you I'll Now read our board commitment statement we are the Marian County School District leadership team when we come together to work we are efficient effective and productive our three most important characteristics are dedicated transparent and individually responsible to work well together we must demonstrate respect confront reality and be accountable we will always put students first and we will leave a legacy of success I'll now ask the Schoolboard attorney to explain the rules for this public work session good morning attorney Powers good morning chair th this work session is a public meeting as defined in Florida's Sunshine Law the board is dedicated to full transparency in its meetings and its work in compliance with the Sunshine Law the board has adopted uniform meeting procedures including the right for citizens to participate the board will allow public comment regarding any work session item listed on today's agenda at the appropriate time speakers must fill out a request form located in the lobby and hand it to the board clerk after the board and superintendent have completed their discussion on a particular agenda item board clerk will call speakers names in the order received each speaker will have three minutes as required by the Sunshine Law the board must maintain orderly conduct and proper decorum throughout this meeting speakers May criticize subject matter matter and decisions in a respectful manner but not people finally speakers must be very careful not to violate privacy rights of others especially students and their family members by to Bardock proof of publication thank you and we'll now begin the work session with the superintendent's administrative briefing good morning Dr gallet good morning Madame chair members of the board uh just I have two items for briefing I I do want to start board with um extending on behalf of our school district in our community our thoughts and prayers to appalache high school Community with that tragedy yesterday um it's it's a heavy heart when we have to be faced with these tragedies in our schools so justes want to extend um prayers and thoughts to that Community um on another lighter note um pleased to have Dr Brewer come forward B I think you've received some information and there have been some questions regarding booster stadium and Vanguard High School and so I want to have um Dr Brewer provide an update and and I think you've also received you should have received information from Miss Dobbins with regard to the facility so we're happy to answer any questions after uh this briefing thank you thank you good morning good morning chair thrower board members and superintendent Dr goet I am here today to share a little information about vanguards booster Stadium um for you and for the public listening today um Miss Dobbins is also available to answer any questions pertaining to facilities and Donnie Tucker is here as well to answer any questions about Athletics booster Stadium opened its venue in 1971 as the forest and Vanguard home stadium and 2005 van um Forest High School moved to its own stadium with a new campus being complete leaving Vanguard as the only School using booster Stadium as its own as its own stadium on August 30th which was this past Friday Night the Lights Went Out on the east side of the stadium during a football game a breaker was tripped and it needed to be reset and the which was caused by a power surge and the scoreboard went out at the same time September for there was a meeting at booster stadium with the school officials from Vanguard to discuss repairs that needed to take place during this school year to get through the remaining season um at that time it was decided that Vanguard would like to continue playing at the stadium for the remainder of the season and not Rel relocate to other um Fields um because that would be what's best that would be the best interest of Vanguard High School vangard guard plays this Friday night at booster stadium and then will not return until October the 4th giving um a few weeks in between for some necessary repairs to take place the JB football games can be moved and we are willing um to do that if necessary the current restrooms are functional and the showers are operational one is being used as storage and that's from the school's um and that's at the school's discretion the Vanguard High School athletic director ctor is um in the process of obtaining quotes for temporary restrooms to be delivered to add more options if necessary the schools are responsible in to replace and upgrade their own sound systems as needed several of our schools have done so in the past few years also schools are responsible in maintaining and upgrading concession stand items and schools also take care of this on each of their campuses um I just want to reiterate that Vanguard High School would like to continue to remain at Boer Stadium for the remaining of the remainder of this season to complete their games and I'm available for questions and so is Miss Dobbins and Mr Tucker Dr gullet thank you Dr PR board thank you um go ahead mine mine isn't necessarily a question I I appreciate that I know that um the board received a potential PowerPoint presentation from a member of the community I know that the community uh there was also a group meeting I believe of potential fundraisers and and parents of Vanguard that happened ahead of this meeting yesterday um so there's a lot of conversation in the community including with the mayor he has had conversation with me and probably other board members here um appreciate the update I know I received a phone call from another member of the community who was at the game on Friday evening um discussing a concern of safety and knowing that Vanguard doesn't have an interest in moving so the solution that I had come up with is not going to be an alternative for them if they don't want the option um but I do believe and I this is going to be a part of part of my board comments if we don't discuss it sooner I do believe it's imperative that this board have conversation very soon about a priority list not just that we have 2 point 2 billion uh potential needs in facilities but that we put together a priority list and a new Vanguard football stadium on vanguard's property is not currently on any of our five-year work plan from this board seat we have the land for the purpose of it uh rather than refurbishing what is existing not on their campus I would be fully in favor of at least having that conversation with their team team and boosters and families about what I believe potentially was the long-term strategy why would we buy that land if we weren't intending to do what exactly it is that we could do and that would be to build a football field which is why I Believe Miss dobins included in her email to us yesterday what the cost of that would be and that we do have sufficient land there to do just that so I have a list of other things that we'll talk about later in my board comments if we don't talk about them sooner um but I would be in favor of putting a Vanguard football stadium on a potential priority list that currently isn't included on our 5-year work plan but if we were to receive additional Capital funding sources as we are asking our community for in November this would be on my list thank you board member Campbell any other comments um questions from the board sure I have a few um good morning so um it happened that the email from the Community member Miss Slaughter came as I was walking into North Marian High School to have lunch with my Min on Tuesday so it was a wonderful opportunity for me to go check out the facilities at North Maran high school because while I've attended Min a North Marian High School football game I have not served in the concession Booth so I said let me go take a look and my husband is an alumni of North Marian High School so I was able to compare notes from when I took these pictures so uh conveni i l enough also on Friday night uh probably due to the environment North Maran High School had a water main break and their concession stand filled with six Ines of water and when we showed up to look at it Mr Johnson and myself the lights didn't even work so while I can appreciate that booster stadium in the conditions that it is in is not desirable the conditions at many a stadium are not desirable um we went to the locker rooms the smell was beautiful and uh the lockers while the varsity locker room is newer the JV locker room uh I could probably find my husband's initials initialed somewhere because they're the same ones that they were when he was there so I will not be a board member that is going to prioritize one school over another I love that we have line item $1.5 million this year to address Stadium lighting across all seven stadiums and I would wholeheartedly support prioritizing $1 to2 million a year to fix things at all seven stadiums so we pick a new item next year and we do locker rooms next year or we what concession stands or whatever that looks like and Facilities brings forward something that fits into with with Mr Tucker $1.5 to2 million and we as a board Which is far beyond the commitment I think many boards have had for athletics prior to this board so I wholeheartedly love what we are doing in prioritizing addressing Athletics but I I as a board member am not going to get behind addressing one school over another when the needs in my opinion are just as significant in a a vast majority of our high school stadiums and football only serves uh I guess probably we could call it four Sports boys and girls soccer flag football and boys football um track on the track well track on the track if they have a track but they don't all have a track either so maybe track so there are other athletic facilities on our campuses that serve other students and potentially even more students one could argue the gym serves more students than the football field does so I don't want to get into this um this personally I don't want to put in get put in a position where we're prioritizing one school over another I would like us to pick something to fix and fix it at all seven campuses every year for it seems like probably eternity but that's that's what I would be a fan of because the the facilities at North Maran are just as bad so um I appreciate the sentiment I love if the community Mr Carlile and I actually had this conversation probably 18 months ago and I think the mayor the previous mayor had come to me and I had this like narrative in the back of my I think I called Miss Dobbins I went and met with Mr Carlile because I couldn't remember where this idea of this $100,000 thing came from well it came from I think mayor Gwen um and and a fundraising initiative and if the community wants to fund raise um I am all about that because that is what the communities have done in other places like at Bellevue High School for their scoreboards to close the gap on that um they have they have done some fundraising to close the Gap but but I I'm not I can't get behind a redo of booster Stadium when we have students who um need to learn in facil they literally don't I mean Okala Springs is 126% capacity I think right now so until we start addressing that with our potential money we're going to get from a sales tax I can't prioritize a stadium so that's what I got on it thank you board member James um Vice chair com sure um good morning everyone I um one I just want to say I appreciate the Community member bringing this forward because we spent quite a bit of time on facility tours um recently and we didn't visit any of the athletic um components and so I appreciate um that being brought forward um Dr James thank you for sharing North Marian High School because I haven't been out to their Athletic Facility either um it I think it just highlights the need that we have and and so I know Miss dobins is working on that list of priorities and I I would like to see where our athletic facilities fall um in that list because I know we have some high schools that the need is not as great as others and so have we done a recent evaluation of those facilities Mr Tucker will come to the podium thank you morning Mr Tucker good morning um we to answer that question M Conrad we have a couple years ago we did kind of a thing where I pulled all the all the athletic directors at each school and we put together like I have a document that says some of their needs and stuff and we tried to prioritize them something similar to what Dr James was talking about where we could look at doing something different every year at every school and that's about as far as it went but we do have something I'm sure there's more things now um since we're a couple years removed from that but there's we could update that document and I could send something out to everyone okay that would be great um I would appreciate it just because I have not seen a lot of the um athletic facilities and I'd like to know where we inst understand and what our need is and I am would be really excited about Community conversation and supporting our athletic programs because this conversation has come up before there's a great need um you know for for athletics and marrying County so thank you for that I appreciate it yes ma'am thank you V chair um yes so all really important conversation all really important priorities um the good news is is that our educational facilities are being prioritized on The Five-Year Plan um you know that's that's what we're here for and and the Athletics is a huge part of that we know that that's what helps connect kids to school and keeps them coming to school helps them get scholarships um but I will also say that the communities that have the beautiful facilities have incredible community support and I'm thinking about the um baseball complex um at at North Mar and you know they've got some pretty great booster support and and the kids are really successful and and wouldn't that be great if we could just duplicate that you know all over the place uh because that's what it takes you know we're talking if the half cent um sales tax uh passes it'll be roughly a little over $300 million generated but that's over 10 years and how much is it costing approximately to build one high school 130 to 140 so that money is going to go by you know really really fast I I will say that um Vanguard has gotten the short under of the stick Through The Years um you know Forest got there um there's no other campus that I'm aware of high school campus doesn't have you know it its own stadium and Forest got theirs in 2005 now those of us that have lived here a while also know how bad it got between 2007 and the last few years so there just simply you know wasn't the money um to go around the land was purchased which was another smart thing from a previous board because to buy that land now um would be astronomical so we're already a step ahead um I I think that we need to continue to have this conversation in the community and share with them hey we've got the land of Vanguard you know what this how fast this can come together is going to require multiple resources from multiple places I also love the um continuing the trajectory of hey you know every Stadium needed new scoreboards so we provided that um equitably and I like the idea of trying to continue in in that direction as much as possible Dell in high school comes to mine you know that's pretty rundown so there's there's a lot of need and not a lot of money uh right now there's a lot of desire and a lot of focus on Vanguard so to me let's use this lightning in a bottle moment in the in a way that helps the community understand what it's really going to take to do that and then move forward from there so I appreciate the the conversation very much um I do think that we need to continue to um prioritize our athletic facilities as well we know what the what the return on investment is there but we also need to be very honest with the community on um the the limited resources that we do have and it's a great giving community and I know that Athletics is important to just about all of us so I'm interested to see what happens moving forward um board member camel sure thank you appreciate the conversation for sure because again this is the first time we've had this conversation at all specifically about this facility um I still would tend to say I would be in favor of of moving forward with moving a football stadium to the actual campus of Vanguard High School while I appreciate that I would also say field houses need to be improved at Lake Weir at North Maran at Dunellen and some field houses don't need as much as others and so if that becomes a priority we need rubberized tracks on every single campus the fact that we are a public school system that does not allow have an ability our students to participate in a track meet on their own track is a problem for me um so we need that that's a universal thing that we're going to need um oala Springs is on my list though so that was mentioned so like I I have a quick little priority list that we can talk through later but a classroom building at aala Springs is one of those things because I continue to believe that we as a board need to create a priority list um and I'll I'll share that more during my board comments but um I can completely be behind both and so creating a plan that says we're going to do scoreboards is not one that we've done so let me say I know that that was mentioned just my but if scoreboards are needed on every baseball field for example we pick that one year and we do that or these rubberized tracks we do that and I know that's a much bigger price tag than a scoreboard but and I'm I'm completely supportive of that if we need to do a Fieldhouse refurbishment across the board abs absolutely but both and I'm still in favor of moving the football stadium to the Vanguard campus while I appreciate that these other schools are struggling they at least are struggling on their own campuses and they're not having to drive to get to their football field and I I can just see the immense advantages to having it actually on their own campus chair I just one other thought um I know that when we open this conversation we talk aled about the Community member emailing us so in that email thread the way I received it and read it was that they wanted an opportunity to present to the board um as a board member I believe that we um public participation in our meetings should be um very much allowed but limited to our public comment sections in our meetings so if I misinterpreted that email um then I will take full ownership of that but the way I received it was that we wanted this Community member wanted to to be placed on an agenda to be able to present to the board their plan and I am not an advocate for that because I believe that the expectation for me as a board member is that Miss Dobbins and Mr Tucker and Dr living good I'm sorry Dr Brewer bring their concerns to the board and present their concerns or plan to the board um public comment is an opportunity for community members to come forward and if they have materials they can disperse them to the board when they're doing that five minute presentation but I am not a board member that's going to advocate for community members um and their own personal agendas because that that is while it may represent many people's agendas it's still a Personal Agenda and I don't want to set a precedent that we will put um that Personal Agenda on our agenda because then what will limit someone who has another agenda that we may or may not be aligned with wanting to then get on on our board agenda to present to the board about things that may be philosophically completely disigned from what we as a board agree with but once we have allowed one Community member to do it we will then be opening in my opinion the door for other community members to want to do that and that's why we have public comment both at work sessions and at board meetings and I believe wholeheartedly that Mr Tucker and Miss Dobbins and Dr Brewer are more than capable if they find this to be a desirable conversation to bring it forward and that Community member can speak in that meeting thank you board member James and um you know we we have board policy that already covers this and that's exactly what I intend to follow um you know the Community member can with an approved presentation has five minutes we know how we do things up here the board listens and then directs to if needed to Dr gullet to a staff member for further conversation but um that's the way it goes I just wanted to make sure we were all on the same I I'm glad you brought it up I think it was important to clarify and um in fact I had been mulling it over because I knew we were going to be having conversation today this is also on the agenda for the technical working group that's coming up next week or so um I'm interested in talking about potential for collocations shared use of you know that we've got that booster property so we might as well begin to open that conversation as well because if eventually it moves to Vanguard then what are we going to do with that property so uh it's all connected and um and I feel very comfortable you know at the September 24th I believe was the date I shared with attorney pow um Schoolboard meeting if the presentation is still relevant at that time um that Community member will have five minutes with the approved presentation share whatever they want to share say whatever they want to say and we'll say thank you okay thank you for clarifying that I just wanted to make sure we were all on the same page you bet all right um anything else I think we're good thank you all right Dr do thank you that concludes my briefing so chair if I may I'll introduce the first item on the agenda let's do it okay thank you so I'm pleased to have Mr mcfaden come forward he's going to introduce um some of our special guests that are here from Marian County Today Maran County government specifically um with regard to the radios as you may recall that we added um into our district on our buses and so he's going to talk about an a potential agreement with the county as it as we look at moving forward and the cost to to maintain the use of those radios so thank you Mr mcfaden good morning good morning chair Thor board members Dr gullet yes today we um got some guests here from the County border of County Commissioners we have with us Chief bant Miss Lisa Cahill and I know it's Sher shinier I got it right okay morning thank you for being here and um as you know we are getting ready to go into and agree ment with them um as we realized the much needed um radios that we place in our school buses as well as in the um vehicles for the safe School staff we are now getting ready to go into that interlocal agreement and I felt it was better for them to be able to share and explain the C sharing side of the agreement with you rather than me trying to share it with you and not get it right so um at this time I'll ask Chief ban Miss kahill Sherry whichever one to come up and explain the interlocal agreement thank you good morning board members I am James Banta fire chief Maring County Fire Rescue and I'd also like to point out that I am a proud graduate of 1991 North Mar High School alumni and I spent many years in those athletic facilities and uh your initials are probably in the locker room hopefully they still are yeah hopefully they still are um but uh I appreciate the opportunity to come and speak with you today um I'm going to give you just a brief overview and then I'm going to rely on uh Lisa and Sher to dig into the details um if you so choose so what we're looking at today is the final piece to close the loop on a multi-year collaboration between the school board and Maring County to greatly enhance the safety of our school children in Maran County specifically as they travel around on school buses throughout the county uh what you've been able to done do with your investment the radio system and the purchase of your radios is to have access to a public safety grade radio system that's monitored 24 hours a day seven days a week uh by emergency dispatchers the same dispatchers that dispatched are uh law and police and fire and EMS um not only are you do you have access to that system we have real-time tracking in that system and we can show you some screenshots uh in a few minutes about that um but the what I'd have to say is the um the improvements to safety to our children are are uh remarkable and the ability for a school bus driver to have instant access to a 911 dispatcher um either by the radio they can actually pick up the radio and talk to a dispatcher or if there's a situation they there's a button on the radio system that they can push that activates an emergency um uh system within the Communication Center the same system that our firefighters and EMS Personnel use that they have an emergency um hits the uh the consoles of every dispatcher tells them there's a problem it'll tell them what bus it is and where that bus is at and uh we can immediately start dispatching resources uh when that emergency activation occurs it opens up the channel for about 15 seconds so the dispatchers are able to hear what's happening so the dispatcher the school bus dber doesn't have to do anything they can hit the button and just either yell out what the problem is where they're at it it doesn't matter we're going to hear that and we're going to start dispatching resources if we don't know what happened we're going to dispatch resources until we figure it out um so it that's a a just a quick overview of the um advantages of being a part of the system um the interlocal agreement specifically now gets into the cost share of being a part of that system so you've invested in the the radios and the infrastructure um but this speaks specifically to um access to the system and usage on the system uh it's the same cost allocation that I pay Through Fire and EMS it's also the same cost allocation that the Sheriff's Office pays and what you're looking at is um from a 30,000 foot view um two buckets of money and cost you have a cost for the infrastructure so you're talking about radios you're talking about Towers you're talking about staff agreements maintenance agreements that's an availability what I consider an availability component uh the system is available for use and then the next component of that would be the actual use where we track how much the radio is being used in what's called push to talks and then seconds and hours of usage on the radio system and then uh we look at every participant of the radio system and then we break that out into their percentage of usage and then we take the cost the total cost of the system and then simply divide that out uh the county u in coordination with the Clark's office uses a consultant every year to go through cost allocation through every Department in the county and um break out uh how much you know each department has to has to pay into different uh uh resources that they're that they're using U so what we do is we go through that process every year and then uh we end up paying two years in the rear so for instance this this year Maring County fire rescue is paying cost allocation for usage of the radio system from numbers that we gathered two years ago so that is a that's a basic overview from my standpoint um but I uh I'd like to invite my staff up up to uh to dig into the details a little bit uh further if you'd like to if you have any questions for me I'll be happy to take them right now too thank you sir any questions from the board thus far okay hearing none hi I'm Lisa kill good morning good morning good morning Sher Shir good morning to you thank you for being here so uh if you look at the the PowerPoint we put together this kind of breaks it down uh excuse me I didn't want to interrupt but um you'll need to turn the microphone towards you and speak into it thank you so the PowerPoint that you're looking at this kind of breaks it down a little bit more to give you an understanding of the 30% and the 70% that we've broken the uh main bucket of of uh uh funding into for the Affiliated radio equipment that's the number of radios that you have on the system at this particular uh fiscal year 2223 you had your original 62 radios on the system so that's what we're using uh to break this down the $1,956 I'm sorry 1,956 270 that is the total amount of money uh that that is has gone into the radio system that's being used to be dispersed between all of the using uh agencies so the 30% um for the Affiliated radio system when you had the 62 radios on there based on all of the radios that were on the system you were 2.17% of that system so that's where the money was broken out the 586 6,882 that is being split between all of the agencies based on the the number of radios that they have the 70% of the 1,369 388 you had four push to talkx with your 62 radios that year uh it amounted to uh 0.06% split which I mean it's a dollar um but I wanted you know we wanted to let you know how how this is being split up if you go to the next page um it kind of gives you a better overview so on the right you'll see the total infrastructure and service costs which is the 1,956 270 we change the page please or is it the slide we earli it's the slide that you have now okay because it went over to cost allocation and that's the next page all right so we're down at cost calculations correct yes okay thank you so it should be the third page that 1,9 156,000 is being split the 30% and the 70% I tried to color code it so you understand where those numbers are and and in the breakout the Affiliated radio equipment the 62 radios that you have on the system you were 2.17% of the split that equated to if you take that $586,500 that equated to your 30% would be uh $2,714 same with the radio system uh utilization as I explained before that's the 70% split that's based on your push to talks which translate those the push to talks are tracked so every time you push to talk there's going to be at least you know a half a second something that's tallied as the time but when you push to talk and you talk that translates into the talk time and that's where it the split comes in So based on all of the talk time that's on that all of the agencies have utilized the radio for your 0.006% in 2223 is what that equated to which came out to $1 if you look down down further we have some cost calculations and projections now these are just for uh budgetary purposes uh we we don't technically know we won't know until we have that full year however with the new radios that added you were you added this I think it was in November November there were 462 radios that were added these are the new radios that have all of the tracking those radios added to the system totaled up your uh split would has gone up to 14.6% So based on all the radios on the system your 524 radios which is your 62 original and the five 462 that were added those make up 14.16 per of all of the radios on the system if you took that same amount and you did the split uh your radio equipment would equate out to the 14.16 per which would equate to 88,9 72 of that 30% pool and then your utilization uh that would be your push to talks that would be about 2 point we're estimating about 2.92% of the util uh utilization of the system that equates out to 4281 which total together would be around $131,700 for the next year that you're on the system every November 15th we will send you a notification of the number that the company that puts together our cost allocation comes up with so you will know November 15th for your next you you'll be in your budget talks for your uh your next budget year um you'll know how much to budget for we will invoice you in June of 2025 and then you will pay you'll it'll be 30 days from there so it will be your payment will be due July of 2025 so it'll be right into your next fiscal year does anyone have any questions so far thank you questions from the board I just have a clarifying question and I believe Mr MC you just nod we got a text maybe a few weeks ago there was an issue on a bus and you had said that it was used by the response was because the person initiated the use of the radio can you I just want to make sure I'm remembering that correctly is that correct approximately two weeks ago I believe it was there was an activation on the school bus that came directly into the Communication Center in reference to a fight that was actively occurring on the bus so we were able to maintain radio conversation with her to get updates and ensure that she was okay and get um responders responding to her law enforcement responded on the thumb drive that we provided there's two um things that you can play and it will show you what we receive in the Comm Center as far as the location goes Chief bant spoke to the GPS capabilities of the radio that's in every school bus and every school bus is labeled with the bus number so we can see on that screen where the bus is located this particular bus driver was able to provide her location but we were also able to verify that with the information on the screen if um you're able to pull that up we can show that to you oh I'm not don't know about yes I don't think we have there's a flash drive right here but I didn't I didn't know what it was so I just left it sitting here because I don't think I have one but anyway we'll take your word for it yes so then my only other question is um without the radio and maybe maybe Mr mcfaden is not the best person to answer this question but without the radio I just want to talk to the value of having the radio so in the absence of the radio a year ago what would this bus driver have done um does anyone can just talk to like what that would have looked like yes ma'am so what the bus driver would have done was radio to the bus compound or their supervisor at the bus compound that supervisor would have then determined helped them determine if it was a 911 emergency type call that needed to be sent to law enforcement and then they would initiate a call to the come Center and so basically it was um delayed delayed response because there was multiple layers to get to the root of the problem got you so now the the kind of like our s I'm going to say the word strategic button this is essentially the button for the bus driver exactly okay thank you for clarifying all of that any other questions from the board board member C I don't know that mine's a a question as as much as sort of a comment I I I'm interested in seeing how the forecast of the numbers is is kind of put together and the reason for that is we obviously know we just had one of these but in my riding buses and and talking to bus driver I I think there's still a gap in our education on our side because these buttons have been in buses for a little while now and so I'm not certain last year I believe there were still opportunities where potentially the button could have been pushed as opposed to a phone call to dispatch in like our transportation dispatch instead of calling 911 directly or pushing the button um so I think that we're potentially in transportation still working on ensuring that that education of all of our bus drivers includes this is what you do in the event of an emergency happening on your bus so that I I'm interested in how that forecasting is being done where I think we may have a gap in communication on our side potentially one of the things we did I believe it was the Monday before school started is we did go and meet with the school bus drivers and we did do some training for them to explain to them the emergency activation button how it worked the fact that you had the open mic that you could provide the information and that the GPS location was monitored uh we had a lot of good questions and I believe it's something that we plan to do more regularly with the school board and maybe as far as the transportation side of it goes I'm not sure who all was in that training but we're certainly more than happy to come and present and educate and you know if you wanted to bring a group to the Communication Center we could even do you know some testing to show it in the live environment how it actually works um we just pulled up on the screen this is what we would see in the Communication Center and this is every school bus we have two screenshots but this one is the one that was at the busiest time of the day and it shows every school bus and it is labeled by bus number um there was some discussion should it be by bus number or bus route um and we identified that the best way to do that was by the bus number okay um and my other comment and this is just going to be a general one I'm grateful that this Arrangement is being conducted with Maran County communication as we've seen in the media recently the potential challenges of if the bus driver was just to call 911 depending on where that bus driver was making that phone call depending on where in the city that would be or the county would also warrant where that dispatch would be receiving that call and maybe not Expediting resources to it as as quickly and so grateful that are working on this partnership and that's just a general comment 911 is very different than what we're talking about right now thank you board member Campbell um any other comments from the board questions one more thing if you don't mind um if we could go back to the PowerPoint um if you look at your PowerPoint um presentation and you go to the page after the cost allocation this is a document that we can provide um that shows the um excuse me it shows the the second block the mcps PTT push to talk that shows your usage by the school bus drivers on a monthly basis and that is something that we do um also monitor as well and that is something that can be provided great it's definitely putting technology to good use that's that's what I have to say about this um you know it's a tremendous Improvement um time matters as as we know so greatly and from my seat I just want to share how appreciative I am I I know it took a little while but sometimes it does but the outcome is is exactly what we need and I do understand that you know old habits can die hard and the training piece of this it will continue to be important so that they remember in the moment you know um don't phone a friend you know and uh but I know we'll get there and so that's super um anything else from the board did you have more to share on your presentation I don't well we did break it down a little bit further just to uh give you an idea uh on the very last page of the PowerPoint that is the total air time we took the month of August since that was when school started you can see based on the talk groups that you have we have the school board uh the public school north south grounds um the administrative emergency and then uh I'm not sure what the N emergency is and then admin so you can see where the push to talks the count and who utilizes it the most just kind of gives you a general idea of the area that's that's utilizing it the most interesting yes I love to know what the mcps N emergency is just so I understand all the categories we can find out for you and get that information okay over to you all right thank you anything else from the board all right thank you really appreciate the information and the partnership thank you if I may Madam chair I just want to say publicly because we had a meeting recently to this team um my appreciation on behalf of the district because if we can reduce those steps as we have and we've talked about the CICS um and the badges that everybody's wearing I mean the mistakes are going to happen but if we can reduce that and get help um at a quicker Pace this is just an incredibly great partnership so really appreciate being included yes and just for clarification when when we're when they're talking about that red panic button in the radios that is essentially the same button that is that law enforcement has a access to in other words when you push that button is a real true emergency that's is that's the way it's received in and that is the way fire and law enforcement is going to respond that is the way the uh psap is going to dispatch everything out as a priority so even when it's an accident we quickly they start calling me I call them we verify that is is this real is this you know accidental and that process is is really seamless with a lot lot of communication a lot of conversation that we're having amongst each other and um we're just here to get the job done absolutely and get it done fast yes ma'am thank you you thank you and I just want to make uh one more point that because you're Partners in this system now I know there may have been some concerns about um how you control the cost and will the cost go up dramatically in future years um anytime we make significant upgrades to the systems for instance uh this year we're adding uh three towers into the system which is a multi-million dollar multi-year project you would be included in those conversations as a stakeholder we wouldn't make those decisions without you and without a full understanding that um your future years of cost are going to continue to increase so I just want to make that statement and then um the usage part is really up to the control of the the policies within the school board so how much you use the radios completely up to um up to you guys and and chief mcfat it can be used as a daily um communication piece back and forth or it can be strictly for emergencies it's that's really up to the the policy of the board so thank you for that additional information and reassurance you know because we we do have to control costs and paying in AAR is always feels a little risky like we don't know how much upfront it's going to be but I think we're all vested in doing this right and having that open and transparent communication it's to all of our benefits and we know that all right anything else from the board yes thank you um thank you yes no thank you and I'm not sure one more I don't know who this question is going to be for it may be for Miss Dobbins at this point but um so I notice in the agreement that we have the draft agreement that's scheduled for our approval on Tuesday evening it consistently mentions the 524 radios do we anticipate that being the only number is that every bus or is that also including White Fleet like okay thank you Mr I didn't know who who would have that but obviously that's for this year at 524 but how was that number determined and what all V what are all the vehicles that's included in that is buses that is the safe School V vehicles and some of the um I want to say supervisors or coordinators with White Fleet Transportation no other vehicles have them um we very rarely use ours on the safe School side uh the bus um drivers they're using it and I got the honor of just listenting in one day on the bus uh routes and when I tell you they're is they're not talking about nonessential stuff they're really talking about okay let's get here there's a kid standing on the side of the road who's going to pick him up um just I mean there just all related to work and trying to find the quickest way to get kids to from of school and it was just amazing to hear the C collaboration just the communication that they had to try to ensure expedient uh efficient manner of getting kids to and from school and and I'm also curious if thank you for that um response I I guess if we were in need of increasing that number we'll do it in a different agreement whenever the renewal comes up if we have some reason that we need to change the number um but I'm also interested and and curious if students on the bus maybe the bus driver's first row of students or at least the bus Aid also is fully aware of this let's say that there's a health event with a bus driver somebody on the bus would know what to do with this red button essentially and and I that's that's an internal thing that I want to ensure that we're working on as well um but in the event that there's something that the bus driver is incapacitated to actually be the one to push the button just making sure somebody else on the bus also knows what that does yeah I'm quite sure definitely for AIDS not sure about students um but I I think I mean we've seen it where a cop or Deputy or fireman or something get in a situation where they're Maybe by them and some citizen just picks up the radio and starts talking they still can just push that button that's a a little simple push up a button and you can talk to the person on the other end which would be um the county here so although we haven't given any formal training to students I I don't see a need to it really but um we'll obviously explore all ideas and options about a situation like that in case it occurs thank you all right I think that oh sir I I think there's a little confusion maybe on the number of radios so the number of radios will be dependent on the school board's need so we won't have any involvement in that we we come to evaluate the cost allocation we're going to see how many radios if you've added to the system and then use that number in the cost allocation so um we won't need a new agreement that'll just be part of the cost allocation plan okay because the agreement does specify up to 524 radios so if we ever needed to increase that we would have to at least amend the agreement right and we do anticipate there's a bit probability we'll have to amend the agreement because for an agreement we have to have certain things in place not the interlocal but also for the for the actual um you know agreement by contract so uh for example there is no way to know an exact fix fixed cost what we do have is information regarding an estimated cost based on our estimated usage and so we've allocated an amount that would uh that would match that and then if that much is not spent that's that's wonderful if it is over then we can amend and seek an additional expenditure with board approval at that time sure right because page three does say the county grants permission the school board to operate f up to 524 so again that that that was my question so it would just require an amendment in future and those would be very routine and and and rapid and we're still wrapping up some final language in that so that's an easy that's an easy change so we've been we've been working on it back and forth for the last I know this is a draft Mr mcfaden definitely told us that it was going to be uploaded as a draft so what we officially approve on Tuesday evening will be different than what I'm looking at right now I'm certain it is not our intent to limit the number of radios you add to the system there's plenty of capacity so that is the school board's progress that's the most important thing right there perfect thank you okay wonderful thank you all right anything else I think we're good thanks again for being here appreciate the partnership um is there yep is there any public comment hearing and seeing none we'll move on to our next item Dr gullet thank you madam chair this is our last um item for today I'm going to have uh Mr Carlile come forward and followup to previous board conversations with regard to the legislative priorities thank you morning morning board chair thrower school board members superintendent Dr gullet uh at the August 15th work session we began discussion on a priority for mental health um during that discussion um you all you all discussed the um potential of adding um language about a student pathway but also some certification options for staff um share that update at legislative priority with you all via email on Tuesday and I'm happy to be here to answer any questions or provide any further clarification thank you yes board member camel sure thank you yeah sure so I appreciate the conversation that Mr Carl and I have had about this already um board just for your awareness I had a conversation yesterday also with Jessica denisy it's our lobbyist who is also very excited about the perspective of this and intends this afternoon to have a conversation with Senate president's staff um specific to what this might look like understanding that what while certainly our shortterm goal is certainly we need additional funding for our local needs uh and that would be consistent across the board and across the state what the long-term goal would be is actually to expand Career Technical opportunities to have doe have new certifications that students could receive um talking to a a psychologist uh about some potential ideas of what that would look like uh maybe if we even were having to have within our hoso programs a behavior or mental health tract which currently doesn't I mean I know we have something new at BW high school but what would that look like like what does that look like from a doe standpoint and moving forward with with that maybe it's an AP psych with hippoc certifications and clubs and activities on anti-bullying and all of you know shadowing mental health professionals where you actually have an entire program developed specific to this and tandem with the idea um in my look over some legislative things recently there's been a teacher apprenticeship program that has uh been written into to law and so is there this same kind of thing for uh potential future mental health professionals and and in speaking specifically again with this psychologist who's very very familiar not only with our local community but also uh with some students that are struggling right now I there's a lot of conversation that I think we can help frame this legislation inclusive of how even at secondary education they're able to make it more feasible for current teachers current full-time employees of Education to be able to go on and get their school psychologist degree as well or some similar to like a master's in school psychology whereas right now even at the secondary level those are not feasible I have an example here specifically from this individual saying that someone in another County a teacher just withdrew from a program because the program requires two full days of training in addition to and so you can't do that feasibly as an educator so I I think that this my idea and my intention of this while certainly representative Chamberlin brought this forth to us to have we need to do something on Mental Health okay um I I think if the board is um receptive to it that this become part of that conversation starter similar to what we're doing with gifted education I don't know that we're going to be able to solve gifted education and legislation this year but I think there's a possibility that we might be able to get some Headway moving same way with this mental health priority that we're looking to the Future mental health providers in addition to saying what we need in our current needs but we're saying how can K12 education be a part of that Gap filling as we continue to proceed in um this legislative cycle and future ones even to the point that our student representatives are saying they want to have a minor in mental health my response to that is what does that mean what what is a minor in mental health Health mean and so I I think that there's some there's a lot of things that can be done to massage what this is but some of it is language specific to how the Department of Education can help us first create some certifications around this category and secondarily help with um program formulation similar to what we did with the ecoin program at North Marian High School just because it hasn't been done before doesn't mean it doesn't need to be done and doesn't mean that we can't be on The Cutting Edge of making sure that we help build those programs so those are all my thoughts all right thank you um feedback comments from the board I guess my just my my question is I think we were at five before this item came forward and historically the board has done five so is the board going to do six I don't I don't care either way I'm just asking for the good of the cause like or are we cutting something is my question sure thank thank you Dr James for that I appreciate it so I I believe and this is kind of how I foresee this occurring because another one of the comments I want to make is when committee weeks start so unlike last year committee weeks actually aren't until January and February so we have some time still to work on that the fsba legislative committee will not meet until October so if the board um agrees to for me to submit this you know it's due tomorrow for me to submit something like this in kind of our ideas of framework to fsba see what they want to do we also have the ability to create our own legislative platform through the central Florida public school boards Coalition so I think there are ways that we can still do that and the board potentially talk about this again in November ahead of when most likely we'll have legislative delegation meeting in December probably because they won't be elected until November so we won't fully know who those folks are so I'm anticipating kind of future we are currently at 5 I think if we see what FSB ba says if we see how this is receptive again being incoming chair of Central Florida public school boards Coalition have already had conversations with Dr Danielle Thomas with Jessica Janice sewitz about actually moving that Coalition into a real advocacy legislative priority Coalition where we take on priorities as well as the central Florida public school boards so I think there's a lot of potential for us depending on if this might land on fba's platform terrific if doesn't do we still want to pick it up or do we want to move some of the things we have around because another thing I mentioned to Jessica and I know this is unrelated to this specific conversation about mental health but another thing I mentioned to her was the topic that came out whenever we were um talking with Miss Boston Ellis during the budget whenever it just kind of I blurted out saying okay so when a categorical is collapsed we also need to collapse the reporting requirements and when I said that to Jessica yesterday she was like holy cow why have we not ever said that like that's a really easy priority to put in and it's just basically like a oneliner for everybody and so I did already because we kind of talked about that I already submitted that as one of potential um conversations for fsba as well um but I haven't submitted this mental health one because I wanted to see what the board thought and for his feedback if there's anything you see differently or something we want to change or adapt um and Mr Carlile thank you again for putting together all our thoughts on paper because he and I had additional conversation and it's still kind of Just landing on this information he's put on paper I I think there's a lot greater opportunity in the future on this but maybe this is just the year of conversation starters but to your point I think if we have this as another work session agenda item maybe in November early November I was gonna ask for us to land on what our official Mr Christian little pocket thing will be because we'll have a new picture taken in November there's there's a lot of things that'll happen so I just remember the timeline being earlier last year so that's why yes way earlier so then what we can just plan on is Dr gullet we'll put it on an agenda sometime in November and we can firm it all up after we decide what fsba is going to pick up and then we can kind of pick our top five cool that works for me right right uh for once we're early out of the gate on this honestly and last year was such a rush because sessions started so early um I agree that we have always and I think it's a good idea to keep our because otherwise we need a much bigger piece of paper um three to five you know legislative priorities I also think it's super important when you have an actual legislator sharing with you that there is opportunity uh behooves us and and we know we need it so I love being in the tip of the spear you know on this one I I love everything about the opportunity uh to create more Pathways for our students I do remember a time where I think even our social work interns weren't even being paid and so they couldn't you know be with us because they couldn't afford to be and you know there's so much that we have fixed along the line U so I'm really excited for for what this is going to look like uh moving forward it it hits all of the current legislative priorities you know we're talking Career and Technical education we're talking about Pathways we're talking about mental health you know um that's all very much in play so yeah I so November will be the next time I yeah that yes thank you I was going to clarify do you wanted on the the 21st of November that is the second work session of November or the 1 and we can Mr Christian will make a note We'll add it as we speak the first one is November 7th then we'll be meeting in December probably with our local delegation so we would want to have it buttoned up by then right and that also gives the other entities time to decide what their final plan is we good I potentially November 7th may work I I just don't know how long it takes to actually we'll have a new picture Tak what on the 19th or something like that so that will be a part of it but would it be helpful for you to have the language firmed up sooner rather so like November 7th perhaps because we we probably could get our language firmed up by November 7th and then that way all you're waiting on is that new picture I'm just I'm thinking ahead because honestly right now at this point we don't know when that legislative delegation meeting is it may be scheduled early in December it may be late and or it may you know be the last week of November I doubt it because that's Thanksgiving week but um I just want sooner rather than I think November 7th would probably be better for us to form does that give the other entities enough time you know as far as the central Florida school board's Coalition what fsba is going to be focusing on so what central Florida Schoolboard because we want to keep three to five sure so Central Florida Schoolboard Coalition we will not be doing those priorities until the week of our conference we'll do that at the breakfast whenever so honestly but some of it will be dependent on my intention is whenever I go to the legislative um platform creation is to pull the central Florida folks aside that are already the designes for their boards for advocacy to say all right what are you guys thinking how are you feeling about this and so have those conversations in mid October um so I I think with the central Florida group will be able to have some conversations and land on something close that's what I needed to hear because you know we we don't want to land on something and then change it at the last minute I'd rather get it done closer to the finish and have a finished product but it sounds to me like we can do fine accommodating everything with the earlier date and because of the role as chair of that group this time I think that we can help Drive some of that as well because as you all know the last four years I've been a part of it we haven't done anything like that and so our lobbyists and everybody are really excited about us actually doing what the bylaws say that we're supposed to be doing so we're gonna be doing a lot of changes over the course of the next year so sounds great Perfect all right so we're looking at November 7th okay all right Kevin's nodding I think we have consensus up here all right very good thanks again for your continued great work thank you yes and uh while we're on the topic before I ask for public comment um again because representative Chamberlain has shared interest um I did go ahead and and invite him um to meet with the principal and assistant principal at Hillcrest School uh coming up I don't have the date right in front of me I picked Hill Crest because it's very close to Forest High and my mindset is that he will get a chance to see and hear from a very specialized school where you might not think mental health immediately but there's a ton of it there and just also the the scope of students that we are task with serving and then zip over to Forest and have a meeting there um which would include the principal and whoever else he thinks needs to be at the table probably a guidance counselor and so on to share the needs in a typical high school um of of what they are facing and what they are looking at so it's not to do a tour photo ops or anything like that it's really just a shirt sleeves kind of opportunity and I've um chose the two schools again for type and then also proximity to honor his time so just wanted to make the board aware all right so there's definitely movement on this so we might as well keep the uh momentum going hopefully some really good will come of it it' be great to get an allocation across the whole state of Florida I mean we're not the only ones dealing with this you know to boost up what we do have at the moment while we're trying to get some Pathways going so to wrap this up I will submit this today to the fsba platform recommendation and at least some framework based on the information that Mr Carla put together for us and then we'll just see where we go from there perfect thank you all right thanks for your great work on that uh any public comment hearing and seeing none we will unless you have something else to finalize for this do okay thank you all right we will move on to uh board committee reports and concerns I'll start with a few meeting reminders there's a special school board meeting scheduled for September 10th 2024 at 50:1 p.m. make sure your watches right the next school board meeting is scheduled for September 10th 2024 at 5:30 the next administrative briefing and work session is scheduled for September 19th 2024 at 9:00 am. all right U Miss Martinez anything from your seat um the only thing board um I did receive the notification of the fsba joint conference for December 3rd through the 6th uh registration opens September 18th at 1M so I will start the reservation process at that time that's it okay great thank you attorney Powers anything from your seat yes ma'am I do have some information regarding our sale of the warehouse I've got some information I just was going to pass along to the board regarding our ad thank you and this information will also be uh on our website and I'm going to also give a copy to the superintendent and the board clerk so I'm certain the public couldn't hear you attorney power so maybe when you get to your microphone you can getting there so is your intention for us to review this and get back to you with questions no yes you certainly may but I wanted to give a little explanatory comment last time we were here the board discussed uh um the advertising one at a timeline we have worked with uh mcra Roba mutarelli are outside counts on this we've reviewed and edited the ad language for legal sufficiency we've vetted it through their process for commercial real estate um and this we have uh come up with our ad which is set to go live on our website um either today tomorrow they've been working directly with our technology folks um also there's instructions to biders along with the entirety of the ad and the invitation to bid uh along with the parcel number for both properties ities so it will also be advertised in the okal star banner it will be advertised also in the Okala Gazette um there was a question the board had indicated they would like to have sort of one-pager fact sheet and a video um those I do not have uh that's questions facilities has some questions about exactly what that should Encompass uh that can be added at any time it's not required to be part of the advertisement but it can be added to our webs it for additional information uh at any time um I think that facilities probably wants or desires some clarity as to what exactly they want to put in that ad my understanding is that it needs to be information not that ad but in that fact sheet my understanding is it needs to be simply information about what it is that um the property consists of besides you know the information you can get on the uh Property Appraiser's website in other words information about maintenance information about anything that we know that would otherwise be subject to a public records request summarized in the form of a fact sheet um it's not necessary it's not required by law may help with marketing purposes um and the same goes for a a video However if those present any difficulty we have the option of not including them or we have the option of uh retaining separately a realtor who will conglomerate information putting it together and then putting it uh creating that video creating that fact sheet working with facilities to get all that information and then um you know additionally placing that on our on our website so it can be a self-guided process or could be one where we retain someone to do that um for us so this ad uh will be run until U October 30th bids are due October 30th um um at that point then those bids will all be delivered directly to our purchasing department they have the time stamps that are required by law they'll we've spoken with um our director of purchasing uh regarding this they they're going to do as they do with all the other uh uh invitations to bid requests for proposals they will then take that Tim Stamp Those in uh those will then be sealed um they're not anything that we as they come in we get to see what they are or anything like that then we will open them and we'll be able to decide amongst those which of the bids is the highest which of those May bid for more than one property which overall looks to be the fastest close which we identified as a potential um a potential positive for us and then a selection can be made the bids are once they are uh submitted they're good for 60 days beyond the uh close beyond the uh um the bid due date so we have within that 60 days the ability to uh starting on October 30th to either select one and move forward with the closing process or to reject all okay okay thank you any um sure questions ahead of reviewing the contract yes um yes so um well it says 60 days in here but I think it's only like 53 days from the 8th to the 30th right the advertising time uh what we put the ads are generated the ads go out they're placed on our website um the period is I think between 53 and 60 days um we're required by law to post the advertisement for at least 30 days um I'm checking into whether our procedure requires it to be uh 60 days so if that were to be the case then we will retain the bid we'll retain the advertisement for longer the language is is supposed to be uploaded today so when I leave here that's the next step that I'll be doing regarding the uh I'll call it open house whatever that's just a term that comes to my mind versus fact sheet um I I don't think we need both I think we need one um or the other so I think that when I when I think about as a commercial property owner in downtown Okala myself when I think about commercial development in downtown Okala I think that there are a variety of types of individuals who want to turn that parcel into a variety of different things and so some want to keep the parcel ideally and keep the shell and Revitalize it others want to blow it up and start over so the people who want to keep the shell need to know how old the plumbing is they need to know where the plumbing is located they need to know what are the rafters they need to know when was the roof replaced all standard things that would be in like an MLS listing so the the facts that I'm requesting are not I think should not be that hard for us to gather um they're they're just basic information about the infrastructure of the building because if they have that basic infrastructure and a blueprint um that kind of shows the layout and where the water is because water is a big thing in commercial real estate like if if you only have water and and I'm envisioning it I think there's only water in like where the bathrooms are in that one spot well if the entire floor is concrete getting water to other places is a very big Financial lift and so if the fact sheet includes a a a brief outline blueprint and all of those specs that would be traditional in an MLS listing then we don't need to do an open house but if we're not going to do a fact sheet then we need to make the property available at least on one day for for people to come put eyes on it I think that that is more than appropriate for our community to offer and I think the intention interject here I I thought that we and correct me if I'm wrong um that we had decided that we were going with putting technology to good use and doing a video and doing a fact sheet and that we had nixed the whole idea of of doing an open house at all did I miss something yeah well it's not done so what yet what we're going to be doing rather than an open house where anybody can just walk in the property on the same day uh would be that interested individuals and parties can contact mcra Roba mutarelli and they will be given individual time slots to view the property at their discretion and supervised in doing so in addition the board can um direct that a fact sheet be posted of that information along with a video of that information my understanding is that that point at this point um the open house was was a non-starter because there are concerns about having multiple people there and I'm just using that term as a a term right so there is still an just trying I'm just looking for clarity here there is still an intention for interested biders and purchasers to be able to to view the property now of course mcra robbert melli would have to screen so we don't have just you know somebody passing through town that says let me go schedule an appointment to take a look but if it's someone that is a you know potentially interested buyer they can give their information to uh to mcra Robert melli as is indicated within the uh ad and then they can contact them for ability to schedule an appointment for a viewing right I have a couple questions about that um because first of all I would imagine there would be a cost involved for Mell to to do all of this and secondly as far as screening who gets the opportunity and who doesn't what would be the um you know criteria for who would be approved to make that list of and get on the appointment list I guess my understanding was that we were going to do a fact sheet I love the idea mirror it with MLS just like any other property um do a video which what I wrote down here we wanted to be professional I know we talked about maybe H having students do it which I love that in concept uh in theory but maybe not in concept um so these are just some of my opening thoughts that if if we're going to use anybody why wouldn't we use a a well-qualified commercial real estate agent to create the video create the fact sheet get it done right the first time and boom let's keep the process moving so I'm open to whatever the board um if I could can I I I wasn't quite if so well first I please direct me to where it says in this ad that they can contact them for a tour of the facility that ad does not say that's going to be what's on our website that directs everyone to the website the the ad itself will be posted in the in the paper on our website and in the Okala Gazette in addition to the ad on our website will be additional information including a fact sheet um that'll including if we so desire including a video if we so desire obviously you can't attach those things through um through a written ad in the paper um in addition there as far as any kind of screening process typically within the industry standard there even if you're going to look at a home um there's there's uh there's when I say a screening process it's not really specifically meant to uh do anything more than uh than pre-qualify that these folks are actually you know biders who would be interested and able to pursue so that that process would be um something that mcra Robert mutarelli has experience with and can and can certainly do we're not seeking to exclude anyone from the ability to bid there is one what they initially recommended was that when someone places a bid they can then use that as sort of an inspection period they can come in they can look they can schedule that the board indicated though that perhaps that might um a affect their uh their decision as to how much they would bid and so that's sort of a Perpetual problem so uh other than doing it sort of in an open house the only other way we can do it is to is to open it up uh for the ability for people to set appointments now Mr mcra and and his crew do have um they have experience in doing exactly that and they can they can do the real estate side and and put all of the uh or do the uh uh the real filter side and do everything like an MLS listing at some point though they're still going to need to Source information from our records that information is not information just floats out there so they'll need to be working with facilities do that or alternatively operations and Facilities can prepare that information and and you know select what information goes so I'm sorry the information about mcra doing the the previews of the property is in this document no that will be available on our website as soon as it goes live which we expect to be within the next couple of days so I think that um mcra doing guided tours comes to a cost to the board and I'm not sure that I'm I want to coign to that I think that if there are a hundred different people who want to do a 100 different tours at I I mean mcra is my personal attorney I know how much he costs so I don't really want to pay that much money no mcra would not be personally doing it mcra his business is to he has people that do that for the firm there cost attached to it there will always be a cost to anyone right any person that's going to be that's going to be there in person to right but 101h hour appointments or or no appointments with what I again I think Sher thrower and I are aligned on this I thought we were just going to make a quick video a minute long of this is what the facility looks like like and here's a fact sheet of all of the specs of the facility and then we're paying no money for anyone to do it so I'm I'm aligned with Cher thrower in my confusion as to why that has not gotten done yet because I feel like almost a month ago now we had that conversation and that I thought was our expectation so now I communication seems to always be where we fall short and now we're going to have an ad that's posted and we're saying we're taking bids but like if somebody wants to see and we're going to publish on the website today that McGraw Hill will facilitate one-on-one showings but I don't think the board agreed to that and I don't think I want to pay for that unless there unless someone can outline to me how much it's going to cost I wanted a very quick video and a fact sheet and what I would say is that that's why I brought this to the board for direction today because I don't have a video and I don't have a fact sheet given those given that information the other alternative way to proceed if the board so chooses is that on the website we can put information up about having we did discuss not an openhouse as a bad an open house being a bad idea but having individual appointments if the board's pleasure is to not have individual appointments then the next question is is that is do we want to have people who enter a bid still be able to view the property or simply none whatsoever and if it is a fact sheet in video at some point that's going to need facilities to either create that within what abilities they have or for us to retain um well we've already retained the service of to have mrm get with facilities to col to to to coordinate that information and get that information so is that something that's produced by us or is it something produced by them and then they ask us for the same stuff so sure I need to hear from the rest of of the board because it would be my ask that all of that be prepared before any AD goes live um that's the intention that's that's why we're here because the ad needs to go so we would need to hear from the rest of the board as to whether or not we are definitely all in alignment as to a a fact sheet and a video and then have that ready to launch when the ad goes so who else wants to take a bite out of this um i' just like to know where we are um district-wise on do we have a video that's almost finished where are we in the process of getting it prepared do we have a fact sheet that's almost ready like or what's the timeline look like and how soon can we get it Madam chair I I would like to jump in um I know the board had this conversation before attorney Powers is leading this because it's a property on behalf of the board so if attorney Powers wants to set up a meeting with facilities it would have to be under his guidance because it's a legal process with regard to fact sheet and any type of video i' absolutely insist that it's under his guidance because we W want to provide anything that's not factual so we're happy to do that if he wants to set something up I feel like the board was very clear in the last meeting that we wanted a fact sheet and the information for the fact sheet I'm assuming lives in the facilities Department I mean am I am I crazy on this no you're not and and so that based on what I've just heard it sounds like the school board is going to need to hire our video production Department to actually create a video and that sounds ludicrous so please CL yeah not that but because our Core Business as facilities not sale of a property I would want to make sure that anything provided is under legal guidance that is accurate so the the last thing we want to to happen is somebody in facilities lists something and it's not presented accurately because we're not Realtors and so I want to make sure that on behalf of the district it's we're we are on behalf of the whole team we're are happy to I haven't seen this this the first time I've seen this happy to provide any guidance under attorney Powers um supervision absolutely happy to at no cost no additional cost yep so to confirm we we have an ad here that is ready to go live pretty much right away except that the board really hasn't had a chance you know to to review this information um there also is the piece of timing you know what again from just coming from me when this goes live the the rest of it in my mind needs to be ready do we have consensus of the board on that I mean I I don't know that i' completely agree with that in all honesty just like a a realtor may not have all the pictures or the the walk around video ready to go the moment the listing hits so I mean I I see seen it says coming soon right so honestly I mean especially if we think we can get a video done in in a short time frame the way I believed this to be occurring and I think some of us also did I I'm okay with the ad going live because technically that they've got all this time to be we have to get this fact sheet out in the next seven days have to fact sheet have to get a video done I would say in the next 10 days if not I me and that's I mean but when I'm thinking of what the video is it's not even narrated in some ways it's just kind of a walkth through but I remember walking through it myself with the folks that vacated the property who had worked there for so long they had some of the history they were to oh and wall was you know so I mean there's some of that background but I mean that's just color commentary really more than actual factual information so I understand the the reasoning for wanting legal verification of the facts the facts are going to be when the roof was replaced where the plumbing is those are facts and that's what I think the fact sheet needs to include 100% what are the r i mean that's why I wanted to see if Miss do I mean Miss Dobbins is that information available I imagine while I can appreciate app that some of our systems are a little Antiquated I imagine there is somewhere somewhere written like when the roof was replaced what the rafter material is what the wall material is what the floor is good morning thank you so yes but keep in mind a lot of our files were lost in the fire that occurred two years ago so we are piecing together what facts we can we will run it by attorney powers to make sure that we're not writing something in that that could put us in a liability situation we want to make sure that if we say the roof was replaced on this year with this material that it's accurate um not that the roof was the wrong material listed and things like that there will be things we will not be able to find because this property was not originally built by Maring County Public Schools so so finding a blueprint or something like that is very difficult at this time and we are struggling due to the fire on losing data on systems but we are continuing to work to to put that together I know I missed a phone call from Mr par yesterday um and we'll touch base and finalize that fact sheet that's not a problem okay so to summarize everything that's in the advertisement that we are pushing forward today um that's uh being sent to both newspapers being sent to our web push to our website um however there are two additional items that will be added to our website one is if there are instructions regarding viewing of the property whatever those instructions are going to end up being right can we just put rest yeah I do not agree with that so that that may be that people and and the Board needs to make a decision of one part of that and that is if someone is serious enough to have entered a bid would they then then be guided through that process okay then then none okay the next uh uh portion of that we talked that through we're we're not doing that okay yeah I feel like we cross that bridge I know all right keep rolling no so the the next portion of that process then would be a fact sheet and or video and so then with with that as far as accuracy I I have no way Norwood McGraw to determine accuracy of the data I can if if if I have whatever data is there from a fact sheet or from a video then that would be something that I mean that can we just just a second just a second um fact sheet and video I believe is what the board yes would desire and put an asct at the bottom that says to the best of our knowledge that was my I mean give me a chance that's ex was exactly the the next thing I was going to say was on most typical listings that I see you know there's a little disclaimer at the bottom so if that would be incorporated in your legal opinion then we can move forward I I like what uh board member Campbell said about now I get it it's always my preference you know to just write and tight here's the ad here's the video here's the fact sheet let's go but if it's another few days before the fact sheet and the video become available I can I can go with with that um but I think we need to be very clear right now as as the board to reiterate that you know we we desire the the fact sheet we desire a video uh a very short one but it also needs to capture uh what people would want to see so in this particular situation I'm not sure that having that be student L is necessarily in our best interest we may want to get somebody and and just eat the money it can't be that much to make sure that the video is professional and really captures what people that are very interested in buying this high dollar hopefully property are going to want to see Bor what do you think and Madam chair may I interrupt ask Mr Christian to come forward we talking about videos and see what questions he may have if that's okay chair throw where you bring up the very thought that I am most concerned with my team can absolutely produce a short video what is short is that 55 seconds is that three and a half minutes is it five minutes and what is the content of that video yes my team can go in and and record the space that's there but what about and I'm not proposing that there is but what if there's a crack in that back wall Corner that we don't show in that video okay I I can solve this problem across my concern okay um the contract that they will be entered into for the bid is an Asis sale okay there is no gacha if unless we unless we put clearly factually inaccurate material facts if we say that this building was built in 2011 is a modernized glass walled facility we're in trouble okay however if if someone made a public records request for example for any and all information documents or diagrams regarding the acquisition maintenance inspection indoor condition of the building we provide what we have a video then should showcase what's there and if anyone thinks that in MLS listings the typical thing is is to ensure that every little last thing is shown um it it's not even when there's not an Asis sale in our case we're dealing with an Asis sale and so that will be those concerns are all remedied by the contract that's going to come out okay of course we have no intention to mislead but we should not need to worry about well we didn't show a crack in the wall or we but as far as the core information the difficulty that I have with accuracy is just that I I have no way and Facilities on some of the indications as they indicated they've lost some files uh they may have no way to gauge that accuracy either uh of of what the you know what what schedule of Plumbing was put in at some point at some point in time they may have that information if they have that information whatever information is there could be summarized into a fact sheet all right so putting what they have and and making sure that it is factual and if it's not it just if or if it can't be corroborated then it doesn't go in there Vice Cherry um just my ask would be is is Kevin if you look at your schedule and you have a time that you can show up with your team to video that somebody from facilities would meet you there and they're able to say okay these are the important facets of of this property please include make sure you include where the water is d da d d da load bearing walls all the things yeah all those things and so there's some collaboration between the two groups so we can get this moving forward but I think it's going to take both groups to get it done because we don't want to mislead we want to put our best foot forward that doesn't mean we have to have every piece you know of information because some of it's lost we just we do our best and I I think that would require both both of you U to move it forward that's a great idea um board member J I was I just the the diagrams of the buildings are on the property appraiser website so when people go to look and look up the parcel on the property appraiser website they can see diagrams and dimensions but they can't see electrical they can't see water they can't see those kinds of things so I mean as simple as taking these diagrams and putting a little dot to where the water is just so people have an idea is there water throughout is it not not what year do we think the electric is I mean it's I didn't I was not trying to ask the super complicated thing just the very Basics so people can have it if you're asking for a time a minute I don't know as long as it takes to walk through the facility that's how long the video needs to be it doesn't need to be fancy it doesn't need to be anything I just think people need to be able to see what the inside looks like there are people who want to preserve the historic of it so like that one wall that's super historic spotlighting that people want to see okay what is that condition but it doesn't have to be incredibly Complicated by any means and and I would say that there's really not a limit on the on the time of the video um because I mean when we say short video I don't I what does that mean I mean that's really in the discretion of the creator of the video anything anything that simply shows I mean it captures the essence right it however it could also be I mean I don't don't believe it necessarily needs to be narrated or anything like that but it simply could be um you know an entire walk walk around and walk through of the facility um now I I will note though I I don't anticipate this is the board's intention that when I spoke to um mrm the Mr mra's office regarding this you know they have people who can do that who can do my understanding of the board's communication was that this is something that the board would like to have us doing in house but we do have people that are working with our um our outside Council who routinely do this as well so that's up to that's up to the board I've tried to set it up so that we can have our ad there ASAP right now and then those two other factors a fact sheet or a video which both are beyond my ability to um to create um those would need to be provided and certainly I can review them to make sure that there's no you know nothing no large legal flaws but I don't anticipate that any in any case there would be then those can be uploaded to the website at any time good um for member camel sure I mean I I again no limit to the amount of time it takes to do the video as far as if it's three minutes to walk through the whole building if it's five minutes whatever that takes steady cam iPhone real quick and have the facilities department help with that to know what they're actually videoing I i' concur that showing the historic nature of that one wall and all the things that we know about it but I also don't say we should limit just the beautiful things and the things that are really also bad there's water intrusion that had occurred or what you know whatever if there's insulation that's out exposed and there's mold and all that show it I mean that that's that's factual information that we can absolutely put out in and I just need to say I don't know that any of those are true that right I'm just saying examples no I'm giving examples I'm sorry I'm giving examples if if there are things also that are exposed whatever then we can we need to show that I mean it is an Asis piece of property and so people need to know what they're potentially purchasing but but um putting our best foot forward is I mean when you see a realtor's photos they certainly aren't just without Photoshop and without beautifying and the perfect lighting and the whatever whatever so I'm not saying we need to do that though I'm saying I think as as factual as a video we can put together the better and the quicker we can do it is the better as well okay so we're going to need consensus from the board because I feel like what I'm hearing is is that we have a firm that we've already contracted with that does this all the time they could probably knock out what we need at an additional cost at an additional cost and they will still need to coordinate with facilities to do that so coordinate with facilities do that I'm thinking about expediency here and and and return or our other option is to um go with Kevin their very capable team in collaboration with facilities um but we we're going to need to get a deadline on this of of when we need it to be done um so that we can keep this moving forward so I feel like that's what I need to hear from the board is what's the consensus here on how we're going to move forward with this fact sheet and video who's going to do it and who and what's it going to cost which we don't even know that if we go with there's always a cost I mean we're taking people to do these this there's a cost either inhouse or there's a cost in the ouse so to speak speaking for my position I want Miss dobbin's team to collect whatever information they have and they can either send it in an email and the wonderful ladies in the legal department can type it up and put it on letterhead or Miss doin's Department can do that and then boom we got a fact sheet and then Mr Christian is going to take the guys out and the ladies out and they're going to take a little quick video and they're going to put it together and they're going to have video and beyond that I don't want to pay any more money to anybody to do this project at all heard all right Vice chair I agreed I just Kevin you feel confident you've got time in your schedule for in the near future to get the okay and I can say my experience with the with what I've seen um Mr Christian's ability to produce uh showcasing some something within video production is excellent and I can say that every time facilities is ever needed to provide information regarding any project that was upcoming for the board or historical data they've always been able to do that wonderfully so I have no doubt as the capability of our own people to do that great it was just a matter of deciding which way we want to go uh Miss dobins thank you and I just um asking a clarifying our our our strategy here I haven't seen the appraisal for the warehouse is there is there pictures in that that could also be extracted clipped out I believe they also do measurements is there could I get the appraisal so I could probably also ex extract some of that information yeah and the appraisals are exempt from public record so I I have those I can get with you to uh in fact I believe that those were provided to me through Mr hurle he so um I don't have them if I could get them I can certainly get with you to get that information okay all right great thank you and I am in in consensus with the rest of the board so um Mr Christians you know thank you for stepping forward on this project at our request you guys do amazing work and um let's go ahead and and get this done can get it done a timeline okay realistically what would we be looking at to be able to produce the video and and get the fact sheet considering it's Thursday at 10:45 a.m. and and chair if if I may complete consensus that we move forward with the district's team under the direction of Dr gullet so I think what we've done here today while we completely are on the same page that we can utilize the district's team what she advised to us is this was a Schoolboard thing attorney powers and we've just done a lot of directing of her staff to do things so under Dr golet's leadership certainly are you comfortable with the arrangement that the board would like to have with your team um I still thank you I would still want attorney powers to see it as this is a potential sale of a property that's a board action so as long as attorney poers has his eyes on it from the legal the legal side because this is under his leadership this this action that the board is taking is completely under supervision of the Schoolboard attorney so I want to make sure um that he has his eyes on all of this absolutely but all of our requests in the last five minutes have your team specifically and saying can you do this can you do that and technically that's not our responsibility to be asking them to do these things yes I appreciate that and I want to make sure again that they had I was going to ask again if they have any other questions as it pertains to this um I know that that topic had come up and we had I hadn't heard anything since the last conversation of of a request so any other questions that either of you have no ma'am just going to to restate so I have the fact sheet my goal would be by the end of next week if not sooner um I'll have my team compiling that once it's compiled though I am sending it to attorney Powers yes and we will work with this wrapped up glad to have a direction um glad to have a timeline okay anything else on this particular topic you did have something from legal that was it okay all right thank you um Dr gullet nothing additional thank you all right thank you um board member Campbell sure I had a a couple of things um the first one is we all received emails uh from fsba as I previously mentioned about committee weeks and the last couple of years this board has attended or gone to Tallahassee specifically during committee weeks if you haven't already seen the fsba legislative days will be scheduled again during our spring break like it was a couple of years ago so that will probably put a damper on some of our participation in that specific event um but the the three potential weeks in February um we don't have to decide today but I do think if the board started considering that so Miss Martinez could get some hotels booked for us potentials are either February 3rd through 7th the 10th through the 14th or the 17th through the 21st first so we also have that in an email from Dr Thomas uh out of fsba so I think we do maybe you don't if you don't have um okay hopefully you have that and from her if not we can make sure that Miss Martinez sends it out so just check your calendars we can talk about it the next you know C when we see each other on Tuesday night or or something but just so we can kind of get an idea of when we want to be in Tallahassee specifically talking um wanted to mention about grateful that the work is being done on the Strategic plan goals um we had a committee meeting yesterday uh with Mr Carlile leading the goal five um grateful for that work it's that goal in my opinion this is solely from my seat my opinion the communications and Community engagement goal is one that hasn't had as much focus and whenever the Strategic plan was developed this would be predating um some folks on the board me board now but when the when it was established I was still a firm believer that Communications and Community engagement should have been our foundation and we should have had four pillars on a foundation of communications and Community engagement so it would have been easy to implement communication initiatives all throughout the other goals nevertheless um the other ones have a lot more tangible um access to looking at student achievement looking at safety and and security looking at talent development and and fiscal responsibility and all the other goals um so I'm grateful that the team has now reconvened to discuss how we can adapt and continue to develop our strategic plan so I'll be looking forward to seeing that conversation but just from my perspective that one has I don't want to use the word neglected but that one hasn't received as much attention because it's a little more ambiguous and so I'm I'm just looking forward to how we're going to be able to move forward on that um two other things um chair one of them is specific to Transportation so I hope we have an upcoming work session and if not I would like to request one to give us an update on where we are I think um Vice chair Conrad mentioned this recently as well U we continue to have questions from our community about transportation and the delay in buses the ones that concern me the most are the delays of our elementary school buses because all of those should be the first thing in the morning and we are having those even I'll use Saddlewood as an example because I had a family reach out to me in the for Ranch Community and that's not even like they're within two miles and so the fact that that bus in the morning has been late 30 45 an hour late and it's at the beginning of the day is concerning to me um we we've had obviously I received some emails or some chatter on social media specifically to the Oola Middle School Community we know that that's a big shift for those families because they used to start start school at 7:45 and now they're the last pickup of the day and we understand that and I know that that's going to be a challenge for them um but part of my concern about moving and this again is from this board seat and this board position my concern about going Universal with all of our times was that it wasn't going to solve our problem so I'm hoping that we are on a pathway to solution but if we could have an update potentially as a board work session topic coming up for transportation to see where we are six weeks into this or nine weeks into this I would like to request that Dr gullet certainly um Dr Campbell Miss Dobbins is here I don't know if you want to I don't know board if you I know this is board comment time want a quick update and then we can do a followup if you have one for us we're all here for she's here this morning so good morning morning happy to be here though um yes I do have a quick update and there is again our targets 100% always will be 100% we probably would have been pretty close to at least I would say mid90s however some decisions were made and they were decisions that needed be to be made for the benefit of students so so it has caused us to not be where we want to be um so I'm not here standing before were you pointing blame or anything it it's just the situation we're in when we added the alternative programs to MTI it added 10 more drivers had we not done that every vacancy in Zone 3 which is 10 as of today would have been filled and we would have no issues with that but we continue to hire we continue to train we continue to we just had our recruiter out in the Marin Oaks area last week and are scheduled to go back out there with a bus on a Saturday and do more recruitment so the only way to solve this is to fill the positions there are other things that we are are working on we we're talking behind the scenes about how we might change our attendance ascentive right now it's done at the semester break and we're looking at should we be doing that monthly and and that way it's more tangible we are looking at purchasing more Vans to have one in each zone so that when you have the little things a student you know one student at a bus stop was missed then then we're able to send the van without a CDL to get those things but we also added overall from just growth 11 total routes from last year again 10 of those were MTI alone so doing a consistent bell schedule had we not I I believe we would be significantly worse as of today uh our our goal is to continue to grow we are better than last year I think you've seen that in the weekly reports Friday we had a lot of absences um as you know Friday on a holiday weekend is hard so it's Tuesday but even so with all the absences we experienced which was 13 we still were at 84.4% on ontime arrival in the morning still not where we want to be but higher than our average last year um so we are working hard the staff is inundated with those calls especially at a zone three we're also working with how do we turn around when there is an absent on getting bus drivers to fill those voids when they are have that extra hour to do so and there's some contractual issues there that we're working through um so we recognize 100% we celebrate that we're better but we are not satisfied again I I don't I'm we needed to do what was right for our students and we needed those programs here at MTI but please recognize that it did add 10 units in the 11th Hour of planning and that could have filled the whole void in zone three which is our hot issue right now Madam chair may I interrupt um Miss Dobbins so for the public um can you describe zone three yes zone three is going to be in your Southeast uh sorry Southwest area so you're looking at your Liberties your westports your dellan um those schools Hammond Horizon I also want want would like to point out that traffic has significantly impact at late buses especially along the 200 Corridor and the do is about to start road construction on 200 so we are looking at different routing Solutions but every reroute is a traffic jam it we have moved bus times up to try to mitigate that um but you know that's been a a barrier this year that was worse than last year as well that that's that's not helping us we are um working with the academic side of the house to see what can we creatively do when we have consistent late buses and providing possible homework help and things like that thank you um for that Miss dobin um so I completely understand that the MTI change is impacting all of our late all of our late a late morning buses our our third tier per se um that should not in my opinion justify why our Elementary bus routes are late I I I I understand it but that still con continues to be a concern for me I again I can understand why the late ones I mean they're in this school starts at 910 or whatever time is what whatever time as opposed to the 7:40 times that the ele schools but I have a qu and you can have a comment on that but I do have one other quick question and then I'll if you all have additional Transportation things and then I do have one more thing after that cheer um but I know that I had me mentioned or at least recommended if this was even a consideration since we are building a new High School in Maran Oaks and you just said you're having a bus driver recruitment event in Maran Oaks I know we don't have that many Maran Oaks bus routes so I I understand because of the Walk zones and we have a lot however if we're specifically recruiting drivers in that Community which has a huge population from this seat I continue to believe having some kind of bus depot in that Community would allow drivers that we potentially would recruit to be able to be close to their home when they drop their bus off and I see that as a huge benefit because if I live in Marian Oaks and I'm driving a route in dellen and I do all of that or I'm driving a route in Westport and I do all of that even if I'm driving into the Maran Oaks Community to drop those students off I still have to drive all the way back to Liberty or all the way back to to Dunellen or wherever my bus is housed as opposed to being close to where I live and I think that's a more forward-thinking strategic idea that we can consider if we had smaller little Depots and a couple of strategic locations around our community that we could actually house our buses as well where people live it makes it more conducive to them than being interested in this being a profession for them understood and that that is a great strategy we can look at our school sites for hubbing buses it's the fueling that's the issue and and and as you know it's a big cost so we do have fueling stations at Liberty and dellan and and lakee middle school on that those areas we can look at hubbing the buses but those bus drivers are going to eventually have to drive to those fuel stations to fill their buses up which is sometimes daily um as as far as the elementary schools so so those late buses are due to vacancies um and and if we don't have a bus driver then we're literally having drivers having to drive their route and then go back and pick them up um when you think of the vacancies not only do you have so I'm just going to look at Friday here so we have 13 vacancies but when you add seven drivers on FMLA you now have 20 vacancies one on workman comp you know have you now have 21 vacan ancies and on Friday we had 13 absent so now you're looking at 34 vacant buses and and our staff is really working hard uh you know I I know he's not going to like me saying this but Mr OIC was literally getting up extra early in the morning driving his vehicle to the compound picking up a van and driving all the way across Marian County past East Maran to pick up two students students in the van just so we could get them to school on time and those things are what the staff is doing the staff is really double working they are uh driving buses if they have CDLs we have 10 of them nine consistently that are out there driving those buses but again we will not solve this until we fill those vacancies and they work extra hard and then when you think of those vacancies so I can tell you right now we have four drivers in zone three in training and hopefully between next week and the week after they'll be released but that's still six vacancies there it takes an extremely long time to go through the training if you have no CDL you're talking about five weeks um if someone is coming in with a CDL then then of course we can turn that training over um much quicker um and but we continue to have to hire and hire and hire and train and train and and they do that every single day chair on this note I I just have a question and and honestly since we moved MTI here it's a question that has been on my heart and a and a question I've had the students on this site are receiving their instruction through Ingenuity and I'm not asking you to confirm that because I know that's not the Hat you wear but I believe that that is accurate is Dr G is that accurate that's correct yes so which means they are not um limited to a number of minutes I think that that is also an accurate statement right correct and only the ones in high school really would be limited to minutes anyways because that's the one where it matters most but none of them have minute requirements because they're all receiving their instruction via uity which means that their school day is not set to any set time so from the moment we did this whole MTI thing which I believe is what's best for students and I Echo all of the sentiments you made I have I have been confused as to why the school day is the time that the school day is um we have K12 students all riding the bus together which I believe is fundamentally inappropriate um we have kindergarteners here till four o'clock well if anyone's hung out with a 5-year-old the wheels fall off the bus by one o00 no pun intended for this conversation and so they are they are struggling from 1 to 4 o00 so why is the school day set to the time it is because in in my brain I would say that the school day should have been designed to not create any extra bus drivers necessary and it should have been designed to fit inside or beyond the time that all of the rest of our schools are in session and so I don't know that you're the person to speak to that but that to me is the solution if if we're short 10 bus drivers and these 10 drivers are now being prioritized for MTI why was this time frame ever picked for MTI to then because essentially what we did was prioritized our alternative students over our other students and that's not because of you all that's just the way the cookie crumbled and personally I'm of the opinion that that should not have been how the cookie crumbled and so while Mr Jones may not love what I'm about to say if these students are late every day I would prefer that over our our traditional Learners and because our traditional Learners have no way to access the knowledge that they're missing these Learners have uity which means they always are going to have access to uity because it is a self essentially a self-paced program so when those students are missing first period at Oola every single day they are not making that up it's the same thing that happened last year at lakew middle school we got to the point where we were trying to come up with like an eighth period last year because those kids missed every day so so what and maybe Dr gullet can speak to this but why are we pigeon hold into this time for the MTI program I can tell you um Dr James that's exactly the conversation I just had um a few days ago with Dr HR and Dr Brewers so working on some other options the scheduling to change the school day I I'm not going to say that that's the case I'm going to say that's something that is being discussed as we speak we've been talking about that what our options are so then my other question to that is I understand there's a lot of Union restrictions onto how drivers pick routes correct why are the vacant routes routes that are um how do I say this why are these routes not the vacant routes why are the routes for MTI not the vacant routes because it's part of a bid process so every route has to be posted and then all the bus drivers bid so if they bid and they want Drive MTI then that's the route they're driving and and that is the process we cannot say okay we're not going to post the MTI routes and fill everything else we would be in violation of the contract and that would be agreed that's what I thought but I wanted you to articulate that out loud however if the times of these routes became basically overtime routes they basically became routes that were outside of the standard time for school then would these drivers then have to bid on the routes that are vacant we would need to Loop in HR and our Union our attorneys to vet out anything different than the current way we do it to make sure that we're not in violation of the Union I guess what I'm asking is when you do a double route how does that person choose the double route the double route so like if I'm picking up an extra route and getting overtime how do I go about making that choice so first of all it's handled within the zone so I'll give you an example so if a bus driver has less than six hours of drive time because we pay them for their six hours if they have less than six hours then we have the ability through contract to say okay you only run five hours I need you to now go run this route and they have to okay by contract if they are six hours or greater it is voluntary on their part and that's part of the oal issue is that the one driver that volunteers to go back and do the double route is the one driving the route that those students are laid on so she's doing a double route ahead of time and then trying to get her route so again six hours and Below we can we can enforce that a driver do a double route six hours and above it is a voluntary by contract but just so I understand what you just said a driver can voluntarily choose a double route which then puts F future routes on their own pattern behind correct wow that is mindblowing to and that's by contract I'm sorry I didn't mean to interrupt that's by contract that we have to allow them to be able to do that we can't pick and choose which ones they can volunteer for no no we can pick and choose who we want or when we want to run a double route but the route has to be run we have to go pick the kids up yeah I just I'm struggling with like the um and I get you're like well they can't stand at the bus stop for three hours waiting on the middle school route to get done to then Circle back and get them I understand that fundamentally right but like I I don't know I'm not sure I'm prepared to articulate how I feel right now so I'm going to be quiet I know that that's new information I feel like that we've just received because understanding that I'm and I'm sorry I interjected but um no no I'm I'm I need to be done a second well I I mean it's similar to Dr James I believe that is new information that that now we we've learned that bus drivers have the ability to Vol unteer to do a double route spe um potentially for a shift of a different school that is apart from the route that they are assigned to that they've chosen and that in turn is causing their assigned route to be late and that's because they have volunteered to pick up and I understand that the route needs to be covered I I understand that but there could have been a different volunteer that would not have impacted a later route okay yeah please clarify they are asked to be they are asked to volunteer by The Zone Manager it's not hey I'll take that route it's hey the The Zone Manager is going to look I have an absent route okay who's the best closest thing we can do who's available in the sense of the sixh hour threshold who can I ask that makes the closest sense then the driver is asked to volunteer not vice versa and it sounds like with the situation we're in now that there's too many instances where the original route is getting affected because we just are where we are in this situation is that an accurate statement well it depends on the number of absences in in that area zone one two and four are running really well some better than others zone three has 10 vacancies on top of other drivers that call in sick and so forth we have had days where we've only had one driver out out of 250 drivers and those are good days but when you hit those Fridays and days after holidays they they get pretty tough um and that's why we're looking at how we do the attendance assen incentive right right and I know in a lot of other businesses they do that even by the week um you know I'm thinking of UPS was one of the early ones out of the gate and incentiv incentivizing attendants because let's face it everybody wants their package you know as quickly as possible and you know um I get that um all right I had something I just had another thought if that's okay is that okay yeah go ahead then I'll finish what I was gonna oh I'm sorry I thought you were moving on to the next thing or no no I want you to finish please go ahead Okay so the the drivers who drive the routes here are they driving other routes yes not all of them some are Singleton because the students here come from all over Maring County so sometimes you only have enough time to do the one run and what time is drop off here I I don't know off um Dr do you know that I think it's about nine o'clock right I would say around then so my question is and and this is maybe something you've already thought of but if if these because I think these buses for the most most part are on time that's what I've heard from Mr Jones do you know anything different than that I do not know I I think they're generally on time so my question is and and like when I arrived this morning at 8:30 there were buses out there so my question is are these is this in the same Zone as Saddlewood or is this in the same Zone as Oola this is in the zone for this area so it's going to be so it would include Oola probably so has it been considered for this these drivers I'm just thinking if that bus driver today there were multiple buses out there at 8:30 so are they are they going to do something else or here's what I would recommend because you're really getting into the weeds of routing which is a matrix of an event I encourage you to take time to go down the transportation and sit with what happens and listen to that radio and and look through those routes on how they adjust those routes routes based on absences based on this driver now just went on FMLA or workman comp or or other things because I it makes sense when you think oh it's not so easy to say that well we're on time here so why can't we just adjust it to to make aola on time and maybe this section late you you've got Union contract where these drivers had bid on their route and we cannot necessarily force them to stop the route they bid on and go do a different route there's parameters around that and I do I I've I've seen how that works and and I'm like thank goodness my PE brain's not not the one you know handling that they are very strategic and how they route and how they adjust based on absences and vacancies and they do it in the most effective and efficient way but it's simple math if you have have 21 empty buses on Friday you have 21 times 3 impact because those buses if they're running a three-tier route just impact it late guaranteed they're going to be late to that elementary school they're going to be late to that middle school and they're GNA be late to that High School guaranteed well and I I I have I completely appreciate that sentiment and I'm not trying to minimize the work that they're doing what I'm trying to figure out is how we can pray prioritize other routes and MTI be late that's and that's what I want to see as a board member I want to see Oola get to school on time and MTI be late if that if that's even remotely possible because to me those traditional Learners should be we should be prioritizing prioritizing that and I I guess maybe that's not the most delicate way to say that which is why I was trying to be quiet but I I understand completely what you're saying the PRI prioritization is in direct conflict with Union contract and poses a grievance process that's the issue that that's truly the issue now we may have to eventually make decisions on who receives transportation we currently have a couple of routes that are still courtesy route because they're high school students in grades 10 through 12 going to and it's mainly Westport for for very specific programs that we're still Prov providing buses there's currently three of them that's three drivers that we could put back in the route if we eliminate those courtesy but that means those students are going to have to find their own way to Westport HIgh School if they can continue on that school choice now we are phasing that out we're not allowing freshman to ride those buses and we probably will recommend in the spring that we begin complete phase out meaning that next year those three sets no longer receive Transportation just because of their school voice but that's three drivers right there that we could utilize Miss Stans um I feel like what I'm hearing and and I tend to agree just wish it wasn't so complicated and thank you Dr gullet for sharing that you're having these conversations internally you know we all know that we started the MTI program you know very quickly I just saw on the crawl last night that the um that the bookkeeper that was employed at the time that embezzled all that money has now been sentenced so we we did the right thing you know we did the right thing it came down to the last hour which made it very difficult but but we did the right thing the the flexibility that the students have here because of their educational programming hopefully will create some space and opportunity to make adjustments that still will avoid a union grievance that will still honor the fact that we are here to serve each and every student but each and every students's program is different just like we're doing the courtesy bus for the Westport you know um we may need to really be looking at what we can do you know especially with the our elementary school kids here having them more on an Elementary schedule and then the older kids you know maybe on a on a later schedule just you know that that flexible thinking that creative thinking um I hope you see the spirit of this board um and I guess I'll just speak for myself but I I feel like I'm echoing the sentiments is that you know we just this would be solved if it was that easy it would already be solved and it threw a real monkey wrench in there you know to take on a program at the last minute is is what I'm hearing and we still have these vacancies something else that really concerns me is that you know we're always competing with private business you know we we lose employees all the time um you know teachers that have had enough you know whatever they they decide to do something else um it just recently came to my attention that a driver that would be responsible for 180 students I believe for somehow some way you know got got literally poached out of our district um that's not helpful it is not helpful at all and we sure need to make sure that we're doing all we can you know as a board to very outwardly continue to support Transportation um do nothing to sabotage it certainly and and make sure because finding great drivers is like finding a giant Diamond that they know that they are supportive from every single board member you know sitting up here as we continue to Grapple with the these challenges I just really needed to say that um because it's not going to get better if if they're getting stolen from us and they don't feel supported the ones that are left so I'll be looking into that more closely um but having I hope there's no truth to it that's all I can say is there anything else just just um on the communication piece how does that go out when we've got a late bus going at what point are their parents notified I I'll check into that and I'll have that emailed out I don't want to speak on on camera and have that misrepresented so I'll send that out just because I feel like at least looking at some of the social media we have families that are using it as a con our buses as a convenience it's not always a necessity and if they knew that there was going to be it's going to be three weeks before you know this bus driver was going to be this position was going to be filled as a parent I want I can prioritize what's best for my family and I can say okay this is we've got a stent here that we have to work through and so we may be able to um with a little bit better communication get um with and cooperation from our families be able to get more of our students to school on time if they knew before the morning of you know if they could line it up the night before um to say that's a need for their family so of course an absent going to come in in the morning those notifications go out uh through a sky alert when we have late buses that's the here comes the bus notifications and the sky alerts as far as notifying families that we have an oncoming driver I get a little concerned about because I've thought about exactly what you said well if we tell them that hey you're we're gonna have a driver in three weeks then does that ease their mind does it make it better now parents that are calling in they do receive those notifications but to push that out I get a little concerned because just because someone's being trained number one doesn't mean that they're going to pass and number two doesn't mean it's going to be that route we anticipate that it it it could be so so we're very um tentative on whether we want to do that or not but we definitely do the here comes the bus for late buses and so forth and and I 100% understand being tentative about pushing that out I just the the most honest were able to be with our our families um you know because I know their priority is getting their student their child um to school on time too and so as long as we can keep the conversation open I think we have a better chance of getting our kids to school on time which is our goal however they get there yes and my instructions to the staff that answers those those phone calls every single day none of those calls are fun calls none of them are are coming in because they're positive right so it's it's really about recognizing that you're right we are not doing what we need to do to get your child to school that's number that's our number one job and that's what we're working very hard to do when we do have someone in training we will share that we anticipate that hopefully in in one to two weeks that we'll have a driver in place um we understand that there is no excuse and that's you know when we say well we don't have drivers it just no one wants to hear that no one wants to hear the excuses so we do try to paint the picture the best we can when those calls come in none of us are happy y'all have been very supportive let let me just say be very clear no one board staff parents is satisfied and we recog recognize that and I know yall recognize how hard the staff is working and you appreciate that um but we will continue to push through the vacancies and do our very best to cover routes and get get folks hired because that's the only way we're going to improve okay thank you thank you and just in the spirit of thinking outside the box I received the same email you know last night about um the concerned parent from Mela and I thought I knew answer this question but I did reach out to to Teresa and since you're here because she said Transportation would need to be part of the discussion which was obvious um just thinking about a calculation you know I was trying to speak Teresa's language is would there be a calculation for how many students we can reliably transport you know on time across our district with the drivers that we currently have and then maybe the remainder you know could be offered stipend to transport their kids you know and we' obviously want to ATT track attendance including tardies to Ure that families that are self transporting have more acceptable on time drop off and pickup averages than what we're currently able to achieve and obviously this would be fluid but I was like maybe this will be a cost savings and get more students to and from school you know just thinking outside the box and and I remembered this but I needed it clarified that if we were involved in something like this um there's definitely you know rules obviously for parents transporting students but this is where it really gets difficult you know we currently receive 12 million for transportation and the budget is at least twice that amount you know um yet transportation is the Lynch pin of this District you know everybody knows I talk about it all the time transportation and attendance and ESC we get those three solid we'll have much happier days so it just gets frustrating you know it's like you you go in One Direction and think you might have it and then you go and it so anyway um I have heard that there are other districts Across the Nation that um have done that but they probably aren't the size of Rhode Island either which makes a big difference in terms of our funding and and capability to do that all right um is there anything else on Transportation anything else you wanted to share ma'am I appreciate your time okay did you have more I do you have um not fully on Transportation other than just to piggyback on your very last statement when you think of the Central Florida school board's coal we're talking pulk that's larger than us Pasco vuia Lake all of us in Central Florida that don't have public transportation very large land masses I think it potentially will be a topic that will be continuing to explore as a voice of 12 districts in Central Florida so we'll we're going to need a legal size for our well priorities I mean it's important to have those voices and to continue to have those conversations so I don't know if today was sufficient or if we need to have a work session I'll great up it was great update thank you Miss dobins wasn't expecting the full update um but if there's additional information that you think could help us in a work session with Mr oranic and and including what might be happening new opportunities for M Dr gullet as you work through with your staff but that was amazing thank you if you're asking me I would rather them be working than trying to do a work session and preparing for that that is my honest answer any information you need I am available to retrieve it to answer it to stand on this Podium I'd rather me stand up here and and answer the things while they're back answering those phone calls looking at those routes and and getting kids where they need to get okay I can completely respect that I think you've answered the majority of the questions that I know I had and I think we all as we asked through that we're able to get our questions answered and everything else can be handled over the phone or via email at least in the interim so um thank you for that um board yeah anything else on Transportation before I get to the last two board comments no mix the work session for now we're good did you have something else on Transportation I just um something's beeping I'm so I apologize um just I'm interested in a followup which could be a phone call um after we all have our MTI conversations um because I have not had my briefing yet has me neither okay so I'm just interested in maybe an update after we have those conversations um to see where we stand as far as pick up and drop off and the number of students so I have had my briefing it's not going to be what you think it is it's not about MTI it's not so right so I there so it's not about it just it's not what you think it will be the conversation that's so we will We but you are having communication with staff and it yes so so to provide a little Clarity referenced earlier about possibilities I think Dr Brent James brought it up start time end times yes those are conversations I'm having with my team and I'll be following up them that has nothing to do with nothing do with what you're briefing is okay distantly related but no not directly that correct I will'll keep the board informed if we have some options yes okay all right and sorry to be incredibly critic but I think you're all going to find out today anyway in your briefing so AR always with the yeah right okay the last two things and there they are related so um Friday was the fsba advocacy committee meeting I had just asked Dr Thomas she's going to see where the video recording of that is because I think I would like to have Mr Powers or attorney powers or Miss Martinez send that to all of us because the entire advocacy conversation was about District who either are doing referendums or sales tax and what we can and can't do and so districts what they have done examples of what other districts have done what their websites look like all of that was kind of that collaborative conversation we had so when I get that I will send that to one of them to distribute to the rest of us just to view it your leisure um but that is related to the other thing that I mentioned at the very beginning of this meeting which was about a priority list I didn't know if we have an a work session agenda item coming up for the priority list I jotted down what my initial priorities are but miss Dobbins welcome again I should have just had a one-on-one with you years today so no thank you so yes we have been hard at work on that prioritization list we're looking toward the end of October to bring that prioritization list I am um looking and trying to have an independent consultant look at all of our data to make recommendations of their prioritization that way it's independent I don't know if that'll be in time if not um then we'll bring those recommendations and we will bring the entire spreadsheet of where everyone sits at all the buildings and everything and we will work together on a final prioritization and I appreciate your timeline that works for you board that doesn't work for me I'm just going to tell you based on the conversation I had on Friday with these districts that have done this advocacy for sales tax and referendum specifically for buildings and so having this two weeks potentially having a conversation two weeks before people are voting on it I I don't think is going to be conducive to what our community needs to know about what our priorities are in tandem while I will completely respect what the recommendations are from the district I think that each one of us from our seats can give a list and and I don't know again not wanting to exclude anyone but just looking at our attendance reports that also now include at least a small little fish calculation that is fluctuating and we know that that's not completely fully accurate but when you see a school that's 130% over you kind of think they probably need a classroom Wing So I mean I just jotted down a handful of ideas I am completely comfortable with mentioning what my initial handful of ideas are and I will do that right now just because I wrote them down so van Vanguard football stadium is one thing that I think we need to have a serious conversation about and adding that to a priority list in addition to rubberizing all of our high school tracks I already mentioned that but I also have listed a classroom building at Ward Highlands a classroom building at Belleview High a classroom building at Maplewood a classroom building at Okala Springs the combo Spar Anthony School Dunellen High School full remodel or a classroom building a K8 School in Belleview South area somewhere and then refurbishing the field houses at Lake we in North Maran just got added today so those are the kinds of things that I know I'm looking for we know that the five-year work plan currently what we've put in it is what we'll be using our money that we get the 1.5 mil on I I mean that we know that we have to be strategic in saying this board purposefully put this initiative on this ballot because over the next 10 years the these are what we we believe need to happen in our community because of and I hate to I've used the word neglect already once today but because of lack of attention over the course of the several decades prior to this board being Seated on some of these some of that due to funding some of it due to prioritization um but all all of the things I mentioned today were just based off of our attendance report that we get and how several of these schools are sign I also wrote down rezoning middle schools because we're going to need to figure that out when Lake weer moves that's going to Horizon and Belleview Middle are already overcrowded somewhat Doe by their own admission because of their recruitment strategies but I mean we're we're going to need to there's just a lot that has to be done so I appreciate that you're working on an independent consultant making recommendations and all of that coming to us at the end of October but personally I think that's too late for us to have that conversation for our community to have any idea why this board put this on this upcoming ballot in November those are my comments thank you thank you board member Campbell um having a here's something the facility has has always done and had to do which is having the five-year work plan and and then it has to be flexible and things get rep prioritized depending on which AC system falls apart or the roof whatever but I don't disagree with you board member Campbell in this sense that tangibles resonate in the community um obviously those tangibles could end up changing depending on other priorities but it is important you know we're we're working so hard with like leadership mcps to give the community um I don't even want to say a look behind the curtain because it's not a curtain you know we try to be transparent about everything that we do but people are hungry for information and they are asking you know um it continues to distress me that we're asking for a one mill um to support art music PE you know something we're on the same page about totally Vice chair and probably the rest of the board is too you know those that's not fluff those aren't extras that's just to be able to conduct our business that's 30 million dollars a year you know how come that isn't being given to us to do what what we're constitutionally you know directly it's in our Florida Constitution to provide those things so the there's only so much money and it only goes so far but I feel like the I tied in the one mill is because we were very clear that it was and is for this this this and this so to have a priority list based on what our vanes has showed us anyway you know the adding of the Wings you know those kinds of things um again we've talked about fact sheets today you know if it's in banash then that's something that we're intending to do and and we're intending to do that for a reason so I I think that really is a great idea uh people start paying attention around the middle of October whenever right before early voting starts you know and and mail uh we that's we want to get it out there prior to that I would think yes end of October is too late in my opinion to Dr campell's Point um I am in complete alignment with Dr Campbell so and honestly everything you listed we differ a little bit on the athet atics piece but every single School you listed I think you I maybe I would I would have included B Santos Elementary and B Elementary becoming one because that whole situation there is not ideal um and I would have just indicated the K8 going where Lake where High School is because we're we're vacating lake Lake Middle School because we're vacating that but and some of these are contextual conversations Miss St we spent a lot of time in a vehicle together over the last year and so we had lots of time for conversation but I think that yes I want to be able to go to the North End Community and I want to be able to go to the North End churches and say these are the things the board has decided we will prioritize with the sales tax and if one of those is a spar Anthony combo or if one of those is oala Springs getting a wing those are two things that I can speak to very passionately to the North End Community about how this sales tax will directly impact them and I believe because we have needs everywhere all of us will have something that we can go into our community and advocate pay for I'm still waiting on the dos and don'ts Mr attorney Powers because I want to know what's my red yellow green on how I can talk about it so I make sure I follow the rules but and if if it's if it's all VES off then fine but I just want you to write that up somewhere so I know that some of that will I'm sorry some of that will be in the advocacy call if you get that video because whenever we have that they talk specifically about we as elected officials have a little bit more ability to do things than they do yeah so um that'll be on that but I yes and honestly I would say two weeks from now September 19th my request would be every board member comes with their list and we all compare lists and kind of like legislative priorities we all come together and we pick we pick what we want to prioritize as a board because we all know the state of of of where we are and Miss Dobbins can work tirelessly to come up with some list and get an outside consultant and do all the things but I really think the five of us ultimately want to come up with a list we can go into the community advocate for and so if we make a list and Miss Dobbin says yep that looks good to me then let's just do that that would be my request Miss dobin oh I was gonna say Madam chair if I may I actually had up the same thing I had up the agenda for the 19th and would going to suggest that the board if you have a list we could provide you the updated work plan in advance we can get that out to you today and if you want to take a look at that and at anything because it all just takes money but if the board wants to provide some direction that will move this along very quickly and I think we know the basic cost of how much are WI cost we could round up to the nearest 10 million or something right and we can just kind of pick up to 300 million what we could get to right yep we're scaring you miss do no you're not it's actually a very exciting conversation um because we all want to just move forward and so forth we have we have been working on collecting all the data probably since February uh that's how massive the information is and what I would would encourage is uh before that September 19th and Dr goet hopefully you'll you'll say yes Barb it's okay to proceed in that direction um since we hadn't had time to talk about it today um let's set up a a briefing and let me give you the information so you can make an informed decision all of that data is a I can print it out uh I can give it to you electronically you would be able to see that if if I look at Belleview Middle School you will be able to see what their um enrollment is you will be able to see every building when the HVAC was last installed or updated the flooring the the lights and what it would cost and what we did is we literally colorcoded that document to say if it needs to be done right now it's highlighted red if it needs to be done in the next 5 years it's highlighted pink if it needs to be done in the next 5 to 10 years it's yellow and then what we did is we took all the Reds and we added that total amount cost into that and then we looked at how many Portables are there because that's a big factor and if they had so many Portables they've got they received X number of points we looked at um student impact based on how many students are impacted for a change and of course your high schools are going to have the biggest impacts and so forth so we have all of that compiled with little footnotes of things such as should we consider an Anthony and Spar combo school should we consider a replacement K8 at the former lakew Middle School when we do remove it so I would love to sit down give you that information let you walk away with it in your hands or electronically so that you can come on the 19th with your list and you have it based on where each school is including MTI I love it perfect send us the invites I'll be there for sure I'll send you the invites it will be day times because I am doing uh meetings with Mr Carlile on the half cent sales tax and so forth the principles and and faculty so that's our campaign and I'll Loop you in during the days next week because the sooner the better the more time you have the better for you yes we've leaned on her a lot today even though it wasn't necessarily attached to agenda item so um that's all really good um thankful for attorney Powers providing this document today I reached out to him at the beginning of the week and said you know I I want to know where we are with this so I'm glad that we're moving forward and I'm grateful for the team that are going to be able to get the rest of the documents and videos prepared so that um we can get this underway I'd love to see you know this done by December 31st I know that that's not the end of our fiscal year but it would be really nice to just kind of close this quick little chapter um and so I'm grateful for that uh I know that we have received some um emails about transportation and I I transportation is is trying their best they really are um and so I'm looking forward to a briefing um from the team about what could be done differently at MTI um I know that there may be an opportunity for using an alternative transportation program for the elementary side of what we're doing at MTI um using maybe marry and Transit I am not a fan ever of kindergarteners riding the bus of 12th graders I just think that buses are a place where sometimes um not ideal behaviors occur and I don't want five-year-olds on the bus with seniors so um I would love to be able to come up with a solution where we can bust them separately and if we need to look to Alternative times start times finish times was never a fan of night school so when that first idea came forward when we were talking about this I was never a fan of night school but if they have to start a little bit later so that we can get the other um students to school then um I I would like to do that and honestly I would love to entertain a conversation with HR and the union about ways we can creatively address this and all work together um I think we're all I know we're all on the same team and honestly if if we create opportunity for overtime and people to make more more money I don't know why it could be a bad thing right and and ultimately people are going to walk away making more money so I just want to see us work together collaboratively to make it happen um so and I um I am saddened by yesterday's shooting in Georgia it is unfortunate and just so disheartening and as these things unravel we learn more there'll be videos that come out about the sequence of events for the shooter and and what what transpired um we did find out that they had just last week initiated the responder program that we recently purchased and rolled out um and it was activated in this instance so uh I it makes me feel and they had locked doors automatically locking doors and so it it makes me feel really good about what we're doing here um a bad guy is always gonna who wants to do a bad thing is always always going to figure out how to do a bad thing no matter what we do and so we just have to be prepared to keep our kids as safe as possible and I know that on our campuses two of my students are on our campuses every day and um I know that there are multiple good guys with guns there and so God forbid something horrible happened I feel confident that they're behind multiple locked doors and there are multiple good guys with guns and I said I think I said it two weeks ago they're safer there than they are at Walmart so I I feel confident in what we're doing and we're going to continue to improve our processes and I can't stress enough if employees feel like there's something going on on their campus that is not ideal or meeting our standard please let Mr McFadden's Department know because Mr they cannot know everything and so there are definitely instances where locks may not work or a door May be propped or and you're seeing something talk to your school staff talk to your site principal but also talk to Mr McFadden's Department he sends his people out into our schools and they need to know because we can't fix problems we don't know about and oftentimes it's just a lack of information or miscommunication and and I want us to make sure that at no time are we um putting ourselves in a position where we could be liable for something horrible if it happened so um I'm grateful for the team's work today and the collaborative conversation and um that's all I got thank you right pleas your comrade yes it's almost good afternoon still good morning but almost good afternoon um chair thrower and Miss Dobbins I want to apologize that when I began to speak a minute ago I kind of had a moment and sometimes with my hearing um issues I get these sounds and I don't know where they're coming from and so I I believe that my external mic was dying and so so it was giving this beeping sound and so I'm sorry if I made that awkward for everyone that was not my intention and I'm so sorry um I for I want to start with I'm just really grateful for all the people in the room today um some great conversation uh moving forward and and everybody is on the same team um making this District the best that it can be and I'm just grateful for the opportunity to have open and honest conversation um each time we meet so so thank you to everyone that's um here um I have a couple things I wanted to share really just to um highlight we had the public Ed Foundation here um a week or so ago and and voted on an item for them and they have really been busy for the beginning of the school year this first month and so I just wanted to highlight a couple of things um that happened we did have the resil resiliency reel at the Maran Theater which was a fantastic event and and then we had the Tak stock in children kickoff that was here at MTI and we had a really great I felt a really great turnout um we had three board members here um participating and a lot of families and a lot of excitement um about helping our students move forward and continuing their education so that was um just another great thing uh last this Tuesday I was at tools for teaching and it there was a torrential downpour but the teachers were flowing coming in the door as quick as I could check them in and so I I shared with Megan that afternoon my first year of teaching straight out of college was at Evergreen Elementary and I walked into a classroom that was completely empty I mean it had tables and it had chairs that's it there was nothing and back in the day there really wasn't kindergarten curriculum you know you had a a list of skills that that you had to cover half of which were social skills um so my heart is just so full when I step into that space and all of the supplies um that teachers are able to come and pick up for free to take back to their classroom from backpacks to you know wipes and pencils and paper and notebooks all the things that teachers spend money on out of their own pocket um to help their students be successful and so that was a really um enjoyable time and then this Saturday at The Client Center they're having an ed Camp which Maran county is calling Apple paper scissors um Apple paper scissors yeah apple paper scissors make sure I get that right and in this space it will be teacher-led teachers leading conversations um with teachers and we in Maran County we haven't had that in a long time um an open space for teachers to come and share um what's working for them what's not working for them um Solutions so I'm really excited to be a part of that this Saturday um I I hear that it's full for what they anticipated for this for first event at 125 130 teachers have signed up to come so was really just really excited about that and um the foundation does so much for what we're doing here in Marian County not just to support our students but also our staff members and so I just want to give a big shout out to them for the work that they're doing each and every day um we had an acceleration Academy which was great to celebrate their graduation uh just a couple days ago a great speaker and a great message and so that was powerful uh they also had um The Rock had a gathering oh gosh it was the end of last week uh you know another big supporter of Maran County Public Schools and um what they provide for many of our students and um on our campuses and so I just wanted to give a shout out for the work that they're doing those teams of people um I believe there's 20 he said 20 um rock set up at our our schools are some we're not all in Maran County I don't have that number in front of me but anyway regardless I'm grateful for the work and the students that they provide for is really um great opportunity to hear more about what they do um and lastly I just want to thank Miss Dobbin Kevin um you kind of got thrown under the bus here this morning we're trying to figure out um the sale of this property and so I know that both of you have a full schedule you have a million things to do in a short timeline and you both are stepping up to um get this video in this fact sheet together for us and I just wanted to publicly say thank you um for taking it on and getting it done in a quick quick timeline so thank you very much and that's all I have chair all right thank you Vice chair Conrad um yeah it would be impossible to walk away today without uh mentioning the latest school shooting tragedy and um it just makes me as a board member even more committed to the communication peace because what I suspect will come out is that this kid will probably have been known to uh had some issues and moved on from middle school to high school um the tragedy occurred in the Freshman Wing according to my understanding this kid's only 14 years old so um continuing to commit ourselves always um the radio conversation was great about that today that's reactive but still it's an opportunity to decrease the time in any emergency and also increase the collaboration between you know we have SRO on our campus now which are a direct arm of our uh you know City and municipalities and our Sheriff's Office so they are certainly Partners um we have our safe schools Department that has you know a huge role and so it's definitely my priority and prayer that uh we will continue to say something piece of it you know when when a kid moves from elementary to middle and middle to high you know it's not a now now he's yours good luck um or not saying worse not saying anything at all um and just being glad that that particular difficult student is now someone else's responsibility because they show up you know they they they rematerialized somewhere and so the transition support the collaboration that vertical communication as students move you know from elementary to middle and high is is deadly important I will say and um and so I continue to be very grateful for the Partnerships that we're building the authentic conversations sometimes uncomfortable conversations you know making sure that the bases are covered you know doing the simple things well over and over and over again and making sure they're done quickly is the name of the game so um but moving on to something a lot more uplifting which is the community that the commitment that we still have from our community on the um on Mill funding referendum I'll pass this out and we just had our meeting our ioc meeting last week thank you um Vice chair Conrad for opening that um for me and now that our elections are are over with just wanted to call attention to uh number three in in our bylaws which is um terms of of membership and this is for your reference um that each uh board member shall appoint two two members and one alternate for an initial term of two years with an option to reappoint for the remaining two years so we're kind of at that point and it's really important and has made a huge difference in terms of participation of ioc members and also for followup on Miss Martinez's part to have a very accurate list of of who our members are so uh this is what I have um right now I have board member Campbell your members are Jennifer Hatchet Maryann Collins your alternate is Jane Morley so any changes to that please share with Elena so she can update the list Vice chair Conrad you have Julie uh ran Rocklin I'm sorry uh Melanie Lester ler ler Lester and Jennifer Edgars um board member has Diana Williams Pastor Howard and and June Daly I have Sarah work Heiser Floyd magwood and Bobby Gunter um two of those are are newer and Bobby chooses to continue so um I'm fine with my members um Miss Martinez no changes there um board member James you have Ken osley Neil McDonald and Angie Lester uh so that's the current list um so please if there's any changes communicate those to as soon as possible the next I meeting I believe is scheduled for January 23rd um it appears that there's going to be enough work needing to be done in this Auditorium that we will not be able to hold our meetings here so there's been great conversation with the uh County they have offered their Auditorium for us for the month of January so far they have been able to accommodate all of our typical meetings you know our work sessions and board meetings so that we don't have to slow down or or stop and so we have a location right down the street while this Auditorium is shut down but um Miss Martinez yes we do have an ioc meeting in October I my understanding is that meeting is School tours the and also chair so let's clarify one thing in a time sure that's that they are going to be visiting schools on October 24th and that there have been name badges made for them I made the name badges I and one of those tours occurring I believe it was September 30 is when the school tours were beginning because I knew I had to have the badges in by September 10th okay well if there's a meeting in October then it just needs to be communicated to the person that sets aside this room because that doesn't that's not a problem it's it's January where we can't be here okay that's the impacted eye cck okay okay all right um for member Campbell sure just for transparency these are not the two members that I and I have the email chain from back in January Maryann Collins and Jane Morley are the two members representing district one and Ron Quinn is the alternate I will clarify to see if all three want to continue serving in that capacity but that changed in January okay thank you and um yes as as for the rest of you uh it is the time to check and make sure that they want to continue if they do or you have the ability now that it's been two years to um introduce someone new I'm not sure mine have been on appointed for two years have you been on for two years I have been on for two years but I did not appoint these individuals two years ago okay okay Le maybe for new board newer board members perhaps I know that yours because you just yes came okay yeah you were just reelected but um in in your case Dr James I didn't realize that and I just also felt it was important to point this out because I don't know that we have enough conversation necessarily around you know ioc and and the bylaws and keeping this list updated making sure that your participants are attending because we had a huge problem of in the recent past where we didn't have a quorum at one point and that was not good so we fixed that and our bylaws have been updated so that's what you got I was made aware that Neil McDonald has no longer chosen to serve so in the last meeting my alternate was placed I think as the member um and I needed M Martinez has informed me that I need to pick pick an alternate but okay so you'll get with her on that uh yeah yeah I just have to make the decision okay all right good yep it's a definitely a really important and visible committee and we just want to make sure we have our eyes dotted in our Tec cross so we know who is supposed to be attending so when Miss Martinez sends out her invitations that they're going to the right person anything else as far as that Croc okay all right thank you and uh I'll leave it at that um for today it's been a great and uh productive meeting appreciate everyone's time um we have a school board meeting coming up on Tuesday night so I believe that'll be the next time we'll all be together all right if there's nothing else for the good of the cause we'll go ahead and adjourn at
