make a motion to approve the previous minutes uh from November what was it 20 something 18th 18th nov November uh second any discussion all in favor all right those are done bills and claims um that is down spe oh no I'm sorry correspondence correspondence T sorry my mistake I don't have okay I do but you give me one second um I'm sorry I should be a little bit more prepared for this and I let's do this let's uh do you want to do I can talk about yeah let's do we'll go back to correspondence excellent thank you all right so we have melo's Bill that just came in today not melo's build we have um by field of water that just came in today $71 so so that's that and last uh month or earlier this month rather was um towns in propane and I did not don't have that print about 600ish oh probably a little more T it for gas or propane propane okay and we're we're heating that uh year round right are you guys using it is it comfortable in there are you sure why don't you talk about how CR well when I go first thing to open it yep warm and toasty well I talk about old correspondence no I got it okay um so um in the future we have someone that is interested on um maybe bringing a food truck to the fields and so they want to know uh what forms to fill out um in order to get in front of us to be approved maybe so um I think there something that we I'll I'll reach out to them have them send us something we'll try to get on the agenda next uh month um and we'll decide whether we want a taco um or burrito truck on on the field good all right um so old correspondence yeah go ahead so I'm sorry I thought you were kidding no okay so I last month um prior years we had a front desk person that kind of gave us some heads up but I did not know that there was a mail slot if you will downstairs in town hall so we have some um something called Gopher for Light reading for later on for fall of 2023 um Parks and Recreation summer of 22 FR so it's a bit some of the information is stale yeah um we also have checks so our missing checks have been found okay but we would need to they tried in Georgetown Youth Lacrosse is one of the proverbial missing checks happily found and um this is for youth football practi from rusher no I think this was um this football [Music] group fall of 23 yeah yeah that's 8 2423 August I think it was actually and this and we have some Mark and I would be very interested in this for an activity the Flying High dogs they send it every year y so there's quite a few of those and and um a Storyteller and song singer it's still good the other one is so some very interesting and then just um uh documentation of bills that uh or checks that we received and signed in um this isn't upstairs it's downstairs right downstairs yeah where um where you not where you pay the dog stuff but where the taxes are in the back can I see the so there's like a pigeon Pig two groups at the risk over burdening any one person how often do you check it and do we need to have well I didn't know I know I get I get going forward I've been checking what would it be and I've been checking it like when I go to pay the warrants or and if I'm doing aill so on a res basis every we monthly at least if not more so so okay so you say it's downstairs where building department is and stuff like that yeah and if you just ask with the mailboxes mailboxes some show you huh okay so I was like hey I'm from Comm check the mailbox and they like okay now that I know that it's there so just with that being said Jen apologies to the Georgetown FR and Lacrosse you had paid the bill we we did not know where it was and that's on us and your account balance is now after looking at that just cleared so so well we'll need that reissued right I think it's no I canel that check and then I re I hand delivered another one yeah thank you so we just have to have a little better communication we should have known so um so I think there was a change in like I said the front the Staffing yeah so something wasn't opened and just got into a mailbox and okay um the other one is for $60 uh two years ago I think that one's paid I'm not mistaken but we can double check it's not in here it's not in here yeah well so it probably paid from two years ago yeah it's probably paid two years ago cuz I remember signing something for $60 two years ago okay Patrick gave me a bill cont feel fre to I'm sorry I'm just looking up to see if they if this app is up to date I don't know this okay awesome um application for Fields Court Fieldhouse and others there's a number of them in um waiting on um now that we are past the late December uh approval date I'm going to start going through these and approving them okay um well they're they're here now so this the group one not the individual so the group one group well this is for a season as opposed to a short date Excursion so we could we can look at the the idea was that we all look at these until we've actually made that decision I'm not being clear yeah you're not um they need we need to review them as a group yes because it's for a season and we have to approve we have to approve it so we have to so who's submitted so yeah so we can go through that now so we can go through that do we have a screen that we can put this up on got there ma Rush has 1 two three four five six seven seasonal requests Georgetown has two and Tron US soccer has one and they look like they have some conflicts who has the conflex it is not the easiest to tell without putting this all on a calendar and writing it out but George toown like ma Rush has Monday Thursday Monday Tuesday Wednesday Thursday Thursday Friday Saturday Sunday Sunday all it significantly different times and Tron Youth Lacrosse has Monday Tuesday Wednesday Thursday from 5: to 8 and a lot of the conflicts like they're same days same times now whether or not there's no field I don't know yet that's what I need to have that calendar written out and this app is not the most helpful until okay historically and out of just convenience Triton George TR lacrosse has Fields one and two soccer has done three and four 5 a and 5B yeah it they see to know they they they work as a um as a pretty good group and knowing someone hear that was it just me call yeah sorry someone's trying to um sell me solo I think so when if I may ask whoever J or whomever made the application online you to identify which field you wanted yeah we should have I put in an application for field one and then field two two yeah which is typical which is the the norm yeah okay so you may have a whole bunch of stuff that comes in different times but what they do is they separate from field to field to field yeah and what we have done in the past and I know that in our policies is we asked the applicants for the seasonal use of the fields to attend this meeting so we can resolve any conflicts in a timely manner failure to do so could result in them not getting the times they wanted because we we we can't keep postponing this because if somebody doesn't get their time or any time that puts them in a disadvantage for the season so if we don't have a meeting again until March yeah we have to agree um that would have been really good to have somewhat of a heads up it's not a u issue this is something like it no no no no it's just what what happens is they know what Fields they use all the time so it has nothing to do with you it's just because I went through this I sort of wide-eyed how this all works out and it always does is occasionally we had problems a couple years ago because it was a football wanted to use a certain amount of time and that but these guys all work very well with each other so uh and if they don't they tend to figure it out between themselves is this true yeah yeah and with this goes generally in the spring the soccer doesn't request Fields one and two because those little acros Fields they request the other ones so there's no reason why we couldn't move forward and approve it even though it might not be inherently exactly apparent on the app so we're still approving within our time frame and we can yep basically approve and move on is that what we're kind of discussion of course we can certainly approve the lacrosse one now because they're here and we've heard and because the other applicants aren't here to speak on their own behalf we can only make assumptions so we can say we've already given out one and two your your applications weren't clear understood okay we can also provisionally approve um the two other applicants and I know that both those soccer programs work closely together and have worked out any differences between and amongst themselves yeah so that being said um so essentially what's happening is my myre is not the myre calendar is not working as far as these uh dates are going so yeah so I was able to look at lacrosse as only one asking for one and two uh rush and I'll have to confirm there's no conflicts but Rush and the other other soccer you are Rush's four three and 5B and so is train youth different maybe different yeah they they like they they really have worked out and so for us it's pretty simple it's just kind of like um we look for more making sure that they have their core reforms in application fees and um the only problem we have is when when we have another group that's looking to to use the fields and then we may have to ask if if other people can move things around and if they can't then we just keep these three have been long-term cool um people so um so we start with um uh Georg toown Triton lacrosse um I make a motion to to approve their permit as written um a second on that I'll second any discussion um I I suggest it's a provisional providing as they know um is with any of the um permit holders that the appropriate paperwork is submitted in a Time fashion including but not limited to the Corey check the insurance binder yep Etc yep um and what's the start for if you guys remember the start date we we're going two weeks into April because of the issues last year okay 414 and 4 and 419 can we give can you take that or should we give them back their paperwork from absolutely last time and then that way you can destroy it I was yeah um cuz you're here and rather give it back to that makes sense if you weren't here I would have sure it it and um I can get you the new insurance policy for this year the insurance binder and then the Corey checks we will be checking our coaches um end of February at our coaches meeting so I'll submit that prior to us getting on the field YK you always works out perfect um so discussion of that's over um I uh vote to to our motion to uh accept Triton um Georgetown lacrosse with those Provisions that they have all their pick workk in by start of the season um all in favor all right done um should we do sort of a joint um acceptance of or should we go each one um next one up is uh fright and soccer and then after that it's Rush um all right I'll bring it up so I motion to approve provisionally rush for this coming season as long as they have all their forms in um dates times quaries um anyone second no second discussion uh along with that and it will go along with Rush that there's no conflicts they're not to have Fields one War Two that their uses restricted to three and four okay and five and any conflicts that occur that we can't identify at this point in time they need to resolve it uh between and amongst themselves right um all in favor all right um that was rush now Triton youth is that right I have the other way around but so it's Rush next yeah sorry uh Rush um I motion to approve Russia's permits but they share provisionally if they have um information their payment their cor forms their insurance and with the provision that any kind of um discrepancy on fields is taken care of um amongst themselves amongst russan and and um do I have a second on that a second um any discussion again lacrosse gets one and two I know that Rush get 34 58 5 b and the same is Tri yeah soer stays on the same field for lining and and go purposes yep thank you um all right so let's vote on this all in favor uh did you before we do this did you want to provision it are you all set with that I'm all set um all in favor right done um since we have you guys here lacrosse um May 1st the in theory the playground is going to be finished which is right next to your area so um we will try to work out something so you guys won't be firing balls into those areas and some kind of safety thing hasn't been figured out yet but um so that's that's the new playground is by what we generally have historically had our girls field up there so well it's so that you know the you probably seen it where the basketball court it's right behind with the basketball court before your Fields so it's the girls field right yeah that's where we usually have the girls field um so we will work out something okay to for safety uses are you are you doing like a ribon cutting ceremony like that on the first not I don't know may for May okay I step down no um yeah no that sounds great um no we won't um it should be fun yeah yeah um I think we'll be as a community I think we'll be pretty excited and if lacrosse has any suggestions as the season goes on to improve the safety um the area not just for the playground please let us know yeah um okay I like it so uh that covers applications updates on Old business uh first one master plan um again I I just everything's on the groundwork has been put in for the playground um the colors have been chosen I believe [Music] the the actual physical Hardware has been purchased but it's still set for May 1st opening date so do we know if the basketball court had that thing put underneath it it did not me it so the story with the basketball courts is where edging on that um we were talking there might have been some kind of material underneath it well it wasn't that material that was listed in the is the material it it no it's the submaterial underneath the pavement so the way they do it yeah so basically they they did the Baseline they put that material underneath it and then they put the pavement on top so everything is is kosher on the um there's no material between the no it just comes down to that it moves yeah okay and we're still working on that yeah um pickle ball and pingpong um I can't say about that but I think that City might have a something to say about that uh ping pong for the COA is on Thursdays from 9: to 11: um ping pong is what I'm sorry Thursdays 9 to 11: in the Fieldhouse we have the twole ball um ping pong tabl tables um I don't know if you guys wanted to offer it more than that I think there is some interest on the part of the ping pongers yeah to do it more so I just look them not that we have class there yeah we have to figure out every other day from like 10: to 11:30 12ish like just so they're not right on top of them yeah that maybe they wanted to if if we I think John was going to talk with them about yeah if there was another opportunity for them to do it another day during the week if um you guys have a schedule of what you use at the Fieldhouse when cuz we can use that so it was a a sneak um you know open you know the bottom for the town all have Town people use um so John's working on that awesome okay uh water bubbler update I don't know if we're going to have to um still is being talked about um if we're going to have to uh since we're going to another year we might have to um put some more money I don't know how um we approved it we put down uh we approved it for a certain amount of cash I don't know how that works as far as when we did it versus when it will actually be accomplished so it works its way until April okay we did it for FY 25 okay all right what seem like they've been telling me getting a PL I think that the tpw has hands so um and it's not an issue at this point you guys don't use that right perfect um okay um booket SW that would be Mark uh nothing to report we anticipating the same uh installation time as the play is that that would be in the springtime yeah okay where's the location on that we're going to work with gpw once box is finished to find the ideal location right now my suggestion would be at the um northern end Northern um where the door is for the restroom to the left of that oh really closer to the um so you're not blocking the view from the driveway from the parking area into the facility how's that work with you guys do you guys is there a path some of you guys I know that we're eventually with a play ground we're going to make that handicap accept accessible um so I don't think that's going to affect that it be right attached right to the deck okay be right there so then when the kid anybody walked into that those that doors be to your left okay so that's um DPW will give them a hint and hint on that one yeah um go to ask in sorry for like a uh yes I I I talk to community service Club I PCT to them they like the idea um I have yet to hear back on what has been approved and what they have designated people to do however um things such as you know keeping an eye out for damages maintaining it like maybe doing some like little advertisings like hanging out posters school or something they have all uh they have uh agreed that that is a good idea and they would love to be involved with it so uh I will try and get back to you guys on like who's doing what and if there's anything in specific that you want me to relay to them so to do quick question because I'm was spacing there um stuff like this um students are looking for community service projects right so that's why they're they're anxious I mean they're they they fa for this okay cool and Mary made a suggestion at the last meeting I don't know if you had opportunity to follow up on it um maybe have them organize a a book drive or or so we're not inated with books if the club itself could within its own membership be the ones who initiate the um the stocking of the shelves of yeah that's what um I I did I talked to them not necessarily about a book drive that kind of slipped my mind when I was in the meeting that's right but uh having asking them to help get things start like get the ball rolling with uh whether it's advertisements or having like people in the club donate uh I talked to them a little bit about that they W they uh do seem to think that they can get some sort of initiative perfect I know that we discuss this with the select board uh they were concerned about a plethora of books ending up sort of ending up and we have too many um and I found out that we could box up whatever and bring it to the libraries libraries like to take extra books and so that that should be maybe in your your group that would be an idea to say hey if there's excess instead of like starting a pile we can have one person bring it to you know new for life library or uh Newbery library and see if they have a drop off section I know there are a bunch of libraries that do so we is there age limit on the books that you guys are looking for leadership or foring the book no no like children's book so we have a section down here little kids can get the children's book and then like the adult books up um I haven't really thought about that no I think that it's yeah yeah it we'll see what is it and watch returned I think if it's high enough up then a parent can look at whatever and grab whatever so that you don't have kids just pulling the stuff out that would be my suggestion point taken yeah I just didn't know if you were limiting it to just kids books no probably one of the initiatives came from uh a parent 12 parent who basically said wouldn't it be great if we get books here one for the kids again this is before the playground for kids to take and also gez I'd like to see what else people are reading I could just grab a book so the idea was have all ages yeah and we said this going in when spring spring spring that's a that's a that's a long turn yeah let's say may may is May early June something to WR to but this year yes um that cover is the uh free little what's the I'm sorry uh FKA library is forly known as formally known as okay we if we're not going with the little Li lending library or little Library that's a group right that's a specific specific group The registered trademark who knew now I learned something um fiscal 25 spending plan well now that we're over halfway through yeah yeah um again it's not just this past year it's been years in the past asking this group to come up with a fiscal spending plan um so we know what we're looking for to how much money we're asking most departments in the town are have are in the process or have already submitted their spending plan for for next year so we the town knows what to budget for it we're different for many ways but one one way that we're different is we have one charge and that's the two two the two properties that said and at this point it's only the care and maintenance of the building and the field at Central Street so it's pretty simple what what our spending plan should be but going forward you when are we should be having uh a plan of what we're how much money we anticipate spending so we know how much to ask going forward yep whether we get it or not that's a different story the question the most again most departments are asking for and an outline what they're spending money on I think one of the reasons that I was hesitant about um pushing forth money was and it maybe more my mistake than the Els since that I'm always worried about um construction projects and whether they would be like run and it doesn't seem like there's going to be a situation like that but the with our finances the only thing that I could see again going back to the uh Tot Lot is somehow um coming up you know getting some kind of fencing or some kind of maybe even um going back to some of this shadowing U for some something that we can we can put up so that it would just protect the kids from crossballs CU that's my well that that's precise why we need to have one so we can look at here's how much money I think last year we spent $25,000 out of our $5,000 y that's correct right so with your you know construction costs the to lot's not coming out of these funds but we could say all right we've looked at our budget and we can afford coming out of the recreation committee uh Appropriations we can afford to get um an a 10t high ch Ling fence installed there that would protect it we would know that as opposed to waiting to the end of the year and that's that's not a good way to to do um fiscal accounting it also goes to the the point of the shade if we start planning what we're using the money for we can make up make the purchases not at the springtime and hope that it get pass and we do all the paperwork and it gets installed rather we can say all right we're again using last year we're spending 25 we have 25 more these two um um Shades it want whatever these items have to be we can install those because we have the money allocated for it of course we want to make sure we have a small reserve set aside but we we can plan ahead as opposed to um winging at the end and say oh we got money we want this we know ahead of time we can take the appropriate steps to make it happen the the years over years there's inconsistencies with what we um there's warrants right and those are things that if you will are known expenses so we know we get the water bill at least I do I know I get the water bill I know I get the uh mellow Bill I know I get so those are things that I know and then there's items that come up on on uh our budget line that are not consistent with you some years it's um law treatment some years there isn't yeah then there can be sprinkler head stuff so there's there's a variable so there's variables that if you will the Known Unknown that we have a reoccurring cost with the current Administration our costs have gone down over the years because well when we at one point prior to this the the since since 2022 it appears to be about we spend or about half of our budget in spent right so but there are number of things that we haven't we haven't seen on our line items yeah we and that's what I'm calling out so I'm saying the same exact thing that there's elements that aren't consistent always we've we've always not I shouldn't say always but since I've been around there's times that there's an excess like you say $225,000 that sometimes that money ends up going from from our fund into finishing the roof on the field house correct so there's so there's that the money spent but so we know that I just want to make sure and I I agree that we should probably have I think we've been working on it we have some kind of outline for uh what we spend every year um correct yeah um and I I just want to make sure that we have money set aside just for the protection of the kids right so do we want to put that out there like we're going to like I think the costs of such a thing because I think yeah we're going have we're going have to research it yeah um and then figure out cost and things like that and then see TimeWise when it can be done and how we can work in and get it accomplished and you know ideas I don't know if we go 10 ft on the fence but something like that details to be to be worked out again going back to spending plan for FY 26 we know the approximate cost with CPW should be providing us with their numbers y of what they're projecting or we could and they've been pretty consistent over the years with what they are we can add a simple you know inflationary rate of 10% um and that way we know what those costs are we know what the other costs generally are but we have a concept I'm not looking for needs to be down to the exact dollar but there's a big difference between having um $47,000 allocated for ongoing reoccurring cost versus $225,000 of ongoing reoccurring cost there's $25,000 that we could utilize to enhance the property 100% yes okay so that's that's what I've been again it's not just this group it goes back goes back yeah so we can so can can we work and have something so when the fiscal year comes or prior to the fiscal year of um 26 we have here's what our proposal is we know that we're going to be spending X number of dollars in general for the following so what what are you envisioning so I want to I'm not understanding the takeaway so he I think I'm sorry I good that we will say that an FY 26 our cost to Mo and seed and all those details are going to be approx uh $15,000 our cost for uh water district is going to be8 800 so know what approximately what we're spending and then we we if we want to have a profit and loss statement you know every month well we get we get that I gu what I'm saying is who is who's doing that is that something that we should be doing we're going to get the numbers that are here yeah so we have we have fix just confused how much money do we have available to us right now it's in the the email okay so we we have that how much are we how much are we going to use of that between now and the end of the year well the exact numbers I can't tell you but that's that's what I'm saying not necessar the exact numbers but we don't I don't know if we have the the spring allocation for the maintenance of the field listed here no okay because we wouldn't know what the spring allocation was until but that's until it terms no we're not going to know the exact amount but based on what they should be charging us and what they've charged us in the past we should know that we are spending not at the end of the year that at any point in the year we should be able to say we're we are anticipating spending about $330,000 for the care and maintenance of the field we don't know how much we have available to us right now do we yeah do how much because we I I don't have it in front of me but um the Town Administrator emails us y what's sent out I don't have it you might have it might but but that that only talks about what we have spent not what is what we anticipate spending for the remainder of the Year well I think the bottom L is agre what I'm saying is that how how are we going to get what we're going to be what we're going to spend if it hasn't been allocated or hit our department so if we if we have an annual budget right so we know that annually we spend like Mark was saying we as a as a group to keep the fields maintenance we spend around 25 let's say we send $28,000 and it annually that comes in then we know that the other monies are something we can use for because I don't think anything's solid I don't think we can say okay you know I think if you're looking at saying hey let's have a list of things that we want to allocate money for but I don't think we can go and say well the water bill is going to be x amount of money we can say the water bill is going to be within you know uh $500 a year or something like that and just do that yeah come up with and then we can revise it if there's there's a water main break that we don't find and we have an extra $400 in water bills we have to adjust for it yeah whenever I've been a budget large and small you project for the year and then you reevaluate either monthly quarterly credits every year so no that's just through September I think that um I think it's a good idea I don't know how I so I guess the question is if we do this budget and we have our fiscal budget and we we yeah those are all the wants if we know what we what our what our want list is um there's certain things we can go in front of town for if we want to we want to do the walking trial around the um the fields but but we know we don't spend the whole thing so we probably have conservatively $5 to $220,000 that we could spend on items be because historically we wind up 25 or 23 y that we've paid out is but what I what I'm asking for is I'm thinking that you're ex you're looking for some sort of EXL spreadsheet that you can see this is what we're projecting right yeah so there should be that within Town Hall somewhere or are you asking us to project it I don't believe there is well they've got no I just know what what this year and what we paid last year all the documents that I'm am aware of so I'm trying to get told what we have spent from our appropriation that's it and it's and it is incumbent on us because there's such a large buffer here it's not much of a worry historically that we need to worry about it because we we used to be up at close to 40 something thousand a year and over time the last three years we have not no so that's all I can speak to cuz that's I understand part of it is we don't know where the $50,000 origin ated why we're getting $50,000 well that and like I said the last three years that's what we 50,000 year time basic they budget us but basically we we have in the last three years we've had a surplus of like 25 to 23 and it and it rolls over into a fund for us but we have to go to town it rolls into a fund that we have to ask for money in each year we punishes to 50 right and whatever we take in goes into a different account so no I I'm not sure about the Eon of it um all I'm suggesting is and and perhaps I'm wrong here if you because I know a number of people past and present have indicated they'd like to see the recreation committee becoming more than a committee of volunteers but actually offering more services and opportuni for people having the staff that as a committee in hopes of becoming a department if we start acting like a department then it's really hard to say there's what's the difference between what we're doing and being a department so most departments I can't speak all Haven asked all of them are required to have a budget going into the next fiscal year so the Town Administrator knows and the finance committee and the capital planning committee and the select board knows what we're what we're asking the taxpayer to pay for and right now we're just saying give us $50,000 trust us because we're good and I would like to see just because I am the person that I am a little bit more asking here's what we here's what we're projecting for next year so this is what I can do is this what you're asking for so let me hear me it's not you it's us no no only one person or five people can't do this so this is what I can do to solve this issue if I take what we have done historically over the last three years and put it into a Google sheet that we can share is that what you're kind to kind of trying to see Trends Trends and here's what we're projecting for next year we have more use that's that's so you want historical data in a manner that we can maybe track to see what the trend is to go forward am I understanding your request that is a a good supporting document the document that so it's either yes or no because I can do this if that's what you want me to do but we can use the historical knowledge to build a forward goinging budget okay yes yes where and it's and it's a rough budget because we don't know what inflation or any or like anything that might be so then yes I will do that and I'll print it out for our next meeting so that we can see what we have done historically so now I understand ask and that's something I can do that I can do thank you no I don't mean to be difficult no I I just I don't mean to be I am but I don't mean to be I'm just not following what you what you what you want so yeah no I I see what saying but I I I I just we have we're we're in this I'm happy to do it I just need to know what I'm doing and we say we but we can't do it only one or two people should do it and I'm happy to do it I just need to know what you want I didn't want to say you that's fine hey can you help me out here and do this I'm happy to do it but I just am not understanding what we designate and then come together and review yeah but but my my concern about not my concern but right now we're a committee and we're all volunteer we're trying to do this and we got you know the the seven Street field and then the woods over here and nothing's happening with the woods so that's our our purview right now I think that our long-term thoughts is to make that step up to maybe a department that or a committee that has more control over over the town and I think what Mark is saying is that if we have this money we can say okay we can spend x amount of dollars to put a um you know kids down at Newber Elementary for the summer program or something like that or you know that this is what this is the direction we're eventually work going right back to Central Street Fields if we want to put the fencing in we know that we have X number of dollars that has not been allocated but we know that now because we have an idea of what we have for as of right now we know what what have in the kitty yeah so roughly we have I would say conservatively 15K play yeah and I and I I remember numbers from last time we were looking for uh chain L fence around the basketball court and stuff like that so I have a general idea of what I mean obviously costs have gone up but I I think that will fall with then so that's my takeaway for next meeting I will grab the last I already have the last three years I'll grab the last three years I'll put um the warrants that we control and output whatever uh line items have been assessed to our budget that may or may not be consistent every year and then we okay uh DPW m in schedule I have nothing on that I don't know if anyone else has yeah I'm throwing it in there see um again it would have been nice if they had cut the overgrowth over at man C Street fields for sledding they were going to do that but they they they already cut as part of their regular maintenance but it's not good sledding because it's right next to the wall and it sort of slides down this way okay if um there's a better area so I I was there the other day um there was a couple families that were trying and there just too much growth to get any type of sleding in I know that it it have been mentioned in now what I have found is that um Annette from DPW seems to have many hats on other than just DPW so I have him been pushing yeah um trying not be pushing because they've done a ton of stuff for us so if I um okay yeah um and then if they want to start thinking about this summer if they want to uh shut down one of the fields to again they used to do this on a basically a fiveyear plan so then and this is when we used to have people use the fields during the summer if they were to shut down field two for example they can superseded specially irrigated so that really comes back strong and it's on a fiveyear plan y does that superseding and maintenance of like putting that out come out of our budget or okay do we have understanding of what that costs well right without the extra work every uh FY 20 uh 24 expenditure cour had it where to go fall allocation was 7,761 the spring was 5,447 I can give the numbers three here but we should be getting an allocation um and again that's part of the budget to say okay we can afford to have a different seed because it has less um uh uh less weed bler in it and more different seeds and you we can we can work with them about what's best best for the fields and we'll have the Mone and do you have that cost okay and the last um move on to the next item um shading for court users permanent shade um tral riew two two separate items that was my mistake um the shade we talked about it y uh if somebody wanted to look into um the cost and again you know initial request was to assist those that are using the multi Court multi-purpose Court to have a shaded area um you guys were using yeah I think it's important so we did purchase a couple of those like popup tents it is so windy there they just do you think my experience would again with a higher quality tent not the ones that you can easily move but some that take a little bit of gumption to move around those the ones I used to use for work they once you put them down they don't really now I don't I'm not man field tested them so I can't say that one is strong it's pretty tough it's pretty tough but and it's also in the summer is pretty hot yeah it's more so we need just for the pickle ball people like to get if you're not playing to get a little break that's why we bought them to put a little something there it's a lot to go all the way up they can go sit on the deck right they can do that but if you're just going to switch out for players it's kind of nice to have something right there are we thinking something buil in perula style or I would think that but well I was looking at um on lie over in and what's that place called uh cap and Y and campire did some stuff with up in Main um they have the um heavy I'm going to use word canvas but they're designed with prominent wind so the winds go can go through them and they're they shade structures and not a wind barrier which depends could be um the stands that they're on the ones with the wi are B Concrete ones that up in main are I don't use telephone but basically large what would be 4 by sixes even bigger yeah I mean something massive you're talking like one of those round poles wooden ones no but like this 12 8 by8 or 12 something like that that sticks in their position so that the I don't use the word canvas it may not be canvas that the winds come and they're not the winds can right off them so the winds are they're not blocking the wind which is what the tend to do you push the wind that's what blows but like a like a sail on a boat the wind hits it and goes off and mes it but in this case it would just go off something like that down there they tend to take them down during the winter or late fall put it up in the spring nobody's using it ums what's that is this where like the stuff on the side of tennis courts which is sort of like a wind blocker but it lets a little bit of the breeze through so it doesn't no this is up in that air up in this um it would be the on the why are probably 20 ft up in up there I will tell you pickle ball is also interested in a wind barrier wind lockers yeah the ball on a really good windy day it's nice in the summer cuz it's cooler for them but the balls are it adds an element to the game it [Music] I thought I was on this court when I've been playing with the COA group like we're playing the win we're hitting that way and hoping it comes back right it gets pretty tough challenging I like that oh it's neat but it's not it's challenging yeah it will keep some people from playing on certain days so if we do if if if we did a perola of some sort um that may be something we can um I mean it's just a thought there's usually a picnic table or two down there so to have the tables under there like we bring the AED out things like that leaving that out in the sun isn't the greatest idea so you know having a table where people can sit and rest in between usually it's pretty packed three quarts are going and there's still people sitting on the side the materials that um were put into the pick tables the six pickup tables that was Mike Bone's son that did that for a Boy Scout project that might be something that maybe we you know I don't know if they're capable that can be because Boy Scout projects helped out um and if not then we get a price if perlar or something that work let's let's uh since we're going to meting in uh February right we should be in February yes yeah um we should come up with ideas so when you're talking of pergola it would be typically you know you've had four posts that go in it goes up you know 6 8 ft yeah 10 ft and then you would put your slots in a Direction Where when the Sun hits those slats or wind goes through it doesn't allow the sun to go through and it it changes the different times of the day but it's it's you know rain comes through everything else but it does give you some shap if the sun is directly above you you're sort of so you get some shade depending on where that angle is may be a different alternative with some sort of canvas mean if if we look back at uh actual plans for the field those are I think out of our price range at this point might find something yeah yeah all right all right um so you guys could keep in mind the wind thing too yeah yeah oh no no no in Mark's idea they do make those um they're great they're almost like the same fabric that um pool covers made of okay so they they use them on construction sites you guys see Construction where they put up chaning fence and they have something so you can't see but you can see they block the wind but they didn't allow some wind go through and that may be something we can use in conjunction with maybe with the fence for the um kids playground um because that gives you air goes through but it doesn't cause you it doesn't cause a sale okay um so let's let's uh next meeting if um we all want to dig in and see if we can find some kind of uh ideas on shap dating and cost um Mark I see what you're talking about that looks like it could work where it's sort of like a canvas almost and it's attached to yeah that's the thing specifics yeah and then if they're designed so hes themselves are in the ground unstable yeah yeah yeah and then it's just strung up yeah Pi that would be honestly perfect for pickle bow better than better than a problem with the pergola a problem but pergas are really nice if you know where it's going to be and the clun of of the Sun and you can like in a a backyard you know that the sun's going to be here with some of these they can be designed so it blocks the Sun from 10:00 to 3:00 as it moves CU they're in different positions but they're not covering the whole Space okay all right shading uh trianal review since that's a separate item trianal mean threee review every years oh this is about Fe so this is um this is Mike's um Mike's perview what was it uh the we're talking fees fees oh fees from your your research and future stuff yeah so um did a bunch of research um um with the local areas west Newberry Newberry Port GES Berry rally um if which the highest one that I saw was about 50 per hour yep um and the lowest one that I saw was 15 okay we're currently at 10 for our friends of Newberry and I think we're at 25 for our not friends of Newberry I'm not quite sure what qualifies who because at all three of our groups were charging the friends of Newberry rate we shouldn't be rush rush should be a higher rate than um they should be charged at a higher rate than yeah I have this which is just a slightly larger version of that that may that's way easier to may be easier is that all of it um no it's just not that part but that's this part we got missing am I miss oh so I printed this up I emailed this to you guys as well the proposal but honestly get your glasses on because that's not the easiest all right this might be easier to augment but it's not compl um so I took what we have now but added more detail to areas of it where right now the basketball court and like the prices that we're using on there uh it we just don't have enough details on the back the other ones oh oh fantastic yeah pass that one okay do you guys have this one this one is a little bit easier larger but it's on the back you got your a b and c um so those are a little bit easier to read um so really what uh raised the rates on kept the kept the friends the rate the same as it is and so when you say friends yeah are we talking Triton youth or you're talking about the way they used to be designated it was like Triton meaning that there was certain amount of kids from Newberry and then there were kids from Salsbury and Raley that were part of it the way that I distinguish this and it's completely up for changing okay was um group a which would be Newberry residents personal use yep counsil on Aging yep and uh free resident run organizations so in like that we got the woman who's who wanted to help train the parents who wanted to help train the girls for Running Y right y that would follow that and then I've got Triton Regional School organizations and clubs so yep clubs that are officially related to the school districts yep as well as resident organized 501 c3s yep and then Group C is everybody else y so for profit even if you're mostly Newberry or Newberry or general but if you're for profit you fall into the group C okay thank you yeah um it's a lot out there this has been an ongoing issue um for 20 something years about how it's done as you know when you get through some of the other towns they don't do it by hour they do it by um percentage of percentage of kids um and then and you guys had mentioned previously getting lied to on aspects of that or maybe not getting all of the detail yeah yeah so I think like this was a clever this is a good way to be able to manage it um without even having to understand the number of people involved y right again sort of not necessar hear myself talk but you know understand the transition from per person because there was concern about the team not giving us all the information which made it easier for smaller groups of 10 to have access to it for their use versus a team of a club of a 100 they could still use it for two different rates and then we said uh because of that concern you're going to pay the same price so there's advantages to each and and both again going back to per person Newberry at one point Newberry residents paid a different rate per person than for out of and with the current um populations of the different sports that use it the Newberry residents are becoming less and less yeah when do these are your suggestions right prices these are suggestions we can look at them uh we will need to agree vote on it and then propose it to the select board and have them approve it y um I did add a column in here that was for full day usage which is eight plus hours um some of the requests that we were getting are for over eight hours so it sort of just caps it and makes it a better deal for them if they've got eight hours we're not charging them for 10 hours necessarily um it is a full day usage of the fields yes so typically what we did is we did hourly per like this is our big problem is they would take from eight to four six or eight whatever they can get and so what we did was we they just took that whole field so we decided to come with this pay structure so it would maybe force them because they said oh we can't afford to do all day long we just can't with these pay Rises but they did it anyway they they took the fields the whole day that was my thinking on this as well yeah so um what we were the holiday full weekend yeah so I think our full weekend price was a little bit higher but um cuz that was that was events mhm and um yeah it maybe I'm just reading this wrong no at like you probably aren't but like this is something to take home starting point yeah starting point review it come back with feedback we can update it and then if like if we get feedback in between meetings I can update this come back and have a vote on it at that point and that'll probably we if we get in front of this like board they approve it that that would probably affect Falls well I like the fact that you call out the basketball court for group A's and group B's as free I think that's that makes sense because I think we have it for what 25 again well here's what becomes there there's reasons why I remember Mike when he to basketball yeah if you want to reserve it the way this is set up is Dad here with my girls and my friends I can reserve it and I'm actually the basketball team I get it for free and I can reserve it for free so we have to be very careful about how it is worded because even what we have here doesn't really capture the part of the problem was but this this document but wouldn't it be group a you're a Newberry resident personal use I I can call it personal use but it's practice Yeah but it would be free run free resent organizations okay so trying youth that's free no that's a beat no no no no no I'm a parent I I I I'm a parent I run this organization you're telling me with you wording is important okay it's and that's why some of this language again Vision so we'll just make certain that it gets tweaked I'm just calling it out I just please throw suggestion it's not not personal there's reason why some of this language was used for Newberry residents for nonprofit uses is not correct the town um legal said that and I had a conversation with her it's not for nonprofit because again if I ran a nonprofit I could then use it for free it's for personal use as opposed as opposed to a a organizations use if I want to come up there with my daughter on Tuesdays that's one thing it's a different thing to bring my daughter and eight of her friends who happen to be on the same team on every Wednesday for free the whole idea was do we want them to use it absolutely that's a regular user that goes back into the Preamble of of this document yep so I laid this out as one Court versus all the courts and all the courts Reserve has a fee even for your local residents because if you're like saying all right well to your to your exact point of like no we're just going to have our we're just going to run this and it'll be fun like if you want to do one Court okay that's fine but if you want all three of them and want to have practice then yeah we're going to charge it yeah and the other part about that whole thing is that if they're out there and they're running a practice on there anyone can go on the field know those basketball courts and say hey no we're playing basketball too and that kind of so that was one of the thoughts about that you know it doesn't no one can like if you reserve you permit then you got it and say Hey you know we have a permit for the field we'll be done at 9:00 or whatever so all right here's the starting point please review it come back email me with uh feedback and Havey make any and all recommend recommended changes okay and we can just start move on from that yeah and it would be helpful if you all took a look at looking at a current usage for fields and whatnot based on is how much money we would generate yeah thank you I can take that all right um that one not me um you submitted the document TR a while ago as I remember yeah okay I mean I I I can't tell you I probably did yeah something I've been sending out a lot of hey guys sorry so I know that I started this and Mark added a bunch of stuff to this this is all the general field in an open space oh cool that could be managed by us at some point yep that's wonderful um and what it's being used for now so obviously like we're only in uh in charge of man uh Center Street and kentway yep there's upper green lower green NES Pearson baseball Library Public uh pal Islands public beach the boat ramp um I know that the canoe rental places going out of business over by the boat ramp offering paddle board rentals at this at the boat ramp is something that could be done you know like there's lots of different things that we could do to help keep people Outdoors yep yeah um engage and I think that in the end result I think that goes back to our discussion before about sort of breaking loose it there's a whole thing around it but breaking loose from just being being caught on sub Street field and maybe venturing out um but that has to be be written and fight for yeah all right um so can we go to The Five-Year Plan we talked about The Five-Year Plan I had set that forward uh um consolidation of plane Fields Fieldhouse and facility policies oh yeah did did you work on that someone was working on I I sent a copy uh I I had a student take the two policies that we have online and ability merge them okay and we all sent the copy okay and I think that would that have to go in front of the board again yeah just to be approved because it was there's some language in there that is and again I would I'd be more than happy to sit with the uh Town attorney JY about some of the language that was taken out of it originally and in their original documents and other things were inserted um for example um Triton school district is made up of three communities and most people not may not realize it's three separate communities um and it's a because it's a regional school or that uh Newberry Elementary is owned by the town but Triton Regional High School is not owned by the town so there's the way the language was written it was more encompassing of their entities were of of the same ownership and they're not so there's language that needs to be challenged by the town attorney uh I know Lisa now it's Lisa is the um attorney Kramer I don't know um the language you know it sounds good but there are very some very specific stuff that we need to so I have not reviewed it I yeah I didn't even know it's an ongoing it's an ongoing take time no I have not reviewed the the I understand has anyone I'm not sure you seen it no I haven't seen it did you email you emailed it right I remember seeing the email but I didn't realize said look at it I didn't realize that it was she was given at the last at the last meeting before handed it out so that not to be discussed here um to take give you some time to uh look at it the draft Yeah okay what was that the eny draft policy which was sent on yeah so I just that's combined them yeah so question for you just on that that discussion um when we say consolidation of the playing fields field hous and Facilities isn't that uh SE Street Fields it it is for where does where does the newb Elementary and um when you start look looking at our techniques our um definitions this is a conversation I had with had let's go back here so this is an older document correct yeah I was using that as an example not in this but in this document there are stuff that there are inconsistencies between the two documents and then some clarifications such as um the nonpr uh the use of the playing fields for personal use she put in for nonprofit use which means I could use it for my you know quick question on this November document is this a combination of the two documents that are out currently yes so you took the two individuals not an old document you took the two individuals and had someone combin them yes okay so I have to print so the reason was that I assume that what happened was that we came up with a new document at one point and no one removed the old document from there there there's content in one that's not in the other so you you need two documents but in fact they really should be combined into one so we just have one merg working document that people look to because if you look at one and not the other it's confusing one's updated as of one date one's updated as another date so cohesive document that's combined with everything that's consistent because there's inconsistencies between the two guys yeah and that was the reason we all right all right that's another homework um okay so um so our homework this is hang on this is a PDF do you have was that combined in a PDF or was it combined in word and then turned into a PDF don't know didn't do it if because if is unless you have a PDF editor I don't have a PDF editor you might have one I don't it's difficult to make Corrections if the person who you gave it to if you could ask that question yeah and it's it's in word if you could email the word document it would be much easier for us to make revisions to the word document okay email it back and make the updates from that cuz you can you know make comments and track changes track changes yeah and in a PDF truthfully the only way that we're going to be able to do it is to handw write it pass it back to you and send this poor person who is trying she's happy to do it crazy that's great and if she's happy to do it that's fine but that might be an easier task for her if we could do it in work because then we can you don't you're electronic I like stuff but not that you don't like stuff but I'm goinging I like everything you prefer that you can just type it in and send I would go ahead um if you do that why don't you just put it into a draft for review and then they can come back with the corrections or um and then you can follow up from there instead of going through the process of writing it by hand so you just you have your PDF and you write through it it's a draft so it's not eted in stone and then send it for review and be faster and then you'd have everything documented so that it's editable whatever but this is this is not editable the way that it is okay it wasn't done intentionally yeah so the person that did it the person that did it for whatever document it wasn't eded we tried it was hard to digest it wasn't editable I I will I will have it is a word do don't worry about it no it is a word do yeah so word do would be change so that I figured that I thought it was a PDF so word dos we can change okay yeah that was just how I was viewing it no worries yeah okay so we're good so we can comments and make tracker Chang yeah okay so that's the way to did it which is fine okay we're good back to being good all right we're we're good all right so homework right now we have is as a group uh just think about shade structures and get ideas on that uh the other thing is review um Mike's pring policy and get some ideas on that and then um uh take a look at the merge of the um the two documents okay all right and Mary will and I'm going to do the last three years husband and I went and took a walk around the playing field uh before the snow and um it was a little Disturbed with some of the conditions up there um how often does Melo come and empty the Dum overflowing there trash on the ground and it's mostly poop bags it's monthly monthly no let's back up here was the dumpster locked no that was asked to be done yeah we Clos the dumpster and the end of November at the end of the season it should be locked up we've asked DPW to do that until April left hand side is open yeah it should be okay um it's been a DPW it's been a mop thing we' as them it's kind of difficult because it's a plastic lid right so what I found in the past was that people just sort of pull it up and get in there and then we find last year we had we had a whole series of fun things that we found stuff wasn't there a snowman snowman sowman I have summer we could we could empty it every week if we wanted to there's money in the budget to do so during the during the winter months tend to be use of it right um that's why we asked to have it closed up or in find a way to to allow the the I can share pictures with you oh I I am very familiar to what it is yes okay and there was trash Str around as well because it's just falling out and and it's you know getting all over the place um the second thing is uh down where the air strip was yeah there's a bunch of no longer usable equipment down there like the lights a bunch of netting setups that are all just stwn all on the uh hot top to begin with there are a few usable Nets but they were not dismantled and the the um Nets were were not taken off of the freestanding and so most of them were going to have to be replaced the other concern I had about that was the safety of anybody going down especially kids around you know 10 11 12 years old and climbing all over that stuff the other concern on top of that is it's right on the landing strip so if there was a need for emergency vehicles to get down they would have to go in the grassy area which would destroy the grassy area so that that I I believe that the equipment should be put off to the grassy area side so that the emergency um Vehicles could get down we looked at um this has been a running thing with us and we told them to get there um at the end of every season the teams would tend to leave their Nets on the field and it made it look like someone was using it for this that people couldn't go and use the fields in general so we asked them to move them off the field so that's probably why they're there the lights as far as I know um they used to use those last year are not usable a couple have broke bad tires yeah yeah they can't they can't be used but they we don't know we don't know whose those are do we at this point in time um well let's back up a couple question it just looks like an old it looks like a dump like a you know a salvage there okay um you for message asking them to remove well I think the question is is the two of them could be addressed I don't know if they can be done right away uh because of of the snow and the cold right um but going forward dismantle The netting from I think they've done it The netting you know the thing is about the netting there's just a little tag down at the bottom where it connects I mean I reach down and you just slide it over and it pops right out that yeah super easy I I think that was um it was done in haste and I remember years past that the netting would be off so why it didn't happen on us I will reach out to the soccer programs asking them going forward so that's their equipment yesly they should be uh either taking it away and storing it themselves or U maintaining where they have put it and not leaving it up to the newy residents to have a problem with yeah historically um going back um since sucker has been there long before I was any of us were on the board um Warren allowed them to put it back there along with the um lights lights yeah you know again the understanding was it's done net come down put off to the side so that the roadway which we can address that part that's not a not a problem um the lights I don't know who owns them at one point I was told old um um the old Papa Warner owned it and let other and let soccer use it a couple of times but left them I mean we did find some tackling Donnies or tackling sleds in the woods disappear um when they were no longer able to um uh meet the meet the standards required by Pap Warner to to have it to field the team or field uh cheerleaders if I don't know the protocol for removing abandoned property on on state or on Town property um and might be something we asked the Town Administrator simply be removed yeah we don't we this is we would think about this for a while and then they ended up using a bunch of the lights and then they all got all new lights but we don't know whose they were and the same thing happened with the the push dummies you know for the football team and we put a reach out we know when we playing them and they disappeared um we took care of that so can you put a not of out there that gives anybody um a certain time period in order to remove them or we will remove them ourselves would that be I just look at it it's it's really kind of some of this stuff is really hazardous down there and not not dis agreeing with you I think it'll be something I will write a letter to the Town Administrator asking her for the protocols and to implement the protocols to remove those um items so we don't own any of that equipment no we don't we don't own any of it okay we just what we do is we let them store stuff there and they've been storing that those lights down there for years but I know they use some of those lights no these these can't be used but I'm saying at at one point couple years ago that were working and non-w working working lights you're talking about yeah so there's nonworking lights that're down there without the tires and that the beat those are just trash those but someone could Salvage those I can t scrap scrap the problem is is that we if we touch them make them disappear and we could there's a protocol to remove abandoned property on state or town property I don't know what it is one of those things I just don't know yeah but that's Town administrator's responsibility yeah we'll we'll discuss that we can take care of that thank you okay do we need to ask Melo to come again I have well this was as of Saturday so I can I can call them up it was the day before the the snow Saturday yeah they they normally make their runs on Wednesday up here I can see if they can um swing by earlier providing it's unlocked yeah because so that was the 18th and that's just a a little bit over the mid Monon time but we we suspend it from for like the winter months so there shouldn't be anything there at all right cuz it should be locked and the only thing that we left them there specifically for do Walkers to put their backs in them specifically forers let's go back oh well there's household rash it as well yeah that we can't you know we can't monitor that um we we've done our best to put blcks on it we talked to DPW um we talk about snowman snowman yeah sobody there's also a thing that you can do it's kind of helpful it's pretty it's kind of a nominal thing but you can put a sign right on it because being a member of a club here in new report we found that the um the the general public was using it as the uh the dumpster as their own personal yeah and so we um put a sign on the dumpster itself that says uh for Club use only and there and and we have cameras down there but it's a it was a real mess and you could actually put it a camera for aoral cost on the um yeah on the building and um you know to catch people in the act because sometimes I just drive by I'm like why is that person why are those two cars parked in there or why you know over by the dumpster right thank you for bringing that to our attention you're welcome and we will I will take that step with the the material yeah you just call us about yeah we get that's that's easiest first us to do when we're aware of it I don't drive by the fields anymore I used the D moved over to the side I haven't noticed it well that's was right so I never when I pull in there where's the dumpster located now it's on the right side way on the right side it's going to be a um I don't say nightmare as a risk manager you would say why is a dumpster on a far side of the park not where kids are going to go through moving traffic where it was where they put the EV chargers they should that's another story but they moved it because of the um hookups for the Chargers yeah they could move it closer Upstream not so it's blocking the pathway nor the um handicap parking but in that area site was the issue uh you know walking by a dumpster which is not necess sight for very and we could put again if we had money in the budget which we do we could put a fence around it so that it's enclosed and nobody has to see it except from the front end you come in I mean it'd be nice to put it beyond the gate beond the fence just the dog walker so cars cann't drop stops but then we're running into the kids won't be able people who use the field for the activities which is for the non-household stuff that is the majority of of the activities between on the weekend people just use that as their dubing breun because there's a cost to dubb stuff in Newber so they see a d and they you know had that problem since day I will tell you you know I always thought cameras would be great for the basketball CT too yeah you can get like um solar camps and I you wouldn't have have it hooked up to anything any your devices or anything like the end of the year we have an award ceremony and they give out um like an awards for whoever has the most community service hours buddy who I played Dungeons and Dragons with every Friday just went up on stage got his award for having over like 150 community service hours over the past like three or four months wow what you can tell people is playing Dungeons and Dragons with you was part of
