nominations for uh Deputy Mayor Vice chair for 2025 oh I'm sorry uh I'd like to make a nomination but first a couple words last year our Township committee thrived with a mayor deputy mayor from different parties symbolizing unity and nonpartisanship this year with Anette reelected as mayor it is crucial that we maintain that balance by selecting a deputy mayor from a different party this approach not only enhances our committee's Effectiveness and reinforces our commitment to inclusive governance but it also demonstrates to our community and those outside our community that we stand United it is for this reason that I am delighted to nominate Ben Stoler for Deputy Mayor and I hope that my Democratic colleagues on this stas will be able to rise above partisan lines and join me in voting for Ben as deputy mayor a vote for Ben would also reflect the fact he and I won in November of 2023 with 67% of the vote a landslide Victory the likes of which this town hasn't seen in decades If Ever I would I would nominate Michael Cohen nomin oh I'm sorry um may I have a second second are there any other nominations I would nominate Michael Cohen and I'll second that nomination are there today not only as a member of the township committee but as someone who deeply believes in the power of collaboration to create meaningful change when I took on this role I made a conscious decision to prioritize the betterment of our town of for every party affiliation I crossed party lines on numerous issues not because it was easy but because it was right for Milburn Frank and I dedicated ourselves to addressing key challenges going to outside training on Municipal finance courses and other classes on our personal Saturdays and delivering real solutions from among many things we spearheaded the effort to find a path forward for the paper mill Playhouse revitalizing Town Hall replacing improving our Township Prof professionals a precipitous dropp in crime assigning actual residents who are professionals with experience in the various committees that they served on and champing the idea of nonpartisan politics we have worked tirelessly to ensure that every decision made by this body serves the best interest of our community but today I am thoroughly and utterly disappointed by the divisiveness divisiveness being perpetrated by the current members and incumbents from the Democratic party rather than uniting to tackle the issues that impact us all there is a conscious decision being made to play Party politics which will undermine the progress going forward diminishing hardfought efforts and reject the spirit of cooperation that mil bur strives for it is disheartening to think that the past year of actions actions rooted in service this town are now being ignored and trampled on for partisan and selfish reasons if we revert to a system where we vote becomes a losing proposition because of partisanship we are not just failing ourselves we're failing the people who entrusted us to lead let me be clear it takes a leader to make real decisions and thick or thin during the easy days and especially during the difficult days leadership isn't about following a script or satisfying a party line it's about having the courage to act in the best interest of the people you serve even when it's unpopular in convenient and I found that out quite a bit last year that's the kind of leadership Milburn deserves and that's the kind of leadership we have worked to provide to those who continue to sew division let me make this clear Milburn deserves better our residents deserve leaders who prioritize progress over politics Solutions over Grand standing and unity over Division I am not one to back down from a fight especially when that fight is for the heart and future of this town I urge every resident here to take a look at what is happening this is your town these are your choices if you want someone to challenge the power that B please stand up for what's right and hold leadership accountable Frank and I remain committed to Milburn into ensuring our decisions reflect the needs and aspirations of our community not the whims or vagaries of partisan Politics the stakes are too high for anything less Ben ster I could if I could comment based upon uh you know Mr sters we have a v sorry um regardless of leadership we're going to continue to do the great work um as a team and nothing is going to change uh and as a senior member of this uh committee uh I'm going to vote for Michael Cen conations thank you congratulations thank you I also want to just say a a quick thank you to the committee for the opportunity to serve again as mayor I love our community and I look forward to working with this committee on another successful year we work very well together and great things are happening and I'd also like to thank all the residents that have reached out to me and I will continue to be available and transparent um I also would like to um just take a moment to remember uh some members of the community that we recently lost over Christmas we lost a member of our school Community Elena Navas uh great six passed away on Christmas day our hearts go out to the family and friends who mourn her loss and he also want to offer our condolences to longtime uh chairman of the Zoning Board member of the zoning board Joe Steinberg who served the township for many years so if we could just have a moment thank you I'd also like to um I I would like to recognize a truly remarkable member of our Milburn Community a man who has lived a life of service dedication and love for for his family in this town on January 5th 2025 Mr Bernie Zen celebrated his H 100th birthday reaching this incredible Milestone as a testament to his resilience wisdom and wonderful Legacy uh Bernie Bernie has been a resident in the same home he built from since 1962 over the decades he and his wife raised their three three children here all of whom went through our school system and graduated from mbour high it's heartwarming to know that the roots he planted in our community have blossomed into Generations of success tied to our Town's traditions and values in addition to his role as a father and Community member Mr Zen is a World War II veteran uh he answered our nation's call during a time of great need and served selflessly we owe an immeasurable debt of gratitude for his courage and sacrific you say the greatest Generation right uh as a token of our appreciation uh I'm going to suggest we do a proclamation honoring Mr zenon's family at a future Township committee meeting um and I just like to I know he's watching tonight just say thank you and uh his 60 years of residency and contributing business let me tell you something I've been the representative for the last 14 years representing the 11 West in North Essex towns in including the township of Milburn Short Hills governing is actually uglier and tougher than politics especially if you do it right and I know that the members of this community have voted confidence in you to be here and serve uh so good luck and you know you have a friend in me to Mr Cohen who's now the new Vice chair and Deputy Mayor good luck to you um we've had a great working relationship and I hope that that continues counselor administrator clerk it's good to see everybody um I enjoy being back here I'm not here as much as I used to be in my early years um now I am a dad I have a three-year-old daughter so as much as I love my government and politics I'm trying to do all the right things and be there on my spare time for her but I did just want to put on the record that you know this is a great Community um one in which you know you're commended for the work that you guys have done uh and to the former mayors and former committee men that are here thank you guys for continuing you know I get a chance to travel up and down the state and I tell folks that I'm from Essex County and there's usually always two or three communities that some folks always know oh Essex County well let me tell you something Milburn Short Hills is on that map and is one of those towns so be very proud that you represent the folks here and for the members that live here um continue doing what you're doing to make it such a great community and know that you have a friended me at the county level you know when I first became County Commissioner which was formerly known as Freeholder a lot of people didn't know our name was Freeholder and it was a very confusing name um because it dated back to the 1700s when people own their land free and clear but when I first was elected to Freeholder it was in 2011 and I took office and then in 2012 Milburn like a third of it was underwater and I'll never forget how devastating that was to the community um and to some of the other communities that I represent including Fairfield um but you know what a lot of folks came together I know we still haven't achieved the goal that we would like to achieve um you know with the Army Corps of Engineers and working on the raway river but I I do know that that's something that's on my mind all the time is how the community came together uh during that devastating time just continue to do what you do my office is always open um governing is again a very challenging thing but can be very rewarding um and I try to also say I know when I walked in you know I I did hear uh Mr Stoler talk about you know partisanship and bipartisanship and you know I can say that I represent 11 towns and right now eight of the 11 towns are Republican and I take a pride in making sure that when we sit down at the table that it's not about party right and you know we see a lot of stuff on the national level right now and we just hope that going forward that our country can get together because if we could work together regardless of what you believe in and who you believe in you know again I I think that we would be more successful and more productive in what we do so as a Democrat and I stand here before you as a Democrat doesn't matter if you're green red blue I'm here to work with everybody in the best interest of the public and I know that you guys are all here to do the same so good luck thank you thank you hello my name is Rena shanani I live at 15 Cano Brook Road and I'm here to represent the MH Muslims of Short Hills and Milbourne Association all of us are here come on up here we're all here representing we're all here representing the association and we just came to thank you thank you all for recognizing Muslim heritage month which is the month of January so we received an official Proclamation last month to celebrate it for now Muslim Heritage Month celebrates the rich history culture and contributions of the Muslim Community which is vastly growing here in Milbourne I think there's a few hundred families now and we just want to thank you for fostering inclusivity and understanding and unity within our town and we're just here to give you a small plaque to the entire Council and a small thank you car thank you so much thank you good evening good evening um um my name is Alex jessil I'm assembly woman Alexus Gil and I just wanted first of all happy New Year mayor um and congratulations the new commit congratulations on your on your election congratulations to all of you for the work that you do um I am finishing my first year first of all by the way I love the fact that you have a clock I think it's very useful I love it so much but um I'm finishing my very first year as the assembly and as an assembly person and I'm representing I have the pleasure of representing Melbourne and I just want to say that it has been a true pleasure it's been a really welcoming Community I enjoy uh the events that happen the love that you pour into all the kinds of events that you do so on that end it really is you have a really awesome Community here welcome it I love the fact that we honor uh Muslim Muslim uh but in all fair is this is a really beautiful Community I felt welcome the entire time and just know mayor community members that if you need anything at the state level please it's always easier when you can reach someone and you can reach out to me to my office me personally mayor you know that you have my my phone number and then you can call in anything that is needed for uh for the town uh at the state level so on that end thank you again happy New Year Happy New Year to all of you and thank you for all the work that you guys do in all the levels that you can so thank you we will call you um good evening I'm Jeffrey Phil from the poet section um I welcome this is a face to commissioner um I'm the one who's Su suing you to Monitor and collect all the long-term tax exemption monies that are owed to the county you're welcome to milour because Milbourne in 2004 we tried to succeed from the county and one of the way they kept us in the county was they changed the statute that 5% of all long-term tax revenues is supposed to go to the county well we found out that the county wasn't monitoring and collecting the monies and I had to sue the county in that case is seeking petition to um the state supreme court and the county related defendants which includes you um hasn't even file the notice of appearance in the state supreme court I just want to say this is the face of the person that does that I know you miss I think it's the first time now as to the agenda Center things so that these a repetitive question questions the retention of council who drafts the contract and sees that the terms are right way the resolution is our Municipal attorney drafts the contract that he will pertain by and if you remember when we increased the cap that was in 200 21 where you took away our rights to speak and nany stone was removed from the meeting by the police department as to the temporary budget this is the annual question why why is the city getting 100% of its appropriation where the temporary budget law says it's about 26.5% this is an annual question and we've never received an answer from Council it's always been the ba who's not an attorney giving a legal opinion as to that as to the issuance of paying monies outside the meetings we cannot monitor it because you don't come back to they don't come back to you to ratify those payments so the public can't watch the flow of Monies I am confused that we now about a month ago we retained McMahon Scotland as our outside Redevelopment Council but tonight you're retaining Mr caner as a Redevelopment Council I watch my pennies how many Redevelopment councils do you have to do the same work and how do why are we having that because under the best practices inventory and the um Redevelopment handbook they suggest best practices that the municipal attorney does not serve as your special Redevelopment Council inable Housing Council um as a retention of the auditor will you be this year will citizens have the right to ask questions to our auditor this year the auditor did not show up and speak about the last auditor and Frank and and Jerry you remember the time when the order was specifically directed not to answer our questions a couple years ago I think we should have the right to add them as to the zoning code examination committee has every member of that committee thank you Mr f taking a land Bo I see commissioner Brenton Gil just walked in welcome anyone online anyone else anyone else I'm coming sorry I I just assume there be more people speaking I apologize happy New Year happy New Year thank you so much for letting me be on committee I'm very excited um I wanted to um just uh talk about um two quick things um the first thing is a statement that uh I was asked um by Mr Osman to uh relate to the TC because he's not available tonight and he asked me to say the following he stated don't confuse your win in November with a voter endorsement of the democratic plank whatever it is the key difference he States Trump was on the ballot this past November and Milbourne voters went across the Democratic line in revulsion and rejection of him the vote was not a rejection of vote for Milburn to represent this town one we must oppose the dumb project and further affordable housing development two we must move toward a referendum to allow the the the town to choose to have nonpartisan elections particularly in support of what you just said Mr luchano um no and three if you don't support these two initiatives then unfortunately you will be voted out in November when Trump is not on the ballot um so that's what he stated and then I wanted to talk if I have a few seconds um about uh the ban for the gas blowers and Annette I I noticed in some of the meetings you had some questions about it so I wanted to make some statements possibly in support of what you were um asking um one of the things i' really like to ask about that is if it can possibly be put up to a referendum in the fall elections because we put up the open space or they put up the open space which I thought was amazing roll out um as a referendum because I think the incremental cost increase for taxpayers is going to be a lot higher than the two cents that was added for the open space and I think that people have a right to really know that they're going to have additional incremental expenses and for some people it could be $1,000 a year or more um so I also want to point out that I think it's really important to invite contractors to the meeting I know I continually talk to a bunch of contractors that have not been invited they were only invited to one meeting and to also to set up the meetings in a in a room that allows for more people than the little meeting room there and not on a Wednesday night with a major planning board meeting um with uh the high Center which a lot of Township residents are going to in opposition um and so that to me is really important and the other thing that I want people to take into consideration is that in the spring and summer when you um blow off your property grass clippings can't actually stay on your yard because they will actually kill your grass and cause fungus to grow and then increase the application of pesticides so there's a lot more to the science than is being considered and um and so I actually support it to a certain extent but I think that the township residents need to have a little bit more of a voice and I just wanted to express my thoughts on that thank you so much Happy New Year hello I'm Jonathan Baxter from the live on fireb Drive in shorts congratulations David on your election we spoke very briefly we only met once and that was in public library so uh congratulations I just wanted to Express a little disappointment that things seem to have taken a partisan Vier uh since your election and I don't have much to say just I wanted to express that disappointment I think the issues that matter most to the people in this town don't respect the kind of partisan boundaries that are being drawn here um today so to everyone that votes for a few pure partisan division um on the township committee I think for a town that voted overwhelmingly just over a year ago in what I would consider to be a highly nonpartisan fashion I don't think Ben and Frank ran as hardcore Republican candidates they ran as candidates that were very much concerned about the interests of Milbourne Township Milbourne Township alone so I'd ask people to consider that going forwards that the issues that matter most to people in this town did not respect those partisan boundaries at all thank you thank you um hi Carrie strawberg um South Mountain neighborhood I honestly would not have run out of my house five minutes ago if the I knew the last dude was gonna say what he said um because I was cooking a whole bunch of vegetables um I'm really sad um that we have two members of the same party as our mayor and vice mayor we don't elect the mayor directly as other communities do and with the push in recent years for more bipartisanship and even taking Party politics completely out of the TC I really kind of thought Susie Sunshine at home optimistically making my vegetables that we were going to have for this year the same thing we did last year which was someone of both parties um so honestly hate to start 2025 as like Debbie Downer um but I truly feel that the three people who voted the way they did would have been more recognized more celebrated for doing that radical Act of courage and making a bipartisan government for our town for this year so I hope we have a great year of collaboration and working together and working for all the people um but I feel in some ways that the small decision that you made tonight to do that may have a very strong effect come this November when the mayor and the deputy mayor are up for reelection and perhaps people will feel that in order to have bipartisanship people have to vote a certain way very definitively and perhaps do what I told everybody never to do which is vote for party over people because I've always thought it was people over party so anyway thank you very much good luck um for your for your thank you and happy New Year Regina truid I live on Haron Drive first I want to say thank you to all of you for your service congratulations David congratulations mayor congratulations Deputy Mayor um I know all of you separately from the township committee as well as on the township committee and I stand here comfortably saying any one of you could leader I think you're all fantastic tonight I having been in politics myself and just as an observer here I have to say I believe that the choice was made to vote for the most senior members of the committee I have full confidence that Mr Co will do a great job I don't believe this was a partisan move I believe this was taken as who is the most senior person to be Deputy Mayor so I hope that people at home won't think this was a partisan move but rather your judgment and your experience as community members and some of you as experienced politicians that this was the best choice for Melbourne I have to say that sometimes people say partisan nonpartisan maybe this was a nonpartisan decision I don't think we should jump to conclusions and thank you again for your service thank you Jean Pastak resident I am the chair of the Republican party in Milburn so for those who are here might want to put my comments in that context please feel free to do so um I would like to just say this uh Annette congratulations on your mayorip and same with you Michael and thank you to everybody here that's elected and serving us but I will say I think we all worked really hard to build those bridges that you um uh I think with your statement burned um and now you're inviting people to cross again it's very hypocritical and hard to understand uh I want to just read something that was written by a former mayor Diane Eglo and I think it explains everything that happened here this evening I'm a lifelong resident of Milbourne this is a quote from Diane as well as a longtime registered Democrat I have served Milbourne Township in volunteer positions for 25 years including 15 years on the volunteer squad over the last six years I've represented Township residents as mayor and now Deputy Mayor until recent local events forced me to choose between the party and my conscience I had no intention of leaving the local Milbourne shills Democratic party I first noted a problem with Party politics when I was expected to hire firms that were promoted by the County Democratic party to perform Township work I was forced to choose between obedience to the party and maintaining my integrity and commitment to serving the residents of Milburn Short Hills this personal challenge escalated when it became clear that current mayor I won't name her as well as my opponents in the upcoming November election Annette romano and Michael Cohen support the current New Jersey state mandate to greatly escalate the creation of low-income housing regardless of its threat to our Town's infrastructure and small town field the Township's Democratic committee chaired by Romano forced me off the ticket for my opposition to the party machine wishes so given the people that are in this room tonight that you acknowledged I feel the machine is back and all that hard work that we put in to try and bring our community together as Ben and Frank so eloquently stated this evening is really a threat so I do hope you mean what you said and that you'll really think about everything that people have said here that you serve with and that you'll act in in accordance thank you thank you Richard cyber Noor resident so I want to Echo Well Carrie left Jean so I guess the proof will be in the pudding when the first couple of votes come up and we'll see how the 3-2 goes if it's one way or the other but you know there's a saying I like this saying who I go in a foxhole with and I would just like to say that there are some people up here that I would go in Foxhole with and somebody some people I wouldn't and if you don't know what that means just like when going gets tough you got to have tough players controlling things so anyway I was not happy to see how um it wasn't a bipartisan mayor and assistant Mayor Michael hope you're up for the job we'll see thank you good evening Jerry Kung short House resident um just wanted to give a reminder to those folks watching at home that there is a charter commission referendum on the ballot this November so if you're not pleased with how mayor and Deputy Mayor are chosen in our town there is the opportunity to select Commissioners and vote for the commission to be formed who will study this issue in more detail and perhaps move our community forward in a more productive manner thank you thank you anyone else I will now close public comment so I just want to start off by saying um we worked very well together as a team and it had nothing to do with bipartisanship as far as leadership um and I know that we're going to continue to work very well this year we didn't vote down party lines last year and that had nothing to do with leadership and that's going to continue this year um plenty of people in this room know me and you know that I I don't operate that way and I know there are members of this committee that feel the same way so thank you and I I appreciate everyone's comments um committee instellar sure um huh uh I worked very well Annette and Michael and the whole team up here uh honestly I was told that if I was a d I would be the deputy mayor so I don't want to go down that rabbit hole but I'm the type of guy that I run many companies I sit on many boards and honesty is first and Forefront in everything I do transparency integrity and I I don't agree with that comment that but I'm gonna let that go for now um couple things uh Mr Feld I'll let the counselor discuss McMan and Scotland and Balman and and their role um Mr Osman he's not here I guess Christine best read his uh read his uh statement uh the statement might have been read a little incorrectly because by no means does anyone this day has not support a affordable housing we all support affordable housing done in a sensible manner we brought forth two projects that are significantly better than putting 75 low-income families on a contaminated dump site at a cost of $800,000 per unit we brought two sites forward that we're going to do at less than $300,000 per unit it's financially it's it's economically it's infrastructure uh and it's not creating a stigma and we're not going to have a long-term liability of contamination or what happens to people who live on that web on that site for a long time um so I just want to make sure that we understand I also understand there's a $5 million fee going to RPM some people would call that grift I I don't know where why are they getting that $5 million fee they have no skin in the game there's no performance measurements it's the most incompetent most incomp settlement agreement agreement I've ever read in my life uh and we're going to do everything we can to do what's right for not only the people in Milburn but to people are going to be living at these sites uh I don't know how far I want to go here I was also told multiple times that elections have consequences okay uh I just want to get that up um um and and Mr K thank you for reminding the community we at large that we do have a charter commission referendum coming up at in November I appreciate it congratulations Anette congratulations Michael and let's continue to do good work thank you thank you um Deputy Mayor Cohen sure actually I'd just like to pick up on what Mr cyri said you're absolutely right the proof the proof will be in the pudding this past year most of the time um most for most of the votes they were unanimous and and when they weren't when they they it depended on on the issue when they were not unanimous to the coalitions formed as for what the issue was and I do not expect that to change for any reason in the next year so yeah we won't know until we're there but that is certainly my expectation Comm second sure um so to all of you that uh came out and expressed your disappointment with what you saw tonight the display of partisanship uh I sympathize with you um I really thought that we were past a lot of that um so we'll have to see how this year goes it's not a great way to start the year um but I do think Dr Kung made a very important Point uh which is that you know we as a town have uh an opportunity coming up this November to reexamine our form of government look at Alternative forms of government um whether it be directly elected mayor you know Township committee Township Council uh and most importantly uh you know whether we have partisan or nonpartisan elections so um you know if you're sick and tired of partisanship then uh I strongly urge you to uh pay attention to that referendum vote for the referendum and choose qualified Commissioners that will commit to bringing this town a nonpartisan form of government um congratulations Anette congratulations Michael um and also I would like to reemphasize what committee men Stoler said about our commitment to affordable housing um I want to make it very clear I don't believe anyone on this stas is against affordable housing we support affordable housing we just want to do it properly and responsibly and this dump project is a disaster I'm not going to get into it you all know that it's a disaster you all know that that's the wrong way to do affordable housing segregation is wrong unfortunately the the state fair share seem to be you know opting in favor of segregation so we're going to continue to fight that we're going to continue to fight against segregation we're going to continue to fight to build affordable housing responsibly and uh I'm cognizant of the fact that uh two of our um I'm sorry one of our uh Assembly women is here I hope that she understands what we're trying to do and maybe we'll tell their colleagues that hey those those guys in Milburn are actually not trying to prevent the construction of affordable housing they just want to do it in a better more responsible manner um so that's all I have to say thank you all for for coming out commit M CA gr yes I wanted to thank everyone for their support in the election um and I did want to comment on on a few of the folks that commented about partisanship um rest assured everyone um that my nomination of Mr Cohen my votes tonight uh were not based on part of ciip at all uh it's based upon my opinion that those folks will do a very very good job for the town having said that I look forward to working with with Frank and Ben very closely uh for those of you who have seen me um at township committee meetings for the last five or six years um I think you know I'm not partisan um and that um you know my my vote is not based on that I look forward to working with everyone of both sides of the aisle thank you thank you um just just to answer Mr feld's um temporary budget question um since we get to we get to do this each year um as he had stated and although I I am not an attorney and this is not a legal opinion this is also something that is based on the operation of the municipality in which that the temporary budget is 26.25 per of the overall budget of the town and can be allocated in any which way that the Township fields is necessary based on the operations particularly in the first quarter um that makes the township run so once again um whether a particular line item is 100% or 10% it is as long as is the budget is 26.25 per of the overall budget of the municipality thank you Mr K thank you mayor good evening uh Happy New Year to everybody uh I first like oh my microphone I first like to thank uh the committee uh for my reappointment um and your continued confidence in myself my firm um like last year um I will continue to work hard every day for this committee and the residents and and try to continue to get good results Township um congratulations to Comm Cosgrove I look forward to working with you this year um committee ster asked me to address Mr feld's question regarding McManaman Scotland retention um they have Professional Services contract to be our our special councel they can obviously provide any service but I think um the attended service are to be co-counsel on our continued litigation involving uh the Township's third round obligation uh and the only thing left in that litigation is the non Main Street project um so they're coming in as co-counsel to assist me and my firm uh on that litigation McManaman Scotland Balman is one of the largest um Municipal Redevelopment firms in the state um they've significant expertise and I look forward to working with them on that litigation uh in addition they're going to handle some of the more complex Redevelopment issues that Milburn may have uh whether it involves um our third round fair share housing obligations our fourth round fair share housing obligations or just general um complex Redevelopment issues that the township may have and um I worked with them uh in many towns um and I have the utmost respect for that firm and I'm looking forward to working with them unless this committee has any other questions I don't anything for thank you are there any comments or questions from a member of the committee in regards to consent agenda res the consent agenda resolution may I good evening good evening I know there's great disappointment for Frank and Ben tonight I it's understandable but I want to say that when you really look at it it's more symbolic than it is logistical I saw how hard the Republicans worked to get their candidate elected to this board and the unknowable is what would have happened if that candidate was elected in Le of um Mr Cosgrove who would have been the mayor who would have been elected the deputy mayor it's unknowable but I want to also say that Ben and Frank you have made tremendous contributions to this Township committee and I think most of us expect that you will do no less in this year moving forward but again it is unknowable what would have happened what would have been the case if the Republican C we're sitting up we're sitting up there tonight in L of Mr Cosgrove so I just want to say I have all confidence that this will this Township committee team will work as well together in this year moving forward as you did in the past I think you want to rise up against partisan politics and I think your behavior in your voice you still have your voice you still have your vote not that much has changed so please remember this is a Township committee that is committed to Unity and I believe every single one of you is committed to what is in the best interest of this town thank you thank you um Jeffrey Feld public section um we have a lot on our plate and we have a January 31st um deadline I've sent to the committee a proposal that was done by a group of Municipal attorneys um I just want to know if there'll be another public forum because you right now as there a law we have to take a decision make a decision by January 31st if we're going to accept the numbers from the state we're going to contest it and I said people the public should understand that based on this Municipal other um analysis that Hawthorne is looking for um our our number could be reduced toout 56 uh units u in the uh prospective needs uh I hopefully we'll have more of an update as to the various litigations um because it was very interesting when the judge made his decision that was published on January 2nd if you read the opinion everyone should underline how many times he uses the word declaratory judgment interested party and fundamental rights because that effects our round three we still don't know who on the committee in 2023 in 2024 voted to impair the rights of interested parties participate in the or around three litigation that's going to be right and we're trying to avoid mitigate litigation I'm an interested party anyone that owns real estate in in this town it was an interested party in the round three case you denied our rights you denied our fundamental right to know the terms of the settlement before you approved it I raised that issue as the only one here on July 30th 2021 we had to not be my alic there are things are happening throughout the state that you have to connect the dots the state in Comm investigative um commission just appointed an executive director it was vacant for a few years we have a candidate rign for governor on the Democratic party who's the mayor of Jersey City one of the things he talks about in the can campaign materials is that there are corruption taxs in the state that's pretty big for a mayor to be saying and the other thing was today there's an article in the Star Ledger an article about a class action settlement in South Jersey about foreclosure fees municipalities is settling but the theory they're using is a theory that I used in Fel 7 in 2014 where myself and various apartment owners told the city of Orange that they were acting Ultra virus they could not delegate as Authority you have to look at some of your actions that you're taking you give me no weight to what I say I remember you please look at what's happening we had a commissioner here they failed to Monitor and collect long-term tax exemptions thank you Mr pH um by the way I always ask for a meeting for a year it's the website say have a meeting but you never meet with me why is there anyone else any I'm okay I also want to say that I didn't get a chance because I'm very focus on what I need to say Mr Cosgrove congratulations I think that you are great addition and I'm excited so and um anyhow so just going back to um a couple things I did want to say that you know I really do support um having a nonpartisan government and I will be voting yes for that on the referendum I just want to throw that out there right now um and I think that everybody can work across the lines and everybody does have different opinions there's things that Annette I agree with you on there's things that I don't agree with Frank on there's things that Ben and I don't agree on Mr Cohen you've had things so I think that everybody has something to add and I'm very thankful um and I think that this committee has been working a lot better so I want to throw that out there because I always criticize um I also wanted to point out Mr um um Mr brazelle had pointed out to me I do want to say that Mr brazelle was nice enough to offer to have the meeting for um the B blower ban on the 8th because so I could make it but then I had explained to him about a week or so ago that um it was more important for me to go to the planing board meeting because I think that's more of a critical issue to the town so I'm going to publicly state that here right now um the thing that I wanted to talk about um I think this might be more a question for Council um you know if there are deed restrictions on a property okay and regardless of what residential Zone it's in if there's deed restrictions and you know it upfront do you put that before a zoning board or before a planning board and utilize probably up to six or seven weeks of the planning board's time and also table you know other um residential homeowners who are unable to get their variance has looked at Etc um I I maybe you can answer that later um but I do want to ask you you know sort of what the legal ramifications are about sort of ignoring that um in front of uh a planning board meeting and also one of the things too that I I'm I'm going to request of of the of the township committee is I think it's really important when you're doing photo ops with somebody who has reached a settlement agreement um with this town um and I'm I'm speaking to the high Center um for I think 750k and that person has been violating the settlement agreement um it's just it made me feel uncomfortable because I support all religions I'm married to somebody who's Jewish I'm extremely open Interfaith but I just it makes me feel uncomfortable that that same offering was not given to the residents of Park Road um because it it kind of makes a statement like we're in support of you and particularly I do have to call that out Mr Cosgrove um I know you're no longer I think you're no longer on the planning board but it doesn't look good when you're on the planning board and you have a photo op supporting somebody so I just wanted to point that out I don't mean to be critical um because I think this is a very important issue and I also wanted to ask just two seconds I'm I'm Sor thank you appreciate it good evening uh Bill brazelle uh resident of South Mountain uh Miss best I want to thank you for uh clearing the record uh there has been a lot of effort made to bring this issue of the gas leaf blowers to the town and I just want to clarify very briefly uh some people have been using the word ban this is not a ban uh what we're looking at is a seasonal restriction uh between May 1st and September 30th the time during which most people have very little need for a full power leaf blower on their property it's not a ban it is it is a restriction that many communities have found very helpful and even the landscapers themselves have told us is something that may be helpful for them if we can convince our residents which is what we would like to do to go easy on the landscapers during that time and not insist on an incredibly clean lawn that is like your own living room carpet but is instead allowed to be a living lawn uh during that time so I just wanted to clarify that not a ban a restriction thank you very much everyone than Jean Pastak um I just want to say um regarding affordable housing all of our state elected officials including assemblywoman boli who's right here with us today voted in favor of the Murphy I'm sorry she's not oh K I'm Alex okay I'm sorry that's okay that's okay I got that wrong I'm sorry but all of them um voted in favor of that of the um affordable housing law that was endorsed by uh both houses uh the the legislator legislative houses as well as Governor Murphy that stands to crush our community with market rate overdevelopment housing that all of us that live here and pay taxes here will be paying for infrastructure and all sorts of things that can't even be contemplated at this point so let's be clear about what actually happened and who supported that and how you have represented us 67% of our voters said no we don't want overdevelopment and we don't want ridiculous projects like the dump one so we hope you'll keep that in mind when you vote next time um and to the members of uh the uh committee uh as far as the partisanship questions why don't you all put your money where your math is why don't you make a statement tonight before you leave here and tell us do you on the record continue supporting a nonpartisan form of government based on the five votes that wasn't with Mr cossrow uh allowing for the referendum that will take place this this November on um giving the citizens a vote on their form of government do you continue to support that yes or no second will you support the Township's continuing efforts to stop the dump which 67% of our voters said please do that is the Mandate you had will you all do that and I'd especially like to hear from Mr Cosgrove on that and then the last thing um I would like to uh present a challenge to my counterpart Democratic chair Jackie Le Benjamin lieberberg who is also sitting here in the audience uh she is not publicly supported I have the referendum to form a commission to examine our form of government and I further noted that I would support a nonpartisan form of government and I have the backing of my full committee to represent that so I'd like to know whether the Democratic Committee in this town supports the same thank you thank you anyone else okay I'll close public comment okay good evening if you could put your camera on please thank you we can't hear you you're muted sorry to look like such a boomer you know when there's this storm right around the nation you see a newscaster out in the climate and I'm here in freezing Philadelphia with no coat um but anyway let's get to the point because the clock is running Eric Osman Milburn New Jersey longtime resident so many of my friends here have stated my point our point which is yes Dave Cosgrove won the election election in November Dave Cosgrove was helped by having a man running for president who two-thirds of the town detests and responded by voting straight down the line so I think we can throw out the November election as indicative of what the town really is looking for and let me Echo some of the comment ments I understand were made previously and forcefully ask that this committee support a referendum for nonpartisan elections going forward despite having two Democrats in the uh two leading chairs and second that despite the ills of the former Democratic Township committee inting the worst deal this town has ever seen on this town that this committee despite being democratically run with a capital D will continue to oppose the town dump project as well as will continue to oppose the further projects that are being foed on this town and will continue to support the litigation in conjunction with other towns against the state on this affordable housing issue I'm not against affordable housing I'm for a rational response and I think that um we have given them a rational response in the past you just have to continue to fight especially Mr Cosgrove who's a former attorney to put out rational thoughts to higher and higher courts until you win back to you Dand daroo thank you okay now close public comment would anyone like to make a comment anyone like to okay uh sure um I just wanted to voice uh Mr Brazil's point that this is a seasonal restriction versus a ban I've probably gotten multiple emails text approaches in line at the bagel shop of is this a ban why are you Banning it's a seasonal restriction and quite frankly I don't know too many people use the blowers outside of those those those months I want to make sure that's perfectly clear um to Miss Pack I'm happy to answer your questions yes on nonpartisan yes on continuing to fight for sensible affordable housing that makes sense financially Strate strategically and that's not going to crush our infrastructure um and and just as another person I I make my commitment to Carrie and everyone out there that you know I always as capacity on this day I will act in a professional manner create with the stability that everyone deserves make thoughtful analytical decisions that's what we're here to do uh for the betterment of the entire Community uh so I want to make make sure that's comes across and you made a good point we'll never know what happened in terms of uh if uh Mr zalzman who's here in the in the in the uh in the audience uh would have come on board uh but we will continue to make the thoughtful analytical decisions that are going to drive the best for all residents I'll go next so and I'll also answer Miss P Miss P next questions last year all of the I believe all of the votes that we took with regard to the nine Main Street project as well as the um as well as the multi- toown lawsuit I believe they were I was part of what was the unanimous vote on all of them and I I can't say it's going to be unanimous again I can only speak for myself but I have not changed my opinion so I voted for those things last year continue to do so um as as far as the nonpartisan elections that's not really what the referendum is about I know that's how that's the shortcut of it the referendum is to form a commission and the commission will decide what the what the new government or to keep this existing government or to change to something new that may be nonpartisan that may be a um a direct election of the mayor from what I understand there are nearly a hundred different permutations that could be chosen from and so that's going to be up to the voters and as far as that I we're going to elect a commission and as assuming it passes we'll elect a commission and we'll I'm waiting to see what it is that they come up with second go Ahad sorry um so Michael thank you for pointing out the um that level of detail uh about the charter commission referendum um I want to make sure while we often call it a referendum on nonpartisan elections it really is a referendum on looking at Alternative forms of government nonpartisan being one of many you know Alternative forms of government so uh it's sort of essential if you want to go on the path of nonpartisan but it it is not the actual referendum on whether we move to a nonpartisan form of government um this pastor um you brought up uh I thought an interesting point about the fourth round affordable housing law and uh the votes of our assembly members so last year um mayor Rano and I actually had a zoom with uh members of our assembly uh and our state senator uh prior to that law being passed and we um actually had uh some of our colleagues from Livingston uh on that call as well and you know we made it clear during that call that there were definitely problems with the proposed uh fourth round affordable housing legislation and things that we wanted to see changed um what I was told by our assembly members were that one the president of the assembly was pushing for the bill and they didn't want to go against that because if they did then they wouldn't be taken seriously um in the future and it could it could hurt them in the future um that was a disappointing thing to hear um because you know why do we even have an assembly if president of the assembly makes those decisions um so I think you should all keep that in mind and uh you know next time it's time to elect members of the assembly maybe actually take a look beyond their party and look at what the issues are and you know what they support and what they don't support um and I will say say to our assembly member that's in the room uh I would love an opportunity to have further dialogue with you uh and your colleagues about concerns that uh our town has and I know there are many other towns have major concerns about the fourth round of affordable housing and now that you're a little bit more uh senior in your role um perhaps you'll have the opportunity to to do something uh about it uh and advocate for change on our behalf uh so look forward to an opportunity to have further discussions there um Mr brazelle I really appreciate that you pointed out that it is a seasonal restriction and not a ban um you know I I would actually go as far as to say it's a sensible seasonal restriction um it's just common sense there's a lot of other towns that have put in much more stringent uh restrictions um and I think what we have done is we've put together a seasonal restriction that is going to work for everyone and uh I think it will benefit everyone in the long run um so um I encourage you to continue having more sessions and uh I plan on getting that on the agenda for a vote sometime um in the next month or two uh and then finally um for for all the questions are asked uh yes I am firmly committed to fighting against The Dump housing project and I am firmly in support of the charter commission ref referendum and beyond that I am in support of this town moving to a nonpartisan form of government so thank you all thank you committe co cosgro would you like to add anything um yes you know to to answer the question on the charter commission and the um and the you know the N ma treat um that question was asked many times of me when I was running my opinion hasn't changed um you know I support that ordinance uh about the charter commission and I support trying to get um trying to get the uh the dump project moved to to other locations with exactly what I said when I was running which is I think at each step we need to look at it um I do not uh look at it as a a blind thing where we're going to appeal that to the Supreme Court if we're not going to get anywhere so it's it's that's that's the lawyer inmate you know you're not going to waste money and and time um you know jousting it with those but but that's it thank you um I uh supported the CH supported the charter study when we uh had the ordinance um a few months ago and as far as nine Main Street um you know we've been unanimous uh the whole time like I said earlier this group works very well together um we respect each other's opinions and we're just going to we're going to continue to to to plug away this year and um that's it there's there's 's no other way to answer that so okay it's not up to me yeah I'm sorry we maybe you can call each other I um anything anything no
