to thank council president conahan for filling in for me at the last meeting it seems like it was a very Lively one regarding the upcoming assessment in hindsight we could have done a better job rolling this out but we have our ducks in a row now and at the end this is going to be Equitable and fair for all the residents this program is being done already in many of our neighbor with many of our neighbors and is far less costly for the burrow doing it this way timing is always a factor but by regulation if we don't start now we will be unable to join this program without undergoing a complete revaluation which is very costly during the month I met with a resident and with Dawn our tax assessor to go over the program our meeting answered a lot of questions regarding the timeliness fairness and mechanics of the process and this will be presented at the next meeting I thought it was uh it was a good day good meeting all right at the next meeting we will also be honoring Bob and Amilia Sher our next pillar of middle sex recipients on September 20th at the American Legion they are having a New Jersey dmava ceremony which is veteran ceremony where they are awarding 20 or so Legionnaire medals to Veterans um I mentioned this as councilman Carn and Quinn will be recipients congratulations and thank you for your service all right our 911 ceremony is tomorrow night at Victor Crow Park 7:00 this is another this is a somber event and everyone is welcome to attend I would like to thank Shirley Penrose for her continued efforts to putting to for putting this event together it's a lot of work and she does a good job doing it all right our schools open without incident for all our residents school is back in section please be careful driving we don't want to give any business to our Rescue Squad and uh so it's important that people pay attention um at the last meeting that I wasn't at and I saw an email come from U one of our residents Kevin about the railroad crossing we were going to have a workshop meeting on the first meeting of October to to kind of go over this uh the reason is we're putting it up back a little bit as we just want to get all our ducks in a row get all the the paperwork put together because I you know we do see things going on there and we sort of left off and it it's still raided up and one of the top 10 in the in the area or actually in the state so I think it's only behooves us to be ahead of the curve rather than waiting for another problem to happen that we go after you know go after the state and go after the Conrail and amra and whoever else is involved over there and just see what they can do what are their next steps towards making it safe I mean we had a problem they did some repairs we're still ranked is that the end are they going to do more but you know we have to have our ducks in a row before we just start asking the questions saying it's still bad because that'll get us nowhere so that's why we're touched upon this but I wanted to confirm that the tax assessor will be at our next meeting September 24th answer any questions uh you are the help until help arrives it's the free training to all of our residents uh teaching life saving skills CPR other things as well it's coordinated by OEM and the library uh you need to register ahead of time uh online on the burough website and the training will occur on September 19th at 6:30 in the Library community room uh the fire department leadership team including Chief bck will be presenting a uh current overview of the fire department at the October 8th council meeting which is good have them both yep the 911 ceremony is tomorrow night I know the mayor mentioned this um and and I wanted to personally thank Shirley Penrose who's a coordinated this um this event I think since 2002 but for every single year um the quarterly burrow newsletter is out here's some copies outside it looks great thank you to our clerk Linda chismar for spearheading this once again um the parks committee uh there's an RFP subcommittee they interviewed two engineering firms last week and there's three more interviews uh this Thursday evening totaling F five engineering firms that have responded after Thursday's interviews uh the subcommittee will make a recommendation to the entire Parks committee and at that point they'll move forward with one of those firms the parks committee will then make a recommendation to the governing body which will then be discussed at an upcoming council meeting um hopefully in October and I want to thank administrator with place he coordinated all five interviews um with a lot of different schedules um and it's uh the last session was was seamless and I hope Thursdays will be smooth as well um I'm doing the fire department report tonight for um Kevin uh the fire department responded to 40 calls for service in in uh in August um there's a couple bullet points you wanted me to break out here August 1st the fire department dispatched to cover cover an assignment in Piscataway Township while they operated at an apartment fire uh August 6th an employee reported a fire in a drying unit attached to the building at spraytech uh 344 Cedar AV um August 20th the fire department responded to the intersection of River Road and Factory Lane for a reported brush fire um our members located the brush fire and it was quickly extinguished August 27th um a tenant at Park Park Brook Gardens apartment reported a fire in the building just before, 1400 hours a middle sex fire and middlex police located a juvenile male with Burns to his face chest and was quickly turned over to EMS upon further investigation a desk and a notebook were located in the apartment that was smoldering and and extinguished with a water can uh the police department requested a helicopter which uh transported the P patient to the hospital and that all happened down at Mountain View Park um and I think the county is actually still uh it's still an ongoing investigation August 28th the day after Homeowner of 127 running na reported their shed was on fire after being struck by light um middle sex fire located a shed on fire to the rear of the property they extinguished it in under 10 minutes and that's also under investigation um the fire department participated in National Night Out on August 20th and as of well from January 1st to August 31st the first8 months the fire department has responded to a total of 301 calls um friends of the library they have six Jazz programs um there's a schedule that's out I'm going to leave some outside on the table it looks like this you can pull it off the burough website under Library um they have an event the first one of their Jazz programs um they have six more um it is called uh Florian chance Jazz combo Dixie Land and hot Jazz it's in the community room it's on Sunday September 22nd it's at 300 PM you don't have to register you don't have to do anything you can find the schedule it's on the uh burough website under Library you got to go into the main menu in the library page about the library Tab and then you'll see friends of the library which you can actually get the whole schedule um and then uh one last piece on the library how much is the middle sex Public Library wor so they actually put together a piece here I only have one copy but I'm going to read it off um I've not seen this before so in 2023 last year uh we had 152 adult and teen programs using uh the American Library Association and also the County Association uh they have formulas to figure this out so 152 adult team programs would have cost our residents $38,000 um there were 156 uh kids programs that included crafts and activities Story Time programs that would have cost 39,000 um ebooks and electronic resources uh over 7,400 DVDs ebooks audio books CDs streaming and streaming Services were circulated and used it would have saved our residents would have cost our residents $111,500 bucks books borrowed 61,63 to Children's and adults books were borrowed if they were purchased and they do a for there's a formula for paperback and hard cover it would have cost $1.53 three million and again this is just for last year the last one is uh Community Support hours 93 100 hours of computer research and reference queries that were actively supported would have cost $11,000 uh the total costs the value of all these Services uh was 1.83 three $395 million so again something that we don't talk about a lot um so our library just last year um again all those Services worth almost 2 million bucks and um obviously everything's free so that's it mayor all right thank you Council mccorn uh yes for um Administration I'll leave that the administrator I have not um heard or received anything about what's going on disa senatur everything seems to be cool same thing I haven't heard anything um for the film committee uh haven't started um looking by do notice mayor that we have a civilian spot that can fill this role that's supposed to act as the BL on if there is any um fil crw that want to come in to follow the permits that spot's Holden so we want to find someone put in that spot that be a good representative if a film decides to come film here they are the one that kind of fills in and helps it can more as well you have anyone in mind um the last person I spoke to was Mr rinsky Kevin rinsky who seemed um interested but I'm not too sure where yes he's here maybe but other than him no I really haven't for anybody I wasn't too sure where we wanted to head of the group so I was going to talk to everybody about if we want to have a workshop or some type of session for that um for the cultural and arts commit um yeah so for the culture and arts committee we will we should be expecting a few murals um coming around I know that the building that's in the LA School area this um Design's been agreed on with the swim pool commission from what I know um but since it's a fa I think they're going to be coming and presenting everything up here to the council as well to to make sure everything's in line but I think the council's going to love on what these beautiful artists have created um it's pretty cool um thank you for the new members that have joined the culture and arts committee thank you so much for being willing to give your going to be about 8,000 more a year to switch from middle sex to Somerset County for the year of uh 2 um paying a little bit more to actually receive Services is probably better than what we're getting from middle sex County right now they don't come to the meetings they they have our uh volunteers stored vaccines and the personal refrigerators for the Ravens events it's been pathetic so let's hopefully move forward and uh have some better service that's everything that you guys put a lot of work that's been kicking around for a couple years so I'm glad to finally see it it got over to over to hump okay administrators report thank you mayor good evening everyone um I'd really like to start off by saying I'm proud of the hard work of our staff members this summer and really grateful for the projects completed and activity sponsored by various Municipal departments I want to give special thanks to Recreation senior services and Public Works had a great summer and it be uh Library director Chrissy George has reported that the development of the middl bur local history room is moving ahead uh physical improvements to the room such as painting and assembling furniture and display fixtures that's all been completed staff is now working on digitizing the middle sex Chronicle newspaper collection the middle sex Chronicle will be added to the local history rooms digital repository which will also include all aspects of the room's collection the grand opening for the local history room is expected to be in mid- October and the digital repository is already available to the public 247 online um there's a link on the website library's website but it's also um I don't know if you want me to read it but it's https col backb mdsx local history. m.net backward if you need that let me know but it's also on Library website um it's a work in progress but there is some information already there Council resolutions on the agenda this evening include authorization for the mayor and Florida health to execute a two-year shared services agreement for Public Health Services with somerson County as Council M noted um for approval for repairing the burrow garage floor at a cost of $21,000 and approval of a lease agreement between caterpillar Financial Services Corporation and the burough for a 2024 420x back loader from fully Incorporated in the amount of $178,800 all right let's see um this is an interesting initiative to something that's been talked about for a while by mayor and councel to increase zoning and code enforcement services and to provide full-time management to the Construction office the burrow will be recruiting a full-time zoning and code enforcement officer two existing part-time positions will be replaced by this one full-time employee uh the topic for the agenda Workshop tonight is a proposal to wave Board of Health fees for vendors donating fud and services at Community event sponsored by the buau and the executive session this evening will involve discussion of Public Safety involving sewer infrastructure and also two potential litigation issues uh feed and an issue at 22 with the drive thank you okay thank you um just couple of quick things Lenny I appreciate the fact that you painted the the kitty park over at Victor Crow park looks good middle sex blue go Blue Jays it's the way to go I do appreciate you that and all the signage because it does it does help you know just one of the other things uh just in in passing I noticed the uh senior calendar came out the other day and it covered two months and you know a lot of people don't realize exactly how much stuff they are doing uh and I counted that they had 4 7 events in the first month and 42 events in the second month that's a lot of of activities you know and and when I say events I don't mean like people came in I'm talking about they're they're going shopping they're going to to to uh activities they're going to you know food stores Health all kinds of of programs that come in and out they're doing a lot more I mean it's it's impressive and people should actually especially if you're a senior take note of of the things that are going on basically bantered around if I remember correctly last year when we did the reassessment the reevaluation is when we started talking about it because the reassessment actually is an ongoing process that's a lot less expensive the only thing was with it you could only have onee Gap or then you're you're forced to go into a revaluation again which meant we would before we even got in it we would have to go go do it this way it's it's just a lot it's a lot fairer and it's a lot more Equitable and it basically saves a heck of a lot of money um I just had one other question um when did you guys know that this is going to commence this month I guess Comm when when did you know know earlier this year I mean we probably knew earlier this year we did talk about obviously when the evaluation came on but you know I'll be honest with you Dave it you know it's a when it came out I was like oh I almost forgot all about that you know but yeah yeah that that was the puzzling thing to me was you know you know pretty much every one of these meetings Dave absolutely it like I said it was something that should have been on the Highlight Reel and it it just got by and that's why we we had a meeting and to talk about it it's like we shouldn't have roll outs like that and that's what we're trying to correct okay all right well I appreciate the fact that you're acknowledging that because you know as someone who comes to all these meetings and start reading it on social meeting I'm like did I miss something I mean I'm sitting in these meetings taking notes I I think there were a few few people about Somerset County undermining us on this whole yeah thanks for asking because we are on the trail it's interesting the sense I got from the administration in Somerset County is that they were assuming middlex County was keeping us up the speed on it and you know we've got this weird situation where it's it's a dual County initiative the only thing they forgot about with us the host community so I'm really going to keep reaching out to middlex County they said they're looking into the matter who dropped the B about not involving us hopefully what they can do for this burrow to make up for the financial impact of this park um so I will report back out to the public as soon as I learn anything but we're we're keeping the pressure on okay it looks like it's going to have to be something forth coming from middle sex County because that's our County and they really should have been talking they can't really keep going without without having us in the loop for sure okay thank you thanks for asking Kinski 441 avue uh my questions pertain to our Co enforcer Tyler for now perhaps is he a full-time or part-time employee right now he's part parttime right now he's parttime and he's full-time in B Rook with the same position so I need somebody to do the ma for me on that how does that work out ironically maybe it's coincidence but the position he assumed here the position is assuming Abra were both also helped by our previous business administration so I'm sure we all know how that looks I mean really what it is is a double dick and I come here and hear you talking about raising people's taxes while you're facilitating a double pit well you're making an assumption that he would be the full-time zoning officer what look right there He's listed in B $55,000 a year I finish my here sure um we are going to be advertising the position so it's going to be advertised which is the proper thing to do for us you know public physician and we'll be interviewing people if Tyler is interested in in it he'll be one of the applicants how long has he been in the position that he holds down eight or n months probably about two years years us two years to find somebody else and we just happened to replace the old no business administrator Co enforcer with someone these the best of my knowledge almost related to well all I can talk about is what's in front of us right now doing is the mayor and Council has decided to move ahead with having a full-time person in that position not only to provide more full-time service in terms of cod enforcement and Zoning enforcement but also to provide management to that Construction office which we don't really have full-time supervision of that office right so it's correction you could look at or a change in directions as a point Kevin just sorry didn't mean to cut you off but just just as a point you know we hired a part-time you know code and force ER and for what we are expecting out of him he's fulfilled his obligation as a part-time employee I mean what he does on his own free time that that's up to him but the decision was that was made by the council was that we need more so it's going to be pretty tough for some someone to have a full-time position and another full-time position so we're looking for for someone who's going to work for the well even a fulltime in a part-time position is a hard if he's not here at 8 10 12:00 at night I mean it's just not feasible and you're saying that he's being considered possibly is one of the people that would be taking the full-time position if he decided to apply he would have to apply for so when you're looking at a candidate that is have a full-time position in boundbrook while he maintains a part-time position here and he finds that to be completely acceptable which I'm sure he does but that's the kind of person that we be hir he's not hiring himself I mean if we ask that question well no how we ever got hired in the first place to be perfectly honest with you and I did try to work with him so when it comes to what he does I'll be honest with you he's an I was trying to deal with you regarding the noise that comes from behind the tracks which is ungodly and from what I understand we kind of put ourselves over pickle pickle barrel with that there's really not much we can do short of trying to get to put up a sound wall but it's nuts it's 2:00 in the morning it's 3:00 in the morning it's 24 hours a day so I call him and I ask him what can be done he says let me research I'll get back to you he doesn't get back to me so I call him he says well I called him a message at the njp I said why would you do that he goes well because we have to abide by their code and their regulations in regards to how we do things here and I said to you don't know how that what that code is and he didn't have an answer and I literally told I said don't me get off this phone and go on NJB website and easily find the information that you told me you're waiting to hear and that's exactly what I did so the kid just far enough the f it's a position should be paying for itself the next question I'll have and I'll send you an email for it I'd be curious to know how many citations he's actually written since you said he is sufficient to hold the position for two years well I didn't say that no no no I said I'm going to ask you how many he writes well I don't have that number but I can find out that's I can tell you if this gives you some level of comfort that in writing the advertisement for this position we specifically put in it that it's important that this person focuses on enforcement and going to municipal court and and we expect that area of Code Enforcement to be stepped up dramatically so that's right in the job description that's right in the so we've had someone for two years that does not fulfill a position the way it needs to be done Kevin the whole move to make this a full-time position is an acknowledgement that we need better and More in but it took us two years to learn that one two years two years while this kids get paid for two years to hold down two jobs it took two years to figure that out and you're telling people how they got to start to tighten up their budgets and and adopt and accommodate to these new taxes it's ridiculous and that's just one that fell on my lap I didn't bother looking around and I'm hearing that he and a have a relationship outside of the office so it's ridiculous I mean it really is it it's dictionary definition corruption that's what it is people may not like to hear it but if you took part in having that kid here you're corrupt that's all I have to say anybody else joh mad 39 Rams BR uh this is regarding the uh the shared service agreement with the county potentially um and councilman Quinn thank you for that information because I didn't know what the amount so my understanding from what you said it's $88,000 more per year correct so uh 24,000 increase per contract right open this over the spread three years so um and it's interesting that um when ailia Shar and I went to see the previous uh County Health officer T papy we actually sat down with him and we pleaded our case small town we actually were able to negotiate that our price down I'm not saying that this should be done now but um it was done it was negotiated correct perfect um and the other thing that I have a concern about um you know I I got a listing from our current health County Health people with the um um the services that are being rendered um and I'm interested in what the cost per uh service being rendered if County I don't know if we can make that assessment I can look into it for you I I I would need to full list myself yeah I I think each County will Pro provide the trying to do for for at this point we're not talking about when the vendors are there selling talk if you're selling that's what for profit that's one thing we're talking a strict donation okay a strict donation so what we what we would like to do is you know obviously this has to be approved by the Board of Health but it's going to be on our recommendation that you know for items like this where people are donating food they're not selling it I'm not talking like I'm not talking that they they have a sample tray which they're letting people eat and then they're selling no it's a pure
