have a special presentation to the opaka educational scholarship awardees and that will be um conducted by Miss Walker all right Miss Walker all right the city of opaka is so excited that this year we were able to normally we award five students with $1,000 each for scholarship five seniors that graduate that live in the city of opaka but this year we only had three that applied so what the commission did was took the remaining balance and divided it up between the three so increased that 1,000 to ,650 each person so we take that time now to celebrate the accomplishments of our young people and where they're going in life and the colleges and where they're going to take where they're going to take off so we have three the first one is what happened got it Cameron Cameron Kelly great good evening so good evening everyone thank you so much for the opportunity to present to you today my name is Miranda Vito I am the community Irish specialist on the FD State Road 9116 Norwest 135th Street Northwest 36th street from west of 30th Avenue to East of Northwest 27 Avenue roadway project we are here today to present to you an update on this project during its construction phase okay so this project plays a crucial role in shaping the direct the direction of the FD Compass the department focuses on key areas oh next slide I'm sorry the department focuses on key areas and to ensure that the states infrastructure serves residents and business visitors now and in the future with an emphasis on embracing the communities we serve key areas include safety resiliency Workforce Development technology supply chain and communities I will now go ahead and introduce the project team ER we have FD Nate resident engineer Ivan Haye fdot Nate assistant resident engineer John Garcia here with us today we have fdot project manager eigor kaedo I will be serving as a community AR specialist and the contractor on this project is bakaya construction and Engineering development okay now I'll hand it over to the project manager to go over the project details with you good evening the uh next slide that you see on your screen is basically a a over overhead map of where the project currently is happening it's basically at the intersection of Northwest 27th Avenue and North West uh 135th Street and opaka Boulevard and uh you'll see a in in a future slide exactly what it is that we're going to be doing but those are the project limits 27th Avenue to 30th Avenue along State Road 916 and opaka Boulevard okay next slide please so the project scope will be upgrading pedestrian crosswalk signage and signals and repaving and restriping the uh the road within the limits that you saw on the map Shifting the westbound opaka bouard entrance further west reconstructing sidewalks and pedestrian ramps and replacing the joints at the Northwest 27th Avenue Bridge over the opaka canal will'll be improving drainage along the project limits adding an exclusive left turn lane at the intersection of State Road 916 and 27th Avenue we'll be installing a vehicle detection video equipment for Reliable monitoring and Road of of the road and pavement traffic detectors uh to to keep control and monitor traffic and uh as as typical with many or most dot projects these are local contractors that will be performing uh this particular Road the particular work next slide please so the project started on June 17th it's a anticipated anticipated duration will be 10 months so we should be done by the spring of next year and the estimated cost is 3.3 million next slide so this is what the where the primary work we noted that there will be some work at 30th Avenue but most of the work will be here at 27th Avenue in opaka Boulevard and this is what the that particular intersection looks like right now and if you're familiar with this area which most everybody here is we have very limited pedestrian Crossings at this particular intersection so if we could see the next slide you'll see what the project intend tends to improve next slide please so you'll see that once the project is finished you will be able to cross on three legs of that intersection and that what we call that Northwest street that feeds into nor opaka rouard will be shifted the entrance to that will be shifted further to the West about 100 feet to uh improve safety at that particular intersection allowing for The Pedestrian crosswalks and uh helping with the traffic they're making the intersection a lot a lot safer for pedestrians the if if you could go back real quick this is not the only thank you I appreciate it and this is not the only location we'll be working but this is where the major work will happen and that that leg of opaka Boulevard that's going to be uh converted into a green area okay next slide please so the hours will we will be working on on this quarter will be from 9:00 a.m. to 3:30 p.m. weekdays and weekends 8:30 pm to 6:30 a. weekdays and weekends and we have established some detours whenever it's necessary next slide please whenever we're working on this particular work Zone you'll see that the South eastbound traffic will be redirected through Superior Street and on 27th Avenue but the the local businesses there at opaka Boulevard that segment that sment will remain open for local businesses and local traffic so it's not going to be closed okay next slide and then then when uh in a different phase when we're working on the North westbound portion traffic will be directed through simbad and through opaka Boulevard uh counterclockwise next slide and there will be a brief two-e phase incidentally by the way the previous phases will begin approximately in August and the contractors is expecting to last about two months so there will be a brief phase of of two week period where we will be replacing the joints over the 27th Avenue Bridge over the opaka canal and and those would be nighttime closures uh specifically limited to nighttime hours and whenever we do have to replace get to that work which we will be towards the end of the year uh we'll be redirecting traffic to Northwest 22th Avenue 22nd Avenue and again through simbad okay and we Ed thank you e okay so as far as Outreach efforts there was a public there was public involvement done during the design phase of this project we had a public meeting and also coordination with the city of opaloka during this phase the during construction um it includes a dedicated Community arish specialist which is myself H it includes continuous communication with stakeholders uh which includes door-to-door Outreach project update eblas and social media with detail deter instructions and maps with construction activities updates and also one-on-one meetings with stakeholders as needed you can also o visit souel roads.com um where you can find the project web page with all the project information with link closure and diger information and that web page is updated on a weekly basis for everyone to visit and and make sure everybody's aware also uh we have continuous coordination with the golden glaze interchange project team uh just to make sure our mots are not in Conflict okay and with that we're going to we next slide sorry so with that we finalize our presentation today on the screen you have our contact information in case you have any questions or concerns but there's the open field area when you're coming around um from opaka Boulevard to come around on to 135th is that state owned because it's I see now looks like they're putting trees or something but it's hardly ever maintained is that state on because if it is it seems to get left out of Maintenance or just looking good A lot of times so I want to know um can that be a part of just the improvements really um as you're doing the other Aesthetics to the to the area yes sir sir uh we did not include all the details of the project scope but there is Landscaping uh for this job minor Landscaping but yes we'll be we'll be taking care we'll be addressing those issues and for more specifics we can reach out and and provide or you can provide it to the manag and he'll get it to us because I'd like to make sure that doesn't get lost either in the translation perfect thank you thank you thank you Mr Mayor all right the only question that I have Mr Manda and I turn over to my other colleagues the red that's sidewalks correct on both sides the both the east and west side were you also doing a seems like you're doing a walkway where that passive Park is going to be where we have the detours M no I'm sorry the page this page where you extended the oh okay it hear you yes that is sidewalk okay so in order to to complete the crosswalks across the intersection we obviously have to provide side so yes there will be sidewalk improvements across the monument or around the monument okay the welome monument got it that would allow pedestrians to go from one side to the other thing that's the green space that you spoke of or was there okay yes maam so that's theen is there another one one um because I I thought you said it was further down Obaka Boulevard this is the only green space that will be there this is the new Green Space there is already a limited green space but the roadway what will be eventually eliminated as a roadway will be converted into a green space okay okay um and then you're working with the manager's office to what that will look like in terms of trees or plants or what we don't know yet we we can definitely share the plans examine them in Avenue opaka Florida across the street DC 7705 Presidential Parkway of maror Maryland 20774 go ahead okay I'll start over Okay so hi my name is altia Irvin and I am 39 years old and currently work in Washington DC um if any of you have ever interacted with me then you have heard me say that the parks raised me I started going to summer camp as soon as I was old enough I mean back when Miss Clinton had that white dog and we to go to Clover Leaf every Tuesday and Oita every Friday when Miss Jan coach softball and Coach rck stay driving that van I remember going to school and as soon as I did my homework I had a snack because I could because I was gonna always have a snack and I was going across the street to hang out at the park back then opaka wasn't the safest but the park was a safe space where all of us kids can hang out and do after school activities together my mom wasn't letting me go to nobody house and only a few kids could really honestly come to hours when I got old enough to go to summer camp um sorry when I got too old to go to summer camp I was heart broken and I remember zya telling me girl you too old so I was like fine I'll volunteer and I did that for three years until I joined the band after volunteering for three Summers I had so many volunteer hours I received a lot of scholarships ended up being a silver night nominee who in a right mind want to volunteer in the hot sun um but to me it wasn't work it was like being around my home away from home so much so that when I was in about 7th grade I remember I was walking home from getting my hair done um off opaka Boulevard and some guys approached me I was like 11 or 12 um I think so I wasn't interested in them but um one of the guys got upset ended up pulling a gun and putting it to my back and proceeded to rob me my mom was coming across the street and honey she got that car and put them on the chase however she left me stranded with no phone and nobody call so I called the only number I knew how to call and I was 305 953 2841 that's your Bundy Park number I called crying and I remember calling Z and asked her if she could pick me up cuz I was real scared um without hesitation she said she was on her way she picked me up and kept me to my parents came and I know she would do that for any kid um because that's what Parks and Recreation staff um would do and they would do that for me and any other kid so they were always a sense of safety and protection and for as long as I live I would never forget that moment they made me feel like I belong um and I remember back in the day when I was chunky you know my school chillian team told me that I was too big to cheer for them and it really hurt me but then I was able to go to the park and tri for them where they accepted me with open arms the commitment that the city of Paka parks department showed me has inspired my life work and now I work with kids trying to create a positive School culture to create a sense of belonging for kids in other surf areas that was sorry that was like mine I know all companies have their own issues that we may not understand and but there has to be a better way we have to create processes that are supportive of City staff instead of having a culture that is rooted in fear of being terminated so that the city staff can continue to inspire little minority boys and girls and my name is tiar Miller 2140 yard Street I give my time to Brian Dennis good evening man Commissioners Brian Dennis address 2140 York Street tonight I don't speak as a citizen for the city of opalak I speak as the community relations board chair the community relations board Recreation and activities chair there seems to be a a great disconnect when we know what actually takes place with the Park and Recreation board for a whole year in a CH in in a half since I've been the chairman of that board we tried to get Ingram Park open even had a young man by the name of Tommy Johnson most people know him in the city of opalak at scoop who is who works for Shaquille O'Neal and was coming forward to had him walk the park to redo Ingram Park to redo Ingram Park also if you go back and you look at our at our meetings from last last year um from April May and June we also had the araban nights Festival on task which would have went forth this year but it was blocked we also as the chairman of that board I was in contact and in touch with FAMU Florida andm University March 100 to bring them to the araban nice flag parade for this year but it was blocked by the manager now as a citizen of the city of opaka and chairing one of the most powerful boards in the city of opaka we know that why that Park is not being done it's the resistance to commissioner Kelly is why that Park is not being done the manager doesn't like commissioner Kelly the manager does it too much care for myself and the manager also know about Mr Tommy Johnson in his relationship to scoop because at the same time the manager has also been on the porch where we reside and get a lot of business done in the city but tonight ladies and gentlemen I'm here to stand because the part direct the part director sits on my board and also Mr darari Griffin there are some allegations and things that are going forth but we have a continuous process of individuals being fired from the city of opaka under this manager's care without due process due process is an entitlement and investigation that is done prior to a employee being laid off due process process is being done when an employee is being suspended but when you outright fire an employee because of personal differences then we have a problem we also are looking at the simple fact that the lawsuits that have been generated under this situation with the manager here as the city of opaka now is not the time for any of us to be pointing fingers it is what it is we've all had disagreements in each other and I can truly tell you commissioner Williams you're in the wrong professional because you look like for the last few meetings you've been a detective you look like you've been a detective but in the movie Ray Charles there's a special line his mama said in the line scratch a lie find a thief again Mr Dennis again we're gonna ask that we we want to respect the person we're going to respect we're going to respect the call so let me go even further don't think for one minute that and and my time should be about 12 minutes don't think for one minute that I do not understand that I do not know what's trying to take place with the parks of recreation staff in out Outsourcing of it the city is running into a deficit and in order to get rid of individuals you got to fire individuals but we'll take care of that at the next meeting what I want to turn your attention to is the contract of the city manager the first thing that I want to highlight in the contract is page two page two of the manager contract Section 8 says that the manager shall have the duties responsibilities and powers of said office under the city of opaka Charter code of ordinances administrative code and all statutes laws and constitutional provisions and other city ordinance regulations resolutions and policies applicable to the position of manager the manager the manager shall carry out these in a professional and competent manner we know that that has not been the case on several PES let me go to I want to skip over one one part and I want to go to section 13 suspension the commission shall have the authority to suspend the manager with full pay and benefits pending investigation and final employment decision made by the commission but only if a majority of the commission members agree or in the alternative after a public hearing if a majority of the commission members vote to suspend the manager for just calls section three of the manager's contract page three and we're talk about termin termination and severance pay termination without calls and termination for calls I'm quite sure that if this commission does its due diligent they will find calls to release the manager what I am asking the commission to do is follow the laws of his contract and give him due process the same thing that was not afforded to other employees but to give him due process due process in the contract under Section B says that that the manager can be suspended but still paid but I think that this commission when it finds out what is actually going on if you reach that decision to let the manager go you will then make history as this manager would be the first manager in the city of opaka to walk out of here without a dime let me make it clear and let me make it plain there's no doubt about it that for the last year and a half that there has been a great disagreement with myself and members of the commission concerning the hiring of the manager but you as the commission represent us and you have the right to do what you feel like you should do but the flip side of that is you have have the right to do what you must do because in due process and we know that due process was not done there is cause for an investigation I can't tell you what to do I cannot tell you what to do but I can go by what is in the contract and what is seen here when we talking about personal differences this is the same manager that emailed my criminal record across the city of opaka doing a email blast last year and for 34 years it has prompted me to be what I am have become now our passor of Church in Fort Myers even though I live in the city of opaka I'm the boot camp coordinator for transition Incorporated and I help young men and women that in boot camp firsty life sentences changed their lives now if I was a sitting commissioner and knowing the child the way that I do and being taught by former mayor John Riley and former City attorney Patricia Ellis and being schooled there are just calls for suspension prior to a public hearing for termination for the manager this is the same manager that has sown the Praises of the par director if you go back and you look at those crb meetings you have always seen me sing the Praises of the park director and her staff regardless to what because the park director Public Works and the police department pretty much work around around the clock with all the City events that they have so to show that they are not appreciate appreciated and to unappreciated them and to throw them aside and push them out because personal deals have be have been cut is a shame before God in heaven but I will say this as I walk away God is a just God he sits high and look slower thank you all thank you thank you we ask that you keep it down move citizens form is still open good evening my name is the County employee as a c know I'm talking about me and my history but as a city of opaka let me ask y'all a question do y'all have a guideline a handbook rules and Regulation and how long it been put up to date because you just can't fire a person if you don't have that handbook do they go to orentation to make sure they foll the rules see because often the time we bring privation in him but we don't know their history you can bring people from private section but don't know the policy in opaka you sound like your manager of Park and Recreation is disconnected and don't have a communication with the workers and I know they tired it's all over the county and I would you know who who take who call for them to get a break who calls HRS H Hrs how many hours do they work are we are we following their records because private section really don't know let me say this to y'all private section is only getting rid of blacks and their benefits and these four guys deserve whatever the outcoming is and if you do an investigation let's do investigation of the director what their history is before you hire a person you got to know if they qualified for it and if they ain't qualifi what they didn't should be in the position we could pay everybody H1 $200,000 don't don't mean they know the job they don't know the job you should have had some par Rangers up in him that's what you call HRS and management HRS you know HR excuse me but this is what you got you don't have Park Rec Rangers to help the park and secureity who is the supervisor of the these places and the what y'all putting in place we giving people money but they not doing their job but they gonna fire a black man in a minute who doing the job if it wasen for the workers nobody wouldn't be getting paid the workers make the work go not management but management going only here what the next person say to F and when you fire a black person who comes in everybody over the world come here and get our job and we the benefit great city of opa's mission statement there are a few lines that stood out most to me the goals for this great City include building a sustainable Community improving our community the operative word is community which by definition means a group of people living in the same place with a sense of fellowship and people unified by a common space and the goals of said space the primary service of the city of opaka Parks and Recreation Department according to this mission statement is to provide opportunities for enriching the lives and meeting the recreational and cultural needs of opaka residents for many years I have personally witnessed the staff here at op bla do just that in particular I volunteered side by side for many years with both the Cari Griffin and Z Ray from the times when the program operated from Ingram Park when there wasn't enough room for the amount of children that K and zna brought to the park to when the city was bankrupt and even though they were not getting paid they still showed up every day with smiles on their faces to accommodate the community from sitting with them for countless hours from sunup to sunnd down during toy and food drives for this community not to mention football season sacrific invaluable time for themselves and their families to strengthen this community to darari and zna fundraising and waving fees for at risk and underprivileged youth every football season with little to no support from the diets at times while the faces and names on the diets of opaka are ever changing the parks and recreation department has done a great job providing continuity to its citizens allowing them to see familiar faces and build lifelong bonds and many children have grown up being coached by coach zna and coach in summation every city has a commission to Monitor and oversee the checks and balances system and everyone on the panel has an important job to do but we must not forget that it is the faces that we see daily who see and help the citizens face their day-to-day struggles and genuinely care the people who are here when they aren't P being paid to do so who make up the true community in opaka no human is without error no matter their position but is there a doubt in my mind that both darari Griffin and Z Ray have consistently contributed to the betterment of the this great City and enrichment of the lives of the community while they held their positions the answer is unequivocally no this city has suffered in many ways for many years and most of its undoing was unfortunately caused from within due to the people that are tasked with making tough decisions on behalf of the well-being of the city making the wrong ones I cannot say whether the poor decisions are being made due to malicious intent hidden agendas or simple human error but either way they must be rectified for the greater good of this community thank you all thank you m m good after good afternoon everybody I'm 121 Sher Boulevard I'm be here in speaking on behalf of the uh Parks and Recreation staff I've seen please huh your name carollyn fog Gardner both of them but anyway I've seen I've been here in the city of opalak for 67 years my kids now are 40 and 50 so that mean that they even was under the leadership of Pastor Kelly okay from the park and now they're going to have their own kids what I'm saying is z Miss Z Ray was there at the age of 16 darari and zna I seen them put forth multiple hours multiple hours for this park we they they built this park I said that they built this park and for them to be fired no we're GNA fight for that okay Z and darar has spent multiple hours and hours and hours to keep our kids you know understand when I didn't have a way to get them they made sure they got home they left nobody child on that part football season I'm always there I'm always there but what I want to say is we're not going to let them go we're going to fight for and see as y'all stop eating that little cheat meal that you get and clapping up that a let's [Laughter] go once thank you thank you we ask that you keep it down please please my name is Gabriella gor my address is 540 shirro Avenue and I'm giving my 3 minutes to Miss Angelina Angelina Roberts 640 D that I have some U several concerns one of my biggest issues that I have with the firing of the employees no doe process the other issue that I have we're running a organization we're running a part with seven or eight staff people are quitting every day because because the management is running them out of the Parks and Recreation Department it's really sad the other the other issue that I have is we have the Park and Recreation director two months ago conveniently the private Spector that they were trying to bring into shabi park the the nephew of the person came up and said that they were going to they were going to get rid of the director on the par two months ago we have that in writing conveniently two months ago is issues in the park te of bound has been trying to get the Parks and Recreation Department for the last 25 years and it's a sad day in our community where we have to battle with teen Upward Bound on every CA now let me give y'all an explanation on why everything is going on and on May 31st 2024 we were supposed to have an audit everybody know that the books are bad for misuse of funding in the city of opaka we're under the state care but it's a misusing of funding they're going to PR they were the plan was to privatize pars so that team up bound would come in and take over the program because they are Grant funded then in October there's the physical year when the physical year comes in we're going to get a new budget we have an extension to December of 31st of 2024 if you get your budget from October 2024 you can clear any bad budget that you have and next year you're going to run into the same situation up until last year last week we have a city M manager making $190,000 using a city vehicle and the contract says he can can not even be in a city vehicle yes and and that's what the contract says we have on once he put down the vehicle and parked the vehicle we had the taxpayers dollars going out to pick him up and bring them to the work why didn't he try LIF and why didn't he try Uber I know I'll be fired tomorrow but I'll take that at the end of the day we have to do right for the citizens of this community we're wasting money on everything but the right thing here in opaka the fire hydrant couple of months ago I went to meet me Monday I said who run the um fire hydr the city manager said we do I know they did know why someone work over there told me they turn the water on so that they can build that complex off of 27th Avenue that's not right what about this community we talking about and everything I say I have it in black and white I don't throw rocks and hide my hand I'm too old for that but you have to to treat people like you want to be treated I had a meeting with the city manager he didn't have an answer for the things that I approached him with I never disrespect them I never did anything but at the end of the day you don't treat people bad one hour after I had a meeting with the city manager he came back and told the HR Director to fire or make forcement ready to resign that's not right we have a HR Director we keep we paying $165,000 a year here 7 months into the contract we don't even have policies and procedures we have a problem in this city good evening mayor and commissioner Audrey Dominguez 1147 Jan Avenue uh I'd like to thank the clerk for an information that I requested which is the seniors on the move a list I requested it January 8th I received it six months later it's only four pages long and just to let you know who was holding it it was a city manager okay six months to get four pages but there was a reason why I requested it and you guys have it and this doesn't apply to the residents or the seniors that are on the move that belong on that list okay um that's why when I I I brought it up I brought this information because that's proof facts not what I've heard so I thought the seniors on the move was specifically for seniors that live in opaka we have 51 active members and 15 that do not live in opaka okay some live in Miami others live in Miami Gardens and every city own funding they have their own funding for their seniors on the move or seniors so um my question is why do we have a staff member that has her husband on the seniors on the move and does not live in opaka that's a conflict of interest and that should not be happening you're using taxpayer dollars seniors money that can go to seniors that really want to go to to these seniors on the Move programs um and I know that there's a trip planned uh to Niagara Falls so you know as a member I live here I'm part of the seniors on the move and I'm yet to receive any information go vote figure one second commissioner we want to respect everybody's time go ahead commissioner okay so I also wanted to speak well I'm going to speak on the ordinance after because it's going to take me a lot more than three minutes and yes I have been on the bus I went to I went to a a a meeting I mean a an event that um it it it doesn't matter but I have proof that I went because even Anna alvado was there so that's all that matters I was speak my truth on the fire of Ki Griffin Terrence Michael and the wrong actions taken against Miss Ray how it has impacted my children and our community the route my child was on before they came into his life was not the best route today he's known as most improve I am very unhappy and it has taken me by surprise the decision that has been made and don't feel they are legally Justified if if the actions that were taken are not corrected myself and my sponsor which I have 15 sponsor out of the 15 I have a couple with me here today we're all going to walk out of opaka even even with everything that has been going on Ki has made it his job to reach out to everybody in opal locker with no kids there's no Parks a lot of parents was ready to move their kids out of opal Locker so what I'm saying time to go to the malls we have to drive out our city to go to a mall so moving do I'm back here from I think uh two weeks ago I think it was June 24th the last meeting in reference to the flooding that's going over there on over the old Superior Street now I have a property there that I can't even utilize or fix until the problem is fixed I have invested money three or four times my place has being eroded it's being flooded and I can understand if it's just my yard being flooded but the whole neighborhood has been flood flooded now I gave my information to this guy here you said I I was going to hear I haven't heard anything since the 24th now I can't fix my place until you fix the problem because I continue to invest invest money into this property and it's contined to do the same thing now many people that live over there don't know that they could come here and speak on on that problem I'm here to speak for them because I know better I'm asking please take care of that because I'm paying taxes just like the rest of the people I can't even use my property and it's not right now y'all promis me that somebody's gonna be you know come talk to me in reference to this issue and they haven't done it how much longer do I have to wait okay Mr Jackson you have my word we will we will ensure that somebody reached out to please like the last four times I invested to the park for over 20 years I have seen her go through so much she's been in the hospital she's been stressed and this is the thank you she gets this is not right because when you're stressed you have all kind of medical problems and when you're depressed you have all kind of medical problems but you know one thing she always did Mr manager she always wanted to come back to this recreation department so she can take care of the seniors take care of the kids you never seen someone so devoted as her I know personally cuz I have seen it over the years so what just has happened shouldn't have happened and you need to investigate it Mr tayor because one thing I do know she's a dedicated person she loves the recreation department and she loves city of opaka and she have gave her life and her time to City opal Locka and you need to investigate him or whoever is trying to fire her or fire her all I know I was needed to be here and I'm here to support and let you know that you need to investigate that and she needs to be right here because she always gave her time her life she have children here she got to put her children here so she can help take care of this father how many mothers you know is that dedicated so I want you to know and let me tell you what I had on my last little note that she will always be dedicated to the city of opalak [Music] again go ahead how you doing how y'all doing um my name is coach blow stay on 15310 Northwest 29th Avenue op Locka Florida um my question is this if we getting rid of Kyrie and zya and the other coaches from the park who's going to be taking over the park what are the kids going to be doing now far as football and basketball because I'm also the football coach and a basketball coach my son played football the op Locker my grandson is on the team now my son is the quarterback of FIU right now kiwan Jenkins so we didn't been at opaka for over 20 years so the leadership that kri with with with without krie it ain't gonna be no opaka football or basketball because he is Mr opaka football and basketball krie is the one pick up the kids take the kids home the few kids that we do have we already don't have a lot of kids in opaka already every team is short and that's if K don't do what he do and doing what he been doing we wouldn't have never had no program my grandson is on the um 12 team this year that team only got about five kids they don't even have enough kids to play that's sad that that I don't know what's going on and why the kids not coming out of opaka but I do know without Z and Kye we won't have a program that's that's definitely going to be the problem now we not going to have a program who's going who you got coming in to take over the program so this year we just going football and basketball or whatever we got at Obaka we scratch that and start over next year so what about where we gonna continue from right now that's my biggest problem thank you coach Tommy Johnson 14265 that's the gentleman that was that works for Shaquille O'Neal that's the gentleman that who I taught him politics since he was 16 years old his auntie Miss yvon Mitchell was my best friend I want to give you this before I go the HR Director cannot hire a fight that is the sole discretion of the manager but in my Sanctified imagination I will guarantee you that the manager threatened the HR Director to get her fired by saying he got three votes up here to get a fight when the HR Director I want you to hear me now when the HR Director has to get tissue and crying because they got to relieve an employee that lets me know that pressure is going on so let me go back just this here in my closing the HR Director said that when the hiring was going on there were two people that didn't qualify two of the gentleman didn't qualify we know that it was one female and two gentlemen we know who one of those gentlemen were he's the manager again the commission has the right to hire who they want to hire and you did that but here's the flip side of it again you also have to give due process to those citizens and employee that depend on you that see this stuff is going wrong and if you have an HR director that could be threatened by the manager and we know the manager is a bully come on come on no and I'm not saying it' be funny not saying it to be funny because if you try to bully me I know and and you couldn't bully me I know what you could do to somebody that you can't bully but I will say this to each and every one of y'all be careful a liot don't care who tell it and if he could write an Ethics report or say you tied to this and you did this just to make up a lie to make himself look good that's what small children do when they get in trouble nobody wants to beat them when they get in trouble but we all know foolishness is bound in the heart of a child but the rod of Correction drives it far from him the correct thing would be with your rod and your belt would be your vote to suspend the manager thank you citizens form is still open citizens form is closed all right so um um all right I'll say to you all um and it was quoted well from who was that man Mr Jackson that said listen to your city we hear you we hear you and we thank you for coming out to voice your concerns so we thank you for coming out to voice your concerns um to Mr Jackson we will sure I don't see him but we will ensure that somebody gives you a call like tomorrow we will ensure and you have you gave your number too your communicate okay and I think that's I think that is it all right and we're good Mr Mayor commissioner I'll defer I'll let the manager speak Plus you know I'm not going to let um go ahead manager wants to speak I'll wait till he finishes Mr manager I give you time uh thank you Mr Mayor um I find it important to uh address the concerns of the community um I did have an extensive um speech that I would have liked to have shared however given that I have been contacted by two uh law enforcement agencies that have informed me that I can be limited on what I can share in a public forum uh due to an ongoing uh potential ethics and an ongoing criminal investigation because it may compromise the investigation I am not at Liberty to discuss as confirmed as may be confirmed by the chief of police of the city of opaka Kenneth Atley now what they obviously with so many citizens coming out to get answers um it hurt me to know that I am being muzzled by law enforcement agencies what they did say is that I can share my personal experience and I think that that is important to do right now Z re was on the parks for 30 years 35 years without a pro 35 years without a promotion she saw some nearly 25 city managers 25 city managers that never gave her a promotion I was the first city manager come on you all come on come on come on that saw her hard work that saw her dedication to this community and I saw what she could potentially provide this community I promoted I promoted Z Reay I promoted Z one second Chief do we have a Sergeant at Arms you're just sitting there come on Chief I need you to jump in Please Mr manager we we I these I need to put this on the record sir go ahead I promoted Z Reay to Parks director because I believed in her and I gave her the salary commission with that for 35 years she made no more than $53,000 a year I not only promoted her to Parks director I gave her a $40,000 raise the Cari Griffith been on the parks for 15 years nobody saw the talent in that man I met with darari oneon-one right here in this building in my office and we worked on Ingram Park together the vision for Ingram Park together was co-written by darari Griffin and it was that moment that I knew how much talent that this young man have and I promoted him to park superintendent the second in command of the parks and also gave him a $10,000 raise so although my statements are being muzzled because of a criminal investigation and poti ethics in investigation um the notion that I have been that I'm somehow against or have some personal Vendetta against Mrs Ray uh and Mr Griffin couldn't be further from the truth I have believed in them I have supported them and darari in particular because of his love uh for the kids on these Parks because of how he's transformed the lives of so many of the young people he touched I personally took him under my wing so these terminations were not done maliciously or lightly and there is a day coming soon when these investigations are completed that the TR truth will be told um I just just the narrative that's out there uh my picture is being pasted posted on f Facebook and all the things being said about me uh not knowing how I have supported these individuals uh I just want to correct that for the record thank you Mr Mayor thank you all right Mr Mayor commissioner Kelly thank you I I appreciate the comments of the manager I hear the citizens um as an elected official around this community for the last five six days it's just been swirling whether it's social media whether it's just seeing someone at the light or going by the park um I appreciate the comment Mr manager we got a email from you today at 206 basically saying that Miss uh Lawson was going to be in charge of the um Park and that Miss Ray was out due to personal reasons that's the first correspondence we got from you regarding this whole situation has occurred we went through uh July 4th celebration um lack of Staff uh my colleague who normally who spearheads at vice mayor lost a voice trying to doing a lot of things out there you had employees who had to come back supposed to be off this whole dialogue and the whole way this happened um is really challenging to me you have the right to hire you have the right to fire Etc we know that comes through you not through HR um it comes to you my biggest challenge is the park even right now since you indicated tonight that you're muzzled by law enforcement via ethics Etc you could have submitted that same information to us email prior to now I'm quite sure let me just ask this question you just found it out a minute ago no sir I have received those two phone calls today I said earlier today earlier today right that's correct was manager don't don't try to get this me I'm trying to be uh nice I'm trying to really hold my cool I um don't don't go that route um I'm trying to give you a doubt because you have some information obviously we don't have and as the manager um you've been indicate you know it's indicated and you mentioned the chief name that there's information out e violation potential and investigation and while that may be the case as an elected body we should have gotten that that information not details but what was going on so that we can communicate to Residents what we do know what has come across is though you have an elected body has no clue what is going on and just like you're supposed to answer to us we have to answer to the community and we've been in the dart doing that we've been in the dart doing that because you have four individuals that have been well three and one potentially terminated and yet you have an understaff Park Park system I saw Miss um D the other day walking down the street by 25 kids last Friday coming to City Hall I ran Parks I I know good and well she shouldn't had 25 kids but she was doing it because I'm quite she was directed to handle the camp program that's concerning to me that something had to happen to one of those kids I I know the mayor wants to move on there's a whole lot more I can say Mr manager you made it clear that you cannot say a whole lot um nobody knows probably miss rid regarding parks recreation I did because while you may have given her the raise I'm the one hirer so I'm fully aware of all of that I coached to car on the park when he was a little kid even before he came to the park was at public works so we all have history so we we can go down that road I'll respect the decision that you're the manager and you're saying to this commission and to these residents that you have information that you can't share that will shed light as to why you've made your decision and I will say at the earliest opportunity and moment that you let this commission know uh what has occurred and and hopefully that will shed light onto your reasoning for what you're doing but part doesn't need to have staff it needs to have someone over there more than what you have because you don't have enough people um covering all aspects of Park's operation I will say this Mr Mayor to my colleagues and I've said it before everybody has a boss and I'm G leave it right there thank you Mr Mayor thank you m commissioner Kelly all right any other all right we're getting ready to move on to our action items Madam attorney 12 122 no I'm sorry 12 7 127 that was one a resolution of the city Commission of the city of opaka Florida approving or denying the serving and or sale of alcoholic beverages for a paintopia event hosted by soflow venues Corp to be held at 1 34449 Northwest 42nd Avenue within the city on July 21st 2024 providing for incorporation of recital providing for an effective date this is sponsored by the city manager all right can I get a motion move it move by commissioner Williams a second second by vice mayor Mr manager thank you Mr reor uh this is a special event in our special events policy uh has these type of projects come through our community development department and we have our community development director Mr Greg gay available to answer any questions you make one second we gonna Chief Sergeant at Arms can we help excort the people out quietly so we can continue with the meeting this all right um Mr manager you said uh yes sir uh this is a a special event uh a special event uh process goes through our community development uh department and we have uh community development director uh Mr Gregory gay here to answer any questions that you may have all right I'm going to yield the floor to commissioner Kelly because he was the one that pulled this item commissioner Kelly thank you Mr Mr Mayor I really want to bring to our attention um this is the second one has come up this was 6:00 a.m. um to 11: a.m. again the sale beverages um I want to know first of all how many officers are required um for this and I say that because the last time they had an event there was some things going on in the city and um seemed that we had a challenge with having enough officers all over the place what was going on so number one how many officers for this particular um event are required or that we are mandating um for this number one um Mr manager can we get it to fix the mic so Mr Gay can speak on this it Department could we address the mic situation please got it on Gregory gay director of planning Community Development um as these particular special events come before us um we do have a committee that does the review the police department is responsible for determining what the number of officers would be in in regards to covering those particular events based on the number of participants they anticipate having so I would ask I would defer that question to the chief to respond Chief Hy mayor Commissioners there's going to be approximately five to seven officers available for this event as we had done for the last event and it went over effectively without a without a hitch along with security officers provided by the uh by the uh owners by The Producers so how many Mr Mayor to the managers of the chief how many officers are required you're saying five to seven how many required for an event like this five five officers required that's um separately paid not the regular officers on the street yes off duty off duty rate all these Off Duty Officers okay and you said the last one out without a hitch yes yes commissioner I'm sorry say it again yes commissioner no no problems no problems okay okay thank you Mr Mayor I I still U thank you for the answering I'm challenged because these these um events keep coming up um that want to serve the last one was to BAS basally late at at night this one now is 6:00 a.m. so I we be coming the place that you go to for your alcoholic events or whatever you want to party um and I know the officers are getting paid but I'm trying to figure out the other benefit because this um venue I I'm concerned is going to become the place where you're going to hang out now for hard is come no opaka and and do them um and I'm I'm challenged by the statement but since you said it I'll take your word for it that went off without a hitch because um when I came okay let me leave that Al all right thank you Mr thank you Mr Mayor any other questions to the manager Mr gay or to the chief as it relates to this event all right um we can call a question Mr Mayor um Madam attorney yes I do not have a question but I want to bring to the commission's um attention what I brought to the manager's attention on the um on the second of July and each time that this comes up and there's any flea market reference I've always put on the record that we're not operating consistently with our code from the first time that this flea market was closed that flea market was closed down and moved into this indoor facility if you look in your staff report you'll see a reference to the indoor flea market I didn't put that in the legislation because there is no indoor flea market pursuant to your code of ordinances because it does doesn't meet the criteria um so one of the things that I've said consistently is that you have uh Provisions in your code of ordinances that talk about what you have to have for a flea market period And so that consists of a minimum lot area of 25 acres subject to compliance with all codes or ordinances of the city so it's specifically talks about Fleet market and so staff keeps referring to this location as a flea market and my concern is that where you you're in a position now where it doesn't meet hardly any of the criteria that you all are um required to have for a flea market it has to have um you know there can be no alcoholic beverages first of all in in a facility like that there can be no um there has to be certain sanitary and sa sanitary and safety requirements there have to be um uh certain Bond requirements there have to be certain you know all kinds of things things that security um things that are not being done and still even the city in its own staff reports are calling this a flea market which it can't be a flea market so now you're expanding this to the outdoor area of the flea market to be able to do things that wouldn't be allowable in association with the flea market because a city just won't change its code which I've said at least three times in three different meetings that it's not meeting the the code requirements that we just cannot ignore or a flea market so I want to put it on the record I've tried to you know do it with I've done it in in open meeting twice I've done it with the manager and writing him you know a long list of things that why the flea market is problematic and then adding things onto this things that you might do because if there are liability issues if somebody's Su somebody's hurt you know they're going to go back to all of these things it wouldn't just be whether you're having alcoholic beverages on one day it would be all of these things about why why were you even there why would you even allow it what you know so I I just want to put it on the record again so that you all you know consider that as a part of whatever you vote on I'm I don't take a position one way the other I'm just telling you what your own Co bances say thank you thank you madam attorney um well I know you say you don't take a position but you are our counsel so we we're asking now I'm asking you for direction well I mean I would have your staff go back and correct the code as I keep saying um to have if if you if you don't want there were reasons why you all had you know the all these acres and flea market you had all kinds of problems at that old flea market everybody knew it it was a problem for years it was it was a headache a a a miserable headache for the city caused so many problems so many things associated with it that's why the city put all of these codes and restrictions and everything in place so when the new manager came in what he did was I guess he wanted to save the vendors or whatever he was doing and he came and he made this place and work with the whoever owned it a flea market it is not supposed to be a flea market underneath your code pursuant to your own code of ordinances so you know you can do what you think is best I'm just I just do the legal part so I'm just telling you legally it is not a flea market but staff is still referring to this as now calling it the indoor flea market and all this other stuff it is not supposed to be a flea market so if you want to change your code change your code but don't add other things on top of it that now you're expanding the you know responsibilities issues obligations rights of people who are not even supposed to be legally in place pursuant to your own code so you know with that that's my legal opinion and you all have to vote how you think you should vote based on what you believe you need to do Mr Mayor commissioner Williams um when you were making the the um the um comments about the legality of it and I think something that stried me and I I guess I want to just get a little bit more dig into that um so I I I understand the fact that if the code is not corrected and it is not you just explain that to us however what are the implications though if something does happen with someone in terms of um us p passing this legislation and then that implication can if it sounded as if it can potentially reach back to the commission and then we could be liable so I that's something I you know well when you say the commission it probably it wouldn't be individually but certainly if if an attorney and I'm not trying to give legal advice to attorneys who might be trying to sue the city from the Das but it creates a liability for the city because you already know that you have certain requirements under your own code that say this is what you do when you're operating a flea market so you may have Law Enforcement Officers out there they may maybe the five people that the chief said the five law enforcement officers that and something happens even in spite of all of the things that you're doing under another provision of your code and somebody still gets hurt or killed or whatever they're not going to care that you have five Law Enforcement Officers out there and you did all of these other things they're going to be looking at well you know what they weren't supposed to even be there and what about the parking and what about this and looking to all of these things that I keep saying in different meetings that still hasn't been changed as as liability issues for the city so yeah it creates a liability issue for the city um I saw that Mr Gay just responded to something yesterday that I wrote but you know he's still not addressing the issue of the code he's saying he's looking at another provision of a code and they're not paying attention to that but it is still you're calling it a flea market so we can't like ignore part of a code and pay attention to another part of code it's it's dealing with flea markets and so that's what this is supposed to be this is the parking area for it I'm assuming the city is even referring to it in its own staff report as an indoor flea market and it's not supposed to be now you're adding things to it so may I have a question one second okay okay I'm just trying to wrap it all together so the word flea market needs not to be said because the event is a outdoor event am I sure am I correct yeah if you look at I'm just telling you when connecting all yeah connecting all the dots but even in Outdoors of a flea market which the city is calling it an indoor flea market in its own staff reports its own records its own reports you still have certain things that you're supposed to abide by in that parking area of a flea market right you're still supposed to have certain requirements that are supposed to be met pursuant to having a flea market in a in an area in opaka now if somebody takes the time to change it and and reviews it and it comes before you as you know two readings of an ordinance and they can explain why this is good and it's compliant with everything but I can tell you right now based on your own code of ordinances I'm telling you you don't meet the requirements of if f market for that particular location and that's the that's the issue so whether it's in the parking area or you know whatever that's an extension of this facility that the city is calling in indoor Fleet market so should we be calling it something else well your staff is already your staff is already calling it an indoor flea market they've been calling it an indoor flea market your every time your manager brings it before the commission he's calling it okay I'll stop all right okay um I was to say something um when is this event Mr manager the event is uh July 21st that is in two weeks next week in two weeks okay and you already gave them the permit for this event so I'm I'm seeing this is part of the process of getting the permits once they get the from you all as relates to the alcohol sales the other parts of the permits will be addressed and they will be able to receive a permit do they like I'm sorry through the mayor do they if this is is passed approved or denied do they still plan to move forward with the event or did they me say that to you I'm not aware if they are or not all right Mr Mayor commissioner C let me just be be clear and I I've operated this way for a long time if the attorney gives me legal advice with the with the concern I tend to follow that that advice not so much you know I'm opposed to because these keep coming up and I got a feeling they're going to keep coming up every so often having these events at that location you know there's a lot of other places you can go but it seems I blck is going to be the place to come for the night event now this one is a breakfast event want to sell alcohol 6: am. in the morning which is kind of challenging to me um in itself but that notwithstanding um they gonna keep coming up but the bigger question I have now is with the attorney saying about the designation of the wording and it's in the staff report because I looking at it now uh that designation that could be problematic and or uh concerning from a legal standpoint going forward that that's the other reason why I I would not um support it you know uh because I think we opening up a Pandora box every two or three months now look like we're going to have some kind of party at that location um you know I'm not against the parties but I am against when you have to have a special um concern or special things for it to make it occur but now it's even a greater concern when it says that the opaka indoor flea market so if we want to change the zoning change the um designation to where it fits um then that's a different discussion but right now I couldn't support it just based on attorney um legal opinion thank you Mr Mayor no problem all okay going to the next um item an ordinance of the city Commission of the city of opalak Florida adopting an amendment to the Land Development regulation ordinance 15-31 Article 5 Section 22-42 to create a new definition for indoor shooting ranges and permit indoor shooting ranges in the I3 zoning District as conditional as a conditional use and provide General require requirements for zoning location and distance site plan lure nuisance providing for severability providing for an effective date this is sponsored by um the city manager was deferred from 62624 all right can I get a motion move it move by commissioner Williams second second by vice mayor Mr manager thank you Mr Mayor uh this is an item coming from our Community Development Department it is a text amendment to allow a new use for indoor an indoor gun range here in the city of opal a private indoor gun range here in the city of opaka um we have the chief of police that here uh that has negotiated uh a special use uh for the opaka police department which will turn us into one of the Premier uh training facilities for police officers here in South Florida that will attract more officers attract collaboration and training events with uh other area departments as we are excited to do uh we also o have the applicant here uh to provide answers questions and presentations should there need be all right any questions or concern on this item Mr Mayor commissioner Kelly you know I don't I don't I don't play on words I play on facts I asked information from my briefing and so I got it um today well the night when I got here because we're changing um this to to um a conditional use now we're allowing this for something that is not really allowable and we do that from time to time with various things when this was brought forth initially and I remember going back and looking at the um meeting from the planning Council and the chief uh spoke at that meeting about um the police department being able to use it for um potential training and keeping the officers sharp on their shooting which was which was fine I have no problem with with that but when you're going to give um an entity or an individual or a company a conditional use that seems to be private I I have a challenge with that I have a challenge with that um and I ask would it be available for the community would it be available for all employees Etc so forth I understood the police so when I got the information tonight it says that U private club component private it's an option decided by the individual owner of the facility not a requirement of legislation but yet what we're doing is we're doing this amendment conditional use for private entity which may or may not allow public use or anybody for that matter and so I'm challenged when you start doing that for individual companies we're going to make this kind of decision because that means when you open this up and other folks want to come into that district and that zoning I want to create the same thing but I want to make it private or I want to make it where it's not used for the general public because I asked that question would the general public have an opportunity to use it I'm not against gun Rangers my wife and my son like to shoot guns I'm not a favor what they do so it's not that but I'm concerned we open up this door to where the next company individual wants to come into that zoning because now we're allowing a conditional use and they want to make theirs private and it says the community benefit of having it I got the police component I did ask about the educational programs safety seminars Outreach initiatives it's all part of How It's laid out what does that look like didn't get that answer what does that plan look like what is it in black and white not coming later because the conditional use um kind of sets everything else in motion and if we don't approve that then obviously nothing happens I i' like to know before I open up that box hours of operation um obviously it's not provided in the legislation but we can require certain hours but that's not before us even do that's not before us to do so we're going to we don't have that as well um and then it says based on security needs again I've seen uh gun Rangers and warehous different places so that's not uh my total concern my concern is it seems like we're doing something for the benefit of a private entity so when someone else comes in and the Zone the same potential zoning they going want to make theirs private are they going to say the police can to use theirs who can use it I have some real concerns about that I raised them the manager did defer it um because I'm trying to get some clarity anytime you open up the door for conditional uses where something doesn't exist I I have challenge with that and this one appears to be for a specific purpose not for the community even though it says that there's a community benefit I don't see it unless except for as the manager mentioned the police potentially being able to use it for training I don't see any other engagement of the community I don't see the actual plan that would take place and again I'm reverencing that because that's a part of the whole uh Article 5 section 22-42 of all of those requirements getting down to the site plan all of that but I have to ask those questions now because it really starts the process with conditional use ofof so whether it's the manager's office or Mr Gay whoever can address those concerns and um you know yeah I'd like to hear those those answers if you have them Mr Mayor um I'm sorry one second Mr manager I forgot to open a public hearing public hearing is open Audrey Dominguez 1147 J Avenue I'm a member of the Planning and Zoning Board and that was one of the questions because I saw the paperwork that said it was going to be uh Public public use or residents can use it but then things kind of changed around and said no it was going to be private so that was one of my concerns and my questions but although it was in the package it afterward they said it's not going to be used for residents or the public so I just wanted to bring that report as the Hing and zon member thank you good evening Mr Mayor Commissioners West heava address 3800 Northeast for Avenue Miami Florida I am a land use attorney for the Armory and I'm joined by the Armory team if you could just raise your hand folks um so uh as you as you know uh what's before you today is first reading of legislation which would create the framework for a new use in your code specifically as commissioner Kelly referenced a conditional use so it would allow applicants to come in with their site specific applications to apply for permission to open indoor shooting ranges within the industrial district of your city our group hopes to be the first applicant uh to bring one such application before you today again is just legisl legisl legislation you're creating the framework to allow the use potentially and then we would come in with an application which we have uh where we would have to bring that before you at a later hearing hopefully sooner rather than later so that we can talk through the specifics of our particular application all the controls we have in place the philosophy the security components uh and really get into introducing our team members and who we are and why we think this is important for the city um I know you'll hear from some others from our team during this public comment for the legislation but I just wanted to address uh commissioner Kelly's specific concern about vetting these these individual applications so uh you know essentially this legislation as you pointed out sir has multiple criteria that every applicant has to meet but cutting to the chase of it uh every application will come back before you before it is approved and you will have the opportunity to approve those applications on an individual basis site specific approve those with conditions or deny those applications so so there is a quasi judicial process this is obviously the legislative process there is a separate quasi judicial process that we look forward to proceeding with and so we don't have to come during public comment um and we can get really into it show you a full presentation uh you know explain the full Pro the full project to you and and hopefully get your support for that as well but for now our team is here uh uh you know requesting support of this legislation so that we can have the opportunity to present a full application to you and and really explain what we're all about I know that there's another from our team kaj if you would like to speak as well to explain sort of what we view as the opportunity the need the public benefit and the philosophy of our application again it's just a teaser we can't present the full application to you today until this legislation moves forward so that we can bring our site specific application to you later okay um I'll say this we know what we're voting on yes sir but he had questions so that's we we know what we're voting on we know why we're here yes sir so are you and you're going to present as well yes we we understand what we're voting on we're changing our laws yes so that we understand that I just want to make that clear because you made it seem like we didn't know yeah yeah and I was all us looking at you're like certainly did not mean to you don't know what you're doing sir absolutely not just providing context for the process because it's important for us to to say why we're here today and what we're asking you to a board today which is the legislation that is obviously before you thank you yes sir Mr may only thing is my question is you stated that he wanted us to vote and then roll out the I I think that was a part I was that troubled me so what what are we doing because I'm I I'm not gonna I'm I'm Mr Mayor I need a plan before I vote like I don't vote and then roll out a plan that's not how we do this in this great city of opaka I just want you to know how we do things okay um so public hearing is still open one second Mr Gay public hearing is closed all right wait oh I'm sorry okay so I'm GNA reopen public hearing public hearing is still open Chief we gonna open up for you hello good evening everybody retired Chief Cheryl Cas of this great city of opaka I'm here is with deep regret to First say that we lost one of ource police officers um officer I'm sorry he'll be Lieutenant Willie Dixon when he retired with us in 200 um four he was a sergeant he was with us since 1980 I know um commissioner Kelly you know him I know commissioner Irving he was a little boy he was a little girl but y'all came to the police department you were an Explorer so you may remember him and they live at 3:31 sbad Avenue Mr manager thank you for allowing me to be I've been with that family about 5 hours today um the funeral is going to be we'll further update you but I just want you to know and um um he gave me the okay to do whatever we need to do to assist them in this situation and this only Police Department uh Sergeant Dixon worked for it was a well-respected young man he was a good man and he was a family man and he did work here a long time I just want to say that I I gave sympathy and condolences from the great city of opaka um I spoke with Terry Wright briefly and told him that you gave us okay for the escort and the chief uh and that we will be working uh with them in um um sorry man commission anyway I wanted to bring that forth in in in in in in Li of and let everybody um we maybe should have wanted to do a a a moment of of of of Silence because he was a great contributor to this community I was also born here raised here for the most part and reared my children here and have this great love for this city and um all of you okay so I wanted to put that out there thank you thank you CH all right citizens public hearing thank you uh Lieutenant Commander K Lieutenant Commander kaj Larson 1137 Southwest 5th Street for Lauderdale Florida 33312 um and before I speak about the legislative matter I just wanted to make a general comment uh about my observations tonight um there's there's a quote that I uh that I carried with me in my notebook overseas when I was deployed as a seal officer and it says that democracy is sometimes messy and frustrating and someone is always unhappy and complaining about the government but that's the nature of democracy that's why it works because it's constantly challenging leaders to up their game and do better President Barack Obama and the reason I like that quote is because as someone who spent 13 years overseas in uniform taking fire and then come defending our democracy I love the process of coming here seeing our democracy in action seeing you as Leaders take fire and challenge everybody to do better so I commend you for tonight I know it's a contentious and difficult moment but I commend you just as an observer of the process um in a pivot to the legislative matter at hand I'm heing sort yes go ahead oh sorry uh I'm I'm I'm wearing two hats here I'm in dual capacity both as a member of the Armory team but I'm also the commander of the special missions unit of the Southern division of the Florida State guard um and in my capacity as a member of the Armory team I'm happy to address and hopefully assuage some of the concerns that were brought up uh by the commissioner things like uh the membership I just want to assure you that our specific intention for the specific use which we'll be hopefully talking about in a further presentation is that this is actually a very inclusive project it's a members Club but that it's open to anybody and we hope that it's a valuable asset to the community not just economically but culturally from an education perspective um and I think we have demonstrated this already with some education and train that we've done with the police department uh and and our Our intention obviously is to continue that process so um but outside of my capacity as a member of the Armory team and speaking in my capacity as a member of the law enforcement Community here in Southern Florida what I will tell you is that there is an insufficient lack of facilities to properly train I had the privilege of taking four combat veteran members of my unit in the last month and teaching trauma combat casualty care to the officers of the opaka police department we certified over 13 officers in TC this is I think I've presented this to the commission before but T C is a mechanism where we take our combat experience overseas it's increased survivability on the battlefield over 40% so uh I think uh in an after action report that I shared with uh Chief Atley uh I think we vastly increased the effectiveness of the uh opaka police department the members who were specifically trained and it's that kind of training that we in contend intend to do in locations like this facility so for me as a member of law enforcement I will benefit regardless of how you feel about the specifics of the Armory project from some kind of tactical facility local that we can access that will help us do our training um and yep thank you yep all right public hearing is still open public hearing is closed all right do we have any questions for the manager or Mr Gay at this time I'm waiting I'm waiting on the answers Mr Gay yes in regards to the questions that been raised um as you know within the legislation this is basically to allow for a shooting indoor shooting range facility to be placed within the city of opaka ideally within the I3 or industrial areas of the city of opaka that isic specifically what we're discussing here for this as it relates to the details and which is more of the questions that that was asked in terms of the benefits um those are things that are really more likely to be outlined as we go through this particular process we don't know the specifics to that because we haven't been presented the specifics as to how this particular shooting range would be a benefit to the to the city of opal other than what has been already explained specifically within the law enforcement Community um in order to get to that we need to be be able to agree or not agree whether we want this type of facility in the city of opaka so that is really what is before you right now Mr Mayor commissioner Kelly and I'm going to say this to to to you uh really VI the manager you all should have done more diligence before you brought it because it makes it seem like we're well I'm going to say you know hearing now because what I heard in the in the planning meeting was Private okay private and I heard public but I heard private I heard the law enforcement component but now I'm hearing which I I know because they haven't come forth in the site plan that is still really open you you got to be very clear when you're going to the process because as the member said we thought one thing so that's why we did it but then we he something else I've heard different things as well but I've been around long enough to know once you open that door it's hard to close it unless you have some specifics or parameters now while an applicant may have one thing in mind whether it's private public or just whatever we as a city when you start doing conditionals or doing something in an area that has never had it we should have went around around to see what is it like in pimr park or where is it like in medley that may have this kind of facility so we have an idea because once you open the door it's very hard to close it and so I'm really challenged by that Mr Mr manager going forward when you have something uh that particularly wants to come to an area that's never been we need to take a little more time ourselves before we even bring it to the commission so you all can suggest and recommend that if we're going to open this door here's what we're suggesting that if you're going to do this because this is not the norm or we don't have it at all so we can create this however we can do that on the front end well at least you can propose it and the commission can decide on the front end before we open this door because that's always problematic now hearing what you said um tonight and not having an actual um plan and hearing the presentation uh I'm I'm going to support the the concept but I think it's very clear on where I'm headed in terms of making um the public a part of this whole equation I understand the private side understand the law enforcement need for special hours special times when you create these kind of zones I still want a public benefit of Engagement and a plan so I I would hope going forward as it goes through the process that that's very clear otherwise I will be you know uh very challenging to the whole uh process but having a Clarity of where we are now um I I'll support the just getting it going thank you Mr Mayor no problem uh Mr G I do have a question because it was stated that it's private but also with I guess it's a financial cost to it a fee so if I come off the street as a resident of opaka can I pay the club fee in order to join the club that is something that's determined by The Operators itself that's not part of this legislation okay so Madam attorney thank you madam attorney is there a way that we can add to this legislation that this has to be accessible to the community Mr Mayor so that that's the point I'm making we're not there yet that's part of no no this this is the the this is this is changing the ordinance with the language right yeah but what reference what I'm talking about in add it in the ordinance add it in the ordinance that there's an access that we can is accessible we would like to my land use attorney worked on this um with staff for months so I would like an opportunity to take that back because I'm not as familiar as she is and ask that question if that's where the commission wants to head on this I'm not prepared to answer that tonight got it well is that that may be something that could be addressed between first and second reading since this is this is an ordinance so Mr G I'm I'm going to support the item I just want to ensure that it's accessible like commissioner Kelly said because I asked that also in my briefing to the public and and sir I'm just asking if you do carry this forward that that not be an amendment to this tonight no you can work it out in some kind of way add the language but I you asked I'm sorry question William I think you had the floor we got oh I don't know you did I don't I don't I think I'm I'm a little lost and I'm be clear I'm be like seriously handed we're asking for to change the ordinance and if we vote on this ordinance I think um um this is to the city to The Madam attorney if we vote this ordinance up this changes this this is a new ordinance and this stays in in terms of indoor outdoor shooting unless now the ordinance is now reversed correct uh indoor shooting not indoor well yes it but but each application would come before you all so every time someone wanted to have a you know conditional um use that would fall under this ordinances this ordinance that applicant would come before you all with an application and tell you this is how we're going to um plan to you know have this property site um U used in a way that you would then approve or disapprove so this is the first step as the framework for allowing these type of conditional uses and so I think where I'm troubled is it's it's just the use itself so I I think um if if we change this particular ordinance now we open Pandora's Box for any and all indoor shooting uh companies or whoever to now come in and say they want to you know um purchase one of our warehouses to create and and so potentially now we can flip our city from a junkyard or whatever we created over the years to now indoor shooting ranges like that's how I feel but nonetheless I'm I'm still this just and I get it that this is the first step to the legislation this leg istion in it of itself just bothers me and I won't even lie um that the the initial presentation also bothered me as well but um I will support it just to see how far it goes I have no problem turning reversing this as well so thank you all right we can go ahead and call the question if we have no other concerns Madam clerk vice mayor Erin yes commissioner Kelly yes Commission Williams yes mayor Taylor yes motion passes 4 Z all right um 16 A2 an ordinance of the city Commission of the city of opaka Florida repealing article 11 Division 5 entitled Civil Service Board in its entirety providing for severability providing for an effective date this responsed by the City attorney and the city manager all right can I get a motion move it move by commissioner Williams can I get a second oh all right or for lack of a second okay I just want to put on the record of I cist mayor the current ordinance needs to be repealed because it is not consistent with your current code of ordinances the way your Charter works or um and it has a number of different issues um that are being um presented we have previously brought this to you all before um commissioner Kelly has also um put at least as a first reading I think I think it went back and there were changes that were going to be made um a an amended um ordinance we need something done on this issue because it is not not consistent this is not this predates our tenure here as the city attorneys so it it is not consistent with how your um how your laws and how your Charter um operate now and so it does need to be repealed um so we we I guess I'm looking for some direction do you all want to bring forward commissioner Kelly's legislation or do you want the manager and I to bring forward commissioner Kelly's legislation on the next agenda but something has to be done because it's creating other problems where people are requesting hearings before this board that is not legally constituted according to your Charter and ordinances okay um well Madam attorney this ordinance died for lack of a second I understand so you're asking saying that it's conflict with what's yeah well you can you can you're in the same meeting you can have this come up again somebody wanted to move it in second in and do something with it that's not what I was asking you gave us options yeah you said that bring back commissioner Kell's legislation is that the direction you'd like because we have to do something with we don't know what commissioner leg commissioner Kelly's legislation is there was one there was a first reading on it Mr Mayor as I said in my um briefing I'm I'm really concerned about uh the repealing without having something thing um in place and I know I had proferred that information it got uh stone wall couldn't get go forward didn't never have the HR um component added which is required um and so I'm kind of intrigued now that we got to repeal it and do something which I fully um understand and hear the attorney saying uh both her and the manager but um what I will do is I will revisit the legislation and um well it take a while to get stuff back on the agenda now but I'll revisit the legislation because there's still some components that were missing uh via the manager I.E HR director which has to be a part of that um process that could never take place um so I will revisit it and um speak with the attorney and the manager let's see this this should have been taking care of an address back then when I was trying to get it done and so now we're at a Crossroads because other folks asking whatever and so I always say when you open up that Pandora's box of doing or not doing um it's challenging so I'm not supporting keeping it but I will um speak with the attorney and the manager about um my previous legislation and the commission can address it at that point unless you have some other ways you want to address it thank you Mr Mayor no problem all right so we're moving on to um the city manager's report Mr manager uh thank you Mr Mayor just a second please I'll start with some of our uh Public Works issues uh we're having some um significant engagement with the Miami day County Public Works uh public works department regard actually their their department is called wasi Water and Sewer division uh we've already highlighted in this commission meeting uh some of the issues that and challenges we're having regarding Carol Lane and Northwest uh 127 um Canal um that needs to be ongoing uh engagement um and we'd like to do some we will have some one-on-one request some one-on-one meetings with the commission uh to kind of get some feedback on that um we still need to move forward with the negotiation of our contract or renegotiation of our contract uh the county has allowed us to become more involved in decision-making when it comes to the water bills for uh the residents uh they allowed us to do recently allowed us to do a one-time abatement for a residents uh they are allowing us to uh weigh in on payment plans and and cut off dates uh which gives us a little bit more flexibility to Aid and assist our residents but that's not in black and white uh so we really want to press hard on the county with that renegotiation um and and move that forward I'd like to um uh give a highlight to our new uh PR firm uh hit Rockstar uh they have really hit the ground running we have our uh um social media our Instagram page our Facebook page that is now um up and running again uh we are re-engaged on doing a monthly newsletter we had our first meeting about that this week so really excited to start working on that again hopefully get that out to the public first as a um a paper copy and a digital copy subsequent subsequently um um finally with uh I have a update uh well we had the update on annexation that was requested by the commission it was directly submitted to you uh I will in my 101 session see if you have any questions or feedbacks regarding the annexation uh annexation update uh to follow up or direction direction on that uh and my other two updates regarding Gloria The Gardens and the um um Financial oversight I'll do Under the mayor's report all right um You have under your report RFQ for civil engineering and professional consultant Services CCNA yes that was removed okay but the uh the uh agenda had already been printed once it was removed apologies for that any questions for the manager concerns all right Mr Mayor commissioner Kelly thank you um Mr manager everybody except the clerk and the attorney work for you everybody but the clerk and the attorney work for you so I have to speak to you because you're in charge of every other employee I have asked I have been given different reports and updates on things that's supposed to be happening improvements supposed to be happening and they're not happening you don't write a ticket you don't Patrol the sidewalk you don't pick up paper you don't cut grass you don't do all of those things but they all fall under you I've asked I presented I've given you video of people parked on sidewalks people parked in City rideways people parked bus lanes and the safety aspect of it happened it's still happening so that tells me that either you're not giving a directive and they're taking it serious or I'm giving a directive and it's not taking serious when I say directive uh things that'll come up and meet me Monday is legislation pass so that's not me talking it goes back to you because you're the manager the same thing with beautification it was said a few uh meetings ago that was something going to be brought forth um for our next beautification efforts the only thing we've had happen beautification wise is The Coachman gens we're almost at the end of the fiscal year and we've had an additional beautification initiative or project even though we were given a big brochure something would happen I got the information that was sent to us on annexation you say you have one in one meetings but in looking information that report or what has ceased to happen or completed to happen is really about four or five months old where something should have come to the commission way before now dealing with annexation meeting deadlines projects and information still slow up still seems to be a moving Target I can only request from you because all the folks work under you they all work under you that I'm referencing the same complaints the same concerns loud music blocking of streets cleaning of places picking up trash trees by the canal the same things I'm hearing over and over again just simple patrolling firecracker 6:30 in the morning loud music 2:00 in the morning the same things over and over so that tells me that when I'm sending it to you and you're sending it whoever either is not taken seriously or we just do whatever you want to do I am really tired of just having to keep saying to Residents I I I hear you I see you I I got the pictures I'm out there myself I see it but it's not changing it's not changing it's still the same jet skis on Wilman Street still the same you had a couple of shootings here in the last few days right over uh off of Burlington Etc there's something going on haven't got a report anything from from the manager's office and what's going on but the community is telling what's going on because they're right in the middle of it again you're not out there you don't walk around you're not out there you have folks doing that but there's a disconnect but I can only deal with you as the manager Mr manager I said to you in close and I'm saying in public you're the manager you have the manager you have to manage but I am not going to sit here anymore and I know the commission just passed it and made you to manage a few months ago and that's fine I work within the confines where we are but if I have to I'm going to speak up about all of this every single meeting until somebody gets it till somebody gets it timeline projects information lack of information I'm tired of I was hoping I was going to sumon the water race study where we are on that haven't heard anything about that yet either need to hear an update on where we are on that and then I want to ask this question do we still have the police dog so let me respond to the water rate uh statement uh all the information that we provided to you with dates and timelines regarding the rer rate study and Mr anith has gave you the deadline of September none of those dates and times have changed uh those are exactly uh the same information for the water rate study uh with regard to uh the K9 the K9 has deceased that is a process of bringing a resolution to the commission uh which is not yet prepared to allow us to provide uh uh a ceremony for the dog but I got to hear in in the streets that our K9 dog which is an officer is deceased no that can't be true because I haven't gotten an email or anything from management saying that oh commissioner it's true no it can't I would we gotten something not any specifics but that it's deceased and we're going to follow a process to honor the dogs I remember we brought him here he was going on over showing us all of the techniques which was awesome but I got hear in the streets that we don't have one what was that I okay there's a dis that there there's got to be um a better way of communicating and getting information to us and so I I'm going to you know I've really laid pretty low key the last couple of months um because I really want to try to work within the confines of what's happening and not seem adversarial but it seems that my my niceness is being taken for weakness because when residents keep coming to me about the same issues over and over and they're not tough issues not tough issues right there on behind Murphy's the whole street blocked up music going to I don't know when then one of your folks one of your your offic at the meeting oh his officer there and your assistant was there your number two was there they work for you everybody works for you except the clerk's office and the attorney so it takes every meeting to put it on the record because something is going to eventually happen somebody's going to get hurt on wilmingon Street in 22nd Avenue coming out of there because those trucks and vehicles are blocking up people gon get tired of this loud music at 2 o'clock in the morning and saying to Residents well it was offic there as though residents you know I know what I see I know what's going on where are the officers in the zones to patrol to make sure why isn't the paper back you paper not picked up cutting the grass not doing it fully I was at shundi for Fourth of July beautiful went over to Ingram the grass is half chopped the areas where the weed you could tell it didn't do it there has to be accountability and I and I love all employees is not indictment on anybody individually but the residents expect and demand more and and those kind of things need to be just done they don't have the equipment get them the equipment don't have enough manpower then then say that or whatever make out a schedule that it gets done a lot of these things are not earth shattering they just need to be done so the resident have a comfort level when they come before us to bring up a issue that it will give get addressed or at least gets looked into you had Mr Harmon come on last meeting with his concerns I haven't heard anything the gentleman tonight that was talking about Superior gods in area he's back again and even though the mayor might tell you know we want to talk to him that's what staff should be doing following up on those things and not you you got folks sitting here that should be writing that stuff down when I ran parks and I sit on seats if I heard a recreation come up I'm writing it down there when the manager calls me the next day about it I'm already on top of it it's got to get better we got to hold folks accountable Mr manager they work for you so I'll await the information on the ceremony for the dog and anything else thank you Matt okay um Mr manager I do have a couple concerns from residents um the cleaning of the receptacles attached to the bus stops that stand today who's in charge of cleaning those uh that would be Mr Mr King Leonard and his Department okay so can we ensure that they're cleaned on a daily basis yes sir people are yeah and the other thing is um can we install a oneway or do not enter sign at the entrance of Gloria the gardens there's a one way in but you got to go around the guard gate I can look into that but that portion may be the private property portion that's that's our street so and if it's our street then we'll have to well was on second response if it's our street then we'll have to uh pass a resolution for a traffic study to get permission to do that put do not end or the on the street yeah you know there's a oneway entrance into the apartments is it a public Street yes Mr then yes sir we you inst okay no problem all right the other thing is um commission Kell already asked for update on annexation you gave the plan but it wasn't really a it wasn't really an update so whenever you all please send it our way and as it relates to the bus Ventures where are we at with that as well as the welcome signs in the city yes um so we had to take both of those back and they are going to be they were submitted and will be on the next agenda okay all right I'm done any other questions to the manager um oh um wait Vice Mr manager um we talked about the welcome to opalak sign that's down on 37th Avenue and 151st is still there it's still there I see it every day is still there the child was playing on it that yeah it needs to be removed so we'll remove move it thank you she said she was um Mr manager really quick uh I just wanted to ask a question I was um perusing the our agenda I I noticed that the book bag giveaway is Saturday August 3D was that brought like does did the commission or was that the parks and rec created that date I'm just well it's on here it says Saturday August 3rd for the book bag giveaway yes that's uh usually that's usually hosted by parks and Rex yes ma'am okay no I was just asking who profer that date because no none of us I wasn't asked if or any of us so I was just wondering if that was um who came up with that date um just really quick Mr manager I just wanted to just say just something really quick and it's I keep using the word communication I keep using that word like I've used it repeatedly communication communication there's a there's a there's a a serious lack of communication the fact that this was the very first time that I heard that about the police dog the fact that I have to come to commission meeting as an as a an elected offic an elected official we have a lot of Quasi elected an elected official and so there's so many things that I hear when I come here that I did not know it is not my job it is not my responsibility to chase down management to figure out what's going on and that's i' I've backed away a little bit because I'm I'm waiting I don't want to um parade or finger point but I've had I've said this before behind closed doors there's a team and and we you and I've have had conversations about leadership and I I believe I'm leader and leaders can't lead by themselves and so if you are holding all the information and you are the umbrella of the organization and everyone else does not know what's going on you got to rethink that leadership not to again say that you're a bad leader I think you're a great leader I think there are some things that we have to to figure out some holes that are there because if there's a team and I and and again I am you are the manager you have a uh the staff works for you so I no way want anyone to think that I am saying that this is how you should do your staff but I'm just saying or suggesting that you figure out how to surround yourself with those that are talented enough that can help you lead and so that that information at all cost because you not you are you are you are the manager and you also have assistance you gotta you got to figure out how that looks how that organization look and so I would hope because it feels and I don't like to go on my feelings but it feels as if that and I again and I I'm GNA I'll use the arpa presentation as another example if you feel a certain kind of way about the board or members of the board it feels like it trickles down to how others present to us how others in your under your purview give us information or lack thereof or no information at all it feels as if if you and there could be some pushp feelings but then your organization your group your team that works under you will feel that as well and that permeates to the DI I am telling you it does it permeates we see it we feel it we see the looks we see the rolling of the eyes from not just you but staff we see it it is happening and it is a thing and it no longer can't be it can't be I can't silence myself about that because I get it you may not like things that we say or do but but it is exuberating itself into the organization and we feel it we hear it we it's it's happening and it is a thing and it is pushing everyone apart and it is creating a us against them it is creating something that you got to figure out how to fix and close that Gap because it's the commission and it's the city and that's not good or your employees that's not good because we have to work in tandem together and so so talk with us figure out how to fix this so that it is not happening it is I am telling you it is a thing that top down leadership is happening if you feel some kind of way about the board I'm telling you it is showing it's it it is showing and so I just want us to fix that I think that it is called Vision what's the vision and so this is why I keep saying we need to have a our strategic planning meeting because our Visions must align and so if I don't know your vision right now it just seems like we're just in a a a ocean and we're just kind of coming and going and we're not and I hear all I hear commissioner Kelly and I here you know I hear the mayor and and and and I feel like okay and I guess Brian Dennis says I'm a detective so I hear myself and I'll take that I'll take the detective work I'm cool being Carmen kmen San Diego but I shouldn't have to be so there's those things like I keep hearing you know you got commissioner Dominguez saying I sit on this board but this was said over here and that this is something else that's got to stop like we got to fix all these things every Commission meeting someone comes up it sounds like negotiations are happening behind the scene people are planning things behind the scene people are are are signing contracts or you're negotiating contracts before it comes to the board it has to stop or at least let's try to fix whatever is broken right now there is something has broken of course our residents understand or may not understand lack thereof the knowledge I wish we can have this every commission meeting or boards I wish all the you know everyone that was here can join boards we wouldn't have this all these openings and be more informed residents it's not about fire it's about let's work to figure out how to fix this the culture is off the culture in in our city is is is off and so I don't want to say because I'm it started to happen where I started to say Mr manager I don't want this person this person this person and this person on my agender briefing because of the Rolling of the eyes the looks the attitud udes that we feel you don't see it and it had to come from somewhere so all I'm saying is if you have you can't if there's a shooting in the city you can't be the person to always take the mantle and have the the the the mountain of shoulders on your back you have to figure out how to bring people in that are going to help you and assist to take some of this things that people are asking you you got to you got to you're going to have to release it because that's leadership and if they can't you're going to have to rethink that whole process because what you know everybody should know and if I can't reach you I should be able to reach others and I can't I can't because we've heard it oh I don't know we've had a meeting I don't know I don't know that's not cool so I'm just saying we gota like that and I and I don't I'm not beating up please no I'm not that's not my goal but what I'm saying is I just have to say this from my heart let's create cretive Vision together let's fix this this communication is fix the communication you not you should be able to communicate with us as well as you have assistance but if they can't communicate with us because you're holding the mantle and you're the only one that that you got to be able to let some of some of the stuff go so that we're aware and we know what's going on thank you anything else for the manager manager's report all right moving on to our official board reports I don't see any chairs here um our future agenda items do we have any future G items um Madame attorney um commissioner Kelly your item for the Civil Service Board that was already profited prior to right pardon me the Civil Service Board that you're going to work on that was already proper prior to um I had already worked to to put it into legislation form but it requires some components of HR so um I I I'm going to you know I was going to just say it but I guess you didn't see me I want to put that back on for a future agenda um item um yeah I want to put it back on shouldn't take long to to get it going okay Mr Mayor I had a quick question it was brought up before about policies and procedures um I know we voted and we passed something does that need to come back I I think we okay let's let's deal with the Civil Service oh okay okay all right so um the legislation is the that commissioner Kelly will create a civil service what do you it was again no she she got policy in my head but what was what's the legislation Mr Mayor it's an amendment to the current Civil Service um ordinance so it would be an amendment that's what commissioner Kelly would be bringing forward and it would need a second at this point okay commissioner Kelly is that what your yeah I'm going to bring back the legislation all right okay do we need to vote on that sir okay so I'll second that motion and then um what commissioner Kelly to create a um Civil Service legislation let's say it that way Madam clerk commissioner Williams yes vice mayor Irvin yes commissioner Kelly yes mayor Taylor yes motion passes for zero okay and I think commissioner Williams you had something on Poli and procedures yes I was asking I don't know that would be the manager okay yes that's coming back okay soon right yes ma'am okay all right um and the future gen item that I want to create oh everybody already talked about it I want to create a crime communication legislation that spells out how crime is communicated throughout disseminated information is disseminated to the commission as well as the public say it again Mr Mayor a crime Communications legislation I want to ensure that the commission is getting updates on the crime that's happening in the city of I'll second it for us to talk about it um yeah I'll second for us talk about it all right so that is my future agenda item what of all right Madam clerk vice mayor Irvin yes commissioner Kelly yes commissioner Williams yes mayor Taylor yes motion passes 4 Z all right and the last one is I want us to invest and Mr manager a two-way Tech system that gets information from City Hall to our residents Facebook Instagram emails are not always doing it but everybody has a phone and everybody reads text messages so like when we had the flood opaka was a flood zone but the residents did not know so I want to ensure that we're getting that information to our residents commissioner Kelly you you well to just to add to the to Future gend item yes sir future if I can ask well then what is uh cold red used for COD red is very uh Limited in its utilization so uh we've tried to deploy uh code read in certain instances and we were told that um they have to be approved messages and the messages had to be pertaining to an immediate danger so we can say hey um yeah so we are we do so we we are exploring other two-way tech systems that um we've had presentations for that we can bring to the commission for considerations or put out a RFP that are more aligned with what the mayor is saying okay guess the question I have Mr Mayor uh and again we can put on and I guess you can digest but to your point of what you're saying get information out to our residents I guess you want to expand Beyond emergencies to just general information general information so there's a floods there's a flood in place we send that information out if there's um the book bag giveaway we send that information out so not only are you getting it on on email you're getting it on Facebook but you're also getting it directly to your phone but I thought that's what we hired the um media folks for again I thought that's what we hired the the New Media firm for that's part of their responsibility but it's a it's an expense that the city would have to go forward with but I don't think that's in the contract and the the challenge too why we would still need some type of system is the enrollment process so that's been the hampering that other that old system um when we look at active telephone numbers I think there was only 91 in there uh so it really wasn't uh a very effective means uh we need to get something modern we need to get something updated where residents can easily enroll put their number in and start immediately getting information okay I I okay I have a problem with with with um the item and I want to prop for one more when you before you finish yes and and maybe when we get into discussion we might wind up combining them or seeing how we can I wanted to um have an item to have the manager look into um Comcast channel 77 getting it back um functioning I know it's still there there but it's not been put back in Action i' heard that was well been worked on but I hadn't seen anything so I said I got to I would just put it back in legislation for um because I do know a lot of our older senors especially they have Comcast even though you have all this other technology and since it's there why not utilize it so I wanted to do that as an item because I still had heard um it coming back so that was the other item all right can I get a second on that second second Madam clerk commissioner Kelly yes commissioner Williams yes vice mayor Irvin yes mayor Taylor yes motion passes for zero all right any other Mr Mayor I do want to provide the the commission with some feedback staff along with the new PR firm we have been diligently working on that uh was called Opa TV uh We've getting a significant amount of push back from uh cable uh with there requiring us to jump through several additional hopes so uh we are have we are actively working on that uh we'll continue to we'll continue to work on that but it may come with a significant cost uh when we provide the presentation to you because they're requiring certain amount of equipment now the next stage that we're looking at is uh with the with the help of the mockins team is finding if there are some facilities that we can utilize to rent or or I guess and use the turn piggy back off so that we can uh get the green light from Comcast to restart opal TV so we're happy to work on that legislation just want to provide you with that update we don't have it I thought it was we had it but it was just we wasn't using it when did we lose it so I'll let uh assistant city manager Miss Lawson since she's had the Direct Communications with that on the specifics or the statements of the dates and timelines Miss Lawson good evening mayor Commissioners it's understanding that um Channel 77 stopped working when Mr Rodriguez was Our IT director and it was due to some equipment that we need so our current IT director is in communication along with Miss mockins with Comcast on how we can try to get that restarted and what equipment is needed so that's where we are now me that that's why I brought up because I when I when I met Miss Mal she mentioned because I mentioned to her about that and she also mentioned about the idea of finding some space for a studio or something as an alternative but I want the commission to be on the Forefront um I'm quite sure uh cost will be involved uh I don't know why it be significant but um an upgrade considering all this technology we've been spending money on but that's why I brought it up whether it's that route or the one that uh she mentioned when I talked to her about Studio space to get it out whatever we need to take advantage because even now uh as one of my colleagues said communication is still very um challenging but I know some folks do have 77 um which would still be beneficial so I guess hopefully by the time this comes back up um talk about or whatever maybe you'll have some more clear information and um timelines or economics or what it might be thank you Mr Mayor okay all right moving on right along to our mayor and commission reports um Mr Mayor commiss Kelly I stop first because you always start on that end she said no no no no no they say you got to start go ladies first go ahead VI okay I want to say um I I was at last meeting I wasn't here because I was in Chicago um educating myself and I did just tonight give uh the manager some paperwork on there allegedly $3.1 trillion dollar out there in Grants for infrastructure and once I heard that I knew I had to get all that information to bring it home so that we can re search and see what we have going on in in that manner um tonight was probably one of the hardest things that I've ever done because I know I felt like I let my Pat Park family down by being here and not out there with them it's hard to live across the street from a park and don't be fam become family with the people that are working at the park every day my heart is heavy I watch these people work 12 16 hours a day nonstop and especially during football season I those of you that have been around the parks program we we we we sit in opaka and we hear about all the other parks that that get a chance to you know the football players want the whole park uh leaks oh the football players paid everybody uh uh they sponsored no registration every Park we hear it mommy Gardens they doing it here they're doing it over here but nobody comes to opaka to say we go we going SP sponsor everybody this year in football we'll sponsor every when we get on our legs we may get some people to come and say they'll sponsor a child but to have the Dolphins at our exposure never happens heck it takes a act of Congress to get try to get football tickets for our children to go and see a free game at the Dolphin I was unsuccessful last year and I knew that it was going to be I felt like I was going to be successful it didn't work it it didn't work out our babies had the opportunity to go and meet Jen Ramsey on Saturday I got the text message bring all the opaka kids and I struggle with that bring all the opalak of kids they gonna get a chance to meet jayen Ramsey I went but I went alone and I'm here to tell you I cried all the way back to opaka because we started this program from dirt after it was demolished we started it from dirt those people won't let me bring their kids over there no based upon what's happening so I know we all have egos and some of our egos are bigger than others but I believe in being fear and just like I fought for the manager I'm going to fight for these children because I enjoy sitting on my on my front porch and hearing all that noise across the street sometimes I open the sliding glass door in my family room just to hear the noise just to hear the noise these babies need somewhere to go and I feel in my heart that sometimes when you hear something and Lord knows my husband will tell you I am a detective I just missed my calling when you hear stuff before I bring it to you I have all the information I need I finished my investigation but I can't can't fire you and then do an investigation it doesn't work like that I can put you on leave while I'm doing an investigation I've learned more about HR in the last 10 days than ever I'm I've been a self-employed for the last 32 33 years but there's a protocol to everything that you do in opaka let me say what I will not see happen while I sit behind this desk opaka 10 or 15 years ago it's not coming back to opaka 10 to 15 years ago people got fired for absolutely no reason and guess what they were fired nothing they can do but get an attorney and what what end up happening later opak could get sued and what happen the employee win their cases we just there's there's there's no opalocka way of doing things we have to go by the books but I'm sorry I guess we got to get the books straight first we cannot have nothing in place education I taught my children education is something no man can take away from you but if you don't educate me and I do something wrong the penalty the penalty should be different because if you sit here and you tell me don't spit on that sidewalk I know if I Spit On That Sidewalk that there's going to be some repercussions that I have to deal with so I'm not going to spit on the sidewalk but I will not see opck I I take pride in telling people we were in the meeting in the man when we went down on the Lega City had a black um event and we went and the man from down south start trying to talk about the city of opaka Oh no you're not going to do that oh that's the old opaka we a new opalocka it's a new day in opaka I love telling people this it's a new day in opaka but is it really I'm questioning myself now is it really I will not sit here and see opaka go back to the old slimy ways it used to have I will not do it I would not do it and I don't plan on giving up my seat so something else have to happen I don't give up my seat I have two more years to sit here employees running scale we got Parks may have some issues but I'm here to tell you I'm in these streets I'm in these streets and I know that we got departments way worse off than opal than on the Parks and Recreation when I go to see business owners and they're almost in tears by the way they're being railroaded by us no I got two more years I will not sit here and let opaka become the dirt of opaka I'm not going to do that um but I did the good thing that came out of me going going to see um the situation with Jay um jayen the see Jaylen Ramsey is I pulled him aside and I said sir my city is going through a difficult thing right now if possible would you come to our park and see our kids and he said yes but my time limit is short because they're getting ready to start um um camp but he told me to get with who to get with and he would make it his business to try to get out here and see our kids cuz I know that will brighten our kids day because nobody think about the kids here in opaka it's like pulling teeth pulling teeth and now we've taken away their mentors most of them mentors Pro product of the prodcts I too have Miss Clinton granny the little white dog h on this side of town it makes a difference it makes a difference but I could tell you what if we don't get if okay thank you so much for listening to me um I'll say this oh I do have to mention this when I ran for office My slogan said standing up for what's right and I I feel that way today I felt that way then I'm not changing it I'm going to always stand up for what's right always I do um want to say um thank you to Mayor Carver she came out to our fourth of July celebration and took got a chance to take pictures with our children they were excited um you know you look different on TV than you look in person so some people was like who is she I was like that's the mayor you know that don't look like the lady but um she was happy to be out here to see us as well and um we had a nice time fireworks were phenomenal thank you so much commission oh I'm sorry Madame attorney I need to get with you because I need to sit down and talk with you about some things so if we can make get with the clerk's office or me however so we can make appointment so I could sit down with you the next time you're in the city okay thank you commissioner Williams um I did want to say um we had a great time um to everyone that um worked on Fourth of July event um it was great and um yeah jaylen's coming for you next time he can get in the water but anyway so could get in the water this time but it's okay but nonetheless um but it was it was awesome I was a little uh the fireworks were like on point like they I mean I got nervous I was like oh man these fireworks are big time so um I did want to thank um mayor Cava for coming um I had to opportunity when I was married to sit down with her and um have a had a really great one-on-one meeting with her and um and I love the fact that she remembers that and um when I walked out of her office she had a bowl of it's very girl powery you know had a bowl of inspirational rocks and asked me to just choose one and it said Inspire and it still sits on my desk and so I think every day that's what we should be doing is trying to inspire as many people as we can um and I love the fact that when we meet I always remind her about that rock that still sits on my desk um I want congratulate want to congratulate all the students that um we awarded our scholarships to and I want to personally thank Miss Walker for making it happen thank you Miss Walker y' give it up give it up a clap um the process was very seamless and I know you know um after I have I was a little nervous and you you pulled it off and I'm not saying that cuz one of the kids is went but I'm saying no I'm not I'm not I'm not I promise you but I will say that it's interesting we really just don't know and I wish there was a way we don't know how many kids in opaka that have these type of stories that are doing a phenomenal job and sometimes I we gota I just want us not to figure out how to unlock that so we know and can highlight and um just let them know that listen you you live in opalak and we have a lot going on here and we want you to be a part of uh parks and and all the activities that we do so um yeah I wanted to say congratulations to them and um I think that's it thank you commissioner Kelly thank you Mr Mayor um again I'll just start off with that as well Fourth of July was um was awesome I left came back when I got back the vice mayor had no voice I certainly want to commend those employees from Parks who had been there all day and I understand some of them came back to help out um considering was short staff so I want to commend them for that and all of the employees that had to work of course we have Farm share last um Wednesday which we have at um The Pavilion at historic City Hall and I want to um thank um the manager's office the clerk's office all those work hard for it but I want to give a shout out and I think Mr maners you could have Mr King to come out for a second I know he's in there I I forgot to do this last month and I want to do it because I forgot um to the mayoring commission last month not this mon last month um I was teas one of his employees that he um actually bagged 1,000 lbs oft so make sure you tell them I mention it and I say that because they work hard in helping us out and he was the only one down in that end and he was study bag a study bag by the time he got down that bag was low and um they were teasing about 1,000 pounds so make sure you tell tomorrow I did mention I told I was going to mention it um the work that they do in helping us out and also uh benefit to the community of course my co-host um Vice May Irvin and the mayor and I know the support of my colleagues even though they're working uh Farm share really um and the vice mayor saw this because she had to help out a little bit um a lot of our residents are coming out um to get the food and I attribute that not only to more knowing but the signage that is out there people see the sign and they recognize that it's going to be there um and so we have one sign over for Seagull Park which is the third Friday with our feeding South Florida distribution and we're hoping to get one more so uh more of our residents can uh Ben benefit from that I also want to say um that of course on next Friday it is feeding South Florida at um seagull Park we're also going to have the Florida Highway Safety and Motor Vehicles um as they I try to have them out every so often you can go to the uh website or uh the QR code to scan it to schedule your appointments we only have so many slots that we do from 9: to 1 p.m. we're always excited I know it's season coming up and IDs for the kids and things so take advantage of it being in our um city and um get those slots done I also want to um again um commend um the Fourth of July celebration and the work that you put in to it um vice mayor and all of us that were out there and you said mayor Cara was um was there really want to um appreciate the fact she took the time to come out um to the city opaka that was that was really good I also want to acknowledge and I know Miss moskins is not here in the new PR not PR the what is it the event coordinator um that was out there on uh wed to did an awesome job being out there and keeping us a breast of what was happening right up to the fireworks the timing and so um you know I I'll give credit where do I really appreciate that and I did see I think as a part part of the new way of getting feedback I saw the survey on uh Facebook um and we got to get out more ways but I did see it asking for feedback on how the event was anything that could make it better whatever and I look forward to getting those kinds of um results back so our citizens can Enlighten us on what we're doing that we think we're doing good and maybe we're missing uh the mark on some things um I don't know is bingo this Friday bingos this Friday I didn't nobody mention unless the mayor was g i was go ahead no no no no no that's okay mayor's going to talk about something happening this Friday my last thing is to invite the community out next um Saturday July the 20th for funay at Ingram Park I'm co-hosting that with the mayor and also the fishing tournament component from 11:00 a.m. to one fishing tournament we originally had scheduled for Father's uh day but of course the weather was bad we're going to have the fishing tournament and fun day at Ingram Park next Saturday uh the picnic music food I'll let the Mary elaborate on that part from 1 to 5 but the fishing part of course is going to be from 11 A.M to 1 so bring your rod bring your pole um we'll provide debate we won't put it on the hook for you but uh come out yeah I said that just for you Vice man but come out for a day of fund um in in the community at England Park on that day that concludes my um report Mr Mayor thank you okay no problem um Mr manager do we have an update on the financial oversight and the glor apartment yes uh Gloria gloriaa apartments are still going through the uh abatement process uh we have uh supported the uh HUD uh and the HUD contractor with providing them facilities to meet with the residents so that they can uh do their applications and go through that process which gives them the options to utilize a voucher to either remain uh in their um in their location if it's a renovated locations which some of them are and some of them are choosing to remain or um provid them with some additional assistance to find housing elsewhere if that if they so choose um um the uh tin North group is moving forward with uh doing a transition should have executed by July 1st uh they did provide uh a presentation to be presented to the commission uh but I received it at 3:30 today so I haven't had a chance to review it and I'd like to review it before uh submitting it to the commission um as part of my report uh and I shall do that as I I just received it today um so I'm not sure what the contents are but it was uh an update on where they are with that transition as you know there was uh a previous ownership entity there that was the lead entity and there was a secondary ownership entity the secondary ownership entity kicked out the lead ownership entity uh stood in the place as the lead enter uh uh the lead entity is now transitioning some of those Services over to the 10 North group so that's kind of where they are um in that process um as for the State financial oversight we are still on track to meet our we're ahead of track to meet our deadlines uh we are actually also offering bonuses now um in our advertising for accountants to try to ramp up uh sign on bonuses uh to try to ramp up hiring we're going about to start a new uh hiring Blitz to uh beef up our finance department but we still remain ahead of schedule with the submission of our audits that concludes my report Mr Mayor okay when you say ahead of schedule because I thought we push you pushed the needle Back to December yes that's well ahead of schedule um I'd always uh I can provide the Director of Finance to give up some any specifics on that uh but uh the deadline was always December uh as negotiated with uh uh the financial oversight team in board uh and we do have that in writing as a submission to them and an agreement by them and we've had U uh a bimonthly meetings where we are established and give them that we are on track uh and they are in agreement with that um I believe uh and I say this costly I can call up um um the Director of Finance to to describe exactly how far ahead we are if that be if that would assist Mr Mayor um not necessary but you know my concern with the financial oversight the audits are due in March so we don't submit it until December that mean we're going to be late for the next one and also the agreement that you just spoke to and you provide that to the commission you have an En writing I I copy the commission when I informed them of our due date yes sir and I'll re no they gave you an agreement they confirm receipt okay and the glory of the gardens the presentation that was given to us by 10 North why can't it just come directly to the commission why we um sir generally speaking I would never just forward anything over to you uh presented as as part of my report before I had a chance to review it and read it but I certainly have no I have no problem so so long as you know that I haven't reviewed it I certainly have no problem now I just remember last meeting I asked you for update and writing on both of these items and it never came a report on that specific meeting that you just addressed and also the financial oversight and we're two weeks later and never came so that's that's why I was asking understood sir all right um next is well commissioner Kelly already said it we have Bingo this Friday at 6 pm at shundi Village and vice man say it's going to be a hurricane Bingo whatever that means oh things that you could use in the hurricane hurricane during the hurricane got it did you get some blue batteries from fpn all right Al get I couldn't he backed up and took those back out the door also we're having um a 5K run on July 27th at that's a Saturday at 7 a.m. starting here at City Hall also the clerk has asked me to announce on behalf of I'm sorry yeah the on behalf of commissioner baz they we doing a community cleanup on August 10th at 11:00 a.m. and you'll see the flyer on Facebook so just put that on your calendar and also I wanted to announce this happened last week Friday I don't know a lot of you all should remember her but miss Azie Richie passed away she was the founder of our Rotary Club and we want to keep the Richie family in our prayers she also was a teacher yeah she was a teacher at my opaka Elementary yes she was and the funeral is um I believe Tuesday next week Tuesday so we just want to make sure that we're keeping her family in prayer okay with that being said if nothing else do we have any board appointments no Mr Mayor we don't no you don't that one second do I I actually we have an at large um for that um board and I talked to her and she would like to do it um for the Civil Service not Civil Service I'm sorry for the charter review board the chter review board is not going to be meeting yeah because we couldn't seem to get a clerk for that board and that that brings me to this Mr manager we've have three boards on this that we've been asking for a clerk for and it has yet to happen the J review the local Financial oversight as well as well the Civil Service Board well two and it's always we're getting somebody we're getting somebody beginning somebody and it never takes place and since we don't have a clerk for the child review board we are seemingly going to miss our deadline to put any referendums from this city on the agenda sorry on the ballot come August as well as of November and this has been passed I think since early last year late last year early this year and it's always you know h well we keep taking it whatever it is but we have to figure out a way Mr manager to have clerks for the boards we have boards for a reason they need to meet these boards we don't just vote on it just so it can look good on paper they need to meet and the financial local Financial oversight board we talked about that in Tallahassee and we two years ago and we still have not done it sign yeah sign hm oh I believe that the financial board was assigned a clerk they have yet to meet they have not had one meeting okay since we came back from tallah okay all right and commissioner Williams brought it up and I I'm going to thank her for bringing it up but we got to stop with the disrespect towards the DI we have to stop when one of my colleagues were talking you got loud and voice stress when I was talking you got slick it it's it's too much and the rolling of the eyes it's a lot it's a lot it's a lot and you you wouldn't take and I'm gonna say it this way if it was the other way around you would have a problem with it I'm not a sensitive person I got I got a I got thick skin I could take it but when it's done the way it's done like commissioner Williams said it it's a trickle down effect and your employees some of them do disrespect us they do they honestly do but they have the respect starts from the leader we put you in place as the leader of this city because we have jobs we have careers we can't run it dayto day that's your job but when we ask you a question I've asked for information a month ago that I emailed to you in the media and I still haven't gotten it and there's legislation that we passed at this board and put timelines to that has yet to be act enacted upon it has to stop it really really has to stop and I'm like commissioner Williams we have to change the culture of this city and and I'm going to go and say this and I think everybody needs to learn the commission sets the vision in tone of the city the manager's job is to ensure that that vision goes the way you know that's to see the vision through the clerk's job is to keep the vision organized and the attorney's job is to keep the vision legal but we got to work in tandem but when everybody is in everybody else's spot then it becomes a problem so I'm asking you I'm asking you to maybe we need to do an about face and change the way we're doing business today the way we do I the way we're doing business we got to change so the personalities the attitude it has to change and I don't care about personalities I got again I got thick skin but it has to stop it really really has to stop so I thank commissioner Williams I guess she was looking at my paper because I was gonna say everything she said but it has to stop so if all if there's nothing else to be said I just wanted to ask a quick question um Madam clerk if you can let me know on the Planning and Zoning Board who I would like to know who's my appointment if you can get that back with me because I've been here like four years now and I've not appointed anyone but I don't understand who is taking like who's my who's in my seat like who's the person because that board is really just I need to fix something with my appointment at least I'm sorry who said that yes uh the The Madam clerk I'm sorry Mr Mayor whenever commiss fin what well welcome um so so the plan so the Planning and Zoning um board appointments are at large um commissioner Williams how long do they have on that board um so they they have staggered terms some are two some are four so um yeah oh I can I can get you a list of the members I know at the last meeting they did the last appointment which was I believe if I'm not mistaken um nikisha Williams to that board um that was the one the last at large appointment but I can get you a list of the members along with their terms um so that you can have a reference perfect thank you so much Madam okay you're welcome I thought the clerk was on vacation and and and Mr Mayor who uh commissioner uh Williams years ago it was appointments by the commission individually and it ran with their terms but then it got changed because you wanted to have folks with expertise and planning and zoning and expertise and this so it became at large appointments and I think now some of them really don't have to live in the city um to be on the board and that's part of where you get your headaches from um just to put it out there because I've seen the transformation of a lot of the decisions that are made um but folks don't really know the Dynamics necessarily all the time of the Eternal God our Father we thank you for this day we thank you God for all of your many blessings continue to watch over this city give us the wisdom knowledge and understanding do those things which are pleasing in your sight Jesus name we do pray amen amen of the United States of America and to the republ for which stands one nation under God indivisible liy and Justice of all all right we're getting ready to go into our public comments and those that are speaking on public comments we ask that you stay your remain to the topic at hand public comments is open public comments are closed we're going to turn it over into the hands of the manager's office to give us our um Opera Workshop American Rescue plan at Grand I'm sorry thank you Mr Mayor if we could pull up the presentation please so I trust you all have your packages um we did a more extensive um as requested we did a more extensive presentation to walk you through each project individually and as soon as that project comes up I will guide you through the items and if there's any specific questions that we need to stop if there's a particular director we'll call that director up to answer any more in-depth questions okay excellent so this is our ARA funds distribution and exped uh expenditures Workshop uh July 10th 2024 next slide and here is our agenda which we're going to go go over the guidelines for arpa that determine how uh and which projects may be utilized for these particular funds the rules and the regulations think over the uh expenditures um subsequently item four we'll go over the community selected projects again these are projects that the commission uh directed Administration to put out to the public and make them make their selections on and then finally the recommended capital projects uh these are the same projects have been presented in 2022 and we're here to give you a more in-depth presentation and before we encumber these projects as uh encumber these funds if they have to be encumbered by December 31st 2024 of this year uh we want to give the uh the commission the opportunity to make any recommendations or any changes next slide in 2021 the city was assigned funds approximately $8 million through the state and local fiscal recovery funds program authorized by arpa the American Rescue plan act next slide so we studied what other cities were doing um since this was a new project a lot lot of people jumped out there and then some of them like the city of opaka we kind of held back to make sure what we understood what our left and right lateral limits are so through ARA recipient government across the countries are investing These funds to address the unique needs of their communities uh obviously with the hundred million need and infrastructure uh our recommendation as um discussed with the commission is to uh work on some of our infrastructure to prevent some of the flooding and Sewer issues that we've had um also to fight the pandemic and support families and businesses uh maintain our Vital Public Services amid declines in Revenue resulting from the crisis and build a strong resilient and Equitable recovery by making Investments that support long-term growth and opportunity recipient governments may use arpa 21 replace lost public sector Revenue respond to the far-reaching public health and negative economic impacts of the pandemic provide premium pay for essential workers invest in water sewer and and Broadband infrastructure great need of the city of opaka provide emergency relief from natural disasters or their negative economic impacts which we've utilized that for the mortgage program mortgage assistance program and rental assistance program supports support surface Transportation projects utilizing funds for eligible projects and support projects that are eligible activities under the Community Development block grant next slide now how are those uh arpa allocations made and how much is done popul is one uh criteria a significant factor in determining the allocation was the population of each City uh popul our current population has been slightly under decline um over the last few years and shuttling around 16,400 residents to approximately 16,000 residents uh the treasury Department utilized population data from the Census Bureau specifically from the 2019 census population estimates to allocate these funds uh formula calculation the exact formula used by the treasury Department involved a base amount plus and an addition amount based on the City's population size the base amount ensured that even smaller cities such as city of balaka received a minimum allocation while larger cities receive proportionally more based on their population next slide there are some key guidelines associated with arpa distributions so the rules for local governments that received under $10 million thresholds which the city of opalak is we received eight approximately just under $8 million uh generally focus on how these funds can be utilized and managed authorized uses local governments can use arpa funds to cover costs related to responding to the covid-19 public health emergency or its negative economic impacts this includes what is not limited to providing assistance to households small businesses and nonprofits affected by the pandemic which is certainly one of the things that we're utilizing the monies for with small business grants uh rental assistance and Mortgage Assistance supporting essential workers providing government services that were cut due to revenue declining during the the pandemic making Necessary investments in water sewer or Broadband infrastructure uh another need for the city of opaka key guidelines associated with Opera distributions funds management a very very important one uh local governments are expected to manage these funds prudently ensuring they are used for eligible purposes and adherent to federal guidelines on transparency and Reporting our reporting requirements as we discussed several times there are several reporting requirements that based on our size and the amount of our allocation that we must adhere to compliance compliance with federal regulations and Reporting requirements is essential um you have to um follow these requirements letter to the law so that we do not run the risk of having to return any of these funds deadline funds must be spent by spec specified deadline for instance under certain circumstances local governments had until December 31st 202 2024 to obligate their funds December 31st 26 to spend them and we actually follow under those guidelines our per funding distribution so um how are we breaking down and and proposing to spend our $8 million So currently we spent uh less than $8,000 on Consulting fees uh this is a a team that we put out for RFP that responds to uh a point of contact in the city which is Mr anathan with regard to uh we he presents them each project project um and and the procurement process is determined is this a uh us usable can These funds be utilized for this particular project and they provide those consulting services to him uh roadway and transportation projects is approximately 1.9 million Water and Sewer projects is the bulk as we are aware at approximately 5 million and as the commission directed we set aside approximately a million dollars for Community selected projects so let's go through those Community selected projects and these are the projects that the residents selected to utilize the funds uh Artscape uh Artscape we will uh if approved by the commission move forward on that after tonight uh allocated funds are 62,500 uh this was one that was in a tie so its funds had to be split uh with the tree project as well because it came in as a tie uh that's is uh we'll have a further discussion about this one tonight but it's referred to ating artistic installations and creative elements within public spaces such as sidewalks murals streets plazas and Parks uh when you really want to think about the uh Artscape project you can think of some of the uh really art Pro Arts SE projects that you can find um in the city of Miami uh in Washington DC uh we' saw a lot of this with black lives matters where communities started uh utilizing art to express um uh different aspects of its culture in its Community uh also during the uh Obama administration we saw a lot of Artscape projects emerge that were referencing you know uh political figures in black history on next slide next slide and this slide is a really colorful pretty slide just to give an example of some of the things that other cities and other communities are doing uh one particular thing about this project that we want to make unique to our RFP or inclusive in our RFP we should say is that we're going to have the community involved in selecting um what's SEL what's uh going to be placed in the city and where so they're going to be an active part of the community on those recommendations uh they'll work with whoever the the commission chooses um as the winner of the RFP next slide again the Artscape project came into a tie with the tree installation and swells restoration so each one of those projects we split giving them each $62,500 uh the presence of trees and swells plays a crucial role in both City beautification and storm water management but that's not just all uh trees in improve the overall health of communities and particularly for South for South Florida they lower the he heating deck so having a nice tree canopy in a city oh and most importantly to a city manager because we're always looking at how we can increase our revenue streams as they increase property values uh so this is a great project that we're really excited that the uh residents chose and we're looking to implement that it's also part of green infrastructure and City beautification uh as noted by commissioner Williams and we are excited to be moving forward on this particular project next slide please um seagull Park um is one of the uh Parks uh Parks played a very uh important role uh in the community and there selection of what projects got what funding and seagull Park was a beneficiary of that with a $250,000 uh allocation um awarded to them by the residents uh so the things that we're looking to do with that money is expand the number of parking spaces to uh by 54 additional parking spaces at Seagull Park uh improve the trails modifications right now a lot of seniors are out there and the trails have some patches and holes into the ground so we want to make it more safe for them uh added drainage system because during significant um weather times uh we find that uh SLE pars get portions of SLE Parts get flooded and we'd like to uh replace and update the fitness equipment okay rental mortgage EV EV um eviction assistance this is something that we've already been doing for some time next slide um this is a mirror program to also what's going on with the CRA um one of the things we always try to do if we're doing a program for residents we or if the CRA is doing a program for the residents or if we're doing a program for residents we always try to work with the CRA to match those programs so that if someone's in the CRA and they apply for a benefit um or excuse me outside the CRA and they apply for a benefit and find that they live outside the CRA they can come to the city and still get that that program right next slide so I won't belabor with the requirement um it does seem like there's a lot of requirements here but it but essentially everyone that is in the city of opaka that can prove that they are in need of these money receive the receive these funding we've we've had uh very very few denials and it's usually be on technical assistance to supporting documentation and paperwork um next slide so the assistance amount rent assistance uh is will not exceed three months of depths or a maximum of $3,000 which ever is lesser mortgagees assistant will not exceed 6,000 maximum or the amount due whichever is the Lesser eviction assistance will not exceed first last and deposit or maximum of $66,000 whichever is lesser right next slide there are some maximum income limits here um if the commission wants to peruse those uh program results as of June 2024 um program allocation of $257,000 deurs amounts have been $245 to $3,000 which is the the maximum number of residents assisted has been 177 and program expenditures as of June has been $241,200 the community project selected by the residents with small business grants very very excited to uh move this particular program forward uh next slide given a brief description the allocation is $125,000 the program provides financial assistance to further the economic viability of re recipients funding can be used to purchase inventory supplies business equipment marketing advertising building uh building expenses business insurance uh minor interior external Renovations security systems commercial property only uh work Vehicles pickup trucks or cargo vans uh must be registered to the business not to the individual uh Professional Services uh such as a CPA a business training or uh business consultant seminars or events or commercial property lease or mortgage so if your if um if a business is own and operated in the city of opaka you can pretty much utilize These funds for any number of things to maintain uh maintain your business here uh purpose of this program is to really uh not only welcome new business into the city but to help the businesses that are already been established here next slide again our purpose is to get the These funds on the ground as quickly and as judiciously and expeditiously as possible so the although there may be a list of criteria here you'll find that the uh it's a matter of just checking the box and the funds will be dispersed uh have to meet the criteria of course uh which is the eligible use of funding was I went through that we have a pretty extensive um um list of things that they can utilize the funding for uh funding must be available of course and we're doing things on a first come first serve basis next slide of course all businesses must be located in opaka and meet the following criteria uh business must be in operation for at least one year must be a for-profit business a physical address is required no PO Box Homebase businesses can apply uh that was a significant change that we made from other cities that were doing this so we if you have a home business here uh so long as you have a address and you've been in business for more than a year uh you're also eligible for these funds um automatic disqualification businesses that relocate out of the city during the process applicants submit it after the deadline a nonprofit agencies uh more than one application submitted for the same owners or families or partners and must not be part of a national chain okay next slide uh this is once again uh reciting the eligible use of funds which is again is pretty extensive um some important things to note for those are listening that are business owners here in the city of opaka uh next slide there are some things that the funds can't be used for um rental deposits late payment fees purchase of Alcohol Tobacco or medicine uh salaries so you will not be able to uh pay worker salaries with that debts property taxes certainly can't you we certainly don't want you giving us our own money back if you owe us property taxes a County city or state license and any and all others not listed in the eligible use above okay next slide again the funding for this is $125,000 funding available per business is up to $10,000 per business next slide um next project selected by uh the residents was a fire station and HR building Rehabilitation um we've gone back in Forth extensively that allocation is $250,000 and we are prepared uh to move that project forward uh with the number of challenges we've we faced uh with the historic designation of the building uh with the cost with the damage to the building um but it be the will of the people we will move that project forward next slide now that concludes all of the projects that were selected uh by the residents um in the workshop and are included in the package tonight uh next we'll go through the infrastructure projects again uh our infrastructure hole is approximately uh from the time I worked as the assistant city manager under uh Mr doy and he took extensive looks of this uh to the time that I've been a city manager I still estimate that our hole is about aund million um that looks like a pretty big elephant but how do you um how do you eat an elephant You by one bite at a time so we throw what available funds we have of course emergencies come up if a if a pipe burst if raw sewage leaks or uh a pump station breaks we have to address that immediately uh and then we continue to do the work of laying down the sidewalks putting in storm water drainage uh fixing cracks in our holes and so that we can keep our um keep what infrastructure we have preserved next slide water and sewer infrastructure projects uh these are predominately from the public works department and also from uh Capital Improvement projects I'm going to go through the roster of listes list here first and then we'll dive into these one by one uh Northwest 135th Street uh the water main there uh that's been a consistent problem and it's been something that we've been looking to attack since I've been here for the last two years uh we've taken two attempts at it um this will be our third and hopefully we hope that um the flooding around Northwest 135th Street and that water main there will be solved uh Rutland water main meter relocation uh Sesame Street water main relocation uh very excited about this project as it also facilitates us getting uh that bridge and that street reopened uh sewer smart covers Telemetry system uh a very very technical project but very very necessary needed one considering the extensive flooding that we have we would be one of the first cities and um Miami day county is really excited about working with us on these sewer smart covers which actually alerts our public works department as to um the level of the waters and and give gives us time to get a head start to any particular damage where any damage is caused um as we've been discussing uh for the last two years a number of our lift stations have need are in need of replacement and that's an elephant in the room and we it's very important to keep our lift stations up and operating because when a lift station goes down Miami day County issues what is called a moratorium when a moratorium has been issued on a lift station that means that the city the city manager is prohibited from allowing any new businesses to come into any area serviced by that pump station so it's always really really important for us to keep our pump stations uh up and operating so we are taking an extensive look of how we can utilize These arle funds to make sure that we keep the city of opaka up open for business list station number four relocation and replacement is one Lift Station number nine um is a replacement is is in need lift station number 16 is also in need of replacement uh so we selected three really really um High Target um pump stations out of our 19 pump stations that service the city of opaka North District water distribution um really important kind of political Hot Topic um because there are areas that we have to maintain that are outside our city limits uh there are areas of unincorporated Miami Daya County that are water customers of the city of opaka and there are are as of the city of Miami Gardens Miami Gardens residents that are actually city of opaka water customers um Northwest 133 Street sewer relocation um it's kind of in tandem with everything we're doing around Rutland and Northwest 135th Street uh we're really taking a three-prong process of how we want to uh mitigate flooding in that area uh that's the uh Mary Alice Apartments formerly asan Village uh lift stations and flow meters and sewer system modeling next slide um I won't get too technical but I do want to give a little bit of a a dive as requested uh into these projects uh these Water and Sewer projects and hopefully I can say them in a way that keeps you excited and engaged without falling asleep uh Northwest 135th Street water main um the projected cost of that is going to be approximately $500,000 uh we want to do a 12200 foot section of 8 in cast iron pipe um the calcification of the section of the pipe is resulting in and severely diminished fire flows and so we really believe that this last solution of installing this 1200t section of 8 in uh will resolve our issues there next Slide the Rutland water main and re meter relocation um this 2in water M currently in the easement behind the properties it is an original piece of in infrastructure think about that the city of opaka we're coming up on a 100 years and this is the original piece of infrastructure which is calcified and because it's calcified it poses challenges to the utility at maintaining uh required chlorine levels and we are on as we as we all know the city of opaka is on the radar uh for the Florida uh Environmental Protection department so they're always testing our water and and testing our facilities Water and Sewer so we always want to keep a strong eye on that uh projected cost for this project is $195,000 next slide Sesame Street water main relocation there is a 2-in cast iron original piece of infrastructure here too uh that's going to be an ongoing theme we we selected these projects because um uh many of them have the original infrastructure that's still in the ground and some of them uh the original infrastructure was in was supposed to be temporary like one of the temporary pipelines this is not one but one of the temporary pipes lines that are in some of the northern uh water district were clay pipes uh clay pipes are not intended to remain in the ground forever they're originally intended to utilize just how to uh set the stage for the final piece there and we're finding in some of the areas of cities those same uh clay pipes are still under the ground so uh looking at that here for the Sesame Street water main relocation the tend is to relocate this main to the front side of the property while upgrading it to 8 in so that'll be a significant increase to go from 2 in to 8 in while upgrading it to 8 in will improve the fir flow in the vicinity uh we expect this project to cost about $25,000 onto our lift stations I've already kind of discussed the importance of our lift station number four needs a relocation and rep and replacement uh um lift stations are very very Technical Systems we can uh give you a one-on-one class um or get someone up here that has more specific knowledge about how they work uh probably Mr Austin or Mr Carney or or Miss gross um but the uh short and sweet of it for our purposes is uh we identified three pump stations that are uh in dire need of replacement lift station number four is one of them and we anticipate the cost to be $43,750 next slide Lift Station number nine is the second lift station that we identified um that we must address right away or as soon as possible uh as you can see here the uh it's also a bit of a isore and by replacing it we can update it and upgrade it uh there are several places in the city that I'm sure for U many of uh the commission and the residents are are aware of uh that have these kind of old dated uh lift stations and so you know exactly what the lift station is typically speaking that's not generally how lift stations look so one of the benefits of uh replacing some of these older Pump Station if you look in that first picture that's what it looks like now uh once the improvements are made and the replacement is complete uh that second photo uh Which is far more uh I friendly will be the final um product the third Pump Station that was identified was Pump Station number nine which has a significant service area so therefore it's going to be also the most expensive um there's a map there just to kind of show you uh what a great service area what an extended service era um a pump station 9 Services um the allocated amount for this uh $725,000 last but not least Pump Station 16 um a smaller a smaller service area but it also has a more extensive need uh and therefore a higher budget uh just slightly higher than Pump Station 9 we believe that that amount is going to come in or at least we've allocated for the budget $800,000 for Pump Station 16 again we do want to stress how um for those older pump stations that have these old Antiquated dated infrastructure pieces that are out there in the community uh we want to um stress how this is also going to improve the visibility uh and the uh beauty of our community if you look at that first picture that is the how lift station 16 currently looks and the second picture will be the second and the third photos will be uh the final stages of will look once The Replacements are completed next slide North District water distribution uh again so uh we have several areas that um need to be addressed that are actually the responsibility of the city of opaka um if you go right across 151st Street just north of 151st Street into Miami Gardens um going toward Northwest 37th Avenue that entire section is uh opaka businesses and residents excuse me Miami Gardens businesses and residents that are actually serviced by the city of opaka so um we've been a little bit behind on addressing that infrastructure uh the city of Miami gens is prepared to um uh update their roadway system there um so it was necessary that um our public works department work with their public works department and I actually met with their uh the city of Miami Gardens um city manager Cameron Benson to work out a schedule that will allow this to be a cheaper project for us because generally speaking if you tear it up you have to fix it so the benefit is to if they allow us to go in first since they're already planning to redo the roadways here then once we put these new systems in um the roads already prepared for them to come by and and and fix it so that is going to be a significant Savings of about $800,000 for us um so we're really grateful for the City of Miami Gardens to working with us for that which brings the budget down for this item to $425,000 next slide uh Northwest 133rd Street sewer relocation again um 133rd is a area near and dear to all of our hearts as it seems to be uh resilient with flooding and Sewer issues so every opportunity we can to try to uh mitigate that we we we execute and this is one of those projects uh the existing sanitary sewer line is located within a swell on the north side of 133rd Street and has a one a one active 6 inch private lateral connection um couple things to noteworthy about that the 6 in um is likely not sufficient uh to service that area and the other issue is that it's a private lateral connection so that means what we're able to do with that connection is limited at best the project seeks to relocate the sanitary sewer main to the center line of the rideway that would be in our service area and reconnect the lateral services to the new sewer main it is anticipated that the new Gravity main will have a total length of approximately 600 feet uh allocated funds for this project is $400,000 lift station flow meters um now um again this is gets into some pretty technical stuff but it's very very necessary and I'll break it down with my limited knowledge of of flow meters as I can because if I can understand it uh then I hopefully you guys can understand it too now uh the flow meters are part of the lift stations or what we sometimes um um colloquially say our Pump Station and it's a device that measures the flow rate of Wastewater or sewage as it enters or esss the lift station uh and flow meters particularly for the city of opaka is very very very important because we rely on pump stick 300 for Miami day County and we often find as residents are aware of this and members of the commission are aware of this and we've had some extensive conversations with regard to this is that during uh certain Water Events uh we have to toggle off our pump stations our lift stations because the Miami day County Pump Station 300 which Services the city of city of opaka is not always able to handle the out out flows and the way we're able to track that and keep on top of that is our flow meters so when those flow meters are inactive or go out or or if we don't catch it in time and they they bust and break and that can be a replacement of $60,000 we're not able to identify what P what particular pump stations we may have to uh toggle toggle off and we may not be able to report to Miami day County hey it's Pump Station 300 that's causing this backup and we need you to address that so um I hope that gives a a reasonable understanding of how these flow meters work and how necessary and needed they are and um the budget for that particular project for the lift station flow meters is $900,000 all right next slide please even more exciting and more technical is the SE system hydraulic modeling um so this is actually a requirement that we've been going back and forth with for um with u u Miami day County for quite some time there's a requirement that every 5 years the city of opaka sanitary sewer model must be updated to remain compliant with the durm code of ordinance um now we're we've had a lot of change over now uh as often said the staff Remains the Same but we have had a lot of change over in management and the notices usually go to the management so it was the H it was the understanding um of the administration that these five years are um these five years requirement is triggered by submissions from uh submissions from the city um however as we tried to come in compliance with this particular requirement uh the county has ident has stated no once your system started running uh and moving forward um we're going off of our timeline so their next deadline for us I believe is within 18 months uh and obviously uh for a project that can take up to 5 years that's just not a significant amount of time so we've been we uh we've been negotiating with the county on how to remain in compliant and get in compliant uh I do believe that we made some significant progress with that um but this is obviously something even though it's not uh a significant cost that we don't want to delay on because of the time it requires to get it completed so we've allocated $150,000 for that particular project so just as a wrap up of all of the uh Public Works and capital Improvement projects uh the Water and Sewer projects uh all of the all of the projects that we went through individually uh the total projected cost is just short of $5 million with four 4,994 77 so that leaves us a little bit of funding uh to do something that we love to do uh for our residen and that's always improved our roadway and transportation on next Slide the infamous Carol Lane um has been a target for improvement uh for the city of opaka under this current Administration uh since its Inception um Caroline has never been fully completed fully uh developed and that is uh accomplishment that we are locking in on um so we've proposed uh funding of approximately $1.9 million that would be improvements of sewer drainage uh roadway and water lines uh there are some additional technical components of this uh as particularly with uh uh um detailing a special district or uh generating funds in a certain manner that we will uh F further discuss with the commission at a later date uh but uh just be aware that carolan is in our targets and something that we're looking to complete next slide please so just as a rewrap this is the uh total allocation and expenditures of the arpa distribution um uh funding uh we went over the community selected projects those projects selected by the residents of approximately a million dollars the water and sewer projects that are needed and necessary of approximately $5 million and the roadway and transportation projects it's total about $2 million we've been very although we were allocated up to $800,000 to spend on Consulting fees we have been very conservative with that and then moving those projects forward uh and doing the work inhouse to maintain compliance with our arer regulations and guidelines um so that gives our total spending of of just short of uh projected total spending of just short of $8 million and that is not inclusive of the interest that we've earned uh off of the arpa arpa dollars um next slide and out of that $8 million allocation we've spent approximately just over uh a million dollar at 1,119 6659 uh the bulk of that going to Water and Sewer projects with a large portion of that going directly to their residents for rental assistance uh and then that followed by Park Renovations with just short of $200,000 um this concludes our AR presentation um and our uh discussion and review of all of the projects and we turn it over the commission to give us any feedback that you may have okay we can open up the floor for questions but I do have a couple questions Mr manager yes sir because what I noticed that there was no um completion dates on any of these projects also you have the W and Sewer project at um 600,000 Parks renovation at 188 of that has been spent but on what exactly so what I would love to see the work that has been done also as it relates to Cairo Lane the $1.9 million I thought the city received funding from the state a couple years ago as it relates to Kyo Lane yes sir um we did receive a state revolving Loan Fund of approximately I believe 7 million doll um the challenge with that is as we look to implement uh look to implement the dollars uh we had to demonstrate to the state that we actually and and it's not actually for Caroline it's what it's Northwest 127th canal and we had to demonstrate to the state that we actually own that Canal so that we have uh site control of that Canal so when uh Capital Improvement projects went to pull those documents we were very surprised to find that that portion of Northwest 127 Canal the city of opaka does not own so we've been working with the county and working with the state to see if we can transfer so that money still gets utilized in that area see if we can transfer that money uh to the to the county for the use of those funds um because we are we desperately do not want to uh turn those funds back now the challenge with that has been is that the county surprisingly has responded that they want the city that they want the city to agree to significant amount of expenditures and uh that could potentially be millions of dollar over the course of uh a dozens of years in order for them to get 7007 million in grant funding uh so we just got that response back from the county today and uh we're going to be setting some uh we're going to be setting some one-on-one requesting some one-on-one um uh meetings with the members of the commission to uh discuss that and get feedback okay but that's the canal so what how does that relate to CYO Lane so we can't do one without the other does it sound like you coupled them together yes that's exactly how the that's and that's was that was a part of the agreement that's exactly how the county has coupled them in fact they have said uh they initially said that they weren't going to allow us to they were not going to issue us permits for us to even work on Caroline until that issue was resolved so then how we going to do the 1.9 um I've had uh significant meetings uh with higher ups to allow them to agree to uh uh issue us permits while we work through this issue so then why can we take the money from the funding source of the 7 million and use the 1.9 for a different project we're not able to utilize the money for the 7 million as we are not um we cannot Dem demonstrate ownership for the canal okay all right any other questions Mr Mayor commissioner Williams okay um thank you for for the um the workshop and um for the detailed information um I do want to say that I do think there was a little bit of miscommunication that happened here um we sted and I wrote some notes um the workshop mostly was a um informational of projects um basically if you didn't know what projects we were doing and what those arpa funds were then now you know you don't if you didn't know so it was to me more of um informing the commission or giving us a presentation of our arpa funds which I believe we do know I think the things that I wanted to hear and we're already pass the window now and I guess we can have oneon-one meetings is um I really wanted a detail detail Pro of each project and funding so where we are in that funding how that fun fing how much funds have we spent so if you recall um the last two meetings what what I said was it was very vague and I wanted more detail on the funding or how far the projects went and so that part I didn't see or didn't hear in the um in the presentations it was mostly this is what we're doing but not this is what we have done and so I think that's what I wanted to hear the this is what we have done and this is where so if we're at 50% we we have another 50% to go and this is what we need to get to the next to the Finish Line um also I asked about rfps and what they like which ones were going to go out which ones needed to go out and what projects did not need rfps I didn't hear that either um and then just some of the numbers kind of didn't add up but I wanted to know um like what projects needed additional um that accompani the the arpa funds um if those arpa funds needed um uh additional funding from the city to um to make sure that the the projects were completed and that they were sufficient so um again I'm I'm you know thanking you because it is more um information that we received before but um I did want a little bit more meat and potatoes in terms of the funding and how what we've done and how far we've done and where what we need to do to get to as the mayor said um to in order to complete those projects so thank you Mr Mayor commission Kelly I'm commiss Kelly thank you um yes Mr manager thank for the information um but I I I'm just ask some questions and I don't know we have time to go that deep um the time timelines and the projections as my colleague mentioned I have been asking for as well and I still don't see anything any different on that even in the package that we would probably and will be voting on I do not see I still see under development to be developed out to July nearly complete propos receed and again some of this goes back from this original document I guess from the original update plan of May 2 second so to me some of these should have moved the needle way more than they moved um it's nothing on the projects themselves but where they are um coming back how close they are to get to the commission and as my colleague said the numbers because when I look at for example Pump Station uh four relocation um we're allocating 413 but it's going to require another 419 coming from somewhere and I'm quite sure there is a somewhere that is coming from but I don't really see that um listed I just know it's coming from somewhere the other thing that concerns me with all of these is because again theyve got to be encumbered they got to come for the commission go to state all those good things and have a contract at least to be U encumbered before the 31st of December so I I'm concerned about that I'm also concerned when I looked at some of the numbers because the community did ask that um you spend $250,000 on Ingram and seagull um and the presentation talks about drainage and all of that and trails but reality is that's additional money that has nothing to do with what we've allocated in terms of what has been spent because I don't I don't really see that what has been spent on seagull specifically an Ingram specifically up to this point I I know that's talking about um what we'd like to see but even in your proposal the additional um parking spaces future Improvement not funded and of course we've sold that property across the street so we don't have that parking anymore and so now we still don't have enough parking when it's rented out or you have major um fun functions over there so we're in a cash 22 even now because of that um transaction taking place the other one I'm trying to go real fast Mr Mayor the rental Mortgage Assistance uh you mentioned in your presentation 177 residents at about 257,000 um dollars or what have you in terms of what has been spent allocated Etc is that program still have money in it to the manager yes sir the uh the program still does have money in it yes sir how much money does it have left in it okay um let me go to that page sir and the reason I'm saying that because it says it was 257 allocated and your number says we're at about 257 that's why I'm asking that question program expenditures are if we go to this slide here um it says program results as of June 24 allocation is 257,000 our programs expenditure has been 241,000 so we're looking at about $166,000 left in that program no I I saw that but I want to be clear because what's on the paper and what you said is two different things so I want to be clear which one it is the um small business the small business micro grants it says the selection committee can consider special projects for eligibility what are those special projects and if you don't have it laid out now you can give it to us certainly because I'm always concerned with giving out uh money we have those kind of caveats with regard to some of the other um relocation of the mains and meters uh again the timelines for the uh Improvement especially when it comes to Sesame Street you did mention it um and we're all excited but how the timelines for the Improvement and the uh relocation of the water line I mean of the uh relocation as opposed to the roadways to make sure they connect you don't have a disconnect with them so that's another um question and concern I have and also um under North District water distribution where are we on the contract in the outline it says under the other projects it says that um it's under contract and again this has been referenced since May 22nd so it was under contract where we at uh um has it been signed and when will it when will that work start so we can get you a timeline on each on on that to get you that specifics okay um and my last question I'm trying to go fast here so um there is $500,000 worth of interest from Opa that can be used really for anything you spent about 7,300 on um Consultants but there's 500,000 of Interest be used what H because I haven't seen anything proposed yet what is the administration proposing to do with that $500,000 interest because it can be used really for anything it doesn't have any kind of restrictions on it whether it's um Regular governmental use doesn't even have to be infrastructure so I have not seen and I'd like to see something uh presented to the commission what the administration would like to do with it so that we can make sure that's captured um as well even though it doesn't have the same um timelines to me and I know we're going to be talking about this in um voting but I'm still concerned because I don't see timelines and where we are um even though you know we're about to vote I was hoping to get that uh tonight in the workshop that's why I didn't spend time on it in my briefing where we are so I hope staff is ready to give those answers uh where we are with those rfps um in those timelines so when we get ready to vote on it we will have that information um I'm going to stop Mr Mayor because I know we got to move on thank you thank you no problem any other questions to the manager as it relates to the ARA funding really quick Mr Mayor sounds like we're um all on the same page with what we ask for and what um we need if we can just get um the details the timelines the things I I think it's just and keep going I keep circling back to the word communication I think there's a misstep or mishap or something with the communication almost um you can just go back to the commission meeting and see and ask and and hear what we're we've been asking it's little I want to keep using the word disheartening but I mean we're asking for things and we're not getting in it um I don't want to be you know go around that corner but I was really really really hoping that this this would be that Workshop that we would get more of the meat and potatoes and the things that um we're seeing so it almost makes me think that we're that that information is probably not readily available to even give us um so I would ask that this week I don't know Mr Mayor that this week um the deadline for us to have that full report but the issue is and I we're gonna vote on we're voting I know um Mr manager this is the first meeting in July we have another one can you defer this the when we get there the that information absolutely okay but we'll we'll discuss that when we get to the commission meeting itself all right I'm sorry all right any other questions or concerns to the manager my my sentiments are the same as everybody else's so I won't drag that on all right no problem can I get a motion to adjourn motion to adjourn second move by commissioner I
