people here they're not in the right order but we'll figure it out um we're going to do all three of them at once um so you could raise your right hand I actually think we should spin a little bit so kind of a mutual press release for it because that's a pretty special okay father and son is pretty normal to have firefighter and po down the tradition but to show up at the first fire and his first shift and so that's awesome congratulations all right um Greg next do we need a motion for for this yeah we have all right um so we're on to that would somebody like so everybody you would somebody like to read that um motion and so far as Greg is concerned we oh yeah all right in accordance with section two term of the employment agreement with Gregory W Johnson for the position of Town Administrator I move to amend set agreement to extend the agreement to be in full force and effect until September 30th 2024 and further to appoint Gregory W Johnson to the position of acting P administrator for the extended employment agreement period pending a successor agreement it's other than um the fact so the public though is we're working with Greg to try to come up with this successor agreement and now we're in the process of working hopefully all right anybody any Greg any comments from you now anyone else on the board have any comments all right um all those in favor thank you all right so that's that's good you're ready to do the roll call just getting ready to do the roll call but we don't have anyone on line so on camera when we did that you do it again okay we all agree we didn't have to right um all right so um next up is item C under that re under appointments and it's reappointments to boards and committees this quite a few I don't know we need to run through them because everyone just get notified so I would like to make the motion under the appointment for boards and committees I'll move to reappoint board and committee members for terms to expired June 30th 2025 June 30th 2026 and june3 2027 as well as the indefinite terms that provided and authorize youth digital signatures if approved second okay um do we have any questions or concerns about these well I want to say go an outstanding job he he had to individually ask all people including me if I wanted to stay as the appointment Etc um and and he it's not an easy task you have to you have to not email says up to date down everybody and it's been a series of weeks it's a great job thank you be out of the town for making sure everyone stays appointed shows up the meetings can vote properly except that was it thank you it's really just a point of order um the two cones that are on there as an indefinite period we've approved them before so if it's indefinite why don't we approve them again great question I found I believe it was in our bylaws that they were indefinite and past practice they were never given inde so trying to just little so that's another issue you okay so so that said will he now become indefinite I don't have to so changed things that that actually is the right word all right thank you Greg again thank you all right so all those in favor of these appointments right great um now we're on to the Regional Housing Services office good evening welcome back Mr chair this is Liz Russ the director of Regional Health Services office kind of a uh partnership but most we just take all the good work that she does and call her own and um she's she has a small crack team um and we are a member of I she'll tell you how many other members are in this in this interal agreement um but this is kind of have to come every year to the various towns and kind of give an overview which we'll do now but again one more time I'm taking credit for all the work that she and her tune does it makes us look really good and it's truly on behalf of the people it's it's for a portable hous and um sort of a a charge and Mission on State all right so we have we have um several different um files attached to um her pres Liz's presentation do we have them for um share sharing is there one yeah just okay so there's a short C point and then there's the voting of the intermunicipal agreement it's an amendment that you're going to vote to um authorize GRE to sign so that's the action for the board and then there's this PowerPoint status update which I can go through pretty quickly sure um sometimes there's new members of the board who I don't know who don't know much about this office I know some people I've been here every year and you um so should I just launch in sure yeah y so um thank you GRE I'm Liz Russ I'm the director of the Regional Housing Services office and here we are for our update and yep and we'll talk about the um the RSO sort of the leadership oversight and management a little bit of year in review and what we're looking for coming up in the year ahead um this is our our service model slide buing but you can see there there are the 10 communities that are part so it's a intermed full agreement so the RSO uh is not its own agency it's not its own 501c3 it's really just this inicial agreement um sted in 2011 so it's now 13 years uh communities have joined like mayard came in maybe your three four years in there something like that I don't know I think we were before Co so because I remember meeting with you originally before we weren't able to meet with people so it was before um so communities have dropped out and then rejoined so it's it's been like that right so um and 10 is really about our Max we have five uh people in the office and we're all part-time uh contractors through the time of conert so conqueror does all of the Staffing they go through the RFP so it's and sometimes it's a procurement model for you so you don't have to hire affordable housing Consultants that you just pay once and then you just get the services of the different people in the office and we all have different uh Specialties I'm I'm kind of the face so you usually see me but there's people who specialize in and Rental uh monitoring and ownership and and different parts of the the affordable housing Administration um and then then next slide right so the in terms of the leadership so there's the lead community so that's conquered they have a revolving fund set up and so all the the the fees that you pay you pay in July everyone pays in July for the whole year and that goes into the revolving fund set up through town meeting um we have an annual meeting of all the town leaders in in May and we have an advisory committee that meets qually and again the IMA is a three-year term with an annual Amendment the annual Amendment serves as the sort of the contract that has the budget in there um we have this annual budget process as you would you know imagine coner leads that uh a lot of the communities use their CPA funds to fund that and so the CPA appropriation process really governs that conquered CPA process starts the first week of September so they're already asking me for next year's budget even finish this year you you know so uh anyway so the uh the hours and the the fee it's basically an hours for service uh we it we're sort of building out it like a $80 per hour it gives gives it you know plus or minus um conquered char charges $21,000 for rent and and it support we have a an office there with the for the school buses um but so people could come and drop off clients can come or residents and we have some you know phones there and um we do some tracking through the year we do a status report we track your hours to make sure that you get what you pay for and how it works if you if you s buy too many hours you get a refund going into the next year um and if you buy if you have two few hours you have to pay up at the end of the year so we have some SC up process uh we do a monthly status meeting we do that here with a mayor um and we attend boards and committees as we the next slide this is a really busy slide so this is really this is everything that we do um and I'm not going to talk about the darker words right but that we do ownership monitoring uh rental monitoring we do program support uh so for meor for example we're doing a rental assistance to their 10 tenants that were doing rental assistance for the mainor Housing Trust and where where the program administrator for you um we manage the inventory and then we have some uh trainings that we do we just do training for all the the owners of deep restricted properties and we're working on one for property managers to help people understand how section works as a landlord and then local board support local support so that's you know basically the work um and the goals are really to do what we do every year same thing we support the municipalities and maintain our office um so U at all the different levels and you can sort of see when we get to the budget different communities we try to make it we try to make it work for everyone who's a member so people buy in at different levels of service so some people buy in at this much service and some people want to buy in at this much service and we want to make sure that that works for them and support owners and tenants and the boards and the the different committees and the landlords and the property owners uh so we have a wide spectrum of clients so when we talk about supporting municipalities there's a lot of people a lot of populations a lot of people in that category um and then maintaining our office we had some turnover so but it's a hard you know it's a hard it's a pretty Niche job that we have here so it's it's part-time it's contract work we work with many different programs in the state you know the 40b and this and the different kinds of rental and ownership um so it takes about six to n months to train people when they come on board so we're we're in the training and I think it's probably like that in a lot of places and Staffing is always an issue right turnover is always a problem not a problem but an opportunity for us to WI our skills um and then then then this is also a busy life but this is our this is what the budget look like and you can see the different communities and and where you at here so you uh you're at 4% so you're participating at 4% of our total budget compared to so on the high side is usually sbear at 19% so we talk about communities that are buying in at a higher rate and we do a lot of service with them so then and up with 13 years of operation and and really it's a it's an Innovative model I get a lot of calls from people like oh we want you want to join that because really for this kind of dollars you can really tap into a lot of expertise um it's hard to to get this without hiring like an individual housing consultant and and maybe they're not going to be able to do this this this and this for you um so here you get really a full service for I know what are you paying here um you know it's a bargain at 135 right really um so uh it's a good model and we try very hard to make it you know a bargain I sort of joke around but to make it really valuable because that's how it's going to work it's going to work for you it's going to work for us um so we try uh to to make sure that it's delivering the the services because you don't have to do this right it's completely optional I mean housing isn't really I like to think of it as a municipal service but it's not really I understand that but more and more as you permit things and you have you know you're MBTA zoning or you have this and you have these Town boards more and more your your residents are expecting some kind of housing support from the town but it's still kind of out here a little bit you know um so it's nice to be able to offer that and to offer more debth of that um and CPA helps that the trust that you have helps that and so we think it's really important that we can help you strengthen that in the municipalities um so and in our little triangle here of providing proactive monitoring um so that once the affordable housing gets built we want to make sure that it's actually delivering what it was supposed to deliver um and so so we love to do that work um again the resource efficiency and having a regional approach so you know being able to to talk to your you know your next door neighbors about how did you handle this situation what are you doing about that the community exchange that goes on in our 4ly meetings is very useful okay and that's me you can ask any questions I went very quickly but that's kind the whole the whole presentation anybody have any questions I will make a comment again I say it every year thank you very much for your assistance with the trust um much of the initiatives that we'd like to we we can't do everything we want to do um just because we're we're in an infancy in one respect beyond that we don't have the money and so what we do want to do we can't burden Our Town staff on and that's where your role comes in to be crucial for us so even though we're just doing a little bit and every little bit helps we've seen it from the trust um every little bit helps and as you say this is a bargain for taking the relief off of our town staff to be able to do whether it be lotteries or just informing things that have changed regulations ET so thank you now my first time through I always appreciative to hear the updates and so thank you very much for the support thank you this is my first time it's been very helpful for me to uh to learn a bit more about this and I appreciate that thank you very much all right would anybody like to make a motion in regards make a motion to approve the Town Administrator to sign the intermunicipal agreement IMA Amendment for the Regional Housing Services office RSO with an expiration date of June 30th 2026 second any further conversation comments all in favor thank you thank you very much you for your time contracts um we have I think we have four minutes for the contract was a lot of time talking [Music] rightward in front of you you have the contract for the change order first or the yeah change order first please yeah all right so this is change order number seven for the W 4 a treatment plant upgrades and well incorporation this is um the second to last change order that will close out this project uh the change order incompass is 37774 the majority of this change order which is which is probably one of the largest change orders we're seeing right now is um an ongoing on the-fly Engineering Process that took place for a couple of modification adaptation processes with our treatment plant and uh Corporation three of those are really integrated in this change order and it took probably over about six months to a year to work through those engineering changes um which have to do with storm water management and erosion control and that location if you're unaware it's in the middle of the woods and is surrounded by a significant amount of wetlands so erosion control as part of our um conservation permit and our our permanent in regards to natural heritage is a really sensitive area so we're finalizing that and this change order incorporates all the changes to uh handle Soul mon Management in this location um the other one is um the board is mostly familiar that we have automated systems that help our staff control our water treatment and distribution system which is referred to a ska as part of our incorporation I think the board is aware that all three of our treatment plants work in unison um we actually back feed our distribution so if they're not siloed our sker system works in the same capacity so when we're doing upgrades here we have to integrate those systems in all three of our plants so that it matches and meshes um that is finalized as well and then the final ping plan which we couldn't put into place until we managed our storm water management aspects because we're adding impervious situation so in essence this is change order number seven we are looking to finalize this project we are still on Pace to have this project completed at the end of June early July and to David's consistent question this will not change the rates we've accounted for all this funding we are not asking for any bonding capacity any further bonding capacity we have the funds available for this good I have a question yes um just in the motion just just a housekeeping thing in the in the actual motion that we have to read it says 91,5 51 but in your memo and in this is 377 744 so I just wanted to make sure 37774 I apologize for thator all right so I will move to approv change order number seven PCOS uh 032 033 034 035 with Winston Builders Corporation for the well 4A Water Treatment Plant upgrades Phase 2 Construction contract 1376 in the amount of [Music] and say okay does anybody have any further questions from Mr DeMarco any comments all those in favor all right okay we're on to Advantage truck Western Star dump truck all right next up so at recent annual town meeting um the board is aware that we presented an article for retained earance transfer to support um purchase and a new vehicle for the Water and Sewer Department um as part of our overall CIP plan for our water and sewer division we incorporate infrastructure and Fleet Management and maintenance as part of our overall Capital Improvement plan this is another goal and process that we move forward this has become a uh recurring issue as you can well not a recurring issue a recur recurring programmatic approach for our department and our uh utility as we look to procure and replace our water and sewer Vehicles typically one procurement the Year this is um what you have in front of you is what is referred to as a heavy U medium duty uh dump truck or construction vehicle this is just for the board's purpose this is just the truck and chass so if you're familiar with putting together equipment of this nature I know Chris probably deals with this Justus deals with this in their day-to-day like this purchase is just the truck and Chassis so think of this as the chassis of the truck and just the frame it doeses not have the equipment that we are necessarily identifying the reason that we're approaching this in a two-phase approach is one in the industry there's a significant backlog in getting equipment built in manufacturing so um we did not have our retained earnings for fy2 yet the books haven't been closed so we didn't want to necessarily um reallocate over $350,000 but we did want to get this in the pipeline so what you're looking here is 162 895 we uh transfer 180,000 for this process this is to secure the trucking chassis we will be looking to uh reallocate some of our retained earnings um at special town meeting to incorporate the upfitting or the equipment that will go with this truck and if you're um familiar with some of the industry this truck will be transformed into what's referred to as a hookloader that hookloader provides one single truck with multiple options so the book itself is a removable back end so we can put a dump flatbed Sky really the limit we can put CCTV Etc so we're making one truck capable of potentially doing three to four or five different Vehicles processes um and this is how we become efficient in our systems as we work through that you'll most likely see a control in August with the remaining amounts um indicated in the reallocation retained earnings from our retained earnings through cash valuation that we'll be going on next month and our confirmation from po so I hope that kind of helps quick question was it made clear to town meeting when they approved the 180 that there may be additional costs uh associated with it down the road or is town meeting going to be upset that we told them that it was 180,000 for a truck and now we're learning that oh that was just the cab and Chassis and now we're going to add on so David if town meeting chose not to proceed with with our additional reallocation this will be a workable I can get a dump body for the remaining $18,000 part of that conversation is that uh before we engage with a significant amount of retained earnings removal just based off timing and how our books transfer over I didn't want to secure a significant amount of money up front that could interfere with us moving forward with water capacity studies and things of that nature that have a much Grand priority on our list so as an aspect of that there was nothing here I'm I'm bringing this forward just so that you understand if you see a secondary control which will be made clear on the control that's additional upfitting to a truck that will be able to support additional equ I'm just looking re looking at the warrant I think it's a good question David the warrant is pretty simplistic it just says to see if the town vote to transfer from water retainer ears the sum of $180,000 funds to use for the purpose of funding Capital Equipment purchases for counil of that's it talk about the comments do talk about TR um so I think from a legal aspect that's it like I just want to have full transparency for the for the voters so that they understand what's going on so the next time some truck comes up somebody could be educated to ask with this including myself you know would this lead to WR we do buy additional to just you know sometimes we don't need on meeting in regard to there's upfitting that happens within our Fleet sometimes it's able to be done in our operating budget which typically the board doesn't see under $10,000 it's not have normal for us to add a plow to a truck after a purchase things of the nature when you start talking about the equipment that we're adapting in our program to reduce long-term contractual obligations hiring subcontractors and things of that nature we're not finite where we want to be and we're balancing the priority which is increasing our water capacity and making sure that our operation still stay stable and in and the memo that we got this week regarding water capacity and projects on the on the the pipeline say no pun intended uh is indicative of the need for us to make sure we're being proactive yeah again I will uh there no other comments I'll move to approve the agreement with Advantage truck gr for the purchase of one Western Star 47x truck in the amount of $162,800 all those in favor all right just senior senate committee gentlemen ladies ladies and gentlemen Senor Center not Senate so technically speaking the SC was going to present y fine we stay here you can say wherever you want you don't you don't have to sit at that table Yeah you can do it from the seats yep speak it so someone so they can hear you yeah whoever speaking step up so the owl can hear us the owl has to hear us um are we gonna start with the leits or the um presentation the RF the man Center lease RFI or the presentation the presentation okay all right you you guys have the floor okay the beginning my name is Gary Calbert I'm the chair of the senior sener committee uh next slide please this committee is made up with the unique Committee in many ways but it's made up with 14 members 11 voting members and the uniqueness is unlike some other committees in town this has representation from each of the senior organizations in town and the select board and finance and capital planning so in theory it it has everybody that's really needed we think it seems to be working quite well and I'm going to sit down I'm let take the next I I have one question about the um the members do we did we get any luck have we had any luck um with the fincom finding replacement for Lindsay Capital planning Capital yeah Capital planning I'm sorry um we're waiting at the next meeting and I don't know where the next meeting was but then we're going to ask b or assign somebody do it I don't know what the next is okay thanks so it's in motion yeah thank you the seni center committee has appointed a total of five working groups they will all through things I'm cover first four first one we put together during the long time frame we expect this place years excuse me short long signicant we collected from all those ACS you see up there to Hall a series of documents and that some almost PL posted on the website for future members current members citizens to look at 52 documents now organized into seven categories fairly quickly get what you need to get to and I'd like to take this particular moment to feel to work for the senior center committee because he did a phenomenal amount of work looking at all these documents and trying to look them look at them need a working group to in fact make progress so thank you to Dan the second group frequently asked questions which again is going to be very important over time this is very complex process we go through so it will be a maintained as we go through it series of frequently asked questions and the answers to our questions we can determine them and that will get updated on an ongoing basis you're already there uh financing we have a working group for financing and again give short and longterm kind of things the focus of examine evaluate hopefully propos options to address financing needs for short long term um obviously are focusing on the short term which we believe needs to be lease open any other Solutions but how do we finance a short-term solution so we have a group that works on that we also determined with help from BS office C feasibility study for longterm solution I would to emphasize no work is being done on the longterm Peres we have yet to even look at the parameters that comes with the senior visit group couple minutes the Aging assessment which is ongoing and results from that until September or October so when all of those begin to come into play then we will have the working group to be focus on what is it going to take to finance a longer term the four group is Real Estate Group was the thought of the which we have you consider appr tonight actually go get about whether there is space available owners another achievement there is put together short and long the spreadsheet kind a document but look at the various parameters all various sites come up and we put LS on them eventually come result we I'm going to turn it we talk group because they're the ones that have really been investing time to look at and visit the whole collection of Sen [Music] on the senior Cent tour working group uh to dat we've toured nine separate centers Ms analogous to mayor in either population size senior population size uh we did choose to go to acon because they are the only one in the area that is in least space to see how the leas space worked out for them um and we went to very because they were having an open house it was brand new it was nice and Sh to see um of the ones we've seen um there is only one that is in a space similar in size to what has and that's air and they are in the process they have a very active group working they're investigating three separate sites in town to build new center um every other group that we Cent that we've gone to city is larger space more Staffing a larger budget um and able to offer quite a bit more seniors in most of them have a dedicated Outreach coordinator to work with people um need needing help in different um most of them are not full-time people they're parttime but they offer a lot more than we are able to in Chanel um and what we've also found is that some of the most successful centers are use they that means they're used by other uh groups in town like act has Veterans Affairs in there visiting nurses in there sto is with fire department and Recreation Department um and that seems to work very well and I know both Wayland and L are the process of building news centers right now and both those are going to be housing the after school programs um and The Afters for Town um so I guess what um basically what we found is that um the multi-use multi- um purpose space works well um you don't need dedicated computer rooms dedicated art rooms you don't need it's not well it's nice to have you don't need a commercial kitchen you need space that can be flexible with flexible Furniture in there that you can move around and use for different programs you just need more space um and the final slide is we put together um a spreadsheet showing town population senior population of the places we visited we still have two that we want to see we want to see a little 10 in Harvard um and then we also want to go through the whole process the visitation process and filling out the same forms that we've done for the other towns will be the main have that information so on the spreadsheet we've included population um senior percentage in town coun aging budgets and and I did an estimate of the full-time equivalent head counts because it's difficult to tell um when you go into the different Senior Center sites how many of the employees are actually fulltime so the number you see there is fewer than the actual number can I just ask one question on that slide um on the senior population projection yes um do you have good information about the projections say over the next five or 10 years well actually the the mainor numbers are actually from the mayor Town Clerk and these come from the Census the numbers for the other towns come from the State website they do um an estimate every year for the UN the UN Donan group and the State website right because I've heard anecdotally that supposedly the senior population is increasing I I just I don't what I don't know is how accurate that assessment well if you go to if you go to the next slide I'm sorry ah okay I'm way ahead of you behind you I should say what age groups used for those numbers I'm sorry what age groups are used for those numbers 16 up 16 up 6 6 five 6 one things that I just so we were appointed I December 2023 think the claims were sometime in January the committee put together first meeting was the beginning of February we've had eight meetings so far we have four work know sub working groups um and I think that has helped there certain groups of people will focus on on on certain areas I think in eight meetings in a couple of months I think we've done too well with far getting the information set up so one of the things that I did want to say is last slide this one you saw the population is here March of 2023 2999 here we technically looking at the end of this year will be 3251 so we're going up what's going to happen what's the population happening with count I don't know it increasing decreasing but around that's where we going Trend up with um the percentage I think that talk about the percentage of seniors is grow all the total population percent of seniors is engaging um it's a big V big V for lots of things we need to keep that in mind U so he's looking at the last slide thank you calendar for 2020 for the rest 2024 uh um have an article in PA meeting fund a lease for a larger in Senior Center visability study for active Living Center approval tonight by the select Board of requests for information RFI un available of 5,000 to 7,000 square foot area for a least period of five to seven years that's the short well most people think 5 S years shock but in this world is the RFI does not in any way commit the town to any expenditure of funds this does allow the to have a competitive process to see what these sofs might be available well first I think you would ask in the beginning we talk a slide deck we're talk about the RFI the RFI I think might if you have questions IED please that and I'd like to see if we discuss a few the ri that's our most important we look for right okay I have a couple of quick questions or whatever um as part of your exploration into this don't C off my head with this question because it's not meant to be in any way has there been any um exploration of a regional approach with another Community nearby SP active um in fact some programs used to allow M pres go participate we be to get so come more AC discouraging so the direct answer is yes conversation regionalization support thank um and next question is when you talk about the costs and this may be premature given Where We Are in the the process when we talk about the costs of putting out an RFI and then eventually getting town meeting involved what would be the cost of the operation the differentiation differential of the operation of the current facility presumably we would need Furniture presumably we would need uh you know a lot of things that I can't imagine um for a new facility where would that money down the intent and the financing rout which I'm part is yes we will address what additional Staffing what might be done with volunteers what additional up or Furnishing things and as part of that we' identifi track record m morrris is Grants are probably not a popular thing in a sense responsible we will see grants C up the basic answer is when do we come forward this is the cost ask support will include our best estimates cost and then lastly there's a comment about um expectation potentially using after school program or housing after school program in whatever whatever area we might choose to go to um I assume that uh uh would replace the Boys and Girls Club parent uh or is it a different entirely different program entirely from the after school program that they have at the boys and girls school I don't mean replace the Boys and Girls Club as an entity Boys and Girls Club after school program is where kids a lot of kids go for there so would this be in competition with the boys and girls club would it be in addition to boys be coordination with boys and girls boys and girls you know massive undertaking all we want to be able to do is to this would be the long term short term is a senior that's it plain and simple to handle the sen the long term is to have a multigenerational CER that attracts a lot more people with the town and that's what we're seeing the other the towns are do so that they can then have have a school program there that might not be being held at the capacity or at the middle school or Elementary whatever they're doing there it just become another almost like another entity to the boys and girls in addition to other within the tower already but multigenerational just brings in a much cap cap is the multigenerational vision for the long term not the short term correct just to be clear the short term we're talking about is a leasing proposal the long term is hopefully to build something buy something and we don't know that yet we do have some ideas and things we looked at but we've not talked about it publicly uh invol other groups and we talk about this in school about it in your school meetings cor we talk about school school property and possibly working with the school department and possibly using a small piece of land of the school department has uh that we could build uh a new building at some point in time it would be a really close to the Boys and Girls Club there's ample parking there a lot of different things that we can do but we've not had an open serious discussion with the school committee that's why I wanted to a lot on that because it's very Prat our goal right now is RFI find shter space and any other any questions' yeah um pleas zoom in on the ACT because they were the only ones um with Le say why did act go least opposed to the more building oriented options of the other happening um they went through it was a 10year process looking at different Pars in town to build them um and none of them were loaded in none of them were appropriate um and they finally decided to look they were given a great police opportunity even though it's most people in town have no idea where it is it's if you it's up behind the old Swanson TC building right on where n subber all come together um it's in an office building um they've done a fantastic job with it their landlord was wonderful and did all kinds of Renovations um it's very very active and from the talks I had with their director uh she's more than happy to just stay there you know been permanent Town bone solution um I don't know how their border people feel about that but um they're they're very happy there and they signed a longer lease they went in with a 10e lease and I think they have a five year 10 year lease and then when did they start that lease uh there's seven years in now there's seven years into their first 10 years yes how big is it um it's about 5,000 square fet I think right no actually it's 5,000 in that part and then there's closer to 6,000 okay thank you um and then did you find any communities who may have had a central space and then had some decentralized options for larger meeting rooms that were using other buildings or other areas for meeting Gathering um way does that right now but they're in they're located they're actually located in the town hall so they use other Town Hall space It's actually an old school that's been converted um so there are different spaces within that um the space they're moving into will be totally self-contained but then there will be also spaces for other entities in town to use it um they were actually given building that I read years ago 20 it's just been sitting there empty and so they're renovating that and turning into a community center um Bron has done something similar there a Community Center um Lincoln is just voted theirs in they're currently in one of the antique buildings right in town halls actually gorgeous building um but they are building a brand new building which will again share space with the schools um and I found it kind of interesting that the towns that are looking at doing that don't offer after school programs currently in their public schools because Public Schools don't want to do it so this is a way to give the tal people what they need thank you anybody have any um further questions on the um presentation portion of the conversation I just have one other question and I know this is uh likely a very undesirable option but just go to explore It Anyway which is the idea of dispersed facilities and I've heard this being talked about in in some other towns the one option is uh when looking at at the services that a center such as this would provide um we looking at say there's one place where people might go for artwork another place where they might go for for meetings another place for uh you know whatever the different types of activities are and I just came across this option from from some to to exploring it and I I just wonder if there's uh been any attention given to that uh even even though on the surface I think about it and think it's probably not a desirable option but this in the interest of looking at all possibilities today is in right Library U we have in fact not formal s to look at discuss things for example the meeting rooms in theal housing units for so yes we' looked at it now you're get coordination parking the availability the condition is going to maintain Etc so we looked at itn't really come across as a desirable option thank you it's difficult Transportation standpoint CH going what progr build not one more yeah any other questions on what we covered in the okay um the RFI you have this already I I received the arive weeks ago I yeah do anybody have on the board have any questions for the senior sener group about the RFI I would ask Greg from a town from the town's perspective and the uh labor costs if you want to put it that way what is the impact if of uh engaging in an RFI process I assume we have to send out requests to any and all landlords throughout the community to know who's is responsible for that particular property and everything we'd have to have an inventory of our property to know that we're getting everybody involved but what is your what is your insight into costs associated just to send out an R RI RFI so it's mostly time my time so um I'm the chief procurement officer not to say that like other department that and I'm sure I would probably to this guy to s for assistance however RFI is not a legal document which which it may be what the committee was alluding to when I just double check I'm I'm in the chapter 33 30b which is the per of w double check um when it refers to the acquisition of property either to um purchase or lease there's two ways you do it a bid or an RP not an RI an RI is a good Sur and it gives you a good sense of what's available that being said it's not legal so I don't have to advise strictly by 30b so I would probably do it's probably similar uh distribution and and Survey if you will that I would do otherwise where there I would create the RFI and I make it publicly available and then I probably would shop a w right and and the Senor Center committee listed a couple of potential um leasing Partners um The Mills you know you know right right the top of my mind but we've done this this sort of um informal process in the past a couple of times just so we can very simply get a sense of like what are the costs I think that's the perfect question it's not just the square footage paying for utilities to keep the lights on you're paying for insurance costs you're paying for programming space potentially more St maybe you're not but what you want to do is sort of know what you're getting into which I know would change proposing and um and so we evaluated those before and that's probably what I would do so so although as I said even though it's not really a strict adherence to chapter 33 have to be and and and um and therefore it's really just information gathering however I probably would try to keep everything on the up and up I wouldn't I wouldn't want to restrict my own I want to cast a wide net and I also want no one to say they didn't get a chance to have so um proba I do timing wise though I'm on vacation next weekend tomorrow work CL so um uh I could now I have a good draft and I I really do appreciate the work that I I presume I think I know who did this specifically and and they they did a really good job and I've looked at it and so but I would probably still make some edits to it and then I would release it um um could I get it to by Friday before I think my wife wants me in the car at noon I doubt it just being very honest I doubt it and then um so the soonest I can probably get to this is July 8 that's it's like fun day to now and then then so it's tight U my presumption is the senior cental committee would like that information soon as possible right if they're going to prepare any action for the board's consideration for for qu time meet which I think said therefore if I get it out that second week of August I give people two three maybe four weeks I usually do a month like a month is the usual like extended but I I usually give a month for rfps however um articles are are due in my office I think it's always so um it's tight it's tight but I appreciate their the question it is possible and again an RFI I me it's one page and I really appreciate that that they did that I'll have to throw in probably some I'll probably have to throw in some some other legalities and I will definitely have to check with Town Council and Town Council already did say like this is you can't do this there's nothing preventing you from doing an RFI procedure as long as it's sort of like as I've already said it's kind of known what this means and what you do this is not an RFB so if if the town at any point were to go um and and and you know if we were going to do an RFP that's that is more finding if you will although you don't have take action on RB um but even if the town were to appropriate any money at any point and I wouldn't be able to use the RFI for leas I would have to do a full RFP and then and then negotiate a lease based on the results of an RFP not is there anything that would restrict we just have a guest come in here after six years the first time he U I lost my train volunteers from the senior committee from issuing the same document out to all we would need to do is identify the landlords and that's a that's a large task great question no no that would be helpful so like I don't know everybody and they've already know l so um we do this for other rfps I create a link and then I and then so even though this is not an RFP I still want to know who's looking and that way particularly if there's an adjustment um you know if there's you know if we if we need to change it after effect an theend what it's called forp then um I need to release that to all the people and I would probably do the similar thing so so once I created the RFI and put it on the website but I I require that you have to register to open the document I just give everybody the link then people email out to whoever and then then it's on then know is on that person to and that's what I recommend as opposed to printing it out and giving it away like I my recommendation is send people to the website and then they they register to receive it look at it and then I have now I have their so did you say that you that you were going to have um Town Council look at it or and but you haven't had them look at it yet the only thing I did I asked them I asked them um you know based on my interpretation of chapter 43b it is not contained within the law can I still do it any further questions is everybody is anybody object to the RFI being handed over to Greg to submit to the public so I guess I mean I guess I'll ask the elephant the r question which is um the senior center committee wants to come back um with hopefully uh an article for town meeting um with a number that's identified where are you proposing that number yeah no no no no um to fund it oh to fund it [Music] yes big table do not fully know we really do not know yeah we're talking of money and commitment years so if we sign get the RFI out and I can do you know $20 a square foot triple net on and on okay and I'll sign a threeyear lease with multiple one year you know extend so we need to commit to the whole thing not just for the one year we need to commit and that's we're looking find out what is it they're looking for so we then can go back and say looks like we need $125,000 a year e there is the priority and we need to get unified as a community and our priority mayly be where somebody sits if you get what I mean we the senior C committee understand financing of the shortterm thing is probably the most complicated and repres representation representation we need to do the homework with s part of know what space is available next space become available while that impacts size is how much staff how many volunteers how we need to collect that information that becomes the basis of need xll over y years plus whatever you know so forth and so on then how do we Finance is free cash we get what are the that are available to that we need to package that bring it forward to address the priority question it's versus other priority you know how AC funded there seven years ago you know how acting funded their s years ago is there any disadvantage to putting an RFI out now and then not acting on a 12 to meeting if they wanted to do it for a subsequent town meeting other than just the natural decay of the information in there I would think it identifies locations regardless so it's it's got value so there's no to your point like any RFP usually has like an obligation that they have to remain committed to whatever the proposal is or B for 90 whatever whatever come in this case I would probably ask the same but I couldn't hold it because an RFI is not really do so um right but yes it would I think what you're just luding to inflation or otherwise I I couldn't I couldn't tell him oh in the in summer you told me this now in the spring you're tell me something else they they may they may also in the for before a b town or Spring Town Meeting rent out the space you know they can't they can't put it aside they got a business so right and I would and I would also be very clear with them that it's that I'm not obligated for Comm right anything else thank you all for your hard work thank you so does do the five of us agree I I show hands that um Greg proceed with the RFI and get that process started all in favor that's not a foral motion but no that's he yeah he understands yeah yeah I know it's not for me I'd like to try to get some coordination I know you guys will give whatever help you need keep J GRE needs so that so he gets the relief of the of the stress of having to do it himself if there's a way that it can be done I mean they've done a heavy load already by just starting to draft really one one question I have and I guess me answer is no but currently in the golf course if to move to some new space that would be empty has there talk about potential reuse of that because I think one when challenges we living there so to speak [Music] well it is outside their scope so I was but I'm still wondering if consideration it helps the politics situation so the fact that the senior center is there violates the terms of the the existence of that facility in that building so it you know no one's bothering the senior center there but if we were to put something else in there I don't think that would fly with the CPC we have yeah every once every once in a while we do hear that you're not suppos there's a lot of things that take place in that world the golf course and everything else that technically violate the terms of the agreement but you bought the golf course you have to run the golf course we are trying to clarify that that yeah and probably even so far as like redraw the boundar we work the CBC on to that direction the board but it doesn't mean yeah that's there's no you don't have to take action tonight that was well similarly uh if you're off next week and you've got um things on your plate that have sort of a full plate before a decision tonight not necessarily um yeah I wouldn't get this changed until you return right that's true so think and we have a new member coming on so perhaps um that discussion should be with the new board I would think I would think potentially the the you know the best time to put it on will be the second meeting in July if there's no rush it's doesn't seem to be a rush the rush is the opportunity cost um and further notal the known continued degreg of building so um but we are mowing the lawn now so is that consistent yes it is we just had to get well how come we couldn't cover it I do have a question no potentially we could um um at the time I my understanding was there was certain urgency to it so I asked tbw to just get some both to find out we like how soon we get it done and and we have the money because um uh remember we did have tenants and so they were paying into an account so I do have thousands thousands of dollars that so of no cost taxs one I think even at especially even at the moment I think even Jus was vation either way so we it's difficult as you as you know justtin to sort of like sort of like shift regular operations especially in summertime people want to take a vacation to suddenly add a new field the have start going and maintaining so at the time the answer was contractor if Justin says he he wants to take on Mo it I'm good with that too well and again it's just the affordability of it and I I do I absolutely understand that but I also understand sometimes you have to you know yeah you have to buff up and do so right now we're just Mo on right but as if we have to if something is further wrong with the building what not then and I have to like I think that goes to the time we don't we don't know how much time we have so as of right now there's not exactly Ury except for the opportunity cost because we're not doing anything with building and it's not being used otherwise we'll just move that to the next next nextly yeah that might be the right date yeah right very good all right um status um the Green Meadow building commit we just have to it looks like we just have the it's been quiet some time quiet for them we just have to vote for the membership list again re up the member list that's right so there's been over in the superintendent's office it might have been is there anyone else yeah she um you guys specifically think we are um meeting our goals or not meeting our goals or should we add that in I think that's is that the progress is that the progress part uh kind of so these are mostly my notes I yeah it's progress so I think that the board continues I mean I mean it's all Collective like it's whether you call it town hall or otherwise um but you know the board is a partnership with the staff and the Committees and volunteers I think you're making progress on your goals I mean that's the idea of the goal is to make it acable and um and so I think can make progress okay all right do anybody have any questions about that I don't bite your tongue on the last night no I I I think that so I think that like the goals for so I feel like the goal for the pursuing strategy goal number I think it's two uh two pursuing strategy that support focused revitalization efforts like you know um making sure everything I think that when we had that conversation in the mill and I'm not sure if it was captured properly but it was more my goal was to enhance a downtown without necessarily having to spend more money like basically make sure that things are being done that are supposed to be done and and we have and we have in Hasa downtown we've done the the pollinator Gardens we've planted the trees we you know we are doing some of that stuff but I think there's still some other things that I think might be able to I don't think the um just attendance at man Fest is kind of hitting if you know what I mean it's more the you know just the overall appeal to downtown on a regular basis I think that's what I get yeah like more beef to the sandwich is what you're saying yeah I think so just you know we want to make sure that that the downtown is is a place that and and we're working towards it but yeah I I look at these and the one that I'm feel like maybe made the least progress is one about seeking me to provide for a more informed constituency and I know this is a a huge problem not just for us but trying to get more people involved and informed about what we're doing one of my messages that I I repeat often is the idea that we have so many more ways to communicate with the result being that perhaps there's less communication um and so I I would just like to stress at this point that I think this is something we really need to continue working on especially given what we you know from our quad board meeting um last week and the types of decisions and prioritizations that we're going to have to make it's going to be really important that we pursue that one and and I I'm not aware that Beyond a handful of things that have been done well I I would like to see more progress on that right I think that's a pretty fair criticism mik and uphill battle Yeah but I also I also I think that's a very fair criticism of the overall you know way things are got out getting out how much we get to people but I also think that you know um the folks in town want to take part that want to participate that want to be part of the solution rather than part of the problem they're getting the information and they're finding information and and and I don't know you know I don't I don't know I know there's an answer but I don't know what the answer is to how do you get to those other people who don't want to be involved they don't want to be part of the part of the you know committees part of the the things that we're talking about moving forward because there's more there's as many as those if not more of people that want to want the information but I I don't know that if you're looking for the information you can't find it which is not to say that you know I believe what you said is very valid I I agree 100% but I also think that that's a little bit of part of the problem is you know who we getting who who we getting the information to and the people who want the information we see them at our meetings we see them at you know other events and stuff and we we just don't see those that don't want to participate and that's that's a concern too you know would they participate if they saw more maybe and then that's the answer to your question is how do we get them to see more right maybe the problem's left communication problem than a motivation problem yeah I agree yeah it's just a Bo the girl I can't even tell her Emily continue to try and do good things and you you know uh the warri is out there will'll never be happy I mean you know a perfect example and I I was going to say something about it in my my my notes at the end a perfect example is um what they did um at Ice House Landing over the week weekend and and and you know people complaining about it on Facebook it's like how in God's name do you complain about a group of volunteers spending their time you know their effort their energy oh by the way in donating the plants and everything else they use to beautify that area how does someone complain about that Facebook you know Twitter tweet anywhere I just couldn't understand how someone could complain about it it's the first time that I've been sitting in this chair that I actually answered someone's post and said you have to be kidding me they did it on that time and you know they just all they deserve is thanks and gratitude not nonsense on social media and it's the first time since I've sat in this seat 11 to 10 years ago that I've responded to anything because that was just ridiculous but we do we do do a lot of good things around here so do a lot of other people by the way because it's mostly volunteers me it unrelated to that topic but related to Mike's comment about um getting the word out or whatever I'm still I still remain frustrated that our meetings are broadcast solely on YouTube for the town and not on the damn uh Channel 28 WM wabm we have that was we did this to to go uh you know for the purposes of covid when people couldn't be together we have a television station and I watched every other town as I've told you guys aund times and everybody's on everybody's on showing their Camp is showing this trust me I I agree with you and I and you know so as we sit here right I think we fund that we do I think we should be able to ask for that if we fund it maybe when next time we see Natasha up there we can ask she she does come to quite a few of her meetings but that's a I did mention Mr Bri last time I mean when we were talking about that well it can come up in our last leadership meeting our next leadership meeting okay it's a fair it's a Justin's good picture of the work they're doing on this on the sewer but I also want to note that even though it seems potentially slower period And this is this is when a lot of times that takes vacation there's still a lot so uh Public Works in particular they're doing all the maintenance for the sewers no water vegetations and monant coming down make sure it's not get everything into sidewalks they're very busy um similarly with the fire department I appreciate the fire chief's contribution well as he points out gr firefighters the training um response to instance the great pictures including um in this last week horrible incident but I was I was glad to see the report and then um and Community involvement that's wonderful um that's it question all right so board report m just the so um Jeff uh had a wonderful time at JazzFest that so two great weekend events um absolutely perfect weather on both ones but just that'ss off the organization both events on putting a lot of time and diligence I thought they both came off quite quite nicely a couple new features um you know to them up there um I think the positioning that we came to agreement on worked out I think the road closures on that side worked out as to to do so um just big thanks to everybody who helped pull those together and and brighten our downtown for those two um events the other um more tal thing I to discuss is um are we going to have a prioritization conversation among us as a board following that meeting and are we looking for St I think we should have that before we go to the next meeting yeah right that's true I mean um the board has not scheduled annual could be a good top okay I don't know or best use of our time in addition if we can get through some serious goal setting uh certainly goals are priorities so I I think the whole priority discussion is you're going to take on a life of its own at some point it might you might also be um so I I got cop of The CH Mar the other day and we're trying to talk about like what the next steps are and and trying to figure out like how to frame it um and you know how the capital planning committee could be you know helpful towards that productive dialogue which it was like you know to this point um so perhaps I don't I don't need I don't think I told Sean to expect this but perhaps there could be sort of a framing presented by the capital plan Comm here are the different options how do you guys feel about which sort of Prior decisions I'm not sure um but that I just I you know it's good to speak to something and capit planning potentially provide that PR that you guys reacted um otherwise you know maybe it's a determination of the next chair as to what agenda if at all to put this priorization topic to be put on seems to me though to your point of taking on its life of its own um we got to prevent from taking on a life of its own and control the the story to a certain degree so that it's not everybody out for themselves and whoever wins wins because we have to establish and not be afraid to say this is our priority as a town we believe whether or not the voters agree we'll we'll find out but I don't think it should let be let to to build a life of its own because then you're going to develop potentially animosity between two groups potentially animosity among the entire well but if we are the leaders and say here's what we believe and why and this is where we're going and allow people to overrun that well so be so I don't think there's any um you know I don't want to dis just disavow the conversations that take place at that meeting but at the end of the day the priority ities in those decisions come from here like you know we we actually you know we sit and we collaborate and we listen and work but at the end of the day this body has to control that and and make those decisions that's I think that I not letting it take a life of its own I think we need to I think I don't I don't mind having a conversations and sharing information but truth be told that information is designed and made to come back here for this group to make the decisions on what is our priority as a community is our priority something that Jus is looking for is our priority something that the schools want you know those the priorities come from here we set those priorities and that those are our decisions to make we've got away from making them ourselves but there are decisions to make that's the reason you have to have a discussion our discussion yeah more so than the the the other three boards discussion sure I mean you know I and by the way the presentation by the um Capital Planning Group was fantastic you know and the stuff that's behind it that he didn't he didn't open all the fight but that's even wow what a lot of great information but that's like that's helpful to us that's what I was gonna say the decision still comes through here and then you know whether or not fincom agrees with it or not that's on them and you know the other the schools you know they're going to agree to what they agree to but I think it's a there's a lot of those decisions that happen to you know emanate from here the capital planning committee will give I think allow you to make an important decision they they will say if you want this much debt you do this project now you do this and then whatever the direction you might take and yeah so I thought they fantastic compy and they will continue to do okay El sir what's up anything else yes um it's just's last meeting so I had to say a few words um we've had a lot of we've worked together on a lot of things we've worked against each other on a few things um I think I've spent more time conversing with you than any other member on this board of the same duration so you always you always give me the time of day um and you challenge me you're not afraid to come come at me if if you disagree with me um and I think Justin alluded to that and it makes me a stronger person when when I'm um advocating even on the things where we do agree with which are most of them uh so i' I've really enjoyed working with you over these last couple years and I wish you all the best with your new found free time thank you all right um David yeah I will just comments Justine thank you very much for your time dedicated to the board but furthermore thank you for your time answering questions that I had debating things that we might have disagreements on agreements on um you know this is not necessarily an easy role to play all the time and um you know I I Echo Jeff's comment about enjoying your time and not jumping into something new right away this is an opportunity mons time with your family and and and get back some of those nights that you've lost not only coming here but going to so many other meetings along the way thank you very much the town owes you a debt of gratitude and um we're gonna miss you thank you thank you very much okay Mike uh yeah a handful of things here first of all just echoing the comments about the jazz festival and just kudos to the uh main Cultural District and cultural Council for all that they did to to make that happen it was a wonderful event U certainly a lot more fun than uh wondering about storm water and and stuff like that um but it it it just adds a lot to the value of the town and in so many ways so I appreciate all have done thank you um similarly Ice House Landing you mentioned earlier uh Chris about the the volunteers working on that I was down there yesterday morning uh my daughter took me out for a belated Father's Day time with her on the kayaking down there so got a chance to see that closeup and it was the only downside of the kayaking didn't end up being a bad one was that um we got stuck behind a couple of other guys who were having difficulty launching it took us 15 minutes to actually get in but but it was F so the the ice out Landing the kayaking I mean again just other features which are uh valuable additions to the town more importantly getting in is you got out safety and you're here out it's more important than getting in yeah yeah um just a couple of updates on things I've been involved in one the I attended the green communities meeting that Jamie elridge post um on Saturday and there was a some very interesting discussion there maybe not directly to main it because they were talking about um Power Generation sites um but uh still informative nonetheless the municipal vulnerabilities program I've been attending the trainings for that and we are getting close to coming together with um a community engagement part um and it's it's a pilot program sort on what the town can do to identify and support those who are the most vulnerable to to various forms of climate change as you um and finally just my own thanks Justine to you I know I haven't known you very long um but you've been a wonderful model for me on U how to be challenging how to be detailed how to be thorough supportive and and I certainly appreciated that uh on my first year here and and like the others I wish you well and and what you choose to do thank you get got to get stuff yeah we came we came ready got four of us in town hall thought it would be nice to present with a little Proclamation I'm not going to Kate Hogan you and read the whole thing take it home all sign it no Kate guy rited the a couple of things I went to last two weeks Kate wasn't around you know she's busy no I know and then we got this beautiful little gabble replica of our own gabble and it says on behalf of the people of M it to Justine St John and gratitude for your service select Town Mana 2018 to 2024 and I strongly Echo all the sentiments of everybody hits this VI and I also want to thank you for I also want to thank your husband and your daughter and your son for sharing you with us for these last several years um and you've put more time in this job than most people could even imagine putting in in in all for good reasons and we appreciate that and also thank you for having um providing us two with two great videographers early on before Co kicked us out so anyways again thank you for for everything you've done the town will miss you I'll miss you personally I think most of the rest of the board and um good luck in everything that follows this evening thank you I make motion to accept that or it's not legal it's your day but it's really not your day really you want us to read out I'll read it out I guess and I'll do I guess let's see whereas Justine St John was elected to the select Board of the town of mayard in 2018 and served two terms and whereas Justine served as the chair of the mayor select board during the especially challenged repair of Municipal management caused by the pandemic of Co covid-19 and Justine serves as the chair and valued member of of budget subcommittee during her terms on the select board and Justine served on the green medal School building committee during the feasibility fa phase of that project and Justine overs our majoral Capital Improvements to the existing Jor medal school and response to emergency Health threatening reports and Justine appointed nearly all department heads police officers committee members during her two terms on the man of Select board and Justine was Justine served on the man of Select board as a respected colleague to her peers strong partner in the town Administration gracious representative of the municipality role model for woman in government and public service leadership and selfless servant to your community and neighbors now we therefore now therefore we the mayor select board do Proclaim Tuesday June 18th as Justine St John Day in the town may do hereby Proclaim our sincerest gratitude to Justine St John and her family for her Public Service given in the select board Chambers this 18th day of June in the year 2024 and I moot make a motion that the select board approval of this Proclamation and presented to Justin tonight on Justin St John Day June 18th 2024 second all in favor thank you there you go I accept yes you your at your last meeting as you said you are oh you oh yeah you can go ahead I'm sorry I forgot I forgot you no no that's okay so I actually um I actually I wrote something because there's no way I cut to myself to not forget um but the first thing I want to say is I do want to thank all for um how much you challenged me and how much I've learned from every one of you because when we get into this seat we represent the full community of May so there are people who I may not understand their point of view but you or and so it's so helpful to have such a combination of people on the board to bring all of those views forward for cons for at least for consideration um so I do want to thank all of you for um your support and your collaboration with the you um and then my My Little My other part is um that uh it has been an honor and a privilege to be part Steward of this little 5 square mile town of and represent the 10,000 plus residents my goal has always been to leave it better than I found it uh to help move it forward I actually think that uh Terence dunan said that when when he left as well that was his goal um help move it forward acknowledge and make thoughtful decisions about the finances of the town and always try to make the fiscally responsible choices when it comes to our schools our residents our infrastructure and much much more um as you alluded to David it's the right choice has not always been the Easy Choice uh this physan is hard work but it's ultimately so rewarding try it again ultimately so rewarding um first I want to thank all of the Town staff past and present that have answered my many so many questions over the last six years um it truly is a lot to ask for them to do their jobs on an everyday basis and then have the capacity and the the patience to answer all of our questions so we can then work to make the best decisions um for our town um I do want to take a moment to remember Cheryl Kaine who cared about this town and its residents so much and she was also so helpful for me in my early days um again I want to thank all my fellow board members Again David Jeff Mike and Chris um Armand Melissa um all of you had a part in this and I truly app appreciate all I've learned um you've taught me so much and have been great collaborators along with the members of various boards and committees over the years this has truly been an experience like no other and I thank the residents of mayard for their trust in so thank you and I will make a motion to address second fav all thank you thank you thank you
