inclined please join me in prayer dear Lord we come to you today asking for your guidance wisdom and kindness as we address the Affairs of this community help us engage in meaningful discussions that lead to decisions that Advance the city and its residents we ask for your intervention into current disputes throughout the world we ask for calm Minds rational decisions and healing hearts in your name we pray amen amen pledge algi to flag United States of America to the stands na indivisible liy andice for all okay let's call the meeting to order Madame clerk would you call the role and make a mayor you have a quorum with all members present thank you madam clerk first item of business is consideration of the minutes from the agenda review and City Council meetings of January 13 2025 motion by commissioner Ortiz second by commissioner Stewart all in favor of the motion indicate so by saying I I those oppos motion carries okay Awards presentations and recognitions we have one and that is Black History Month every February observing Black History Month plays a key role in the collective work that we all do to make sure Orlando is a inclusive and welcoming City here in Orlando we recognize that black history is American history and our history and I'm grateful to the members of our city of Orlando team and our Black History Month planning committee who are coordinating the events to celebrate the uh black history Heritage and history Marcia is here to give us an overview of this recognition thank you so much mayor Dyer and hello Commissioners to our residents and all the guests that are here today uh as mayor Dyer says we will celebrate Black History Month uh next month in February to recognize the valuable contributions African-Americans in our city our County our state and Nation have made this year's theme for Black History Month is African-Americans and labor um and it highlights the resilience and achievements of the black community in Orlando and Beyond African-Americans have played a vital role in shaping our nation from building railroads and advancing Industries to advocating for economic Justice and civil rights uh figures like uh A Philip Randolph who founded the Brotherhood of sleeping car Porters in 1925 paved the way for racial and economic equality and of course Dr Martin Luther King Jr uh furthered this Legacy through his leadership in advancing labor rights and economic justice as essential components of making our nation more Equitable and inclusive the fight for fair wages and equal opportunities actually continues today uh and during Black History Month here in Orlando the city of Orlando invites our residents our partners and all of our community to participate in a series of enriching events including and I'll mention the three that are our highlight events um the on Wednesday February 5th we will open our Black History Month art exhibition um and that will be in the city hall Terrace Gallery um this is uh something that we do annually and then um also on Tuesday February 11th we will um post host I'm sorry our community celebration this celebration is an event that we do for the entire community on February 11th uh it will be in the evening at 5:30 at New Covenant Baptist church and then our third event will be coffee with the artists and the artists will join us in the Terrace gallery on February 26th we hope that all of you all can join us as well well these great events happened because of an amazing uh committee that the mayor just mentioned and um I'm going to ask them to stand in a moment mayor and come up and take a picture with you and the city council but before I do it they also happen because we have sponsors without sponsors these events can't happen uh and we're fortunate to have many of them represented here today I'd like to ask our sponsors to please stand and join us for a picture in just a moment uh they are very supportive they have been generous and Americans have played an undeniable role in developing strengthening and shaping every aspect of the United States and whereas Black History Month is an annual celebration that recognizes the central role of black Americans in our nation's history and whereas Black History Month was established in 1915 a half century after the 13th amendment abolished slavery slavery by Carter G Woodson and whereas from the Revolutionary War of today black American have remained devoted to the proposition that we are all created equal and whereas while Rec celebrating Black History Month city of Orlando recognized historic contributions of black Americans while also acknowledging that the struggle for Equity continues and whereas this month is an opportunity for our community to recommit to continue the work to ensure that all residents are treated equally and have Equitable access to opportunities that help them Thrive supporting our Collective efforts to make Orland excuse me an inclusive welcoming City for all now therefore we buddy D mayor of the city of Orlando and the entire Orlando city council do hereby Proclaim February 2025 as Black History Month in the city of Orlando [Applause] yeah they're gonna have to may take the lead mayor up up may awesome [Applause] I'm like that gr guy okay mayor's update whose birthday is this week okay commissioner Burns birthday is this Thursday so it would be appropriate if commiss Ortiz let us in happy birthday happy birthday to you bir happy birthday to you happy birthday dears happy birthday to you yeah I don't think American Idol is Tony can do it probably so on a sad note on behalf of our entire city council I want to send our condolences to Bob Snow's loved ones he passed away over the weekend um and he will always be remembered in our community of course his vision and entrepreneurial Spirit really helps put Orlando on the m as a tourist destination I think at one point Church station was the third most visited tourist attraction in all of Florida behind two theme parks so pretty impressive what was going on in Church Street those days and pretty much everybody has a story about nickel beer Knight I think at some point depending on how old you were but there's no doubt Bob's love of our city and downtown were incredibly impactful over the years and he will certainly be missed okay items of note on the agenda I have uh just a couple um we have several Grand items on the agenda that allow us to continue to support our partners who equip the young residents in our Atlant kids zones the tools that they need together we're providing opportunities for young residents in parore Holden Heights Englewood and mercy drive with Representatives some 4C's New Image use Center Early Learning Coalition and Page 15 stand and let us recognize you and thank you for your assistance [Applause] you can tell everybody the mayor said you're Superstars so go home thank you for all that you do for our kids okay and then um on items of uh on the agenda also we have a number of items to support the Coalition for the homeless and plans to modernize its campus to better serve our community these women and children and that includes replacing the nearly 70y old women and families building with a new six-story facility they'll provide shelter to up to 350 women and children that's an increase from the 240 that they can serve today and it's important because the Coalition like all of our shelters are often at capacity resulting in women and children occasionally being turned away so enhanced services will include counseling and medical assistance Dental Services child care and will provide be provided on site so that they don't have to leave to get those first services and as you know we have publicly expressed our support for using some of our accelerate Orlando funds towards the modern modernization um so uh thank you for your support in that regard with that we'll move on to the consent agenda which is a number of items that are acted upon through a single vote of council we offer each of our commissioners an opportunity to comment on the consent agenda and update you on important happenings from their districts we rotate the order that we do that and commissioner gray is first up today thank you mayor a couple quick notes of thanks to folks on Saturday the 18th keep Orlando beautiful uh team did a recycling event at Lake Nona High School the weather was cold it was wet but I've learned that recyclers uh cannot be stopped they showed up in Mass numbers so thanks to Madison and her team at keep Orlando beautiful for uh for doing that recycling event and then also on the 24th Friday night the Lake Nona chamber had their annual Gaya and award ceremony Luis Martinez joined me for that uh but I want to thank candy Cole and her team for organizing that the Lake Nona group with all the growth really is an active chamber so I want to thank them for that and uh one thing real quick I apologize I have a call at 3:00 that I cannot avoid I'm sorry so in the unlikely event we're not done by 3:00 uh I may have to step out for 5 or 10 minutes I'll I'll be back as quick as I can but just want to go on the record saying I support all the issues on the uh on the agenda so hopefully we'll be done before 3 I would hope so sir thank you commission Ortiz thank you mayor on Tuesday January 14th I joined mayor Dyer uh to unveil a new plag at Leroy Hest Park honoring Mr Leroy Hest remarkably Legacy and contribution to the community Mr Hest was a well-known figure in Orlando celebrated for his dedication to youth sports over the decade he officiated numerous games was inducted into the central Florida Sports Hall of Fame and founded the Oldtimer Athletic Association this PL serves as a lasting tribute to his enduring impact on our city I want to take this opportunity to thank Tara R Ros rosov did I say it right Tara always rosov and the fpr team for putting together this great tribute on Thursday January 16th I had the privil of meeting with fellow Community leaders to discuss the critical needs for expanding esol programs uh UCF is doing a great job going around our community centers teaching people the language people from different nationalities and uh it's really helping us because these people are learning the language and they're uh able to navigate the system and getting jobs vacancies that are out there that we were never able to fail because of um Co so um it's a whole new realm of things happening out there so um very great opportunity it's going to be a great opportunity for the whole city so I want to congratulate congratulate commissioner Shan for elit Ninja new restaurant that up and up in your your restaurant I don't know if you had a chance to stop but I did so it was really good foot was really good so we had a great time over there um item three C3 which is uh an expansion an amendment to the facade program huge huge kudos to our staff um I want to thank our staff for after more than 2 and a half years of me bothering you guys and and kind of uh being persistent about this finally bringing this to fruition you see we live in a different world a world led by technology IA and all this great things happening the reality is that us humans are still behind implementing some of the technology that's that already exists and the reality is also that there are can out there with technology that can do wonders to help us deter crime I hope we can saturate downtown and other areas with some of these uh some of these cameras in the near future with issues like drug trafficking human trafficking uh misuse of firearms Etc these are great tools to have especially for police department so thank you staff for doing this this is a great great uh tool for our community and I think uh our community businesses are going to take great advantage of this so thank you that's all I have man thank you commissioner commissioner Stewart thank you mayor uh let me also uh express my condolences to Bob Snow's family I appreciate that we got a chance to know Bob uh years ago when I was in high school um we worked with my U my family and then got to know him better when I was in college and and the drinking age changed 18 it was really nice so but uh a lot of great memories down there but mainly his vision and his willingness to to make things happen uh was was an important part of our community and and shouldn't go go forgotten thank you mayor for bringing that up um couple things on I want to mention the 26 health is moving into District 3 they have a a grand opening or a ribbon cutting this week so look for more information about that I want to say a special thank to Father Chia and and St Philip Finn fan fan Ming uh Catholic Church they had the Liv Festival over at the um Fairgrounds this past week and it was wonderful I always love going there they I bet you there's probably 10 or 12,000 people that show up and and uh and the food is wonderful and they are wonderfully hospitable they brought a gentleman down from uh um the bishop of the of the church from Chicago to come and be part of the celebration it was just really really neat I had a chance to do I love going there there's they're a wonderful part of our community and part of my district so I want to say thank you thank you for that uh coming up on the agenda real quickly um uh there's a watershed initiative plan project meeting over on February 10th at College Park neighborh Association talking about the lake H Watershed we're going to have some information shared there uh the annual crime prevention awards are coming up in Lou Gardens I always like to mention it because it's in my district but it's important for us to recognize those have who have uh helped us keep our community safe that's on February 11th um the dragon bra's cominging up uh Patty and I share that responsibility going from one to the other and love doing that that's February 16th um and then special announcement is on March 1st College Park celebrating our 100th birthday uh and we're having a big event over there go to the College Park Historical Society or contact me I'll get you more information on it but we're hoping to have a great group out at Dartmouth Park to enjoy the time so um I also want to mention one other thing I want to say thank you to the mayor we uh we put our last of the three historical markers in College Park area the rosemir area those of you aren't familiar with rosemir uh Walter Rose developed that area over there and it's over at the corner of Cornell and Vanderbilt uh some of those if you unless you know College Park very well you w even know the the street Cornell existed uh but I used to ride my bike up there as a child so I knew I knew exactly where it was and knew how important this rosemir community was so get chance it's that area that's um north of of New Hampshire south of Orange Avenue um west of orange AV uh west of Orange Avenue and east of I4 it's that little section that got kind of cordoned off when they built I4 so and the other thing I want to share I wish Scott were still here I get a chance to sit thank all of you I appreciate the work uh that uh the coordinate care does ear Co Early Learning Coalition New Image Center in page 15 y all do great great work and I love the chance that we get a chance to partner with you and get a chance to leverage our money to serve more people in our community so thank you for what you do I appreciate that and that's all that I have mayor thank you thank you commissioner commissioner Shen thank you mayor and uh I did dog day at Lou Gardens on Saturday oh yeah it was it was wonderful and that's like the happiest place in in town there's so many happy dogs out there and everything like that but something really cool um years ago the wel that huge welon tree that has the Sirus on it um they were doing some Renovations at the house and they were throwing the cus away well me and some of the neighbors got it and put it in a wheelbarrow and took it over to luk Gardens and they put it on one of the trees and so Kim the new horticulturist told me where they had put them they're getting a couple hundred blooms at luk Gardens from this gorgeous night blooming serious now so that's kind of cool so I want to share that with you commissioner I didn't even know where they'd put it and Kim told me where to go look for it so yeah when we do the 1 of June or so go out to L Gardens and check those out I hope we can open it at night so folks can see it because it really is exceptional the night bloming serious there's a whole group of us that go chasing them all over town um they're like the size of a of a dinner plate and they're absolutely gorgeous so yeah but you've got them at Lou Gardens now commissioner yay thank you sure I was just glad that they actually did something with them so it's good stuff um we we did we did the Black History Month Proclamation but I think it's really really important to say diversity Equity inclusion are important principles now more than ever um we uphold these values in Orlando and there have always been people who feel equality is unimportant and they are usually the ones who benefit from harming others uh I was I was horrified to see that there's a a a push to to push the Tuskegee Airmen erase them from history it's the wrong thing to do and we need to fight to make sure that we uphold diversity Equity inclusion now more than ever it's just so critically important in this city and um I wrote up a little something about Bob snow um entrepreneur and George and Church Street Station Legend Bob snow died over the weekend our thoughts are with Linda and his family we honored him at the downtown Arts District snow in the courtyard event a few weeks ago many of the amazing architectural features in the courtyard were reused items from Church Street Station Bob sourced historical items and beautiful architectural pieces from all over the world he created a sense of place and hired musicians and performers the red hot mamas and Dixie Land band and he did something unique in Orlando he paid them a fair wage and many worked for him for decades he did this in a rundown area of downtown that no one believed in except for him and a couple Visionary Bankers Church Street Station was the place to be and Bob was always there making sure things were working properly when a manager's sales were dropping he would take the chair out of the office and told them to manage by walking around and figure it out he created a sense of place a destination when he sold it no one cared about Church Street Station like he did many say that other destinations caused the downfall of Church Street but what really did it was the management companies didn't walk around didn't celebrate what was special you see Bob knew that you had to pour your heart and soul and they making something special and caring for it every single day whether it be getting that perfect lamp or writing Rosio grades in the sky over Orlando for promotion Bob snow was not just a showman he was the real deal I spoke to Bob just a couple of weeks ago he was volunteering to help with downtown Orlando always wanting to make things better thank you Bob snow for showing us what Orlando can be if we just believed in something special it's all I had May thank you thank you commissioner commissioner Rose good afternoon everyone thank you all for being here um quick recap over the last couple of weeks I do have three main streets that are within District 5 City District the parore Main Street and West Lakes uh recently I had a meeting and we will continue to meet with each of the executive directors but I want to give a special shout out to Eric for his leadership with the business development but more more specifically with maintaining and assisting our main streets throughout the district as well as the city uh recently um HDR gave some donated some learning ride bikes in R sen I just want to say thank you I want to congratulate the new executive leadership um on the greater Haitian American Chamber of Commerce I had the honor of actually inducting the new leadership as well as the new executive leadership at the Puerto Rican Chamber of Commerce I sat in for commissioner Ortiz um and it was a great opportunity to get to meet some of the leaders moving on to MLK uh was a couple of weeks of great activities fun um I was I want to thank the fpr for allowing youth to come and March with us and both the Orlando as well as Eatonville parade the kids had a fun time probably more than I did um but it's a great opportunity for the Youth to really what I would say like public engagement being able to talk to people say hi to people meet new people and some some of the kids get to break out of their comfort zones I have my own personal security cuz the boys would leave me um I want to thank Kos pizzer here at downtown Orlando because they did feed all of our kids after the parade um as we were transitioning from Orlando to Eatonville um this Wednesday is lunar new year and last week I was able to celebrate at luminary Green Park it's great opportunity and great um promoters this past weekend and yesterday as a matter of fact was uh Indian day for those that don't know India just celebrated 76 years of adopting their constitution so it was great festivities all weekend over in all over because they were at the Magic game on Saturday they hosted a fair at the safety Village uh Chief Salazar was there at most Chief Salazar was at all the festivities this weekend and I was also able to do a proclamation while the Indian American Business chamber had their event outside of the Kia Center I'm grateful to have partnered with uh lld to bring a scholarship event to Jones High School students received thousands of dollars there was even a student who received $102,000 full ride scholarship so great for part grateful for Partnerships I want to take so when I first started um there were a couple of parks that had names and some of the residents were saying well what's the history and you know where did those names come from from so I want to thank Lisa and her team especially Tara is Tara still here um especially Tara for doing the research so not only just there goes not just District not only District 5 about the city of Orlando uh fpr will be taking the time to give a history write up on any parks that are missing the history of both a by um memorializing B plaque but also we will be updating our website so that individuals know and so where it really started was Lizzy Rogers Park over in the lck sunset area um someone came and gave me history on it and said if I walked in the park I wouldn't know where the name came from so I want to thank Tara for jumping on that and Lisa for uh spearheading getting it started upcoming activities that are taking place um there is a new senior complex that will be opening on WD judge this week for those that don't know this weekend is Pro Bowl tickets are still available they're really affordable come and pack out the stadium over at Camping World I will be hosting co-hosting an event with Jaylen Carter on 2115 we are memorializing Jones High School as for those that don't know Callahan Center was original Jones high school so we will be commemorating with a big plaque to let um uh individuals knowing the community the history yes commissioner Burns you're invited as in Alone part of the history oh oh yeah he is part of the history um on as well as on 215 so I will be celebrating my birthday with you all in the community I am having movie night at Lake ladun we're going to be watching The Forge so ask everyone to reserve online come out have some fun and celebrate my birthday with me um another event so unfortunately some folks go through hard times and it can cause folks to do things that they would not normally do which includes committing crime understanding that people need second chances to be able to get their lives together on the 15th of March I will be hosting an expungement clinic in collaboration with Community Legal Services Florida rights restoration Coalition operation New Hope career source of Central Florida Kroger Pepsi and others this is an opportunity for individuals to get their rights back um sometimes mistakes happen and so we want to make sure that individuals know that I am here to support and we're here as a collective Community to support to get people back on the right path there's a lot of great activities events taking place here in District 5 I want to encourage everyone to follow District 5 on Facebook or Instagram at the is Orlando District 5 uh now onto the agenda um H1 I'm proud to see a private developer and ocps work together on an incentive that alleviates some of the cost so that we can commit to building more housing I am super proud to Proclaim black history month but I want to encourage everyone that's here to take some time to truly understand our history where we have come from and how much further we have to go I recommend everyone here if you have not to read the color to read the book The Color of law by uh Richard Rothstein it's a really good book it gives you a quick snippet of the struggle that black people have had to face in this country there are portions of it that talk about being here in Orlando some of the housing discrimination and other things that black people have had to go through as we the city council and city of Orlando continue to do different projects in West Orlando we get to physically see the disparities from contaminated land to different to other different areas and so what I want everyone here to know and everyone watching and listening to know is that there's a full commitment from here at the city council to make sure that we're improving lives here no matter what anyone looks like and so I want to encourage everyone learn a little bit of History thank you and commissioner Burns all right well thank you mayor and thank you Council for uh that great um happy birthday uh rendition uh first I just like to say thank you to Marc I know she's she's left in the black history committee as well as our sponsors for making the upcoming celebration and events possible um also over the span of four days uh this this month the FC series which was born out of the uh Florida citus Sports hosted three Brazilian soccer teams uh with several of their matches being close to capacity and on Wednesday January the 15th uh staff at several of the community centers facilitated several kids and uh families to attend the FC series soccer match held at ENT and Coast Stadium had over 70 uh attendees the kids had a a great time and I just like to say thank you to uh Ricardo Valar of f series and the entire Florida Citrus Sports uh staff for making this this possible but also for bringing such excellent uh product to our our community again getting more eyes on uh the city of Orlando uh also on uh February J uh January 17th Friday attended the 39th Annual Dr Martin Luther King Junior commemorative lunching uh also participated in the southwest Orlando JC's MLK parade and the City of Edenville parade also like to say thank you to uh family Parks and Recreation staff and the MBK program who um um marched with me during the during the parade also on Monday January 20th I had the pleasure of attending the pap the 39th Annual papy Kennedy breakfast where I had the honor the great honor of accepting the 2025 Arthur Pap Kennedy lifetime achievement award on behalf of Dr Al Jo Alo J reic senior who is truly a Trailblazer uh in our community also I just like to say thank you to uh Greenup Orlando and Jodie Bas for their um seat lensch for civil rights uh community service event that was held in district 6 uh where we beautified uh henkins Park I was not able to be there because I was uh attending the US hungers MLK Day of Service where we endeavored to pack a million Mills I was uh accompanied by commissioner Stewart and uh commissioner Rose uh so it was a great event one of the things that I just wanted to highlight it was mentioned that one in8 people in Central Florida are facing food insecurity uh and one in six children are facing food insecurity here in Central Florida so there's a lot that needs to be done in this area and I think together we can we can definitely make a a huge difference uh finally I'd like to congratulate uh principal Merlene Jackson Kimble uh she's the recipient of the ocps principal of the Year award for 2 2425 Marlene Jackson Kimble is a 30-year educator and master principal of Washington Shores and Tangelo Park Elementary uh she has improved Washington Shores score from a f to a b uh and at Tangelo Park she went from a d to just below a b so we just want to celebrate uh Miss kimbo's um impact on our kidss and our community through her work uh as principal at ocps uh she Fosters collaboration and instill strong values in her students so just like to recognize her and Mar on the agenda just wanted to recognize the uh items D2 through D6 and again say congratulations and uh thank you to fory Early Learning uh Coalition of Orange County's Kids Zone Early Learning Program New Image uh youth center and Page 15 for the strong work that you all do in our community uh thank you very much it's uh very it away all right good afternoon mayor thank you for handling one and two and good afternoon Commissioners so item three is the CRA policy and procedures update our CRA policy and procedures were originally originally created in 2008 we have some updates before you today what those are is documenting our agenda review process as well as adding our real estate policy um to those and updating both the programs that the CRA has as well as the executive director's uh Authority on small grants associated with those and I'm happy to address any questions motion by commissioner Rose second by commissioner shei discussion hearing none all in favor of the motion indicates so saying I I those opposed motion carries number four thank you mayor number number four is an agreement with Green Works Earth uh pressure washing so we've had some additional need to pressure wash in the CRA especially around uh events uh so that is taking up a lot of our traditional staff's time uh so this agreement uh is for one year with green 's pressure washing not to exceed 995 and then ultimately uh we will look to uh do a solicitation if those services are needed beyond that term motion by commissioner Rose second by commissioner Stewart discussion hear none all in favor the motion indicates of us saying I I those oppose and so the motion carries okay number five thank you mayor item five is a dto facad grant so this is a new business coming into the Paramore area it's Heatwave they're here with us uh this afternoon so they are going into 741 West Church Street it's the former location of Stonewall if you remember where that is uh on the facade Grant they're looking to do uh some window work stco work Woodwork and painting uh because it is in Paramore they're eligible for 80% match from the CRA uh total cost that work uh that they're eligible to be reimbursed for from the C is about 129,000 and I'm happy to answer any questions second M Bo Rose second by commissioner concerned about the houseless population however I continue to see funding go in the wrong way what is the impact since moving back to parore I feel the impact and the impact is not nice when I have to pay for extra security just to protect my property the impact for the community is that wide office building I come before you daily but the point the the thing I've been watching for years but the late Woodley and others we had an ordinance to protect us and a current commissioner was the deciding vote to resend that motion to not allow any more Social Services programs or buildings expand in our community because we were bearing the the bulk of the problem in our community and it's not being shared by any other District Paramore is only 1 Point 4 square miles we were 20,000 strong we less than 4500 as a homeowner I'm very concerned as a business owner I'm very concerned about what has continued to happen I've said it before and I'll say it again gentrification is what I see it you call it revitalization you think I have a problem with what you're getting to do when I just sat here and watch you give $250,000 to an organization that on sun bids a beautiful day became a LLC July 10th 2024 but your website said 2016 I keep seeing the same organizations people get funding to say they're going to improve the community and we see no impact other than negative impact no improvement I'm not gonna go away I've been just documenting for years I have watched what this city council has done to a community that our current mayor said judge me on what I do the par more so I've judged you you don't care about the community you've never cared and it's a shame I'll be okay but what about the rest of the community I say go ahead and give them the 9 ,000 the money change the ordinance but and how is it improving the community if you could answer that one question I will be we will be grateful but have you asked the community when you leave or when you vote on certain things and this matter is not funny this is not a joke take the community serious cuz if you don't it doesn't matter some of us have the resources to put the truth out there on you not a threat for documentation that's the only reason why I was here for documentation why why this community or why is it not being shared by everybody else it's a broken record so you're going to change it the zoning what's to stop you from coming the rest of the way up Washington Street to my business my home nothing everything that was in place to protect us you've made sure to get rid of so it's an easy easy road to the people that you claim you care about the most the most vulnerable population is done wrong so I know you're going to vote for it you always have but for documentation some of us are watching and for documentation some of us are tired of the mistreatment of our community and why because they're the most vulnerable they're the voiceless there's a few voices that's still there speaking up for them we care all we say is fair treatment for all residents of the city of Orlando fair treatment for everybody everybody should be feeling the grunt and the pain of the house house Li's population and that's not the case that's not the case two years ago in December was not quite to get 25 thou $25 million to five homeless organizations where is the corrected measures that make sure this is working all we're saying is when I write my proposal I have to provide proof of my outcomes I have to provide the data that what I say and my proposals are working I don't see that happening with the money that we constantly or the changing of the ordinance you keep doing stuff that's affecting the community I'll sit right back down and come back all public comment we have on this item thank you sustainable City we not or maybe on the east side of town all I'm saying is they were protected National on National protected Wetlands they weren't weak you made them weak you keep changing the zoning from residential now it's changing to Industrial you keep building you keep putting concrete you can dig and dredge any kind of retention pond that's not going to serve serve the purpose all I can do is tell the rest of the people in the college park well actually in the country club to continue to get your um flood insurance it's not that you're in a flood zone it's man-made flooding all the actions that this Council has done has created problems for the community and you say why she here today just for documentation it's great when I write it up in my proposals and send them out people read them the studies are there you have failed our community so stop saying we're about sustainability and tell the truth we're about corporate welfare and changing the rules for the special interest groups that's what it is all about cuz if you did care you would stop not giving the true facts to the community and the impact and you would check with them to see what is going on but you don't and it's okay because that's what I expect of each and every one of you however for documentation I'm here saying National protected wetlands have been destroyed by man this Council I hope
