parade route follows paage drive onto Grove Street and right on to 22 North and then left onto the Oak Street and ends at the DPW building please join in the holiday sing along and meet Santa and to point out that the mayor activated the Oakland OEM to monitor the ppon Lakes Wildfire members of the omem fire department and the mayor met at Pompton Lakes unified Command Center for briefings Oakland forwarded updates from Pompton Lakes Wildfire to resid in Oakland on both the Oakland burrow and Oakland Police Facebook pages to keep everyone informed I I do want to thank everyone who was involved in that to to help keep our residents informed Bush Plaza orange and for Bush Plaza orange and rockid connected electricity service yesterday um so our our next step is to have our vendor come aboard and then get the energized Delights and also they'll stop the question of when's the clock going to be correct correct now that we now that we have electric at Bush Plaza the clock the clock will be corrected shortly um good news for people who live in the reserve fil is being installed in reserve expect to see utility markouts and flags in the neighborhood Crews have completed phase one conduit installation on the north side of the reserve crews are now working on the south side and expect to complete the phase two conduit installation by end of year this will be followed by F optic cable installation starting next year so all that's a nice way of saying that the f is going to be in the reserve going forward that's good for the residents quick Patriots way Bridge update the psng gas main was completed last week the project ran to an engineering challenge with with a new water M there's a change order on tonight's agenda to approve to approve to approve moving through this issue and address the changes we expect to see recruits uh we expect to see the workers return in December to complete the water M and that's that's all we had for the mayor's dep report repairs that were're done we've had the second grade classes coming in now they're doing their annual Colonial program we've had several open houses we've had all we've had some Spinners come to to do their work and uh just a wide variety of people putting on programs recently so it's been very popular so uh December 8th in the afternoon between 1: and 4: the historical society is going to have the house open too we're going to have Santa Claus visiting St Nicholas children can come and have pictures taken and we'll have some Spinners there again and we'll try to do some open heart cooking cookie baking and stuff like that so you guys are all invited time from 1: to 4: in the afternoon 1 to 4 yeah and there's another issue that's been on my heart for quite a while here there are two people women in town Elder older women that passed away recently right and it's um beginning of November and I know that the town runs are Accelerated Tax sale November and I looked I was just looking to see how many uh homes were on the sale this year and I see these two women and their families while the ladies were like dying literally they they couldn't pay their tax they didn't pay their taxes so now they ended up on the tax sale the families came in and paid right away but I know how the Accelerated Tax Bill works works they get charged $100 if they end up being on the list so they won't be on the tax sale but I know in the past uh a tax collector who would care about the residents would have a send out memory notices to let people know delinquent notices to let them know that they're late so they can come in so like 50 people have already paid they were on the tax sale this and let them pay without being charged the extra dollar fee just seems you know it breaks my heart when I think about these women and the family and and how many other people on the list were also ill or having trouble and if she could just put her tax sill one week later that could be avoided all these and there's no reason why she couldn't um you know $100 for for advertising supposedly I'm sure it doesn't cost that much I don't know what you pay the New Jersey tax sale company it um I'm I'm sure it's not $100 per person and you would save the burrow would save itself the money if these people did not end up in the tax sist you wouldn't have to pay have them on the list they're you know they're not going to go up for tax sale the houses are not going to or the the taxes are not going to go up for tax sale and I know your your wife works with this and it's hard to tell the people oh you have to pay this $100 fee but if Deborah would choose to move the tax sill up one week and send out reminder notices at a time you could avoid this un let some people have just that time just remind them some of them just forget they have other things on they're sick they have financial problems and um I wish you consider asking her to to change that so that uh save the town a little bit 331 so move second all in favor um Mr Coons can we just walk that explain little is that for the the river restoration project and that'll be done 2025 is this for the the overall project where we're dredging the river uh correct dredging is is part of the scope of work uh earlier this year uh you authorized a contract to dreser Robin to do the um more of the concept planning uh and scoping and uh have a meeting with the D to determine what permitting would be required uh and under what parameters would a permit be approved that work's been done so this is a follow-up contract uh that'll handle the detailed plan design and uh application packages for what's called an individual flood Hazard area permit a freshwater wetlands General permit uh and we anticipate getting this uh application package in towards the end of the year and given the D's time frame uh what we talked about is basically will come out of that in the spring and uh should be in a position to bid the project in May or June which will line up very well with uh the you know the construction period for which you can be in the river uh so the project overall yes there's some dredging there also some habitat restoration some deepening some uh embankment Restoration in specific areas as well uh you know within a certain reach of the River North of the railroad Trestle up to um you know basically Patriots way bridge in so this is the first change order that we're aware of for for the for the bridge this is it this is I can't say this will be it totally this is the very first one all right and and and we we we've you know we're we're we're we're good there just uh you know we're not going to be surprised that there's more more you know I I don't believe so there's a very high level of communication with the contractor uh we have fulltime inspection oversight on the project things have actually gone along until this little hiccup with the water man that required some revisions uh for stabilization purposes uh the project has actually run very very smoothly so it was the uh that was a water main problem was the the change uh yeah when they when they sought to um pressurize the new line to put it into service there was some flexing uh some unanticipated vertical flexing going on uh there was a lot of back and forth to try to determine the cause uh you know there's I could I could play an engineer and try to explain the intricacies of the gaskets that are used to join the different sections of pipe and whatnot um but we think part of the issue was um some additional bracing on the top of the pipe um and you have it referred to here as a roller system because you need to allow for some lateral movement back and forth as the bridge contracts and expands under normal you know heat and cold Cycles uh so this basically would allow for that uh like horizontal movement as needed but it would keep it vertically in place okay thank you make a motion to approve uh 333 second councilwoman councilman slinsky yes councilman T yes this will be heard on 1210 by the public and adop and adoption move to the work session so work session item uh amend Recreation fees uh amend liquor license fees and amend water and sore so we'll start with the first one with amend Recreation fees does anyone have any questions or any discussion from your work packet no read it no across I think it was nice to see that we added uh I think six or seven different programs a lot of adult programs so I actually thought that was that was pretty good and there was an increase in the basic registration fee from $8 to $12 I think that's for the capital fee associated with each program registration okay any further discussion no so we need a motion to put this on the no no that's it move comfortable we resolution next meeting I mean I'm sorry ordinance next work session is amend the liquor license and fees um I have a couple questions on this bur Min Coons how are we these fees are an increase over over what we've had about $400 increase if I saw it correctly how are we compared to other towns and other areas around all right so just a little background uh currently our El license fee for consumption and distribution licenses uh is $2,000 per license uh and it's been that way since uh since I don't know when I don't I don't call being anything else um and interestingly our code just sort of references the council will set it annually there's there's nothing act there's no actual dollar amount in the code um but it's $2,000 a year is what we charge uh when the bur clerk surveyed surrounding towns to see what they they were charging and we provided that schedule uh for you to take a look at too most towns are at $2,500 which is the max by Statute um for you know either either um distribution Andor consumption there's a little bit of variation there um so what we would like to recommend um that seems to be the going rate uh for these licenses every year uh increased to $2,400 well that more people come to Oakland why not 255 because the statute also um limits you to a 20% increase in any given year uh so we would go up to that uh additional $400 per license and then we would uh propose an additional uh that addition $100 uh to $2,500 for 2026 um and that would generate uh you know probably close to $45,000 of additional revenue for the burrow that'll make more people want only anyone else have any other questions bring us forward to the next me yep and then some background on the water and sore food sure so like with the the recreation fees we try to prioritize looking at the recreation and the water and sewer budgets early on in the budget process and uh I know we're not at Thanksgiving yet but David and I are very much into the uh budgeting process for 2025 already uh because there can be fees that we need to amend or change or set for the beginning of the year so we try to tackle those first so we uh met with ppw we were looking at the uh water you what the water utility budget I'll take water first is going to look like for last year and we provided you with a draft um of where we are with that right now um and you're going to see a lot of a lot of numbers a lot of changes uh for one reason or another health benefits are certainly impacting that rates are going up by 15% next year uh but for the most part when it comes to the water utility budget next year we're still building in the costs associated with past treatment uh both on the capital side and on the operational side okay because there is an operational cost both in terms of OE and the Staffing required uh to Monitor and maintain those systems uh and that's primarily driving an increase that uh we're looking at 9.6% for next year David do you have anything you want to add yeah we also have starting to pay down uh The Debt Service on that you know $4.7 million project um we've had short-term loan now that the projects complete we'll get into longer term financing but we'll see our first principal payment of that loan this year and moving forward um that'll probably go up again next year as we finalize what that payment's going to be uh we're kind of balancing right now between what the cost of the the note and the loan and the pay down is and the potential of any monies we may get from the class action suit for p that's my question let's say we do settle we do get whatever amount of money do we then not have that increase we we won't we'll need the increase because we're we've got debt that we're going to have to pay so we're not going to get the settlement till after we've already had to pay debt so right now we're in a short-term financing so it's a one-year note we'll do a couple more iterations of a one-year note unless the bond rate becomes significantly lower than the note rate and it makes more financial sense to go long term but probably in the next couple years we'll know what the impact of the settlement is and we'll be able to work that into our calculations it's not going to cover the $4.7 million if it covers a quarter correct me if I'm wrong both the water and store have to be self-liquidating utilities by words by Statute yes in other words we have to collect sufficient amount of money to pay for the water and sewer operating expenses yes sir corre we have to do that no matter what we have to do that if we don't do that in the next budget cycle that becomes an incap charge to your current fund budget so that would impact your ability to do the rest of the oper operations of the municipality because those costs would flow into the budget inside cap and we have cap restrictions I just want if residents are listening to this yep let them know that I mean they sound the increases sound I don't want to say substantial but uh they sound to be a lot however being we have to be a self-liquidating utility we have to raise sufficient money to pay for the operation expenses yeah the the the net net on the base rate increase is going to be about $5.50 per quarter to each resident so it's not insignificant but it's not it's not huge um and then the variable rate obviously is different based upon your consumption but if you look at what the average user did last year the net increase for 2025 will be about $48 on their full year word it's a bigger rate that we done you know in the past but the cost of POS operational um in terms of ongoing OE labor to support that as well as the capital we're starting to pay for that that water B and of course we want the filtration for our water system so there's really little we can do about that we were required to do this by right the DP whether we wanted to or not by the AC y okay thank you right and just another little bit of information on the class action suit so there were uh two main companies involved in class action suits so far with P pass Dupont and 3M there's uh some others like kitty corporation like in the pipeline those will be smaller amounts um we've joined in on that class action we're part of the settlement class um I think the total amount for the first two settlements was about 122 billion Nationwide however about 5,000 utilities are in the settlement class all right so um I don't know where we stand in terms of relative size pumping capacity uh the payouts are going to be largely formula driven by uh by a number of factors in terms of number of Wells impacted flow rates from the wells your actual P pass levels not that it makes a difference once you're over your treatment costs on the capital are the same um so we don't know ultimately how much we're going to realize from that and I think you said is about so far cost us a little over $4 million capital capital was about 4 million to install the three systems and now we're you know we have to build in operating uh expenditures for that as well okay again I mentioned the monitoring in the um in the upkeep but you're also going to have uh media that needs to be replaced and backwashed uh and you know so that has to be accounted for as well energy cost for the you know for the system too and there's a future pump for a different for another Well correct I'm sorry is there a future pump for another well uh yeah so the soon's wellfield yes uh we have an ibank application in for that uh and we'll be looking to do the engineering and pursue that in 20125 uh those levels are within limits for the d uh depending on what compound you're talking about in a given quarter it can exceed the new EPA enforceable limit that will be taking effect down the road uh so we want to be prepared for that the good thing is right now for uh going through the ibank uh there is a certain measure of principal forgiveness uh for that that'll lower the the capital cost um so but at this point I don't know what that net cost is going is likely going to be okay thank you bring this forward for next uh yeah do we want to go over the rest just sure yes I'm sorry just water my B right right okay so sewer uh as as you know Burrow's gotten out of the treatment business we decommissioned the three treatment plants uh installed pump stations did all the restoration work this spring uh and that flow is now going over to the nbcua so part of the issue with budgeting uh the last couple years is trying to you know take a a good look and narrow in on what we expect those operating costs to be uh you know now that we're not actually treating the waste we're we're just a conveyence system uh we know that there's savings there we're still working out some of the details on that um you do see some savings there on OE uh and things like utility costs um but overall we're in this budget we had to start pricing in The Debt Service for that project as well that's largely what's driving the increase here uh which is proposed to be 10 1 12% on the sewer rate uh and this would be the first increase since 20199 2020 was last since 2020 uh for the sewer utility okay um so you can keep that in mind um that would equate to about $28.75 on the base rate uh per resident per quarter uh and then with the variable rate added in the change on the average bill there would be at be about 17 $2 increase per year yeah key key drivers on that one are are The Debt Service the other thing that's also in this budget that we're paying for out of the sewer fund Surplus is we're going to complete I on the rest of the sewer system to make sure that we're not treating groundwater and paying to treat groundwater so we're going to do the inii um with what's in the budget and what we have in capital we'll be able to do cash for that so it won't increase our debt but we'll get that completed so that future cost and charges from the nbcua will be what they should be just for sewage treatment not for treatment of anything else we don't know yet what the rate is going to be from the ibank it will be May when the next round of financing com we should be completed with our project in terms of all the financing and payment of bills and everything but right now they're sitting you know the rates of for long-term have been 37 38 that may or may not come down we don't know what the Market's going to do over the next 5 months we've got it kind of estimated at 4% we know we get 50% free principal interest so that'd be like a 2% on the the total nut so we've had to build an interest for the first part of that payment um next year we'll also have to pay debt and if you think about debt on $7.8 million over 30 years that's another sizable chunk of change that we've got to put into next year's budget uh so unfortunately probably see an increase again next year as well in terms of this year this budget is designed just to kind of meet our current costs and what we think they're going to be and do the additional Capital um again we haven't done an increase in 5 years so if we had done an increase you know of 2% we'd be the same place we are now um inflation has been at over 4% average over that time period and the New Jersey CPI has been at 3.8 so we've kind of held that rate where it was intentionally because we knew that it was going to be long-term paying for that we want to try to minimize that as much as possible till we knew what the rate increase was going to have to be and that's where we're at now and part part of the problem is because uh it's it's the sewer customers that are responsible for that right it it doesn't it's a it's a small customer base yes so it doesn't it doesn't get get washed out over the whole town it's it's it's the sewer customers that's correct we went to the division of local government service we asked very specifically whether or not this type of capital could be something that we could do as a municipality but because it's such a small percentage of the residents that utilize the service the answer was no that had to stay within the utility that's a purpose of the utility thank you thank you rich thank you dve any other questions bring forward to next meeting does anyone have any new business I have a question go ahead I'm not sure if it's new business old business but I one of the local businesses asked me today uh for a status on our sewer project so um Mr cin if you're not uh able to give us one now um do due to any meetings in the short time we have uh maybe in the near future you could give us a report on uh I can give you a brief update sure uh so we actually just had a internal meeting with our Engineers uh you know reviewed their information on uh feasibility study for sewering the downtown looked at a phasing plan potential cost uh and we have a uh meeting that we're going to be scheduling with the nbcua uh hopefully for later in December or early January uh to you know keep moving that forward are we any closer no I'd like to add something to that Pat um he said a key word there uh cost unless we get significant help the cost of this is going to be astronomical so I don't think that's ever really been vetted or discussed uh over the last couple years the concept has been discussed and it's great to talk about buying a new car till you know you go to buy the car you want and it's too much money so I think that um we I think short of getting any help uh for this downtown Source in terms of funding I think I think the council is going to be in for sticker shock but just keep that in mind we're also still waiting on the major mod right you know to be completed as well so waiting on modification to our water allocation permit is that right that's the right terminology right terminology so that that's still moving forward um and once we get that resolved then faring everything else still having to be figured out we could move forward but we're still like we said in negotiations and having conversations with uh the key players thank you any other questions oh any other new business excuse me any old business I I had a question uh Rich any update on what's going on at the old property and burking I know we were waiting for they had X time to start project or get a shovel on the ground the county had extended it do we know where we are in that process uh yeah so the planning board granted an approval on their uh or granted an extension on their approval earlier this year to May of 202 five okay all right so that's where that stands uh last I heard the um the owner was uh trying to arrange uh I guess lease agreements with tenants thank you that's the last I've heard thank you Council committee updates Kevin want to start negotiations are ongoing we had another session and we have another meeting scheduled uh in early December and I I think I can report that um no one's throwing any food at each other at this point and and the negoti no I'm kidding of course the the negotiations have been respectful and professional uh and and uh hopefully we can come to an agreement soon um um I'd like to throw add another comment um off off the topic directly of Oakland but uh in Wake of the presidential election I saw our governor come out and say that he is going to resist um the incoming president president-elect Trump's uh uh agenda as it relates to um illegal uh immigrants illegal aliens UND documented whatever appellation that you wish to give them uh and I have to say that uh needless to say that's a very disappointing statement coming from Trenton uh from a from a governor who's going to be leaving office uh crime is is is is an issue uh regardless whether you're an immigrant or you're not an immigrant but victims of crimes for people who who are not here who not supposed to be here should never happen and um it's it's it's I'm just disappointed in the governor well said Council goo thank happened in Oakland um I'm truly concerned with the mayor's um the governor's remarks um our the national news has it has hit Oakland you know it started with Lake lak Riley and it's here it's here and we really uh we have to be concerned about our Governor's remarks and that's it thank you thank you Council grao counc grao councilman pelli yes thank you councilman first I'd like to wish everyone a Happy Thanksgiving um as a member of my family recently said this is not a holiday of gifts this is a holiday to be together with your family show love for one another and understanding and uh have a good day celebrating uh Thanksgiving thankful for what we do have uh this past week I met with the Board of Health um the burrow nurse reported that the audit for the schools was complete and the schools are all up to date uh we also reviewed reports from the environmental health specialist uh nursing report and Tao animal control and they're ro approved and uh thank you that's it thank you councilman councilman Tom me uh yes I have um so uh a w wreck uh update uh baseball and softball signups are uh are starting December 1st through February 15th you get uh more info on the rec website it's uh Oakland rec.org um we had a a meeting last night we were talking about the different uh uh programs that have uh finished and that are starting and and I I just want to say again what a a wonderful uh wreck program we have um uh they they do so much for this town to make PE people people want to be here because of uh our our W program um I I also want to wish uh everyone a Happy Thanksgiving and I I was just thinking about the the different things that that I was I was thankful for and um one of them is the Oakland recck committee for for everything they've done for for for me and my family um I I can't tell you uh how how much how much my family has enjoyed our uh our our travel through Oakland wreck um it's it's just a great thing um and then also I I want to say I'm thankful to uh Mr Coons and Mr Young for all the work that they do on our our budgets and and and making sure that our Our Town runs uh runs properly they they they work very hard and diligently and uh I've said it before but uh I I've learned a lot from those two on on uh B Town budgeting and uh they they do a great job um thank you then then also i' I'd like to thank um Mike Mike kak he's he's having a little get together tonight we uh we can't be there but um he's him and his family are leaving Oakland after 35 years Mike Mike was a a a longtime volunteer on many many committees in in Oakland uh Oakland public events uh one of one of the the main ones and he uh he was really instrumental in making sure that the carnival R ran well and um he put a lot of hard work in there and without without mik kak the the carnival wouldn't be half of uh what it is um and then also I I I want to thank uh CH choer Russo the uh he's the chairman of uh of Oakland uh the the public events and he does so much for the town he he puts out this this flyer he sends it he sends it to look look at this flyer that he does this is from Chopper this is he he sends this out he sends this out to the whole town on on his D and and um announcing all the different things that that Oakland public events does and and and all the all the all the different things um that that go on in town and he doesn't have to do that and he does that and he's he's just it's amazing what he does and so I I just wanted to make sure that I that I that I said uh thank you to him and and thank you to all the other volunteers and and the burrow employees um uh you know we we take a lot of the credit for for for what goes on in town but but it's the it's the volunteers and the employees that that that do all the heavy lifting um I'm just here for my books and uh so and Happy Thanksgiving I I hope everyone enjoys it thank you very much thank you councilman I want to correct a a couple things I want to add to my reports so one I didn't feel I read the excess for all report very well so I want to reread it for everybody access for all invites you to meet Santa on a fir Tru with limited lights and sounds this event is geared towards those with sensory and auditory needs and those who prefer a Chet setting it's Sunday December 15th from 1 p.m. to 400 p.m. at the Oakland Senior Center Santa will be arriving at 2:15 p.m. in wkins are welcome so thank you I also left one update out the Oakland fathers Club is presenting pictures with Santa that is Saturday November 30th and Sunday December 7th from 1:00 to 7:00 p.m. uh suggested donation is $25 pictures will be taken by uh professional photographer Anthony rogerio and uh Santa's Workshop is at 116 chicken Saw Avenue one other point I would like to I was unable to make uh last last meeting um I do want to thank uh the citizens of Oakland for helping me get reelected I want to thank my running mate KY Rose and the rest of the counselor for the support um with with without you and and the support you give me it makes it makes wanting to do this very easy so thank you very much and I also want to wish everyone a Happy Thanksgiving
