Alec and we have myself and Kevin is not here um and as always we're going to start with a pledge of allegiance Peter I pledge allegiance to the black I United States of America and stand one nation under God invisible with liberty and justice for all all all right we have a fun-filled evening tonight we're going to start off with the appointment of Michael tul as Constable for the town of Norton we have Mr jul here you can come on up Mr chairman select board members hi Mike Hi how are you so I think I think we've we've all gone over everything in the packet here is there anything you'd like to add I did prepare just a quick statement if I and then I'll be glad to answer any questions so um I sought the appointment of conal for the town of Norton to continue my long-standing dedication to public service and to honor the historic Legacy of cons role maintaining Law and Order within our town rooted in common law traditions and I will not bore you with the history of that uh it's uh the consal has long been a vital figure of upholding Civic responsibilities enforcing the um ensuring the enforcement of court orders and supporting the community's legal framework with extensive experience as a select board member as previous select board member and um being member of the board of assessors I have consistently championed e Equitable policies effective resource management and strategic initiatives that have enhanced Norton's infrastructure and economic stability my commitment to the community to community engagement paid with my proven record of leadership in both public and private sectors positioned me to carry out the conal's duties with with Integrity dedication ensuring the protection of well-being of our community so I'll be glad to answer any questions for that may answered some of the reasons why I wanted to kind just read it to you directly in a statement why I was submitting uh asking for an appointment excellent um any questions from the board Mr chair Mr Mercy there's a question for Mike Mike how many cbles do we have we we have two vacancies right now and um how often uh the is the office of constable being uh used well we use it ourselves whenever um we have town meeting but as far as other legal um requests from attorneys or the courts I couldn't tell you off the top of my head Mr chair Mr Mar um Mike just a couple of questions for you sure um have you had um any other um I guess uh ways that you've been using constables or how did you even come to even want to do this no it's a it's a great question I mean anybody who knows me knows that I'm a historic person by Nature um I'm currently appointed one of the Town appointed Justice of the pieace uh in in town I'm also a pointed notary um I'm going to challenge that I may be the first uh at point in tonight be the first Constable justice peace notary appointee in the state um it's one of the reasons um constables have come uh you know I've known the role that they' played within the within our court system um I've actually also known the role that they play in town meeting right so it's it's part of the process of town meeting is that the these individuals will post it in the seven areas that the town now posted and so it's you know I've spoken to several constables Michael Myers who's one of our constables here in town U know him and uh we like and spoke to him about his duties and so forth and I know several other obviously uh former uh deputy chief uh Kean as well and uh talked to him about it and actually he's one that kind of got me on this he was a previously a uh he was a special Sheriff uh and now he's he stepped away from that and now is apply Constable thank you okay I know previously there was a question about um if this is a paid position from the town it's not paid by the town it's paid by I unless you're proposing it it is not I want to make sure that that was clear cuz I that was a question I got by email too so it's a very it's very much like a notary and orjust the piece you're paid per um transaction or action it's usually very minimal It's usually the it's usually 225 to $50 uh per delivery of notice we're so okay Denise yeah Mike looks like you're already a member of a number of boards and committees as you mentioned you are a notary Justice of the Peace look like you're a real estate broker are you are you currently not employed I don't see it on your uh I actually am doing right now as and K I did I not give you I apologize if I did not give you an updated resume um I am I'm actually self-employed uh wind gate sales sales and marketing Consulting um I've been doing consulting probably off and on for the last 10 years uh for the last year and a half I'm doing that right now I'm working for Habitat for Humanity uh working as a consultant in their marketing they're trying to turn around their restore um as many of you know I've been involved with habitat famity for many years um and very proud of the organization um also was doing consulting project for a construction company up in North Andover called sword and construction and we uh you know they were looking to roll out and and expand their book of business and uh We've uh I finished that project and now I'm just with only project I have on my agenda is uh is with the habitat so so my question is more around it seems like you're quite busy do you have enough time to be able to do um this world yeah absolutely I mean it's it's it's un I would I would love to say that a constable is busy you know 88 hours a day it's just not the reality of what it is you're called on when you're needed um and it is you you if you have availability you do it very much like the Justice piece it's very much like the notary uh you know it's if if I could make a living at it I absolutely would but I would I could guarantee right now you wouldn't have two openings if people were making livings uh as a con okay anyone else Mr Jer yeah Mr Mar I uh ANS Little Treasures Incorporated is uh having a fundraising event September I'm sorry December 7th Saturday from 1: to 6:00 p.m. at the trinitarian Congregational Church there's Fe food music Raffles and a silent auction um we have the festival of lights that will be on a Norton toown common at 5:00 P p.m. on December 8th there will be live music cookies and cocoa manora and tree lighting visit Santa crafts performances and more and bring your letters for Santa too he will take them and read them all drop off in the big red mail box um one important announcement I'd like to read is about uh REITs Across America will be having their uh event on December 14th 2024 at the uh Norton common names of um Roger no it's at the um Norton common Cemetery I'm sorry what did I say Norton common sorry Norton K Cemetery um the names of uh every veteran in town will be read aloud and a wreath will be placed on their gravestone and you uh there's a su and uh they will haveon yeah at uh at noon um there will be a Cod drive now through December 20th coats for kids and families at the Town Hall Lobby on uh this Saturday December 7th the C2 foundation and the Norton elves will be Distributing toys and warm clothes to 179 Norton children in need thanks to the Norton math Honor Society Norton police department Norton fire department and Norton schools for all their efforts in helping to fill the Shelf um they will continue to collect gifts and gift cards uh for all of these families until the morning of December 7 December 7th if anybody is interested in helping to fill the last minute needs the award of the Aquatic vegetation management contract mik you want to go through that yes so we did an RFQ request for qualifications um for the this is for the treatment of the ponds wonet Norton Reservoir and Charle and um the request is to approve um the contract um with aquatic vegetation U management contract with wet water and wet lands and this would be for treating uh those three ponds so what do you need our need us to approve this or to give you the authority to to sign it yeah Mr chair just one quick question for clarification from Mike um how often is this done or recommended so they do it in the fall in the spring and um they'll monitor it in the summer and when needed they come out in the summer to do treatment thank you Mr chff for you yeah absolutely good um likee quick question I think in a prior meeting we discussed on that get enough budget in the water for three more years or three more treatments whatever it is is is this um quotation still allow that yes okay um and we added a little uh in the fall at the town meeting so that we could get those through the three years okay okay any other questions so I guess a motion to approve the contract is what we need and and allow Mike to sign on behalf so Mr chair make a motion we approve the Aquatic vegetation management contract uh which allows a town manager to execute okay is there a second okay motion of the second all in favor I I opposed excellent okay there's no other business Reon we anticipated um okay so Mr you have the report sure so um Audy advises um was our Actuarial um provided us with a report and uh I have packet the highlights of the report so this is for opep which is other post employment benefits or employee health insurance when they retire and our liability in the previous report was 90 8,676 th000 and uh with the new reporting that has dropped to 80,2 127,500 and the main uh focus of that was uh plant benefit changes switching um the retiree health insurance over to an advantage plan save 30 1,397 588 and then assumption changes um based on what they see as investment interest and income uh 9,339 9,333 and um the plan experience did go up 8,541 th000 that's based on a larger number of retirees um now on the health insurance Mr chair Mr Maron he Mike that that's a lot of big numbers how does it affect the budget um it really doesn't other than the number um that they show you um right now our employee health insurance if you look uh pay you go is what we're doing now is uh 3,3 37,8 34 a year so the the actual report is really um based on as if a I always say it's as if a company was going to go bankrupt and go out of business you'd have to cough up $80 million to pay the health insurance for all your retirees but we're we fund it as we go and as we've talked about um and we did see a letter today that I think you received um from Bristol County Retirement that they pushed the fully funding the retirement system to 2035 now I believe it is um so once the system's fully funded that $4 million we're paying every year to the retirement system would be available to go into your OPB to and you'd gra gradually you'd get caught up and have it fully funded okay any other questions so Mike just for further Clarity uh the total obviously and the line that I'm looking at total opad liability decreased which is a good thing by the 18 million in change um and it was offset by um the plan benefit changes which are a little bit more born by the PES themselves and the uh however the um the liabilities increase due to uh more retirees drawing from the plan yes okay thank you okay anyone else great question through you um like have you Tred it out like for the next three to 5 years on what this might look like how many retirees we anticipate I don't anticipate we see that plan benefit um I I'll look at that cuz I'm sure he's done that in his report okay I'll I'll get that to you great okay excellent um any select board report in mail well just one sorry one other thing two other things up bring um one if we got to get going on your uhual ual report was due in September so just need a picture right yeah we have to do the report I'm working on that what c one of us needs to do the report I'm working on it I got it's and um just the town hall at this week's meeting uh they mentioned they are anticipating they've already been inside doing remediation work inside um and get the asbest and uh pulling all that out uh so the demo itself they anticipate starting on December 16th so back to the temp report we have to do a photo with everybody and as everybody knows we can't get five of us together in a room at some point so we're going to have to do that um sooner than later um so I'll send out a text to everybody and we'll try to coordinate even if it's if we have to meet a town hall we can do it at some point take 10 minutes and take a picture and then go home so okay so I I'll coordinate that and uh I approve the warrants as written our next meeting is December 12th 2024 that's next week um there's no executive session Mr chair Mr Marson um one more announcement that I'd uh like to make is that if uh anybody's interested in uh thanking Jay Barrow for his service to the town of Norton we will be uh recognizing him at our next meeting for that next Thursday next Thursday next Thursday what 6:00 p.m. not 7 I'm just saying because usually meeting is every two weeks I just want so yeah next Thursday on the 12 it's next Thursday and and it's at 6 p.m. is when the meeting starts um it's been 6 p.m. for quite a
