okay um like to call the uh permanent building committee meeting to water at 6:00 on Monday June 24th uh we have a quum present uh our clerk Mark risham called me he's not going to attend uh Bob pixel I always pronounce his last name will not be here because he has uh Gone on to greener pastures um no he's not buried he's got a better job so he's not going to be here uh I think that oh and Beth is on vacation in Maine so she's not going to be here but she has a representative here um but we do have a COR of members uh I'd like to start off with the approval of the minutes has everybody seen the minutes yes does anybody want to see a copy just to be honestly I haven't read them but if the majority can't you do your homework Kevin they just came out this morning I had a busy day what can I say I mean the majority the rest of us are sitting at home just waiting anyways right um I will accept the motion except from Kevin because he hasn't read them um to accept the mission minutes Brian made it Bob second it Bob Brisco um all those in favor please raise your hand all those opposed one exstension um that approves the minutes second thing on my agenda is correspondence and mail you will all be absolutely estatic I got a letter from the town hall I have been reappointed for another 3 years to haunt you all um and I got sworn in today so first I got sworn at by the town Flor cuz she wanted a tour and I told them no more tours then I got sworn in then I voted my absentee ballot because I will be away camping in Vermont for the elections um that's the only correspondence I have received I don't think most of it comes into the town hall and I'm the one that checks the mail six times a week um so I think that's all we have uh my report is I've been going to the Tuesday construction meetings for both the town hall and the senior center and uh we are progressing the contractor for the town hall has F finally found fourth year um he's moving much F they are moving much faster than they have in the past um and the town hall is moving along quite well also uh there does hasn't been any real pmps in the road although up until last Thursday we were waiting for an electric meter which trying to get an electric meter is like trying to get two telephone PS uh National Grid PS for those of you who like to correct me all the time um but we finally do have Street power uh back into the town hall we do have it in into the senior center um for some reason I think it was my friend Kevin two days after the last meeting sent me an email about uh confusion of the name of the senior center um I thought we have been very clear about that I have been talking to everybody that is it's the Nelson Senior in community Center for those of you who in the spirit of transparency are listening to this that is because the nelon family did give us a million5 dollars and if you want to give us a million dollars we'll gladly name one of the big rooms after your family or or some want to name it after me you can make that suggestion um so I think when anybody's talking about the senior center we should say it's the Nelson Senior Center and uh answer the question I answered the question about six times today at the friends of the senior center had a uh lunch in barbecue for their members and I got questioned quite a bit about different things um told them the finished date was going to be in 2028 um did that wake up anybody quick question we basically just changed town of Norton to Nelson it's still senior community Sport Center right Steve could you do that on your or or your company not allowed to do that you want to put the Nelson Senior yes please sure commit um no we are going to finish the senior center hopefully sometime in September of this year even though and I'm going to say it now although it was announced that the the um barbecue the senior center is closing down the last week of AUST August uh calling to Associates to get preparations to move she wasn't saying she was moving they just wanted to close down to get everything organized to move to me it insinuates their moving but she was clear that they weren't planning on moving the next week that's another point of information well not much moving here there anyway enough okay you don't think there's any come here and help him and see how long I keep here I'll get a big dump we can't get the town hall and got a big dumpster um other than that that's uh my project I working with everybody uh Steve will go over with the individual projects uh Beth isn't here but I got asked by her representative uh Ruth Snider would like to speak um and I have no idea what she's speaking about but she's speaking hi am Ruth SN I'm the chairperson of the Council of Aging and where Beth is away I guess I'm next next victim so she asked if I could tell Steve especially thank you for arranging to have the COA go and do the walk through and the friends we really really appreciated that you're welcome that opened up our eyes to how wonderful the building is me especially I've been waiting since 2008 so it really it really was a pleasure to walk through it but Saucy had some one concern and I know she spoke to you about the heat um indicators she's worried can we is there any way you could put a a clear panel over it so people don't touch it you don't you seniors seniors touch everything I'm a senior but when you tell them not to touch they touch it all the more so where there's so many different areas is there any that was one con real concern yeah I had written that one down we we're looking into that to make sure you are looking in oh okay you're ahead of us thank you another thing in the exercise room okay excuse me we might be able to program those thermostats so that they really don't do that much usually it's like a couple of degrees up and down it's a programming issue okay but she's con so they can't really change all that much with it it's not like if it if it's hot they want to hike it down to 60 you're not going to be able to do that oh okay temporary override it's really just a local override but typically since the program but we'll make sure that oh all right I think that would be we're concerned is if they see it it will touch it if they see the cover I you can go over there but you're not going to be able it's like turning the lights on you can't do that anymore cars you can put on them and lock them but that's that's lot of those yeah they're problematic for other the reason people will keep touching it touching it touching it until the temperature goes down cover it they can't touch it thank you for looking into it though all right in the exercise room I know that's being used as a per um temporary office right now and the floor was covered under that is that carpeting or a tile it's carpet yes that's a concern if it's a tile because they were hoping to have Zumba or line Dan daning in there instead of in the big room because we don't want to put tables and chairs up like we're doing here all the time so that was a request if that is carpeting they were wondering is it a big thing to change it just money I know I know I know well it's not it's not the regular carpeting that you have in the other rooms it isn't it's a carping that was set up for that for the exercise no it's got a really low pile it's like I can't describe it you have to see it yeah see we it was covered over more it's not like the other rooms that you saw it's not like an office carpet oh okay all right so they don't that that was a concern cuz until we get so big that we have to use the allpurpose room we'd like to use the exercise room for for the Zumba class and for the lind dancing and Lind dancing cannot be you know on a cpic so so I guess I again we'll we'll we'll make make sure you understand what we have there but you the preference is to have elol or right if possible that would really be appreciated okay Bob have a question I just have a comment um obviously these buildings as you get into them you're going to find little things that probably don't work as well right before we start having if it's already been completed to start making changes and concerned about money I know money know and then we have enough people in this town that if you get in there and you're not convinced that's the kind of floor you want right I can think of probably four people that probably help us out and I think you know as much as we'd like to make sure you have exactly what you want as we're going along we can change those as well rather startop making changes that was sort of my thought that the company is a special special coping for an exercise room already so that coping was made for people to do the twisting and turning or whatever on it um and maybe trying it out to see if it works would be better than trying to do a change order having it all torn up having it done to just see how it works but anything else R yeah one more thing it was noticed today this beautiful Shrubbery being planted and how nice it looked and sashy was very concerned who's who's going to water it right now while after it's is the contractor responsible contract is respons that was just a stupid question but it's so pretty you hate to see it get lost without being watered no they they have they have been water that's all no thank you that's all I had thank you had another question okay B news oh that was the third thing yes I I'll bring it up now I had three questions from people I'd like to go back to the watering at the Council on Aging barbecue the DJ happened to be Steve Bishop who sits on the Water Commission and I thank him very much for not letting us water our new grass because I had heard and he said well you can apply for a waiver but I I said I thought it was I think I said I don't want to get deep into it right now because it's a friendly one but I said I thought it was just getting an attachment to the hydrant that's Meed to water it and he said well you can ask for a waiver so no the response was there's a water man so the answer was no I think from the water department he again he said you can ask for a waiver I don't want to go down if we have to we can U right now they're using the uh hoses yeah they have two miles [Music] hes okay I had three questions asked to me afterwards the first one was the bathrooms the bathroom doors open in so if somebody collapses in the bathroom and the doors come down to like 4 in from the floor so even a feet would be sticking up which those on the Stalls you mean yeah so you probably won't be able to open the doors is and I did not look at the latches afterwards because this came in after I was around to see if you could remove the latches and have the doors do 180 or if there's no because there handicap clearances that we need to have in the room itself they peed on your ability to get from the accessible stall to the lab and then out oh so you can't open into the walkway they did notice that there's a screwdriver slot in the lock so that you can that's your emergency yeah the second thing was they asked if there was going to be shelving put in the storage rooms um I thought I got an answer from somebody somewhere that yes there will be some shelving put in some of the storage rooms we have some it depends on the one okay yeah we we were looking at the furniture drawing during the the tour there some smaller ones that are just empty storage ones others have Shel and what was the last thing I told you I had all three up here but I was it the number of parking spaces oh somebody asked the number of parking spaces I stated there's about eight parking spaces for the employees there's about 10 parking handicap spaces out front and the rest are on the side and I I said I think there's approximately 88 total it's around the I can't remember the number off the to my those were the questions I got and do blob have the bathroom question so did any anybody else have any question I forgot one thing uh bet said in the common room the okay in in the common room the shades are not room darkening and that the Sun comes in there really strong in the afternoon and if they're showing a movie that isn't good I I mentioned that about all the shades in there are just to stop the glare of the sun there are no room darkening Shades there now plus what a lot of people didn't notice the top three Shades in that common room have chains on them that only reach to the sill of the top windows so you have to be 12 ft tall to reach the chain they going to fix they they said they'd fix it but it's not fixed and it's a chain but um the darkening ones that's something Steve and you guys will have to work to that was a that was a concern again if you want to change them we can change just money it's your money there's an old say you tell us what you want there an old saying the good news is you get what's in the drawings the bad news is you get what's in the drawing if these didn't come up during design there a change I mean that's I mean they can be added but it's I don't think it's a big change how many windows have we talking uh probably talking 10 the three well if you want to count in the pictures you could and actually the two doors yeah and the two doors full glass doors if you want if you want to well and then the the six fact doors too I guess well I actually talking your your lobby doors you want the lobby lobby doors they can worry about later they may want some light in the room but elderly people stumble around anybody else no once no Twice okay Steve you're up okay thanks uh good evening everyone so for tonight's OPM report I'll go over uh most most the on the the nelon senior community the check clear if I make if I may um when they close out this project and they move on and on their website both of them they promote the part they work on and utilize those for future references for future clients um the the namage the signage we approved for Nelson of course but honestly I'm fine with them leaving in town of Norton for for tracking and paper trail and for them to be able to refence it internally with their their work it's really the the building namage that we approved not really the the reports I mean either way I'm just mentioning cuz they're going to want to if they promote this project nobody's going to know what town Nelson is right yeah they got couple on drawings say town gold senior community and by the way that comment um about the name the the name came on social media once the responses were out there that the people the family donated that much money and everybody was fine with it not a single complaint oh thanks we you know we didn't know commented I know that the select order is going to explain the the as well like I said I think every time we talk about it Bob and I would talk about something else about full transparency and everything that's been done in this town in the last 10 years transparency comes up but it seems the people who asked for it don't seek out the information till after they find a mistake then all of a sudden they're down the tubes on it I mean I can remember the public meetings for the school athletic stuff the public meetings we ran there's like 10 people that attend these and the committee members take their time to have these open sessions and nobody shows you know the the committee are the same people show Bob shows up I show up a couple other people in town who are interested and nobody else does that's how I got a jump start on the school athletic thing is I had gone because I was interested not because I I don't think I was even on the building committee when uh when when they first discussed the athletic fields um so I I think we're all trying to be transparent they'll always be somebody complain they'll all when we open the two buildings there's going to be people who don't like the elevator in the town hall cuz it's not right at the door they don't like they won't like the selectman's meeting room because it's way down the corridor it has a separate entrance but you have to walk up a banking to get in it for fire I said but by the way there there have been some comments too about um the size and the scope and the squ wage and so I I started paying attention around other towns to see the size of their town hall and their Community or senior center it's no different we we Bas it off of the space needs in requirements based on the size of the community 20,000 residents and the statistics were broken down to people over 65 so there all the statistics were behind it but if you drive around to other towns the even towns much smaller than Norton have Town Halls that are much bigger than what we were planning here the community centers that were built maybe a little small are now looking to upgrade like so we're not we're not out of scope based on the size of our community at all well I think the problem is the town Ruma Mill and there's a lot of people out there and I'm going to use this term and I'm use lot a grenade throwers they throw grenade they want everybody else to jump on it I was telling that I went to a dinner with lacrosse team and a parent was shouting M off about oh Town Hall's over budget the senior senator is over budget I said where'd you hear this from I told that's not correct the vice chair of the committee why you be the Min minutes so these people stop rumors just to stop rumors but there was a whole process going on for a good year on this Dowing all of this the staff they currently have to space things that we don't really have enough of today like um like Vault Storage these things were shortfalls that we shouldn't have been away with all these years so we're now correcting it um correct based on current 2024 requirements people are going to be absolutely when they do a town hall to amaz although they don't know what the original Vault space was they will be Absolut the the primary vault is as big as this room you you bring up a really good point when they move into the new town hall when we do the tour for the you know a p for 10 it may be worth it to bring it to the old one if it's not you do a tour of the Old Town Hall first that's what I mean like see look this is a lot of people are criticizing project is the tax money I can't you didn't see what these people were working and we can stop the tour in the cell yeah yeah well we can do a video on if the demo moves forward we play at the opening let's move on to what Steve was not talking about try jump started soad okay all right all right so um at the Senor Center of progress since the last uh PBC meeting which was on May 20 uh Building Specialties have been installed exterior trim painting above ceiling pun is complete theal ceiling tow is complete uh toilet room ceramic tile punch list is is virtually done at this point carpet uh flooring has been installed and protected room signage is installed no work case work installation is completed the architectural punch list has been issued and it's 300 plus items something like that just for the interior for the interior uh continued HB and electrical and Technology finishes are going in uh the building final cleaning they've had cleaners there for the last couple weeks uh generator startup was completed last week uh the gas meter was finally installed uh preast concrete and granite curving and sidew works are ongoing I did St by there just before the meeting they did finish up the um the last four sections of sidewalk that they had to do uh this afternoon along with the pre-cast Cur uh curve uh grading is ongoing the drainage basins and Raiden Gardens are ongoing although they've done a lot of work over the last week it looks like all they have left now is some seating uh LOM screening and uh LOM spreading is is ongo is being finished up uh the trees and plants were installed uh the office trailer was removed uh the existing pole was disconnected and at this point Siver is 91% complete with the job through May uh some photo documentation um this was uh back on the 18th a couple photos of the of the front elevation basically showing uh some of the Landscaping going in and some of our sidewalks uh having been forward and some some other Landscaping areas been cing a lot on the exterior over the last couple weeks uh next photo on the left they finally put the uh finishing touches on the eyebrow roof at the rear patio uh they were missing the support brackets um are those support or are they aesthetic are support it's just the roof was yeah and while we're at it you'll notice there's seven windows on the bottom and three windows on the top for your Shades uh photo on the right was a progress on the rain guard drainage bacing along the front of the uh of the property and then U that same day they they got to to to this level of of completion so they they worked pretty fast on finishing that front rain Garden um photo on the right just a shot of the um the office uh open office space in the office suite that's an area that they had pulled the uh the protection off uh so you can actually see the carpet uh next photo on the left is just some of the plantings at the rear of the uh mechanical unit pad on the service side of the uh of the uh of the building photo on the right is the multi-purpose room with all the light fixtures in and illuminated uh photo on the uh on the left is it just another view of the multi-purpose room see they've had the flooring all uh covered at that point that goes back to June 10th uh photo on the right is a view of the uh the lobby and reception area from the cafe with the the carpet down and and protected with fall which everybody saw last week uh next photo on the left is the reception desk uh from the lobby facing the the front vestibule and the photo on the right is the activ game room and this is the area where the two pool tables are going to be installed which will be later on this week so schedule look ahead for the senior center uh going complete the exterior sealants and exterior painting uh continue the uh mefp finishes and inspections uh uh complete the hbac testing and balancing report and the commissioning complete the kitchen equipment installation startup and the insole fire suppression system unall the building lettering signage on the on the front of the building complete the cleaning of the building complete the sidewalks which they've now done install the patio brick pavers continue the grading and spreading of LOM and completing the drainage basins install fencing which they have scheduled uh install the exterior directional signage in the parking areas remove the temporary pole that they be using for their temp power uh complete the installation and maintenance of plantings and seeding which includes the watering complete the curving uh the pre-cast is now Cur completed as today they still have their vertical Granite curving doe at the entries uh install the top coat of pavment and the striping obtain the building department fire department B of health and Architectural and Engineering inspections obtain their substantial completion and occupancy and like I said pool tables are coming in on the 28th and Furniture is scheduled for delivery on Monday the 8th that will take them two or three days any questions on progress or look ahead two questions uh I know brought it up how long is it are we watering the plants till they're established or is it final completion how how's that time and what's the measurement of that just 60 days after planting well as far as the grass goes they have to have a full standard grass well the grass I get but I like trrs said it's complicated because they missed the planting season yeah I know that's and they need to maintain it through the planting season Fall September to make sure everything's established and then at that point okay you we'll evaluate it and then second is what's the what's the projected substantial pollution now and the last time we had May 30th obviously that's out of the water one we have an update schedule no do you have a guest minut just want to update the minutes we had May 30th I want a question you think and end of July [Music] well right now and I sort of jump to to other issues which which schedule is one of them the punch list has been issued side work is still ongoing as far as we're concerned substantial completion is to be determined because we don't have really an updated schedule for them but they are don't have fully functioning systems at this point right okay which is the bigger so well the I think we you just sayx I said AAL I said the 15th of SE still sticking don't say something I I well you say I feel it's doable by the end of July okay whether it gets done or not is remains to be seen all right projected into July no schedule has been [Music] pending UHD schedule about that just to give any Clarity kind of us yeah I think at this point they're they're mainly concentrating on getting the project done with with everything that goes with finalizing the project and getting inspections doing a punch list um and managing their exterior subc maners and then is the is the National Grid meter is that all done now yes okay y just going by what we did last last time that's okay that was it on this one any other questions seeing none all said Steve um okay so um other issues uh we did uh with mass do um with their requirement to have a sidewalk installed along Route 140 as a condition of issuing the curb cut permit uh we did have to request an extension um because they sent us notice that their the permit was going to expire on June 19th uh we worked with u with Ed and VHB who's the uh civil engineer who was the one that was tasked to pull that permit through mot's online system which isn't necessarily the most friendly in the world um but we were able to get that permit um uh and then documentation needed for that permanent extension so we and that's it's been done so we're just going to handle that as reimbursable for um dbvw and VHB uh we also met with the do last uh Tuesday um right after our job meeting because they wanted to discuss the sidewalk extension from where Where the Sidewalk that they are requiring us to install stops to Freeman Street and uh go over what um some slight changes they needed to make in order to do that so they are following up with the request by the town manager to continue That Sidewalk to Freeman Street they gave no no semblance of what the schedule was but they did have three people there uh and we we met uh with them and and and got some uh got some revisions I want to say for uh what we're going to have most likely it's going to be L Construction who is a contractor that works um direct for DPW for the town who basically does all the all the road and curb type stuff uh do that work um so and so we got information from them which we'll pass on to L and we and then um permit is now extended for another year we're not planning on on waiting the entire year we want that work to be done uh prior to the fall so that that additional Granite curving and I believe it's a 5 foot wide uh asphalt sidewalk uh will run from the end of our project next to EMZ and the strip mall to the neighbor on the other side and then stop can I into the fre Freeman Street sidewalk no that will be something that do does with a separate contractor which they they did mention the name and I yeah that's good that they're doing that though that'll be that'll be convenient ni brand new sidewalk and freem Street be to walk steeve Steve's being politically correct and I am not it was an in very interesting meeting considering Do's project manager had to come out and ask asked why are you doing this and the three of us are sitting there biting our tongues because we wanted to say because your bosses want it done cuz they couldn't understand why we were doing it especially where there's only a 6-foot stretch on the south end side that the state has to do to connect to ours to theirs and then they were questioning on the subway side what's going on up there and the girl that was and I they had three people there one one guy was just had a tape measure and running around all over the place the girl that was there she was rolling her eyes like what the hell are we doing here and the project manager asking us what they're doing and we're all sitting there going uh no we won't say anything we'll just let you do your job and Mike unit is telling us that L is going to do the job and hopefully we get it done before next winter I don't know where we sit Steve has asked a couple of times where we sit on their project schedules to get it done because we'd like the project 100 it'll be 100% complete by the contractor but this whole sidewalk thing is a separate deal done by the town under our offices I guess and do one thing about it though is is um the cver contract ract calls for granite curving to go out to the street L will pick it up from that point so we've been sort of pushing cver to get the granite in I can't really give L the um the goahead because he need he needs a point to start from so um I don't not that we're in his schedule anyways but I really haven't been able to push him on it CU he needs the U needs the gr Granite radius to be installed but the good part was mass do was there they're aware of the project we got the Project Extension so we're we're moving along at a snail's pace but we're moving along well despite all of that I think it's a good a good plan to have the connectivity to Freeman Street right to the community center so but however whenever the timing is long term it's a good idea because Freeman Street runs the long road there a lot of people there brand new Street brand new side well I will tell you myself and everybody else on that project nobody has seen anybody walk by since we've been there so the traffic isn't there to justify because there's a reservoir on both sides no one walks there it's the whole point is it's selective enforcement I had this conversation with Steve because they didn't make Canada do it they didn't make the ice cream place do it but they made us do it yeah that's okay that's the state for I think if they if they connect the missing piece in between I think it'll be good long term my it'll it'll get done going take you to a reservoir you're going to get killed when you're trying to walk upside the god rail anyway okay so the next item is um so the cway board and the friends we we had a tour of the facility last Tuesday at 4: um Jim and I uh conducted the tour there was approximately 10 to 12 attendees uh I think it went well we you know there was a few questions but at least everybody got to see the status of of the project um and uh I think it went well and three people did say to me I was very surprised I never expected to see this in my lifetime and another person said I thought I'd be dead before this buried I says well I'm probably going to be dead before it's done so you I don't don't get me wrong I don't spend a lot of time on Facebook I check every once in a while but somebody had posted opportunity looking for opportunities to volunteer so I suggested reaching out to you f um I provided the link to the U the website on on the town site but she um she she's a musician she teaches school during the school year she look for volunteer opportunities Liv in town a few years she was really eager and I think a lot of people responded with all the BFW all of their recommendations the the schools that need group but I really hope she Advance with you folks because you know you hope more people volunteer if they have the space and they have the breakout rooms and they can have a room for music they can have room for teaching she want to do teaching you know as well for Sen so hopefully this facility will draw a lot more volunteers you know which you're not going to get in the small building hard as you try that's because they can't pck him Steve go ahead uh last item on on this slide is um the asbest credit it was interesting Siver now is disputing the asbest foundation damp proofing credit that was processed in change order two back I think it was in July of of last year um there was a denial response that that haded issued to them today which I did not see a response from that one I don't think we we're we're not um it was it's a very very odd thing but going to let you know I mean we're not we're not changing anything at this point they are actually already uh had applied and and what you say cash the check um by by putting it on their application for payment now the pro the project the project manager tried pigeon ho holding me 3 weeks ago and uh I asked him if he wanted my answer the time answer or Steve's answer and I gave him two out of three um I did not give him my answer but I did tell him you do realize you're the third team in the other two teams approved all this you have gotten every week at these construction meetings we get a handout with all the change orders and everything else so for the last I don't know they've been there I think 4 months they've been getting this notice that this credit for the asbestos is on besides all the other stuff they've been getting inand the stuff so this coming up from July of 23 I I think personally it's it's just a a low bidder trying to uh make up some money that's due the town and uh I have faith and my final line to the the person from sver I said they asked me what the town's going to do I say we're going to put our faith in dbvw and and vertex and we'll let the lawyers fight this out I says I'm not going to give you an opinion and the town probably won't there are Representatives they're the experienced people and we've done good by them so far so I don't expect anything but good results they a forensic account they uh yeah a question they had some interesting comment I'm coming in I know I'm coming in the here but I'm seeing the word trying to blow my mind so I'm not sure what this is all about was the existing house that was demo so in the house the house that was there had an as Festus furnace they subcontracted it out for for whatever reason even I as a non construction guy knows that furnaces made before the 1930s all were wrapped in asbest the subcontractor came in and went what's this it's wrapped in asbest it wasn't that J it was the foundation we thought it was disp and it wasn't we had them carrying allowance because we didn't know we found out it was clean and then we applied the credit after for me is we had that building inspected why wouldn't someone have picked that up they didn't hes around the foundation to check to see what was on every wall so it was it was basically a math problem you you carry this whatever you use is is in your contract whatever you don't use is a credit based on your unit prices that you provided with your bid so we didn't we didn't have any of it so it was 500 tons time their unit price that was that was the change order credit credit and they're shooting themselves in the foot because this particular problem we let them start two months early this problem it held up the project for about a month and a half so they want to make an issue of it when it comes down the road to the final last check or whatever we will bring this all back up again that you underestimated what was going on so yep so as far as change orders go we we right now we've got seven change orders that have been issued inclusive of the one that we were just talking about total change ERS of 17 , 3204 there's some potential change orders uh to be submitted um that are under review of roughly 30,000 uh some unsubmitted and this this is sort of a just a guess not based on anything but just being conservative of 50 and then the massot sidewalk um I'm carrying a 60,000 for that u based on our construction contingency at the award of 1.102 534 we still got $792,000 left in our construction contingency so we're at this point in the job we we more than good I think your shades are saving yeah and then um then the the the construction contingency and the soft cost contingencies we got just shy of $800,000 left for the project so for so items like room darking Shades should not be is so that's that's all I have for the Nelson seniors Community Center any any other question any questions on the Nelson Senior Center only on call twice okay meeting tomorrow meeting tomorrow yes walk around 10 10 um so um Town Hall project uh progress since our our last uh committee meeting uh sheet rock and taping is completed uh ceiling grid installation is uh nearly complete the slab moisture mitigation coating is installed ceramic tile is continuing uh subfloor underlayment installation is uh installed on the second floor milw work and casework installation is ongoing uh interior and exterior painting is ongoing if you drive by can see what it's going to look like especially the front um elevator installation is ongoing that that's they were they were waiting for the permanent power now the elevator guys can come back storefront curtain wall system at the main entry is being installed fire protection Plumbing hbac electrical and technology is continuing the generator was installed uh perent Power is installed site work is continued with drainage work and prep for Cur uh dehumidifiers and fans inside are operational and we're monitoring the temperature and the relative humidity and Moc Conor is 7164 complete from May which was their requisition number 12 some progress photos so uh photo on the left is is the front of the building this is taken on the 18th the photo on the on the right is the main uh entry storefront system it'll be all glass and the glass glass doors where the plywood is now uh next two photos are the uh the tiling in the lobby um photo on the on the right uh left is as you're somewhat facing the elevator as you come in photo on the right is heading down towards the select's meeting room next photo on the left is uh plywood under layment up on the second floor the entire floor floor over the plywood debt is getting uh plywood underl prot on the right is uh part of the mill work accountant particularly happens to be the cter Talk work surface in the planning department uh next photo on the left is our the building on the exterior elevation and put on the right is the north which is the rear elevation as you're you facing up from the highway department see how they're progressing with the pain uh schedule look ahead uh it's much shorter because they're they're continuing on very specific things uh going to continue with the interior and exterior painting continue with the ceramic tile continue with the mill work and casew work complete the elevator installation I continue with fire protection Plumbing HVAC electrical and Technology uh they're getting ready to do their above ceiling punch list inspection and sitewise they're going to continue with the septic system the curving and and uh srage any questions on progress or look ahead any questions I'd like to just add that uh when they mentioned the humid humidification and temperature both Ed and Steve every time I've done a tour with them we've hopped on them it's not so humid now but 2 weeks ago when it was hot and humid we were worried about some of the finished C cabinets we were worried and we went back specifically to the OPM for EML Conor and uh told him you know they've got the humidifiers there some of them weren't plugged in we asked to have them you know pay a little bit closer attention and gave them the justification and and we are trying to take care of the building better than the contractor is um also I went by today and almost all of the back of the town hall is painted um it looks all white we also um did the sewer Connection in the back of the highway department to uh manhole cover way on the Eastern side of the Town that's drainage that's okay it's drainage um and that's all been black top and everything else we also expanded in front of the highway superintendent's office which will give him a little bit more parking plus the turnaround for the trucks gassing up and also it gave the painters a place to put the hydraulic lift to paint but we extended in if you go around the highway department you'll see new black top that's gone in in a half moon shape um we're progressing along the curving I'm hoping was I I love these two week look ahads because I haven't seen one that has been completed 100% yet um the curving was supposed to be started this week it's not going to be started next week the pool table was supposed to be in two weeks ago it's not going in until next week but uh we're it's all my favorite quote because I've got a tattooed on someplace on my body you'll never see it um is means and methods so everything is progressing but um the curving hopefully so we can get the parking lot done and more parkings for when people come in for the employees or whatever should be done started next week yeah they they push it next yeah first week in July Thursday yeah Mr chair how about the um the access from the parking lot in the library around the back to the uh I asked that question I think they doing that lot in par in the library anyway right now one question yeah it's not not under a okay one one question at a time I was very upset to see them black topping the library because they came to us and I'll say this now the school department attached the athletic fields to our original proposal for the two buildings so whatever it got passed then while we were in the progress of trying to make this a campus setup we were putting a connecting Road between the back of the fire department parking lot and the library parking lot in studying that connecting road we were studying the library's parking lot which was substandard and breaking up it wouldn't have lasted another two years it was breaking up they put in no well I don't know what they did they'll claim they there was very little gravel when they they dug it up there was very little good base coat so there was a lot of work there they had come to us to repave it the building committee we looked into it and with DV DBW looking at it they said it would cost double x amount of money and we went no we're not doing it then lo and behold last week all of a sudden they're Paving the lot I'm going wait a minute we didn't have the money before but you wanted to put it on our shoulders to increase the cost of our project else huh so what happened and I'll let him give you the truth I'm giving you what my interpretation was supposedly asking a couple of people they got some kind of Grant to do the parking L I also heard from somebody else that it was included in the town meeting article but I don't think it was was I think the town meeting article was for one other building not for both but that's neither here nor there but I will now yield the floor to the wonderful select board member I don't know how much I can add to that well somebody looked at you like you were going to speak oh I speak oh so I'm putting you in the hot seat and you don't want to take I nothing that surpr to me as well regardless of it they tore it all up they paved it while they were Paving it I went to Bob our vertex representative on site and I said has anybody talked to those pavers about leaving it I figured they were going to put in Granite curb or something about leaving a space for the roadway we want to put in because when we do the town H the whole town hall project because we've got a pave behind the town hall where the temporary parking is behind the fire station we're going to put in that little road at least I thought we would now we're not I guess I wasn't pully so that's my question I thought we so what happened is that going to be done or who's for he's shaking his head no that that Connector Road was part of the proposal request that we issued to ml Conor when they priced doing the library work okay and the price was was higher than what the the funding that was available at at that time got because it also included relocating a light bulb so right now what what they've done over there if they simply repay the existing parking L yeah that's it got you so 3 years from now the highway department will go in there they'll cut down the one tree they'll put the road in and it'll get done is Mike unit on the meeting is Mike unit online no I got informed Mike takes Mondays off when we found out that uh couple other people so he's he's not available on Monday thanks thanks for clearing that up J I remember the conversation I didn't know I forgot the part that they come back and we decided because the whole project would be too expensive connecting Road I thought that that little side road was part of the original project but obviously it wasn't to have Highway Department take care of it eventually like I said loock has his hand up if we can hear you I'm good Jim I don't know why I raised my hand did you say he were here you you don't want to talk Bruce the only one that wanted to talk outside of me okay let's go back to Steve and keep going I'm sorry does that answer your question it does yeah thanks okay other issues at the Town Hall so the um status on the existing Town Hall demolition uh dbvw and the and the engineers completed their design reviewed the Demolition and construction documents the old town hall with the town manager and the Building Commissioner and issued a proposal request to m o Conor that was last week before so um and that would be for the abatement Demolition and construction pricing estimated return on their pricing is about 3 weeks maybe two I know we talked to their project manager last Tuesday and he was you know they were in the process of sending it out to all the various Subs because it's not just a demolition scope it's a demolition and then construction so it's it's everybody so it's it's going to take a little bit as a matter of fact there was a there was a an email that came in with a couple questions that had answered today um so we're we're waiting to see what that that pricing comes in and then we can uh revisit the uh uh the budget yes and I in the spirit of transparency doing the second walkth through with the engineers and then discussing it later there is much more hidden cost in this project than what even the 1 millon or the $880,000 probably would have gone over more than a half a million if we had stuck left it in the bid um there's which upsets the heck out ofy there's even we got rid of the Dispatch Center to Foxboro but there are wires running from the police station the old Police Station underground to the new police station now there's no dispatch in either one it's all in Foxboro but somehow they're all interconnected and unneeded so that becomes just like the six hidden septic tanks in the back back of the Town Hall what else is buried there and there was a lot of other thing we we got we were worried dbvw was worried about the antenna but we found out from One Source in town that nobody's using the antenna but I'm sure there's two other sources in town that are going to say they are using the big antenna what they using the FL I don't know but they were worried about antenna to ability and moving the guy wires to do the Demolition and we got an answer one of the days who were talking about it that they don't need the antenna but we did include scope to keep it and re-engineer the attachment because Ray cord who is the communications Guru of Norton was not consulted somebody else who go unnamed I won't throw the person under the bus said no we're not using that antenna we don't need it but it is is what it is but I think the demolition is Way Beyond I always said we could juggle number that's Way Beyond whatever excess money we have unless uh Bob Kimble decides to give $2 million to the project but see let's get the price what's the substantial completion time right right now he's getting there I'm just going to the minutes okay I'm done okay but now okay yeah now on the demo uh next thing U binder course Paving um so we had brought up that there was an issue with the density on some uh CES that we took on the binder course uh we had a couple meetings uh we did additional testing that was performed jointly by both the owner and the contractors testing Consultants uh and they they uh got new results that were acceptable to the civil engineer to allow the binder to remain however there was several uh specific areas that were identified that need very um uh they need additional Surface Prep uh which was uh discussed and agreed to by all parties so when once the once the U the curbing goes in and they get to the point of getting ready to do the top coat uh they will will have have those Consultants out again to make sure that that prep work is done properly but uh that sort of closes uh that issue for the moment um the project schedule so we sort of been carrying somewhat the same um comments All Along um Emon is still showing a 3-week schedule delay because of excuse me the wet building issue uh we've sent comments back um uh several times saying that that delay is uh is rejected and so is the inferred time extension however to answer your question Brian substantial completion for the building based on M Mo Conor's schedule right now is 81 uh when originally it was 712 so about 2 weeks yeah it's it's not horrible and you know they're they're they're moving along uh you know they're not um seem to to have the sub showing up when when they're supposed to but we still requested that they make uh revisions to their schedule so I think if ultimately the entire project let's let's put aside the the fact that they may or may not do the the Old Town Hall demo the entire project finishes in November like we uh anticipated we should be fine I think we're you know there's going to be a certain period where there's going to be moving of people from one building to the other that's um it's going to have to be coordinating we're going to need that help I I think the town clerk because of the scheduled completion date and actual move in date and ele the national elections she's trying to figure out what's going on and I think with non-demolition of the building which is my interpretation that's going on we're de demolishing pot the food pantry pot but the whole old pot I don't think we will be she can still stay in there for a couple of weeks and it's the same thing with the senior center Beth was worried about movein times nothing's going in the old Senior Center so she can take her time on moving in so right and you know then that's that's entirely up to I mean the furniture will be there the building will be ready we just we want to get it done and rather be sitting there ready to go MH the the RFP for the for the demo and construction with M Mo Conor for the Old Town Hall does it fit within this calendar the schedule like is it are dates in that RFP well it it based on what we disc for a change order first of all to them if the price is right it'll be incorporated as such but it will extend the it'll extend the duration but is it with I know you mentioned it' be perfect to do that during September because of the timeline and everything and closing out the the construction of the new town hall and that kind of thing is like if they respond with the price and say we can't this is our price we can't do it until next spring that's probably going to be problematic I'm guessing right and we're anticipating that it would extend from November to let's say the end of December yeah right now that's that's my question that's kind of what we're thinking but we need to input from all that the idea is not to have them demobilized it's just to continue on y I just want to make sure that they don't but it still it still won't affect moving into the new town hall no no no cuz you got then they want them out quicker they're interrelated they need to get out of there to start that work yeah one question um if we do that they'd have no job tra or anything right is the other project would be finished here well the no I mean the job trailers could pretty much stay where are because that would be the connection of the when you want to call phase one to phase two or they get moved over slight I mean we would figure that out obviously it's in their best interest to do it you know before they demobilize I'm just wondering if any dates were put into the r or the request for them kep them pretty General okay a lot of is that sequencing yeah and they have not come back and said we're not interested and I think the nice thing the way it was set up up is that the parking lot to the right of town hall that we had in the original plan didn't change we only isolated with the old section and the pieces next to it original proposal was to knock down the build and have par against the existing build that still the case no we left it where it was because we ended up with the right parking numbers um that was right when we were going through the planning board and and all of those approvals we were able to squeeze the spots in other sections of a parking lot to make up for so we didn't need it yeah I me it's always nice to have green space somewhere not green space i i future use they can pave it exactly they can pave it temporary buildings covered buildings expion I don't know uses it could be use y yeah okay here comes transparent Jim when we talk about the fire department and expansion of the fire department you've got to realize the building they're in now is made in 1950 on the 1950 building codes if we do anything to that building additions or anything else more Bays for the F we have to bring the whole building up to the 20 ,25 building code specs which the present building does not meet 1970 codes 77 I were different obviously that's not what I'm even suggesting what I'm suggesting is they could very well put a roof over it and the slide equipment wide open underneath it which is better than leaving out in the weather like the highway department does now they got most of the equipment's outside when they do should have it underneath and perhaps they could they could even rent some space to put some of that stuff underneath but that as far as expanding the building there's no there's no need no have to tear new it you don't talk to the fire chief like that there no need okay let's move on okay the last item for Town Hall is change orders do we issued seven change orders to date totaling $5,673 127 I've Got U a set aside of some potential change orders phase one and phase two about 200,000 our construction contingency was 849 640 so it leaves us a remaining contingency if we were to utilize that 200 of a little less than $500,000 so again our our contingency for the uh the town hall is in very good shap that's all I got any questions questions um so I think you had mentioned us a couple meetings back this this does not include any um um you know Subs that came in below estimate right so are there is there any potentially additional money left over beyond the contingency balance as far as construction bids that came back below all includ it's already in that first change the only thing that um only the only I mean there budget line items that we may not fill out as we get to the end of the project but I'm not touching them yet for fear that we will we need to so a lot again I think we we talked about it before the budget's always a moving document you know right to the end because especially at the end there's a lot of things that people oh you know I think we need this we think we need that we have the money for it and then you decide yeah let's let's let's get that now why either we have the contractor on board they have the ability to to purchase something through a you know an audio visual um uh contract or something like that so uh but right now like I said I I keep as conservative as possible any line item let's say legal costs I got I got a a dollar amount in that hopefully we never have to deal with that then once the project is closed out the money just goes back into uh available funds that were unexpended last meeting we talked about the Mima grant for the generator do we have any update on that I believe I believe the last time we talked about it that Mike unit said that they that they're still doing the paperwork Steve had trouble with getting receipts or something for well there there's a whole bunch of steps that are required it's it's getting a a copy of the requisition that it was apply for which which we have it's getting a copy of the check getting a copy of the cancel check getting a copy of I believe the warrant so there's there's a few more items that have to go but it's still going it's in the process that's time just want to update it's ongo that's any other questions see none Stephen
