were coming from and so on and so forth okay um second changes have to do with the St gr status eort okay originally this the enre effort was supposed to be completed by March 3rd we got a four-month extension which gave us July 3rd okay and uh that was uh something that was good and I'm titing up some of the wording on that uh the treee keeper training treekeeper um was something that we that we what treekeeper is and what it does and so on and so forth I'm Tiding up a little bit of that and then the state tree we talked a little bit about that and the three programs were there were some webinars that I was looking looking at and the bill was looking at and so on and so forth and so I'm just going to tidy up some of those words uh when I get to Donna tomorrow or the next day so um I just have if you want to take my word for it I don't know if how kosher this is but there's nothing substantial that's going to change from the minutes and I'd like to approve them so she can post shry Federation dues and somehow that's also somehow slipped into the uh April minutes so we can remove that nor yes you did it two months in a row excuse me you did it two months in a row I actually took a vote two months in a row yes sir okay I guess our memories aren't too good well we only gave $150 we didn't give 3 00 right yeah just $150 okay all right so we'll leave it in there maybe we'll make a note that this was second this was done a second time okay um the other thing I changed was where we were getting the trees for the third grest from they weren't coming from the state forestry Nursery they coming from a nursery called Acra boom Nursery in South Jersey and then there were a couple of just uh typo things and the stewardship Grant again had an assortment of things that talked about what dve was doing and what we were getting uh on the contract and so on and so forth what the in kind hours are for okay so basically we got a certain amount of money from the state could have been as much as 50,000 but it turns out it's only going to be about $44,000 but we that means we have to put in 25% of that which means we have to somehow come up with $111,000 of in kind contribution that's a combination of salaries for towns people and um the hourly rate for volunteers you know that's University accepted so some of that stuff uh has to had to get tidied up and uh exactly what was going into the configuration Community forestry management plan that they gave us the the requirement they had wasn't to give us for the state and the grant wasn't to give us a community forestry management plan state Grant required was an inventory of trees and an analysis of of those trees such as what what types they were and you know what's the distribution of types of trees and so on and so forth and that was all included in the community forestry management plan plan itself though added some extra things which is good for us because it's more in keeping with some of the things they wanted to see in the new community forestry management plan guidelines you know and the community forestry plan the new one won't have to actually be submitted till the end of 2025 technically but we're going to work on it sooner than that so we'll do the same thing we'll see if we can proove these for we approve them with the corrections or as amended as amended Jack any want second second Jack second that okay same as gordet Jack seconded and all approving everyone Mo your this one yes I okay iar then we have the main me and on this one uh I'll go into it again the changes that we been made to do was a couple things saying that the high school students help distribute the trees you know to the Township Schools and everything but in reality those trees that were coming for the third graders which came from that nursing in South Jersey were actually just shipped in to uh they were shipped into the school system okay and and maybe the high school students did dist the high school students help distribute the trees okay that's it that's fine okay so so I'm going to talk about where they came and went and which trees which schools got them and stuff like that and then the Inc count hours again we're going to go into that a little bit then treekeeper um what we got for treee keeper actually we've got one free year of treee keeper and three additional years that will purchased with grand and uh anyway so that's where that stood and most of the rest is just okay ready okay Steve approve it Jack everyone else okay motion were you there no I was not at the main so Bill F we discussed this once before and it was the opinion to leave from there I Revisited this I'm concerned about these streets for a number of reasons I suggested to the homeowner that he um secure the services of a Forester or tree expert and he secur had Mr Zig Panic come out who was done a lot of work in town I've known him for over 40 years professional he's very very thorough and his findings are basically what I see and what I indicated the last time is that I am concerned about the length of the lever arm that extends past the point of by rotation which is the entire tree and there is evidence even in this Photograph um here the tree on the far right as you look at this is the Pino and you can see the Weeping that's coming out of the point of bifurcation um this this is this tree has structural deficiencies in it there are also structural deficiencies up in the crown and the Pino and that is common in that species where we have large leaders that are also co-dominant with very little attachment between I'm worried about it um if if you look at Mr panic's conclusions um possible potential fa fail request to remove um you could say anything can fail I think this is more in the moderate potential to probable potential for failure at some point he thinks yeah that's what he said well he is incorrect I didn't catch that that's on me the tree to the left as we look at him there's a sweet gum the tree on the right is a okay so yeah well that's wrong they are that's okay that's on me because I to Dow to a c on yeah he get he gets a c minus but it doesn't change the nature of the Beast I wouldn't care what they are and the problem is this has been Pro brought to the Township's attention and should they fail now we are in a somewhat questionable position legally and I ran this by um my boss paen May who is uh the director of uh planning and zoning and she is of the opinion that when it is a safety issue where the township to be in the breeze take it down we need to be very proactive I think I think that's put this way just let make half behind Okay I think we're I understand that but I'm going to be damn sure that this is right the gentleman is also willing to plant new trees and take the trees down on his nickel take them down that's what I would like to see happen I Ste I agree I will move that we recommend these trees be taken down with very quickly we're going to see another request to take a tree down at 1505 Chestnut definitely in a right away I advised the resident what the procedure was I called her several times since I looked at it initially she has not gotten back to me with the decision yet U it's a big sweet gum it's goes from the curb Edge to the sidewalk that will come up and the other one is at 96 whale Pond Road enormous Black Oak right in the right away the reson is convince the tree is in imminent danger of failure is going to crush her house to tear all the electric lines out I think we should take a look at it before the next meeting I don't see that there is a little bit of dieback in the tree but it is nothing that you would not expect of a tree of that size so I think if we look at it and we you know then we can you guys can give me your opinion and I can tell her know we're going to monitor the tree and we'll keep it there you know we've had people that weren't associated with us I mean we've hired our own Tree Experts to examine a tree yeah did D you look at this it's in excuse me did Dave look at it when they did their Town assessment I I'd have to look I have to look and see what they said you know about that I did look at something I did look at something else that came up uh so if we can do that I'll take some photographs so get them and what's the the other one the chestnut what kind of what's your opinion on that tree other than that it's a big sweet gum it's a sweet gum my feeling is if we could get a new tree back from the resident I think it's very I mean she's worried about rolling her ankle on the gumballs it's right over her driveway it is single leader I mean they're tough but it is a constrained root system and that's never good it was a huge sweet gum several years ago okay the guy claimed he was going to put in some trees but he didn't he was only put in some I mean but the point is I let him take it out to you know well we would have to make that a condition of removal which I have no problem but I will reach out to her I don't think you have to act on it tonight I just want you to know it's there right and the only other thing that that I will do and I'll do it very briefly I do not have the information for you tonight we have an awful lot of treason to write away but basic east of whale Pond that I have identified that are a hazard and these are high probability for failure I'm working with um Mr Higgins director of Public Works we put list together prioritize them you want to get that one on Logan right by the old school there yeah well you should some of these over here way worse um and prioritize them and we're going to have to address them because they're any anyone anyone from the public can take a look at these and see a hold in base of the Trump big enough to climb into what happen to the ones that Davey said were in bad shape we haven't done anymore okay so we really get our act together yeah I'm worried about a hurricane I'll be honest with you I think we're overdue and I think having done the survey now it's on record that there's something WR them that's the problem with doing something well mean is we they got a great Cas you know also so even though people have the trees in front of their house rules that we have on the books right for what who's responsible for what who pays for what our our cic and we already decided we didn't like them we are trying to get that changed it seems like the town's starting to pay for some trees within that 10 that is correct yeah but that's that's just the fact of what's happening but should be stated that there are trees and we're going to there shouldn't be any stuff says anyone else has responsibility for those trees right Mr is aware of it and he agrees with your assess is archaic and we need to change it and make it we told Mr Brown there formally we came um I I've had two meetings with Mr Brown about it and he is aware of it and I believe he took it to members of the council but I can't V that he said he was going to I mentioned I mentioned to him a long time ago we had some kind yeah well we know it's been passed on so let's move on yeah okay all right I'll take I'll I'll take responsibility okay so we'll keep moving okay so now we have the St PR okay we'll go through the status St okay our work period is over okay we've I've submitted the final what they call progress report which included the community forestry management plan which had the paperwork they wanted it also included a an Excel spreadsheet of the data that has already been blessed by say the forest you know Forester who's responsible for that he's on vacation probably would of the for right now he's going be back till next week or something like that and uh so we' put we've done that sort of stuff so the only thing really left for us to do right now is to tidy up our paperwork with the um you know between the all the financial type stuff okay so people who have feel you know and uh at least it should have been time put into the I can't say what they would do if you went and say for example you spent three hour 4 hours and 5 hours looking at treekeeper now okay it's possible they might still bless those hours or not you know since we're still in the act of whatever we're doing if we had a look in there to see what's going on I can't say okay in the meantime any hours that you spent other than meetings that relates to uh look working on tree before the 5th of July 3r there only last week right and so on and so forth at the very least are all meaningful hours when were checking stuff out uh reviewing things and so on and so forth like Bill put in a certain amount of hours that'll count you know and other people went around and looked at things and we had training for treekeeper those hours and all that sort of stuff that we did is all uh stuff that's going to be counted in going way back okay I've even got hours from Kevin Thompson in there okay good okay so uh so you need those buy well the sooner the better no no when do you need a buy I literally I mean we we're supposed to theoretically the whole thing is supposed to be completely done but okay theoretically we have about a month they haven't given you an exact date okay okay so you need to buy the 20th let's say for s or close the business on Monday I just want to keep it moving you know so anyway so that's so that's where we are okay so but also though the the community forestry management plan which I had a couple of changes that we made on it that weren't spectacular changes okay but if you get a chance that's why I was trying to get the people to review that thing and then put that time into their thing take a look at it and see what's going on now tree keeper I did see in my mail I forgot to say it but apparently when I put everyone's name in I don't know if I did you jeene to be honest with you but did you get a thing inviting you to be a treat keeper person I don't think so okay I might have but everyone else because I got a I got an saying that so and so was invited so and so was invited so everyone got a thing back a ways before that said basically you the thing you were going to get from tree keeper was an email saying okay you've got an account here's a temporary password put in a regular password then you change your password and then then you go in and do your thing for the future and so on typical typical Rel database right program correct but I don't know how many people have actually done it but I'm trying I'd like to find out who's actually on board and if we want to do look anything because for example all these trees that we told them are taken out let's assume they were inventory okay then we got to go back in and take the tree out of the database okay and any other trees that we know things about we can we'll be able to put things into the DAT now in the meantime we want to try and get more trees inventory and I'm still waiting for them to come back the DAV could releas to start with to come back with what they would want you know to do more inventory right and so on and so forth was the only things for example in Wayside where there's a lot of trees in Wayside the only things in Wayside that really got looked at were the parts in the schools period unless we need to address what we've assessed already before we move on bringing up more you know what I'm saying that's that's a separate issue but any tree we got to get into the right right correct what decis what I'm saying we just have we have to keep moving okay so so that's the status that's the gr status right now okay now once they close out this grant okay then we're eligible to apply for other D type grants okay okay once we close out this Grant and of course uh the fact that we've had that particular Grant May mean we're not eligible you know but there are other grants that come all the time and sustainable Jersey has grants which we probably could have still got to do other things so we need to keep our eyes out and so on and so forth okay so next on is the trees for Colonial terrorist so one of the things that we didn't do officially but Bill has Finly provided all of us with a list of trees for Colonial terrorist we went with them a year ago or whatever it was we didn't have any way of water I'm take this recommended list and pass it on terrorist and move forward with us right right so that's what we're going to do okay so I just correct we're make it it's part of the meeting now so we're going to put this list take this list to the Colonial terrorist people and say these are to recommended trees Association they do they have their homeowners association apparently is the oldest homeown assciation in the country that they claim I'm not yeah what about these on that you had talk about well this gives them choices I'm going to I'm going to pass that on to them I'm not just going to dump the sheet on them I'm G to call them and tell them so this L list came from them no that list came from me okay and I'm going to explain to them why just like I did to Y all and then if they are adamant about proceeding I'll dig my heels in as much as I can and if it comes down to that's what they want to do we can always we are have the option of saying based on our information we won't fund that that's pretty gross say k is just one of a whole family that nice yeah I I mean I could I could have made a list 50 or 60 plants then we got paralysis by analysis nothing is I'm just saying that's a good they these will do well in that area but my question is if those seven number seven and number eight are we weak examples of plants that you want why would you have them on this list they already have those plants no no they have they have some of them there already purchased but not no installed these there are trees there there's some Leeland Cypress they're not doing well they'll go they're nor I think they're all norways and Doug fur that are in that screening along 35 I guess part of the sasb Avenue but along the circle um and we're being advised now not to use them and that is quite recent two years so those trees have been there a long time why wouldn't we somehow note that these are doubtful to I can express that to them very easily if you want me to add that to that list I think you should I will I'll take care of that is that your pleasure I mean it's easy for me to do I've got a computer you what we've given them we've given them some alternatives they know what's in the neighborhood can make some choices I will make a note as to the reason we're being told by division of Forestry to not use them as much and I will put it on they'll get a list like that with that note included in it okay that's I think okay I'll take care of it done I mean if they're only they putting up a dozen trees and and one of them in the middle some place yeah I got you yep okay so moving on now we've got now people AR on here that are on this the Shater commission planning committee was evaluating things and trying to come up with ideas although one of the reasons that I'm not on that committee is because we didn't want necessarily have the more be official meetings once you get three people together okay and can and P on the committee however I need to uh get more tuned to what they're having discussions about just my own edification everyone else's edification so but for now we're aing what's going on there okay then we have cus okay Contin education units just put on there which usually have but theoretically based on what Dian surmont has done and that fact that Ken and I already got cus for something else and Bill now is his CE is apparently going to be ours so I think we're not going to have a CE issue this year as we had in pastors so that'll be good and they have the sh Federation but if you're not giv to anybody else then you all you have to do is be in town yes so okay so I think be in good shape now never 32 my permit log say different anyway okay okay so now the uh okay so the sh Tre Federation um they have their annual conference it's going to be on Thursday and Friday October 17th and 18th it's going to be at Harris in Atlantic City I suppose yeah and and uh that's where they're going to have it okay and so people who are interested in going to that okay can do some research on it okay um let us and we'll see what you know what works out you what's the benefit of going there well you can learn things greatest the core training for example one of those days you know it's funny it didn't say anything about them doing core training because I just before I came to get the date I looked it up right but then something else I looked up core training somewhere else and it sort of said that it's going to be a one- day thing at the New Jersey sh Tre Federation convention right a learning experience okay it's a learning experience yeah well if you take the the core training is is is a meaningful thing to learn you know about the Comm whole Community forestry program I in the beginning when a bunch of us took this was it wasn't it was like in you know you go to the hospital and the baby's in the Binet there and you look at the baby in the other room that's about where committee forestry was when we first went to those to the meetings and got the cor training now it's you know it's a whole business which is good so with a good experience if I were to go there I would get some benefit out of it yeah you could go on a day do the co you know Court training conceivably and and Patty was going to core training and has but I don't know what I'm pointing out is that theoretically it's going to be core training the rest of it there's uh there's people talking about a bunch of things but it's mostly to be honest it's mostly designed for professional you know to learn about things and so on and so forth and there's a lot of people there who are if if a tree professional could use a piece of equipment there people there you know to show them and try and get them to potentially purchase their equipment it's like a trade show in a way okay the core training would benefit you far more than anything SES if I I'd go to a and conf I'm in the well what I'm saying is you you go to the annual conference and for core training basically what it would be I think I know who call to find out if that is going to be I'll try it has been historically there and it was only when Co hit that suddenly decided to have it with this online program and everything for a few years okay and now it's back to what I think it always was you know thing that they would do with the shry okay so then we have the U the tree ordinances and weapon offs wait sorry community outreach um I'm not sure we're doing that much in community outreach to be honest um at the moment I mean we had we did give away trees and so on and so forth we haven't had any programs to invite them to in the past we've had a couple of programs you know at the library and stuff like that so if anyone's got any ideas or something to think of that's worth doing doesn't mean you have to be the one to do it although be honest if you said you would do it that would be the best thing for all the rest of us well that's a separate issue but anyway the idea is that if you think of something specifically that might be of value to people um for example Bill mentioning there's certain trees that are very popular everyone's grown but now this the state forestry or whoever it is telling people this may not be the best thing to use anymore right things like that what are invasive species and why maybe that's a program that we should have too okay everything keeps changing well that's that's true but anyway for me so we need to think about we need to think about what that might be and then find something to take take off to our to our residents right right okay um matter of fact once we get enough of the trees surveyed you know that would be a good presentation you know once we get more the Wayside and everything else that would be a good program I think that I got a feel feeling from different people that the more trees you take down L they have to cut grass and all that stuff they don't realize the value of the tree to the community one of the things that's in look at the community forestry management plan that I sent out okay the thing that they wrote up has a value of a tree in there they actually give you the value of this particular Tree in this particular tree based on its size how much water it holds when it rains and for floating and me things and somehow they come up with a monetary value for that for these trees okay so that might be something want to promote absolutely trees keep growing they're not the same I'm just trying to understand go to the museum and look in the picture there of this whole area and you will say okay sorry no no problem okay so I'm Excuse keep moving I'm sorry I I don't mean to interrupt I was wondering if this was an open meting where I could kind of uh you know discuss something or do I wait until the end no you can talk yeah tell us your interest is sorry of course hi um my name is Kelly Ortega um I'm the owner of a drone Services Company um I wanted to kind of come a sec I sure I saw I saw an email related to that okay of course and uh let me let me put you off just for a couple of minutes here let me get to the end of the agenda okay oh sure you from town had a question about what we're talking about oh no I I I just heard about the I thought it was relevant thank you okay so tree ordinances okay tree ordinances the the state has the neutral tree ordinance and so on and so forth but one thing we've learned is that uh there there's really so many people across the state have no or whatsoever that's who they're really after and so so so right now they're not going to be after us they've looked at our ordinances and they're saying we're good there's sort of blessing you know for now at least that we don't have to worry about changing our or I think the only thing they have that's massively differ is the re planting requirements there's a lot of things but they but they're not they're not looking to push that all I sent them both the land use ordinance and residential re ordinance uh 2381 and our case manager had two questions I had the answer you're in complete compliance you're not required to change anything should you wish to increase fees that's perfectly well primarily in the land use section where it's 350 and but that is not in a perview of this right that's going to have to be through Community Development and you you mentioned that up should be a minimum of 750 Tri right right okay all right now the webinars there were three webinars there were three webinars related to that thing okay and I think maybe we'll send that out to everybody Bill maybe you can humor me and track them down again and get give me the links I think they I have if you can send them maybe to Donna those links let us send them to the whole commission and maybe even the uh maybe even the environmental commission well I don't know about those folks yeah we're a little Shifty little a little it's okay they can delete I think I sent them to is everyone um I came to the meeting in order to discuss uh newer technology to be able to help with the Township's uh kind of goals and see what you guys were really about um and I think you might be interested in what I have to offer but of course this is all dependent on I heard you earlier discussing the grants and your budget which um considering I'm a new uh startup I'm very f ible but I'd like to share what I have in terms of drones and thermal imaging to be able to capture larger areas um so if you maybe we could start with any questions on you know if anybody's uh uh familiar with drones and what they do yeah we we're familiar fact uh some there actually was someone from one of the universities who did a deer survey and I believe they use thermal Imaging and drones to check out the deer populations over a period of time and provide a report um I was with that actual effort but U yeah yeah yeah so um right now uh what I have is um I'm not a tree expert I don't want to come in and kind of make that um have anybody make that assumption I definitely will provide data for support for expert analysis so while we do provide the data of course recommend that it's analyzed by arborist or other treat Health experts who could actually diagnose but we are able to capture large areas um that you may not be able to get from ground footage and also I can tell that you guys are very thorough with documentation as you're going over the different locations and we'd be able to help get the Fuller picture so that's kind of what I came in here to assess I also heard you guys were talking about um treekeeper I'm not sure if that was the database but I I know that you are interested in getting a larger inventory Beyond parks and schools so that's something that I would love to be able to help with if there's any interest I have a question have you uh done much work for towns uh truthfully no um considering we're a startup we have not I am reaching out tree identification from the aial pies would you be able to tell what trees are there you should be able to by the color of the the poage and stuff okay I I would like to somebody might learn more be able to of course analyze it and be able to tell what kind of trees they are and stuff like that that might be a value uh anyone at my company specifically we do only drone work we are we we're equipped with a fleet of drones that are capable of thermal imaging and rtk which is mapping we would have to analyze the data so basically let's say we had this whole area Street you you your drawn to take pictures of the trees yes we be able to take pictures videos would have to spend the time it takes to go through your video and pause it every so often and try and identify what that tree is and yeah as an times a year okay so put it this way um we've got your stuff we know was it turns out that we just had an inventory where people were on the ground and they were checking out the trees you know but they also um they were standing under the tree looking at it checking out the bark the ground you know the root structure and so on and so forth to enable them to make an assessment of what they consider the condition of that tree to be okay and and it's conceivable that that can be done from from you know photo you know imagery but it might turn out to be more difficult to make those decisions well but but I'm going to I'm in communication with that with the people that did that work okay and I'm going to find out what what if they've done it this themselves and used and that sort of stuff and it may or may not turn out that something utilitarian I can't say right now of course to to to do anything related to that yes that's no worries at all I was also wondering I mean I saw one of your objectives is to plan out where uh trees are going to be planted for Urban Development so I I'm willing to help whenever um I think most importantly I just wanted to offer my services for your convenience if it was to help the township so I just I I'm happy to let you all know what I have okay no way appreciate that and and and I can't say that it couldn't happen yes yes H how do we find out about the uh company and who who runs it and what it performs right um again uh we're a startup I'm the owner of the company uh I have my part um 107 license so I'm FAA certified I also have
