In case number 2 0 2 3 0 2 6 3 5 floor is yours. Good evening. Good Evening. Uh, this case number is for 6 98 Forton NI Circle, which is in the Weston Bay subdivision. On, uh, August 28th, 2023, the city received a citizen generated complaint regarding an eyesore large dead nuisance tree at the entrance to the Western Bay subdivision. On September five, a violation notice was issued and posted reinspected, which revealed non-compliance. As hearing notices were being sent out, it was discovered that the owner mailing address had changed nullifying the current action. On October 31, new notices were posted at the location and sent out certified service to the owners, the towns of Weston Bay Community Association Incorporated, and their respective individual officers for violation of one 15 dash three A regarding a nuisance and menace to public health, safety and welfare, specifically dead disease, decaying and unsafe trees, or any limb or portion thereof. And I have an exhibit, hopefully that's the tree in question, where the pointer is. And that's at the main entrance and there's landscaping a little trail there. The property owners were given a 30 day timeframe until November 30th to remove the dead tree on December 1st. Re-inspection resulted in non-compliance on January 11. A statement and notice to this hearing date were posted at the location, sent out ified service and posted at City Hall. As of this time, the violation remains, the city's recommending a compliance timeframe of 15 days and a penalty amount of $25 per day for every day, not in compliance with any issued orders. And the city has not had any contact with the HOA Motion. Any, any questions by any of the members? Yeah, Recommendation, Ed, I, Mr. Leffler, your Sure. It's dead. All those people that came into compliance are giving us a little breathing room tonight. Right? There's quite a few. Uh, this is 9 0 5 Spring Creek Boulevard, city of Ocoee. That's a single family residence. On September 18th, 2023, this officer observed violations and initiated a code action for an extreme amount of junk debris littering the front and side yards and grass growing across and covering the pedestrian sidewalk on the same date. A violation notice was posted at the location and sent certified service to the owner, Connie Lee kgo for violation of ordinances. One 15 dash four duty of the property owner to control and regulate grass growth on the property, including the easement and sidewalk areas and 1 1 15 dash three A one 12, and three regarding tall grass, junk, trash, and debris. The property owner was given until October 8th, 2023 to mow the grass, removed the grass from the sidewalk and removed junk and debris from the front and side yards. Re-inspection resulted in non-compliance. A hearing notice for the October hearing date was sent out on October 17th. The representative contacted the city asking for a continuance to the next hearing date as the property remains in non-compliance. At this time, an order of continuance hearing was posted at the location, sent out certified service, and posted at City Hall for this hearing date. As of this time, the property remains non-compliant. The city is requesting a 15 day compliance timeframe and a $25 per day per violation penalty for every day, not in compliance with any orders issued. And we've had no further contact with the property owner. It seems to be like hoarding materials. Um, it's pretty bad. And that's the sidewalk you can't even see it. Um, I have a question. So after they contacted and asked for continuance, was anything done That? No. Oh, well, they did a little bit of mowing, but the sidewalk is still covered and all the stuff still outside. I'm trying to figure it out right down here on the top. Okay. Case number 2023 dash 0 3 4 7 5. Address property is 4 0 2 South Cumberland Avenue in Ocoee, Florida. This property is a repeat, this is a repeat violator. That's wonderful. Okay. Um, on September 26th, 2023, case number 2023 dash 25 6 2 5 67 was presented to the code enforcement board members for the violation of ordinance number 1 1 15, chapter one 15 for nuisance section one 15 dash 3D declaration of nuisance and menace for excessive weeds and grass growth. In that meeting, the board moved that the case 2023 dash 0 2 5 6 7, the respondent be found in violation as cited as of September 11th, 2023. That was the order that was made in onto that case. When I was, um, on November 7th, 2023, I received a complaint about the above-mentioned property on November 8th. I inspected the property and I observed overgrown grass and weeds on the property. On November 16th, 2023, a notice of code violation for repeat violator was mailed to 2017 dash one IH borrower LP at 1717 Main Street, suite $2,000, Texas 75 2 0 1 dash 4 6 57 as identified by Orange County Property Appraisal. The corporation also was addressed to that address. Also, also sent the mailing to the Registered Agent Corporation Services Company at 1201 Hayes Street, Tallahassee, Florida 3 2 3 5. They were notified for violation of the ordinance number chapter one 15, section one 15 dash three B, the declaration of nuisance and a menace for excessive weeds and grass growth. On January 11th, 2024, a notice of hearing was mailed to the property owner and the corporation and the registered agent. On January 11th, 2024, the property and the city hall was posted with a notice of hearing to this board meeting. As of today, the property is not in compliance with the city and the city is recommendation is to impose a fine for repeat violation as of November 8th, 2023 of $250 per day until the property comes into compliance. Hmm. Officer Diaz, one more time on the recommendations please. Yes, Sir. Recommendation is to impose a fine for repeat violation as of to start as of November 8th, 2023 for $250 per day until the property comes into compliance. And just to add, we've got several properties with this company throughout the city. They're all like this. Um, Carmen has called the representative. I have emailed them some nice sternly worded emails. Nothing. They say, well, we'll have somebody come out and take care. Not a thing. Are people living At the properties? They are. They're, it's a rental. Rental. It's right around the corner from City Hall. Okay. Two doors down from the mayor. Okay. Mr. Chair? Yes. Um, the city's request is not on your list of normal orders. On November 7th, 2023, the city received a complaint from the Amber Ridge Homeowners Association Management Company regarding a disabled junk vehicle On November 20th, the violation was observed as described a silver truck with a flat tire dust on it, debris underneath of it all constituting an inoperable vehicle. That's the truck in question right there. That's the flat tire. The notice provided until December 4th To remove the vehicle repair it make operable including the attached display of a valid license tag. And this was sent out certified service posted at the location and in city Hall and it was to the owners, Dolores Jean Ley and Joseph Marine GOs. The property was reinspected December 5th and remained non-compliant on January 11th. A statement and notice to this hearing was posted at the location, sent certified service and posted at City Hall. As of this time, the property remains non-compliant. The city is recommending a compliance timeframe of 15 days and a fine penalty amount of $25 per day for each day, not in compliance with any orders issued. The only change is there is now a for sale sign in the front window of the truck. Any questions of the officer on this case? No. Mr. Chair, I'd like to make a motion. On November 27th, 2023, this officer observed and initiated code action regarding overgrown tall weeds and grass in the front side and rear yards on the same date of violation. Notice was posted and sent out certified service to the owner Bruce Ward for violation of one 15 dash three B overgrown tall weeds and grass. The property owner was given until December 7th, 2024 to comply with the codes as cited. This is a routine complaint at this location On December 8th, re-inspection revealed non-compliance with the backyard. The front had been mowed, however, the backyard plainly visible via a short chain link fence remains severely tall on January 11th. A statement and notice to this hearing was posted at the location, sent certified service and posted in the city hall lobby. As of this time, the violation remains. The city is recommending a 15 day compliance timeframe, any penalty of $25 per day for every day, not in compliance with any issued orders. All right. It makes our job easier up here across the board. Alright, uh, just one question in regards to the emails that you send out about, uh, attendance. Uh, I I I don't normally check my, that particular email all the time. Uh, so is it gonna be like the, that Monday or the week prior? I didn't get one either. I usually send it out on Friday and then you back it up on Monday? Yeah, I went over the weekend and I didn't see one from you. Okay. Um, so remember Brendan is correct, uh, it depends on my schedule, but if I am off that Friday, then the Thursday before the meeting, if I work that Friday, then the Friday before. But either way, the weekend before the meeting you should have a um, civic clerk notification that I instigated. Um, stating the agenda and the agenda packet. And depending on how many people I've heard back from, I will either send a message that Monday if I haven't heard anyone or you know, later on that Tuesday. But I do try to send a follow up from mine personally, um, to everyone as well. I will look into um, ensure Brennan member Brennan's is in that email distribution list. In the Email. Okay. Thank you very much. Alright. Nothing else? Yes, I just Wanna clarify. So the, the civic clerk, it's two emails that are sent and within the body of the email it says to email you. So the email doesn't come from Justin mirrors, it comes from, actually it just says no reply, Correct Civicus, right, no reply. He used to send One yourself that didn't you? That's his follow up the Monday, like the day before. The two days before then is when he sends It. I did use to send both of those, um, the civic, the, sorry the city clerk did instigate a new software. Mm-Hmm Um, which is that civic clerk which I had to send out through their right. Okay. One. Um, so the initial one will come through that 'cause that also automatically posted to website and a couple other things that makes our lives a little simpler. Um, by doing same ways I Said your name and my search engine, we didn't come up. I said, oh well I don't know. So It's definitely a new process. I understand. Uh, speaking of new processes, while I have the lawyer, the city clerk is thinking about implementing iPads for the boards to view as instead of having these papers in front of you, um, we still need to talk with 'em about that. But if that does happen, just that is a possibility in the future, whether good or bad. Okay. I kind of like your papers, but you know, they're very helpful. But technology, obviously, yes.
