say bad news comes in threes and unfortunately in the last couple of weeks uh uh I am to attend three funerals uh one is for uh an ex-coworker uh about my age uh died suddenly don't know the cause his wife had Ms uh leaves a family I was head of the Jewish uh the tenly I think Jewish uh Center or uh Temple he was the CEO uh second funeral tomorrow for my sister-in-law's um actually I saw I'm sorry I saw my uh cooworker a couple of uh years ago after not seeing him for about uh seven years or so tomorrow morning my sister-in-law's uh father died suddenly uh I had just seen him at his granddaughters or my niece's grad college graduation sat next to him uh that was this past summer and the third is uh in California this weekend for my uncle uh in Southern California I just saw him last year as I took a trip up the uh California coast um so you know I am very lucky to have seen uh these three people in the last couple of years before they passed away uh my message to everyone is to uh you know reach out uh to those that you haven't seen in a while if someone asked you to go to dinner have a drink you know you never know uh what can happen um you know go back old friends relatives reconnect at Etc because life is short um so you know let us pray for those who have lost uh loved ones friends colleagues in the past year um and let's pray for them and uh and pray for know who to make aware of this so I thought since I'm here I might as well but so I park at my friend's house every day to school and walk to school and there's a few houses like directly next to the high school that have not shoveled so the students have to walk in the road to get to the high school it's around that like turn on Central Avenue that people normally don't go 25 for so it seems like pretty dangerous in my opinion so I was wondering if we could get those cleared soon where exactly um it's like 112 and 116 Central LA I think I think on I check side on the left side by the high school on Central on the left if you're going towards High School the house Drive closer to the nicob yeah yes on the left hand side okay there might be older people living there it's three in houses in a row though should we make a committee to uh maybe shovel you're the chairman anyone else I'm sorry SPI we to see if we can get some thank you and there's like a bunch of them or yeah there's like three and then there's also some further the road from between by state and the high school yeah I I also noticed some at like one the wolf that uh that long sidewalk hadn't been plowed yet or shoveled yeah I only say because a lot of people most a lot of people use that to get to and from school and they've had to walk in the good point um also Matthew we did just discuss um if I could we did just discuss an ordinance um most towns almost all towns in Bergen County have an ordinance that you're required to shovel your sidewalk Within 24 hours I believe it is of a snow ending we don't have that but our risk manager is compelling us to make that an ordinance so that'll be coming too also uh a meeting with pastor Kirsten uh next week about forming a committee to possibly do those things working with Social Services uh we haven't decided just how this committee is going to roll forward but we're uh talking about it so are you a student there yeah yes oh I got to tell you thank you for coming and uh it takes a lot of guts to get up here and say something so thanks it was very timely as well yeah thank you I would absolutely second that um also if some of your friends might not be as Brave as you to come up here we have a youth Council um where you might be able to express your opinions in a more friendly uh group um I don't know if you're part of the youth Council oh Acres project and I will pass the don don on that one yes I can take that Mr Mayor um as you know we are or as you may not know we are replacing the house that was at Oaks Park we are preliminary drawings and preliminary uh ideas about putting up the house we did have the old house taken down we do have utilities all secured there on the spot but right now I'd like to due to Green Acres regulations I like like to open the meeting to the public if anyone has a comment is about how we're going to proceed with this project so moved second second all in favor actually Anna would you mind running this to the public they could take a peek at it yeah yeah yeah that' be great you don't need the notice but just 1980 is that your part that front in the draw maybe mentioned that there are restrictions on what restrictions on what we can put there because it is Green Acres Green Acres meaning we bought the property with grant money from the state of New Jersey which is called Green Acres funding yeah so since we bought it that property actually we bought that property I believe in 2002 with that money we are beholden to their rules and rs so here we are there's a few Hoops to jump through it's not too honorous we'll get through it and we're going to have a hopefully by the end of the summer by the fall of this year we'll have something standing there the real impetus for it was that the original home that was there had everything from black mold to rodent infestation to nothing was Plumbing Square anymore structurally safe it was not struer to it was a mess so uh this new plan affords all the luxuries of that old building plus some more like running water a nice Pont C you can get your coffee you can walk down there sit under the patio and have your coffee and relax and read a book and it'll have two brand new ADA Compliant bathrooms so the bathrooms are accessible from the outside and inside correct just both how many times do we have to do this in public hearings before 90 days public he today um we at the next meeting can close the public hearing but then they still have time to write in and have I can't read the letter yeah out yeah architecture is underway okay I think noil April 7th 202 the last meeting and the comment period is over all righty s April one anything else on this motion to close to the public second all in favor um okay so the next order of business is ordinance number 1269 d25 for the DPW uh salary ordinance and that's that's for councilman Jin Yu thank you Mr acting mayor this is the second reading of ordinance number favor I I is it repetitive you good now okay uh resolution whereas an ordinance entitled an ordinance supplementing chapter 119 fees of the code of the Bureau of ultan to amend the fees charged for the use of ultan golf course was introduced at a meeting of the mayor and Council held on the sixth day of January 2025 now therefore be it resolved by the mayor and Council of the burough of ultan County of Bergen state of New Jersey that said ordinance number 1270 d25 B and the same is hereby adopted on second and final reading and be it finally resolved that the buau clerk is hereby authorized and directed to publish the notice of adoption as required by law second roll call Council BAGI yes councilman Boyce yes councilman Guan yes councilman Mar yes counc yes Council yes all right well we have one more resolution here um is a resolution uh Comming the dca's fourth round of affordable housing and I would like to direct that to Ron okay this is a resolution for our uh in relation to our COA responsibility it's quite lengthy so give me a few minutes whereas on March 20th 2024 Governor Murphy signed into law an amendment to the fair housing act the the amended FHA requires the Department of Community Affairs to produce non-binding of fair share obligations honored before October 20th 2024 and whereas the DCA issued a report on October 18th 2024 wherein it reported its estimate its estimate of the obligation for all municipalities based on its interpretation of the standards in the amended FHA and whereas the DCA report calculates ultan's round four which is 2025 to 2035 10 years obligations at as follows a present need or Rehabilitation obligation of four units and a prospective need or new construction obligation of 233 units and whereas the amended FHA provides that the DCA report is non-binding thereby inviting municipalities to demonstrate that the amended FHA would support lower calculations of round four affordable housing obligations and whereas pursuant to njsa 52 colum 27 d-34 point3 that mean IP Al's average allocation factor is compromised is excuse me is comprised of the equalized non-residential factor income capacity factor and land capacity factor and shall be averaged to yield the municip municipalities average allocation factor and whereas the amended FHA further provides that all parties shall be entitled to rely upon regulations on Municipal credits adjustments and compliance mechanisms adopted by COA unless those regulations are contradicted by Statute including PL 2024 C Period 2 or binding Court decisions and whereas COA regulations authorize vacant land adjustment as well as durational adjustments and whereas the DCA has released a geographic information systems spatial data represented representation of the land Capacity Analysis for PL 2024 C2 containing the vacant and developable land in information that serves as a basis for calculating the land capacity factor and whereas ultap pan has reviewed the lands identified by DCA for the land capacity factor with respect to the mod4 property tax list data construction permit data land use boards approvals configuration and accessibility to ascertain whether these identified developable lands May accommodate development and two more pages whereas based on the foregoing ultan relies on the DCA calculations of ultan's fair share obligations as modified herein to account for ultan's review of the lands identified by DCA for the land capacity factor with respect to the mod4 property tax list data construction permit data land use board approvals configuration and accessibility to ascertain whether these identified developable lands may be May accommodate development and as further set forth in detail and explained in the attached memo prepared by ultan's affordable housing planner and ultan and ultan seeks to commit to Pro to provide its fair share of four units present need and 121 units prospective need subject to any vacant land and or durational adjustments it may seek as part of the housing plan element and fair share plan element it subsequently submits in accordance with the amended excuse me FHA and whereas ultan reserves the right to comply with any additional amendments to the FHA that the legislature May enact and whereas ultap pan also reserves the right to adjust its position in the event of any rulings in the Mont Veil case or any other action that alters the deadlines or requirements of the amended FHA and whereas in the event that third party challenges the calculations provided for in this resolution pan reserves the right to take position as it deems appropriate in response theto including its round four perspective need obligation should be lower than described herein and whereas in light of the above the mayor and Council of the bur volan finds that it is in the best interest of alapan to commit to the modified present need and prospective need fourth round affordable housing fair share number set forth herein subject to the reservation set forth herein and whereas in accordance with AOC directive 14-24 dated December 13 2024 the mayor council finds that as a municipality seeking a certification of compliance with the FHA it is in the best interest of ultan to direct the filing of action in the form of a declaratory judgment complaint within 48 hours after adoption of the of the within resolution of fair share obligations honored before February 3rd 2025 whichever is sooner now therefore be it resolved on the 21st day of January 2025 by the mayor and Council of Bolan County Bergen state of New Jersey as follows all number one all of excuse me all of the above whereas Clauses are incorporated into the op operative Clause of this resolution number two ultap pan hereby commits to the dca's round four present need obligation of four units and a modification of the dca's round four prospective need obligation of 233 units to 121 units as explained above and in the attached Memo from ultan's affordable housing planner and subject to all reservations and rights set forth within ultap pan hereby directs to buo attorney Briant T Giblin Esquire to file a declaratory judgment complaint in Bergen County within 48 hours after adoption of of the within resolution and attaching this resol resolution as an exhibit with the attached memo number four alapan authorizes its burough attorney Briant T Giblin Esquire two to submit Andor file within resolution with attached Memo from the program or any other such entity that may be determined appropriate and number five this resolution shall take effect immediate take effect immediately according to law the within resolution was adopted was duly adopted by the burough council at a meeting on January 21st 2025 now I know I need to open that up for a roll call but I think it deserves a round of applause for that was the longest thing I've ever read that's a record is it the words right and maybe uh our Council can put that in layman's terms for everybody sure so uh as the as the mayor and Council uh are very well aware and probably most of the public is we are now in round four of the affordable housing obligation for 2025 through 2035 and back in October the state through the DCA Department of Community Affairs came out with numbers for every single municipality for their Rehabilitation share as well as their um prospective need um so we got our number our planner John Zabo has reviewed it uh there's three components to it the first two you really can't challenge one is the income uh data for the residents of town uh he checked it it's according to the sense it's it's accurate um and the other one is um the nonresidential um tax base for the town and that also he checked and that that is correct and it's been correct for almost every town we've looked at so the only thing you can challenge is the what they call the land capacity how much vacant land is available he looked at that he reduced it by certain properties that are not developable um what the DCA did was they used these maps with overlays and based upon the difference in pixel from one area to the next they determined if it was vacant developable land but they didn't look at certain other things like whether it's Watershed property is it part of uh they're picking up a lot of churches for some reason where where the church parking lot part of it is included so Mr Zaba looked through all of that reduced the vacant land and by doing that was able to reduce the number down to the 121 that you see in this resolution so um that will be our number um you can't get the number to zero even if the land capacity was Zero you had no developable land you would still have an obligation so um this is frankly the best we can do uh and it could be challenged by any party uh any interested party up until February 28th so so so would an interested party be a resident of old Jaan could well probably not a resident it would either be in all likelihood fair share housing center a developer a property owner who wants to develop their property or somebody like May perhaps uh some citizens group okay but uh it's going to be people looking to increase your number rather than decrease it okay does anybody have any questions I do um John Zabo our planner yes how much weight does he C his his calculation was whatever 12 I forgot what it was I read it 15 times um how much weight does that carry in in the state I mean because well you know John's a planner and he's you know assuming uh professional respected very well respected so people say oh well John says that maybe we should look at it again is that where does that not matter um all you're doing by virtue of this resolution is under the law you had to adopt the binding resolution by January 31 so you've done that I have to file an action within 48 hours from today I will do that what you're doing here is saying GCA you made a mistake you included property you shouldn't have included right here's our number and here's the memo that John Zeo prepared I've reviewed it very thoroughly with him with Anna with the mayor we're all very comfortable that he only took out property that is not the milary okay so um remember in the first and second round they didn't even come up here they included the reservoir part of our land mass as part of our you know Google they did it again Google Maps they just some guy down there with writing down stuff and using Google Maps and it didn't it's not even a person now it's all done automatically and they just as I said they check pixels versus the pixel next to it right to make a determination as so whether it's developable okay I remember in the in the master plan conversations we'd had which include the affordable housing in the subcommittee that we had formed he said that we should uh concurrently with this develop uh some ammunition to fight back with like maps that would show that hey the property is not developable things of that nature so I know that he's working on those as well yes okay so a question so for new councilman as well uh the mayor had formed a subcommittee for our affordable housing is John zabo's um 121 number is that his opinion or is that the sub has it been discussed in sub committee and does that represent the subcommittee's number just the planer okay so has the subcommittee seen the number yet and the sub committee more to work on uh master plan okay we're doing that at the same time this is this is the of the planner planner only yeah the subcommittee is going to determine the changes to the master plan which you're obligated to um have the planning board adopt by June 30th June 30 very short leash on municipalities to get through this whole process gotcha thank you and the changes to the master plan will hopefully allow us to you know fulfill this number if it's possible correct is the 121 is the new building sorry that's going in an old Jaan road is that separate or this's an additional 121 that mean 244 correct that's around three believe was that around three now that will be around 4 credits we will get for this round so it'll count to for four round toward there's only a certain amount you can use for the overall so 121 affordable housing units means you really have to build right what is it five times that am 600 600 so the other thing that the committee that will need to be charged to do or will be charged to do is we do have to come up with a um what's it called the overlay Zone huh what no the the amount that we're actually going we can build RDP the RDP realistic development potential poti so those 10 credits will be in the the RDP and then whatever else we can possibly figure out that PR bit in Thea so it might be an overlay might be a piece of property that yes you you could probably put some uh passes there of what will happen ultimately that's what the planning board will have to do by June 30th okay and does anything give you more credits like um thinks you get bonus credits for yes I think I think the 244 is bonus credits I think one either one for one maybe 1.5 for one we got the one's Onan Road in Washington we got credit fa we got one and a half for each one each room the one by your house too we got one and a half per room per person right LA on those were in our last one I know but we get one and a half credits developmentally disabled and you get to count uh bedrooms instead of units that's kind of a bonus too yeah sure okay I remember correctly from conversations with Mr Zabo Redevelopment gives you extra credits I it I don't believe it does in a fourth round well the rules changed that's what that's okay yeah you're you're 25% is the maximum you can get by bonus credit my my last question is the fourth round when do we have like what's our time limit on that when do we have to ex 20 you have to execute now and adopt all these things like we're doing sure uh but it goes from 2025 through 2035 so they're all 10year periods okay any other questions no seeing none I'd like to ask for a roll call what what I printed up for the burrow for upcoming uh U reassessment so we okay and local assistance I see our pantry is kind of empty so I'll be asking anybody that could help bring some canned goods non- perishable items toiletries and they could leave it up uh by the front of bur hall for our pantry for distribution there is a wish on the it's on the website yes okay and that's pretty much all I have Matthew Marin uh you're a great example of Civic invol involvement at a young age and uh I commend your attendance tonight on a cold night when you know you have homework to doing things like that the fact that there's three of you here is is really admirable so I want to thank you for your presence and really looking forward to working with your group this year um the historical committee I want to thank Anna actually for uh filling me in I was unable to attend last week uh for personal reasons so Anna filled me in that um the group met last Tuesday night the historical committee and uh they want to continue with the guest speakers update some of the um ultan historic events on the map that they have they talked about the historical markers and getting them done Sam petrielli has finished the one that we have that goes in front of Stone Point um so special thanks to Sam for taking the time to personally to uh to dip the signs so speak to yeah he he's remarkable how much time he spent on it uh we will work on having it placed on burrow property in front of stone point in time for Town day and the rest of the signs need to be dipped to get them cleaned off um so we'll talk about doing like two this year two next I thought that was a great suggestion from Anna so thank you um the fire department kindly encourages all homeowners to homeowners to shovel out the snow out from around your fire hydrant nearest your home uh between the snowfall itself and then the plows lofting the snow over the roadway due to the great work of our DPW plowing the roads unfortunately some of our um fire hydrants are hidden and uh the firefighters would need to one locate it and then to dig it out in case of God forbid of fire so let's make sure that we uh do our best as residents to to dig out the the hydrants near our houses um they would also like to advise and remind Ulen residents of the potential fire dangers of lithium ion batteries particularly with ebike charging so uh please be uh cognizant of that and then I'd like to read a brief note um from our new Chief uh Charles Anders the 9th commissioner mararo so far this month we've responded to a total of six incidents for a total of 41 and 24 minutes of man hours 43 engine is out of service for maintenance all their apparatus are still in service once 43 engine returns 43 Squad will be going out for its regular scheduled service during which time Rivervale fire department will be automatically dispatched with us on any extrication or rescue calls until the 43 Squad returns uh but something I wanted to bring to the attention of the mayor and council tonight 43 engine requires significant repairs something we uh should discuss tonight the cabinet door repairs over $4,000 and the general generator repair is over $99,000 on estimate the engine can still pump water but they do not have scene lights or the ability now to produce electricity uh the reason that for this is the the for the door uh cost which is over 4,000 is that the door is obsolete due to the apparatus's age and it must be wholly replaced however I do believe that we could come up with a solution where we find um a fiscally responsible way maybe a used uh door of some sort of I believe we have someone in town who's good at finding car parts and such um so that's something I wanted to discuss um and the department attended their uh yearly mandatory SCBA refresher last night so they satisfied their requirement already for that next week the fire department will be attending their Hazmat awareness refresher course which will also satisfy their um yearly requirements so they're they're doing really well with uh keeping on top of their responsibilities so again something we should discuss um with the fire department is due to the age of the 43 engine how old say think I should know that but I don't 202 oh hey look at me I got that right that's like 140 dog that was a Taylor Swift reference though um so here's here's the thing and you're all you know Common Sense people so I'm I'm here as uh solution oriented the door needing to be retrofitted at some point do we look and say you know how many more times we're going to put money into this aging engine but for now my question is how do we solve this this issue with the door that that hey they no longer make it so we're going to have to retrofit it is there a solution somewhere in there that's a little more fiscally responsible where we find I mean it's a very specific piece that's the that's the issue from a how much is it to replace a truck the truck it's full truck let me help you it's between 850 and a million yes so in my opinion 9,000 and 4,000 is just a drop in the bucket and I would do it I mean if I own the vehicle and it was my company I I mean I'd like to hear from the engineer or the fire chief whoever but I have a feeling uh Dan Hartman and Tom Jung already took look at and they said it's not repairable that's their opinion but I trust their opinion cuz they do Stu Tom Tom did look at it and he was the one who sent it out to say no both I respect both of those guys or maybe there's another solution it's got to be a door somewhere in this country that can get shipped here and guy should be able to find that door now what door is it exactly it's like a rolling door you know you know one of those aluminum rolling doors is it towards the back of the truck it goes on tracks right and uh it rolls up inside the cabinet so one on the passenger side if that matter we could get a generic door nobody can custom them build that exactly it's probably something in the track they said yeah so I mean again I'll I'll give you those numbers so cabinet door repair 4158 point21 and then generator repair that's and that this was that it it was just going out for regular scheduled service this wasn't something to didn't come up where they said like oh we have to get this fixed it was out it was out of service just for General Repair and the generator came up 9120 approximately again the engine can still pump water but again they don't have seene lights or theil the ability to how much is the new generator would be my question H I bet we could buy a new generator for I think you said 9120 for 9120 9120 for repair I'd like to see what a new one is worth with the with the warranty you know where it's located I think it's in the c one of the cabinets right yeah it's not like it's not accessible or anything like that they'll be coming in for budget so yeah yeah I I just wanted to put that not this week to coming in next week yeah they're they're not until February but I wanted to make everyone aware of that that this is something that's currently you know ongoing and that when this one you know comes back then they're sending the other one out for it's scheduled Services I you know I spoke with them I said is there something going on they said no this is just regular maintenance but you know let's hope everything's okay then yes um can you please it's um could you please ask them to forward their budget request and their Capital request because we have not received we still have not received nothing yet yes I will do that thank tonight and they new at it maybe they didn't realize yeah um okay so that was uh fire department and lastly just very briefly thankfully it's a quiet season for recreation winter basketball season is is going well this far um and then fall soccer has a team that will be recognized uh by the mayor on March 3rd so thank you to Anna for helping coordinate all the emails back and forth that was about 30 emails to get that done so thank you very much um softball and baseball are in preparation for the upcoming spring season um there is an Umpire shortage that they've brought to the attention of wreck but I'm very happy to report that uh Gloria and Jesse have been working very diligently to come up with a solution that satisfies the requirement as a burrow um while also being able to field umpires pun intended um so this zebra website that the assigner uses seems to be the key uh for us to be able to collect uh W9 information if needed if someone reaches the that threshold so we're really really happy that uh prevailing Minds got together and came up with a a plausible solution for that um and then lastly after many years of volunteering with Recreation Mike Demarco has resigned from the Recreation Commission I want to personally thank Mike for volunteering to attend pretty much every event from town day to movie Nights to the Halloween festival we will certainly miss his dedication and we wish him the best so with Mike's resignation and his term ending at the end of 2026 there are candidates who we have in mind who are eager to get involved who are eager to get involved and I know the mayor is the one to appoint this position so I will speak with mayor Gallagher regarding names to bring to him for potential appointment um and lastly uh we need to update the field usage policy ordinance which I gave each of you a copy of so um frozen shoulder it's the weather oh the we'll send you over to Central I hear they need it uh okay so this is the uh facilities usage uh are these are our requested revisions I actually believe that this was guy and Court oversaw this work so I can take zero credit um and I uh pass the Baton to them on that and thank them for their work in getting this updated we just want to make sure these revisions can be um reviewed put forward and then um put forward for resolution can I make a couple comments about Recreation so so one is uh as you know I still run the soccer leagues right for the 12 towns in the fall and the winter and we had uh games on the Sunday when it was snowing and uh it would started snowing like 3:00 a lot of the different high schools in the area closed on Saturday they said oh no we're not open on Sunday some of them closed at 1:00 anticipating snow till 3 nvot stayed open and they allowed us to make that decision we ended up closing at 5: it started snowing at 3 but they the custodians there and this goes to the schools the custodians there were very helpful in making sure that the the sidewalk the area was salted they shoveled plowed make sure people got to their cars super helpful so if you speak to schools uh and they like you said they within their curvie they easily could have said listen they could shut the whole thing down there were two tournaments for the high school that were that for basketball that were canceled at other schools uh nearby schools that they said no don't want and our school stayed open and our custodians not only did they do that Sunday they were there all day yesterday and then early this morning to make sure that there was no ice uh I I was the last one out so I made you know everyone was out everything was great and they stayed another couple hours to clean up inside they didn't have to right they could have just done it early clean up inside gone home and waited the next day for the next custodian but they really put the full effort in so credit to them they genuinely um and then the comment here about the facility's usage yes it goes back to to my time on Rec Recreation I think the changes here uh give the power more to the Recreation Commission and the recreation director in making decisions on who can use our Fields as opposed to the mayor and councel right the Recreation Commission knows what kind of uh Sports programs are applying so for example a soccer club that's based out of Hillsdale or something like that they would know that we would not so this gives that power more towards Recreation director and the Recreation Commission where the more detail is is needed and they understand and can make that decision uh instead of the mayor and councel so I I agree with that and there was there were two things I just wanted to point out uh that I think are very important that in addition to uh giving uh wreck a little more s with that but also making sure that the burrow administrator um if the request is to use any burrow facility or property it should be made to the burrow administrator I think that's important that we include that as well so now um you know we have a Fair balance um of who has you know who's requesting the fields and uh I I do believe the rec um commission knows these groups particularly if you look at the second page when it's talking about the feeder programs that was really a lot of what the discussion was court so I like I said I can take no credit because this was a lot of this was you you and guy going back to your your time there so uh but I do want to point out um the part about the feeder programs feed programs are defined as programs in at we in in which at least 33% of the players on the teams requesting use of the field are ultan residents and I do think that that is important um to have that uh stated there so I just wanted to point those two things Out Among the other changes thank you Anna for uh for preparing this tonight yeah we should get this so there's a lot of ordinances that have been sitting there and they need to be updated there was in the past two years there was a big issue on one of the clubs using uh demerest fields and Jim ainger made sure Town Fields Demis high school or Demis uh Town Fields uh wakeley field for example uh and then there was a very big um sort of controversy and they put in language like this certain percentage should be from the town even though the club was based in the town it was getting out of town uh players and members because they were becoming this great All-Star program whatever and they were excluding Town members Town players wow and you don't right there were tryouts and Etc that's the last thing we want we've always wanted for years and again this goes back many years we've wanted to make sure that our players are part of these clubs that are applying for uh these permits thank the thing I was um to Glory about this so um I don't know what kind of calendar I was hoping one day she would use a Google Calendar and open it up to the old Google calendar so I can see a wck calendar of who's using the fields and when wow so that nothing ever is dou for any reason whatsoever um because at this point unless I get Gloria I don't know who using one and half the time I still don't know yeah I'd be happy to sit with her and and do we do that to high school and I could yeah I could help with that councilman carnaza used to like used to be at Stone Point Park and he would see like a softball team that he would not know and he'd be texting all of us who hey does anybody know this team and then those did you know that yeah no so calendar is is best okay so I'll I'll talk to her about a Google Calendar for sure so I just wanted to to bring these revisions again I can't take credit this was work that was done years ago but I think it's something that it's time that it needs to be brought up and uh that was something I thought to bring up [Music] tonight do for meeting yeah thank you it's going to repeal and replace um and that's it thank you sorry just took very thorough um okay Ron you're up okay um not a lot to report police have been quiet uh the which is a good thing the um couple of things that are important two new cars on order we're going to have a resolution for those in February meeting so we should be able to get those two new cars and money's in place already and our new uh Patrol person patrolman will be sworn in we're trying to we're trying to shoot for the first meeting in February but it might be after that but um all the Hoops have been jumped through all the forms have been filled out all the physicals have been taken and it looks like it to go so we are looking forward to that and getting him on the road as soon as we can that's all I have right now thank you Ron Ron do you know when they start the process of uh the new H they have not yet you know when they're going to start that process advertising they're going to have to go through the whole well what's going to happen is instead of from the pool that we had which is exhausted they're going to start all over again and reti he Joe was talking about ASAP so I'm assuming that's going to go out there's certain uh website not websites but areas that they advertised specifically in where you yeah can attract candidates and we'll see because lately I Joe has been the chief has been telling me that other departments are beginning they're called lateral transfers uh transfer uh someone applying from a different department uh a different town or different uh we even had somebody from the PIP years ago uh worked he's retired now but I remember hiring him a lot of times that happens or from they come from a different town or for whatever reason that may or may not work I don't know but that's yet to be seen but anyway good question I will make sure it's in the in the works R when you say that the list is is exhausted that means that the candidates they're just they they weren't qualified or no that means going back you know 20 30 years we'd have 150 people apply sure and we' be cut it down to 50 cut it down to 20 and when it gets down to six the mayor and Council committee the three of us uh interview the last six okay so what happened this time was there was only like 30 that applied they got down to 15 then they got down to six we interviewed a bunch of them two of them were offered gave given offer of employment turned it down after going through the whole process uh whatever is it gen Z XY I don't know whatever that generation is um there it's a littley and no I don't want to take that job okay after knowing everything so now you know you're down to like two on that list then those two probably got job somewhere else okay because they're at they're applying somewhere else too so we're going to start all over again I think it's wise okay that's great thank you Ron councilman Marty please uh thank you Mr a mayor uh real quick on the board of health January 14th um the Board of Health and their effort to uh strengthen the mayor's well this campaign how the book club meeting at the ultap pan Public Library topic of discussion was mental health and the book discussed was the anxious Generation Um by Jonathan hate um discussions were led by Brian uh Greco who's a clinical social worker and Dr baa who chairs the Board of Health uh they had their reorg meeting on January 15th um and they welcome two new alternate members uh to the Board of Health one being Andrew Bina and the other one Rachel Park um a little bit more in the Board of Health there are some health alerts and I can an anecdotally speaking I can totally attest to this um the emergency departments and all local hospitals are very very busy uh last few weeks um missions remain elevated uh for a combination of covid-19 influenza ours um and uh basically you know influenza is affecting um more of the um uh younger generation and the covid-19 uh believe it or not it's affecting 65 and older is what they're that's what's being reported um not much else on the board of health on uh schools uh I had a professional development day that I was going to be attending yesterday morning uh and that was canceled due to uh some weather issues that we had recently um so I don't have nothing to report on the schools they did have their reorg meeting in the beginning of a couple weeks ago um but I will be reaching out to the superintendent and definitely attending the next meeting um regarding uh the first a Corps they had their January business meeting uh which I did attend on Wednesday January 15th um they had a pretty uh busy year last year they had a total uh calls of approximately 450 calls of which 252 calls were servicing Ulta pan burrow and the uh difference of those calls approximately 198 were mutual Aid calls so they were somewhat busy um one thing uh about those calls and I know that um lot was mentioned that the EMS Center they had a total of six CPR calls and they had one verified save so I think that's that's awesome um those are really hard to come by um and that's basically it on that I do have uh some new business for first aid but do you want to do that under new business or uh sure just wait for new bu Fair all right thank you welcome thank you very much if I could under uh Board of Health I watching the news tonight as I just as I was leaving the house just interesting I'm I'm not a doctor I don't know anything about diseases or anything I was leaving house there was a a news snippet about a woman who had a baby in I think Illinois it was Midwest she was um inoculated she had the the RSV inoculation and it would pass on to the baby and they said that was a big deal um the baby would came out with the immunization with immunization which they didn't know was going to happen or not or sometimes it's Hit or Miss but they're finding that the newer the newer strains of of immunization not the newer strains of the disease are becoming better and I know I just thought it was interesting that something we might want to know that's all thank you uh Court thank you Mr acting mayor uh the library it's been a busy couple of weeks uh you know we saw them uh at the budget meeting and uh they spent a long time there preparing uh for that meeting uh the new carpet that they mentioned is to be installed in early February uh there was an open house uh we mentioned that before a big success uh I think I counted a 100 people could have been a little bit more and that was for the retirement of uh Susan and then the meet and greet with Kimberly um so there about 100 people and the mayor uh gave uh Susan a proclamation so that was very good uh there was also chamber music um by I think four or five students from the high school so it was very nice as well uh Kimberly's been a kneed deep into transition uh calling upon Susan when needed uh she's uh one of the projects is modernization and that's taking all the paper files over the years and digitizing them for uh you know quick reference um kind of indexing Etc things that Librarians do uh they finalize the health care plans for the new employees uh and then the new computers are set to be installed in late February uh Windows 11 is coming up and as you know the older computers are not going to be supported by Microsoft if you still have Windows 10 so that goes that's a special note to all of us some of us still have Windows 3 4 XP I don't know so um and then there's a board meeting the February board meeting uh the main focus will be on fundraising so I'll be excited to uh hear about their new ideas right from the new board members about fundraising uh that's so that's the library uh OEM uh update is the same as our last meeting uh remember uh there to reach out to Sunrise about emergency plans that they have uh reaching out also to the new ambulance Corps and fire department uh to discuss protocols uh they attended uh they attended oh the quarterly safety meeting of uh GIF uh they'll also uh Andy will meet with the schools to go over the emergency plans uh of the schools uh part of the report was about the snowstorm uh it was a great uh they said it was a great great storm to train new employees DPW to train new employees who have not yet uh plowed yet um but they also mentioned a few breakdowns of the larger salt trucks so I don't know if they need funding or if there was major issues with the salt trucks but a couple of problems there from an O perspective they monitored the weather uh they touch base with other departments and they're preparing for the upcoming cold weather and that is the end of my report Mr active mayor thank you very much um thorough as usual so I guess at this point I'll go into some of my committee reports and then I'll Just Dub tail that right into a mayor's comments because I did meet with the mayor uh with some Town residents but uh first my um my report I'd like to uh say that there are two Boy Scouts who are searching for Eagle Scout U project so if anybody has any ideas um I do have one tentative is interested in redoing a flag retirement uh mailbox that we procured somewhere and with the DPW we'll be refurbishing this box it's an oldfashioned mailbox and positioning it somewhere on oo property so that'll be really cool um I believe he'll be coming to the next veterans meeting and I invite you all to come if you'd like and uh brainstorm with this individual to figure out where would be best to place this and he uh he's going to explain to us what he plans to do with it um the other Scout is invited to either the veterans committee or the environmental commission but if you all have any ideas let me know and I'll pass it Forward uh the environmental commission met last Tuesday it was our first meeting of the year um there were excellent meeting minutes by Dave Keel um I'm getting a lot of information from a few individuals in t down that we need to kind of fact check but uh they're related to 244 alapan Road um one thing that's pretty interesting and I don't know if it's too late but uh an idea that was floated at the environmental commission meeting was to and this may relate to the historic committee was to have a bond taken out on the historic home so that if it is moved and falls into pieces we have enough money to put it back together somewhere um that's pretty important um I think the JF will take care of that anyway well aside that they are responsible for being right successfully yeah so yes making sure they have insurance yeah insurance so that's that's something that we should follow up on um golf has been halted due to the snow so we're working on our Capital Improvement budget currently [Music] the um I was going to talk about the Oaks Park house but we already covered that and so at the last planning board meeting um we had a member of the public a well-known member of the public mayor Kramer came and I just want everybody to be aware of what happened um he vehemently expressed his disappointment with the DPW building being positioned where it was um he held the 2024 mayor and Council responsible for that being positioned there it was onnut on Chestnut it was a lengthy conversation and um at that meeting Tom scrael suggested that he had done a plan for where that building was positioned he's our town engineer as we all know very qualified um I looked into that plan I visited the site since that time and it was um there's three factors which kind of uh influenced where the building was number one it's a six 6 and a half acre site or so three and a half acres of it if I'm not mistaken are dedicated to um the de regulated wood chipping uh area area which has to be that large so you can't encumber that area that leaves about three to three and a half other acres to work in there's a town resident on one end of that area so the building was shifted towards the intersection also uh there's a natural drainage Swale that runs through the property bifurcating it so really this building didn't have that much room to be positioned um it was positioned there the um the coun the chairman of the planning board requested that a presentation be made at the next planning board meeting where significant Landscaping is to be presented to uh the planning board to buffer this new bu this new building from All Views um and just explain what I just explained so I know Juan was at that meeting as well I it was his first planning board meeting so that was an interesting uh occurrence for for him um but if anybody has any questions I just want everybody to be aware of what was happening so what sorry so what exactly is the complaint is it the location of the building the building that went up at all the process in which it got approved like what was what was the main point think all of the above I think the the process didn't seem transparent I think everybody just uh so there's actually our Council can speak to it more uh directly than I can but it's my understanding that there's a there's a courtesy review and it's called a courtesy review whereby if you're building something as a municipality in the municipality on public land then it's a cursory review or a courtesy review courtesy yeah the board doesn't have the opportunity to turn it down but it's an opportunity for the public to go it's announced and advertised and the public can see what the they can make comments yeah make comments and then the the B could change it based upon those but doesn't have to we're exempt from our Zone our own zoning ordinances I see is that the section 31 review the courtesy review or is that something different uh I don't know if it's called section I know that's what was mentioned I just I I was just wondering I mean it it it's done by I mean if the county wants to build something they're subject to the same thing before the planning board so I just to mention I don't think it was gone to the planning board because in the past I don't think it was a um deliberate thing it's just we built our Police Department we never went in front of the planning board when we built uh second building at the DPW it just third it was something that we just never did and I think that was the the reason why it wasn't that was deliberate let's not go there because we want to get this done it was posted it was in a resolution it's on the website in many cases so I I think it was just a very jarring um clearing and quick building build right there that just shocked residents so had they been aware of it by this courtesy review I think it might have helped a little bit so that being said we'll be putting in the mayor's former mayor's terms a lot of lipstick on that pig so we'll be um if I could build the are there I've heard but I want to hear it from the council or from you there are arives that are on order to be planted around that building or yeah planned to be ordered yeah actually um at the end of the year when I saw that building going down I took it upon myself to scour some local nurseries and procure some very good trees well suggest that the town procure so I I tagged a bunch of trees Andy saw them Andy said yeah those are great trees at a good price so those are healed in which is an indust industry term for putting wood chips around it I know you know and they'll be deployed in the spring when the ground is no those are actually deciduous hardwood trees how are we going to block it in the winter ever we just haven't gotten there yet okay yeah but that's the plan that's the plan okay lots of them um so this that brings me to my mayor's comments um so the mayor and I met with residents from The Waters Edge area of town um that border New York um New York has a large track of land which used to be the old Verizon property everybody aware with that piece of property okay yes so when you pass the VAR city house you come to the light you make a left correct all the way in all the way down the end and it's on the left and those properties the backyards border Waters Edge I'm sorry guys thank you Farm Road yes no beyond that way Beyond Coran Way Beyond that okay Coran Coran way most of it's Coran way so the old Verizon building if was demolished and it went for a public Hearing in Orangeburg and Orangetown sorry and if you think of the property in thirds one/ third of the property was already taken up by a it's a ginormous data center um and it is hold on I know how many megawatts it is it's like I took notes at the meeting it's 40 megaw which is enough power to power between 750 and 1,000 homes wow okay so phase two of this project they're proposing another 40 megawatt building within a I'm estimating 200 ft of the property line for these Waters Edge homes right the problem is a there's multiple problems but the first problem is they emanate this sound because this humming because there are like 40 or so air conditioners on the roof because they have to be kept cool um the other issue is they're going to require a 70 uh something substation which is about as big as the data center also on the property um so it's a very big undertaking um our residents are not quite very happy with it the problem is we don't have a lot of recourse in New York they tend not to listen to our uh requests um but I can say that the Orangetown uh initial review of the project was not favorable I I think that they were not happy based on what our resident said when he went there um so in support of our residents we'll be writing resolutions stating our position and that we are not in support of the application for the reasons that we just discussed additional steps that we'll take will be reaching out to violia um because it affects her Watershed it's right next to the reservoir they actually shortening buffer yes can I see that map that you have draw your hand sure thank you yes and supped to Havey the birds and everything it's it's a travesty so we'll be reaching out to Bergen Swan um who's uh for those of you who don't know Bergen Swan they're responsible for saving bonab Bel Park essentially among other large tracks of land in Bergen County um and that's our goal is to try to help our residents in any way and thwart this so to give everyone a background of what I think this is right these are data centers that are being created for artificial intelligence so so when we talk about Ai and you hear about Nvidia right Nvidia stock going crazy these Nvidia chips are you know they're they're in all of these data centers and in fact they use up so much power that they're now trying to get their own power sources instead of tapping into the grid so you will see a lot of these data centers in like the appalachi going after the natural gas or these mini nuclear power plants that are feeding these and so usually it's in these rural areas right where the noise doesn't disturb anybody and this is right in a residential area so that's my guess of what this is just to give everyone an idea of what's been driving the stock market it was been driving utility companies but this will be the third one there because there is one up further on a different piece of property huge data center then they have phase one of this one so that's the second one that's on the old Horizon property and then they want a bigger one and then not that far more closer to rock sight Center there's a huge there too but at least there's no resid right around there I mean of these hous youve and you could see the building behind it it's like what cell towers used to be right no one wanted a cell tower in their backyard right for many reasons whether it's potential cancer Etc this is the new cell tower right so that's the Gated area by rockn psychiatric that's what that is no well where that is one of that's a new data center that they built there it's not the same one as we talk no no I understand but I'm saying that's what that is I had no idea that I thought it was like a prison or something I know yeah it's it's high security wow bill or Brian would it um help out the residents and the buau if I mean there's very very Li we're Limited in what we do as a burrow should they be reaching out to state representatives or even maybe a congressman to withh help for this certainly wouldn't hurt yeah yeah the the legislators the assembly people in the senat um yeah our mayor suggested he was reaching out to some different people okay yeah I think he was because on the first if he can reach out to the New York even the uh Congressman up there I think it's Mike Lawler that's yeah that's that's who he was reaching out to okay yeah he's Vis two billion two billion if nobody has any questions on that we can move on I guess you have to give the ammunition for yeah I can work with the mayor counc voice hey two people um okay thank you so we're going to move on to the action on the minutes that's for Ron action on minutes sign a die meeting January these are the minutes to be approved sign a die meeting January 6 2025 reorganization meeting January 6 2025 can I get a second second all in favor I I please yes counc Boyce yes councilman Guan yes councilman Marty yes councilwoman sah yes councilman you yes okay so we've got a little bit of new business it doesn't feel new but the veterans are really hopeful in that we can make this a veterans friendly Town um so I looked at what that really means uh hold on and we've actually fulfilled some of those uh requirements there's about 10 requirements um so the ones we I think we've fulfilled is that we've have a good faith effort to achieve a 5% veteran Workforce for Municipal Employees um we provide a discount for local business licenses and permits um for veterans and we provide preferred parking for veterans in Municipal lots and I think that we annual public recognition of service uh of a resident who has served in a military I feel like we do that at Memorial Day we we will be doing at Veterans Day forthcoming but that leaves a few things un satisfied but most of those are business related so I spoke to Ron earlier and he suggested we reach out to the northern Valley Chamber of Commerce and try to help uh make our town proactively uh to proactively notify veteran owned businesses for public bids we can also do that in our bidding process with our DPW and inhouse good faith effort to award 6% of Municipal contract dollars to veteran owned businesses for contracts awarded oh and also for there's a number here that doesn't belong here for contracts awarded to non-veteran businesses request 6% of subcontractors to be veteran own businesses so these look like things that we can write in our specifications when we put things out to bid and I think that we would satisfy them well the one thing that you have to do is that resolution that is number one so you have to decide you want to put that resolution on four and if you do then we can continue with all the other side well this re this resolution Rivals the one that Ron read so I'll spare you this at the moment but um maybe we'll we'll email it to everybody on the council so they can review it yeah the back I didn't see a resolution there's a resolution it was right under the the wording yeah I have a resolution template here it's about two and a half pages long so I'll spare you on Old business for the next meeting or do you want or can I just do the resolution next meeting I can add it to the consent agenda for the next meeting unless you want a discussion I'd rather discuss I'd like to read it yeah so I'll just put it on under resolutions just like we did Co and then yeah we'll set it upde yeah and let's figure out ways we can fulfill the Mandate so I'll I'll circulate that around as well question um I'm all for doing whatever we can for the veterans but did I hear you right in saying that we it would might circumvent our low bidding laws like we have two two people who submit low bids and we're going to choose the one who's a veteran just because he's AET it would have to be you can't give a Veterans Preference under the local public contracts law so it would have to be on those that are not subject to mandatory Bing not over the $44,000 I can see give them another check in check in another box but just to give it to them because they're a veteran we have we should be vetting the veterans that are doing the work in the town because you don't know of course you know you I just not anti veteran in anyway with that also there's it's the lowest qualified V so they would have to be qualified good point but we've also gotten we've got had issues with lower lowest qualified biders in the past as everyone on the council knows does does this open us up for possibility of other groups um you know saying that you uh as part of the bit like certain minorities certain groups if we do it for veterans does that open us up for others to do the same sort of thing or propose it's not a protected class under the um New Jersey or federal law being a veteran so I my initial thought would be no okay we don't have to make it open to whatever group wants to come okay so it's not equal to it's that protected groups origin race like that got thank you Ron I think reading these qualifications a lot of them say make a good faith effort or best efforts to this anyway I just want to get us in trouble that's all I just want to make sure that we're doing the right things for veterans and we're also doing the right things for the burrow that's all good so I'll report that back to them at the next meeting okay and I know that Juan has something for new business also thank you um yeah when I met with the first a Corp um they brought something to my attention which is good so uh bur ordinance uh 68199 um where it's basically the L out under schedule b um it was never updated so the first aor has a new rank structure I guess I don't really know JY might know when that I thought we did update that we did update it but obviously they must have changed their officers since no it's Captain I mean I'm sorry it's Chief Deputy Chief right Captain Captain ofis yeah so according to the ordinance we still have it as Captain we have it as a night lieutenant and day Lieutenant I have a feeling it's not it's not updated on the website but we did I remember reading that on the on the new one that you're looking at the new one that we just passed the one I printed out you printed and gave me this yeah should say Chief Deputy Chief Captain Lieutenant just wording we could change it yeah it's is this the one you're talking about now yeah that's the new one is this specific to is this so this is encompassing the fire department in first you gave me so I had the other one yeah all right then I have two you're saying it's done we did create those new titles for for the core yeah we might not have updated the low that's that's what this tit titles so should we update yeah schedule B just so it reflects what it should be reflecting it still says uh captain and day and night Lieutenant where now they have a chief deputy chief uh and Lieutenant isn't specific is today or night okay away for our youth in attendance could you explain what losap is we're using an acronym that I just want to make sure they're aware of what for the public so losap is a program that the state created uh probably about 30 years ago run 20 20 20 25 um the name of it is length of Service Awards program the state was find a lot of local departments were finding that um they were having trouble retaining Volunteers in our Ambulance Corp and our fire departments so created they created this program where any M municipality is allowed to um award uh a certain amount of money to be put into a an annuity for them which vests in 5 years years so so if you're a member of the fire department for 5 years here in our town we we deposit $150 per year that you make your credits for so make 100 points yep you have to show up to a certain amount of calls certain amount of drills a certain amount of meetings things like that and if you make a 100 points you get uh $1,150 deposited into your anity account which invests in five years say you go off to college in five years oh so so you have to make make your percentages for 5 years I don't think they have to be consecutive but you have to make it for five years once you do that money is yours you can do what you want with it so it's an incentive program for to keep volunteers to keep Volunteers in if that makes sense I just want to make sure because we're we're dropping acronyms up here however even real re right our younger guys are younger guards and gals thank you that are maybe 18 to 30 years old that's our heart and soul of of our fire department they're they feel and I agree with them that this is silly we don't want the money when we're 65 we want the money today we can't afford to even live in ultan actually I think all of our chief and officers none of them live in Town Park Ridge creskill they live all around but they don't live in ultan because they can't afford it so they're like we want the money now we don't want the money then so it's a little frustrating for someone like myself I want the money then and and like guys who have been in it and GS have been in it since the Inception we have we're we're got quite a quite a lot of money in and uh it's it's been nice and it is a nice tip of the hat to people who have been there that long that's why it's length of Service Awards so if you if you if they did it in F low which goes to your retirement um if they did say as a stifen that you would get it at the end of the year you're going to be paying taxes that's income so you know this is like tax let that compound interest so I'd go for the compounding when we withdraw it but when we withdraw it with tax well is it not if you withdra it with before no before when GL like I've been in 22 years or so in that program sorry if I start withdrawing next year do I do I pay tax isn't that income for me because once he once he a certain age was he came back from college went on probably 10 calls and you know anything per call would be welcome at that point so maybe we need to rethink the loap a little bit Yeah so um let's just going back to schedule be so we need to update this m all right um that's the one thing the other thing that was uh since we're on losap um so Anna it's $1,150 right yearly um you know it was actually mentioned in the meeting that uh if there can be an increase on that for what I read and yeah I have ITA um I think to increase the low you have to do a referendum because your originating ordinance has a certain amount in it it and you and it doesn't say anything about any increases yeah so it was when you first did your ordinance if it said you can get your CPI increases and all that stuff you could have increased but because the ordinance doesn't say anything yeah I I was looking for the yeah that's the thing I didn't um the ordinance is it was a little bit hard for me to read so maybe Mr Giblin but yeah and that's what it says if the language is in there uh we can yes um now I mean we can look into that but the thing is if you keep reading on that it says that um the contributions can be increased to a maximum equal to the cumulative percentage increase since the time the award was last set and that's like Ron just said that it hasn't been since the Inception which is in 2000 no we didn't we was it 900 and we went to 2002 it went to 1150 from um no was it did we start at 1150 I don't no 2000 was um was we like 900 it's right here I believe so so do we not need to go out to referendum the copy of the ordinance that I sent you the original one the is that this one no kind of looks a little messy hold on I got a lot of things printed here give me one sec keep going keep going no I'll recognize it what's what is it that you have folded there no that okay so the ordinance first started this uh you had a certain amount per year and then at 2002 you started with the 11 and that's St so then it would go back to 2002 if that's what we decided started at 2000 was 600 oh W then you went to 850 at 2001 and then at 2002 you had 1150 but it says nothing in here about increase increas um and if you look at the DCA says you can increase you can make those increases but you're going to have to ask the citizens of the town if they want you to do that so it has to be so it's a little more formal than opening it to the public also I mean I think we could talk about it I don't know if I'm not much in favor of increasing it yeah my AR if you don't just once my argument with that is that I mean I know that there's been talk about going to pum well yeah pum which there is a cost and when we get you know when we get to that point we can actually sit down and we can actually bounce some ideas off each other because I I actually have a few um but if we're willing to do that I think in an effort to help increase uh volunteerism especially in something that you know we got to remember Co was a few years ago and we got an ambulance out right when we had to I mean and that was a time where people were quitting their jobs in nursing and stuff I mean and I I really think it'd be a good thing I'm not saying go back to 200 and two but there might be something we could do to maybe sweeten the pot a little bit I know we talked about this several times over the years that I've been here about increasing that number just like Ron mentioned before it's the younger generation who are really active they they usually don't sign up for this low set program so it's not and we beg theming them I in my mind a stien program that immediately you know pay them quarterly pay them biannually pay them yearly that has a better effect in keeping the younger volunteers involved agre I think yeah I mean that's a great Point um for me uh knowing what I know now compared to what I knew when I was in my late te my early 20s I was very ignorant and it was more of a lack of education and a lack of knowledge of not knowing the power of compound interest and nobody really sitting there and explaining it to me I'm glad I signed up 20 years ago yeah absolutely that's what I'm saying so I mean if it's hey why don't we have a we're going to have a tabletop come here let me tell you about this let me tell you how this amount of money what it can be for you in the future and I think that's you know I think it's we're giving back you know well yeah we will have a representative here from no um we going be setting a flyer out to department and EM they can ask 99 years old she just passed on December 26th day after Christmas matriarch of the of the demes Family demes Farms um I've known her all my life I knew her husband her husband passed a number of years ago George and people I've respect respected and known my entire life and she if you read the oit and I will send it to you guys wow what a story of being being in East what this is not Mrs who Liv on no no from Hillsdale Hillsdale resident and you know living in Eastern Europe when World War II ended and uh suffering uh atrocities from Russian occupation after the war was one and the Russians were not happy and uh having a child and getting to America and moving to Hillsdale and you know her that child grows up to run the farm I've know I've known him all my life and uh it's just a it's a great uh when you read the obit you're like wow you realize how small your problems are I was talking about that before um anyway she passed it's a a milestone in the agricultural Community especially in North Jersey that's all God bless her you so that's about wraps up our new business except that court has something now we were wondering if we actually did old business we jumped right into new same I think councilman as one we discussed it about a month ago which is we have interviewed all of the witnesses who are willing to come forward it's voluntary we can't compel anybody uh and we don't have any recommendations based upon the interviews we've done so far okay so can we make a statement about some kind of closure on the investigation then maybe by next meeting yes okay CU I'm
