new school year and we're glad you're able to join us for our Schoolboard recognitions program this evening we begin most of our regular board meetings with recognitions to highlight the positive impact fact that so many different people make in our district it's so important to take time to acknowledge and celebrate the many amazing accomplishments of our students staff and community members this month is our first recognition program for the 2024-25 schoool year we will be recognizing state qualifiers from our spring Athletics teams as well as some extracurricular academic and staff achievements that were announced this summer our September recognitions include Boys Baseball State qualifiers a clay Target State qualifier girls golf State qualifiers boys lacrosse state qualifiers girls lacrosse state qualifiers a boys tennis State qualifier boys track and field state qualifiers girls track and field state qualifiers Boys Rugby state qualifiers girls rugby state qualifiers Environ state champions and National qualifiers a Minnesota Department of Education scholar of Distinction and the national SCH school public relations Association awards earned by our District's Communications team we will Begin by recognizing our boys varsity baseball team the Skippers had an outstanding spring they qualified for the state tournament where they placed fifth overall the team is coached by Paul twingy Chris Wilson Adam getkey Dave marer and Chris foston let's hear more about the season hi my name is linol high camp and I'm going to be a this year last year I was lucky enough to be a part of the baseball team they got fifth place in the state tournament playing with those teammates the last 3 years has been very special and important throughout my high school career I was very proud of this team because we were able to turn around the two and5 start that we had uh the seniors really put the team on their back as they L to the state tournament once again and I will really always be very grateful for the relationships that I built with this team and the friendships that I'll have going forward hey I'd just like to let everybody know how we did this year in b baseball we had a tremendous year finished with a 19-8 record we were 2 and5 to begin with and finished the season with the record I just said which means we were 17 and three down the stretch our players were primarily athletes from last year we had a very veteran team they decided to play baseball and we did well uh didn't get the state championship but we finished in fifth place which means we lost the first game and won the next two too um the coaches that were involved with this and ourselves enjoyed every minute of it and it was a great thing to have these young men smiling on the last day of baseball we couldn't do all this without minaka School Board supporting the activity of baseball and the rest of the activities it's a tremendous Outlet it's a tremendous way to advertise Who We Are and you should know that our players played hard and played the game the correct way thank you for allowing me to coach this team our 2023 2024 baseball members included Mato alde coia I'm one of the assistant coaches for The minona High School trap shooting team and I just wanted to give a shout out and congratulations to the to the team this year for our spring 24 season um where we had a lot of success and a lot of new athletes joining the team that jumped right in and did a great job um we had some of the highest scores I've seen in my five years with the team um as well as we had a lot of our probably almost every one of our athletes set a personal um best with some of their scores this year so it's just a phenomenal uh year and one other thing I like to point out is we had absolutely no safety concerns or violations um which is a huge shout out to students taking it seriously and demonstrating great character integrity of the sport and um really having fun with it so again great season this year everybody and uh go Skippers the team is coached by Rachel Stoddard and Connor mayor congratulations again Michaela the girls varsity golf team qualified for the state tournament this year placing third overall for the second year in a row the team was also the section 2 AAA Champion let's hear more about the season hi my name is Sarah Martinson and I'm the head coach of the minetonka girls golf team and I'm here to congratulate them on another fantastic season um we started the season with a bunch of new players on our team which was great brought some good energy to the team and new energy and we thought with the warm winter we had and lack of snow that we'd have an early start to our season but as usual once the golf season started we got rain and cold weather um but the girls were unfazed by it and um played remarkably well throughout the season um we finished with a third place uh medal and trophy at the state tournament which is fantastic uh Lake Conference runner up as also a great accomplishment and we had three players named to the all um All State team which is quite an accomplishment it's a top 20 players in the state individually um in addition to that the student athletes that they are they had a team GPA of 3.72 which is is also a wonderful accomplishment for them and I couldn't be proud of them congratulations girls and I can't wait till next year thanks so much my name is Ruby reading and I am a junior captain for the minetonka girls golf team this past spring the varsity minetonka girls golf team was a state qualifier for the second season in a row in both of these consecutive years the team secured a third place finish at the triaa state tournament this effort was led by strong golfers such as sophomore Kylie Hansen Junior Selena woo and the strong leadership from the coaching staff led by Sarah Martinson with having no seniors graduate from our varsity team we look to have another great season this upcoming spring our 2023-24 golf team members include Kylie Hansen Reagan McCarthy Ananda Nei vanan song Ruby reading Mila Sloan and CU woo the team is coached by Sarah Martinson Mo Hamp and Jeff wall the boys lacrosse team qualified for the state tournament this season placing sixth overall in the quarterfinal round let's hear more about the season hi everyone this is Josh you head coach of the boys minetonka lacrosse team uh our team had tremendous tremendous success last year um kind of capped off by our first trip to the state tournament in six years um this group did an outstanding job not only executing on the field as lacrosse players but really becoming um great teammates to one another and I think that was the key to our success this season so um congrats to the 2024 minona boys lacrosse team I'm extremely proud of what you guys were able to accomplish um not only on the field but off the field just growing his people and uh again great teammates so congratulations our 2023 the season hey everyone this is Chandler head coach of the varsity girls lacrosse team and just wanted to say a huge congratulations on our 2024 season and making it a state for the first time in minetonka girls across history also earning ourselves a fifth place title which just really speaks to the hard work dedication and the amount of time that these girls put in on the off seon leading up after the season and then in season 2 they do a lot of hard work in school and I know that they do a lot of hard work on that field too so they really deserve to be recognized for all the effort that they put in and I think it paid off and we had a really intense section tournament leading up to our state appearance that showed what grit we had and I think once we got to state that really we came together and we were able to win that fifth place title so I'm very proud of this team very proud to be their coach and look forward to what the future holds for us our 2023 24 girls lacrosse team name is how SE the boys tennis coach and I'd like to congratulate Nathan ke on his state tournament participation and fine run at the state tournament on behalf of myself and assistant coach Glenn britzius Ben weaton our JV coach and Jason opsol our B team coach uh we want to congratulate Nathan he had an awesome run as a senior it's been one of the best three captains I've had in close to 30 years he's a really dedicated performer he had an excellent uh run as the twaa section champion and made it to the state quarterfinals giving the three seed all he could handle uh we're really proud of Nathan he's heading the University of Wisconsin on an Roc scholarship and we imagine great things in his future on behalf of minaka congratulations Nathan congratulations again Nathan the boy Sten field team had an incredible season the Skippers were fourth at the Minnesota State High School league state tournament and third at the true team State Tournament individually Tobias Williams was the runner up in the 200 meter dash the boys 4X 100 meter relay team won the State title with the fastest time in the state for 2024 the team is coached by head coach James Finch let's hear more about the season hi I'm James Finch minetonka boys uh head track coach and just want to congratulate the team on another tremendous season it was one of our best in program history um we were late conference Champs we were uh third place again in the the True Team state meet and then finished fourth overall at the Minnesota State High School league state meet uh we had 10 All Conference uh awards given out to our team uh and then we had six Allstate uh performances at the State High School meet in addition to uh four school records in the 100 meter dash by Tobias Williams breaking his own record from last season uh David Alid in the 110 hurdles with a time of 1431 uh the old record was from 2012 Tobias Williams in the long jump with a leap of 23 feet 4 in and that record stood from 1990 and then also the 4x4 relay team of Tobias Williams mlan bogie David Oren will Harriston um breaking a record that stood since 1996 so outstanding performances overall as a team it really was a team effort uh in addition to those um top performances uh we had over 150 athletes on the team and everybody contributed to the success of what we did this year I also want to thank all the coaches for their assistance and knowledge and just work with our athletes to help make them better young men um it was really a lot of fun this year and we look forward to getting back to work again so thank you Claire Kohler won both the 100 meter and 300 meter hurdles and Eevee mik won the 1600 meter run she was the runner up in the 3200 meter run let's hear more about this season I'm Jane Rymer Morgan and I'm the head girls track and field coach motanka uh we had another phenomenal year this year we were repeat state champions from last year it was our 10th Minnesota State High School league state championship which is twice as many as any other school in Minnesota has ever gotten so really really proud of the girls and how well they did we also won our fifth state True Team title and it was our third year in a row winning that one so congratulations to the girls and to our phenomenal coaching staff on another great season um I also would like to say that we set nine school records this year so please come and check out our record board which is located at inor Anderson field really really proud of all of those marks um I want to recognize Claire Kohler she was selected as Miz Minnesota track and field she was also the Star Tribune track and field athlete of the year and she was also the Gatorade track and field athlete of the year so quite an accomplishment and she's had an amazing career undefeated for the last two years I would like to thank our parents and the athletic department for all the support they've given us this year and our senior class really really going to miss them what great role models they have been for four years um going through the co um coming back from that and doing all these things it's really been really been a great great group to work with I want to also Express the boys track team did had a phenomenal phenomen year this year so congratulations to them as well thank you so much our 2023 24 girls track and field team members girls track and field coach Jane was named the Minnesota State coach of the year for 2024 and was a finalist for National coach of the year she was one of only eight coaches to be recognized for this honor congratulations our school district has both boys and girls Rugby teams offered through minaka Community Education this year the boys rugby team won state after an undefeated season let's learn more I wanted to congratulate you once again on your win this season every time that I've thought back to early June I still get excited about how well you guys did how absolutely awesome you were to coach all season um it was truly my honor and all of our honor as coaches you showed up to begin the season ready to work I think we had left the season before on a high note and you guys were excited ready um you were excellent students of the game you were always ready to show up taken what you needed to improve week over week and look at what you did you went completely undefeated after winning only two games the season before and it was really because of your hard work and dedication um I really hope all of you guys had fun we had a blast coaching you this year look forward to seeing all of you back next season and and bring some friends let's keep growing this game and showing everybody how awesome uh rugby is congrats on being state champions minetonka Boys Rugby uh we're really proud everyone I'm Allison Peterson and today I have the immense pleasure of recognizing an extraordinary group of students who have truly outdone themselves this year our amazing viron team achieved something remarkable by taking first place at the state competition in May their hard work dedication and passion for the environment Shone through in every challenge that they faced but their Journey didn't stop there this summer for the very first time we competed at a national level against the toughest competitions from across the country and even some International Teams they secured an impressive 15th Place each of these students is hardworking kind and compassionate along with being incredibly dedicated their perseverance and teamwork have been inspiring to witness Amelia Savannah Cash Eliana and Jose I am incredibly proud of each and every one of you your achievements this year are a testimony to your commitment and passion you have represented our school with excellence and have set high standards for future teams thank you for your hard work and congratulations on all that you've accomplished can't wait to get started next year our Environ state champions and National qualifiers include Joe's Buffington Amelia Clemy Savannah Larson cash Wagner lyana Wanless congratulations this summer the Minnesota Department of Education announced its Scholars of Distinction award to earn this recognition a student must complete required work in Minnesota's academic standards demonstrate Mastery of complex subject matter and apply their Knowledge and Skills on a challenging project senior Quinn Hughes was one of only 11 students from across the state selected for this honor Quinn was recognized in the science category for her project Mars or bust a method to build a martian regolith based on substrate for sustainable agriculture on Mars congratulations for achieving this outstanding honor Quin finally we will recognize awards from the national school public relations Association our District's communication team has earned 12 national awards that recognize outstanding work in various aspects of communication this included six top Awards of Excellence three Awards of Merit and three honorable mention Awards the awards earned represent work across many categories including feature writing and storytelling marketing strategy social media strategy website design and layout creative impactful print Publications and dynamic podcast and Video Productions the work that these Awards recognize directly support our school board's goals for the school board meeting will begin shortly e good evening I'd like to call to order the minona school district district school board meeting for September 5th 2024 let's all rise and say the Pledge IED aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all I would like to call to everybody's attention that there are two carry in items for this um meeting tonight that are in the packet um and with that said can I have a motion to adopt the agenda so move Chris is there a second second uh Patrick uh all in uh any discussions additions okay we have a motion and a second all in favor please say I I I any opposed all right we have an agenda um it doesn't sound like we have any Community comments tonight but if there's anybody here that didn't turn in a card okay uh then first up on our agenda tonight is a report on the ACT ibap and sat results superintendent law Madam chair members of the board you are all aware that on an annual basis we do a report summarizing our students performance on standardized assessments that measure college readiness and completion of rigorous coursework aligned our Schoolboard goals tonight Dr Matt riao director of assessment will be summarizing the goals from this last Spring's assessment I will note that uh we will be continuing to monitor this if we've made a slight change in board policy about the need to score well in class or on these assessments these assessments wouldn't be impacted by that policy but in a year they will Dr Ron thank you superintendent law Madam chair members of the board this is a uh this the data from this report are truly pretty remarkable um we're seeing a trend upwards for the last several years and I'm going to highlight some of those here starting on this slide first of all we're seeing our act numbers start to increase again uh from when we had covid where students we had about um 587 students in 2020 and now we're at 685 students taking the ACT again you can see over the years it's continuing to increase so that but that score of 25.9 still reflects about 72.8% of the class versus 92% of the class and we have fewer students taking it multiple times but that's continuing to increase at least with the numbers of students taking that test and then our top200 and 400 are still remain strong that score that average score of 34.3 on a 36 point scale is is tremendous and it's the third year in a row that we've seen that score at 34.3 and we're continue to see alltime highs this is another second year in a row we're seeing an all-time high with ap where we're seeing the enrollment increase um significantly when it was at 1753 and now over 1900 students and then um or over 1900 tests and then with um the percentage of students scoring a three or higher had it a very significant jump from 85.7 to 88.3 and our AP scholar levels are have increased across the board with our distinction moving from 331 to 400 and our AP scholar with honor is a 152 to 183 and so an NRA prescolar 281 to 344 again all-time high levels by far then I worked with with um Laura herps our AP IB coordinator at the high school she collaborates with me on this report on the ibap side of things and our pass rate on the IB assessment was at an all-time high at 95 for the diplom for the diploma PR program at 95% and we see typically the international rate is 80% so again more good news they are between our IB and AP students and this is just a historical look at act over time this table shows in the far right column uh we used to take the plan test and now students take the preac test and they use that information to help students um as they need it um as they prepare for the ACT um pretty much across the board We performed pretty similarly to last year there was a slight drop on the science by 04 points but overall we're pretty steady around that 26 range so 25.9 not sure that we're going to see the 27.7 again for a while until students start taking the test multiple times um and all colleges push for AC scores but still very strong scores for our students and this is information on the right side that comes from the 2023 act profile report so they're year behind in how they report results but we can see for his Hispanic students African-American students Asian American Indian and white students what the average score is nationally from 2023 and the average National act composite in 2023 was 19.5 so with that in mind we can see where our students were were're in six of 10 areas measured our students improved from the year prior and we can see how our students performed compared to what the national average was and again with the top 100 200 and 400 there's there's not much room to grow for our top 100 to increase that score from a 34.3 but that's tremendous I mean our top 400 at 29.6 um is also remarkable but we see those slight increases in that 200 and 400 level and so far far we have we had so we had seven perfect ACT scores last year and um the class of 20 23 had 11 to this point so uh we I think we had as much as 16 one year but again tremendous result results from our students overall this one shows students who are ready for college course work and so when we're we look at this one students need to meet a cut score in English math reading and Science in the cut scores are listed in the the top right and if they meet that cut score in all four areas we have a percentage of students who meet that cut score and that's in that far right column where the students meet all four so over the years we've seen that number move from 2020 to 70% um dropped to 66 to 63 to 61 and now to 59 so that's something that we want to look for I know the high school was working has had that as a a goal typically um they've had a shift in that goal but that's something that they've kept their eyee on and we can see what impacted that result the most was mainly the social studies and biology scores um that caused that all four to drop slightly and this shows sat reading and writing uh we had 91 students take it compared to 130 students take the SAT the year prior so sometimes that number has dropped below 100 and then it moves up above 100 but this is the lowest that we've seen it as far as students taking the test a 91 and we start to see those kinds of fluctuations we also see that in the data and the r the score range is where students fall in so we see 24 students were in the 1300 to 1399 range that was an increase but there was a decrease in the 1400 to 1499 range last year when I reported this I was talking about the increase at the 14400 to 1499 range so there was a little bit of a a shift there but that's also impacted by almost 40 fewer students taking the test so we would see that typically fluctuate until that stabilizes it's it's a little bit tricky to see but there's our numbers over time and um our students are still performing quite solidly and we can show that a different way so if we look at 2022 and 20 or 2022 23 and 23 24 pretty similar scores in the two um test areas um there you could see over time how it's going how the students were doing but it seems to be leveling off right at a pretty high score um in an overall composite on the 1600 scale so we had some lower years even prior to covid and then it looks like students have kind of that's kind of leveled off and it's looking similar to what it did way back back in 20167 so some insights on IB two years ago and the year prior the IB scores were they they didn't do the assessment the same way so they had um the scoring was different and so last year was the first time that they went back to the traditional scoring method and now the more challenging sections of the tests were added back in so it's kind of nice though to compare when we look over time um how our students are doing and we've seen increases in a lot of areas on the IB test going back to the original scoring model so for science all four measured exams showed a decrease in average score so that's something that um we wanted to point out um and shows that bosl so biology had a decline in average scores over the past four years so that's something we need to look at because they've dropped from a 5.4 to a 4.7 since their since that 2020 time in math two of the three areas that were assessed on increase in average score after there was a decrease last year and the IB languages exper had an increase in average scores with French and German SL showing significant increases so this is a data that we're used to seeing each year and we could see that we're all all-time high for IB students tested and 95.8 46 out of 48 students earned the the full diploma um something to be very proud of for our students and we can see the number of students who took multiple courses also that's back increasing when we had that um we kind of were at 345 at in 2022 and it dropped down a little bit now it's headed back up and then our students who earning the IB diploma still maintaining really high levels over time and in recent years as far as AP we sometimes we have 34 tests sometimes we have 31 tests let say this past year it was 33 tests that students took from minona and we see that we're at an all-time high in student participation and with the number of exams taken a significant increase um by about 450 students and or exams and to move from 85.7 to 88.3 with the number of students passing a test with a three or higher that is something to be very proud of of our students and some notable performances here with Cal BC so the last year of Cal average scores um were higher than a 4.0 for the second year in a row the first time they were at that rate and computer science exams showed really um solid scores up to 4.1 so again on a fivepoint scale that's a tremendously high score and to have the average score that high and it's the first time that score had surpassed that Mark that 4.0 Mark since 2018 and of the English exams three of them showed a drop in average scores and both exams however surpassed the global average by a significant amount um but that's something for us to look at because we saw AP exams drop and we saw the um we saw English drop a little bit on the act as well U and of the three exams taken for AP History we saw Improvement or or in all areas or at least students remaining the same and US History that's one of the harder um courses at the high school most challenging courses and we we surpassed the 4.0 Mark for the first time and you AP Euro uh surpassed the 4.0 Mark for the first time since 2019 and I a lot of times I'm looking at these results we're now we're in 20 you know looking at 2024 results and we we're still comparing to how we did with covid because it it did impact students all the way at a young age and how we're seeing those scores Rebound in many places and that's why I'm trying to highlight those areas where we're back to scores from before covid very high scores from before Co in many ways and just a summary of the AP results again that 88.3 the last time we were close to that number was in 2011 where we had 88.2% of students earning a three or higher and we can see the number of tests and the number of students which is by far higher um and I know principal Erikson was working to over the years to increase that AP and IB culture and having students take at least one of those courses in exam and that certainly impact you can see the impact of that over the years now there a summary of the AP scholar levels as well and that AP scholar with distinction at 400 that's the first time we've had that many students reach that level and the next highest number of students to reach that level is 331 and that was last year and we're definitely trending in the right direction over the past several years and we're seeing that with the AP scholar with honor and AP scholar Lev also that's just highlighting that students are taking multiple courses because that's how they're that's being measured so some recommendations math needs to look at those three elements of the that make up the math test um to help when they look at the prea they can help students with that and focus on those areas and for English is is really focusing on the essential learnings and showing shuring that there's alignment with those exams the ACT IB and AP exams and science is a real focus on problem solving skills and we're seeing that I've reported on that all the way through Elementary School where that's been a focus so we want to continue to focus on those areas and IB World Language and this this is not only IB World language teachers there's also um immersion teachers and that their focus has been on the writing and we'll see that on other tests too where we've seen increases in the writing area as they set that as a goal so this is a focus for IB specifically on written assessments but it's not the only place where that's been a focus and that's all I have for you tonight there are any questions thank you Dr Ria any questions or comments Sally um when I've talked to Norma Gutierrez the College and Career the college counselor over at the high school when we talked about this she says it's still pretty mixed where not everyone's requiring act and some people are so I still think that there's not real Clarity for from the universities there and I checked with her um as recently as last spring on that so that's still the case and when I visited with Mike Trout before her that was still the the case there's not consistency across the country so we're encouraging students to connect with those universities and to find out what they want okay thank you cry thank you Dr Rea that was awesome I like all of the um all-time highs that I kept hearing I think that was fabulous um I just had a clarification question on slide number 14 it was it had National um it ranked yes that one so am I reading it correctly that the Minnesota percentage there's nothing that's higher than 66.7 they they haven't reported on that okay so but we leave it in there just to add some context thank you you bet um I had a kind of a piggyback question on Sally's uh you mentioned something that hadn't even occurred to me until you mentioned it which is students used to take the SAT and ACT multiple times because it mattered it was high stakes for College admission do we have and I don't expect a concrete answer in numbers but do we have any idea like what percentage used to do repeat testing and what percentage are now cuz I think that is likely a big factor when you retake the act or the SAT the scores generally do go up um do we have any idea around that well we have an idea I don't have that number for you right now but we have an idea because when we're measuring the ACT composite score we're looking at how students perform at their highest level on each subtest so a student might have taken the math test twice and there second time they took it they scored their highest and we do that for each of the subtests and that's how we calculate the composite and which is also what act does that's why you can take single sections of the test now and report that to universities um we have the data we just haven't studied it that closely so I don't have that number for you right now but yeah I didn't expect the actual number but I think it would be an interesting data point to look at um and then my second question was um as we've seen like the the number of AP tests went up significantly and you mentioned that the IB science and math scores had gone down a little bit um is that partly just due to fewer students taking that test kind of similar to what we're talking about with the act like there's that tension between ab and I IB and then Vantage and all those different offerings um is there any sometimes students take they take the test and they don't take the class um that can happen um but that has happen historically over years but I think that's what can happen when we have so many more students taking a test it doesn't mean that all of them are taking that course um but that's my educated guess right now I don't yeah thank you any other questions or comments Patrick yeah mostly a comment I think everyone else covered my questions but I would just say I agree with you it's a great report and as a parent of two kids who went through the IV program I'm pleased to see those high scores and high rate of page yet again this year that it shows we have a commitment to that program and I you know I'd like to also hear what you're saying about focusing on where the scores weren't quite so great and and what you know the the ongoing work of trying to continue to bring those bring up those those lagging scores where we can thank you superintendent law for board members and members of the public students sign up for these exams in the next few months we one of the questions that the board had a year ago is will we see a decrease in students signing up for these exams when we shifted our policy to high grades or high test scores we should be able to report on something on on if we've seen a drop in students signing up probably December January about a year after that policy thank you um I would also just say too it's really cool that we have so many kids that are taking these classes because they're getting college credit from taking this I mean that's 1917 students and 88% of them are eligible for college credit and that's just amazing so thanks to all those teachers and everybody out there that are supporting that work Chris the AP sorry and the AP Scholars on the previous slides and what is that three or better on four or five tests and you know now you're talking semesters of college that that that they have so sorry all good thank you so much Dr yeah thank you um next up tonight we have approval of policy number 502 um regarding attendance and treny superintendent law Madam chair members of the board uh tonight our executive director of HR and general council is going to be presenting two policies I would remind the members of the public that if you wanted to see the discussion about the first reading of these policies those are now televised are recorded for work sessions and that happened at the work session at the end of August but tonight miss flowers will be covering these two policies with uh attendance in treny and student discipline code of conduct both were impacted by changes in the legislation recently and I'll let her run through the changes and the vetting process thank you superintendent law good evening Madam chair and members of the board the newly proposed attendance policy combines policies number 02 and 503 there was one policy for elementary and middle schools and a separate policy for the high school we created the new policy to provide more clarity and to align it with the msba policy how the new however the new policy still has a car route for those specific needs of the high school we met with principls we got their feedback their input and their insights on what they wanted to see in the policy and we also updated our student information system codes to support a successful roll out the work on this policy has been in motion for the past year in the purpose statement of the policy you'll see that it clearly states that attendance is a shared responsibility of the student parents teachers and administrators we also clearly lay out the expectations of each stakeholder that you will see in the shared responsibility section that's followed by the attendance protocols which outlines reasons and consequences for excused and unexcused absences in the consequences section in particular for both the excused and unexcused it included a lot of conversation with principles and enrollment and thought partnership to see what that would look like it was important for us to give students the opportunity to make up work and to partner with parents to get students back in school who who had excessive absences and just being transparent about what to expect from the school our schools communicate with parents in a multitude of ways for any absence as well as for consecutive absences the next section of the policy defines tardiness and how it should be reported and that is followed by the religious observance accommodation section which reflects the current statute and the last section of the policy reflects the district's reporting obligations on attendance any questions thank you Doc miss uh thank you Miss FL sorry um can I have a motion to approve policy 502 uh motion carries um next up is approval of policy number 506 student discipline and code of conduct superintendent law oh pass it right to Miss Flowers all righty thank you similar to the attendance policy we've been into discussion about the discipline policy for the past year this policy was heavily reliant on having our student information system codes updated we're now required to report certain data to mde in the state that we weren't before and our student systems will now allow us to do that one of the largest legislative changes for discipline is to implore non-exclusionary practices prior to suspension with the exception of safety in addition there were some changes made to use of force the first revision you'll see is on page two under principle and teacher these changes allow us to use Force when a student is a danger to themselves in an effort to prevent them from harming themselves whereas prior it was only when the student posed a danger to another person note that any use of force is only the minimal amount of force necessary to prevent harm to the student there is no use of force allowed for damage to property the next revision is to the readmission plan and clarifying that it can be verbal that typically occurs through conversations with parents and the principal so we want it to capture that in this policy but we also have shared the expectation with principles to reduce that to writing as soon as feasibly possible i' like to draw your attention to the top of page nine where it shows that non-exclusionary practices will be implored again with the exception of safety and that this is attempted prior to most suspensions the bottom of page nine in section C2 notes Our obligation when a student has had more than 10 consecutive days of absences it now shows that we must offer to assist with making mental health arrangements for the students however this is not a cost that the district is responsible for in section C3 the district can collaborate with the mental health specialist other community support partner or with the family when appropriate and if so it should be included in that readmission plan following suspension on the bottom of page 10 it states that our notice requirements for a suspension is within 48 hours and moving on to the bottom of page 11 this notes the prohibition on suspensions for students in prek through third grade we are not allowed to suspend those students and it's important to know that a partial day does not count as a suspension next on the top of page 12 it's updated to say non-exclusionary versus alternative services and an update to show that legal resources are available on MD's website the bottom of page 13 notes that our reporting duties include physical assault on a staff member by a student and reporting of non-exclusionary discipline again our student Information Systems have been updated to support this reporting on page 14 it states that the admission and readmission plan requirement with an update showing that there must be a plan to improve the students behavior the students with disability section has language that is now more inclusive and points out that fape and idea those statutes particular for students receiving special education 504 Services still apply what qualifies for a student what qualifies as a suspension for a student who doesn't have an IEP is different than a student with an IEP including perhaps like a partial day suspension if you have an IP that could count as a suspension whereas with a general education student that wouldn't be considered one and lastly our complaint procedure we launched this last year and now we have it reflected in this updated policy that is in our student handbooks and that allows staff and families if they wish to challenge a disciplinary decision to do so and we have it noted that those go through the associate superintendent and I am asking that you thank you uh next up tonight we have approval of a bid for the unit ventilator replacement at no superintendent law Madam chair members of the board one of the things that manat tanka does incredibly well is get out early for bids so that we can um get contractors as they're wrapping up the current season and thinking way ahead the next summer tonight the Executive Director of Finance and operations Mr Mah is bringing forward two approvals for bids as you can see in there and I think you'll see that we Faire pretty well when we go out this early and get bids Mr brois thank you super intendent law uh chair singer and members of the board uh this is a time of year that I'm fortunate enough to be able to work in three fiscal years at once we're closing fiscal year 24 we're working in 25 and we're planning for 26 so um if it's Thursday it must be fiscal 26 um we have some bids in front of us the first two of uh several that are going to be coming forward as part of our long-term facility maintenance plan uh I'd like to take just a short opportunity to talk about our our facilities because is we have uh um our over over a million square fet was built before 1967 and uh it's they all of our buildings have good bones and so by stead being able to as as these buildings reach sort of midlife uh we've been working really for the last 16 to 17 years just rebuilding the existing buildings uh and making sure that there uh are ready for the long term for the next 30 or 40 years and also uh you know and paying it forward because uh some somebody built our buildings in the middle of the Great Depression uh some of our buildings and a lot of our buildings were built uh right after uh the uh um you know World War II in the baby boom generation and they put their hard earned dollars into those those uh assets for us and so we're paying it forward by making sure that they're in good shape for our students but also in good shape for for future students and uh so this process has has been pretty heavy for the last 17 years we're actually going to be coming to um a point where a lot of things are finished so uh one of the things with this first item is approval a bid for unit ventilator replacement at minow to Elementary School uh among the things we're doing there's some other things along with that we're actually replacing some some original cabinets from a 1955 section of the building uh along with that but the M majority of this is replacing the unit ventilator which is the uh uh the ventilation systems uh where we replacing them with upto-date modern HVAC systems and so upon completion of this project uh with these last 20 rooms every elementary school classroom in the district by the end of next September uh will be uh have have air conditioning uh for the hot times in the year of course this time of of of year right now is usually a lot warmer than it is uh usually there's three or four weeks in September uh and then there's another three four five weeks in in May and June where it gets pretty warm and kids get kind of antsy if that it's they're not comfortable they don't learn as well and that doesn't sound like a lot on either the shoulder but eight or nine weeks is 25% of the time so uh by having a good a good situation uh in terms of of comfort people can focus on learning and and helping to just keep getting smarter uh so uh but as of actually as of this year uh every Elementary School room except these last 20 has been has has uh achieved that that level of of uh climate control so we had five bids that were opened I'm sorry six bids that were submitted today uh the uh low contractor for this project was two contractors in the amount of 1,934 n43 and uh we are asked this is funded out of our long-term facility maintenance fund with the bonds that we issue every year for the projects with the plan that you approved and then the plan has been approved by the Department of Education so we're asking that you approve the low bid for qon from Q contractors uh for uh this project for summer 2025 thank you thank you Mr Bah uh can I have a motion to approve the bid as outlined by Mr bis for the replacement of motion carries thank you um next up tonight is an approval for the bid for siding windows and R22 HVAC replacement at Clear Springs Mr B thank you chair singer and members of the board this project is for the Northwest Wing at Clear Springs Elementary that you see when you drive in into the parking lot from uh from Highway 101 that building was constructed in 1996 the first uh first use was in the fall of 96 so in at the end of of this fiscal year in June of 2025 it will basically have 30 years of use so uh we re roofed it after 25 years several years back with another good 25e roof on top of that uh but we are looking to replace the siding in the windows uh and then it also is equipped uh with uh HVAC system that has uh the R22 refrigerant which is something you can't get anymore uh so you have to replace it with a um with updated equipment uh that utilize either r410a or R4 554 um so anyway um uh we are updating the HVAC equipment equipment as part of this and uh this estimate came in way under bid this is a project that we don't usually do and it's got some unique sighting compared to most of our other buildings so we estimated conservatively uh the we opened five bids and the low this afternoon and the low bid was CM Construction in the amount of $1,174 so we have some budget savings uh but we'll we'll apply that to some additional work that can be done we can move up projects that are scheduled for another year out and get a few more things done on our build on our Fleet of buildings so um uh we ask that you accept the low bid of CM Construction in the amount of prices because we're out earlier than most so the the contractors actually know that too so it was it was that was nice anecdote from this afternoon but it was nice to hear like to have good financial news when we can find it absolutely yeah I was going to basically say the same and also I don't envy that you're in three fiscal years and a regular calendar year all at once because I can barely keep give the uh Cabinet member employee of the day award to Angie flowers who presented earlier tonight Olive cabinet rolls out to all the buildings to support transportation and this morning a young woman got on the wrong bus and ended up at the wrong school that resulted in a bus ride to the right school with antie flowers because the St the student was a little reluctant to ride alone in a bus and so a little above and beyond today and I I appreciate that all of our leadership team this building empties out at arrival in dismissal to make sure kids get to school and get home safely um I'd also point out that September is now Schoolboard appreciation month the Minnesota School Board Association switched it from February to September and so we are fortunate in minaka to have a board that works so cohesively setting high standards for our students seeking Excellence fiscal accountability and constant Improvement and uh throughout the year I'm pleased to report things like tonight where we have incredibly High performing students meeting a broader basee that's all with support of a board working together uh bringing bringing good questions to our presenters and asking for good information but also supporting as we move forward so for the members of the public and at a time when not everyone wants to run for school board we are fortunate to have seven members that are working hard on the Public's behalf for the betterment of our students if you get a chance to see these board members out and about please thank them yourself and I'd point out that uh in just a few short weeks this homecoming weekend the 27th and 28th a lot of things happen around the high school that whole week uh get involved we have an alumni event on that Saturday i' encourage all of you to
