call to order a meeting of the Mad one Avenue Regional School District uh the time is now 6:32 the New Jersey open public meeting law was enacted to ensure the right of the public to have advanced notice of and to attend the meetings of public bodies at which any business affecting their interest is discussed or agreed upon in accordance with the provision of this act the Madan ay Regional School District Board of Education advertised this meeting on June 20th 2023 in the Asbury Park Press and the Star Ledger these notices were sent to the municipal Clerks of the burough of Manan and the township of aine and the Manan aine Public Library these notices were also placed on the district's website have everybody stand for pledge ofg thank you m here M Martina here Mr M here Mr mon m m here here here we have no minutes to approve and no correspondence to the board that um came in at the time that it would beish for today um so moving on to the board president's report I did want to share with the board that um yesterday I got to join the district's um staff of that umz had formed the technology committee to work on the new website M that is transitioning over to um to final site and um so something that so I'm sort of representing as as a board member representing the parent perspective um and that is defin a great role for us as parents and community members so something that was asked I will also send this as an email so prompted to respond to me but um I was asked to ask all of you about thinking about what you use our website for and also where you find points of frustration um because we have as a board I'm always proud to say that we have nearly every school represented as a parent and we have three uh community members that don't have a school right now so they don't receive those Communications so it's a good mix to see um you know what all the website can do and um where where it can be worked on um so I will send that out as an email and then I will col a all the responses and bring it to the next technology committee meeting um also um I have met right before spring break I met with some of the community members that came and spoke about subscription fing and um um we worked on taking the suggestions from the meeting and kind of flushing them out more and so then next steps of this spr share Comm we will be as as a district looking at um updates to the policies like the hazard Ro policy and also possibly some building updates that would um you know program kind of changes that might help um so I just wanted to update everybody on that uh and then um I was thinking we we started talking about board goals uh right before the break and so we didn't finish so I was thinking that um after we finish with budget that maybe the in may we could have another meeting about goals for 2425 just schedule wise and then um wanted to give everybody a heads up but another thing coming out to you is going to be another link to the calendar of important events because um is going to update it with all of the graduation ceremonies and achievement ceremonies and everything that's going on in May in June you know when it gets life gets really busy so that it can all be in one spot along with our um activities with the the county school boards and the state school boards what all is in there I think that's all my updates oh yes but then um I was asking for Martinez if she could give an update on Poli hi um so for the policy committee we are working on the privacy policy kind of not working on it it we wanted to just read through it um we wanted to see if being that everybody is recording these days on their phones we wanted to ask the legal department if there was something we can do to either ad the policy up or we're going to have to remove the wording in it because there's really no way to get a handle of the kids not recording all day through things uh during events or whatnot so uh Mr Ruben had responded back I just shared that with the policy committee about some thoughts of what we could do um so that that will probably be updated or or put to bed quickly but um next I know we were talking about the Hazardous roots and the um probably in conjunction with war facilities policy um which I had let the policy committee know that we need to start reviewing that and going over that um we're having some issues with um uh scheduling payments um not receiving payments on time all of the above so we want to really look into that as well making sure our kids are getting um first chance and and it's all fair so uh that's where we're at right now so those two policies are next so thank you thank you and thank you all for your efforts on that okay in addition um SP have an update on the cultural awareness sure um the awareness committee was waiting for the updated calendar to come out um thank you to the central office leadership team and board um we working to acknowledge our whole Community here well both of our community here um and you know fitting in Passover and Easter in the break to really show some respect that time period um so now that we have this calendar to work from we can meet and see where we need to come together thank you and uh that did remind me that I did want to say just as the board president the those wishing District families a happy e and since this happened since our last board meeting uh wishing District families happy Easter and coming up weing District families happy Passover and April is a great reminder this year that we have a very diverse community and it's just wonderful to be able to um model for our children the awareness and understanding that hopefully encourages everybody towards the same Community goals and just remind us all that we're all're all together also autism yes it is thank you yes absolutely thank you and yes I'm wishing District family U very happy and exciting and interesting Autism Awareness to me in my own son schools different activities I know all the district schools have had in activities um okay well that that's the board pres report um move on to the superintendent's report thank you so came back to school on Monday and there's been a lot going on of that so we had a very very busy week um this week was celebration of the young child we had various activities throughout the week at our um b elementary building that had preschool particularly um we coordinated and held events with our lyd road students so for example lyd Road um came to Cambridge Park and they did some just last class came to do some stem activities I believe that's one one of the um one of the activities that they did on stage there um for Ms and the high school they also went to Cliffwood um they did an 8ighth grade concert for all the classes there so which has been really really nice nice to see everyone working together and the big kids get a real kick out and going back to maybe their old schools and see old teachers and things like that so they've had a lot of fun um today we had at the high school we had a program arrive live um for our Juniors and seniors which was focused on um staying silver particularly um during prom season so they really really enjoyed themselves they didal um probably not using the right but um uh virtual reality um where they put on some goggles they got behind a car and they were seeing things that were blurry um they were like oh there's something wrong with the goggles and they were like no that's how you look they drunk um so they got a real kick out of that and they hit a few things virtually obviously where they the bed so um they walked away with some warnings and even some of their scores on how poorly they grew under the young um so they had a really nice time the high school I have to say they did an outstanding job um the sad club because they also coordinated activities throughout the high school um for our freshman um sophomores and juniors as well um so they coordinated um with some Community agencies like the traumatic brain loss um brain injury program um they have Sly so it's it's worked out really really well we're getting a lot of great feedback they already have plans for next year and what the next year have that look like um last night I had the pleasure of um going to the night of they had a few events at the high school was the night of the Arts which it was outstanding um our students are so talented whether it was painting um making ceramics that were for sale um someone was making jewelry I bought a pair of earrings so um it was really really nice to see all their talents um they also had the Ensemble play um some music as well so which was a lot of fun um they also had last night a post secondary fair for students um to participate in which was not only just some um local colleges community colleges there but we had trade schools there as well some locational programs there that for students to get some gather some information with their families and also potentially apply for um upon graduation and last night there um they also coordinated an event for our BSL families um both Man and High School um participated in that event um which was nice for man stat they can actually see the higho they were able to walk around so it was a nice transition event for them um just want to point out again and um we've got a tremendous amount of positive feedback on Art of the side event that took place right before we went on break at boy Road that's posted on our website um for our next meeting we did want to um have the actual picture on the slide um so that everyone can see that um it was such a beautiful event in terms of coordination and everyone the community um from whether it was the police um basketball um with adults um where they go play but he organizes the U the league he was there um and and just the kids and the teachers did a downstand job it was obviously the video was definitely not an easy event to kind of coordinate with all of the kids and what color to dress in and things like that cuz I'm sure one color was off would not look so um which is pretty cool um softball on baseball scrimmages there were many that were cancelled um during spr break um they were able to reschedule those those were held on Thursday and Friday and we do have opening day for softball which is next week um April 22nd at right before the um the we will hold our field dedication to miss F irons who is retired um but she served our community for quite some time and one like I believe was like seven or nine championships um for the team so um if you can that that would be awesome and um the actual dedication isn't very long it's probably 10 to 15 minut um we met this week also with our um Ed Foundation um as well so um Mr Manda is here tonight um we were discussing some ideas in terms of looking at timelines if things need to be rised new considering new timelines for teaching staff ways to order the supplies um we were very grateful because they gave out so much um so many awards last year um there's an upcoming uh fundraiser I'll be sure that we share that out with the board um because maybe you did not receive it um if you don't have a child in one of the buildings um but the fundraiser is going to be taking place um starting I believe the 27 and it'll run to the beginning of May um so that fundraiser is obviously going to open help in terms of the number of awards um Miss Amanda we're going to invite her to come to um when I meet with PTO um members she'll be invited to share the difference between the foundation and the PTO but how can we work together um to support our students in the district and um so it was a really really good Mee so we'll have a followup Mee as well where she's going to meet also with the administrative team can the but also how to get their feedb very we were very pleas um you mentioned the district technology committee and then um we have um we participate um on one of the actual um copr for the pal County M of Health um for wellness um here in the county our event is scheduled for Monday April 15th we have subm we sent out information to the community we're going to do that again on Sunday um it is for parents and verb students we have breakout sessions um a keynote speaker panel um as well M NIS um principal of coordinator of keys Academy she will be on the panel she and we will have they also have a student panel and one of our students from Keys Academy will be speaking as well as well as um where Keys is also holding the breakout session with ticker house we invited them um I think a few in terms of the we have the the ribbon cutting or the dedication of the kitchen Keys they're going to be doing a joint um seminar for that evening as well so we hope that we we anticipate a really nice turn so yes very busy exactly um moving on to the agenda um over curriculum instruction good evening under curriculum instruction first item this evening would be approved that the ram is travel just point out a couple of travel items we have two administrators who are asking to approve to attend the New Jersey Association for business officials conference it's in June we have two different staff members attending two different professional developments for preschool we have um two staff members attending the the spring cover workshop and then there's a question about what what is the spring cover Workshop so the two staff members listed are our high school yearbook advisers part of the publication process they actually meet with the publishing company with the artists um they look at different samples and designs for the yearbook cover so part of the publication process is to spend a couple of hours and meet with the Publishers and pick up a design for this school's year book and then we have one administrator listed to attend the mtss third annual effective practices seminar our mcss multier system of supports it's an opportunity for this administrator to go and learn about best practices and help classroom teachers with tier one tier two interventions for students Let's Travel under prick of instruction B we have some field shps listed I'll just highlight some of these the first one under field trips um this is for preschool students who are completing the theme of Camp so they're going to Chief bake State Park the second one listed this just the previous approved by the board it was a revised date uh the third one down this is new this is um High School honors students will will be attending a restaurant so they can work on their language and culture and Italian the next one down is revised as a students going to B Waterfront Park the last one listed for JY Park these are high school students who annually compete in a band competition that takes place in JY Park back CRI instruction can can I have a motion in a second to accept no we don't need that St have remember it doesn't even say there um do have any discussion on the curriculum and instruction agenda and there's no student services agenda so moving on to Personnel under Personnel you order to find out there are some blanks and some tbds which will be fill day for the ram but I'll go through each of section so under Section A resignations retirements not listen at the moment under B leave of absence Ru this school year and next school year two staff members are listed with their respective reasons and effective dates nothing under appointments item number two extracurricular activities nothing listed at the moment however just to keep the board appraised we have put out our extra we're about to put out our extra curricular postings for next school year so most likely you'll see those improvs in May on page two item number three summer 24 staff recommendations so this actually will be filled in for the ram so you'll see names associated with each of the summer positions this is for our extended school year program this summer with hours and costs as listed that continues onto page three or five item number four at the bottom of the page summer Theater Workshop for 2425 the summer theater program I know there's a a question in terms of the costs in the program that are listed so the the costs that you see here are for salaries for the staff that run the program the program it's itself which by the way is in its 51st year um it will be held that I don't have any Middle School this summer it's a for-profit program so they do bring in some Revenue part of the revenue comes in off S the costs that are listed here plus the cost for costumes and Licensing and video uh that what's not off sent by the revenue from ticket sales and registration then the district pays the the rests continue on to page four of five nothing listed right now for item number five item number six Middle School graduation chap Road for this school year we will have names listed most likely to event the regular Action meeting with names listed with the cost as listed item number seven so a school nurse also for a graduation listed so we have school school nurses listed it's also gr dance nothing under item eight item number nine one staff member listed for staff array change with location and eff dates nothing number 10 item number 11 is volunteer nothing for 12 under D other item one is the hit report from the 3 board meeting item number two is a request for aaal for next school year item number three is for this school year revised calendar um remember in the fall strap Mo there was a water me break which resulted in us closing just strap Moore that particular day so their makeup day would be June 17th it will also be an early dismissal day for students and staff that's this school year and then item number four is for next school year it's attached to the the packet so September 5th your supp the changer September 5th will not be an early dismissal day students only the second half of the day will be professional development for teachers the next bullet on April 11th 2025 that'll be the early dismissal day this is the day before spring break and then the third bll of spring break we are we have shifted up a week which begins on 4:14 run through 421 once it's approved by the board it'll be posted on the district website that conclude Personnel I'll ask for discussion on the Personnel agenda uh but keeping in mind that there may be questions that the administration can answer because they may be answering exactly depending on the question um so does anybody have any discussion on the personality um just wanted to point out again so the reent for the revise school calendar for next year great moving we that's correct I was going to request on behalf of myself and and a couple other board members have asked about the summer theater like we just talked about um not to add to everybody's work but is it possible to get a little rundown of how much the district does have to contribute you know net of revenue for that program okay thank you I we're not voting tonight so we have time but I I know it's a 51e program and that's wonderful just may I ask why why the half day on the first day of school I think it's changed to a half day yes so on the previous edition of the calendar the half day was listed in March as professional development day um the thought process behind that there's a couple things that play into it um first is when we do a half day or or dismissal day for professional development you were giving up a considered a good teaching day full teaching day day in marks for a half a day when you take that half day out that becomes a full day of quality instruction who in the half days at the beginning of the beginning the school year that first day of school well things productive things still happen it's a better tradeoff in terms of inst structural time the other thing behind it it allows principles an additional two hours to meet with staff to do opening day type of things um policies procedures um which that KS off Theo year on the regular for each of staff so lend itself well to trying that out this year there any other questions about personal are there other that's moving on um policy I there there's the one policy going through it abely so we're asking the board to um approve policy regulation 5111 eligibility of Resident non-resident students a mandated policy you actually have a hard copy in front of you so we may be easier to to go through that and I'm going to point out um there are a couple of things that when the policy was submitted to us there are some options for the board to consider so let's walk through those and then some of the changes to the policy so if you go to page three numbers are in the bottom right here go to page three in the middle of the page it says optional it's in red it says this is different than the current policy so we're looking at the section below the red sentence subtitled children who anticipate moving to or from our district so that's where we're at so you can see in those two sub paragraphs there are some blanks what I'll do is I'll read it for the board I'll explain what our recommendations are to the board for the options then we can discuss it paragraph or section by section so here's how the we for children anticipate moving to from the district a non-resident student whose parent or Guardian anticipates a school district residency has entered a contract to buy build or rent a residence in the school district may be enrolled payment of a tuition rate approved by the executive County Superintendent for a period of time no greater than 8 weeks prior to the anticipated date of residency students whose parents or Guardians have moved away from the school district on or after April 1st and 12th grade students whose parent guardien have moved away from the school district on after after September 1st will be permitted to finish the school year in the school district's payment of tuition rate as approved by the executive County superintend so the first subp paragraph with imp parentheses the number eight um so what we did we surveyed other districts who have similar policies and have considered the option and 8 weeks seems to be pretty common for M ocean C so um to be in line with some of our neighboring districts we settled on um eight weeks in the second paragraph So students who are in basic kindergarten through grade 11 if they move away but want to finish the school year we landed on April 1st because that would roughly be the beginning of the fourth marking period so a student who his family moves prior to April 1st they're transitioning to a new school they still have a whole marketing period in their new school get activated access homework and all that F stuff if they move April 1st or after they would be allowed to finish in our district if you have a student who's a senior we landed on September 1st so they they've gotten the entire School career in m and aine and they are asking to finish their last year here um we felt that it was fair to September 1st they had a full school year as their senior year finished this year so those are the options they they're up for discussion this pal if you want to um leave that ask for questions but that's how we land it on the maybe we could go through this part and and then on there um so just um thank you Mr just real quick I want to make sure I understand so the first section we are saying that if a parent is moving into the area we will take that child for up to 8 weeks but there will be a tuition yes okay and that tuition is based on the the county superintendent would charge any district for commission then thank you um so also in terms of the nonresident who's entering into contract you had requests in the past and they don't end up sometimes come to permission whatever it is is there like a point where we cut legs okay so eights before but is there a point where they've never built a house here or they something through contract or something where we cut it off yeah so typically what happens that the superintendent then follows up with the parent getting a status update really comes down to superintendent's discretion whether that want to be extended or not or we so we do keep monitoring just so that they don't necessarily I know we're taking so when does the payment cut up when officially like like District Mr Sor Mr Le can you um clarify that it's so parent that's building a home and they have special needs child they repaying special so program Bas that's correct yes can you clarify tuition who pay St pay parents pay okay and the rate is dep the rate is based on WE pup the that we thank you by the county so that were previously I mean yeah it was I remember the last meeting it was it ranged the a general education student I think it was a little over 15,000 right right the number um I was just going to say do we need to conclude about the special or is that so it's not listed in noted not listed in this um section of the policy but when we look at the tier of tuition R ready to go on to the next section okay we're going to stay on the same page just for a moment I'm not going to read this a lab just some clarifications you can see under children of District employees stra SME had recommended the language below you can see there's strikethroughs through it so we're not adopting strauss's current recommendation if you flip to page four I won't read this because there's no changes here this is what exists in our current policy it's been there for a while uh the opportunity for staff members to have their children attend schools in our district as a negotiated item through agreement with um mad app Regional Education Association it's just reflected in policy but I just want to point that out to the board that we're not adapting new language we're keeping the we're not recommending the new language recommending the current language the next section we'll take our time and look at a little bit more carefully so now we're on page four you can see there's two options both in red um the first line is asking about F1 Visa students which I'll explain and then J1 Visa students they're both basically asking the same option it's either do we not want to admit students with a Visa or do we want to admit students with a Visa with the stipulations that are mentioned in the paragraphs so you I put we put an X next to what we are recommending so we are that we allow on a caseby casee basis students to come in with one of the two Visas so for clarification in F1 Visa is a student who's on of Exchange program um often it allows the student to attend high school with the VISA and then an option if they choose if they want to go on to college that Visa allows them to do that so to transition from high school to college and often an F1 Visa is tuition based so it's a little bit more expensive for the exchange student where they're paying pay in the host family they may be according to our policy they may be paying the school districts some tuition as well um so we've had this in the past we've had exchange students we've had a couple since we've been here uh and the superintendent will present to the board who the student is and what the exchange program looks like and add up to the board to that improve it based on the superintendent recommendation so that's an F1 J1 very similar J1 Vis of the student often is funded by an outside Source usually the government govern pays for that student to be an exchange student um often they're considered non immigrant to their stay is limited so you'll often have the opportunity to transition to a college program that's a different Visa uh but it's a more affordable option for students the tuitions are often picked up by someone other than the original family or host family um so you want open up the discussion based on our choice um we can take a look so we look Case by case if there's um a host family who offers the school district a grant or a scholarship that would allow us the opportunity to consider that um but and if they don't then they'll be able to pay a tuition so just gives the student option right question so in terms of so F1 student the exchange student pays J1 government pay or yes so um in terms of this so we would vote so if those were the choices were made each time a potential student were to come here you know change or the other one um we would vote on those as a board so the process would be the same as last time okay so we could we know enrolment is going up we know next year it's going up again for anticipating so therefore if that's the case I just want to make sure as the classrooms are filling that we're not bringing in exchange students if there no correct so priority goes to Priority goes to resident students and then should we get an exchange student that information will be presented to the superintendent present to the board and then if we felt that due to enrollment program okay we talk high school student typically um especially if it's someone in a a current freshman class for example is the largest of the four classes wouldn't make sense next year for the sophomore class to have an additional student those are type of things that are in consideration when we want to take to the board for approval just clarifying that both F1 and J1 are stage students yes you read my mind I was going to say just to clarify that that one and day one are definitely change students neither are temporary residents correct okay Mr both of them have an X there they do are we looking to so the x is just we put that there so we can signify to the board that was our recommendation so to approve both both F1 and J1 as uh language stated so we can op both yes okay yeah both are two they're two separate options did we we didn't have this in policy prior to today considering it um in our current policy we have an F1 visa and we did not allow it J1 is new so that does not exist in the current policy so this is brand new J1 is new is a is a Visa option uh it may not be new for Visa but it was a new recommendation by stra I think col typically that in terms of this that's in terms of options recommendations choic that does fin for discussion that concludes policy thank you are there any other questions about the about that policy in general done move on to the finance agenda so for the ram we'll be looking to take action on payroll and the bills list for the month of April transfer for Council status for March as well as the board secretary's report and major fund status along with the treasurers report uh number six will be the public hearing adoption for the 2425 budget and tax levy if you see any TVs those will be filled in after we have those dates we're still a waiting approval from the executive County super attendant after we get that that is one it will be advertised in the asber part press so those seeds would be filled in then we'd be asking to approve the fiscal budget as listed along with eight or authorized implement the budget nine for tax levy serves for the a4f and go to the towns and the adoption of the tax levy schedule that is on the top of page four that would be filled out uh we're just waiting for a little bit back from both towns were're supposed to have it um lb and 12 is a Cooperative sports program application that we have been a part of uh we bu for 10 years and he provided some information that I added to the agenda fer if anyone wants to review and the fire and evacuation drills for March as a reminder be at the at the meeting on the 25th we'll have a public budget presentation that includes at a minimum these numbers but also some information did anybody have any questions on the finance agenda okay I I just want to say I always feel like uncomfortable there was a ton of great questions that the board had already submitted and so you know we we try to get a lot of more questions in and um have them answered so that we don't um have to spend a ton of time here we know ahead of time um but we can always reiterate so I just wanted to comment that I printed them out because there was some really great questions and I appreciate you guys answering ahe time a lot of questions but we love all the question it'll us so I just wanted to say thank you I appreciate it and so looking forward to and I know you had mentioned um we should be able to get that as a board anyway just so we can and at Board of Education recognizes the valued public comment on matters of interest to the school Community individuals wishing to speak must State their name and Municipality of residents comments are limited to 3 minutes duration but an individual may speak a second time after all others who wish to speak on the topic have been heard all statements should be directed to the board president and no participant May address or question board members individually all speakers are requested to express themselves in a civil manner due respect for the dignity and privacy of others whose legal rights may be affected please note while it is not the board's intention to stifle comment on matters of legitimate concern the public should be aware that if their statements violate the rights of others under the law of defamation or invasion of privacy they may face personal liability to the injured party if speakers are uncertain of the legal ramifications of their comments the board urges them to seek guidance beforehand from their own legal advisor and U so it's time if anybody wants to come up and speak and I'll give little heads up as we're getting close to three minutes I know that hard to keep track of I Scott Bella from manwa remember me from last last meeting uh first thank you for pointing out all that good stuff you guys are doing in the district it's always good to hear that uh we're not always aware of what's going what's going on in the schools on kids in the F to so it's nice to see hear about that I just want to thank board president B for meaning uh a few of us uh the parents were concerned about Los subscription busing it was right before break very you know busy time but uh she took her time we all met um as we headed into break and I really thought it was a a fruitful conversation we had a lot of ideas that were presented uh we were really thinking every which way we could think uh I think we presented a lot of uh solutions that cost very little money or sometimes even no money um so I really hope you uh take littlee into consideration we don't want to this issue to be like forgotten about when you working on your budget and we're very serious about finding a solution uh because it is inw for the safety of our kids um so you'll probably see us in a lot of these meetings one of us at least all right so thank you very much for all you do talk thanks anyone else wish to speak um M can we I I wasn't aware that you guys have met so can you reiterate to that whether it be an idea yeah yeah that's what it was it was pretty informal as I kind of mentioned it quickly in the board presidence report but yeah I just like ideas will came up like maybe minutes on it or just some like well I have some notes just an idea if there was anything different that you guys brainstormed about for what I'm generally speaking they fell into different categories some having to do with busing itself you know changing the pous roots for um offering some uh possibly some bus stops that are uh on the way kind of things so it cuts off some of the trips um it it's a long while the um there were also uh schedule type changes like um starting ahead opening the building a little earlier so that um uh parents could drop off early um the uh I mean again for for older grades not not different thany time um age what agents are we are we talking across the board did you meet with different age groups or was this particularly like related to the high school or preschool or the element like was it had more to do with area the the distance the um I I met with three parents one is a resident F the beach one is res B one and one was a resident of um uh aine but right on 34 and so if that all of them were were their children have face because they're older they had fa long I mean potentially very long walks along what could be considered very hazardous rooms um and so that was sort of the thought matter because when we looked at um when the district looked at who who uh who was receiving subscription us was largely mid high school students that's I think we'll have to keep on looking and talking and thinking about the younger grades too um but that's the not to labor it I me that that one of the thoughts I'm I'm very concerned about the older kids myself because those in case we three younger at least accompanied by the parents you fourth up some people don't make the same decision you know we're presenting the budget weeks um so we'll definitely need to quickly next year ones that financially impct discussion soes that I met with were so um it's not it's not it's not a large number weingard may have changed depending on what the develop Dev Crossing now so there's different scenarios are concern that we the ACT we met and said there's any rision of policy the timeline is very very tight um um because it's in terms of prep preparing for I can just quickly review the timeline terms of policy so policy pretty much takes could take 60 days uh so that's two meetings a first read and discussion like at Cal then a first read appr at Ram then it goes the next month for discussion of a second read at a cal and then a second read approval and adoption at a ram so it it takes two months uh and then we talk time timeline we just have to consider that we're making decisions about 24 25 a school year um that often sometime was a great time to look at policy however this would have to be done before then because we're talking about planning bus routes bus stops and that parents are looking at options for transportation so if we go to do that we just want to keep that timeline in mind um if we need I know the past we expedited we so past we weren't necessarily doing two cows two ramps we were doing a counter ramp and pest SO meetings not saying that's to I'm just saying like maybe it's you know the timeing is a real stream and making sure that parents can plan budgetary you can think about um that like just to make sure like we have to yes so there there's a couple of options have to do too much right so we we can take action at a first read Cal and action at a second read adoption Ram so in a month there's also a policy about Expediting policy so that policy to 1000 policy allows the board to do everything in a single read so if it if it went through committee and committee felt strong about it the board had it well in advance of that board meeting and felt strong enough that they want to take action that time we would put that 1,000 policy on the agenda saying we're to enable this and then you will make action on that so you do have a couple of opportunities to to move things along uh so people want to keep that in the back of your mind as you're going through this policy can I just so being that I'm chair for the policy committee I just want to be clear um and this may sound silly but I been asking about the Hazardous route so I'm curious like has that have you guys already begun the the addressing of the Hazardous route or is that something that because I don't feel comfortable doing that as far as the policy committee because I would need you guys um with us to brainstorm to do that um so that that chart that is in the policy um like so I'm not sure like I know we need to do facilities but this I feel like is is going to be first so I I just just I'm not sure where the policy committee stands and what we need to do first so if it's okay that I make the recommendation I would prioritize Transportation first and if we can do the follow the policy of expedite exped because it'll not only it's going to help families right so that we commiss back because they are waiting on us um I know the that I SP to see what's going to happen so it doesn't need to Beed so I prioritize that over facilities facilities we can finalize in the 60 days and it'll still be put on hold like our outside um community members that want to spr the place and we just say no you can't put in correct in this case that you can't put in we can block put right we'll just have to modifications so we could like block our 24 25 point that we can block the 2425 calendar until we finalize facility policy so we focus on the train and they're going to have to wait okay so that that helps me but I still don't know process like I need to know like so if when we go through policy um we read through it and we make suggestions but this isig than that so I need to know process I'm going to need you guys with us so I need you to let me know about that so my second suggestion will be that we schedule be part of committee your next commit weedu it so that whatever Insight may have we have to research a little bit more about the hazard St so full transparency I was not part of the committee um I think I just started when they came up with the I honestly don't remember so I we're proba going to have more research as to the why the housing SCS were created in that manner um cuz everyone's new here so we schedule a meeting right away I mean I'm today yeah so you guys let me know like how to head that um I was on the transportation policy at that point so I I I kind of know I was also aware unaware when the parent came up and said that they didn't to you know do the total of the points because from what I remembered I thought we did so um again I you know I'm willing to do the work I just think we need to sit around a table and I need you guys to brainstorm with us cuz there's way too many decisions for us to make as just policy committee I was to say for I share with you all I have some resources from another uh member of that that was a member of that committee but some of the previous iterations which was kind of helpful to see how it changed as people in from from the committee to when it came to the board that kind of that one other uh recommendation is um because policies are typically they're listed within the agendas which go up a few days in advance the policy itself doesn't go up until for a second coup days in I would recommend that we make sure the community is aware when there's our free like when when the discussion is going to be happening so miss I know she's not here but we can tell her you on the board Facebook page you know maybe even on the District page website um just so that the community because we've heard from a lot of community members just to make sure their input they feel like their input is being heard before the policy is too far along um yeah thank you everybody thank you so then we'll we'll schedule a meeting before the end of tonight then we'll we'll do that thank you are there other public comments I can't promise we're always going to be shatting about everything say good um I'm Amanda I'm from aine I know any of you um I'm not here to talk about the foundation but I just wanted to say thank you for all the collaboration that's already happening with the foundation which is excited not really optimistic about everything I'm here just speaking as a parent um so I wanted to actually follow up on something I think I it was a November meeting I came to um and spoke a little bit about my some concerns around Tech in schools specifically smartph social media and mostly just wanted to kind of follow up on that um specifically around I think no surprise I'm just you know uh beating a dead horse right now but um yeah just about any kind of problems that's causing in the schools maybe education that needs to be happening with parents or if the administration and board has kind of formed an opinion on what our stances your stances on this issue even though it's not an issue specific to our district by any means um so wanted to most mostly just kind of follow up um to see if there has been any discussions or progress made for one of the things of was this conversation about the privacy policy because it was very much a focus of the the policy community martinz that the about recording each other and and recording teachers we're just reporting everything that's happening um and posting it yeah um so thank you for sharing um so so uh sheet had asked that we revisit that policy because obviously in everything that we do with the District administration has to get U permission to post children obviously so we're thinking well how do we have a policy that says that but yet the kids are doing this all day long so um you know that piece is huge uh not having you know phones in class testing um for a million different reasons so that was why that policy um came to the Forefront there was also a lot of talk from the policy committee about seeing if we can get the kids you know in the high school a lot of these kids probably would totally be on board with doing like blackout day or you know a shut off type of event um so we talked about doing that we talked about um introducing with the student council kids um you know whoever would want to be involved in that so we are definitely um working with that and that is all in policy so we appreciate it anything you ideas and stuff that you have please share that would be awesome can I clarify which CU I was trying to locate the policy on the site just so I didn't have to ask all the questions too is what is the specific policy you're referencing it's um privacy policy it's under stra ese okay um it's 3324 that's and we also did the device policy um which if you just put in the search of devices it'll come right up um but the one that we're talking about is 3324 right now the policy committee prior to me being board president when I was chair of the policy committee we worked on um yeah a bunch of devices and electronic use um policies that were the hardware side of things and um I actually since we know each other I will I won easil you the numbers because I can't remember put them off the top of head there staff ones and student on some of the board members also support on that okay I guess it's I haven't been kicked out yet um I just wanted to mention too the I have seen more adoption of the wait till a pledge happening in other districts um they have a publicly posted list of state of schools by state New Jersey is not very big it's growing but um I do think that could be potentially an interesting campaign um and also kind of reduces the parental peer pressure you know I want to go to all my friends and say hey can you not give your kid a mini computer in their pocket so they're at least of the mental cognitive age to handle it but it's harder to do that um obvious for obvious reasons but if there's a reason behind it Bic oh I'm sorry no so anything that you have um relating to that if you don't mind emailing this now if you have Tri mail or and that would be awesome so that I can uh we can go through that maybe be able to introduce that through the policy and work with them okay that would be great thank you thank you two other just two other um recently we did have a presentation with all of the students on social media great we have we collaborated withs okay we also had a parent session um just kind of telling the safe CS with Snapchat to talk all those things not well attended but we're Hing run of kind of should yeah I think it's third grade is when it's and then the other thing is tobly aware is that we are part of the social media as well oh okay great so that probably a year ago so it's a slow move very slow but um yeah we did okay thank you I appreciate well real I'm sorry real good news on the social media um update right M um they they did ask for some information recently so it's definitely moving which is nice to know that it's I'm just sleeping somewhere yeah um so it's process but at least I know moving on it so yeah I appreciate it thank you have commentary on that all day um are there other comments from the public hello again I just want Scott Mell m one I wanted just clarify I got a little nervous when I I thought this was going to fall apart because of policy process but thank you for considering exp I that because we only just found out about it and I know on our side we worked immediately to try to do something about it um as for some of the ideas when I met before by uh a low or no cost I'm talking really middle school because my daughter is in middle school but we always had wi time before that so that made it very flexible my son's in high school and even if he stays after for just a small thing for like tutoring or something they have a lobby with tables he does almost all his homework there when I pick him up I don't have to worry about that they're older he's not leaving he just stays there he walks home and his things but in the middle school the only thing we have was subscription busing and there's no y time there's no tables so a free or low cost option I was referring to earlier would simply be to allow a space in the school I mean there's C security cameras I would imagine in the school um or if a teacher wants to earn some extra money and there's probably teachers out there that would sit there for a couple hours have a team of teachers in case someone's absent just monitor a group that signs up for this thing so they have something a space a safe space to be that costs almost nothing it cost whatever you pay the teachers for hour uh and teachers so that's what I meant by L no C I didn't want to cause confusion like you know buy 10 buses and call it a day all right so thank you again thank sorry I do this to you every time no it's okay take you something else right here um just because it was recent um soand up abine um question um so the state report just came out from the schools I think every was probably aware of that um I never really know how to interpret these things I try to take them with very heavy grains of salt and I try to dig into the data and really understand it but I did I'm here mostly just to ask a question of um how are these reports looked at you know weighted of importance by board the board Administration um and I won't I won't reference many numbers but um just looking mostly at the high school and state averages are below on English and math um and declining year every year there's I mean you there's million different ways to slice a Bas Pap right other districts are declining but we are double digigit percentage points lower than neighboring towns and we're below the state of everything so I know we have wonderful qualities about this District district that will never be reflected in report so I'm not here to make a firm criticism but I am mostly just curious on how these results are reviewed and interpreted and acted upon by people I the administration I'm going to go over the how this is presented because I know there's a whole process sure so um the school performance report that you're seeing actually comes from data from the previous school year based on uh New Jersey student learning assessments for English language arts mathema um also considers the high school proficiency test and the numbers of chronic absenteeism are weed into that as well so when we we as a district received that data in the fall we presented to the board so this past October we did a presentation we were at Lou road that that evening we presented the all the data we actually break it down so you can see by PR level subcategory so all that data that was presented to us and to the board in October now gets grouped together in a smaller profile that's then published for the public in the springtime so really what they're doing is they're encapsulating all the data that we receive they're putting it into a couple of numbers that reflected on that report that you're seeing okay so you're right you're looking at you're looking at a snapshot of basically a single assessment at a grade level between grades three and 11 depending on what the assessment is and that that data is actually mated at year to year so we we talked about some of the trends um earlier in the fall we also we recognize what the numbers are uh we have things put in place this school year and next school year while we by no means um set up our curriculum instruction to teach to the test that's not what we're doing but we recognize that the assessment is based on the marting standards and if we're falling a short on a particular standard then we know that we need to address it so we work with our principles and our teachers to identify because we can really drill down to a specific skill based on those assessments to look at student populations and how do we increase professions say that that presentation the one in the fall that it does guide a lot of and peers just from the board it guides a lot of decision making throughout the dist TR for example I do remember the um uh the issues with the with reading for every with Ela um that one of the things that that you presented I think was a a slight bringing back a curriculum that previous because when that cohort moves through without that curriculum that's when the the test went down so okay we go back to go hopefully younger children at they grow will have better Ela that's correct and so we are doing that so we've actually already purchased those pral materials for second grade they're here now actually here uh and then for K1 they're to be they are going to be purchased for next school year including training for staff so some of the things that we had talked about on how to improve the scores we we're doing it okay that's that's great to know it's great to hear and I know I'm only one person standing here in person so I'm hearing it um but I don't know perhaps if I been at the October meeting I wouldn't be asking these stupid questions now but um that's great to know um I hope if there isn't already a public way for other community members to kind of hear what I just heard um I would suggest that perhaps because you know otherwise people take data and run with it and scrap their own narrative so um thank you for explaining it wasn't we didn't necessarily touch upon it we didn't necessarily touch upon it um back in October but um it was brought to light today at a state meeting that I was at this morning um 80% of students on the NJ SLA for science did not mean efficiency and that was across the state 80% of our students that's a huge number so that's obviously we're PL the other is that the chronic AB ABM that is a the country um since we came back from Co that's children are still all grade levels are having difficulty returning back to school um some you know they still want the virtual some there's a lot of different um scenarios or challenges that the students are having the third particularly for madon Aon is that the graduation grades at the high school we need to keep in mind when you see 5 years um fouryear graduation and 5year graduations are 18 to 21y Old students that um have participate in our special ed program they are in there and they are counted as not they're counting against that graduation rate so while we're doing great things um by offering programs up until ag1 it is not helping us in terms of our which we have been I know since I've been here and and my prior District my colleagues that are looking at with so she knows um that we have been fighting that for maybe that's something we could share publicly that this is a great thing I mean that that we have the reach program is fantastic and and that that's a um that these numbers don't show anything about that and the other group um is our multi multi language Learners um they are eligible to stay here up until Agee 21 so they come in freshman here and their AG where and they do not make graduation they're done that if they sign out whatever scenario those are things they are not um things that we necessarily highlight you know in you know it's just not things like we like to talk about we know what we doing is best for kids and it's great that they're here because they're getting an education and um getting the services and the support that they need to be atic citizens lat absolutely perhaps we could celebrate that somehow I mean that that is something that even um we could be proud of we can drive about as a district frankly that I mean some of our neighbors aren't as div as we are and U and may not some of some of our neighbors I'm not sure which ones may not have um the uh the inclusive programs either and so that's that's something that we can can advertise don't believe this I mean you go for as a benefit of our district but it looks bad in money data basically so it's unfortunate for us but yeah first things first it looks like we're failing because it's all like 40s and it's like you know that doesn't mean that that doesn't mean that you everybody should be striving for 95 and those two those are two programs that right so it's like someone me Dr you know you do a great job you know you're not necessarily always reped you know um you have free programs this not necessarily reported in the when ites toate can I just ask is that presentation like still available is it online still it's not we had to pull it down as I Fargo but now that um the project reports have been released they go back can we do that yes so what they what they will send us they'll send us a cleaner version of the progress reports so we can upload that and then we do the presentation at the same time yes cuz I know there were some parents that had mentioned it on social media that the the um State you know like a Mana had mentioned that the the numbers came out but they're not realizing that we've already dealt into it and again I I always say this and I love when the administration talks about all the things we do and like Mr renel said I know and actually I'm on the board and I don't even know some of the things but I know I probably know more than the community knows because I'm just involved but I think we do a ton and thousand things all the time that we should be proud of and I this reach program is amazing and um I love that we have that and so yes sometimes we wind up you know not looking so great but in the end the DAT for the kids so I think we should celebrate that and I appreciate when admin talks about all these good things cuz um people don't really know you know unless their child is in it they don't know so thank you there any other
