okay thank you very much youone that's joined us up there um hopefully you guys can all hear us and everything and uh we'll do the best we can all right uh minutes actually I'm going to go ahead and do this one I would uh make a motion to approve the May 8 2024 minutes meeting minutes of the board of water sewer Commissioners uh public hearing um all in favor I I so I can make the motion for this one but I wasn't there so I'm going to stay and vote so I moved to approve the May 14 2024 meeting minutes of the Board of Water and Sewer second all in favor thank nice job Brook yet again did not [Music] um what is it some question oh we can we can we can do that um right up there we can go right into um first order business um well new business 308 East Main Street burning FS I want discussion so let's get right into that I can put plan up on the board and I'll just show you what we've done I think we know the building insid out by now hired on for to go through and test and redraft the whole interior of the building so we know where every sprinkler head is where it serves from what it flows are um I think we're in pretty good shape on that but I wanted to just start with this drawing because this is a drawing that um we've been working on thought it was going to be easy didn't you Ben so I just wanted to let you know that so as we look at this drawing this is 308 or East Main Street I should say excuse me East and so this is the existing complex which is a series of like nine editions you know the thing that's here and here and here and here we just put the last Edition on out the back here which is about 50,000 Square ft what we have from a water point of view is there's one one hydrant in front of the newer editions with one hydrant in front of the old building one hydrant back in here those are the three existing Hy that we have we flow tested this one and we flow tested this one using this as our static on both tests so we know what the flow is and then right inside of this little Loop here is a fire pump we flow tested the fire pump so we have and we flow tested the fire pum so the engine Encore did all the flow test so knew what the pressure was here and here and here and here and here so it was pretty easy for them then to show the extension of the line that we wanted to extend and calculate what the head losses would be and so let me go back to this one and so now what this proposal is that we have in front of you is the back building has a fire M has a dedicated line coming from the streets of the back building we're proposing to tea off of that that dedicated line and come across with the 45 when we talked to deputy chief Jason Robbins he wanted a hydrant here and H we had hydrant drown all over the place and after going through it with him he said no no I only want two hydrant here it's the only two places that will use the hydrants um for fighting fire he said I want one here and I want one on the back this back corner so we came up with this design of running this now originally we ran this as a 6 inch line because that's all it was required by the calculations but I know Frank wants to do all 8 inch lines for the town from now so we bu this to an 8 inch line in our design let me code the calculations that are in front of you show what the calculated FL will be on these two new hybrids based on all those other test we did and according to the engineer everything meets nfda requirements for flow um so the only thing we have now is we did have we do have a dead end line back here but we had a dead end line anyway so it's was kind of a no better no worse extended dead end yeah no better no worse um so that's what we're asking for is to do this portion of the work um so this is very similar to what we discussed last meeting correct [Music] the last meeting Frank has suggested that he might want something over in the front corner over here because maybe they a fire truck over here but this side of the building only has see correct me three doors four doors three doors three man doors none of which was outside Hardware you really can't get into building from that side okay okay I think we discussed that too there you got only do other than that it's just a solid sheet it really only accessible from the inside so even if there was the fire so they would have essentially would have had to park on in the parking lot thank you way over there yeah and then this is all brush and stuff so this didn't make a lot of sense to us and we're trying to hope that we don't have to do this right and that and that but there's a fire hydrant right there in the street they did have to be in the corner wouldn't they not use that one they could use that I'm sure but if they were if they were go to the back of the building that's what the that's the biggest concern because that that addition is pretty substantial yeah right what it's all it's all coming so so to bring those hoses all the way up and being relatively close I mean that would this this was proposed were you hearing they had proposed yep they had proposed uh this and Frank actually brought this up the deputy chief Robin says he'll never take a truck after the side that's that's another too tight to the building for a safety and too close to the building if it was fire right so he said he'll never use anything on this side okay so we kind of ruled that out based on the fire department and he said these two are exactly what he wants and he's good for those so now just a matter of getting you know you approve water to those two locations then you want to speak to the fire suppression inside the buildings inside the front building is handled by that as far as the whole building was for some reason go up you had told me about redundancies you have inside to stop spread of fires so there's a fire service there's an 8 inch dedicated service into this thing here with a big fire a huge fire pump and that feeds most of this and all of this okay then there's also a service coming in here that feeds two of these editions and then there's a service and this I'd like to help from the water department on this there's a service coming in this corner I can find an 8 in service in the corner of this building but we don't have any indication where it comes from or where the shut off is so I'd love to know where a shut off is for this one so there's there's a service coming into the building here there one coming in here and then the big one comes in here you guys don't have any plans for that anywhere inside the building yes okay outside I don't think we even knew it was there until they had submitted plans that said there was an 8 in okay going into the building there so it must come in here somehow but we're not quite sure so what's going in there now is 8 inch there's an eight and you're going to take eight off the eight and then there's a this 6 inch line is dedicated by itself over here right but we're going to see we're going to come off this six inch over here so you're coming off the six so not cing the front building service at all okay so you're coming off that that that's what I was getting at you coming off that six inch line with an 8 inch yeah we'll do a 6 by 8T and come across a couple 45s and then and then do a section Services of the two h it's the in line are you guys able to hear me yes yeah I'm just Additionally the um racks the furniture sit on have a integrated first suppression sprinkler system I'm not sure if that was uh gone over couldn't really hear super well no thank you Mike no I should talk about that so all the story DS he's the Mike Reuben um one of the uh owners of Bin fil okay so in all of the racks so inside the building we have typically three tiers of racks on all the shelves and we have a fire susp line going through each tier and a head in each Bay so each Bay is 8 feet long by five and a half feet high and there's a fire head inside of each one of those Bays inside the building okay it's an enormous sprinkler system and each that's why that pump's so big oh yeah and each I has a fire door so when there's a fire going off in one section there's a roll of door that's ATT tied to the fire alarm system that if it goes off in that section at fire or isolates that Jun of building so this building is isolated from this one and then there are two buildings here this is isolated from this one and this one it's isolated from here and I F where the other door is over here some most of that original part is one entity and those three sections are into three five shutter doors inside the building that's right they TI into [Music] fire questions at all lots of question see that was pretty much what they discussed last time or proposed last time y I think I I think that satisfies um a lot of the questions that we had you know in L of looping it uh which obviously which is always preferable for everybody involved but um in L looping and I think this is the best course of action as we discussed last so I'll make a motion I make a motion to accept the burning Phil fills Furniture fire service plan uh C1 an appropriate documents that supports this dat guess it's June 5th 2024 which includes the construction of a new 8 in water main Fe two additional hyds second all in favor hi thank you guys no thank live in town at 276 South wer street I'm relatively new almost two years recently got I noticed I have a leak I was unaware of and as soon as I found out it I got the bill and it's about $700 is there some way I can get a break of some kind because I'll need to get the toilet fixed and that's going to be pricey they go on to say no intent of wasting water I'm a water operator myself so I understand that the water is tight nowadays I can maybe get a lower tier or pay it in chunks I really appreciate it thank you very time they can certainly pay it in chunks we yes yeah we um right we had that plan that we talked about with um that that one one night right um PA that she remember she came Town yeah ter terrible faces I faces so is she on town she not on town there there's no there's no town there on South wer south wester nothing 276 southwester that's so to stay consistent this is we can we can help with the sewer if she was pay the sewer and we can like we just said let her pay in in chunks I don't I don't think um we need to vote for that we just sort of do that right yeah that's something that's it yeah you can't really do payment plans but they can pay as they go they just ACR interest okay so um I move that we take no action on 276 Street okay love to help people bro can I um was there an abatement of some sort on that had to be discussed or was this that okay okay got it it thank you um so we can do we can go assistant superintendent updates or Mo it to the the captain of America updates um yes okay thanks for standing in too by way oh my pleasure so we H we've had a busy day today so I'm actually kind of got to be hooting from the hip okay today um try to go down the points I had put on here we had a couple of last minute things also uh so as far as town meeting uh all of our Capital items were approved our budget was approved there was no real hiccup there we weren't part of that override situation anyway because we're an Enterprise accountant voted on ahead of time um but our Capital requests were all approved so we're trying to get the wheels rolling on ordering we're getting a new dump truck uh couple other pieces of equipment some road signs um a truck without a um just a truck and Chassis because we have a dump body already um so just a couple things but it went by uh nice and smoothly we had a um article to transfer to move some money around for uh posos research and um dra a blank on what the other item on that article was but we were moov we're basically just moving money from one count to another that was approved at town meeting previously for other projects okay I think it was uh related to wall five and six removing some money from the old world 5 and six project or on other things okay um we're winding down lead and copper sampling it seems that we again will not meet our minimum 60 requirements uh the plan was to get a new sampling plan in place for this coming order um that's easier said than done they take a long time we've also had we had a change in water quality uh you guys know we had reduced our pH so we were kind of on a holding pattern with that because really we had been able we probably would have been able to reduce to 30 but because of that change in water quality treatment technique it automatically pushes out your so I mean um we were a really thankful to the people that do work with us uh it helps out a ton it's just uh there's so can I ask something with the L copper like you look they're looking for the tier what tier one tier two they won't allow you to do T I know EPA wants to see all of the tier one so you know they won't allow you to do a tier two they will uh it's just a matter of it needs to be on the sampling plan basically all of our primaries and alternates that are on the sampling plan we've tried and we've only been able to get get about 50 I think it's it's within one or two or 50 give or take I can't remember if we were just a little over just a little under which I mean are still a pretty representative sample of the system you know I mean it's U so how many short just a couple I'd say probably close to 10 so um and then another issue is that for whatever reason the state has it so if we have if a person has a whole house filter um um it invalidates the sample so that doesn't count towards our 60 you know which really doesn't make any sense because if it's a whole house filter and you're sampling the water's corrosivity for lack of a better word on lead Plumbing fixtures inside the house it doesn't make any sense why a whole house filter would change that but I've made that argument before DP doesn't necessarily disagree with me but you know when you're dealing with anything that big they can't just give me sign off to allow those to go um we performed cthm sampling um the beginning of oh no I'm sorry the end of last month uh we had done some flushing it seems like I think it was either Dean Street or Richardson AB we did pull a 90 so I'm sure we'll have be having to post another public notice about that we've tried different flushing rotations different ways of pulling the water after we heard that we're thinking about trying something we had tried before as far as kind of bypassing you know we have our uh West Main Street Corridor that has the two tanks on it and we've tried to kind of flush to get the water from those areas where now we're kind of thinking maybe if we can kind of pull up from t a area down John Scott Boulevard down south wester Street uh and kind of valve those other areas maybe we can get some but at the same time it's just um I think once we get our you know we're trying to get that tank mixers in yeah it's just something we're going to have to be saving off until sometimes we're going to get good numbers sometimes we're going to get not so great numbers and I mean still all considered the level's 80 parts per trillion and we're at 90 parts per trillion so we're talking about a very very very small uh in you know uh amount over but it's still just unfortunate that you know and I understand why D has to do it the way they do it to make the notices sound alarming but uh it's just unfortunate that it creates as much of a public disturbance as it does what else uh 192 ton a uh they actually were in here last month to discuss their project they were doing excuse me um they were doing uh their tie-ins to that uh AC main on Old to AV and obviously there's no way of proving of what the cause was but after they did it that section of main had a break in it so we had to and because that's an old section of road we had to shut a large section of t AV down to isolate it uh the valve that we actually had shut it down with to do the project was now leaking by when we shut it down for an emergency which it wasn't doing the day before it's just Murphy's Law type thing you know um so that had created a slug of Real ACT you know real dirty water for a day or two in the area we we were out flushing you know anytime you're shutting and turning on water quickly like that it's going to shake stuff loose um the corner of uh North Washington and Cobb Street uh had a service leak a large service leak this past week um and it was you know and and that section of Road and sidewalk was just about to be paved because it's all part of the rail trail project so um we deemed that it was best to get it done right away it was a real heck of a project um we found that uh the house that the service leak was from is tied into both a potable W source and town water and um so we haven't really rectified that yet it was but it's it's been noted so we're so those two sources are feeding the same same dwelling so we had an issue where we couldn't get a good have they did we shut their water off until they fixed that no it's it's uh it was a situation where they had it I I'll explain it right here so we couldn't get a good shutdown we had about five different Gates closed we were having issues and the house still had water and uh we're like why is the you know and I wasn't on the Dig but this is what I'm gathering you know we couldn't figure out why the house still had water yeah and one of the tenants came out and said um this has a well so we couldn't figure that out and then eventually the well got turned off we turned the water back on and now we weren't getting any water at the house so and it was because the well had been turned off and that was feeding that portion so we're still not sure if it's feeding the same if if because it's a it's a 10 it's a one building but it's there's different apartments in it so we need to do some investigating about who's getting what not that we know of but it's it's it it's going to be looked um right PE okay um we had a uh bid opening for the South W Street and East hod Street projects couple weeks back um CC uh I don't know if it's CC construction or they had come in with the lowest bids so Frank and I were working on the where they from I think the Kate okay I think the Kate um and uh our foreman has seen their work before and he was very happy they want job that's good to so um I know there had been some long discussions about uh trying to get the work done near the railroad tracks on uh near barville uh and Tara and the engineers finally got that squared away with the state yeah we got so um so that uh that went out to bid um hopefully we can get started on that relatively soon uh that would be nice get rid of all that AC cont uh yes yeah that that'll all come before the board y um there will be in July so Brook the rate increase is that going to be on the upcoming bills no if it'll be for the next quarter okay so this coming fiscal year will be our last rate increase that was our last scheduled rating um from the old rate study that was done um I have it here if you guys want to look at the numbers um you know any I don't think it predates it predates Jim and you I believe um I I I know Frank had been working on having another one done for both Water and Sewer we but we don't have anything imminent as far as rate increases but uh we do have one just that last one in FY 25 um okay so we had over the weekend well more specifically um Thursday night we had a sewer issue we had a very busy night Thursday night um we had a sewer issue and at Redmill Village um basically you know you have two wet well you have two submersible pumps um uh pipes coming off those they're whing together into the discharge Main and the elbow at one of those blew off um so that was a you know we had to have a pump truck come down Steve worked great with us he asked residents to limit water use best we could I found out later that there was actually a um valve that they were able to valve off the wet well so it was just you know it was going into the main still what they were using but it was able to help us with that they kind of had a um lack of a better word Band-Aid solution for the weekend and then this morning they fixed it so um I know that uh it may be something in the future that we have to consider as far as maybe not upgrading the main but finding solutions to alleviate the pressure on that pipe you know that pipe's taking uh not at the Redmill Pump Station specifically but that pipe takes Street Tak the apartment Redmill Village and right so it it takes it takes the Norton Glenn takes redm Mill Village takes all those houses on New Street 274 East Main Street has its own dedicated line yeah I always see when they did so uh you know it's just and it's a you know if more things keep going in on Newland Street over there it's just more and more pressure you're putting into the pipe and not always a lot of times they I'll run it at the same time but that could have been a reason why this let go um so it's just something to keep in the back of our minds about a possibility of maybe in the future upgade upgrade or you know maybe working with 274 m to try to use that you know there's just a lot of options on the table but something we should um keep in mind wasn't it proposed back when they built that uh Stevie might have been involved I don't know but uh there there was an easement there between the two properties back into the property of 274 and they wanted to tie them tie them in that was before my time yeah no I know that I but but that was but they wouldn't that's why they had to come out to the main road cuz it know I mean there's you know there's also the I'm just curious if that would alleviate anything at all if that would poal answer it's definitely possible to bypass that existing Main and go through two yeah I see what you're saying and then also is there a for name from the nursing home and that you uh is is the nursing home closed now D it's open but they tied in there is I'm not sure if they're tied in I know they have I'm dry line yeah I would that's what I was about to say they had a line a dedicated line but I don't think it's you and and that correct me Steve I think that goes right to the same manhole that uh yes yes that they all all the other two that possibility that we could take that over right so it's just it's not pressing at the moment it's smaller though it's only two and it's only like a 2 inch right right it's not and and this is you know we're talking way in the future here but you know there's also you know now that there's sewer line running from Leonard Street up East Main Street to the Interceptor it's just options we need to think about in the future but um then we also had an issue at our cob Street PP station where um for some reason they kept blowing fuses in the building some sort of electrical issue they had had mfield electric come out earlier in the day and then they ended up having to have our electrician Justin Alfred come in at night issue was resolved I never got a full rundown exactly I just haven't had time to talk to the lead sewer Tech about it resolve now okay and of course it was happening at this exact same moment of Redmill issue [Music] um if you notice that the Redmill Village pum station uhuh you advised us to keep everybody away they were excellent including me actually they're more concerned with you than my wife my wife said are you going to go over there and check out said no they specifically said the residents not to bother the P yeah and therefore I stayed away it was yeah it was just more for so people you know don't linger sometimes people are get curious not naturally so and um they yeah that they did they were excellent they were excellent um care this I feel like there was another thing related to that night the water Filling Station that's going to be the exactly we're going to the quick things first again we want to thank you at R for your and consideration y the crew did an excellent job they stayed here late uh and then kind of coincidentally after they had made that repair there was an issue with the pump there too so two of our operators had to come back in and work till probably two in the morning on that so they they've had a they've had a busy week um I know they're still going through working through some radio issues at the nolwood pump station I mean h I'm sorry not nolwood um no I think it is NW I was thinking Holly Ro no wood I believe is there's radio issue there um it's not everything's working appropriately it's a it's a SK it's a SK issue so we're working through that um you know we had our it was kind of a situation where it would send an alarm and then whatever the issue was wouldn't wasn't actually an issue so we had our skada people put a delay in so the the system would see that it had remedied itself and that didn't end up work so they were going to be out there I think today and tomorrow trying to our skater people yeah okay so that's that's that's not fiber that's all radio uh communication wise that's that's what we have there yeah how we communicate is Radio I think I believe it's um through the through a the phone you know it's okay we have a repeater and it it sends out a signal like that yeah um so okay wall three activation and bottle Filling Station um I think that's the last I think I got to everything else I think you did okay um so we uh it's getting warmer um the run times on the treatment plan are going up uh and we need to turn well 3 back on so last week we had worked with d to get our public notice approved for notifying the public we will be using that well uh excuse me it's worth mentioning that while the well was off we did do um tip take samples that because the water the Well's not pumping into the system they're not official samples but the samples we did take were below the posos threshold now that doesn't mean anything concrete once you start pumping the well and it's pulling from the o prefer who knows what's going to happen um it's worth mentioning also that because our system's Blended a large majority of the town will not be having water that's greatly impacted by peos it Blends in with all the other water and it becomes diluted um and on in front of our we don't have an actual address there uh at the Town Forest across from Timothy plain Cemetery right next to the entrance to welli there a swinging gate anyone can see it we had set up a um water shed that um will be open from 6:30 to three Monday through Friday and then I believe 630 to two on the weekends man it's going to be man during the week I think in the beginning we may elect to have a person there two on the weekends I we haven't officially determined that yet but we basically want to make sure that people are bringing clean sterile relatively several bottles so um who is it that's doing the Manning of this just start yep our staff so just so everyone knows because I had to answer this question um the other day they want to know where the water is coming from they assume that we were getting this I don't know if uh this person assumed that we were pumping this water in and put it into a water buffalo or something like that and then distribute it but this is going to be our water coming from our plant coming directly from the it's 100t away from the plant's entry into the system yep is there any kind of limit as far as how much one can take in one visit to this um no I mean we ask that people be consider it and reasonable keep water qu we water um conservation in mind um but you know if you're not wasting the water for the weekend now there's no way no no like I said in the beginning you know I got to talk to Frank about it we might have so this essentially is going to be exactly like what we had at the Town Hall it's filtered Town water yep exactly the same thing y okay Y how long we expecting to keep up everything we don't know I don't know it's really further because of the P I have an idea of brewing in my head so what address is this off what road PL street right across from Timothy plain Cemetery so so right now we we're Staffing it with our regular staff M which we're not doing on the weekends and I'm guessing they probably would be better served not sitting in a watershed way F be doing yeah I I'm not I don't I don't think that the Staffing is going to be a longterm thing I would say I'm wondering if can we reach out to Wheaten college and see if we can get some student volunteers to Mana water or there some kind of training that you would need well I'm not sure about training but we feel that anyone that were to be there should be giving correct information you know um now whether that's giving the person a link to a website that has answers to the questions they might be asking you know it's maybe that's something we could provide what I'm getting at I'm not crazy about it being not staffed and people can just go take the water right that that's right well the other one heard from the other the other was St one one thing I will say is that because it'll be open from those times it will be locked up at night it's not like someone can go at night and we have you know it's right next to the treatment plant so we have operators in and out of there all day does the attendant check to see if they're resident Orton uh the they they probably won't I would say I mean it's you're talking about that's the idea is for residen it is and we did run into this problem when we had the blue uh blue drop the town hall we did but um you know we're going to have we're eventually going to have cameras up there anyways so hopefully that that probably will be a um I just ask him yeah no I I understand your concern I understand your concern um it's it would be nice if we just test it out of the p and yeah I gonna say hopefully ideally it doesn't stay there it needs to but I think I think we have but um not to go out of turn here and I know was going to bring this up anyways but we've had um I've seen uh quite a few issues with people um uh on the social media uh with with the with the organic and the in the tinted water that we that they're getting they showing pictures and everything like that and this is this is a glowing thing and may this is definitely for Weston and Samson do we have a direct and can we expedite a direction of how we can combat this and um deal with this I know Steve this isn't your uh your thing but if Tara if you're on um I know you know the situations I know we've talked about the organic issue um that's something new to us and something that we didn't plan on um is there something that um a direction we have uh that we can I know we've talked briefly about this uh but where are we at that and something can we Kickstart something U soon so you're going to need to go through a design and a permit process to modify treatment plan okay so there's a couple things that we could do but this is this is kind of a long range plan that I think you're going to need to evaluate and talk a little bit amongst yourselves about a little bit of color versus money putting into it you know the thought process was that you know when the ground or table lowered a little bit more you'd see it kind of dissipate this is like the highest ground war table for that you've seen ever out there that's been maintained for a long period of time so therefore you know any of the piling that we did or anything that you've seen of that plant or any of the wells in the past you've never seen something like this so plant obviously was not designed around treating for Organics when you didn't have Organics so that's going to be a pretty good we're going to need to get DP approval before we do anything out there and I think the question was whether or not you know what you want to do and this is a temporary setup or a permanent setup but there's a few options we did have somebody go out to the plan I don't have a summary of what was disussed with Derek so I do want to kind of get to that discussion with at least him but I know Frank and John have been out we haven't really had a chance to talk through this um and not only like you said Tara is a kind of a long-term thing but it's also not an inexpensive thing correct so it's corre something where yeah you're going to have to go to town meeting to get money approved to spend regardless yes and so part of our we were going to try to do a little bit of an evaluation while we applied for so we have the PS study we're trying to get through first which was what came up first with well three and now this came up recently so that's something that we were going to try to take a look at if you're going to do p treatment at your at the plant then the thought would be that you'd add that on to that design right but this isn't there's not going to be a quick fix so let's talk about the color the fact that it's total carbon or organic cab and whether or not what do we tell people what do we tell people about you know people notice it uh and essentially they notice it in their toilets all right how they notice it and then they micromanage it and they they observe it maybe coming out of their poset we've seen pictures yeah what do we tell people regarding meeting is it safe I guess it's number one is there anything if you if you drink water through the refrigerator has an activated carbon filter there that address that situation if you know uh and does our water I mean are we in violations of DDP the fact that we have to in our water all right so there's a lot there so I'm going to start slow and then just ask me if you have followup questions to that but the water coming out of your treatment plan is in compliance with all DP standards there is an issue over at well one you do have some color coming out of there and you do have a certain portion of the town that does not receive the majority of the water from the so the further outreaches closer to W one and then you also have color in some people's caps based on the fact that they have old Steel Services so there's a lot of different reasons why some people might be seeing color and it's not necessarily all related to the treatment PL okay but the majority of your water in your system comes from the plant and that's in compliance so you just have a little bit of color coming out of there and I don't know where all the complaints are coming from but that might be good for you to just kind of take a look on the map of like where they are we can start charting them and discuss whether or not that's water from the plant if they're close to the plant that's probably the color related to that but if they're further away it's likely going to be either well one well three or potentially their their iron Services right yeah we've seen a pretty good speckling all over the map of of issues I know near the plant they're having some issues um you know we've had we've had complaints about it and you know it's like Steve had just asked you terara about is it you know is it safe for quote unquote reasons and like you said about it meeting the standards you know um the color the color isn't something that's um the toc's and the color and the manganes removal is meeting the state standards but you know apparent color is visible at a very low amount of maganese anyway the removal isn't zero but um you know it's still below well below the State the state requirement maganese so I see I I see a lot of people online saying that you know it's maganese iron maganese and the water but so Tera can I ask you something um just this is I'm just spitballing if someone has a regular five Micron um whole house filter in the house but they is there a they they make a carbon filter that could go into that same would that alleviate some of the issues that the people are currently having now um like a carbon cartridge I know they I'm not 100% sure how adaptable some of these inhome systems would be I'm definitely more on the larger scale process but I mean you're going to have a little bit of you know you're going to have a little bit of removal one way or another you've got some pretty good you know Iron and manganese removal now you just don't have the the Organics as much as you're getting a little bit but and that's one of the reasons why we we kind of saw a little bit of fouling at the beginning because we did automat of a sudden saw a little bit more of the Organics that were coming through but um yeah I mean it you know I don't know some people see if you put too much chlorine in a system some people see that color I mean it's you know everybody's a little bit subjective and it's like you said John said you know you're looking at either a sink or a toilet bowl that's bright white usually so you're definitely going to see a little bit of a a difference in color potentially but again and we know there's different variables such as iron lines uh uh it could be coming from the hot water as well we well know uh you know the infrastructure of the the water Ms themselves uh and in the shape that they're in um you know you can only flush so much uh and this you know you know if you know if you can't if you're not we're not able to power flush like way you know and really scale the the mains you're going to get sediment residue and periodic you know fluctuation in the mains such as when we have shutdowns and and whatnot too yeah I mean so a lot of people might also be seeing the color from the waterme breaks you just had that you know in the last week I mean there it's it's how the water system runs unfortunately and now what we we'll try to do is you know address any concerns of the treatment plant certainly but you know you still have I mean I think I think all in all the plant has been the plant has been great for us I mean it was that's a major first step of uh clearing our water issues up and uh but we you know we we're going to have continual work to do you know with infrastructure it doesn't it can't happen overnight and uh you know but I I think that that plan has done wonders for this town right now I mean wonders right it's you know absolutely and and I think it's worth mentioning too you know I've heard people ask well you know are some other towns in the same boat the difference is is that like Tara said you know our plant isn't designed to remove this and it it wasn't an issue before and it is giving us an issue now so yeah maybe some towns are the same same boat water quality wise going into the plant but their plant might be designed to take that out you know um yeah you have spend millions of dollars to treat something that's not there so I mean that's well the the plant and I think one of the misconceptions that I've also read uh and I don't need to keep on bringing to social media but it travels and it's and it's important that people know that the the plant is is the first step in in in clearing our water water problems up it's not going to solve all the water issues in the town we have 130 miles of main or so in the and that's all intertwined with valves and hydrants and services and and everything involved in that plant is here you know serving this whole big I mean it's there's a lot that goes involved you know and I I'm telling you that I'm more telling the people any anyone that's listening that that that it takes a lot more than just the plant uh you know flushing and infrastructure improvements and and and millions and millions of more dollars to make you know to get everything to where we need to you know but our water is safe our water isn't you know contaminated it's not it's safe it's it you know it's my biggest thing I don't think there's a sink in Norton that's going to have unsafe water in it regard brown or not it's still not going to hurt you yeah I just it's just the the misconception and uh we just need to educate a little better also to me it sounds like I'm not social media so I'm not going to speak negatively about people that are on social media but it sounds like there's a lot more complaints on social media than there are the phone ringing in the office people it's they need to people I will say we had a lot of people have been calling okay um but you know the part of the issue is that sometimes you know if the water has that tinge and The Ting is all over town not just going to keep dumping water on the ground and when you're filling it up in a mason are it looks pretty good you know it's like you said it's when you're seeing 3 4 Ines of water in a tub or in a sink or in a toilet you're really noticing it and um social media is that's it's it's good stuff but social media is not the place to air your complaints on dirty water right that's what I'm I'm getting at if there's something we can direct people to the water is not going to find out but you complain if you're just on Facebook yeah let know and it's unfortunate that you know we have some addresses that we've responded to many times and you know they they claim we're not helping and we're ignoring them and it's just factually false um you know and it's uh It's just sometimes disheartening you know we uh we and and and trust me I understand that you know when you're giving your kid a tub and the water looks discolored it's offputting I don't disagree with that at all that you know people aren't crying wolf out there you know I understand there's definitely color out in the system there absolutely is like been said sometimes it's not a a product of we have had water it's something an accident happened A disruption in the system or something so if they don't call the water department and they just complain on Facebook right the water department doesn't know that you know someone's flowing a firey when I'm supposed to or something like that yeah there's just it's just there's so much misinformation out there you're never you just you can't stop it you just can't n neighbors is not the site to go to thank you Peter I appreciate that so ter um on groundwater monitoring uh since the groundw is high and we're experiencing this color problem are we correlating the color problem to the groundwater elevation so that if we I mean it's supposed to be relatively dry this week um compared last year at this time and are we optimistic that this problem's going to go away as the ground water level receips I mean we're definitely optimistic and Derek at the plant and his operators are keeping tabs on the groundwater table and also what's coming in so um you know we're getting updates every so often from them I mean we haven't I haven't checked in with them I was on vacation for a couple weeks but I got back been back a couple weeks I just need to check in with him see if he's seen anything different or if he's seen a little bit of a decrease I mean we are we typically would see March typically you'd start to see April Start to see the drop off and it just hasn't been there we had a huge you know rain had a lot of just precipitation those the last several months and now we've got a heat wave coming up so I mean there's you know this is this is climate change I think at its at you know and a good example of it that you're going to see some major fluctuations some very significant highs and lows that everybody's going to need to start to adapt to a little bit more and and this is one that you're seeing right now and um you know we we we'll plot it and track it and see how it goes but that's this is the one point in time we've only got a couple months of data there's nothing much and we've we've got some other testing and and water quality sampling that Derrick's been doing and I know I know it takes a little bit of time for him to get lab results back so there was a whole round of of sampling we were thinking we're get soon so I think um you know we'll take a look at it but it is going to be more of a long-term let's let's see how it goes and and track this I mean we certainly don't want to spending millions of dollars for a little bit of color but if it's going to be consistent and happen every year I think that's something that you'll need to to weigh out on whether or not you want the town wants to spend the money to do that okay yeah yeah Derek I had spoke to Derek today Tara and he had said that he had seen a little bit of improvement loading rates were better um but it's you know we're still we're still waiting you know like like Tara said it's something where we don't have a longterm history of what it is so yeah kind of bit us and we didn't we didn't see that coming kind of thing so I think that's all from me so yeah I didn't mean to go out of order right now I just but toar you were on and uh good to see you how was your let me all the tough questions if there are any thanks steeve so the [Music] umse here so John covered the Norwood so for Holly Road and Norwood everything's wrapped up except they're still dealing with that um skaa issue I think it's an ATS issue um at the uh for the NW generator so we will get that wrapped up um for Cobb Street phase two that one's um ongoing U so the station is currently on bypass they're doing the so this phase two is the cleaning and lining of the wet well um and painting um so they're they're in the process of doing that work um they're also replacing the slide gate out there so they've been actively on site um actually submitted um a payment application we had reviewed that over the last couple of days at the end of the week and forwarded it today so I believe Brooke has copies of that if you want to entertain it so they had submitted pay application number one um uh we recommend payment um it's it's consistent with the work that they have done it's for just over 70,000 $70,300 and John I don't know if you have any questions on that or if if you guys are comfortable moving forward with that yeah I mean so I I actually meant to bring this up in my update Steve the only thing uh yeah no as far as the the the pay that's that's fine the only issue I had had about cob Street and I know we had sent you guys an email about it um some neighbors were complaining about some VI ations um they were complain what they were saying didn't really make much sense to me 100% I know that they had been doing some sand blasting we thought it could have been related to that they were saying they were experiencing at night and it was shaking the windows off the walls but you know you go down there you know there's some noise but the the machines down there certainly aren't extraordinarily loud no louder than a long I wouldn't say not even as loud as a lawn more um so I mean other than that that's really and I I told her that I would pass it along to the board um but I haven't heard from her since what what what are the motors that are running what they're they're they're bypass Steve the yeah they yeah the pumps shouldn't be I mean they've covered I mean they shouldn't be creating much of anything while they're running I I I gotta believe it had to be due to the actual sand blasting that was going on but they weren't doing that at night so it doesn't line up um at this point as long as she has um and you said she right you said it was a woman that's why I say she um and how long ago was that and has she has I haven't heard yeah I would say it was um it was either last week or the week before and I haven't heard from him since so so as far as we know it was a oneoff right now and and we looked into it and I don't think there's anything whatever it was I don't think it's continuing to happen right right how long have they actually been how are we looking on progress there Steve as far as how long have they actually been down there now two or three weeks not much more than a week I don't think so I think about a week and a half um that they've been down that they've actually been active that they got the bypass in place I could be wrong Ryan is that right about a week and a half maybe a little bit longer than that from what I recall that's why I have you on the call maybe maybe week and a half two weeks yeah I mean it's and they're motivated now that the bypass is in place that's on them you know to get things done so that they can take that bypass offline so they're motivated to get the work done and we're just making sure they're getting it done right so they seem to be making decent progress okay are we voting on this so if you want to entertain the payre if that we would recommend it yeah yep yep St are you leave at 6:30 are you staying on I got to leave in a couple of minutes so so we can talk quick about Elm Street yeah let's talk about Elm Street so just as an update um the library Board of Trustees we had met with them they've approved the library park for the pump station site with some um conditions that that we don't that we consider reasonable we worked with with John and and Frank on those and Paul DJ sepi is trying to Now set up a meeting with the Historical Society they the next ones that have to sign off on that uh location obviously the we've probably already discussed this but the um the article has been pushed out to the uh to the fall at this point as far as going forward with the construction monies we're wrapping up the plans and specs um we'll have those done in short order now that we have the um we have some more progress on the pump station site we're going to advance it with that site um and wrap them up um in the next couple of weeks here before the end of the month um so we should be in good shape to wrap that up this month but and continue to support there's going to be Contin there's going to be ongoing public Outreach over the summer now uh and we're positioned to to help with all of that and uh and see if we can't move this forward so um I wrote an email basically saying I'd like to see a copy of the completed plans spe when we have that ready for us y did we include an alternative in the event that all Elm Street doesn't want to get SE yeah yeah I mean I think the big you know this that's just kind of pulling out you know moving where the pump station site is so we can have a a concept on what that'll look like and what it'll cost if we go that route and it's really you know as far as the design plans it's just pulling the uh the gravity sewers out from the rest of Elm Street so we can I think the biggest thing is for people to know what the other alternative is and and how that the cost is different and and how that impacts how it will be paid for right so like you know I would think it would be included your your bid documents and address yes we we can include that under the that'll be under the design contract that we're wrap it up we'll have that and what about the permits all the permes in hand other than the um Historical Society for the most part there just a yeah we're in good shape because we don't need Conservation Commission um we the only thing we have with concom is the storm water permit that that's dependent upon the plans in order to submit the storm water permit you need to beded set of plan so when those are wrapped up we should be able to submit the storm water vocation to the Conservation Commission and this job is me going to need a Swip right anyway not just just coming so could you put a schedule together not tomorrow whatever just about how we're going to address how we're going to get this approved in the fall I don't know have any idea when fall town meeting is well we don't know we have to get little budget over probably the end of October we have a place of who we gonna meet with what we're gonna say well absolutely yeah we've been talking about that yeah we'll get something this week together for discussion Steve um yes we will get you something the answer to the question is yes my last comment on my Note to the Commissioners and Frank and John was no we have to try harder to convince the town boards and committees the importance of this project and the fact that we receive this $3.5 million Grant a once in a lifetime [Music] opportunity absolutely and that's what we talked about at the last meetings you know I think that last meeting with the select board hammered home that that you know it's it needs to be a collaborative discussion um so yeah we need to advance that yeah I I had yes don't let me hold you up Steve but I had had a discussion with um Paul theug sepi uh John Thomas from conservation uh Christian Zer from the health department and I think that might have been it I think that might have been it and um we had all kind of this and we had talked about this Steve also about getting the boards together and having the boards decide how they want you know if they're not happy with how it's getting paid for one way have all the boards agree on what it should be how it should be paid for we talked about having them work up a bylaw that can be voted on at Town meetings so every time we come before them with a sewer project it's not something well maybe this person should get a reduction here and this person we should say if it's a town funded Pro you know publicly funded project it's broken down exactly like this end of story there's no finance committee debating with them for four meetings about how the Project's getting paid you know a good idea yeah and have them all input on it have all the boards put it together have it voted on at town meeting and have it not be something like our you know our tie-in timeline that went from what two or three years to five years to seven years and it gets voted on all the time have it be something that's pretty voted again right so you know I think that's maybe maybe it's not something that'll help benefit us on this project but it'll benefit us going forward because I can't see how it you know uh helps the department at least you know public perception wise to keep going before different committees and yeah getting sewer projects voted down because they don't like how they're being funded and the Committees have turnover year after year so correct five years later you get at least you get at least you get a template kind of we fall off I think that's a great idea really good we've been talking about that all along so I'm on board I'm gonna hop off Ryan still here all right guys all right thank you see you thanks we have any more stuff um so the only other thing I had was just the peer reviews um just an update on those so obviously still haven't heard anything from the developer over at zerom Manfield AV um that's the one that's kind of dead in the water I don't know if they're appealing to that decision where they got shut down over there but we sent them the uh peer review memorandum in March and hav ear anything back so that's kind of just sitting there until they come back with something else potentially who knows uh and then the other developer at zero Reservoir Street uh issued a response letter to us and then updated plans uh we received those last week and we're working on just finishing those up reviewing what they had sent us and uh making any additional comments that are needed so it should be short work we're hoping to get that done this week um and that was that was the only thing I had for for Wastewater what happened with Valentine Industries in the school have they got back to you yet about that you were going to help them out so I haven't heard anything on Valentine um but I do know that they are doing the conversion of the Middle School wastewater treatment facility to a tital 5 system and that's still ongoing that should have had Steve talk about that because he's the one that's heading that up right now so was waiting on some test they were having performed on their system remember well they were just being proactive so I thought we've offered Weston and Samson help to work out some solution for them we did but they were still waiting for the results of one last attempt to salvage this system that they have he then so yeah agree yeah yeah I know there had been talks about them trying to get the sewer main extended I had heard along with some other businesses down there that might need it but I haven't heard anything past that all right thank you appreciate it so you can stay well I guess it could stay on because I don't know if you want to talk about my suggestion about having summary work sumary of those invoices yeah I mean you can yeah if you want to wait have Tara speak and then we can talk about it thank you um while we're still on sewer real quick though um talking about El I know Steve's off now so when we go to discuss what we're going to do about the Elm Street the options that we're looking at were basically to do what we're going to do or just put a dedicated main to Reen Barton a couple would be a couple options if we went to that option what if there are people in El street that don't like that and they're like no I'm I I have an aging septic system I know I'm going to want to hook up to that thing in the next few years is there an option that we could look to that gives residents to opt in or out of being part of that is that something we could consider I don't even know if that's legally something we could do you if you have just Reed and Barton on a sewer line it's going to be a force main so not knowing enough about Force Mains I know some are low pressure some are you know high pressure um but been past prents that we don't want people tying in the high pressure right right is there a huge cost difference in putting a gravity system versus a force main line I would say it's probably a million I think we said a million roughly Ryan it would be saved if we went with a uh force made line significant it's significant but we want to put a gravity one in and hopes that one or two people will T in eventually you want no and that's and we typically wouldn't recommend uh connecting low pressure sewers into high pressure Force mans or anything like that I mean there's ways that potentially could happen but it's not recommended to do that way and I think I just trying to be able to appease everybody would be awesome okay well idealistically it makes sense to build that the way we it yeah absolutely for the maximum effectiveness of Elm Street but again if the town and residents are against you know this high in SE and the the fact that we're making them tie in over X number of times and they're really against it but we want the whole idea about this project is the developed reading B property then we should proceed to do that and then they get then they you knowe the $3. half million Grant something you said earlier I think is really important we if we lose out on that we may lose out on that Grant but in addition to that we never going get another one the state's not going to 10 years down the road oh yeah you guys are the ones that didn't do it you know never but I would say it's highly probably likely and the cost of just huge gr 40% yeah it's going to be even more so once in the lifetime opportunity know opportunity KN the second B of the apple is going to be a lot more difficult on that on the grant exactly what it is sure all right all right Ryan hang hang loose and and we'll go right to Tar and um T you still with us again car all right I'm back on she wants to go back on vacation blamer I do I really do it's just so much easier um okay so I just want to confirm so John had mentioned article nine from the town meeting uh that was to transfer surplus funds from Wells five and six to go towards south wester Street H Street watermain project as well as water treatment plant fos improvements and any other water quality process improvements so if we do need to use some of that money to go towards you know doing a little bit more research on the water quality situation with the TOC then that's something that you have a little bit SL fun there to kind of cover that we were thinking of linking that with the p study um to kind of move forward with that and everything was approved so that's all good news on your end uh we just need to kind of work out what we want to do and what Derek can do from from his end of the plant and what he can test for and what we want to add into our contract for that so just wanted to clarify to make sure that that was clear um and then we talked a little bit about John's as usual uh superintend updates usually cover a lot of the water stuff but the uh soft Wester Street we did get the of inent to award for that along to the contractor they're hoping to get us contract documents in the next uh week or two we're awarding the base bid which includes all the water main replacement work along Southwest Street East hod street so we'll be doing all new water mains there and new service lines and getting rid of some of the lead services that might be out there mostly just Goose necks but um and there might be some other um you know basically new new copper services from the uh the main to the curb line uh the total for that is roughly 2322 million so that's a really nice uh amount of water means that you're going to get done under this year's contract into next year through the arpa funding so that was some fre County funding that was provided by the federal government so all good things for the uh customers in that area and also for the overall water customers as it's not going to increase the rates for that that project uh and we talked about the water quality already so um I don't know if there's any other just general water questions that you guys have but I'm answer them so uh we got that I imagine we a email from our Congress sorry you got a A you get the newsletter from Jake I get that you got that did you read the last issue he talks about he talks about p and he talks about using Electro something to treat pasas some technology that I wasn't familiar with about he put it in his newsletter I'll send you a copy of this new letter Tower just so you know and he's talking he's talking about this processes that literally I've never heard of before so I'm curious where he came such of such a technology and whether or not we're looking into it I'm just going to throw it out there that I'm just curious about and try to find I got I got that too I hav ready yet so it was very very good I actually wrote to him and told him I would do XY and Z to help of do a couple things but anyways um I'm more curious about whether or not we were aware of this type of new fangle way of dealing with people he said the conventional way generates a lot of this m and this will not but I'm not sure where got that information I don't think I've seen a copy that so if you can forward it that'd be great I'll forward you his latest email just curious about whether or not I was signing invoices the other day and I was looking at the Western Samson bills I have not any questions about your invoices of getting paid for service or anything else not has nothing to do about any criticism them all I was wondering how many accounts do were and I don't know there's probably 12 um including General water and general sewer yeah I mean those two and then of course it's C Street and Elm Street and the air Raiders and I can go through them all doesn't really matter I'm sure you know what all of them are we can easily send you copy through these so I was just curious being the end of the fiscal year it'd be nice if you can summarize um just a onepage summary I don't want really I'm looking for two or what two or three paragraphs that's all I'm looking for I'm not looking for I'm not looking for a novel right nothing like that uh you're we have contracts for all this work so I don't want you to tell me this is what you're contracted to do what I like you to do is tell me for each one of these accounts what we accomplished in 2024 uh fisal 2024 as to um a summary of the scope of work you've accomplished the status of the project and the AC the amount build for the fiscal year and more importantly what is the expected output we I can send you this it's we can send you this we have to write it down and i' be just curious what and I think we should have such a thing every year just so that we have our records that what was accomplished under the general water what was done under the general SE just a chart of numbers instead of numbers the the numbers are meaning meaningless us we're just again I'm not questioning the bills I'm not questioning the service or anything I'm I'm just curious what we have gotten for the month all right and again there's I want to say there at least 10 counts if not 12 and some of them by the way go into 2023 and I'm not interested in going into 2023 only the stuff that was build for fiscal year 2024 and again we can send you a copy of it okay and again don't expect you to write a book it's just really just for our review so we have some idea of what we've gotten over the course of the year that's my two cents I don't know what have two cents is I that it makes a I mean John and Frank I imagine you have um a general idea what we've done but maybe not specifically I mean it probably all runs in your head together I mean maybe have you're mixed up yeah that's exactly right when you when you yeah like I when I was reading that article from town meeting off I was like I can't remember which money was getting tra you know so I see what you're saying yeah so it's just a matter of just making us look that everything you're asking we kind of have already been told throughout the year of meetings you're just looking for something to summarize that so we minutes if we want to findra summary of each one of these accounts as all and a general thing I don't want specific like we fix this whatever just general stuff if you for instance on the general water I know that during the month of I'll say may maybe April when you have the filter problem you provided Consulting on the fil repair of the filter furn you know that type of stuff not specific what exactly what wrong with the filter I don't care about that just more the general stuff yeah I think most of our projects are pretty straightforward on exactly what the work is but the general engineering that goes towards developer reviews meeting assistance and random other things you ask us to do um that aren't under another job that's kind of I think you'll probably want a little bit more detail for that but the other stuff is pretty straightforward occasionally you have three accounts for one job so just yeah if you can let us know what what list you have and we'll compare to our we'll send you a copy of the invoices I got and then we'll you'll know exactly what we're looking for and I had no idea because we sign invoices and we don't really see all of them all the time so as I said I was just working at it the other day on the M Street again it was just um I know we we had a pave by the end of June so that's when I got a little specific about trying to figure out what that was all about I know basically what the job is again um but again it'd be nice to have them just in one paragraph form we can put in already looked when you had emailed me about it we had already been out there to look at it and um it appears it's right in the travel leag right in the travel sing the beating it's been taken uh it needs to be chipped out around it and repaired it's just we've been we just had a lot going on but it's it's on the docket so I think I think um you know it was just the constant driving over it chipped away chipped away broke the ring and uh from what I understand the uh the top wasn't the top and B they didn't provide enough uh you can push the top down more the bottom down more can you use riser to use to I I didn't go out there and look at it but I know he just said we're gonna have to chip around you know Jack around it a little bit do probably replace the top part of the Box tap the bottom down I think he said around the valve a little bit more but you know we'll have to get a detail do it and if if it was if it was not in the travel Lan we this conversation it gets hit in every single car hits it yeah the other thing I'm told that the I believe it may be a gas gate the cover is actually missing yeah I know it had nothing to do with us but while we're out there we may want to no there there there is a gas he had told me that there's a gas either gate or something over there something is missing a cover yeah um and it's near a hydrant so it looks like it might be F hydrant and then they can always do more research by looking at DP EPA websites if they want to look for more inform yeah there there's there's a lot of there's there's a lot of outlets that they people can
