you could say cut uh one of the properties being out in Edgewood Acres I've been mwing grass for 25 years the property that they said on the um list of places that they were at said that it was cut the grass looked like it had not been cut all summer um a lot of times when you do work for banks and foreclosed homes a lot of times the contractor has to take a picture of what they did and submit it to somebody so my question is uh how do we know that that these properties are actually getting done or they are they being build thank you thank you Ro seeing no one I will close the public uh a little bit of a breakdown quick breakdown EMS calls for last month calls for service 744 fire calls calls for service which can can and does include uh possible water rescues any automobile accident and naturally fire uh 130 calls for last month Police Department last month milville PD responded to 3,460 calls uh I have here an article I'll be quick let me open it up this refers back to a fire that we had that that was in the city uh before we even got in office it was on High Street it was in upstairs apartment and uh naturally mville fire responded uh this article came out of fire News New Jersey for fire rescue and EMS uh we have a crew a split crew of firefighters that were recognized I'm going to read this and uh their names will be included fire news is pleased to announce the winner of the 2023 fire news national award for Heroic fire unit of the year to the milville Fire Department milville fire department received the the heroic fire unit of the Year award due to heroic effort used to save a family from a fire in a commercial Residential Building while the family was stuck in their apartment on the third floor firefighters kohanski and hack Jr attacked a fire in the hallway to protect the family's apartment firefighter soie secured a water line for them and assisted in stretching the hose line up the stairs latter 35 arrived with arrived with firefighter Quay operating the ladder firefighters Hall and lipen cot ascended the ladder and brought the family of four to safety it is thanks to their teamwork and courage that the occupants were rescued safely the fire news national awards were recently announced and the mville fire department was one of 11 WS Awards presented nationally the nomination was submitted by Michael lipot Chief milville Fire Department and uh I want to say kudos to Kenny Kenny hack Kevin Hall suer lip and cop Zippy we all got nicknames Kevin Quay and Kyle Sue and I cannot leave out because there are others there there are always everybody responds goes to an all call everybody comes it was a All Hands effort and uh these guys have been recognized both here they've been recognized in the uh yearly Awards throughout the county and this just came out here to they come walking in I'm going to let them uh get their seat for a minute and commissioner h i was researching on fire news right now and it's a it's a nice picture I hope the public can go on firen news.com and search New Jersey and look for this post but it's a very good picture of our fire department that of those members that just walked in exactly and uh two of them are here right now and uh they know I thank them I thank them all time I spend a lot of time with my teams whether it be PD fire department and EMS which is part of the fire department uh and the entire Public Safety team like I like I was talking about as they walked in fire goes off like that and every firefighter in this town is running paid and volunteer and we have help coming from cities surrounding us again thank you everybody in bille fire department and that will do it thank you commissioner H commissioner Watson I have the update for the uh mid- August report from shet and Roads Def fening and for the retention Basin at the end of airwork street is being installed permanent patch at six and Garrison is complete the catch catch Bas and repair um and permanent patch across from 205 Burns Road is complete catch base and repair at 10 Buck Street was complete sinkhole repair at third and Garrison was complete utility patch repair on caramel Road was complete street from road is cutting back vegetation uh growing out of the roadway on the center island of Union Lake uh brush pile at the Compost Facility has been ground up and hauled away fall brush collection uh raw uh I'm sorry residents can place brush out to the curb for September collection uh now um keep in mind uh we only do one pass throughout the entire city um streeton roads is receiving calls uh for loose leaves uh it's not loose Le season uh collection yet uh that starts in November uh as of August 1st the AUA has been collecting bulk waste every week on your designated trash collection day you may Place one bulky Furniture uh item out um every week on your trash day uh if you have any questions or concerns please contact stre and Roads 856 8257 extension 7388 um as always a recycling Coordinator would like me to remind residents uh you know mind what you're putting in your recycling uh you know there's certain stipulations certain guidelines we have to follow and will be charged uh as they will decline a recycling truck if it has any trash in it um please uh would like to encourage residents to sign up for recycling coach to assist with that um there is still um an issue with one of the tools on recycling coat app but other um things are accessible uh I want to thank my department as uh you know they're always willing to meet any request that I have uh Department head's really great to work with again trying to find space for the 15th Street Warehouse they're always coming up with options and willing to assist uh thank you so much um thank you mayor stated uh Friday August 23rd from 5:00 p.m. to 8:00 p.m. this is the last fourth Friday of 2024 so please make sure uh you stop out the bck park for live band games vendors and Mr foamtastic uh Holly City fest will take place on August 31st from 11:00 a.m. to 3 p.m. uh we'll be shutting down the uh High Street from Maine to Broad and filling the road with Community booths vendors face painting balloon twisting live bands and so much more if you haven't signed up your business or organization yet there is still more time to register the NPP committee got together last week to review some missions for the buck Park Memorial project uh Christina Davis Christina Davis's mural design was selected uh we are excited to hold a community mural painting on Saturday September 7th from approximately 20.5 million from the city of mville every year so I question the need for the city to pay for the design I ask County Commissioner cilio to come to a meeting to explain why the city should pay that and if any other city in the history of the county has been asked to pay for the design of a county roadway I also asked Mr CIO to come to a meeting and explain the benefit of the so-called middle mile project which will utilize signif significant amounts of County taxpayers money into tens of millions of dollars they have a grant but it is a matching Grant which I understand uh maybe if you folks have some spare time instead of opening me or while you're opening me send one into the county to find out exactly what this middle mile project is about significantly more money and a big impact on your taxes as well Mr CIO to his credit has agreed to come to a meeting in September to do so so I look forward to that explanation thank you thank you vice mayor as for myself fifth floor is working and moving right along as it should uh I have been doing governmental duties as you would expect the mayor to do with businesses throughout the city of milville in meetings they have requested I have requested with other businesses um for governmental work um all is good and well in the city on Sunday I was asked to attend the Sandy G Memorial benefit car show at New Jersey Motorsports Park on perb RK Chevrolet in vinand they have raised over $650,000 in 13 years and have empowered Ark Chevrolet team Sandy to remain the number one Chevrolet dealership in the nation for raising money for making strides Against Breast Cancer it's they're proud to announce that for the upcoming years that fundraiser will continue at New Jersey Motorsports Park it's great to see businesses from vinand come and use the area that we have for especially Motorsports and Motorsports enjoyment um in the city of mville I like seeing that um so it it's great and it was a great time out there weather was beautiful lots of uh pretty colorful cars um they got a great turnout it's just one of many events that they do um for their chance to raise money for that um I also after that attended the wheatens New Jersey fire apparatus function I don't know I read my emails for once it's a sarcasm um and uh it was neat it's great to see the history that you know not only the city can do but the city um and local areas of all antique fire apparatus um saw a couple mile firefighters out there um I know we have an old one why can't we put one in there um but uh it was a nice time to see is I haven't been to wheatens in a long time um it's great to see you know all aspects of mville and all areas of mville um being welcoming out to that one of those many events that Wheaten does $155 per megawatt for residents it's even higher for commercial and Industrial users users so you would think adding power to the grid would red result in a cost reduction but that's not the case so the resolution that the uh resolution we're supporting is online please read that and when you read that you'll kind of scratch your head like I think and and just to be clear uh because it's not in here uh this is not directly in line for us this is North up north mid Jersey uh Long Island off Long Island I believe yeah but it is just they're asking for back up you out you roll call please concerns please limit your comments to approximately 5 minutes thank you good evening Tim cardi Moville um there was a couple things mentioned in the work session that kind of caught my ears and one was about Capital Improvements about how departments have to cut back on their Capital Improvements the list they put in you know to me there's two important things to consider that really doesn't have a price tag and that's one your employee safety there should be no price on your employee safety we can't afford to have workmen comp claims lawsuits and so on so there's no price on that and the second one is always Public Safety it's just something to think about even when you do your bonds Public Safety employee safety ranks number one and I don't think anybody has problems if taxes are raised if it comes comes down to anybody's Public Safety or our employees CU our employee safety is going to cost us more money in the long run that's common sense number two it was mentioned money about the employee contracts you know there was three contracts that expired December 31st of last year I don't understand why those three contracts that everybody knew that was expiring at that time wasn't put in a 2023 budget or at least the 2024 budget not common sense we all know everything goes up you want to get good employees you pay them you don't give them a three two 1% raise let's shoot higher due to the simple fact is they're getting more money taken out for insurance and their benefits and their pensions so to use that excuse I just don't like it because you're holding your employees over the over the fire it's pretty sad when I sat there on my opr request on the employee contracts that our starting firemen are making about $17.55 our Police Department go go go to the Facebook page and look what VI the City of Violence starting their police at and then look at our police starting salary it's a slap in the face and I understand vent gets more U money you know they got the Cannabis sales they got more ratables and stuff this is why we lose good employees sorry to say you know the 2024 budget should at least had those three in there not only that there's two or three contracts up this year that should have been included in this budget and next year at least I know of one so to sit here and say we got employee contracts that are due we got three expired a public seat the one next year is also another Public Safety one so maybe instead of giving us back 5 cents like what happened this year after you took 12 cents from the trash not only the 12 cents from the trash you took money from Co funds you took money from uh water and sewer maybe you guys should have kept the 5 cents so that way you can put it towards the employee raises and gave him a decent raise and maybe a starting good salary It's just sad to see when I sit here here and I know these men and women over here I know they're working out without a contract since 23 from last year I know who's up for contracts I did the opr request so maybe we can get them settled at a nice rise and better starting salary along with all the other city employees including Council 18 and the administrators cuz I I'd rather pay more in taxes if I know the employees of this City's taking care of because their hearts and souls are involved in this city thank you thank you Tim hour later Roy Shepard mville uh looking through the internet today I seen a Hot Topic Daily Journal violent marijuana facility growing as demand sores in New Jersey my question on this is uh the city has a business administrator I'm guessing that the administrator brings and entertains business that comes to the city with uh projects that they want to do we have a city planner that also uh is is supposed to guide us in what way we're going to go with the city as far as um our industrial park out to the airport my question is um are they doing their job that they they're intended to do that they're employed to do um we have not seen very much from the business administrator speak at a uh public um place like this very many times um so I I'm I'm a little confused to what their actual job is um being an administrator business administrator here in the city um we have this industrial park that's coming out to the airport uh as stuff starts to happen um we haven't really had a lot of say on what's going on as far as the public we're kind of Blindsided we don't really know what's going on without asking questions another thing I'd like to talk about is where are we at with the 15 sale 15 Street sale uh when is the closing is it uh September is it maybe September is it October uh what is the status on that have we looked at um other buildings I see that the swan building on South 2 street is now for sale that is a very nice property down there nice location it's a it's an established property um you know maybe we need to retrofit a little bit it's a it's a nice looking property um questions arise of where we at with the relocation of 15th Street and that's all that I have thank you thanks Roy thank you Roy Carol cabon uh Nukem Town Road just a quick question I'm asking when you have your Redevelopment meetings is that open to the public to attend no no thank you Angeline Broomall milville uh three things one um 622 High Street I'm very concerned about this property for quite some time um I did an OP request going back from January 1st of 2023 asking for copies of any violations inspections applications and permits granted Andor Den um if you're not aware of what building that is it's the uh Soul Food Cafe you know somebody was shot in that parking lot I think a year or so ago we there's known overdoses and fire police there every day they have some strange fence up that has now plastic around it which um I'm no zoning officer but my experience on the zoning board prior lets me know that that is not um approved especially if we don't have any permits or anything for it uh I know that there's a carport there I I don't know how they got approved for a carport if there's no applications or inspections so I'm I'm concerned about what's going on over there you know talk is it's a campground they're being called a campground now and knowing that it's a well-known Hot Spot our first First Responders are there every day I would hope that maybe we can beef up our zoning office maybe get an additional zoning officer something to go out there and not just there but other places throughout the city that's just the biggest isore you know it's like the biggest pimple to pop you know just I know it's because it's that's what it is it's a festering pimple in the middle of the city um so I'm asking that that be uh addressed and again I asked for all departments so there's nothing there's no records um the city Facebook group we're paying someone to run that group I know that's costing us money and there was a um post I don't know that it was it says that it's signed by you Mr Mayor I don't know if it was accidentally posted but it's a fundraiser for breast cancer awareness or something for RK Chevrolet in vinand we all have our things that we uh uh things that were support you know we some support homeless some support support uh addiction ovarian cancer lung cancer whatever and I this is no dig to breast cancer awareness but we have a GoFundMe for playground equipment in milville and I don't feel comfortable paying for a uh someone to run my social media to try to solicit donations for a business and violent like that has nothing to do with Mel and I don't I find it you know almost insulting that we are paying to do that it just seemed wrong to me um and just a public announcement I will be posting on disrupting the agenda the um emails that I discussed that I was accused of lying about I have them INF unredacted they will be posted within the next 48 hours the uh initial request from Mr Watson was in May um May 22nd and the resp response came back from Mr suie and then the order the $7,800 order to have that done those environmentals done was uh July 18th so that information that you requested and were blocked uh was in fact ordered and uh purchase order sent out for on July 18th I'll be posting that publicly so if anybody else wants to question whether I'm a liar or not you can all decide for yourselves thank you thank you Mr bumo good evening William Jones mberry Street in milville uh me and my family recently just moved to the area I am we are both retired military I am a political science and law major uh currently transferring into Rowan um this is our first home and we decided to move up here from South if you can't tell from the accent already and my natural Southern Charm um it hasn't taken me long to make a lot of friends in in a lot of areas and also find concerns that are shared here a lot of it that I've noticed is public safety especially with the uh I feel like a epidemic is a rough word to use it but a lot of with the abandoned buildings that are currently boarded up and are turning into HS for drugs homeless and other vagabonds and basically people that just do not want to follow the law I've also noticed concerns about the school districts and everything like that and I was wondering if you guys might be interested in sitting down and having a meeting about that maybe discussing things that people might want to do to further increase safety for the schools or the areas even say buying up some of the properties or demolishing them to take away from the problem and that's all I have t uh for right now it's lovely to meet everybody I'm glad to be here thank you thank you sir thank you hello Tamar Davis milville um couple questions that I have first um back when the when the uh the first go around when the garbage was going to be picked up by the city there was a discussion and a purchase of a vehicle specifically for that and I do believe and maybe even have seen the public on that particular vehicle on the driving around so now that the city has gone back uh that that the city has is garbage is going to be picked up by or the I'm sorry that the waste is going to be picked up by acua what is going to happen to that particular vehicle um yes the garbage has improved since um the change has been switched back to acua but there's still some issues particularly uh tires and I know that's not necessarily an issue that the city does deal with it but maybe they could sort of include that since you have that that vehicle has been purchased and the other thing is we shouldn't be relying on a private citizen to go around and picking up TVs for some reason the TV um or the electronic waste is not hitting the public either and it's being being left on the streets and sometimes for months before anyone actually realizes it's there so again if that vehicle was purchased can it be used for that um on a regular basis my other concern is this back in June I came up here and I discussed the and again give me a 30 second warning so I don't go over five minutes I know that's a point of In Contention um back in June when I had discussed the painting of the yellow lines um I was not expressly thinking towards High Street I was only discussing that particular uh area because that is my neighborhood but the entire city is having an issue with yellow lines and just lines in general that is in normal course of maintenance for any city is to paint the lines on City roads and counties on County Roads and state state roads so at the time I was told that there is a plan to do that funding coming from somewhere and that's great and it will be done in the fall well in the next month it will be the fall and very soon it will be the winter so the window for painting the yellow lines and markings is um closing so is there a plan when it will be done and again I'm going to ask this is again I'm asking the police force to to possibly when they are out and about in their areas is to give tickets please this is a citizen asking to give tickets all right I'm not asking you to go above and beyond your jobs I know there's a lot more going on this city but we could start from the small and go up give tickets give warnings please do something please pay attention that there is an issue and it's it's happening and I'm not just talking about High Street okay there's other areas where there that are being patrolled where there is issues and if you start paying attention to this and I'm going to give you another example the street sweeper comes through there are no cars parked in the way of the street sweeper because guess what they give tickets the residents understand they know there's some that may learn there's some that may go and or forget and I get that but whether they pay the ticket or not doesn't matter because they still get it and they'll stop it for the future and I don't want to hear excuses this time of of oh people don't do this and they ignore it in the courts and this and that the other thing give the tickets give a warning is it too much to ask is it I don't think so okay thanks thank you Miss Davis seeing no one further I will close the public comment portion closing comments of Commissioners commissioner huitt thank you uh got a lot of notes here I'm going to I'm not going to hit every question because a lot of it belongs in other departments but I'm going to try and hit what uh works with us uh cotton clean Roy I don't I don't know that's that's fifth four I can't really give you an answer there Tim uh agreed now I I'm going to go out in the limb here and I'm going to say something about taxes we all just got our tax bill and hopefully we all just looked at it it's an informational tax bill my taxes are just over under $5,500 a year key factor here everybody comes to us everybody comes to Prior commissions and they'll come to Commissioners in the future out of that just that number my city tax bill that comes to the city $1,682 the rest of that money goes part to the state they got a couple little chachy things in there can you remember what they were big chunk goes to the county and the school board taxes are separate uh what I'm saying here is your taxes the majority of it the major major majority of it is going outside of this city uh yeah we take the heat for it and every commissioner does prior to us and going on after us but I I just wanted to I just felt I should put that out there uh because we talk about tax increases and stuff shoot I talked about tax increases R campaigning anybody I talked to I told him I want to see two cents a year dedicated to Public Safety uh I just need to touch base on that with the mention of taxes uh Roy again marijuana sales I think you've seen uh who shows up when because we've had a few discussions about marijuana sales here in this city since we've been in office residents don't show up in support of marijuana sales the fire department spent a night at at a marijuana grow facility and every one of our eyes were opened up to the security of that place the operation of that place and I think we talked about last meeting we got our first notification of funds coming to us it's not much there is more voices make things happen when we have a room that is full when discussions start coming out about marijuana sales and the room gets filled and all we hear is no no no what are we supposed to do shoot vally's got two we're going to have one right across the little white bridge on Buck Road in Laurel Lake right shortly something that I just don't know to fix to it Angel yes it's called the campground oh she's G okay I'm going to refer to Angel broom Hall's comments yes it has become known as the campground the police department is there all the time fire department's there I know when I first got in office we we went and inspected the fire department went and inspected the cookers and stuff that are outside there they are all all the cookers are using wood or charcoal there's no propane being used to fire those cookers it makes them legal the fence is from what I get from what I questioned and been told the fence is to delineate the man's property that owns that specific restaurant was that was referenced because of the clientele at the property next door across on the parking lot uh is it done been done legally with permits and all I can't answer that it's again it's outside of my perview uh so that's the answer to that and yes it does look ugly one thing I can tell you it has done it has separated the fighting and the sales and everything else I mean last year we had two murders while I was on vacation in July in that on that property it has separated people uh William welcome to milville thank uh abandoned buildings it's tough we're all on it uh wish we could find the answer we can't just knock them down it takes time it takes that we do knock things down uh we do sell tax for tax sales properties that have not been paying taxes uh schools the commission doesn't have anything to do with school schools in New Jersey are a separate entity of their own uh with their own uh Board of uh members uh and uh we're getting ready to go back to school in another month or so no week or so uh so yeah you're going to see the kids on the streets let's be careful it's uh especially lakeside lakeside gets sharp Street's crazy so let's be careful when school starts back up folks uh we are hiring anybody knows anybody wants to have somebody come to work senior citizen we are hiring crossing guards right now uh we just hired I believe five more I just signed for because we need them uh Tammer the TVs sadly we know all know who picked up the TVs and he has no wheels I don't know what the answer is to the city picking him up uh and last but not least we've been getting some emails and phone calls already out to parks and wreck Halloween again this year will be on Halloween night same time as it was last year with that progress thank you commission commissioner hu and yes Halloween should be on Halloween no matter what day it is I agree with that 100% commissioner Watson uh yeah um there was a mention of a vehicle purchase for trash or bolt collection um I don't remember having a new vehicle or a new piece of equipment down there for bolt collection um the equipment that we use we've already had um for the line painting more than happy to follow up on that uh see where we are I knew a couple things took priority um not speak speaking as a commissioner but just Dad to Dad I have two kids that are you know in the school system I've had great experiences and I hope you do have the same uh welcome to milville um I think that's all I have uh the rest I'll keep to myself to maintain professionalism um I would prefer that we don't take Jabs at each other you know try to maintain you being civil uh that's what I would like to try to do so thank you have a good night I would agree commissioner Watson thank you vice mayor so yeah first to address Mr card's comments about budgeting for the contracts the money was budgeted for contracts may not been as much as the union wants but the money isn't there for contracts and of course the amount will be negotiated was a responsibility of the negotiating committee to start those contract talks on time you guys can go back and look and see who was on the negotiating committee and those contracts did not start until September but also be advised thank you Mr cardi I'm glad you're making hand signals I enjoy that so not you not you Tim not you only the vice mayor is to speak thank you um something you guys may want to look into is you know when people come up and say they don't mind paying more taxes why don't to do an open request of say tax appeals over the last few years and see which neighbors are paying less than you are through an appeal you might want to check into that as to miss broomall's allegations I wish he was still here of me blocking Mr watching what had happened is the environmentals for Gem Enterprises we had a set they had expired as they were over a year old it was in July that the Redevelopment attorney told us that we were going to need a new set so that is when the purchase order was issued it wasn't blocking information for from anyone let's see so I you know again there's uh a lot of misinformation out andout lies accusations made but I'm going to tell you a story that happened a few week a few months ago actually so a very nice lady called and asked for my help and uh I provided the help solve the problem at the end of the conversation she said she prayed for me every day and wish said I would be nicer to people I told her I pray every day too this place will make you pray every day so she said how about if we pray together and I said sure So I tell you that in order to tell you this while I was sitting downstairs in between meetings I wondered what advice that this wonderful lady would give me when it comes to addressing people that should question my Integrity motivations or ethics or call me a criminal or make false accusations or not have all the information so I believe she would tell me to turn the other cheek so this evening that's what I'm going to do but please remember I only have two cheeks now I don't know what motivates people to get out false information make false false accusations or out andout lie whether it be malevolence an attempt to cause disgruntle among us ignorance or stupidity I do know that I can't control people from making or insinuating false speech what's disconcerting about this type of speech is a negative effect that it has on our city and I will leave this for the employees if a commissioner tells you I said something stopped something did something they may not be telling the truth so if you have a question please ask me all of you have my email address all of you can get a announcement um commissioner vanello is not going to be here this evening she's not feeling well um and the only change I have is an addition have a discussion item for potential request for p um building bids under commissioner Watson thank you madam clerk presentations okay we just have an update on the cro savings by sewer superintendent Sal Joya thank you okay um I was coming tonight because uh we've been waiting for a couple years for cro to come to the city and um we were going to save money and we finally they came and we started taking taking our Sledge there and um I put together a spreadsheet that kind of shows um like back in 2023 last year we spent $442,000 on Sledge removal and um and it shows like we're spending like $2,100 a can and um we were paying by the can it didn't matter what you put in it we paid the same price so uh cro came we started in June middle of June um we got a month and a half's worth of data so maybe next year I'll come back and we got a full year but um we got 29 cans and um each can was like around $1,000 a can and so far uh we spent $35,000 and um when you look at it it's like about averaging about 12 $1,200 a can 43% savings so if you take that and and put it throughout the whole year um one year savings is going to be like 190,000 and then um and the estimated cost goes from 442,000 to like 252,000 in one year and then once we get our truck in December or so and January um we're going to save even more we'll save close to 230,000 I mean these are just like averages and estimates because we only have like 10% of the data because they just went online but I just wanted to present that to show that we so far we have a savings from the new place s thanks I mean you you brought that to us a while back yeah and uh we went and tour the facility and visited it's out at the cly County landfill pretty cool operation simple operation yes pretty cool operation and saving us a ton of money in the sewer department so thank you very good job and then when I was doing that I was also looking at our UV lights um every year or every other year we have to do a change over where we have to do a couple um Banks of UV lights and um we do about two Banks well four Banks but it's two channels and um the average cost was like about $450 a bulb so I've been negotiating with Trojan for the last month or so and I got it down to $253 of all so we're going to save about 44% on cost of UV lights and if you could explain so the public knows what those bulbs are used for not your typical 400 bulbs no they're for um disinfect disinfection system that goes out to the river so all the water that goes to the river goes through the UV lights to be disinfected it's part of our permit instead of using chlorine where years ago when we used chlorine it was a couple hundred thousand a year to so we switched to UV back in like 2017 18 with the new Trojan system and now and then um also the bulbs are guaranteed like 12,000 hours but I run them to about 20,000 so I get almost double the life out of them too so that even dro drops the bulbs down to like $120 a bulb so we kind of it's like 75% savings doing that so again good job we monitor the uvi which is the intensity of the bulbs and our feal col forms to see what the sampling is doing to kind of know when to take them offline and then um yeah those are just some savings that we were looking at and then um I when I found that I went to Susan our CFO to just see what our budgets look like over the last 10 years and we've had only a 5% change in 10 years higher so over 10 years we have all UV I mean we put all LED lights in the whole plant and we have a lot of stuff we do to save money lot of technological upgrades yes yes so I just it was just a quick presentation to show you I wanted to get that in so the public realize that we are doing things to save money and you're doing a great job so yes even our pump stations we have stations where um we've been changing pumps out and we'll put the same pump in three or four stations and have one backup pump so we can kind of save money that way yeah so it's what we do down there all right and thanks the commission for you know voting to go to C yes it's going to save a lot of money over long long run yeah so and we when we get our truck we're going to save $200 a load which is $1,000 a week when meeting uh commissioner rello on Thursday Thursday morning last week we met with Chief Hoffman over in the PD uh the chief commissioner rello and myself uh she had some questions uh Chief was able to uh answer just about all of them uh and then she had a tour the police department building as in her place as uh Parks buildings and Recreation uh then in that afternoon same afternoon she made the same trip over to the Firehouse house meeting with the chief and myself and then a tour uh with the firefighters on shift and the chief through the through the building to uh get a look at it that was greatly appreciated uh just want to put that out there finally to end up as you know we all have pal fishing throughout the summer for the kids 12 to 17 free of charge uh we fish once a week that's going to be ending this week school's coming back we will end that like we do every year with a trip on the Bonanza thanks to Mike Rothman and uh the kids will be fishing out in the Bay from 2 o'clock in the afternoon till 6 o'clock in the afternoon on Thursday and we will wrap up pal fishing this year uh once again we had CW uh youth week police youth week pyw another success the only difference is this year and my grandson brought it to my attention for when he went through two years ago he always used to be at Holly Holly Height school they have a lot of Renovations with the air conditioning and climate control going on out there so it was held out at the CCH so naturally there was uh no chers no bug bites no dirt to have to crawl through so but they all made it I think it only two two did not and I believe 42 kids went through in the county uh so congratulations to them and uh that's all mayor thank you commissioner hu good insights into what happen is happening via your side appreciate it commissioner Watson yeah I have on here for the potential request for the pole building bids um with that I mean uh you know we're exploring options for temporary solutions for storage and also permanent Solutions on the temporary side um you know I want to thank the board of education for meeting with me and commissioner rello um they seem uh very willing and very helpful incitive um I think we can continue conversations uh potential solutions for um temporary space but Perman end uh the permanent end uh we've been looking at a couple properties um I think it'd be a good idea to maybe meet with our department heads kind of get an idea of what each building would look like um and maybe put a bid spec together um obviously if something happens with the sale of the 15th Street Warehouse we don't have to accept the bids um but it's a good idea to get real numbers um and uh you know try to get the ball rolling as we approach uh the progression of the 15th Street sale I just wanted to get your Insight um maybe a little bit of guidance you know to try to get this started uh I think it's would be a good start so in regards to that I've instructed my departments including engineering and finance which includes purchasing to assist you in whatever way you desire um when you're looking at these buildings you got to remember that it's going to take a while while to get environmentals you may want to order them they're going to be about $88,000 a pot um some buildings you may be looking at May uh be on Wetlands or adjacent to Wetlands and there that's going to require Wetlands delineations which is going to take some extra time and some extra money and more importantly extra time um the new storm water requirements are a bit crazy we just got a th000 Pages last week in the first couple of pages it says that New Jersey sea levels are going to rise 6.6 ft by 2030 I don't know who up there thought of that and perhaps New Jersey's a state by itself I don't know it might be a flat Earth or something up there I have no idea what's going on up there so you know purchasing will definitely help you with the pole barns engineering will help you with the B bid specs um we also have a Consulting engineer if you'd rather use the Consulting engineer you'll have to use them for the environmentals but as far as the design and compliance with the DP Rags that's CMS we have contract with them already you can use those uh you said CMS or CME CMS I'm CME I'm sorry CMS the old medical place at the prison typographical ER there so yeah CME so uh engineering has their contact information you can talk to them and see if they have time or they might say look you know we're busy and as you know the sewer plant's starting and Wayne will be out there most of the time when that starts at least half the time but C is more than happy to do that stuff so uh yeah just if you have the bilding and you know start getting those environmentals done sounds good thank you for they're going to take 45 days probably at least uh do you have a question uh something that I inquired about today uh doing a little bit of homework um if a seller were to have their own environmentals started is that something that we can use they'll have to be updated they can't be more than a year old uh yeah okay perfect and we you know of course we have to reval so sounds good and uh Ju Just so everybody knows uh our Chiefs have visited uh a couple of the buildings so they're aware of the buildings that are being looked at uh I'm pretty sure that I have uh I know where they stand on what they've seen yeah make sure they have cosos too because if they've been empty for a while then they shouldn't have any temporary cosos and they have to get new ones which means they'll have to be prodct to code anything further anything further no thank you for your guidance and the opportunity to work with your departments appreciate it thank you guys thank you Commissioners vice mayor Sue yeah we have the problem so when we do the budget every Department puts in their request for Capital now based upon those numbers we put money away for a down payment for the bonds that will have to be issued so this year when the CFO called around several million dollars got added wasn't in the budget it's departments added it so as a result of that all the departmental requests for for Capital this year are 4,673 500 so the required down payment 5% from our Capital Improvement fund would be $233,000 $675 now there's only $153,600 86 cents available in total and that's because of what the Departments turned in on their budget request so if they added things later which they're not supposed to do correct but they did obviously we have a shortfall we can't do that now you might say we'll just raise taxes well you have caps on property taxes that you can raise and remember we are in contract negotiations with employees many of whom do deserve a raise and do deserve more money so this is this is going to be a matter of priorities for the commission to decide decide if you're going to need all this stuff you want to use some of this stuff to take care of the employees Etc but we definitely can't do the requests that have been put in I think it was last week was the final week that usually stuff is taken off this time I don't know it must have been Christmas in July maybe last month I don't know so we have to Prior prioritize that stuff and send the other stuff out for future years now I know somewh under the the assumption that we sell 15th Street we can use the money right away we can't we have to wait till next year's budget to use it and all of it can't go out the window some of it needs to be used for for other stuff so it's a matter of priorities um you can't even do it all if you even wanted to do it all because you have the property tax cap so that's where we're at with that think that over I ask you guys to make an appointment with the CFO I already know where you know what's coming from where and how much over it is but you guys go individually check on your departments and you'll see where it's at and that's all I have for now thank you since commissioner renell is not here I know that we have we have fourth Friday coming up um and then after that on Saturday uh the following Saturday is Holly City fest if I remember correctly um from doing these that's you know that's not true I can that's absolutely not true I can pull it up you told pull it up it's not true you're don't have the whole context of every conversation can if you if you want to give me the time I'll pull it up yeah pull it up even the emails are not the whole context of the conversations he had asked you if he could do the environmentals and send inspections to the property on Colombia and you said as long as you have permission you can't just go in there and do whatever you want correct from the owner you have to have permission from the owner I I'm so sorry that I upset you for some Reon because come up here and you don't tell the truth you don't tell the entire truth that's what I have it in writing sir I have it in writing anyway go ahead I mean if you'd like me to wait till the regular meeting and I can pull it all up you can do whatever you can you have five minutes you can do it now you can do it that again it'll take me more than five minutes um in addition to that there was a lot of money so far spent on Columbia we've paid $4,500 already for the um appraisal to be done and almost $88,000 to CM already uh for them to do the environmentals correct we spent a lot of money um and I would hope and I ask that you all consider in the future working together to decide whether or not you want to spend those types of funds without discussing it at least with each other in a work session I understand that the law doesn't require you to that it's under the uh bid threshold and because we already have that contract with CME but I don't uh uh I'm not confident that everybody is aware of how much has been spent we're talking $133,000 on a piece of property that it doesn't it it seems that many of us are are in the community and maybe in the commission are uh questioning if it's um suitable so I think you know spending thousands and over $10,000 again that comes off of the profit from 15th Street I would think Redevelopment attorney if Mr Watson comes up with two buildings we're going to have to do the environmental build environmentals to see which building is better that's the cost of us doing business I would much rather hey just buy it we're not a private company we can't do that so it was the environmental attorney that advised it Mr Russell was there now in the past Have I Told Mr watching not to go to the D about certain things certain projects yes I think we're aware of that and we discuss that in public as far as these these things go I think I've been pretty Cooperative with getting staff to cooperate with you I mean correct me if I'm wrong but I think as far as this project goes I have not that I agree with what you're doing because I don't but that's okay we still have to work together now for you to come up here and you don't have the context of all the conversations we have conversations in person on the telephone whatever and then there may be an email so to think you have the entire context of a conversation because you have 5 10 15 20 emails you don't and I think Mr DeSantis kind of addressed that at the meeting last week when he said you come up here with partial information and not everything so pardon me for getting angry but I'm not going to sit here and listen to you say things that aren't 100% true and I'm sure when make a mistake and say something that's not 100% true members of the public had pointed it out and that's all I am thank you yes cost as Watson will do his research and include all of us and where and what happens to the move of 15th Street it will cost money to get those environmentals done and very might well be true that two environmentals will get done and we only will go with one property or but that's what has to be done because that's the way thew law works for us to do something as a municipality just as it was said by vice mayor we're not a public entity well we are a public entity but we're not private entity that can just say hey we want to buy this here's the check done see you later doesn't work like that so I one other thing we um it was a good work session commissioner Watson um I appreciate everything that you do keep us all informed as you um go along with this uh I will have tell my department through Sean um if you guys have if you have any questions please ask him um through the inspectors sorry cut I didn't didn't want to cut you off by I just want to make sure credit to do uh commissioner Vanella has been fantastic she's uh you know great to work with um you know she helped put together at a meeting with the building that we looked at Thank you Kirk um you know working with your department is always great uh meeting with you and hearing your opinion the same thing um you know there's support there and there's Commissioners here that you know do the work so I I want to make sure that I'm not not taking credit for nothing that I'll deserve we appreciate that um we all do um that is all vice mayor one more thing so a lot of this is discussed again at the Redevelopment meeting since the last meeting we have had three Redevelopment meetings I been at all three one other commissioner who was not here has been to one so as I said before it's important if you guys can make it to get to those meetings if not please talk to the attorney or the administrator to get your update and none of this stuff would be a surprise uh what if we put in a request maybe we can have these um Redevelopment meetings maybe 5:00 on Monday or Tuesday well that may cost extra money but we can ask sounds good and it's not that any of us ask for you know don't ask for updates and I understand that but you know if you don't get everything if you're not there you know what I mean you miss nuances and conversations you miss questions you get an update but you don't get it all and you don't get to put any input in which is probably more important I think I get my ways of putting my input in well I'm I'm saying at the meeting a lot of negotiations and discussions about negotiations go on at the meeting I think the and I'm perfectly willing to sit out a meeting every every so
