call the meeting of the newre historical commission to order on March 14th starting at 7:08 p.m. all rise for the pledge allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation God indivisible liy jce for all okay everybody pick up your minutes for January and February everybody's read them ahead of time we'll double check so let's do uh January 11th any errors or omission or changes anybody's picked up on um under unfinished business updates item number one the second sentence says Jan will find the printed out the material I'm not sure that's supposed to mean that page I didn't get one from January J the printed know good I I wasn't here yeah oh we'll find and print out the material I guess would be May me find and print out the materials yeah that's so I need an find and print out the material any other corrections I hear a motion to accept the minutes of January 11th as corrected I move that we accept the meeting minutes from January 11 as correct second second all in favor I I he was absent okay let's do February 8th minutes L I just got my reimbursement check I haven't open oh good yeah I was in spending the account for a little bit I know I get hopefully I was going to ask you that what do you any errors or remissions changes just one question for me U I must have been asleep what is the new town flag policy as read what was it is it about the town flag it's about no it's about the hanging non-authorized flags on the flag pole ah okay okay so we're only allow I'm kind of remembering that now they only allowed to have the green flag and the the American flag there nothing else okay that's and if if anybody needs to double check for any it's on it's on the town website now so available for EAS remember that it didn't apply to West that's so yeah cuz we don't really hang anything else so it's not not concern like people to know what's going totally and we have two new Flags it's very pretty I'll entertain a motion accept the minutes as written I make a motion that we accept a minutes as written second February 8th I'll second all in favor hi I I okay get those syst you're kidding Treasures report hang on oh no I had too many packages I made six sh means okay well I don't even have last one do you have last one I can tell you what the differ the only difference in it is thank you I didn't bring the only difference is on the top paragraph on the general account is that the $105 that's why I know that you were paid the $15 has hit hit the account it doesn't change the effective amount we had with because it was already in our commitments file it just changes the balance with the with the town so so basically the the from from the last one we have uh uh $795 in the general account uh that's not committed or spent we have $ 34 5667 in the special account we have 2,492 in the gifts account and that's a total of $684 32 entertain a motion to accept the minutes as read second all in favor I I can I'll I'll uh I'll email you copy excellent thank you in fact I'll [Music] thebody website report so I've officially copied the entire original I feel really good about it I was hoping to have it launched this afternoon but my husband didn't come home early enough so I'm going to do that this later but then the Jack section I'm still working on because they're still forever but everything else so like your stuff's new and all the old stuff which there were a tremendous amount of images in my eyes blazed over so many images um but yes I'm very excited about that as well yeah yeah so will Rich have Rich's Corner yeah well it'll Indian yeah I didn't I didn't write Rich's corner but I called it you know yeah hisor whatever you titled it is what I titled it indigenous people thank you and we've we've already got the list of books on there yes that's done that's done it's just there was I realized that there was still so many like the parades and stuff I hadn't done before there's like so many different parts of it and we are all images in images that weren't on the other site are we still bringing that's where that's my point is I wanted to make sure everything was there so that when I got rid of the old site there I wasn't like referencing it anymore cuz that was like my main thing was like once I delete it it's gone and so I wanted to make sure that was all there it's all accounted for and then I can continue just building on the new one so like the new images if you want to scan those and things like that I'll just keep adding to it yeah yes no and once it's completely spun up do you think you're going to tie it to a social media system and that that's yeah I just figured one step at a time before I complet so you'll have to set an alarm clock twice a week for people coming in well you got to check one for correspondence and two for malarkey going on right so you got Malarkey is probably going to be more often then you know but I mean the world revolves around the other social media systems now so they're not just doing web Google searches as much as they're becoming like you want to have a presence online and stuff and I just figure you know when other people find things and stuff we could just keep sinking it that way now is there on there is I've I just came here from Missouri for the week and so if they go on there is there a whole section telling them about the availability of the schoolhouse it's on one of the pages which I was actually going to bring up because our old website said like I want because it's like on July through September I think it's Saturday and Sundays and then like September and October was only Sundays things like that like do we want to keep it like that because that's not really what we were doing no we stopped doing that a long time ago Satur Sundays right right that's cuz I like noticed that when I was copying it over and I was like hm we should should discuss that with everybody yeah like it has all of our like dates basically sear was old I'm saying if they came to the homepage was there a is there a flag or something that they didn't know we had an interactive facility is it on there that says come see us I can make it that I can definitely just yeah I mean the current page has our information should say old I'm going to say old now the old website had the little tabs that said like Schoolhouse this that the other things you could click on one and it would open up like the um essays and the ephemera and all different things that you could then click on and then opened so I'm assuming that it's the same basic idea but I'm sure you know quicker and more sophisticated than it was because it was very old I mean my point is is the the they teach you an advertising you've got three seconds to so you want it to be on like the main like a banner yeah you know come visit us okay interactive open on the weekend I I know it says Schoolhouse but I'm saying for the person that's never been on there before okay a little bit more Jazz like this is our this is our showcase come check it out that we have actually something live for you to see this uh if you come here because this tourism in this area is picking up tremendously yeah okay it's so would there be any reason to see when sails and trails is going to be and put in the oh I can always do stuff like that yeah yeah I can always do stuff like that have an events column events tab for that September we usually we find out until until it's too late yeah yeah no I'll make sure all of that like so there's a nice point to it but yeah no that's it's like been weighing on me I like wake up in the middle of the night I'm like don't forget the website but the the traffic coming to capan and Salem at this point outrageous is unbelievable good you know every single bed and breakfast slammed has been booked since since last year every simple short-term rental everything on the coast North of Boston has been taken for the entire summer we we have last year they Salem's Lot down there uh did that WRA up I don't know what that they were filming an Essex last week they filming an ipswitch the week before um they're doing that Rockport film which is not Rockport Mass Rockport Maine they were filming that in Essex um so this film activity going on a lot of stuff going on we have to book our cabins in Maine two years in advance that's amazing we go there every year we've got a book two years in advance now this is why I never go on vacation and and people are coming here they're coming here and it's the coast they come they start they start North of Boston they just keep going north and and they're driving right by us um I don't know what what other what other ways would we get the word out good question the old days card rack in the rest area you don't do that anymore by the time you see the sign historic Newber rep report it's too late to get the exit the information booth downtown new report you know you could put cards in if you have it the only know no that's a good thing to think about though we traffic we want to get the get more people seeing the schoolhouse and get our clicks up and spread the word and do are we still supplying the museum old Newberry with the little cuz there's a place there that you can take yeah that that would if they showed the the green and surrounding you might you know people would pick them up there maybe we come down is that something we need to print lawn well I think the one yeah we have the schoolhouse one we already have that flyer I don't have one with me oh fire I have to look at it to make sure it's accurate there was something on there that I didn't think was right one yeah there something in there that wasn't we got the postcards and then the right youve got the schoolhouse yeah the the schoolhouse flyer the brochure yeah um do we have those at moon or that's what I'm wondering if we have it I know in years past we have put them there yep I don't know if Nancy's been keeping up with it we just saw a check yeah do we have one of those on our website can you look at can you look at the old schoolhouse thing on the on the website uh I think most of it is in the the um the schoolhouse section of the web so it's a Schoolhouse section of the web website and it has the same picture that's on the cover of the brochure yeah and it's got a lot of that same text I haven't looked at it in a while well okay I mean it's I think the map should be over there we ought to yeah I mean we've got budget for maps if we need M I mean not the map the was is it a trifold no just a single fold right so yeah what are we talking about now the the scho the school house broch short and it has a map on the back a little walk CU La gets some printed every day oh I I I in Spring I count up how many we have and then I just make a list and then I print up until we've you know we've got 50 more that I think we'll need and I pretty much know how many go every year so so where else would the other thing now that we're talking about this we should make sure that um new report has us in their links and we're in their links and maybe we should correspond with other agencies like Rich Salem Sons and Daughters yeah they've already asked that I keep them um anytime we are going to be open or they going to let me know if they like it open so and the links we have to keep I most the most frustrating thing in the world is go to somebody's links that doesn't work no I know keeping track of the making sure especially that there's nowh like funky things to that's how it all start I'm working with a group right now that's putting together C calendar for the greater Newbury port area and it's it's kind of a green calendar so I'm it's not really historic we don't quite could in but I'll ask I'll ask if if we could put that on there yeah cuz that's going to be more green than the historic commiss iide the lower green I mean low uh we're on the green and we're less impact environmental impact than anybody yeah nothing's greater than saving a house yeah this is stuff like you know Essex County green Bel and yeah you know but that's still know events M River Watershed Council and there's stuff over at the at the uh reservation what's that thing called well aabon right across the street from the Aon yeah Park the river anyway I I'll ask what the heck okay I have to look and see how she's putting them on if it's if she's got to put one on every weekend I'm not sure she's going to be jumping up and down but if he can put something on every every Sunday from a to one of you going to check on the okay and what about the fer make sure there's enough of them over a new report uh what are you which what are you going to put out Jan what are you going to put out in display no we're we're making sure our Flyers are over in Newbery pool that's what I mean so we're making sure the schoolhouse Flyers yeah okay so just one extra if we're going to be D put them in the um in the Autobon headquarters yeah I wonder if this wrong so there's so much now is is the Cod stock single space you know front and back kind of heavy gauge and so space would be the thing if they hold it Q code on a postcard they can just set it up and like this take them to everybody likes that though people no no you have the you'd have the thing the code on is all I'm saying okay yeah can't get a menu start off a fresh season all right that's done uh correspondence Jan I sent Tracy our annual report I gave you all a copy in case you're interested it's pretty much the saying the things that changed the most are the how many visitors we had at the schoolhouse and various little things but otherwise they we're consistent we're consistent I mean you know how did how did you get 204 just that the number of entries I count them well I mean because some of them some there's one name and five people well what if so let's you said at least if they with me and I see that when they walk out the door they wrote one name I go and in in parenthe I put like five next to the AR aren you good I don't but I will now okay I didn't know yeah just because no so I always give it I give it a few extras because I know people do that or I'll say wait a minute I remember they had like three kids with them but they only put like you know Mary and Bob I mean and family well that doesn't you know yeah it doesn't help so but I yeah I usually add a few extra because I've done a few and we basically have in the neighborhood of the same number but not exactly the same number every year I mean I've had 204 people myself well it's not a competition though no no I know no I but we' we've certainly entertained more than 204 oh I didn't know that oh God okay well now we're all on the same page this is good hell come at quter three I know that's exactly right we got an email from a a teen preneur I'm assuming he's trying to be an entrepreneur he's interested in providing help and guidance to college students I don't really think this is anything to do with okay this is what happens they see our they they wrot things on the town website or whatever and troll or something it's like he's going to write an article with on our for our website on tips to how to make p apologies yet I'm I'm good yeah we're good on that I don't know if that's a then we have this one is from looking for our um Josh Stan shandley sorry Josh shandley and he's an author from of two previous history books and he's currently undertaking a third entitled The Cold War Massachusetts so he wants to know about any um strategic installations or things in the town of Newbury and I'm like um no no I don't think not during the Cold War yeah but they they probably had had you know ubot Lookouts on Plum Island in World War II but I don't think there was would have been anything during the Cold War yeah yeah not the cold war that we know of well actually if they were out there we do you think we know it's hard to hide it it'll Del into including operational the JFK Cold War connections and conclude with the examination of the enduring Legacy Legacy of Cold War infrastructures and I'm like we're kind of way older than that's interesting though I mean well the information is very interesting I'm sure whatever he's writing is interesting but has nothing to do with us we 18 12 maybe cold once right the guy that I bought my house from was in the sack strategic come in so that's like oh mail can you stand it it wasn't didn't drop the parking lot no see cuz I put them on my on the agenda so I won't forget one cuz sometimes I go where the heck is that one so there you go all right do we have let's um what about unfinished business other than the list do we have um anything anything else going on still fire extinguish we took care of the roof is still on the list the alarm I don't know um we got our tree right did they planted a tree did they plant the tree there I've been I haven't been buying it next to the schoolhouse in the back yeah the one that they took out last year yeah yeah yeah that's there okay when did they plant it last year some yeah last last year right good point no it was 23 yeah recently we weren't we didn't see a new tree plant at the oh look on the way you thinking further down there was one there was one further down I was disappointed on the size if I remember correctly okay that's probably why you didn't see it it's a little skinny nothing I thought there wasn't um the set of plans is that unfinished business is that well is everybody wasn't at the M that meeting so in case somebody wanted to take all right so that's what number high road it's the F house F house fairy house if anybody wants to see fairy house PL they can look at them um as far as the ferry house goes it's um they showed us the plans we came and we we looked at it and uh it's all a positive effect on the property we don't see anything to oppose we do not vote on anything they were going to come back again right they're going to come back again um it's basically just a discussion point with us because unless there's a demolition then we don't have any real input on it and they're not really touching the old part of the house they're adding all they're moving the bars basically yeah and like rebuilding my guess is they're disassembling in the barn and putting it back up in a different spot yeah basically not just moving did you ever find the history of that house isn't there a book I've never seen good question Ian it's mentioned in a lot of things oh there is a book mentioned no no no the house the house is mentioned house is mention just the history of it I haven't been able to know TR so the steps involved in the in the delay bylaw it's mostly we should be able to do that like all in one day right we should be able to say yes it's historic no we don't oppose this project done correct that's my thoughts okay well we didn't we didn't get to that part of the meeting yet we could we could get some feedback at this because it's going to look different just y but I I I don't I don't see getting it one we know it's just disassembling the barn moving it over we're not the planning board right um so it's a it's similar to The Other Bar project that we party bar party yeah the un party bar um so yeah but this is what I want to finish the meeting with tonight is uh is going freshening up our folder for the ddb and making sure um we're all just reviewing it once a year understanding it completely yeah um do we have any new business oh um lawn um nothing new in the lower green historic we haven't met again since the last time moving slow and it's Well everybody's off we've got we've got update from committees doing things so we just decided not I think somebody two of the people couldn't make it last time we had one schedule we can the next one's in April I look up the date but uh I could next month I could give you an update on where everybody is because I'll be bringing materials back and I'd like to talk to you about that first that introduction thing maybe you know yep page and a half or something like that cuz Bethany's pretty bued yeah the H STS a moving ooh really yeah when well that's just it to get on the March it depends on the weather the tides um I do know that they have found somebody to cut it Bob K is going to cut it so it's it's in the work so I could um it's um fix oh what is his first name that's just a citizen that's interested that's kind of gone to the meetings at the Sportsman's and I have his contacts I he could even come in if you want and just let us know what he's got planned or I'll keep you um up to date stacks on Route One mhm see I really want us to like film that yeah so you know what I'll get in touch with him and ask him if he can keep me updated just tell them we want to we want to have someone drone it just so we can like have a video you know it doesn't happen that often so it's kind of like that property is owned by the Essex County Sportsman Association so that shouldn't give a problem with that right this is what putting together one of these yeah and then while they're doing it you know just have somebody with the Drone kind of taking it all in I have I have pictures from the one that you put up over by the fridge on that's on YouTube oh it is okay I was there get a link on our website well that's my point like that's that's the kind of stuff that's just perfect you know and it's like doesn't happen often let's let's totally get it CU that was for the um anniversary Town's anniversary 375 375 okay uh new business lawn uh we've got three and a half months of the budget left was there what things on your shopping list that haven't been bought yet we had like a the only thing I can think of I I haven't done the inventory on printing so that could be pick a number $200 let's not tremendous but fig so so we'd have five5 or $600 left I think it's what did I say $7.95 yeah yeah what do we need so take 200 off of that you know basically 800 so 600 for the building like lot of the stuff of the building will be taking care of by the town rights the DPW that's the facili and that light do we replace that the light over the the rear that be facilities y over the rear Blackboard the light goes on goes off it's got a bad starter or something oh that's all yeah we have to but we have them should just be changed I mean it's it's right fabric covered wire and it's really old oh but so let's get the printing let's get the printing ordered so we know what the budget is go ahead and just order a it won't it won't more than 200 I don't think and the Hand the handouts that we're going to put out plent of those go heavy I'll go heavy on those so heavy on school I'd like to look at that first though okay for some reason I'm thinking that there was something off cuz I know we did we redid it because didn't we we redid it with the pictures that you your mother took right but it's is has it been since then that there's a mistake on it yeah because that's something okay cuz it's color right are you thinking the one that's just like the blue and white it was like yeah okay I'll have to find it I'm sure I have the other thing is our our this is 24 now 2024 and I don't know what the uh Porta is going to be uh they've kept the price the same for 3 years I would assume it's going to go up a little that's what I would assume too because there's been a real shortage of them from what I understand you got to have that toilet but so that that could change so it's what May June July August September oh no May May June July July no not July May June oh it's only two months you tell me June well June 30th and then it's next year then it's next month SES to the next it's next year so okay so even if it went up $50 it's still only $100 okay okay and it won't go up 50 yeah cuz it what is it like 400 or something how much is it uh something like that no this looks good I don't know what I was thinking what about the archival materials and all that stuff we got everything we were after everything that jam wanted I think we got all the glues and the tapes and the everything everything and then the uh plastic things for putting stuff in um you can always get plants but they always die oh you know anything else just to be honest with you I'd have to go look I mean we haven't been down since we somebody look at the organ like repair it but you you've got to send it I've checked into it you got to send it to where they repair it oh yeah no those people are all dead yeah it's just like fixing clocks nobody does any of my uncle does that but he lives in California so that's not that's not really native to the schoolhouse right it says they got it out of the attic it was it it was found in the Attic with the desks yeah with the desks yeah the map that we haded in the back little POS I think it came from like the plumber house just wheel it over another thing of donation I never seen an organ in a school house no maybe an upright piano there was a small organ They Carried Oldtown Hill for Easter services they took it up the back way in the 30s but that one is at the Museum of O it's a lot smaller too so say If They Carried this one up there were some yeah that one's a l yeah that one I don't think that I can't imagine that one was even in the Attic how the heck stairs could the window either so okay maybe that's why they got rid of the window on the second floor the back side actually when they redid everything on the inside they may have brought it down that could be yeah yeah CU that that would that would make sense because it will be wide open well you got you'll have all the equipment there and there must have been uh scaffolding and stuff like that to do the ceilings so I'm I'm real concerned about the windows I the condition of the windows they're ready to fall apart and I think we need to to make a real serious concered effort to get the windows done this year before we start losing the wind the one in the front on the upper on the second floor yeah the wind took that out yeah me shanon repaired it but it's it's unhappy yeah both most of those panes of glass you can wiggle them yeah there's no so what's our concern I mean we do we do those do we have the ladies come in do we trust DPW CU that makes lady or I wish we actually this bidding process we can't just can't hire somebody we're just harnessed with this public purchasing if we don't do them ourselves um uh uh we have you have to have three bids yeah and that's you have to have three bids you don't had somebody that was going to do them for $2,500 and basically his his cost his cost and I had to go out and get three bids and and while I was trying to figure out how to do that and everything he said oh never mind I hurt my hand last week or something like I do we have we have an RFP that we can around or about it's like $7,500 to have the the window lady come in and do it oh yeah easily she was going to cost maybe more I have not done a whole lot of it but if I put together a draft RFP could could we all look at it and then send it out to a bunch of contractors and get the process started you know you should let me let me put you together with the guy that was going to do it because he'll give you the specs of what needs to be done so that the first time the sun gets the paint it doesn't curl up in little things and fall when we do this so I'll have a professional we'll get together with him there you go oh it's got to go town it's got to go town meeting is that how it would go then and then we come up all right cuz I was going to say it's you know what do we have we have $3,000 or something at least probably in oh it'll be $10,000 Worth or more yeah yeah okay yeah we don't know what the window lady was going to do but right yeah I didn't check my my window guy checked y with her what it would cost town meeting is April 30th great I already have it on my schedule I want to be things I've been I've been Gathering up some friends for uh lots of different points I told you that I had I had a visitor one one day that came in and walked over to the windows and and just kind his mouth kind of dropped he was looking at these windows he said do you know how rare these windows are like this and it's apparently the width of the the the cross pieces yeah very narrow and that's was that was trigger yeah well that's what's in my house yeah you can't you can't push on the glass at all um I mean the the only other thing is is I don't know how much how much on the downstairs window the upstairs ones are rougher because they're in the sun all the time well there's only one upstairs there nothing it's got to be frames too so somebody already redid the front ones 12 years ago which was probably just touching up the blazs and P yeah whatever they did yeah I think it was very minimal so I mean they it was redone for the 375th is it is it touchup glazing and then painting or is it I think it's like oiling are they you got oil you got yeah you got a linseed oil and then you do the glazing you do the painting we were doing that every Nancy and I were doing it linseed oiling them for a while but then the part of the reason it was $2,500 on the bid was that he the that plywood when you took the window out the plywood was like $150 a sheet back there and that's what was going on there yeah uh and he was going to he was going to replace the cords and he had say he just got a box of Weights he was going to put weights back in how many years ago was this this was what how long ago I said we had that two years ago two years ago I think yeah is it co before Co then no no but didn't didn't it turn out that guy wasn't bonded or something no he need he need he no he wasn't so we need insurance you need workman's comp need to be a real company to operate just be some so we either going to do it ourselves well we've got to yeah oh God I I did it in my ha Ral house I'm not doing that what we should have done is let him do it and we should have bought the material cuz that's all he was that's what he was covering yeah yeah we should have we could have bought the material and then he would have just come and put it in or whatever but she still would have need insurance your RFP will have to be four historic Windows you'll have every painting chop and the NorthShore bidding on it yeah no I'm if you want to start D see what the guy says and yeah working in RFB yeah yeah yeah there right there in the corner the corner get done if we never started lives on the corner by the green northeast corner yeah all right set something up I'll meet with them okay and then uh I guess find a an RFP that the town's already used you know the thr I'm at Y and uh once we get past the first draft we'll go to the uh Town Administrator and say this is what we want we want it for next town meeting yep all right that's sort of exciting ter is anything happening with the roof it's just research work it's just sitting at the it's I got the paperwork sitting on my desk and I just don't have the time to do it oh you okay I thought I thought we just find materials I don't want to let the I don't want the DPW take it over because we want it done in uh uh like found like materials yeah so but it doesn't make sense to use modern Cedar on it no first modern Cedar everybody and and even Mass historical now agrees that alternate materials are acceptable because the new Cedar will only last about 10 years or more and that's all the material I gave you guys it's they C immediately cuz it's it's it's it's not the right Cedar and the price of Cedar is exem it's $500 a bundle really red cedar shingles that's up from that's up from like $60 so there's um so I started doing a research there's like four companies in the United States that make polymer shingles that look like the shingles well I call these companies and the it's like oh yeah no we got a Salesman in you know Columbus to can talk to you about there's nobody in this area there's no installers in this area kind of surprising so they they finally one company said oh yeah we got a carpenter that's done some of our product before he's way down in Providence town or something so I just ran out of time I'm about I was doing something once I think it was for a story but uh there were there were whatever I was looking for there was a place in uh oh it was the organ there was a place in California and there was a place in Florida yeah and you had to get the organ to that it's EAS to go to flor road trip yeah all right so replacement materials for the roof right is what you're discussing yeah continue work in progress well um put it out on um Mass historical see what other people use yeah I mean that's what a lot of this stuff is about yeah you could just say what you that's his press that's what they this is what this whole I keep telling you people you should sign up to be on this and get the information um this is the dbd this is dbd information from people on masses pressed and um I save things in little groups say this Jane Jane Mortimer How would window Restoration in Charlton Mass I mean so the people are all contacting it's all out there like a network system basically right it's it's a historical how do I where can I who does this what works for this that's what it's all about send your RFP yeah I'm kidding as well either of these vendors the vendor here and new reporter this vendor will help you right it yeah I mean that's what happens with the fire station they don't the rfps are are sampled by the vendor and then they write them so so we I'll get a hold of the neighbor in two yeah we can both to over there talk to and then as far as the roof is concerned we have I gave I gave you all the print out of the information from substitute materials substitute materials Department of interior um they're already out there and again Mass's press people talking about this stuff all the time so go ahead post it substitute materials for a cedar shingled roof and is his comment on the glass was you know what would it take to get rid of the paines and he counted them up and he says you're you're not going to find it that big the windows our windows are too big to find old glass you it'll have to to be modern made if you're I mean there's lots of seated and stuff things that look you right you can buy it to make it look old but yeah he said you w't find or you find an old house that's got them ripped out and you just find you know cut it well you're not missing pains you're not missing not missing them but if if you look you'll see that 2/3 of them are new glass yeah only about one3 our old glass there is cuz that was the first thing I asked them was can we get new glass our old yeah where they said not that big um you know where the desk is in the back yep down in that corner or maybe it's the middle one but upper cuz that's where we put the books yeah no it's I think it's the middle one upper but it's a p hole like yeah there is there is a little like rock or something kicked from theide yeah we wh or all right so this is oh I saw that yeah okay okay all right so we can try a different the same idea but a different venue see what everybody else is doing that's what this whole thing is all about Mass his process getting all the Massachusetts people who are in historical commissions share information so that we don't everybody doesn't recreate the wheel all the time okay for the viewing audience the historical commission's going to go into Workshop mode and review our um demolition to Blade Bon notebooks no on up one was on the site you suggest right everybody got one I've got one from good old days well it's the same one because we never redid it because oh no this is different this is frequently oh I've got this I'm sorry I me this is what's on the side and this that I'm handing you out now is hton has a demolition by neglect CA Clause that's capped at $300 per day blah blah blah there's a whole list of people who are all trying to do the same thing great so they demolition by neglect yeah so what in other words if you if you do it you don't so you don't do anything you just let in the house fall apart because you want you don't want the ddb thing to kick in they have a demolition by neglect law and all of these these there's a lot of information in this thing which is why I printed it and it also shows that I think it was in strides um mention get you can get a some busy some busy ladies walking around and pointing out people who are letting their houses fall apart that might be fun oh Stock Bridge Stock Bridge Stock Bridge has the strongest one they say in the state really so I printed it it's on the back of those and it's this is from an article and honest to God I went on the site I tried for 10 minutes to find their Bible I couldn't find it on their I'm sure I must not be doing something but so that's the information that I that's not really new but it's information that we didn't have prior to this I guess I'm looking for the starting point when I open my book and start talking about it just got these endless piles of stuff I the letter so does everybody else have the sequence of events on them like first page I brought the wronger this is I'm looking at here look for this chart this is what did we got did we ever make it official yeah it we never changed anything so it State the proposed information became the actual information does that did that make sense Wow that's scary okay this was a hand out I can't remember I mean this is a flowchart I think Chris made this was at there's the full text you got requirement yes two public hearings who these I'm not sure what you're looking for what are you looking for I want I want all of us to have the same notebook set up well you whatever you've got is probably not the same as everybody else has because you started this for any the rest of us did that's all I can say for that information this is anything that we these are all the times it's been incurred I want to concentrate on flow flow look at the flow I look at this thing I have an extra one of these if anybody wants when stapled one shaning yeah I mean this is still on the town website because of the the walk through process pictures that we couldn't I mean Chris died with all the information literally and figuratively so Nancy and I tried to Nancy did a lot of fixing of the picture and the whole nine yachs just because picking of pieces we couldn't we didn't have his computer we didn't have any of the information and there was no time we at time so um are you saying that I'm the only one with this copy yes I is it me oh that's different than this one oh it is this this is what you put together J I didn't put it together seen that but last time we reviewed this when we built this book lawn you were you were here because you and I did this the templates together uh 16 October 201 14 we did 2014 yeah cons oh I was here when we were doing it absolutely little B pies I have this worksheet the significant review and evaluation significant criteria and eligibility significant review application of the bylaw and then it goes on to tell you the structural periods and then the next stage would be the worksheet to sign significance criteria eligibility the news or an appc the word that but that's the explanation of what the words mean applicant files for proposed demolition with the Building Commissioner within 7 Days Building Commissioner forwards proposed proposal to the historical commission within 15 days yeah so same thing yeah that's what he's reading yeah but no he's looking at that this is this is a little easier to read right I just want to make sure we all the same looking at the same thing that I know you have think that from the very beginning probably before any of us probably on it I guess I'm just concerned that people are actually triggering our notifications no you mean ignoring it well yeah let's call SP well I mean like just cuz you know when you drive around you see people that are work in other houses you're like we never were notified about that that's where I'm like this is the problem just saw that the other day but this is this is goes back to the RO of my question is is we need to have contact with before Co we had two or three meetings a year where we went physically and met with the mass historical commission and you could stand up and go wait a minute who gives us this jurisdiction and who is the decider of the app applicability of this bylaw who's in who's who is it we're still yeah who's who's is it the building inspector is it us or is it the selectman we're an Advisory Board to the selectman that's all we are we are given Authority but now they say we have authority so once the bylaw passed I thought that was that's what gave us the authority doesn't say that in any I don't think it says it in the bylaw and this is why I wanted to want to be able to to to see what nass historical says are we the deciding is the building inspector still commissioner the deciding process or is it us he issues he issues the permit building build inspector but we don't have anybody now no he is ours so just a bigger a bigger so would the Town Council be to tell us if we have jurisdiction I want to start a mass historical oh look he's got colors same the meeting in in 2014 this is all the all stuff that came out from July 17th 2014 all this is this is the proposed Newbery town this the stuff you this is the stuff law made I wasn't here so la do you think you still got that colorful flow chart right here oh computer the original ah I mean he can probably SC can scan what he's got because it looks very see if you look Christmas at this meeting brand the meeting well no I well but I what I mean is yeah is just because I have a copy it doesn't mean I have a file right he may have did print not me but you that looks pretty clean this is very clean you could probably scan that one would you like a clean copy or should I scan it scan it you scan it I'll scan it and send it to send it electronically to everybody everybody we got it yeah yeah this is very clean not even God amazing so law if you got to open that up yeah to the flowchart so I wrote a note on here online where is it I wrote a memo in here here's another one there you go there on the back I'll pull that one up this is this one has holes in it but I've got one here that doesn't Okay so so the qu so what I've written in my notes Here is on on the line between step two and step three it says 15 days yeah within 15 days of receiving the proposal the 15 days of being received of the the propos uh the application is received by us by us right it's not 15 days from the previous step right yeah see what I've got that written mhm so um well if you don't have a digital copy of that you won't be able to edit it uh sure will once I scan it so what are the requirements for a public hearing we have to post notice just like they do for for town meeting same as to be printed in the you print in the paper what do you want that to read tce my note is just saying so we don't make a mistake it's not 15 days from there it's 15 days from the beginning I wouldn't even know yeah but do you notic yeah I want to see who's selling the house I want to you know they don't have the police plot anymore but you know okay used to read that too yeah I used to read that in Hamilton all that I have this hearing here restu to be demolished is significant significance May mean one or more of the following criteria this the buil-in eligible Financial regory importance of town yeah and the other one that was not listed here was um connected to a historical figure which is in b that would be what e all right so got another connected to a historical figure yep okay not just in town a a historical figure period right could be long F yes down cany could you get be ex within 15 days of received by the historical commission up to 22 days from initiation of being something put that this I cuz I can go in and I I'll figure out a way to replicate that printing so they've already found a second correction on okay Jan will give it to you the significant structure section so step three there's a little shaded box there with looking at a totally different oh I see in in this box is is that step three that's step three yeah and you have is is there a list of criteria ABC and d right okay we need an e oh that might be harder but I could try connected to a historical figure and if you can't just you can let me know is it a historical or a a AIC instruction uh historical I guess we make sure the significant or significant structure uh assessors recordes having been constructed on a PRI 1820 listed within the area National register historic places has been found eligible for the national register historic places is identified as having association with one or more historic persons or events or the broad architectural cultural political economic agricultural social history of the town or the Commonwealth well that's a broad Criterion is identified by the commission as historically or architecturally important in terms of period style method of construction or association with a recognized architect or Builder there's my notes have this what do you what is is there a title of what you're reading uh that is under the definitions in the beginning of the bylaw and it's the definition of significant or significant instructure which is 1.9 1 1.9 any letter after that just one p 31.9 AB CDE e i CDE e signicant yeah this one looks different so slightly different the one I was going to scan so where's the one that we're copying from you want to match yours Janny or or does Jan this is a little different the the box is a little different let's see it's just the col you've got the one I've got okay that's that's the one I've got I had another one here that looks different it's the boxes which means there may be other other things that need to be edited but I've got the same one you have and you've got this one right uh I can see green under underneath that bolded I've got oh this thing here is the same thing no helpful resources keep looking so under step three this is frequently asked questions we have a I don't I don't have them it says helpful resources I have the original okay we'll keep this to okay so it so it does go our our are so for example there's a house and it's built before 1820 and it's falling now unanimous decision of the board there's nothing that can be done do we still like one minut right so do we still have to go through the public hearing process to decide that's allow to beon for us to when is our decision within 14 days of the final hearing but it here it says one or more hearings it doesn't it doesn't say you have to have more than one so if we wanted it to go following the flowchart if we wanted it to go to Grant the permit yep no it is not significant no it it could be significant we're saying um uh let's see I'm looking for the wording yeah it's like not preferably prefer not perfectly preserved but that's after the public hearing yeah so so do we if it's a falling down building do we have to go to the hearing step five figure out what this is I've got a no if it's a falling down building but it meets the criteria can we still say it's not sign that's what I'm getting it yeah because that would that would avoid number five so I guess maybe you can you work on this sure and read the B and you laan you law you following what we're all saying here yeah so so we I have a question on mine at that point too for some reason so if we get to step three and it's a fallen down building we're all unan we have a vote that says this is a waste of everybody's time and we want to Grant a demo permit do we have the authority longevity maybe is that the author authority to stop at that process and say Yes fallen down if it's fallen down it's not historically significant right so I think this is just written this way because it's I know what you're thinking well that comes from this side this is just for the purposes of the flow chart yep y I think but we need to have it we we need to do this research yep that if it's fallen down structure we can still go to know it's not significant and stop the process there yep and we should probably know this and or I mean our in the case of the Barn that we just saw mhm we know that that that it's a positive effect and we know we don't need to go to a public hearing all we want to do is issue that permit is it within our jurisdiction to just do that I would like to hope it is because I mean nothing would happen if it isn't everything would take so long Andor we want to continue that discussion isn't within the jurisdiction of the commissioner of buildings just to do that so could an e for that one that box could that be significant but not preferably preserve this is why I'm saying last time getting into the bylaw right now no no right that's what I mean so we were talking oh we have to change the bylaw change the BW oh good luck Let's do let's do some research good luck this one passed first time we put it no I I know I know but let's have a positive aded we should make the change then before April so we can bring it up I doubt that's going to happen Okay realistically well well that's let's see if we find the wording that we're looking for yeah I see I see what you're getting that's a good point so this is probably just for the purpose of the flow cheart y um yeah so we can't we can't say it's significant structure and and say no I mean and and go down and then not go through the meetings the way this is see but the sequence that they've got in the bylaw it's uh within 14 days after the final public hearing the commission shall decide whether the structure should be preferably preserved if it is not preferably preserved the commission the commissioner May then issue the demolition permit but that all comes after the public process so we need to figure out how to get to the no side but but that's significant yeah so it's not limited to Rich whoever you lawn might want to do reading to anybody I know how many properties we have like this thankfully there's not too many that are just like completely falling down other than like one Main Street was yeah so all right so we're we're pretty much unanimous on what we're asking here so I don't have does anybody have any other things I just want to concentrate on the flow right now and law once we figure this all out we'll redo the flow CH yeah I could I could go in and do and do a lot of tweaking I could on the image by next meeting maybe you can solve the flowchart and either find it scan it or yeah and it doesn't have to be perfect it's just for our notebooks yeah well that's is is this drawing in the in the byock no just stuff the drawing that I gave out is on the town on our page of the town website but it does say I put a disclaimer in there that it's just for like viewing purposes only it is not the bylaw itself yes so if you read the bylaw is there a way is there a way to say that's what I'm going to look into that that it's significant but not preferably preserved and make that decision without going through the hearing right through the public hearing so I think that's what Channing is saying do we have the the authority to make that decision ourselves by the fact that it's the walls are gone and the roof is sitting on the on the floor yeah okay that's where I'm at I think we've done that I'll have the t a motion to adjourn we move to rejourn right I got all this second y EV on second all in favor
