people said they didn't want to renew then the board and moderator need to like hurry up and find three people by July one yeah yeah the select board has changed its appointment policy and it's my understanding that once somebody this is only for Bo select board appointments not moderator appointments got it but for select board appointments once somebody has served two terms um it's my understanding the select board is going to advertise for applicants um if applicants respond then the board members for the expiring terms would have to also apply so they can look at everyone if nobody applies and it's my understanding the select board would be able to reapply with without you having to reapply so that so that applies to the pcom members that they that are appointed by the Yeah by the so I don't are all three of you are you no Dean is Dean I'm a select Bo person you're moderator right Dean yes I was appointed by Alan so so Dean Mike and I are moderator so you two at these two for 24 you two term expiring sorry I forgot the word term before you do your term expiring in the near term great how careful he's gotten board appointed and new interesting yeah campaign size oh I feel so much better get you in for sure we certainly have had h a deluge of applications over the years that was I was TR of they' probably be pouring in about now okay well I mean clearly this new process by the select board they're anticipating that it will or might generate right like right otherwise why would they do it right I think what they're trying to do is yeah it's across the board and I think what they're trying to say is okay we're just not going to automatically reappoint people we're going to advertise for and if people come forward we're going to consider everyone which makes sense no no I everybody's aware and that years ago years ago they used to have people apply and then they went through a period particularly on F and calm where they couldn't find a person who was willing to apply and they had to start twisting arms that's why we reduced from 9 to seven we couldn't get enough people that we had we had a forum issue that oh yeah we had a inial issues yeah um so you know it makesense sense okay wow see so I can't answer the question probably right here I think I just sered two terms I think not sure I'm not I think you had a short term maybe maybe yes I think I might had a two-year term where will they advertis like Cricket Time website probably in
