is Autism Awareness Month so yesterday we um did a sale of t-shirts and all of the schools participated by wearing their t-shirt to demonstrate their um commitment to inclusion all of our schools today is actually um bring a child to work day so it was really really neat to see all of the children um in our building additional children so which was really fun I walked into a classroom and I said what happened then we had five extra kids in class really a lot of kids but um but they had a great time a lot of schools organized events um particularly here at Cliff since we're here tonight um Miss CH organized activities throughout the day she had about 42 um additional students here which don't don't be scared though because they kind of balanc balanced out because other students were missing from our class because they went to work with their families so it was great um central office participa so it was really nice to see everyone um get to know each other the the kids you walk around they thought it was really cool that your teacher's child was in school today so um they can share some fun Stu so it's great um just a few additional highlights um we had they had the mental health Symposium last um last week um it was well attended with over 400 families um and Educators so um next time we encourage everyone to attend and our community to participate um yesterday was the um flag football um at the high school so I receiv received some pictures I shared that this morning um for the board Facebook page because it looked really really intense you know play on the field um Unfortunately they did not win but um we're really proud because we um this is actually the only second year that they're in um where they're competing with other schools um and they're hoping to make it a competitive support so they're working towards that and in that program so is wonderful for young ladies they can really and um on Monday when we had the field dedication thank you all for attending um the girls did when their sing um that day to thank you thank you so much um yes I was at the the softball dedication it's just really fun to see so many generations of softball players there everything from some of my lyro kids friends there to uh high school kids is I was hanging with the the man um the uh okay so I did want to this is the the president's report I didn't want to notice that note to everybody that the board has officially been recognized as a certified board by the New Jersey School Board Association um for the for those who don't know that uh that designation recognizes of the board's commitment board addition commitment meeting State Standards professional in contining education um the board and District staff will be recognized at the M County School Board Association meeting which is May 7th at the Colts NE in and um I think that our former board president current board vice president as schoie should uh get some special recognition for really spearheading this effort and um so thank you um and then remind everybody to check the the calendar because we have a lot of activities uh somebody once mention that may really should be called May cember because it's just as busy as December and yeah I would agree um so I'll be a bunch of concerts I don't know anybody else and then there's sporting eventss art programs it's fantastic um and then I also want to know along those lines also that is teacher appreciation next week appreciation we so U thank you to all the teachers and um we can talk more about recognized teachers um but want to say big thank you to our District staff teachers instruction thank you good evening under curricul instruction there are no items in red from the cow so we're asking the board to take action on items A and B but CR instruction and I have a motion second the agenda motion wait I'm sorry we have a question is that so item s oh sorry this is sorry moving on to Student Services Under student services all the items are read so I'll just give a quick explanation for each one so under student Serv item number one rest or to approve bedside instruction where students is listed item number two is rest board to approve the service provider as listed item number three rest board to approve added District placements as listed continue on to that stage we're asking the board to approve item number four which is a rebill cost is listed and item number five we're asking to improve partnership with M University or speech language interns to thank you are there any questions okay can I motion and second to personel the Personnel we're asking take action we're to begin first there is a walk-in item under Personnel have in front of you it says resonation retirements SAS Bo to approve resignation as listed on the walk-in item that's first followed by what's the agenda SAS to approve all items items that are listed in red under sections a b c 1 through 9 d 1 through6 person can't you can you please explain what applied art yeah so applied our um local dis with autism so this is the additional program that we offer for students on our special program so does that mean that the structure for that for that is no longer going to be teacher only it's it's an additional course and then same for the second umer so the second our teacher was originally approved to that position in the fall we switched teachers based on schedule so now the first person wask I I have a concern about summer and I know this last meeting being very sick but I thought we could have a conversation to have it have it or um there may be um some interest we could also recommending this decision because we haven't really had a chance to get all the information need I Happ to table ation that discuss have a second on the motion to table the item three okay all right so vote on that now thanks everybody miss yes M Martinez yes M yes M SC yes M BR yes M War yes M yes M yes will be Ted is there other discussion of personel agenda and I have a motion and a second on the Personal Agenda with question ter in terms of the summer we'll that we did everybody hear that okay so that was at the the summer theater since mostly a Personnel discussion will be an exact session but we can't vote in exact just we are asking the board to take action on a second read in adoption of policy regulation 5111 that concludes is there any more discussion about this policy second AGA and then Finance good evening oh great time for um I'd like to just take a quick moment to also say that Tuesday was a bus driver appreciation day so thank you so much for keeping all of them safe Wednesday was also Administrative Assistant recognition day so thank you for all you do on top of that um number one would be payroll for the month of March not February and then April transfer for the funds for March as well as the board secretaries major fund status and treasurers report at the top of page we're looking to have a resolution for the use of competitive Contracting for substitute Staffing we have gotten approval from the state to do so this would make us eligible to go out for 2 years and it would not just be based solely on lowest price there'll be a competitive Pro Tess with the Matrix that is associated with it and we're really looking forward to it there's also additional steps because of the cost that we will be required to go ahead and send all of our documentation to the office of St but part of the first step is to have Bo approval so that we can roll out and we can ensure that the stat back with that we also supp last meeting about the Cooperative sports program for ice hockey and then fireing vacation girls for I a question cont I know um we approve bills every month for rather significant amount of um cost for is it anticipated that this may help send that increase it may help us save money okay oh actually and one more thing we did get our budget approved by the state today I know we were supposed to have but we are moving in the right direction so we are waiting on the Asbury Park Press to notify us if it will be in the paper either May 1st or May 2nd and then join us at Cambridge Park at 6:30 for the public hearing this is on 6 all right questions about Finance agenda can I a motion in a second to accept the finance agenda move on to public comments the under the law of defination or relational privacy they may face personal liability to the injured party if speakers are uncertain of the legal ramifications of their comments the board urges them to seek guidance beforehand from their own legal advisor anybody wish to speak everyone um cind Sor I been my um I came today because I'm very concerned about the amount of building both towns are currently doing um we know that there is a very large building going up in matop we also know that they're trying to sell up Woods we know there's a huge expansion I just drove by glass barks and I cannot believe what it looks like over there um we know we have a huge expansion coming in from Glass Works uh we know that the town of abine just approved an expansion of K Gardens which is an additional 22 Apartments coming in and classs is no longer getting uh commercial and they're building 12 additional Town Homes um so the amount of building is absolutely mindboggling and uh one of my concerns is is you know obviously you know how is the board going to deal with this in my opinion rapid influx of new housing coming in because believe me they're building homes because people are buying them okay so I don't want to be like one of those people that put our heads in the sand and be like because I've had this discussion with members of the town and they're like there's only two people that go to aine Middle School from glasss and I'm like you cannot be that heading the sand about this um so I know that again for as in case is like the liaison with these towns but I really would prefer one someone who lives in these towns beinging that nison because you guys are like you know we vote for you and I feel like you would hold them their nose to the Grind Stone a little bit better because you have a little bit more invested because obviously you're elected um I feel like um I want to know if did you guys know any coming like did the town say hey yes we're going to be building 7 million new apartments and you're going to get like 5,000 students like did you know any of these things coming or did you like were you as surprised as we are um well to answer some of the questions um the uh uh district is going out for RFP for a geographer um so um to to study the impact of all the new development um I don't I mean we we all are payers and to interact with the town in that capacity and to to elim the St Bo leadership does interact with the towns in in informal capacity um I don't know that we really have a communication formal when it comes to development so at our meetings when this Cas with are there was an area there Kens [Music] so the town is not required to notify the board that there may be students coming my only concern was I know you just said and that's a word I'm not going even try to repeat because I'm going to say a call um I know you said that you're going to hire someone coming and do like the planning on how it's going to affect but I know that the town did that for glass works and and they said the class was going to have no IDE I don't know what they thinking they not go over there and look at what they buil over there um I know they said there was going to be no real impact but there has has there been an impact like do you guys know if it's an impact like do you know like the students that are coming from there did you say hey they said no students and there's 150 students we're aware oh we're aware now that they're here now some of the things that can happen with the study is that person going to take a look at what the township has released for plans however just like you said those plans change and that's after they looked at it and given us a report then those things may change we have also made the towns aware that you know whenever you're building please ensure that we get bu in there that you can tell us you know the size how many you're going to be able to fit in there so we are trying to get as much information as we can during those meetings but if they do make changes during their meetings sometimes we're aware but that's why I said a little bit this so our um and if you want me to sit down tell me question um cuz this is really this is concerning to me CU I still have a young child and they have quite a few years left um another quick question is are they required by law to let the board know that any of these things are going on are any changes that they've make no so basically they can build as much as they want and you know oh well if you can fit them in school that's amazing or we can have 50 kids per class is so silly when I think about it they law they so laws about everything and they don't Carew about that you can speak again at the end Sor thank you sorry um we did uh believe but we try to out know next year 300 projection for next year and that's not all school but it's it's the new buildings it's also like the existing development Ching over um you know we saw a lot a lot of a lot of families moving into town so we tried to project a strategic planning but we can only do that based on [Music] the I com um I just went back um Mrs on that strategic plan I was looking at where we projected and the difference from then till now is huge like so many things already different in that little short stand hence why you know we've been overt talking and saying we got to hurry up and figure this out this it's happening so fast so it was interesting you brought that up because I was curious what a picture looked like then to now and it's it's it's unbelievable so yes it is very concerned thank you can you explain in terms of the demographer when the buildings are being constructed that they are going the number of apartment and number of the demographer will take a look at those plans However if those plans change after the so don't look at it from a one two don't take a look at if there are going to be stores present right store but if store and things change after the fact and they add more um they'll take a look at the impact of lowincome housing that goes along with the state guidelines for adding phones or any that are currently being built each town has their own amount they have to qualify and then hit their capacity don't know where our towns are in that regard um and then we'll be able to provide that on our website once it's full [Music] the process and how of time because it's not a quick study it is a stud that Tak so the RFP went out it has been in the paper since Wednesday it will be posted for the next 10 days they are required to provide it to my office I don't know what time but May 8th and then we would award after we score at the May 23rd agenda so perhaps the May 23rd meeting or somewhere near there we could have a presentation on what the demographer study does since a lot of the folks in this room are interested in that I could just post the St that sounds good I'm sorry I don't know if I just assisted um are any board members allowed to be on the so can I just request that um we make sure we have um tot demographer somebody that before fresh due to the fact that it's scoring it goes by whoever wins based off the Matrix right but what if that person is in theid I can't help that it has to be it has to be equal for all so there's technical steps there's managerial steps and there's cost that's that all equal 100% I think it's a technical is 20 managerial is 20 and then cost is 40 and then it's broken down by uh whatever is requested in it so each category has a score to it so when there's a committee it's cover okay well moving forward we're going to have to discuss that closer because I for one do not want the same democra not make because that report that we received was was paid for and it was not worthy of the information on it I apologize to rud but that's the case so I would like to have a new vendor all possible that would be a great thing yes if everybody could email me who wants to be on the scoring committee that would be helpful is it a blind do we know right now go legally out and then anybody that request it will have um a lot of times what happens with requesting and especially this C year there are companies that request it we don't know the companies that are being searched or used by the vendors that are going to bid so we try to get as many as we can up front to know who will be bidding on it however if it is a a consultant company that takes every bid we won't know who it is until we receive an open the bids that day at that time Casey bur fing Jersey um just a question about the big um the board in I believe the board if you decide has the ability to declare a bidder as an unqualified is that correct as long as they don't need specifications they have to be so far outside the scope of specifications that we have to Reit well you're right the only reason why I'm asking is I believe that this goes back many many years when we get the referendum get information put in the buildings that the initial lowest qualifying bidder came in and the work was just not good and then when the next part of that was going to go out to prevent that group from coming back in I don't know that TR or not but they deem to be unqualified so the say we're not using I don't know that still so the difference between that big was that was lowest lowest score right lowest cost this isn't this is why it goes out by matrix okay so that's the difference between the prior bed versus this bed so that they have to be based off of managerial specifications technical criteria and then cost criteria so it would be very hard to not mean all three and with regard to the demographer that you use that demographer coming here and giving a report to the board so would it be wise to invite members of the town councils to come and attend that meeting they can attend every sing I understand but formal invite of saying we see you here because you know as we all know there's only so many sources of revenue that from the school district and as you continue you might say well there's more people so the taxes you can get more ta well you can't you can only get 2% on the budget so more people doesn't actually mean more revenue for the district it actually means more cost to the district so having them come in here and actually see that hear that I think is Meaningful and and we also send them every single meeting St we have in every we have so that they posted in and one last thing I go kind of over um this is not a conversation I I know that previous president espo from years ago would go to the town and go why do you keep filling and on top of that you keep giving tax abids so you're not even getting revenue from the town aside from the fact that you can't increase revenue for the school district so this is just something that is basically going to implode upon itself at some point if we can't get some type of measure from that I'm extending an invitation on behalf of the board to every Council M May to any and every meeting one more one more note oh um the demographer that we do choose I [Music] also anybody else for okay all right so let's continue this um another cool question so you get the guy come in he tells you okay um you're going to expect 5,000 students let's just say um and that me schools right so how would we do that you would have to do reference similar to the hbhc but much bigger um but would be to to build build something you would just roll out to the residents and the residents would I guess v on it I guess yeah I because it would definitely be way more than what Sheed the 2% increase in the year before it be a big thing thank you very much than so last time I was just looking welcome but the last time that we as the district had major building was in the 60s when I did a little research this also a little history lesson so my kids probably were not even in the district yet um the middle school well two different times the middle school had a fire and they had they used um trailers but prior to that there were trailers before they extended there were trailers that were attached somehow to the back of the buildings before they added on to Ms um due to having higher you know enrollment and that it it just affected that particular school at that time um so that was something it was funny my husband brought that up he's like remember the trailers and I'm like can we not remember the trailers like yeah so it brought me back to wow like on an emergency what we had to do those the was that ended up at the very back of the the yard of man's forever no okay that was different okay is there any other public comment see none um we to vote on all the agendas just I just wanted to thank M for having us um Miss Martinez and I were on the PTO here many years ago and as you mentioned the PTO has always been I mean we love all our schools but this school has a special place in my heart and being on P and knowing how hard everybody works to bring amazing programs to the school I just wanted to recognize both PTO and the staff and and you for having a great presentation for us and for making situ okay can we V on the agendas yes M Martinez yes Mr mon yes M yes M BR yes M yes that was the agenda right I just need to abstain from 8 the first in personel so many people on that personel um okay do we have any unfinished business any your business be it resolved a Clos session be convened for the purpose of discussing privacy personnel and legal matters the subject matter of these discussions will be disclosed to the public when reason for confidentiality decides although the board cannot guarantee that the length of the executive session is estimated to 2 hours after which the public meeting of the board shall reconvene and receive the buiness action will take place or may take place can I have a motion second session all motion I in session
