12 Edgar Circle I'm here in responed I had a conversation with commissioner horn twice June and July I believe in um a concern I have I think there needs to be a oneway street Lagoon Drive off of Jerome Avenue um it's massive confusion up there for people coming and going off of the bridge and sitting in that traffic and waiting um to you know to go through the booth has become Russian roulette with some of these cars and the cars entering from Lagoon Drive onto Jerome Avenue can literally come out and go across two lanes of traffic that are coming off of the bridge and turning and trying to go left onto Jerome Avenue or cars coming out of Lagoon Drive are turning right but they might choose one or the other of the two toll boosts because if you don't have a bridge card you have to go in one lane and if you do have a bridge car but you go in the wrong Lan and all that then the other problem is Lagoon Drive is the last Street off of Jerome Avenue before the bridge if you decide I don't want to take the bridge I don't want to pay a toll it does not easy pass and so they're trying to turn on the Lagoon Drive and you have people entering onto derome Avenue going either way and there's combustion at that corner and God forbid a tractor trailer comes along that cannot go on to the bridge they don't have the turning radius to turn on the Lagoon Drive if someone is sitting at the corner of lagon drive to enter on to Drome Avenue so somewhere along the line uh in this grand scheme of road diet and stop signs and one way Lagoon Drive wasn't looked at as one of the streets that should have been made one way and given the traffic that comes in and out of Margate on that bridge people waiting in line to enter into one of those to booths and I'll be honest with you I've lived here all my life I my street was made one way no one asked me if I liked it it just got done and when I come out of my street I'm back on Edgar Circle I can see cars coming down Huntington Avenue why because they're trying to beat out the traffic on Jerome Avenue and they'll come out on Lagoon Drive and I'm coming up Jerome after doing the D of going around and coming up Jerome like I'm supposed to and I see them waiting there and of course they want to Edge out in front of you it's not happening with me they're going to sit but it causes problems because not only are they trying to Edge out into traffic and going into one of those two lines for the booth or literally they're trying to go across Jerome Avenue making a left to go down Jerome Avenue towards the of the city now if you made Lagoon Drive one way off a drone that means that anyone living back in those areas would have to come down Jer own to access Lagoon Drive to get to their home it is what it is but the reality is with the traffic that's building in this town construction and so forth it's something that has to be done it's lucky that really there hasn't been any major mishaps but of course the Poli Department could respond to that I spoke to two police officers since you know realizing that maybe somebody should make a suggestion about this I realize this doesn't happen overnight and it's going to take time and I guess you have to submit it to the state but it's really something that you should think about making L Lagoon Drive one way to facilitate traffic entering off and on the bridge and to also allow for any of that traffic that wants to exit um before the bridge the opportunity to exit onto Lagoon Drive without having to wait for cars that are sitting at that corner and trying to come out so I mean go down there and watch it someday it's very interesting especially on a you know hardcore weekend or something of that sort so I would I would hope you would you would consider this thank you thank you Carol Carol it's nice to put a face to your voice what's that Joel narof 223 North Washington Avenue okay I'm I'd like to get some information I'm trying to understand the decision making that went into the parking lot gas station decision so I just have some questions about what was done prior to the decision to purchase it that's under cons consideration at this point so you know the first question I have and I have some questions for for mayor Collins is you said that it's going to help every you know everybody in the city did you do any economic studies that you know talked about or address the issue of what's the impact of the purchase and parking lot of having that lot on the city and how why did you use to come to the conclusion was going to help every or benefit So when you say the the economic impact are you talking on the taxpayer or the parking lot as an an impact on the finances or what a parking lot you know as an as it as an economic either an economic development issue or whatever it may be yes so both question so goes so as as far as the taxpayer impact um you know again we we meet with our financial advisers um Leon Costello from Ford Scott has uh you know been advising us for many years as far he's been with us as long as I've been here um the the impact to the taxpayer is zero based on our uh planned future Capital so when we talk about all the projects that we do you see at various meetings there's obviously a cost to them um everything we do in our uh with our in reference to our Capital Falls within the guidelines of our our current tax basis so we're we're not looking to increase taxes by doing any of the capital projects you see throughout you know the many years that uh you know we see uh the sigm walkway we see the basketball courts we see the bathrooms all of those things they all fall in the same category so you know in the sense that you know there's so much money to go around and we have to choose which projects to to spend it on this this is one that we felt was was worthwhile to pursue because parking is is an ongoing issue in this town and we identified three areas in need of parking the business district uh along Venter from bokeh to castles uh the Washington Avenue ventner um from Washington on Venter Avenue from Washington to coolage and then the Marina District the can can you know what you're telling me is that your financial advisers did a financial analysis of this specific project no they do a an overall study of the impact of of all of our projects on our budget well but that doesn't tell you what the impact is of an individual project we don't know whether this loses money we don't know whether it generates any other EC EIC impacts so yeah so so I think to respond to that um and again this is just the nature of government government does all of the things that the the public doesn't want to do because there's a cost so we we have playgrounds we have we take care of our Fields they're all a a cost to the city that doesn't pay back to the city so um having parking lots having um you know this particular location is going to be parking spaces along with a park like set the financial impact of that to the city is not going to be significant the what it does body of life we don't know what it is because first of all it's a capital budget I mean I I do understand these things I think you know I know these things used to teach these things okay when I was a professor in the finance department of a university um so I understand all of these things that doesn't tell me whether any any individual project is worth doing or not doing and each one even though it's within a within a grouping we should have at least an understanding of what the individual project does and I know how Okay financial and and especially Capital budgeting should be done um and it doesn't sound as if there has been an individual analysis of this project and the reason reason I bring it out is given the B the bond issue that uh you're proposing and the value that you're you know the cost that's there either where the appraisal costs are you know what the what the costs are going to be of the maintenance what the costs are going to be of funding it and and the standard Capital budgeting analysis would require an individual analysis of that that it fits in just gives you the ab ability to say it fits in it doesn't tell me as an individual that this is a project worth doing so I think I'll I'll go back to to what I said earlier so and and you know I may be wrong and the you know the other department heads that have been here longer than I am can can maybe attest any of these capital projects we're not doing an individual analysis on on what that impact is when we have when we do our road programs we're not saying what's that impact what we're doing is we're investing in our roads and our infrastructure to help our residents when we did the Lucy playground investing in our infrastructure for our kids so that they have a place to play you know this falls into that caterer we're invest we invest in the town to improve the quality of life for our residents not everybody agrees with every project we do the um the basketball courts you might have somebody that I mean we have this all the time there's people that want 10 more pickle ball courts they don't want the basketball courts we're resurfacing the basketball courts that's a choice we as a governing body make to try to improve the life of the of our residents the the projects on an individual basis the the economic impact of something like that you can't can you put an economic impact on the basketball court resurfacing we can't we don't do a study on that this parking lot while it will be a revenue producing uh entity for the city because we will have metered parking we're not looking this at this as saying this is going to pay back the city over this many years we're looking at this saying we're investing in having more trees in our in our city having more open space having more places for people to park because we all know that that those things are limited so we can go all day long about the economic impact I understand that completely but you have a project that's um a specialized project it's not a recreation project it's not a road workor project it's not a building for um you know public work or whatever it may be that that we're talking about this is just a very specialized project that has some very very specialized sets of circumstances in it in particular the issue of uh environmental and and securing the city's non responsibility for any cleanup costs I mean you you you yes some people want a pickle more pickle bll cost but you don't get the kind of reaction from the public on a public works project on a capital budgeting project of the size that you're talking about here without responding to that with some analysis to say to me you know when I say me I mean the public that the price you're paying is a is a fair and valid price that the solicitor is capable of handling all of the legal work on an environmental issue that protects the city about course I've been involved in other environmental issues um you know these are all the issues that are specialized to this specific purchase and and Joel if if you've been listening over the past six months and Scott and Ed uh feel free to chime in we have experts so you know we Ed's team is a team of experts that deal with us on a regular basis okay they're looking at the environmental we're you know we're still in our due diligence period Scott I believe probably puts about 30 to 40 hours a week in phone calls and emails regarding this because we want to make sure we're doing everything right for our residents as well so we're we hear you we're listening we want it cleaned up we want to make sure we're not responsible for that we're do we're taking all those report Ed thank you mayor good evening everyone uh we do have an update on the dredging permit uh we were um communicating with the DP over the last couple weeks as I mentioned at the last meeting they've assigned this project to a new reviewer which was a setback in theory but I think we've got the new viewer uh reviewer up to speed and understands that we're literally right there that we just really need one more thing from them so that we can kind of get this thing wrapped up and send in for final permitting he um indicated that he would get us a response by the end of the week which is tomorrow so we'll see what happens but um at least we have uh like I said last week some signs of life and we're moving something somewhere so I'll keep you posted on where we are with that but I think maybe we've cleared the uh the hurdle on getting this thing wrapped up on the second item which is the salt marsh restoration of Shelter Island nowh update here the information was sent over to D and once again that's on a parallel track to our dredging permit as an alternate disposal site um the Washington Avenue streetcap and Venter Avenue Transit improvements we've got a a new set of plans to review with the steing committee I know we're setting up that meeting um and then we did submit our time extension request to the dot for the smaller Grant that's associated with the bigger Grant because they both have to be built at the same time so all that's been sent into do for approval on the Amherst Avenue resiliency project we've talked about the need to potentially utilize a piece of uh Green Acres encumbered land for our Pump Station and so the process for this is we have to submit a pre-application to make an application um so that's what is on the agenda tonight is authorization to submit a pre-application which will then be reviewed and then we would be authorized to submit the real application so that is the process with Green Acres so we are moving that process forward such as it is um the uh walkway uh project at the sigm complex is scheduled to go out the bid this month the restroom project will actually be advertised for bids I think tomorrow or today uh so it's out the bid today um that's for the restroom building over at sigm curbing G program um we had a bid opening today on that I believe um so we are um in good shape there turning the page item H is the municipal building office improvements phase two that's also tenative to scheduled to go out the bid this month in fact I think I just signed off on the final plans today so that'll be getting scheduled to go out the bid so a lot of activity as far as projects going out to be getting a warant going into the construction phase which is good next couple um are still in the design phase Winchester Avenue and the 24 Road program lead service line project is in progress It's a big job so we are uh pulling those plans together the Public Works building is moving along we actually had an internal meeting today with the entire design team things things are looking really good schedule wise so um you know our hope is in the beginning of the year we'll be ready to go out the bid and awarded uh in early spring so we're on schedule for that uh Milestone uh item M everything has been submitted to the D for storm water management compliance so uh we're just waiting to hear back on their review item n is the Environmental review for the gas station site which continues to be in progress during our due diligence period we were notified uh by do that we were successful with our 2025 Municipal Aid Grant application for Atlantic Avenue from Huntington to Mansfield so we did we will be receiving $1 16,43 in grant funding for that project so this um is a project that we have in progress and is also associated with the $750,000 grant we received to complete the bike lane pain so it all kind of goes hand in hand so that's good news it's another Grant award for the city jumping down to our construction list um no updates on maintenance bonds or Closeouts and then turning the page item s is the 23 row program which we awarded at the last meeting and we are just in the process of pulling those contracts together um Winchester Avenue project is done except for final Paving the sigm basketball court will be a spring construction project thurow Avenue was also just awarded and we were also pulling those contracts together um well n's in progress the Winchester Avenue and Benson Avenue water main reconfiguration we're still waiting on some materials there and then the last item which is the Lacross again was awarded at the last meeting and we're pulling those contracts together so that's my report great thanks that the uh Atlantic Avenue I know we talked about this at a previous meeting the timing with that Grant do we we still feel comfortable with yes yep as far as paining the bike Lan painting the bike Lanes before summer that is the plan great thank you all right we will now move to our department head reports Pat would you like to begin sure I just got a couple things mayor um we had that paper shirting event a couple weeks ago had over 100 cars show up so turned out pretty good and the holiday decorations and lights are up and the ball field will be lit up Wednesday to 27 that's all I got thank thank you Chief Hinson thank you mayor I just have a couple brief things first of all uh we were notified today that we were awarded grant money to participate in the drive sober get pulled over campaign that'll start anytime between December 6th and January 1st of 2025 so it's good to get the grant money out there you'll see extra patrols that are dedicated just to drunk driving enforcement especially during the holiday season again remember to get a designated driver because there will be extra patrols out there um it's always been a successful campaign so I'm very happy that we were awarded awarded the grant money uh secondly I just want to say last night I met with the citizens Advisory board for about an hour it was a very successful meeting and I just want to thank the board for allowing me to come in and speak to them um I can tell you from my perspective they have the best interest of the citizens of Margate heart they are willing to listen to anything that anybody has to say so it was a very nice uh meeting and I look forward to speaking with them again in the next few months that's all I have thank you Chief Andrew thank you mayor uh just a reminder that beach tag holiday beach tags will go on sale Monday at the Pavilion between 9 and 3 uh and also just wanted to mention down at the Pavilion between now and December 20th um they're going to be collecting canned goods and non- perishables during their uh hours information out and up on our Facebook page as well as uh we hope to have a video up dealing with people who use friers for deep frying their turkey and just talking about in the aspect of that um I do want to recap a follow up on the news article that was uh part of the press the other day as far as nbc1 and the electric shock incident on October 30th I just have to say and and I've repeated myself in in news things and that the teamwork between the police fire department Atlanticare and the vther fire department was second to without these activities and without these people working together the lives would not have been saved and we're talking about a serious electric shock incident that occurred and two workers walked out of the hospital and are eager to get back to work and move forward with their lives so I just have to say the cooperation we had the teamwork and overall effort I arrived on that scene and you would expect chaos or something to be out of control it was nothing but pure uh control and confidence in the workers unique situation where ated two of them were CHS sh they and were had a lot inter the success of this outcome doesn't happen that frequently so this is a huge thing and it's just a shout out to our First Responders the police fire department and our neighboring Partners in the vet fire department along with sisterin-law who was there as part of the initial response team that initi I just toate service device assist us the man compr it's an autom machine that assist with giving compressions May forward make our job that E I just had to say something about that that's it all right thank you Chief and as always thank you to all of our First Responders uh Pat sever personel matters obviously some interviews the the CFO all right thank you Scott very briefly seems like it's Green Acres Night Eddie um I see you're saying here remove it from the list I'm surprised maybe might be able to just get to it because I've got no we're not trying to move okay um okay it's not okay see we've got two Green Acres that we're waiting on those leas used to the beach chair next to the greenhouse everything's been submitted to the Green Acres if you recall was part of an overall arrangement with Green Acres we are waiting on their response same with the Osborne Avenue bulkhead at sliver land that we want to transfer if you recall there was a Green Acres list again um prepared by the head of Green Acres showing that particular lot that part of it was on the what we call the rosy list the recreation open space inventory so again everything has been submitted we had to have a public hearing Johanna and I were here public hearing no one talk about it we had a post signage we had a have advertisement newspaper so we're we're waiting for them to respond maybe they'll respond tomorrow maybe we'll get resp I'm with the but we're awaiting it that's all I all right Johanna I have nothing to all right Pat before we move forward Pat power uh do you I see Jim here do we want to do you want to just address the letter that went out on lead pipe and maybe have a little explanation yeah I think that would be beneficial to everybody hey do you want to start with the plan that you're doing that so just at a real high level um State the state P loan 2021 2021 uh that requires local water utilities to replace all the lead and galvanized um water service lines in their system uh so the local utility has that responsibility to do those Replacements as part of that process or the first part of that process was to inventory service lines we have that are LED um or galvanized like most municipalities um we don't have very precise information on exactly what's in the ground everywhere so a big portion of the list is what's in what's called unknown status basically meaning we don't know if it is letter galvanized or if it's not letter galvanized um we're in the process of putting together the engineering plans for phase one of the replacement project and that replacement project will include um before we and start replacing pipes obviously we need to verify whether or not in in fact it needs to be replaced so as we work our way through these replacement projects a big chunk of the project is going to be more or less verification of materials the expectation is that a big chunk of these are not going to need to be replaced which would be a cost savings for the city but um because we have an inventory with services on the list that are in unknown status the law requires that by November 15th 2024 which was last week every local utility had to notify every property owner that had un know service l so a Ser a notification went out to all of those property owners and understandably through were a lot of questions where's this me um so I'll let Pat take it from there but basically what it means is um this was a statutory requirement to send a notification should not be the calls for alarm um we're in the process of putting together the plans the funding to go through the replacement project um in accordance with state law the letter that was sent out is was mandated by the D and the EPA so it's something we have to send out and actually we're going to have to send it out every year until 20 well till all the lines are replaced so hopefully every year less and less houses will get the letter but at this point we got we send it out to everybody as an unknown because we don't really know what's on the homeowner side so we had to send that letter out but I mean there's nothing wrong with our order 's fine if anyone has questions about you know treatment or anything that's why we have the operator and audience okay great just to understand for the late person Jimmy how can a homeowner go into their like Crosser area and see a copper pip coming up yeah most likely if you see a copper pipe then you're good okay so me that's like something I think people might not understand so what will happen is um in short order um as part of phase one of this project a website's going to launch for the city of Margate where anyone go on the website there's a stepbystep illustration of how you can verify your pipe material and there's instructions on how to upload those photographs through the website it'll come to us we'll review it and the DP allows that as a method of verification and if we can verify from the photographs that were sent in then we can take it off the list and I would encourage everyone that participate in that because it will save you the trouble of having a contractor knock on your door and ask to come take a look your pipes made of or even maybe even Tak a little hole in your yard um All Coming Attraction so we'll help people you know walk Joel Naro 223 North Washington Avenue I just have a question about the uh pumping station um what's it going which are the problems that we have in the ammer area I'm on North Washington just from block uh you we've been flooding almost every single day this week which of the is that going to alleviate or amarate the the uh the constant flooding that we get and the other question if you get to it is any idea of a time frame when it might possibly come online yeah so that that project will be a storm water pump station so it will help to reduce the the flooding in that area on Amherst the amh Avenue Wasing area um it won't completely eliminate it on very big storms challenge we have down there is like with a lot of of our areas along water which is pipes that take the rain water out to the Bay it's are at a high tide they're submerged so then you get very little outflow during a big storm event this pump will force the water out through those pipes as far as timing um you know we have limited space there to build this pump station so we're looking to use it's going to be an underground Pump Station so from The Sur you will only see a concrete pad at ground level and then maybe some electrical equipment um but we are looking to potentially use some land that is under Greenacres jurisdiction as a d agency and it's going to take a while to go through their process so that's just a long way of saying we're probably at least thank you Sher Lilian Feld 7809 Wellington Avenue it always know up here um thank you for bringing up about the lead pipes because I got that letter and I was like okay this is an interesting letter but um so is it only just to understand is it only the pipe coming into the house lake or is it other underground pipes as well like so it seems like it would be more than just the pipe coming into the house that needs to be verified so it's the pipe from the the main in the middle of the so there's a pipe that runs down theet direction of the street that's the water main that takes the water all around the city the service line goes from the main to the meter at the curve and then from the meter at the curve into the house the law requires that we identify and replace from the the service from the main to the meter and from the meter to the house so both sections so all that pipe would be have to be replaced the letter so how do you verify it if it's under like you said there's a verification process what is that verification process that's needed so the verification on the customer side so on the house side would be you would look at in the meter you see what's coming into the meter and then you have to look in the house where it's coming into the house and if you can verify that both ends are not Le and not galvanized then you can then it's not a letter galvanized on the street side you look in the meter and then you also have to dig a hole at the main to see what's coming into the main so you have to check both DP wants you to check both ends so if it's not lead or galvanized like what other kind of like what would it look like like doesn't a galvanized pipe look like plastic plastic okay well I guess I'll talk to my husband about this since he's a home inspector and he's always in crawl spaces so I'll to see what see what he has to say okay thank you yeah mostly it's a lot of the houses especially on the homeowner side it's like houses from before 19 you 80 87 or 86 or 87 Jim would you speak into the microphone so we can record please thank you name and address please our our apologies like Ed said this was mandated by the uh state of New Jersey um they've been they've been working on this and um homes built prior to 1987 used galvanized line which galvaniz a steel pipe dipped in zinc so it may identify and replace them the concern a lot of people had about the water was this is lead poisoning what's going on um what they don't take into account I've had these discussions with the D is that Margate gets the water 800 feet down naturally pulling it out of the ground we got a pH of 7.2 that's your biggest factor for corrosion is your pH you I work with other communities and I work with uh facilities like uh strip malls and stuff like that where they have I have treatment there and it's the pH is 5.5 but you got to treat it to bring it up to S 7.5 when you run into problems is when you have low PH it's how it all started in Flint Michigan um if anybody ever read about that you know their Source water was uh the Detroit River uh Lake Huron they're hooking up to but at some point they needed to put money into the infrastructure and they switched it to Flint River which is very corrosive and didn't have adant treatment in a matter of no time started leeching everything out of the pipes and that's what happened so that's what triggered all this in 2014 by 2016 they flip back to the Detroit River haven't had problems but they're cleaning up the mess s the problems you run into is when you have treatment to raise the ph and the treatment fails morgate City's pH is 7.2 the whole app Island Laport we're all getting the water from 800 feet down Laport Margate ventner it's great sourceful there's no treatment necessary treatment doesn't fail and another thing is the lead testing you do um these letters that went out they had information in there because if you take a lead test you got to document when was the vo last used and when did you draw the sample and if it's less than six hours it gets rejected because you need at least six hours to get an honest uh corrosion in a pipe and to get an accurate test so you're saying for people that are really concerned about it I I I tell people listen our our our waterers very good water quality 7.2 we haven't had problems I've been doing this for 29 years 29 or 31 years I've been here I've been doing a Le test never had a problem that's because of our short okay um but if if people have concerns and tell them you know that water is sitting in your pipe if you're not using that water for six hours or more run your water for three or four minutes you cleared a pip out now you're getting water for the man there's no lead in the main galvanizes from the main to the house that's one way to prevent it the other thing is you use filters if you have a refrigerator filter you don't have to worry about that you know if if there's any lead even in a corrosive system the filters take it out so you run your water or use the filters it's not a problem but I know I notice alarmed a lot of people we've gotten a lot of responses but the biggest thing we got and doesn't care the biggest thing we got going for us is our source work um it's not corrosive you know we have old pipes out there that the engineers taking care of and we're going to have a plan to take care of that but we're we're well aware of what we have out there and our concerns that's what I said I mean you know I've been doing this a while I drink a t and like I said we don't have the issues here it's it's the systems the real the systems that they're going after is the people that treatment if you're doing treatment whose treatment can fail that's the ones that they're very concerned great thank you Jim Steve J 112 North Lancaster Avenue uh question um we can tell from the water meter that's going into the house um what that pipe is you you mentioned um you have to dig a hole some the houses we might have to yeah because you won't be able to see the pipe yeah okay and the second question is if your house does have if a person's house does have these does that need to be replaced up until the your Coss space up until the so from so from the main to yeah to your house to the has to replace their main this will be part of the city part of the city City will be the city this will be part of the city project to replace it all the way to the house all the way to the house the city is responsible to to for that repl the local utility that is what unique that is what is unique about this it will require work on private okay thank you Steve stepen hman 9003 Amhurst Avenue Margate I was in the U uh advisory meeting last night the chief was excellent we had comments on Zoom after he left that it was really a remarkable presentation we were all very grateful um a question for our other Chief when you use the word compression we talking about chest compression like in life saving yes chest compression and this is a machine that will do that automatically ches occurred over time and we're actually required now to stay on an incident scene for the first 20 to 25 minutes initiating that initial care before we can prepare for transport so when you're doing compressions or CPR for a longed period of time even rotating your personnel it becomes labor intensive this will assist us with that operation and uh really unique machine the um couple other fire departments in our area Ocean City fire department's been using them for some time uh the paramedics do have them and our goal is to get a second unit we'll have them on our two primary ambulances right now we're going to carry them on one of our first response vehicles but necessarily on the ambulance because if that's on another call and we get a CPR call we want to know that that's going to be available to us but yes to answer your question compression is the manual compression of the chest and you know understand in a CPR situation what saves lives is time one early intervention and really important is early intervention of an AED which is an automated external defibrillator those is what enhances your chance of survivability in a cardiac related inci and now you didn't relate to this earlier but do they no longer do mouth-to-mouth uh breathing um a lot of the aspects of CPR is to continue the compressions all the time when they teach the CPR class they are still teaching the mouth to mouth or you know 30 compressions to two ventilations but we don't do anything directly with we have devices allow us to provide respirations without having to do any manual MTO mouth or anything like that we use in the fire department the police department we use what's called bag valve and that enables us to push the air into the V got it thank you very much thank you Steve is there a motion to close public comment motion I have a
