handles certain applications if you see the last page I have prepared the table for everyone that represent the applicants uh application number the property who are the applicant and the addresses out of those total 14 applications 50% of the application seven were approved one application was dismissed without prejudice one application was withdrawn by the applicant and five open applications we have carried to the year 2024 so that's where we have distributed the all applications and now five applications will be heard in the year 2024 I have given all detail information about all the application and the decisions their proposals and all the variances if you have any questions you can ask I think you sent that to us I reviewed that already Yes I did okay we have any questions on that that was sent to it when was it s okay very good report do we need an acceptance on that there's no formal there's no action for the that's I right how about the next say there is action yes okay next item on the agenda be cannabis ordinance brief on cannabis Orban ordinance permitted Zone districts and discussions on referrals and recommendations letters from the planning board who's handling that one what have we doing mayor you can give the overview oh I'm sorry you're you're I mean the overview is you know when we say cannabis is we're talking to you yeah unfortunately yeah I mean the easiest way to describe is is um we had originally backed out of cannabis because the state had no statutes no how much taxes nothing they had no information for so so we opted to back out of it um now we're going to back back into it because they have gotten their crud together um we are going to do a manufacturing a production no it's cator a cultivator and then three retail licenses um I don't think it's going to take us very long to fill them we have people knocking every day at the door waiting for a resolution to go through um the yeah the tax um Advantage is is hopefully going to be significant um like very significant uh I I was joking around the one company that's coming in is going to be a grower a producer and a retailer U out of that we're basically a 5% partner with them for free because everything they do we get percentages of 2% One Way 1% another and 2% and other way so uh and we're talking companies that are doing ridiculous amounts of money um New Jersey as a whole is estimated to do over a billion dollars in retail cannabis in 2024 so if we can piece of that uh I think it'll definitely help our taxpayers um we've gone through the the uh ordinance um with Ron mandelo he is the special counsel that we hired he um I think he created a fantastic resolution uh we think we thought of everything he's done a bunch of them we're not the first town he's done um you know so we allowed for where they can be where they can't be uh distances to schools and playgrounds and all the stuff that you know any any parent or anyone with a little bit of Common Sense would definitely want to see had I believe we've done all that so um what we're looking for out of the planning board is just a uh a nod on their end so then the turn Council can get the resolution moved forward so any questions on the Cannabis resolution yes so some of the distances that we have currently um in there they will be uh we're looking at the distances again currently we have 5 1,000 ft um from distances from you know buildings whether it be a public building or it be a school a daycare center whatever so those distances uh Council will consider changing some of those distances I think Steve what do we say 250 and 500 correct is what it was um limiting only because of the how Maple Shade is and how close we are to things um we feel that we still have the safeguards in place to be able to attract um but the 500 and the one ,000 really restricts us as far as as locations so and every one of our I call it our Highway commercial you know if you look at it you think okay coming down 73 you got Sony run and fox meow right behind so it seems as residential behind everywhere where there's commercial so we had to be sure that we didn't you know cut our nose off despite our face there um some towns have crazy back crazy crazy setbacks and other ones have none so um I think we did enough um looking into it and enough looking the tax maps and trying to make sure that we've we've protected ourselves um properly and I think we've done that there's nothing on Main Street in our downtown area there's nothing permitted there it is just in our Highway commercial our HC our C which is General commercial and then our BD and our bd1 which is all along Route 73 and Route 38 is what it is so now what action do we take on this we just recommend it to the uh uh yes so the board has any comments on the resol on the ordinance any recommendations okay for example adjusting those uh we listening you got any additions or examples recommendations I have a question do now these companies that come in and you know they want to build do they get still have to come in front of the board for approval yes yes for it yep um and they got to come in the first thing we're doing too because we're going to have so many uh professionals involved in it um we're not going to make them leave a $500 escrow it's going to be $15,000 like we got to know that they're serious we got to know that they're going to come in they're going to have the money to do it we don't want somebody go through the whole routine open up and a month later by a business it doesn't do anyone any good so just if I could just speak to that um been through a lot of these in different towns and you do get some shady characters coming in some small time they think they're just going to come in do this uh one was an art designer and she realized she had to do a site plan and they backed out of it um but for the most part you do get the bigger agencies that are coming in yeah the couple that have approached us right I mean they've you they've come in and they've dropped numbers and I'll make up numbers for the conversation so like yeah we're going to buy that building for whatever a dollar we know we got to put $100 in you're just stand onone okay and we're talking like numbers in the realy in the millions and they're like yeah whatever we'll put whatever 10 50 million building doesn't matter they know they know it's a future Business Without A Doubt without a doubt it's definitely it's definitely a money maker it's definitely um you know something everybody wants to to get in you know the companies that are doing it want to expand so and you prime example you look at Mount La I mean you ride down you ride down 73 and they're they're they're literally next door to each other they share a parking lot the retail Distributors like they're everywhere and I've never I've never driven pass that without people walking no yeah no doubt well well like I said when when I read the article that new jerseyy is going to do a billion dollars in retail cannabis so I was like we need to be a part of that the rumor was that Diner that sits on the corner of the joke there along that Corridor right there is that it is cannabis row like that's what everybody there's going to wind up being five of them they put tons of money into that Diner when they refer and then it never you figure what's opened it closed it refed it again so now you're going to get your food yeah the one thing about the ordinance too was that we made sure you know the state has given governing bodies a lot of leeway and on being able to make decisions and whatnot but like in our ordinance as well we have this there's a cannabis Review Committee so when an applicant comes in that application is going to have to meet you know certain requirements um before it's even considered you know before it can even go anywhere so it's very possible that you could have you know high level of competition with uh with some of these cannabis you know these cannabis companies um so Council will be able to have that discretion of H you know they they really didn't meet our our our preference our parameters and and what we want to do um and then obviously anything that has to be done does still come before the board so it's not like it's just a stamp of approval you're in here's your application you're done there are still processes in place it's just um again when we first had opted out of the ordinance it was because the state just wasn't giving a lot of guidance and we were not comfortable because once you opted in you could not opt out um so that was the fear is oh my God right in the very beginning if we opted in we would have been stuck and we just we weren't in a position did we had I guess we had the option of not opting in but then you could get sued for not opting in correct no no no we can stay opted out for as long the problem is is that all of our neighboring doing it so like even right now we are a little behind the eightball here and we're a little behind but they're still they're not going to I really did not think that it was going to be as competitive and I kid you not when I when we left the last meeting after we had introduced it I had they must have been watching we had two I had two messages on my voicemail of okay like what's the next step and I'm like wait like let's just slow it down a little bit like we still so it is very competitive I'm sure Fred you've seen I'm sure you've seen it to Del Ry just did four I mean if you could compare it to dry towns four in when we were surrounded by dry towns we had nothing but bars I guess it's like bars willing was up whether or not you want to decide whether or not you want to be a you know a smoke free town or not you know and well well you still can't just cuz you can buy in town does you can't stand in front of the place to smoke I me you can't you can't stand FR liquor store and drink a beer either well this is true right but um willing Barrow has I was up the event with the Mayors where I had to speak on a a committee for um economic um development uh willing bro has a drive-thru of cannabis store has a what drive-thru drive- through I would add on state has started allowing the launches into the kabi retail it's the what Lounge a lounge yes this no everything I've read says absolutely not it is recently start we I don't want any of that here no I mean I personally don't how you going to get him you're not supposed to drive the same thing it's like a bar get drunk what's the difference then you just set the cops out there drive slower the cops are going to be but they also have the UOP they also have the I want to call home it's not home what's the afterwards what I want to call contribute a little bit of money to anything we may want oh now see you're putting me on the spot I can't think of agreement host agreement I want to say the host agreement um and some of these companies have you know looking at other townships they come in and they get everything they want then they come back and they go okay we got everything we want we're getting ready to open what do you want right and these companies said well we want to put whatever lights in our baseball fields and it's a half a million dollars and like done but it's all afterward so it's not like we're doing it as a but they know they're going to make a ton of money they want to be good um good neighbors good you businesses so they're like hey you know we're going to make a crap load of money here's whatever here's your 100,000 half a million dollar whatever the number happens to be for what they got going on but um that's so if we see you driving a Lamborghini you're you are in very serious TR too not going to happen he's still he's still recently same thing happened with the Paul Boro one guy he gained approval for entire project and now he is selling the project only the invest really invest oh okay any other questions I think FR did you have some no I was I know you have distances 500 a th000 did we ever put a map together to make it easier or yes did we did yeah you're not getting a copy combine combination right right now we have the people that we we were just so short on people that was the reason why it was entertained because every board was either just at members or a member every position's filled every alternate every everything yeah so so we're not merging the boards right right this moment we're not for the ordinance we're looking for a motion to recommend that the governing body uh proceed with second reading I proceed to adopt the ordinance as it's been referred to the planning board and I I I gather from the comments and testimony of the board that the board feels it's consistent with our master plan and uh for that reason uh again we find no inconsistencies and recommend that the governing body proceed with adoption of the ordinance as it's been referred
