2024 meeting of the Orlando city council um we're going to open today's proceedings with the invitation and the Pledge of Allegiance led by commissioner shien but would like to say it is so nice to have all of you here today most with smiling faces cuz the last few meetings we've had people that just wanted to come and yell at us about annexations and Rural boundaries and all no they they should be here this now so they're not here but all these happy people are here in any event let's go M she thank you mayor Dyer and I'm going to read a poem by Amanda Gorman called the hurting may we not just grieve but give may we not just ache but act May our right to bear arms never blind our sight from shared harm may we choose our children over chaos May another child or citizen freedoms never be madam clerk first ordered business will be the meeting minutes from the workshop agenda review and city council meeting of October 21st and the November 4th agend agenda review in city council meeting motion by commissioner Ortiz second by commissioner Stewart all in favor of the motion indicate so by saying I those opposed motion carries okay that brings us uh we don't have any awards presentation of recognition so I'm going to do the update I have a little bit longer update than I normally would have but it's all good things and beginning with today is Veterans Day and I want to thank the thousands of veterans that are in our community we are thankful for your service for your sacrifice and your commitment and we continue to strive to make Orlando the most veteran friendly community in the entire country and that includes by hosting events at honor veterans uh our fifth annual vet Day Parade was this last Saturday unfortunately I was out of town but I understand it went well had good weather and was well attended so I want to thank our city staff and the members of the veterans advisory Council for organizing that event down downtown Orlando uh today in the audience I would like to acknowledge that we have representatives from the Valencia College Student Government Association and it's their inaugural Valencia SGA day at City Hall so in addition to being here for Council for some of the meeting they are going to learn from staff about some of the Lo ways to get engaged and we appreciate you spending a portion of your day with us especially because it's Veterans Day and that's a holiday and you have no classes and you chose to join us here at City Hall so go Pumas would you guys stand up and be recognized thank you very much thanks for being here and speaking of um strong cats what better thing to talk about than the Lions and the pride uh if you are a soccer fan there's no better place in the country right now to be than Orlando The Pride had a historic record-breaking season they won their first playoff game 4-1 they'll be back here on Sunday at 3:00 to play a semi-final against Kansas City which has been a nemesis and if they when they win that game they'll move on to play for the championship in Kansas City likewise our Orlando City Lions won their first playoff game or it was a series actually they won two out of three of the series and they will play on the 24th against Atlanta because evil Miami got beat by Atlanta so we don't have to play Miami in the playoffs we get to play Atlanta so we should be we should be favored uh all the conference Championship game and as I said the pride is uh likely to make it to Kansas City uh one of the things we always like to do is celebrate birthday so um commissioner Gray's birthday was last week and we didn't celebrate it well we did a little bit but somewhere different so if you would join me and it's old News Mayor let's pass on all right happy birthday to you happy birthday to you happy birthday to Mr gr happy birthday I have just a couple items of note on today's uh agenda item A1 is community investment program grants we are granting almost $3 million to 56 Human Service organizations to provide help with our critical services and I know that there are a lot of them there cuz I just did a photograph outside so if you guys would stand up and let us recognize you for the great work to do in our community and the students asked me what the best aspect of our city was Ash asked me my best achievement but um I think it's the collaboration that we have among all sectors in our community whether it's the local governments working together us with Orange County or seminal or OA but more importantly it's us working the governments working with the not for-profits with the business Community with the faith community because everything we get done we get it done because we do it together and I want you to know we shouldn't take that for granted it doesn't happen that way in most other communities I go to my us Conference of Mayor meetings and they're not talking about collaboration and partnership they're talking about how much they hate their university cuz they have parking in neighborhoods and different things like that so we always put that aside work together so we appreciate the work that you do that we could not do but we're happy to help fund a little bit of so thank you for being here also as part of our Greenworks Orlando initiative um to create a cooler Greener City for future Generations we're pursuing a grant from the federal government to help us build on our sustainability and resilience efforts we're partnering with lansia for Progress to apply to EPA Marcus Valar and father Jose Rodriguez are here representing them and I want to thank them for their leadership and collaboration stand up and finally the other thing is our Main Street districts which are maybe um it should surprisingly but surprisingly is probably the best program that we have ever done uh we have activated over the course of 17 years 12 different districts where our small businesses Thrive where the culinary success that we've had I think is born in those districts um I think some of the issues we have in not being able to track a lot of great stuff downtown is because it's all in the Main Street districts and we've been so successful with them and over the course of that time our Main Street District have created 14,000 full or part-time jobs launched 3,000 new businesses and contributed 174,000 volunteer hours so the executive directors from those districts are here and let's thank them as well would you guys okay with that we're going to move on to consent agenda which is a number of items acted upon through a single vote of council we give each of our council members an opportunity to comment on items from the consent agenda and update you on important happenings from their districts and we rotate the order that we do that commissioner Shen is first up today commissioner thank you mayor Dyer and Commissioners I just wanted to give you a little bit of an update on the on solar what's happening with ou um all you see is changing the way they reimburse their customers for solar energy they are grandfathering the existing customers for 20 years I'm not too happy about that because I'm going to get kicked kicked off when I'm in my 80s um and this was part of my retirement plan um but something that really upsets me is that um there instead of instead of reimbursing us for 11 cents a kilow hour they're cutting it to 4 Cents by 60% this is in direct conflict with our sustainability goals I do not understand why OU thinks they should profit off other people's investment um I think a lot of folks should be aware this is why we don't have nice things is because corporations tend to fight renewable energy and now our own not for-profit utility is fighting this less than 4% of OU's customers have solar this is killing a gat with a sledgehammer and it shouldn't happen and OU has also refused something that's really frustrating to me they have refused federal dollars to install solar panels for lwi income residents so this is a really bad idea um I'm hoping that we get more people at the December meeting you know what I'm grandfathered I'm protected and so are the existing solar customers but this this is the wrong way for us to be going with our sustainability goals solar people produce during the peak of the day when all this solar energy is needed when when more energy is needed and I don't understand why they do this so Commissioners I have an idea I think that we need to make sure when we make further OU board appointments that there is someone who is an expert on renewable energy on the OU board I think that's really important moving forward to make sure that people will be treated fairly and that we have sustainable energy and in our future because you can't people's ability to harness the sun it's not something they can control so they're trying to control it through this process and I feel strongly that this is wrong not just for me but for future generations to to do away with um with solar energy I just think it's the wrong way to go it also um I have to tell you all the solar installers that have come both to install my batteries and to install um my roof were very happy to have their jobs minorities they talked about how this was the best job that they'd ever had using human beings and I hate to see what's happening to an industry that really wants to do the right thing by by giving good paying high-paying jobs to people in our community that really really need it um on the agenda today um Veterans Day it was a a beautiful day thank you so much to the veteran advisory Council and to all the veter for your service and uh I also have another ask we do Memorial Day at Greenwood Cemetery every year and it's not very well attended so I'd like to ask some of the members of the community let's try to get some more um folks out there for for at Memorial Day not Veterans Day for Memorial Day at Greenwood because it's really important to recognize not just those who serve but those who also gave the ultimate sacrifice um I am proud of my city proud of my pride I have been a seasoned ticket holders for nine years and we've had some rough years and it's amazing to be on a on the number we are the number one team in the nation go Pride wo I know it's awesome so it's just the games are great we finally had some folks coming out over the weekend um now of course we're number one you know everybody wants to come to the games please come to the games anyway because you know women we need to support other women in sports uh with this is our this is one of our professional women sports teams and we really need to support them um on the agenda today I'm very happy with the community investment program and all the great work that all of you do um many great or ations in my in my district so people in the community that I know and love and thank you for everything that you do because you take care of the least of us in the most wonderful way and I just want to salute you say say I love you and thank you for all the hard work that you do to help those less fortunate thank you very much um and also today on on the Main Street agreements you know in my district Curry Ford West Mills 50 SoDo Milk District and Thorton Park all doing amazing things um in transforming areas and may it it it might not be that they're competing with downtown it might just be that you know all boats must dry so we need to bring a little bit of that special energy in as well because they're doing amazing stuff and um and some of the best publicity that we get in the city is from the the things that are happening in the Main Street district and I'm kind of proud of my neighborhood because um we used to be full of Street Walkers and um when I moved in there and I used to it was let me just say that bill F used to be a rock and roll and rough when I moved there I was walking home from Wally one day and someone asked me how much and now it's now now we're now we're the foodie destination so I love that I love that change of my neighborhood nobody asked me probably because I've got a little bit older but uh you know it's it's changed and just transformed my neighborhood I'm very very proud of that and uh that's all I had with with that laugh that's all I had thank you commissioner commissioner Rose I don't know that I can come back from that commiss um happy Veterans Day to all our service members this past Saturday we had an amazing uh parade commissioner Burns and I we had our Paramore Kids Zone Holden Heights Kids Zone and Mercy Drive Kids Zone marching in the parade um I had one of our youth come and say that we were helping them to Break um their shyness because they were able to go over to individuals who were attending the parade um to give them candy and to greet them so for me like like that's impactful for ensuring that our youth are engaged but that they're overcoming bears and they're being part of the community and they understand it so um I also want to thank Planet Pizza downtown on Washington Street because they sponsored the lunch for our kids and our kids had pizza so big shout out to Planet Pizza um I want to thank the Orlando Magic while they are our great partner their commitment to this community is unwavering um I was able to attend something called pick read and roll for those that that don't know what they do with o is they bring the fifth graders and they reward them for getting high reading scores and then they bring the fourth graders to kind of Shadow to say hey this is what could be you next so I just want to thank the Orlando Magic um especially Marissa she's doing a wonderful amazing job over at the Orlando Magic um grateful for the District 5 neighborhood association presidents for those that don't realize there's about 27 neighborhood associations across District 5 um what I've committed to is quarterly meetings with our neighborhood association presidents so it gives us the opportunity for the presidents to hear updates that are happening in the district as well as to bring their concerns so staff probably dislikes me a little bit afterwards because I'm coming with hey how do we fix this how do we fix that but it's a way for us to stay engaged with the district with the city make sure that we're moving forward and we're pro progressing with what the needs are from the residents um recently I did a ride along with solid waste um to learn more about the division and it was great I actually got in the truck and picked up a couple trash cans but um what I wanted individuals who don't to follow the District 5 on Instagram and Facebook to learn more about what our city divisions do so you'll continue to see more ride alongs to learn exct the intricacy of how our departments work here I also want to do a special shout out to solid was for their continued efforts with our hurricane cleanup um we have a whole website now for you to kind of track and report if your um debris has not been picked up recently uh the boys and girls club and P Moore had an annual college fair I was able to attend but this is just an opportunity to continue to expose our youth to what's next in their life different resources and opportunities so big shout out to the levy Hugh Boys and Girls Club I want to thank the f team um my The District 5 our team was able to go to all of the trunker treats across the district it's amazing on the trunker street events the haunted houses and the way we positively engage with this community and so I just want to big big shout out to Lisa early and her team um super proud uh kind of echo what commissioner Shen said with Orlando Pride Orlando City soccer for making it to the I want everyone in this room go buy a ticket like tickets are as low as $17 uh to attend the game so this is way to show our real Orlando pride and supporting right here didn't get to say it earlier but happy 10th birthday to the Dr Phillips Center um Kathy ramsburg and her staff have done an amazing job bringing different activities to the Dr Phillips Center but more importantly their commitment to community is unwavering and I say that because the organization itself fundraised so that our students and those who are not able to afford can attend activities at the do Phillips Center so it's amazing job that they're doing a facility for a certain class of indiv idual which is what District 5 residents complained about like is it going to be for everyone and so I want to you know shout out Kathy and give a special um thank you to Kathy and the Dr Phillips and her staff um the Orlando regional Realtor Association have a new home and I was able to visit um so those realtors that in the building might want to join um thank you to Valencia and UCF downtown for hosting an annual character parade what they do is um they set the whole university a different floors throughout the downtown campus and they allow the students from the ace ocps Elementary a school to come over and experience a tour of the college campus and I want to say special go Pumas because I am an alumni for Valencia so thank you all for being here go Pumas um this is an opportunity for elementary students see a college campus from a young age and really ingrain education in them right right across the street from them so thank you to Valencia and UCF um last week was able to um celebrate the a Ab honorable student so I partnered with sweeties and we gave our ice cream cones for our students and the and not just the district but throughout the city who received AMS they brought their report cards over it was a great time it's a way to reward our students and positive reinforcement some families can't afford ice cream right so just an opportunity for the the small to support small business but also to reward our students in this community so we've had complaints but I I personally want to give a special thank you to electri Daisy Carnival and the promoter Insomniac so while there are negative connotations I want positive um when when I first got elected I met with the promoter and he committed they committed to jobs for our community as well as last week we were able to take our youth and they did a behind the scenes tour of what the Electric Daisy Carnival looks like and so it's an opportunity for jobs like what's to come like there are amazing job opportunities from being a rigger to being a promoter to being a pyot technic so I want a special thank you to Insomniac with Electric Daisy Carnival for allowing our youth to come out and special thank you to Craig borin for making it happen over in the venues last one I promise um I want to give a special thank you to Jason seagull with the greater Orlando Sports commission he connected me with WWE and every week the youth from our community get to go and watch WWE wrestling live in person um we've started and have a lot of the kids zones but I've also started reaching out to our boys and girls club so the goal is for the District 5 um youth who are um programming to be able to see WWE Live the kids can't stop talking about it now on to the agenda glad to be approving A1 um this is a great way of supporting the nonprofits doing the great work in the community A2 um elanza does great work in this community glad to see this partnership this is for those who may not know this is a way to support our disenfranchise communities and address um environmental issues as far as B8 supportive of it great to see us moving forward with a Camping World Stadium as we pick a um design design professional team and then C4 C20 and c24 these are the three main streets City District Paramore district and westle District that are in District 5 glad to continue to support the efforts and look forward to the great things we will do in District 5 thank you mayor commissioner Burns all thank you mayor and uh good afternoon everyone uh first ID like to uh just today we honor our career ious men and women who serve in our military our Armed Forces just like to say thank you for your service also I'd like to just say thank you to the mayor's veterans uh committee for putting on such a great uh Veterans Day Parade my my daughter and myself had a great time uh we will be uh in attendance uh next year also I'd like to we have an addition to the district 16 ID like to welcome my new police liaison Corporal Michelle Rogers who's in the back Corporal Rogers can you take Stu so corpor Rogers is is joining the district 16 uh she has 14 years of law enforcement experience and three plus of those have been on the wests Side neighborhood Patrol so we looking forward to you joining uh the team also um had the ability to attend the Grand Avenue trunk of treat as well as the henkins trunk of Treat events those events are always a good time to uh give back to our kids in a safe environment where they can uh receive some goodies also on 10:29 I had the pleasure of attending the indianamerican Chamber of Commerce board installation uh so want to say congratulations to those new board members and we stand ready to continue to support you all uh also on 10:30 I attended the alpha Capal Alpha 30th annual senior uh City Fellowship luncheon this is a time where we have probably 300 plus seniors uh coming together for some fun some Dan well some singing little dancing some competitions but some good good meals just to say thank you to our seniors for uh for laying the foundation that many of us uh walk on today also on 116 I attended the M My Brother's Keeper backpack giveaway then on 117 um I was fortunate to attend the uh Grand East Village groundbreaking and this is an initiative made possible through the collaboration between the city of Orlando the Housing Trust group uh a leading multif family developer a am affordable housing founded by NBA Hall of Famer and Miami Heat Legend Alonzo Morning and the most worshipful Prince Hall Grand Lodge of Florida and so about the gr e Village this is a $30 million affordable senior community uh which will have 92 units it includes 69 one-bedroom units which about 683 squ ft and 23 two bedroom units of about 978 uh this is very important because uh statistics show that over the last year there's been in our community about a 24% increase in the number of seniors who now found themselves uh facing homelessness so we as a as a community have to come together and start to find Solutions and what's great about this development is that all the units will be uh for in individuals at 60% or below of Ami all right so 90 90% of those will be at 60% and then another 10% will be below 33% so the very low income so again I'm excited uh this project would not only provide affordable housing but also enrich the lives of our senior residents with uh outstanding amenities they have a results style swimming pool multipurpose community room theater room pickleball court Community Garden State of the art fitness center Amazon lockers ad dog dog park outo Grill all the amenities that you would see in new developments uh while it's a senior affordable development you will not go there and see that this is an affordable development it looks uh like you know the high-end development so we're expecting that this will be completed uh this time next year so about a 12 to 14 month uh time period uh also just some upcoming events on Wednesday November the 13th I will have my satellite office hour at El Claudia Allen from 10 a.m. to 4 p.m. this is a time for our residents to come meet with me outside of City Hall if they they would like to so please contact my office for to get on that schedule also uh this Friday November the 15th we have a full giveaway at the Dr James R Smith Center uh in partnership with the ifu foundation starting at 4:00 Sunday November the 17th a Thanksgiving food giveaway again at the Dr James R Smith Center uh with the he got up uh initiative and that starts at noon and then Wednesday November the 20th a Thanksgiving meal uh giveway at Grand Avenue Center at uh at 6:00 p.m. also uh want to invite everyone to Friday November the 22nd the iDrive District holiday light tree lighting at the Orlando I icon park at 5:30 it it's always a great event I invite everyone to come out uh and enjoy then um November the 22nd through November the 24th we will be hosting again the Florida Blue uh Florida classic which is a great football game between the Florida ANM University and bethon cookman University two of our local HBCU coming together uh for a great football game but more of a family reunion type of environment so we're excited about that also on the agenda I'd like to say congratulations to all of the uh organizations receiving Community investment uh program grant funding I just like to say thank you for all that you do for our uh vulnerable and underserved community members we wouldn't be the great City that we are without the of our fellow nonprofits so thank you uh and with that um mayor I need to read a statement as you know I serve as the president and chief executive officer of the healthc care center for the homeless the City's community investment program for this year and for several years prior to my service on this counsel has included funds to provide grant funding to the healthc care center for the homeless none of this money goes toward my comp uh compensation I will abstain from voting on any funding agreement between the city and the healthc care center for the homeless and we'll fill out the necessary paperwork and with that mayor I'm finished with my statement thank you thank you commissioner thank you mayor um and I've got thank you mayor and I've got some uh announcements to make I'll try to be as quick as I can um but was fortunate enough to be uh included a lot of events uh really good events and I just want to thank those folks on the 30th of October attended the uh grand opening of the new headquarters for the Orlando regional realtor associate at Lee Road and I4 it's a beautiful facility and thanks to Cliff long and his team for including me in that uh as the mayor mentioned earlier on the 6th of November the Dr Phillips Center 10e anniversary um it it was a great event uh Katherine MC I'm a new a new fan of her she's a great singer and Entertainer and uh again just reinforced the um the importance of the Arts to our community so I was glad to be part of that um and then the rest is kind of all veterans thing but they're all kind of neat in their own way uh on the 7th of November the first academy uh hosted a veteran and grandparents uh celebration uh but they did it through the whole school so it was kind of neat because they closed the school brought all the kids in and gave them a chance to to understand a little bit about some patriotism and some of the sacrifices made uh by our veterans and grandparents so that was that was kind of neat on the ninth as was said earlier I did attend the veterans parade I want to apologize to the young man I hit him right in the head with a Snickers bar right and and I thought uhoh here we go but um so I apologized to him I've been looking around for his him and his parents and maybe his attorney but they're not here so I think I'm okay but um and then I want to iiz to the other kids because to make it up to him I threw the whole bag of candy to him so it was all good we were we were good but um it was a great event and thanks to our team for organizing that into the U to the um veterans veterans committee on that um and then the final two today out in oura at Lake Nona they had the folds of Honor Golf Tournament it's going on now but because I'm so committed here I'm not playing golf but um it's a great event they they'll probably raise about a half a million dollars and they provide scholarships to the children of deceased and disabled veterans so it's a great cause and I want to thank them and the folks out at at Lake Nona and Tavistock for hosting that and then tonight beginning at 6:00 uh in the Town Center of Lake Nona uh another um celebration for Veterans Day uh and they bring in uh entertainers from the tourist section so they singing dancing and it's capped off by paratroopers who parachute down in the dark and land on top of the uh the parking garage uh so it's a it's a really a neat event so if you have time come on out tonight it's all free parking's free the whole events free I'd encourage you to come out that's tonight Lake Nona town center and the festivities start around 6: to 6:30 um and with that mayor that's all I have thank you sir thank you commissioner commissioner Ortiz thank you mayor thank you commissioner for your service I just have a couple of things to say uh just want to congratulate all the community service organizations and I have two of those that are part of my district one is the um um alansa for progress thank you so much for the work that you guys are doing our community father every member you guys have done a great job and UCF is in the house so um thank you so much uh Miss Hadad for the work that you guys are doing with all our uh people learning English through UCF global you guys are doing a magnificent job and then on the other side I want to congratulate also uh the Main Street recipients of your grants you guys are doing a wonderful job because of the main streets in many occasions we don't find ourselves uh with the need of coming downtown we just hang out in our districts right so um which is good I mean both ways um and I have of course k for West is in the house and I believe uh Gateway district is should be in the house too hopefully if not congratulations anyhow and I just want to say a few words to add to what commissioner Shan was saying in terms of net metering uh commissioner you're right on the money uh I don't I don't see what's going on um I would have expected for us and all the way to the state level to go for a fixed fee instead of going for the whole rate uh within each one of the um um hours our spend I mean our retrieve in terms of energy but what we need to do is to empower our community with an what's going on because most people don't know and that way I think our community is going to go ahead and call those legislators in Tallahasse and uh tell them we don't need this you know uh we make this huge investment in addition to what we do and now we also have to pay these fees instead of just being a fixed fee so we need to call our legislators not only the ones that we have representing Us in the central Florida region but all around the state tell them that we disagree with this and it's our job also to Empower others in terms of this kind of knowledge if we're going to be sustainable we need to be sustainable all the way that's all I have mayor thank you thank you commissioner and commissioner Stuart Stuart s Stewart I wore a tie in honor of that just to let you know uh thank you very much may I appreciate it um a couple things and thank you for giving me the extra time Tony I appreciate that um so let's go back through a couple things that happened the last few weeks uh we had uh Retreat and Rosemont and College Park did the best job of anybody in the city I just want youall to know um other ones talk about it but like we really do it um but I will tell you the college park has done a wonderful job every year doing this they they they redecorate the entire facility um and it is uh is wonderful I had a lady call me and say why didn't you I I saw what went on why didn't you tell me about it earlier and I said well I we we told every everybody who came to the to the to the uh Center we told everybody at the school that serves it we told everybody who's an after school program and I put it on social media well in advance I'm I'm sorry you missed it I'm were you going to come down well I was you know my kids right okay fine now you know next year we do it the Saturday before Thanksgiving I mean for Easter let's just say Saturday before Halloween I get all this out okay so and Rose Bond did a great job wonder why they were confused no wonder they were conf you she was there the Saturday before Easter I wonder why be quiet you're lucky I like you okay so let's get on the other stuff um Veterans Day I it was it was a wonderful event mayor thank you for honoring me allowing me to do the quick introductions and but I'm I'm humbled when I stand next to those people who have served our country uh because I um uh it is a is a it's a humbling experience and I appreciate that and I especially am great for uh two uh veterans on our uh Council who one in Marines who one in Air Force right so um commissioner gray and commissioner Ortiz so thank you all very much for your service I appreciate [Applause] that um we've said a lot of Kudos about it but I want to say special kudos to April and her staff uh they did an absolute Yan's job to make this work it is not easy Coral in you know 100 floats to come through and all the rest of the stuff they did I'm so honored that they do that they always do a great job and I want to give them a special Round of Applause so thank you mayor for their commit uh today is Veterans Day and so um uh for those of you who are familiar a little bit with history uh and the 11th day of the 11th month at the 11th hour at the 11th minute is a celebration of the armus of of World War I and therefore we celebrate Veterans Day so uh when you get back at home that's the reason why it's today it's the it's a remembrance of those who fought in the Great War uh and but it's also now remembering those who continue to serve uh ever since so um today over at Lake Highland they did their special Veterans Day program and and I had to actually work here I'm kind of like I I have to work and Jim gets out of cough I have to come here uh but but um uh they do a wonderful job and they do three or four performances during the course of the day and they celebrate Veterans and especially celebrate those who have gone to their school and have continued to serve as well as parents and grandparents and so uh that's the reward I got a chance to go with this morning and greet uh several of the veterans and see some my old friends over there was great um upcoming a couple of things uh the Atlantic Music Center is uh opening uh having a grand opening tomorrow at 6 get a chance in our district um um my district has two new state champions in High School athletics um Lake Highland girls softball won the 3A state championship and the bishop more girl s I'm sorry volleyball and Bishop morg girls volleyball also won the 4A state championship I'm going give them a round of applause for that not an easy task and they happen to be in my district I'm thrilled about that so I've come in events real quickly um uh in Balwin Park Elementary School on the 16th we're having a shred event so we'll get the information out you that you want to shred please drop by we'll take care of it for you uh jingle Eve is coming up I think I've seen a couple of people here that care about that that's coming up on the 23rd and the 22nd we light the holiday light um that says happy holidays across um uh the entrance to the northern entrance to the city of Orlando so I'm thrilled about that thank you all for staff for helping make that happen um of course the Florida classic coming up and then dazzling nights uh they've they've transformed Halloween at Lou Gardens to now being Christmas dazzling light nights starts on November 29th you can get your tickets right away so I appreciate that so thank you very much on the agenda mayor good afternoon Commissioners item four is a new restaurant coming to downtown Orlando so excited to have the opportunity to partner with them with the dto restaurant program so as you will recall a little over a year ago uh we created the dto restaurant program which looks to incentivized restaurants and locating downtown specifically they can U qualify for up to $400,000 in tenant improvements additional $50,000 in rental assistance and uh an additional $25,000 uh in improvements to Outdoor Cafe areas so today uh we're discussing uh Sparrow Sparrow is a new restaurant going into the north quarter area uh it's by the good salt group so you'll recognize some of their other names they have 18 years of experience uh if you ever been to Reas or the Monroe the Osprey SOS Sushi great establishments here in Orlando so excited to have another one in downtown they're going to be open 7 days a week um and they are doing a very extensive buildout in that location over $400,000 uh of work which qualifies them for $187,600 from the CRA in tenant Improvement assistance and then an additional $25,000 of assistance for their first Year's rental abatement total incentive of from the CRA at $212,600 and I'm happy to address any questions so moved second motion by commissioner Stewart second by commissioner Sheen commissioner Rose um mayor I have met with staff and I expressed some concerns there have been promoters have come to me within the community and expressed that other Sparrow Orlando LLC organizations have been disenfranchising other promoters and I want to ensure that we're creating an equitable opportunity here in the city of Orlando especially here downtown um this is not a rhetoric that we want to spread there had been a whole social media blitz about it um with a recent promoter trying to spend their money in the district and I just want to make that I want to put on the record that we want to be cognizant to ensure that everyone gets equal opportunity to new incentive program that we're proposing from the crra it's a parklet grant program um this is for you uh probably saw during covid there were a lot of uh expansions into outdoor areas uh for the community to still enjoy the outdoor weather and remain safe so if you've been through the Thorton Park area you saw you a lot of uh extend extended sidewalk cafes that were in various parking spaces those have since uh kind of seen their useful life this incentive program with partner with businesses within the CRA to replace those with more robust systems that are more aesthetically pleasing ADA Compliant and the things that just make us proud to have them in downtown Orlando it would allow them to qualify for 50% of the cost cost of those physical improvements with a total incentive from the is the 2324 red light camera annual summary report um which is an annual report as to the way to evaluate cameras red light cameras effectiveness at reducing red light violations preventing traffic collisions and promoting safer driving habits it's something required through the legislation Ray Rodriguez who is our manages our City's Orlando stops traffic safety program will be presenting their results Ray you are on yes good afternoon mayor D and council members and those in attendance my name is Ray Rodriguez I'm the uh manager for Orlando stops traffic safety program and I'm here to disseminate that report and the uh report will cover fiscal year July 1st 2023 to June 30th 20 24 and basically what the statute is saying is that the city of Orlando ra light camera program or anybody operating ra camera programs they have to go ahead and report some of the findings on some specific areas and I'm going to mention those areas um and it basically has to do with how many were issued how many tickets were issued how many were paid how many people contested it and how many were upheld in court and how many were dismissed now I'll go into detail further Det to explain what's the difference between a notice violation and a uniform traffic citation so the city of Orlando as well as other municipalities per state statute we issue a notice of violation for the amount of $158 when when a vehicle runs a red light and that amount is payable by the owner of the vehicle or the registered vehicle should I say and they have 60 days to pay the amount of $158 the city of Orlando grants them an extra 30 days for a total of 90 days to could pay $158 there's zero points on your license there's no records as far as the Department of Motor Vehicle is concerned now when somebody fails to pay that initial offer of $158 a uniform traffic citation is issued after those 90 days and the uniform traff vation is payable at the Orange County Clerk of Courts and they basically give 30 days to pay $262 so red light violation in the State of Florida if you get pulled over by an officer is automatically $262 and it's payable at the courthouse a uniform traffic citation is payable to the city of Orlando the so here's part the main part of of the disclosure notice of violation issued by the city of Orlando Orlando stops is 58,60 notice of violations R were you going through your your PowerPoint is not oh operational or you need to change your slides um is a clicker do I think we are here y there you go okay okay perfect I think you've moved on there yet to and if you'll just pull that mic up just to hear him speak right sure so that is the uh the latter part that I just mentioned we we we'll regress we'll regress so you see the difference between a notice of violation and uniform traffic citation once it's a uniform traffic citation is issued at the courthouse the court will grant a payment plan of six months for the amount of $262 and you can pay it off slowly um then I'm going to move on to the next one this is the formal part of the disclosure which is uh total number of notice of violation that were issued with 8,612 total number of notice of violations that were paid is 37,8 and I'm sure everyone here can read that but I have to read it out loud by law um so I know you're looking at me going what the um the total the total um notice of violation that were contested were 46 now this is administratively contested with the city of Orlando at the city of Orlando and a total of 42 were appell and a total of four were dismissed now moving on to the right side of the page which is uniform traffic citations the total uniform traffic citation that were issued is 21, 546 and the total of uh uniform traffic citation that was contested is 1,4 out of those 104 666 were upheld and 290 were dismissed now I do want to say the 290 that's when an officer is no longer with the agency um those are dismissed so that's why that number kind of high when you think about a red light camera violation where there's a video that shows exactly what happened um moving along that 6,412 were repeat offenders these are vehicles that ran the red light more than more than more than once now that also includes let's say you rent a vehicle if you rent a vehicle and then I go and rent the vehic the same vehicle it's going to trigger as a repeat off fender that also includes U FedEx or UPS or any one of those um private entities that that have different drivers registration holds were 68 that were issued for that time period and a registration hold is placed when the when a hearing officer has adjudicated and they give him a certain amount of time to pay and they fail to pay so let's say the hearing officer turns around and says hey we're going to give you 60 days to pay those 60 days have expired a registration hold will be placed on that vehicle's registration now can you hear me yes yeah total revenue collected by the city is 6,891 5997 out of that revenue of course the State of Florida captures 3,100 $2 3,75 now part of that Revenue that goes to the state pays for Trauma Center spinal cord brain injury trust which is baked into that Revenue that's given to to the State of Florida from there that 9 39,380 is revenue that's collected by Orange County Clerk of Courts and is is turned over to the city of Orlando so in other words when you pay a $262 $75 of that revenue is turned over to the city of Orlando and that's that number there that $939 39,0 33 and2 c um now Orlando stops this is revenue to Orlando stops which is gross is 3 million 766 67,8 N4 that line that says just before the second to last says total revenue to Orlando stops that's the revenue that Orlando stops collects and it went through the hands of Orlando stops and then it got turned over to the city when you do the math that last number 3,766 1894 is a total revenue collected by the city now I do want to clarify something one of the one of the requirements it says that we have to disclose how many uniform traffic citation were issued and what's the revenue so that Revenue that you see 93933 if you if you back that out because the city of O the Orange County Clerk of Courts has a payment plan for six months so some people would pay let's say $20 a week or or $60 a month or whatever they they they they set up um we don't know exactly how many people are in a payment plan cuz some people pay in full some people pay partial some people don't pay at all and then it goes to their collection but we do know if we do if we make if we do the math that 939 adds up to approximately 2ou um 12,520 tickets that were paid in its entirety if it in fact it were paid in his entirety for $75 is that confusing enough now the expenses total revenue left over is uh 3,767 18477 administrative and operational expenses salaries and wages is 368,000 camera vendor takes up 1.4 11,00 2 11,256 61 supplies uniforms Inc office supplies is approximately $10,000 which is $985 43 the rental of the facilities legal expensive software mailing and printing and copying is approximately $1,130 45 postage is a big one is a 200 $28,900 32 utilities and Communications is $ 54443 Fleet facilities Building Maintenance and charges is $6,185 49 the total administrative operational expenses is2 m6531 76 the total revenue after expenses is $763 54929 now out of those 700 uh 763,000 the next line that reads the next line that reads 825,000 that's how much was used on traffic safety projects throughout the city now the reason why that's a higher number is because from prior years there's there was funds left over and it was used during that during this reporting period of July 1st 20 23 to June 30th so that's why you have those uh difference in numbers so there was an extra $61,500 that was uh Surplus from a prior year and uh on display right now is the different uh safety fund projects that were completed or in their stage doing that reporting year Kine Drive pedestrian hybrid Beacon Karine Drive pilot path lakeola Central crosswalk improvements downtown asphalt art that's the art you see throughout the city at the crosswalk um Bubby traffic calming designs project management salaries and wages so that's a the project manages for uh Vision zero Orlando cross Grant match uh Mo vision traffic data equipment school crossing guard supplement there is some money that goes to school crossing guard um Washington G Gert walk cross and near Miss analysis study at rosin and comment okay Madam clerk do we have any requests from the public to comment on this no speakers mayor okay uh all right commissioner Burns then commissioner Stewart all right thank you Ray for for that presentation and um and uh fellow council members I've had a chance to speak with our transportation department I just want to kind of mention a few things we look at and I was looking at this traffic safety fund project list and I'm not sure which districts these uh projects were done in but when I asked the question of uh the funding that was generated from each district and how that compared to the safety projects that were done in that year um I was somewhat Disturbed uh because I saw saw what district 6 generated the most money uh in this in this uh in this fund I believe it was about $1.5 million but district 6 only received 6% of the safety uh projects that went was funded through this and I think that uh we have to keep in mind that red light cameras are put in certain places for reasons uh whether it be the number of uh Recs or what have you so there are some criteria so with them with a district having more red light cameras I would assume that there's a need for additional safety projects so I did speak with the staff and um and they assured me that they will be looking at this a little further to ensure that the M wherever the money is generated not saying that because it's generated in district 6 it has to be used in district 6 but it's concerning when we have the the highest amount generated and only 6% of the projects and we have some some uh districts who have the less amount money generated with more than 23 or 28% of the projects done in their District so I just want us to keep uh keep our eyes on that to ensure that where this money is being generated that it is being invested in the districts that have shown that there's some safety traffic some traffic safety issues in those districts so but thank you for the presentation but I would like to see moving forward more of a description of where the these projects happened at so you know I'm not sure if I'm the only commissioner that is concerned about that but I would like to know what was generated in district 6 what was the number of projects that were funded from this money that was generated from the red light cameras so thank you thank you commissioner commissioner Stewart great thank you Ray thank you very much I appreciate it a quick question which I don't quite understand I want to look at your numbers again um you on one of your slides you have a total number of violations of 58,60 and then directly underneath that total number of violations paid of 37,000 and I understand why the why there's a $20,000 Delta there you issued 58,000 but only 37,000 were paid right so tell me how the process that why that yeah I'll walk you through the process so when when a violation is issued you have 60 days to pay and then the city gives you an extra 30 so for a total of 90 days if those 90 days expire then what this number is showing is that within those 90 days of the there was 37,8 15 were were paid in that time frame the other uh difference which is basically uh th000 went on to be a uniform traffic citation well said that but they aren't they aren't identical in terms of the amount in terms of the the actual amount I did the difference difference between 58 37 was 20,700 but over on univers on the UTC it was 21,5 so you you're 800 off on that number yeah so what happens so what happens is if if it was some type of adjudication or some or was paid through the court and so forth it it'll it'll factor in a different number yeah absolutely so in other words if if uh give you a better example if I get a unation I'm sorry if I get a notice of violation I can request a hearing at the last second you got 90 you got 60 days to request a hearing I can request a hearing and that at the time where where that hearing was requested they won't go to court for another few months but then they decide we're going to pay but it doesn't factor into this number because they because they did it you know and they and they they through the court hearing sometimes they don't withdraw the court hearings and they got an an extra 60 to 90 days to pay so that's what factors it's not going to be very accurate sometimes a uniform traffic citation gets sent back the timing is part of the issue of yes so let me make sure I understand so if I were to get a ticket and I would never run a red light camera because there's a sign that says don't run the red light camera uh if I were to get a ticket and I paid within 90 days that's part of the 37,000 yes if I don't pay within 309 days it goes to a u becomes a UTC and then it gets processed separately yeah at the courthouse and so the difference is really difference in timing over the year time frame that we have some are in process before some are in process after that's that's the timing difference okay right so basically you can say 37,8 15 are good payers good payers right yeah yeah okay good that's that's I I didn't quite get the two connections thank you commissioner Sheen uh thank you mayor I just Ry I just like to say thank you for the work that you do um you know this is something red light running cameras has been something really important to our city we've had a 40% reduction in side impact crashes which are a lot more a lot worse than you know some of the bumps that sometimes you'll get in with red light cameras so I think it's a great program thank you so much for what you do and sometimes people say to me well you know that's just a big Cash Cow for the city I'm like if you're not running red lights there is no cash cow so y'all need to pay attention and not do this because it's dangerous and so what you are doing is providing for Public Safety and I want to thank you for that thank you I appreciate it okay Ray I think you have us in compliance with Florida statute 316.0083 we appreciate that so I'm off the hook y off thank you Ray thank you okay new business so we have um last week we did the settlement agreement with Orange County and part of the settlement agreement comprehensive settlement agreement required them to move forward with the interlocal and funding agreements for Camping World and for Kia as I mentioned this morning we've been working on this since February of 2023 we've been working on those actual agreements since at least June so it is very nice to finally bring this in for landing it'll be 400 million to be utilized for Camping World 226 for Kia um have a whole thing on how this is all about Economic Development and everything but I'm just say thank you to commissioner demings and the Orange County Commission and everybody involved in the tourist development tax um arena for or making this possible the the upgrade to Camping World is going to allow us to continue to keep the games that we already have but also bid for other things that are substantially impactful um the arena is now 14 years old which is really hard to believe so um think about your house at the age of 14 things start to need to be replaced big Capital Improvements and um I'm very proud that we've always been able to operate the operate all of our venues at a profit and not need to have a substantial um substantial amount of help going to mention the convention center that does get a substantial amount of help on operations every year so I think we have done a really good job of uh of operating our venues but some of the big Capital expenditures I think clearly should come from tourist development tax so we have those before for us today um I see Steve Hogan Florida Citra Sports who has a very keen interest in Camping World obviously and has some really cool stuff that we're going to be bidding for in the not to dist future we also have some additional soccer matches we got the Pro Bowl coming up in the stadium bunch of concerts um Kia had the best year it's ever possibly Workshop of the Orlando city council uh this morning Commissioners we are going to have an update from the Dr Philip Center for the Performing Arts it's hard to believe that we celebrated last year 10 years from the grand opening but we've been working on the um Performing Arts Center for probably two decades before that at least a decade before I got here and from in 2003 one of the campaign planks in my first campaign was to build a Performing Art Center in downtown and for a while it was just Jim Pew C ramsberger and me were the three and we weren't even employees back then so and it has grown to what it is and I think that there is no question that we couldn't have imagined how successful one the building itself would be but then the mission that they have achieved over the course of um the the last 10 years and crowning it with Stein Mets Hall being named one of The 11 most beautiful performance halls in all of the world not Florida or even the country but all of the world how about that right here in Orlando across the street from City Hall so we are going to have an update am I calling on Ed or Kathy yeah okay Kathy ramsberger CEO and employee number one of the Performing Art Cent good morning good morning we're happy to be here um first of all your mic up just here so um thank you for coming to the 10th celebration last week I appreciate that um I'd like to recognize our chair Mr Ed Timberlake he's been a volunteer believe it or not for maybe 18 years around that time frame so long time so we have a lot of volunteers that have been there for quite a while so I also would like to recognize our team and if you guys just stand up for a minute this is just is a fraction of the team so uh we did start with uh just a blank sheet of paper and an idea and a mayor that was willing to partner with a another volunteer Jim Pew and uh uh it was just a few of us for a long time but just what's amazing is we have 160 full-time employees 160ish uh hourly employees uh we have a partners with a couple organization that provide 200 more employees and then we have 300 volunteers that are working all the time to keep that um V you alive every should be especially after the efforts to get it built it needs to be alive every day now Kathy how many greeters or ushers whatever we call the people that are out front well have you had that have been there since the first day I recognize all the faces almost every time I'm there's a there's actually there's more than I actually thought Mary Beth Haru our VP of people and culture at one point in time years ago seven eight years ago said you know someday you're going to have people that been worked here for 10 years I never thought that that they would would come but has actually come do you have any idea of how many people are still with us for 10 years I think it's about 20 yeah 20 yeah one yeah and then we also have volunteers that have been there for a long time too so so all right let's get into this okay is it enter okay all right okay no problem that's important right there go okay thank you okay so uh sorry um Mission uh vision mission and goals is uh something that is kind of our guiding principle as any business and uh so the vision was arts for life and that actually came from volunteers we did a lot of Engagement very very early on thousands of people we had a lot of time to really talk to a lot of people and it was arts for life and after we did a a great deal of uh just listening one volunteer said you know I be for every life which I love the fact that it came from a volunteer the venue it's self and the soul of the center we want to be an inspirational place for people just love to be if you notice the word Arts is not in our mission statement because placemaking is is really critical and culture does that creates great placemaking we have three primary goals of the organization one we create and present exceptional programming that reflects all forms of Arts entertainment and event content which is great because our venue pretty much runs at risk so we purchase a great deal of content we also rent the venue and we also share risk and content and that's why the business has grown so great greatly we also want to make sure that we celebrate like likenesses and differences of all types of content and all types of people and then of course um since our board of directors is at risk uh to Achieve Financial uh success every year so just the highlights of the 23 24 we actually have some videos but we're going to send them to you directly we've got two one is from just celebrating uh 10 years uh over the years and it's interesting to see how many of you have been there since day one too um and then also just our highlight reel for this year we usually do a video highlight we also have our annual report which we'll share with you so uh one big highlight as we opened judson's live and that was the yes and moment uh you know how do you take something that uh that's in your Venue and make it alive uh if you can differently than was originally conceived that was a just a rehearsal Hall and I think it would have ended up being an event space but I'm not sure if it would be as active as much this year last year we did 700 total performances uh next year we'll do over 1100 1,00 performances 320 non-ticketed events that's everything from change of commands weddings corporate uh uh corporate initiatives that buy out the entire building lots of tickets so this past year just about 600,000 tickets a lot of guests in the building of course and then about there's our our 300 volunteers roughly a lot of volunteer hours just in a year 32,000 and uh we raise and we give back in the community so we as a nonprofit you have another opportunity to have another form of income and that form is through philanthropy we have about 15 people that work on philanthropy every day research uh billing all of our 20,000 uh donors have separate and individual payment plans so you can imagine just the administration of that type of Revenue and what we do is we give that back to initiatives that don't have a and we'll talk about that a little bit um let's last year we raised 5.1 million in philanthropy and we secured sponsorships which is a very critical part of our business um we really have about eight years of data co co really took out about two years of uh meaningful data and then also every time we open the venue that the data changes but what's important from a business perspective is how do we align businesses with our brand to increase their business from a from a financial perspective or exposure and uh we're growing that greatly uh led by John P who's here today uh we've done $66,000 in scholarships this year continue to raise money as much as we can to provide scholarships that's to our camps but it's also for uh college and then uh a lot of community give back which we'll talk about that in a minute here are the businesses that have now aligned with our business you we we have a good product it's a happy product it's also something that uh we we have a team in place as I mention help those businesses actually do business at the Art Center important um activity this is just this is a a lot of the stuff is coming from Spencer's uh leadership 5.4 million kilow of electricity I'm not sure what that means but it sounds like a lot right a lot of chilled water uh this is something from an economic impact perspective who thought that we would be serving just about 77,000 meal in the art center almost 25 to 28 of those are in the back of house to artists and to events in the back of house a lot of drinks poured um that's 5.17 million ounces of drinks po just in one year a lot of paper products of course if you can imagine what that is um then just screening we were one of the first venues to bring the Evolve system into actually Florida and uh a lot of people in there in and out a day lot of you know email spams of course field trips school buses which is always wonderful to see them wrapped around the center and a lot of data uh judson's live just in the the time that we've been open 10 months or so uh again smaller uh margins in this room but engages a lot of people so in a teeny room 140 seat just about 40,000 tickets have been sold in that room um 330 uh ticketed shows uh a lot of local touring uh and artists 125 of those and again from an economic perspective this room provides a whole different experience for guests to enjoy music and each other simultaneously uh in that uh that and then we do just about anything we probably try so I love it cuz it's kind of a little bit of a music and event lab so George milota is here he does a wine tasting we've partnered with him we are now going to tour him through Florida through our um programming team uh just in terms of total revenue again our very first year that we uh were in business we did about 26 million um Bob car was much different we were also operating Bob car at the time Bob car was a one venue uh we kind of locked in that did about 14 million a year uh the fir Bob car would run that uh at that that pace uh when we moved into uh the Walt Disney theater and operated the Bob car that kind of went into that first year of 26 million but this year about 63.2 million in total and you can see the breakdown of where the revenue is actually related again presenting is very very important because we do things at risk what that means is we buy a show from what we think we can purchase it for and then we sell the tickets based on what we think we can earn um off T ticket revenue and that also gives us a chance to do variable pricing and offer lower tickets and then be able to earn the money where people are willing to um purchase a ticket at a higher rate you can see the breakdown there okay okay our 10y year anniversary this is just summarizing what's happened in the past 10 years 5 million people have been through the the doors of the art center uh just about close to four you can see I'm rounding up I'm you I like to round up it's easier so about 4 million tickets sold again there's those volunteer hours um over 10 years lots of performances lots of non-ticketed events so that mission statement an inspirational place where people love it's working so really kind of exposing how can you have other memorable events that can be in the venue and then uh learning we think that anybody that comes in the building kind of leaves a little bit inspired and they take away something that's important and some form of learning but these are actually students which we want to grow that as well okay uh since opening again uh we've raised a great deal of funds 224 million the mayor and I were in initial meetings back in 2003 and people thought we might be able to raise 50 million over the course of the project so we do have a very philanthropic community and the most important thing is the trust of our philanthropic leadership and our partnership with the city and the county it worked and it's still working okay plan giving is something that we have our eye on uh between plan giving and then also our endowment and uh Ed Timbre is leading our plan giving initiative our goal is to get to 25 million 5 years after um we're working on the opening of judson's right from the date of the opening of Judson yep and then uh we still have a capital campaign that we're working on so the capital campaign this is what we've given to so far about 183 uh million uh the the art center uh to operate the venue uh on a maintenance in annual basis is about 9 million a year and we chose to take that responsibility on we also do Capital Improvements with our philanthropy and in income to take care of the venue every year we budget between 3 and 4 million of of uh Capital Improvements to take care of the asset the city also has a fund where you provide about between 5 and $600,000 for uh annual uh maintenance for the venue okay lots of donors uh also since opening uh we've given back to the community that was the goal Mission driven and we have a revenue opportunity uh through uh all types of giving about just about 2223 million where does that go it goes to we uh we reduce rent for all organizations that are nonprofit in the venue and believe it or not the Pew theater is still $600 to rent so we've kept that at that cost um a lot of organizations come in it's the first time they've been in a venue that's Technical and so we have Professional Services that we actually offer and help lift these newer companies up and so our full-time team actually comes in and helps them Mount their shows okay and others marketing as well um we do about um Community engagement since 10 years almost 5 million and Community uh engagement and when we do a ticket initiative and many of you know this because you have used your funds to help us purchase tickets we have to purchase the tickets so we don't have a pool of tickets that are available at uh at uh at a at no cost of the center so we raise money constantly through the year which I've mentioned and then we purchase all the Broadway tickets or any type of tickets that we want to share um with the community and again lots of scholarships over the past 10 years Community give back initiatives this team is here Rachel's here and uh Jasmine and others and Katie uh the goal here is again how do we bring and create that first memory I bet you all remember your first concert I do and maybe your first play as well something you'll remember forever so anytime anybody's coming to that building we always think that this is probably one of their Forever Memories especially when we have the chance of bringing kids or big kids seniors anyone bets to the center and when we do it we kind of do it we go big so we have a wonderful company go that actually contributes busing and and luxury coaches for any type of audience to come to the center we then raise money and there's a first time uh brunch for them which all of you have participated in we purchase the swag they see the show and they leave with that forever memory and I have to thank you because you guys have really stepped into this program and it's something that uh is very very meaningful uh to everyone but you can see who we actually reach out to these are the organizations we have engaged to date and our goal is we we we we would like to welcome any organization uh we just need the relationship and we need to raise the funds and we need to have the product to make those uh opportunities happen happy to do a yes and on any of these and here's just some photos of uh some of the great uh Sunday brunches we've done education is important too uh we do Disney musicals and schools right now we have 15 Title One schools throughout the region that we're working with on an annual basis okay well the way that that works is we're trying to do is teach elementary schools how their Community can come together and present a Disney musical which means the administrators the teachers the parents the kids uh anyone that's involved at this at the school can help create a Disney musical of which they do in their school our team is with them throughout the year and it's the Education team but it's also our production team goes and works with them a lot of the school systems they actually have infrastructure for plays but they've never really been trained to use equipment that they actually have in the venue so our teams have been doing that once a school signs up with us they have to commit for 3 years okay so they have to continu the first year we're in there with them the second year and the third year we kind of launch them on their own in the hopes that they will always have some type of player Musical that the community is gathering around uh for their school six and jazz is a program uh that we want to teach uh kids the importance of jazz music and we've created a wonderful new show where kids actually love jazz uh By the time they leave and they realize how Jazz has influenced so many different types of music forms that they listen to all the time and they didn't know it was Jazz um and these are just a bunch of other proog um programs here project wow we actually started before we opened and that's for the little guys really teeny little guys uh we have teen ambassadors that are with us all year long and they learn everything about the business of the center before they go to college and then we have two small performing groups and they're in the community all the time these are all the educations that we've uh all the organizations that we've engaged with through education so as you know we also put on kind of the Tony Awards for the Region's high school musicals and we adjudicate 55 plays all year long this is led by Ryan he's right behind me and uh these schools we reach all the way to Jacksonville and then what happens is we raise the funds to actually present the Applause Awards but we also choose and select two kids that actually can go and compete Nationwide in addition that night is we actually raise funds to give scholar ships to a ton of those children so they have that first opportunity when they go to college with a with a leg up we also have launched uh well we we started arts and wellness before we actually opened you know again when you go into the center you you do leave a little bit moved and we feel like it's Mind Body Spirit healthy um we've been working with kids with autism for a long long time um this is and we've been certified I think we're one of the first performing art centers in the Southeast certified uh with all of our colleagues to make sure that we understand what that environment is like for a family or with someone with autism we Pro we we also curate and program a great deal of work for all different types of audiences especially kids with autism of course Second City residency again this by philanthropy in pis that's another uh really wonder wonderful dance program that we do with seniors kids with autism in Dr Phillips high school and they all come together on on a Friday afternoon for a showcase sestra is something that we've just started um maybe about two years ago and we bring stroke survivors in to the center and we work with the Royal philarmonic and so out of London and we've licensed that program with them and we actually fund it's funded through us and we bring stroke survivors at different levels in their Journey on how they can be engaged with music and how they can begin getting their motor schools back what's really important is the takeaway is they're now part of a community and what's happened this is leading into our master plan what happens is we bring these communities together whether it's kids with autism veterans uh people that are fighting loneliness uh what have you and our programs are fleeting they they they're not consistent and what our yes and is going to be is how do we create a consistent place where our stroke survivors can stay part of a community because it's very isolating a lot of these uh you know isolation is a very very difficult thing for a lot of people how can we build venues where we then can have the infrastructure where we can provide programming where they're connected to a community um this is the next one is one of the one we're very very very proud of and we partnered with um uh Adent health is it possible to clinically assess do does it matter do the arts and culture clinically matter we feel it it's a gut feeling right but can we clinically um clinically determine I'm dying to say proof but I realize that you can't say I learned you can't say that in the medical profession but can you clinically assess does it matter we did the first clinical assessment ever with an art center uh with an audience of Alzheimer patients and caregivers and we ran the program for a year we funded it and ran it for a year and what the the the conclusion was positive it does clinically matter Advent health and published that report happy to share it with you if you're interested but you know what then the program was over okay even though it was a year the caregivers got just as much out of it the comments that they heard were amazing they got to get to know the person that they're caring for differently when they were engaged in acting one at the Dr Philips Center so we hope to continue that we have launched five programs this year with the VA and the VA doesn't have funds for this so we're raising funds to bring the VA to the art center and we're starting with a drumming Circle uh recognitions you know we we we're very honored uh for many of these some of them have been a surprise and some of them we thought you know what let's see if we can be considered a tell reward is a uh International award which we're happy to receive IVM the mway center and now the Kia Center has been recognized under Allen's leadership we've actually won this what was amazing we won it four years after we open with two3 of the building and then we won it again after we built steinz Hall um Business Awards are important to us uh we are very very aware uh through our board leadership that we are running a business and and we are very keen on that uh to be recognized in a couple different areas of course the front yard Festival was a complete joy and it was so fun to work on um and it was a yes an and we brought people back together and that's what I learned with our team the one thing our team can do very very well is bring people together and then of course uh uh company of the year for media and entertainment and then also customer service travel and Leisure mayor uh the mayor has mentioned this earlier on too uh I think it's pretty great that we're one of the coolest new tourist attractions right but I like the word cool associated with the art center lot of people don't think that um Financial Trends and economic impact uh this is a kind of a snapshot uh just of unrestricted Revenue in our net results historically over the past 10 years you can see that first year oops I a little off 29 million and then you can see we kind of uh sometimes it e e and flows and it has to do a lot with Broadway how many weeks of Broadway we actually have in the venue you can see just the the the impact of the covid time frame and then we popped right back in uh 2023 faster than most art centers Nationwide and I think a lot of that happened is cuz we were able to stay open um uh longer and uh more consistent than most centers throughout the country uh this next year we're going to have another bigger year I think this next year it's I think we're programmed at 66 66 million year right um current annual economic impact 190 uh per year we need to recess that again because judon is open it might push that up a little bit more a lot of jobs annually of course and you can see both direct and indirect jobs part-time and full-time and then the tax revenue um what's exciting is I've always said a good house is never finished even if you're just taking care of it but we have nine acres that have potential and what could that potential be initially the art center was designed to have three commercial sites that were to be developed by the art center and one was a a condominium one was a hotel and there was a lease option to build an office on the site so there's the three the condomini was in the back why condominium is because it generated more revenue for the art center that's why the condominium was there uh originally when we were running The Bu business successfully even before covid we thought you know what maybe we got to try to give that front piece of property back to the community and see what we can do where we can engage more people so we started working on a master plan in 2017 2018 and the idea was is how do you still keep a gathering space the same size as CIF Arch Plaza right about 40,000 45,000 ft and put other uh venues on there where you can engage more and also um kind of satisfy and enhance what's in the art center um as we did this we kept thinking okay where are the opportunities for us to not only earn more income but also take care of the guests right now people come hangry to the art center they come 90 minutes before a show and they would really like something and to to park once and have something to eat and so on this side of town how can we create create some maybe some other um choices for um for the millions of people that come there right now it's 750,000 people that come in the art center so that's one and so we have three kind of new uh opportunities where uh people can actually have something to eat but also activate that front piece of property and so there's a cafe there there's a destination restaurant and a more event space right now we are Capa at capacity at the art center it's very difficult to have non-ticketed events unless you are booking out a year and even with our venues alone the theaters they're they're pretty full too so how do we again take the 9 acres and maximize the opportunity with both Mission and both uh responsible fiscally responsible um opportunity initially we thought in 2017 18 and our our leadership wasn't ready to kind of give up the condominium because of the revenue it was going to generate and then we thought well let's see if we can do a parking deck back there and how can we do a parking deck that can expand the region needs a 750 seat theater where work can sit down longer than 2 or 3 days the longest running program we have is uh usually through uh Broadway and then we're going to be expanding our Broadway weeks from a revenue perspective but how do we have some work that can sit down a little bit longer because some work needs to sit down longer one to recoup their investment but also to reach more audiences and then then the right size number from a financial perspective is 750 seats hard to do it with a 500 seat theater if you get a little bit higher we're kind of encroaching other venues we already have so that's the venue size we we've we've uh studied and determined we need um so in this parking deck we're actually it's more of a cultural facility that happens to have 6 to 800 parking spots and the idea is that Revenue will then help support the work that's going to go into this uh the the the the creative workshops and the 750 seat theater so on top of the deck we want uh to develop creative workshops where we can actually have these populations that I mentioned earlier have consistency one there's parking and accessible but two we can run these programs with our stroke survivors with more children with more seniors with more audiences on a consistent basis where they're enjoying it's not an educational experience it is a cultural experience and they're going to learn something along the way too in addition these creative Workshops can help us in the region develop more work creative Studios they're smaller 150 seats maybe even smaller than that it's where can they work start growing we're actually becoming a little bit of a destination where work outside of Orlando wants to come here and use the strength of our talent in uh Central Florida to create new works which eventually they'll tour okay so that's a that's a business need and it's an opportunity for our region so these creative studios are on top of the parking deck okay and then the the the grassy null in the front uh which is the C Arts Plaza that would still take a different shape and where what would happen there is we would then be able to program the venue a little bit uh in a way that's more functional right now the the the three acres in front is it's kind of like a concrete Island it's very difficult to service and activate that space so the infrastructure underneath the plaza is key key to that key to that so it's 11 new active spaces and uh there's the parking deck the total impact annually within pushes to 3 $60 million a year and a lot of state and local tax revenue a lot of room nights and a lot additional more jobs generated the master plan time timeline is all dependent on uh funding and our goal here is to really pursue tourist development tax funding and support from the city if we can the the capital investment uh from philanthropy will be smaller on this uh partnership simply because of the funds that we're raising every year for these programs you know raising about right now we do between 5 and six million a year we put four to about 3 to four million into taking care of the asset and we want to focus on that as well as an endowment in plan giving there will be some capital investment because we have naming opportunities for that so that business model is a little bit different than the first go round but still a pretty fair uh Partnership if we can so the goal right now is we've actually uh are pulling together uh the same way that we did on round one uh a creative team to advance us a little bit more thoroughly so we have a clearer assessment of cost Okay so we've engaged a design architect theater consultant an acoustician a cost consultant a landscape consultant to try to develop what is the yes and and that's just getting started again we'll engage the community like we did before and the goal is to buy June this year coming up that we'll have a better assessment of what the total cost is for the project so we can begin pursuing the partnership the guy idea now this is not going to be as long as the Center uh performing art cers are very difficult to build they usually take about 30 to 36 months just to design and about 30 42 months to build that's if you don't hit a recession and you don't uh get involved in covid ours were a little bit longer because of those two so the idea this could be under construction in 2026 and we are going to open it in phases where we can realize this by 20128 some of it and some of it can be done a little bit maybe a year or two after that uh we have a 5e strategic plan that that Embraces this and I think there's two things in here that I want you uh to know what's really nice is we've got such a capable uh team that's been operating the venue it's easier for us to put a performa and a business plan together okay so we started early with performa now we have a business plan and our strategic plan we focused on four things the place programming how do we keep it alive people and then also productivity okay so Place uh we're growing from 9 to 20 venues 100% funded we want to have secure that's a goal in the five years five 5% increase uh in guest satisfaction and one thing we do differently than most art centers is we survey almost ever out of every single show where we're getting dinged are a couple areas mostly it has to do with they're hungry okay food they're hungry downtown Orlando we need more restaurants we've also done an assessment by a company called comp Springs where uh it is uh warranted that we do need additional restaurants closer to the center okay program uh we want to increase our uh ticket ticket advance and we can do that uh with these other programs and then 40% increase in self-produced educational programs we have the opportunity uh especially if the site is more accessible and uh I know that there's parking close by but for kids and for others if they have to you know Cross Bigger streets and it's just it's Dynamic so that on-site parking would be helpful we want to do 100% increase in private events and that outside space will help us do that and then we want TOs and wellness initiatives where they're consistent so these are 20 programs consistent okay and then uh the idea for the front piece of property we looked at a venue called Clyde waren Park in Dallas they produce um they bring a million actually now it's 1.5 million people to this great space and they do a thousand free events and so our business model emulates set that would be paid through by sponsorship our annual fundraising um to make sure that we can uh uh deliver on that promise okay people uh we want to increase our show attendance of course our student participation um we want to push to 5,000 Community engagement beneficiaries annually okay and then uh again make sure that we can bring more people in for arts and wellness and then just in terms of our financial side of it a 75% increase in net present a 79% in uh show in food and beverage income uh 1,000% in event revenue and 3 million annually an ancillary income with that ancillary income is the parking deck and maybe some uh lease opportunities for the restaurant up front Okay so the business will have a chance to grow to 111 million once this is realized so it's a good growth y thank you Kathy uh questions or comments commissioner Sheen well thank you mayor and and and Dr Phillips is of course something that I just absolutely adore I mean um you know as a child I went to Cleveland Symphony and I changed my life like you say it was something I never forgotten in my whole life and the fact that we're providing that to other children is just one of the best things ever and thank you for all of you for providing that experience because I know it changes lives and education is so important now more than ever because these kids aren't getting you know the education and there schools that they need to so I think this facility is more important than ever um the only question I have is the 78% guest satisfaction I'm kind of surprised because I think it's such an amazing facility and from the minute you walk in the door it's great um what are the challenges in terms of of the guest satisfaction because I think that should be around 9095 right like if you go on trip advisor we're way up there right but when we service or when we survey you know some people they they might not have liked that particular br way show oh is it just a show yeah so we survey we survey well no it's not just the show but we survey after every show so let's say it's pouring down rain or or there's a number of um events happening downtown then that's going to ding us on the survey so traffic traffic right or if they just didn't care for that show it wasn't what they expected we might get dinged on that in terms of the venue and the cleanliness that's way up there in terms of the guest satisfaction with our customer team that's way up there do you have any other other am I kind of hitting it or you got some others you think Spencer that's correct and in the service industry if you exceed 75% excellent ratings you're actually pretty pretty top LS really if we were to add excellent and good together we would be up 99% right so there's a lot of uncontrollables like captain mentioned like um show performance rain right guest one parking on site you those typ of things and so growing that um exponentially is going to be um a good good uh top to challenge for 5% so it's actually a really really high score in the hospitality industry it matches up as well okay I just I was just curious but yeah there's these are all these are all variables that you really can't change that much and shows are a matter of taste right right I took someone a book on Mormon who was freaked out and hated it and I took I took someone else that absolutely loved it so it's just that experience y y it is commissioner Stewart thank you mayor and thank you Kathy for the work that you have done Ed thank you for your leadership and to all of y'all there thank you very much we it is U one of the real jewels of uh downtown Orlando and Orlando as a whole uh is the work that you've done there um I I going to kind of kind of change just slightly if you would um one of the challenges that we talked about in the very beginning was the idea of having this U forer impact the entire community of downtown wanting people to come downtown and I know that one of the challenges that we have is that uh y'all have become really the destination um before that we want what we wanted was a downtown to be the destination you become a u inary to the destination of downtown and now it seems to be a little bit backwards so tell tell me a little bit how some of the things that you think the city can do I'm I'm going to put you on the spot and maybe tell me later privately some of the things you think the city can do to help create that experience before you get to the building and the experience after you leave right I think that I really believe the work that your team has done on uh the next phase of uh dto uh opening up uh the connection to Lake lern and and kind of inviting and just inviting uh the community with the understanding that it is a safe place and that they can have can park and have a longer experience what's happening a lot with us is people choose to you know spend their uh you know their evening uh half half the time closer to their home to eat and they get in the car and they come down here and that creates a lot of anxiety safety is always important you know I think just the city's infrastructure is something you want to be a a a walking City the best the most you can that's that's for people that that don't live here I mean you you know if you really think about it people want to experience great cities especially our international travel Travelers so the more that we can create that perception that it's a safe walking City all the time and that there's a lot of different types of offerings in downtown I think that's the key and then I think you know as much as the art center is on the nine acres the nine acres is really for the it is part of the city right because it's going to spill out so how do we connect what we're doing on the art center as what we're doing as the community and so we want to get very very involved of course we we did in 2017 18 with your urban planner and I really kind of join how do we connect all these great spaces in that bigger plan uh with the spaces on the center and then I'll also talk to you privately later thank you you're welcome um and back a little bit of what commissioner she has said part of the challenge um that we see uh in our community is that uh many others haven't experienced other performance art centers I mean some of us have been to other cities and and know the challenge of parking and know the challenge of of of getting there knowing the challenge of having either taxi or Uber to a location that's the only way you could get there but there's still a great performing arts center right and so I I'm curious as when you're when you're surveying are are you surveying those who have been in attendance of other art centers and and how they are in comparison compared to the fact that their only experience is ours right that's that's a it's interesting you know the there's about 36 of these centers worldwide and the CEOs get together every 6 months no matter what and they've been doing this for 30 years next week we're getting together in New York New Jersey and actually next spring all of the CEOs are coming to Orlando for the second time they came in 2015 and they're going to come next year it's interesting to hear their comments when they come here and I invite you all to kind of meet with them uh and and listen to them that's been the best learning for us I think the the best thing for our Center as much as it took as long as it did to build the timing that we did it was great because we had the chance to learn from all these cities that have been working with institutions where the cultures aren't the same or around the city it's not the same but usually the art center is the Catalyst in the city I can give you a number of examples where the art center changed the city Cleveland is one right and that has been consistent and it's that that entity has been growing and growing the Cleveland um and I think commissioner Sheen you might know this there that business is the largest property management company in Cleveland they also have built a hotel and an apartment complex and all that Revenue goes to purpose so they take the revenue and they give it back to the community back to the city so the city then can do more fascinating all different they're all different yeah I think the one thing that we hear here is it feels different yeah it's it's a it's a very happy uh environment where um it's just the culture is different and I think than than others and the nice thing is we had the chance to start the culture rather than change one right well I thank you very very much and thank you to your staff and I I don't go when it's not a wonderful experience even though I may not like this show it is still a wonderful experience I appreciate it thank Youk you commiss Ortiz thank you man thank you Kathy what a great presentation I mean it's just without say saying you do know your industry you barely look at those notes just talking that it's a pretty presentation so so you do know what you're doing that's awesome I really appreciate what you do thank you I got a question you talk about grants for kids uh how do they apply for this grants what kind of elements what kind of um requirements are there well it's so for instance the cfhla actually gave us a gift years ago and they restricted their scholarships to kids in the hospit uh family that have children in the hospitality industry right and it's LED from an Administration perspective if it's if it's an educational program it's led by Ryan's team right so and then we we post things on the website and those kinds of things we give other scholarships just to that that one's restricted but we do scholarships for all of our kids camps and also throughout the year website's probably the best way to find it I know there's some schools that are tying with the Dr Phillips performing how about those that are not how about those kids that are in other areas in our community that want to be part of the Dr Phils and maybe as for I try to get some of those grants to be part of Dr philps and or trying to come over and learn a Dr Phil right so that's good so this uh programs are probably the easiest way for us to engage we do it through our all the programs I mentioned but the Disney music and schools we kind of Target almost every different age group so project wow is in one school um over uh kind of south on the Paramore side down the South it's for real little guys okay Disney musical in schools is for all Elementary School uh uh elington is well six and jazz is for sixth graders of course so and we invite all of them and the idea is how do we get more involved with their with the actually the teachers and the the administration but we're always looking for Grants especially when we have programs that are meaningful one thing that's interesting is our camps when we have summer camps we there we we activate every single space even where I never thought kids would actually be we're hosting camps throughout that entire building and by being able to have more camps and more participants throughout the summer that's probably the best way that we can do it consistently you know we'd love to have an you know consistent after school program um right now we have classes but you know could we tie in with the boys and girls club and other things like that to those populations that we want to get more involved with so the answer is yes and we we have to there's always if you have an idea let us know we we'd love to launch anything that we can get their hands on I'll get with you cuz we have some groups in our district that are dying to be part yeah that would be great so thank you so much you're welcome okay I guess the only thing I'd comment on is the ability to Pi on so after PS of course we would have never envisioned that that would become the memorial site but it did and um that worked out in a very nice way and and the front yard during the course of Co was a great example of uh um being able to Pivot and make use and do something Innovative um we were able to use the kest center that was the mway center as a distribution facility and then we've used the stadium for so many different things during Co and hurricanes and things but um if we think back when we were pitching the venues a long time ago we never were thinking about pitching them on oh we'll have a usering CO for this so you're right being able to Pivot and do some Innovative things also important or should be recognized I guess so thank you guys for everything that you do day in and day out thanks day thank you okay we're going to let you guys
