the dve 9 2024 Water Commission meeting second that motion all in favor this they will not be joining us tonight they're going to be moved to okay um can hear us did you need to go no no I'm all set I can hear you though you're good for I'm good you go first when get REM you turn the volume up on you go sounds good right now testing testing can you hear me we can hear you we just got to turn the volume up okay that's all right we'll go start off with demand letters the department going to be sending out demand letters that we have in the past uh these letters going to state that payment must be received by September 13th to avoid the $15 demand um anything delinquent after September 13th we have a $ demand fee added to their account and it actually show up on their next set of bills du in October uh any outstanding amounts not paid by December 1st we have an additional $50 charge added to it and would be posted on property taxes um this year it looks like we're going to be sending out um 1,98 letters get to 963 last year um and last year actually only out of that 963 only 282 actually went to lead so letters do do make a difference good hopefully we see a similar turn around with this B that's going out that's good you guys may may or may not have heard about the uh the light we had on Walter Street back on July 27th [Music] last so around 2 the after hour called responded to a direct call from the fire department for low pressure uh heroh hydrate that they were connected to working a shed fire in the area upon arrival verified that there was no pressure at that hydrant well taking a ride around the neighborhood to connect to another hydrant and P P pressure uh he actually discovered uh you know a pipe failure exactly one three over work in the fire umman actually lives in that same neighborhood he responded um they were able based on the configuration of the water Ms over there they actually let the let the leak continue while they were working the fire as as not to change anything majorly um in the area they were able to isolate it um after doing some work cleaning out some of the Val um so that only one small section was actually affected and they got it shut down once the time was taken care of um later that morning six or 7 o'clock we getting a a small group of the crew get together able to go down and make the repair um it was pretty evident from the type of break that we had that it was caused by Hammer um you know unfortunate incident that just happened sometimes when you're you're dealing with h you know fire flows and and operations of that nature um it was it was literally one street directly straight straight line over so uh whether it was a valve malfunction you know something that happened we actually picked up the uh sizable B of him are actually in the center of town at the elevated tank so that's quite a distance away from the other side of town picking up there on the trend so um wasn't anything worth I mean it's it's something we've responded to with uh similar situations in the past nature of the be unfortunately but is there I mean did anybody do anything wrong to do that so just I don't know if I any way to really tell we weren't there during the and H can be created multiple different times during the fir flating operation you know simply opening the hydrant too fast closing the hydrant too fast even if just the quarter turn valve on the end of the hose um you know BL large volumes of water even though it's a shed it's still still the same thing as the fir flight going through the pumper you it happened it's unfortunate glad in this case you know it wasn't worse than it was but we have responded to similar calls in the past so just just the nature of it um something C with the we've spoken numerous times about different possibilities and uh again he he wasn't there on site there were other other uh members of the crew that were there uh spoke with them and they really didn't indicate anything that seemed abnormal either way so maybe it was just L and uh they're probably not thinking about on I think their focus is more on getting that water where it needs to be get the fire understand import yeah exactly what I you know made know again to them you know very lucky in certain situations where it could have been worth and turn it out you know mil to get to an area that's not to be so felt lucky and unfortunately it was shed that was total loss but uh you know they they save the surrounding structures we a get fire extinguish so all off in the long run that is AC P can't hand the changes in pressure you can handle simp PR that we operate at it can handle normal operations but you start throwing water hammer out there start multiplying the flow R and changing direction it's not going to stay where it is I'm going to jump over through it you guys have touch on that I wasn't here for that meeting anyway right into slow testing um we actually have quite a few smaller uh fire suppression tests that are lined up uh are not usually typically impactful but the information is posted on the town website um we have a larger flow event that's going to take place tomorrow morning fire hydrant flow test uh these are impactful um the notice was posted on uh the town page for this we probably send a reminder out uh tomorrow morning for residents that uh don't happen to frequent the computer or on the town pages will be aware of it um this is actually going to take place um other cor town the intersection of Commerce Way in South Washington Street and uh we plan actually to use this as we have pass to our advantage um com way is actually ro we're going to flush that completely when we're done and actually continue this with our quar ref flushing we typically start in in a a similar location uh when we do our quarter ref flushing flush out dead ends in the high water R area so uh this is going to take it off a little earlier than we expected to in the month but we'll run it right through and not flush basically from one side of town to the other um and uh as far as flushing we actually planning to do the seasonal flushing this year uh we're going to make our best attempt to do a full townwide plus as in p we had to do modified brdg um if all goes well and the water is available and the STA available we may start the last week of this month get a jump on things not knowing you know we're actually going to have a winter after you know from what seems like 4 SE for far um we're going to do majority of the questioning is going to be done at night time focusing on the lar the large trunk Lin um if we have the staff in the water available we are going to do some flushing during the day to to speed up the process um more than likely we'll probably be out there cleaning up areas that would disturb from the night before anyway but if we can work those in to the flushing program and systematically work from from one side of town to the other a benefit for everybody that notification out ear of this week before before you go to give a head up and better a better loing on the time of it start done as well for propos development that is actually for two reasons so we have the development uh the buildings that's going to go in at 299 wash that was approved by compos plan uh they want to verify that the det water main that we're allowing them to modify and upgrade is large enough to supply their facility requir down there so this is a requirement for that uh and if we get really need to go with a starting point that was part of a project from years earlier that was a project probably something years ago that was never completed the water department spent a large qualtity of money sing pipes and stuff all the way into toon with the the hope of actually bringing that pipe down 495 Connect into the pl and uh reason they didn't allow the town to continue with conu on 495 that pight sits there unused unfinished it's not physically connected to our system some work that has to be done by contractors to uh to make that connection and up stand so far cheaper than having to install a pip in that whole stretch down I don't know the differ off top of my head it's not small I'm thinking that's a section of Ty that needs to be installed probably 22 but majority of it in be benefit to everybody that [Music] can are you I am you want to T tou Bas about these hes with the construction meeting yeah I can get a summary on the pre construction meeting sure that's all I what you start all right great so um we have a pre-construction meeting on uh let's see July 30th uh with members of the police department well actually Fire Department wasn't able to attend and I wasn't able to attend either but we did have also conservation and then CC construction who was your low bidder an awarded the contract fall in short the thought is that they're going to start towards the end of August and start working on East Hodes Street first once they complete that work uh they'll probably get take most of the Fall to complete that and then uh we have temporary bypass on South wiester Street So based on timing we probably will not stall any of that until next spring and the intent would be to complete water main work on south wester Street roughly end of March early April through through the end of June to get the pipeline in temporary trench done and then the permanent pavement would occur uh within 90 days just want to wait 90 days minimum for the trench settlement on southwester with the permanent trench patch and then the intent would be either in the fall or potentially at in 2026 to do uh final Paving with with the highway department so overall we're just right now we're doing shop drawing submitt uh we're waiting to get a schedule from them from CC construction with more permanent dates we'll start to send out notices to Residents along these Hodges once we have an actual start date post on the website make sure everybody's notified of upcoming work their intent is to provide a traffic detour plan with signage to shut down east Hodges uh for the duration of the work and detours only open to local traffic obviously folks that are living on those that roadway would would have access um and then you know be able it's it's pretty narrow roadway so you guys know it's um it'll be a lot easier and faster for them to kind of get that done with closing down the street and the police department seemed amenable to that so we just need to get make sure that they approve the plan so in the next uh week or two we're going to be moving uh relatively fast hopefully um and that's about it I think uh no M major concerns I think overall they seem ready to go they're they're still selecting their structural lining subc consultant I think for the uh southwester area talk to them a little bit about that uh we will be taking a look at their plan game plan for that so good news is that they're going to start that next year so we have a little bit of time um to to V everything but uh yeah standard open cut excavation for EES like we've done in the pass so no concerns are high I think that's pretty much it South distri any questions or concerns okay no no thank you great and then as far as anything else with the waterw uh we continue to work with Frank and John and water department on The Cottage Street areation uh system intent is to submit that to mass DP shortly and then once we get approval from them of the system will will be ready to go out to bid and then we've also gone through a draft U review of the water storage study with with uh Frank and John so that those two projects are are moving forward um and then we obviously started to talk a little bit about some modification to our game plan for uh posos Alternatives we're going to actually also take a look at what we can do with Wells one and two potentially reactivate well two uh potentially increase the yield at y1 we're just going to lump that all together in our study of defos and and Alternatives that'll be a good assessment for the overall water system and exactly how you want to handle your sources and then from there be able to better judge you know what next steps you want to take as far as P treatment as well right now our one is testing below EPA levels um so that's all good news on that level we want to just make sure that well two do some sampling over there and and done a pumping test get we have to go through that approval with d first so want to just do a little bit of an investigation and study just to see what water quality you have over there it's not too far away but there are some concerns with h proximity to roadway and not owning the entire Zone one so just need to run that all by mdp drinking water ground lover group through that a little bit but put that into the an overall study so we're working on getting a quote for for that from from Maran house staff on groundwater and put that all together into a proposal for you guys hopefully in the next weeks she'll have it in time for the next meeting and week or so advaned you know review time I think on May that's pretty much a quick summary of the water projects so um my stre meeting the other day somebody came up who was one of the participants and talked about the recent post we got for one of the violations and he said when he online he didn't remember where well number three was so would it make sense that post on our website unless we have it the different I me know you know where the well are and what numbers it is but people can make reference to that if people have a question we can explain to them where it is yeah exactly locations of strategic water saces solve the W problem I every time anybody questions Sol the problem don't tell me I'm not going to be a okay and then dismo after the treatment for providing water is that activator it is active there have been some issues I guess you could say leaning more towards the vandalism problem so there have been times that people have showed up and have been off or service to so other issues that have come up has been that somebody is continuously throwing drug BS and putting them inside the building which is obviously C any animal traffic if they trying to avoid and keep the place clean yeah um so numerous HS have been removed they seem to continuously come back and Def out what the station put four uh so we we're doing our best and keep up with it and uh we thank the res for calling ordinary but that's the reason why we actually had set hours because we didn't want to leave it unattended during the night um just knowing that if something did happen it would the hours more than likely before somebody noticed you stre or wor um res actually there when we have somebody there any feedback R have been able to use it and we've had some some very positive feedback um uh from being doing something proactive we explained to them that you know even though 3 is continuously putting out water that's below the MCL that is still staying active I give somebody an opportunity to to fill up um you know I have update I was going to bring up during uh you know to anticipated so I can go into that now um so uh all of our locations continue to passest below the 25 M um we have seen shifts in the aquaco um similar to what we dealt with after the flooding with water quality changes we're now seeing changes on in Sample so um the sample that we took at L three off line indicated that the results were below uh the MCL significant you know 10 11 that where they had previously done before that that we exceeded um where the world was put online and active in June came in at 10.4 basically mimicking what we assum um results that were taken um just it's up 15.8 well three so we have seen some changes um that took place after the FL which we kind anticipated uh the biggest change we've seen in the aort is actually the T result Tak from the water treatment facility historically we re seeing very low numbers the visits uh we turned 15 oh so it is a combined sample um I don't believe those confirmatory samples taken yet from each individual well com see that major change and seeing that it almost mimic for three showing that the entire ACO is being a change yeah um oddly enough world one which is in a different actually came in with a 7.14 which is much higher than we be so theing range that we saw the elevated levels in the off that still remain we definitely not back to where we were this time year this time last year um is all having an effect not just quality but obviously other items like control over the mercy nature we keep seeing R and we can see these numbers go up go completely the opposite way to see solution in the aqu by having to really it hasn't anything a definite line reason that um only take away from this where the Tre facility had historically been at level to now that we've exceeded the 10 part we're going to go to Mon Mon and actually go to an average taking that quarter what act quarter so un we do have to do some work um like we work at um we hope that we see the def level in the other act for world one remain but now moving forward with our investigation for world one to is going to require treatment as well our our average buing flow is it normal normal quot yeah varies widely depending on the weather um we're at uh 1.5 to 1.9 it's a huge swing and U we out patrolling looking foration system we see something that you know is bre not going to go talk and stuff but uh for the most part it's been for we you hav SE that many people out there you want like we have in which again why we have football back online to meet and when did we see that drop in October or later and later each year I um typically you would normally see a change September into October um and now we've been seeing it run you know all November because we still have you know 50 60 de days yeah so um I think I told John that we had a mystery at Red Mill bus the other day we were missing a full of water out that I think somebody sto I did ask our department to that no anomaly well you know that's the obvious thing since the pum station went there I really didn't think it went there by the way really didn't think that was the case but we also found no evidence of any we just [Music] water not put on backwash and walk away something yeah lock like a simple thing to do yeah could be talk about well two bring that back online there is that the fact that that is would be recommissioning one that was already there that make it easier when it comes to government or off you is it it's gonna be it's gonna be just like a new source approval process pretty much which we've known all along but it you know whether or not we just want to increase the yield at one the only Advantage is you have historical data on it in the and honestly it's been offline for 20 30 what 30 years I think so we don't really have okay now the only fun B we have now is that there's a pipe in the ground that we can put a pump in and see what we get out of it no no no E from the state at all like that at all okay all right then are you good I'm I'm good if you guys are thank [Music] you uh so let's start with in Norwood um so since the last everything was done pay number six 100% of the job but we still held 5% retainage waiting on um so on the contract wee and submit so he submitted an invoice for the retainers which is like 10 and 393 and um that will dra out all the bues that's an job I know CH recently so I just Emil this toam today um so we would recommend payment of this guys I make a motion to approve uh payment recation number seven for no W only Ro station Improvement 9375 we have to J up i' second that motion all in favor all I I'm sorry uh so cob Street phase two since the last meeting they pretty much wrapped up before and they just had some decommissioning the bypass and some clean up at the site our understanding is everything is done now and email back and forth everybody's happy with the site um so we reached out to them I tried to get their inv voice for today's meeting but so um they will be sending on only see so they out there was the issue of the way they did the byass and work once we knew what it entailed in terms of change I don't know if it be one or not we brought it up we said why don't you just send the final invoice and the release of the and be done he can prove it anyway so we hope to wrap that one up that one's not tied to or anything butra that one the work is all done complete payments um I don't think there's any movement on per don't have to haven't any question update commission so you've been working with the the schools on the treat find the middle school to get approval to bypass the treatment process and treat their time field like a Title Five field so we submitted everything to the Board of Health waiting to getar back from him um one of the conditions on that is the temporary the health agent has been willing to work with the school so that they can get off of the groundw discharge permit with the D and be under the for health jurisdiction with a with being Title Five discharge but understanding that the more permanent solution is a connection to the so there will be follow on about um how and [Music] when continue work with them then come up with that solution I think it it plays into a little bit that piece of West Main Street down near the middle school which includes um some of the properties that have been inquiring about service asking not directly there was the discussion at the meeting when they were at the meeting and and nothing no okay just I think that might um a little bit go down there for the schools need be something that the pipe that was sem to the middle school that the one the idea RSE that and send it to the sewer system right what's the status of that like when the sewer system was done that c off and just empty now or so it was um it was connected so it was Capp on the one side and then it is connected into the Gravity Man hole it is actually connected on the yeah saw by the Housing Authority where the pump station is there's a man Hall at the street in front of it down to the pump station so we took that the for went right by it and we had him put some bends on it into the manle so nothing being pumped now a matter of starting at the middle school it's still connected on the other end right to the Tre you know it's just nothing we don't have to be taking anything up on on the other end make it well the you know The Balancing Act there will be it being a 4 in you know how much flow can it handle in addition of that surrounding area and bigger in but that's all I it can definitely handle the Sal school and the middle school more that's something that I think we'll get into as we continue back yeah I we talked about um three to five years doesn't to be openend use the word temporary every yearor um so that's of that I did um' got an update to the I don't know we want to get into some news on this look at any of the with if you want but I think um you know we tried to capture we took all the record drawings that we had um in terms of manhole so it should have you know not just with the sewar but also manhole and the pump stations we also had data on some of the private systems so we kind of colorcoded it so your Municipal system is kind in red and then blue there you know the Red Mill system and the 274 East Main and weaton System since we had that information don't know how accurate the manhole location so I think maybe one of the most productive things would be that you guys have this also email that you PDF so you can p if anybody want look at it but it might be worth um you guys taking a look at it and then maybe a team's call and we can share it on the screen and and make some some of the questions we have like not to go too far into the but like the The Pump Station at Red Millville is that still a private Pump Station so that one so you own so so that's a municipal Pump Station and the force m is Municipal all the collection system in there one stretch that's weird yeah it doesn't have to be perfect like I I tend to tr as Engineers want everything be perfect you know this is red this is blue but the most important thing is you need a map to show people where the municipal system is out in the streets you know so what the mans is not as critical for the rest of the Town wear all the pipes and who owns all the pipes in Redmill that's important between you and rill and I'll leave that we should take a look at it and try and wrap that up um so that you have a better incorporate well I think it's important to make sure that section that public well I have the old M I don't know yeah distrib whoever you want I mean if we allion at the same time created a meeting you know once we start a dialog an email chain so down street street so the biggest thing was um so Paul um DG he is championing this he's he's trying to keep it moving so he set up um a working group meeting um so both Steve and Char there and then I was there with also Ryan and and Anna from West and Samson um but this group The said the commit we've been talking about this for a long time about getting at least somebody from each to the boards right the goal is to get the support of the boards so they can go in show their support select board and P and hopefully approve it and then in their position to get the approval so we had Rick JY from the board of assessors Steve from the economic development committee probably most St talk he also he also but he was there as a representative of economic was sandhead board was this wednes W was proba on YouTube no was work group so yeah Kevin from the and Steve um Steve from the [Music] man there and yeah so those are the people in the working group and then the town manager was there um another office there other people has reached out other department heads you know H by a and some other think anybody else was there um so so you know the Mee is productive and C can chime in whatever but I can give an overview of how it went so you know in a nutshell um what continues to come out it is the same things we were hearing at previous meetings The Stumbling blw for everybody is the refinement of TI that whole requir they can't get their head around it um you know I think they feel probably not wrong that it would be a slam dun without that holding them out from support um so you know we had a lot of discussion about that they still need to go back to their boards it's obviously an important discussion for this group um because that's you know and I continue to explain why requir you know it's not arbitrary there's a reason um I don't know if we can run the M any level of detail about how it affects them you know I don't think it's I don't think the El Street project in my opinion one of them WR I don't think that Elm Street Project M the needle a lot in that respect by not requiring to I think we discussed that eventually if if the 47m get fil the way it's proposed and that would windfall for the users right right that that would be a lot of people to the the US um you know I think you know like going in I think I feel like the the issues that have been holding us back and so Paul did the presentation did did a great job you know he focused more on the econom the information that he has so took it a little bit away from you know my discussion or our discussion was more focused on the sewer [Music] and so yeah the things that have been Hot Topics in all the other meetings with the board you know one is you know what if devco doesn't nobody had a buil was Adam they needed to move off but we need to decide that this is worth doing and we're not going to get it's it's like a game of chipping you know who's going to give first you know deco's waiting for us to say we're gonna build the sewer we're waiting for Deco to say that they'll definitely come build the sewer you know you might still get more from them he's continuing to to work with them but um you know his point to the group was that that shouldn't he need to decide whether this is in terms of the future that whether it's Deo or somebody else is not the only one looking and it's everyone he's ever talk to has told sewer having sewer makes that you know presentation about lack of properties like that not a lot of opportunity left to get the balance in the um the proceed foress of the B assessments I feel like everybody's coming on board that they get you know that those cover the capital cost of the project and then whoever is better I'm not going to say everybody's on board but the group understands it they didn't feel like at the last resident meeting really the last hang up with they AR for the pay B but they got it most people there some people yeah but it's still the requirement still that in know while if I replaced it recently over I think we the better thing I think comes down to that perceived fairness of requiring homeowners to TI into the system um you know one of my other things has been a lack of trust in the projected cost of the project mentioned and I continued to think that um we should bid this job in advance you know a couple weeks before the to and have a real number number CH construction but if we have the actual bid numbers we'll know rest of it what we do you know so we have 30 days we can so we can put 60 we can say whatever we want typically we say you the contract is b as good for 30 days we can write 60 days into it inh typically we do 30 days and if it's not going to be ready you just send the letter and the contractor will extend it they want the job so that's not a big deal yeah so you would lose the cost in ter for the bit right which um you know then I in again in comparison to the cost that have been spent but to Seven Grand ibly to get a job through the process into so when it comes to people being having to in in seven years the only way that we could put a SE line in and have that not be the case is if it's a dedicated one just to read some kind of force M we can't right right if we didn't yeah then we wouldn't better anybody so have yeah and then if they wanted to eventually too bad so but what the decided they thought was the best course of action was to oppose a change to the bylaw that requires them to BU in one that just changed making it based onic age this long this long this this long and Steve warw said if you want to get to passing the easiest way is to get rid of that connection re fish not wrong of course it's more like you know but that don't have a conne requirement that do have Municipal St yeah it's more common to have some kind of requirement it's more common that's years is normal the normal thing and like Stephen said was this project a little different where you got the potential of a large customer base getting put in that kind of right away systems of not driving The Bu right that's the problem but as I brought up in the meeting as you expand down West Main Street you don't have these type of projects and if you were to change that by law you have all those homes on West Main Street that still hav't tied in because as I pointed out in the meeting people don't tie in until they have to like some brought up oh most people in between 10 and 20 years and I said most people only care they don't careem like yeah there a complaint about it you know so there's two sides to that too if you change if the byog gets changed and again this isn't we we this commission either supports it or you don't right it's not if that's what these boards are saying they want to put forth and then they'll support the sewer out of I don't know but how could that happen in one time meeting you would have to do the so yeah it's two articles and you you would have to do the bylaw change first and they would both have to pass obviously you wouldn't again this isn't F this is just where we're at now and they were going back to their boards um and a point I had also brought up is that you know the own straight resident the getting rid of that connection as a concession on a middle ground something to work with that if that connection requirement gone the next year bug that comes up well I don't want to pay a better fee either I'm sure W theid yeah nature I think yeah until your fail until your system fails yeah how many people test their one one fact is so they bantered around what John was saying about okay what if we um so you leave the seven years but then if somebody or if somebody has put in a system they have you know how long is a system good for if they can prove the age to their system if a System supposed to be good for 20 or 30 years they have 20 years from when they put their system in somebody that and it's going to get so this is how these things go right everybody good they didn't ask the civil engineer about the life of atic system I think the member of the SE officer answered the question about how long the SE system was kind of funny actually yeah which yeah um so another thought and this so Ste for just coming back he's just complicated I feel he was just on that horse he feels like these things keep getting debated and it keeps getting Su keep getting shot down because of this I know there've been several votes and there's been a lot of battle I don't know that any's actually been shot down because of it but it's made the votes hter but um you know another another thought that I didn't bring up that night but came to me later is when you get to the the time frame when you have leave leave the way it is or create some time frame and then give people the ability to hire somebody to prove that there to pass a title TR and as it passes so basically until F but you have to prove that it hasn't that it is still function again it's just a a layer that probably complicates it you know to you know mention that in front of Christian and be like I don't want that she have a thought right it's the whole the real issue is you need to right you need the people to come in we're g to build this infastructure [Music] I don't know how else to to fight this battle with the people that were trying to get the support so yeah hill we the pushed as many facts as was possible and it's we're supposed to reconvene you know the select the the representative select board was gonna touch on it with his group on Thursday just touch not ready to vote on but did they get the understanding of the $35 million Grant that's going to go away on board that you should do this you should trally that's what we talk about I'm not even sure they all feel that that's a wrong thing the connection requirement but they feel that in order to get it pass the T that's going to need to be when it's gone Frank you must have an opinion I know that John came back sh yeah about it I I don't see how an Enterprise can expend money on major projects without comfort of knowing you're going to see a return on your investment within a certain deter amount of time we use that to reject our budget for the future and plan projects down the road as I anticipated you also mentioned it's very and look ball millions millions of dollars get the better P yeah operational the operational cost is the hang I if we don't seem like they face on the conversation we had the other night if we continue going with our way with project will [Music] not yeah that's the I got so it will not get the the support of these commit at least the select board and the and the potential a special conion can be made for this project because it's it is targeting aiz projectc so it's a benefit for the town and the town has yet to provide us anything that they're interested in actually supporting the town to take a percentage of the tax revenue that's going to be generated from this build one and appropriate that for paying down some of of the about tax Rue and how was basic of the project they put back and for three four five years an excellent job wonderful presentation really the hang up and spe from the where guy was really done very voke up about his and again when that disagree I mean they in the to they had this thing that somebody said that the town and M who were connecting orance which is variable over time or something it seems to be much too complicated you know what the age of anybody's system is unless I don't know how you make that determination two doing a test on it that might tell you if it's working that day but that doesn't tell you indication what's left on the life is is that if it was to get W for this project you have some very upset people very vocal people on Main Street so and if it's still a town bylaw all it takes is them to perold that to meeting and say I want you did it for this there's no reason you can't do it for us and you know there's a lot of sympathetic not saying good or bad pathetic years on these boards side of with people so and if you do wait it and you put it in in the read Bon contract whatever fall through in that property like for 15 20 years for that you're not using and that property would get assessed by the town but like I said in this meeting I said what happens when we want to putp sewer down West Main Street and those two Parcels that are left there's oh yeah we want to now that the sewer going down here we want to do this big project and then there's an economic downturn and now you're waiting for all these residential homes that connect to this sewer line that now have no requirement to do so so the do begin with and now you have hardly any FL the you know just as as as said there are reasons that toir but like like you also said all the board can do is recommend or not recomend I wonder if the change in the requirement of number of years would be different than getting rid of it and people die like we added three more years to it we think that would like okay 10 years or or you think people are just a hard no on the as getting so it's about the board right it's it could still pass the boards could turn it down and it could still pass it's just not they still don't get you know so we have one there just the the three- ring circus that these things always turn into so you propose it and then like are all the planes three people tied in there or did that extra two years mean that they're still waiting for their deadline and and they're not going to get up in line and dispute it because they still haven't tied in and therefore it's not it helps them and the same with the West Main stre there's two sides to that gu to say if 80% of them have already tied in are they gonna come out with their pitch PS and say you may be tied in whereas if only 20% of them TI the other people will support it to just take that off of their that's just about support that doesn't take do we have those numers statistics how many people these somewhere I mean we can get it it's very l commercial yeah more commercials but that's the so the future so this to project is not about to go back to it's it's so much easier to sell when it's everybody system there yeah yeah yeah they need it but these people don't feel like there four you know four or five thate right you know the apartments will tie in that's six and that's six connection you know and there are two other systems that are in failure but and then a few people will feel like it's so was still be a retirement so at the time of the sale of the property it should be re the would fail do they have pass you know it's another layer that I don't want so the policy so there the policy that you now have for the privately extended tours that if somebody extended a St on a St that wasn't fil by the town they don't have to tie in until they they that if the system fails or if they sell that property when they sell it I didn't know that was a STI so when you sell it you have to get tile inspection you have to get inspection if at that time it fails then it would fall itemp to more apartment like that you can't replace your could anyway is going to get very well people get it sounds like they can get past the betterment I understand that a little better and and and this requirement to in is a deal breaker for them I I don't think I would be supportive of getting rid of the requirement completely if the if the if we if the con question to get this done is to massage that article a little bit to give them more time or or some kind of weighted system or whatever you know maybe but to do away with it entirely and just say nope you don't that's that I could just picture putting the sewer l in nobody connects read sou and there it's like the worst case scenario is worse bad than the best case is good you know yeah so I might be open to to like I said massaging that article a little bit I don't think we should go much further than it is and I don't think we should get rid of it entirely definitely shouldn't well the only other thing is just do the M action modified something like setic system over the last five years you can prove it we have another 10 years and if you haven't done it then have to those records if it the last years was done 15 years ago they not have those record they have to have record I that might and I can find I'm not sure what the person was talking about I I look quickly I'm follow up on it it sounds very labor intensive from the Board of Health perspective and manage that you know I have a good computer program C money maybe they need another person on staff now just so I'm sure already has [Music] for S you you made a comment earlier too I think make sense is that this might be a hill that we die on I I don't think we should concede so much just to get the sub Road where we conceeded so much that it's hurt us I think having a connection no deal is better than that a connection requirement of some sort like was even 15 just for take argument you still have all these residences that residents that know that a requirement is moving and they may be more likely to tie in knowing they have to tie in than never having to tie in you know even if it's like to my at a couple thousand dollars what was it worth at me spending the extra six having my SE TI it's seven years and it's been five now they're under the gun been yeah that makes sense but this maybe the best approaches for this commission what they if anything what they're willing there a proposal where I not so you go to 10 years and then if somebody can show a that they replace their system you know 20 years from the date the whole why why does this keep CH change it to the compromise works and doesn't kill the project so because they had [Music] was and everybody connect was and [Music] years still bed on so the main street is more an economic right so there's the res so the two areas that highest these areas we getting everybody around the resir which is qu water quality issue and then everybody in the main commercial belt which is more of an economic you know there small lot is not a lot you can do commercial out there you can't have you can't put in a bunch of treatment plants and have you know on-site systems that handle a lot of FL so I think it's more of I think the whole West Main Street piece is more economically driven to make the commercial District more viable that's what makes it what is the cost on doing the title function too expensive I guess I guess a one a small small local operation the but what I was getting at is could we impose something where there's still a time limit to tie in this but with a caveat once you get that limit you cannot tie in as long as you annually prove that you're good and now they have to test every year [Music] and that's put all that work on the health and if it's that much I was take few that much money people probably want to do that would defin in to [Music] go there are variables been only because might by this one project know you think I might W thew this one because of that anything the Enterprise find checking on wording whether not I don't know about that I worry about it anyway for this project is West Main Street people say I want to change for me so tackle that in the future the whole point of this working group is to not have to that's point of is to what we originally said to this can't be the battle we have every time that's the whole point like yes we want this project approve but the town wants this project approve but the point is to come up with something that work that the board support which like all the boys are going to support the same thing it is pretty different from all the other ones that it's not really a need it's a want all the other ones need and I also brought out this is a the fact that you know they were talking about the tax D tax ding where you get into the Enterprise general fund like I said I don't need need to sound C but the F Department doesn't care about the you know yeah we water you know but resolution that's make every person happy the way it is yeah is always Bing best you can the next and encourage PA get we set up and it's
