is there a motion to adopt the agenda so moved motion made by council member schwe is there a second yeah I'm looking at you second uh second made by uh council member Norby all those in favor say I I all those opposed we've adapted the agenda uh looks like we have five presentations tonight um at this point in time I will turn it over to city manager frandle uh well probably turn that right back to we have C Yang's appreciation for being on the arts and culture commission and I believe you have that in front of you there you want to come up and present please thank you for your time and your dedication it's it was the uh were you part of the inaugural group I was not you're not pretty much pretty much sorry I'm new at this mayor thing but thank you for all your time and service it's greatly appreciated thank you so much I appreciate everything uh all the council folks um the city staff and Tom and the whole commission as well for um having me and for all that all that the city allowed us to do thank you a phenomenal thing I'm still waiting for my electric box to get covered so all right if I may just say a few more words um in regards to C um and her commitment to the arts and culture commission as the liaison um she has really been a driver for the arts and culture commission um in getting those utility boxes you see around town off the ground she's been dedicated um for many many many hours outside of um you know regular meetings and has brought together uh so many different people across um the commission and really has fostered uh a sense of community um and inclusion and uh really appreciate all the skills and dedication she has given um so willingly and generously to the city so thank you C for that thank you C thank you that's his recognition of Rachel Thompson Thompson you haven't done anything in the last couple years for Christmas have you where'd you go there you are Brian do we have any there we go thank you please this is year number what 545 hello hello everyone my name is Jason Orby and I'm one of the city council members of North St Paul it is my honor to recognize Rachel Thompson the founder of the North St Paul Christmas Tree Project what started in 2020 is a simple way to help neighbors has grown into a powerful tradition bringing joy to over 100 families in our community this year alone Rachel helped 24 families delivered over 450 gifts and brought hope to 68 children and many seniors her project has included everything from bikes and Nintendo switches to clothing and toys and even pots and pans each gift delivered with love and care Rachel you've given more than just present you've Shared Hope kindness and and a true Spirit of community on behalf of the city of North St Paul I thank you for your dedication leadership and generosity your efforts has made the holiday brighter for so many and we are incredibly G grateful for all that you do thank you Rachel and Merry Christmas thank you Rachel from me personally I'm honored I'm honored to recognize Rachel today for her caring and selflessness the North St Paul Christmas Tree project is truly a shining star for our city you serve as a wonderful example of someone we can all look up to and guide us in our choices to live wisely Rachel I would like to personally thank you for helping me be a better person and giving our city something to be proud of a big thank you to you and Ed for your continued support every single year um I appreciate it absolutely thank you [Applause] yep oh do I need that little thank you next presentation is Holiday Lights award if I'm looking to you I'll go over what this is going to look like while this is getting sorted out um so uh I am here to present to you the five submissions that we received from the holiday lights contest um so we asked residents to submit photos of their outdoor Christmas lights and the winner is going to receive a um a sign for their yard that says winner of the holiday lights contest and recognition in the newsletter and online so um I'm going to show you hopefully um the different pictures of our um residents houses and then I'm going to pass out pieces of paper you're going to write down the number um that uh you think should win um just one number not like one two three um and then I'm going to collect them and then uh announce the winner so technical difficulties yeah okay S I didn't prep him for this I think while we wait um City attorney Brooksbank said he would do a sof sh for us will we [Laughter] wait uh you first I left my shoes at home well I get to vote was awesome right thank you I do thank you okay um the first rules okay so house number one I'll go back through them too so one house number two house number three house number four up and put back by your property my street they don't believe in that don't have court enforcement officers have anything to do besides eat donuts they need to come and they're driving around why can't they just see and just put a note on the people's door there's no call to leave your trash can out for uh the whole week you know everybody else uh takes care of it and that but uh the Speeders and the drag racing I just hope it isn't the young teenagers again but this was quite loud last night okay thanks Dave thank you thank you uh Terry furong uh came here to thank council member Cole council member Wong for your years of service uh to the city of North St Paul council member Wong it was a pleasure working with you for those years and I know sometimes it can be a thankless job but with your guidance and just you made a big difference uh to our city both of you council member uh Cole so I just want to thank you thank the two of you from the bottom of my heart because it made my job a lot easier uh with having you guys on board and I know there's a lot of times that uh we had to make tough decisions and but we did it as a team we did it together uh we may have agreed we may have a disagreed but at least we had a lot of respect for each other and I remember the good times that we did have we did have a lot of good times uh down at the uh Casey Lake I have a little card there there's a little pitcher in there and uh those are the times that uh it makes it fun because it can be fun at times so thank you again appreciate it thanks Terry you were a great mentor John SCH John schul 2750 Chisum Avenue and now the good news uh the uh meeting via zoom on the uh Chisum and uh Gerald and bu area had to be the most unsatisfying meeting I've ever had me attended because it was VI via Zoom now even I with my great computer abilities got waylay by the zoom and uh we would have had experience with zoom if the city had not cancelled the contract with zoom so uh in addition to that start off we now uh end up with a plan that for my street isn't going to be started for 2 and 1/2 years have a meeting on something that's not going to start for 2 and 1/2 years can you believe that well you have to because that's the way it is and there were items on there uh that I heard uh the city engineer talk about in the back of the room here about getting a entrance way paved on the two spots from the casy uh Trail up to bule but that was rejected because the slope is too big and uh nobody has said during the meeting what is an acceptable slope and an un unacceptable slope so I had to submit a data request to get that and then there's the situation at bule and massabi with the uh residents the two elderly residents who have a sidewalk on the curb and this question has been brought up to the city uh Public's Works director and uh was told to those individuals who have this plow drift that is piled up on that sidewalk with no Boulevard and they have to take care of it imagine that I don't know how many of you have sidewalks probably no one I do you do yeah okay deal with a plow drift think of that a sidewalk with a plow drift on it and they had to two years ago when there was all that snow they had a contract out for a skid steer to come in and they were told if you don't do it we'll just do it and we'll just charge you so I guess charged by the city or charged by but imagine dealing having to deal with a plow drift thanks John all right uh moving forward into City business action items and recommendations um Brian I will turn it over to you thank you mayor uh first item up is adopt the 2025 final Levy and budgets I'll turn that over to finance director Winnick mayor Cole council members mayor Cole don't get used to it it was that was that was kind of nice this is kind of tough you know we had five wonderful presentations we go licky split through the the consent agenda and then I I got to I got to do the budget components to it but before I do that you know I'm I'm not not one who talks a lot or anything like that but um I do want to thank uh mayor Cole um and councilman Wong um for welcoming me and uh respecting me as I made a transition from over 32 years in Ramsey County to the city of nurse St Paul um you made my made a dream come true for me of of giving me the opportunity to be the finance director here um I've learned a lot from both of you um and I really appreciate the experience um a little sad because you're the last two from the original city council when I stepped in here and July of 2021 um so I thank you very much I've learned a lot um I'll move on to the budgets I don't have a presentation um uh we're going to have uh three items tonight uh the first one actually has three resolutions it's adopting the 2025 uh final uh Levy and budgets um we began the budget process in the spring of 2024 we've had um 10 meetings on the 2025 budget and on the December 3rd when we had the truth and Taxation we kind of discussed where we wanted to be for the final um Levy and this is the result of that final Levy and the budgets are all attached in accordance with um those final decisions and you'll see um when you combine the levies of of all of the city components HRA and the Eda um we're at the 99.1% um of a levy increase uh there are actually three resolutions that go along that need to be approved um and the first one um is for the city and it's a resolution adopting the final 2025 general fund Park fund Street Maintenance um budgets and setting the final 2025 general purpose and Debt Service levies um I'll read the the res the resolves on it um and it's uh now therefore be resolved by the city council of the city of North St Paul Minnesota the following final 2025 general fund Park fund and Street Maintenance fund budgets and general purpose and Debt Service tax levies are hereby adopted uh the total 2025 general fund budget revenues and expenditures are 10,379 1860 the total 2025 Park fund budget uh revenues of 286,000 and expenditures of 67,500 the total 2025 Street Maintenance fund budget revenues of 1 million 49470 and expenditures of $866,000 the total 2025 tax levy um of 7,776 312 which is comprised of a general purpose tax levy of $ 5,869 387 Park Levy of 78702 Street Maintenance fund Levy of 835,000 and Debt Service Levy of of 99274 um below that is the breakdown of the the debt Levy um that comprise that $992 746 um be it further resolved the council members the council makes an irrevocable appropriation to The Debt Service fund of money actually on hand to meet the annual debt obligation of the 2016 a bond thereby reducing the total debt Levy issued and collected from property taxes of 21,700 92 and be it further resolved the city manager and finance director are hereby directed to submit this resolution and other required documentation to Ramsey County for certification what you said uh any discussion before we move forward with a with a motion on on what Dan just covered off of uh it's been a it's always going to be a long six months it's been a long six months Dan thank you um thank you for doing it thank you for using language that we that we understand um I appreciate you dumbing it down well that's actually my My Level so so thank you for that any any conversation before we before we accept a motion no oh and thank you to the council for working hard to be mindful of of the residents and and particularly with the H and making sure that um you know we're doing the best we can for our resident so thank you all thank you if there are no other comments I'll accept a motion some moved council member Scher second second council member Norby uh all those in favor say I I I opposed passes then there's also a resolution adopting the final 2025 tax levy for the North St Paul Housing and Redevelopment Authority um so now therefore be it resolved by the the city council of the city of North St Paul Minnesota on behalf of the North St Paul Housing and Redevelopment Authority the final 2025 tax levy for housing related purposes is hereby approved as submitted in the amount of $11,000 um be it further resolve the final North St Paul Housing and Redevelopment Authority budget is $498,900 and be it further resolved the city manager and finance director are hereby directed to submit this resolution and other required documentation to Ramsey County for certification any discussion on that before we move to a motion do I have a motion to move forward so moved your honor council member w wow you been waiting for that one haven't you I did it to you is there a second second council member schwe all those in favor say I I I opposed motion carries in the third and final uh resolution for um Levy funds is the resolution adopting the final 2025 tax levy for the North St Paul Economic Development Authority now therefore be resolved by the city council of the city of nurse St Paul Minnesota on behalf of the nurse St Paul Economic Development Authority the final 2025 tax levy for economic development related purposes is hereby approved as submitted in the amount of and be it further resolve the final North St Paul Economic Development Authority budget is 26735 and be a further resolve of the city manager and finance director are hereby directed to submit this resolution and other required documentation to the Ramsey County for certification any discussion on the Eda do I have a motion so move to your honor Council me council member Norby do I have a second second council member schweer all those in favor say I I I I motion passes anything else I would like to add to that uh Dan you done so much work through the budgeting process and lots of hours lots of meetings I really appreciate everything you do for this I mean it's great job thank you you uh we've got Item B and C I'll let you do that but I'm just are you serious yeah those are those are the levies you think I'm going to do it again after those I hoping so but I got my recorder going this time I thought we granted enough time yeah all right I just got that all right B I'm going to just jump right into the resolutions for the non city um Levy budgets um and what they comprise is our proprietary funds which are Enterprise funds in in internal service funds that we went through and then uh the remainder of the governmental funds which are the community center community event um fund and the Fire Relief Fund um it's you know now therefore be resolve the city council of the city of Nur St Paul Minnesota um that the following sums of money be budgeted for in revenues and expenditures in 20125 for non-levy supported funds it'll show the fund it'll show the revenues the expenditures and based on those revenues and expenditures what that change in fund balance would be um according to it and then um adopt uh on this date of 2024 any additional discussion hearing none can I have a motion some move your honored council member schweer second I just heard that council member nordby all those in favor say I I opposed motion carries Dan back to you in my last official Act of 2024 uh it's adopt the 2025 2034 Capital Improvement plan the 2025 columns have been included in all of the previous budgets um that we've uh have already approved um in this this is a resolution to adopt that 2025 to 20 uh 34 Capital Improvement plan um and it's now therefore be it resolved by the city council of the city of North St Paul Minnesota that the city council hereby adopts and approves the 2025 2034 Capital Improvement plan um be it further resolved that the city council hereby authorizes the mayor and city manager to enter into agreements and execute change orders and amendments to agreements in accordance with the city's purchasing policies and procedures provided the amounts are within the budget of the specific project and have been identified in the 2025 2034 Capital Improvement plan any discussion about the approval of the CIP if not may I have a mo motion so moved your honor council member Scher second council member Wong all those in favor say I I I opposed motion carries um we will cover D and then we'll add add one on there and I know council member that we will add H to e and then um when we finish D we will um add whatever you would like to add council member W uh D is the December 3rd closed session meeting for the review of of city manager frandle a closed meeting was held on December 3rd 2024 pursuant on Minnesota statute 13 d-05 sub d3a to conduct a performance review of city manager Brian frandle present in the attendance were mayor Mungi council member schweer council member Norby council member Cole City attorney brookbanks and city manager frandle the conclusion were as follows um Mr frandle is respectful is respected trusted and supported by City staff Mr frandle direct reports provided a 360 evaluation Mr frandle received either meets or exceeds expectation results Mr frandle has shown growth and Improvement in his tenure as city manager and Mr frandle was also made aware of areas for improvement in 2025 is there a motion to accept that or is that just something I read uh your honor uh it's just read into the record thank you um all right before we move into e um Council Wang did you have something you'd like to add to the let me jump back to the page um to the business actions yeah it's um my understanding that in the last uh several meetings that we have not um been able to uh have the feasibility study on the agenda um despite us having moved forward and having I believe a contract drafted is that correct city manager frandle correct so um I I I would like for us to keep that moving um and not Kick the Can down the road and waste any Partners times or or any of the city's time in terms of um getting that information out to um our residents um I think that's something um I would like to to put on the agenda for discussion um and uh for a potential vote thank you I will add that to F uh so going back to eh from the consent agenda was pulled down um first amendment of city manager employment agreement I pulled H and I'd like to pull it because I feel that the performance evaluation wasn't as whole as I would have liked it and um council member Wong was absent uh during that time and I feel that her voice should also be heard I would like to recommend to the council and to city manager frandle that um we have a meeting a special meeting prior to the year end to um formulate a performance evaluation that went off of the topics we had covered in July any other discussion on this I I appreciate the opportunity to be able to participate so um I I would be um I thought this was the last meeting but I'll be in favor of that that all right on this I look back to you Miss Brook Banks um do we move for a motion to do we move is there a motion on this do we does someone need to make a motion on this to either hold tight on H until something else is done or do we vote I would depend on uh what the body wants to do I think um council member schwe you were the one who pulled it off consent I I think it would be up would look to you to make a motion on what you would like to do options could be to approve the council uh the contract um or to table the contract until uh further performance review um I would I would like to table it and I would like to recommend that this current Council that we have have a special meeting to then consent on his final to consent to proove AG any additional discussion so the motion in front of us then is to table uh what is business action item e until a later date to be determined yet this calendar year is that am I am my plan lawyer okay that's what heard um if if that that sounds right okay is there any discussion around that how much notice legally has to go up for a special meeting is there such a uh yes there's a a minimum requirement uh which I am looking I'm confirming the time on I believe it is 3 days uh written notice uh and it would be a special closed session would be the only thing conducted correct mhm yes at least three days before the date of the meeting um and then so I guess if if the council wants to discuss a date uh as long as it is more than three days from now as for mayor mongi I want to also make sure that he is able to be in attendance so that's my other I mean we should probably we can discuss states that are available for us but we want to make sure that it's available for mayor mongi as well [Music] my concern is that I don't think let me rephrase that I would not be available before the first of the year with the holiday season and my work schedule I could do it within the next three days but but not after next three days so to me if we're tabling it and we want everyone there I'm sorry but but there's not a meeting I could make before the first of the year any additional discussion all right so let me see if I can rephrase this again so motion's been made to table um e which was um consent agenda item H until a later date in which time this calendar year that the council members um can be made available inclusive of the mayor um do I have them did I do okay that capture your capture your thoughts I believe so I mean again I would look to want yeah you've nailed it you nailed it too J Jack you're good all right so um do I have a motion so moved do I have a second second I have a motion and a second council member schweer and council member Wong all those in favor of what I said earlier um signify by saying I I I I opposed ni motion carries the next item on the business agenda is item F and if coun Wong if I captured you correctly it is to bring a vote forward to approve the contract on the feasibility study of the community center did I capture your wishes correctly yeah and I would like to have some discussion around it as well yeah yep yep yeah okay cuz it is my understanding that that has not come forward um at this point even though it is uh prepared otherwise okay all right uh open for discussion so so I obviously the community center has been a long topic um of of interest and of interest to the community um we've had a long discussion about the necessity of a feasibility study the importance um we have put out an RFP there has been a decision on the um agency in which we would choose um and the council has agreed to move forward with a contract with that agency um and and my concern is that it's still not uh before us and it has not become before us in in several months um our community has been waiting and my concern is we have an opportunity with um the grant funding that we have received from the federal government and the state government of $5.3 million that we' be wise to do our homework a little bit more diligently and more quickly so um we can get that information out there so we can um be mindful of the time and efforts um of of everyone and make sure that we can um do or not do um the community center however um my concern is that it's still not before us um and uh I can think back to the beginning of my term when um we've voted on this over and over and over again in in the same direction and um my concern is that that that is not being addressed or is just being ignored when um really we're just asking for the information and so I am um interested in having um a motion go forward so we can get information on a feasibility study to get a better understanding of what can and cannot be done so we are not kicking this can down the road and um um and and um just yeah it's it's been a very uh difficult process too I think for for a lot of us um so I I'd like to see it go forward um I'd like we've already talked about it I'd like to add to that so I made the recommendation to uh city manager frandle in regards to having a full Council available to vote on that this year I thought it out of respect to everyone here um and on this Council that has been part of it that we'd have a full we'd have a full bench um that said I didn't realize that there was going to be an absence and um as of this last meeting I making the I am making a assumption that it was not placed on here because um another mayor mongi is absent um but what I will add is that I am ready to vote on it this evening council member nby comments first I I guess I have trouble voting on something that I haven't read um I have a general idea of what it's going to cost but I haven't read it um I I I can understand your desire to move it forward um for for me it's tough because we didn't have the vote thinking that we're going to have a full meeting today and now we don't um so I I I would like to extend the mayor the same courtesy that we were extending you of not having the vote when you were gone to the mayor um that's those are my thoughts all right and as as for me um Community Center has been a topic in the city for as many years as I've sat out in the in the seats before even um running and coming on board um council member Wong and I have been part of the community center in one special committee group or another of doing multiple different things whether it be uh gaining alignment with the contract for the resident so that we um you know had a legal binding contract to um working with an outside Agency for guidance and recommendation um to testify in front of the Senate and in front of the house um to gonner this money um prior councils have approved the um funding to pay for lobbyists on the at the federal level and at the state level to continue to move this forward um it's tough I I struggle I have been an advocate of when we started looking at timelines I remember saying this has got to get done before this council's gone I don't care what it looks like it's got to get done um I actually wanted the feasibility study to be be presented by this last meeting and um it we were it was it was told that I was unrealistic it's not first time I've heard that um and it won't be the last but I was told that those were unrealistic wishes um and I don't know if it's fair to put this burden onto the next Council coming in who doesn't have anywhere from two to four years worth of experience in in conversation on this um but I will be ready to move forward with a vote tonight as well any additional conversation may may I may I add something to it if you're going to have a special still before the end of the year um and I think uh council member nordby is the only one who may not be able to make that attendance would it be okay to add this so we have the contract um in front of the city council you see the contract when of the other items is we haven't ident identified a funding source so we need to bring for your approval the funding source for uh the contract if you so decide to approve that um and so we could bring it back at that special um still in this year but I I want to give courtesy out to council member nordby who would not be it sounds like wouldn't be present for that meeting but it sounds like there's accommodations that the other for members would be and just a suggestion to anybody additional conversation around I have more of a technical question than a um conversation and so how do we vote on something we don't have before us and don't have the details of Are We signing a blank check uh no so we could do a a motion we um we have the written contract so I'm sure we could you know get the something to the effect of uh you know uh motion directing staff to execute the contract with um eapc I believe is the consultant uh for the feasibility study in the amount of and I believe it's around $85,000 um but we we get the exact numbers out of the contract um since we have we do have that written contract uh alternatively we also could um per the finance director's suggestion we could again take a motion to table this to a special meeting um those those are both potential options uh the contract was uh total not to exceed of $89,500 any additional conversation along those lines with nothing um with hearing nothing uh City attorney would you please repeat the motion because you did it way more elegantly than I would ever be able to repeat it uh so it would be a a motion directing staff to execute the contract for a feasibility study performed by eapc with a not to exceed amount of 89,00 ,500 any additional conversation now that we've heard the motion uh as a as a point of order we would need someone to make the motion I make a motion to move departments thank you mayor um student Bill house is going good looks like they have it sheet they're hoping to have that uh uh what rof by next into next week with if the weather cooperates Delaware is moving along as well Delaware in 17th uh the second basement's been poured or Foundation um and the the first one's um pretty much built up pretty well they got it all closed in now uh PD had uh two officers start today Valdez and Jang um with the unfortunate news in the uh of the shooting that we've seen in the news lately uh they're going to probably reschedule some a school shooting um just mock training and try to work with the school district on that again um it's been a few years since they've done that uh Ava's been busy with her stuff she we have also the January 23rd coffee with the new council members um so that's coming up um Community Development we had Jordan start today she took the place of ma when she left uh she so she's being bombarded with information right now uh Public Works is busy tree triman they did their uh the project plan review they're at 60% for that for the road Recon project um they're trying their best they can to prep Casey housy and Colby for the ice rings but the weather hasn't been cooperating very well um Finance has been really busy getting all this budget information together thank you Dan uh now they're getting ready for the Audits and which will also have the electric inventory when they come back for that they do prelims and then come back in February for the majority of it don't they Dan it's correct February and March feary and March yeah they're here all the time yes um and fire's going to have training uh with the new article 7 there they're going to get the all their members over there make sure they're familiar with their system and the hookups and things that they need if they were ever be called there for an incident of a fire uh their call volume has been high again they've uh just exceeded last year which was a record as well they're over 7,000 calls at this point um but uh doing well Jason's doing a great job and that's all I have for you thank you uh reports from Council Members commissions and committees we start down here right you're the mayor we start down here okay you can change it up on December 5th um the Planning Commission met we had the open the public hearing meeting for uh the adult youth cannabis um uh that we voted for on the last C Council um it was a great meeting and and I can't um say how proud I am of the Planning Commission if there is um agenda items the next Planning Commission will be on January 2nd I don't know at this time if there's anything on the agenda for the Planning Commission yet not that I'm aware of yet so there may may not be a meeting on the second um as for the arts and culture commission I wasn't Buble to attend um the meeting however uh I guarantee you they will be back in 2025 so um look out for um utility boxes murals um and um yeah just a lot of art around town to to beautify the city parks and rec Parks and Recreation is not having a meeting this month um I again thank everybody on Parks and Rec for contributing this year um most of all I again sincere thanks to sue springborn for all of her dedication with Parks and Recreation and the commitment she has to our city uh the next meeting will be January 22nd at 6:30 in council chambers thank you uh I have two uh on December 6th I attended the Ramsey County League of local government board of directors meeting uh it was the end of the year meeting where they uh decided who would be uh the officers moving forward as well as they discussed finances uh there will be a 5% increase to the fee that we currently pay um every city pays a different fee so I don't know what ours is but I know it will be going up 5% it is the first increase that they have had in over four years uh also on 1212 um had the opportunity to attend with city manager frandle their annual dinner held at the sheview community center um excellent excellent meeting um just a lot of good information they had a phenomenal speaker um the primary message of the meeting was the majority in the middle um and that is really holds true to how the state looks with the Senate being divided 5757 and um the house with one or two votes swinging either direction and it was how do we take the majority in the middle and bring it down to local government and she did a phenomenal job so we uh we spoke with her afterwards and uh I'm hopefully she'd have the opportunity to come come address the new council at some point in time early on into the year um the at the uh December 6th meeting I was asked to make sure that we appoint someone um to be the to be the director to backfill for me um so I I don't know when mayor will get around to that but um it be of my recommendation that it probably be one of the uh two new people coming on board other than the fact that the league um of local government enjoys longevity and so they can move people through officer positions as well um as well as my only uh as well as my other recommendation we do need to get somebody back on the league of Minnesota cities after my departure as well so um those are the only two things I had there uh and the Eda had a meeting uh it was great to see all in attendance and to have a quum present we were able to get some work done um we had an update on the Margaret Street project just across the street uh it's of my understanding uh that there are five current companies that are interested in doing something um with that property across the street the RFP is open through the end of the year um it is a mixed use Development Area um so other than that I'm not 100% sure what's going on out there um we also had discussion and conversation around and I've got the acronym down but it's it's CA Ceda and I can't remember what the C stands for Community Economic Development Community e Economic Development agency that's I'm goingon to go with you um and they had made a um I had contacted them early on um to bring guidance and direction to the city from an Eda standpoint um it's a position that we've had funded with Lo with current staff um and we've moved the funding for this current calendar year so we have money to fund it for next year um for 2025 that they act as the City Cheerleader um to help bring Economic Development to the city Eda is more than about developing land than building buildings it's about the economic development and the strength of our community wayfinding signs um making sure that we're addressing the needs of of the Business Association and what do we want to do moving forward there um so I do look look forward to uh their presentation which will be sometime I'm assuming in the first quarter because the other act that they took uh that was taken uh is the ad Eda Tred up their language around when meetings would be held uh meetings will now be held officially on a quarterly basis at the end of each calendar quarter with special meetings to be held as needed with a minimum of three-day notice I do okay on that one all right uh with that I am done with my last uh commission and committee report uh General business none um I would just like to say it's been a pleasure serving with you both and look forward to seeing you on that side thank you thanks I don't have anything no I'm just um I just want to thank um thank everyone from staff to um other Council and even our our um city attorneys over there and um certainly the residents um it's been truly an honor and opportunity to learn so much um and serve this city to the best of my ability and um I I really wish the the next Council a lot of luck and I hope hope that you lean into um greater discussion and harder discussion um and uh thank you all um I would like to thank the council members coming out or going out I appreciate your perspectives um I may have not agreed with both of your guys' um opinions at times but you have brought um ways of thinking on my end you've shed a lot of light to that um I appreciate where I am today uh with my knowledge in the city itself and finance it goes I mean I can go on about that um you've truly been a mentor both of you to me and you will be sincerely missed thank you thank you you uh I Echo exactly everything that council member Wong said um I want to let everyone know um the incoming as well as the existing Council and mayor that um both council member Wong and I are here as a resource um please please feel free to lean on us um we had the youngest tene councel um this last two years and I and it's of my opinion some of that showed uh we lost a lot of phenomenal history torians um at all at all levels within the city everybody sitting up here is four years or less um I think you started when I got sworn in um so everybody that's up here is four years or less um so utilize us as a as a as a resource to to lean on um recognize that some of them might be opinion based but that's part of that's part of the job um is to to figure out um all different sides and all different angles so other than that
