broader discussion that's always to concern how many employees are in that this discussion total like for example if you weigh employee a and employee B are we talking about a grand total of three employees and there's 15 I don't know enough about the for that A or B doesn't matter I mean that's you can't you can't in that if you had 20 employees I might say that that fly but if you got two with a and b matter you I mean you can talk about the situation but if it's going to lead into well well the situation we have now is that or B or you know yeah we we don't know when a particular employee will be will be back and the temporary contract we have you have anything else no yes I do yes um I was t with the job of finding a banner for the summertime and so I called Dennis first Office boxes in Woodberry Connecticut but I also think they work out of North Carolina and I looked through all their pages of spring and summer banners and they all look the same to me they did with a little color differential here and there and then on the last page the last row of pictures I found this one so I printed copies for everyone would you pass those down and um the lady uh that I spoke with most recently um was delightful I tried to copy this off from my computer to the printer and it was just all fuzzy I told her the same thing she tried to do it it was Fuzzy her art Department gave this to us did everyone get one good um they uh we the words the words can be changed that's not the problem I didn't even do anything with the words yet but my concern was that was going to cost more money but uh one hour of art design time which would be the words is included in the price and the price is $43 each and I just wanted you all to see what was going to be ordered and anybody has an idea for Words I'd be glad to write them down and come we can come to some um decision if you'd like if you want to think about it that's fine too I've got a couple s I'm sorry hear along with this like we're going to have to make up like a yearly schedule of you know yes when you know when certain ones go up because now we have four or five different types and it's like are we overlapping because we have flag banners we have our seal we have our seal banners we have the ones the veterans should be up soon through that's that goes up the day before the grade and then in November they they go up again or they stay until November no they go up again they par 111 for the parade and then they go up for the entire okay because I have another idea for fall but that that's for fall but that's I just wanted to show you what I did well we we should work with DPW with a schedule of what goes up when right they need to know what goes I think we need to make that schedule of when we want them to be up okay my opinion okay good thanks you have anything uh nothing for Council here for confence okay so an update on Board of Health discussion on cats Board of Health discussed cats at the last meeting and they subsequently made some recommendations for the council to consider for our ordinance update um so just to quickly overview Morris Plains has a very strict policy currently on cats compared to other towns we have a three cat limit per property most towns have no limit or I've seen a limit of six cats in you must license cats um many towns don't require licenses for cats some do our ordinance also requires cats to wear a collar and an and a registration tag showing that they are licensed um roaming cats are not allowed in the burrow you cannot feed cats outdoors and we have a policy of that is the equivalent of trap and euthanize uh cats that um are Nu are stated to be a nuisance by the burrow uh that requires the state the state requ is that we have hold them in a shelter for seven days and attempt to find their owner if they're not um claimed previously or if they're not tagged for someone to be their their cat um so the result of that ordinance has not been very successful uh even though it is a strict ordinance the current policy of trap and exterminate uh has not been effective in preventing a large cat colony on Franklin this problem was reported at least as early as 2019 um where they couldn't weren't able to catch the people feeding them though there were reports of people feeding uh so there was no other action taken and um as far as I know that resulted in what we now know was a quite large group of cats in that area that contined to reproduce as they were not um trapped neutered and released or trapped and neutered at least so if we hadn't followed the current for this recent occurrence on Franklin if we had followed the current trap and kill ordinance the current C crisis would have cost the burrow an estimated $10,500 for the 30 adult cats that were that were held that would have been held for 7 days at $50 a day and if we had euthanized half of them let's just estimate that would have been an additional $1,800 at $120 approximately so why has this why has our approach even though it's strict failed and I think we discuss a lot of this already but uh it's possible to prohibit free roaming cats or limit their numbers by ordinance um it's wishful thinking we don't want the cats there no one wants them in their neighborhoods or in their communities no no towns want that but they do exist so the best way to handle that is to make sure they're not reproducing at the very minimum um people don't want to currently comply with our ordinance because they uh don't agree with the approach they feel it's inhumane so there are people who fail to report or cooperate and it is difficult to enforce we as we seen it's hard to catch people who are feeding it's hard to catch them in the ACT they put the food out they clean it up um and our ordinance currently we found out does not pro prohibit harboring or Sheltering outdoor cats the the language is too vague to hold someone accountable for that so that needs to be that's something we can tighten up when we look at this ordinance to try to repair some of the some of the things that we can improve improve um people are looking for a way to reduce the problem humanely to eliminate the problem so a policy of trap neuter return also can help limit liability and this is one of the reasons why they the Board of Health recommended it because if the burrow encourages residents to cooperate in reporting stay cats we can focus our enforcement on compelling more feeders to vaccinate and spay neuter which will help to reduce the overpopulation um feeding the cats is a response it hasn't caused the roaming cats but it does cause cats to in one particular area which can result in nuisance Behavior it also can attract wild animals other wild animals which also can pose a health bre so Barrow residents one's here with us tonight took it on themselves to address the population um explosion of cats on Franklin Place 37 cats and kittens have been trapped of these only 19 cats have been released only that's a lot have been re-released back into the neighborhood as far as my recent calculations go uh they've been fully vac and SP neutered um of these 27 were of reproductive 27 of the 37 cats were of reproductive age so with the ability to have four cat litters a year this was crucial action benefiting the community at large um at the resident's own cost so the Board of Health explored whether the buau should consider a trap Neuer release program to comp continue to support these efforts and after careful consideration here's what they recommended they recommended that we change our ordinance uh 5- 39.1 2 and three to replace the word destroy and destruction with euthanize okay so that's not much of a change it's just a semantics they want to include the addition of neutered Spade vaccinated when cats are impounded for being off premises for having no visible registration tag for being suspected to be rabid or uh a threat to reported to be a threat to public health safety welfare or enjoyment of property so they want to add the wording there in those sections of our ordinance they want the to maintain its three cat limit per property um they're saying that cat individuals who direct the TNR process would become the cat owner and assume responsibility for further vaccination so we need to further clarify what what that means direct direct the TNR process the cats that were recently TNR on frankly will be given an exemption exemptions which the burrow Council should identify they did not identify those so we need to discuss will they be exempt from the requirements to be licensed will they res be Exempted from the three cat restriction um Etc and any uh they also suggested that any Resident that pursues TNR should assume the same role as owners with the welfare of the animal including vaccination and Licensing the town so an owner that would be someone like myself who has two cats that I've licensed already so I they would have the same responsibilities that I have um they also suggested that the town may want to offer microchipping as an alternative to registration tags um in our ordinance that you don't have have a tag on your cat but instead you could microchip your cat so that if they're caught as a nuisance animal we can identify the owner of that animal without having them wear a tag a lot of people are against the tags so I want to open this up for conversation and um you know I I have some thoughts on these but I I also wanted to hear from from all of you on these suggestions and um has anybody else seen this or is there just going on what you're saying now they haven't seen it I'm presenting I wrote it down because I can't speak off the cuff I need to write everything down that's but nobody has seen no I think you did I saw it but nobody else has seen that well I did share it with my committee yes I did um just first of all I mean I think the ordinance the way that it's written has been successful we haven't had this sort of trouble and I don't know how long are their pockets that pop up all the time yeah they pop up but that's still going to happen so I just think that those statements in that beginning or yeah because it has we do have a problem here we're going to address that and have addressed it and we were on a conference call with animal control for probably an hour and um I I learned a lot I I'm sure you learned a lot through all that and um I I think the problem has from what we were told has kind of leveled off and it is working right so um but not to say that we don't have to do any upgrades or changing to the ordinance right now but I think I think the Board of Health gave some good recommendations I do think we need to clarify some other items in there I look forward to hearing what everybody else there are some good I just have a question Nancy you said that somebody said it was you said somebody said it was inhumane to do something was that to neuter the cat no to a roaming cat that's not out there because of any ill will on its own to have them euthanized un just because they exist words if they create a nuisance with someone or they're sick or they you know destroy property that's different but um people don't agree with just reporting a St cat and then having it collected held for thank you so I had a question about the amount of cats so with our limit of three if there's someone in our community that is taking it upon themselves to have these cats neutered um but they can't keep them because of the limit is there a way that we can um forgo or whatever the limit for somebody that that's actively paying to have these cats neutered and helping the situation because it almost feels like it's a deterrent if these people are are doing this and then they can't keep them right or they catch more than three right number four right if you want to neuter that fourth one well you you can but then who knows you know it's going to go into a pound or who knows what's going to happen Board of Health feels strongly that three cat limit per property is uh adequate and that after three that that our current policy would be followed which is they would be you know held to see if anyone claims them and then they would be euthanized because there's nowhere else for them to go unless they were adopted they could be put up for adoption they would be put up for adoption three three options would right a sh adoption Barn what they call that Barn yeah they don't have anywhere like that currently there's nowhere they don't have a place to do you have copies of what you just this comment yeah what I just Shar with you I do I also have a copy of our ordinance if anyone wants to look at over I have copies of that so uh you can RW we we can have another discussion what and this is the are information sh 2017 I think that if people get wind of the fact that there's still this looming you know if if it's not truly TNR which is that we're going to trap do to release the cats that are captured we may not get the level of cooperation that we've seen with this recent incident um people are not um likely to cooperate with burrow if they think that that could be an option but something like that happen um there are some other things that are out in the universe including Readington has a provision that I think we should consider called you feed you fix so if you're caught feeding outdoor cats you are the presumed owner and you're responsible to have them I thought we had that well that's what yeah we had this very similar problem a number of years ago we had it back there on Forest Drive I think years ago but the problem is is people are feeding and they're not claiming them that's right so the problem on Franklin so in 2019 when I was public health we had the same problem I think what happens here is that there's Peak and Val right and was res and we I went with animal control and we got permission from the house next door to go into their backyard to look over to see you know we didn't see any food but we know that that's where that was the source right but without seeing any evidence there's really nothing that you can do and what was happening is that those houses those cats were going to other adjacent streets and causing some pretty you know serious issues and there were other residents that were complaining and then what happed that after a while it dies down you know but then it surfaces back up so it is a continual problem we' had problems I don't remember problem being this big in there was like my first year it was I spent a lot of time on yeah but not this many qu quantity was it the same street yeah was it yeah I don't think you know how many cats there are but I think one thing I would strengthen our ordinance is to add some more clear definitions as you will see on the last page of the recommendations that I have here one of them being to strengthen our nuisance complaint language to make that stronger but also to strengthen the definition of owner so that we include anyone who Harbors or maintains a cat or knowingly feeds a cat or knowingly permits a cat to remain on or about any premises occupied by that person uh they should be considered the owner um if they knowingly allow a cat to Main are permitted on the premises I think that will help strengthen when we see some of these shelters and things like that um that that will help us with you know enforcing um and also the nuisance complaints that we strengthen that language as as you see here I think that would be helpful to uh to give it some teeth so while we're maybe some might think of it as loosening the restrictions on roaming cats which frankly are there anyway and we're not saying it's okay because I'll read you the definition of this of this type of program is to uh the purpose is to reduce the population of feral and free Roman cats benefiting Public Health improving the quality of life for residents and ensuring the Humane treatment of community cats um so that's the whole purpose of the TNR effort not to allow cats everywhere in the burrow indiscriminately and and things like that but to make sure that the ones that are there are not reproducing and that they're not spreading disease so um I do think that prohibiting roaming cats is something that seems pointless because it's impossible to do uh but I do think that um I think we should think about the three cats if that's the number we want to stick with it is the lowest number I've seen anywhere some towns don't have any limit on how many cats you can own or if you look at Readington and stuff those are those are sprawled out towns right your neighbor may not may be hundreds of feet or whatever away from you I mean of course there's close but around here I think it's way too close to have any kind of large number right I think that's really what it is colum was lead to your neighbors are are right here right because you have cats or like them want six doesn't mean your neighborhood absolutely you know you're darned if you do and darn if you don't because the cats bring down rats and mice population too and the birds we don't have those problem we don't have any commercial establishments and garbage one thing I also want to point out it's hard it's hard to find a fine line and all differ right is if you could consider too in the definition of owner States here that this is from another town that a business or property owner shall also be considered an owner if they knowingly allow a cat to be maintained or permitted on the premises so you know I think we we currently have some some businesses that have open uh dumpsters that are they they probably know that cats are in there every night so then are we going to identify them as the owner if they're basically feeding the cats so it's something to consider also just um c as well yes okay so does anybody have any feedback uh other than what the Board of Health recommended are we supposed to are we supposed to consider what I have and U I know that when you adop account if not mistaken they really have a CH inside now a lot of times the same they have a chip inside just the outside tag is easier to identify right they can identified with the chip yeah no they can but you'd have to get the cat catch it you have to catch it catch it first to find out whether somebody's C here got a tag whatever the concern I have just one concern this is very well done Nancy thank you the uh fact that they get a rabies shot but don't you have to get rabies shots every year so after a year those cats that got the shot are going to need it again and that's going to be an issue so right right now the way the the ordinance reads other than we have to figure out what the exceptions are for that current Colony that exists because they mentioned exceptions but didn't identify um for the new TNR cats going forward by this ordinance what are we are we going to require them also to be licensed which means the same thing that you know I would have to do for my two indoor cats they they have to get the vaccination up you know every three years after the first one and submit the paperwork and pay the pay the license fee so and all these CL are on on who's ever doing them the owner the owner right so so it's not necessarily who's doing the TNR because we have a woman in town who's elderly who doesn't who can't trap the animals right she's they're on her premises though and she's asked for help to trap them she's the owner not the person trapped them so we have to be careful too about making the person who's trapping be the owner because if that yeah you never got our Animal control officer be well know we offer the to see who's having pet food delivered to their home that's how we found it anybody else anything I have one other thing I signed a uh an application for uh solar panels on 900 American Road they're applying for a grant for solar panels I wrote a a letter supporting their efforts in that and uh this particular program that they have would benefit um future affordable housing power so I don't know how they do that or not or whatever but so I don't know whether they were accepted or not it's going back for two weeks or so I guess and see where that goes but I'm sure the building department will be gets I may get something that they get approve to that was a good thing there so okay one thing the uh with that is the energy had recommended that the B adopt an ordinance on what solar installations should look like so that we don't have a bunch of monst monstrosities you know in the burrow so something we might want to think about if we're GNA have this which we probably will out right they they have Lambs goats around the solar panels keep them clean this is going up top we don't have to LS we have no more land upet now they want to bring they want to bring goats in for poison there you go all B all we do need Executive oh sorry resolve by by the bur Council of the bur of mors plains our um our clerk's office uh they continue to process several Oprah requests um and food estab food establishment licenses and they are prepping for the primary on June 4th super Public Safety Mr Cortez the chief is at a wedding so he's not here and the also the fire chief has another engagement he can't be here but um for as far as the police goes to the department participated in the clicket OR ticket seat belt enforcement campaign that's going to begin um May 20th on Monday uh the police department also uh plans have been finalized for Memorial Day Parade so hopefully we have good weather um no so will be never they're actively working on uh our National Night Out event on Tuesday August 6th if you guys need these dates please call me later give them to you I let you write down at 5:30 p.m. at community park and uh also the police chief's vehicle will be competed by the equipment installer next week things take quite a bit of time and get all things working uh and the old Chief truck we will remain in the police department Fleet for just because they're busy over the summer and the roadway construction going on they feel that they need that vehicle um fire the U the the trucks are our fire our all our trucks 100% in the fire department everything's working there's always been one out for this one out for that one out for this one out for that we are 100% operational which is really good and they also took in 128 calls um as far as the proposed expansion um I even got a call from the architect that's working on this and he basically this part of the firm is U inquiring uh the chief he's asking the lieutenants uh the detectives the the sergeants what they do during the day how much space they need and and it's very it's it's great that they're doing this right because they're going to be able to do something that's going to make everyone somewhat not 100% happy but you know they they they're going to take in everybody's concern of what they want um and I think that process has been almost completed so that's so that that's a good thing and I think that's about all I have mayor okay um just want to add and I'm sure the chief would if he was here um Chief and I got invited to the board of ed meeting last Tuesday and in where uh our sleo Mike Roth did a presentation to the board of everything and all his responsibilities uh that he has in between the two schools and his relationship with the kids and the administration and the teachers and everybody else that uh that he touches over there and um uh you know you hire people and you tell them to go and do this job you don't realize what what the everything that they do he spoke for nearly an hour on just topics of things that he does on a day-to-day basis and how much does the district now relies on him and uh some of the apprehension that that has been taken off of their shoulders the communication now is is a lot better uh you have somebody there in the buildings instead of mar calling here and talking to the chief some of those questions can be answered right away with our resource officer that's over there so um it was a fantastic presentation um I'm am going to invite Mike I don't know when sometime over the summer maybe in September to come here and talk to the council about what his roles are over there I think it's a real eye opener I learned a lot and I'm sure the rest of the council and whatever public is here will also learn a lot on the respons and his day-to-day operations over there so he's very well liked over there and he's doing a fantastic job mayor com um as a substitute teacher of burough school I see m a lot and I have to go along with everything you said it's a pleasure to see him every day he smiles with everybody he says hello he chats whatever he needs to say to you or to anyone around him it's excellent to have him there he's great good uh moving on Public Works art is not here I could jump in so uh DBW is getting ready uh working hard to get the burrow ready for the parade um they cut grass at all the burrow properties um they filled the flower tubs with top soil so that um the All Seasons Garden Club can can plant the flowers they also picked up all the flowers because they go to um a nursery quite a bit a distance from here to get a good price of our flowers they clean wank park for the fishing contest uh they planted six trees uh for beautification and they also planted trees for shade tree as part of the replenishment program um we went around to different residents that had trees taken off their properties and the trees were actually planted last week and um we got a a few notes of of thanks for that um and very happy with the new trees so just moving over to I'm sorry Bill thank you just to follow up on the road improvement contract that was awarded tonight once John approves the uh bid documents we'll be sending out the award package sending up the preconstruction meeting get this going as soon as we can good any updates on the American or c uh moving on buildings and grounds Joe uh just a few things so um Nancy and I participated in a call with the Mars County Parks Commission um for the trail Grant so you may recall that we submitted um a grant back in 2021 back then it was um you had to combine both your design and permitting in your actual construction phase at the same time and then Co hit prices escalated um and then we also had um some um an RFP that we had to put out and different things but essentially costs escalated and the way that the program was built is that you you're not able to go back and increase cost or change things so I know that I reported probably last year that we actually um gave the grant money back we didn't spend a penny we gave it all back to them and we're reapplying this year and a lot of um communities are doing that because they into the same problem with the escalation in price it was cost prohibited to even do the designer permitting or the construction phase for many time so um Nancy and I participated in the call um the kickoff call and we'll be working with um our grant writer and Bill as well I know I mentioned a while back that this this is going to be coming up we'll also be working with Jerry s we we'll partner up again and uh and put that Grant together really nice with about that yeah yeah so and then Steve and I met um about the grant uh last week as well so I took them through the entire process uh Farmers Market um Saturday June 8th is our kickoff day tomorrow we are having uh the annual breakfast with our sponsor Provident Bank all of our vendors are going to be returning and lots of different entertainment and fun and we'll continue to update everybody as we go Public Health sanitation and seers okay we had a Board of Health meeting on Wednesday May 8th they announced that they're going to have the county is going to hold a family health day at our community center on Saturday June sorry 15th uh from 10: a.m. to 2 PM with Wellness offerings like health and Mobility screenings vaccinations blood pressure skin cancer free lead screenings you can bring items from your household to be to be screened um they're also going to have outdoor games trucks and more um it's also sponsored by Atlantic Health Systems they reported on health inspections and they're looking to add two alternate board members to their board Kelly Burrows and Sean kek Mulligan they also provided several suggestions to amend the barel ordinances to control a roaming C population which I shared with the committee uh at conference session tonight so we're going to review those suggestions Municipal Alliance has an on Friday around the world f food festival uh with the organizations fast and the Morris Plains Education Association and Beyond differences uh from 6:00 to 800m on May 18th the alliance is sponsoring Family Fitness morning which is free for all residents they're going to have uh Pure Bar jazzer size archery and martial arts you can sign up on the bar website they already have 42 children and 45 adults signed up starts at 8:00 a.m. they also need volunteers so service hours are needed uh you can sign up on the website to volunteer for that event teen center two jobs posted the teen center coordinator and supervisor those uh job postings have been extended through July tonight we met with new board members May 8th for onboarding all are from the incoming sixth grade class we have two additional board members that are going to co-chair the uh chaperon position that since our last meeting that's Lisa Lombardi and um Dori Naran so we're grateful to all stepped up and I think it's going to be a great group they're really already digging in and rolling up their sleeves so it's it's really nice we have an exciting allg grade event coming up soon with cona ice for the sixth through eth grade and some inflatable obstacle obstacle course things I don't know what that looks like but I'm I'm interested to say don't get on one I have no intention of doing that uh the mayor shared with me an invitation that came for an informal discussion sponsored by the Morris Township Transportation advisory commit uh so I attended that last night with adjoining towns Madison representatives from Madison Morris Town Morris Township cadams and Mars Plains the goal is uh to share discuss best practices uh for the purpose of encouraging design of our streets that would treat all persons moving on the route with the same degree of equality offers bicyclists scooters E Scooters wheelchairs Etc uh one of the practic one of the best practices discussed was marown they have adopted a checklist to encourage all new developments to include 88 curb ramps bike racks and bike parking things like that so this is part of Morris Township's new complete and green streets policy which encouraged them to the policy encouraged them to collaborate with nearby towns adjoining towns and that's how that came about that's it he ordinances and Public Utilities Kathy yes thank you mayor um planning board there was a planning board meeting on Monday May 13th and I was UN able to attend but um I wanted to see what happened so I checked it in to see what was uh discussed and there had been an application submitted for completeness but it was not complete and therefore that um application will be moved to the June 17th meeting um and just a quick note on the Girl Scouts I know you've heard me talk about them they were U they're planning to do something at the uh at watn not watn at Jim no at the cornfield sorry silence thankk you um they finally finally received their approval for the uh what they want to do at the girls from the Girl Scout council and they're thrilled they're excited to come here and share their plan with you all but they want a couple of weeks to uh get all their facts in order um I saw the form that they have to fill out to do this not to come here but to do this um activity they want to have they want to have a a game called called it at at Burrow school is called four square and there are four squares you have to deal with and they're on the ground nine squares is a game that goes upwards and they have to build it and that's what they want to explain they want to have a they said they want to make a picture so you all know exactly what they're doing but they're very excited and um it's there they can get this award I think I told you already they can get this award at their age group now and then they can get a gold award when they're seniors or right before right 18th birthday I guess but um I'm thinking maybe the second meeting in June but I'll talk to youall see if that's good for everybody okay that's all I have today I just wanted to add so there was an award um banquet last night for Girl Scouts and there were three of our um residents that were honored and one was Rachel srai for 15 years as a scout leader so it's really amazing dedication and Monica Viola and Jessica or as well so really great leaders in our community we're very lucky good thank you very much we have no presentation of communications or petitions we do have an ordinance on first read yes sir um I council member Kelly introduce the following ordinance and read the Same by title and move that it be passed on first reading ordinance number 42024 and ordinance to appropriate 665 ,000 from the capital Improvement fund for the various improvements in and by the burrow of Morris Plains in the county of morris state of New Jersey is and read by title at this meeting on May 16th 2024 and passed on the first reading now therefore it be resolved that at a meeting to be held on June 6th 2024 at 8:30 p.m. prevailing time at the municipal building in the said burrow this Council will further consider for second reading and final passage the said ordinance and be it further resolved that the clerk of the buau is directed to publish and mail the proper notice therefore including the ordinance the ordinance on the bulle board in the municipal building and to make copies available to members of the General Public public is there a second second second by Dennis all in favor I I opposed abstain the eyes have it um this puts the funds in place for um a mini pumper for the fire department 10 sets of turnout gear for the fire department uh four new radar units for the police department uh uh tennis court upgrades at the community park computer upgrades and a boiler for 555 speed Avenue next FL we have no ordinances on
