items two more yeah um I wanted to update the committee on the last Citywide parent teacher organization meeting on Monday November 18th I hosted a meeting attended by the Citywide pto's Elementary principles and school Committee Member Mr Dan carusa this was a follow-up discussion regarding the end of the year activities for grade five students and it's been something we've been working on for a number of months a plan was created that builds on the end of the year clap out that has been taking place annually at each elementary schools um starting this year parents will be invited to this event and there will be a small outdoor ceremony at each school um and more information will be shared about this event in the spring but just um people are going to stop talking about it and wanted to update the committee the next quarterly meeting is scheduled for Monday February 10th and then finally I just wanted to remind the committee that next Monday December 2nd 20124 at 4:15 p.m. in the whitcom Commons um there will be a districtwide administrative dinner meeting administrators and teachers will be reviewing the new integrated document at that time we'll be suggesting revisions additions and adits all committee members are invited to attend this session if you are invited um a number of building administrators will not be at that session they will be participating in a title 9ine training at the same time so we are differentiating a little bit for this session okay thank you thank you any questions with the superintendent report seeing that we'll move on to the Director of Finance and operations report Mr Wells um so Food Service continues to serve some great meals to all of our kids uh we Shar the participation numbers here which are in line with last year so we're seeing some great con consistency in in uh students utilizing the universal meals program um I was able to go around to a lot of my uh my the sites uh over the past month and I had a great time I love goofing around with the kids and talking about what they they like as far as food goes um so so on some great meals being served uh we are actually um bringing back a fan favorite which is um some some of the more um some kiwi fruits and star fruit that the children dragon fruit that the kids really enjoyed uh tasting so we're going to be bringing back back a lot more of those fresh vegetables and fruits and throwing back at them uh the hydroponic station has arrived um and is being installed at this time so we're really looking forward that getting up and running that's going to be a really fun program to uh to see how it it kicks off and and how this really benefits Us and how much vegetables we can actually Harvest from this so um starting with this one station uh I would love to see this really kind of Blossom out and have a number of stations one at least one at each school um depending upon the success of it and seeing how well this goes uh transportation we continue to work very closely with nrt on updating Our Roots um we have uh two new team members uh there's a new Hub manager um which became official and we have a new uh dispatcher that's working primarily for Maro um at this time that dispatcher has completed all of the updates that we we asked to be done at this point in time and all the students that we know of right now have been updated in the system as well so she's working very hard to get everything in the system get everything updated as we need it but we continue to also focus on transportation and trying to become more efficient and make sure that we're looking at our ridership and balancing out our all the buses and the routes um we are out to bid um we are still working on questions that came in uh to make sure that we are correctly answering everything that the that um the different firms have asked for we had a lot of interest in that uh pre- bid meeting so it's nice to to have people actually asking questions and seeing what's going to be coming up we're probably going to push out the due date right now is uh December 5th which is next week we're still working on the answer set we're certainly going to take that due date and move it outz we want to make sure that these firms have enough time to put in a quality bid to to submit to us so we're probably looking uh we got to look at some of the dates and figure out when we're going to do that but probably late December um maybe early January but but certainly um not much further beyond that so we just want to make sure we get all the proper information to them so they can give us a really good bid um and then we have a copy of the financial packet in in within your packet as well so any questions okay yes Miss Hennessy um thank you so um I'll go down in order of presentation um the high school breakfast number I'm just kind of curious um is there you know some feedback that we can be getting about how that might be able to improve because I would think especially at high school you're grabbing and going and wanting to just get you know yeah that that's that's one it keeps jumping out of me too and I've been having those conversations with Pam willan and and the food service team to try and figure out what it is and how we can get that number to Boost up a little bit cuz certainly it it jumps out right there it's one of the lower numbers um so they're trying everything in the book uh they've got uh marketing they're throwing out there they're bringing the students in um they're just not coming in to eat um you know whether they're eating you know at home or they're just not hungry at that point in time um we can't quite decipher how to get more of them in uh there really is like they're doing a pretty good marketing campaign they've got you know got it out there it is grab and go everyone knows that you know there's no cost to it um which is surprising because you look at their their lunch numbers which are very high um you know and they tip over 80% as well so and that's I guess why I was asking the question cuz I you know sometimes it's a matter of you know is it something that could be available right inside the door as they're all coming in so that it would be really easy to like take something off the cart yes we have some stations like that yeah we try to we try to get it at the point of entry um as a grab and go really easy I can just grab that bag it's a balanced uh breakfast it's a shelf stable breakfast um it's just hard to get them to grab it it's just very interesting it's a I haven't U doesn't make sense to me I mean I remember I'm hungry all the time so um I'm a little surprised that high school is aren just grabbing everything that's that's right there for him so no thank you I just I just was curious cuz yeah it it it did jump out especially with how how many seem to be participating with the lunch um the other question well more more of a request I guess I would say is um with the hydroponic station after that gets underway and it's like you know working can you at least give us a heads up so that we might be able to come over and take a look at it yeah yeah I want to make sure it's up and running for us and we'll definitely let you know because um uh I I these are fantastic and when you see them in operation it's just it's such a neat thing to have in front of you so yeah we'll definitely make sure you know when it's up and running so you can come and get a look at it that be great and even come through the stages of of you know vegetable growing as well yeah exactly I mean I'm sure that um Joe moren's probably going to like you know document a lot of it but I think you know it it would be fun also to um you know get to see it in action if you will and then relative to the transportation bids um I mean it it makes a lot of sense of needing to push out that date I guess my question is then how is that going to affect on the push out of our review of the docu the documents and and the review so it's so it's an ifb which is an in invitation for bid as opposed to an RFP so the review is much quicker than that um you're really uh cost based on that and looking through and making sure that um all the documents that are required to be turned in are there it's not like an RFP where you're evaluating different proposals that are coming in and trying to weigh the the pros and cons of the evaluation so it's a much easier review process but uh a quicker review process so it shouldn't affect it too much um we should be okay uh we have a a we do have a lot of people who are actually reaching out we have a number of firms that are interested in this bid so um I'm hoping that's a good sign that they're actually going to turn in some bids okay and and I guess um I I would love to familiar familiarize myself I guess with some of the criteria that you're talking about only because um obviously I understand from a cost situation but I think as we've learned um really there there is more than just the cost that really needs to come into play so I'd like to make sure I I understand fully since I've offered up being able to sit there and be a part of the review of the materials I'd like to make sure I'm prepared and I think you know others as well absolutely okay so thank you anything else seeing none moving on assistant super of teaching and learning Dr skaza thank you Mr Mayor tonight I will be presenting the recently release District accountability data the slides for this presentation are included in the packet and I have specifically highlighted areas of growth and Improvement as well as areas of concern after the conclusion of the presentation I will be EXP exping the next steps that we are taking and I would be happy to answer any questions that the school committee may have so uh I'll go through a brief presentation here uh the agenda will cover the accountability category so we have a clear understanding of everything that we are being measured on as a district and the schools within the district um I'll talk about the status change at Marboro high school as a highlight um as well as some attendance data that is trending in the right direction uh mcast student achievement data for grades 3 through 8 um ranging from years 2021 to 2024 our access data for our English Learners and then next steps that we intend to continue um on a positive trajectory with our accountability data so the categories that Desi uses to measure accountability are listed here achievement in the content areas of ela uh math and science uh student growth in the content areas of ela and math High School completion progress toward English language proficiency chronic absenteeism um and advanced coursework completion the high school completion and advanced coursework completion apply to the high school only so starting right out the gate here with the district as a whole so if you look at the um weight from 2023 of 40% with a Criterion reference of 33% and 2024 uh with a Criterion reference of 66% and a higher heavier weight higher weight of 60% um and then that calculation in the bottom left hand corner there equals to 53% Total which Falls in a Range that desie considers to be substantial progress toward targets which is a good place for us to be in um and then the overall classification of not requiring Assistance or intervention moving on to the high school and something to highlight for the district is the high school that is no longer in a classification of targeted assistance um the overall classification for 2024 is not requiring Assistance or intervention and they have a rating of 59% which also uh measures as substantial progress toward targets the achievement data for the um academic uh groups here EA mathematics and science and then you have also students non- High School grades at the top you have lower performing students or lowest performing students that are non- high school students all students in high school grades and then the lowest performing students in high school grades I should just quickly note that there's no um measure for the lowest performing students High School grades du to the covid-19 year um in 2024 however at the bottom of that slide you can see I've highlighted the areas of improvement so in 20 23 out of 12 possible points that could be gained in the area of achievement um we did not gain any but in the year 2024 we gained five out of 12 possible points which puts us in the right direction headed in the right direction with our lowest performing students non- High School grades um we made a jump from five out of eight points earned to seven out of eight points earned so again headed in the right direction um and as well as our students all students High School grades four out of 12 points earned in 2023 to 9 out of 12 points earned in 2024 and then a nice Mark for our lowest performing students in the high school grades with a score of eight out of eight possible points in 2024 moving on to student growth the next category measured by desie you have uh English language arts growth and Mathematics growth in the same areas that I highlighted on the previous slide and if you pay um mine to the highlights at the bottom of the slide where I've circled six out of eight for all students High School grades which was a an increase from four out of8 in 2023 and then again no measurement in 2023 for our lowest performing students at the high school grades however five out of eight points earned in 2024 for our lowest performing students in the high school grade so we have more to recognize as uh positive Trends and Direction when it comes to student growth in The District High School completion another area that is moving in the right um trajectory which is upward with points gathered in 2024 of five out of 12 as opposed to a zero out of 12 in 20 23 um and again that is your 4year cohort graduation rate the extended engagement rate which is a five-year cohort so you can extend um an extra year and then the annual dropout rate looking to keep that as low as possible the next category measured is a progress toward English language proficiency and if you see the arrow that highlights at the bottom of the slide the points earned for all students in high school grades uh increasing from 1 out of four in 2023 to three out of four in 2024 um still work to do with all students non- High School grades where we did not earn any possible points in 2023 or 2024 that is an area of concern and an opportunity for growth that we will focus on chronic absenteeism and advanced coursework happy to highlight that we earned four out of four possible points for our non- high school grades in 2023 and continued with that same um measurement in 2024 of four out of four uh same goes for lowest performing students in the non- high school grades and then for our all students High School grades we went from four out of out of eight possible points to six out of eight possible points in 2024 continuing on the subject of attendance I have slides from 2021 to 2024 that indicate a positive movement um in terms of an increase with our attendance rate and our decrease of chronically absent students and I was recently talking with assistant superintendent O'Brien who we are feeling confident that with a newly initiated district-wide attendance team in some more uh focus on uh attendance in general that we will continue to Trend in the right direction with an increase in attendance and a decrease in chronically absent students so you have 90.2 in 2021 for an attendance rate in 2022 23 you have 91.3 in 2023 24 92.4 and if you look in that fourth column you would also see that the chronically absent rate of 10% or more is also decreasing so again we're on the right track and we are anticipating an increase in attendance and a decrease in chronically absent students for this coming school year or this current school year I should say uh moving on and wrapping up shortly with student achievement data um for ELA grades 3 through 8 you see at the bottom of that slide the percentages which indicates percentage of students who um met or exceeds uh expectations on the mcast exam in ela and you you kind of see a static percentage number across the board there of of 46 41 42 and 39 um something that we're definitely paying close attention to and something that we're looking to move in a positive direction in terms of more students performing at a higher percentage of meeting or exceeding stud uh expectations and a lower percentage of students who are not meeting expectations partially or not and then on the next Slide the same data in the content area of math for grades 3 through 8 where you see a little bit of an increase um from 21 to 24 where we're moving from 34% of students who met or exceeded expectations uh to 34 to 41 in 2024 so there's a little bit of an increase each of a percentage point for those last three years uh this is something that I want to bring as a area that we're keeping a close eye on and and making um some plans to address this data that is not trending in the right direction so what you'll see here are two indications um in terms of numbers one is the amount of students who are being tested uh in the access test English Learners who are being tested in our district and then then the uh number below is the amount that are or the percentage that are making progress so you'll see the top number in terms of students tested increasing and the percentage of students who are making progress is slightly decreasing so from 2022 you have 1386 students tested with 44% making progress in 2023 1428 students tested so there's a slight increase there with a slight decrease of 40% making progress and then finally in 2024 we have another jump in the amount of students being tested to 1553 with 37% making progress again something that we are focused on and looking to correct this trend um with more students being tested however we are looking to increase the amount that of that number of students being tested who are making progress so just to highlight quickly some next steps based on the data accountability data that I've shared tonight we first and foremost are focused on implementing highquality instructional materials you'll frequently hear that referred to in the field of Education as HQ imim in the areas of ela math and ELD so we have programs we got a little bit ahead of of adopting these programs before it became a Statewide focus and I'm proud to say that we have our into literature into reading into math all um products of the same publishing agency that is uh endorsed as high quality um as well as in um two pilot programs for ELD instruction that are called English 3D and language launch that we're looking to see if there is integrity to those programs and something we want to move forward with to hopefully move the needle in the right direction with our English Learners the second bullet is that we have been partnering partnering with an organization who I've commonly referred to in my school committee reports it's tntp uh for support with our tier one programs and our literacy Focus specifically within reading in K through 5 it's a very extensive comprehensive program that requires a lot of adaptive in technical support and tntp has been very helpful in providing us with that support they're working with our principles at the elementary level and our lead teachers and through the lead teachers the grade level teams to make sure that we are not just uh presenting high quality instructional materials in the Elementary classrooms during the literacy blocks but also uh high quality and effective teaching practices during those literacy blocks and then finally we are focusing on on a shift in our ELD instructional priorities during whole group and small group literacy uh instructional blocks in the elementary setting so tntp has helped with that as well it's just a different way of organizing the schedule and prioritizing time that eel students um beginners specifically level one and two are spending in the literacy Block in the general education classrooms and then that small group time that they have outside of the classroom how we are intentionally prioritizing their instruction when they are not in that gen Ed classroom setting I don't know if I spoke too quickly or if I was uh efficient and expeditious but I'm happy to answer any questions that the school committee may have we'll open it up questions sorry m Matthews um one of the questions on the access information so and it doesn't it's not specific but um you may note that only students who complete all four sections are counted um and it looks like a good I'm looking at the 2022 it looks like a third aren't completing so 1386 to 8814 or is that uh or is it am I reading that wrong oh that's the made progress I'm sorry that's the M 99% so they all okay um but the obviously the numbers are decreasing not increasing and and we have yet to find what is sticking out there's one thing that we are doing in addition that I didn't highlight as the next step the eel department is using something called Flash late 360 it's a universal screening tool that I think is uh could can be a helpful indicator in terms of where students are performing prior to taking the access test in what areas of listening speaking reading and writing they might want to focus on with students prior to them being assessed in that area I did sit on in on a uh professional learning community meeting with the assistant director of V the other day where she was working with teaching teams and they are looking through that data starting to pinpoint areas of concern and focusing on applying that into change and instructional practices hopefully that helps I just I my my concern with the El is that I feel like and maybe I'm off base here a little bit but I feel like we we've implemented some programs or and I know one is in its second year of it and it seems like it's not not working or the results are not there the results don't seem to be there the inter reading are the into literature is that what you no the the teaching strategies for e oh for the the teachers that are in so one of the there's a couple of different um issues that go on with the access testing um if you talk to Lynn she will Express concern about it going completely online at a time and so many new arrivals uh finding that a challenge so yes valid um another change is that a student that is a one two a new arrival might not be uh one to like student the between the churn or whatever having the the same students and the large number of new arrivals one two that we've had we talked about this when you look at the accountability data a number of students that are new arrival to the country they don't take they take mcast as a practice but it doesn't count in year one in year two it will um the other thing that we've been talking about and all three of us spend a lot of time talking during the summer we have a lot of high quality of instructional materials and a model that pulls out our El students maybe too much and when we say all students get tier one all does all mean all and so that is what Dr skyer has been working with tntp looking at our model to make sure that our new arrival students are getting That explicit literacy and access to grade level content because if you're pulling students out in second and third grade when do they get second and third grade curriculum um and so these are all challenges we're not unique in Massachusetts or in as an urban District but um the number of increasing number of el students and what we're doing we're looking at and we've been working with Jessie as well looking at our models getting feedback looking at others and they are going to also give us access to some experts in the field to see if we can um because obviously we need to change what we're doing with ELD and providing literacy thank you yes yeah so on that it would be helpful to even see the access data pulled out even further only because understanding where our pockets are because when we did some of our reviews like when we were looking back on some of what happened during Co and how it affected certain grade areas you know trying to understand the trends so that we can put more focus in and concentration in in certain areas I think it would be really helpful to kind of look back on that because this is great from like broad strokes but yet are there actually Pockets where we've addressed in some areas but need to address more in other areas so I would like to have a followup report that's more specific to yeah students in ELD instruction and have the uh director and possibly the assistant director of el join me for that presentation that would be great okay um and definitely would love to have more conversation around the the slide what that page number 15 and 16 that or excuse me 14 and 15 the student achievement data both the E and the comparison you know each each of the years um you know just concerned about some of that shift you know when when you look at the progress or or lack thereof and I think we need to probably again dig a Little Deeper on that to get get some understanding there um definitely great to see the work that's happened around around the attendance numbers and the um chronic absenteeism because that was one of the big things that you guys had had made as a focus and you can see that it's it's working so that's great to see that and definitely would love to peel up out more information on that um progress towards El proficiency um so that we can understand because that is something that we've been really working hard and I know Lyn's put a lot of effort on um how to tackle that on broader stroke so it that would be great if we could just review more around that thank you anyone else see you there thank you Dr skaza acceptance of minutes minutes of the November 12th 2024 school
