live from a frozen Miami Beach uh I think we have our certainly our coldest day of the year thus far even though we're only uh less than a month in um but this is uh our last meeting of our current makeup of the committee I just want to let my colleagues and staff know how honored it is uh to serve with you all I've had enjoyable times though we don't do this for fun I think it's important that we all enjoy what we're doing but it's been a pleasure serving with you all and I think we've done a good job um got a lot of important items on we've been uh cost cost conscious with our budget and uh look forward to continue working all together um staff thank you very much uh whether it be the staff that's up here or the staff that uh is in our meetings all the time hand it over to our City attorney and our CFO to get things kicked off good morning today's meeting of the finance and economic resiliency committee has been scheduled in a hybrid format with a quorum of the committee physically present and remaining members staff and members of the public appearing either in person or virtually via zoom in order to participate in today's meeting virtually members of the public may finance uh budget ones uh which are actually commissions the whole will be staying in those dates but the June une FK meeting will be moved to Wednesday July 11th June I'm sorry June 11th uh July will move to Wednesday July 16th and October will we move to octo Wednesday October 15th the September one uh was unable to be moved due to constraints with the number of dates and religious holidays so we're going to keep that as is but when they make that as a an announcement that'll be put out on the permanent record and uh Natalie will be uh sending out those meeting invite reminders for uh staff and for the commission uh reminders and that is the last announcement excellent thank you we do not have any time surgeons is that correct correct okay uh why don't we get started with uh nb4 um I know both of my colleagues uh vice mayor bot uh this has been near and dear to your heart and commissioner Rosen Gonzalez I know that this has been a longstanding priority item of you uh commend both of you for being so passionate about this um and moving this forward uh so let's uh discuss what programming here could like I'll turn it over to you vice mayor bot thank you good morning everybody so yeah this is um really a victory for the city as a whole in the community in particular um a a historic um significant architecturally and and historically building boy that was convoluted syntax a significant a historically and architecturally uh significant building in the heart of the South Beach neighborhood uh um that was built literally to serve uh the changing demographics of Miami Beach in the 60s and 70s and has done just that has been saved from the chopping block and not only save from The Chopping Block but also um is going to be revitalized uh it is in excellent physical condition it needs a a new elevator but other than that it's pretty much ready to go so there's not um a big uh Capital needs infrastructure kind of um cach infusion that's necessary it's really just how do we use the space for the greater good and that's what this item is about so um we um thanks our colleague Alex Fernandez and uh our colleagues on the commission um had a um open house there where neighbors came out not just from the immediate vicinity but from all over South Beach which was really fabulous and um there were hundreds of people there and the same ideas kept coming through so we know that we have built what um you will hear based on consensus from what the neighbors want to see and feel that they need um we've also Incorporated some ideas on how to um expand facilities for some of our uh staff uh specifically for the police department uh which will also allow them to um enable uh the Police Athletic League activities like boxing and training like those sorts of things to happen there as well and to also have more presence in that neighborhood in a in a beneficial manner so um Jason I think if I can turn it over to you to um to walk us through how we're going to look at the space and um what we're envisioning that would be great sure so we recently approved a Southshore Community Center committee is that I mean are the I thought that that community-driven initiative was going to weigh in on you know how we program this so my understanding because I had that same question um of our colleague who sponsored that is that it's more about the activities that will be proposed there not the functions that will be set up there so somebody could say you know what we want to do um we want to have salsa lessons on a Tuesday evening after dinner and so and somebody from that committee would bring it and then it would come through the city and we'd figure out how to make that happen or um the committee would talk more about programming um events and ideas as opposed to who's going be using the space okay that's fine then but I have one real worry about this plan which is that we funded for this year the senior lunchroom correct and it's going I believe it's out in procurement right now or we're going to approve the initial RFP on that this upcoming meeting and with the way that um this is being designed you're going to have to reconfigure I I don't like the fact that we're moving the seniors into a windowless space um they've always had windows and it's really just a lunchroom so the rest of the time after school could be used for the children and I don't understand why we would take them out of the beautiful space that they always had in the past preco and move them into like a kind of Bunker style environment I I I don't think that that's right and um I could take it to the Southshore Community Center committee um but I think that they deserve to eat in a naturally lit filled room that's the whole beauty of this and that's why they had the administrative offices in the center so my question is how could we reconfigure this so that number one when that RFP comes back we can immediately open the lunchroom because the tables and chairs are there um I don't know Facilities Management has that information but we had the tables and chairs correct for eating yes I'm getting a nod so I would like to immediately open it I don't want the center to be while you're doing that construction here's my ask immediately open the lunchroom when we get the RFP back um whether it's Jewish community services that is offered because we have 150 seniors that are on a waiting list right now that are not getting fed daily 150 okay um can they at least while you're configuring this windowless space that we're proposing for the um can they eat in the space with the windows that doesn't need any construction until the other space I guess is is reconfigured I'm not happy about that well so I would I would suggest that we um ask it's a very valid question and I suggest that we talk to um Alba because I think she had some thoughts on this um and not to put you on the spot but I'm sure you have some rationale and maybe it's a discussion point but I agree I mean if if we have um a vendor who's ready and we have the the facilities ready to go like you know if we end up moving the location of where the food is served in six months or a year or whatever that's not a big deal but there there's no reason to wait in my view so good morning ad office of Housing and Community Services yes we have been working with our procurement Department to hopefully now on February 3rd be able to release an ITN an invitation to negotiate with different partners and see what we get back um from the different providers who may be interested in operating the meal site um as in reference to the space what we thought of was the ability of having not only the lunchroom there but also since it does have space for offices it includes the ability for the seniors to be able to have that ability to reach out to the county who's there and different other providers in the office space so in case they need to tap into any additional resources they're already there plus that space also has the front side of it so we were looking at different types things that potentially we could do um in the future with it but if we do get the ITN and the different providers are ready to go I'm sure that we can explore different options if I can commissioner if I I'll go through okay my top priority is that when we get the green light from I don't know if it's going to be Little Havana or Jewish community services that we immediately put out the tables and start serving me meals to the 150 people that are on the waiting list that and then if I may that that is Our intention and I was going to discuss that during a presentation okay because technically if we put this out in February you're going to get it back when um I believe 30 days from 30 days I would so let's say that we approve this in March we get it back and you know oh there it's JC JCS used to operate it I don't know who's going to win this RFP but let's say that Jewish Community Services gets it then I mean April 1st I I would like to however because my big fear is that it goes under construction for a year and now we got 150 seniors so that's as long as whatever we choose to do today I would like a commitment I would like and I'd like the commission to make a commitment to just put the chair giving out the food I think you've heard from all of us that we have that commitment it's not going to go under construction there's ample space to provide lunch as soon as we get it wherever it may be even if it's not its final home um and there's room and and time to figure out what what the space is and I I do like the idea of having um you know all these Services sort of surrounding the seniors so they just get up from their their lunch conversation and they can walk into this office and into that office and get things taken care of but but that doesn't mean that that is how it has to be like it's it's a cool idea we'll figure it out I think you have everybody's um will have everybody's support to to get that going there's no reason to hold off on it so um I I would say let's move forward and hear about about the rest of it okay thank thank you um so just to start so as the commissioner mentioned that back in October there was an open house where we solicited comment from the surrounding community and residents about you know some of those uh ideas and things that would want to be put in there and they came back as kids programs kids camps uh seniors programs uh things along those lines including um some Police Service police substation which was interesting so if I can we when we looked at this and you see this here and kind of the mapping of it the way I looked at it was the ground floor and three I'm calling it total of four quadrants in the building uh you have the one easterly quadrant which is currently occupied by the uh rainbow decare that's there and we're not going to touch that and and really can't because of various reasons you have that Central Square which currently provides a lot of services that are kind of in Alba's uh wheelhouse with community services and Senior Services already because it's a number of U kind of ringed offices but it's severely underutilized the space that's there and then you have the large Auditorium the big large open space which we're calling that kind of Western quadrant and that second floor quadrant which is a big open space so how we looked at this and I and I you know the city manager had tasked me to look at this holistically across all the different departments and all different areas of the city and where we came to and we kind of already touched a bit about that was we already have uh two commission resolutions here to to to support one is the funding for the $175,000 committed to this fiscal year to open up the new or reopen I guess the senior uh meal program and a separate resolution which was to uh run a summer camp out of there now one thing we talk about the second floor is something we prefer especially with just the one elevator is we don't like as I in talking with Alaba and Parks we don't like children and seniors to have to walk stairs just for various issues if there's it on so we want to do our best to keep those programs there the the parks programs really need large open fible space what's very nice about this is the kitchen facility both Services the auditorium and the central area in talking with Alba and I know she's been talking with facilities we do strongly believe that by the time that this RFP comes out uh for the senior meal program that we'll be able to operate immediately in that Central Area most of the Central Area space that would need to be taken down are cubicles which are can be done in one day uh there may be some work on the bathroom so within her the already appropriated we believe that we'll be able to do the minor renovation work that would need to be done to clean that up re be reffi this would task Alba to be able to interact with the county some other agencies to move them around more efficiently and actually have additional space because there's a lot of offices which is perfect for some of the additional programming that Alba may want to bring in service providers and as Alba in touched Not only would there be internal space for tables to run the meal program there's some opportunities outside in the open air there and that that courtyard because you know when you go in It's All Glass when there's that reception area we don't need that anymore so that's going to give the Alba team the ability to the windows yeah yeah yeah exactly and an outdoor an outdoor space possibly we're going to look at now the summer camp program is all during the day which would include lunchtime which is also taken that into account one of the important things again by commission resolution I need we need to fit both of those programs in there by putting the uh Parks programming in the auditorium space we can run all those summer camps after care camps and this is where uh as you had brought up there's the committee which will get into the details of you know reading classes or Zumba classes or or things like that that'll be their thing to flesh out with those service providers of how they would like that to run what we're hoping is and then also because Parks will be using it mostly during the day in the evening there will be opportunity to do more adult related activities that could be run through Parks uh in that space but also for Community meetings and things like that so we believe that this solution about having Alba team in the center and that's that's kind of the in the conclusion page that the ground floor Central quadrant will utilized for the Housing and Community Development Department to run a senior meal lunch program social meeting space and the work with the existing providers and new providers really to to on efficient use of the space the Western quadrant by uh parks and recck department for year round programming including the you know the 80 plus person summer program and then the the the the top would be utilized we recommended uh and based on community input a a police space for training not only for training of officers but for community events so it host community events they would be able to work with pal to have them working there there's the women's self-defense classes there's the citizens police academy and this would also have some permanent police presence in that neighborhood um that is a little bit longer term one that would revolve more dollars doing more renovation on that second floor but we're actually already in the process of completing ANC to the state to get a 50/50 match on the state appropriation request to help build out that space to make that make that budgetarily l a little bit easier um it would also require on the summer camp program to come back with a budget amendment if this gets endorsed here as presented we go to commission to get the concept approved and then we would come back with the budget amendment to give the dollars both one time for some minor renovation work uh Le less than about $100,000 one time for parks to do some renovation work in that main Auditorium area and the revenue and expenses would take to to run that summer camp because the commission has already endorsed that concept so we believe that we have a very viable option that brings seniors and Community program space it gives parks and it gives a police presence we have a police also Run summer camps too so it's it's going to be if we endorse this and move forward on this now because we really want to do this now to be ahead of the budget process to be ahead of the summer camp Pro process and to be in a position if this gets endorsed because Alba's team needs to know really where that location's going to be for that ITN so that they can have that setup we are we're in a good zone right now so we really are hoping to be able to get that endorsement today go back to commission as soon as possible to get that closed to get that this recommendation approved and we'll be able to to move this forward as soon as possible to the chair yeah if you wouldn't mind just one quick question Alba um the senior lunch in is it can anybody go or do you have to be registered and where I'm going with this is given that we're going to have an overlap with the summer camp just from Safety and Security protocols um it through the by the provider that's selected right they would probably have to do some registration format and it would be specifically for Miami Beach clientele a specific age range Etc so yeah that's already worked into the ITN but because they are the provider would also have to think about future funding there could be additional um sections that they would put you know one thing that would be super cool for lack of a better word is after the senior lunch in during the summer camp program to have some sort of a partnership reading program that's in place uh it would benefit um the youth uh by having one-on-one kind of uh attention but I've also seen some of our seniors uh are lonely and don't have that uh human interaction and when I bring my daughter to the senior events I see their faces just light up so to be able to provide that on on a you know daily basis I think really uh is a great Synergy there something that we can think about if I can uh chair that that is those are the kind of Concepts that intergen intergenerational um movements together um that we're looking at we have the child care we'll have um you know a little older children in there and the seniors in there it really could be something quite special and we really did put a lot of thought into this and that's why we went with the ITN model so that when the providers write us back we have the ability of saying you know what can you provide us that would be Innovative intergenerational and and new and it's not just meals too you know it could be we've talked about you know having it set up for for games uh you know watching uh uh Nolla uh running bingo so it doesn't have to just be they're coming in from 11: to 1 to have a meal we want it to be an all day community space for seniors while you're having children in summer camp so those things that you're talking about chair are perfect vice mayor bot then commissioner Rosen Gonzalez and hopefully we can move on here right uh and then I also want to hear this with the summer camp as well John if you want to add him but vice mayor BL thank you yeah and I love that intergenerational there's so much data from all over the world that it just it it's so beneficial for everybody involved so definitely more of that and I also just wanted to put out there since he's not here to to speak about this um the late art Martino was thrilled about the prospect of um having more room for pal activities specifically for boxing he was his eyes just lit up um because right now now that is such a a an important element of what pal offers to kids and it is so formative for so many kids and right now there's no space to do it in Miami Beach they literally have to drive across the 79 Street bridge to a facility so to be able to bring that offering back to our community I think would be really it is very important and it would it would just um it's the right thing to do for a lot of reasons but now more than ever so let's um keep that in mind so thank you and if roosing oh sorry oh um just just a few questions ala and Facilities maybe do you guys feel confident that you can prepare that area in a couple months is it the central area with the cubicles oh no I thought you meant the the auditorium the auditorium is ready to go I just worry about this Central Area I the central so we're going to put them in the auditorium until we fix the central area can we agree on that because I mean the summer camp isn't going to start until June if if I may um the central area does has been identified about $100,000 worth of onetime uh renovation work that Parks has identified to be done in that area so we bring that that a budget amendment to get identified and then Parks will work for facilities to make that work happen in the auditorium so it's up and running for by June uh but the Central Area itself is already has dollars the $175,000 would be utilized to get that space ready and upon Commission approval they're able to rock and roll on that kind of concept and a lot of it is really just taking down modular cubicles which could be done in a day so uh other than may be some bathroom Renovations and we just had some done here it took less than a week I don't see uh an issue with this being up and running and ready to host the provider by the time this contract is executed okay okay and so you see the contract being executed by when it's uh the ITN is actually not 30 days it's 45 days just advised by procurement um um but after that shortly thereafter our hope is that we're going to get a provider that is is very burs in doing meal sites and that they should be up and running ready to go sooner rather than later and we'll do the prep if I may we'll do the prep while that procurement is out there we'll we'll be working okay immediately good so it'll be simultaneous um only one more question and that is once we choose the provider how does this get I mean the commission funded it the first year but how do we continue the funding for the senior programming will they be applying for it and that's what we're also going to be exploring through the ITN when we get um when we receive the the proposals back is how do they plan to refund this and hopefully if it is a provider that has done this multiple times I'm sure that they have different uh places that they've gone to to be able to get dollars from yeah and by the way these providers they don't only just provide uh food uh they have Psychological Service like they have the therapist on board they do they uh programming dancing exercise for the senior it's a whole uh it Bruns the whole gamut sometimes they take them weekly to like Walmart or they have like you know or they take them shopping so it's like it's I I I was at um the JCS facility about a month ago and I was really so impressed with not just the food that they provide but all of the services and I know that Little Havana does a good job too and I don't know who's going to who whoever it is I don't care who we choose at the end of the day but I just wanted to make sure that okay so will be funded simultaneously we're going to do the work and we're going to get it open I just don't want to kick the can down the road when there's you know people on a waai and that's why you know I spoke with the chair that we really wanted to have this item heard today we can get rights to commission we can get this rolling but we're ready to make this happen and execute okay so so if if I would if there's no questions I would entertain if possible a motion to approve this item as presented and return the commission and I'll second uh all in favor I thank you very much John do you want to come up will hear the companion item for the expansion of the Summer Park oh if if I can actually they were heard simultaneously and the motion would incorporate that that concept the the commission already endorsed that item because it was a dual referral I think to neighborhoods so they actually already endorsed that by endorsing this item we return to we would um parks would work with the budget Department to return with a budget amendment uh to appropriate those set dollars and the thought is we'll be able to have that for this Summer that is that is what what our plan is that's fabulous which is also why we wanted to get this moved out of committee today thank you so John if we have Parks um if if we have like certain camps operating out of the seser community center are they going to be like allp purpose camps where like they go to the pool Flingo Park and they go play stuff or they just going to be there and it'll be like different types of camps like chess camp or you know stuff like that like what we're planning a traditional camp and with flamingo park being so so close there'll be some opportunities to do short some field trips to the pool and whatnot all right I'm super excited about that I think it's so wonderful for the neighborhood yeah it it's fantastic thank you for your support thank you isn't it nice when you fight like a dog for a long time and you win and you get to do something that's significantly good for the greater good it's just like what better job in the world is there yeah it's like a miracle i' had given up so this is the all so positive I I can't believe it I was gonna say pinch me but he might pinch me really hard so well teamwork my hands are still frozen from outside so I wouldn't be able to Teamwork Makes the Dream work so love thank you thank you commissioner Fernandez I mean you commission magazine you came on board you know at at the end has not been easy but uh I know it was important to you all I wanted to get behind and support when we had a comprehensive vision and now that we were able to want to put the the carp for the horse but you know find an adequate solution for the fire station without interrupting uh the parks and activation I I think it's a win-win yeah that's the only little bump in the road but we'll try to find the best solution it's it's a tiny bump it's moving forward and it will not impact the park the track and field speaking of moving forward let's do it um I I want to hear some items uh given I have uh both of you uh still on the committee um that are near and dear to both of you so uh vice mayor Bob would you like to hear the Byron Caro oh yes please that is good morning Mr chair Commissioners um danieli facilities and I'm sorry let me just announce that item which is which item is that 21 yes sorry mb21 discussed the status of the Byron Carell project and the structure for contemplated rfps uh item mb21 so this is um another this is going to be another huge Community win um for this site in North Beach that has been um that languished with inattentive care for a long time it limped along and finally gave up and uh um we are now going to Rise From the Ashes like an artistic Phoenix and provide a Complex Community Arts Center um that will increase the draw to North Beach Beyond just the band shell and the the private galleries that are there that are world-renowned um and will also provide affordable housing and something with that combination does not exist in the country right now to the best of my knowledge and we are going to be the leaders on making this work the the rental income will help subsidize the funding for the Arts and what is provided to the community and it is a complicated bear to figure out and we're very happy and lucky to have Daniel leading the charge um so I won't even begin to try to explain all the machinations of what it's going to look like that's on you but go this is going to be a huge huge win again for the community thank you so much commissioner Daniel facilities and Fleet uh here to give an update on the Byron Carlile um as commissioner bot stated there are a lot of moving pieces to this and uh we're towards the end of a very important initial stage where we're defining as a city what we want out of this Cultural Center So eventually we will enter into an RFP with a developer and the developer will go out and bring us what they want but before that we want as a city to be very prescriptive uh and precise with what the city expects out of this deal um in doing so we've hired AMS uh Consulting planning and and research to help us uh make that Vision a little bit more tangible uh we are at the final stages of our engagement our initial engagement with AMS they've delivered um a recommendation for an operating partner they've delivered a building program and a first cost estimate for that building program uh they gave staff three options on January 8th uh the first of which delivers everything that was needed from the anchor organizations that were interviewed in this process uh there is one bit of a challenge as an operator uh you would have to program this version of the of the cultural center very sequentially it wouldn't be so much as a of a hub with um with simultaneous activity going on at once it would have to be sequential you load in a show you do a show you load out a show you load in the next one so there would be a lot of dark days and days without activity uh that's the first option and that one was the price for that one total project cost came in at 39 million so the second option Builds on that one it uh the The Studio Theater in in option one is a 250 SE theater it jumps up to 350 seats it adds a dedicated Cinema there will be classrooms there will be rehearsal studios there will be um a lot of activity space there'll be an event space uh for exhibitions uh a warming kitchen so this this now becomes that Hub that we've been discussing of uh cultural activity in North Beach so that's uh option two and that one has been priced at at 46 million which is obviously higher than the 30 million that we have allotted currently uh option three is all of the great to haves it is everything we want and future proofs it for the anchor organizations to grow into um and that one has been priced in at 74 million now that one is is a stretch uh it would be more than what we wanted but I think in in discussion the the truth lies somewhere just north of option two and south of option three and that really is going to be determined when we proceed with the financial modeling so in February we expect uh to get a proforma one-year operating proforma from AMS to understand what the cost and revenues are going to be for the cultural center using that now we have a financial picture of what we want how much it's going to cost and how much the operation is going to cost with that we we will draft an RFP we've already started on a draft of an RFP but this information will inform the RFP so we can give the developer a clear picture of what the city's expectations are and what they will deliver uh from that Cultural Center so if there if there are no questions I'll continue all right um so the structure of the RFP as I said uh we want to be clear with what the city expects but leave enough uh flexibility in there so that one it's attractive to developers and two uh they can add value to the to the project uh the finances are all sliding scales there is going to be a gap as we we've identified uh whether we Engage The oper in partner which uh AMS has recommended we we speak to the Friends of the Byron and engage the friends of the Byron as the operator um in the development stage of this project the friends of the byrin will come in as advocates uh as fundraisers uh as uh an advisory committee uh community outreach uh organization and as part of that there is the ability through philanthropy to try to close some of that $16 million uh Gap um and if uh actually my uh I should go back and say the staff steering committee when AMS proposed the three options we saw that option two was the best model to follow to get to continue the bearing for this project uh we think it's probably the the right mix of financially realistic with everything that we want or everything that we need a lot of the things that we want and delivery of a cultural center that really will be useful to the community and the anchor organizations so as we prepare to put out the RFP there will be quite a bit of financial analysis as to where the sweet spot is and what our options are for funding this whether it's state grants federal grants uh addition money from private donors uh all of that will be on the table there's also really negotiating the value with the developer there is uh some amount of money that the city has set aside for Workforce housing uh which will be part as was said of this project we can leverage those funds to deliver more Cultural Center potentially but all of that has to be visited during the financial analysis which part of that is uh We've engaged pfm to take a look at at some of that so uh with that the next steps is uh to analyze create the RFP and then decide uh if the what version of the RFP we're happy with and and put out and uh and we go from there really what what this brief is for is to make sure that we're on the same page and there are no changes that in the the path that we are uh pursuing or if there's any other Insight or questions you need us to to answer Voice May bot turn it over to you to see where you want to take this but is is there an Ask today besides moving this forward the the yeah so we we actually picked the option so you want finality of what option going forward with today yes that's that is the big one today make sure that we are on the right track with choosing option two yeah I mean I what I don't want to see is have us be short-term thinking about this um and say well we'll just skate by with the less expensive option when we know for a fact that it is the lesser of all three options it will not provide what we have committed to our residents that we are going to provide with a vibrant Hub um we know how much Arts drives Economic Development we've seen it in nor nor beach with his organic growth we saw it um you know we see it anytime that we do um music festivals or the South Beach jaaz Festival where people come in for events outside of the city so this is not just for our residents while they will get the maximum benefit from it because we're going to have after school programming and a recording studio for our students and you know um places more places to do things where remember North Beach doesn't have the new World Symphony facility or the Filmore facility there there's almost no place to meet for Resident groups um you know we're we're going to be seeing some of that come online eventually but this is um this is something that is a Visionary project for the future of our city in general and this neighborhood in in particular we have whether we like it or not we have um 13 new significantly dense buildings coming up in an 8x6 block radius and those will be filled by at least some full-time residents not to mention all the people who are using the less than ideal short-term rentals that have been provided we need to give folks something to do um this will be an amazing incredibly well programmed facility we've got all of the major Arts uh cultural institutes in South Florida chomping at the bit to be a part of this so it's not like we're building it and and hoping people are going to want to um use it we are building it and we know we've got a list as long as our arm of people who are ready to jump in as soon as the doors are opened so you know we we had talked last year about the Filmore and renovating that and that's you know it was far more expensive for a single use function without the community benefits and and multimodality um that this provides and I think that that going with option to providing that clear Direction and working you know we can't even start the work of figuring out the financing until we know what our our ask is going to be and how we can justify asking for money from this grant or going out to um private donations for that part of it I mean this is this is going to be a major feather in our Collective City's cap and without this clear Direction and understanding that we're we're putting together a real robust facility that is ours in perpetuity um we can't move forward so I I would say let's do option two and after the appropriate discussion I would move it I mean I think the most important thing here apart from getting it right is the expediency of it the S the site has already been closed for a decade um which is way too long and it's blading the neighborhood so I I'm all for option two which is the large theater with different spaces obviously option one with one theater is not an option um so we have that funding gap of like 15.6 million correct but you also have the affordable housing so that brings you to 18 which lowers it a little bit right and I just don't want to get caught up in a big fundraising you know what I mean I want to see a shovel in the ground so I mean we have the money to move forward and like start the building as we if we needed to um with this project I mean like once we just side and you put this out for RFP I'd like to see a shovel in the ground like within a year you know we have to be really we have to push this for Daniel because we can no longer have that space empty and you know I the one good thing is the project you know that we that we did do in Collins Park when the shovel went in the ground I mean like six months later it was built so I you know I think getting the shovel in the ground is the most important part and you know what if part of is unfunded we have a couple of years to make up that funding right Jason yeah so I'll leave that to Daniel um so the funding for this is going to be a jigaw puzzle and there are a lot of avenues to to supplement the funding on this part of it is once we Define what we want and the resources that we can you know the land being one of them the $30 million for the cultural component is another the $4 million up to I'm sorry up to4 million dollar for the workforce housing is another uh uh private donations if we were to engaged Friends of the byin uh is another these are all things that we put towards the developer and say this is what we're bringing to the table what can you bring to the table and a developer may say you know if you can contribute $4 million to the workforce housing potentially we can offset $6 Million worth of costs for the cultural these are all the the negotiations that are will happen once we Define what we want and what we can bring to the table so uh and and to speak to the expediency I I couldn't agree more uh I we're treading very carefully right now uh because we want to be very clear with our expectations this we went into an RFP for the Byron a few years back and I think part of it was the the city did not prescribe what it was that was expected and the developer came back and it was not what anybody wanted uh so we want to make sure that when we go to RFP we're very clear with the developer these are our expectations and set it up so that one if there is interest if we get multiple uh biders on this that we have thought out the the process well enough that there will be I'm not going to say no surprises but less surprises one other thing I would add is that I don't know what the average uh what the minimum unit size in that area is but I don't think we should be building 387 square foot units and charging 2500 bucks for them I mean I think that if the city is heavily subsidizing this and giving the land we need like a minimum unit size of like 550 square feet at least that way you know you're working with this developer in the city of Miami Beach and you have to make it like affordable I think that's really key look and see what's going on in Collins Park which is really not affordable I don't know if R bre Len has reached out to you but he reached out to me about it and he was very upset about the prices um that servas is charging $2,500 for 387 square feet that is not where we want to go in North Beach right and not what anyone is going to pay because I have to tell you $2500 for 387 square feet they're going to go to edgew they're not it's it doesn't make sense um so you need to we need to put in what our expectation is and and in terms of what the unit size is going to be and what the average median income is and you need and you need to specify this in the RFP and if they don't want that then we don't want them and where will we come up with those terms because those are great suggestions I know uh when I spoke out against the initial iteration years and years ago it was about having the short-term rental component actually included that that just made no sense to me that we were going to try and do something under the guise of Workforce or affordable housing on city land and we're going to allow short-term rentals but I don't know if this is the form where we're sitting here mapping out the different requirements we'd want to see in an RFP what is the proper time or format for that so those have already been determined uh the North Beach CR uh when they put their support behind the workforce housing they specified no micro units no short-term rentals so uh where we land in term of definition of micro unit uh that will be vetted uh during the RFP process and we can come back and and suggest you know what okay so before it all actually go out the market we can have a last glance at the terms yes yeah by all means um also the so there's a couple definitions that we're working with and one is the the workforce housing which is up to 120% um of Ami uh there is affordable housing which has not been considered for this project yet but could be on the table and does open other federal and state um financing options and that is uh between 60 and 80 I believe it's under 80% Ami and Daniel how does it work so okay if you can go up to 12% Ami just for Simplicity sake let's say that equates the $2,500 as commissioner Rosen Gonzalez pointed out it's happening in Collins Park uh maybe the issue isn't that there's units for $2,500 but it's what what you're getting for that $2,500 right so maybe that is listen who are we to rewrite what area M Ami is but it's what you're able to receive so if we would essentially um put a floor on the minimum unit size maybe we feel a lot better if you're getting a 550 foot unit for $2,500 there's no kind of like uh sliding scale for unit size versus your price correct so if we would essentially put a floor on minimum unit size that one bedroom would still have to be let's use that as an example of $2,500 because that's 120% Ami I will be educating myself on that just just just to give you an idea I leased out an apartment behind the bass um last year uh I think I we did a a full year lease on that apartment I think the apartment was 750 square ft and I leased it out for the entire year $22,800 per month in our place where we gave the land and we gave a $10 million subsidy a 500t unit is is going for what recal over 3,000 $3,500 so what we've done is we took our public money and our public subsidy and we invested it over there in Collins Park and something that is not only affordable but is more expensive than the surrounding areas I I I don't know if we're going to be able to adjust these prices I don't know what our what we can do about this but I would find them in violation of of some sort of agreement if this is what they're planning on charging so good morning recel Williams assistant city manager I just wanted to add a little color to the discussion as it relates to the Collins Park artist Workforce housing project so the lease stipulates that the uh Ami level for the project is 120% however in future years the project can be adjusted to go to Ami levels that are lower so 100% Ami as a oppos to 120% Ami uh HUD and the Florida Housing Finance Corporation each year sets the Ami levels and the income levels for the households there's no unit in the project that will be uh that will have a rental rate that is above what is stipulated by Hud and Flor Housing Finance Corporation the units are all above the minimum unit size required by code so for Studios we have anywhere between 4 and 188 486 ft for one bedrooms 481 to 513 Square ft and for two bedrooms 695 to 87 Square ft the rental rates range from 2300 uh at the studio level 2500 and 3,000 for the two bedrooms can I just ask like a mechanical question of how that works so if you are capped by 120% Ami and that's for one individual right I think Ami for a single person there 79,000 so 120 is like 94,000 something along those lines can they price a studio as the same as a one bedroom if there's a single occupant in either one how how does that work so this is all based on household size so let's say you have a household with four members in it they would look at all the incomes generated from all the members of the household and those limitations would dictate if you were eligible to rent that right but if I'm just one person right um getting a studio versus a one-bedroom I'm sure there's a price differential right what what kind of dictates that because if you're capped at 120% Ami are are we saying there's households with greater than one person in the one bedroom and they get preference there how does that work where if cap it say paying $2,300 why would I get a studio versus a one bedroom so if your level of affordability allowed you to be eligible for a studio versus a one-bedroom that would be on the household to determine you know which unit they'd like to be in and just as a reminder uh there is a preference established for the project that includes artists Educators city employees First Responders the first four words out of your mouth then I go ah okay thank you um hand it over my colleagues so I I you know I think this is a very important discussion I I would like to take it out of today's vote and and move forward with the portion that you need to to um proceed with which is option number two and have you guys come back uh before us with the data and I know there is concern about what's going on in Collins Park I've heard it from a number of people um I thank you Ral for coming up and correcting the the fact that's always important but you know the goal is to have truly um housing for the missing middle um or attainable housing and it it is incumbent on us to be clear about because there are many different kinds of Workforce housing so there's affordable housing there's the missing middle what what combination of which price levels are we going to be building for what can we afford to build for can we do a little bit of two or three kinds so there's a little bit of everything and how big can we make the units um we're not going to have the amenities that everybody else is going to have we're not going to have gyms and swimming pools but you're going to be in a brand new beautiful um building that is on top of one of the coolest Arts complexes in South Florida and in the middle of of of North Beach and blocks from the ocean so so there there are different kinds of amenities hang on one second please so I want to have this conversation I don't want to derail today's vote with this conversation because I think it it deserves um more research more thought and and a you know a robust inquiry into what we're going to deliver from that um I know you need to do that quickly because it's going to inform the RFP but I also know you're going to be working on the RFP for a couple of months so maybe we could um bifurcate this discussion and move forward on um giving you direction for option two and ask you to come back at the next month so continue this to the next month to have a more robust conversation about the um housing part of this and what is the the best combination of factors that we can put together to make it work and to be eligible for the maximum number of Grants etc etc can I can I just say one thing if the housing portion and not only did it in colins park did I lease out that one unit for 2800 that's far larger than what we built but um on Pennsylvania 13th I recently leased out another unit that was um $1,900 per month and that was around 650 Square ft if what we're building is more expensive than what currently is I would remove the workforce housing portion this is I you should not we should not move forward with the housing portion of this unless they are going to guarantee that they are going to be below the market rate because that's what the whole point of this is or at the market rate why would we give them land and then subsidize them and then have them produce housing that is smaller than what is available at a higher price per square footage that to me doesn't make any sense because I would rather take that money and buy existing units just listen I would rather take that money you want to want to do this take $5 million and buy 20 30 units in North Beach which you could which would be larger and you would get a better price per square footage we would get much more bang for a buck and you would have the entire Baron Carlile built at a much quicker pace so you can't move forward unless we say in this RFP that we're not going to get that that that we want what we that what we want and that and and you can't because you're going to if we're going to put down what the reality of the situation is and the developer is going to come back and he's going to go nope and there's a reason why they want this lease because it's I what I'm telling you is what happened in Collins Park I I'm I'm I'm not very pleased with and so um you know spending our money this way because I think let's say we had sold that piece of L just list let's say we had sold that piece of land and taken $10 million how many units total did we get in Collins Park 80 number of units at kin Park 80 okay had we taken 20 million bucks and bought existing units we would have gotten larger units okay at a better price so that's what we're facing right now if I may and by the way um I went on the website I actually looked there was no misinformation initially it said 387 Square fet it did not say 418 square feet I just want to correct what I read because I I don't know why I remembered it perfectly but it was 300 87 sare ft and the price was um $2,500 so now the price has become $2300 and $418 square ft okay there might be a little discrepancy there but what I read very very clearly was 387 Square ft and $2,500 so some I something something isn't right I would like to go in and measure a unit and see what really is is it 387 squ ft because we invested a lot of money in this or is it 418 Square F feet and why did they have the 25 $500 price and now you're quoting us with a $2300 price I just would like to understand what's going on I think I read it I think I read it in a city memo well I'm not sure of what discrepancy you're speaking of but I do know that when this lease agreement was contemplated by the city commission at that time we were quoting Ami rates during that time so that gets adjusted on an annual basis based on what HUD and the Florida Housing Finance Corporation said for that particular year so it is very likely that whatever was put out there in 2022 2023 and even more recently was different than what's out there now because the rates have been set at this point now that they're ready to lease up that's so commissioner I think you bring up a good point that some of our housing and our historic neighborhoods because there's limited price elasticity in a 500 foot unit I'm going to venture and guess that those were probably built in 1950 1960 along those lines there's only so much price elicity and that's why we refer to it as are naturally occurring affordable housing all occs build evacuation if I may renovated totally renovated units by the way at 1900 I'm not trying to discourage I just want commissioner arbot what I'm trying to tell you is what we're getting I I just don't want I I don't want us to get robbed again and I'm going to really fight for that because what I see is you can find the housing that you potentially might want to build might not be where people want to live and if we could take that money and we could buy real units we're real artists and people want to live why wouldn't we do that well because those units are already on Market so it wouldn't be adding any additional Supply right so if those are already out on the market I don't see what the benefit of the city owning that would be um because it's not as if they're being torn down and converted into something else so there's already that stock so this initiative is actually bring on other housing stocks so just because those units exist I don't think you know we could say well that's the market price because there's also 500 foot units in the city for $6,000 a month or $7,000 per month right it has to do with the type of inventory and the location that it is so I think it's good that we maintain that naturally occurring affordable housing in those historic areas and then we're adding on more Supply because there's a simple rule of Economics none of us can escape right and that's simple supply and demand the less Supply that we have on with equal or increasing demand the higher prices are going to go so to the extent that we're able to take those same amount of funds and add although it's not uh you know a needle moving amount we're starting to chip away at it um that we can add additional stock while still maintaining that naturally caring affordable housing I think that's the best of both worlds because I think that's one of the issues in our city is increasing the type of inventory that we have right we have a very bifurcated Market we have uh anything that comes on at the Ultra Luxury highend and then we have this naturally car in affordable housing um at the lower end and there's you know to quote your term that that we've both have go a lot that missing middle that's out so uh this helping the city subsidize it is providing a type of housing inventory that really doesn't exist in our city that's right and to to me it's not a binary Choice it's not either or if we can add units and by the way I don't know it's not they it's us we own the land our rents from those housing units will help sub subsidize the programming at this facility it's us it's our residents it's our city it's our land it's our facility and so um I I think it's a very valid conversation to make sure that we figure out what the right Rubik's Cube combination is of size and income there are a lot of people who would love to live across the street from a building that's getting you know starter um um micro units at $800,000 a purchase price but be able to rent across the street like that is a pretty cool thing so it's going to attract different people it's going to bring people into the city Who currently clog our roads because they have to drive in and out because they can't afford it to live here they don't want to live in a $1900 a month walk up deep in the heart of North Beach where um you know the the air conditioning is is window units and it's not great like there are going to be it's a different type of inventory that doesn't exist yet and I quite confident that we will will find takers for it and if if I may continue I love the idea of buying uh existing buildings and not demolishing it but renovating them I think that's a brilliant idea because it does preserves the character and like I love it and it's efficient and it's quick so it's not it's not a binary Choice it is additive it's a different kind of housing inventory that does not really exist now I think For Better or Worse the servas model we have learned a lot from from and we can um configure what we want to do based on what we have learned I mean doing something the first time is hard and you know and so we'll have the benefit of that knowledge I really want to move this forward though I don't want to limit today what we're going to do to give these folks the guidance they need bless you the guidance they need to keep working the RFP isn't going to be ready next month it's going to take a little bit of time and so let's call the vote let's move forward continue the item um um call the vote to move this forward but continue the item so you come back so we will have time to have further conversations about the affordable missing middle housing component of this so we get what we need and what our residents deserve without cutting off our noses to spite our faces will you agree to a minimum unit size in this building of 500 feet I'm not agreeing to anything until I do the work maybe maybe it has to be bigger maybe that's not even big enough I agree in principle I will never and I you know people ask me all the time will you commit to X I'm like not until I've read the data not until I've had the conversations asked the questions in principle yeah of course but not until I do my work okay but but that's something that we need to say to this developer we are going to give you this plan we are going to give you this opportunity but that's what next meeting will be about to have those conversations so let me do my work let me do the research with our staff who knows much more about this than I do let us find out what the best possible set of options will be as we are able to put them together I think we've made it very clear that we want reasonably Siz minimum unit sizes and so give us a month to do the work I'm not committing to anything I don't know anything about commissioner if I if I could help facilitate just to think to consolidate because there just two parts and I you know I did discuss with staff so I I think the Hope here is that this item would return to commission with a favor recommendation of support using scenario 2 to model the performer for uh the operating performer and to retain the item and to return for discussion on the affordable housing component yes is that is that I believe that's the synopsis of your your motion that is correct and the RFP terms will go to the when they're final and prepared they will go to the full commission they can yes yeah so commissioner Rosen Gonzalez I think we've given staff clear indication without specifying the exact square footage I'm not in a position to sit here and say well it should be 450 versus 5 versus 550 50 but I think we've been very clear about the highlevel direction that we want to see go in and this will come back to the full commission with those specified terms before going out the market so we'll have you know the ability to sit there and further dissect what those are and the discussion will be more more next month this is a multi-step process as you know but I think as as as commissioner bot by the way it wasn't an arbitrary number I mean I sat there through all these land use meetings where we decreased the average unit size from like 650 Square ft then it went to 550 ft then it went to 450 ft and just got way too small really those are tweaks that need to be made but my point is even though certain developers said you know this is what we want to build we want to build these micro units if we're doing this we don't have to say the same and I think you're in agreement there so I mean I said 500 square feet because that to me seems like you know a but maybe it should should be bigger and maybe there's room to make it bigger I would love to make it bigger but that's why I don't want to commit anything but we I what I will commit to what I've said from day one is no short-term rentals and no micro units full stop and that is it's our property it remains our property and we that we are doing that that is baked in from from the GetGo what what it has to do is compete with the marketplace it has to be competitive you know and so you know if it is going to be ultra teeny then I I don't know I I don't know if the servas project is leased out I haven't seen what's happened at the on the marketplace right now so we'll see I don't know if they're paying for that or if the Miami City Ballet and New World Simpsons actually paying for this housing that's you know that so I mean a a ballerina for example isn't going to complain if the housing's being paid for for her do you understand but also remember we're not just talking about Studios we're talking about putting together two bedrooms like this is a place where people can live this is the vision it's a place where people can live not just come home shower go to bed and leave again we're not talking about micro units this is Community Building yeah I think we're all lined in the macro Vision we want to see we'll give staff the first crackage specifying what those numbers should be right I don't know if it should be 480 500 520 take a shot and tell us why those numbers make sense but I think you have clear Direction up here we don't want to see Mercury units and we don't want to see short-term rentals and we will return we will return to FK uh with a presentation about that that that information so we can get direction on that aspect y but there's a the commissioner has a motion and we have a second on that y all in favor I thank you excellent thank you uh commissioner Rosen Gonzalez do you want to hear your outdoor dining concession uh item um sure let me cue that up that is item nb8 discuss considering outdoor dining concession fee reductions during summer months and fee abatement for new businesses and nb18 you te that up okay so when we did some analysis pulling Mila of course all right out of the mix because I think it skews the data on you know what the revenue is we saw that a lot of the restaurants on Lincoln Road um have seen a decline in Revenue there's some of our Legacy businesses that have approached me and said we need some help in the summer months and while I don't want this to be a permanent I think that while the Delano is closed and the Shore Club is closed and what else is closed uh the Raleigh is being built the all of those hotels are closed and these restaurants some of them that have been around for many years are closing so if they asked for minimal relief in a few months out of the year I thought that that's something that we could that we that we could provide them is it the a large subsidy no but you know what it'll make their payroll for a couple of weeks um you know I think that goes a long way I mean I know we have the other small business you know fund too but it's not a lot of money that's going to go so quickly from different businesses around the city as we become hypers seasonal um until we get that Convention Center Hotel built and until those other projects are online I mean I think they need relief I don't know how you feel about this I think we decided I know that Jason didn't seem very enthusiastic about this but I don't think there's anything wrong with when when somebody opens up giving them an abatement for the first three months because they've already been paying rent and spending way too much time to get open in the first place so one thing that we can offer and we can do right now is say hey we're going to give you an abatement the first three months that you open because we tortured you throughout this entire process let us give back to you that's an incentive right so like giving them an abatement and then I would say August September and October if they apply we'll put it out there they don't apply we're not going to apply like they could apply to get the abatement and if they do then they'll get it and why wouldn't we do that so is this specified to the Lincoln Road area I would only do it on Lincoln Road Let's uh hand it over to staff and see what some of those numbers are while I agree that our businesses need help I'm apprehensive about just kind of Band-Aid approach so it's like okay this is the symptom but let's look at the Cure maybe if this is getting us to the Cure uh you know kind of a bridge but let's hear from staff about what quantify some of these numbers commissioner good morning Jay Fink deputy director of Public Works um and through you Mr chair um you we had looked and the numbers that are presented are in totality not just Lincoln Road um so we were looking at you know roughly a $250,000 reduction in Revenue should we go forward with a a three-month pardon if you will or abatement um so that would be discounted for L Lincoln Road if we were just talking about Lincoln Road I don't have the number here I'm not sure if I can generate that or have it generated in in quick time 250 is Citywide Citywide and Lincoln Road being a fraction so I mean could could we say less than 20% of Citywide would that be a fair just there's a lot of the outdoor concession there's I think you know should drive and Lincoln Road are the two main drivers but but I think we may have gotten some data there but maybe not more than a third correct I I would I would we're looking at number like $100,000 it makes sense to to talk in that ballpark Y and we're not actually giving money we're Essen the foregoing Revenue coming in right correct now that drives me nuts when people talk about the it's usually in terms of the federal government I see a big difference between providing tax relief versus actually then giving money to somebody else right so it's not as if we're turning around and giving taxpayer money to somebody else we're actually providing some sort of tax relief and it's right from the financial point it's a reduction in the revenue that goes to the budget and we're not taking it from one hand and handing out to the other we we see is we would see a shortage in our uh general fund revenues and I know I've spoken to all of you about the the difficulties we'll have with the upcoming budget uh with the uh implementation I can discuss later during the comprehensive Financial policy about the tax collectors you know 2% fee on our property taxes so it will be a little bit tough but if I'm understanding correctly it seems that you're looking at Lincoln Road abatement program for I guess the next two years or so do the hotels are open 50% for the six months during the because we build them in six months we don't build them by month so I think is it's a 50% reduction for one of the the two periods all right you know what and that 250 number is uh per anom correct correct so divide that by four right and then Lincoln Road is only a fraction of that we're talking in the tens of thousands of dollars here well we bring in about if I'm reading this correctly around $2 million a year in outdoor concession areas so I'm not sure the the percentage Lincoln Road being a third maybe 750,000 but if you're talking about 50% of one of the six-month windows it's really 25% where where's the 250k coming from probably from the 50% of the 50% the 50% abatement for the three months that was H so the 250 was pro rated for just a fraction of the Year correct got it okay so is it if I'm sorry is it it's a 50% for the three-month window correct okay so it's not a lot and I I would do both my motion would be when you open your restaurant the first three months we're going to um give you an abatement because they're having a lot of problems opening up and then the second item would be just until we open that Convention Center Hotel so let's do it one year maybe nobody applies let's just do it for one year for one year one let's give the 50% abatement for the six for the six months only on Lincoln Road so if I can so it's a 50% uh for the first three months of any new uh dining establishment and uh 50% uh for one of the um say we because we build this is a question the public works we build in six-month Windows right I put I put a batement I would like complete three months you open a restaurant in Miami Beach we're going to give you three months free free 100% that's Revenue that you didn't have okay and it's a great economic incentive to bring restaurants here okay um a batment for the first three months for new businesses and uh 50% reduction for those cafes on l Road um during the months where there it's just so is that for for during a six-month window over the next one year I I because I need the public works as our implementer so I want to make sure that the language build this so so the you're talking a six-month abatement the the bills are go out in six-month installments right so the month of October has already been build so the next cycle so the next cycle would be you know April through September the and you know if if this passes this committee for the commission memo will have the exact number so you can have those so if we can do that and and the timing probably does make sense and it was good it was brought up here because the timing is we can try to get this to the second February commission meeting it would be then 100% for the for three this Lincoln wrote only 100% for the first three months uh and then 50% for the April to September 2025 time period correct I well I I they're getting the bill in September no they're getting they will be getting the bill they've already been buillt they've when okay the one bill comes out when when when is the billing sign the April to September window bill would go out very soon right in March it would go out in March so we were to bring it that's not a problem because in March everybody's flushed with cash it's the next bilding cycle that's the problem that's the one where I'd like to see the discount when no revenue is coming in whatsoever we're going to give the discount at that billing cycle that probably hits like what August yes yeah so that's like the worst month for the businesses I would like the batement to show on that payment cycle you know like doesn't it's going to be meaningless for people in March so that would be the October 2025 through March 2026 uh but period yeah on that building cycle we're going to say you know and this is really to keep these businesses open a lot of them I mean some of them are paying $100,000 rent and I'm walking around and you know I'm seeing them like like they might close it would just be worse to have vacancies I'd like to do whatever I can to keep existing businesses open for right now I also understand that we're experiencing kind of like a shift maybe some of those businesses are eventually going to go out of business but for this period right now it would be so bad to have more vacancies do you know what I mean and then once you build that Convention Center hotel and we are maximizing this convention business and these other properties are finally reopened everything's going to flourish again I think we're just in like a weird kind of two or threee period where I think we need to help out in any way we can I think it's longer than two or three years I mean we've seen the decline of that road for uh 10 years and while there's a lot of Promise um listen comes a point we're going to add restaurants are we going to be able to add thousands of custom customers I really question that um I think it'll cannibalize and the cream will rise to the top and we are going to for every restaurant we bring on we have a finite amount of customers that are here um you know I I worry and it it begrudges me that we have the same conversation year after year where it's just like we continue to just remain this seasonal town where we need to give tax relief and you know it's it's an entire ecosystem that we really need to address when I look you know we talked in our Retreat about these other commercial corridors right this is just one piece of that and you know I I urge all of us to start thinking with Holistic Solutions because this is great this is going to help the existing businesses but let's think long-term structural changes that need to happen and we are we just gave $75 million to build a Convention Center Hotel because that's where we invested our money we said okay residents we're going to take your tax a billion dollars we're going to invest in this convention business and now we have to build that hotel and get that up and running that's where people are coming from that's where we have put um that's where all the zoning over the past 20 I'm not saying it's the right thing I'm just saying it's what what what's happened you know so now you have this massive infrastructure um that's kind of a big white elephant and I'm hoping that this convention center hotel is the Panacea that everybody says that it's going to be because if we build it and then don't come because the convention business is not such a big business anymore you know because there's a remote business then then we are going to have to reevaluate but for right now I mean I think we need to move move we're not the cool trendy place we became the convention we are you know in the convention business which is a great business by the way it's going to bring in more Revenue once you build that hotel and it's booked 247 you see the difference don't you when we have a convention and we don't I was walking um toward Washington Avenue the other night I um and the beauty Beauty con or whatever cos was that what it's called Cosmic Prof beautyon that was kind of close anyway I saw the rushia people and all of the businesses were full and I thought okay this is what we built for now we might not like it but that's the investment that we made and now we really have to have those businesses on leol road we can't have people holding conventions here and have those restaurants vacant it is terrible because people it's just it it it sends such a bad message for our city so I think we need to at any cost make sure that even though that it's not a place that you want to go to I guarantee you the convention goers are going to all those restaurants and by the way they're enjoying it you know so I yeah uh I would just say it's a tool in the toolkit you know not the not the Silver Bullet but yes commissioner bot uh vice mayor bot excuse me um so what do we do about the businesses that are just around the corner from Lin road that are affected by the exact same issues do they have sidewalk do they have sidewalk cafes some of them do well then I mean if it was up to me I was just trying to get consensus because I know that our finance director did not want to do this and I understand that it's about the general fund but I mean you have to understand that you know we have there it's it's not in isolation you know it doesn't exist in isolation we need people that when we are having the convention so yes I would do the entire area if POS he but that's too big do you want to do like a no I'm just look I I understand the notion of providing a bridge you know to get them through the hard Parts but there are other businesses that are affected by these same exact um downturns or or situations and we're we're picking one set and not including the others and then where and then the next question is well where do you stop and I so I I appreciate the effort I'm concerned about it I I'm willing to try for a year maybe to see what happens and what the revenue impact is and you know I know we're going to go into um a difficult financial situation with a change in taxation from the county and that's completely not our um something that we have any control over and so it's not a lot of money I'm willing to try it but I I have some significant reservations about this not not because I don't appreciate and law the intent but because it's a slippery slope and how do you say yes to somebody on this corner but not on that corner you know 50 feet away so this came from the owner of ranella who's been there for 30 years right he said I'm not going to make it this year if you don't help really but so R is a legacy but just listen he said he said I you know he has built above his place some airbnbs because he owns the building and he said that's kind of getting me through but really it's because everything went under construction at the same time do you understand it's just the whole area became vacant and every Hotel closed it's a weird phenomenon right so this is very temporal by the way commissioner bot for those restaurants that might not have a Sidewalk Cafe we approved a small business grant um funding program it is not funded with enough money it should be several hundred more thousand dollars in it but we have it so people can apply for it and maybe it will cover you know um cover rent you know for one month or subsidize a rent they're small grants but we're doing whatever we can to help these businesses while we get through this hard time so one year that would be the motion one year a batement for new restaurants yeah if I could summar so I think it's 100% I think you had said 100% for the first three months for new restaurants and a 50% reduction in the October 2025 through March 2026 period which would typically be build in that August to September time frame and I believe that's the motion so it would be to put it all together if that's correct return to commission with the favorable recommendation direct Administration to implement a one-year Lincoln Road outdoor dining concession a batement program uh at 100% for the first 3 months of a new restaurant and 50% uh reduction for the October 2025 to March 2026 time period billing period I believe that's your motion that would be my motion we would need a second second wasn't a very enthusiastic sound I oh I just it pains me that and this isn't any of us up here it's just the current state of of of things that you know we're in an econom a prolonged since Co an economic boom cycle right and we see other areas flourishing and month after month year after year we have to sit up here and say wow we have a x% vacancy rate and if we don't you know give tax breaks and we don't give grants these businesses are are going to go out it's I just begrudge the State of Affairs that we're in and uh you know hope and pray that there there are answers coming I I think I think you know we all need to think holistically about how to do more instead of just being in that weight and see approach but you know more structural changes but yes a second okay sorry no when I went and I said this at I Retreat and but I want to say it again when I went to The Design District and I walked it with the person who owns all of the buildings in the Design District he said the only reason that it is successful the way that it is is because he is able to Discount restaurant rents at 80% and once he gives restaurants rents that are viable that can sustain those restaurants because they could not pay what we're paying here do you understand so the only reason that people go to the Design District was because he had these great restaurants and once people started to frequent the restaurants in the Design District then the retail followed right so we don't have that luxury because all of the Lincoln Road is is fragmented property owners for example Bickle City Center is the same they heavily discount um rents for restaurants it's amazing where does that come from because they own the entire property because that's the model and I did not know this until I walked the Design District and I talked to the developer I said why discounts restaurant rates yes yes because when they discount when they when they discount restaurant rates comp and I uh read every single quarter of their quarterly earnings release and they actually specify their lease rates their occupancy their vacancy and they have management actually go to in-depth discussions on that when you look at a price per square foot for retail and a price per square foot for restaurants there is a discrepancy for sure and everybody and people know this within the business I did not understand this but by the way we have more people on Lincoln Road which is crazy when you looked at the cell phone data we had 8 million people on Lincoln Road which is way more than brle City Center has so it's not it's question of density all in favor I I would I would bet everything that I have if you go to Lincoln Road right now versus if you walk down South Miami Avenue or Brickle Avenue the amount of pedestrian traffic uh but neither here nor there you know the we don't need anecdotal uh back and forth um yes let's move this forward with uh some much needed help and I hope uh comprehensive Solutions are on the way uh all in favor motion passed three nothing thank you in commission did you want to move on to mb7 licensing property managers call it in mb mb7 discuss registration requirements for licensed property managers nb7 so I was at the Mii Beach Bar Association function and I had a chance to speak to our special master and I asked her if there was any tool that we could give you um to help with what you're doing what would it be and she said one of the biggest concerns that I have um with residents and property in general are property managers who come before me and tell me that they didn't know they didn't know what the rule was they didn't know how they had to comply they just didn't have the knowledge to do it so what we've come up with is a course and a BTR well the current the current is a BTR but in order to get the BTR they would have to take a two-hour course correct this way when they are out of compliance and they come in front of the special master that property manager can no longer say I didn't know and then the resident Association that is employing that property manager can say you know what are they're going to look at what the special Master said and most of the time the association presidents are there I never I don't really attend the special master um hearing so I don't most of the time is it just the property manager or is it the condo association president and the property manager president does anyone know I would imagine I I would imagine I don't typically attend either but I've learned um through uh unfortunate circumstances this year that it really depends on the circumstances so there's no right you know Rhyme or Reason but I I love this idea I think um it's kind of the Wild West out there and anybody can present themselves as a property manager not know anything not be responsible not be accountable so I'm I'm ready to move this okay all right I'll second and th yeah okay great thank you that was easy so if I can so it would be to return commissioner with a favorable recommendation to direct the administration to implement a licensed property managers registration program uh motion made by me okay and second oh second all in favor I I thank you how about Jason uh NB 23 uh I think this will be a quick item least for Barbershop uh yes mb23 mb23 discuss a proposed lease agreement between Maya Beach Redevelopment agency a body a public body corporate and politic RDA landlord and V Brothers LSC DBA shaving District tenant for approximately 1,590 Square ft of ground floor retail space at the anchor shops and garage located at 116th Street Suites numbers 1- two Mii Beach Florida premises for a turn of 5 years with with one option of four years and 364 days at the executive director's discretion mb23 good morning Mr chair um Vice chair and commissioner Rosen Gonzalez it's nice to be back great to see all of you uh so this is a uh Barber Shop upscale Barber Shop I've been vetting them for the last few months uh they have a couple of other locations here in South Florida thank you H they are willing to pay the market rents and the operating expenses they're going to be doing their full buildout the only um uh the only thing that the city will need to do is to redem the space because this is a very large space so we're going to be subdividing it uh to accommodate the square footage that they are going to need for the barber shop uh we have looked into the cost of subdividing this space and we've determined that the cost is going to be greater than what we anticipated so what we are requesting what we've negotiated with the tenant is to give them a TI so with their buildout they will be responsible for subdividing the space curing it on both sides uh it's going to come out a lot less expensive for them to do it under their contractor and their permit uh and the space is actually going to gain 200 square ft so instead of the, 1500 ft that we had first estimated they're going to end up with 1750 square feet in addition to this we have uh discussed with them the opportunity of doing some public benefits uh so they're going to be providing it's not in this memo it will be in a commission memo if approved thank you uh but they will be providing 25% discount to senior citizens um and also uh we're discussing about also some programs for uh high school students a talk to me about the anchor shops are we having my eyes tell me we're having a lot of difficulty there not just now but for some time uh both by the amount of vacancy that we have there and the types of business you know not to call that any but you know fron in Collins Avenue and what I think is a huge space it was like the liquor Lounge that we had there right that that was corner of Collins Avenue right across from the h and then the Eastern portion if you go east from I'm sorry West from that that entire side is vacant right give me your analysis of what's going on there are we having difficulties um this is this isn't finger pointing or blame G wores this is so we can kind of I'm so happy you're asking that question it gives us an opportunity to give you a a rundown of the history uh yes this property probably went through through a little bit of turmoil like many other properties did in throughout the beach area with covid however on Collins Avenue we do have two new restaurants that are building out these were uh deals that were generated uh back in 2023 they're completing their their full build outs right now the city didn't contribute to it at all uh they're going one is going to be cave 305 which is upscale fine dining American Cuisine and the other one is a cafe uh lme Tree Cafe which is more European style uh liquor Lounge is is our is our Corner cap there it's a prime location um unfortunately that was a deal that was done before I was born 30 years ago and it has several options all tenant side nothing on the landlord side so was not a very well structured deal and I believe um after their their their last term now they have one more fiveyear option however that tenant has been in default numerous times monetary defaults uh which we are continuing to review and monitor and we will have some discussions on that when their term is up in the next uh two years I believe so that may if they defa it's not a tenant that we uh but we are we are governed by the lease agreement so we you know we work very closely with our legal department to to monitor this um this particular tenant on the west side which is 16th Avenue it's the area that's a been a little bit more challenging uh just because the traffic has is not as great there however the momentum did build and we had a couple of deals that went to commission and were approved however in real estate time kills all deals and the time that it took us to put the deals together get them through firk and commission these small tenants walked out walked away and went to another developer uh we continued to Market these spaces but at that time we were faced with Southshore and we left these spaces purposefully vacant in the event that we needed to relocate any of the Southshore tenants to this building uh Miami date uh County and also seniors in action uh when I returned to to the city all that was resolved and we started marketing again so we have uh the Shaving District coming here hopefully I'm also speaking with a juice concept for one of the small spaces uh and most recently one of our colleagues one of my colleagues here in the city uh introduced me to the Italian Embassy that is looking for locations and relocating from Brickle here to Miami Beach so I'm looking forward to meeting them however there economic promise is is not at Market rents so we would definitely need commission to approve uh a big discount but it is a great service to our community let's let's talk more offline not just about that that's intriguing all of us I think but just the entire State what you need from us entire State of Affairs I don't want to load your plate with uh with more not the entire State the entire State of Affairs there um and how we could uh play a better hand and I mean that's such an integral art for our city um and I want to really put our best face forward there thank you very much I welcome if you'd like to do a tour uh do an on-site visit I welcome that Aussie are you reaching out actively reaching out to different businesses too are you waiting for them I would tell you that there was a there was a blow dry bar across the street and they raised their rent and they went out of business I don't know who had the BTR it was inside of a hotel but you should find out who owned it and call them and offer them a reasonable rent because that was full all the time and people saying at all the hotels would go there and there's been a real vacuum for you know women who come to Miami Beach and they're going out or they need to get their hair done plus it would be great symmetry I'm just saying that I thought it was a great amenity and you could go there at any time and it was affordable and I think that if we have that space and you have the barber shop there and you blri right across the street from the Lowe's um I would reach out to them absolutely obviously be selfing for you yeah be the number one he's going to be at the barber shop so we're just looking for a motion to uh return actually to the RDA with a favorable recommendation except the terms of the new lease agreement move it yes and I'm so excited to see that building leased out because it was really depressing to see it go dark like that thank you there are some photos I think I'm not sure if you were able to see the the color photos that were attached as an exhibit but the Barber Shop looks amazing not not our old school barber shop at all you'll change that whole Corner if you put in like another amenity too and we can afford to do that you know and and give them rents that are the Standalone marketing budget uh specifically dedicated to Economic Development Mr chair yes I'm sorry could we could we also talk about 14 it's your item and it's referencing kind of the same building uh let me cue that up U that's a good point there is a a synergistic uh item to that sorry mb4 mb14 exp uh explore creation of empty space reutilization ation initiative to set up as uh photo shoot Studios for aspiring artists photographers on City owned property mb14 so with with the previous conversation on the barbershop we do have one small built out space that we can start using immediately if uh if the Commissioners approve um to use as photo studios or um artist Studios while we vet the next permanent tenant and they go through the process of getting a lease executed yeah would love that and my idea here months ago I went over to uh to an event in Winwood um and it was just a vacant retail space and they uh just very quickly turned it around and they had um one of those kind of influencer uh photo shoot spaces they were having an event there they had 40 young people that were kind of coming and going it was just very artsy the things that we lament that we've kind of lost as a city uh is because because some of the you know it's it's how just the life cycle of the City Works you know the artists move in and then they make it cool and then they get priced out because because it's cool the rents go up and the artists have to move elsewhere um and and this is essentially providing uh something that can be turned around quickly for vacant space it activates it it doesn't make it look so blighted as commissioner Rosen Gonzalez pointed rightfully pointed out the anchor shops do and it just kind of like creates a cool factor for that area how how quick and how costly would it turn around be I'm not thinking anything overly complex or ornate but if uh people wanted to come in and and do some sort of photo shoot or some sort of artistic Gallery we almost have like a blank canvas no pun intended uh the spaces are are ready to go right now they are fully built out so that would not be a problem I would like to uh convene with legal and risk management just because I'm sure that these individuals that came in will not have our required certificates of insurance and you we will have to determine what risk would say about um some sort of um a release u a hold harm lless that would need to be signed and then also on the legal side is what what format of agreement we would draft for and what was your thought because I'm kind of open ended on this would this be one tenant or would we sit there and say you know we have this Blank Space kind of come and book your three days or a week on a calendar have your popup activation whatever that may be or are we looking like to have one tenant in there for three months I kind of like my recommendation would be just because of understanding artists and they their privacy that is needed um probably one tenant for the small space um and if we can do a divider in the second space um we can do two more tenants there and I guess where I was going with that not one tenant but kind of the time frame right is it just one tenant for three months or would we say okay you have a two week kind of popup so you can have your galleries your photo shoots and that way we kind of get more people involved I'm I'm open-ended and you open Fe we can be very flexible on the on the needs of that particular artist I I think if this moves out a committee to commission uh part of that item that facilities would put in there would would allow for that kind of flexibility so so if I sorry before I um first of all I have to ask young people what do you like ancient now um no I love this idea I uh when I first got elected I talked to um a bunch of Staff a couple of times about doing something similar for Popup music events in vacant spaces and it sort of died on the vine but um so I'm all in favor of this I'm I know that people will be more interested in leasing space that they see activated than they see wrapped because that just looks sad and and you know tragic so um the more of these kind of whether it's a three or six Monon um um resident prescy for somebody or popup space that you could lease by the week I would even you know maybe it's a separate item I don't know if it's easy enough to do as an amendment but um offer it up to non for-profit organizations for you know six months at a time while they look for different different more permanent um places but yes get people into the spaces everywhere all the time it'll be better for everybody so I would definitely support this you support this rather my only worry I will endorse this as long as it does not interfere with getting these places long-term leased with activation so if they go in and you get an offer to lease it what's the protocol then at the end of we will have termination rights on that and we will run a parallel path so while we are vetting the new tenant and getting their lease approved and negotiated and signed and they're in for permit we can be giving this tenant their yeah their their termination and how I'm envisioning you would have something that like rolls on a monthly basis right I don't want anybody coming in there setting up what they think is going to be their permanent home I don't want one person in there occupying it for three years because we haven't leased it out right I I'd kind of like to give different people options you know in my prior life of shopping centers and Regional malls it was very common to have pop-up tenants on temporary basis some non for-profits some even art studios and some you know regular retail tenants so they are the temporary agreements that we draft will be very specific spe and I don't think we'll have I don't know about other people and this isn't my area of expertise so I'm cautious to overstep out of my zone of knowledge uh although I wouldn't talk much if I just stuck with things I know well you know but um a monthly basis maybe right you know and that way we can kind of get different people activated and involved yeah absolutely if I may ask a question then uh because the conversation went on a couple different directions there is is the interest that be this shortterm utilization program be for art and photography related or just that be straight up allow a short-term vacant space utilization program put out photography and if people want to add different components to that I think if we're capping it at a month right and correct that like a commercial tenant would be come in and do a popup for watches or something like that if you wanted to be open-ended or if it' be specific um because the item speaks to being specific to like art and photography but there was a discussion you put art culture nonprofit yeah that' be art culture nonprofit yeah nonprofit so it would be return the commission with a favorable recommendation to direct the administration to implement a city-owned property vacant space short-term utilization program for art photography culture nonprofit related uh programming and who would be making that motion I'll make it commissioner bot second can I say one more thing about this item like I love the moonlighter lab and what they're doing I endorse it 150% but by putting that there we kind of we have this tremendously valuable retail space that we could be actually discounting for some fabulous restaurant to come in and activate so we have to be very careful I mean I like this activation with the with with the photographs but we have to be really careful about what we lease out on our ground floor retail that should be like sacred that's how we can discount the 80% restaurants and bring in places that normally couldn't Thrive but that will activate an area I would also like I don't know what the space is where the moonlighter is but I would like to find them in equally nice space but maybe not in a major retail Corridor where we could have really do you know what I mean you walk out of the convention center and instead of seeing some like vibrant activity it's just closed off and I think that um you know I and and I I by the way I want to make sure that moonlighter knows that I'm 100% behind every single thing that they do but I would like to relocate them because they could be on a second floor couldn't they couldn't they be in we we don't have any more space in that building it's just that first level so on that in that building but like for example at the anchor do you have space there is there a place in Old City Hall is there there any other place that we could give them a permanent home that wouldn't how about the I know we said uh sore Community Center they should be on the second floor of the Southshore Community Center and you know what give them a permanent home there and then open that up to revenue Jason we could be talking dollars here that you're not getting Comm I've had the same thought uh walking past down that alley I think we really really need to comprehensively think about this called City Hall 17th Street area especially when that Convention Center Hotel comes online there's it's bizarre urban planning I'm sorry to get off on a rant here but the fact that we have this convention center with thousands of people and we're going to have a hotel with hundreds of rooms and there's no natural flow on the Lincoln Road drives me insane but point being we deal with the constraints that we're in now hundreds or thousands of people per day are going to walk past that moonlighter lab and it is unactivated it's dark right that will be prime natural like flow from the convention center area and hotel over to Lincoln Road so we need to make sure we find a great spot for moonlighter lab uh but I also think that that area might not be the right activation if I may yes um I think a short term solution as we move forward to try to reimagine what this town center should look like when the hotel comes on board and the fact that we don't have a cut through to Lincoln Road other than through what is that store fever 21 yes whatever it is yes um which is great for their sales I'm sure um you know maybe there's an opportunity to look at something from from an architectural perspective but that's a different conversation in the meanwhile could we not request require that the moonlighter Fab Lab takes off the dark imposing um window covers and lets people see in we just had a conversation about um diversifying our economy and being more than 8 million restaurants like how many different restaurants can you go at to eat at now I understand having something buzzing and like a great restaurant or whatever right at that spot might be a good idea it probably is a good idea given that it's Hotel convention got it but also the parallel truth is seeing something that is not a restaurant that is activated and busy and showing the breadth of Miami Beach like how cool would it be to see people in there creating doorknobs or whatever it is they doing there um and um so while we figure all that long-term stuff out can we just ask them to take down the dark window coverings and let us see what's going on see us making them or see let us see them making stuff yes we can visit with them and review that with them absolutely can I I want to tell you guys a a story about that space so there is a successful hotelier and he owned a a hotel that's no longer there called the townhouse and he had leased that property from the city and he had spent millions of dollars building out this amazing food court this guy Amir Ben Zion and something in the engineering of how he did his hood and the exhaust said the New World Symphony said oh you're we smell like food so instead of trying to fix the hood we kicked them out we said sorry about your investment it went dark it went to the chamber and then it ended up as the as as as the moonlighter which is not a bad thing but the real Vision that we had was to have this like tremendous like food court there with like like a food like incubator lab with like all of our local chefs who wanted to come and you know show their awareness I mean we could do something so cool in that space and I I do agree that for right now taking off the covers is good but I really do like the idea of moonlighter being on the second floor of the Southshore Community Center because are they there every day in the moon yeah it would just be activated constantly every day and it would be a permanent space and we would be you know it's and we would get a tremendous amount of I think Goodwill maybe we do a little food court type situation there you know like like and you know because it's a massive space but if it is a massive space and so would they a even fit into the South Shore Community set or Second Story B um if they have people just wandering in and out while we have children and and daycare there is that a problem and see that means then that all the programming for um Police Athletic League and um resident training from the police department now doesn't have a place to go and that that seems problematic well let's explore we can explore it would I mean they still have their lease there so they're not moving anytime soon Azie when does their lease run out they just renewed and extended the lease for I believe another three years and they have an option but the city always has a termination right no I don't think we want to do that especially you know because uh the key priz is when the convention Cent our hotel opens Comm you did raise a good point I'm going to check the Forever 21 Lobby to see if they're preventing you know uh better traffic flow from uh from that area so people walk through the store I know Capri's got at me many times walking through that Forever 21 to uh cut through so you could be on to something um but yeah I let's just use it as a possibility I'm not ready to commit to say this is the concept we should be looking for three years from now and moonlighter should be moving but it does seem like a tremendous Synergy having moonlighter in a community center that's going to be based towards seniors and children um and you know maybe we look for the highest and best use and activation for that retail Center uh because it's going to become such a critical uh intersection with the Convention Center Hotel absolutely so if I can there there's a motion on the floor by creation of a Stalone marketing budget uh dedicated to Economic Development thank you uh mb8 discussed the creation of a standalone uh marketing budget specifically dedicated to Economic Development mb8 good afternoon uh Riel Williams assistant city manager uh we were delighted to see interest in having a standalone marketing budget for e iomic development purposes back in 2021 we initiated some discussions about doing a marketing campaign at the finance committee and ultimately that led to support from the mayor and City commission to move forward with a marketing campaign which resulted in the make a bold move Campaign which you may be familiar with that launched in 2022 and since then we have uh seen a lot of success with that program uh we have done media buys for the past three years and I'm joined by Linda Stevens in our marketing and Communications Department to talk about some of the successes of that marketing campaign we also have the video queued up uh if PJ would like to show it that launched last year we do have a standalone uh marketing budget for economic development purposes it is very conservative it's about $100,000 a year and we've been using that to continue to promote the make aable move campaign through ad buys on social media and targeted markets like uh Connecticut Chicago silicon Valley Washington DC area Chicago and so we would be interested in augmenting that as part of the discussions for the fiscal year 2026 budget so that we could have a more robust campaign uh but we are definitely interested in having a greater reach and doing things that are a little bit more Innovative and unique as opposed to just the Adis so I'm going to turn it over to and before you do thank you so much uh consistency manager uh agree wholeheartedly again stepping out of my Lane here uh certainly not a marketing expert I'll leave that to my colleague commissioner about one thing that I think is loow hanging fruit that we could do a much better job on is all the top tier events especially that are economically driven they come to town have a better game plan about how we're going to attack that for instance we have eye connections that's starting um Monday right and and we have some of the prized companies across the entire world right some of the biggest names in finance and Tech that are coming here and we don't need to buy media over in Seattle right yes we do but we can certainly supplement that by having a stronger Presence at events like this right it's Miami hedge fund week coming up and that is the perfect component for our Boutique office you know hedge funds technology firms so uh it's great that we're reaching out into other markets that we've been successful in bringing some of those people but because we're so blessed being Miami Beach we have these potential customers coming into our city every single person in convention and business that comes into Miami Beach for some reason we should be looking at as our potential customers and really have a a good game plan on how we're going to Market to they already have their foot in the door right we we agree wholeheartedly and we invested significantly uh in the past year and a half uh to have a booth that we've activated at the Miami Beach Convention Center we were actually at I connections well before they came to the convention center at the fountain blue uh We've activated there we've also uh made sure that uh a former mayor was able to speak at eye connections and so we're actually helping facilitate them at the convention center right now we've also leveraged space at the convention center so that even if we don't have a footprint print on the floor we do have space in the lobby of the convention center where we've activated our booth and that Booth is convertible so we can do a 10 by 10 20 by 10 uh and expand it we've gotten a lot of great feedback uh from the booth lots of people are attracted to it we've been at emerge we've been at all the the tech and financial services type shows that have come to the convention center and so yes I agree with you we do need to make sure that we're always investing in reaching those local touch and I'm certainly not suggesting uh the type of you know footprint that like a design Miami would have but some sort of activation in Pride park right you have these thousands of conventions whether it be for cosmopro or for uh I connections or e-merge right that's our space right let's utilize it we we could have a cool uh Lounge area where people come and you know it's all kind of with the theme of uh marketing for economic development right we can do what whatever we want there be easy you know uh setup and breakdown you know nothing comprehensive uh but a food truck of some sort or a lounge area uh for people that want to they're coming from Chicago they want to be outside uh today and this weekend not withstanding in Miami Beach um but the weather is nice let's give them kind of a a lounging concession area out there and then we're able to Market however we see fit go let me turn it over hi I'm Linda Stevens assistant director for marketing Communications um I think it's it's really on point um your your comments thank you because part of this campaign wasn't just to um bring new businesses but also to retain the ones we have so I think you know that's also to show um in in the future campaign but um for the past three years for the amount of budget that we've invested uh we've had really successful um numbers um the total budget that was invested over the course of three years it was in three phases uh starting in 2022 and uh still ongoing uh we spent 135,000 um $496 just for the the media plan so if we could get um an increased budget I my personal belief and what we've discussed is that this could go really far to create to build upon the momentum that we already have yeah and I think we leverage as part of that our resources that are here some of our new tenants that are new our city um Aries Capital it just took 177,000 square feet in a new office project over in Sunset Harbor right they're one of the biggest private Equity firms in the world can have their CEO essentially in some sort of campaign hey move to Miami Beach we just brought our office here you know wellknown well respected in the industry we have some of the leading tech people in the entire world that are living in our city our resources here are just unparalleled let's use them for a creative like come to Miami Beach campaign yeah we discussed having maybe ambassadors you know we would call ambassadors yeah and that kind of leeway leazes with my Economic Development board I think we pinpoint people as ambassadors where they're Miami Beach residents they're some of the most respected business Minds in the world and they're coming out and saying Miami Beach isn't this party till you drop Place anymore right we are the epitome of this the pre preeminent live work Play Destination in the entire country so we're ready to do a refresh of the make a bowl move campaign I did win two Awards in the past couple of years but we think now is a great time to Spruce it up and have some additional collateral that we can use to augment the original campaign and just have it look a little fresher um I I don't know if anyone's interested in seeing the the video nice to go for and I think we have so much that we could do here right because we've collectively decided what we don't want to be as a city this is who we can and do want to be um you know one thing I might suggest and I know it's not super cheap because it's printing um but maybe there's there are ways around this but since we do control the convention center I know people are very careful about what they do allow people to put into the gift bags or the badges or whatever but if there's a way to [Music] um require to some degree anybody who uses our Convention Center for um a Convention as opposed to something that's not business oriented um to have a QR code on it or a sticker or something colorful or an insert or a flyer of some sort like you know this could be your office view with a picture of the beach or something with a QR code so it doesn't have to be big necessarily but it it hits not just the people who are the giant decision makers it might be people who small businesses who are coming to the Convention as visitors um to buy for the year or you know whatever so it's it's reaching out to a different demographic um in a relatively low costs I mean I do love the idea of having a thing across the street from the convention center like this could be your lunch spot you know when you walk from the office or or something I think that's a great idea um but but just sort of making sure that every single person who's here for a work purpose at a Convention Center event gets this thing like hello you could be doing this but you know driving home instead of flying home as of uh December we also put uh the kiosks at the Miami Beach Convention Center so we we are there with a QR code and the website but it's a great idea to even amplify it yeah because the thing with kiosk is by the time you leave you're like oh my God I'm not stopping any place else or you don't even see it because you're coming in a different door or you know it it does necessarily you don't think it applies to you but if it's something that's in your packet or on your badge you're going to look at it at some point and be like oh I don't need to be in Peoria when it's you February so um we can definitely speak to our partners OBG 360 you know as they negotiate agreements for the various events as well as the gmcvb maybe that's something that could be incorporated for certain events and can we kind of tie this in with the uh without too much discussion just giv time the ecomic development board well just to put some closure on this one is the committee recommending augmenting our budget to allow for more yes advice okay so yeah so if I if I can um so I think this one would be the returning the commission with favorable recommendation and considered an enhanced Economic Development marketing budget uh during the upcoming FY 26 budget process so that's hopefully for you there you could see the good Roi that's associated with this spend at the end of the day that'll be the commission's decision on whatever money is might be available in the upcoming budget who would be making that um can I make a motion I I believe so unless the City attorney says the chair can't no you cannot I'll make it you can second than you for today but he can second it is that correct I can second yes yeah you would like to Second magazine all in favor I I item passes uh three to nothing and then mb6 uh discuss the establishment of a private sector Economic Development board mb6 yeah and this uh it's along the lines of ambassadors and just people that are experts in this field that live here in Miami Beach that are the preeminent leaders I often uh think that we just have because of how iconic our city is that we have these unprecedented resources that just about no other City uh in America has at our disposal let's get some of those people involved I know I know all the boards resources and things like that I want the caliber of people to be on this board that an economic development team is is volunteering to stay till 10 o'clock at night just to give a chance to work with these people right like that's the that's the caliber of people that we have in our city that to I know you're laughing because you're like you know what let's make it 11: p.m. um but that's what I'm looking for here I know that we're stretch thin and I know the Personnel constraints about adding all these different boards but I think this is uh you know you get that Roi on this and this is going to be the type of board where your team is going above and beyond because they want to get involved uh just for the chance to work with this caliber and Echelon of uh individuals that we have living in our city so chair we are very excited about this opportunity to add a resource we would consider this a resource to augment economic development team uh the caliber of individuals we're looking at hopefully CEOs or other SE Suite professionals board directors uh Visionary entrepreneurs you know we would like to have a a format where we can collaborate and Le with these types of individuals in a very constructive way and so we view this as an opportunity yes there are some staffing concerns but I know that your office has uh offered to provide staff support in addition to what the economic development team would be able to do so we're looking forward to that opportunity we have some suggestions for how this board could be put together we want to make sure that there's enough representation amongst the various industries that we either have here or we want to have more of we think that perhaps each member of the commission could appoint one person and maybe two additional people uh at large so that we'd have a nine member board if that would be uh something that you desire we're looking at poten a 2-year initial term for this committee or this board just to measure Effectiveness to see if this is working because I think there's been an iteration of this in the past that it it didn't really materialize in the way that anyone expected and so perhaps setting some measurable goals for this committee maybe coming up with a a initiative that we could Implement uh we definitely foresee that they could give us some policy uh recommendations as well as those opportuni ities for uh leing with members of Industry providing testimonials um giving us industry insights that we're not aware of because we're simply not within those Industries ourselves so we look forward to this we think that it's a great opportunity with the help of your office uh I think we can stretch our Economic Development staff resources so that this group can help us spread the word about Miami Beach yeah I I'll provide whatever you need from myself and from our office as well we're excited about this so if I may I think the your motion or someone's motion might be to return to commissioner with a favorable recommendation to establish a private sector Economic Development board as presented if anyone wants to take that motion I'll I'll second okay all in favor I I thank you motion passes next we'll hear the um uh nb9 discuss funding for a comprehensive infrastructure study for North Beach vice mayor bot mb19 disc discuss funding for comprehensive infrastructure study for North Beach mb19 yeah so um I I was a little shocked to learn that we had never done this in a holistic comprehensive way for North Beach um you know as I've said earlier today and I say as often as possible we have 13 new buildings coming up in an 8x6 block radius and um and more beyond that we've got projects um that are being discussed at North Bay Village we've got projects coming from Surfside and all of that water infrastructure um or a lot of it at least uh impacts Us in North Beach under the 72nd Square uh street parking lot we have all kinds of other little smaller development projects that are um being proposed or in the in process of and I know that obviously to get approval you need to do um as a developer you need to do your due diligence and and get the city to agree that we are able to handle it but we don't have anything comprehensive and we do for South Beach and I would argue there is more new development happening in North Beach right now than than there is new building from scratch um in South Beach or mid Beach and so you know two years ago we had a sinkhole at Abbott and 69th or whatever the exact location was but it was it was around there where literally somebody's pickup truck was was had sunk into and was mired in in sewage that is wildly unacceptable in a city of our caliber and to think that we are approving all of this new development without having the fundamental knowledge of holistically what our city currently has and needs I know we have a great deal of information bit by bit but I I think it is well past time that we have that we do this for North Beach before we go too much further down the road so um that's my little soapbox speech Jay have at it through you Mr chairman um I think the commissioner hit most of the highlights um North Beach is Prime real estate lots of development going on 13 new projects coming on as well as the the Town Center um when new projects come on there's a individual look at that project and will it uh fit into the system can the systems handle it can it provide water can it accept Wastewater uh and how does it fit into the fabric of of the infrastructure in addition uh Wastewater from satellite cities to the North Bay Harbor Village B Harbor Surf Side all come through North Beach and that Wastewater continues through the city so anything that is going to increase those Wastewater flows from those communities is going to end up going through the city's pipe so we need to be cognizant of that uh a study was done in South Beach a very comprehensive study which allowed the ability to understand what the systems could take and if something were coming online in a specific location was the infrastructure not only there but in the rest of the area able to accept that uh demand um in the case of North Beach we currently do not have that analysis that modeling tool and everything is looked at at one by one um so the administration is in support of you know such an an activity um there is a cost provided there uh in the memo the tune of $400,000 um so I'm here to answer any of questions you may have I'll move it so so this this would be um as the item is as presented to return the commissioner with the favorable recommendation and consider funding a comprehensive infrastructure study for North Beach during the FY 26 budget process yep commissioner bot made a motion commissioner Rosen Gonzalez seconded all in favor I thank you item passes thank you I just have one question there's 13 tall buildings coming no I know the North Beach town center is there any way that we can make them pay for this um is there any possible way that as part of getting your building permit you need to contribute to a fund that will pay for this I mean I feel like we're doing this for them right three no we're doing it for us three Mr chairman the when these uh developments are proposed um they do pay for a review of what they're putting in uh whether the city does the analysis and they pay for it or they have a consultant that prepares that analysis when we review it there is nothing presently as far as a preparing a comprehensive look um where you know future developers would pay into it I don't know that that's something that it's a little Beyond Public Works to be able to tell you that that can um come to play the other thing that wasn't mentioned was you know if there's a uh if there's a thought that we want to modify the F in North Beach then clearly something like this really should be done but who pays for that is that something that you know future development would pay or city would pay at the end of the day it's protecting our infrastructure yeah I mean it would be much more costly I think to have to do emergency massive emergency repairs on major sewer lines if something went terribly wrong a couple of times um or even once and you know I'm a big fan as you guys know of measure twice and cut once and didn't have yeah I you've never heard me say that she shocking um but but you know the fact that we've gotten so far down the line of approving all this uh development work without having this information so that we can actually know what can go where I I find you know bordering on irresponsible um and I and so I I think I like the idea of trying to figure out the source of funding if we can but I don't want that to hold anything up um you know uh I don't know if her Kel's still here but maybe there's a possibility oh they hi right in front of mys um maybe there's a possibility I don't know if CRA funds can cover this sort of thing um because it you know a lot of the development is Right within that the CRA um uh perimeter so maybe that's an option just to clarify that would funding for the the infrastructure study the study yeah so I I believe that the CRA could join in with the city uh in covering the cost for the infrastructure study but I imagine that some of the work uh is related to areas outs side of the Redevelopment area and the CRA can only contribute to uh work that's being done within the boundaries of the Redevelopment area so I think the CRA could supplement and and enter into an agreement with the city to do so and if I if I may this is type of state would traditionally be funded through our storm um our water and sewer Enterprise fund and then we're going to be talking a lot more about water and sewer next month um but staff can look at that through the 26 budget process if there's a a C sharing ability or if that makes sense so let me just ask about um is if we put this through the 26 budget process that means we can't even start the project we can't even start talking to possible vendors until October or November of this coming year so is there a way to fund this out of next year but but um if if I may and knowing where you're going that I think uh it'll be very enlightening when we discuss uh utilities next next month right now will be difficult um okay so um and or even maybe having the C put in their portion of it whatever that number ends up being and starting the process now this year and then finishing it next year because it's going to take a while to figure out the scope of the research and who we're going to hire and I just the administration's recommendation specially during this budget year is that everything should be evaluated during the 26 budget process when we make sure that we have the dollar available to to make all of these hypothetically speaking if if the the scope of area 80% of it is within uh the CRA hypothetically speaking so that would mean hypothetically speaking that the CRA could cover 80% of the cost that's a very different conversation than we need to find $450,000 from our budget okay just I just got a preliminary view of the the area uh that would be under the study and it it looks like it's all of North Beach and the CRA uh probably takes up maybe 30 to 40% of the the study area I think that the cra's funding would be available next year as well given the trend that we've seen in the property tax growth so I don't know that a set aside for this year is necessary to make sure that it's available for next year I think the funding would be available okay um well we have applicants who are coming out on board for North Beach for projects in North Beach and maybe this is something that that we um defay the cost with them excellent thank you uh GNA at least we vote on it I believe I'm sorry did we vote on that yes the Clos thanks thank you um going to try and get to at least two more items uh commissioner Rosen Gonzalez uh I know Washington Avid has been in focus of you have a lot of passion about it so let's get to uh c4c I'm sorry which item ob1 OB OB ob1 uh discuss beautifying Washington Avenue by enhancing lighting and streetscaping on Washington Avenue obiwan I'm sorry I have to say into the record Obi-Wan canobi thank you so noted thanks Jason okay Okay so we've been working on what could we what could we do to beautify Washington Avenue we have this item here by the way the trees were wrapped and they look better they look a lot they actually look really nice I don't know if you've seen it they upgraded it I'm glad you guys supported it um I think it it really you know you really did a nice job and hopefully they're the kind of lights that change colors too that's what they said unfortunately no oh white and it will stay white okay that's fine they look great okay we have three options you know okay we have three options the red sidebox are, 1500 the exposed shell specialty concrete is 1 million sorry 1,500 for just the red concrete the specialty shells are 1.9 million stamped specialty sidewalks 1.7 million the $1.9 million almost $2 million is is what I would choose because I think that when you go to Major first of all it's the geobond money for Washington op correct that is correct okay I would pick the nicer material because it's a major Corridor in an area trafficked by tourists residence Al Lake I think when you change that and it's going to make a huge difference but one question is there's an area between fifth and sixth that pilot program that has already been redone with new sidewalks and Landscaping like that I don't want to redo that can okay through you Mr chair if I might and staff has you know we've we've looked at a lot of the options of what is available and what's presented here is some costs and obviously cost is one consideration um the other consideration that we feel relatively strong about is is the maintenance or whatever we build going forward Washington Avenue as you know is a challenge to maintain now to keep clean we spend an awful lot of time with pressure washers and even specialized pressure washers out there trying to keep it clean um and that's with relatively flat surface when I start looking at stamped or shells or anything else um I now create a surface that is not so flat it's got grooves it's got indentations um dirt food waste gum things like that get into those things so that it becomes difficult to really maintain in a conversation with the Washington bid they are totally on board with you know doing something more elaborate than just a red uh concrete sidewalk but they also recognize the importance of trying to keep whatever you build clean because if it's not clean and not maintained you really lost everything you're trying to accomplish um in conversations with them they are contemplating other areas along Washington Avenue where they can highlight with different things and they're working on some plans for that um and what I'd really like to do is to look at area where we can use the red flat cement concrete sidewalk bear with me bear with me and yet have certain areas that are highlighted with a different type of uh concrete or a different kind of finish on the sidewalk so it's highlighted so that staff we can maintain that if you think about Washington Avenue the wear and tear and everything that gets happens on Washington Avenue especially with the the people that are there the pedestrians there the buses that are there the bus stops the restaurants all those areas become a challenge when it comes time to try to maintain a sidewalk surface so why don't we use that volcanic rock that they used on Espanola Way it's expensive it's called like adok you know what I'm talking about in the 1100 block of Lincoln Road no on Espanola Way oh I'm sorry I'm sorry it's done with a volcanic rock it's indestructible I mean if you guys can't maintain that volcanic rock I don't know what you can and can maintain I do know that having the different colors of shades of pink just looks terrible over time you know I know it's easier to maintain when it's not clean somebody goes out and actually paints it and they don't tell you have business owners painting the sidewalks got like painted sections faded sections sections that look good um let's let's go with a get I would like to move it to next month and get an estimate of what that will cost that's going to be expensive but you know what espanol I can't think of any area that is more highly trafficked with food and people than Espanola Way and if Espanola Way if we spent the money to do that area too maybe that type of investment in Washington Avenue is really going to just be completely trans transformational I didn't necessarily want to do that because it's going to be very expensive per square foot compared to the uh shell concrete but I mean the shell concrete they on on Ocean Drive they said fine we'll do the shell concrete so why would why is Washington different from Ocean I'm only suggesting I I can I can tell you what we live through trying to maintain what's there and I can't you know what Ocean Drive I don't want to what about South Point Park like that's where they have this material is it hard for you guys you're having a hard time well you South Point Park and in a park there there's other parks that have similar treatment you don't have the the wear and tear on those you don't have the standing for a bus and the gum ending up on the sidewalks you don't have the trash disposal or or the trash cans the food establishments where somebody's eating ice cream and thing you know and material is get deposited on a sidewalk that you later want to come try and clean um I know you have similar things on espanol away again looking at 12 blocks of a continuous material trying to keep it maintained and keep it the same the other issue with specialty treatment of sidewalks is especially a cal like Washington Avenue where we anticipate that this revitalization is going to bring growth going to bring new buildings or new things online that means utility cuts for electric water sewer Whatever Gets revamped it's going to you're going to be cutting it up so that you're going to be well you don't like the different color red because it's really the Aged concrete is aging differently when you start to go to a specialty treatment like shells or something like that it's very hard to replicate a shell that was poured five years ago with a shell that's available today and make that whole thing match hence that's why we're really looking at a base of a a sidewalk with specialty areas and Specialty places that we can concentrate or maintenance efforts there um while the remainder of it is easy easier to clean and maintain can you get an estimate for the other material I can certainly do that and I also I had I was talking to some of the guys that are leasing properties on Collins in Washington and they had a very cool idea too they said well you know what if you guys came in and did something totally crazy on like you know something different one like one type of zigzag for Colin so then something really cool for Washington and just made it like super Arty funky that's another option I mean I would have to work with staff to get samples of what we could do and maintain it's not going to be easy they're but they're going to have to learn how to change out a stone you know when when there's a that has to be something that we have to do because any other internal national uh destination is able to have a a better material than just a cement and maintain it so we're just going to have to get better at doing that and and these are our public rates of way I often I I you know I walk the facility sometime on the western edge of Lincoln Road and they have adoc there in black and white and I see sometimes that in the past we would pull out a stone and just fill it with cement but we stopped doing that now and I think they've gotten really good good in facilities after we walked it several times of actually removing a stone and putting back a stone so I mean it's just a question of learning how you know I understand that we're stretched but if we need to add more people to in my opinion the boots on the ground staff that we have that are doing this type of Maintenance are where we need more you do you know what I mean like that is key because you know you can add another person to economic development but if the streets don't look good nobody's going to want to come here to do our businesses and we've seen the power of two gum machines too okay and what that's done and they don't have enough Crews they still don't have enough cleaning and then facilities needs I I I just don't think it would it be the sidewalks are public works and not facilities as it stands right now that is correct and you couldn't hire people within public works like have just people that do nothing but maintain specialty sidewalks that we create so that when there is a problem instead of just getting a plop of cement they actually replace the stone like they've been doing a good job on who's in charge so Lincoln Road is facilities right and you guys why is Lincoln Road facilities but Washington Avenue is not sidewalk versus why I the the typical sidewalk in throughout the city is maintained by Public Works uh sanitation division is is responsible for cleaning the pressure washers and the like uh as well as the trash receptacles that are there so facilities already has experience with the adok right you guys have been changing them out and at first you were not very good at it but now you're getting better right if you're talking about the stone owns the PED portuga on 1100 block yeah yeah yes um so actually public work is handling that now for but um we've actually um addressed that by projects it's very costly to reinstall those um those stones um and we do it in portions that's how we've been addressing it and if I may through you um do you know what you spent in the last year on the maintenance of the those just for one project and it was a small section it was 200,000 200,000 yeah for one section of Lincoln Road one small section 1100 block maybe we're better off doing like a natural stone because that stuff is in indestructible I think it's much and this is where I'll come in out of my Lane again um I don't know I'm just trying to figure you know this is what we're supposed to do at no of course over on South Miami Avenue and I bring this up we could all share anecdotal things but that is in front of Mary brookl Village is probably the most highly pedestrianized area in the US outside of Chicago and New York and it looks beautiful all the time I don't know if it's because they have people cleaning with a toothbrush night and day or it's because of the material that is used but it's so highly pedestrianized so much foot traffic and it maintains this beautification uh would just respectfully ask if you just kind of uh do some cursor uh inquiries about what type of material they use whether that's a better solution or not and I um you know I commissioner Rosen Gonzalez I like your idea of of um different differentiating The Avenues by the way the sidewalks are treated and I know we're very um attached to our red sidewalks For Better or For Worse right I mean we've done walkthroughs North Beach where like oh my God every square foot is a different shade and you know the business owners who are trying to do the right thing paint it and it looks terrible because it wears unevenly and they're not even supposed to be painting like the whole thing is a mess and I think you know and there's a lot of resistance to getting rid of the red sidewalks because the historic you know rolling out the red carpet for visitors which everybody loves but maybe there's a way to evolve it and by that I mean maybe there's a way to think creatively about um having inlays along the sidewalk so you know in Brazil obviously so in in Rio you've got um uh the the Burly Mar sidewalks along Ian and those are handset little stones but in in um the sidewalks across from the Perez Museum you still have Burly Mark sidewalks but those are um I don't believe they're inset stones but they have striations of color it's a design right so could we start using red cement as portions of Design Elements so you're still continuing the historic um aspect of rolling out the red carpet but it's not this giant stretch that wears unevenly we could maybe create the design so that the red actually goes in the lower traffic parts of the sidewalk and it's easier to maintain because it would just be chipping out that little bit is not the entire thing and you know and you could do zigzags on one and stripes on another and checkerboards on a third like whatever it is but you know as we're thinking of trying to do things creatively maybe that's an option to take a look at as well that sounds like an RFP for a private company to come in and just redo the entire sidewalk I mean that's like now you've taken them to a whole another I mean I if I thought I'm not opposed to what you're saying but I would say that could you come back in a month and let's meet before this month and next month and I will come to the meeting even though I'm not on going to be on the committee easy easy do you hear my items you're still on it alter it still on it I don't think so okay maybe all right well whatever I'll come to he off my item heart point is could you give us give us five materials that are above and beyond what we currently have something I want you to be funky and cool and go and online and Google pedestrian areas in places like Barcelona Madrid Mary Brickle vill just look at industrial materials beyond what we have because I think we have the collective um agreement that we don't like what we have and the idea that we can't do it is not an answer that I would like us to accept I would hope that we can can Jay we can do this we can get if you need more people to only go around and change Stones then so be it what about the material that's on the beachwalk that's the most traffic ever what like we know how to maintain that right what is that like it's concrete paper concrete concrete it's all concrete it's concrete stamp there's concrete there there is papers that are out there yes it's it's a mixture of of different materials and different Pathways to create designs um yes I and we can do almost anything right let's let's let's set that as the bar I guess one of the things that in trying to move this along and I know that the bid is also looking at improvements to Washington Avenue to utilize that geobond money um and they've also got a deadline the the games that are coming in in 26 or 27 so they have a deadline of what they'd like to do and there's U you know there's is a move to to get this out of committee and get it to the drawing board where we can start to work with with folks get contracts lined up and get some work done um if you know what I'd like to do is engage the bid and get their thoughts on the table get their thoughts to the you know to the drawing board what the cost would be um if it's acceptable to you that we engage them and collectively come back with here's some some projects and plans will you invite us all to the meeting so we can I would love to attend the meeting with the bid and you guys and come up with some sort of material that we can all wrap ourselves around something that's going to be defining for Washington Avenue um you know and by the way we're only doing fifth to Fifth Street team street but if it looks good can you imagine I we have this convention center complex could just go all the way you know up but it has to be Beyond you know you go to places like Mara Spain like Resort towns their sidewalks are white marble and they do it how do they do it you know why because they understand how to maintain it like you know they have to go out and they got to have a special machine to clean it but you know it's mean it's and very slippery in the rain it is sometimes well I no I think it's a special you know they it does get slippery sometimes but point is um they can do it and Espanola way is obviously how are we maintaining Espanola away we'll get the information and we'll we we'll report back at then and in regards to the sorry John Carlo Peña interm city engineer in regards to the C City Center and all those I believe they do have um the developers have agreements to maintain that area that's why you know when they do the the agreements with the city they they went and they have they provide the plans and they do have a maintenance agreement which they're responsible as we do have in the city for developments that they want to put any any other material you know that is not our typical material sidewalk or concrete or they have to enter in an agreement with us and be able to to restore and maintain so we could look what what are they doing and you know if we can have that as a as an option in the future so you know we can do the the the the the initial investment but then in the future if new developments come along Washington that will be a another option that we could look into day mon tell you have to tell us what is the you need does it need to be pressure cleaned once a week does it need to be pressure cleaned twice a week do you need a little machine that drives up and down the street and cleans it I I we don't know but if you know we I think that we would I would consider that kind of investment like that kind of investment is what umbrella item Jason I I have it is uh nb15 I'm not sure if that's correct yes nb15 discuss a city partnership with be beachfront concessionaires for event specific umbrella program nb15 yeah than thank you Liz and I'll just kick this off uh in item I thought when the State of Florida took out any reference to LGBT tourism in its uh State Bureau you know it's pamphlets um obviously Miami Beach we pride ourselves on being just a Mecca and a safe haven for our LGBT community and it is a key economic driver as well right so this isn't just symbolic or ceremonial this is something that is uh one uh clearly a signal to say that we stand with our LGBT community but then also as a way to say we are open for business we are inviting and our LGBT community is uh Central pillar uh as part of our community so my thought was to take um for pride month take one of the beaches and uh let's call that 12th or 13th Street beach would be a great opportunity which is historically been you know one of our uh Flagship gay beaches and actually have replaced for that month um um with the contractor that we have there that runs our beach concessionaires instead of their uh you know usual umbrellas we would actually have uh rainbow umbrellas for that uh I think I'm just picturing like the aial Drone footage or views of that uh the entire Beach clad in rainbow flag umbrellas would be such a great signal and I think would go a long way towards um one reaffirming our commitment to our LGBT community but then also uh driving economic tourism uh that is related to that segment as well similarly for similar purposes but more so um you know just showing our strong support would be for breast cancer awareness month I think this would be a great marketing strategy in addition to also showing our support for such a critical uh movement uh have pink umbrellas under another Beach for breast cancer awareness month so kick it over the facilities to see where we're able to take this okay uh good after Mr chair Commissioners Elizabeth Miro assistant director for facilities and Fleet Management for the record um what we brought for you is a couple of items here um we use a standard umbrellas that are used vastly throughout our beach by AR Beach concessionaires and we also gave you a manyu of what that pricing is like so for the the pink umbrellas which we would use during a breast cancer awareness month these are run about $350 a unit and those multi colored umbrellas that we would do during pride month are about $500 a unit with that said we also looked at how many umbrellas you would like to you know deploy so um as a point of reference we use buet brothers when they deploy their umbrellas on Lumas Park and on a regular day they can deploy as many as 300 umbrellas and on busier times as many as 600 so with that we gave you a menu of options um for the umbrellas on 13th Street if you want wanted to make a big impact 100 umbrellas at500 would be about $50,000 um and we also allocated about 5% of that any of these cost for storage boxes okay um additionally for the pink umbrellas like I said a minimum 300 if we wanted to deploy those what that would be that's $105,000 and at maximum if we wanted to deploy anywhere from 650 umbrellas they'll be 227 there is an you know many of options um we look for the committee's direction how they want to proceed um and how many umbrellas that would vary obviously what the fiscal impact would be yeah and Mr CFO would we be able to pay this out of Resort taxes because I think this would be a great driver for tourism all of the the dollars for Resort taxes are are allocated and as I've I think I've spoken a number of times is that uh we should always think of our Resort tax fund and our general fund kind of like a sies twin that they're they feed from from each other so whether it's Resort tax or general fund really are the same thing since they they feed off of each other and did we Lea with our beach concessioners the buet is that similar to their cost for umbrellas yes it is exactly where we got that reference commissioner why don't we just partner with like a rosé wine for that month and they can brand it with like Whispering angel or whatever they give us the umbrellas and they can sell their Rosé on whichever Beach that is for the month pick a beach pick a Ros and I love it because actually one of the I got this idea was by looking at some of the Branded Concepts that they have in Capri um Christian Dior did uh you know pop up of events and things like that um I think Mila opened a sister restaurant over on the Miami River where they had uh a Louis Vuitton popup and it just had such like a a unique branding um and to be able to promote such a great and important cause that's near and dear to our entire city in a partnership like that I think it's a fabulous idea okay so would we do this through so then do you want me to make a motion that we find a Ros sponsor and a beach for October do you want to do it all up and down Lumis park or do you want to just I think just one beach right um so maybe we leave it open-ended for what that and we explore sponsorship opportunities if I can and I and I see her signatur is probably going to jump in but what I'm hearing up before he gets there I'm if uh you would want to return this to commission with a favor ation for the administration to explore a sponsorship opportunity to um to implement this um umbrella umbrella program and that I don't know what department that would be if that would be end up being Communications or economic development but that something the administration could look at um exploring that sponsorship opportunity I don't know if that would end up being an RFP or if it ended up being something more um administrative but I don't def useful life for some of these umbrellas is in the years correct yes and if we're only using them for one month out of the Year these have a useful depreciation life of 10 15 years so while we'll have that upfront cost this is something that we'll have on a yearly basis so I'll ask are we able to advertise that cost well I think that that would be through the sponsorship program I I think if the concept is for the city to explore working with a third- party vendor whoever they may be to sponsor you know a branded one whether it be a pink or end up being a rainbow with with a vendor you know of Ros might be there but I think that would be part of the negotiated contract to to you know the SP would be 3 years and that would be the life of the umbrellas or maybe if they're able to sell Ro our concessionaires are able to sell Rosé on that beach they can use that to pay right that's the idea we we pick a beach we make October breast cancer awareness month we make it the pink Beach and we have uh they can sell pink well I guess you know like find a rosé company or a pink Champagne company and you sell that and get the pink umbrellas I think if and we co-brand Miami Beach we try co-brand Miami Beach bu and wh spring Angel if I can so if if if this goes back to commission and they endorse the idea they have Administration Explorer sponsorship opportunity I would see the administration more than likely this where I ask Rick to jump in would have to come back to commission probably to endorse that that contract or an RFP or an ITN or whatever that concept would be so so the commission would have two at least two bytes of the Apple One endorsing the concept so staff would do work and then with the actual that that's correct Jason and the the only thing that's a great idea um we would need to work with the concessionaires to see whether they are able to get the appropriate lure to serve alcohol on the beach because I don't believe that they have that now I mean nobody else serving alcohol on the beach does now I I say that somewhat in just but my my goodness how many people are selling Margaritas ham sandwiches croquettas out of their backpacks but the Hope might be that our concession no The Hope might be that the naming rights alone on it might be there and if there's other opportunities but I think I think the chair's idea of leaving it open ended for the administration to explore what that would look like and then come back to commission with a plan but ask them is a pilot program in the month of October let's try selling Rosé with pink umbrellas I think it's a great idea and I think actually it's you know October is one of our slowest tourism months but if we put this out there pink Ros on our beach commiss sure fernandz might not like this cuz he's no no no no no smoking but pink Ros pink Ros he might go along with we could sell him on that um but I think that that would be a great um marketing tool for us too to drum up some so if I can I think and I know we have a hard start in less than one minute right start uh return the commissioner with the favor recommendation to direct the administration to explore sponsorship opportunity for specialy umbrella program leave open at yes however I would like to move forward with this initiative even if we're not able to thread that Needle on the sponsorship uh we can find funding PRI prze that would be icing on the cake or Ros on the whatever um but let's bu frate those two different things I don't want this program to be contingent on having to go out and find sponsorship I think that would be icing on the cake if we're able to do so we can have a two pollers have it returning commission with the favor recommendation to explore sponsorship opportunity for specialy umbrella program and to uh develop a budget enhancement to be considered during the 26 budget process if I may through the chair um since we gave you a menu of options um what would you like for the funding option to be so we can submit that as part of the fiscal 26 budget do you have any visuals of what that could we can certainly bring that back I mean definitely on 13th Street having 100 umbrellas would make a a great impact yeah okay so let's go forward with that do do you know how many uh umbrellas are on your average beach now far more than that I'm not and I'm just looking at a you know microcosm of lumus and it's um anywhere from 600 but it could be so much more okay but that's across all of Lumis park that's 10 blocks so let's go with 100 um because this won't be across all lumus Park this will be you know uh one block specific okay uh who's making that motion I'll make it okay and second your baby second all in favor I I motion
