motion to adopt the minutes of our of our meeting of December 7 2023 so where second second okay well do we need a we don't need aoll roll call yes M yes yes yes okay um next listing is old business um as as I suggested um especially now we have we have two members of two Commissioners there uh neither of these is time sensitive for this for for this meeting so I would uh I would I would ask that we hold these items and carry them over till next month new business may I okay certainly make a comment I had some concerns about that originally indicating that I thought the public should have an idea as to what kinds of questions we would be discussing could we just State for the public record what they will be when we have time do we have the do we have the agenda on on our website at all oh we do we do it'll be on the agenda no on the website it's on our website but if you I mean again I mean whole business it's it's just a certificate of a sister which is a been of discussion the board has had over the last couple of right meetings verification of actually counting the vote and then adjudication of mail and ballots which was also been a discussion item for previous meetings uh as well thank you thank you okay the uh first item of new business is the 2024 2025 projected board meeting dates which were presented um is are all the are all the Commissioners here uh find the dates acceptable as as revised we revised the reorganization meeting date so it didn't conflict with the NJ conference I no problems okay well can I take a motion um someone make a motion to accept the dates as presented so thank you yes yes yes yes it uh the next item of business is is listed as Carlin Park M by understanding you want to explain it or yeah I'll brief and talked to the Commissioners on this this follows kind of what we've done last year regarding some towns like North buns Jamesburg uh and some other towns in terms of working with the clerks and our own staff identifying if there are any issues with district lines and making the again from the Board of Elections perspective as well as the clerks we have an understanding what the district line is in SS when they did a conversion in 2019 it differs from that so again we've identified it we want the board to kind of of affirm that our understanding and the clerks is correct and we're basically it's not uh redistricting it's just we're asking the state to change the line in accordance with what we believe so for for Highland Park there are two two areas one uh and again in what was submitted uh Hudson Circle which is between district 6 and district 7 uh in terms of the Board of Elections as well as a municipal clerk uh the line should run uh all the way north of Second Avenue toward the railroad tracks uh you know properly separating district and S what is currently is in SS is that the line moves towards track and actually splits the circle uh you know into you know a third here and a third in district 7 and the remaining parts in District 8 so again we just want to correct the line so and as you can see in the map snippet that was provided it's kind of a irregular line that that cuts through the Hudson Circle uh also in Highland Park in terms of our review with the the clerk and our staff uh which again I thank staff for doing that is between district 6 and District 12 in Highland Park along South 10th Avenue uh as you can see in the the first nippet that the the line is supposed to run basically once it cuts over from Eden Avenue between district 6 and district 7 and then it just runs uh from our understanding from what was done from the street audit in 2019 it's intended to run all the way to W Avenue uh whereas in SVS uh Again part of that street now is cuts off and moves over to 11th Avenue so there is a partial of that street that is incorrect in the system uh so again we just uh again in terms of our review we think both those little little segments of lines need to be corrected and just asking the board to affirm that our understanding along with the clerks is accurate and they we should ask Remington and Vernick our our our vendor to send to the state the corrected lines to be updated for future elections just further just a little bit to further explain it um periodically we find as in this instance we find certain ER errors a lot of it was was a switch over one went to another but there's always some things we have 59 7,000 registered voters how many districts we have yeah with all of that there's you find periodically find things this is a this is an essentially an administrative correction once this is corrected Tom I'm assuming all of the voters that are moved will be not will be notified before the okay okay does anyone else any Commissioners have any questions we confirm that none of this was changed post census right the post census this is and again in 2019 we did uh the state did a uh a move from one system to another so they had asked all the boards of Elections I think iy was again I was here but I wasn't the administrator that is that they had asked all the municipalities and counties to kind of send to them the shap files and the street indexes for for each of the county so we kind of work with each of the municipalities and that's kind of our Baseline in terms of these reviews so periodically either working with the clerks and saying this is your District Lines uh we will see that in terms of conversion in 2019 that svrs you know in terms of the shap files has an incorrect line here and there so and I I understood that I was just my question was just confirming that Highland Park wasn't the districts weren't recut there were several towns that were recut I wasn't sure the park park park doesn't have any places so any change in individual election districts lines would not change who votes for a local Council Office or anything and it also it would for County committee true so that's why I they weren't withdrawn they weren't withdrawn I just wanted to because it was 2019 I just wanted to ask that I've had I had an issue in 1980 is for also a county committee issue where people were for 30 years they were placed in the wrong District they were individually placed in the wrong election district and when they ran for County committee they ran from the district where they thought they were and they didn't live there that was this is not new but it's a good question no more any further questions a motion to accept the acceptance so moves second second count yes yes benj yesion SN yes uh Administration reports um sure do you want to start with the you want to rely on your written report yes unless there's any questions no I just wanted well I have a small report just to point out that the STS been working on the sample ballots that were returned from the general election and over 8,000 8,082 voters had their status changed to inactive meaning they moved out of County out of state U no forwarding address on file now we're working on address changes along with other there's other projects on here that we're working on just wanted to point that out thank you and we have the fire district election oh yeah which is which is one of our secret one of our secret elections yeah speci um okay you your warehouse supervisor everything do have anything everything that's in there is pretty much what we're working on as that's pretty much just for those I don't know if you heard that I I asked the question of what spotting voting machines is that's really the placement of of the putting the voting machines in the right spots in the warehouse so g go spotting yes okay administrator report uh for the most part I'll just rely on what was written provided but again just to highlight this again it was kind of brought up before is that uh in terms of the build uh we hope to be going live with swipe cards and be able to provide to Commissioners with that for access to the building for meetings and other dates uh as well as just really just finalizing a lot of things in terms of signage and other building uh items for operation as well as security measures based off of the Homeland Security review of our office back last summer in terms of signing are we going to have a sign outside yes okay I would suggest that we turn there's one of the signs that one of the sawich board signs that we have closer to the closer to the driveway instead for people to come in the driveway turn it the other way so people driving down looking for us can see it before they get in the driveway but just for just just for so I don't list when I go by did that youen I know I did it you did it just just for the public knowledge part of part of administrator this report is our current the current number of registered voters in Middle county is 576 929 we are the second largest county in the state for registered voter and the biggest one is in case you're asking or thinking about it bur by law well be larger than we are yes okay okay I have a question yes all right you've included on under your report that the staff is going to be begin the preparation meaning that you will be outlining for them or you've changed anything the training schedule no just uh again all that is stuff that uh we do at the beginning of year anyway just to get ready for election discussions about pker training starting to set up uh you know space because again we do primarily have done it at the the college uh schedule we talk about poll books and again really just starting to identify small changes that we want to make leading up to the primary general election and kind of again get ready because again it's it does take some time to get put work disc okay Tom is that what you mean by using Monroe and your Brunswick April School elections as spell wethers primary and general yeah I me there TW there there's some items that we wanted to do for the primary in terms of puller payments and some other items that uh uh big and small that would want to kind of use that as kind of a test test case for for those upcoming Ops are there any uh further questions from uh commissioners Administration rep does anyone know if the government has uh made any noise about making sure that all municipalities have election day for schools the same as uh Municipal elections I mean that we still have two so it's actually the opposite they want to go back so the legislature just enacted a a a pie of legislation on Monday that I believe the governor is signing uh that would allow it would make it easier for for towns or school districts to move their elections from November back to April and not have to uh have a referendum on their budget provided they don't exceed the two's cap yeah and and uh so we should be seeing more time on I mean the only the only School Board in the county that did not move to November before was new brunsw and Ro just to move back to u to April just checking thank you okay commission we're going on to commissioner comments do any Commissioners okay uh okay public comment and the U just connection with the rules uh anyone has to speaks has a has five minutes uh and then any other people want to speak there's no and after the anyone who wants to speak you can come back up and speak again if you Haven for hello Commissioners uh Charlie Caville New Brunswick New Brunswick today I wanted to uh start by just wishing everybody happy New Year and I'm glad to be back with you I think I missed the last meeting or two but uh I want to say I really appreciate the conference room name and uh uh certainly brings back fond memories and uh it's good to remember Mr voel for his service to the county um um if if you can uh the schedule you just adopted is it uh the same like first Thursday of the month at 5:00 p.m. with a few exceptions or is it going to move to 4 p.m. or it's 5: p.m. can you provide yes that will be up on the website it's going to be 5:00 pm uh it's not going to be every Thursday because there are some things that kind of about that and so instead of changing it we it'll be like maybe the following th so if it's not the first it's going to be the second Thursday of the month but we'll have that up we'll have that up sure once it's adopted tomorrow well we uh the reorganization the typical and reorganization meeting is at 11:30 right middle of the day okay and it's on March 14th it's said the boards of Elections have to U reorganize during the first 15 days of the month the prior in Thursday is a conflict with the NJ AO uh conference um so on redistricting uh or I guess whatever you want to call it uh changing up the election districts election districts yes the election districts not the legislative districts or congressional districts but the legisl or the uh electoral election districts um it was mentioned that uh you know there is a mechanism to adjust for population in in in those seats and and for the very reason that commissioner Snider mentioned there's County committee races that are based on those lines um I think you'll probably remember I've been asking for a while to get you to do that for New Brunswick what has to happen to uh you know trigger that to make that happen because we have some districts that are multiple times bigger than other districts in terms of Voters if we have Tom if we we have more than it's more than a certain number you're supposed to start to trigger it now there's a period of time immediately before and immediately after the census where you can't do that without specific permission from the state I think we're outside that time I'm sorry no I was just going to say I I believe that function does not start with this body I think that if if a redistrict we put together we be comprise the districting uh committee we're not talking about reboring individual election distri reward if you're correct we every 10 years well then I don't think we distri their own we districting individual election districts we do we're we're supposed to get the statute we could recommendations but whatever but the the trigger the trigger relates if there's more than certain number of people voters in an election District too many were too few that it's supposed to trigger that are we we I think terms of how many people have vote and it's like there's a couple there's a few different yeah I don't States I don't have that I know a lot of tit 19 but it's not committed to memory in that case could I just ask that it be added to a future agenda have the discussion we are within a time period that we can do that uh are we do we have any can we get plans to take a look at the districts that are outside the the the parameters to see what we can do see if we have to do it we can't do that oh okay this this just okay I was going to say we got these did we get yes okay okay no I just thought you might know exactly no I know I I don't um yeah let's see what we do well at least applicable statute because again it's population but it's also how many people vote as as well we just take a look to see if we have anything out of out of uh uh out of the period out of of the ranges that we should be considering okay okay yeah just like I said before but I've been involved in elections in New Brunswick since 2008 and districts haven't changed at all but the city has changed quite a bit some areas have seen a lot of changes and that's why some of the districts are so out of whack with one another there are a lot of districts that are really small I'm GNA take I'm GNA I'm G to I'm GNA take this privilege though in either party virtually no Municipal chair is looking to reduce the number of districts because it reduces the number of the committee Comm seats I get it um I believe I was the one chair peroy many years ago that was involved in reducing the number of districts of birth Amo I'm not going to say anything in terms of that part we just have to determine what has to be done and and whatever yeah but's still what's right what uh what is fair um I just I'm stuck on it being a clerk function I'm like I'm like 50% there we have to approve it we usually I know we have to approve I think we get recommendations from the cler we still our option right but I believe the the clerk would be the one to trigger the redrawing um there's there's guard there's guard rails here in terms of GRS and it has it has to have it's not the start just requesting it so if if you get it to a certain point they you're supposed to be store can can we can we agree that we'll have a a point of discussion with research on how the process works to lay out at the next meeting sure just terrific yeah this isn't the right place to to ask for that I can go to the right place but I I hope we can get an all aign on what the proper process is because I imagine neun probably probably not the only town that um deserves that kind of adjustment um with regard to what you discussed with Highland par is that the same problem that I identified in New Brunswick with the uh you know inconsistencies with the warden District it's possible I but I don't I know there was a problem but I don't remember if that's the same problem we periodically find and a lot more it's been a lot more since we switched over from the old system to a new system and you have mistakes you're finding the mistakes and we're correcting the mistakes I don't know no this appears to have been a GIS issue with how svrs took the information in and then projected the information out uh it was then inconsistent with our information it had nothing it didn't have to do with a population shift yeah right I think it only affects like 10 or 12 I I agree that's not the problem I identified I you know before you joined the board there was an issue my my partner had uh uh has her registration changed to be in a different District than me so we were we were living in the same house but in different districts so I I you know that led me to look into it further and you know 2022 I was sending in a lot of um errors that I identified in the in the voter file and I just wanted to understand that's kind of the same thing that's going on here in Highland Park and I think other towns were mentioned as having had the problem and having it fixed it's the same general problem that in 2019 I forget to characterize New Brunswick I mean North Brunswick Jamesburg the one and Highland Park were all of the same variation in terms of what we understood the clerk's understood wasn't the same as what it was in s for or S uh I think there were some elements of that in New Brun but I don't know if that was the the whole but again I have to go back there certainly could be individual voters that are placed in the wrong district administratively and if and if that called to our attention that be corrected and and as I I think I alluded to before this is not new we have 500 what did I just say 576 or 577 th000 registered voters it's times sometimes gets it wrong so when you find a correction you make the correction yeah just just for everyone's knowledge it was there were two separate areas in New Brunswick where I found that there was a whole bunch of people that were in the wrong district and and it coincided with if you looked at the election results you would see the shape file was off and the shape for those districts okay is not okay you're you're hear time is up my time is up but I'll get another you get yes sure well I have a few more things I'll anyone else want to speak no right just a few more things uh city of New York has adopted an ordinance that would enable 16 and 17 year olds to cast votes in in the school elections and I just wanted to ask is that the type of thing that were uh municipality and middlex to adopt the similar ons that that this board would be prepared and able to uh you know facilitate that I think that's fairness to the Commissioners that's more of a legislative State Legislative question there would be elements in terms of SRS in terms of registrations uh you know having that in syst being operational uh pending 16 if that was the case and then uh applications in terms of it if it's just for School elections how that is coded within SRS so there would be a lot of things outside of our control in terms of how that system would operate and again whatever the legislature decides we will have to enforce but I don't think it's the Commissioners unless anyone wants to speak on their own in terms of what their opinion is on I want the I think this is Tom I'm on the legal and legislative Committee of the New Jersey election uh and New Jersey Association of election officials and there was just a comments on that and someone comment on that there's a whole list of things that are issues or problems if you attempt to do that that doesn't mean it can't be done and of course as Tom said if the legislature changes it we'll have to work we'll have to work that out but there are there are a lot of issues I don't know personally I have no idea whether new workor has the authority to do that or not and I I I don't make any comments on it so they have the authority all right well uh thanks for that I do think it's uh good that some folks are already talking about it because it seems like the type of thing that uh you know could be good and we should you know hopefully see more of that uh you know young people getting involved and wanting to get in the habit of voting uh let's bring Civics and courses like that back into the schools then so that young people understand exactly and voting responsibilities are as opposed to you're cute so why don't I vote for you not implying that all children would do that I just as an educator believe that we need to have some basis in our curriculum I think yeah we've got a lot of room for improvement when it comes to educating folks about our government and Civics I you know I know uh you can get a a college degree and nobody will tell you what the county committee is or how that uh how that all works we're still trying to figure out how it works in some respects but I I'll W I'll wrap up with this and and uh transportation is really uh a problem is there an easy way to get here without a car like Ser like seriously if if you know somebody wants to come to this meeting or I don't know's the road truly yes from there I know a bus at some point stops I don't know how close they yeah is it a safe situation because I you know my thing is this uh you know back when this place was in 777 Jersey Avenue not only could I ride a bus to get there uh the county would run a bus along Jersey Avenue but I can even walk if I if I needed to people in Brun could walk now you can't have one location that everybody in the county is going to be able to walk to but you should Avenue is pretty much in the middle of nowhere you should have but but they ran a bus right this is pretty much in the middle of nowhere too I don't see a lot of people walking around on for up and down that street not right not not not a special bus for you but for everyone to get to places on Jersey Avenue including this is a a County bus or or one of the my my point is it's been decimated they stopped the bus service with the pandemic right they used to have the it was called the Hub City Trolley then it was called the M4 and the M5 and whatever the point is they got rid of it it doesn't exist and you all moved here and so I'm asking what what can we do to help people without a car be able participate right and I I think that you know it would be wise for the county to look at all the different places that they have government assets government you know offices and make sure that they can at least you know connect those to population centers via transit so not everyone has to drive a car I see there's a ton of cars parked here because uh there must be a ton of people that that come here and uh I don't think there's really a lot of people using transit or walking to get here and you know we we can and should do better as a society but certainly as one of the most populated counties in in the state um you we should have a better better bus system better way to get around so that's one okay all right I just wanted to say a couple things real fast uh from the last meeting I remember uh big emphasis was on voter experience and better pole workers so I just wanted to mention this couple of things based on um what I uh have seen even in the last election and knowing about the upcoming election there going to be a big crowd I think we should have a cording style signage near the voting M machines with pictures and language that the voter can review before uh voting on the machine and the reason why I'm saying this is because based on what I saw last time where there was a couple of Voters that went back they didn't understand that the ballot goes in the back the machine they were saying that they lost the ballot I think I just think it would be uh informative for the people that you know I know they're going to be waiting standing to vote on the machine that they can see the process and understand it it we'll make the polling site move quickly um po workers and I only picked a couple of things pow workers issuing a ballot without reviewing signatures um I saw this uh a couple of time well I say that early voting a couple of times after signing the voter can press the done icon on the tablet but they should not press the accept what they often do we need a procedure for pole workers to view the signature without having to Restort restart the whole check-in process because uh some of the some of the poll workers what they do is they go through the whole process and then the voter has to do the whole thing all over again it takes time voter gets delayed and also that's one of the reasons why there'll be a standard and standard reissue or or provisional provisional reissue on the reports because they have to issue another ballot all right uh the system should maybe possibly have a back button if the voter pushes accept so the pole worker can review the signature you can't go back yes you can all right what there's a back button there is oh okay because all right I didn't see it myself so I'll just the the arrow button goes back yeah all right all right I'll ask just on the U the the accept ballot Buton is live when the vote when it's flipped to the voter I mean no no no they sign and then then it has to be flipped back before the so do that when it hit done when it hit done you know then sometimes they hit accept right away and should but even if even if the voter hits the accept button and turn it back to the pole worker the pole worker can still hit the back button to get back to the signature screen okay and where is that back button even again it's it's it's lower left hand side okay okay I didn't see it just if there was an accept button it's and and it's supposed to be uh accepted as a signature accepted by the pole clerk it should not be live and the PO clerk should not have to go back to get to that point it's not live first you hit accept or done first and that means the voter's finished yes and then it moves on to the next page so what the voters are doing is what she's explaining is they're hitting done first then accept like they're just doing both they're not supposed to do there should be something in the in software that the accept button should not be live until the physically no it's not a set but but is a done button something sign it's hit done it's very custom people are very customed to sign something and hit button if you show the the individual voter press the done button but the accept button is supposed to be pressed by the PO clerk that should not be Lo become live even if it goes to the next page until the until the until the machine until the the screen is flipped back to the pole cler she but the machine but the pole book is not going to differentiate it's just a tablet it doesn't know anything but again we we do in the poker training say that you know the pole worker is responsible for accepting the signature and we do kind of illustrate in the training how to use the back button because again okay like like you mentioned I don't know your name sir I was a PW Walker so I see I observe Behavior it's very custom anybody sign it and hit see the button they will hit done just like you go to any of the ATM machine or something like that it's very custom but so when you flip back I don't want to cut that's okay this is a discussion that's good I'm not saying it work it's okay it's fine it's good I I'm going to look for that because I didn't see the back one okay so um all right so that's okay and then um a retraining for certain poll workers so I understand that poll workers at a particular polling location will be questioned uh when provisional ballots cannot be counted due to procedural error these pow workers will be instructed to take mandatory unpaid refresher course in this area before being able to be a pwork in another election which I think is great and it's clear that you identify a problem that needs to be rectified so I'm suggesting that polling locations that have many voters checking in multiple times should be looked at and the pole workers be called and questioned and like you do for the provisional issue be retrained this would benefit the voter's experience and identify weaker pow works and what I mean by this and I haven't gotten all the reports yet um you know from the county um looking at the NS pbook uh logs is in when I looked at when I was analyzing 2022 there were people that were being checked in two times I could get like you know sand and S reissue but there were people uh one voter being checked in three four five seven times I mean it doesn't make sense so if we can identify those polling locations and it's not just one vter being checked in three times I had a list and four times and five times I think we should go ask those co-workers what's going on or identify those location I'm sorry but they talked I wouldn't mind the the answer to that if they if they've been if a voter has checked at once possibly a second time for or otherwise how once they've already voted how can they be checked in again anybody have an answer to that know it would be like a a standard you make a you make a m you make a mistake well the way it's supposed to work is you vote standard uh or you get the stand you get the ballot you're voting standard but you make a mistake you you select and I'm just making easy comparison you vote for Joe Biden but you meant to vote for Donald Trump uh but you it's already been printed and now you need a ballot back in order to spoil it to get to reissue that's the property so again you take your ballot card back after it comes out in the machine and then you were reissued a clean version of the I believe you could do that like twice or something so the so multi three times so the multiple check-ins would be consistent with that if if the voters made a mistake several times I corre the way it's supposed to be three times and then after that then they can be issued a provisional ballot so the way it's supposed to work now again like Kathy had said sometimes the the PW workers do not do that process cleanly we have had again we've had conversations with the SNS about potentially making changes to the language within the poll book to make to remove at least maybe an element of that and that's the uh what Kathy you might be alluding to is people who are issued a standard ballot and then the next record that you see is a standard or provisional reissue which gets very confusing so we've we've had conversations with the V about making changes to maybe take some of that or again can't I can't account for poll workers errors but at least maybe re removing some of the pole work error from that process can I AG go since you're answering my question well if you want to get can I just okay good all right welcome back hi nice to so I I agree with that but but I still feel that the pole workers in those locations and areas should be identified because what I don't understand and Tom is right I saw standing and provisional reissue what I'm saying is I I just can't even Phantom somebody that standard standard reissue standard reissue provisional provisional re issue but what is going on why is it so many check-ins it it doesn't make sense to me so I just think a conversation you know to the pole workers at that location should be made I really do believe that it should be trained it should only be you get a standard ballot okay there was a mistake like what you said I voted for the wrong person gets reissue why would there be like seven voter trackin it doesn't something's going on there I just that's all I feel I think a question should be polling area one you're saying has so many problems what do you do you remain there in case there are any questions to witness everything no no no I'm saying it this this information you can get from the reports from the poll uh log checkins and I'm just saying and it does tell you the polling location and you can go and then just like sort it and you can see the number of times we not talking like one voter check I understand that I'm looking at it just a tad differently sure I like the idea that we have a record of those kinds of concerns absolutely and I would not want them uh eradicated I'd like to know if one person had four or five problems about that so so I'm also suggesting that if we have better monitoring then there might be some one person responsible right to uh help whichever coworker is having some difficult yeah right exactly so we got can I start another five minutes or do I just sit down you got two more minutes oh I got two more minutes okay hold on okay so um all right uh so I was also thinking on that portion with po workers and if ens is can do this if we're trying to identify po workers I know in the 10x books when they check in someone I don't know if the in SOA can do it and I know you have to get approval from New Jersey and they have to change all their equipment but I think it would be beneficial in the future if the pole worker can put their initials down when they're checking in so not only are you capturing at the polling location the location but you'll find out that KH Kathy Avid danu was the one that checked it in so we can try to isolate and and find the weaker pole workers and maybe you know I'm just saying that all right I only have a couple minutes okay all right like I said I had power outage I was going to email you all the stuff but I will all right so I love this THB I saw this on the website the official report the schedule that's now on your website I don't know who prepares it the official website this is a schedule that I've never seen before but in my I know you never heard me say this before reconciliation I know it's the first time you heard this so I wanted to take a small sample and I was really happy and it's early voting and okay so this is the information that I got I know I'm probably going to run out of time but the information this is what I got okay this is from the state all right every single day every single municipality 25 people I got who
