added that was just added right after it was published that's why it's a not removed can you explain to me um what that is can someone explain to me what that is about yeah I probably can uh uh we're in litigation now with the buck Sho solar and uh this is part of an effort to resolve that uh and do so in a way that would be uh I think beneficial to both sides okay thank you and um my other question was if I had circled it it certainly would have helped has to do with the uh asphalt plant there is a public hearing on that there is a public hearing on that corre second okay thank you yeah uh Cindy Cook Val Lane milville um I would like to State some concern over ordinance on the second reading 171 I spent 35 years doing Asel oh is this the wrong time correct there's a public hearing on it there's a public hearing on the ordinance that's when every anybody regard I wasn't sure how it went cuz I've never done it before thank you love I mean dear I mean you're welcome Cindy yeah well other than the Sun but that was a first uh iar what seeing no one I will close the public comment on agenda items only reports of Commissioners commissioner huitt yes uh first I'd like to make a couple weeks uh we did receive another $50,000 Grant at the fire department which as normal is a dedicated Grant and this one is once again dedicated to uniforms and protective gear just like last year's was uh this $50,000 will allow us to complete the entire firefighting uniform for the fire fire department everybody will have new personal protective gear uh it was aging out yeah even fire gear ages out at 10 years doesn't get used much but it's the law so we did receive that Grant that's a great thing we had a fire drill the other night and where we went was out on Oakland Avenue to the one marijuana plant that is now operating here in town may come to a shock to people because you don't know what's there there's absolutely no smell there's no signage there's nothing this has anything to do with marijuana even inside the building the reason the fire company went out there for a drill was to learn about the product to learn about certain rooms that are only unlocked in one way they now know how to access them they have access to them know the entrances and exits in case an emergency pops up while they're in there fighting a fire and just to actually get to know the different I hope I get this right carbon dioxide that feeds certain rooms uh certain movements of racking and stuff that the marijuana is being grown on that if you hit a button it could take you down as it starts moving in that room I guess we spent about an hour and a half two hours out there getting the total explanation of the running and how a marijuana grow Factory works it was very informative and that's it for my report mayor thank you commissioner hu commissioner Watson I do have the streets and Roads uh mid June report s Cole and uh sinkhole repair on Brand Avenue was complete sinkhole repair on Gil Drive was complete sinkhole and shelburn was complete uh Road repair at 1222 handbridge Road was complete Road repair at 903 barbar Terrace was complete all storm basins at Cherry and pearl um at the intersection was cleaned um all storm basins on State Street were cleaned roadside grass cutting is currently in the Wade Boulevard Orange Street area near the industrial park uh Dead uh dead tree that fell across King Avenue has been cut up and hauled away um reminder for the bulk waste collection it'll be the 24th to 28th this month please contact streets and Roads no later than 3 P.M the Friday um before which is June 21st we do have a holiday um for city employees please leave a message and uh somebody will get back to you maybe later in the day um if anybody has any question concerns please call streets and Roads at 856 825 7,000 extension 7388 um also I have from the rec recycling coordinator a couple things he wanted to um let us know the updated tund report was sent to the state last week the clean communities report will be submitted by June 30th um something that he was stressing uh to me to let the residents know um the county has a new sorting machine for recyclables at the landfill which is much faster than the previous uh they will be able to process the recyclables as fast as they come in meaning the truck comes in they're going to be able to process process that before the truck leaves so beginning of the process it starts emptying out the truck um if the loads have too much contamination that truck's going to be turned away meaning recyclables uh we don't have any tipping fees trash we do so if residents throw too much contamination on recycling containers they're going to turn away the recycling truck and we're have to pay for it as trash um obviously that's going to affect rates potentially if we have too much contamination um so again uh the trash is going to be put back on the truck and it's going to be dumped on a landfill as trash and we will be charged for it um some items that are not allowed in recycling carts are plastic bags shredded paper pizza boxes and any other cardboard for takeout containers rigid plastic like laundry baskets and Lawn Furniture uh metal other than food cans meaning pots pans broom handles Etc are not allowed any glass other than food containers uh meaning like Windows plates uh things of that sort are not allowed any plastic containers that have a number other than one or two any plastic con containers for things like motor oil solvents Etc garden hoses uh any types of trash Lumber siding pipe copper PVC Etc um so he wanted me to share this and we have a couple copies over there when you first walk in to the right uh for the recycle guidelines if anybody want to take some home uh so it's just a reminder to make sure that you're recycling correctly uh because ultimately we're going to be paying for it um also another reminder for the clean and dry cardboard and plastic film um you can bring that to 4:16 South 15th Street for disposal uh we're open Monday to Friday with the exception of holidays from 7:00 a.m. to 3:00 p.m. residents may also bring small electronics uncontaminated oil uncontaminated antifreeze and re old rechargeable batteries to the 15th Street facility as well if residents have any damaged carts they can reach out to the recycling coordinator at extension 7612 and um to get them repaired or replace them depending on the damage and again uh just a reminder sign up for the rec coach app uh it's a tool that we would like to use a little bit more but it's going to be extra charges so we would like to have more people sign up for that um other than that think thank you and I signed up last meeting when we said we need more people to sign up for the recycling coach coordinator at we got one more commissioner rello yes um I got some good news uh on Saturday June 15th the 50th Anniversary plaque dedication took place at the old Rescue Squad uh located at 500 Columbia Avenue uh it was very well attended uh mayor romic was there with myself it was a wonderful tribute to all the volunteers who gave uh so much time to help the people of milville and uh it was just really amazing uh this week we'll be completing our fourth pass of grass cutting throughout our parks and other public areas uh regarding the downtown P project it is getting close to completion uh tomorrow the conrete portion of the project is going to be completed so please note there will be no parking tomorrow along either side of High Street from Main Street to mberry street from 6:00 a.m. until approximately noon uh we apologize for any inconvenience but there is an end in sight uh so we're just proceeding that way as mentioned at our last meeting the Union Lake ball field project began yesterday everything is running really smoothly all of the old fencing was removed yesterday and the new posts were installed just today the fencing portion of this project should be completed by the end of the week uh next week we're looking to regrade the infield and replace all the base receptacles as well as the home plate and the pitching rubber we know everyone is eager to get on the field so we apologize for the inconvenience but it is a great Improvement and it's going to look a lot better when it's done uh as far as upcoming events uh as mentioned in our last meeting the the second fourth Friday of the season is going to take place this Friday oh sorry on Friday June 28th from 5:00 p.m. to 8:00 p.m. at Buck Park uh there will be a live band and tons of fun uh for families we're also prepping for the 4th of July uh it's hard to imagine that it's only a couple of weeks away now uh our celebration will take place at Union Lake Park on Thursday July 4th from 6:00 p.m. to 9:00 p.m. uh we're going to have two live bands vendors food for sale free fun activities for the kids and of course the main event uh the fireworks that presentation was going to show was basically just an illustration of a map where the Airport Enterprise Zone was I don't know what happened to the folks that were supposed to to uh put it up there on the screen but judging by the people here knowing where many of you live I think you know where it's at so I think we'll be okay with with that um also keep in mind that the vote is not to approve or disapprove an asphalt plant it's to it's to allow an asphalt or not to allow in this case a yes vote will be not to allow an asphalt plant in the entire zone so that that's what the ordinance is for uh currently the the uh ordinance says Stone so that has been interpreted to mean ASA so that's what we're uh voting on tonight next uh myself and the administrator met with the uee or U administrator to determine reallocation of the uee Zone it's basically to change the map of the uee zone so we worked on that on Monday we also worked on master plan reexamination on Monday and on Tuesday myself commissioner Watson the administrator couple other um Personnel not concerning the negotiations with the ACA for the trash so we're working we realize there's a problem there we're working diligently to attempt to correct it where we can so it was a pretty good meeting I thought and we'll see how it goes with the acua Mr Watson will be heading that up so I think we'll be fine after the meeting and with that progress thank you vice mayor zoning board will be on Wednesday July 3rd at 6 pm here planning board will be at 6:30 pm on Monday July 8th as commissioner Watson has said other than holidays the city is closed well on Friday it is a holiday City Hall will be closed on Friday the 21st um other than but on Friday the 21st there will be a ribbon cutting at one of this administration's uh huge projects that we undertook right when we assumed office which is leavon meet uh they will be having their ribbon cutting this Friday at 10:30 a.m. they are located at 650 Bogden Boulevard they are an Italian American Meat producer uh manufacturing company this is their first production facility in the United States and it's happy to be here in the city of milville um I'm looking forward to that thank you commissioner huitt for bringing up the grant that the fire department got uh earlier um because I totally forgot that we got from the housing Urban Development from the state of New Jersey we got our cdbg community development block grant money for the fiscal year of 20124 in the amount of [Music] $35,840 item one is an ordinance amending mville code Chapter 30 land use and development regulations article 12 zoning District regulations Section 30 through 17.14 Airport Enterprise district and attachment One schedule of District regulations in order to clarify the asphalt plants and Mining operations are not permitted uses in the AE zoning District make a motion second a motion we have a motion and second on the ordinance in the second reading item number one there is a public hearing on this ordinance if anybody would like to address the commission regarding this ordinance please come up to the podium state your name address and limit your comments to approximately 5 minutes thank you hi Cindy Cook valine um I would just like to express my concern of allowing asphalt plants in that area I personally have done as did asphalt for 35 years so I'm not a novice I have worked inside the plants where I've loaded the material into the feeds been there while they burned I've gone ahead and when millings came in run bulldozers over the mountains of and I mean they became mountains of millings that were then used to be recycled they burn them up and they use them we're talking now generations of recyclable material we have no way of knowing what is in there I personally paved roads where we used fly ash from the different plants I know for a fact that that is in sections of 55 because I paved it we're talking some of the um materials they use is extremely odorous um one example that is the material they use where there's heavy bus traffic they use an animal type of material where they load in not only does it stink being made but it stinks really bad when we're rolling it and when it's first laid down we're talking asphalt is is not just a summer Venture anymore asphalt is made year round just about they can lay asphalt down until the temperature is 32° and dropping from that if the temperature is Raising so we're talking trucks in and out and I understand that this will be you know they're talking the new route but the point is we're going to have the smells we're going to have the hazardous waste because we don't know what's in that asphalt now we're talking many generations a lot of the asphalt has glass in it for example especially in parking lots Federal federally funded Jobs go ahead and require that they use so much experimental you know asphalt uh 747 blend is different than your 50 you know that they use in airports is different than the asphalt that they use on 55 thank you good evening folks John pay 1217 Gil Drive appreciate Cindy's depth and knowledge right for a lot of us that's probably a quick encyclopedia version of what we're up against uh again thanks Cindy so a zoning change on this can change the characteristics of what's going on out the airport right just like when the racetrack came in the racetrack's a blessing in some ways for us for revenue and other things that are going on with that but I live adjacent to it and I live adjacent to the airport and I can tell you there's some weekends that it's not pleasant right then I know there's noise ordinances and so on and so forth and there's restrictions but the Overflow of that noise into our neighborhoods of Cedarwood Village White Marsh and some of the other adjacent properties is overbearing in it can have a real estate impact it can have other impacts right it can blow a weekend's barbecue or any entertaining what Cindy talked about is not only has the same characteristics of that but in a different manner with smell and content but it's going to produce some traffic and it's going to it's going to produce different patterns of travel and Traverse I know as it stands right now uh Rick Avenue receives a large a large amount of traffic coming through there uh some of it's industrial some of it's big trucks and I know we've got a move to foot with the NAB Avenue Extension which I I pray that that comes through with good good grant money and so forth and it may help accommodate development at the airport but still the same point back to the the asphalt it's going to bring trucks in and out day and night day and night right especially if they're doing Paving operations in the evening so this really needs a good study before you guys go into it I know it's just a zoning order discussion but begin with the end in mind that opens up the venue then that changes the characteristic of opportunity changes the whole process of what could take place so I encourage the team here to think this through and don't make a don't make a fast judgment on this right take some serious time you can ask the county to help you do a feasibility study about this and look into it at a at a deeper level right thanks for your time John paays good evening Tim spana um I need some clarification on the register letter I received looking at the votes on the first reading commissioner Watson did you vote for or against it because it said you voted for it the first reading I was against it excuse me against it you okay just so my question to you is since you became since you were elected every time a cannabis uh company came up you voted against it because you're concerned about the effects it would have on the community MH now this definitely be a detrimental effect on the community asphal plants run 247 I don't know if any of you all been behind an asphalt truck when it's running down the road you have that crite smell kind of before diesels had daf um we don't know even though we're being told that the DP is regulating it we don't know 20 years from now what the effects are because they don't know so you're it's a guess well they're saying it's okay they're saying they're cleaner but we don't know and it affects everybody you're only a mile from where I live it'll affect your family just as well as it affect my family so that's a big concern um I don't see that being a in other words what I was going to say was when you when you vote against cannabis uh corporations it's not because they're trying to put it in a place it's not doesn't belong you your your your main concern is the community so even though maybe at this point right now before the ordinance the law says that can be a mining asphalt Mining Company okay it has an effect on the community that may be detrimental so again thinking about that that should be that should be help you weigh which way you would vote know you voted yeah I know you voted against it the first time I know you're free to vote you know change your vote yep and uh just I'm glad you kind of brought it up because uh you know when this first got presented I'm anything I do with asphalt is we fill in potholes when people call you we kind of need it in your area you mean we drive on it every day you know so my thought process was yeah we need asphalt you know to me we don't need cannabis it doesn't cure anything use a recreational or you sub you use it to get through your pain or whatever you know that route takes so when this first got presented and that was kind of my thinking was you know it's going to bring jobs to our area truck drivers CDL Drivers plant operators um I know New Jersey is very strict with permitting especially with air permitting um I seen it as an opportunity to bring in some kind of revenue for our city um you know so yeah I did vote against it because I thought it was a good area um and speaking to you know fellow Commissioners and having the opportunity continue to speak with residents looking at it a little bit further looking at the environmental impact doing some research on it um I am on the fence and we kind of discussed that I don't know right after the work session I said I was on defense about it um so yeah i' been kind of very excited to hear what everybody has to say um you know so anything that you would like to give to help me make my decision I'd be more than willing to consider commissioner H not three years ago he stood at this Podium and presented an appeal that somebody wrote against the the uh trailer park now it was zoned the zoning passed for that and you appealed it yeah because you were concerned about having a trailer park and the impact it would have on the Community Schools Police Etc so this would have somewhat a similar effect because you don't know how it's going to affect the area that you live in you can they can tell you that we're safer now we're cleaned up but that's a guess 20 years from now and like and Cindy I remember Cindy running I remember you running this the steamroller down Deli drive a couple of times you know she like she said we have product that were there're recycling we don't know what's in it so it's a major impact on the environment so I hope you would consider that um maybe consider change your Vote or reconsider how you feel about about this issue and I appreciate your thoughts uh yes a few of us a number of us worked on an appeal against what was the trailer par uh large part of that appeal was tax bait more added struggle to the school base because it wasn't age restricted like it was first presented uh so yes I did the way it affected the community was a concern it affected the city sure Bo everything it affected did everything uh myself like I mentioned in the last meeting on the first reading of this I spent a day out at an asphalt company with a sitting commissioner uh I've learned a lot about newer asphalt plants Woodbine was surrounded with asphalt plants I grew up there uh old asphalt plants the asphalt plants that did reap of the smell and everything else truck track traffic yes I know and I'm aware of uh the nav Avenue Extension most likely coming that's going to help some of the truck but let's talk about truck traffic you know where I live right on Cedar Street right where they patched three or four times or what I call the hill cuz you coming up hill three hard dips truck traffic 24 hours a day for me running out to Cedarville and the areas out there carrying the vegetables to and from and all the construction is going on out there on the Bayfront the truck traffic is all is there it's it's something we live with Jonathan mentioned that too for Rick Avenue I know I run Rick Avenue all the time uh that's my thought process uh the fact of being out there and seeing what a new plant is compared to an older plant as far as asphalt goes is in my mind uh and I've studied up on it well and I understand and and I appreciate your thoughts and comments the focus is the newer ones is containment of what it's producing atmospheric pollution but they're still maintain they're still manufacturing the same product agree so that that's that's point it's just like the marijuana plant the other day nobody knows that's there there's no smell there's no and I'm not saying that as a dig or anything again I went there I witnessed it sure I studied it uh and it comes down to the main thing for me sitting here as a commissioner we need ratables we need business which brings jobs and that's my main concern to well one minute I'm done time wise I use some of his time I understand one minute Tim I just think that ratables are important I know that okay but the effects it has on the community is also equally is important important and we got to weigh both of those thank you thank you Tim I would like to make a statement that this is a public hearing where you address the commission it's not Town Hall where you speak to the public good evening Patricia k 49 pach Drive um my concern is basically environmental um you have Buck shum Creek and you have White Marsh run in that very vicinity you also have the city water pumps where we' get our drinking water from at at the airport for at least my area in the Fifth Ward um it's funny because people don't realize this I forget I think they forget their third their third grade lessons the water we have today is the same water the dinosaurs had it is cyclical goes up into the clouds it comes down filters through the ground goes into the aquifers comes back up and it's the same water and with this kind of a plant I'm afraid that we would be compromised I do know we need ratables I've offered a couple of suggestions before but I don't think we need the kind of rable that will affect the quality of life especially with all the unknowns in the asphalt thank you thank you good evening guys can hear me ladies gentlemen David Blackwell 16my Drive mville New Jersey my concern is have the study's been done on the long-term effect of this asphalt this is just a fly by night a money-making scheme have the effects been uh studied reason being I grew up in the area area where they allow dumping into the ground today they condemn that area because it's a cancer cluster I don't want to see the children 20 30 years from today by the decisions we make today have to suffer through a cancer cluster all right think about your children if you live in that area if you have children going to Rick Avenue the dangers and the hazards that comes through there don't think about us today let's look down the line for your children your grandchildren that they have a safe environment to grow up in not 20 years down the line they have to fight off of cancer your children are being born with some birth effect think about the longterm effects I appreciate the moment thank you good evening mayor and Commissioners it's funny being on this opposite side cuz I normally don't stand here however I'm standing before you as a citizen of milville and with some concerns um I first like to read um a letter from a resident who lives in White Marsh she couldn't be here this evening so I'd like to speak as her first um I have a letter from her and then just voice some of my own opinions um this is from um Ashley Courtney from 345 Brier Drive milville White Marsh dear Board of Commissioners I'm writing this letter as a concerned resident of the city of milville unfortunately due to the prior commitment I'm unable to attend the meeting tonight and therefore wish to express my concerns through this correspondence as stated above I'm a resident of the city of milville and reside in white Marsha States I've lived in white Marsha States for close to 20 years and I'm proud to call milville my home as I'm not a native to the state of New Jersey firstly part of the reason I am proud to call Mil milville my home is the lovely location with where wherein my home is located white Mara State sits in a quiet and peaceful part of the city and building an asphalt manufacturing PL or like would destroy this secondly building an asphalt manufacturing plant or like would be harmful would have harmful effects to the environment asphalt plants can create harmful emissions that are harmful to both the environment such as air pollution into human health no matter how many safeguards are put into place to reduce them thirdly building an asphalt manufacturing plant or like would be disruptive to the disruptive to the area as it would close cause noise and heavy traffic which would cause property values to plunge according to an article written in the Asheville citizens times back in 2019 can you hear an osal plant from a mile away by Paul Moon a resident uh excuse me a resident a mile east of an asphalt plant state it sounds like you you got a jet engine right in your window and has bothered his family for over 20 years and that was extremely concerning I respectfully request you take into consideration all these concerns as well as the concerns of my neighbors in voting on this ordinance and again just so everybody was clear um when vice mayor stated we want them to vote Yes to the ordinance for this to pass not a no so a no vote would mean that um they're allowing an okay with the asphalt plant on this property that you know people are interested in or any other property in that zone um you know while this commission is actively supporting and trying to bring in Economic Development which we all understand is very much needed for many reasons in this town whether it be jobs or ratables um as a couple of you residents mentioned we you know I don't care how safe they say an asphal plan is um our own government allows companies to put carcinogens in our products every single day my daughter was born with a congenital heart defect do we know why absolutely not but could that be a reason because the products that are in our environment that we say that are safe just because the government allows it I would really hope that you guys can consider this we need jobs we need Economic Development understood but I really don't think that the child who has asthma on the playground at Rick Avenue wants to has have an asmatic attack or not be able to go out year round because there's an as an asphalt plant less than a mile away please consider the well-being of our current residents and the future of their health thank you Debbie Malone gel drive you all know that I'm on the school board so I'm here tonight not to talk about from the school board but I am here to talk as a private citizen I live in on gel Drive which is Cedarwood Village which is basically 1 to two miles down the road from the proposed site I want you to also remember that Rick Avenue School is right down the street so you're talking about adding traffic to Rick Avenue uh with trucks where we have kids going out out and playing all the time or being involved with school um you also have silver runs silver yes Silver Run school just right around the corner maybe three miles down further so again this is a problem um I'm going to say this personally I grew up on chloris Avenue I grew up near a super funded waide was site every girl in that neighborhood ended up with a problem with fertility or having babies or birth defects so I really want you to think carefully about this because I don't trust anything the federal government or state government says anymore about keeping our citizens safe from carcinogens so I just want you to keep that in mind thank you my name is Lisa bbel I'm on 29 Emily I just want to reiterate or repeat the same thing I I hope you and I pray that you take in consideration what's been said and I would hope that everybody I would raise my hand to say yes we' want not to have an asphalt Mining facility thank you thank you Miss bbo sorry when you see a line forming you time it when you're like me uh Greg kier's 409 Peach Drive um I would also encourage you to vote Yes on this um something my mom like alluded to but um I guess it's deeper than just just going into the ground New Jersey actually does not have we're on flood plane which means all of our drinking water comes from rainfall which means all of that water that runs off on a potential aspect plant would be running directly into a C1 stream on the buck shum or possibly into White Marsh run which is I'm not sure of it's designation so I can't speak to that but that would be detrimental and I mean I hate to say this and I hate to admit it but there's a likelihood I'm going to end up living in milville the rest of my life and there's a chance I'm going to very much live in that neighborhood and I would like my drinking water to actually exist than because we're already having enough issues with the saltwater encroaching we don't have to add another factor and I know the argument about rables is a great one but I've also lived in milvo long enough to remember when toul was a uh promised rable and I just look at that empty plant all the every time I drive through the old industrial plant that's all Paul Bara 300 Smith Road mville New Jersey I just want to get on the record the history of how all of this occurred so I'm a real estate broker been a real estate broker for 35 years in milville and I was approached by somebody that was interested in putting a asphalt plant somewhere in Cumberland County milville preferably and part of that was because it's very difficult to be competitive with all of the asphalting that's done in Cumberland County because the distance to travel with the asphalt affects the price there's only one company that does asphalt and produces it in Cumberland County so that was one of the reasons this plant wanted to come to milville so I contacted the Commissioners uh vice mayor uh suie and H Mr hillet and we went to the asphalt plant and spent the day there looking at it finding out how things worked what what went on whether there were any complaints from the neighbors no complaints from the neighbors no smell from the plant the the people that ran the plant were were U very concerned about all the environmental things that everybody talks about and the D and the EPA and everybody else has strict controls over the asphalt plants none of any of the presentations tonight have shown any studies or anything that that are uh or have been presented that show that there's a problem but I'm not an expert in asphalt plants I'm trying to sell property to people that are interested in giving ratables and jobs in milville so after the meeting everybody went away from it thinking that yeah this is probably a good thing let's pursue it so we waited and we found some available land that the was allowed in the zone and then we talked to uh vice mayor sui about whether or not he thought that milville would be willing to sell them some of millville's land and he had changed his mind so he said no I don't want an asphalt plant I don't I don't know what changes mind whether it was Research into asphalt plants because I've never seen any studies or anything but something changed his mind so we continued looking for land they found another piece of land we reviewed the ordinance which had just been passed very recently I think it was in 2023 yes I November that's about right ordinance 19-2020 is the uh number it may have been passed in November yeah some Sometime Late Late in 2023 and when that was presented that that was was based on a uh master plan review that had been done seven years prior to that getting passed and you weren't on the board and I don't think you were on the board either but I spoke at the meeting where they wanted to change all of that zoning and said hey don't you think you should look at this again reveal it and the answer was no this was important we had to get it pasted so they passed it with the rules that said you could have an asphalt plant so the people that wanted the plant found the spot it's in the rules and now you're down zoning the entire Zone with no studies with no expert opinions with nothing there's been a bunch of mistakes made in the process to get to this position I'm not a lawyer so I'm not going to speak to the specifics but there were some fatal flaws in the process that will probably uh be brought to light at some point I just want to get that stuff on the record so that everybody knows what the history of all of this was and where it came from um down zoning people's properties after you have just rezoned them to allow for certain things is it very difficult proposition it should be done with care it should be done with time it should be done with uh studies it should be done with expert opinions not just willy-nilly and arbitrarily at the moment when I woke up and saw that an asphalt plant had a zoning onea that an asphalt plant had a zoning permit given to them because that's what the Zone allowed so I think it's important that that stuff's on the record really I I don't know if an asphalt plant is dangerous not dangerous if it's a negative plus I know jobs are good I know ratables are good I know that they're very strong strongly controlled I know if people visit the asphalt plant they would probably have a different opinion of what they what they said now the entire area is zoned industrial the Redevelopment agreement with CRP has in it a a concrete plant which is very similar to an asphalt plant use the same heat almost everything the same s amount of trucks in fact you were at the meeting last night for the NAB Avenue development or extension and said that milville is trying to sell its industrial park and we are going to increase truck traffic and that's why we need the NAB Avenue extension so traffic kind of is a moot point when you have a big industrial Zone you're you're going to have truck traffic I just want to make sure all of that stuff was uh known by the commissioners before thank you Mr Pera your time is done good evening my name is Anthony lower I'm new to the town just moved in a couple months ago um I live on Cedar Street I hear that the asphalt plant will be pretty close to me I'm very close to the airport um for everything that was said tonight uh everybody's pretty eloquent I think all those reasons were already covered uh but one of the things I wasn't pointing out was uh from my understanding you have a golf course being built nearby pretty large facility I imagine at the airport might start Landing some people of you know that won't want to pass your asphalt plant won't want to smell it it might create some jobs and that's great for the people who work in the asphalt plant but terrible for everybody outside the asphalt plant the gentleman that was just up cited that we have no studies to say this we have our noses we have our eyes we can taste the environment around us we can all just use our common sense I think and understand it's probably a bad idea uh to have that so local I mean you're in a farming area you're in a beautiful area really it's perfect out here it's very nice and if you put an asphalt plant down now even if you got rid of it in 5 years for 20 years probably more you've ruined that ground you've ruined that site you've put a black eye that can't be unblackened into the town you may actually lose development potential because of that other people may want to come in and do many other things but because that's there they say no no I don't want that it's going to mess up my product it's going to mess up my image it's not what we want so I would keep my eye on the future not worry about the dime you have sitting in front of you now but worry about the doers that will be in the future if you leave this off the table and leave that area open for different development something you can make money on you know uh just the marijuana facility for instance it's a money maker period it's quiet I hear from what everyone said there's no signage no one knows kids aren't shooting each other in street over it so products like that businesses like that yeah lowkey quiet no smell I don't taste it I don't see it that's the way it should be the businesses should not impact the private citizens and the and their quality of life if you did let something like this in I'd like to know would anybody consider lower the homeowners taxes in the immediate area because you're going to devastate our property value um thank you very much for your time didn't mean to be snarky have a good day thank you sir my name is Tom McGinty I live on Carlton Avenue I'm retired um I've lived in the area for 30 years um on prer drive for 25 of those and actually it's more than 30 it's like 40 but in any event um there are a lot of uh things bandied about and people using terminology very Loosely uh um and bringing up different things that really have no bearing on the asphalt plant first of all there is no way that hazardous waste can get incorporated into Asphalt in the state of New Jersey not since the 70s okay um it's just not happened since recra has come out uh it's a cradle degrave thing with hazardous waste um you know other words like uh fly ash um fly ash actually if you add it to things it ponic stabilizes um heavy metals and so forth so adding fly ash to concrete asphalt um any one of number of Aggregates um is actually a good thing and not a bad thing um you can look it up it's a lot of geochemistry that goes along with it um you know if you can uh get through it I I have a a degree in geology and I'm no geochemist but I you know I've mixed fly ash with hazardous ways to make it less leech and so forth and so on so um you know the difference between asphalt and concrete is one thing with concrete the cementitious material that you Bond the aggregate together with is cement sodium carbonate heat it in a kiln so that when you add water to it it hardens and makes concrete the material that holds the aggregate together in um asphalt is bituminous material that's a oil product um it's heavy oils they're not wastes can't use waste oil anymore um you can't add glass to Asphalt anymore you can't add uh a whole host of things because it doesn't work um rubber the only place you can do that is on a high school track um the asphalt plants of old and asphalt plants of today are way different the uh air pollution trolls and so forth at the new asphalt plants or state-ofthe-art I don't know the exact numbers but I would say that they're probably 99% efficient plus um the difference between a cement plant and asphalt plant they're going to allow a cement plant that's going to crush concrete and recycle it and make a hell of a lot of noise doing it and probably some dust and some other things not to mention don't know what's in concrete you get concrete has asbestos other minerals in there not good um so minute Tim Tom sorry one minute one minute so uh there's needs to be looked at a lot more um you know I'm I'll probably never see the NAB Avenue Extension get completed if things keep going away they go and the asold plant's not going to bother me because you know I might not live that long who knows you know I'm I'm I'm up against the airport that never had one iota of disposal in years not one they contaminated the whole place and when I worked for the D and I went after him I got laughed at and I got abused I got hurt harassed and I am telling you the asphalt plant compared to what's at the airport is the least of our problems thank you see you no one I will close the public hearing on this ordinance comments of Commissioners commissioner huitt I I'm just going to refer back to uh what I've looked at I depend a lot on what Tom mcti did for a living and does uh and uh that's basically all I have I it's you I have studied and looked also thank you commissioner Rella um first I want to just say I I appreciate everybody uh coming up here uh and sharing what they had to say uh it was really eye opening uh Mr Pera uh I appreciate that background uh but what a lot of people don't know is that um before I moved to mville I came from a place that had the world's largest landfill uh I know this isn't a landfill uh but for 50 years uh we were told by a lot of three-letter agencies that it was completely safe and it wasn't uh it was linked to numerous Health dangers for local residents due to extensive pollution uh it's still it's still going on even though it's been closed since 2001 uh like I said I understand this isn't about a landfill but it gives you an idea of where I'm coming from I want to point out that uh health and environmental risks associated with asphalt plants clearly show why they shouldn't be allowed in the AE zoning District I spent many many hours uh reading about modern asphalt plants not the asphalt plants of old the potential for increased cancer risks respiratory and cardiovascular diseases ground contamination and overall degradation of air quality pose a serious threat in my opinion to the well-being of residents and the environment substantial evidence from government agencies and academic research shows that asphalt plants are indeed environmentally intensive we know that modern asphalt plants use Advanced Technologies such as uh bag housee filters scrubbers regenerative thermal oxidizers to reduce emissions but these things aren't without reduced risk uh they're not without risks there's the potential for Fus fugitive emissions noise pollution which a lot of people brought up uh we have enough complaints about the racetrack uh I I think this is going to be a lot louder uh odor nuisances uh just because there wasn't odor that day uh if you've ever been near an asphalt plant on a windy day smells not so good uh these remain significant concerns uh to be frank I left the place that I called home after watching too many friends and neighbors succumb to respiratory illnesses including lung and lenal Cancers everyone I know is dead I chose to make mville my home and while I'm sitting up here if I can do at least one thing I can try to make sure that this ordinance passes to clarify that an asphal plant is not considered a permitted use of the AE [Applause] district one more thing I'd like to add we have one commissioner that has made it very clear that their intent is to move at the end of this term uh and that's all I have to say commissioner Watson I can agree and disagree with some of the points being made but what it comes down to to is I don't know too much about an Nall plant um being on the fence and being undd like I told you where my mind was the first time this came across the agenda um doing some research listening to our neighbors listening to everybody that came out what I got to remember is you know we were put in these seats uh by the residents of milville and we have to respect their decisions and their wants their needs um so that will reflect my decision tonight and with that I want to say with situations like this and then any other you know um meeting that we have you know hearing voices is very productive hearing different opinions and where you're from different backgrounds helps us decide and make better decisions so don't just come out today youan hopefully you're here next meeting so we can hear you listen to you and get your background your thoughts thank you for coming up vice mayor suie I first to address a point made about my opinion on asphalt plants I did visit the asphalt plant with Mr hu and I have a rather large nose and I could smell nothing it wasn't really that noisy and it was running so I don't have a problem with an asphalt plant per se I have a problem with where the as plant asphalt plant wants to go our our original ordinance as we drafted it didn't say we allowed asphalt plants it said we allowed Stone so some astute businessmen decided that stone meant you could put asphalt there would I be in favor of an asphalt plant in another area of milville probably the people didn't object to live near it um you know we're here to represent you you're obviously here and you're against it um which is kind of what I thought when I asked for this change to the ordinance but I will say one thing and and don't take this as a a criticism but I want you guys to think about something so I heard so much about the negative as aspects of asphalt and yet there's probably at least half of this room that has an asphalt pav driveway so you know you got to kind of think if you're that concerned about the environment then be concerned about the things that you use these bottles are horrible for them but I I drink these bottles all the time but I hate them but so and I'm not criticizing you saying you should want an asphalt plant because you have an asphalt driveway but what I I am saying is if you're worried about impacting the environment then think about the products that you're using and that just doesn't go for asphalt that can go for any number of things and that's all thank you thank you vice mayor my fellow Commissioners yes I was at the NAB Avenue Extension project that was you know been talked about for 12 years 2012 I believe that is to develop the west side of mville more specifically the James A Hurley Industrial Park I am in favor of business NAB Avenue will help avoid truck traffic in Center City would we have big business such as true leave and Collective 60 where there were multi-million dollar cannabis corporations that were going to be built out there with a 2% gross tax direct to the city of milville Imagine That being out there maybe they turned it away because there was no Road I'm not pushing away any business just like my vice mayor said I'm not in favor of of where it will be if it was somewhere else in the to pick trash up should I just bring it in and present it to you guys I would say that you pick the two locations that a the vice mayor lives by and a the mayor lives by um I would say my neighbors are great thanks for let my neighbors know so I guess it it's not where you live it's who lives there determines on how clean the street is commissioner Watson is our street sweeper working I would say that uh in a way it does because the people that live there usually the people who throw in a trash there who were riding through there there are the people throwing the trash out the window now I don't like it when people throw trash in my yard and I have to pick it up but I have to do it unfortunately it's not the city that's coming by and picking it up it's me I live on a county road I see lots of trash I don't want to run over it cuz it shreds it to a thousand pieces when I'm mowing my grass okay on Railroad Avenue um I could check with streets and Roads to see exactly what the route covers uh I know there's a specific route that it takes all week to do and it's continuous because of they have to do the streets that have the storm drains that lead to the Morris River um it's permit required we have to do it uh that's why we can't hit any other streets in mville because we only have one street sweeper and one driver um but what I can do is talk to streets and Roads to see if they can do a pass during the rounds um and to see exactly how many times we do hit this see a street Trooper go by every day I work right up the street from it and I see it every morning go out and I see it come back in the afternoons I know it's there it just doesn't seem to do down in that part of town even though the sign say Department even though the sign says Fridays uh next the as far as with the handicaps I am handicapp I have a handicap placard on my car hanging from my mirror how will someone from out of town know that that's an ordinance in this town that's actually state law it it is it is state law and I don't want to push the situation here it got so bad at a couple residents with people visiting from out of town to their neighbors that it became abusive came fights and then incurred police and the neighbors knew what the situation was with that that why okay thank you thanks welcome good or good evening I'm Carol CA Nukem Town Road I wasn't able to attend the meeting last week because or June the 5th because I had a previous meeting that I had to go to but I just wanted to commend uh commissioner Watson his presentation was fantastic I got to watch it on YouTube it was meticulously detailed for each specific Department need in regards to replacing or relocating everybody in City Hall and I felt it was the most cost efficient in the long term I have a a couple things that have bothered me about the Columbia AB building this building is over 150 years old there's been factories in that area that were never under any government regulations for chemicals dies Etc has the ground ever been tested yes it has thank you all right um and I ask that because I also know in that one straight driveway going into that big building once had gas pumps in there many many years ago so that's why I concerned for the well building build well bu beaing my mouth is so dry where I've been sick um the wellbe being of all current and Future employees so that's one of the things the building's assessed at $222,000 and the owner is going to throw in a 2.65 acre lot that's assessed at 275 is that correct for a total of 229,000 but we're going to look at it at 1.6 million I'm a little confused why such a high over overv value I'm sure if if you look at the assessed value of your house and what you could put it on the market for today that might give you some insight as to well it has but I know that what I can probably get I'm just I'm just saying that's a awful lot of overage I just just doesn't make any sense to me also do you have any extra money I know we have additional 800,000 you put for the roof repair and that's only good for a few years according to the presentation that was given and then in a few years after that maybe 5 to 10 we're going to have to actually put on a new roof 80,000 of what building please be specific we're Columbia Avenue Columbia Avenue yes thank yes I believe it was $80,000 repair it was 80,000 I misunderstood okay all righty I believe it was engineering that said it uh would require a new roof roof for 800,000 okay about 10 years for know and the owner is making repairs to that roof now he said no matter who he sells them to he figured he'll sell well that is that's another thing that when I did some research on Zillow it's telling me the property's off the market but it does indicate that the special for this building for lease 9,000 square ft only $2 per square foot has overhead do room for auto and boats office conference room etc etc at reality.com the building is for sale at 1.7 with this description this building was built in 1850 the walls are over a foot thick there's been many upgrades to this building since occupied by the current owner including a new electric new roofs sub Roofing paint HVAC in all parts of the building multiple cameras on several different circuits alarm systems lighting wood or silver upgrade structural and so on this is a modern building with an old start there are currently two units of the building separate entrances parking blah blah blah with all these upgrades that are listed here we won't need an additional budget for 80,000 for the roof am I right the 80,000 if the roofs repair properly I don't know if it's been done yet is no no there was no need all right one positive thing I would let you know that according to FEMA it's not in a flood zone my one final thought was KW commercials is a real estate seems to be the people we need to look for places for us as he did a great job for the buyers of two High Street purchase for for $430,000 now on the market for $5.4 million and buck Street was purchased for 150,000 now on the market for $2 million either we gave away these properties or the real estate really skyrocketed in the operating in milville what street did you say it was on Oakland A Oakland and 15th Oakland Avenue yeah that's out in the industrial park off of Orange Street oh down there okay all right and the other thing was used to be an old pallet fact okay all right um we know that there's going to be opening in the commissioner chair soon and um people that are running for commissioner do we get notified here of people that will be running for that position or where when do we find out who's running that'll be once Brock or Genie so on the ballot basically so we have to wait till then you can we can contact me you could do an Oprah if you wanted to see who's you know okay so that's not public notice until they're on the ballot you won't be noticed until it's on the ballot correct so I notify the county clerk once I receive all the not the petitions and they validated and then um whoever is you know meets the criteria I I notify the county clerk okay I was going to say would it be possible to add one more requirement to uh people that want to run for commission I would like to see that they attend some of our meetings that would show that they have some interest here and if they never come and all sudden they're running for commission it just would be very surprising to me the rules for that you know how I think about things Rose we can't do that you're asking every one of us up here including the solicitor and the clerk to break the law and say come to my meetings or or you can't run for office I had to stall there for a minute and you know you know me so up to the public who won't know anything until they're on the back so we won't know anything you cannot take it to our state representatives and see if they'll allowed out throughout the state okay and you you know me sorry I don't think I have to restate who I am but I'm up here again Lisa or norf um I want to thank the commission for um your vote tonight obviously on the asphalt plan one I want to thank commer Watson for uh changing your vote um and listening to the the the citizens and their concerns um I know there was no proof of you know what it may or may not do um to our health and I've did some research myself and it's hard to show proof of health effects however people can smell the environment taste the environment um and that was in a lot of the Articles apparent people had complaints about that their eyes were itchy their water their throats or whatever their kids or whatever it was so I appreciate you changing your vote um and mayor Su uh mayor suie well you know they they do call you that once in a while but vice mayor accident um you didn't change your vote um so I appreciate you supporting it the way you did however there's a reason after visiting the asphalt plant that you still voted as you did the first time and voted to change where that asphalt plan would be however um Commission huitt you didn't change your vote um after the concerns were voiced by the con the citizens who live in your neighborhood um who would be affected by that and I I didn't realize this but you know commissioner um nalo I appreciate you making the obvious statement that everybody else who voted yes and voted no I'm assuming you're the one that's moving um and I'm concerned that moving forward do you really have the best interest of a citizen since you might be moving do you pay taxes at your property um and do you own the property that you live at would be my concern for the residents that live in our area moving forward the next year and a half that you have to make decisions that we have to deal with and our property taxes and our property values when we go to sell our homes see no one else I will close the public comment portion closing comments of Commissioners commissioner hu uh Lisa we uh yeah I own my property I pay taxes yeah I'm an old man I deserve to be able to move if I want to why that was brought up I don't have any idea uh a lot of people know that I want to move to a state that is cheaper to live in be full clarity I'd love to be living in Tennessee as soon as I'm done here fought me for that that's fine but I can't tell you that while I'm sitting here I'm going to do what I think is the best I'm going to do what I spend a day of our time which is our job uh speaking to people I've done research and I still am always going to be even when it comes to marijuana going to be for rable I'm going to be for work I'm going to be for jobs I grew up in woodb surrounded by asphalt plants Cindy what' you tell me about the asphalt plant Woodbine terrible I made out fine I'm 67 years old and yeah I want to retire to mil to Tennessee after I get done raising my grandson and he graduates from mville high school all I got thank you commissioner hu commissioner rello um I just wanted to thank everybody for turning out tonight um I wish I would see this many faces uh more often at uh all of our meetings uh for those that are here for the first time or have only been here for a handful of times uh you should know that there's probably about four people that sit in these seats on a regular basis um to keep yourselves informed uh and to partake in what's going on we need to hear your voices uh it's important uh you could jump on Facebook all day long uh and while that you know not all of us are on there uh note that too uh it doesn't go un notice but it's it's more effective here uh this is what matters um so please don't stop coming thank you commissioner Watson V mayor SE thank you everyone for coming and uh I concur with commissioner ralo it's a lot better having you here than looking some of the stuff that gets on Facebook I mean if you're here you care right so I'm glad you care um everything up here is a balance it's a balance of the needs of the community balance of what you want as many of you know there's aging infrastructure everywhere you saw spend $6,000 roughly on that's one repair for a collapsed sewer man basically or storm water drain that's just one repair um that's why ratables are so important and it has to be a balance that's why when we do sell 15th Street that we need to invest that money in infrastructure it's very important if we don't invest that in infrastructure we're not going to be able to get more ratables here your taxes will never even stabilize let a loan go down so all that's important and and that's why it's a balance uh one thing and I don't know if it's good or bad but I've we've been doing a lot of work you know you see some roads getting paid you see the county working on Broad Street and as a result of that I've been getting a lot of emails well not necessar emails with phone calls and uh some of them are some of the calls are a little nasty with people why aren't you doing mine why aren't you doing my street why AR you doing my intersection well I I wish we had the money to do them all at the same time but we don't so we're going through we're fixing up as many as we can and yeah there were no emails it was phone calls and some personal conversations and I did see some stuff on Facebook so don't bother opening emails they're not there um so you got to be patient we're trying to get it done we're getting done as much as we can and with that again thank you all for coming out thank you vice mayor it's uh welcome to government how government works 101 uh this is not all of it um to three of us work day jobs because if you can Oprah guess to guess what we make um sitting up here and uh how many people came by and but it was uh it's good to see the public out public here means they care or we really messed up and you really want to yell at us um as commissioner rello says uh please come come in public cuz you're at a public meeting it's recorded you can't hide behind a computer um I appreciate everyone being here I'm for business I like new businesses coming here Point proven that leavon is opening their doors July 1st with three employees hopefully um and I think 10 by September that's a growing business we need more growing businesses we need new businesses what new businesses I don't know specifically that's why we have Economic Development meetings but look at Union Lake Crossing there's three new businesses um uh Sketchers cookie crumble um Pokey it's a sushi place for um Five Guys is brand new um um I'm getting distracted by the flashy lights in the background um Old Navy and spir is coming by at piure one um but you sponsor it's no it's in milville it's in it's in our city and yes all the public here you know mville is a city of 44 square miles and 27,000 residents um we heed the opinion of who's here what we see what we read um I thank you all and I'd like to say kudos to
