direct restaurant in the D2 business Zone I would like to you know while we can't go back in time to prevent the tragedy of the McDonald's application um which unfortunately has been an emotional topic that's many has downgraded our town to a bit of a a highway off ramp um I would still like to protect our town from additional deterioration or degradation and danger by reversing the drive-through restaurant um change from that um ordinance back to the B2 Zone without the drive-thru restaurants so again McDonald's we know what the boat outcome with last night but there are other properties that could potentially decide now to change to drive to a restaurant and I think we all heard um the concerns of the town around the danger and my concern is that we would further exacerbate the problem and the deterioration of our town if we don't close this store before other businesses come in with applications that are headed down a path so what we heard last night is the minute that permissible use went through um some you know some of the people on the planning board felt that that was that was it right it was a done deal and I don't want any more done deals if we can realize that the thoughts that went into preparing that um ordinance or the changing that ordinance were dated back in the pandemic and that we don't have the same issues now and the town made it clear they'd rather a an empty a vacant lot than a drive restaurant right for the sake of this town so I would like to put it to this group to see if we can revisit that change um or that ordinance to put a put a stop to this and close the door for future drive-through restaurants in the B2 business in the B2 so I'm not exactly sure how to go about that um to ask for a resolution on that um or someone to work on that to to push that topic forward the um the ordinance committee will certainly look at that starting okay and if if there can be some urgency about it so that we don't have another application in our lab headed down a path that where we we can't stop it so beginning of January pardon the beginning of January okay I'm glad for your commit to that thank you 11on Road I'm just wondering if the town has budgeted has done the police budget or giv them an increase for the upcoming year well I urge the council to do so because I know they're already busy and we need we will definitely need more officers with McDonald's I can promise you that we'll probably need at least one um after the McDonald's being approved last night you're definitely going to need one to just cover the calls that I anticipate making from the moment demolition begins the vote last night spoke volumes as to how some of our town Representatives feel about the citizens and their quality of life in the community of caring unfortunately this puts me and my neighborhood in a position that we canot sit quietly and let more detriment happen I plan to call every single time there's anything I feel that is not being followed by the books I've already spoke to Chief corsky and I apologize to him in advance um but I will have his number memorized and on speed dial so I urge that we give more funding to the police department because it will definitely be needed um on a different note I've sat here before at least on two other occasions complaining about the garbage and rotted fence in the Friendly's parking lot a fence that was falling into my property for years with no consideration from the property owner that was just rewarded last night um he's never made the smallest effort to try to maintain it to any sort of acceptable condition at the end of the June meeting council meeting I believe it might have been might have been the plan board meeting I spoke directly with you mayor car and asked who I should contact in the town to complain you said you would reach out to the property owner's lawyer and see what could be done and you did in fact do that as you promised and called the lawyer although it took over a month before only half of the fence has been replaced and since then the old fencing has been sitting in a pile outside my living room window in their parking lot for me to enjoy looking at every day after coming back to more Council meetings and complaining again once again about the garbage and the old fencing now piled up in the parking lot at October 17th meeting I was promised it would be taken care of and guess what it's still there I would like to know what fines that property owner has been given for this violation and I'd also like to know why has the zoning officer not been held accountable for performing his duties but I would definitely like to take a moment and thank Mrs verga for taking the time to come out and see for herself what my complaints were I I had urged everybody and maybe some have I only know of Mrs Vera coming to the property and seeing for her and that's it happy holidays and we did have after the meetings the road department did go out there there was complaint about the bags and the whatever else was out there is that I was wondering who clean clean that up you know around the outskirts of that property so why Parcels of land on speed Avenue just a little more than 200 ft from my house while four board members apparently had enough questions on topics ranging from the parking lot size to the safety of our Town's people another board member prior to putting one of the final Nails in the coffin simply stated that all the questions have been answered and voted yes words cannot describe the level of shame I feel towards the individual to approve this this Abomination while all the people who were in the community center last night may live in the community caring it's apparent that not everyone there cares the same amount thank 34 pleas um so disappointed mayor car and Mr skell I can't believe you did this to me I really can't you totally IGN and I'm just so disappointed um Chief kki can I ask you it they love Santa a good time weather wasn't too bad either was a good we're going to do our Santa tour this Sunday at uh we start at 11: a.m. so then we have the two so we're going to do the whole time again we're not going to do stops like we last year so we will be out there 11 a.m. hopefully the street yeah oh wow that's great we do that again um some of our guys we do it every year we go uh for our widows we bring out we give them point settas and a gift so guys did that last Saturday so they the widows love that we appreciate the widows what they gave up the Hanukkah Gil drop will be there with the with the ladder to help the rabbi with Bel drop on the 29th and then the next day we have to bring the truck down to get so without coup I want to thank the uh governing body for and the police chief for giving us an old vehicle that's in service now ch2 is using it and it's it's helping us greatly get through the traffic some um I also want to thank the Govern body for making fire prevention Marsh position full time I just have some stats there that is blowing line from January this year to May at part time there was only 136 inspection from June to December 19th full time 78 uh that's total for the Year date is 844 the revenue brought in in just half a year 7,435 48 compared to last year 3,143 month that's from June so he's been able to get a lot of State money that was out there I think he down to like one get one that one person I mean it's it's not anyone's fault that the money was out there it was just people they left the business and they didn't know about it and uh majority of the businesses now that that Chris is sorry that he has approached uh he's informed them what it was all about he's given them the website to go to for the state and there's been no push back people okay I mean a couple people were like amazed that there was a bill that high on the property but they uh they' worked it out and they've come up with the money you know it benefited us to so just want to we had a a problem right so that guy down in state what's his name division yeah our area I he was very helpful had called him and gave out his number and said whoever call him that worked out that out yeah Rich muty was but I don't think that's no I can't remember name but uh very help and they're going to be the pit that comes out you know but it was good that he was able to talk to the business owner explain the whole thing so that really and I just like I said I want to thank every governing body for this I think this was a uh experiment that has gone in the right direction for the town uh can't I got an extra guy on the road during to day fantastic it's it's keeping the town safe and that's what we have to do we have to keep the town safe and but you know I can't can't express it enough we're fortunate in Mar PLS I don't know how we do it I don't know what how it happens but we have people that want to volunteer in this it's great thing it makes my job a lot easier I'll tell you what U the guys I have as officers and and the membership behind them do anything they train they want to learn they want to do what has to get done uh we I'm very proud of this this department and I think everybody probably in this room should be proud of this department because if you go to other towns you don't have this and that's why we're going on so much Mutual calls people are saying that we have the man we can get things done and uh they appreciate it so I think uh I think you guys P yourselves on the back door it's it's part of the town give us the tools we do you guys deserve a lot of credit like I always say 100% volunteer 100% of the time not even just Mutual aid but you do the fun things here Santa Claus and all the holidays all that kind of stuff to have all everybody here dedicated as much time that they do really fantastic you guys really deserve a lot of credit your officers and teaching the younger guys and everything I think that's part of why kids come andr keep active doing stuff they learning so congratulations she was an honor serving on Public Safety I hope I hope I pretty good job you let me know later but I I do want to show we have a public a big public tonight during the co years this is what touched my heart the most during Co years our fire department got together left their houses and every little kid that had a birthday they went there bells whistles and sang them happy birthday and I'm just that touches my heart and you say the community carrying right there and art I think art drove the truck so I I thank you all and I'll never forget that in my life because it was just we were all down during the covid times we were didn't know where to go our country everything but yet you guys lifted our spirits up what we had same same sound we're not going to mount it on a pole in the back we're actually going to mount it on the roof on the far end of the building so they'll be sticking above the the roof line brongo there was the building was built in 1940 and in front of the Bays were these Black Lanterns I'll call them that have been up there for about 83 years I did a quick calculation and they haven't worked in the 28 years I've been a volunteer firefighter so the mayor and the building grounds committee decided to get them sent out so they've been sand blasted repaired and repainted and did they pick them up today or do you know they called today to tell us that they were ready so we're excited to get them back on they'll be lit just little Cal thing but it was I thought pretty cool so on the DPW um DPW continues to work daily on their police and uh road department Vehicles U they pick up garbage in our Parks which we appreciate uh they had set up for the McDonald's meetings of the community center they finished up blowing the leaves on all the burrow properties uh they finished the holid decorations are awesome as always they've collected 580 cubic yards of leav so far this period uh they assisted clearw services with pump problems at American Road pumping station and the snow has swen not greatly but they have softed uh twice AR roads and they do help with the school grounds and they helped with the installation of the new rotary CL and then moris Township Sewer Department brought their back truck to help us at American Road pump out some debris that was stuck in our wet well and they did a SE sewer detail the Rend generators and clean the sewers four times as period so we appreciate all they do beautification is hibernating with the other bears and animals they're going to wait for the spring to come out and they'll start their beying our town so we appreciate everything everybody does thank you thank you public buildings and ground's not here if anybody has a report not we'll move on public all our parks are beautiful public building Public Health Sanitation n okay the Board of Health met on Wednesday December 11th and discussed plans for the upcoming ladies Clinic mark your calendar Saturday January 4th from 1: to 3 p.m. at the bur garage online registration is now open on the Barrow website we are hoping this year to increase the use of online registration to prevent Frozen pens for people standing out in the cold filling out their registration forms not fun for the volunteers so if you can register online it' be great for everybody we approved Dr Warner as our burough veterinarian for 2025 an authorized payment and they reported that the increases in cases of RSV flu and walking pneumonia are spiking as well as co uh so take care of during the holidays there's a flyer out on out on the desk outside there about these free cancer screenings for women who do not have health insurance that are coming with Atlantic Health on January February in January February March take a look at the probably also in the weekly email and the municipal Alliance uh had met on December 2nd they are beginning there are programmed Seven Habits of Highly Effective teens which is a multi-week presentation for seventh graders Alliance has been sponsoring this for a few years at bar school and it will start in January ending in February um I just want to make a statement here I can't um weigh in on what what happened in the burrow this past these past month but I do want to validate residents who came together to advocate for this community I know you took kind away and I'm reading because I'm not eloquent and I can't speak off the cuff so I know that was criticized last night and I I relate to that so um I just want to say that the love and care that this the residents have for this place uh is definitely unquestionable and um while I can't share my personal views I I do know that the outcome did not align with the vision of many residents and was disappointing and and even devastating to some um and and I really think that this is a time for accountability and transparency and it's a time for us to look at Lessons Learned and take a hard look at our leadership and our processes and make changes that are necessary so we're better representing the people in this community uh the frustration of Voters was evident in the outcome of the elections this year both locally and at the national level level so I think we need to take that seriously as a message for us and how we conduct business every level government and um I'd like to see us try to find some new ways to expand the availability of information to residents at every stage of decision making scaming meetings is one that I hope we can accomplish early in the year I know we have a volunteer doing that and some of us in um some of us that will be on the council next year would like to see that become an official practice um find new ways to encourage residents to share their insights and personal experience before decisions are made ensuring that we have the right people the right positions people who are committed to putting politics aside to do what is best for the community as a whole and double down on the need to treat everyone with respect and dignity focusing Less on the process and more on delivering positive outcomes I I know that when I R did the website several years ago as part of that committee we made sure that our emails and phone numbers are on the website so please reach out to me if you have other thoughts on where we can do better um somebody had a conversation tonight about Rising the ordinance Glory I believe and that has already been discussed in fact it was discussed the night we voted on it when you know there was discussion that we can change it the next day we did not change it the next day there was not the will of the council to do so but I do believe that next year there nextable uh opening we have in January also the um I need to thank the PBA local for hosting their annual Christmas party at Arthur's it was a fun night for all of us um and it's always something to look forward to also I need to thank Chief Wango for bringing Santa and Mrs Claus to the tree lining but as great as they were the girls who danc at the beginning of the ceremonies at the Christmas tree lighting were fantastic these little young dancers were out there they hadn't we hadn't seen them since before Co and then the girls were more um Middle School age were out there dancing and I'm telling you they looked like they were future Ruck hats it was a great great evening um and also the Christmas band concert if anybody I don't know I don't remember seeing any of you here were there but it was an excellent another excellent band performance with Larry rley as our leader and there are 43 members in that band and it was fantastic um on another important issue there's a legislative update it's uh regarding the trees ordinance that's why it's kind of been our our tree ordinance has kind of been put on hold we've been working on it for a long time uh but there's pending legislation opposing the D's tree ordinance it's A- 4260 it prohibits D from requiring certain municipalities to adopt ordinance that controls tree removal and placement and um once we see where that happens we'll continue we have no introduction of ordinances but we do have them on second meeting Mr Kelly sorry is there any way I can talk I miss the public speaking we're having a night time issue sorry canup yeah now I know the drill that no that's okay cuz he might start um Carolyn Bennett 19 Road this is Carson um if you're interested in his age of the year um I literally cry every time I talk he's a year old because when he was born it was October of 2023 um similarly that's when I guess I got a lot of important mail so did not read the pages of political jargon outlining the rezoning ordinance in very close proximity to our house so I come here because my ask is I believe it was a certified piece of mail someone may have signed for it I didn't read it I was postpartum with twins in a very bad place we were in marst toown for more than 5 days so is there any way that important things that will literally change our quality of life can be communicated to the public in a better way than just a piece of mail that we hope we read Because if there's another thing that comes through the mail about this to McDonald's saying I can't promise I'm going to one understand it or two I'm scared if one of my kids grabs it or whatnot so I don't know what the solve is but I I just I I can't be quiet about it so I just want to know if there's a different way that like everything's important but something like that was clearly super important and I would have showed up here and fought the rezoning ordinance I'm sure you guys know that by now that's how I feel um but yeah I feel like I got screwed over and my voice couldn't have been heard because I literally was not there reading this piece of paper so I don't know who gives me an answer I think it's uh it's on the website um those things happen the agendas for the meetings uh usually those are on here like it was it was an ordinance so those are on there um you get certifi it's advertised newspaper what newspaper I don't get a newspaper it's in our Mar news is the newspaper that is the official paper of the B so I have to pay for it do I have to pay to get information like this and then you have the certified letter that that comes directly to each individual that okay so if one receives said letter and I'm looking at you I feel like you might understand most a lot of the language in there do I email you and ask you to help me dissect it because I did find that letter and I did not understand all of the things it means and I don't want to pay an attorney to translate it for me so so the answer there would be you wouldn't contact me guid I represent as a as a president I'm not your attorney but so so you could seek out private Council to explain it but probably more important in the situation which you receive the the certified notice because you're within 200t of of the change or within the change itself then that would be a time to come to verall and talk to the clerk or ask for further guidance all they're doing is putting you on notice of what they what was what was happening so you have further questions you need clarification you can always come to tap Hall and and talk to people quite frankly even though I'm not your attorney if you want to reach out to me in the future I'd be happy to talk to you about something and try and provide some clarification on it too I don't know exactly what went out to you in October 2023 but but having said that when you get those notices you you're free to come to B and ask questions and even though a lot of Municipal attorneys won't all the ordinances and everything are posted over here Town Wall's there's many ways it feels like a lot of like proactive I have to stay on top of it rather than like hey you need to read this this is really important so is that like that is the correct I just have to keep refreshing the page I think especially uh when you get a certified letter that that's pretty important um because that's make sure that it is rece um so that was probably the most important document that went out why' you come early Carson should have come on time um okay well then my second concern and this will be my last one for this meeting but I'm sure I'll be around is this is also Carson's inhaler it's not mine he um he takes it quite frequently and the pi you knows him so because because our lovely lot is now going to be possibly demolished construction all of that if there is any way that you guys can keep my face my address in the back of your head if there's anything important I need to know about the air quality or anything that is going to be affecting my son that would be really helpful obviously I screwed up last year and I didn't read this ordinance but I am going to to refresh those pages pay money to the newspaper to hopefully be on top of anything that will affect his breathing when he's running around in his own backyard I am so nervous about the construction part of this among all of
