so every year we do reappointments for uh special police offices civilian traffic control and police matrons uh for a term of July 1st 2024 to June 30th 2025 uh the list of uh civilian traffic control is James bagowski Alex turot Nicholas cavalo Dean Sant Angelo Jake br Patrick J Mahoney Keith Silva and Timothy oy they've all been trained and all been working um and these are people who have had had experience uh for at least a period of you know anywhere from several months to a couple years okay so we'll do these ones separately this is traffic control unit we also have special police officers and police matrons do you have any Chief do you have any concern about any of them no Mr chair do we do background checks and all that on them or yes okay yes we have to pass a physical background checks they go through a medical so okay excellent thank you okay with that being said Mr chair I move to reappoint the following individuals to the civilian traffic control unit effect of medical physical so and her appointment ter with you again July 1 um 2024 through June 30th 2025 and she has gone through we do uh put civilian traffic control Personnel through um a training program that's me how we doing how are you good thank you for coming in yeah so I mean you you have questions for me's so my name is Bob parako um I've been a photographer for the last 30 years I had a studio down the street 199 uh West Main Street and I've been do commercial advertising work all these years and and I've decided to just switch careers and I'm opening a pizza place the town has been asking for new pizza and real pizza and good pizza and I've listened and that's what I'm doing doing it um bringing pizza back to that side of town um you know when you know the last owners were there they they were pumping pizzas out of there and good food and people appreciated it and it's kind of uh Fallen by the wayside I guess you know with the new owners but I wanted to kind of change that up and bring something new to town some excitement uh had a huge background in advertising and marketing so I plan to put that to good use in my photography and all that and push push the world of pizza now so that's what'll be in the Highland Farm location yep yep it'll be in there just just I'm just renting the kitchen and you running a completely separate business from them any questions folks so you're going to be open um Wednesday through Sunday is that okay I'll probably do a soft opening uh after the final uh board of health inspection to kind of give out free food and you know put some FaceTime in I'm sorry you said free food playing with us take it easy all at the same time soon as you get in out of the dunk maybe in time F Mr chair make a motion to approve the application of open till 10:00 this evening tomorrow it'll be from 5: to 10: Saturday will be 12: to 10: and then Sunday will be 12: to 6: um it's a it's an opportunity to bring everyone's family down and just uh forget about all of the stuff that uh have been on people's minds for the last few months and just come down and enjoy yourselves at at a local Carnival and have some fun I was there today and I had a good time time so rer was there today a good time who's in the dump tank tomorrow night you Kevin and um we have uh we have several openings for the dunk tank and we're hoping to uh get people to volunteer for the D tank so we don't have the same people over and over again and just so everybody's clear that all of the money that's being raised uh through the uh dunk tank and through the food that's uh being made and uh portion of the tickets goes towards the veterans Council and it's just to help out veterans in in Norton so that's where all the all the funds are going nobody's making any money except for the con B um so that's why we're having accountable so if um anybody wants to come down the dunk tank we'll be having the dunk tank from 6:00 to 10: tomorrow and then it will be from uh 2: to probably 8:00 we'll probably run it on Saturday I'm going to attempt to do it on Saturday at some point I got a call from from um from a former s member Mr tul saying he was doing it on Friday I uh I talked to him this morning yes and he said he he wanted to challenge me to see who can raise more money so I I like that so anybody who wants to come down I don't care um there's uh absolutely no politics involved in anything that goes on at the carnival this weekend so come on down and enjoy the weekend so last year was a fantastic time I family enjo quite a b it it just started I guess we can open up the public hearing on the application of JC doing business at sun market and perect hotel for a change of category from the off purposes mult beverage license to an offeres all alcohol beverage license at 181 West M Street in mil welcome attorney Attorney John Moran perish Patel and jar kotk um we're here behalf of J kotek LLC which operates sun market on 191 180 West Main Street and we're seeking a change of category on your beer one license to uh to sell all alcohol um there's license available inota with the town so we're seeking to amend ours see upgrades to that um it's approved tonight um and abcc approves it they would surrender their beer and wine license back to the town so we have that um but under a quota uh Jay kodc um is the primary owner and he bought this store in 2022 he's operated um a good convenience store there no violations he has two employees who are tip certified uh they use an i scanner and perish pels a minority owner but he's been involved that store about 15 years he's been part of the community for a long time and run a good store over there so um if that will keep any questions you may have on the uh on the application I'll open up to the board is it you guys own that no that's next door though and that has a full we gred that this past fall that on it's on premises on premises yeah yeah no understood I just I didn't know if that was no that's not do you uh do you own other any other um places of business in town in the town in town no do you own any other outside of town that J own um Pages three and uh 22 as well 2023 bridgew what is bridgew bridgew bridgew very CL so it's not here okay uh Mr chair just I ran into this a couple weeks ago but it looks like some of the permits are still outstanding but is that not necessary because it's just a change of category like it looks like police building department are all active but not completed so I just want to boxes yeah it's just because it's a changing category it's not the same as like when they start a new application that's just a standard category they have on it so not necessary for okay perfect thank you will you be changing your hours at all no he's going to have convenience store hours from uh 6:00 to 11: but the alcohol sales hours will be with printed by law so 8:00 a.m. to 11 Monday through Saturday and Sundays 10:00 a.m. to 11: a.m. so Chief I just wondering if you wouldn't mind coming up for a minute just curious if you have any concerns or any thoughts about this change of no I mean it's common in their industry I think to change managers and there no no issue that I see so did it's not they haven't been cited for any violations that you know no perfect thank you I can speak to since you've been operating at Jay um to I'm from shwy mask and I love this to so far we uh actually this is a great way to uh talk about this project uh I must congratulate you for keeping you know affordable housing in check and the and the percentage and you doing pretty well but that is where the leadership will keep looking forward so the biggest uh I think her I have been seeing in not is that it's very difficult to find a part of land which does not have a ret land and that ret land doesn't allow to build much but we were lucky to find this parcel which is above 10 acres and it's all Upland and uh we have access of town utilities and I've been talking about this project for last almost a year uh by the way I represent Real's uh value State trust and of the trusty and uh we have uh an option in front of you to build so so last year we actually went in and we got some uh preliminary subdivision approval for you know sort of five Lots because you can create five Lots by right in R8 district and sub subsequently we have you know looked into all the utilities and what have you so we have this preliminary plan where basically this is really newom stream um you know uh I'm trying to orientate right here and right here over here is the graveyard again I'm not from noton so don't quote me for exact over here is like the graveyard and then next to it is like a a townhouse type development I think maybe one or four new Street or something like that and just right diagonally across we have this piece of land and certainly we believe that if we go with any kind of you know small apart apartments and stuff that don't sit well with a lot of beautiful single family homes and some new homes on Newland and N Street mostly on Newland Street and then there are some you know 60 70 year old home in the back streets so we came up with this idea of uh building some nice Town Homes because the single family homes honestly becoming very unaffordable for people I see some of the houses on the market are like approaching million dollar whereas even town houses are approaching 67 $800,000 so we thought that yes we do have about 10% just just about but but again you know if you don't keep a check it can go away so uh and state is really encouraging and we believe that if we build uh an element of you know affordable uh units it could be 20 to 25% of the total count if it is about 50 that would give you you know uh 10 units and if they 60 it give you 12 units or so so that's really the kind of hard process uh we do have access for utilities and all the looping and stuff we have been talking to DPW so like I said we have been around for about a year and talking to different people and honestly I have to tell you I haven't developed anything in nor but so far any Department office and any board we have met so far everybody's phenomenal to work with absolutely phenomenal and that really encourage people like us to you know a to thank you and B to present a project and see what your takes are before we go if I do anything I like to do it poly and friendly so just here to see some you know some judgment some advice have you met with the planing board yet planning director PA just I'm sorry sir have you met with a plane director yes yes yes I actually worked with Paul when we bought the land and then Paul left and then he came back remember and then I've been working with Nick H phenomenal guy and then we had a just uh just a meeting with the town manager a little bit with both Paul and Nick and maybe Town manager can we have been and we have talked to almost all of your departments including fire safety you know police you know we've done a lot of testing uh for uh originally we were thinking of septic but now we're going to do sewer uh and uh we we done testing for septic we've done testing for uh you know of course drainage and all that so we've done quite a bit of work okay um so these going to be uh condos you going to sell them are you going to have them as [Music] well the thought process here is really to the like you know single family di town houses with garages and uh but and they will be decent size like each one will be you know around 2,000 ft or so and we right now have the vision to build and sell okay so some s them as individual units as as individual look HOA probably would make sense would make sense okay because we're going to have to build some roads and stuff so to upkeep the you know the road yeah I was going to say it would make sense with yeah that's that's the okay we might have a common common house here somewhere for you know some sort of force and stuff yeah questions is the SE Force M on New Street yes uh no it's on New Street and we have an e that yes that's a great question that was one of the thing I've been working on before I come okay anyone else okay M the MFM there's no problem with FL or anything capacity is that still res Villages capacity off Red Village capacity yeah um I'm not sure I know that you've talked with water and sore I'm not what sure what the capacity is of the pump station there I mean that's something that have we we have been talking to the you know to to people uh and and before even we actually this this idea of s came through them when we met them last time so they said if you could have that that would make a lot of sense so we then went in and secured this easement for that reason okay I did not have the SE when I first start I was going to say that that was all landlock from what I that that is correct so we had to secure that to going that route before we were thinking about uh a big SAT plan but then we we we went with this route actually the idea came from the town you get a lot of time and money in this well you know this is part of the oh I know all too well um we we are committed we we do a good job I if you look at our projects in shb uh there's not a single project that we haven't done well uh so my only biggest concern Mr chair is just know extra housing and ter of taxing of the schools and that's my my biggest thing but looks like it I mean you what's your Target price point point for these as of right now that you're using for the budget I know it can fluctuate yes day to day I was actually looking at it last night to tell you the truth thinking that you might ask me that question so if I if you look uh similar units are going $6 to $800,000 your comps are R Village I think so those units I think so what you're telling us that you want to put there that kind of style that kind of size it's going to be a a very good great looking yeah and that's that's nice in private back yes sir it will merge very well with the single comp they will look like just sing and by the way there's a lot of land uh and they will be very decent yards to it's good Mater that's all sand now back there too I'm not going to say it is the best we have all kind of material but we have it it's both typ we did the testing some place it was 10 some place was two you're talking about the you're talking about the water SE page I'm sorry what was your question did you you we did yeah but that that's grally Sandy Pockets pockets of sand all PES yes sir and it's all flat oh yeah and and there are no HS there no nuggets I it's pretty good it's Cal all right any other questions okay so at this point we'll take it under advisement and we're going to uh get a chance to hear from Neighbors and and I guess go through the planning board and planning director so thank you for bringing this to our attention thank you what what I'm sorry just one more uh 4 so if that's the direction we can go in then of course I have a lot of work to do before I go in front of the planning board and at that point I'm sure we'll have I I don't know what other process you have well I you're probably going to ask the same question why why would you want to go 40b unless you're getting any resistance is it what's what's the concern no no this is exactly the reason I'm here today yeah okay but I don't know what process is yeah no I understand yeah to avoid it yeah I get it um you know I we we can't vote on it tonight but I mean personally I'm I'm all for it I mean um any more 4G I'm fine with in this town especially duplexes it's you you see that the the houses are going for ridiculous amounts right now and there's a lot of them on the market a lot more than even 6 months ago um I mean I have family members that are looking for just like this so and Mr chair I I agree with you and I I think any opportunity that we can have um for you know a friendly 40b is where we have some agency rather than with the uh the state um you know I think uh I think we should be open to to any opportunities and you know we're all aware that there's a housing crisis and so I think any anything we can do to um to help increase the supply with with you know within reason it makes sense I think we should be supported on that side and I'm not proposing I'm sorry I'm not proposing apartment building so they will have a lot of opposition and stuff I'm really proposing very nice this will actually be a little bit even upper scale than the houses in the back yeah I mean this I I I personally think this fits perfect I used to be on a pling board for a long time and I think it fits perfectly so I don't want to speak for them at this point but is is it going to meet affordable requirement that size and that price point yes sir yes sir isn't there more meat on the bone not going 40b going traditional yeah if you allow me to build that number of units that's I'm that number of units if you allow me to build it I love to even be able I would love to talk to you I'd rather not waste time in you know in the state or something I rather go in front of your board if you would allow me but then I don't know your bylaw is not very clear I tried uh you have a triple density type thing but it we we went all kind of different routes and it's just so complicated and so confusing and they did actually Reach Out Nick reach out your your councel and it was I I couldn't even put my head around the zone so the zoning restrictions are it is very difficult to navigate this it is very because one say one the other section say other I would be sitting in front of you and bringing my lawyer forever so that's the reason I thought I just go to that direction yeah I've always open the FR for so I'm fine with that personally unless you have another special Rosses I'm more than happy I don't I didn't find one M Mr chair so so this still has to go through planning and all that so I mean I think um you know I think it sounds like well I don't speak for everybody but you know I'd be supportive of it and open to it and you know once it goes through planning then I'm sure a lot of these things will be will be discussed and and hammered out but if you're looking for the temperature of the select board I think you've got I you understand what we are yeah yeah I personally I appreciate you bringing it to us too I mean it's very thank you it it is going to require a lot of development cost because there's a lot of you know work involved in the looping and this and that and your departments are really they're nice professional but they have lots of procedure they're they're we've been told that it is short short but they are very very sweet honestly to deal with I'm not trying to butter it up I mean I only I I'm I'm very straight forward you know I because I went through one meeting with the planning board before and was decent yeah yeah they're they're a great group Mr chair Maybe what's theual footage of B the the the road yeah I don't have on top of my head but we were we were in the uh in the subdivision uh require in the in that subdivision requirement I 800 or something is it a 50t lay this is something we will definitely follow your so it's still it's either 40 or 50 is what it's supposed to be but they'll narrow that down the only reason I ask is you know look looking ahead we do have 50 ft but I don't know if we need to make whatever I think it was a 25 ft 24 ft Road plus well it's usually 40t for the pavement and another 10t for the utilities I'm I don't think I'm ready to talk about that yet I think this is what we talk to DPW when we present my engineer is going to prepare that I'm not the civil engineer yeah and the only reason I ask is looking forward if this even if it goes an HOA someday the HOA is going to get tired of paying for the maintenance Cross of the road and catch Basin and if this has to be built if the requirement is if it's built to do spec I'm sure you probably know the cost per foot of build it's not easy this is not easy project I I am aware of it but that's the reason I need some density to make sense to be honest and balance off um again I I was under the impression that the subdivision uh width is 24 ft uh and then whatever else needs to be built but we'll follow your R we'll follow all that yeah plenty catch that immedi you said know 40b supersedes some of our requirements it could with Road lout and then if down the road you know I mean as part of the 40b they could they could look for reductions in Road size I don't think they look to make it bigger and we you know but usually um we drive the road with is four feet and then you have eight ft on either side so you have a sidewalk and a STP I'm just thinking you know Arrowhead they want us to take that you know that was a 40b and so yeah but but s the thing is these are all the discussion your your DPW Department your departments are amazing uh and I'm going that's to call it friendly that we're going to work with you you know we're not just going to you know shov to you if you're working with us yeah no no no and I'm not asking these questions because you know that's the other thing is I don't see this is going to ever not have it because that's going to be a lot of infrastructure who's going to M it well and that's what led to my question it's not built at do specs then you know that's just he's a builder and I'm I'm a property manager so I I know I'm a small Builder too so but I'm this these are the questions they later so but for me I already know the answers every time I ask a question something like that so I'm sure he does too so thank very much I appreciate you coming in and and presenting this to us so thank you what I'm trying to get from here is that we're going to because honestly I didn't want to keep going in that direction without getting some good feeling and that's what I told uh you know uh Town manager you know uh Mr Y is Yen units okay and I just want to make sure and he was tring to bring me here and I'm here and I appreciate as aen I guess time meeting she's very but anyway bottom line is that we have a process to follow and but I'm hoping that we will keep going in a moving in a positive direction yeah I think it's positive for me like Kevin said I think can work great all right so I will probably follow with you and see if there is any other you know application requirements or whatnot um but have come back to thank you thank you very much thank you for coming thank you okay next we have the discussion on the Norton Reservoir safety so I know the chief is here um I'll just let you know that uh we have Jared working on putting up signs on and time limits that jck sches are allowed uh on the reservoir so we'll get some of those put up yes so good evening again I I don't know exactly what uh what specific questions you may have I think this came after the drowning this topic the agenda right of came after the drowning I can tell you every year we reach out to the environmental police and I also reach out to the fire department to get out there on the on the uh Reservoir um just to have a have a presence and you know make sure things are is safe um this past Sunday we had our first environmental police uh Patrol boat we're having another one tomorrow another one Saturday um one thing you have to keep in mind which I'm sure you know is there probably only 75 environmental police officers in the entire State um so for Staffing and scheduling it's kind of difficult we're actually very lucky that we have them three times in a week um you know one thing that uh that happened on Sunday is being out there we did address some jet skis that seems to be the biggest complaint after 4:00 is the jet skis in particular the canoes um and kayaks are are kind of complaining about them um we do address it every time we're called U but we you know we don't have a boat to get out there so we're dealing with it you know primarily from land and um but we are addressing it it's a simple bylaw violation I mentioned it when we were doing the drowning investigation I had a discussion with the environmental police and saying you know the envir one of the biggest complaints we get is the jet skis and say well we don't we don't enforce bylaw violations we only enforce state laws so um but we'll be out there again this weekend and um I'm sure we'll be out there at other points in time um seems like we're not getting the complaints that we used to get about the parking around Juniper Beach you know I D on wood because you know how that works um so you know this was probably well I know that this was the third drowning in 25 years that I've been involved in um they all have a common denominator uh you know there no life preserver one of the things that the the offices did on Sunday was hand out 10 life preservers to people that didn't have them that's a that's just a it's just I don't say common sense but it kind of is like you have to have commense you have to have life preservers each person on your boat yeah so U but I'll answer any questions may have Mr chair Chief do you know what what is the penalty under our bylaws for violating for violations yeah it's probably just it's $100 yeah it's $100 you know it's it called a civil infraction um if they don't pay it then we have to go to court the courthouse to get a complaint um I can tell you that bylaw violations on something that the out District Court takes up we've dealt with this on other areas um but you know we try to educate people to signage just help where we can point to the sign and say see um but okay thanks Mr chair Chief I in in our bylaw I see the personal waterra 9 a.m. to 400 p.m. I very I've never seen a time restriction on a public water body to any watercraft whatsoever it's a public water body um it's how I always understood it I was surprised when that was first implemented at 4 p.m. was a well I think it was I think it came from the complaints from the people that utilize the reservoir on a regular basis in in Kats and canoes and I think it went directly to the conservation agent who was a different conservation agent at the time and drafted these bylaws yeah and they were voted on at the town meeting yeah that that's very strange that's something that I I would hope would be changed yeah it's just my personal opinion that that this is the only one I mean in several States I mean a couple we we get calls you know this is a little exaggeration but you know shortly after 4:00 we'll get the calls if they're up there people are aware that are being bothered 4 p.m. is the middle of the afternoon for a lot of people especially voting um at 4 p.m. some people get off of work and they want to go go on the vote you know I think it's probably like the sunset cre you know that those people that are out there with the kayak tours and the and canoes that are you know affected by it so I think that's where it came from any other questions no thank you thank you Chief okay next up we have the um review discussion on building department permit fees unfortunately Nick had a family issue and he's a family issue he's not able to make it so we're we're going to table that until the next meting we do have something uh other business that not reasonably anticipated within 4 48 hours notice um the certificate of compliance with the habitat of humanity um that had to be signed I believe today yes and um so the Board needs to authorize unit to sign that certificate of compliance is that correct is that did I word it right yes Mr chair M um I would like to make a motion um to authorize the town man manager Michael units to uh uh execute the certificate of compliance for um Old Colony habitat from Humanity at 16 r Road North Second motion second all in favor I I I all earlier um and I also request that you appoint her as a n so matrons um when we have a female prisoner they come in and assist with the booking process and and female searches and and things like that we don't have a lot of matrons so this is uh uh we do have problems filling these type of shifts we actually had an issue last night so um they work uh they're kind of an on call type of system they there and uh wish them the best of luck and uh told them they need anything to uh reach out to us um and we met I can't I couldn't believe it when I got this email from masot um but you know that we asked them to rush an emergency job if they want us to put a sidewalk in front of the senior community sent to make a connection to Street and that we met with them out there uh last tues this Tuesday and uh they're moving forward on designing that connection so great excellent all right I approve the War written I just had one other thing um if you could think about it um Paul I was meeting with Paul Paul dppi earlier this week and he's looking to get a group of people together to talk about uh the developments on Elm Street with water s um I know he's looking fell like a liais from the um select board and the um Economic Development Committee um so if uh anyone is interested in being on a that let let me know and Mr chair just on the old business there was something about holiday hours just remind everyone that um on July July 5th is on a Friday usual so other than the emergency departments in town the other Town department so people are willing to uh take their own time um we'll be off uh so Town Hall will be closed on that day yeah I think we approved that last time so yeah perfect and our executive session we had at uh 2:30 this afternoon so we're going to have that tonight uh and I already said it but I approve the Warr written and you guys is there anything else we do have ex we do oh dare so rude okay so I guess we do have an exec so I declare under General general laws CH 38 section 2183 that the purpose of the executive session will be to discuss stry with respect AF Cal 1702 because of discussion in Open Session could compromise the purpose of the executive session and with the board to not return to open session at the conclusion of the executive session a motion make a motion as good try I move that the board when wait yeah yeah and move the board that the board go into executive session under General Law chapter 38 section 21 A3 for purpose of purpose and reason declared by the chair and with the board to not return to open session
