a very good um deliberator as it comes to problem solving so uh that's that's the last nice thing I'm going to say about you and to you Harry so that's my comments well thank you for your kind words you know the commissioner for their you know vote of confidence certainly it is my honor to serve and I will do so you know to demonstrate the commitment that hopefully I have shown uh during the past years in service I also want to thank uh Janette Janette actually uh was our leader to some very challenging times her leadership expertise and commitment to the font of the last few years some questions so Janette thank you um also I want to thank Frank Frank actually stepped up to the plate in playing English as an act recording in progress oh I appreciate that very much Frank got it okay thank you thank you and finally all the Commissioners our executive director Barbara administrator Glenn and the legal council and staff for your wavering commitment to the m County Municipal joint Insurance Fund so I look forward to a great work together uh with this uh with this team so thank you um at this point on the agenda the next uh item is the general resolutions uh yes chair General resolutions 244 through 242 uh 12 uh can be done by consent resolution uh I would like to make comment and get some feedback uh with respects to two of the resolutions 04 the official meeting schedule it has been suggested to uh move back in some form to inperson meetings uh it's my desire to designate four meetings uh to be in person at a uh place to be uh determined but I'm looking at the February 28th May 22nd August 28th and November 4th meeting as being in person um that would be the only change there I have to work out with the uh the executive director with respects to her schedule and a location uh with respects to resolution uh 12 uh the GIF uh is uh has to set an interest rate on delinquent 2024 assessments uh the resolution is before you with a blank uh setting the interest rate it's a requirement of the state regulations uh it could be zero or it could be five or eight% or whatever you guys decide so that's a discussion an item before actually taken on that resolution I don't know if you have any input I mean on on the first on the first item about the uh the schedul scheduling of the meetings uh particularly those in person I believe that well uh will we get once you get together with barbar will we get uh you know uh an opportunity for us to chime in if you will to just make sure that availability in our schedule SCH actually do match absolutely yes right so we wait we wait for that then uh and as to the second item in terms of setting the uh the interest rate uh any recommendations from the uh staff SEC a director administrator um you know we work we work with several funds and some are actually at zero others do 8% we have 10% um the other thing I do want to comment on is that the resolution um the second whereas needs to have the fun year of 2024 added to it right now just says and for the collection of Assessments in default I think it needs to be the 2024 assessments just to make sure we're clear thank you what we're talking about but you can pick any number I mean I we do have a fund that has zero um and there's a 10day grace period allotted for all members and then typically even if we were to assess it we would bring it before the committee before we took any action like that Joe did you have a comment I thought that on yeah I just wanted to ask Glenn what was it prior though did we have any percentage in there uh no yeah but we did we did have a a resolution last year not at the reorganization meeting but subsequent to it where we agreed on on a interest rate comparable to what municipalities charge for delinquent taxes which was I think it uh eight 8% on the first 1500 and 18% on the balance in excess of 1500 if my memory serves me correctly but that was correct yes so we that that going forward in the litigation Where We Are communicating with Le not to interrupt but this would not affect that interest rate this is just on the collection of the 2024 assessment the GIF has to set an interest rate if a member a current member is due under 2024 assessment okay well through the chair I I think we should be at least uniform in our first pass on all our interest rates if if the logic holds for one it should hold for all unless there's another Factor any comment I agree with that as well you can't go and change it for each and everything and I agree with commissioner julus as well I think that to the extent that you have different interest rates for different periods U since we already uh know that that there going to be objections to the high interest rate charge as if and when we start discussing settlement with with various former members to have an inconsistency in what the fund does with regard to interest rates only adds another complication to the matter I would I would agree uh chair U chair um do we that's you now see it's going to take a little bit to get to but so do we move to a vote at this point I think that there's a consensus on the maintaining the same level of uh interest that we have on the collection of U assessments right so your suggesting 8% on the first 1500 and then 18% on anything above that right M yes okay so we can include that in the resolution making the clear that it's for the 2024 assessments as well um and then you can move that um resolution if everybody's in agreement okay it appears so do we take it to a vote yeah well we're still I think working on the consent agenda I don't even know if we have I don't think we have a motion out there yet um because we started to talk about 2024 D4 and then 12 I have a question for you Barbara so will we go through the professional appointments in the uh and then vote that in one block um you can but I think the 2024 13's a little bit different because that's for the extension of the 2023 contracts until the 2024 fees and um responses are received so I would probably keep that separate this year okay so you can do 2024 -04 through2 with the understanding that we will make the amendment to the 20242 resolution and then we will put in the 8% and the 18% as discussed thank you Barbara is there a motion then to move forward as discussed motion I'll second it Joe requirement for participation for Commissioners in in our bylaws and I'm asking that because I don't want to put any of our current as we make this change which I wholeheartly agree with I don't want to put any commissioner in a position this year while we're transitioning to inperson meetings that they can't attend because of schedule um so I just want to be sensitive to that and and Echo Harry's point that if um as we move to in person we really need to make sure that only in this year that we're sensitive to the fact that this is transition we all have full-time jobs outside of this and we wouldn't want anyone to um have their participation measured any differently because we're making this change in this year I mean all our Council meetings are set all of our for the year ready yeah I mean I think everybody's kind of understanding the flexibility we have meetings scheduled every month so you know the goal is to have four in person if it ends up being three or or two or six or whatever whatever works for the group um I think we'll be fine so I think we we play it by year as we're going through commissioner julus I think also that the uh we'll check the bylaws again but since different indiv individual commissioners as well as staff may have reasons why they can only attend remotely for a given meeting even though the meeting is scheduled to be in person we should allow for that so that the meetings will be also zoomed as well as in person would work thank you that would work thank you all right moving on to professional appointments any comments from staff uh this is a resolution for consideration continuing the service of the current fund professionals uh we have Down Under new business rfqs that have to be issued for certain positions and there are claims we close as well as claims of pursuing third party C recoveries I put up on the screen the loss run this is a loss run analysis and this will be circulated to everybody uh for the past from 2017 forward hit the highlight 2023 uh claims are on the auto physical damage 232,000 2022 or 42448 Auto liability 23 of 72519 2022 41269 uh general liability 2023 of 542 uh 2022 of 874 uh property damage 2023 is 79 , 748 2022 of 125 858 workers comp claims of 2023 of uh 649,000 2022 of a million 692 other than that uh like I said I'd like to welcome Barbara uh to the CHF uh I've had a couple meetings with her and we will be working through additional reporting uh to provide the members uh and uh and move this drift in the right direction uh I circulated to Joe uh earlier a report on the deficit and deficit collections he's reviewing it to make sure the numbers are intact or uh are correct and once I get his unom on that I'll circulate that to the board as well thank you Glenn are there any comments or any questions uh from the uh administrator's report I just uh if you would through the chair um I I want to recognize uh Glenn and and his team um as as we've gone through and our previous executive director retired um and has been that position's been absent I guess almost a year now or at least the better part of one um and Glenn and his team just picked up the slack um being down a lead person in the organization um and and move through regular operations as well as the added items we've been dealing with uh through different assessments and so uh Glenn please let you you should know and your team should know that the Commissioners are are very very proud and thankful uh for the work that you've done um and thank you for also your leadership in transitioning Barbara into into her role um I I think it's I think her addition to the Brain Trust of what we're all trying to accomplish here is is going to keep uh the jet moving forward in a very positive way um Barbara and her team uh will give us some experience and knowledge that many other gifs uh through their work have and can fold into our decision-making process so um I'm really excited at this reorg to have such a a dynamic and solid team in place going forward indeed thank I agree thanks good job appreciate that thank you very much thank you Glenn thank you Glen I can get a vacation now I don't report for the results of operations for the year will come next week after I've had a chance to review all of my journal entries take a look at acre the proper accounts payable and proper claims that were um recorded not dispersed at the end of the year from Glenn's office and from quare so I can give you a complete picture of every every penny that we spent across all of our budgetary lines and across all the prior year lines of of coverage and and years um I will tell you that at the end of the year we've finished in a positive cash situation of $1.1 million um you'll also see on your the next item on the agenda is the bill list um the bottom three items are are uh 2024 expense items as you can note by the item in the far leftand column everything above that are items that we didn't get to in the December meeting so they're going to be accured as expenses as I said before for the year 2023 and uh I will cut those checks now that I got the new Chairman's uh signature to be printed on the checks um the audit just when we think we're like almost wrapped up we get two more emails every couple of days asking for more information which Glenn and I got last night from Holman so we will answer those today or tomorrow um other than that I think uh you know we're good um I believe we have to uh amend our budget at some point um to include Miss Murphy's Services as part of the budget is that happening today no no I don't we're actually waiting on the revised Actuarial loss picks from the actuary for the departure of the member that non-renewed right okay okay so you know on the uh invoices have already gone out to the current members for the 2024 assessment based on what was tentatively adopted as the 2024 budget at the December meeting so obviously that that will probably change in terms of the total assessment due for the year one of those items that Barbara just mentioned have come through but in the meantime you got your first half bill um so hope you uh included it in your temporary budget so you can uh make that payment in January when it's due um other than that uh I want to thank you know uh Mr jwes isn't the only one that can pour honey on the meeting um so I've known I've known Barbara Murphy for more years than Barbara probably wants to say U we work together in the in the mid 80s and early 90s when I was a employee of Lawrence Township and Lawrence was one of the original members original founding members of gifs in general um when it was rlm Inc uh and then um her mother Barbara MAA and then now Barbara Murphy so I've known Barbara for you know over 30 years so very happy to have her on board and her reputation want to go on record I was in school in the 80s I was too I mean this was a this was a high school job for me back then her her uh her reputation is you know as I say precedes her into any uh Insurance uh meeting so very happy to have her on board Jo we could agree with you more thank you that's my report chair any conratulations no veto Authority I guess okay and she also has veto power in the house well she doesn't need veto power because nobody allow to vote I safety and lost control I believe Jim was in no I thought so I thought I saw I thought he agreed didn't he say acknowledge that he was here yes he did yeah yes uh can everyone hear me yes yes okay um good afternoon uh just a couple of things some updates on P actions uh number one uh a reminder to all members that the OSHA 300 log needs to be boosted by February 1st at a location that's readily accessible to all employees that would be a listing of all the accidents and injuries and occupational illnesses that occurred at your location in 2023 there's a couple of things that have come about from P that may be of interest uh and they're their compliance related as far as U uh citations and whatever um OSHA has made a decision and P is following along with them that from now on they will no longer group uh any violations or citations or any funds related thereof they're going to deal with every citation on a on a instance by instance basis uh so for example in the past if you had three or four citations that were basically addressing one standard one of the common um suggestions routines whatever policies was that they allowed the U violator to group all those citations as one basically for example fire protection if you had uh blocked exits or fire extinguishers whatever they put them all as one so as a result you really only had to deal one citation and the uh potential for a repeat serious violation which is significantly more expensive would be diminished uh OA has decided that's not the way they're doing it anymore as of the end of last year they've made it very clear that this will not happen again from now on if you have a citation that citation will stand on its own um the Strategic plan for h p for this year is for the next five years actually will be fire departments dpws sewers doots in that order we're going to be focusing on the fire departments bringing all fire departments up to speed as far as p is concerned as far as social is concerned there is no exclusion uh as far as the P shosha standards for um fire departments dpws police departments they all have the same standard there is is no exclusion uh for any of them so the same training requirements the same guidelines apply to all public employees regardless of Association so just want to make the members aware that this is what they're going to be focusing on there any questions just Jim could you put that in a memorandum so it can be circulated okay thank I I have a question uh so right now we're under the impression that we're compliant um based on the fact that we follow the rules doers are supposed to do is is is there a change in compliance that we should be aware of that we should be looking to take action um Michael the the main no first of all to answer your question no there's been no change in any oal standard none at all what has happened is that in the past theyve ignored by the Departments they've ignored ignored they basically been focusing more on water and wastewater facilities because the result what we found with some of our clients is that uh things like emergency exits electrical circuits um just overall training respiratory whatever uh confined space entry these kind of things have basically uh been laxed as far as the fire departments are concerned uh is most of them seem to do the training inhouse or they have the feeling sometimes that you go to the fire academy once the police academy once or you go one every years and that is sufficient so that's not being [Music] so can you hear okay yeah so I don't know if that answers your question well does it does but um I I don't know specifically I don't have the logs in front of me and I'm not asking us to talk about it here but I would ask that after this call can you please pull up new bronzo file and make sure that these sites have had some attention um and if they need updated attention please make me aware of it um because you know regardless of the inspector's coming I want to know that these sites have not been otherwise neglected because they've not been under a magnifying glass so to speak well to speak in general uh and specifically for any Bron rck but for all the members in general um the fire departments is not an issue that we have previously addressed with any of the CL with any of the GIF CL they we've never we've had the services the GIF has had the services available to all members but we have never heard from your fire departments your police you're you're hearing from us now so let me know when you're coming and we'll make sure the coffey's hot okay term of the work I appreciate Mr Kurt sharing the um contract with me earlier today the uh position is it a full-time position or a part-time position and and I know Miss Murphy's been involved in a lot of other gifs is is she still going to be involved in those other gifs and if so which ones yeah I will be involved in um all my current business as well as um the middle set JY and I can give you Board of Commissioners I do want to just ask are you expecting to have anything other than the usual approvals coming out of the closed session or just the just the routine uh okay great well then um what we should do with u Barra as new executive director and Glenn um is come up with a timetable so that items can be uh approved in advance uh so that they can be posted in timely fashion so we will uh not only take your recommendation under advisement but we'll come up with a plan to implement it yeah the minimum requirement is the agenda literally the the agenda not the agenda packet so minimum standard that's okay thank you I would also like to add to that uh if you would please have discussion or consideration as to uh a date um prior uh for the package to the Commissioners I believe that we've had conversations in the past about the week before you know or what have you but certainly if you could have that consideration and then uh let us know that would be greatly appreciated I know last night was an exception so evening reading the package our goal is to get it out much earlier than we got this one out definitely thank you very much I have a question I have a question I'm not sure Barber cares one way or the other but um is it really necessary for anybody to know who all of Barbara Murphy's clients are in her field no has the same question been asked of quare or Skyline or myself or anybody did that that information be provided um to somebody that's not really Joe I I think that the best step here is to let I think Barbara when she when she talks with Jonathan they put together a release that's the information and thanks for asking the question Joe I think that release should be the information that we should be discussing and and as is relevant to our fund um and Barbara and Jonathan I think we should think about what Joe's asking as we put this release out you know what's what's important to the Commissioners is your breath of experience and your resume um accomplishment whe whether or not you know those are your clients or not your clients currently active um I I don't think it's relevant so I I think you and Jonathan will come up with a good uh a good solution and I hope we can do it sooner rather than later though because now that the reorg has occurred this is very timely information got it totally agree anything
