tonight test test uh good evening everyone uh tonight we have two presentations um it gives me great pleasure to present the first um to the Nutley High School Marching Band um they've had a tremendous year uh um all year I've heard nothing but competitions they've won and success and and I've seen them at some of the football games they look great um so much so that the board wanted to invite you here and share with you a resolution they look to approve later this evening I'm going to read the resolution whereas the Nutley High School marching band has a long-standing tradition of excellence and musical performance teamwork and dedication and whereas the members of the Nutley High School Marching Band under the leadership of the director staff and student leaders have consistently demonstrated outstanding Talent discipline and commitment to their craft and whereas the nut Le High School marching band has achieved remarkable success during their 2024 season earning numerous victories in Regional and state competitions showcasing their exceptional skills and artistic expression and whereas Nutley High School marching band has most recently achieved distinguished honor of winning the New Jersey state champions and the United States band group 3A National Championship a testament their unparalleled performance hard work and dedication and whereas the members of the Nutley High School Marching Band their director instructors and supportive families have brought immense pride and recognition to the Nutley high school and their entire Nutley Community now therefore be it resolved that the Nutley board of education formally recognizes and congratulates the Nutley High School Marching Band for their outstanding accomplishments and their historic achievement of winning the US band's title and be further resolved that the Nutley board of education extends its deepest appreciation to the band director staff and all who have contributed the success of the Nutley High School marching band and be it finally resolved that the resolution be entered into the official minutes of the Nutley board of education and a copy be presented to notle high school marching band as a lasting tribute to their extraordinary achievements adopted this 25th of November 2024 by the Nutley board of education [Music] [Applause] um I would like to thank uh first the students and their families of course our wonderful staff Mr V who I'm going to call up in a minute of course the nutly music boosters who 100% support uh the students in in our school district I have here in front of me a resolution signed by each board member and certified by our board secretary for the music department come on up Mr V thank you so much for your hard work this [Applause] year uh thank you Mr B the Board of Education all the trustees uh this is as I always say it's not me I get the accolades as the Director but it's the students um they are the ones that are bu in their backs each and every night that they are out on the field each and every day each week for a dense schedule as I like to call it from the month of August until the beginning of November uh the countless hours are unbelievable it truly takes a village and a community to build the team that we have going from the support that we get from the Board of Education in the school district from Principal Williams Mr retto uh all the way down to every single Town's member here in Nutley whether they stop by or honk which is obnoxious during practice but we love it um to you know the fire department and the police department roaring out of their Firehouse um our booster program is phenomenal and we cannot do this without their help also and their support so we want to thank the boosters students I thank you enough each and every day but truly again this is something that all of you should be proud about because we did it together you guys did it and lastly to the parents for for dealing with the intense schedule and uh you know being there loud and proud as we always ask for each and every week so uh you know my staff was phenomenal everybody was a creative mind together I cannot take the credit for that each person added a piece to the pie uh so we are extremely grateful here in Nutley to have the support that we do and again to bring home for the first time ever in Nutley history a State title and a national title in one season and also scoring the highest score in Nutley history of a 96.1 [Applause] so I'm going to call up in a minute the students and staff that are here for a photo um unfortunately have music kids are involved in many different things whether they're at work tonight or at another rehearsal many of them but uh many are here and I appreciate you guys coming tonight uh students come on up and staff [Applause] [Music] [Music] get champions [Applause] [Music] champion [Applause] please come on picture [Music] [Music] naal [Applause] [Music] chance e [Music] okay we have one more presentation the biannual Hib report and for members of the marching band you're more than welcome to say this is a fascinating presentation but I understand if you want to go and do homework of course Mr RTO like that thanks for coming tonight um good evening for our second presentation uh twice a year uh the district must report out in a biannual Fashion on our hip cases founded not founded code of conduct um as reported by each School uh this brief presentation will go through the data sets from January of last year till June of last year uh as the by annual Hib report to the Board of Education um at that time uh we've had a little turnover on our Hib staff but at the time of January to June uh we have Mr Capello as the anti-bullying district coordinator Mrs thel at Lincoln School Mrs alar rackliff School Mrs Dan BR at Spring Garden Mrs Ser nigle at Washington Mrs barbone y Miss Janice at John Walker Middle School and miss a Shak at the high school um when hibs are reported either through Anonymous site through teacher or staff reporting uh or through student reporting um they are investigated by the code and statute requirements and they fall into three categories a non non-hib event or unfounded a Hib event or founded or code of conduct violation Hib law is very specific as to the criteria that uh must be used to describe a Hib um it the incident had to meet the all of the criteria uh to be found um a hip event um by the anti-bullying Bill of Rights um our statistics for January 24 to June 24 um include 70 cases that were investigated in seven of our buildings seven at Lincoln 10 at ratliffe 16 at Spring Garden five at Washington 13 at John Walker Middle School and 14 at high school at our elementary level uh this bar graph demonstrates uh the blue of reported cases that were investigated uh the founded hibs are in red the next bar column to the right of the blue um the unfounded hip events are in yellow and the code of conduct violations are in purple at the elementary level uh for the confirmed hip cases there were 14 uh they they were uh from the following characteristics uh ancestry color national origin race religion um as well as disability um in one of the cases at John Walker Middle School and Nutley High School the same bar graph represents how many cases were investigated how many were founded how many were unfounded and how many were code of conduct violations in our Middle School and High School uh we had cases founded in the in the areas of disability race sexual orientation and other characteristics uh for uh for founded cases there are remedial measures that come from the building level Administration as well as from myself in some cases uh they include discipline loss of privilege detention suspension or social probation school-based Counseling in most cases School counseling and special services Counseling in many cases we ask students to reflect in an assignment uh or research a particular topic uh in in many cases we require a parent student conference uh classroom lessons staff supervision monitoring seating change conflict resolution these Ro ways um or things that happen when we have a founded hip districtwide we make sure all staff are trained on Hib law anti-bullying Bill of Rights um we meet with the anti-bullying specialist frequently with Administration Mr Capello joins us for many of our principal meetings uh we have weeks of respect announcements social media post we also have our resources on our school counseling department we have links on our website to help students navigate at the classroom level we do lessons and training on HP prevention we have two sets of curricula that are embedded ckcc and our K5 curricula and ruler curriculum um that's on its third year now in grade six six through 12 we also partner with nly police department for lead we have advisory periods in sixth grade as well as in John Walker Middle School twice a month and our health curriculum naturally spirals through these we also have several clubs at both the middle and high school as well as the elementary schools that help support um anti-bullying messaging uh thank you for this brief presentation um and reporting biannually of the Hib numbers um Mr President can I take any questions the public may have there the board staff Ames and community members as we move through November and into the holiday season I'd like to share highlights from the past month and preview some exciting events in December we parent teacher conferences thank you to our teachers and families for engaging in meaningful discussions about our students progress these conferences strengthen the partnership between home and school um this year pomptonian food servic has joined the Washington School parent teacher conferences showcasing some of the delicious offerings for lunchtime families appreciated the opportunity to sample their food and learn more about what their children enjoyed in the cafeteria every day students from our High School AP environmental science and environmental clubs partnering with the Watershed Ambassador as part of the americore uh through the New Jersey climate Grant to raise awareness about water quality concerns in Nutley students conducted tests on local streams associated with the Mud Hole fostering a deeper understanding of environmental stewardship in our community I'd like to congratulate uh two of our student athletes who participated in the division one Signing Day two crew students Caitlyn Chua and Aaron Kirby sign to continue their academic and athletic careers at Ruckers University and the University of Texas resp uh respectively I would like to thank our culinary Department who partnered with the Chamber of Commerce to host its annual Thanksgiving Day luncheon a special thank you to John gardo and Lisa boyman and the students of hospitality and culinary 3 um their hard work made this event a success I think we had more people than ever at the lunch in it was a very nice event uh in November the district held professional development day focused on empowering our Educators uh sessions were led by the Ruckers behavioral mental health uh clinicians luran Gill emphasizing trauma informed classrooms teachers participate in various breakout sessions that day covering topics such as understanding some of the DI diagnostic data District's receiving from I ready and EXL as well as our common assessments um a session we partnered with the town on on implicit bias thank you uh to the Department of Health and cultural inclusion we've also gave Preschool teachers and AIDS first aid and CPR training as well as many other sessions uh to enhance our teachers and staff skills um looking ahead to December uh Santa Claus is Coming to Town mark your calendars uh he will visit uh the oval the day after Thanksgiving to kick off the holiday season uh and we're also inviting parents uh to a virtual presentation on navigating social media uh challenges with students hosted by the Ruckers Behavioral Health clinicians uh this presentation will provide strategies and insights on supporting children in today's Digital World the link uh to this meeting is available on our website that's on December 11th uh we also have a whole host of Winter concert celebrations um our students are busy preparing for their winter concerts and end of Year celebrations these events are wonderful every year and I encourage you to visit one or many of our students uh work they're wonderful as winter approaches uh and our reminder last week please remember that student staff saf and staff safety is our top priority in the event of inclement weather families will be notified through our emergency communication system and now is the time to ensure that you are on the emergency um communication system to ensure you receive timely Dita our business administrative report thank you uh we are in the final stages um of completing our annual comprehensive financial report uh for the 20232 24 school year um on tonight's agenda there are a few resolutions in regards to the capital reserve fund and the capital projects um that are being done because of the audit um and we will be presenting uh the findings to all of our board committees and they will be presented to the public um at our meeting next month um over the next couple weeks um we're going to begin our the budget process for the 2025 26 uh school year um and it's about a four-month process um so we're we're just going to be starting that now and then it'll conclude uh where the board will improve our preliminary budget um at the March 2025 board meeting thank you thank you Mr D okay um we were supposed to have our student uh representative here um but I don't think he's here tonight um so we're going to move on to committee reports uh Miss danek Martin academic yes Mr President the academic committee meeting met on um Thursday November 21st at 5:30 Mr myusi the music teacher joined the committee to discuss the overnight field trip and competition planned for Hershey Park this spring Miss Lo cons solo presented the conversations and progress on the CTE and media studies program review and Mr vicarello and misss Rabino joined the meeting to discuss specifics surrounding their data collection surveys goals and progress with their Department program reviews Miss loans solo updated the committee to the development of the Nutley high school program of studies speaking specifically about conversations and intent with language surrounding class rank GPA and grade inflation Miss loans solo updated the committee to field trip and professional development requests that will be on the board agenda Mr vanana updated the committee on resolutions regarding preschool submission faculty matters including Lincoln School auditorium uh seats and and hallways as well as Personnel matters the next meeting of the academic committee will be on Thursday December 12th at 6:30 thank you thank you Mr anek Martin uh Mr kazinski Administration yes thank you Mr yes thank you Mr President um the administration committee met on November 20th myself Mr Mr balam Mr Scotty um we discussed the Mr B updated the committee of to the procedures and process regarding the 2526 preschool submission B updated committee to the board resolution and students entering homebound instruction Mr B updated the committee to linoln school facilities projects included the auditory receipts and basement hallway Mr B discussed the preview the by anual January 24th to June 24th presentation Mr B also discussed the integrating Trends to current incidents Mr Mr B upd the committee to a meeting for administration which which with the joint Insurance Fund regarding next year's projections Mr bander discussed recommendations for employment associated with the board agenda Mr B discussed the student matter as we will Legal matter with the committee Mr B updated the board to the ongoing process of efficient affordable property acquisition our next scheduled meeting is for December 12th thank you very much thank you Mr kazinski Mr fagin's finance committee report yeah thank you Mr President the finance committee met on October 25th in attendance was truste baglia feraro and myself Dan frenos uh Janette makus Kent ba and uh Mike D Finance resolutions discussed including a new Auditorium chairs in Lincoln School due to the fire resolutions from our audit to correct some findings broker fees being paid directly to the district and reviewing the check register board secretary report and treasur Report the corrective action plan was reviewed and discussed based on the findings from the audit and our insurance broker iMac will be at the December board meeting to review the benefits thank you Mr fraginal Mr Scotty policy yes Mr President the policy committee met on Tuesday November 20th the committee was provided with policies to review prior to the meeting the committee review and discussed 60 policies from The District's policy book in the areas of program teaching staff members support staff students finances property operations and Community after disc excuse me after discussion the committee moved 60 policies to First reading the meeting adjourned and the next meeting of the policy committee is to be determined thank you thank you Mr Scotty we now come to the portion of our meeting where we allow members of the public to address the board in this section we allow questions or comments on reports resolutions and all School related matters our board regulations uh number night to bring my daughter to the meeting for them her to go ahead and see the band recognized tonight as a buding musician in fourth grade it was good for her to see that recognition so I just want to thank the music program for the outstanding job and look for something look forward to the future for my daughter so thank you um first of all Al secondly I'd like to just go ahead and say thank you I was reviewing the agenda beforehand and saw the detailed Bill much more detailed bills report that brings a lot more transparency to the board so that thank you very much just have two questions regarding that first of all is uh what is a payment for a parent contract okay Mr D if that doesn't work you switch this was it um I didn't I didn't have a specific name because I don't want to call out a person in case something that's you know uh specific to a student but it's something talk about payment contract I saw payment student parent contract I saw it a couple times on it there's individual names listed there yeah most likely it's a we we do have some parent contracts um that we do for uh Transportation um we are required for specialed students to transport um them if it's in their I AP and um they can either get a a bus um to transport them or some children to be on a bus um so they'll they'll get a contract with us and uh transport their their their um son or daughter to the school and then we we re for that great thank you and then just um there was also a specific bill I had a question about um we paid the Nutley Police Department over $11,100 for security services at GSA which I'm assuming is a abbreviation for good sheeper Academy what was this payment for yep yeah that's um uh through the um um good Trevor Academy is one of our non-public schools and they get um uh certain grants from the state um the money comes to us and we um use that money to to pay for things for them um and we they do have a um a security guard there um so the security guard is hired by us and then we use those funds to to pay the security guard salary a good Cher so it was Grant funds that wasn't taxpayer funds yeah no taxpayer okay great thank you um and then uh another question I have ever since the August board meeting when is announced that Chromebooks were not being given at the fourth grade level this year to save money this has been a topic of conversation pretty much every board meeting not once have I heard on such a Hot Topic the amount of savings the district is realizing this how much is the district saving this school year by eliminating one to one Chromebooks on the fourth grade level I don't know number approximation or if you can get that number for me sometime the future so I I I don't have the number here I I can get you the number I know I I I think Miss Marcus is telling me 47,000 about 47,000 I appreciate that the first of three years 47,000 the first of three years would be so that'd be about $150,000 if I'm understanding you correctly over the life of the lease payment all right great thank you um and those are my questions thank you very much thank you thank you does anyone else have any comments or questions uh Dan preport 236 freely um thanks for giving me the opportunity to speak with you today um I'd like to talk with you about the possibility of giving students and staff off for two important Jewish holidays with minimal to no disruption to the current schedule the two holidays are Russia Shana and Passover these holidays in addition to Yum ker are considered non-working religious days in our community with students and teachers attending religious services and family gatherings I think the change we're proposing would help make things more inclusive for Jewish families and continue our valued partner parip so russan is a two-day holiday it's the second most important observance in the Jewish faith after yum Kipper many districts in New Jersey like Bloomfield give students and staff off for the first day some districts give off for two days with who have a lot more Jewish population I don't think notle needs to go that far but I think giving off the first day like many other districts would be fair and appropriate now the timing of Jewish holidays they shift every year so Russa Shana and yum Kipper don't always fall on weekdays in most years one of the holidays ends up on a weekend because Russ sh and yam Kipper are 10 days apart that means in a typical year the district would only need to give off one day um for these holidays The Only Exception is the 2025 2026 school year where Rush when Russia Shana and yum Kipper both fall on weekday for that year I'm asking for one additional day for rashash Shana since yum Kipper is already on the calendar but after that either rashash Shana or yum Kipper will fall on a weekend for the rest of the decade so no additional days off will be needed as far as Passover and spring break Passover is another major holiday and Passover usually lines up with um the week before Easter like it will in 2025 and when spring break Falls the week before Easter like it does for this year it works out great for Jewish families because we can observe Passover without missing school and when spring break is scheduled the week before Easter it after Easter it can creates Conflict for Jewish families who want to observed fully so what I'm asking is for the board to continue to keep spring break the week before Easter which includes Good Friday like it is for this current school year this way both Christian and Jewish families can observe their Traditions without the district having to add any extra days off so in summary I have two requests one starting next year give offer yum Kipper and the first day of rashash Shana and in most years this will not add any additional days off except for 2025 2026 um secondly keep spring break the week before Easter which includes Good Friday like it is for the current year so Jewish families will be off for Passover as well these two changes will allow Jewish families have offer Passover yum Kipper and rashash Shana and will only add one day off additional for the rest of the decade um thank you so much for considering this I think these adjustments would go a long way in supporting the Jewish community in nutly and happy to answer any questions or provide any additional information if you have any thank you thank you sorry you any questions or thank you any anyone else have any questions comments much shorter my name is Michelle graziana Whiteside and I'm from 78 Raymond Avenue in Nutley I am one of the co-chairs for Project Graduation for this year for the Nutley High School um we have been having an issue for since September with trying to get our venue they require what they are asking for an st5 form what we have is an st4 form and they will not accept that the form we actually have is also signed by Dr Glazer so it is outdated we have they are holding the date for us but they will not hold it for much longer and it seems like nobody wants to take responsibility to oversee Project Graduation we have asked the high school and we are told that it is not their issue because Project Graduation happens after the students have graduated we have asked the PTO they said they will not sign the form for us to oversee we have spoken to board members and we have spoken to Dr B and we still have not received a response so we would just like to know the other option would be for us to sign it and we're not prepared to take personal responsibility for Project Graduation so we would like to know where does Project Graduation actually fall under who takes the responsibility for that and how can we get this form signed so these kids can get their Project Graduation because we're running out of time and we're running out of places to to do this Mr B I know this Project Graduation goes back many many years so um I know it's something that um Mr B may have some insight on yeah F first thing I want to do is say I know we've been in contact a while ago I apologize I thought you had the form you needed and I'm sorry you don't um I I will say that Project Graduation while we donate busing um it's typically it's not a school event you know and um I know a separate committee has been running Project Graduation for quite some time as long as I can remember I will say that following this meeting I'll speak to Mr Dita to make sure anything the school district can do to support you we will do um in making sure because it's happened years past so there has to be a solution here right right so we'll work together and if I can grab your number uh before before we leave today I I'll commit to calling you before Thanksgiving just to make sure we can get this get this done that would be great and our bank account is under the Board of Education it is L so just so you know I don't know if everybody knows that I'm Mrs Sarah Marshall 261 Franklin a um last time I was here a couple months back I had asked you guys to reflect on the cost of your office space versus the um short like Staffing of lunch AIDS and it's also come to my attention that also the par professionals and bus AIDS have lost an hour of lunch I don't know if any of you have lost time or money as far as your schedules all I know is it's affecting the glue of the schools when you guys are talking Hib violations it's the lunch AIDs that are there and that have been there for years and they are also getting older many of them and to just see them kicked out the door so unceremoniously as they're becoming more elderly as they're dependent on this income to see the pair of professionals who are struggling with that one just one hour a day that you've taken away from them for budgeting I mean I know the schools have picked up the PTO have picked up some of the Chromebook expenses you know and as I just heard that's $47,000 that has been saved um do we need to start donations so that you guys can pay the Lun shads properly again I mean three hours a day you guys didn't even guarantee them 15 hours a week this is really affecting how do you how do you propose to cut things that maybe you can do without perhaps that office space at $177,000 a month mon I mean if the trailers are good enough for the kids yeah so so thank you and we we understand right there's there are many challenges um especially this year with the budget um and and going into next year I'm sure there's going to be challenges so those are those are areas that you know we as a board and the administration are going to look at um you know we are volunteers we don't we as board members do not get paid so we we do this as you know volunteer um but you know that the lunch the lunch is sitation Mr Ben you could speak more about it but um it is a challenging area um because it may only when you say it's only an hour but when you you look at the impact on the budget over the course of the entire year it probably ranges somewhere close to a half a million dollars so when you look at that and you look at all the different areas that um you know where the challenges are it becomes difficult to to make those those changes and and no matter where we as a board or an Administration decide to cut um it's always going to come at at a challenge it's going to come to you know to where someone is going to is going to lose out so uh Mr Ben you could speak more about the whole lunch Aid and the lunch coverage yeah I just say one thing before you transition you're taking I understand what you're saying completely but when you're taking from those that are already at the least paywise it just seems incredibly sad I thank you for your comments um I I would like to speak to maybe outside I'm I'm not aware of any par professionals losing an hour of lunch um districtwide lunch AE we are right sizing per the need for our lunchroom which is only an hour right now um so we are in the process of looking at everything in our budget making sure it's exactly what we need and if you have specific information where this is coming from I I'd love to hear it so I can understand what you're speaking about I've just heard from the bus AIDS and Pa Professionals in general that they were the hour of lunch was cut so their day was reduced and it's ends up being five hours a week which impacts especially when they're probably like you know these the people that I'm speaking of are probably the lowest paid in the district so that's kind of where I'm speaking from you know thank you so much for your comments thank you thank you anyone else have any questions hi Erin theodoro 29 favor place um I just want to take this time to say that my daughter is in her second year of the preschool program run by the district and she's been having a really great experience I want to take this opportunity to thank April vidello and Delan yel jnick I'm on the Early Childhood advisory committee over the second year they've really been working to build up the program and really increase that homeschool connection and I think it's wonderful and I'm glad that the district is growing it and I just want to take that time to shout them out because I really appreciate their efforts and my daughter's only her she's the youngest Raider and she's having a great experience I want to thank the district for that thank you thank you anyone else have any comments uh Nick Fay 66 dring Gard have I wasn't going to speak tonight but I just wanted to pck you back off of two comments tonight uh the first was uh Mr Jacobson uh I think the one thing to ask about uh is appendix C the bill list um looks like there's more description on it I just wanted to point that out because it's the first time that I'm seeing that uh I know that was brought up at previous meetings it seems like that's something that uh has come up and looks like you got to fix to it I just want to know if that's a permanent change yes yeah uh so thank you for that thanks for the the more transparency in that um and I think it just shows uh with the corrective action plan that was put into place last year I know Miss makus behind me I'm a little intimidated with her sitting right here um but with her report from I think it was July uh with the PO process going in place it seem like things are are starting to change for the better uh that there's more transparency financially between the board Mr Dita and the community so I appreciate that thank you um Switching gears a little bit to what Mr Pratt Port brought up with the Jewish holidays uh I also want to point out the fact that uh with the town if there can be some coordination between the bard of Ed and the town uh I know that no homework nights are in place they're in place for reason they're in place for uh members of our community to celebrate and not feel the stress but between school and home uh religious per for religious reasons uh I don't think it's appropriate that the township puts on a movie night on the first night of I think it was I apologize it was the thing was yam kapor correct I don't think it's appropriate for the township to put on a movie night on the same night as uh no homework night that's that's excluding a portion of our community who could also take part in those events so I think there might need to be a little coordination of the purpose for those no homework nights uh between the township and our Board of Education thank you thank you anyone else have preparing our board agendas and taking on so many different tasks um throughout this transition you've been a big help in our office thank you so much yes thank you m grco um any new business okay um whereas the Board of Education will be discussing matters exempt from public discussion pursuing to njsa 10 column 4-12 now therefore be it resolved that the Board of Education recess to close executive session at this time to discuss student issues legal issues and Personnel be a further resolv that the results of the discussions will be made public by inclusion on the agenda of a subsequent meeting of the Board of Education or when the reasons for discussing such matters in Clos session no longer exist can I get a motion to adjourn and two executive move okay thank you
