anyone that has any anyone from the public that would like to address Council you need to stand up state your name and address please what do I do tell my name address address please uh my name is Ray fi um I actually live in Mor 100 Grand I have a mortown and I'm here never been to one of these I'm not sure if I'm from Mor toown if I'm allowed to be here but uh um but I had something to do with M Shad though and uh I've been talking to Susan for months now but um my my uh my thing is about the gun range over there correct aware that yeah I moved into that house a few years ago and uh I never knew there was a gun R there and right after I moved in I he all the shot and um hearing the shots is one thing but like actually feeling the percussion of the shots like because the different calibers that they shoot like they store out low and then it gets you know bigger stuff and uh you know I'm an outdoors when I hunt and you know I'm not against guns I'm not trying to take anybody's rights away or anything like that but um the one thing I'm looking for is if something can be done to make it fair for the gun club and you know the residents of Mor down because I know that they they're right on the edge of your town but they Point their guns into Mor so that's why and being a hunter I know that if I shoot that way whoever's over there is not going to hear or feel as much as anybody that way 100% so um um so I'm I'm just you know I worry about the noise I worry about any great Shan bullets it's so kind of like secret to the way where it is and I mean I never even knew it was there I but I grew up with cire I uh been up down 73 and up down l Road and waited walls in fact I lived on South C which is like blocks for 3 years I never heard a gun shot um when I moved over to uh Grant a right across the creek from there um you know my parents passed away got left a little money and sold his house with some deer standing in the backyard and I like oh look like a park back there I'm like thank you you know like here it is and uh so I thought it was going to be awesome but then the shot started I was like what we under attack like I don't know what was going on but um so I found out that uh yes there's a gun range there and um so I am worried about Roch Shing bullets and I and I from what I understand the place has been there forever and um people say it's grandfathers and stuff like that I personally don't understand how you can Grand I seen grandfather like some building or something like that but like after a gun range where people can potentially get shot or you know on a nice day like when it's nice out you know I want to open the windows let some fresh air in uh that's when they want to be out there shooting and that's all I can hear is the shots and even when the windows are closed which try watch TV it's not necessarily the noise but it's the vibration it echoes off the houses behind me it comes back it's almost like you hear it twice um and uh um I just feel like like something could be done I know there's a range in Delan I used to belong that used to be in NRA when I was Junior 12 years old yeah and uh I haven't been there since probably but well that's a lie I was there one time but about two years ago but uh um I do know that they have they have all their baffling they have the ricochetting baffling for straight ballets going up and on the sides which also um makes the noise levels down um I just know and I know that the gun range they also shoot on holidays I mean they're out there shooting Thanksgiving morning shooting Labor Day shooting on Easter Sunday I don't think they shot on Christmas this year but uh Eve and just uh it just um me personally it ruins my day just I mean I could be like having a nice time nice day doing whatever and then I hear the shooting and I'm telling you things get thrown in my house but uh I just I just like um I'm talking soon I was just wondering if uh again I'm not you know I don't know any them gun guys over there just looking for something that can be done Fair maybe as far as what Cali there have to shoot cuz they shoot some big things like there's big noises coming across that Creek and uh I don't know if anything they done like that or anything don't with which direction they shoot maybe have some kind of schedule like maybe not holidays or I don't know about weekends maybe on one day on the weekend so like you can relax a little bit I mean we all work a career and I'm a construction guy and like when I want to relax you know I want to relax out and I have this beautiful back deck that overlooks everything and we try and eat like you know breakfast out on the back deck in the morning for with tea or whatever or coffee and uh you know or having a dinner just the other day we were out there having dinner and um shooting started and you you can't sit out there and it's just all right wrap everything up go in the house and it just doesn't so well so basically I'm just uh seeing if anything can be done with that um sooner than later because I've already been dealing with it for like three years and and by the way my neighbors they all we we've all talked and the neighbors have said they complain but I did come here months and months ago I talked to I don't know if I should drop anybody's names right here like that but I did talk to a couple of people and uh basically got not laugh at per se but like just H that's been there for years you know just like one of in and I'm like well I don't I want to sound I'm rude or whatever but I don't care if it's been there 800 years it's like Environ or uh communities grow and stuff like that and again it's not a building it's there's kids walk around pet that's the other thing you know pets like go nuts when it when it when the gunshots start um we understand there's an issue uh Susan has brought it to our attention um I think the biggest thing that we're up against like you said it's grandfather it was approved before there was any zoning laws so so that's what we're trying to work with and they've been very forward and very trying to work with us trying to come up with ideas I mean you got Wetlands there you can't just build a big wall there's some issues that I I just need you to understand we are actively trying to figure it out with them and they have been phenomenal they're not just like ah guys not who cares we got guns and we're going to shoot them that's not their attitude at all um we're just trying to figure out what the right solution is and what's going to work for a for you and B for them you know so so we are aware of it we believe that trees trees were taken down that's what I was going to ask that's what changed did you hear it before they started doing as loudly before they started doing the work on the cek with the Reconstruction of the the bridge of the bridge you did hear it that loud them trees you talking about trees that are out there close to Main Street like G all along they took they cleared out all along the creek there was a lot of trees that and like you didn't really couldn't even see anything back there now it's all open they took trees off on the side by Reas so that I'm just wondering what the time frame was if it was be if you didn't hear anything and then you heard it after they cleared out all that that pH honestly like I I haven't noticed any difference at all like three years you've been there three years I don't know when that began when the bridge last year it was when the bridge fell oh okay the um the winter and the summer kind of makes a little bit of difference you got more leaves on the tree um on the trees but I think the trees that you're talking about are probably a little bit closer to Main Street Because unless they got thr by boat and cut trees down they wouldn't be on the line yeah when they dredged the we had talked about when they originally dredged they took out a lot of that Marsh and I don't I don't know if that was in the brush I don't know if that was it that used to be a lot of trees there okay but it is something we've talked about in Clos session we've talked about it several times we are absolutely trying to figure out a resolve um the last I heard was that they were kind of upset that you guys were asking them to uh do anything I have have have you heard that that was with me and you had that conversation with me I didn't want to say your name that's okay no listen they know I again I've told you that i' kept them up front and kept honest yeah and they they weren't completely happy with me that I had asked them to do something um but so you know I I'm glad that you came I know I just got your email too I know you said that um yeah we we have been trying it's it's been a very long process you know from the from the day that Mr fikki first you know contacted me I've told you guys what's going on um I've reached out have asked them um so as recently as last week we talked about it too and said you know like had the engineers look you know I um so like like what happens now I mean like what do you have like a plan like do you have a next thing that you're going to try and do I mean like cuz this is been going on for you know a good seven months eight months and uh you know nothing has changed um I almost feel like they would I don't know if you can do it you're probably going to say no but I don't know if they if you can say well we'll just we'll just shut you down until we come up with a plan you know what I mean like uh would that might put a Russ on things you know what I mean but like uh maybe if Council maybe if we write a letter from you all from Council asking them to meet with some of the neighbors um you know as CL just a phone call you know can you meet with them will you speak with them uh maybe if you if it comes from Council now and says you know this is that we've had people appear at a meeting you know would you meet just to discuss so that they understand the concerns so they hear it directly from you and not the township picking on them or thinking that that's what we're trying to do shut them down whatever cuz that's not it and again we've had that conversation you know we've said they have been there they have they predate all of us so um yeah like you know the whole like you said with the with the grandfather and if they were there whatever and like I said I I can understand it's a some kind of building or something like that but this is an outdoor gun range you know I mean it's not technically a business though so that's what we have to look at is a business sure is it1 collect money you're a member there you're it's it's it's like a business so to say I mean I don't know if it's officially a business as out but it' be like me coming if you had an auto part store there and it's been there for a hundred years and then they built houses beside it and now the residents have an issue with your a part store that's just coming in closing it down it's not you there's our hands are tied on certain things so we have to you know take the right steps yeah like anyone can't just go there and shoot like you got to be a member of the but you can't even find it on Google or something like if you type in like gun ranges and Maple Shade or something not the memb only kind of but um and the last thing I want to do is uh start any kind of War I'm not a complainer guy like but this is just but you can't use your backyard so I'm going to say yes and and I'm going to say this and I I hope I don't ruffle anybody's feathers or anything like that and Susan uh explained something to me but I don't I don't I don't know it it doesn't really go with what I saw but um you know I I I dug deep I dug deep on on that thing and I saw something about and I know about how the uh you know they knocked down the uh Mor down P because they were going to Wi uh 73 and uh supposed Department transportation bought some land across there um but I did but I saw that public records thing online and it says that uh that that that the gun club it says right on the same page that they don't even pay taxes on on their property the gun FL property I don't I I don't know that correct they tax exemp they're tax exemp tax exempt yes so them being a business I I don't know how to give be business I don't think they give anything back to community is it a 513 when I say business it's it's like said the kns of Columbus or you the the Lions or anyone that that's that type of he business that's kind of what I mean it's not just you know Five Guys that got together and just started banging guns off I know there there could be um you know I guess you going in there uh and start possibly forcing them if they want anything they could possibly uh come after you legally or whatever I don't know um but I would assume if anything did happen like a straight bll the other thing is like you know you can't even drive by the place to see what it looks like it's so hidden but um but if something did happen a straight bll or something they don't want to put baffles in and you know you just said a little while ago something about there's a wildlife thing there and you can't go putting walls up and stuff like that but if a if a bull does ricochet and hits a dog hits a kid hits a person I just wonder what kind of legal battles you'll have then oh yeah that would be catastrophic so it's just um but in the same breath and not to go it just it hasn't happened they seem to be pretty responsible like you know you're a hunter you understand you don't pull a trigger to you know what behind you right they're they're very responsible they're not like I said a bunch of guys out drinking in their backyard F Fant there's a four in there and they're drinking and shooting uh which doesn't mix but um but dealing a bullet that's you know maybe that big um that can fly in an area so big and walls of math and probability and all that the chances of it hitting something are pretty low so um but it is possible you know I mean might have things that flew over there but just didn't hit somebody you know what I mean uh but that don't mean it can or won't uh and uh I just I just uh I'd really like to see if you can put a little pressure on or whatever um cuz it's uh you know summertime like to be outside and like to sit out our back and stuff and um just and even if there're like some kind of schedule where like if I know I want to plan a dinner where hey I'm going to have my kids over and family over that can have a nice dinner I can do that without wearing oh my God they start shooting we got to shut it down because it's just I got I can play on my phone right now for you it's bad but uh so that's where I stand um I appreciate you listening yeah we appreciate you coming back out and uh like I said I I don't like playing um uh but I really really hope something can happen on the sooner side and like I said I'm not looking for to shut them down but just something to make it fair for for everybody I completely understand your address is 100 Grant yes sir thank you thank you for your time tonight thank you you can leave here you s your piece all right you can go than thank you thank you anyone else yeah hi my name is Philip feder I live at 104 Frederick Avenue and uh I just have to record that my Marino did the concrete in front of my house for the high school project they uh pulled my water box out wait they pulled out what I'm sorry a water box okay that's the thing you put your key in to shut the water yeah yeah no I don't I just didn't hear I'm sorry so I told the inspector about it he was little guy and uh he said you're say you pull the box out I said yeah that's what I say pulled it out and two laborers were looking at it like this the operator got out his machine he's looking at like this and you know I did work for windser doing that kind of stuff if you got a whole load of concrete you got a high school next door you poor without putting the box back in CU there all roots and stuff you might not have time well at least put a mark on the curve you know so you can find it so you just cut a panel out and take down put one back in now somebody's got to go look for it to work he's got to get out there with their magic wands and all that but I just wanted to let you know that's all so okay and what's your address 104 Frederick okay so I'll reach out to our water department and as well as the engineer on that project you want me to call oh no I can call I'll call them for on your behalf yep sa the school thing yeah that would no thank you for your time tonight right so that was done through the safe of school you said okay that's how would have been okay sorry anyone else like to speak this one could be trouble uh oh she's G to say good things thank you for the opportunity to ask questions I just wanted to ask if we could have clarification on the Oprah information that was posted on social media about the health benefits sure who would like to chime in on that so I've been off social media for a little bit I got tired of my name and my address the put up on there but so I don't know exactly what was up there if you would please tell me put in a request for the O documents on the council members collecting health benefits okay yeah I'm in I'm not sure what what do you s what's the clarification I mean on social information was posted online say I guess was insinuating that people are collecting illegal health benefits okay so as of right now as of January 1 of 2024 no member of council receives health benefits that's been that's since been terminated okay so if you're speaking about I guess it would go back because I did see some things that went through there um in 2023 there was still benefits it was a past practice that was done here in the municipality um we had switched in early of 2020 or January of 2023 from a private plan to the State Health Benefit Plan um and in 22 when we were going through everything we had asked um the state we had sent an email and asked the state um if this is what we have like this was been the practice this is long before me everything um and we were told that our council members that if they were paid a salary and if they um were elected or appointed officials then they should be put on the census file so we followed that we followed that advice we put them on the census file which is the file that went to the state with everybody's name on them um and then of course you know as we all know here um I guess there was a report that came out or there was an article that came out from uh from a I guess from a reporter and you know we immediately we immediately sto those benefits so as of it stands right now no member of council gets Council voted said nope they're not going to give benefits anymore but again that was a practice um Terry and I had done some research a while ago just kind of when everything was going and and found again that you know all the way back far did we found back back to 2012 back to 2012 we found that uh Council had those coun that administration at that point of that Council had authorized uh benefits for Council and had recommended and advised that the manager at the time had they ever switched to State health benefits that they were to find additional benefits for them again the township remained on a private policy through 20 through the end of 2022 switching into 2023 there was a large savings to the municipality going to the State Health Benefit system so but that has all been corrected has since been corrected um and do not receive benefits I appreciate the clarification I don't believe everything that's posted online but you know we have the opportunity to come here and ask questions so I thought I'd ask and Sarah that covers legal and illegal benefits and I don't know what illegal benefits are really but I don't know either but sounds more dramatic when you say you know absolutely so you understand in they had the 2023 benefits in 20 in 2023 the state com controller who kind of oversees practices throughout the state and reviews he's looking for inefficiencies or fiscal issues he issued a report that said some towns are giving benefits and they're costing money and um if you saw the scale of some of them it it there were a lot of North Jersey towns that gave away a lot of money but it as soon as that was brought to the attention of council they discussed it and terminated it so they got the approval before signing up in 23 and when it a recommendation that report didn't say you couldn't do it it was recommended to look at it they looked at it and terminated they were being responsible thank you absolutely thank you thank you for your time tonight anyone else in the public have anything they'd like to mention seeing none can I get a motion to close so M second all in favor hi all right staff and professional comments um I'm going to start with Council woman NOS Happy Spring I just wanted to thank all the volunteers that are out there getting this carnival going Township of Maple Shade monthly newsletter which you can find on our website at Maples shade.com and uh as the mayor said thank you to all the volunteers well he didn't say it one of yeah one of the old said it um Maple Shade is has been built on volunteerism um from just about everything that's done the the ball fields the soccer fields the Gazebo so uh this is a volunteer town and uh without them we wouldn't have many of the things that we do have so thank you to all the volunteers and and that's uh that's it for me awesome thank you that's it that's it just is that it c one sure I can go on and on I'm going to take a little sip here but you whistle it's come to my attention that there's been some information about me out there with regard to my not choosing to run again for Council this was not a decision that was just made this year back when I ran in 2020 I kind of ran hesitantly other than I was egged on by my family because I had lost my husband in 2018 and they said mom stay stay involved stay involved help you with Daddy stay involved well I did and I signed up for another luckily the community elected me for my fifth no my six it'll be 24 years so to serve my sixth term here on Council um and it is a personal decision it was not from anything that's going on other than what's going on personally in my life and what responsibilities that I have now I have more grandchildren I have babysitting duties I am retired from my job and my plans were to travel but that was stun it with the the passing of my husband six years ago so I think that it's time and I decided I will not run again and I was instrumental in getting my replacement Bobby Lyn Lumis I think that she'll do a wonderful job and I wanted to be replaced with another woman so I'm not going to go on any kind of political rant here but I just want you to know that it was a personal decision it was not anything that is stressing me out of it anything that is going on it was my decision and my family's decision so um I had had plans of what I was going to do my last year with regard to statements that I was going to make I even thought gez each meeting I think I might wear what I wore on rework every year for the last 24 years but then I thought well no I don't think I think I be a little bit over the top but anyway um I've enjoyed my time here I've been very involved with the tantum of Maple Shade starting from when my children went to school PTA president Treasurer room mother up at the high school set take stocking the uh concession stand I served on the school board for 10 years had a little Hiatus and then became a council member and I took can remember when I first got on was thinking of running for Council I would drive it through town and I would say oh my gosh I'm going to have to answer to all these people I'm going to have to look out for all these people and it was a very very heavy not burden but a challenge and I believe I lived up to it I believe I still live up to it I believe the people that sit at this deis live up to it we love Maple Shade we're shaders I want to stay here and I want to just make sure everything goes well so please it was a personal decision not anything to do with anything that's going on I will be here to continue hopefully everything will be solved within the next few months and certainly hopefully by the end of the year so thank you very much for listening thank you very much Claire 24 years that's pretty impressive all right I got just a couple quick notes all I want to run through um a quick note about the repeal of that ordinance 2023-24 uh there was a mistake the council did make uh in reference to advertising the date of that we did it last meeting which was a mistake and that's just what it was Anonymous mistake so tonight we've corrected that and repealed the order as promised uh with all the proper notices um we're adhering to the judge's orders uh like I stated at the last meeting so I just wanted to clear that up uh and also um we we got a list of some grants that the township has Reed received and so far this year barely four months into the year uh the township with the help of our employees our fantastic group of employees uh Susan our Township manager uh we've already secured over $1 million in Grants and Project funding um that's a that's really remarkable for this town um so I want to thank everyone involved in all the processes I know it's not easy Andy I know you're involved in it um it's it's it's a lot of work and and I really want to you know thank everyone um so so far this year the totals are about what we got all of last year so to be that far ahead um in 24 I just hope we can keep up the good work and keep bringing money in um you know through more grants for the township so like said I just want to take a second and thank all our employees that that that's tremendous so um everyone else has already said it but the carnival is uh through Saturday um Nelson and I will be there Friday night if you want to stop by and check us out D no I'm not doing the dunk thing Bobby Lynn is actually doing the dunk thing Bobby Lynn is going to do that so um she a TR I I wanted to pass congratulations on to councilman uh Kaufman he is not here tonight because his son is getting married married I had to think about that second I thought is getting married tomorrow so uh and also Nelson brought up that newsletter it was fantastic it took me a while to read it it was so big so thank you again for everyone that does that that is all I have um we're going to go to actually Susan do you need to have anything anyone else I don't want to just include the floor of council Council you're good Council woman I got sorry yeah um all right so we're going to move over to Old business operations thank you so today members of sustainable Maple Shade and I took part in recording a short video about the municipality's partnership with Sustainable New Jersey to encourage our residents to take part in the psg's residential Energy Efficiency program that was an initiative that sustainable had um had gone after and has has been working at so PS and their representatives from their video side of things I guess that does all their promotions and everything they came out um and the goal of this partnership campaign is basically to help our residents hopefully save some money uh improving the Energy Efficiency in their home so there's different programs you can have an assessment that will pay you know that could pay if you qualify up to $7,500 and then there's a one that's $5,000 um in energy saving rebates so um you know it's just it's it's a good program it's a great program we're standing behind it we're going to do a full um a full announcement about it we'll get it out in the newsletter to get it to our residents there's no obligation so um you know but it's worth it it's it's and basically you qualify if you have PSC and for both your your gas and electric so residents should definitely look for um some information about that Susan before you go on do that anything to do with that woman that came from Burlington County that was some kind of that was the solar oh was that was solar okay that was has nothing to for homeowners it was business then different and does this psng thing have any to do with people that also have solar are they eligible uh that I don't know I don't know but you can definitely go to psse and or go to sustainables website the Sustainable New Jersey website and there is a whole program on it um like I said we're going to be putting stuff up on our web page and uh yeah we'll see from there but I can find that information now thank you yep uh and they might and I'm only guessing that they might because they do it on the on the heating on the heating side as well your guess so it might if you're not using that so uh DPW removed the playground slide at woodlon Park it had cracked down the center of it so the slide is gone we had looked to replace it uh however that replace just that replacement part for the slide was over $7,000 the real t one yeah so and we could not also get the uh we couldn't get aart either is what it would have taken forever they had to manufacture something so we made the decision unfortunately to take that slide out uh you'll notice there was a tree planted there but DPW has been planting trees in recognition of Arbor Day they've done Three Trees this week uh two at Collins Lane and one at woodlon um and again that was part of a sustainable Maple Shake Grant so we thank sustainable Maple Shade for uh their efforts in securing that that that funding as well uh received a finance report just talk about some reconcile balances through March 31st for us our current fund did at 10, 36,500 $23 utility operating was at 1,339 609 General Capital was about $3,163 utility Capital fund uh$ 4,328 28 and our trust fund was at $2,387 40 so uh you know we're standing standing in a good position there and as everybody said the annual townwide yard sale is this weekend maps of the home uh are up online you can find them on our web page we've also posted it to Facebook with the link there's some maps that are up here in town hall that people can pick up uh we know of 57 homes that have registered we had to close the registration on our end because one we didn't have enough signs as of last Thursday we only had 21 properties and between Thursday and uh Monday morning we took a jump so we had run out of signs um but we did get as many people as we could on the map um just ask that everyone please watch for pedestrians be mindful of all traffic laws and this year Fox Meadow is joining in in the in the event so they advertised it through their residents and you can go to Fox Meadow and go right through there as well and and they'll have it along some of their streets so we thought that was a great a great addition and I was really happy to see that Fox Meadow had uh had joined and participated and then of course as it's been mentioned to next week is our annual household cleanup what I do want to remind everybody no concrete no Cinder cinder blocks no brick um and it is a residential program only so if you know this is where if residents have a cleanout to do of their garage and you know we say that you can't put full house uh Full House cleanouts at your curb this is where you're going to be able to take we'll have dumpsters there Wednesday through Saturday so it's it's always been well received so that's all I have yard way too right yard ways too thank you very much um else was there site plan there was a site plan that I reported last meeting on the April 12th meeting the next site plan meeting will be May 7th thank you all right on the new business uh VFW Post 2445 yes sir everybody receiv received the letter of request for a waiver of local fees for their instant raffle um they do that every year um on the application you'll see that the reason for the purpose of the rle is to support community activities charitable donations um so basically look favorably on that and I think I also included the fee schedule you did I did okay so for instant raffle games um this is an annual payment of $750 which is the same as always M and we're just looking to wave it correct just the local correct they paid the state yeah right right right all right so is that something we can do right now or we can yeah you don't need a resolution absolutely okay right make a motion to thank you all right no thank you um is there anything else anyone else would like to bring up business all right with that I would no need to go back in close correct no mayor there's not if I one thing I would like to mention I was lucky enough to participate today the police department did bring your kids to work day oh correct yes amazing an amazing effort that that they put in and to separate the two the young kids had fingerprinting and games and and the older kids did a crime scene investigation it was it was a tremendous turn out and the kids I saw them later in the day they all went home exhausted so good aw well thank you they're the best um yeah we did oh just piggy back off then um this year too we allowed uh DPW so they were they were able to bring their kids this afternoon they a bunch of them had brought them over to the yard and were able to look at all the trucks and stuff and we had a couple of ours so definitely growing but I agree with Eileen there were so there were a ton of kids there were a ton of kids again so fantastic that's good good job all right if that's all then I'd like to make a motion to adjourn until the next meeting which is scheduled
