call the meeting of the Newbury historical commission to order May 9th at 7:07 p.m. all stand for the pledge allegiance where is it I pledge alance to the flag of the United States of America the rep for stands one nation God indivisible waiting for lawn to get untangled from his chair I can't that long all right everybody review the April minutes please did we get them what right before this piece have I got one more you don't do not have the not that's does anybody else have I have one I got one oh now I do feel just a single sheet you looking for more than one sheet no okay just checking there you go thank you [Applause] spe for anybody see any errors omissions or corrections I have a correction I have an ad for the website report it had loaded that evening actually so it didn't take 48 Hours it had loaded but I kept checking it kind of like a crazy person I no so you want me to just add that it only took until that evening so whatever it was the April 11th had loaded I don't know if it even matters you can give that as your in your report yeah I mean that's basically one of my parts that I was going to mention all right okay I hear a motion to accept as written I move that we accept the minutes of the April 11th meeting as written second second on one all in favor I I la with the treasures report the only difference is that money that we gave you for the for the fire hydrant the account so other than that it's pretty much the same uh the the ouse has been I ordered it U it's going to be sometime this week so it'll have to be tomorrow if they're going to deliver it if they're if they're going to get it to me so so we won't be paying from May first at least that's that's the only change but I'm not going to I won't change that that was just an estimate and the actual cost comes in up put in there so the balances are the same as last time I go over them uh we have effective balance of 795 in the general account uh we' have $3,456 67 in the special account and the gifts account is 20 $2,492 65 cents for a total of 6849 32 so out of general account lawn we've got two months left so that's two toilets so that was that 8 that's taken into account that's account on the on the uh remaining available is $7.95 so that's after paying the toilet in May and June yeah I'm going to be getting charged for the credit uh on my credit card again for the website servicing okay and that's I think like $300 or something and it hasn't happened yet I keep checking yeah when it gets hit just get me yeah well I'm just saying like that's you know that's a few hundred right there um oh I see what you're saying okay how much on the order of maybe say 400 just account for that yes I just do three to four yeah and once cuz I have to wait for it to charge me I'm just kind of patiently waiting for it but I know it's coming I think by the end of the month okay and I haven't gone over to the school yet to to count out how many we've got of everything and then I'll order extra copies for the for the summer handouts and things like that yeah do we have any sort of like posters we want to do for any sort of events too like I was thinking like is there anything else we want to have made that's kind of General enough that we can put out like like La you're doing the what is it the small you got M Maps you're doing or small Maps or like do we want to make you like you're not like the political yard sence do we want to do any sort of like you know comcs science versus that like the thing that we have I don't know I'm trying to think of like something else that we could have that might last longer little I mean we've got the folder with the with the map with all the historic sites if people want to visit it those multiple printing projects you were working on you were trying to find a good copy of something that you were going to make and we we oh you got record of what we were going to do probably is in the minutes what was it I thought there was a map you were going to do I thought you had multiple printing things in addition to our regular stuff that you were going to do anything you found in the Attic that you were going to create them copies of or um coloring book yeah we should probably do more oh I could well that's one of the things i' count out are super popular we're going to need those for the for the summer too yeah yeah but I know I'm trying to think all right so you're going to inventory of the schoolhouse cuz we got to get this rolling we got less than 60 days yeah don't they've got them all on file I just literally have to tell them which ones and they'll make the copies they've got the uh file for Mark me you are working on something new yeah and I guess you'll look it up and see if we can chase this out was thing I can think of is that is that demolition delayed bylaw map no no no no Maps it was there was something else you there was some new thing printing project you were working on okay all right so we so we at 795 the website's going to be between 3 and 400 uh so laan you try to do the printing run it right down to zero um yeah and do that anybody nobody can think of anything else well that's what I was thinking like if there's if there's any extra money and like a Sandwich Board sign something yeah like that we could use that's just you know maybe a little bit more flashy catch people's eyes or something that's not just paper that you know oh yeah you put it on a well we've got the A-frame so we could always stick it in the A-frame you can you can buy those uh those plastic cor cor corrigated sheets they 2x3 fet okay and have something for but I don't know what we'd put on it um brainstorm a little cool image we do we could big open or something like that 1877 Schoolhouse or I'm not sure that's kind of what we have tours today I think the key word is tours tours yeah tours tours something like that but just you know something different so with the receipt from the website they're making you prove at the accountants office that you used your credit card and actually paid it yeah it's like I have to wait for it to actually slip for it to hit receipt and then you need the credit card receipt showing that you paid it yeah because I had to go through that already so it's actually like wait for it yeah yeah you have to wait for Visa basically and and law unless they give you a paid receipt it says paid or zero balance you need your credit card yeah so you get into this Printing and and you find where your general account's not enough you can run over run over into special account CU that's what it's there for as a buffer so uh get what you need and let's get I'll think about a little bit about about the and something like an additional thing yeah yard sign something else might be out there okay okay a motion to accept the treasures report as written I move that we accept the treasures report as written second I'll second it everybody in favor I I okay um I guess we'll go over it's written on so member appointments expiring yeah we were ding all yell okay uh law Rebecca and Rich are up for reappointment this year here um are you all planning on staying all on that end of the table too you guys are be awfully lonely down there I am I guess well nany's on there do you think we at least s Nancy correspond with her so what do you need to give them a copy of the thing they send to the selectman I can I mean it's like a it's like a one line of thing practically just send it in an email to that way do it just then it'll remind me to actually then forward it I'll just send you a copy to the three of you and you can choose to use it or make your own add to it to do the email but just so you remember yeah not much to it okay now the website report it was up that evening that was my okay so the new site is up yes so I I have to still do add things to it constantly but it everything that was up from before is up and running in this is the 1735 been red35 yes and the old one's gone yes but the address is the same yes yes and it looks good thank you and all the legs work I know that's you know like that's that was the challenge um and am I fixed no I you know what Dre mind I didn't do it my hives got me out understand my is there are a couple of places where the the um the pictures on the Native American thing spill over into the text oh then I'll tweak that like that's the thing where it's like I have to wait for it to kind of show it to me yeah and then get it back in there and tweak things but um I'm more of like if you notice that there's grammar that I should tweak because you'll see that before I'll do that and how do we do the link expansion program to start getting links to other historicals I haven't got that far yet but I will definitely make sure that we're all led up and what the it it's on the top of my head because now the local bands and the local promoters they said oh you know you so it's all about social media now right so anyhow the local bands say well you know you you got to promote my our bands coming to the bar they said well you got to promote us so when we do a link to say new report historical yep we need to make sure that they're L back to us yeah so there's traffic constantly happen so every time we do it so it's a two-way it's like so we need to communicate with them to give them so to build this is how we build I haven't actually made the Instagram account too I need to do that like sit down and then start doing that that's going to be one of my next hurdles for the spring so then I can start basically I want to start constantly posting and when people you know other places like um the Museum of newb old newb things like that they're constantly posting great things and we should be reposting stuff like that multiple agencies in Newport I think the priority should be Gloucester Salem and newort okay makes sense because that's that's where all the traffic's coming to now yeah it is just crazy good it's good to see that there's traffic back it's good yeah yeah it's it's already starting well do traffic actually like humans traveling tourism tourism oh tourism traffic literal traffic actual traffic yeah humans okay uh all right let's go for with cares spondence um email from Jennifer dhy we always have something from her um from April the end of April um they have she sent us a list she sent out a list of all of the communities that are on that she they they have a a demo delays in the state so like Acton is 18 months conet is 12 months it was just so this is from Mass historical yeah that's what they have website does it show it like who's the longest I well I think the longest is 18 I don't think you can go longer than that an 18 down here yeah so gron has 18 there 21 yeah that oh yeah Lexington all right good good for Lexington Newton has two two two different ones quite a few of them have two different ones like they're 12 or 18 and there must be you'd have to look at their thing to see if reasoning which wise why yeah so this is quite a few that are 18 months a lot that are 12 um so it was interesting so if anybody's wants it I will I can send you a copy of it but um it's you got it electronically three pages if you got it electronically emailed me S my got she emailed it yeah I put it in my folder so it's just interesting to see how you know the shortest one is somebody's got four months East Bridgewater there's quite a few at six and then the major oh 30 days for Millis so much of a deterrent oh maybe they don't sure that's the time it takes to write it so it's interesting to see that you know it's just dispersed all over the place it's not like it doesn't seem to be in Assistant Group unless it it is except this is alphabetical by town so you'd have to sit and try to figure it out I guess it's got to go through the select board and the town meeting to pass and that's for 30 days a lot of effort yeah so so that was from from Jennifer she always has some piece of really interesting stuff going on so I lot of people I guess were asking so she threw it out there that um like Salem is is replying because people are asking about these things on on the list Ser so Salem revised its demo delay several years ago and created an FAQ sheet that included information comparing salance delays with other um communities revisions um extending to 12 months for buildings that are 50 to 99 years and 18 months for buildings that are older than 100 years that's how they rev they sale and Revis R so there's a lot of uh different ways people look at it and how they're going about it if you say how old the building is as opposed to a Target date then you have a sliding scale that you don't have to revise going forward yeah which is smart yeah just and the other things this this would be if we decide to try try and up that or do a two you know two-tiered thing it would be good to have this put that in there for the stats on it maybe so where would we go oh that's that's an upcoming discussion yeah I mean I second discussion we we did the when we did it was the first attempt and we were kind of all shocked at the time that it just went through because it wasn't very threatening I guess to people and the biggest questions were like about a local historic district which it was not about it that's what people are thinking does this mean we can't paint my house white or you know like no nothing to do with it it's still only a semi effective tool it is and then there there was another one they found their way around through that with people that have like 18 months yeah well it takes that long to do a construction plan architect and that's what they're saying a lot of one guy they said they it's a very very historic building in one of the towns and um they was they was selling it's not wasn't town-owned so it was a very very old house that people decided to sell it and move and a a developer bu is buying it and his answer to all of this was I don't care how long your delay is I'll just wait I yeah I I remember seeing that people were horrified horrified but that's not a lot a long time in construction world at all no especially when you get and they can just say like they did with one of the last ones we processed well come and take the house we don't want it and there's nobody there's nobody out there doing with all the is all the problems with the the antique houses now the banks don't want to touch them insurance company doesn't want to touch them the engineers won't stamp them nobody wants to do plans on them it's and we're the people trying to save them it's everything is against us do you watch do follow nor East on Instagram or like Facebook or whatever because he's always posting these gorgeous properties that he's pulling all the stuff out of and people are just wretched you know and so he stops like he stops sharing until he's already pulled everything out of the houses because people start contacting the owners while he's doing it and then he you know say he had a month to pull everything out of the house and then they were like all right you have to be out of here now by Friday because I'm getting all this you know bad bad PR on on Instagram or whatever and I'm just happy that people are you know that he's at least saving the the stuff versus all just getting ripped into dumpsters you know no it's the worst I mean I think we're in this town we're in a good position as far as our historical most people want to save them buildings they've all been in they're in some form of being held right now mhm so um at least at least the most important ones especially with the different agencies that own them here in town so I think we're in good shape um but so we got a little more to talk about the demolition delay today um but so yeah what else do we have for correspondents um in case somebody's following this asex County Community Foundation is moving we get these emails they're moving um to 500 coming Center in Beverly 's County Community Foundation what do they do the histor some kind and they're going to the coming Center in Beverly yeah all right just so you know they put it out there they sent it to us I re received it and talk to you about it then we got an email from um we got letter posted to us from Jack from the um Daily News talking about this the roof all yeah is enough do the Daily News no no um as as the quickly approaching Newbury Town Meeting voter are being asked to approve funding for new roof of composite M material on our historic School house located at the lower green I ask the new Bri storic commission to consider only the installation of what is materially historically authentic ethal Schoolhouse no substitute for our for if our generation of preservers and stewards allows it to be okay for composite roof to be installed in the name of Maintenance the next Progressive okay step in the same maintenances a look Alik composite siding look alike PVC trim boards it can be drilled Deeper by each precedent sentence it's a slippery slope to engage it and you want me to give you going but then he didn't get up and say anything at the town meeting when the $100,000 came up for vote I know well because what again the people don't understand is you can't get a quote from somebody for money we don't have I was actually surprised it came in as high as they did to be honest for this such a small building yeah well they have to come they have to come in with an amount right no I get it so if we people don't understand that they go then who're over then we're screwed and we have to do this all over again it has to be enough to cover it so we got it down to seven in the mid 70s right which again is still something that is pretty yeah so there can be there can be a lot of other installers oh so I mean I worry they're going to find a beam this big inside rot you weren't here for that Chan said he's he looked I've been up inside the attic I don't see any py at all I didn't see anything up there Rich has been up there too I have two and look I've never seen any rot but I've seen them water D so my question to you is who who else can install all right so the summary is there four or five manufacturers between Canada and the United in North America making the shingles now uh if we open it up to a red seeder fireproof shingle there's two or three vendors there um the other problem uh with the red cedar fireproof natural shingles is the fireproofing uh talks about it's one a natural shingle is not warrantied so we put these shingles on they're warrantied for 5050 years fotos the shingle and the installation and the inst W well well excuse me the shingle is warranteed for 50 years the installation is warranteed by the installer for X if they put a natural wood shingle on there the shingle is not warrantied at all it needs according to the billing inspector it needs to be fireproof so the fireproof cating what I read on the internet so far needs to be Co approximately after 5 years to continue the warranty so this is a Contin continuous rooll um the the natural shingles are not warranteed the installation's warranteed by the in the installer right because we know from a wood shingle couple years in you could have a couple crack shingles on the roof somebody's going to go back and fix those shingles yeah so um since we're into this and I'm on a roll I'll keep going so this building which is not the original Schoolhouse but a replica of the original Schoolhouse uh in my opinion would have had first growth white cedar shingles sh uh sh shakes or shingles there's another thing um so uh White Cedar roofing material on there um originally possibly split uh shakes or later would be would have been son shingles now you start reading for everybody to understand uh this because I didn't know it until I started researching the difference between a shake and a shingle the first thing I read is shingles go on sidewalls and shakes go on roofs reading deeper into all this is it is not because somebody chimed in and it is not the difference between sidewall and roof it is the difference between the thickness of the shingle I thought between s and son so well there you go the that's the difference between the shingle and the shap split split is generally thicker right generally on the roof sidew wall is generally uh thinner more often saw considerably thinner uh goes on the sidewall um but so as far uh so our options are West Coast red cedar with the fire coating that needs to be re-upped um the price is uh within 10% uh it'll still have to go out to bid to all vendors um and but I don't know so there again the historical commission as our chart is written that we're in charge of the historic buildings in the town of Newbury but we are still an Advisory Board to the board of Selectmen um I see us still in an advisory role bring our recommendations to the selectman uh as to what we would like to see go on with the roof um I got to say um the red cedar yes um I'm not crazy against it but um I don't know I'm looking for other opinions also we have two versions of the uh polymer shingles here tonight from two different vendors I got a third one that's emailing me uh we've got EOS shingle and we've got Brava shingle here tonight and then Cedar something.com simulated shingles is also communicating with me um and anybody that's been through their installation training and their warranty training can install any version of shingles so maybe a local contractor will do it um the rep from uh EOS shingle is Mohawk out of Melrose uh so they're local and they did the roofs for the three spinia buildings here in town so they're well versed in what they do okay so those I'm sure were all uh split shakes um so uh that's where we are with the research now so far I have not seen a color that I'm enthused about um we can go through them I guess we might as well no reason we just might as well just keep going on this is under roof roof and Schoolhouse um so protect the building the roofs where you want spend your money right so these are split shakes by [Music] Bravo I'm pretty sure they have different colors this is sort of a weathered gray any cedar roof um it's going to end up that color it's going to end up that color in eight years I recognized it from my old roof in Seattle that color is pretty good and it has fluctuation to it yep it's also got fine detail with it's got great graining it's so actually thicker than that looks like really so this is EcoStar their color is more just a color yeah that's brown so they CER doesn't turn brown they so they gave me a lot of yeah I think that one's better and from a distance you're not going to see it is these these look better than this does so EOS shingle does have a gray y that one's better yeah the other one still it still doesn't have the printing right it doesn't have the the emboss yeah this is it's got It's got imperfections in the coloring which makes it look more real yep so this looks like you see what like plastic look like Play-Doh I don't understand this though why the nail would be below where you slide the thing down to yeah so here's the stuff from E he sent me a bunch of them so everybody can keep hanging on to want to read it I bet you the covers have some sort of like cap that makes it look like the you know what I mean like I'm sure once you secure it there's probably something that Clips over it that might have the texture Oh you mean the nail I'm just trying to think of but why not put why not put the nail here this isap the nail so this this is the this is the company that from Melrose old Mohawk okay here's the sweat Isley house right in their book yep look at that those are natural Cedars y um so the the natural SE that that's real those are real shames real okay that's what I'm saying okay yeah cuz they just did the so this there's some weathered weathered nice beautifully grayed y gray that's in Dorchester so yeah so I guess we're answering is gray a toned gray is where we're we're looking at this is this is about what my roof looks like in in Seattle but that's that's probably your red cedar again was from Canada actually I do remember that they have special pass well yeah I did figure that they still just look like a nail it does look like a nail look a nail yeah you don't know what that line means yeah that might not be seems it seems to tell you that that that that's where you put it to there and then the nail would show right yeah she got she got it right down I don't believe it's brown again see that one it actually says nail the little the little po Mark there does it yeah says nail easy inst so good uhuh AR what is it grish brown now Mossy yeah I would imagine this side and this side are different colors I would guess this would be the lighter color I think I think the one that's on the the west side is probably just all lens at this point it'll be it's green it'll be be darker I had to go up my roof and the three-story house had bu and spray mine off cuz they real and I have all these 100t trees around me and the Moss was there I'm amazed at how fast the moss grows because we had our roof done you know not that long ago and out the front it's like uh no I haven't even brought that up to yet to my husband which is probably bad considering continues to rain but I'm I'm waiting to strike when it's just right by the way we need to climb up onto the roof I think it's from my um sky there probably something flashing out of place or something that's they look like oh no I know I'm I'm pretty impressed with this company when I was looking at their website I lost two windows when I two skylights when I really like yeah no it's not fake slate I love having the Skylight up there it really makes a difference in the Attic but skylights leak God wanted a hole in your roof with glass on it he would have put it there that's right don't ever touch a roof that's not leaking there was a that's the big long slope that faces your yeah your son's house that was supposed to have three in it it has one yeah okay so I can tell by the voices that we're we're all we all like the Bravo y um I'm going to still follow through with this other cedarcraft company did I oh yeah I thought it was a stack but was a smaller stack we go is this the Melrose group yes no this is the Melrose group that's EO star that's Melrose installs this sh oh oh okay is that the you only have that one of those right yeah so I need I need you can have that one back I just so that is Mohawk out of Melrose Melrose I know good so will so we can this my knowledge of the purchasing system is if we just like the fire department says we have to have only this brander radios because it matches all the other ones on the fire trucks we can strongly suggest going with a specific shingle and then there'll be multiple installers buying for the work of that specific shingle is the way I see doing that so next month I'll bring the ne next contestant and we'll try to zero that in and and then put it out to bid cool we'll recommend to this we'll take the recommendation to the selectman and make our we want to get James on board first um I will update him have him as an ally instead of faed him across the table yeah no no so we'll so he gave me the stuff from bra Y and I'll check with him and tell him what we're doing and bring in the third company and then go from there okay Sun so was there any more correspondents or have we finished no I'm not sure I but that was wor I was under the I was under the impression you were done with correspondence so oh speaking of jam yes the interior lights we replaced the bulbs and you're all set just the bulbs what he said I said we're getting ready to open the school for the season and the fluorescent lights at the back of the room are either out or blinking we hope you can get these repaired and replaced before the 22nd of May and he replied that was on May 4th and on May 7th he said they're WR B so can't ask some much faster service than that I guess so there you go all right we had an email from Channing about the schoolhouse Windows what that was the email to me about the schoolhouse Windows oh yeah oh that was too fun um I know that is you want a copy of that and I think that's what do we do with your your bid now um instruction I think we we're still going to well do you want to go right into that right into I'm sorry we got to get the okay to Jan we so everything else was about demolition delay bylaw lengths from various and asundry oh sh um historical commissions across the state and I don't think there is anything else I think that's it parents all thaty all right go with we're all done with correspondence I would say yes now what about sorry yep what about the permit for 85 High Road 85 high road we got um it it triggered uh we the um the permit link which Channing and I both get because they won't get to do work on the house and because it has restrictions on it house no no this is the gentleman that came here about his dad and his mother with5 yes so um they are replacing the roof which is up by the kopa Y which is already a regular roof tar Roofing asphalt jingle thank you and that is all they are replacing because I spoke with Peter our building guy and he spoke directly to the contractor to see exactly what was being put up and where so and cuz he's well aware of the house so it's just that top part that's flat not the maner part no it is not cuz that's not asphalt that's slate isn't it it is not it is shingled is it shingled now flat it's wood sh I believe so I'm going to have to really look at when I because it's um creep at it but it's not they're not doing it so they're not doing it so that was the question because he wanted to make sure because they do have a copy of the restriction and they have it saved in in town hall so so if they not if they're just doing the flat part it's not going to show from the street right right and it also is not they're not replacing something that they're not allowed to replace it's right in the thing that they are allowed to place that roof and that is all they have doing so it is a okay okay now on to Rich okay Windows um I think you know LA and I have been going back and forth and I think we've got a um we've got a requirements document pretty much completed and I think we're going to um the version that you sent me most recently we're going to run that by John and and then we and then we'll send that out to um probably four different contractors um and so that we'll get a an order magnitude number on on um what it's going to cost to uh to restore the windows so it will this will just be getting aot this will be getting a quote it will not be getting bidd proposal okay okay um but we need to get the quote in order to know how much money to ask for from the time meeting if we need to go that way yeah um if I mean if we get arpa money to do this like just you know use it a lose it arpa money I mean that's that's obviously the quicker way to go only comment I'd make in it that they should probably know is that we say we're going to we we will manage the window for the window frames we will take care of that the frames all that kind of stuff they're going to take the window sash itself restore it the rest of the stuff we'll do either I'll do it l will do it we at John over there with us for the for the weights and everything else I mean I've done the weights before I did the weights in my hail house um but but um you know we've got some really good ideas from John about how to how to preserve this the Sills on the outside that are just short of of rotten uh they haven't started rotting yet but they will soon if we don't do something secured uh but that's all stuff that we can do but the windows themselves I wouldn't touch no there's amazing epoxies out there too now that you can use to really just make and then we we're going to paint the outside and we're going to uh leave the inside just oil probably and turti provided that we can that we can do that with a consistent look my only concern about that is that when we were talking to John he was saying that in some of the cases where there's so much wear on those mtons that they might be too thin and you might have to rebuild that rabbit with epoxy right if you rebuild the rabbit with epoxy now you've got a piece of wood with a piece of epoxy on it and it shows two different colors well our option at that point might be to pain a brown well no you can you can put a stain over you can put a stain over that Jess does this with her logs that she does m uh she'll put that stuff into to fill cracks the epoxy and then she'll St stain it and then and then it sits on it sits on top it doesn't go in that was that was my only concern with with not painting the insides yeah no there's products you can use to to to foe it enough if we had to but um the black epoy though is like yeah just as and I found that um the wood stabilizer that John was talking about they got it at Home Depot so where' you find that Home Depot Home Depot yeah okay there you go so the uh contractor will have to be also in charge of securing the building yes they got to put something over they have to have contractor they got to have workman's comp they got to have liability all that stuff for doing this yep um are you going to ask them them for references yes are we going to do them all at the same time or is it going to be like one side in the you know what I mean like do we do I I think the contractor is probably going to tell us which way they want to do it they'll probably want to do three at seven windows no I'm just Imaging like I'm just imagining not having any light for so you know however long it's well I'm guessing they're going to do three and then three because otherwise you got to buy more covers for the windows this way you can just move the other side to them y job is going to do okay so we're we're we're pretty close to to going out and get some quots cool good good work boys all [Music] right okay number seven Central Street rock wall uh was contacted by pass fire chief Bill Pearson that there is a stone that had a carved date in it uh matching so if you picture the stone wall at the Central Street Sports field way down to the left if you're standing on the road there is a big rock with a date carved into it 17 something like in within the rock wall or really uh when they widen the road I found out this week that the stone wall was way up in the road so that whole stone wall has been moved back 12 ft on the field side on the field side um and I asked him where the trolley tracks were for reference there he wasn't completely sure but probably the trolley tracks are right where the stone wall is now interesting so this is an piece of unrecorded History we're getting here that's interesting so in that wall was two rocks with dates carved in them 1700 something approxim Ely when they change the entrance to the sports field and move the rock the wall back one of the two dated rocks got moved to storage and it's sitting um at the uh Len Road location they want to move that out of there and give it back to our control so we can put it back where it belongs and uh fix that is it large like it's the size of a travel suitcase okay so I need to well I mean I'm not it's not like you know like a giant rocket or not like the Milestone like on the way yeah trans dump um I am going to figure out I'll probably go see a Town Administrator um about I want to go see the Rock and then I want to go see the Town Administrator and um then see if we can find a sweet spot in the um rough part of the wall and we'll just make it a Saturday morning project awesome uh the fire chief's one was talking to me about it okay storage and Market room yeah it's in storage interesting and no wall was moved back I did not ever know that wall was moved back that makes sense though right so from what I understand and the trolley came down on the if you a picture by my house the trolley came down the Rowley side of Central Street and then when it got to the bridge it crossed Central Street and then went up the Newport side of Central Street hence why the raro ties are still sitting in front of the foundation of the mill building there at the Falls yeah so then the trolley went up Central where the sports fields are now and continued on what we call School Street now and then went on to Governor dummer to split off there be so cool if they still had those so um and then it went from the Raleigh Danver line into the new port line from there um so yeah so we're working on that um what else do we have rich just gave a report on the Windows Schoolhouse cleanup Schoolhouse cleanup yes do we have a schedule dat planner we got three weeks before we open and um any date any time was good yeah pretty much I just have let's see Memorial days when we open right yep so 27 25th actually we open on Saturday let me see here no I don't have anything I mean I can pretty much do any day during the day got nothing going on on until graduation but that's so we only have like someone said two weeks so yeah 25th May um you know do we want to do it week before 20th 21st I'm assuming we're doing it midweek right we're not doing it on the weekend I don't care I'm I'm good for midweek yeah what dat I'm saying midweek versus the weekend right all weekend well that's what I'm saying yeah like I'm an Uber driver for my teenagers during the weekend we which week I um I was just saying if we want to do the week before like the 20th 21st 22nd like I have nothing going on any of those days okay I've got only got two on two meetings on on the you have a much bigger social life than me social committees that's why my got something on the 14th 15 and 16th so so and so the next week I'm pretty I'm free pretty free okay so then you pick what's what's it what's the spot in your noon call on the 23rd that I have to be on how about the 22nd what do you got going in that's Wednesday I'm just saying it's if it's a nice sunny day I'll bring the um clean Schoolhouse on the 22nd of May we are doing the cleaning yes is this what we are okay what time I could be there like 10:00 a.m. think you know not too early not too late you know it not too early that's good I can have two cups of coffee before can I'll have to contact Eva I will probably have to pick her up cuz her husband just said a need replacement oh did he she doesn't drive so um makes for availability to go anywhere limited understandable my grandmother never got her license School 10 a.m. 22nd got it 10: a.m. we're doing 10 a.m. we all agreed on that yep 10: a.m. the 2 second won't take long no not if we focus not if we focus we're the best at focusing we're super good I'll bring it back oh okay and can you get a um a hose run out there yeah mention to your neighbor if we bring the power washer okay I I um I probably can just ask them I got to ask Jerry CU Jerry's closer than the uh Kenny's I think either's house is he in the The Tavern he's in the set but the last time we had to get him because he hadn't turned his water on you yeah yeah and then it wouldn't stop raining so that's why we never that was really needs oh yeah totally that's my I love doing that my house need so so should I bring the hoses too yeah okay if we have water yeah if there's water oh yeah no I meant you're not to I'll be the one that's bringing the H yes please and maybe a ladder you have a tall lad I bring a ladder I got I got a 12 footer a 12 is it like step ladder oh 12 wow I got a 10 so that would be awesome cuz then like that's all we need just to add that to notes Here spray okay yeah let me put that down her mind too BL bring all right so you're going to be outside doing the wall the window the wall you yeah power washing okay so then we'll be in the inside I power wash whatever we need there's anything to Blast Away we'll kind of make it make a quick little list and figure it out when we get there or whatever so all right 10:00 okay what you say that'll do it says instead of Bring It says BR hoses I I'll figure that out that's sounds like you're from something isn't this funny clean Schoolhouse pickup Eva popped up on my screen at 10:00 a.m. when I typed in clean that's what I did here too knows the last time you did that yeah it pred predicted same thing happened with big brother man oh we won't even talk about it's just Alexa listen nobody listens to me most of the time I exactly said every conversation you've ever had is recorded somewhere all right what else so that's good and hopefully by the time um we open the schoolhouse I'll have at least the QR code for the outside oh awesome so okay oh okay I I showed it to La it works works pretty well uh the only thing I'm concerned about is some of the um websites that you get them from uh the QR code expires after a certain amount of time so I just got a check that I did a my store and then they wanted a subscription fee and that's how they do it it's like a little Drug Act you know they're like here's a freebie now you need to come and pay a subscription new yeah there's a lot of that going around that that has been happening for years honestly but it the the way I was talking about doing it first was that I was going to um have it be a a link to the website right but uh I found you can do up to 750 characters of text right there so it kind gives somebody like a whole little mini tour basically right so basically you just you know you scan the QR code and the text pops up on your phone cool so yep I showed you that remember really I don't remember that we were in the schoolhouse looking at the windows waiting for John to come and I showed you that but I don't remember the text coming don't try to don't try yeah awesome okay abs Ely nothing what do those are those things where I know what it what it looks like what does it stand for I don't know that's a good one what does QR mean quick read what does QR mean of QR code no idea qu Quick Response Code be Ser do Quick Response Code what did I say I would have never guessed that is that what I said quick free spots did you'll know when you were I don't know how to use them but I know what it meant before we even told me so they type of two dimensional Matrix barod invented by 1994 by a Japanese company yep and the difference between that and a barcode is that a bar code has no redundancy so if you get a a scratch or a mark on it or something it won't read do but this thing I mean you can wrinkle the paper up in a ball and throw it away and pick it up and scan it and it it's it's got the message like I even carry them around you do look at you fancy guy he's got a little dinosaur in the middle of his know this is the Cheapo no I'm the dinosaur in the middle of [Laughter] this okay let's see so we we good with that so see what to don't remember I I revised the schoolhouse procedures everybody's got one website I don't think we need to unless somebody want if I would ask you all to read it if you notice anything odd and bizarre or whatever let me know it's a simple word document now it was like a page and a half before I tried to eliminate redundancies and just to make it for what we do but it's mostly it's it's really just like when someone starts so you basic yeah so just if you notice anything's squee there anything I don't always turn on the lamp in the back so I don't always have to turn it off the lamp is the ceiling lamp oh that yeah that's plugged in by the T the fluorescent lights and the lamp I always turn those on that yeah the one on the desk is is if you're sitting there trying to do something and it's rum I mean that's mine actually lamp is mine it's from the from Bombay company okay so we went through that cuz it's not to really do it um okay another let's rewrite the B we have no do Keys don'tget the C on and then I got two things to remember to do you're getting the schoolhouse on you should put the flags out too there no reason not to have them out yeah yeah might as well yeah we're ahead of the game as you go over there and make sure they put the bathro the toilet in the right place I see them over there all right just put them up thing certify local go by manra field and see that car Stone I know I was just thinking that next time I drive by I want to try to find it he needs to give us more information about so if you're standing if you're standing looking at it I'm assuming he needs to the left going towards the bridge right closer to Main Street that's got to be it's probably in one it's in one of the books there's a picture because I Stone by Stone you seen it no not Stone by Stone but but somebody's taking a picture of the 17 D yeah but where the house the house the way it was set up originally and all of that was is in one of the books I can't remember which one but I've seen it before so it's probably in the L book and then if you probably about the stone wall the squinty with the magnifying glass thing you might be able to see that there was a did you see the the stone in the wall or just talking he sent me a text for oh the one that's there yeah oh yeah it's very easy to see this size of a license plate yeah it's just to the right of uh Lacy Lacy's driveway there oh it is yeah okay something else I need to buy mid height of the wall share that with those of us who AR from Byfield whose L what house is it Ian I mean I'm the only representative of the island and L is tonight the only represent right there I'm trying to think what number that is so so if you so if you're driving by the sports field headed towards the we the the dam um the first drop just is just before the next prop at the property line right before the they've got a long driveway driveway house is really set back yeah so so just near the end of the the bill sign where's that it's just before the end of the Town property yeah so it's right it's the the stone is 10 ft before that driveway okay and are we heading towards the fire station mhm okay yeah and I'm going to buy a a mat for the bottom of the stairs oh than I think we' got one for inside but there there's two of them there on top of each other and they it's got a s we got a sink hold there that's why I'll bring some dirt over I got I got five Gars of dirt okay so that's good all right so that's okay um did you have him talk about the Local histor District uh law we have a report we didn't have a meeting so we're not going to be till June so there's no report on lhds that's the study committee local historic district study committe put little green thing on there for you English supposed to be an LG in front of it oh you got Lord green written out cuz he gets mad with too many initials where you didn't still I put the lower green pot so I figured you could figure out that was a study committee without R typing the entire think 16 pages long all right umal historic dist study committee you want me to work instead of meet I love it okay um do any more discussion on the macis on the schoolhouse no tonight not tonight not tonight all right so um I I'll keep it brief the we're talking about the demolition delay in reference to whether there's an exit ramp to the process right on an exceptional um cases that it just doesn't apply and I'm not I'm not seeing one I'm not sure if you are I'm I'm seeing something and I I highlighted it and I can't find it for tonight so I'll have to do it for next month I do have a suggestion um so right now if we make the determination if the commission makes the determination that U the property um is sign is historically significant the way the the by law is written we then go on to the public hearings phase okay okay what I'm suggesting is that um um we add something to the bylaw um if we're going to amend the bylaw or any way to to extend the the period um and add something to the effect of upon determination by the commission that the structure is significant the commission shall further determine whether the proposed work will be a significant detriment to the historical value of the structure okay there's our offro um if it is not found to be a sign significant detriment they shall so notify the building inspector and the building inspector May issue the permit no hearing okay if we can get that added and and then bring the you know the period up to 18 months and what do it do we have to go to town meeting to do that you're changw you're changing a bylaw that's what I thought but could we do it this fall it's very a good reason why not we could try yeah here's a suggestion though we might want to do it in two pieces why because the one that might not pass would be the one uh the 18 months 18 months yeah be good to have this one we can do that as two separate line items that's what I mean right yes two separate two separate warant AR as possible do you want would would you consider 24 months I don't think it makes any difference is my opinion well I'm just thinking I agree I just I'm not thinking so much as what we would like if it was up to me it' be 5 years but what will pass town meeting that's you know that's the problem well that's why we've got 1824 cuz we were afraid to make it any newer than that for an automatic review yeah oh and that's the other thing we we want to years n or 12 anything that's older than 50 years or older than 75 we have to come up with that well I'm older than 50 years well yeah that that just the you're not preferbly preserved that just turns us into a regulatory board I mean that's just going to quadruple our workload uh I mean if you want to if you want to dial it bring up the date some I'm along with that but I mean we all we all complain that we never get to just downright play with antique houses and this this is pushing the date way up to 100 years or something like that it's just it's going to mean every single it's going to half the houses in town yeah yeah and it's just going to mean huge huge and and there's a if we if we find a house and it's got any value at all there's enough different ways of squeezing it in to yeah make well currently the way the bylaw is written is uh 1820 is the cut off yeah that was the Greek period or something we want to make it 1900 if we make it1 1899 people are less threatened by the 1900 thing just like pricing yeah say it's true though cuz it like9 my house is 1902 so I don't to worry about it mean you get into the late 1800s that's that's that's manufactured Lumber and uh true architecturally designed buildings that are duplicate I mean well kid houses but just because it's there doesn't mean it applies still means we have to process it though well yeah but is the process haven't been touched not a lot you know what I mean so yeah if we move it up that far we better have that other rout in there to get around thing is you could have something that was from 18 75 but it's not historically significant you know if it's if it's a Sears kid house like no but then you got to have that side thing to to get the second motion no all you need to do is is determine that it's not significant yeah and then it just kicks out oh oh I what you mean yeah yeah you're right sorry there's a lot of I mean there's room for play and not play like yeah you know but there's room to wiggle around with some of the statements to say we realize that this is an 1890 house right but it's had so much significant change done to it and things like that that is no longer significant my K not original other than window that's we we talking about the outside of the house and the inside of the house primarily we're all just talking about isn't the view from the street so basically we're talking about like local historic district backup which is mostly all the view from the street more than anything else unless you have a place that has PR and a CR on it and they're not allowed to do anything inside or outside without that's consistent with the recommendations on solar panels I'm not sure that's true uh the the inside of the house does better for for determining its significance because it's we're talking about molding and we're talking about all kinds of things the what we're saying is is uh as far as demolition uh and it's on the and the outside of the house is the only thing we're worried about but what about the demolition oh okay but demolition could be just tearing the kitchen out yeah okay unclear I think about that so more see because when we I mean we did this the outside appearance so long ago and half you know some of the people that's aren't even on the commission now but um I think rereading it like from like you've never seen it before instead of trying to see you know what are we supposed to change you just have kind of look look at it like you coming in from out outside of Newbury and what does this thing say instead of things that are already in your head about what we're looking at because I mean are we looking at Interiors are we looking at only exteriors did that ever get discussed before I don't know I mean you know I came in on the back end of it so I'm not sure I would think that that's where it kind of gets crazy it's like people want modern bathrooms and we don't want to find a house that you know or for no we don't we don't want to get into we're not in the regulation of how they're restoring the interior tell people they can't put heating baseboards in I mean you know why have do that yeah I mean how strict are we I mean if the house is on the National Registry or it's a national register somebody else's Lookout then it's no it's still under Ro yeah but different restrictions on that ball game and saying would sem tear the house down we're talking about demolition of even if it's the well we were talking when we designed this law and and I always keep repeating this is we we went through this for three years we built all these law this uh this uh proposal language language and and it was shown to the building inspector and then the building inspector after the town meeting approved it changed everything on his end to any anything that starts don't doing any type of demolition work anything that involves the dumpster with a building is now have to have a demolition permit that's not the intent of these rules somebody demolition doing just because they had a dumpster doesn't make it a Dem demition bylaw issue so we're going to have to change that now what I was starting to say tonight which I can't find because I put it somewhere special and now it's not there it's very special it's is the building inspector and this board determine whether the demolition de delay bylaw even applies to what I call is this does does this out housee is does this this this apply to this out house is this applicable to this ous is this a historic no so this this whole thing it's not a historic ouse this doesn't apply to that so it it says when I was reading it in there it says that the uh Building Commissioner determines whe uh if it's applicable so I'll have to go back I got to I got to pull that out other out buildings though are because with the I remember discussing he wanted to tear down one of his barns that was beyond repair one of the small buildings and then the other ones he was going to keep so I remember talking about that so well that's the one that they put the and we okayed that he he put the new flooring in it's the one that's right on the corner that was a big discussion and when he slide he made it so he could slide yeah things that's the B yeah but there were we were also talking about the the three small Bill couple of them wanted to tear one down because it was beyond and and I think and now one of them I think that this when you looked on the interior it was the outside looked like it it looked like it hadn't been touched but when you went in the inside the whole thing had been redone so it but one of them was still old cuz I remember going up the stairs and going up into the attic when Bob and Adele lived there yet yeah but so I mean it's thing things have changed people have changed the times have changed and it's it boils down to in my book where are we going to get success with this because just having it there and beating our head against the wall because it nothing ever makes it you know so that they can't do it then how much are we energy putting into something that's never going to do anything homeowner it's going to impact I think like again the cross speak from us you know they they they listen to our recommendations and they asked for permission they did and they did a good job and a lot of but a developer is different a biggest the biggest problem we've had that I can since I've been on this is we need the commission needs to get in writing these promises that are made at this table so to speak and then not follow through but that yeah that doesn't have anything to do with demo though no I mean in general we just need to back so we've learned our lessons we know but the Barns and the barns we learned our L review steps for the demo application and public hearing procedures that we had I have in this file that I have don't even remember looking at before but um determination of the significance must be within 21 days from dat of you of application and vote whether or not it's historically significant so kind of like the worksheet things so i' I've got most of that in yeah so I found these that in the let's work on one we we have 15 days from the time but we're notified by The Building Commissioner so um all right let's let's keep continue working on that um let's finish up with this tonight so we can get done here certified local government what is this you asked me to make it up because it was on get money if your certified local government thing and you asked me to look it up it was from the last meeting okay so this is I gave you this is a a thing that was done by the um historical commission online Mass historical but the benefits of being a certified government I found on on one of the state sites and the first problem is that I can say um was you you're supposed to have things that we don't have in this town meaning well we you have to have a certified local local government like committee or whatever we don't know another committee so um so many commit drop a lot yeah like they're never ending you who's in charge or what thing so um to optain the status um as a CLG which is loc uh the certified local government um to help them plan preservation information but you're supposed to have a like committee a commission that does it and I'm like we don't have that no so all right a local government can participate directly in the program but we don't have a local government committee at this so that kind of like throws the the usefulness of that out the window as far as I can see but it it is interesting to look at the information that we might be able to pull in for us you know when we're looking at other things like the Demolition byw and things that so this just so much information floating around up there it's czy so if anybody sees anything that I missed or misspelt or misled you with on the schoolhouse procedures just shoot me an email please and I will amend it's really just for going forward and this is this is to qualify for certain grants yeah yeah Grant but you know but you have to have a like a committee that's doing it and we don't have that so at this time who somebody just got it salale them no whatever we were talking about in we got an email yeah an email the only good thing about this I don't see anything about matching funds which is good yeah so you can look at that needless say it was eating my black ink alive yeah right which I don't get did anybody pick up on the uh the proposed a town meeting uh last week did anybody pick up in the MBTA project the planner that from Essex County got there Mar m Valley guy reading the plans there talking about something that I had brought up before is uh dark sky lighting uh regulations on the buildings I started to research that uh on the internet uh dark sky uh is forcing light to be focused down all light has to be focused down it can't go sideways uh on all new projects which would include large remodels too that's a huge problem like my parents living right downtown and living right with all that stuff over the years the lights are always just beaming into their backyard and so um they're doing it in some places i' i' we ever have enough time I'd like to look into it more maybe maybe talk to planning about it light pollution um light pollution is a big thing we ought to get on board with it before we look like downtown Hamilton yeah that's my point I mean David cutter just has been redoing that whole strip there and my mother's like I I can't see it she constantly has all the blinds closed it drives me crazy it's like want to be a look your window On's un Cottage too all those houses there with all the lights so maybe that's something we can do a little I don't know who would bring whether planning would do that or whether we would but we could certainly start asking question about it I was surprised to see on the internet there was uh said dark sky uh uh bylaws so other people are doing it already dark sky bylaws y well yeah especially people at near big highways that they're putting the gigantic yeah the the lit up movable um what are they called those things Billboards Billboards thank you signs gigantic signs with huge bright lights that are now and not only that but they're all over these what was before that a dark field so now it's affecting all the wildlife yeah I've seen seen it the and birds so and the you know with the Advent of the LED light the LED signs now which is so it's not written in the like Essex has a no illuminated bylaw sign well all of a sudden the people putting LED signs up it's like oh well that's not really that's an LED sign that's not really an illuminated sign Loop Poes and then the first person to put one up is the town you know the town and the municipalities putting the three of them on the front of the the municipal buildings look awful yeah so it's like the one down a hall we gozy but calling it are we done no sorry jump with the again what else macis people have to start looking at mackas okay kick that one to next week well that's what happens it's been kicked it's been kicked up down like several years now um so we have to start getting thinking about what we're supposed to be doing with just getting you know things on um let's let let me check with the committee make sure we haven't done that with it for the schoolhouse the school house do it yeah cuz I cuz Robin's been working on a bunch of those great does that does the Maas listing for the specifically for the schoolhouse become redundant if it becomes a local historic district well the town should have it protected MH yeah because a town owns it as opposed to the surrounding buildings that are owned by individual people so it needs to be and then we're coming close we're coming up to the 400th it would be nice to know that they yeah they can't just you I'll take a bulldozer to it we're starting paring the plows in there again yeah let's not put the plows in there again okay so that's okay that's second on the motion at 8:34 all in favor
