district one or District Two reports I'm going to go into our public presentations and we have uh Mr Nelson bebr from the youth development director of Family Christian Association of America fcaa youth program expansion Services Mr Nelson you have the floor okay check check good evening everyone good evening all right today I just want to start off by thanking everybody um the Commissioners the mayor and everyone for allowing me to have uh the few moments that I have today to share you know the vision that God has laid on my heart to serve the the community at large U my name is Nelson b as uh the mayor shared and I'm a youth development director of Family Christian Association of America and we serve the the whole community but my specific designation is I serve the youth and um as we should all know that the youth is not just the future but it's our today we have to set up our leaders uh we have to build the youth right now and that is what we're endeavoring to do through the youth development program at fcaa so our program our program name is crowns Miami and what we do is we focus on the spiritual formation mentorship uh Performing Arts scholas IC and Entrepreneurship training for for the Youth and the ways that we do that we do that through uh club club meetings that we have at the schools we're at um about eight sites right now high schools and middle schools where we have you know Bible clubs and and other club meetings that are taking place um weekly to to help with the spiritual formation and the mentoring of the students also offsite at our our some of our locations we're also doing some of that as well as Performing Arts um we also do our entrepreneurship training where we're teaching the students to have you know business acement uh giving them a checklist of things that they need to check off because a lot of people want to be you know entreprene entrepreneurial minded but don't know the steps that it takes to be successful in that realm and we just want to set the the students up for Success so we're looking at the holistic build of our youth um we know that the school system is one element of helping raise up the students but that's not enough we know that the church is one Element and Jesus can do all things but he calls on us to to serve and to be his hands and feet in the earth so the way that we do that is by being strategic and being intentional and putting sisters in place and that's what me and my team are endeavoring to do and we would like to pull on uh the resources and the Partnerships that we can pull from this great City to help this great city um like uh one of the slogan say for opaka to build a better opaka and and I believe build a better Miami and a better world for our future so what we're looking for and our needs to be very specific we want Partnerships financially and resources we want Transportation because one thing that you know uh we have the the space that's not an issue but transporting the students safely to the resources so they can get there that is always a you know a big Endeavor so we need help in that in that case and we want access so that we can give more resources to more schools and where youth are and even churches and our and our community organizations that can benefit from the resources that we provide so as much as this is an opportunity uh for me um I see this as an opportunity for God to move in the lives of our youth and so I just thank everybody for taking the time to hear hear from me um contact information um in my last name b auu b Ru n at fcaa celebrating a black history month but I am representing um I am happy to here regarding the company that was that came to do the repairs on Sesame Street which has been one of my babies from years and I wanted to thank Miss El ad bro that you there and her staff for making this happen I mean I told her just don't take too long I want to see it I mean even though I seen the picture but I want to see it um I also wanted to bring to the de um something to see if you were aware that's happening with um public records requests um and I'm going to read the Florida statute Florida statute 11 1907 States every person who has custody of public records shall permit the record to be inspected and copied and any person Desiring to do so at any reasonable time under reasonable conditions and under supervision by the C Children of the public records and I'm assuming that that's Miss Flores um I made a request August 7th 2023 online and previous I did a previously before the HR Director that was previously here was he uh left so she was here um she was still employed with the city um so I hadn't heard anything in a month so I did a second request SE September 8th um still nothing so I waited you know I said okay let me give it some time so then I sent an email to the city clerk January 24th regarding the previous two requests she informed me that um it was given to the new HR director and she was working on the public records request um because she didn't have the records that I was requesting um the point I'm trying to make is it took five months to get a response back to tell me that those records it would cost me over $150 to obtain now I know in the past that I requested records and from the city clerk and I received it within the within a day of course if those are records that she has that's available to her to get um and it's accessible to her however because those records go through the HR and then goes to the inter city manager to be approved and released they were not even though she's the custodian M as a city clerk so I just wanted to let you know that this is why the insurance premiums is so high because you are not allowing people to get the public records and they're being withheld and the city is being sued and I'm pretty sure there's a couple of lawsuits right now regarding public records so I just wanted you to be aware of that that and I made another request for something and I still haven't heard anything from it so thank you thank you commissioner anyone else the citizens Forum hi there my name's Amanda prietto and I'm the senior director for Miami water keeper my address is 13390 Southwest 91st Terrace I'm here tonight to just highlight a project that we have in community outreach phase where we're asking residents to nominate locations in their communities countywide that are ideal for revitalization using nature so improving storm water in local communities and I know we've been working on awareness and Outreach in opaka so I wanted to make sure we extend that invitation we're here in person outside the lobby with a big map and people can put pins in it and nominate and we also have a digital version on our website at months in response um Madam clerk is there a time limit on the response for public records request um so Florida Statutes just States within reasonable time there is no specific time limit on public records but if the records are easy easily accessible then it shouldn't take a very long time to provide and the records that she requested were they easily accessible or it it needed to take five months um I I I can't respond to that um the manager's office would have to respond Mr manager yes I'm going to call the uh director of HR uh to the stand as this is in her willhouse thank you Mr manager um Commissioners so I did inherit this request um in January and uh the reason there's a cost related to it is because of the content of the request uh and there's three layers one is the type request would like copies of everything was presented to you all and I think I even reached out to you all and said do can you find anything um so I have been continuously for the last few weeks working on this request since I received it the first layer is the documents requested are background check documents that must go to the city uh attorney's office to be redacted I cannot just pick up those type documents make a copy and and forward them to the clerk that's the that's where the cost is uh involved and the second uh issue is there was an agenda dated August 3D that uh the uh the public records is referring to so it started out as 23835 I know these by memory and now it's 966 so we combined the two because yes we have received uh the same request twice and so the city clerk has me tracking those as one 835 and 966 and so I'm now working with the IT department to scrub the previous HR director's uh emails to try to find out what are the other documents that were presented at the August 3rd uh 2023 meeting all I've been able to find is an agenda oh and no other documents presented so uh I am working on getting those you're working on yes absolutely all right as long as it's not dead in the wind we just want to make sure that we're respons no sir it is it has landed on my desk I have full responsibility all right thank you m thank you city manager question um commission yeah just a quick question commissioner bass what is the date of that meeting you refer to August 3 of 23 2023 if you can find anything I really would appreciate it and just email it to me don't worry about the the value of it just send me anything you all have and okay I have a question because that it's a cost associated with it so if the person that's requesting the request if if they're willing to pay for it then we'll keep going through it but if they're not willing to pay for it then it's no need for us to do all of this am I correct yes and that's why that part has not gone G forward but I'm looking for the other documents because there's the nominal cost would not be transferred to the person requesting okay all right right now all I have to send them back is an hearing item public hearing is open public hearing is closed any questions from Mr anathan on this Mr Mayor um Madam clerk there is a a change in the actual ordinance that needs to be read into the ordinance we got an update from the bank so the uh the annual lease is going to change from what was in the original ordinance if I may read it just for the record please uh the annual payment is going to be 131 ,100 72 that's going to be four payments first payment will be March 1st of March 31st this year and then three in the following three years and the interest rate in the ordinance was 4.55 it's now going to be 5.69% that's the completion of the old changes Vice May I'm sorry you said 5.69 yes ma'am okay um you said the payment now was going to be 137,000 plus $131,100 yes ma'am what was it before the ordinance said6 $106,000 in change that was based on rates we got in 20 July of 2022 thank you yes ma'am so it was an increase okay yeah all right um we can go ahead and call
