appointments um I know um councilman Burns um I know you said you wanted to have some um moment appr per go ahead yes um for the city clerk there's several boards that the membership have already have expired they're currently sitting board members and I'd like to reappoint some of them because we don't need to wait until January or February to reappoint some people that have already been serving and the city's always stressing that they're counceling meetings because of lack of Quorum lack of uh attendance and so we have some capable individuals that are on that board that terms expired technically uh in November and I'm ready to uh reconfirm the ones that were pre previously appointed by uh councilman Galvin and uh what you have to do in the the back of the house is is uh up to you all but I I would like to get Council approval to reappoint some of these um positions to existing members to the boards so that they don't have to wait for us even though there has been a uh policy that people will continue on until uh they get reappointed that's not the way things are supposed to be so and I would like to make sure that my people who I appoint are are there and are showing up so if uh the council will allow us to reappoint them they're not necessarily new people um to these boards so that we don't interfere with any of the uh okay business of the city so so my understanding is that because we are on recess they wouldn't be meeting anyway and so once we come back we can have it on the agenda they can be immediately reappointed we do have a process and so that can take place we can work on that this week and have it ready for the first meeting in January so would you need the names or how would no I have the names oh you have well some of them I'm not re reporting but the ones that I want to reort I want to uh announce right now sure so that they can uh work on it need point of privilege I was waiting for that oh okay yeah I'm so sorry point of privilege please my understanding and I've tried to do this before um and this is the way I I used to see it done before but in 2019 that process was changed that you cannot just come in here and state the name there has to be a resolution and there will be that's that's what I said exactly what you're saying the same no but he's but he just wants to read the names just to make sure that that's what so you've also had that opportunity to just say the names but the resolution will be on the as a matter of fact no as a matter of fact the City attorney has always has has said no that that's not the way it go have to go through the clerk's office resolution there was an actual resolution passed by the council establishing the process so you can give the names I mean it would be the same as you sending an email to the clerk and give it the names if you want to do it now you can do it now but there'll be a resolution at the next meeting so it wouldn't have any effect is what the attorney saying right now it would just have the effect of allowing our office to proceed with making sure we the pro we've continue with the process okay U because I I then I do want to put the names um on on record on record right now so that when you start working on it you know who I'm looking for one second Madam clerk is um do we have um the the where is up no no no gra my no no we want to be no no no I I think we're trying to be on we we have to start off right um he wants to appoint someone as a new board member so if I think that's issue I have no issue with that as a matter of fact my argument was that that's the one privilege that we all have to appoint but when I did this in 2019 I was stopped we said no we have to have a resolution it has to go to the clerk they have to actually re up reile an application uh an application online that was the process no but and that's still the process no no no I I hear you but I was not even allowed to do what is happening now is what I'm saying yeah I mean I I don't disagree with you we and and and Madam councilwoman I agree with you we as the board should be able to make our appointments and what they have to do in the background and um if they think that one of these board members is going to appoint somebody who doesn't live in the city of North Miami to be on a board or they don't live in our district or they're not qualified to be uh you know uh a on the board what you want to vet and the and you know after we say hey these are who we would like to be on the board you double check them make sure it's all good come back to us with a resolution say uh uh councilman burns your your pick is is lousy they don't do this they don't do I assure you that's not going to happen but we should as a board be able to put the names forward let them do their their homework and then let the City attorney make the uh the resolutions instead of the backwards the way that it has been so is it by understanding that we're trying to change the process no this is similar this is this is similar to just as the City attorney just stated it's similar to if you were sending an email so there's no appointment that takes effect now it takes effect in January assuming that uh the process is completed that folks are qualified to serve on the board to which there's a desire to have them appointed and then a resolution is prepared through the city attorney's office and put on the agenda so it would be on the first agenda the the resolution is what is going to ensure that it takes effect and and I and the reason apologies but the reason that we do this is because one there's an ability to actually check uh when somebody was appointed without having to go through meetings and meetings and also just making sure that we are make ensuring that the folks are supposed to be serving in the capacity and are qualified to do so and so that's all it is so an email is preferred because it allows us to proceed quicker but what you know no one no one objects then if I me U mayor like just trying to understand the the whole um um conversation in here because um to my understanding is that um cman B said that we don't have to wait for the process because he said that it is backward so that's um I'm kind of not so clear on it if there if there's a process on how we move what I'm trying to say is that especially the people who are already serving on the boards it should not take a long time to do a cursy uh review of them and so that they can continue to allow these boards to function the city has been allowing people to serve where their terms expired a year ago or two months ago we need to do better that when their terms up it's up and we we renew them we take that responsibility we renew them and and and move them forward and all I'm saying is that I don't want to wait till February to have to appoint my people to certain boards especially if they've already been serving on the boards I want continuity to to continue on and again there's boards that are may or may meet before uh we have our our our meeting in uh January and all I'm doing right now as you're saying is not taking effect but putting the names on record so that the they've put their applications in and they they've renewed the applications I've asked them to do it and so that we continue forward and if we had received an email maybe a couple a few days ago maybe there could have been time um it depends on the timeline of how the City attorney is prepared to prepare resolutions but process is the process there's a resolution so Madam I understand it's not what was done before but there's a resolution Madam Clerk we we trying to get to n&b here so mayor B if you can read your names and send out the email to her and then they'll follow because I really don't see the the argument because it's basically they're going to be appointed in January so you want to read the names right is my understanding correct so read the names in whatever committee that they on okay and so it's on the record um for the charter board I would like to reappoint thank you thank you I'd like to re uh reappoint Kenny e on the CRA board if that's allowed at this time Mike mcdermaid the mocha which is very important reappoint William Leman Jr Dr Larry Pierce up here I believe um Parks and Rec Claudia uh how do you say Claudia Pas planning pasia pasia um and then another one is a Kenny each on the Planning Commission and then Mike mcder was at large if there's no OPP uh anybody opposed to that um but those were mine for for have the minutes um so the the minutes from last time there there is a correction in in the minutes that vice mayor saw um I thought it would be on here so Madame clerk I don't know how we want to proceed with that correction would that be part you can just state it I'll I'll read I'll read the item into the record and then you let me know what the correction is sure so consent agenda and and we'll go into the correction unless a member of the city council wishes to remove a specific item from this portion of the agenda tabs a through D constitute the consent agenda these resolutions and proposed resolution of the mayor and City Council of the city of North Miami Florida adopting an an updated classification and pay plan for classified and unclassified employees of the city for the 2024 2025 fiscal year based on recommendations stemming from a compensation study approving Appropriations in an amount not to exceed $750,000 for cost associated with the minimum salary adjustments for fiscal year 2024 2025 and authorizing the inm city manager to implement the new job classification and pay plan providing for an effective date and all other purposes tap e thank you so much Madame manager any presentation yes we do have a personal director who's going to be presenting the item good evening mayor city council through the city manager my name is Laura Woodley I am the Personnel director um due to technical difficulties our Consultants was not able to present tonight so I will give a high Lev overview of the recommend recomendations so before you tonight is the Citywide compensation study recommendations on February 13th 2024 the city council approved the initiation of a Citywide compensation study which was conducted by Evergreen Solutions LLC the purpose of the study was to review the city's current paid practices and compare the city's salaries with those of 21 similar local municipalities and organizations based on the survey results it was determined that the city of North Miami is currently 99.8% below the market average minimum some key issues identify include progression between pay grades number of pay grades range spreads and salary compensation um compression excuse me to address these issues and align the city's compensation structure with Market standards Evergreen has recommended the following actions one adopt a new Market responsive compensation structure the new structure will introduce 27 unique pay grades with four additional pay grades designated for the police Command Staff and one for police trainees the structure is designed to better reflect market trends and provide clearer salary progression two Implement a methodology for transitioning employee salaries Evergreen recommends adopting a 30-year hybrid parody approach for transition employee salaries into the propos pay ranges this method considers an employees tenure with the city as well as their time and their current job classification the goal is to ensure a fair and structured transition into the new pay grades and three cost of living adjustment a 1% Cola is recommended to be applied to all employees ensuring that everyone benefits from the study and that their compensation is adjusted to reflect in inflation um by implementing these recommendation the city aim to address existing compensation challenges improve salary Equity across positions and ensure competitiveness with the external job market and we thank you for your attention and consideration in this matter and I'm available to answer any questions you might have awesome thank you so much Miss Woodley um Madam manager any additional comments you like to add the majority of the employees that are going to be benefited by the implementation of the salary survey will be our Frontline employees so these are the employees that normally would have been represented by the iupa that Union no longer exists and so in order to make um Fair compensation for them this is being presented it does include other employees but the vast majority of employees that are positively impacted by this would be our Frontline employees okay what are the the major departments um when you talk about that we could mention on record Public Works Utility Billing it's across the board with the city but Public Works would be our hugest um art um Department that is impacted okay thank you thank you so much before we go into discussion I I wanted to acknowledge former mayor um Philip Yim was in the audience as well as former mayor Andre Pierre was present with us um this evening want to say thank you thank you thank you council members um I'll I'll wait for my remark um at last but this is um good direction for our city um well you want to do that yes public hearing is open on the item public hearing is open on the item turn it hello my name is mar Medina 1270 Northeast 124th Street I think it's great that we are matching the salaries so that they're at a living wage I do see that we've already done our budgeting for the year though and this is not being included in that budget also is being backdated those are you know if it's not in the budget where's the money coming from also I think it may be an opportunity to make a um what's it called when you guys make a movement move or whatever and you make modifications maybe we could do discretionary fund reduction maybe $100,000 per councilman to help compensate in the salaries I believe that'll take it down at least half from the unbudgeted amount just a a consideration thought um since it was raised this year it's somewhere to kind of help balance out the budget since it is over if I'm not mistaken I mean if I'm misspeaking please uh address it so that we can see we'll clarify once you're done go ahead thank you thank you thank you so much anyone else um seeing the item is closed thank you so much um Miss Madina normally after we pass the budget in December the manager has authority mean ratify in terms of money so we would not put an item if the money wasn't there so we do have additional money which is a which is a good thing because the public works department has been one of the um most that that's where I get most of the complaints from um I took a trip there maybe a year and a half ago just on myself and my then Chief of Staff just to talk to the employees there and when I got there they were thankful that we were there but there whole thing with us the council and and and the work that they do and a lot of them has been leaving us going to the county because of the underpay but they feel like they do most of the hard work in the city and in terms of the the the the paying rate so when I saw this um I was so I was I was glad especially around Christmas is around the right time for them so I know they will be happy um when I when I heard Public Works and the Frontline folks so this is good and this is affecting Madam manager you said um um 500 300 employees 300 employees yes out of and so the other additional 200 they were okay on on the scale yes okay so these are the people that needed to okay it's open um vice mayor councilman Charles councilman Burns councilwoman had two questions mayor if I may um I want to applaud the administration um for conducting and completing this study I know was long overdue was something that we requested um about a year ago to ensure that you know if we do have shortfalls for our salaries that we bring them up to part so up hats off to the administration especially in Miami day County where our Ami is $74,000 so um I know this is why we have been losing employees to the county to n&b and so forth especially for public works but Madame manager to you I just want to ensure that we can afford um this salary adjustment cuz you know you know we don't want to be a year from now doing the budget and looking for a million dollar so I just my question to you is can we financially afford this um this item tonight yes we can and we have identified recurring sources of income to be able to support continuing paying these salaries moving forward and they also include merits and their merits callers everything associated with it the taxes the pension um implications everything that would go into compensation has been identified and taken into consideration in the presentation of this item and I know noticed in the memo that there was an additional cost so the total cost of this item is how much it comes up to almost $1 million okay thank you thank you um councilman anything no um quickly just want to um Echo the same sentiment trying to uh add more money and because what I'm seeing since I came in here is like North Miami has become the training ground for for the county and or the city so we need to step up but my question is that why we didn't do that during the budget um process because just 60 days after uh adopting the budget the budget and then now we push that one uh some million so will that have any negative effect on the CD purse you know could not be this year but coming up so now do you have do can we sit in here and be certain that's not going to affect us because um my point is that we have to make sure that we are fiscally responsible in this city cuz to me about 60 days ago that would have been nice into the budget process and then we got it budgeted and everything but now I am not too clear as how we move and do this 60 days after um adopting our budget so for Clarity on that point a part of this actually was contemplated in the budget if if you think about iupa contract that was discussed we stood ready to be able to execute on that contract however the iupa no longer exists as a union in the city of North Miami so there was no contract to be able to consumate so we had the funding throughout that budget process for that which still exists so that is a portion of the funding that is being used additional monies have been identified on a recurring basis to be able to carry this forward these is not one-time sources of funding this is recurring funding and the item will be able to be financially thank you thank you thank you councilman vice mayor just want to put it on the record so you said the iup iupa iupa okay um when when did we know that that that was no longer going to be that we didn't have that option anymore it's not an option the union was um was no longer certified as a union after the budget process so so that's what I want to know so it was after the budget process no so this is why this this is a now so this is what I wanted to know so I just want to again Comm and Echo with my um colleagues um the importance of supporting our employees they you know they make us look good um some of you if you came to the um parade you got to see that's what parks and wreck in action on on and public works and police and all of them in action and that's just a snippet of what they of of what is being done so as long as we are being fiscally responsible and it sound and you've just explained that on the record I'm I'm very supportive of our employees um because as you know in this in the city of North Miami service is a huge thing for each and every one of us and so give empowering them financially so that they can better serve our residents you know I'm all in favor so I'll be supportive of this item tonight thank you councilman good evening couple questions how does the new pay scale if a new employee comes in tomorrow and gets hired compares to the salary that a 5-year employee is making so similar to the salary study um when we hire new employees we take into consideration of course you know their um experience that they're bringing to the city but we place them in within the pay range that is you know appropriate so for instance if someone's coming and their years of experience it's only a few years they're going to start closer to the minimum if they have you know years of experience and different credentials that they're bringing to the city you know a lot of times we will advocate for them to have an intermediate rate um and then basically um we're going to continue to do these salary studies um this one was long overd do for about 20 years um we would like to try to do these more often I would say every five years is the recommendation that Evergreen has given us and I would like to continue that so that way we continue to make sure everybody's properly aligned Okay so a new employee starting with the city could actually be making in the same Department same position could be making more money than a person in the same PID classification that's been here for 5 years it depends so like I said it depends on the years of experience that they're bringing we have often um employees that come from other municipalities so we do factor that in it um depends on their credentials that they're bringing um if they're meeting the minimum requirements they have a degree they have you know different um credentials like certifications we Factor all that into the pay so it just depends okay because I don't want to bring it up but 15 years ago we did a pay study and one of the biggest issues we had was the fact that a new employee was coming in getting paid more money that than somebody that was working for the city had the experience of five six 10 years and it caused a little discourse here because wait a second this person's coming in making more money than me and and we have the same skill set so uh I'm glad you guys are addressing it and we're not going to fix everything with this one study I'm glad to hear that the company has recommended that there's going to be a fiveyear process so that we don't get caught behind um for the manager the pay grades that you're giving to the police department has the police Union been involved in that and they've signed off on it and they're agreeing with the uh through the negotiations that you're joining right now with the the pay grade changes these pay grade um changes are not affected by the PBA cuz these are the the police um Personnel that are not within the PBA structure so that is being done separately within those negotiations okay very good and then um so every every employee or the 300 are the only ones who are going to get the 1% now no I believe all employees are getting the 1% across the board correct okay that's all I have thank you thank you councilman again Madame manager thank you thank you so much for this and I and I Echo the of my um colleagues on here real quick question with the unclassified and then we'll go for the vote um and I'm just glad that seeing this because I I I remember vice mayor we talked about this when it first came up we were one of the few cities that were people part-time people would be making less than $15 an hour and we thought that was something so I'm kind of glad that that that history is away from North Mi so now we are at least moving um 1675 would be the the the the lower the the the basic right um I'm on parttime contracts is that question this is on the the unclassified non bargaining so you're talking about full-time positions are are these full times yes all of these are fulltime positions I see I see so the the part-time and and we'll I guess we'll talk about those okay okay I have a Qui question go one additional questions the study talks about how our PID grades compared to the other cities how do our benefits because for many many years North Miami was known for having good benefits lower pay but our benefits were were much better but now um where do we stack up because it's not a lot of times people will come work for a little less salary because our our benefits are so so great are we still in that category of our benefits lacking also compb definitely are not lacking we have a very competive benefit plan that we do um a benchmark every year um with other cities um we do have a benefits manager that we implemented about a year ago and every year he does an assessment to make sure our benefits are competitive um in addition we have been working with Administration to implement new benefits that will be coming down the pipeline in 2025 um we're constantly doing that assessment every year and making sure that all the adjustments are made um the last two years since I've been here we made sure we did an assessment to also streamline a lot of the benefits there was some duplications and different you know supplementals and make sure that the employees get the best service from our different vendors and providers and we just make sure that you know it makes sense you know um that we're being physically responsible and that the administration of it is going to be at ease where we're not adding an additional burden to the city great thank you awesome thank you thank you so much thank you Miss Woodley Council go ahead um just for the for the resolution if you probably had it for the previous meeting but if you look at page um two of three said on the date uh day of November 2024 so that uh guys will need to update that yes adequate Street lighting aggressive development and detrimental flooding are valid concerns that affect everyone's basic standard of living concerned residents are not being unreasonable we all want well basically what I'm here for we uh I just wanted to have brief talk briefly about uh what we're doing at uh County wde initiative where we meet with all municipalities we have a project called operational team curfew and that initiative is throughout the whole day County so we've been meeting with all the municipalities in reference to Bringing operation team curfew throughout the whole day County we trying to get everybody to lock in and we going to have a ribbon cutting on that to see who wants to be a part of it or not we've been meeting with all the municipalities all the uh chief of police we met with uh uh your Chief we met with the police department with uh North Miami as well they met with us as well and uh we're trying to put this initiative throughout the whole day County uh we know that the bullet don't have no jurisdiction so what we're working on this project we it's not just a curfew is to develop accountability in the household with parents so that's one of the initiative we uh I think I left some literature on it before I don't know if uh you guys got a chance to look at it but I do have some here but at a later date and time if we can have another opportunity to come before you and after you get the chance to look at what we're trying to do what our initiative is we just trying to save lives and killing is going on a lot of too much going on in our cities and we're not we don't want no money we just want to be able to participate and try to help assist and try to help save lives of our children it's a lot of shooting killing going on in our in our neighborhoods throughout day County not just in in Miami Garden not just in these cities so we've been from homestead all the way down to County Line and we've been meeting so we want to uh get staff is reviewing a proposal I submitted uh the proposal is all vessel register in the United States of America must pay a water elevation fee to the city of North Miami uh this proposal if if the city approve uh we bring in um 8 billion1 100 million per year um the idea came to me when the mayor I came here on June the 25th and advised uh that a citizen must put drain on their property to to drain into the soil because they were flooding and I saw where the mayor mentioned that um uh one uh citizen uh pay off for her property and um the water flooded her house and um he thought the estimate would have been $10,000 but it was way more than that when I saw the mayor make that comment I start looking for um Revenue the government do have to be involved with this uh into the into into the the US deficit uh this is just revenue from those vessels uh the sea the water we've been been a Dumping Ground for a long time and I think it's about time those vessels step up and help contribute to this budget and this budget I'm looking at building a a railroad from Miami all the way to New York with a gutter in it 10 ft at the bottom 5 ft on on the on the up on each side exposed to the Sunfire EV operation and all state can participate all state that is experiencing going to experience a flood through the Weather Channel they would pump into that Gutter and it must be level opportunity now since we have new members on the board congratulations again to each and every one of you um I want you to take into consideration the fact that the city is growing so rapidly that we have so much uh new development coming into this city as someone that's lived in uh various cities in North Miami I've seen the growth of these cities and I've seen the pros and cons to development uh in this case here in North Miami I see it happening quickly I'm on a few board so I I I actually welcome um development but I also like to make sure that we keep the residential aspect of our city and I think one of the biggest thing is uh to have enough parking establishments here uh in North Miami to receive all the people that will be coming to our city uh uh quickly because we have almost I think 1,500 units coming in all those not just living here but those friends that will coming and also the uh uh the um private businesses that will be uh in these mixed use buildings will also need to have uh uh parking to receive them not everyone takes a Metro not everyone rides a bike uh most of us do take a car and we know that we have family we know it so um in the growth of our city please take that into consideration in the future when you are um agreeing to these developments also what we receive from these developers too in exchange for our city because once we have no more land to offer it's done and they will move on we have to protect who we have here today so that's what in two please promote and the Arts in our district and those uh like copper Bridges and many other organizations that are about culture they for thank you for your time public hearing is still open and public hearing wait one more is there another after you vice mayor if I may to Gio's daughter's Point um just wanted to inform you as well that thank you for that because I know we we talked about this parking garage from the C for a while now but the state actually made changes to the state law that says that if you're in a transit or District if you're developing that area you can have zero parking so while it's we know we try our best up here but the state does you know allow developers to go the extra mile sometimes and our hands are ti thank you go ahead thank you Madame vice mayor uh third Miami Asal the hus uh 13506 Northeast 20th Court thank you everyone sitting here everyone say thank you to all of them special thanks to those who voted for me and uh lead me to this um session in here to lead our district for the next four years I need each and every one of you so that we can move on together we need all all hands on deck it is not just councilman Charles it is all of us it is easy to say this is not done it should be that way but if we have a conversation we can move together and then fix what need to be fixed and clean where we need to clean so to that I will invite all Resident of District 4 and um resident of North Miami but especially uh in my district to uh come out on Monday for inauguration and to that night there will be a slight change after the ceremony at uh FIU Coen Center we are going to transition to District 4 the celebration of District 4 will be in District 4 at the je celon Center I was just trying to see if we can fix that but given the fact that the Coen Center is so far east and lot of my resident will not be able to work all the way to that um uh venue so therefore we just make sure that we accommodate them make sure that we we um we are working in a way so that they are part of the celebration so please understand that on Monday uh disu for celebration after the official ceremony will be at the Joon Center and I will invite each and every one of you to stop by to come and celebrate with our resident thank you very much and uh
