Williams Chief Kenneth otley um for the Police Department chief otley you have the floor good evening Mr Mayor and Commissioners we are excited to present some awards to our officers today uh two life- saving Awards uh for seven officers only three are present because the others had obligations for training and other issues um I'd like to call up the city manager and my assistant chief Starks um Madame clerk yes on March 28th 2024 at approximately 10:58 PM Mi day dispatch advised that there was a possible suicide attempt involving an overdose at 2652 East Superior Street also Riki was the first to arrive on scene whereupon he observed a black female lying on the floor on her back the victim was unresponsive and not breathing officer Miki immediately began life-saving measures by starting chest compressions officer Wooten arrived on scene and relieved officer amiki who appeared winded and Performing non-stop chest compressions officer amiki then began assessing the victim to see if there were any signs of breathing off Alexandria then arrived on scene and seeing that officer Wooten appeared winded from performing CPR he immediately jumped in and began CPR officer Nord arrived unseen and began assessing the victim's condition and offering instructions on assessing the breathing and then assisting with placing the victim into a shock position he went on to his police unit and retrieved the can of Narcan spray due to the all all the efforts involved the Miami day fire rescue arrived and the SC on the scene and took over the life-saving measures Captain Eber from the Miami D fire rescue arrived and advised that if not wor for the life-saving measures offered by the officers of the oplock police department the victim would not have survived officer tier won is not here car xandre is not here Kirby Nord and Dwayne Riki would you please come front center M Mr Mayor if the mayor and commission would join the podium yes yes we' like to request that the uh to present the Commendation yeah um it says there an accommodation where Chief r all of that already so now therefore I Mayor John H Taylor along with the citizens of the great city of opaka my colleagues of the commission vice mayor Natasha Irving commissioner Dr sherlene baz commissioner Joseph Kelly commissioner Veronica Williams do hereby commend officer Kirby Nord for going above and beyond to serve the citizens of opaka presented this eth day of May 2024 oh so accomodation offic Wayne thank you for your service don't go far officer remika he's also going to be the subject of a second life-saving award on April 25th opaka Police Department units were dispatched at 2511 Northwest 140th Street opalocka Florida in reference to an unresponsive female officer Daniel Kelly Jean Jean Baptist were met by the by the victim's mother Andrea Moy who advised that the victim the V Mo's nurse fled the home in fear after finding the victim unresponsive officer Kelly and Jee Baptist immediately entered Miss Mo's bedroom determined she was not breathing and had no pulse yet was warm to the touch the officer began CPR alternating chest compression responsibilities Asam RI then arrived on the scene to assist subsequently fire rescue responded Lieutenant Taylor arrived and began efforts to resuscitate Miss Moy ultimately Miss Mo Mo's pulse was restored the officer's quick response coupled with their outstanding teamwork resulted in saving the life of Miss M and Moy and worthy of accommodation officer Kelly officer Remi so this accommodation is going to officer Daniel Kelly and we're also giving him a Lifesavers award thank you officer Kelly and officer Riki again we gotta come in you gotta come in yeah you one second block all [Laughter] right okay all right thank you thank you shout out to our chief assistant chief and our officers for a job well done and last but not least last but not least we want to give a proclamation to a very special person in the great reopen the doors of historic City Hall so we want to move on this as quickly as possible these are historic paint colors which takes about three weeks to prepare so we want to get the will of the come in over here introduce myself uh to you all to the great citizens of of uh the city of opaka um let you know of a couple of initia initiatives that I've uh I've had in the office we recently just finished operation Greenlight where we waved The Collection fees on parking and traffic tickets we saved residents over $250,000 uh During the three-week period that we had this we also uh under under my leadership we started a mobile unit so we will gladly team up I've mentioned this to the mayor and we we've discussed the possibility of of in the future uh City events having the mobile unit come over here and help individuals who have questions regarding parking tickets traffic tickets jury duty basically anything that the jury that the clerk's office has to deal with uh we're we can be a resource on that end um we've also implemented payment payment plans online for traffic tickets and um we have a property fraud alert system which is a great it's a completely free system and it's incredibly easy for uh residents to register for all we need is their they just need to go online to our website miid clerk. goov and um go down to the spotlight section and in there will be the property fraud alert system and what it is is that the individual will register the folio number and then if anybody files a deed on that folio number we already send them a a a mail or a notice in the mail but in addition to that this system would be a text message and an email also um to to anybody who wants to register for this um so we have that and we also started extended hours at two of our Clerk's offices we recognized that our 9:00 a.m. to 4 P p.m. schedule could be very difficult for someone who works a uh uh many hours to physically go down to our office so we have extended hours at the Joseph Caleb Center 5400 Northwest 22nd Avenue and at the South D Government Center also and we plan on extending in the in the next couple of weeks we will start extended hours also at the North Daye Courthouse um on 155th in biscan just want to let you know about all these great services that we're rolling out and um if you if you all have any questions don't hesitate to to reach out the most common things that myself that I've seen and that uh um State Attorney kathern Fernandez Rondo's office has seen is that the individuals who are most likely to be victims of it are one elderly individuals and two individuals who have their property paid in full that's typically what they look for um so that is something that um I always stress it that if you or anyone you know all right falls into has those two things in common they should definitely register for it and their family members can register them for it and receive notices if you know if if unfortunately something very concerned about Mental Health is serious see I know it's time for election and everybody wants to move somebody out of seat but then where you at before you move that person out the seat we got to work together rather than beat down each other we losing our community every politician tell us what they going to do it's broken promise and broken hearts our senior citizen is suffering our community is suffering and I heard the great things about the police department and we work with our district too in Miami da County sometimes you got to work with the police department you might not agree to a lot of things but they the ones to protect us y'all got to come together and let them give y'all some ideas because they the one protecting y'all and us they know what's to do best for them and best for us property tax is out of control we l in our community because we given too much development the way to put us out of our own history Community it's just something wrong and most people and family is in shelters that's why our kids are fighting today that's said where you see gun violence we losing our school to Charles if we don't come together this this country and this town is changing our history is changing we got to come together and make a difference we not agree to a lot of things but we got to put it on the table it don't matter whether you're the city the county or Miami Garden it's too many people are pushing us out the door our kids are sleeping you wonder why they are gang banging they in shelter they tired they got nowhere to sleep rather than us giving developments all the power and rent constantly going up every day every month we can't afford that2 $3,000 we can do like Bill our own that money we got we can have that partment the bill and let them pay for rent and a property tax it's like a Home Association you got fees let them pay for it and if we don't continue doing it we gonna lose it I'm just saying work together thank you Mr Williams better regarding that um I wanted also to commend the officers for saving the lives um I just want to let the commission know that they did save the life but the following day Miss M's daughter passed time it was officers already there in uniform my neighbor who had a whole homicide in her house she called friends do not he came in his regular car regular the close snatched my um and I snatched back and he told me to stop resisting so what was I resisting when he never said anything to me so I really need something to be done about this and I'm here to find out you know how can y'all help resolve this issue okay Miss soya this is what we're gonna do you see this gentleman right here this is our chief of police and it's a lot going on over there I've been a resident over there for two years it's just unbelievable the things that I have s with me being a citizen and a single mom I put my oldest son through college I take care of my son that has full-blown sick of cell disease I have a little child you know this is ridiculous I spent like three days in jail for defending myself in my own house citizens form is still open citizens form is closed Mr Mayor commissioner William I generally don't speak after um citizens form but I did want to um I didn't want to wait till the end to extend my condolences I actually grew up with Melissa Mobley um in at Bible Baptist Church from almost the cradle and the moies are near and dear to my heart um and so um I want for there's a lot of there's a lot of deaths happening all around us and I'm not sure if you know it's just a lot going on and we just need to make sure that you know we continue to wrap our arms not only around those that are bered but those um that need need our help um I don't know what it is but somewhere between like 40s and 50s what happening and so um you know I know we talk about events and we talk about but we definitely need to make sure that we um really talk about health care and you know getting ourselves um you know our wellness and everything together so but I did want to just personally say I'm praying and we're all the entire city is praying for everyone that and course like I said I've known Melissa Moi all my life and so um it is very it hurts that it happened so but thank you thank you you're you're right Comm absolutely right um wow so we can move on to our 14 item 141 Administration was also a bit saddened uh by the response for the historic preservation board uh limiting our options um uh we didn't say it as harshly as perhaps commissioner Williams did but but um unfortunately the response we got is that we are confined um to those options as it is a historic preservation building and there was a historical record with a photograph of color options um however those circumstances being what they are you have your options before you sounded like there was some consensus earlier uh around your options so we just need to have it for the record again it takes about 3 weeks for these paint colors to be produced for historic building so we want to get that mve uh forward sir okay thank you Mr manager so I jump out there well you know how I talked about the an ordinance of the city Commission of the city of opaka Florida amending the annual adopted General proprietary in special Revenue funds budgets for the fiscal year commencing October 1 2023 and ending September 30 2024 adjusting revenues and expenditures as reflected in exhibit a providing for the expenditure of funds established by the budget authorizing the city manager to take certain actions providing for appropriation of all budgets and expenditures providing for fees consistent with Appropriations and Amendment providing for incorporation of recitals providing for conflict and repealer providing for severability providing for an effective date first reading was held on April 10th 2024 this is sponsored by the city manager okay Mr manager you can go ahead and present and I open up a public he thank you Mr Mayor so we are bringing this item um with the good news that we are getting some additional Revenue which requires us to make some adjustments and to notice the public and uh get the commission's approval on how it's proposed to be spent um as uh I've stated many times uh upon my appointment as interim uh City man manager we reviewed or I should say I reviewed and then had a meeting with uh then budget administrator Mr Bob anthan regarding the city's finances uh and I found uh interest payments to be lacking on several occasions to a estimate of about $250,000 annually since we've been with our current vendor uh this has been a a a back and forth um um fight uh for the city to get paid his interest payments for about two years now um we've had some Alles with our now Finance Finance director moving forward with that uh with that request with the current vendor uh they are now um paying us interest payments across our accounts uh to the tune of about uh $200,000 to $400,000 annually uh so we want to uh this uh new budget amendment takes that in account and after public hearing we have uh Mr anathan here for presentation and questions okay this is a public hearing item public hearing is open hearing none seeing none public hearing is closed all right do we have any questions from Mr anathan on this budget amendment all right Madame scholarships and um currently we only have uh one application for our scholarships so we want to get the will of the commission but I want to give you some background and update on how we have uh try to advertise so we've only received one application for the annual scholarship as of the deadline which was May 3rd um we also like to note what we've done to try to solicit uh those applications on March 20th a copy of the scholarship application and details were sent to the school's cap advisers uh upon the request of commissioner and recommendation of commissioner veronic Williams uh for highy of Miami Lakes High School North Park High School Miami Northern Miami Northwestern High School Miami Central High School Miami Norland High School Miami Carol City High School Turner Tech High School Robert B Ingram uh Elementary School and Nathan B Young Elementary School uh April 25th and April 26 uh that was followed up with Ash by Ashley walker uh with the cap advisers and the counselors to remind them of the deadlines and answer any questions that they may have and as of May 3rd 9:5 before we received our only applicant and we wanted to get the uh will of the commission to either extend that um extend the deadline or to move forward with their one application Mr Mayor um Vice May if if we can uh I was worried about that one of I know one of our employees that live in the city of opaka that son is going to college and if we can extend it for two weeks I ask well um and we can get the I could try to get the word out absolutely so it being the will of the commission we will extend those deadlines and um do another advertising rounds and also put some notice up in the Parks and uh see if we can get um some more applications Out Mr Mayor I have a question because the way it was worded with the deadline already I don't proba extending but what impact would it have on the applicant that did meet the they meet all the requirements the one that did apply we hav't I don't have an evaluation of the one application that we did receive yet um the only thing that concerns me is if they whoever it was they appli they met the deadline if they qualify or meet all the criteria and I think they should well I said let's let's lock that lock that person I'm saying yeah four you can put out for other four but if they meet the criteria and and met all of the criteria they getting theirs and then we put out as say extended deadline for other four um because it's not fair they did do what was required so absolutely okay I Mr May the mayor I'll extend it how long oh okay sorry I didn't hear so by next commission meeting we'll lock it yes sir okay all right um any other uh that was the uh the other items would be under your report sir okay so just go ahead into those now and then we can oh okay so want to provide an update with uh glor at a Gardens um the uh we've had extensive meetings with both HUD uh the new general partner the excuse me the new limited part well the limited partner that's become the general partner and the general partner that they want to uh replace themselves with uh which is actually the tin North group um formerly formerly the opela CDC um they are looking looking to do a complete rehab uh moving forward they're looking we uh had a meeting yesterday on flooding mitigation uh and uh determination of contractors uh we will have to start negotiations again on what will be required before residents can move back we move back into those buildings uh in compliance with our uh policies and procedures particularly from our building license department and approval of our building official um HUD is moving forward with its abatement but they've had some discussions with the uh R14 team and the 10 North team with regard to um um continue to make payments on behalf of the residents that decide that may decide to remain or rehabilitate uh or rehabilitate the buildings the I wouldn't say the buildings but the actually the uh the apartments that approv inspection um there is some this a preliminary State stage of that as you know Mr Mayor and commission um so um aggressively there are some that were aggressive at the table that believe that some of those um trans formations which is really what they are uh can be done within the next uh within the next you know 30 to 60 days uh realistically I want to State you know the position of the city based off of where they are their assessment from two departments building and license department and public works because those are two main issues that they're having over there we're looking at a minimum of 90 days perhaps six months to we have yes the entire is this for the entirety of entire property or just building we focus on building focused on building eight uh since those are the residents are like displaced right now but one of the issues that uh will be helpful for all of the uh buildings and some of the Public Works issues uh in repairing building Aid one of the issues is that they have corroded iron pipes that underneath the building so uh part of their plan uh that we've been proposing for uh Public Works and uh city manager office has been proposing for about two years now is to do a rehab to remove all of those packs from underneath the building that will and also to uh address the retention Pond to alleviate flooding um I believe that we made some great traction on on an agreement coming forward with that so it's our hope we're coming into the rainy season it's our hope uh that we will get a we would get a some type of consent or agreement in place to get that at least that um addressed so that the residents that are still there will not have to deal with flooding uh during this rainy season so we are making some progress all right so my only question question um Mr manager because you said two things I'm a little confused the you said that HUD is moving forward with the abatement that's correct okay but then you said that they're also going to pay for the the the residents that will remain yes so it was the concern of the city U and also the concern of the commission uh expressing the will of the expressing the will of the the city that if this property was abated without their their own abatement process in place uh um how are you going to facilitate uh abatement with these residents uh particularly the batement went effective April 30th and the the team that the contracted team that handles a batement for HUD called Lumis uh is not even in place yet uh in fact they just reached out to the city we're partnering with Lumis uh so we can provide them meeting space part of their uh part of their polies and procedures that's required by Hud is that they have to meet with every single resident uh one is a group meeting and then individually so um obviously they don't have meeting spaces in every city where they have abatements uh so the city's going to partner with them to provide them meeting spaces to meet with our residents um to move forward with that abatement to tell them what their rights are um our concern was and and why we requested that they postpone abatement was where these residents if if you stop paying and this is private property and they want to utilize their private property uh in any form or fashion what's to stop them from evicting these residents so uh we do have standing in place that for the residents that are going to wait and see with the rehab or move forward with uh remain in place that they will continue to make payments on their behalf or even the residents that say I want to move sometimes it can take you know 30 60 90 days to find a new place HUD will pay for their security deposits and will assist them with finding new location but as we know the inventory is low so even during that time period for those residents that decide to leave they will continue to make payments on their behalf Okay so the abatement is going forward but in the interim yes they will continue to pay and work okay got it all right and what about the financial oversight oh oh I'm sorry any other questions for Gloria Gardens to the manager all right Financial oversight thank you oh and uh as you passed by consent the uh the amendment to the payment plan so that the new company can be in the signature block they've already um so we'll move that forward and get and get that executed but they've already um um um they've already paid their deposit and the first two payments for April and May for the water bill outstanding water bill okay thank you yes sir the uh second item is uh Financial oversight uh update uh we're still estatic about the progress that we're made and we're still moving forward uh our our group is uh both our groups are already active and on the ground um we are confident that we are going to uh as promised to um the state uh we're going to get our 2023 in by uh December of this by December of this year uh if not sooner uh we're shoiting for sooner but uh we're more than confident that we'll hit that December deadline and be on track to submit our 2024 by June of 2025 I'm not gonna say I don't do it sir but you know how I feel so I'm just gonna believe God for the sooner yes sir we could do it sooner we'll do it sooner any um questions on the financial oversight or to the manager period all right moving on to Future agenda items any future agenda items that any of my colleagues want to propose at this moment Mr Mayor commissioner Kelly um I spoke with the manager I wanted to uh bring back to the commission um renaming if you will our uh Public Works uh week or weekend or whatever they in terms of the activities for recognizing uh PW work's employees but I wanted to rename it after Mr uh MC um so I want to bring that back as a future agenda uh item I know there are a lot of different things that take place as part of Public Works week um every year um so I wanted to uh bring that back in honor of his uh memory as a long time public work uh employee and I did speak to the the manager about it already but I wanted to cify and put it in legislation um so to be the um the next week that's what well I didn't well I didn't go that far because you know has to come back to the commission I just as a future item okay so I I wasn't trying to give it a name yet I just wanted to bring it back we can decide on what we want to call it officially but I know it needs to come back as a item for the commission so I wanted to put it for future and items okay all right um so we need a consensus for the for that I'm in accordance agreement with it do we need a vote Madam Madam clerk yes Mr Mayor all right so I guess it was moved by commissioner Kelly can a second second second by vice mayor um Madam Clerk commissioner Williams Mr manager I want to do a resolution maybe an ordinance called maybe a helping hand ordinance for issues like when up we lose one of our um employees and we put a dollar amount to help assist in some kind of way so let's we'll work on that okay so there'll be a helping hand ordinance or helping hand resolution how about we put it together move it move move by second second all right um Madam KK into May I'm sorry I did have one other and I thought you were GNA talk about when the gentleman was here uh was here regarding uh mental health and mental health issues um I did speak to the manager again on this and it's something that um is driven really by not just the challenge of mental health but also so because we have a lot of homelessness challenges that tie into that and because the way we're structured to talk about as come back as a future agenda item I want to put it on because I think the city needs to not only take a a position but also do what we can to create and it might even fall somewhere in line with the social service thing but I'm not sure so I want to bring it back as a future agenda um item so it can be discussed and if it falls under I'm broad it's fine but because of our structure um we need to to look at that and I think even throughout the city I don't know uh the manager maybe can elaborate I I know they used to even with employees have a component if they need to talk to someone or or things are going on so I want to have us look at that if possible as a future ji yeah I I yeah and I would like to co-sponsor that with you but Mr manager can that come up on social that can come up under Social Services now yes sir as an an employment component of that department okay yes sir it can M the mayor I thought it was I thought mental health was connected to the Social Service is because I remember yeah well it's such it's so new to I don't I don't I'm not sure to yes and we do have uh we do have a EAP program that's available to all of employees now um what what I understood commissioner Kelly was was looking at a outreach program with Active Components uh that could be tailored by the commission and sponsored by the city or we could even uh partner with nonprofits out there that do this kind of work uh and that could be brought under that that department that new division yeah I'm only bringing up because I I'm not sure I wasn't sure all the components of rolling out the social service so when I met with the man because it happens a lot and we need to have something in place where the resident reaches out we just know if it comes Under the Umbrella fine we need to deal with it nonprofit how we want to do it to make it a um priority of the city going forward so um if you're rolling something out that you know that it can fit under there with it I I don't have a problem working with that but I know the way we're struck so you got to bring it back as an item so and not on can we add to um focusing on Mental Health adding that the city recog I is May as mental health month absolutely if you don't mind commissioner Kelly to add to your future item all right um so commissioner Kelly mov it can I get a second second don't have any is this for the one with for ciss Source uh we have no response from commiss good evening good even so as of yesterday we've had a total of 26 applicants um and all of them but one one submitted a resume and I'm in the process of just reaching out to all of them to stay engaged uh and thanking them for submitting uh to the opaka uh the city of opaka is their interest to be an intern we will be meeting internally we remember you all would like an intern uh we will be meeting internally to try and match their um their Acumen with what they would like not guaranteeing but we would like to get their interest and I'm polling them as I'm reaching out to the uh young adults um we have uh lot of uh interest from uh I have a list of all of the high schools uh Barbara Miami Central um Miami Lakes Educational Center Miami Central High William H Turner Tech uh highly Gardens there's several Barbara Coleman Senior High we have one resident with an address of opaka um but I've also had calls from from employees saying they wanted to make sure their kids applications are on vile so uh I'm very excited and we as a team are very excited with the uh the response that's for do you have any questions well thank you what's the um do we have a a cap of how many uh we've been hold 10 but we have 26 yeah okay and what they can only say no what's the what's the dates again they start in hosted by commissioner Dr Bass um also wanted to thank everyone for the national day of prayer um it was really great just to come together and so um all the Commissioners and and the from the staff and everyone that brought it together we uh it was it I can only see the National Day of Prayer getting bigger and stronger and more residents and Community coming together under one um cause so thank you all for that and um that's it okay um it seems like the month of May is a month of everything this week is Nur national uh nurses week so congratulations to the nurses uh that are out there um Haitian heritage month is May I'm colorful today and um the mayor stole my mental health being um maybe a mental uh health month green is their color Yes you think we can make what green at the next meeting can yeah okay that was easy okay and um I too would like to say thank you to commissioner bass and commissioner Kelly for I missed the daytime um yes I missed that um because I do kind of work a little bit and um I missed that that one but the one in the evening was really nice um thank you so much for that I missed the seniors on the Move uh debut I'll catch it again I'm sure and um I would like to also um say give my deepest sympathy to Residents um I know um attorney Hansville stepfather past and they've been in the city for like 70 years so I give my deepest sympathy to him I also give my deepest sympathy to the MC family as they're getting ready to do something that one day we'll all have to do um and any other residents of opaka employees whomever that may be going to a through a difficult time right now due to um deaths um you have my sympathy um I I do you know and and City also we our city the streets we have a thing say the streets say a lot of times we hear a lot of stuff in the street and the streets say so I just want to correct something um it was said that they didn't know after last month's bingo I Natasha Irving announced that we were having Bingo on May 17th for the record I said it also so um I was a little bothered by I know that we had been working closely with u m Mrs MC so I mean I've heard all kind of rumors in the street about having Insurance not having Insurance um having a little bit of insurance and stuff like that um I would just like to think that we the city I know we reached out many times so if you could just put the community at ease with the efforts and whatnot that the city of opaka tried with the MC family yes thank you Vice May the um uh your statements are absolutely true um um Mr mcfe was more than an employee of the city he was like um uh he was like a family member he was the type of person you could talk to uh as a as if you've known him forever uh and anything uh he rarely ask for anything and anything asked him off he was ready if he had it to give to you he would readily give it to you uh from the moment of his passing we have been in touch with not only his widow but uh several members of his immediate family including his son uh for the record all city employees do have a $50,000 life insurance policy which is um uh which will be received as the beneficiary of his election which is his wife uh and we have also uh coordinated Services um for um Mr MC and the repass will be at our own very uh shabi Village thank you sir there you have it thank you thank you I'm done yes um go back real quick um commissioner Williams I'm so sorry let me the first thing on my list and I did not say it please forgive me this is Teachers Appreciation week and so I tried to catch all of them so we want to shout out to all the Educators all the Educators that educate our children um every day thank you don't forget about the administrators too but okay Teachers Appreciation Week I want to shout out to all the teachers the beautiful teachers at Miami Northwestern Senior High School um also exactly all the teachers all over the world where is that located lastly we are in testing season so make sure that when you see I see missa like yep we are we have officially hit our fast and eoc's and everything else so this is graduation season I have prom to go to Saturday night so it's a lot happening so um when you see anyone ages because now even the first and second graders are testing now so it's crazy um but like major tests so when you when we see are the children give them like some encouragement give them some words go by the park they're nervous this is a new test so we you know we want to give give them some encouragement um and just you know again but thank thank you to everyone that stand in the gap for our kids every day thanks Kelly thank you Mr Mayor um and I certainly Echo the sentiment so everyone Express about Mr MC and I'm glad that that was put on the record because there's a lot of misinformation out in the community that the city doesn't care didn't care so I'm glad you put that um on the record um of course last Wednesday we had our a monthly Farm share distribution we um served approximately 300 families including employees seniors and we're still collecting data to see how many residents um are actually um engaged that we'll be able to have that information at the end of the year here we also as mentioned National Day of Prayer along with uh commissioner bass and it was a great time with the community of both Services certainly want to commend all of the uh staff that worked hard to make it um successful I also want to just remind um everyone that um I guess be part of the birthday celebration um feeding South Florida next Friday uh at 10:00 a.m. so we'll have some balloons over there I guess for for uh feeding South Florida at Seagull Park next Friday and of course meet me Monday will be this coming Monday at 6 pm at renewed Bethal um church so um of course those are the things that are currently going on I did have an opportunity to attend the groundbreaking uh this morning for Well Spring Apartments and of course uh word travels fast I don't know how the process works there's a number to call even though there's nothing concrete yet with you know Furniture but I was getting called I'm quite sure the rest of everybody will get them too how do I apply how do I get in so whenever that becomes available please make sure it's available so um residents and anyone interested can um can apply I think that made earlier and I want to fix it so I want to say to my colleagues you said I disrespect it is not my intentions to ever disrespect you all as the mayor of this city I want to apologize to both of you if you ever felt disrespected by me I do apologize we work better when we're United when we're not fighting and when we're not bickering so from the bottom of my heart I apologize to you vice that you stay gerain to the topics at hand public comments is open public comments is closed okay so the topics of discussion for tonight are as follows the Arabian Nights Festival historical City Hall city of opaka birthday celebration monthly Bingo event juneth and special e anybody want to jump out there Mr Mayor commissioner Kelly thank you um um I originally had requested Workshop to talk about the Arabian kns Festival um so I'll start since it's top the list anyway um I'm looking at the budget um the amended budget for 250,000 which I guess is um put in for it I know last year the and probably prior to my coming back I talked about Raven I Festival nothing really took place and so I noticed over the last um year we keep budgeting we've not started um any real effort I know there's some discussions about trying to maybe get a company trying to get some type of overall vendor to be in charge or peace mil together and so I wanted to bring it up for a discussion in this setting and first of all here um what what's the thoughts I guess prior to my coming back obviously all of us are familiar with the Rabia kns Festival um and and what it really entails um but I wanted to get the thought process either of um my colleagues especially those that were here before I got back and even from the manager's office um because I know was some discussion or talk about trying to put something together um but I don't know whatever happened with the actual uh numbers I do believe if possible um we need to look at uh restarting reestablishing uh the Arabian Nights it is still in in the minds and hearts of many people obviously can't be U the way it was years ago although we have a lot of great memories but I still think it can be a signature um event if you will for our community I I will just just add that um you know it's not that it has to be necessarily Buy sell I think there was some discussion about trying to put it maybe with the um City's birthday anniversary every year or something of that nature um I I don't know if that's doable but I wanted to hear my colleague's thoughts on it and then propose possibly if well we're in the middle of the year now so I don't know about whether he can do anything this late or just look towards planning something for um next year okay Mr Mayor commissioner Williams okay um so I'll speak on it not much to speak on I will just to give um a context of what was discussed probably the last two years no two years ago prior to your join commission said okay um we did not it there wasn't like a any type of Workshop or um you know the commission saying we want to see this this this one of the things that we did want to ensure at that particular time is that we hired a production company that was going to um it ensure I I heard you use the word peac mill again and it was that was never going to be it and and we're not going to allow our first Arabian Knights coming back out I don't know probably 20 plus years later to be peac miled so the goal was to um ensure that we get a production company that's going to um handle the marketing the production and truth be told this is this is small change um so it can't be something big especially we're talking about 250,000 most Productions companies for even even small festivals are like 500 and up so um and that's just because times have changed but I do know at the time um myself and I believe um uh Mr Mayor and maybe commissioner bass and who else we tried to do some convers have some conversations with um let's say the city of Miami Gardens and ask them what that uh their first um jazz in the gardens look like what what type of money that um produced so that's kind of where we started but we uh one thing we were not going to do was um just throw a bunch of activities or things up in the air and just let them land so what we do need to do I believe moving forward is to make sure either we and we can send this out um to Residents as well we I know we have our um our community board what's the name community relations board as well as the commission so everyone can throw in some ideas of what um what we would like to see I do think that one of the things we would definitely like to see is um a concert and um some type of concert would be I know Arabian Nights it's like three nights of concerts remember the young the youth the local Talent um whoever the headliner was and the next day was the Gospel Fest so that's for those of you who don't believe I grew up in opaka so so um that that's um but we know we probably can't get to you know that level right now but I think for me I would definitely like to see um a uh a like a a a show a concert happening so that's it thank you okay um well okay I'll keep Ling all right so I'll say this I met with a manager about three weeks ago on Arabian nights and we were on the same page and I told him we need a production company to shepher this process but I don't think that we should Rush this process and do it this year I think we should wait to do it next year and another thing that that came up in that meeting when the manager discuss is I think right now what we need to do is find a production company to sheer process create a sponsorship debt so that we can start raising money for the Arabian mindest so if we spend the rest of this year raising money start teasing it at the end of the year put the date out and boom we're ready for the festival I don't think we should do it this year I'm not in agreement with it and I don't I don't know you see I you Shak your head too so I'm not in agreement with that but I'm definitely in agreement with a production company handling the process but I will say araban nights Festival was the city signature event and I did tell this to the manager I don't agree with it being more than one day because I think we need to hit it one good Festival to ease it and then as we move on down the years add to it I think doing Arabian nights like we did 20 years ago we can't handle every so I think a one good day even if we did a field day in the in in the morning time and this Bo me and him disc a field day in the morning time of a pool party whatever um on one side of the city and then the concert on the another side of the city um that's what came out of that meeting and that's where we are if if I may miss mayor um like right now we have 250 but that's from I think last year and this year so this number will be even bigger next year that's if we add money to it for the next year's budget okay but hence why said if we now secure a production company we can put our create a sponsorship deck and start getting the word out to raise money because it's going to take money it's going to take money but I think 250 is a good starting a good floor but we're going to need more to have a like commissioner Williams point to have a successful event Mr Mayor commission Kelly thank you I I wanted to hear the comments because I hear a lot of talk and and conversation in the community and I hear what you're saying about you met with the manat weeks ago I do remember uh when it first got back on the commission was discussion about production company or someone overseeing it uh possibly creating a whole separate not entity but some umbrella um that would do it and I'm not opposed to that I'm I'm not saying we need to have rabian kns this year what I'm saying is we we keep budgeting or I look the last couple of years as Vice maor say we got 250,000 I know was money budgeted last year for Arabian Knights but nothing occurred so I what I'm suggesting I just want to have a discussion if we're going to go through that process that we as a commission and obviously this Workshop so you could come back in legislative form to say step one by I don't know October or whatever it is is to have the manager look at the production company that's way the commission wants to go and then by December or whatever you know date the next step and the date that we want to have it is next year whatever it is whether it's one day two days and what it's going to Encompass so there is a plan of to of getting to where where you're trying to get to right now it's just hodge podge and that's why I wanted to talk about it because we're budgeting the money but we're not spending anything and again I don't know a production company you might need to you know you might need to get them on board before this year out just so they can start because they're starting from scratch um but I do know we don't do nothing with the money you know only person to be happy is probably the budget fol they can do something else with it um so we're going to do that and you said you met with the the the manager so and and production companies when you all talked about it previously was there any uh numbers that was given or or how you all going to approach that no what we left off at was going either he were going he was going to procure it or try to piggyback for a per production company and then they were going to bring back a plan and bring it back to the commission for a vote and final approval oh so okay so this this the me you have the manage this the me I had the manage okay well I'm I'm okay but I'm hearing um commission what are you saying about Recreation board the community because you're saying one day so I guess commission have to decide on one day and what that would entail or two days um again production company professionals probably be able to tell you I would I was W in a production comp okay I I would hope um it could be at least two days not necessarily two full days but just kind of what you had before something um that evening and then all day on Saturday or whatever um you know the reason it was three days because you had so much happening and you had really that Point um three distinct groups people don't realize that but that's the reality you had uh African-American Hispanic and then you had um white Americans too at that time so you had three separate groups that you know so production company can probably help us with that I just want to see us create a timeline so that next year whenever the commission whatever dates commission set we're going to have a nice Ian nights not peace meal money race but has start somewhere so since you've already met with the manager on some kind of um what you said piggyback proposal um I guess we can wait to hear from that I would still like to possibly create something to engage the community um via some questionnaire whatever but again that could be part of maybe what the production folks would do I don't know well then I'll say this because I do agree with you Mr commissioner Kelly on the timeline Mr manager can we have a production company procure no we have to have one procured by can we have one procured by July yes sir all right and then once the commission approves that be it a piggyback or procurement then maybe let's say we give them all of August to give us a plan of different ideas so one day two days three days and then we can go from that and but only thing about your your procurement I don't know so maybe there's already one and I'm I'm going be playing catchup so I apologize because if you're going to get a production company then I'm assuming there's been some kind of um R not RP but RFQ or whatever you want to call it of what we W want so maybe y'all already had discussion and but what would we want out of production company what would we want out of the is that what you already discussed you said piggyback POS we never got that far we haven't gotten that far I'm sorry yeah I'm G to let me let me just go ahead put a pin on that conversation real quick um if what this my thoughts my thoughts um I know we are in the middle of have of we're getting or no we should be at the end but of having a new marketing firm so I would like to see that particular marketing firm on board fully and that we Engage The Firm with this conversation as well I just think to me right now and this is just me I think this is a little premature for us to say start putting out the mark for um for production companies when our new marketing firm may already have all of this stuff in their willhouse so I just I just think to me we should talk about what we're talking about is what we would like to see Arabian Knights look like I know you had your individual meeting with the manager but this is the first time that we're all having conversations so I think to me that's what we should say so that whoever jumps on board uh as our firm they know exactly what all five um all five commission members would like to see and again we can engage the community and boards and we can do all that again that can be through the marketing firm and then we move forward from there that's just my thoughts thank you okay I I don't have a problem with the marketing firm I don't know where they're at in the process one thing I want to hopefully accomplish and the reason I brought it up is to create the timeline of what we're going to do to get us to next year for a festival we all agree can't do it this year so I'm just trying to create a timeline if we're going to wait for the marketing firm which is going to be coming pretty soon I don't know when that'll be to engage them and then maybe two months from that the next step and then next month after the next step to where the commission and the community for that matter has a time frame and a timeline of where we're all trying to get to inclusive all of our thoughts and what we want to see so Mr Mayor to my colleagues I would suggest well let me ask this question and I'll make my final statement on this Mr Mayor to the manager um what uh when would the marketing firm be in place um we are bringing uh we are bringing a resolution for the commission's approval for selection of a marketing firm on May 22nd okay is it possible then Mr Mayor because you had the meeting if you could U maybe had a I guess the clerk to disseminate at least the bullet points that you've already been talking about so we don't recreate the wheel in our meetings or whatever I don't know you know okay so we're gonna have them by May I'd like to propose um and you'll do it tonight but I would suggest to the manager's office whoever he designates within a month after that the next step is this two months from that the next step is that whether we engaging The Firm to do it or the production company or piggybacking I would just hope by the time we get to the budget actual budget that if dollars are needed to push this forward to get started because you're going to have to have some seed money that that's why I'm saying that you're going have to it may not be 250,000 that's needed I don't know but I want to see some time frame so we can say to the community and we got time to go out talk to the community because they may want three days we got to tell them you can't get three because it's just economically not feasible or whatever but I'd like to see those timelines and that's my um suggest my colleagues obviously we don't have to come with timelines tonight but I'd like to hear your thoughts on at least creating a timeline process so that we can all get to where we're trying to get to for next year which is a uh Arabian Nights event for City okay got it but commissioner William let me ask you this are you suggesting that the marketing firm the the production company oh no no no no no no I heard say two different things what I said is for even for a time like we we can put out a time when none of us are in that field for us to say we want to see this that this that because I to me I would want to sit at the table with the firm that does any firm at that this point that does this work okay and have and allow them to share with us to engage in this conversation when it comes to timeline I mean I totally agree pushing it another year um I also think we probably need to increase the budget we need to but that's you know but what I'm saying is is sponsorship that's sponsorship that's you know we that has to happen and that takes time like people people especially big sponsors that's like a two to threeyear window we're talking about sponsorship so all of those things you the will of the board that by July we procure a production company and then that production company can we can do a workshop in the inum can sit with us individually we can sit with us collectively and then they develop a plan and present it to us as a whole and we can do that by September no because that's the budget um sometime in July mid August and we can go from that it's that that's cool special paint for uh historic buildings and so we want to get that moving forward uh with paint selections hopefully by the commission tonight uh so our Capital Improvement projects Department can move forward with ordering the paint and we can finalize uh plans and uh get an end dat for completion of our historic City Hall all right do you want to introduce the what we have in front of us Mr Hall those are historic uh those colors are based on the historic uh property and the records of the national National National Historical uh Records so the companies shows the architectural company shows Ivory turus um terracota and I don't remember the color and green as part of the colors you have three options all the colors are based on those options and they have difference the option A is an ivory color as it was a few years back option b is the most recent color that the historic City Hall had instead of the but the Don were painted different the colors of the Don are varying because those are the original D colors each D had a different color and the last one is based on the city logo that is paint actually based on a 1928 picture okay all right so we can't vote on that tonight um we would have to vote on this at well do a motion no if the commission meeting if you make your selections tonight my understanding you can make your selections tonight and then we can tally those going to require special equipment yet for it being a historical building uh we anticipated that we'd be able to maintain it with the with the paint team that we have and if not we can contract that service out okay um it's not a major factor but it is a factor because this is going to be your crown jewels so I'm and I'm not a color person I see three or four different colors here and maybe she said it's not gray looks gray to me she said it's Ivory um say it again it don't what no it doesn't pop well only thing pop is that green Dome to me that's popping but okay um well we waiting on the all are um have a voice and that we're all we all have a hand in what is being planned and what's what the per the plan will be um thank you Mr manager for bringing the color options to us because you know um we know that we weren't afforded that um previously however I also wanted to make sure that when it comes to anything dealing with City Hall um through the manager's office or the clerk's office please make sure you poll the entire commission I.E ribbon cutting dates I.E save the dates I.E anything that happens moving forward when it comes to City Hall um or I.E what the plan is going to be within what it it it it and it will be not should be but it will be the entire commission that's going to plan out when the ribbon cutting happens what is going what city hall will be used for um just like you did tonight with the colors um I what I what I'm going to make sure and it's not going to happen we're not going to get historic City Hall is not going to be railroaded and so we're going to make sure that all five commissioner commission everyone uh here is going to have a say a voice in everything every plan so I just want to make sure on the record Mr manager Madam clerk all everyone no save the date should be sent out that we don't know about no dates of ribbon cuting that we don't know about uh or even even a program of who's going to speak who's coming all of that should go through the entire commission so we want to do that tonight I'm willing to stop everything here to have that conversation but if we're not in lastly we need to make sure that City Hall is think all of us agree we want to make sure it's finished but I was glad to see this on discussion because I keep hearing in the community what historic City Hall is going to be I mean I know it's our Crown Jewel it's our gateway to downtown all those good phrases but what I would like to know and maybe it's already somewhere what is the plan of the purpose after we cut the ribbon what is the intent to be in City Hall what what is the plan for the the site um yeah is is do we know that already or that something the commission um we all talked about prior to and if so I'd like to see those plans but I want to know what's going to actually take place in historic City Hall once we do cut the ribbon and I totally agree not to cut it until we know but um has there been any discussions or is that I think it's probably going happen tonight unless somebody has some plans already what it will um be used for do we know or have an idea plans plans have been made discussions have been had not just here with us so I think that what needs what that's why I'm saying what I'm saying so that we G to put a we gonna stop that that that train that needs to stop tonight and we need to decide and have a discussion what city hall what we think City Hall the the use whether it's going to be multi-purpose whether it's going to be now of course we I believe we would need to have this conversation with the manager's office but I I I would like the manager perhaps to have a conversation with each of us individually so that we can see I don't know honestly when it comes to remodeling sometimes the square footage changes sometimes things change so there may be um those conversations may have to also be had of course with Miss gr and the builders because we don't know we're going off of our old thoughts of what we used to do in there but what the square footage of like specific rooms we can't say a banquet hall if we don't have a room you know what I'm saying so I'm just saying I think we need to know the question I couldn't hear the the first part I I don't think I was asking a question I was just saying um that commissioner Kelly was saying if we had a plan for the usage and I was saying that that we need to create a plan like perhaps when we get to to a point where we can actually walk in and tour it before the ribbon cutting because to me that plan should be had like ribbon cutting everything everyone knows what's going to be doesn't make sense to do a ribbon cutting and then it stays dormant and we don't we didn't have a plan for what is going to you know be inside but what I'm saying is is we would need to know specific like this is how many rooms this is square footage this is maybe it maybe it's meeting rooms we have a lot of um organizations not only in our community but outside of our community that you know want meeting rooms or want to meet with groups um you know those are different options but I think we won't know but I'm I'm just saying to me I I think meeting rooms are great but I know uh Meek Foundation does that you know rent rent out that space so um you know having those conversations but I was just saying with you because I know that you know um all the intricacies of historic City Hall maybe that is a conversation that you need to be a part of as well that's what I was saying okay Comm thank you commissioner I I just want to know yes or no is there a plan there's not a plan then what is management proposing that the commission would be looking at because they do know with any modifications how we're supposed to look I looked at some of information and they're talking about the walkway having to reinforce and some of the other things that I remember were in there if there's not a plan already uh what is management recommending so the commission can have a discussion on what we want to see based on on any change that have taken place so there's not a plan yes no there is a plan okay well then let me back up and just say could I get get a copy of the plan because I don't well sir we don't have a written plan yet uh but the funding that that the administration utilized was already secured uh upon my being appointed as interim and it was a cdbg block grant so um for for a museum so we will have to uh now I'll look to see if we can uh modify that Grant in any form but at some point we we have three levels and a portion of that will have to be dedicated to the museum since that was the monies that the city utilize to secure that space so those are the plans given that that was the money and the funding source and and that's the money that we utilize to rehab the building that we've planned for now the other spaces uh um probably the the the easiest place to facilitate and meet the requirements of that museum would be the second floor so that leaves the first floor and the third floor open um and we are uh at the will of the commission as to how the first floor and the and the third floor is utilized uh one of the discussions that's been had by a couple of your colleagues is to is a special event space and so we're definitely open to that recommendation as well okay so the funding requires a part of a plan that we know of but the other other pieces really will um come down what the commission wants to see that's correct Sarah so what we did was we have a sister building uh that is the exact replica of our building that's in Miami Springs uh Administration We Tour that building uh that is actually one of the most in demand event spaces uh here in South Florida you have very nice expensive weddings that get filmed there get get had there very very nice expensive movies and and and music videos that get taped there it's a great source of Revenue stream for the city uh we also invited the commission to uh take a tour of that too uh haven't been able to get your schedules so but that was in September of last year so we want to expose the commission to possibilities and ideas so that you have a broad range uh when you make a decision on how uh floor one and floor three are utilized okay well I'll go back to the same statement I made with Arabian kns since you plan we're going to pick some paint color at some point three weeks out we need to have an idea of what we're going to do so are you proposing then this tour first are you proposing uh individual meeting with the commission not only to make sure we understand what's required from the funding source but the possibilities you said you already had some discussion with a couple of us so for events space yes all right the city of Miami Springs has a replica of the same building so we met with the administration because I see what's happening oh sir one second Mr maner um yes the men the manager discuss city hall because that's what you uh you you said there was a plan right and the plan for the ribbon cutting and the programs and stuff I put it out there me and the manager had a discussion about City Hall um no we did not say what the event what the city hall will be used for yes we asked to poll the commission because I will ask that the ribbon cutting as a ceremonial head of the city be on the city's birthday which is May 14th right Mr manager that's correct May 14 C no you said as the ceremonial head of the city you got to choose May 14 as the date act and we ped the commission oh that the poll didn't happen clerk yes Mr Mayor did we pull the commission for May 14th to see if they were available and to see if they was okay with that date Mr Mayor I did um reach out to the members of the commission I did not reach everyone at that time when I called however um at the same time um right after that I spoke with Miss Gro I'm getting there okay but I want to hear yeah so I did attempt to reach out to every member of the commission I didn't reach everyone at that time but but we've been reached out PRI after that for other things so why didn't we go back to that May 14th date May 14th date was scratched when City Hall was vandalized were you not planning May 14th with the manager and the clerk no me I can tell you what happened me and the manager sat down I said I wanted to do it on May 14 let's pull the commission to see if they're available in that same meeting I told the manager to sit with each member the commission wants to do a plan to see if they like what we do to add or take away is that not what happened not what we discussed Mr manager they can add or take away because I knew that this was gonna be a problem but it it is so that's why I'm saying because a save the date was already out no save the date never well May 14 people people Knew by May 14th oh yeah um plenty plenty plenty plenty plenty elected officials knew about May 14th secondly and I'm just going to say it again Mr manager what what should not happen and it's it we all have a vote ceremonial cut ribbons what what should not happen moving forward is that you help come up with a plan with one member and then bring that plan to all of us we're all going to discuss and I'm G say I'm gonna say again Mr manager Madam clerk because we were down this road right here in this same chamber I'm saying what we need to do is make sure before dates are rolled out before conversations are had that it's going to be this date that everyone on the commission has told has said yes to Madam clerk if she's saying right now she didn't reach everyone then everyone didn't say yes to the date so why have conversations about the date I told you that the FR we stopped it and I have another question commissioner Williams I'm glad you brought that up how far does that go when it comes down to events so that every event we have to it's not an event it's a ribbon cutting it's a different no it's a ribbon cutting but I'm talking about the ribbon cutting it's a ribbon cutting is that what this it's a ribbon cut c i I think I use the word ribbon cutting multiple times defense um I was asked to attend meetings where there was discussion potentially about historic City Hall I had no determination whatsoever in terms or say so in terms of date I have nothing to do we're talking about celebrating we're talking about at some point historic City Hall being open we still got to you know Kell we got to put some things in place it was never etched and stall and I floor third floor and I would suggest because this is a major uh undertaking and this going to take a discussion more than just we have tonight um so I would say to my colleagues uh Mr Mayor as the the chair of the of the commission um obviously had some initial discussions my challenge is not with that I just want to make sure going forward with the timelines so we all are clearly understanding so we can get the ribbon cutting done at the appropriate time when it's ready and know what we're going to do in this building and that we all agree on that because otherwise we're going to defeat the purpose of what we're trying to do with just move our city um forward so after you get that um to us Mr manager I guess we look we can look at that and all of us can reach out to you the clerk whoever and decide how we want to go forward I have my own ideas but I I'll talk to you about those this this not good not good not good not good can we show the pictures you can absolutely show the pictures so this is option A this is based on the 1980 renovation that was completed as you can see the picture it's more clear and it's an ivory color tan color that was selected based on that picture you can see that the Dawn was army green and there is a terracota d as well and and a lighter color down at in the middle option b option b is uh the rose color that we sold uh in the recent years same D colors well except for that this D color was changed to the the turkus color that was original original in the for the building and option C is modeled after the only original picture that we had from historic City Hall taken back in 1928 if you scroll down Nick you will be we will be able to share it um where the where the picture is where the actual 1928 picture is yeah that one this is in the 1928 picture that's C right uh this is c yeah that's C can I see B again please in this model you have old pictures together B is what what it was now today yes the only difference is the the colors yes B is what it was uh the last couple of years option C is model after 1928 picture and option A is 1980s picture can you go back to the 19 you said 20 28 28 can you go back to that to the picture yes can you go back that one can you zo in that's a lot of pink I like pink but it's a lot of pink is that the so an see I see I know you said that's not gray but like a was that cream like a cream are following the standards for the interior the interior standard for the secretary the Secretary of interior standards for uh repairs and renovation of historic buildings We are following the guidelines and we are basing the colors on the on the property documentation that was provided at the moment he became National national uh building and Mr Mayor Mr Kelly I might just add and I don't get ahead of myself whatever we decide um whichever one ABC or whichever one uh I know the surrounding buildings which is going to be coming up later um we probably have to be somewhere in that same be that Friday night which is the 17th Saturday we would do the pool party water slide pH stuff picnic that until 5: and then after that karaoke would start until 11: and then the next day we would do the gospel part of the celebration I'm not sure if my colleagues agree with that or not I mean obviously the last I check you didn't agree with Bingo being on the 17th because you say it's going to be on the 10th second Friday of every month advertised that's why yes but we've advertised the second Friday before we've advertised the third Friday before after last month's Bingo because we knew it was our birthday you don't know this because you come late and leave early I announced to the residents and friends that were there that when that this month's Bingo May Bingo would be on the third Friday like we did last year um for our birthday celebration I get the flyer it said the 10th the clerk I said to the clerk it's the wrong date and she said no the mayor say that's what the date is going to be so maybe we need to PLL the commission to see what date that we're going to do Bingo for the month of May in collaboration with our birthday celebration because it's May and we're just talking about the birthday celebration May 8th in in nine days we're going to be celebrating our birthday through the mayor I'm going to agree with vice mayor um the event that we had last year was um a success and I don't see any need to move Bingo outside of any Windows um I'm disheartened that you were told vice mayor that what was going to be was going to be but but but I'm going to say that we need to ensure again that the commission have conversations um we I'm so I'm going to agree with you vice mayor and we can make a motion take it to a vote I don't know how that works well um I'll say know you don't want to get caught in the crossfires but you're the manager um and you didn't bring the sandwiches I told you need to bring that um with the events because this is what came up in my my briefing whether it's birthday whether it's Bingo there is a major concern from the state on getting the invoices getting procurement done um for these events and um I'll let the manager elaborate more on it if he chooses to but even with the birthday coming up Bingo anything we're going to do um we've got to make sure that our processes are followed that the information gets to the manager so you get to the state because they do not want to sign off on um things that are getting to late and I bring it up because the birthday is like you know right around the corner along with other things that are coming up so Mr manager can you can weigh in on that please because I I know it's part of the packageing here about the event policy but the birthday is right on us but I bring that up because that was a major concern from the um state so can you yeah can you clarify and and add to that so we're all on the same page with it yes sir through the mayor to commissioner Kelly um that has been a concern of the state and they would like to see the Commission address this as we all aware we are under State financial oversight uh and one of the things that they are uh required to do is to make sure that we're following our own policies and procedures so that turns us to resolution number 21- 9859 um which you all have a copy of uh at this time um which is a Parks and Recreation Department policy special events um and if it be the will of the commission we'd like to uh Workshop this uh get feedback on the commission so that we so you know all parties involved know what the rules regulations policies procedures are the commission has the opportunity to weigh on them um and what I've asked of the state is allow the commission this commission to look at this policy and procedure make any edits or or comments that they can and then hold our feet to the fire um as it stands now uh we are not following this policies and procedures which is our own uh which requires at least uh a 90-day window uh for all events uh it also requires um getting permission for uh from uh your colleagues uh when um deploying events uh having a special policy and procedure for counseling events having a special policy and procedure for uh what we call a post stop um polling and doing some analysis on are we going to do this event next year um what were the pros of this event or the cons of this events if this is something that we feel uh that is useful to the residents um this is one of the reasons why the uh state has begun to push back on the budgeting uh which it falls under their purview and Authority under our mou with the governor's office uh which regards to uh special events policy so what I've so this is what's in place now uh you have a copy of it uh what I've requested uh from the state and what I'd like to recommend to the commission is that we have a workshop on this uh we review this we can have a staff do a presentation on this if it be the will of the commission uh get some feedback um come forward with a final policy and procedure and then say to the state this is what this commission has agreed upon and this is what we're going at here to thank you yes sir um manager said it very nicely uh the state didn't say it is nicely so y'all need to be need to be aware of that um you know I'll tell you just how it is and then not happy I bring it up because they watch our meetings and we're talking about the birthday being going I know as much as things are planned out we may know is still probably going to require some last minute something and they're already saying that they are having challenges with that um happening and so I just wanted to bring that and wanted that to be put on the the record because I did in my briefing kind of push back a little bit but apparently from their perspective it's been happening too much and happens too often um that puts them in a tough spot so um that that's what I want to put on the record regarding regarding that thank you Mr Mayor no problem um well the next item was Bingo but we said we're gonna move it to the 17 um the next item is Jun oh don't think was add it I don't know if I I'm sorry if I may Mr Mayor I know I did mention last year that juneth came and went and we did absolutely nothing um for us to be a black City we didn't do anything for for juneth so maybe that's why it's on there I think the manager was getting ready to say something uh yes Mr Mayor I requested uh the clerk at June team since again we're getting a lot of pressure and heat from the uh from the state to have these events planned out in advance uh so we wanted to get the will of the commission on the direction that you want to go in with this particular event since it's right around the corner well um I don't have anything for you if we're gonna do something I guess is he have to come back in some kind of what resolution form well at this stage in the game we're hoping to get some direction and if it be the will of commission will follow through and execu does the manager's office want to propose an event for juneth or what are you trying to do um we have a line item for juneth and so we wanted to get some guidance on how uh if there's going to be a member of the commission to take lead on that uh we'll work one-on-one with a member of the commission if the commission if one of the members of the commission says that they will work with us on that this Mr Mayor this goes to what I said way back when we when we started putting these event there has to be a lead on on everything even if it's commission sponsored or or whatever there has to be a lead person on it so and now we we have juneth but don't have a leader on it but every event or Outreach thing that we do as a commission especially the sanction by the commission needs to have a leader so Jun doesn't have one we're asking the manager to do something he's asking one of us to do it um you want to take the lead say again you want to take the leave for Jun I didn't say that part I'll support it I I thought commissioner um bass was like I'm thinking that remember over juneth last year because I thought she was one we didn't do anything last year I know we did I'm just saying I thought I remembered her uh mentioning about Jun so when I saw it here I thought maybe it was something she had put forth I mean I I I don't mind supporting whomever but I know she had mentioned it so I don't know if she was still interested um but all of these things need to have um a leader from the commission for them and that's I guess what the manager asking so whoever wants to take the lead on it that's fine um but it needs a leader juneth is I think it's a week night um the only thing about juneth it's Wednesday it's it falls between our commission meetings F no no it's not F mayor um commissioner Williams I'm not I can tell I'm not going to take the lead but I will say I would like to see I know during um uh vice mayor during Black History Month there was um a plan for this the children to perform and for us to um highlight the children of opaka I don't know if that would be something because I know the weekend is going to be a million things but we know anytime children are on stage AG everybody comes out to see them so I don't know if we want I don't know um if that is an idea I know it's a Wednesday night but um it wouldn't be something so heavy so large um it it's just getting explosively large um everywhere and there not enough time in the on the weekend to do all the Jun activities um if we still want to do something on the weekend for our own residence which is fine with me I'm perfect with that I know we did something I know um 10 North group did something about two or three years ago um and I believe it was in conjunction with the city or we helped sponsor it that was a great um um activity that happened a great event so you know we can I think those are things that we could uh that I'm I'm just kind of putting some ideas out on the table well m Mr Mayor um since I've been deemed the party planner of the city of opaka I could take uh June I I'll take juneth if that's fine with my colleagues no problem all right so we're moving on to the last item which is special events um Mr Mayor I just wanted to note um like you all been setting out the uh other events that it should come back as a resolution for juneth celebration the dates yes the dates and then you have to set out the budget believe that's what the state has been having you all do exactly yeah all right so going um to the next item which is the special events so it sounds like commissioner Kelly had the same conversation with the state that I have with the state um their issue is that they want to pretty much streamline special events for the city of opaka what they would like us to do is what we discuss what I discuss with them and they discussed with me that we list every single event that we're going to do in the city of opaka um by name and put it in the budget because what they're taking away is the the commission discretionary fund Mr manager I want to make sure I'm right yes you're correct sir okay so what they're asking is that we give a wish list and per our resolution we're supposed to do this anywh in may all of the events that we're going to do for the upcoming year we list them so that the manager can add them in the budget um for the upcoming year so we will need to do another Workshop in May or do you want to just do it one onone I prefer a workshop okay Mr Mayor so what I'm proposing is that everybody write down their events submitted to the manager prior to said workshop when the commission is pulled and then the manager can summ summarize it up and give it back to us that's SS that right Mr yes sir I'd just like to add to that uh Mr Mayor that all the members uh through the clerk's office has a list that's come from my budgeting Department that lists all of the previous events from the previous year just as a as a help meet so that you can review that and say I want to do this event again next year on on top of anything that you additional you may plan uh and while you have that sheet there and we are in budgeting season uh there's also a list of memberships for commission and and conferences that uh members of elected elected officials have have attended in previous years and and we'd like for you to also review that and say yes I I intend to participate in this conference and or yes I'd like to be a member of the National League of cities or uh the Florida League of cities or uh any the Florida Black Caucus or any of these other memberships that are there for elected officials because we really want uh we're really getting a lot of pressure to uh tighten up on the uh budget for the commission and this would help us a great deal and uh it was also a wish list for travel as well yes you're correct mayor okay yes and that's all listed on the sheet here okay so what we'll do Mr manager is schedule a meeting this month after we meet with I think we maybe we should do one-on ones first and then do a workshop so maybe I guess in agenda briefings that way you can go through it with everyone and then you can compile a report and give it to us okay yes sir all right all right any other questions or concerns on Special Events all
