Mr Madden here adequate notice that this meeting has been given pursuant of public law 1975 chapter 231 we're going to start with the uh environmental commission annual report Rick if you want to uh come up morning everybody morning morning my name is Rick bernardini I live at s Asbury Avenue and I'm chairman of the environmental Commission so I'm here to give you an annual report so we have seven Commissioners and two alternates um they contain John Aken Doug Blackman F Leeman Marty Neer hoer Jim Edwards kin Quirk we have an alternate Harley cumins and we have an opening so looking for a recommendation to uh to join us we actually have uh three student layons in the last year we have two from Ocean City Josh H and Delany Brogan they've now moved on this year we have two new ones we also have representative from Mainland uh anakah despond so we've got a little more diversity with Student Activity which is good so the environmental commission was established by ordinance um 07-01 and those responsibilities are all outlined in that um ordinance so I'm going to get to what we've been doing for the last year so our biggest event is in February our President Day weekend when we have our familyfriendly Earth Day celebration it's at the high school cafeteria last year we had 800 people showed up it was very busy and active the zoo comes with an animal with animals The Wetlands Institute brings animals Ocean City Public Works does recycling and some and some boards on EV stations K County Municipal Utility Authority uh does great projects on Recycling and they also there to talk about Wastewater management treatment New Jersey American waterers there LX City Electric the New Jersey wooded ambassadors bring a model of Bays to let everybody know how water flows from the ground our Islands to to the water uh we had a new one last year we had the Rucker Agricultural Extension came and brought seeds for the original jersey tomato any time you think you're buying a jersey tomato now it's not one it's something else so we've given out the seed people have grown them um Harley ashy groom brought them to our last meeting we all have them we give out native plant seeds that we Harvest from our Gardens we use we have craft for for smaller kids reusing existing materials rather than buying new stuff um we did some exhibitions on composting and trash reduction the library was there and lastly Martin M came and entertained everybody for for a quick walk through um we've been planting Beach plums on the beach um commissioner Crowley has joined us uh Parell has has as well last year we did Beach Road and Morningside Road in the North End um we get them from JMA Farms we got 150 plants uh their survivability is somewhat variable but this last one we had about 40 that bloomed and leaved in the spring which was good we've done them in several times in this South and they just haven't seemed to done as well but we're going to try that again this fall we get about 40 people from the public that show up to help us so it's a it's a lot of people are interested in it um we've established three Monarch Gardens one at the Bayside Center which is thriving and looks really great we have one at the Tabernacle and we have one at the shores and in each case we partnered with people to with preschools and with seniors to help us plant it so they have a a stake in in what the garden looks like and how it thrives um we sponsored emergency preparedness uh lecture last year in October with Frank denado basically reviewed the Ocean City website and taught people how to use it so that when we have something coming up in terms of storms or flooding that you know where to get help and what to look for um the student environmental associations have done Beach cleanups they've done paper shredding the Strawberry Festival the col Club at Mainland has done a talk on microplastics we we uh participated with the green Fair which is on the music here in August so we had our Reus crafts again we distributed seeds we gave out native planning information and we have a big board that shows how long things take to decompose in the ocean which is many many years for some things one of our key roles for the city is to do plan reviews with regards to environmental impact we've looked at 81 different submissions and we've made second seven recommendations for Corrections or things that we don't think are are very good uh we belong to the association of New Jersey environmental commissions uh where we get a lot of training and we're active with that so A couple projects that have happened um crookhorn Creek uh we uh took quite interest in that and we submitted some comments to the administration regarding the scope of the project hopefully they'll be incorporated with a the redesign uh We've also made recommendations to the construction department and the administration for ordinance or resolution on microplastic construction diverg you know typically when a house gets trimmed in the past it was wood so dust doesn't matter decomposes now that we were using a a asack and tracks basically when it snows in front of a construction project it's all plastic that ends up either in the bay or the ocean and it's just sloppy sight conditions by contractors um and I urge you to take action on this many towns on the coast and Summers Point have ordinances or resolutions to help control that in April I gave a talk to the rotary the Ocean City Upper Township rotary just an overview of our activities which basically what I'm giving you um we did inquire um last year uh to New Jersey American Water about pasta for rber chemicals now they test regularly and apparently none are detected so that's a good thing we meet monthly it's open to the public and the last year we've had nine people show up out of the public to uh to view and express opinions on on things in town so that's the overv from last year so what's coming up this year um on October 16th we're going to be giving a sustainable business practice talk by Caitlyn Quirk that'll be in Mahoney lectur uh Hall at the library um on October 22nd the Atlantic Cape Hub which is connected with Sustainable New Jersey uh we're going to give a a talk on water 101 basically from the ground back to the ground um it'll be quite enlightening on on how the water process works from how we get it out from aquifers how it's used in the house and how it's treated to go back in um we're investigating and establishing seed libraries so that at the library and at the high school people have an opportunity to pick up seed packets of native plants that we you know have here in Ocean City we'll be doing the familyfriendly uh environmental Earth Day again in February uh that'll be the President Day weekend on February 15th um we're starting to do a collaboration with the Ocean City Garden club with regard to expanding some native Gardens in town um we are installing storm drain medallions basically don't dump into drains basically from 12th to 25th from Beach to the Bay so we'll be doing that we did the entire North End um year before we're very interested in what happens with the bide Center so as that develops we'd like to be U be involved and help you give you some input on that we have we are maintaining the upweller at the bide Center they're growing oysters now and they're coming long they'll be done this fall and moving on got contacted by a Boy Scout who wants to do birdhouses in town and try to tie them in with our native Gardens and then lastly uh the beach sweep is coming up on October 19th and I urge you all to to participate in that conflict with the mayor's meeting on the 19th but anyway so that is where we are with the environmental commissioner Richard where do you meet monthly we meet at the card room of the senior center okay so it's a little room off to the side when you came in on the right okay thank you great thank you very much thank you for everything all right we're going to reports from the mayor and administration just have a couple um the hbac and the library was completed it reopened on Monday now we move into the Historic Museum which will remain closed for a couple weeks the pool Project's going along well we uh plastered it we filled it with water so it'll take some days for that to cure and they started yesterday on the decking around the pool major road work project between 18 and 33rd Street is underway the Marian Park project remains on schedule three of the five crossovers over Roosevelt Boulevard are complete when they get to the base of 34 Street bridge probably sometime next week there will be an alternate traffic pattern the EM Miss bikeathon coming in Saturday over the 34 Street Bridge uh we require some altering PL uh patterns for our traffic over the bridge and if you can use a different route you should the Run for the Fallen is today and it starts they come in coron's Inlet Bridge around uh 349 so but these times could vary but they start coron they come 50 F Street they go down Central Westley West they get down to the fishing club by 5:00 on the boardwalk 11 Street on the boardwalk uh Music Pier fist Street then they get to Veterans Park by around 5:30 and then they're at the VFW Post around quarter of six and then they end up at the American Le about uh about 20 after 6 so this is a this is an amazing event when you see these guys all run in and stop at the different things and celebrate people that have fallen so um it's a cool thing if you can get to any of these places like these we's dog at these are on the website right all these locations all that kind of stuff so it's all I got thank you thank you we open up the city citizen comment up employees named John Peter Dupont I never met John Peter Dupont until this report was written he uh he damaged me according to the doctor he damaged me permanently in my hands he came into my residence and put the handcuffs on me so so tight that the doctor said that the small nerves in your wrists were severed for me because after a couple months uh after the arrest I had tingling and numbness in my hands and I consulted a doctor and that's what they told me he said it's permanent the feeling in my hands will never come back and from my understanding I'm not the only victim of of John Peter dupon this is an employee that you pay it's time to do something when something happens we have to say something isn't that what we're to do see something say something why need to do something in the report he even said he he said that he came into my residence in invited himself in my residence up to my bedroom turn me around you're under arrest put your hands behind your back I did it John Peter dupon starts pulling on my arm don't resist don't resist he's Sayang to me it's 7:00 in the morning my children are home three officers with guns and tasers don't resist I turned around and looked at him I said what are you talking about resisting so then so then he puts the cuffs on so tight I've never had handcuffs on me I didn't know they were too tight if I knew I would have said hey loosen them up this isn't the first time he's done this from my understanding He was ordered to come in it says it in the report and I'll share it with you I will I will give you everything this is my Discovery this right here this right here and there's one other bag is is my discovery of of what and that's why they call it Discovery you discover what's happening don't resist so then they they take me down to headquarters right you can hear in the video there's all video there's video oh also it says they came into the residence because they've never been in there that's why they invited themselves in the three officers and they're going around with cameras and one point I was handcuffed on one floor there were two officers running around another floor I couldn't even see what they were doing they had cameras you should see the what do you see the video the I'll give it to the video my wrists looked like somebody burnt something into my wrist that's how tight it was I never had handcuffs on before I didn't know sh this man that's an employee that's trained not go out and hurt people per Ely excuse me for my emotion but when you relive it you just can't believe it he was ordered to do it he he has in his report due to the fact that I was uncooperative I've never met this man in my life so I would like you have the Chief order him to come to this microphone and told him who said I was uncooperative I never had any dealings with John Peter dupon I would like that to happen right on here on the record that gavel right there and by the way this is the People's Court Amen to that we're in America I have 19 seconds left I just want to end end by saying that that his behavior was outrageous it was outrageous to go into someone's home and and the king of England and his Red Coats that were in the Declaration of Independence says that we were being uh taken Beyond Seas to be tried for pretended offenses former Chiefs have enjoyed protection from the state legislature the state legislature is a fraud the reason the state legislature is a fraud goes back to this gold Fringe flag the reason I don't stand Mr warell is because that's like a Nazi flag to me I cannot stand if that was this a true flag I would stand Amendment s of the Constitution rarely talked about because you know what the legislature did in 1778 excuse me 1978 under the aices of the 1947 Constitution they had the gall to say common law crimes in the state of New Jersey are hereby abolished what are they doing oh guess what else they did in the 1947 Constitution which you sworn to uphold why because they want you to commit crimes against the people because your oath actually starts with what to support the Constitution of the United States and you know what article what their oath says this is before they started hiding all your roads go do an open public records request right now and they'll say we're not giving you the oath we'll just tell you when it was and and and the date and the T and the time and who it was and what their title is that's all they'll tell us now but guess what before they figured out that there were crimes being committed and I was getting proof of it it says Dary who made sure that this Chief arrested me without due cause the former Chief he was on the force forgive me was the former Chief I don't think he would do it today because you know where the buck stops when a warrant comes in a war rant comes in with the chief he's got to stand up and say sorry judge this man is an American he's not a US citizen a citizen of the United States a member of the resident of the state of New Jersey Corporation we don't have authority over him so the oath says down in I have it Dar palale and others every prosecutor do you know the sheriffs have the right oath the prosecutors cheat they don't have the right oath it says we swear to uphold support the Constitution of New Jers uh the Constitution of the United States and the state of New Jersey not the constitution of New Jersey the state of New Jersey so what impact does that have they can put me in jail put me in Anora collect a reward of royalty for all the judges from DC that's where it comes from which by the way a lot of this goes back to the fact that the DC we created DC they became the head and we're supposed to be the head and they're supposed to be the tail have nothing but good things to say uh since the last Council I just jotted down some I better put my glasses on otherwise it looks like looks like he wrote it councilman Winslow at the last meeting for asking for clarification for license in the city especially 100 room hotels from the city attorney solicitor miss mclaw the only way for as I understand it for anyone to get a liquor license in Ocean City is if it car if it Council votes for such a li something I feel with this Council and administration is not a possibility also I'd like to commend councilman harsel and the mayor and all those council members who uh attended the second ward and the administration attending the second ward meeting it was very well attended it covered a number of issues in the second war but also applies to the other WS to some degree a plus about the meeting not only were problems pointed out but suggestions were made to alleviate these numerous problems something I see is problem problem problems but not all many people see problems but don't offer remedies this is a good sign to see also I it was good to see Keith and mayor Gilligan on the same stage working together addressing the problems also I congratulate the mayor for maybe the eenth time explaining the fact that he does not own Wonderland pier and he has has no idea or say on what's going to happen there thank you thank you Frank oh and one little bo you know you could salute the flag that that Flag represents the Constitution the Bill of Rights which you are using to get up here and speak for these people and also when Mr badini got up and spoke it reminded me a good friend of mine Sam lavender made the suggestion a couple times and I promise if it ever came up I'd bring it up um in the community garden situation I was I was wondering on the big huge open space on Ninth Street I know people run their dogs there and do some things there but I thought and he thought it would be a good idea maybe to split that lot in half and do a community garden there of of which I think the Environmental commission could give us help on and not planning it but giving us advice and then turn around and donate um the produce to the youcom medical Council and the and and the food cover it's it's something he's mentioned many many times I just I just bring it up from you know from for discussion as far as the um Beach cleanup is concerned uh I just want to let people know you you can have your cake eat it too you can go to the mayor's meeting but you can also clean the beach because you don't have to do it at the very moments that you that you're being asked to to do it what I do is I pick my stuff up in the morning if I have something else to do I take the stuff home and then I I I sign up for particular area I usually do seven Street Surf Road because I adopted them and then I'll clean it when I can so I'll do it sometime that day I've actually done it the next day so you should go to the mayor's meeting um but you should help clean the beach as well and you can do both um I just wanted to let people know that and uh last but not least I did send some pictures um to the administration I've had some problem in the alleys in the downtown where the overgrowth in the alleys is just ridiculous um I went and cleaned them all it took me a good while but myself and another person actually just went and cleaned them because I just want to get in a position where I was going after these people even though I've asked them numerous times um I I just going forward I I'd like to know what's on the books that I guess we could enforce to people take care of their yards I mean we're we're a Class A town and if something's overgrown especially in the downtown I just couldn't take it I did it myself right after dental surgery that hurt and I had somebody help me but uh I just I just I'd had enough so uh I I just want to know what's available there um and how we go about it uh as far as getting something done there when when people just don't clean up it's dis agitating I know I've talked to a couple other Council people and they've experienced some stuff in their neighborhoods as well and some of it's you know well founded an older person that you know can't get there whatever it may be um but they're still responsible with the property probably have relatives that can do or help so I don't want to be hard on it but at the same time I just want to remind people that we we live in a neighborhood and we take bride in our neighborhoods and our neighborhood should be kept clean good they have any pending business uh no pending business at this time have a new business Keith new business I got it all covered great Sean no Tony no new business ter good than you all right um I have one thing kind of pending new business there is a uh field hockey game allall on October 21st uh the pink game $10 donation you get P air go to the guild Club fundra coming out we're going to move into our final citizen comment citizen comment this side of the room on a topic you haven't spoki yet up thank you want to thank Ocean City they are the most liberal city council that I've witnessed in South Jersey as far as the amount of time offered to the public we can fix that I know that's my problem you could also extend it first subject is Faith and family weekend man named Michael Carlin a member of the Ocean City St Peter's United Methodist Church uh sponsored that with his uh connections and it was a tremendous outpouring of community Faith and family connections it was one of the an interesting uh weekend we had in our particular family and it disappeared after that one time now maybe it was because there was new leadership maybe it was because we can't bring Christ into Ocean City full boore because there's objections when I uh called former uh leader Mark soyer to ask him if I could promote Christianity through Christian tourism in Ocean City and get the city behind it the answer was no he's gone and I hope that uh his unbelief that we can overcome that now he might have done it for he's not here to talk about why he said that but he was Jewish he was not a believer in my view and uh I come from Jewish background as well which is one of the the reasons when I met with uh uh the city solicitor I was blessed to have been visited by Christ a couple times verbally and a couple times physically emot you know people say I'm nuts that's fine they say what they say she said are you comparing yourself to the Apostle Paul this was when we were discussing an earlier comment I talked about and I said no and the reason I said no is because the word was given to me Peter which is a rock and a foundation I'm part of the Apostles and Prophets that are here in Ocean City and I've invited Apostles and Prophets to Ocean City one of the reasons I was willing to uh endure things that I've endured is because that's the price we pay for Faith otherwise it's not real that doesn't mean we should do our own will I have a sermon called how to know the preferred will of God and if this was the last time I spoke to this Council I would explain to them those of us that are believers the holy spirit is the teacher many of us have felt chills or tingling or whatever when we're discussing something with people and we go wow that's interesting well what that is is the holy spirit teaching us the truth the truth about how we can know the truth and the truth will set us free so I try to do this in my own life when I have a decision to make I wait for the anointing to testify that it's true that this is the preferred will of God for me in my life I wish I'd have known this when I was in my early 20s I was also given a vision one time of the Blessed Mother I'm not Roman Catholic but I saw the birth of Christ in the spirit and um This was later in life but earlier in my 20 when I was here in Ocean City the Blessed Mother right this second is over 8 and 1/2 months pregnant in September right now coming up into up until Roshes Shana he woke me up and said today is my birth day I had no idea it was sunny out it was warm I went to the calendar that uh uh the local Funeral Home Godfree Funeral Home gave out at the time I looked and said what's special about today and it said Shana I said what's that it's the Jewish New Year Isaiah 58 talks about fasting how to get Miracles if healing and other things even money I fasted for money and got it when I fasted long enough the lord gave me the money not until Yom kapor is coming up there's 14 million Jewish people all over the world that fast for 25 hours from Sundown to sundown I encourage every one to consider making that a part of their practice at least once a year I know the Roman Catholics love fasting I hope you guys are doing it thank you thank you anybody this side of the room public comment on a topic you hav't talked about down I've been to a few funerals and if you look at the body the spirit is gone where did it go we all have breath in our lungs right now to do something positive for each other is the first commandment that's not what I wanted to say I came up here to tell you a story what happened 10 years ago to me I got a phone call from a man named Greg Brady he uh is a resident in Ocean City and he's a state trooper and he said to me on the phone you're not allowed to coach little league anymore I said why he said the board me and we voted that you're not allowed to to coach little league anymore you're not allowed to coach your children anymore why click okay now what so what do you do you go to the next person I was standing at the uh snack stand down there 30 fish Street which who owns that land I believe it's the public land and people on that land should be doing the proper thing for the residents here in Ocean City so I I went to uh when they were handing out uniforms and and um the coaches were all there and after everybody left I went and spoke to uh Greg Don who who was in the snack stand and with Greg Don who was uh Michael datler standing right next to him and I said to him Mr Donahue because he's known me since I was a little boy Mr Donahue why can't I coach anymore didn't say anything I said I'm going to miss valuable time with my children didn't say anything there was a man to my left named uh Ken bardis he uh he's a union member with the teacher I know it's my it's my understanding he's not a resident of Ocean City and that he is an administrator somewhere in the school system along with the retired so they were union members Greg Donahue Baris he says I'm coaching two teams I'm here I can't be to the other practice right now because I have to be here and I said see we need coaches why can't I coach you know what Greg Donahue did to me him and Michael took the the the metal door b boom I'll let you go no he said I'll let you go b boom and I'm standing there with the with the metal door of our snack stand okay because I I look back and there's his name up there Greg Donahue Fieldhouse and it's our public snack stand it's our public Fields we're allowing these people to use it to better the community to support the residents I have a coach over here coaching two teams that aren't is not even a resident of Ocean City from that moment on I lost hours and hours of time with my children not only that their friends are saying cuz I had coached for two years when that phone call came you're not allowed to coach anymore B so my children why isn't your dad coaching this year I don't know Dad why aren't you coaching this year I don't know what's going on that they would do that to someone in Ocean City the OC yaa in the Little League they said they voted the board so maybe somebody can find out who voted against me why they did it cuz I still don't know I have an idea and I will be sharing that with you you with uh documentation but it might be time to to remove particular people at the little league in the OCA I don't know if Harry Vanderslice was involved I don't know if Michael datler was involved I don't know I if I I asked Greg D and then the next year I saw Greg Donahue again I said you know why could I coach he said well it was only supposed to be for one year so these are the things that are happening in Ocean City with people that are supposedly pillars of the community harming people I'll be talking about this uh this winter further thank you anyone else for citizen comment see none can I have a motion to Y I'd like to make one quick comment um I want to say something about Mr cyer I'm not going to let that go uh so when I was in elementary school and we uh came back from Hawaii the first school I went to was about half Jewish and I was raised by Moran Christians I thank the Lord for that every day and of course I became very concerned about my Jewish friends because I didn't know what was going to happen to them and my mother gave me the greatest gift in the world when she said to me Keith don't worry about it they're God's chosen people I'm taking my mom at her word she gave me scripture to back it up I'll let it up to the Lord okay and not any man no man should judge another man by the religion Mark Surfer was a really good man a really good man and he didn't deserve that comment and I'm not I'm just not going to let
