##VIDEO ID:jes-fCTONpw## and then we'll uh read the uh statement all right Mary movich I didn't see her on here Paul here Mark con I don't see Mark Jack y Maryann Bard here than you Deb I think I see you Deb somewhere there you are I see you I'm here Josh I didn't see Josh on uh Dan Shields is not attending this evening Amy Stephanie I see you there thank you uh Linda Holt is not attending this evening Dan and Linda both had conflicts uh as of July one we do not have a representative from the capital planning committee uh so that is an empty slot for the time being and Chris Silva just notified me about 30 minutes ago that he will not be able to attend this evening either okay we have three no shows right now well actually four five six Amy is not here am here yes I'm sorry I'm here all right sorry about that Jerry that's all right that's all right I didn't see you and I didn't hear you okay so we have a quorum anyway uh let's read the statement and it will get cranked up uh it's an open meeting of the senior senate committee is being conducted uh via Zoom only speakers on the agenda may be participating remotely and the chair may allow the public to provide comments after the agenda is completed if a member of the public wishes to speak raise your hand not in the meeting room uh on your computer and when called upon please state your name for the meeting minutes the senior senate committee would welcome public comments and if there is further action that is required by the committee the clerk will add the matter as appropriate to the forthcoming agenda depending on the comment the committee May if they are able within the confines of the open meeting law respond with information as opposed to needing to deliberate on on the matter please note that while an option for remote attendance and our participation is being provided as a courtesy to the public the meeting will not be suspended or terminated if technological problems interrupt the virtual broadcast to individual attendees unless otherwise required by law accordingly Please be aware that other folks may be able to see you so please take care to not screen share your computer anything broadcast may be captured by the recording the end so with that stated first item on the agenda is to accept the minutes of the previous meeting the previous meeting was June 20th uh everybody has received those minutes at least once if not twice um does has everybody had time to look at them has anybody found anything that they find uh disturbing disruptive or grossly inaccurate nope I'm not seeing or hearing any hands or anybody screaming or yelling uh I would accept a motion from somebody to accept these minutes move so move thank you Paul who seconded that St okay thanks Stephanie Paul did and Defan okay by a roll call hang on a second um Jerry I had made a comment to Paul before the meeting started okay uh it turns out I Paul I was wrong the Lindsay you you on the minutes is listed as absent and I had forgotten this is before July 1 so Paul your yep thing is right okay all right we good so we're good right yes sir okay perfect um I see a couple more people coming on I don't know who anyway uh via roll call to approve the meeting minutes of June 20th uh Mary see Mary movich on Paul yes Mark did yes oh you are here good thank you Mark uh Jack yes Maryanne yes Deb I know you're here Deb Deb you're muted I'll move on we'll teach her how to unmute later I got it I got it okay all right good that's good thank you okay I'm okay Josh I don't think Josh joined Dan's not here Amy yes president uh Stephanie yes that's it that's everybody the minutes are approved uh so moving on with the agenda let's see what's next update on issuing of the RFI um I think I don't know if I notified everybody or not but the RFI was issued by Town Hall uh on Monday was would have been on the 9th I think yes so the evening of the 9th um it went out well it's been posted uh so you know landlords people who are interested can get it can respond and send the information to uh to to town hall as it is specified to be done um we did get one response or at least two that we had been talking with which was mained crossing in mil and Maine mained Crossing has submitted uh so we do have one resp official response to the RFI mland Maine has acknowledged they have opened the link and they are working at responding so uh those are you know the two big ones that we've at least heard something from um the RFI the response from uh mained Crossing uh was very similar to a draft they had sent us a few months ago pricing wise uh you know good bad or indiffer looks like about $25 a square foot triple net so it's another $7 on top of that so it's about $32 a square foot they're looking at five to 6,000 square ft uh they do the the good thing they do have have a uh I'm going to call it a rebate because I'm I'm lost for the right word uh was a fit out allowance yeah fit out allowance that's it you're right uh I think $35 a square foot so that's pretty decent yeah uh but understanding and somebody may look at that I just want to clarify one thing somebody may look at and say wow that's great that's a lot of money to fit out but you need to look at the space it does not have walls it does not have a ceiling it does not have a floor so although they're giving us a good amount towards the fit out it needs a lot because it's brand new space no floor no walls no ceiling and no plumbing and no heating Plumbing yeah zero so the amount is good but it's also necessary so just to I don't want anybody to think wow this is great we're going to make money on this uh but it was good good response we're happy we got it uh we're waiting patiently now to hear more um anybody else have an update on the RFI Jack you any comments on it or anybody else who saw it uh want to comment don't have um yeah I got a couple comments when we were at the select board meeting um asking for approval of the RFI and some member of the select board asked Greg so you know where what are we goingon to do and so forth and one of the comments Greg made as he said yes I will work on this he said he wanted to make sure it got to certain places or whatever people now in a sense Jerry your work took care of that but do we know whether Greg um actually made a point of getting it to some organizations in town or did that revert back to basically you I do not know and I will find out tomorrow morning I don't you're right I do not know that okay I only know yeah at the time he seemed to have some people in mind that he wanted it to to go to anyway okay that's I I'll Chase Greg in the morning um second comment um given we've had something from man and crossing and your remarks about yeah $35 a square foot 6,000 square feet 210,000 do we have a way of asking anybody there um what a fit out might cost I mean Amy's done the work to identify the number of offices and the number of program spaces and so forth so we could give a room estimate but is there any way of getting someone there to say well okay a fit out per your room layout or or your number of rooms would cost about X do we know any way to get that I don't personally so it's a good point so there's two ways I guess we could do it um one there some industry standard estimates so we could go on that uh they not the greatest to use the second would be um I can go back to the person who is in charge of leasing all the space there and you know kind of question James about that uh you know how much how much has the fit out cost for some of the others for a basic fit out uh the other is if we know somebody like bright path or or someone of the other uh companies that are leasing space if anybody has a contact with them to you know make contact with that person and just flat out ask ask the question I don't think most people would be you know bothered by somebody asking that question and we're not asking for the deep do Secrets we're just looking for what's a ballpark and what cost you to fit the space out just to give us an idea question um the the $35 is that a credit they would give us if they do the work or is that a credit they would just give us on the rent for anyone to do the work I believe on the rent for anyone to do the work okay yes does any so they're not they're not talking about doing using their contractors to do the work and giving us $35 a so okay no yep yeah I think it was phrased as an allowance right yep little update from Greg um he has said that he did send it to Lincoln property but he didn't send it to anybody else so okay okay and Stephanie I can just barely hear you oh I'll turn myself up oh turn yourself up there you go much better um okay so Greg did indicate that he had only sent it to Lincoln you know okay all so I went uh I did main Crossing miln Main and I do not know the personally know the owner of the Cod store so I sent it off to Mary brandley who had been contacting the owner of the Cod store so roundabout I'm because the card store had Paper Store I'm sorry The Paper Store had indicated they you know may have an interest in in leasing it to the senior center or a portion of it or then they had somebody else who was looking to rent it somebody who might buy it so I don't know what honestly happened happen with that I'll find out for Mary by tomorrow but I don't know tonight I would chase that down in the morning all right uh that's that's about it on that we'll keep everybody posted as soon as we uh hear more information um I'd like to do a if we could and not me per se but possibly Maryanne could maybe do this update on the senior center visits to date uh and I did send out a document to everybody I think early this morning regarding the Littleton Senior Center which we visited uh Tuesday maryan oh there you are Mar can you give a can you give a just sort of a quick update on what's happened recently uh regarding site visits okay like Jerry said most recently we visited Littleton um they're currently in a 1922 School building um on two different floors of it so they're spread out they've got about 3,000 square feet um they don't have like a central location for um people to come in so um it's very difficult to know who's there and who's not there um but even at 3,000 square even at their broken up space it was quite a bit more space than we have um their new space is under construction they've recently done the um what are that the cap pole I think they called it or yeah the the chopping off they the topping off the top beam yep the topping off so I think that I think she said they're at like 45% completed they expect to be done by March of next year um it is what was it 18,000 Square ft or no it's 16 it's 16,000 square feet for 18 million 18.6 million um and they have been in the process of working on this now for quite a while their first um their first actual official Act was she wasn't sure if it was 2017 or 2018 there was a Citizens petition to um appropriate $3 million from free cash which was approved at town meeting uh for the purchase or building of a senior center they had a specific building in mind right outside the center of town which did not work out uh so they put that money into a stabilization fund so it's been sitting there ever since and is now worth $7 million um and they've had they've looked at numerous different iterations in in town in the the past couple of years and um actually ended up purchasing a home right next to their building current building to get a piece of the land that they needed for the building that they're doing and their plan is when all of the construction is done to either sell that home and take the profit from it you know the town will or utilize it as affordable housing um as you know the plans were included and I'm sure they probably weren't the easiest to read on the um the PDF that Jerry sent out uh but what they're planning on doing is quite impressive um they're a little bit different in that they they're they are an elder and human services department they are not a Counsel on Aging so they have you know Town social workers rolling up under them um the town Veterans Affairs officer will be located with them I think they have um they currently have what two social workers Jerry that yes work with everyone in town so they are located with them yes um but they also have I think three full-time professional employees as part of their Council on Aging plus an admin you know an admin person who runs the front desk in addition to that um they also seem to have a very very active like um she said they don't have a huge she she termed it as she doesn't have a huge like just volunteer group but they view their their seniors who volunteer for the town as part of their senior tax program workof program as volunteers and it sounded like they have over a hundred people doing this right now um and they work in every Department in town and it sounds like it actually sounds like they're a True Value ad they they they they're not doing madeup jobs um and a lot of them when they finish their 100 hours to get their their time in for their tax workof continuing the jobs as a volunteer basis to continue to give back to the town which I thought was interesting um but it's it sounds like they have been um really spearheading this process over the last three or four years um including um information about what they're going to be needing in their budget going forward in each budget presentation they have done to the select board in the town over the last few years letting people know that this is coming that they are going to need increased staff that this is going to be you know the different things that are going to be required um and um it was it was impressive it was impressive to see I think we were all kind of Blown Away um it's going to be a absolutely spect from the street it looks like a singl story building um but it's built into the side of a hill so you go around to the front of it and it's going to be a two-story building that opens up into a shared parking space with their brand new library uh which is a similar building style and it's um it's lovely yeah absolutely uh thank you Maran that that was excellent uh summary of what we saw the other day oh and the one thing I wanted to add is that we decided as a group today that um we're going to be meet meeting within the next week or so to pull together information you know on everything that we've seen to to give a you know a more concise presentation to everybody and hopefully we'll have that ready for the next meeting yeah we should because I sent out the the zoom for for this working group so it'll be next Tuesday morning I think 10:00 we're meeting so hopefully we'll have something put together we can present that to the full uh full committee um as as impressed as I was with everything that we saw and talked about uh uh and how enthusiastic they were one thing and the reason why not that we haven't collected good things from others but we collected this little five so page pamphlet the center on shat Street well and it talks about room naming opportunities in the first page little to Center on shat Street building project yes you can do encloses my check in the amount of $50,000 as a Founder 25 as a benefactor you know $100 or some amount whatever somebody can afford to do what impressed us was that they've they've got that out there um it doesn't cost you anything to have that uh so we're not asking the town for something uh we're just going to the citizens and and businesses and just sort of looking are you interested would you you know would you donate towards a senior center and they also on the next page for anybody who happen to look at what was sent this morning naming opportunities main lobby $225,000 you can get your name on the main lobby main entrance front patio $5,000 Veteran's Office $5,000 all these different rooms and different areas of the new building if you want to donate a certain amount of money and you want to donate it specifically for you know the main I like my name and the main entrance patio okay that's great it's going to cost $5,000 but that's a great way to raise some funds excellent way to do it and uh how well they're doing towards that at this moment I don't I don't know and maryan you may remember if she said how actually she said there were only a few of them that were spoken for but they were the most expensive ones on the list so okay it was good it was good I wanted to get that out to everybody because you know this is certainly a subject this subject isn't up to one person you know this isn't Amy's job at the COA to be figuring out now how we going to you know set something up to collect money you know or ask for donations this is something that we all on this committee have got to be thinking about all the time this is a process and I I I think that from what we saw the other day this looks pretty good we could do something similar yeah you they're further ahead than we are by leaps and BS because they know their building they know the different parts of the building so people can name certain areas and donate towards it we're not there yet but we can certainly do the donations to be considered as a founder or a benefactor or a fellow whatever at at a certain fund level so uh I I I really just want and wanted to get that out to everybody because this is something we all have to be a part of yeah and the the other point that I I totally missed um she said one thing that has been crucial in the process of moving this along has been that their Council on Aging board is it sounds like they've become very very proactive and um I don't I I guess political is the right way to to term it she said they they are attending there's the council and aging board is attending fi all the finance committee meetings the board of Selectmen meetings um every you know they have been there advocating very vocally for quite a few years now so um she said it's um you know she said that uh that board has been uh crucial to moving the process along well it it has given it has given them visibility yeah because you don't have a meeting without having one of them at it and saying something and advocating for it so uh you know that was certainly excellent you're right I completely forgot about that too any questions on the site visits are on Littleton if there's anything one of us who went to look I don't see any hands raised or people yelling I think we're pretty good with that thank you very much Maryann appreciate that update excellent job um I did I hate to put Deb on the spot but I'm going to for a moment we had one you know small change to the frequently asked questions section uh on the website I think there was am I right Dev it was only one thing that had been changed yes it was on um question 13 and I re I rewrote it um there was a a comment made by the fincom somebody on the fincom who thought that what we had written already um needed to be pushed more than how we had it written so I rewrote it um not sure if everyone received it but this is what the new update is a consistent sentiment emerged when discussing regionalization with directors from neighboring towns like Stow Acton and Sudbury they prefer to maintain senior centers exclusively for their communities their stance was rooted in the significant effort and dedication required to establish and sustain sustain a senior center tailored to the needs of their residents many directors directors emphasiz the years of diligent planning and hard work it took to bring their centers to fruition they expressed a sense of pride in their Community Driven initiatives and highlighted the creativity and and determination necessary to overcome the challenges in the process consequently they believe that each Town including mayard should undertake the necessary efforts independently to develop and maintain a senior center that best serves its residents so basically what I did was I took the information that we receiv received from um different directors and kind of put together um and hopefully that will be a little more um out there for people to understand when they keep bringing up why don't you regionalize why don't you regionalize we have talked to people about it and um no one is interested in that because they've fought hard to get what they want yeah so they do invite us most towns invite us to come and try some of their classes um but there are some things that we aren't allowed do in certain towns because it's paid for through the tax base yeah that was that was the main question that somebody had brought up that they thought we should change and I'm working on one or two others that I want to update probably in the next week or so okay perfect good good good write up on that too that was excellent and and and you're right at least the ones that I've been to with the group and I've not gone to all of them I think they've been to I'm going to say 10 or 11 senior centers I think I've gone to eight of them um and the sentiment is pretty much the same they're not discouraging somebody from another town and coming and visiting you know participa in something but they're not looking to join with another town to make it oh yeah we're XYZ and M it no we're happy to have you come and join us for a few things but we worked hard to get this and it is for our town and our taxpayers so that was well written good job thank you the the other thing about this is that we are not unique in terms of the growth of our senior population that's going on in every community so each of these other communities is facing you know increased demand um I'd like to backtrack Jerry to the um senior visits yes um are there any more planned I know maryan and the team are going to you know do collect all the stuff but are there any more planned um there's nothing nothing def there's not a definite date yet but we want still want to get to Harvard um they actually have a very unique story in that um they went to town meeting to get the money to build a new Senior Center and were voted down um and then ended up purchasing a freestanding empty office build small office building in an office Park in town and their total um they had originally gone to town meeting I think it for like $16 million to build a new one and that was voted down and the place they moved into they ended up buying and renovating and brought it in under three for the whole thing yeah yeah so that that's going to be an interesting visit and conversation yeah yeah the laat building on River streets for sale I saw that I also saw the pictures of it yeah well details I know it's it's empty space yeah I saw that it was for sale I have not seen the pictures but maybe that's okay too so Jack you could purchase it and then you could uh let's see you could donated and maybe we could classify you as a Founder that was a good idea anyway um so the next issue is sort of for most of the meetings is the elephant in the room financing for the senior center that's a tough one um again I'm G to lean on Jack to to start this one uh Josh is not on on board so we do have a a finance working group it's Jack Christa Silva Josh myself who else Lind Miss Linda and Linda I'm sorry and Linda Holt uh wish Linda has been uh a godsend for for for assistance and and coming out things from the from the fincon a vantage point so what Linda and Jack have done uh the Lion Share of the figuring things out uh and and I know I personally certainly absolutely uh am very very thankful for what they've done and and they they deserve a lot of credit for it I will be quiet now and Jack can you kind of give a little update on where you think we are IE [Music] RFI town meeting quad board whatever um I don't do things little check okay that that is code for I'm gonna talk for a while that's fine and I I'll try to keep it all straight there is the finance working group which Jerry has convened two or three times with the membership that that he mentioned um there's also a background thing going on with the the so-called used to be tri board meetings now it's quad board fincom Capcom school committee and select board where they have been trying to meet have been meeting not doing very well in terms of actually making a discussion of spending priorities happen so that everybody's out in the open pushing for their priorities and the elephant in the room with that one is the feure project and is that really a priority and at the select board meeting on July 1st um they set a couple of um deadlines in place which are important to us the first one is that the next meeting of the squad board will be on July 30th and again trying to um get priorities you know what do we really want to spend money on what are the priorities for in um and that'll be a discussion which includes the bleachers perhaps repairs to the uh golf course clubhouse roof and so forth there are many other capital projects um at varying levels of intensity ranging from the water problems that we have and um maybe at some point down the road but it's getting more urgent a new uh Barn for the DPW so there's a whole set of things but the ones that are um sort of of most importance or most visibility at the moment are the bleachers and it's sort of a message to us that we need to work to get the information that we're getting from an RFI and our estimated costs for a lease visible as part of that now the second date is August 6th which is essentially a freeze date for articles for the fall town meeting um and there there may be a little bit of flexibility in terms of absolute language in a warrant article but the outlines of a warrant article and as complete as it can be made really need to be there and that's a dead line in part driven by getting on a town meeting agenda but since some of these topics whether it's ours or schools bleachers um since those would be coming forward as debt exclusion or overrides which have to be followed by a town meeting vote the um the the excuse me a set of deadlines to try and get on the November ballot which is when national state and uh local elections are held so what we're up against is a need and there are draft documents that have kind of been put in place and a conclusion uh that we need to come forward with an override draft warrant article for the lease of a senior center now this is the short-term senior center it's not the maal thing which is the long-term kind of stuff and while we as I said may have some leeway in terms of what a final number needs to be we do need to put in place um that sort of language and best estimated costs and Linda Holt has done some uh work with the finance committee which we we've Ved in a couple of places which may wind up being very useful for us as the senior senate committee now let me translate that I had thought we needed to you know go ask for the entire cost of a five to 7-year lease but the fincom has come back and as I said we've kind of checked it in a couple of other places if we go forward for an override all we really need to do is ask for the first year costs plus maybe some things for fit up so it's not just the lease you need to find out what um incremental costs there might be for Staffing incremental cost or furniture and you know other kind of things and we discussed this a little bit at the last meeting because Amy has basically laid out uh approaching that through donations and start with the staff they have and so forth so there's lease cost there's fit and I keep getting my own language backwards you the fit out cost which is build the walls so that goes back to Jerry's earlier comment we do need to come up with from wherever we get information from the mail or from Main and Crossing if there's an allowance that's great but the town is going to have to cover anything above what that allowance might be so we need to get that cost we need to get the leasing cost and if there's any staffing or other kinds of costs that we need to plug in there we get that in there but here's the thing about a debt override the debt override can be a fairly small number 200,000 150 250 that we need to come up with but once it is approved and yes there needs to be a second vote for that once it is approved it becomes a part of the ongoing budget it is always there however there's a hook and I'll try to give you an example if we went to the fallstown meeting we submitted an override describing what we need and there's a draft warrant article that I've been working on let's say we asked for 200 250,000 it was approved that means that that number is automatically a part of what they call the leevy limit but it basically is included in all subsequent budgets and you can put the 2 and a half% on top of that the hook however is in the subsequent budgets it just becomes part of the general budget number so if the town's Insurance costs for example Skyrocket and they had to be covered that increased amount what you know 200 250 whatever we put in the Warren article potentially could go off to that and not continue as funding for a lease so one of the things things we're going to have to work on uh and find language for if we can do it that might get around that is we need to describe in the warrant article that it is specifically for the COA budget it goes It goes to the COA line item budget in the town budget now even I I I don't even know if that works but the intent of the language and we need to go talk to somebody see if it can make it work is that it binds all future budgets or or over the monies created by that override get bound to the COA line item in the future but here's here's the goodness for us we don't go in and ask for you know a million and a half and then put it in a fund which we pay out over X years all we have to ask the voters for is whatever we come up with in the first year y u 200 200 we need you come up with a number and that's why we need these rfis and we need the estimates of buildout costs and if we have to get furniture and so forth and so on so we have a workable path forward but it's also on a tight deadline and what I hope the finance working group can do and circulate before our next meeting is to come to a draft warrant article that we the senior center committee can approve at our meeting on the 25th because then we can press and actually press beforehand to be part of the conversation at the quad board meeting on July 30th uh we we're not assured of that but it is vital for us to get that article or the content of that article and get in front of the various Finance organizations Well Finance plus select board and school committee and all those things um so there is a path forward there's a draft warrant article being worked on we need to come up with some numbers and in order to build those numbers we also need to um come to some conclusions to build the numbers on for example the RFI says 5 to 7,000 square F feet 5 to S years Linda made a very interesting observation on the working group Zoom meeting that basic okay we should go in with a and Jerry I don't remember the number that she actually used but it was a it wasn't she I forget the word she used but it was basically hey we need to go in with a number that's big enough to get us what we need you know an appropriate kind of number um and I think we can do that because if we look at pick a number $25 to $32 a square foot but do we do 5,000 or 6,000 or 7,000 square feet because you multiply the dollars per square foot times that so forth so we can come up with a defendable number an explainable number in terms of what we're looking for so I think we have one the wherewith all to put the waren article together two the information almost all of it to come up with the number it would be an override and I won't go off into the debt exclusion versus override but um debt exclusion is for capital projects like the school override is part of you know what we appropriate and fund and we can come up with um you know the impact on the taxes will be uh behind this and the importance of getting this visible as soon as we can meaning this quad board meeting is as we get to the fall town meeting and we get to the Spring Town Meeting the school department is pushing for the bleachers obviously but there's also what I would consider valid conversations going on about the need for the school department to have an operating budget override probably in the spring so we've got a whole bunch of um spending things and it's going to be really important for us to be as visible as we can not only at this meeting but to the earlier Point somebody was making of you know grab your neighbors grab your friends get people to understand that there's a bunch of financial pressures that the town is facing and it's really important for us particularly given the support we got at the October meeting last fall near unanimous yes we should do something we need to remind the voters of that we have the support but if we don't get package a data that's sort of in front of people and they can quantify it's or let me say it different we can't just go in and say hey we need a senior center we've got to go in and say it's going to cost this and the piece that I went through before that says we now have a a venue or or whatever you want to call up to go in and not ask for you know a million million and a half two million we can go in and ask for effectively something in the pick a number two 300,000 then it automatically becomes and frankly uh another thing that shows up here is that the taxpayers have not yet seen the tax impact in their tax bills from the green Meda school that won't show up until January 1st um we discussed this at the finance working group the other day and I pushed that out as you know people are going to be a little upset to be asked at a fall town meeting for another override and without having seen the impact of the green meow school and Chris pushed back rightfully so that said well the people who go to town meetings are pretty well informed the unfortunate thing is it's only 150 or 200 people the rest of the folks uh who have yet to see the impact you know they they're going to get hit so again communicating the package we put together as widely as we can and know having information packages and so forth and so on so I have dump my bucket Jerry [Music] um good job Jack you did a lot better and you're right you you did talk for a good long while you were accurate you were very good well stated may I make a point go Deb yes um I was I watched the fincom meeting the other night and I noted that um some of the members there were talking about priorities whether the bleaches really is a priority or not and it seemed to to me what I was hearing that they felt the senior center interim Senior Center was more of a priority and let's get working on that and and help as much as we can so I think you know their mind has not changed but um they see the value in what we've been talking about and realize that the increase in taxes for what we're going to do is going to be you know maybe $35 more for people versus you know the schools which will be $600 for some people so um I I think that's a one of the main things we need to also push is that this is a priority and the seniors should be before sitting down on a bleacher so um I was having a thought the other night I know that's pretty scary but um I was thinking about sign boards through town about um you know senior citizens are a priority or something like that so we start putting things out so it gets people thinking about it I've noticed that on the um Alumni field fence the school department has put up huge banners um explaining you know how people can do um QR codes and everything that will explain what's you know the priority about the bleachers and what's the cost of this and that so I think that you know if we can get out there visibly as well with different kind of signages that might help us as well good thought that I like I like that idea and you're 100% right and well so two things on your comments uh where the fincom is coming from uh is certainly supportive of and and and and a lot to do with Linda Holt being on the fincom and being on this committee really you know driving our needs home uh in those meetings so you know we're forever indebted to her for her support in that direction the other thing is you're talking about putting sign boards or you know having a QR code so people can just go in and you know get that and and you you know pop up some information about our whole process and what's going on the other thing that I I know we did it for the high school and I I don't they haven't we've done a bit of it for the Green Meadow School um was having coffees having coffees at people's houses getting a few people two or three neighbors together somebody saysi do a coffee and I've got three neighbors that are interested we'd be happy to sit down have you know have one of the members of the senior center committee come over and kind of talk to the group about uh you know the the senior center needs uh so that might be another way of doing it I don't know but you're right we need to get this to everybody to Jack's point the people who do normally a 10 town meeting are 150 170 so who are well informed and they go the negative is those hund and some odd people they go They're informed they'll vote for whatever is they think is correct but then it comes to the election we actually need to vote on some things at the election in November now a lot of people will go to that the informed and the uninformed so we need to make sure that the you know the other you know 80% of the of the of the residents in town have some vague idea as to what the I say the plight of the scene is or what the the situation is with the seniors in in town so I think we we we we all every one of us whether you're on a working group or not a working group if you're a member of this committee you have an obligation to be kind of pounding this information every time you talk to people You' got to be very outfront and very visible I don't know how else to to to put that any other questions or comments or concerns about what Manny what Jack went over um one one comment Jerry that um Deb brought up impact on tax rate and so forth I I haven't gone and looked at it but 35 bucks sounds high for 250,000 but my point is the the mass.gov website that Greg sent us a link to at the bottom of that website is a tax uh I won't get it right but it's a tax impact calculator so whatever number we come up with with 250,000 we can go in and actually figure out what the tax impact is okay perfect perfect and we need to be able to turn that around you're right it's it's relatively small dollars comparatively speaking to the bleaches or some other projects you know granted they they all add up but we got to make it so that the senior center looks like the extra cup of coffee at Dunkin Donuts in the morning that's the cost it's got to be related to to something people do you know daily or weekly you know um and make them think that way because you don't think twice about that I don't get my coffee I don't think twice about what that costs I should because I could probably own a franchise with what I've spent but aside from that I just did some quick math and I I won't stand behind it because I need to go look at the calculator but it looks like it might be three bucks your tax okay three bucks okay my one cup large don't go quoting me Jack said it was gonna be3 folks is that a small coffee nowadays well I pay 379 for my Lodge just so you know and I get three of them at a time but anyway bad habit bad habit um what was that never mind good maybe better I didn't hear it um any other questions concerns on that input go ahead Paul uh what Jack what's the date of the Quad board meeting after the one on July 30th I missed that okay it the quad board meeting is July 30th the second one is not a meeting August 6th is the deadline which is probably a select board meeting for accepting warrant articles for the fall got it and excellent point you just said the a couple of magic words I was thinking about a while ago and I forgot when you said select board we need to continually make sure that when we're talking to any select board members because we are a a a subgroup to the select we're supposed to be making a recommendation to them uh you know we are not an entity in and of ourselves we're somebody who's supposed to be giving guidance to the select board so we need to make sure that the because there a strong influence on where these priorities go and what does and does not get to you know to to town meeting or get support of a town meeting so we need to make sure that any of us who talk to any select board members uh that they're on the side of the seniors yeah you know and and and a public are willing to state that I know it's tough because it gets into you I think somebody said earlier you know politics uh you know do you support the schools you support the select board you support the DPW which where do you go so anytime we're having a conversation with a select board member got to make sure that we're trying to figure out are they supportive of this because we are their subgroup and we're going to be telling them what we think they should do yeah the the other thing just some already know it but July 1st starts a new fiscal year for the town Jeff Swanberg is now chair of the select board Chris Silva is not and it leads jery to a conversation we need to have here um we need in order to approve at our next meeting in two weeks a agreed upon draft warrant article formatted with numbers yada yada yada is that the finance working group yeah for the most part I think that's the finance working group that's the group that's got the most information to date without trying to bring others too far up to speed to get that work done I I think we can do that well the time frame to do it in order to get it in front of the full committee for a vote on the 25th means we have less than two weeks to do it y yep I know I don't like it but well but I is what it is yeah it is what it is and Linda I think has said it a couple of times in the finance kind of meetings that we don't have to have precise numbers but we have to have numbers that kind of get us what we need and get us into the conversation so forth so and frankly be explainable right yeah so if we we're we're in with a number of 250,000 it turns out to be when we actually go to meeting and the article actually is stated 235,000 yeah excellent but it can't be 250,000 all of a sudden come back and it's 700,000 that's not going to work but you're right we we need that the ballpark numbers but we need that the wording and reasonable cost figures in there and have accounted for all the things that fit up fit out Staffing uh you know whatever else is is necessary okay we we need to have all that and Jack's right got to have that down the next two weeks we meet again on the 25th so we've got our work cut off for us any other questions concerns or anything about that uh let's see there is at least I am unaware of any new business if we stick with the agenda I am unaware does anybody have any new business that they need would like to bring up uh to this full committee I'm not seeing hands I'm not hearing screaming voices um I would say I would open it up for public comments I don't see anybody from the public dialed in at the moment which is good and bad I mean the good is I don't have to entertain public comment but the bad is there's nobody from the public listening to this meeting that's sort of not good um I'm just curious we have a participant called re I meeting nose what is that I was assuming that was something that Steph is that from you or not no it's not me I don't know if it's from Zoom for the recording I've never seen meeting that eek yeah I I don't know what it is oh no it has a button beside it it says recording so that may that may be a zoom thing where that's how they do the that's the that's the recording yep yep yeah because it's moving every time somebody talks it's it's flashing so well somebody's recording us anyway I don't know who WM yeah WM perfect do they have money no not yet uh okay so we don't have public comments um I guess uh let's see it's 802 at this particular juncture if there's no other additional information or questions from this committee I would entertain another uh motion and that motion to adjourn the meeting at 802 perfect thank you any second all right a second let's see by a roll call second right we go Mary is not on Paul yes Mark yes Jack yes maranne yes Deb yes I'm a yes yes Josh is not here Dan's not here Amy yes thank you Stephanie yes sir perfect okay folks this is a good meeting tonight thank you very much
