for all this meeting is being conducted in accordance with the openland public meetings Act of 1975 was advertised posted and made available to the public as required by Statute the municipal clerk is directed to include a statement in the minutes of this meeting Madam clerk are there any changes to the agenda uh no mayor presentations hey our first is a presentation on nav Avenue by county commissioner Joseph celo even everybody can you hear it oh there you go that's much better my name is Joe suio I'm the director of the county of kland and I understand that uh there's some questions about nav Avenue and I want to just say hello to every all the Commissioners here along with the mayor romic um if you would do me a favor um to kind of cut things to the chase what are some of the questions that maybe uh would be asked so my main question is why should the residents of milville pay for part of the design of nav Avenue when we send the county approximately $20.5 million a year in property taxes and realizing that NAB Avenue will not only benefit milville but will uh benefit the entire County including the County government by an increase in rateable when it's complete okay that's a very fair that's me cut that's a fair assessment well that's what we want anyway it's a fair assessment but also it's it's understood that in the shared service agreement that other townships and other cities also have done the same have made the same agreement uh for instance the city of Island who pays you know you said what 20 million was it okay pays more than than the city of milville and they agree to the burns Avenue project for a share service agreement and we also paid on that but they also paid towards quite a bit of it as well so those are the kind of things that we're we're looking forward um to doing it in the future where there is a skin in the game let's say and that's something that I think makes it more worthwhile for each Township to take a look at you know their projects that are at hand so I I may disagree with you that on a little bit but I talk with Brock Russell today and I um will announce that we have have a tenative agreement with a developer to pay for our portion of the design of nav Avenue as they will benefit from the uh project so yeah you had mentioned that yeah 400,000 which is an excellent contribution and if that is how you plan to pay for we do it as long as we do it right yeah exactly and that's I I don't care if you take it out of your piggy bank I a no I'm not cashing my come on break that piggy that's no problem um are there any questions other than that when it comes to possibly of the construction because this is an idea that's basically like you just said uh commissioner soe is that this is an economic benefit to the county as well as the city and there is so much more development that's not just NAB Avenue we're looking at you know the airport we're looking at Buck shum Road we're looking at a lot of different Avenues right now um I was given I gave uh the mayor the um waste mortar treatment plan um plan that was submitted in 2019 and we still have not heard from the D for almost 5 years you mean the D takes a while to get something done I yeah well we even I mean another thing South Avenue for instance you know in Bridgton you know we had passed the resolution and then also have design um Mr Whitaker would you like to just confirm on that yes and we're still waiting from the Army Corps of Engineers for almost two years now and as you'll recall with the design we met with Bel nurser the owner of the land that we want to go through kind of wanted us to go straight not do a roundabout you know that ramp we were talking about before and all that I think at the meeting you agreed to that well the straight through as straight through as best we can yes I think it swerves a little bit too it swerves a slightly just has to in order to hit the two roads at 90 de has slight curve midle right other than that direct method yes most direct method to where to go to minimize the impacts of B nurseries and it's the most direct route from 49 to BU well I think if you look at that that that design that you had that we discussed at that meeting if you look at that that required a roundabout on D land which uh we don't have a roundabout on that no you changed there was three different designs there was three different designs just the one corner that was I mean I don't you weren't at the meeting with bell nurseries correct I don't believe you were there was at some of the Mee not the one where you went with me I think Mr CER was there no you were there there that one is so that plan kind of went straight across and probably be the cheapest method that's correct less distance to go it doesn't have a that's the one that we're actually looking at yeah yeah and that seems to be the best alternate as far as uh land grabs if there are any God forbid we don't want to do that um but also as far as other properties that are involved it's only one property we' have to go through go through any more than that one property and they're very meaningful to doing that so other than that that's basically the progress that we're seeing what what's important is that this idea of NAB Avenue goes back further than even before I came commissioner oh yeah and it's it is a good idea and it should help the city of milville uh many times over and we're hoping that this can move forward unfortunately the way the D forms I mean I'm 65 I might be retired and dead by the time they actually you know that's why you won't need as many approvals if you go straight through the nursery trying to croach on in your land because we'll all be dead times before they give approval to go I think if you were not to do a darn thing and not buy the property it'd still um put drag your feet on the situation I you know the pace of this is very concerning to me because um you know right right where we were what we knew we had to do two years ago we're still well I mean in all intestin purposes transparency I'm giving it to yeah that's you know I love it so it's not a big deal um but as far as you're cons um you know you're concerned on the the aspect of what the county play in you need to just tell us how far you want us to go and we'll be more than happy to accommodate you in any other way okay so thank you guys very much appreciate your help direct director if I can uh I've had a few residents reach out to me previously not just since this was scheduled is can you answer any questions that might be from the residents that are here to what to sit the nav Avenue um I may not be able to answer him but possibly my uh engineer can if it's land related and mayor can we open that up to just up to the public I don't think they of expecting no this is just a presentation by all right director okay well thank you all right C no problem thank you guys appreciate it thank you director commissioner Silo okay the next item is a presentation by the engineering department on the collaps hanger at the milville airport can I address this before we start go ahead so you know in the least with the drba they're responsible for the buildings to maintain the buildings that are there um this is going to be very enlightening to the public as far as how much maintenance they do and uh you know we looked at this building to move into and thankfully they wanted an outrageous sum because we were getting ready to make that decision so uh that's about all I have you can see what the drba is up to as you know the lease Runs Out in 5 years and we have to let them know what we're doing in October correct okay thank you mayor thank you commissioner suie Commissioners uh Brock Jeanie residents um we just want to um present to you some information we have on the airport Hangar you know I always like to say that time is your biggest adversary especially in Building Maintenance and you know care of properties and infrastructure um here's an aerial image I don't know if we can see with the lights off now though oh sorry from February sorry you guys don't have it on the computer uh we do sure this area is from February 24 uh the building you know was in Fairly stable condition there was some wrinkles evident in the bow string uh Roofing uh system from settlement it was in May that we went into the building and at that time we discovered uh that there was a column under the boering trust that was in a state of decay and beginning to uh collapse and settle at that time we issued a a hazardous building alert that went out to the drba um and this this was like a a punch in the gut to me and myself in 133 days nothing happened and after that the building collapsed so we're not very happy we're pretty upset cuz this was a a nice building we were even considering you know moving into it at one point U you know parks and public properties so building maintenance is key this was a bow string you know Arch uh building originally a hanger constructed during World War II the side Bays were added probably you know after the war uh for extra storage but the central hanger was for you know I'm sorry storing aircraft can you hold the microphone so because they can't they're not picking it up on YouTube sorry I'm too far away but anyway we have a presentation to go through a timeline you know of what happened out there at the hangar um showing photographs you know before and after uh the building now is you know red tagged uh the center bays are collaps you know than 50% back it's beyond the point of salvaging the center Bay now you have to demolish the entire Center section up to the midpoint possibly You Could reconstruct it but the cost of reconstruction or you know above what we could you know possibly absorb um so we just want to make sure everybody's aware of this situation and what's going on also the The Hanger you know to the west by those Jets when we're out there there there's a a giant mezzanine deck second floor deck that's in a to collapse you know in over half of the building uh the buttress concrete walls are deteriorating and cracking there's open holes in the roof structure so it's open to the weather so that building is not being maintained properly either that that building that building next to the Jets is inside the FAA fence line okay um it's actually in part of the airport it's next to you know $30 million jets so we have a building that's you know red tagged right now so two buildings are red tagged out there and and closed off so Michelle has the PowerPoint we're going to go through it and if there's any questions please stop us in the middle of a the slide and we'd be happy to answer questions we're we're all very familiar with the structure we've been there numerous times uh there's a giant gaping hole in the roof right now and you know only several months ago I was standing up there looking at it so thankfully one did move in that building or we could have had someone you know seriously hurt so yeah so thankfully for that so Michelle you want to go back to the beginning and start going through the PowerPoint uh sure uh just the opening slide um so for our bearings if anybody doesn't know exactly where we're at cuz I didn't know exactly what we were talking about until it presented itself in our department um for reference the Moose Lodge is almost directly across the street from bogon Boulevard it's a good Landmark coming into the airport um on the back end vernus flight line it kind of sandwiches Moose Lodge and vernus if you draw a straight line across um you're running directly into that building I believe there's gated access uh to enter that way there's some secured buildings there but um the orange circle that's the hanger in question and then just to give you some bearings on Cedarville Road uh Big Sky Aviation that main driveway um off of Cedarville Road uh directly behind that that's where the hangers is located just to get our bearings if anybody's not familiar and then uh the image to the right um we're addressing front and rear of the building um rear is towards the planes towards Big Sky Aviation the front is where you would obviously enter where parking would be main parking um that's where we our whole department when we went into the building um for inspection uh before it collapsed that's where we went through so just to get our bearings we we address rear and front of this building uh some quick specs uh The Hanger is 22,500 Ft approximately uh it's composed of three different structures two gable roofs running parallel um to one another and one barrel roof in the center that joins the two together so think of it as three structures sharing one roof and one perimeter um around the exterior either side of the barrel roofs is a valley uh with each Gable roofs connecting into into the barrel so if you can imagine you know half circle and then two roofs on either side pointed A-frame roofs um they're connected uh precariously now but they are connected um and they are store uh corrugated steel panels and what one thing that's interesting important to not is the the center of original hanger areas constructed with the bow string trusses those were usually built on site by uh carpenters and Craftsmen um that's a wooden structure the the exterior side Gable areas are rigid steel columns and metal trusses so it's a different kind of construction showing it was built later on okay uh this is an aerial from near map uh from March 30th 2016 you can see there's some wear and tear on some of these areas here let's see if I can get this pen to work to better pointer let's see laser pointer um in here these this is your Barrel here barrel roof in this section you kind of see it's half sees with some waterproofing up here the light gray area and then uh ply poly coated painted numerous times flaking um but that's the one side of the barrel these right here this is the peaks of the one Gable that's running parallel with the barrel and as well over here so it's kind of mismatched it's kind of been duct tape and Band-Aid together to glue the three structures together to create one roof so February 2016 wow February 16 2024 excuse me um this is this is a more recent aerial you can kind of see wear and tear we can do a little back and forth you can notice in this area here is where the severe damage is coming although the whole roof structure is not in good shape you see some pooling here in the weather stripping think of thick um thick rubber like thick tarp that's kind of what's Happening Here the adhesion is gone and it's starting to Ripple uh you can see some mold and mildew starting and then over here on this coated areas it's all flaking you see some deterioration if you go back and forth uh recently our whole department went out on May 6th uh this year um more specifically Wayne got on the roof thank God it was still intact um took these pictures so this is a picture of the slope roof on the south side of the facility on the Gable uh construction portion uh this is the coating that was applied over the metal and is flaked and faded away in many areas and the AP membrane which stands for we heard it down ttic polypropylene right that waterproofing fancy words for waterproofing membrane um a modified roofing material it's hot applied uh so hot asphalt kind of schmeared on uh weatherproofing and uh all of this is flaking it's starting to uh undermine the aluminum um and the Fasteners another picture of the Southern Valley um and Valley I mean the low spot here um this is your peak of your one gabled side this Valley here these valleys are the main point of deteriation and failure uh you can see the old AP membrane and this is installed over wood substrate so not very durable especially not longterm uh was coated at one time again most of the reflective coating as you would find on roofs is weathered away and there is some ponding water but not substantial I don't believe there's any water in this picture as it was dry that week we went but in general there is ponding and there's signs of water uh laying here this is the roofing membrane the a the the the thick apron plastic tarp if you want to call it very thick the adhesion it kind of sticks down with glue you can clearly see here we can zoom in a little bit these pictures are for your reference you can see it's all peeled up it's starting to Ripple in these areas here get the laser pointer oh nope it doesn't like zoomed in laser um in here there's some Rippling so you can see that the adhesion is all coming off it's starting to slip it's peeled up with wind damage um and then the plywood sheathing is losing its Integrity through the aluminum Fasteners that are starting to rust so this this is a valley here and this is one of the main points of failure as we'll see in the next coming pictures was that after that inspection we had recommended that um you know cribbing or structural scaffolding be installed below the the bow string trust to hold it in place you know I've done this on numerous jobs you know where you have a a column failure uh a truss from the load it deflects downward you jack it back up in the place to stabilize the building and you know had those recommendations been followed back then this building could have been saved can I interrupt you for a second so and Mr Russell that was the responsibility of drba and you sent them a letter to ask them to do that right we sent it the RBA letter ask him to take care of the problems we have about certain issues uh the most recent letter didn't concerned that it concerned a uh storm water runoff yeah we also S one about this building I believe correct we done that in the past yeah cuz it's the drb's responsibility to maintain the buildings that are in that area they're within the bounds of that lease vice mayor F may we have the email here from May 7th the site inspection was May 6 and we immediately reported it to drba in an email from May 7th at subject line hazardous building alert so I think that's pretty self-explanatory for that email glad to see they he that uh again this is May 6 so this is the condition of the building then it only gets worse uh the supporting structure for the roof is failed leading to Bar the barrel roof structure to drop approximately 1 foot that's kind of hard to see in perspective here but if you can imagine this is the distance of it dropping you can see the sagging and the barrel roof or on the barrel roof for perspective here's the pointed Gables here the apex of the Gable you can see that it's broken off sunken in and all the weather weatherproofing is completely removed from that area here's an up close so you can see some of the Fasteners um completely deteriorated weather damage wind damage Integrity completely lost this is A View From the Inside um and of course if you see daylight inside of a building you know that's not good our whole department was there for inspection and that was not a good sign for us thankfully there was no problems that day this is the valley this is this portion of Valley here this is where we're at directly under this and then inside you can see the bowel roof where it connects into the Gable there's the rounded roof there's your Apex over here this Apex line that's where the two structures are connected and then as Wayne was saying those wooden portions are connected into steel structure this was done by Carpenter long span and it connects into the steel structure here this has already collapsed at this point again this is May 6th is all the same site visit and it only gets worse this was this is what we reported that the drba should be aware of so a solution was offered um by our department and some Consulting input All Roofing options would not be possible without repairs and reconstruction of the building structure so first and foremost the structure is bad the structure is barely hanging on let alone the roof but we were adressing the roof that was clearly a hole in in it the roof can't get fixed until your full-on superstructure is addressed the roof replacement solution assumes that the structural repairs are possible and can be performed either before or alongside the roofing operation then the re-roofing options laid out are for the roof installation only and assume that the structural work is accounted for separately so we can only analyze the roof and what we could give but it is recommended by both our consultant and our department that a structural engineer formally evaluate this building for the structure a complete re-roof is necessary for this building and at this point is necessary um removal of all the existing roofing membrane plywood overlay and the com compromise excuse me Cricut structures which are the low points of the valleys that make high points to continue to run so the low point is in the whole low Point that's what a Cricut is um that these crickets and all be removed and that the obviously the structural repairs be addressed partial roof deck replacement is likely needed on the barrel structure um seems to how it's wooden and deteriorated in those very obvious spots and the woodf frame crickets like I said they're the low spots high spots um they need to be replaced as well however the distance is very extreme on that Barrel structure in between the gables um the gabled sections therefore installation of internal roof drains and at The Valleys is suggested to improve drainage therefore the cricet gets direct and divert water from the low spots so the low spots aren't as low we're going to take and we suggest that a roof drain be installed to completely remove that water and get it out of there shuttle it out off to the outskirts of the building these were recommendations prior to the collapse that just occurred so you know they're really not applicable any longer yeah this is what we we had lined up and in the works um that our department worked on and the city worked on to advise drba with our fin find ings so the site visit for August um 22nd and 28th we uh graciously had the fire department um and we we got to well not we Wayne got to enjoy a ride on the uh the new fire truck uh however many feet high up and got these lovely aerial pictures um this is a view an overview let's zoom in here if we can to see this is that original area that I said the bad spot we were looking up with the light through the roof that got worse that's more than a foot sag now that's a whole heck of a lot more than a foot probably about 2 feet from the the floor the truss is about 2 feet off the bottom of the floor to concrete slab on grave right so it's completely you know collapsed one truss Bay the subsequent bays are falling down there stress is running through all the the pearlins in the building is see you know the pearlins are in a state of uh horizontal Shear failure from cracks open opening up along the length so the the building is stressed you know from the the west side to the east uh it's a hazard no one should go in it um it probably needs to be taken down with an excavator with a you know a grapple on the end you know for safety um so you know it's past the point of repairing now here's another photo you can see the sagging in that same area just a different perspective um significant deterioration and sagging in this one spot here's an overview we can zoom in a smidge more so you get a closer look but general idea just more of an overview that's kind of the barrel structure you can also see sagging here if we go back sorry I can't double duty with the laser pen and the zoom but in this area you can see where Wayne was talking about there's other sagging of the portion of the barrel structure this area here you can see a terrible Bend like an S is starting to form um where the main structure is through here support all this is ready to go too it's starting all to bow in these areas um and that's a cricket right there if anybody is interested uh this is the internal view of the collapse this is the same view as we saw before internally the steel beam um and the deteriorated starting to collapse area this is now this is present day it goes out if anything it's probably gotten worse since we've been out there from August 28th well the that that trust there if you look at it from the the southerly southernly direction you know across the building it's it's under such tremendous stress it's bent like a a compound bow ready to snap it's kind of in an S uh so it's very hazardous a lot of stress on the building and that that trust I think we have a picture of it you may be able to see it no there's a lot of pictures I just wanted to keep it as sweet and short as sweet as possible collapse building is a collapse building but this is the worst of it um again this is the graphic that Wayne had up here this is just identifying the extreme areas of failure um and some kind of snippet about you know what's going on in there for the trust Bay 1 and two experiencing total failure complete collapse uh in this general area here there's one and two trust Bay 3 experiencing total failure as well trust plin and Bay five and here uh experiencing horizontal Shield fa failure and then this is another photo here again dated August 28th and this is an aerial in 2016 or 2024 February 16th 2024 image so you can kind of see where that failure Rippling was here the most recent aerial shot you can see that this is where the main failure areas are and it's just going to get worse around You' see Boe in this area as well starting to take place that's all we have for this I want to thank the fire department for bringing the ladder out that was a big help and you know determining the extent of the collapse uh we couldn't have done it you know without that and the images of the aerial view from the ladder that's all we have unless you have any questions I just uh real quick I just wanted to clarify something um I'm just first I'm stunned I mean I can't believe they would even let us uh myself and commissioner huitt uh inside that building the last week of April uh or anybody that was interested in leasing that building um very very dangerous uh and I'm I'm glad that you didn't fall through the roof while you were up there right uh you did the uh initial inspection on the roof on May 6th uh and as I stated commissioner uh huitt and myself were in there a week earlier and I thought I saw a sliver of light uh so it's just amazing to see over a week and a half uh how that changed May 7th when uh you emailed them did they respond did you get any response we we never got a response our department did not okay uh and then you know May 23rd with all the recommendations uh I'm ass assuming your department didn't receive a response when you directly so that's to me that's ex extremely troubling uh you know you're going to have people that are going to come in there potential to lease this stuff it's really scary thank you and I believe if I may it's being currently used for storage when we went out there for Sight inspection a couple different uh users out in the airport had different use of storage out there yes I I observed that as well there's there's actually more out there stored than when you and I were there wow uh right when you walk in the front door yeah uh the only question I have I don't know if you can answer we might have to go to a he left Construction official uh you mentioned that it's gated a gated area but it's not now I'm looking at we own it they lease it I'm looking at liabilities here that gate house is open during the work day right uh should something be done to make sure that gate because there's access to the one operating building over on the left that you can see as you go down Leen Avenue is it going into verners and stuff is there something we should do something the city should do I talk I talked to um Sam Cruz about getting our you know fence up there to fence off the building the front of it um around the collapse building right now we have you know caution tape and yeah stickers on the building from the construction official red tags it's all ribboned off you know right now the plan is to bring our fence over there to further you know boing it off I don't know if we have enough fence to go around the whole thing uh I don't think so Sam mentioned I think what should probably happen is Brock probably re renew the review the lease again and see who's responsible for doing that because I'm pretty sure it's them for securing it correct well I mean it's their the way that lease is set up they basically own has nothing but yeah it's theirs there are new locks on the the building doors but there's gaping holes in the side of the wall so anybody could crawl right in well as with any other landowner that allows a dangerous condition to uh to subsist the city does have the right to uh go in and put tape or other security so somebody isn't injury I'm just curious as how we lean our own property when they're the ones responsible for that's why I Mak on record I appreciate it uh engineering um I always love your acronyms and um attributes to what your true job does and entail so um you really you guys all continuously do a good job and thankfully you're uh you're still standing here on two feet as noted many times that we were there um on the roof so it's a it's an eye opener and I hope the public can see understand um what takes place at the drba owned lease property you guys are little commissioner director I just got a couple questions and I see that him and the County engineer both left uh before we go spending any money on designs and commissioner silly I know how much you don't like spending money maybe somebody can mention to them about a contractor design build and what that is it streamlines the process by having both the design and the construction in a single contract that way we're saving money we don't have to pay them anything for the design because it'll automatically be in the construction so what would happen is in the in the contract the contractor would be be responsible for all also the design so they would have to hire their own engineering company so that way you don't have your construction bid and then your design bid it's all equal into one which would save us money now I know the Parkway and the turnpike's been doing it for quite a few years and the Department of Transportation is actually starting a project in the near future on Route 50 between route 49 in tuckaho and Route 9 in Seville on a bridge it saves money not only does it save money it will save time and then it will find even more coste effective Solutions so before anybody starts talking about us paying for anything the county really needs to start looking at the the design build because that way you won't have the have any other additional cost of well I need to change order number three because of this issue or that issue no it falls back on the contractor so maybe you can run that by your County engineer and your County Commissioners that they should be looking into a contractor design build and I'm sure if they have any if they don't know what it is they can contract Department of Transportation or the Turnpike Authority thank you thank you Mr cardi good evening my name is Anthony lower I live on Cedar Street um about the presentation for the NAB Avenue deal um maybe I misunderstood but I expected a presentation all I got was a guy got you to ask a couple questions back and forth I didn't see a map I didn't I don't understand who it's for who it serves better at all I got really limited information so i' like to think before you's ever vote on this maybe we can just get a little bit more of an actual presentation and again maybe I misunderstood your terminology but I I got nothing from that and uh maybe before we consider spending that money uh you know there's a lot of things laying around town that could be uh have money spent on I know people have talked before about all the branches laying around in the street it's been all summer they're turning brown they're probably going to become fire hazards let's take care of them first yeah it's a it's a county project it would be a County Road not a Municipal Road City's not going to be spending any money okay the County's going to be spending money that part where we're talking about a developer that wants to develop part of the airport is willing to pay that part no no I I understand I understand what what my again my concern was about the road its function who it'll serve I don't really understand much about the project yeah there was a presentation by the county at the r Cooperative right yeah and again the guy didn't stick around for zero questions from us so I'm sure some people have other questions as well I tried I know I know thank you very much I do appreciate there'll be more forthcoming we're not ready to vote on anything yet thank you very much Carol conab milville I was going to save this one for last um at the end but on this NAB Avenue milville needs to just say no to the County's idea that we contribute 10 million or whatever figure they come up with the NAB Avenue Extension project is underfunded milville cannot afford to prop up an ill-advised County project and milville simply does not have the money if the county cannot afford the project how will they maintain a road with heavy truck traffic they cannot afford to maintain the county roads already built let the county do a GoFundMe page or a campaign if they want it so badly thank you seeing no one else I would close the public comment on agenda items only old business Electronics were received 259 street sweeping tickets were issued 4338 bags of loose leaves and grass clippings were collected catch base and repair and permanent patch across from 205 Burns Road was complete catch Basin repair at 10 Buck Street was complete the S Cole repair at third and Garrison's complete permanent patch at six and Garrison's complete utility patch at 144 Carell road is complete brush pile at the uh Compost Facility has been ground up and hauled away uh grading and compacting brush pile um at the air the Compost Facility was completely done uh fencing around the retention pond at the end of airwork street is complete Center Island on chick Goldfinch uh Mard quail and Dove Lane at Union Lake have been cut back curb painting on High um from the police building to Broad Street is complete brush collection started today residents were to place brush out to the Curve the last two weeks of August for September collection if anybody has any questions regarding any of those items please call streets and Roads at 856 825 7000 extension 7388 uh with that I do have um a report from our recycling coordinator uh in August uh we replaced 13 damaged carts meaning trash carts uh 10 missing or stolen carts we delivered uh carts to five residents uh who did not pre previously have them we exchanged three sets of carts for residents who wanted smaller ones uh residents P purchased 12 carts uh 35 notice of violation were issued in August um last week our recycling coordinator uh attended um a meeting with the DP for illegal um dumping cameras uh we're going to get two uh dumping camels cameras learned from the DP uh we have two uh primary locations that we're looking at right now that they're going to go up uh for night and day pictures uh those pictures are going to be emailed to our recycling coordinator um he wants to make sure that we uh remind City residents to make sure you sort through your recyclables as you're supposed to as the county has a new machine um sign up for the recycling coach app and that's about it that's all I have thank you commissioner watching you can get a different size tote the 96 gallon ones you know the gallon size nope okay I didn't know you could get a different size trash yeah first seniors don't smaller got it I don't know if there's a difference in like us I think it's $75 for a normal size card so I'm not too sure what the got it didn't know now you know commissioner renell um yes uh for those of you who uh use social media you may have seen a flyer going around for the last couple of weeks uh before I was appointed to this commission uh a family uh came to the parks department uh who had uh been raising funds for a slide and a spinner um in uh Union Lake Park uh so it's really amazing how many people in this community have come together um to make this happen uh we officially ordered the slide and the spinner uh we want to thank everybody uh who helped this family achieve their goal um we'll have a celebration once the pieces are installed uh and give a shout out to all the businesses uh individuals and groups uh who made this happen I think it's really wonderful um and we should really focus on the wonderful things that our community does when they work together um Holly City fest uh unfortunately I couldn't make it uh it's the one event that I didn't attend but I plan to be at every other one uh it was very successful uh 70 vendors who attended eight food vendors three live bands I watched one of the live streams of it a lot of people were sharing photos it appeared that everybody had a wonderful time uh if you missed Holly City this year like myself uh the 2025 calendar it's already set Saturday August 30th of next year uh upcoming events uh summer is out Fall's coming in and as long as the weather holds off this Saturday we're having a community mural painting in Buck Park uh it's the parking lot right across from Captain Buck there uh it's going to be a lot of fun you don't have to be an artist it's taking place from 10:00 a.m. to 2: p.m. uh it's going to be a paint by number style uh so everybody come down and join in on the fwn we're hoping that the rain stays away so we could uh pull this off uh the downtown car show will take place on Saturday September 14th uh that's going to be from 11:00 a.m. to 3: p.m. uh city of milville is super excited to be holding this event this year we have a DJ two live band slated for this year's car show uh along with several vendors uh still plenty of time to enter your car if you haven't done so and towards the end of the month on Saturday September 28th uh one of my favorite things uh The milville Baby Show uh milville Recreation is doing that all children must be four years or younger and they have to yes first of all I want to dress Pleasant Drive so unfortunately we uh had the send that the W time till next year to the contractor play pay Pleasant Drive part of that is due to water line replacement that needs to be done because it's old uh transite pipe that needs to be replaced under the DP guidelines for water main Replacements so that's going to obviously we don't want to put the road down and dig it up again so we're going to do the water first and then we're going to pay through road so it's delayed till next year doesn't make me happy but it is what it is uh the Mard Riverfront public information session is set for Tuesday September 10th from 5: to 9: here to obtain feedback and answer your questions and discuss concerns of the project now one thing about that project is that was applied for before we were in office uh I posted on Facebook somebody mentioned uh wonder who the anonymous poster was it was me because I couldn't get it to post any other way so if I could have got it the post under my name I would have done so so that was applied for before we took office I inquired about not taking the grant because we have problems maintaining what we have problem is it's a New Jersey do Grant and if we send that Grant back you'll see an 11 or $1.1 million grant for Pleasant Drive if we tell them we don't want to do a project that we already have a grant for I don't think they're going to take that very kindly and we probably won't get grants to do our roads so we're kind of stuck with it at this point we didn't asked for it we didn't create it but it's there nevertheless and that's all I have for now thank you vice mayor zoie I have an update regarding this the annual comprehensive annual performance evaluation of Housing and Urban Development will be on September 27th the draft of the city program year 2023 comprehensive annual performance evaluation the CB cdbg program that we commonly um give uh reference and notion to um beginning of the year process um report for the cdbg program will be available for inspection on the city website and in person on the fifth floor City Hall from Thursday September 5th this Thursday through Wednesday September 25th a public hearing on the draft on the draft 2023 report will be held at 4 p.m. Thursday September 19th here in the city Chambers uh written comments for the reports may be submitted until 400 p.m. September 25th written comments should be addressed to the Department of Community Development 12 South High Street PO Box 609 M New Jersey as I said prior that uh local legis our legislators in state throughout the state in ld1 and ld2 have issued comments regarding um the BPU and what has taken place and I quote this is from Senator Michael Tesa instead of fighting to keep utility prices low as we deal with an affordability crisis the BPU has instead chosen to abandon their mission of protecting rate payers Now new jerseyans are being forced to Bear another financial burden as lanxy electric takes more of their hard-earned income with their shocking utility prices that are two three or even four times their normal Bill I know it's been gaining a lot of traction on uh Facebook Facebook with other people uh newscasters even uh reaching out of their outrageously High uh increases into their electric bill even though it was a warm generally warm but concurrent to other Summers that we had in past um that why it happened who knows but legislator's office is calling on to the BPU Board of Public Utilities to the state of New Jersey Holly City fest was an outstanding uh event it you can see just in two years that when last year when it was the annual the first time of the event to this year the second annual uh such a vast Improvement great Improvement of how it was attended all the people that attended how the parks department operated during this event and police department and everybody else involved um it was outstanding I was there from 10:30 to 3:00 before it started to once it ended um talk to almost every single vendor you can see some of the clips with uh on Quinn broadcasting that I interviewed of those people um it wasn't just Nick Nick necks and and jewelry for sale there was organic pet food um and I didn't know that I guess I could have organic pet food but uh made fresh every 30 days and uh locally here in in Egg Harbor and they came up to here um I was proud to know that our parks department and with Samm and Brook reached out to people people it wasn't just they saw the flyer and came out um wanted to sign up so who knows out of those 77 that were registered and only 7 70 came but uh I give ultimate kudos to uh Sam and Brooke for getting this event uh taken care of and how efficiently it was run um I look forward to next year I think it's going to be an even better time um than what happened uh here last Saturday uh also coming up is our a a grievance ceremony for 911 that is on 911 obviously designed as an economic development project and it was designed it was in cooperation with the city of milville the economic development director at the time the city of M approached us about being partners with it it's a partnership there are a lot of questions you guys have that's that's right we we have had done a lot of work to get to this point I think 19 uh 2012 was when the first study was done to do this it's 2024 and it still hasn't been done and but at the time we started discussing that nav Avenue was to be not a u u not a stick approach but a carrot approach with the the uh the one Farm that's in the is in the middle of it was to uh use a a carrots a carrot to them and say how much and this is Ray compar I'm using his words more than mine but they would own the property that's would have a light at 49 they would own the corners so they would uh would create revenue for them they also would allow us to go uh the we did have to spend money to find the route which was the best which is a straight line our County engineer isn't here anymore but if this road is not fast enough or quick enough those trucks are not going down this road they're going to still stick to the road right through town like they are doing now and uh the goal is to get them on the western side of the river and the western side of the airport to uh do their business that this gentleman or this business that's that's donating 400,000 as far as if I and I talk on at school cuz I don't know who it is but there was one gentleman that had um uh was going to build multi-billion uh 25 Bill buildings and decided to only build one because they had no way to get their truck traffic out of the out of the city so the and it was told to us without doing that uh that's what made nav Avenue even more important because he was he's not going to to do any more building except that one building now um if you can't you have a budget you have a tight budget you have a budget that the only way to build down to that is is rables and and this is this road which is just a straight road that's how it was designed it will have a roundabout on Buck shum road which will be on their property another property part of their donation um to this project and we have to negotiate that price we haven't even come up with a price from these guys yet because we didn't know where the route was going to be we had to decide where the route was going to be in order to start deciding what it's going to cost to build the road in order to come up with a price that they're going to uh they're going to demand and we have to go back and forth um to say to dismiss this uh the the idea is not it's not just for development of milville which is going to be the focal point but it's commercial Township it's morer Township it's Fairfield it's Lawrence Township that's what I see that's why I see the county playing a role in this it's our road but playing a role is to help Economic Development on that side of the airport that side of buck shum road that whole western side of the C western side of milville uh that's what makes NAB Avenue so important now real point I wanted to get to this I I I happy to answer any question I can I'm out of the loop but I'm the one to kind of start it with Ray caper to get this going and this commission to get this going that's how important it was that we thought it was important to the county to be a partner now tonight and I say why I'm getting up here is that that airport is a diamond in the rough and you guys it's your airport it's it's your diamond that I believe that the county a role and I my my director and my other colleague was here but had a discussion and I guess they met with you uh to talk about it is that we we wanted we want to dust that airport off right now it's not possible the do Bay Authority being the the people running this and and and it's it's a big deal this is not an easy decision and and it's and I just want to say to this commission I would like you to ponder because that just a perfect example of that building falling down it it's when I was little that airport looks like when I was small walking on that airport I don't maybe the buildings Chang a little bit I know there's a a a brewery on it and stuff but it's not changed and that's the problem that uh that it's not going to change 30 years from now we'll probably be looking back when we're falling over that this is uh we had a chance an opportunity to take it back what encourages me the most is that I think we're behind and I'm saying and I take it as account we're behind but Kate May who I think is ahead of us has decided that they're going to kick them out because they won't listen to them or do what they ask him to do a simple thing of taking some of the land they have other uh ideas for they won't even let them do it and they beg them they even went down they went to Delaware to ask them to say we don't want you out of here just work with us they treated them like crap and that building falling down says to me the same thing they treat us like crap here so you now I I'll say this and I'm going to say it from the county I can only speak for myself I can't speak for my colleagues but I had spoken to them that we we want to say that we're behind you whatever decision you guys make we'll be behind you I I as and I'm saying that the Commissioners because I've spoken to different ones our assembly people understand it our senator understands it our Congressman understands it but it's not we're not doing NAB Avenue in a vacuum the NAB Avenue is part of this idea that the airport could be dusted off sewer and water projects are not done in a vacuum it's the idea that development may come from what we're doing at NAB Avenue and the airport our middle mile project it's I just don't want to do the middle mile the idea I'm sorry just tell me to be quiet when the middle mile project is it's to do to add the communication that when these companies decide that that milville is the place to be or commercial townships place to be our fairfields a place to be that they can communicate they have sewer and water that they can operate that so we've done all the building blocks at one time ahead of time instead of being behind thank you Doug I know you very passionate about this and we could see your trust fund um Wednesday I received a communication that they have updated the county um homeless and at risk guide I sent Genie an email I hope she got it um now this also includes not just for our County but it also has like for people at risk of losing their electricity who to contact in New Jersey or you know it's all these agencies if anybody here is interested I do have the QR code on my was maybe possibly going to stay around for a little bit um my question is how much is the county requesting the city to I guess pay uh for this project um I've heard a lot of different numbers I don't know what to believe uh so my question is how much is the county requesting that the city contributes on that part of it I think the NAB Avenue is a is a good project um we got a new and upcoming uh industrial park out there how it's going to be accessed I think is a big thing um Freight that's going to come through the city of mville it's a bottleneck as many know coming up through where blinker custard is I think coming off 55 the Sherman Avenue uh I I think it's a a way better route and gets all that traffic out of the City of Melville um so I think it would benefit the city of mville to do a project like this I don't know the numbers of what it is um I know it's been kicked around for a long time so I'd like to hear some ideas from the commission where you guys sit on things um we haven't heard too much about where everybody thinks if it's a good idea or not but I know we are planning to have an industrial park out there and what kind of people are we going to put in the these spots I know there's a uh 500,000 ft building that was talked about a while ago I'm sure in a 500,000 ft building you're going to have a lot of freight that's going to come and go um I guess it's going to come from truck is it going to come from planes that come in and out of the mville airport I don't know but I'm sure that somebody going to put a 500,000 foot Warehouse building of some sort is going to want to have some sort of access to get to their facility on BX shum Road so there are just a couple questions that I have thank you thank you Roy thank you Roy good evening Tim bran mville uh just for some clarification as far as a na ABY project the only thing the countyy is asking for the city of mville which you said you have a developer willing to put up the is $400,000 it's a county project that they're paying for right well I you know I'd like to get that firmed up from the county who's paying for what and that'll be okay determined I'm sure all right I just needed some clarification because I heard these crazy numbers $10 million I mean I I I've never heard that so I just wanted so hopefully we can get some answers quick thanks thank you Tim Carol conab milville first off I want to recognize the EMS and the fire department recently we had to use the EMS for at our milville Elks on Thursday evening a fellow Bingo person had a seizure and fell and hit her head and they were promptly there the other one for the fire Department I have to just say Kudos my son and daughter-in-law's parents Sharon and Don Lise asked me to speak on their behalf they had a fire and had it not been for milville fire department they probably would have lost everything and your fire department stayed there until everything was taken care of there was one person there so I just want to shout out kudos to the fire department and the EMS so with that said I'm um this last meeting there were apparently several of our city employee unions are working without a contract and it was noted that their money raise those raises are already in the city budget and it may not be what they want but it's there and having served on negotiations for over 16 years with the mea I know this is not an easy task to settle contracts especially when money is tight but we never left a no negotiation session without scheduling a date for the next one that's that to us was only Common Sense do we currently have any of these scheduled for those that are out of waiting to hear that's my one thing and then another commissioner stated we strive to do our best for our Citizens Community and especially our employees with contracts negotiations and stuff and then they said by the way does any of our city governments know when we last had a raise 1960 or 70 was That Number given it was noted as a fun fact really I think that was saying you're really not valuing our persons that work for our city and for any City Commissioner you have a choice if you do not like your pay you don't run again the city workers don't have that choice they're working to support their families we all know the economy is tight please get negotiation talks started started again and get those contracts settled with retro pay for our city workers actions does speak louder than words and here's a fun fact did you know how milville got its name in 1790 plans for future Mills and factories were developed and milville began to grow from the labors of those Mill and Factory workers milville continues to function today because the backbone of this community has dedicated city employees and that's a fact thank you Paul Pera milville um goes to you airport is it hysterical or historical and does that affect what you do with the building Mr prer you're addressing the commission yes is that your question towards the commission you said you and you pointed at the engineer yeah is it is the airport deemed historical and what's that artad there's a historical zone right so does that affect what can be done with that building that's collapsing I don't believe that one is in the zone so it can be torn down that was the only thing that didn't get touched I don't believe it is I can double check but I don't think yeah I mean if it's inside the fence it's probably in that historic area I don't think yeah but they separate out like theater and then I don't know well I'll Che and get back to yeah because that that's kind of important and and then the only other thing that pops into my head being a landlord is that nearly 100% of the time liability switches back to the owner rather than the tenant you should read this lease yeah yeah so so the lease is an agreement between yeah you should read the the owner and the and the Tenant which becomes a different case in law so over that re Le and read it you'll be very surprised yeah so very interesting but milville has got to be real careful about the liability that would attach to them as the owner of the property rather than leie and when does the lease expire 35 more years no five more years it expires in five years but notice of notice of an intent to terminate is due in October right well five years gives you enough time to kind of iron out who's going to be responsible for the demolition of the building because if they get out of the lease earlier than you tear down the building then it's going to be another problem of liability please read that least please read it please read it it's going to be a rough one but it is like a fairy tale yeah it's something that that kind of needs to be taken care of rather quickly before something does fall on somebody and creates a liability for the owner rather than the tenant please read you're good at reading that stuff you read that and you're going to go in here I can't Commissioners with who can come for questions and answers I mean they Commissioners represent us commissioner Al's been here the whole meeting uh they represent us they they uh I would ask that maybe we look at that to be able to just uh answer some questions on nav Avenue and such you know uh other than that progress and see is in a couple of weeks commissioner Watson thank you go go ahead bro EXC can I add something uh there was a presentation given by the former director of Economic Development uh to the public uh and I think the title of it was the why the western side of the river has never been fully developed and I think that there was a lot of discussion about the fact that it has poor Transportation infrastructure and it was necessary to have a alternative way to get to the west side of the river and NAB Avenue was The Logical answer to that exactly yeah I think I I remember something Brock now that you said that I think Ray did we got a nice hand out and everything yeah so there's just a lot there are a lot of questions revisit it inform public I do agree um maybe with more fin uh information from County and us uh combined on that but uh I do agree maybe it it'll happen commissioner Watson yeah thank you good commissioner renal uh yeah have a couple things uh as vice mayor Sue said there is going to be uh uh a meeting here about uh the new Trail proposal um I I agree with vice mayor suie here I think that um it's kind of a pickle uh this isn't something that I I definitely wouldn't have voted yes to this uh this is a previous commission um it's it's going to take a lot of resources to maintain that that I don't believe we have um and uh not really thrilled about being put in that position to be quite honest um that aside uh positive uh note uh it's been an amazing summer and we've had a lot of amazing activities that have taken place here throughout our city uh and it uh not to be a cliche but it really does take a village uh seeing all of our departments work together uh parks and recre uh all the the men and women of our parks department uh they have been amazing uh to make all of these uh events take place uh working with uh police department uh our fire department coming up after Mr foamtastic leaves to wash the streets to make sure that nobody slips uh it's just amazing seeing all of our departments work together for the better of our city uh and I hope it just stays that way I like that uh and with that looking forward to the fall events and looking forward to seeing everybody there thank you thank you commissioner Rella vice mayor suie first of all nothing exists in this city in a vacuum employees don't exist in a vacuum the tax base doesn't exist in a vacuum none of it exists in a vacuum it's all very in interrelated and you have to be wise enough to see the big picture so yes we want to fairly compensate our employees we want to maintain the trails we want to fix the roads we want to do all the things that you want us to do so how do you do that there are two ways to do it two raise your taxes in which case it would be unaffordable to do all that or get develop in this city so to get development in this city particularly at the airport you're going to need nav Avenue the ratables that will come in because of that the ones that are proposed that you will be getting a presentation from a developer probably in the next month or two so you really need the Industrial Development housing I'm sure that that will be addressed as the Industrial Development grows and jobs are created which is something else we want right jobs so that's why nab Avenue is important so we're fortunate enough that the developer that's coming in here we negotiated with him to put a RAB together which is a revenue or Rehabilitation area Bond so but it's a bond that they pay for to get this project done so if we can continue to do that it's not going to affect your tax rate it will affect a developer and you know he the developer realizes that he needs that road you know as somebody said a 500,000 squ foot building it's a tip of the iceberg the tip of the iceberg in the industrial park that's why it's so important that's why I call members of the County Commission and I complain and it's not going fast enough and you know Doug and I agree on some things we don't agree on other things but on this one we definitely agree so we're making improvements to the sewer plant so that we can handle our Mill's estimated expanded capacity we got a great sewer plan operator we got a great engineering department that makes all this stuff happen as for paying the employees yes money is put in the budget every year for raises and that includes years that aren't negotiated yet now I know everybody wants to make more money but how much more money do you guys want to pay so if we don't get development in here those races will always be limited and nav Avenue is very very very important to that to getting that done I can't tell you why it wasn't done 20 years ago a blind man can see that it needs to be done you don't want the truck traffic through town and developers want the fastest way to Route 55 that they can have it's certainly not going through 20 traffic lights to get to Route 55 it's going boom straight out cross Morton Avenue to serman Avenue and jump on 55 that's why it's important uh upcoming you guys should have received an email today from the CFO about the budget so I advise you to meet with your department heads I advise you to make sure that the stuff you want is in there especially if it's something that has to be bonded like a fire truck because if it's not in there then the money required for the down payment on the bond won't be in the budget and you won't be able to do it so make sure it's in there make sure you look at it before you vote on it something that hasn't always been done by every commissioner in the past I urge you to do that take advantage and meet with the CFO you guys should get down there every once in a while just to find out what's going on call her find out what's going on emailer find out what's going on but please do that it's very important especially when you want new equipment and new projects sometimes we can get them most of the time we can get them if we plan ahead for them uh with that um I'm trying to think of a diplomatic way to say this which is not in my forte us but I'm going to try so when you have a question about what a Public Employee does before you come to a med and criticize what that employee does you have the offer offer from me if it's anyone in my department to meet with them and they will show you what they do and then if you want to come here and criticize have at it you know but please give us and give that employee the opportunity to show you what they do that's only fair to them it's only fair to you you know you you have one time we're criticizing employees we want to give them raises it's everybody you know if you look at everybody it's all over the place so that way we can keep people on the TR same place you know I'd love to have the best play police department in in the country and best paid fire department and the best paid public employees because we would get the best people but it's only possible if we stand firm and hard on economic development if you don't do that you're going to be sitting here looking at an empty airport for another 75 years like we've been looking at it for the past 75 years the whole reason of putting the presentation together for the building at the airport was to show you guys that the drba is not taking care of the buildings so we have upcoming meetings upcoming negotiations and we'll address that stuff and we'll see how it works out and it's you know I advise all that you know guys please read that lease you read it you're just going to scratch your head and say how the hell did no ever enter into this lease they did it because they couldn't run the airport themselves at the time I don't know if we can do it now or not but we might be able to find somebody to do it so we're we're ongoing talks with different parties to try to make that happen it's progress thank you vice mayor um one governing it for instance I talked to Mayor Abigail O'Brien of Deerfield Township I said a couple weeks ago of Westside mville residents having loud noises uh residents if you do hear them please call either our Police Department um and our police department has been well versed into what uh steps next to do I've also talked to Lieutenant baton of New Jersey fish and wildlife because this is fish and wildlife property that this event of gathering of individuals does take place because it is in kind of no man's land between a milville vinent and Rosen hanne and since Rosen hanne doesn't have a police force that relies on Briton State Police Barracks that come out there every single time and they're usually very short staffed um and the trooper that did come out and I spoke to once recently um he was from Bordentown New Jersey not exactly uh a local of uh the surrounding area but that is understood that the state police has hard retention for uh people in around this area to work for them Mr Shephard that is called the James R Hurley industrial park we have that one on the west side east side is called the Mike lardis Industrial Park still industrial park but as you can see like Mardis is way more developed this is why nab Avenue we can tie NAB Avenue to many parts of the discussion it is all to bring development to the West Side city um Industrial Park um it will provide exceptional benefits to that airport um who was talking about the airport oh other than uh commissioner alre you're exactly right um it is a diamond in the rough that we have and we have to be very careful what we do moving forward um with this lease with what will happen in the future um but as vice mayor said there is happenings right now with meetings that we will have uh coming shortly I do appreciate every one of you that come out here tonight um get to hear your words your different garage Bays that we can use instead of doing short-term L leases or rushing into a decision um you know kind of we have we're looking at Swan's building gem building potentially building pole barns um there is a couple properties that I you mean I requested information from um probably share with everybody sometime this week but um you having a hard time trying to request you know uh using resources and kind of spending money on something that you know we don't have support from everybody so like kind of like moving forward I would kind of like an idea and make sure we're on the same page if we are going to spend the money and use the resources that we have I want to make sure it's worth it at the end and we're on the same page so like in this work session I didn't put up for discussion um because I didn't really know how I was going to go about it but you know just to see where everybody's views were to get an IDE idea you know before we start requesting environmentals on multiple pieces of property uh getting the planning board involved or or planner involved you know reaching out to our engineering department have them get involved in certain areas um you know cuz me personally I still think that our problem is finding a solution a permanent solution and you know meeting the needs of every Department that's where my mind is um and if that's if everybody else is different and potentially the Schwan building is something that we could look at I'm open to it uh so just trying to feel everybody out see where we are before we start requesting services using our resources and spending money I I appreciate that yeah and I agree with you does anybody have like kind well I have a suggestion I why don't you share with the the commission what buildings that you're interested in for you know you did share the swan building and Engineering has it on for tonight since they're going to be here for something else mhm I don't know where those environmentals came from I thought they got here rather quickly because they were dated August and they obviously missed aboveground storage tanks and that was pretty obvious once I had engineering go back and just look at aerial photos so we can do stuff like that ahead of time for sure so why I may not agree with what location you choose or whatever we can certainly work something out and like I said if we know the locations ahead of time then it's a lot easier to do the investig work I mean I I can't sent somebody an email I forget which one of you it was either you or Marissa concerning getting environmental started if you were very interested in the swan building and I did that because I know that it takes a lot of time to get that stuff done and it does cost money but you know it's when you're looking at if you have two or three buildings it's well worth the 20 or $30,000 that you're going to spend for environmentals compared to the millions of dollars in cleanup costs that you might get stuck with so it's kind of like an insurance policy so that that's what you got to kind of look at don't you know well I mean that's kind of like where I am right now yeah buildings you know 30 $40,000 and using our departments is it's a lot you know they also have their everyday day-to-day things that they're doing that's why we have to buy item in engineering for a consultant to do that kind of stuff when it comes up right well again we have to pay for that service well absolutely have to pay for it so looking at the temporary solution again trying to figure out ways and Board of Education has been really awesome coming forward and you know offering some help meeting with them very soon hopefully uh to get some details on you know what they have and what we can do um and also working with the Departments that we have and space that we have so we don't have to pay for any leasing any temporary storage um you know one of the things that um you we were talking about before was possibly if we had a temporary records uh a holding area temporary storage um you know some of the items at the 15 Street Warehouse that we would be paying for long-term or short-term storage you know they can they're past their retention time so we can if we had the temporary storage and we can get rid of it so we don't have to pay for that storage um you know and if we were to pursue the Shan building which it does have property to build on you know maybe considering uh trying to get a building added on that doesn't you know go above the bid threshold you know trying to get that done sometimes time this year to increase the storage because it doesn't have the square footage the gym building has so so you know about any addition you may do to the Swan Swan building it's going to require Wetlands delineation it's going to require input from the state you don't see the state doing anything fast so you're aware of that believe I told you guys about Wetland Elations before so the planner is aware of that they are starting to check into it um as for the Board of Education I've been told that it's just a related subject that they're looking to decrease the cost for police officers out of events so if that's part of this deal I would be very cautious about that because that would be a huge cost shifted the municipal taxpayers rather than the Board of Education taxpayers and why they're the same taxpayers that's not our Forte and that's not their Forte to do that so just keep that in mind if there's something they want make sure everybody knows what they want terms and conditions hasn't been discussed but you think moving forward and trying to meet with them and you know I think it's a big step from the Board of Education to come forward and try to build a really good working relationship with the city of mville I think that speaks highly you know we make decisions up here for our future well right now our future is in no schools so having a relationship with the board of education is pretty crucial AB I agree I think it's you know it's pretty pretty outstanding for them to reach out and um you know hopefully we can make something happen so to be uh to be transparent and clear there was nothing uh asked of us from the Board of Education and there were no promises made uh of any kind um uh as far as uh the environmentals uh with the Schwan building in particular uh I believe it was the last meeting or perhaps the meeting prior uh we were seeking clarification uh on how long uh environmentals would be good uh should they uh have done them themselves uh I believe the answer was that they would be good for one year if well yeah they have to be accurate they can't miss something like a a tank for whatever was that tank propane gasoline diesel fuel I have no idea I I viewed that email today so this is pretty you know fresh so you know it's just struck me as curious when they ordered environmentals in August and they got environmentals in August and it was from a Florida in company a company in Florida that I don't think is licensed to do business in New Jersey so you know I get it if a company has environmentals that when they were trying to buy something they had environmental stun right when a Company's trying to sell you something and they have environmental stun maybe their motives aren't as well I mean again this this is all fresh so it's it's going to be obviously looked looked into um but at this time that's what we have uh you know meetings with engineering to proceed uh in examining other uh factors on that property um and everybody's been very cooperative and helpful so I'm grateful for that okay on on my end of it uh I know this only because of a relative that used to work for swans and and I don't know this for sure uh yes it will have to be found out uh that was a propane tank uh the meter is still there for metering propane uh but that's neither here or there uh yes it's got to be looked at uh we all agree on that uh naturally as in with the gym building with uh the airport building buildings uh which that was stopped a long time ago and luckily guess we'll hear about that later this evening uh it was because I was aware my OEM sergeant and OEM coordinator have been out there and seen the rock we were we were aware of that so so fortunately that did stop you know before we were inct angled in that uh and naturally my Chiefs have been to the gym building they've been to uh in fact Chief lipot mentioned that the size was larger than he thought but there's still always some questions there which we're not going to talk about here uh everybody's gotten those questions uh and they've been out to dwan building so uh along with what commissioner Watson just says that that's what they're looking at just something quick and easy as quick as we can with government uh procedures on that property it can be a pole bar uh I have looked into whether or not we would need any sprinkler system or anything that does not exist in the wood school and we I'm referring to uh bo bed everything that is not uh something that would have to be looked at due to the age of the school uh it would have to be looked at if there was a major retrofit or such done there uh anybody wants to see it I have the law I'm a little confused about having a certificate of aeny when the building's been empty for three years four years we're not look we're not looking at changing anything and neither is the Board of Education they're offering space I get that what I'm saying is you're changing it from the school to basically a warehouse you're going to store stuff there that's a change in use uh what I'll do between now and next meet and regular meeting is I'll go down and I'll have this printed out I have the law here why don't you check with the construction official and the zoning officer maybe or even Brock probably zoning officer is here yeah you can talk to him after the meeting zoning officers here but uh yeah but I have the the law the state law and everything thing pertaining to whether this would have to be refit for sprinkler system and everything uh for the use that we would like to borrow it for that's the key uh that's about all I have cor and uh you to be clear there was two properties that I had interest in um if we were to choose the you know building uh pole barns um one was 102 West Foundry Street uh it's block 276 slot number one was 1601 Malon street block number 125 Lot number 10 uh there are two properties one's you know obviously fully cleared the other one is wooded area um but you have the room you know to build new structure you know that best suits you know our departments um like I said it's one of those deals where if we don't have the support behind it I don't think you using the taxpayer money is you know worth it is foundary Street the one by the hospital the empty Big Empty like use for now is that the one you're talking about in a residential area yeah okay I don't know how the people living around there will feel about that but I guess we can ask them that's all I got if uh if anybody else wants to kind on let me know where their support is and I'll either keep pursuing the Schwan building or pursue uh city- owned property and try to get bid specs together for New P bars thank you let me know where your support is do commissioner Rell um I I the taxation office to see who owns Rosevelt park because she was told that she has to stay in the house that she moved into um and it's the city of milville so the concern is she's Fallen several times because the driveway is on a hill and it's solid sand and she has a video if you need to see it uh also the steps that go up to her door um front of the house the front of the house they're it goes up quite a waste it's um it's not like one or two steps it's more like 10 I can't carry my like like 24 pack of water up I can't carry groc she it she has some um physical disability I so the question was we just wanted to know if she could move when one becomes available to one that's flat and most of them are there's very few over there like the one she's in um that would be the easiest I think and then you could just rent that one out to somebody else or have it fixed also there's stumps all over the yard yeah they cut down trees but they left the stumps and she's Fallen a few times the stumps are like this high and you can't see them when when you're I've fallen three or four times my company has fallen so if the stumps could be removed and the driveway fixed I would be happy or you could just let her move to one that's flat which would probably be cheaper for you um but the thing with the driveway is where it sand she slips and she fell a couple times and the door the car door came back and hit her um SL when I get and it is for seniors so I mean I can't imagine it be perfect for anybody there but like I said we're just looking to get her on evenly and say she doesn't break her neck or get rid of the stumps and fix the dve any I have anything um go ahead I I'll go short and brief you're look uh I understand everything you're saying speak to the m my cousin lives my cousin lives out there fortunately she loves it yeah she loves it too I understand fully what you're saying I don't want her falling but unfortunately and this is one of those times we don't have a lot of control over anything that is under milville Housing Authority they are an authority they're more correct me if I'm wrong Brock the authority to have them do something is not us they're their own authority but it's owned by the city of milville yeah I called the tax office so would we have some room to help I know we looked at this I'll call the director tomorrow and uh yeah you guys leave me your information whatever I'll see what you see what we can do it's an unusual Arrangement because I think it was the first retirement home in the country the country when it was founded in the 40s uh but I think it's it's not controlled we own the land but we don't necessarily have control over it like Holly Height or whatever out there I thought that might even be set up entirely different from the Housing Authority but I can't remember I I think I'm not sure that it is under the hous we'll get on this yeah leave us all leave us your information we'll we'll weed through this I I can't remember exactly how it's set up now I don't I said we're all for the simplest solution and if she has to wait till one becomes available that's fine but otherwise she keeps falling and I don't want to wait till she ends up in the hospital understood I love the house it's just the driveway and the St driveway and all the stumps she had this trees cut down and allow them to leave stumps like this you can't even mow it you can't see them ahead of time the only thing I can draw back on is what my cousin went through to be able to get a house in there we'll talk about this tomorrow yeah it's very it's very hard to get into one of those units yes it is I love my house I'm in a unit it's the the stumps you can't yeah it's like something I feel like I just feel like that should have been fixed before anyway and instead of waiting until she got there that could have how long have you lived there two years okay just for my personal okay and uh I have another question uh I live at 42 Englewood and Englewood the house is on the one side back up to what used to be April Orchards and we received letters from the city that uh asking if we have any I guess problems or anything with the a uh solar form going there and we didn't but now we haven't heard anything and with going on still is whoever is renting that property is dumping the fruit still in the packaging and the trash blows up in our yard and it's all on the edge of the woods I mean you can go there and see it and so I was wondering if there's any further news about the solar farm going on as far as I know yeah I mean there's there's two different things one would be a nuisance issue if there's trash you can see the trash yeah you can walk down there and then the other thing would be the the solar uh project and this would be the NAB project we're talking about that is as far as I understand that's moving forward okay that's great that's great and my final thing is do you know anything about the dollar store in 49 near Mount Pleasant school um it's closed it's been closed several weeks because of robberies and um I'm hoping that it's not allowed to reopen because it's so close to the school and several robberies and you can look this up yourselves robberies have taken place there and um not only does it congest when kids are getting dropped off and picked up by parents and buses kids that walk to school and go by there and they're getting robbed um and I just don't think it's safe thank you for your concerns we okay we'll be in touch and if you guys could grab this and write your number on you okay thank you so much and it's not I just received a text back from uh the Housing Authority they have their own management office is their own management site so I don't know how I can't remember how exactly
