sensory nerves across various parts of the body that can lead to weakness of the foot lower legs muscles foot deformities frequent tripping and falls and muscle weakness in the hands and whereas there are more than 70 kinds of cmps that affect individuals from all walks of life and all areas in the world and whereas there is no cure for CMT and while Physical Therapy tracing surgical procedures can help stabilize and correct certain CMP symptoms continued awareness and research of the disease are needed now therefore be it resolved that I John michek by virtue of the authority fested in me as couple of things that I want to go over here and I'm going to actually let me just turn this off cuz I know as soon as I go all right I did reach out to the uh US Department of Transportation uh the Federal Railroad Administration I sent a letter uh well an email on Monday I sent it to the do uh good afternoon my name is Jack michic and I'm the mayor of middlex burrow New Jersey I understand you have recently been in a dialogue with Captain Craig Kaminsky of the middle sex Police Department regarding the short-term intermediate term and long-term progress on the Cedar Avenue railroad crossing at this Junction there are two open items from the original action list shortterm the installation of 2in Wide retrolective Sign strips on all existing and proposed Regulatory and warning signs associated with the actg grade crossing uh they had listed at that time a status as of October 9th 24 the status is being investigated as to why this was not done and long term pursue the concept of grade separation feasibility design and funding and the status they had on that was that the consultant just submitted the final report it's very large fil and NJ NJ do needs to review the final deliverable while efforts have been made to make the crossing safer we are now approaching the The Five-Year mark on this Crossing which Still Remains one of the most dangerous Crossings in New Jersey at this point I would like to get a time frame for the shortterm to be completed and the long-term actions to be detailed and discussed with us along with a time frame for completion I received many complaints regarding the safety of this Crossing and is an ongoing danger to life and property in our community we need your help to get this matter to to give this matter the priority it deserves thank you for your consideration that's what I sent that's the one thing with emails you always got to read them backwards you got to go from the bottom up all right all right from August grer I received good morning mayor michek this was uh on the 15th I will make sure that you are kept appraised as the short-term and long-term items are being addressed thank you okay I went back at them again on Friday the 18 thank you for the followup any idea on when we will get a response regarding the completion SL meeting dates I received a response on Monday that was NJ um NJ do railroad is working on resolving the 2-in Retro reflective strips on the signs at Cedar Avenue when we have a Target date for the installation I will pass the date along uh that was from Barbara France so basically it's a lot of back and forth and not a lot of of of action yet but they know that we're talking about it so I figure I'm going to wait about a week if I don't hear from them I actually uh think Kevin's idea is you just keep sending an email out and and they know that we're we're interested in it so because the next one is going to be if I don't hear when are the ret reflective strips coming in and is the time frame that we can have a meeting to discuss the next steps like longterm or whatever and then we can go from there and at that point oh you are here Kevin I might uh hit you up and say why don't you attend the meeting and and be part of it to to help move that out to help move that along okay I have another one here let's bear with me okay this is regarding Pond Avenue all right this is sent to uh Carol Tomas shwit I probably butched that up pretty bad but uh she's from the county Carol my name is Jack mic I'm the mayor of middlex burough a couple of weeks ago we submitted our respon regarding a Class D application at Pond Avenue in our burrow I am just following up on the status of this application as we did have a conversation with the principles there and we were left with the impression that an application amendment was going to be forthcoming any update you can give us would be appreciated thank you that's what I sent and I sent that on uh Saturday the 19th all right uh I received a response on the 21st good morning we are expecting response from the GDB later to week to that to the questions SL comments that were raised at the hearings once we have that we will prepare our official response to comments document this response document will be sent out to all who requested it and in parentheses and you are on the list to receive it let me know if you have any other questions Carol all right uh at that point after that uh administrated the place hi Carol thank you for the update according to our zoning officer it appears that GDB will need local joint land use board approval and that's where we sit with that so I just wanted to address those two items to let you know that we're still going on there um a couple other things that I just wanted to mention um if you had the opportunity to go to the rec center it had a slightly different look last week I have to say Melissa you guys did a fabulous job and I know you're not going to give me the name of the kid that scared the crap out of me but I'm going to get him one of these days I'm just letting you know just putting it out there but uh it was very well done I I I was totally surprised that it was way different than what I was expecting thank you very much all right one of the other items I want to talk about is rats there are certain people that have a have a problem with rats around town now the problem is is that everyone thinks it's coming from the flood areas and all the rest of that well the real problem is that people have collections of garbage in their backyard and construction debris and you know around this time of year they're looking for food and they're looking for a place to shelter up you know and a lot of people don't want to do it and you know the burrow you know Tyler and and the rest of guys they're not going to go peeking over a fence to go see if there's anything back there however if people get out there and decide to say Hey listen you might want to check this guy out he will go you know and and he goes based on things that we've seen and when we've when there's been some you know a Ruckus made we we're like hey you got to go check this out and what's going on and he's gone there and he's acted appropriately but if if we want to try and keep this in check you know there's such a thing as being a good neighbor and looking the other way but it's it creates a lot of problems for a lot of other people if they don't if if they don't participate and and at least let us know because we you know if we don't know we don't know and that's the way it is but if there's a problem we want to be on on top of it to take care of it uh last but not least next Tuesday October 29th 7-9 we're going to have a middle sex burrow town hall meeting all right um a lot of the department heads are going to be there this is going to be a pretty open Forum meeting basically it's I want to hear from everybody we're kicking off the budget season what's on your mind what are you thinking do should we be looking at this should we be looking at that no action is going to be taken at the meeting but it's a good idea to get everything in I mean I've heard consistently or at least from a few people you know the budget process happens and we don't have any input well let's get let's you know let's throw these things on the on on the Marquee and let's see what happens um I did put a hard stop at nine o'clock because these things can have a tendency to run forever and ever you know and and we are going to try and go Department by department so this way we can at least get some feedback on on where to go and what what people are thinking and uh I don't know if I'm going to get anywhere with this I reached out for the superintendent of schools we're playing phone tag I did invite her so we'll see what happens with that um that's it that's all I have council president thanks mayor uh a couple things the rain water garden is complete looks great it's been um it's at the library many thanks to Ruckers uh they paid 100% of the cost uh our environmental commission I know some folks are here tonight plus DPW um regarding the library both for children's and adults summer Library programming we're back to pre-co level level this summer for the first time uh Legacy Lawn the application deadline was yesterday but the lawn signs are scheduled to go up the first week in November based on weather um I wanted to thank and also Dove on what the mayor said Recreation and Melissa did a tremendous job at uh the haunted house it was Wednesday and Thursday of last week I was the second annual haunted house it was it was unbelievable thank you Melissa and your entire team to DEC I mean it was you know 10 times better than last year last year was great um Recreation will also be hosting its annual our annual winter festival uh it's got the bonfire included this year it's on December 7th uh that's one of our biggest and oldest events hot chocolate dancers Santa Mrs CLA Mr Claus there will not be um horse and carriage rides this year right Melissa but she has some other new events that I I think would be just as good uh it's from one to 6 PM in Mountain View Park it's free to everybody uh we will recognize Jack Costa at our next as our next pillar of middle sex that'll be uh November 26 that's our next regular meeting 7 PM it'll start off right away with Jack uh for people that don't know he's the director of OEM for almost 30 years and he just hit his 50th year this year in the in the fire department as an active firefighter uh directly from the Army Corps of Engineers South Lincoln Avenue is scheduled to be to reopen the week of December 2nd so some finally some good news there lastly please come and support the Lincoln Firehouse this Thursday evening for a coin to from 5: to 8:00 p.m. um not sure Kevin I'm sorry if you were going to bring this up but at the intersection of Mountain Avenue Lincoln Boulevard these coin tosses are very very important for our uh all volunteer fire department that's it Mar okay Melissa how many kids did you have come through uh probably between 350 and 400 they were repeating and I have to um say thank you to the National Honor Society and the girls GS since they help us out they were part of the scar all right I'm getting closer to finding my uh right thank you all right uh councilman KS take out a Girl Scout um I attended a um once again I attended a class over the weekend for the general pow and duties and what's supposed to be happening in the burrow um I'm very happy that to hear that we are going to have a very open finance um meeting where the transpar is going to be better um that's good a good a moving around right direction um I'm not surprised at all that the the Halloween went off without a hitch there a great people that organized that that was good I'm sad I didn't get to make that um and that is it okay ELO yes for DPW um this Sunday from 9: to p.m. they will be planting 15 adult trees 10 shrubs to replac ones um that were died in the streetcape along with Gator bags um this is uh paid for by nonprofit group and the overtime is going to be paid for by Clean communities plant so all free mature trees and we're replacing all the things along the streets gate plants the bush that that now for environmental commission bear with me this is uh for 17 years we've been inactive and this thing is on hit the ground running and it's almost so much I can't even catch up so anyway the first thing um we need to do is an environmental resource inventory this is State mandated we don't have one um we're working on this I contacted um J De Lorenzo he's going to help us with this our environmental consultant so that's a good thing also um your energy order so we needed 14 months of utility bill so we can get some help with solar all that stuff but Claire came up with found this fuel release authorization form all we we will do is just have to put our account numbers and addresses and will make the job so much easier Caroline already has it and they're already working on this where so they have some things going there's 50 accounts in town so it's going to take a little while but they're working on that um another one um the sustainable Jersey working for certificate the green team was established which that's a great thing we're moving there um what else do I have here so much stuff going on um number seven on our resolution tonight it's uh support for local government bod what right sustainable Jersey climate I will pull that when the time comes and I'll have it there you declare or Mike Schneider see what this is a good so what else um as far as solar energy we are on board to help any way we can with this environmental so we ask to be involved in aing and moving forward also um Pond a 207 Pond we also would like to be involved in any moving forward the environment commission would' like to have an input on this any any talks anytime we meet with them again we would like to have a representative from the environmental commission be president that also I'm not sure if we're going to actually wind up meeting with them again I think it depends on what the the town not the town the county does and then as a matter of fact I think probably J well it might have to go back to the JB and at which point that's where it it it'll get okay it'll get involved okay and before and it has to go have to go full circle before it actually gets back on we just like to be involved okay so we had that meeting I was disappointed that I should have thought of it have someone come but it's fine okay that's all I have right now P that number you want to mention the the benches for Street skate there's another resolution on benches which number is that um number three um new new benches we're going to place along the streetcape and there's some other benches across town where you don't match kind of match so they're all going to be matching benches and uh part of this pcap money so it's not any additional money that was money that it's grand for us yeah he's going to repurpose the old ones par old ones in the Parks we're not going to lose anything all right I thought I was paying attention but that's right and also I know we uh little tree giveaway over um councilman doie y just a couple things mayor I have the um court report for the month um Maria is still out I don't know when she coming back this couple months from right March March March she's going to be out a while so her assistant is doing fantastic job have any contact or her to report the seamless uh total tickets for the municipal court report was 418 68 parking violations 350 moving 18 DWS there was four criminal complaints 36 local ordinance violations 38 zoning they had four Court sessions two in person two virtual 198 defendants 78 cases were deposed total assessed fines were 37 36471 Burrow's amount is [Music] 27179 so just seems like it's getting higher and higher since I know code enforcer's been out there uh I have the police report also 1937 calls for service 14 adult arrests there were 14 114 MV summonses for September 80 radar summonses and 33 MV crashes Chief sent me over a little stuff that's going on for them that's coming up uh daa National takeback is Saturday October 26th uh the middle sex police department will be collected be a collection location and take back from 10:00 a.m. to 2 p.m. for any prescription drugs that you have and you want to get rid of they have the set up in the lobby usually on Hall Halloween on Thursday the officers will be handing out candy um the 11th coffee with a cop at superfoods at 7:38 Union Avenue from 9 to 11: 738 Thursday November 21st they're doing puzzles and pastries with the police uh with the police at the middlex public library from 10 to 12 yeah I was thinking super and no no shame no November coming up for uh for cancer awareness initiative shall be permitted so if you see our cops walking around and they got a nice beard going that's why um right there is an update on that he just sent me today for a couple of cases that they were working at the detectives they uh they charged two suspects for two separate burglaries to Middle sex businesses and numerous motor vehic burglaries on October 8th 2024 um Dante Karns from betham PA was arrested and charged with burglary theft criminal mischief conspiracy in possession of burglary tool it was remanded to the middlex county adult correction center the charges stem from a burglary that occurred at middle sex Liquors on August 19th okay they were able to link um lequan El Meers 24 of play field to the burglary back in August Mr Myers was also charged with burglary theft criminal mischief conspiracy and possession of burglaring tools for his involvement on October 9th 2024 they arrested Richard massis Munoz 38 of middlex Mr mes Munoz was charged with burglarizing Tim kerwin's Tavern on Bound Brook Road on September 9th and with burglarizing eight motor vehicles on the east side of town between September 9th and October 4th 2024 he was also remanded to middlex County adult correction center it just shows that our detective Bureau they're not out there patrolling but they are continually investigating and tracking this stuff down one guy all the way out to Pennsylvania and they want to catch it um I have just one more thing and since we're not going to be meeting before that I'd like to say happy Veterans Day to all the veterans out there thank you for your service it's near and dear to my heart I sered council mccarn did anybody else that has that's all I have man all right thank you uh councilman Quinn okay so real short and sweet the only thing I have today is on Saturday November the 2nd from 10 to 12 the uh rabies clinic will be hosted in DPW Yard that's through the board of help okay all right very good and uh councilman Rex is not here I did want to just throw a couple other quick ones out there um actually I had I was I was talking to Linda before I couldn't figure out the Union Avenue address and then it was because I got super Foods confused with Super Fresh I was like it's not on that end of town I got it all right so it is super food uh one other thing is I know that we've been uh talking about and I think it was asked at the last meeting was uh regarding summonses and fines that that have coming out of the out of the construction office and uh the numbers that we have and it's a little difficult because of the way the computer system set up but right now I believe the actual number is 257 summonses we approximated 250 right and based on the amount we we've recommended fines of approximately $100,000 we have to get the second part of it which is what did the courts actually find the guy at the back end because that we won't know unless you go to the court but I just wanted to throw that out there is that you know that request didn't fall on De ears so we wanted to get it we got we get got to do a little more fine tuneing on this number but that's approximately a get you in the in the ballpark of where we're at I don't expect that it would be significantly uh different from that uh administrator's report uh thank you mayor good evening everyone uh regarding the um recycling center proposal at 207 Pond Avenue um at some point staff will be coordinating with the representatives of GDB International which is the applicant for the class recycling center to set up an on-site open house at the proposed operations center as you recall they offered to do that to start giving opportunity for members of the community to see what the operation is or at least the space they're not operating right now but yeah I think they're they're waiting on the response L right so we'll we'll stay close to them on that try to get the public an opportunity to see the location um due to the extensive drought that we're experiencing uh the Department of Public Works is watering new trees in the Parks the street shade trees and the municipal tree farm and we also anticipate that the drought will result in an earlier lease drop this season uh work on setting up the local hisory history room at the public library continues we're um missioning a soft opening hopefully in November and then a more formal ribbon cutting ceremony in December so look for that uh Council resolutions on the agenda this evening include authorization for the purchase of 10 metal benches as we discussed they'll be added along down Brook Road and enhance our street skate project another one uh resolution is approval for change order number two to increase the total amount of the contract for new flu meaning air extensions at the police department um the the increase is 93 ,000 approval for the purchase of two 30 yard containers for DPW in an amount not to exceed $ 33,34 of. um there's a resolution to authorize um our submitt of a Grant application and execute a grant contract with New Jersey Department of Transportation for Mountain Avenue South Avenue intersection Improvement project um and the um approval for the proposal that we've received from Remington berck Engineers for additional work to complete the gis sanitary sewer mapping project for the burrow and that'll be in the amount not to exceed $7,500 uh There Is No Agenda Workshop discussion scheduled for this evening no topic for agenda discussion and in executive session this evening there will be a discussion of litigation involving New Jersey American Water Company and Lake C litigation regarding the middlex County Municipal joint Insurance Fund and also the proposed restructuring of the thing that is be done Mr pounding at a minimum God forbid there is another accident you know we would be able to say we have a record that and we've been on it we've been pushing you guys we've been you know what I mean so then that coupled with got forid was another accident um any the other whatever it is you can get them to do incrementally is we move forward to find a solution is is great other options you know well they they were basically saying there's the short term which they did and then they're talking about the long term but if you know I'm trying to kind of push him into like tell me when this long-term thing's going to happen and what are you really talking about because if you're telling me it's going to be 10 years off there's still other things that I think that they could do I still think they should have the make it almost two separate things things and put the the gates on the inside so if you know you're inside the gates you're good yeah you know whether they do that or not but that's going to require a conversation they're just not there yeah it's not going to be an overnight um I did get the number I was asking Mr Le for um but I be honest with you the amount of time it took to me is an indication of just how things are running and it is not confidence inspiring I mean this is like eight weeks almost it's a fair comment Kevin we'll do better we get that you know um and then who's responsible prating to for a website Positive Solutions is that who it is yeah Positive Solutions what what's wrong well because you just announced next week's meeting for the town hall and it's not on the bur it's it's it's going up tomorrow because that's why yeah the agenda was finalized I believe today I mean and that was it was one of those last minute things quite honest by me that I really wanted to do and being that's the first one I didn't know whether I have to notice it not notice it and what do you plan on doing and how do you plan on going about it so it's a little late in the to but I think it's still going to be a good constructive meeting and I think we're going to have a pretty decent turnout and then when it comes to the way that there is notification regarding things that are going out town and meetings specifically I know that there are things that are required by Sunshine minimum but if you're doing those and you're not reaching the intended audience then something else needs to be done beyond the minimum requirement right we're going to try and well to get people here I'm going to try and you know once I put the the flyer out I'll open some people uh you know pick it up and throw it out on Facebook and see what we can do to get people in but just another process possibly going forward something consider Beyond just the minimum that's required by the Su sh because again if like the thing with the class B if the point is to reach the people that it's affected by or that it will affect and the means that we're using aren't reaching those people then we need to use other means yeah we are we you know what it is Kevin it's it it's partially like even me I've getting more technologically advanced as I go and it you know some things a little harder to pull in the tube because you're just like oh I got the flow got this and it's like well how do we get it out you know what's the what's the methodology so we're we're working on getting better at that because there's a lot of moving Parts in this town and there's a lot of information that goes pretty quick and when you sit there and really think about how many Facebook sites and all the rest of it there's like a ton of them you know and we're not really we to me it's like it's not really networked in like at my work I I have a couple of group things that I could just I get one bang and it's out everybody got it you know and I think we have to get a little bit more involved it may even exist already I just don't know about it right and then I would think that would be positive Solutions and also we still have a PR firm on the P yeah that would be well at one point in time Kevin I've been kind of a little busy with some of this other stuff I do want to get in to just go over all that cuz a large part of it's branding too you know and we have to we have to do a lot of this stuff to to basically pull the town together right and then I've spoken with council president conahan regarding the noise it's which was my first interaction with Tyler which is kind of what rful red flag eating up and looking into that department to begin with the noise that's emanating from it's I always pronounce it wrong Theo or Bia yeah it it's constant and it's like well Kev Kevin went there thinks it's that um there's a number of sites there it could be them um I don't know Joe if you want to get up in a couple minutes Joe did some investigating too but it's in that area on V and I I sent you the video I mean that was hting inside my house window open yeah it's not it's not only you Kevin I saw a couple other people were were you know complaining about that there's you know they say there's some sort of noise coming it sounds like metal you know and it's worse it sounds as though a dump truck is dropping an entire load of pipe from a second floor onto a cement slab I mean it's some noise really is at points almost well you know and what we're trying to and one of the things that we're looking into right now is what ordinances do we have and how do we in how do you go about enforcing something like that because unless you're happen to be right there at the right exact time it's you know it it's kind of difficult but you know I think an overall noise ordinance I don't think we have one right no Chris is working on it brand new hot off the press so he's working on one and then we're gonna we need that first and then and we have to figure out how to enforce it right and then I heard mention of a pursuing American water in regards to the lb I I said the same thing about the church when we were chasing our tail with that drop it American water is not responsible the problem was the improperly maintained and improperly illegally placed sewer caps that belong to the scat spray Tech didn't do anything legal they had all the proper paperwork to dump what they were dumping they dumped what they did that day every other day however of they've been doing it since and there hasn't been issue the problem was that the lid was moved from a swer cap that's literally in the Ambrose which has got to be illegal and then what happened was the water push down in shove the material back up the spray pick out those sewers and then it flooded the area so we have these sewer caps that are literally stamped on the scattering we got one in the lake that now has got a bunch of rock on top of it I'm guessing the track to slow down whatever it is it's oozing out of there I mean we have these sewer caps that belong to PCAT and they're oozing sewage and the one that's in the Ambrose is what was responsible for that spill and all we were ever told was that oh they sealed it over no one when they were here for one of these meetings no one from bet would confirm they just said that's what they were told um and the lid is still there with sandbags holding it down and it's really just a matter of time before there and that was the second fish kill over there there was another one two three years before that and the same source so it's not American Water American Water had a water name breaker so what the scouty was trying to say was that all of the debris that was laying in the Ambrose which is what we worked on getting out and everything came from the sewer or or from the water M break the water main break I looked at the whole area there was no trail of debris to the burn people brought over the break and they dumped it there to slow the flow so that they could get in and they could reposition the cab and then they left it there and that's why there was such flooding door I don't even know if there been so many storms now but I think it may have been Ida where the deli flooded and places that had never flooded before flooded because then that's what caused me to look over like what's going on and was this huge burm of debris and a couple of badway trucks over there to get a hole in the middle of it so they came over I I understand to say it's a bit bold you guys aren't able to say that straight out but from what I gathered from it and one of them was because I called over there and when they asked me where I was calling from I just said middle sex cuz I'm calling from middle sex she must have introduced me to the head of her DPW ding guy as Kevin from middle sex and I asked him what's going on with this debris you've got to get this stuff out of here oh it was pushed the water man the water man I said well there's no trail of debris he goes well we're all chasing our tail now because now with the flood you know everybody with Manpower and then I just figured I'll try I said well I got a hard time believing that the water man pushed all that debris and it didn't move the lid at which point he goes it did move the L that's why we had to get in there and put sandbags on it that's where we had the infiltration so they know what happened over there and and if they're pressed about it you know I you're still you're not I don't think you're get anywhere with the American Water I don't think you're get anyone to spr P because neither one of them really at well you know what and you may be right but I think at this point what we're trying to do is start the process to to try and Weedle down because you have to ask and you the so when we had this first thing my understanding was that American Water said don't worry about it we're going to take care of it well as you know we haven't seen anything you know and that's why I think you got to start the the conversation you start pressing them and they say well we didn't really do that all right well fine who did what's your what's your story and I haven't seen much of this in writing yet and I am asking for it to kind of go through but I figure it's going to take a while to get there but I think it it has been a while but I think at at the same point I think if it's it's like the the railroads and all the rest of it we don't say nothing you know what's going to happen nothing so I think you just got to throw the bow shout out there see what happens and then push it to the next step and hopefully we get somebody to give us some help now mind you as you well know not only do we have all those guys involved we had all the high shots up there and you know we had the the Senators and all this everyone's was jumping on the bandwagon but we've really gotten nothing to show for it so I think you know and it may be down down the road and they may tell us to go pound salt anyway but if we can get anything to help us out it's it's it's to Advantage because much like much like Heather Lane even with the lake the only reason things are getting done is because we're doing it on our own we're just saying forget it we're not waiting anymore you know and everyone starts throwing to think well the D won't let you do this and this one will let you do that and this one well you know you've been around a long time too if they're not doing doing anything and you start doing something it's a hell of a lot easier to ask for for for forgiveness than to get permission so you got to start doing something and then when they start saying what's the answer well you're not helping us what are we going to do you promised us and you did nothing well just when it comes to just seeing money spent pursuing we're it's it's it's minimal at this point minimal you know and we're not going to spend $700,000 to get nowhere you know we gotta but we gota we got to throw our bow shots out at the right places and see what kind of action we can get because you're right you don't want to you don't want to spend $2 million to get 200,000 that's going to get you nowhere and we're and we're not in a position to do that anyway right and and in a conversation with President it really is going to be up to us and up to council up to the town the real unfortunate reality is like breaking off and becoming middle sex burrow there aren't enough people here to sway any larger election no governor no Senator no no one is going to win or lose their election based on how the people middle sex vote they're not Rand is they going to win or lose election people so they really don't care and they don't have a reason to care and unfortunately we've also shown ourselves to be a community that's apathetic when it comes to voting so if they do look they're going to go well the numbers aren't there but do they vote well they don't even vote on their own May they're not going to vote on this that or this and they don't bother with us so we truly are on our own C is not coming it it's not going to happen so when it comes to some of these larger issues I just think to really look at how the money is being spent like pursuing a lawsuit for getting in there anding correct that's and believe me cat if we didn't if we didn't take that approach already we wouldn't even have the the hydro rake groups that cannot solicit you got to actually apply first and um for a r if we don't want solicitation to our homes do we have to apply for that I don't think there's there's anything in place for that I mean basically we there's no soliciting I mean if anyone's I think the the the politicians are allowed to solicit and yeah there speciic people that are listed that can but then there are some that and and businesses that get the permit yeah and business but a lot of the a lot of the other ones if you got people that are showing up that aren't supposed to be there usually what winds up happening is someone makes a call to the police and the police come and shuffle them off I'm just thinking of like some way to kind of track and monitor I guess to a certain extent if we don't want people coming to our homes you have a you have a Lisk of residence you know they don't want do not call us doesn't work on the state level I mean how do we monitor that we can permit people doing it but how do we maintain a list ofbody who knocked on your door well you can have a list of resid that are on do not call correct but where's the enforcement what what would maintaining that list to the I don't know sort of asking if the ordinance has some kind of enforcement probably doesn't the only the only thing if you really on it people would have to put their name on a on a master list that at smell not not until January 1st right okay well see see the problem is what was happening with spray Tech as well they were getting the complaint and then they were they were getting the complaint Friday night say and then they weren't going out till Monday morning to investigate right so un found it every time Dave other clients of mine have done this in council president and mayor and I have spoken about it uh templating something out for the burrow you need to really have teeth you need a license noise control officer license which the county of middlex and the county of Somerset may have but councilman Quint brightley brings up that you need someone there who can get down there quick right because if the noise goes away I mean you know know I represents Bridgewater um the uh used to be the office now it's 22 West was our first Pur people we really pursued under that ordinance and we had to have someone on call Even in our health department or police department to go down the license because the only way it holds up is if you have a license licensure from the state under the regulation so council president kanyan mayor and I spoke about this I circulated some information to them yesterday I think or maybe Friday and we'll look at it you know but you need to get someone close right because by by the time you get someone from the county the noise is yeah if we have an ordinance and we don't get any noise smell get anything taken care of problem everywhere and I just lived it two years ago on Bridge order we eventually succeeded in fixing it by having someone on a call close by either in the department one of the Departments right police or help I was just going to make the on that one as well it seems to be a problem that a lot of people have said about spray issue for years um we never and I know we talked about this a meeting or two ago about the lack of response from middle County Health Department um but similar to the meeting you had about a month and a half ago where you had the tax assets of here because people were concerned about the reassessment maybe you should invite once subet counties contract goes into effect in January invite them to come to a meeting in February and let everybody come here and tell them what's going on and let them know what's going on and let them know if you guys want this contract more than a year you better to the municipality that has to be used for municipal purposes so the mayor and Council will be thinking about that in the new year to figure out how we can best maximize asset so that that is the still current plan to take the land back to the uh Township well it already is we have the but that but there's no further plan to do anything with it at this point no usage no usage plan okay thank you the reason I'm you know questioning this looking into it we don't even know what type of radioactive material ground I don't believe well actually we have all the documentation that was given to us as part of the transfer of ownership um for instance it was we've been told it's been reported to us that 5T of soil has been removed from the site and and new fill was brought into the site so I know that's basically that was a lot of the that was done five 5T that's what I was over the entire surface that's what I was told yes I guess they didn't take into consideration at invol well I think they did I think that's part of their well testing that's still going on now water testing I mean all that information is available if you if you want to see it we we'll get up what's what's being done is steps towards something and I appreciate that but I want everybody in this room to realize that there are over 30 radioactive isps that it could be and the some of the ones with the longest life or radio you'll know people will heard radio half life is600 years I could go on about the other two at this point Bob there's there's no plan to do anything with it we'll own it but that's as far as it's gone and we're not going to you know and all those questions that you have I would definitely want to have ADD dress before we did anything with it you know I think right now basically it's okay to be bare land but what we do with with it after it depends on what an intended use is and you'd still have to have a plan that gets approved okay and you understand what would happen is individual departments and sorry you're here so I got to pick on you but let's talk to Department what do you like what we're doing what don't you like what we're doing are we are there programs that we should be looking at you know um what do you what do you think I mean a lot of times you know we we live in our own little bubble and we only see our little part but we might have people come in there say Hey listen you need more stuff for kids that are 16 to 18 years old you need more stuff for preschool kids you have you don't have enough to the park stink the the there's no not enough equipment for this age group you got nothing for handicapp kids you got and sometimes it's just a matter of they're saying that but the reason that there's nothing there is because they never asked and they don't know where it is because we actually have it it's just somewhere else you know and and where are we trying what are we trying to get to you know what do you feel about Redevelopment you know look at Bound Brook you want to be like Bound Brook I mean we got we got spots we can sell a bunch of buildings put up 20 million skyscrapers where the kid's going to go to school who knows you know I mean on my own end I I I wonder about that about Bound Brook where they putting all these department where are these kids going they got to have some kids where are they going my other question what one area that I don't understand uh the large portion of the taxes that I paid for the schools yeah I don't know how that process works they come up with some sort of a budget and then they come to our you guys they they have to follow a state program there's a lot of State parameters that they have to do and to be if there's a number that's like I think 2% or whatever they they work up a state aid and as long as they can keep the increase under 2% but they're allowed to roll it forward if they give you a lesser percent one year they can they can add it on the next year which is what they did this past year and as long as they're under that we have no say and Tim we don't have any say regardless I that yeah you know we have no say so it's it's it's it's a tough road to give it to that's our only interaction you know that's our only interaction we collect the taxes we give it to the Board of Ed and that's it you know and that's it's been a little bit of a source of frustration for for several of us and and some of the residents because over the last few years they've gotten a couple of nice bump UPS in state aid that didn't materialize into a reduction in taxes or anything it was you know but they have a plan that's what they that's what they tell us I'd like to say I'm well versed in the school plan I'm not you know but that's that's why people have to get involved go down there and talk to them you know start start start squawking you know and I it looks like some people have been out there squawking and they're a little frustrated about the answers that they're getting and and the reason I say that is because a lot of times I get the phone call wanting to know what I'm doing with the schools and you know it gets a little frustrating but you know that's that's something that we we try and work on I mean like here we're trying to be pretty pretty open and out front you ask us a question we'll tell you to the best that we know if we don't know and listen we're not full-time you know we we're just here we know what we know and that's as far as far as it goes we try and get informed as much as possible but it gets you know sometimes people ask you know in chapter three of uh section 48 of the code book you know it says the instead of the and a instead of and and why did you do that I don't know I you know that's what we and we're trying to get past all that and there's a large amount of reading that you have to do with the emails and stuff like that is that something that you know we could ask for volunteers to come to filter out some of this stuff and say hey I think you need to look at this and whatever I mean we have senior citizens I mean there you go we do listen we and we do solicit I mean one of the one of the major things that we're working on right now has been a a godsend for us I think is the Environmental commission there had nothing going on now they're at least looking at these things that's if you were looking
