Miss Mella yes Mr mcac yes Mr Brennan yes and chairman Ken yes okay so on the agenda tonight we have um basically one issue uh consistency review ordinance of the township of orridge chapter 250 of the code of the township of orridge entitled obridge Township Land Development ordinance by resoning certain properties from the og- one zone to the Edo One commercial zone so um is Vina here to talk to us about that I'm here hi Vina hi barara I did get your message thank you so much good to see you thank you thank you uh Joe do I need to be swor in no V you're not giving testimony you're just advising the the board this is not a testimony situation okay so uh board members if you recall in 2022 uh April of 2022 we did our last Master planner exam um and postco that that uh master plan re-exam covered a lot of new recommendations related to Redevelopment uh and then rezoning of the properties that are currently under GDP so we have two gdps and we had said it's time for us to re-evaluate the bulk standards and um eliminate some of the inconsistencies that lie between the GDP and the underly zoning at the same time there was a recommendation that was added and that was very specific to uh the changes that have occurred in the last 10 years in uh the office industry office users are dying because people are working remotely um and most of the Office Buildings um are lying empty throughout the state throughout the United States so one of the recommendations that was added was that we need to re-evaluate our OG Zone which which was specific to office General use and open it up to more commercial users because these are spaces that are anyways non-residential can be taken over by commercial users and that way we bring in more businesses to the town um this is the first step towards it it's a long way because um OG zone is placed in different sections of the Town not everywhere can I change it to edo1 Zone there are certain areas uh closer to Route 9 which actually a but CC Zone and it would make sense to uh change that into CC Zone because the CC Zone also allows a lot of uh commercial use but then the again a separate thought is do we really need CC zone why can't we make it edo1 itself but that needs more evaluation I have started off with uh OG zoned properties along 516 and this ordinance is to change those properties I believe there are like 26 properties which I'm recommending that be that it be changed to edo1 what that will do is it it allows the property owners to bring in more uh commercial and Retail type of uses and obviously we will evaluate them when it comes to the zoning permit whether there is adequate parking or not and and if there isn't adequate parking then it comes back to the planning board for reviews but this would be a good first start uh also my it has been uh I've been putting efforts in trying to see if we can eliminate zones that are uh hindering or they or that are very specific to certain uses and I'm trying to combine those users because I've never seen a town that has like 43 uh zones we have created so many zones and some of them have quite similar bulk standard requirements we don't really need uh those many zones so I'm trying to clean up the zoning map at the same time so the ordinance that is in front of you is consistent with the master plan recommendation and I really request uh the planning board to uh move it up to the council for second reading I can take any questions you may have right anybody have any questions yeah chairman I'm sorry I have I have a question for Vina um yes will there be a a map depicting uh what what I I saw all the block and lots and I'm very familiar with them but I don't know if uh if other members are will there be a map that we can see yes so with every zone change what I have been doing is I have been updating the zoning map because when I started with Oldbridge I was struggling because the zoning map was not up to date with all the Redevelopment areas and all the uh zone changes that had happened so now we have the most current zoning map every time I make an ordinance change I update the zoning map as well so yes the map will be updated when it goes for the second reading in front of the council they will have a zoning map as well okay and my second question at what point do the uh people affected by this uh the business owners at what point do they get to put their input or ask questions or even understand you know what you're doing which probably is a good thing at what point did they get actually you know this whole thing has started because of the requests we have been receiving from the businesses so they are fully aware to give you an example there is one property within this Zone which received a use variant for a Pilates uh Studio a long back but the Pilates studio was restricted to the second floor now they have someone else who wants to come into another tenant space but because the use variants was so specific by law they're required to go to the zoning board which is actually a waste of the zoning board's time as well as a lot of money that the owner has to spend to get this done and it just makes sense because 516 was our commercial Corridor we don't want uh uses that allow Trucking and stuff like that but we definitely want to allow retail and Commercial uses that are more um that support the nearby neighboring residents so uh this is not been done in a vacuum we had received requests to re-evaluate the ordinance and make it more uh business friendly and that's that's an attempt so uh going back to your answer uh when this will go for second reading in front of the council there will be a notice sent out to the uh properties that are that get affected as well as is it a mass noticing Joe I think you have better knowledge of that for um zoning changes um when you're changing properties each individual property owner is supposed to be provided notice of that change that's going to be affected so they will be provided plus the general notice of an or zoning ordinance in general for the public hearing which is published you know townwide so but those individual property units will be provided notice under the ml so they will have uh an opportunity to come in front of the council and uh voice their opinion if they have any concerns okay I agree I think it's a good thing thank you thank you so much okay does anybody else have any questions or comments or suggestions yeah this is Tina just a quick one and I could be missing something on the resolution it said um planning boards um at the regular meeting October 8th 2024 was that um supposed to be 22 Vena you had mentioned uh the master plan was uh last amended in 2022 April of 2022 oh no the resolution quotes that the planning board at our regular meeting on October 8 2024 which would have been two weeks ago I could have missed something but so Joe may be the resolution was that supposed to be today's date let's see uh we're on the resolution because I actually don't see that second paragraph oh yes yes that is it's supposed to be 20 that's a typle that should be this today's date 2024 thank you thank you thank you I totally missed that one I appreciate okay does anybody else have any comments or suggestions regarding the uh recommended changes no okay so um Joe we need to
