you for bringing us here today um as today is the first day back to school I ask that you watch over our students our faculty our staff and everyone who is within this community ask for a good successful year where our students are safe I ask that you continue to watch over this community this city as we grow and all the leadership here that you give us sound mind and you help us in making the best decisions for this city in Jesus name I pray amen amen I pledge allegiance to the flag of the United States of America and to the for stands na indivisible and justice for [Music] all we call commissioner Rose here commissioner Burns here mayor Dyer here mayor you have a quorum with all members present thank you madam clerk first item of business is to consider the minutes from the workshop which interview and Second City Council meetings of July 15 2024 motion by commissioner Stewart second by commissioner Sheen all in favor indicate so by saying I I those opposed so the motion carries okay let's move right to the mayor's update so last week's uh rain and wind and hurricane Debbie are reminder that it's storm season here and the forecast remains uh intimidating I guess um thankfully we weren't impacted last week key but just reminds us to be prepared we probably are in for a few more storm events before November uh primary voting is upon us all elections are important but especially those that are local elections next Tuesday is primary election day but you don't have to wait till the 20th to vote you can cast your ballot early you can still well actually I'm not sure that you can still yeah you can still request absentee yes I guess yesterday yesterday so maybe you can requested absente okay disregard that information but you can definitely vote early through Sunday you'll just have to to check with the supervisor on if you could still request an fct Ballot or not um commission Ortiz is on the phone um and it's his birthday is coming up so even though he will have to just well um I think we can do a pretty good job and make sure that it's your birthday as well but we did not sing Happy Birthday to you then sing to me all right we'll sing to you we're going to do it twice not twice once you're that much of a glutton for punishment just together together okay happy birthday birthday to youy birthday to you happy birthday May or D commission or happy birthday to you thank you ever so much and I see Orin dressed in celebration he looks like a birthday I know or or an Easter egg one of the two okay uh couple items of note so items B3 F1 and F2 are three items leveraging federal funds that we got and this includes our accelerate Orlando funds that are helping us to bridge the digital divide and Advance our action plan for unsheltered homelessness we are considering 12 new tables of connection which operate as small resilience hubs with free Wi-Fi shade and backup power for residents in our neighborhoods and we are also considering funding to help renovate and expand the pathways dropin Center Center provides a safe place during the day for unsheltered and persons at risk of losing housing who have been diagnosed with serious mental illnesses as well as traumatic brain injuries and severe brain disorders we are also uh doing a second allocation to the Christian service center on our Rush initiative to help at least an additional 20 homeless individuals moving them into permanent support of housing um last year's Rush program was incredibly successful uh B21 um we're creating Partnerships for more safe affordable housing in our community on today's agenda is an item to approve a proposal from the Orlando neighborhood Improvement Corporation to develop a 67 unit multi family development on vacant city land on pedmont Street commissioner Burns I know that you've been working on this for a long time so thank you for your leader ship and then lastly um B 2021 and CRA 5 and six with project dto we're moving forward to ensure that our downtown is a neighborhood for everyone and that includes improving Mobility so there are two items on the agenda one is to transform Magnolia back into a two-way street with parking and integrated Lim operations and the other is planned improvements on Church Street converting a section near the SunRail station into a festival street with that we'll move on to the consent agenda which is a number of items that are acted upon through a single vote of council we give each of our commission members an opportunity to comment on the consent agenda and other important happenings from their districts we rotate the order that we do that and commissioner Rose is first up today commissioner good afternoon everyone um as I said today is the first day of back to school and glad to see our students off we hosted several back to school events um I want to thank fpr and the staff um Lisa your staff did a great job at all of our neighborhood centers hosting events back to school um want to thank some of my partners Orlando Magic Anthony Cole 50 Ways Foundation black Inc Orlando Aspire with us grow gaining and several others who participated and back to school um I want to thank Orange County Supervisor of Elections Glenn gine for honoring my requests one of the things that when he first was Appo apped I requested to have an early voting site in District 5 and I'm proud to say that we have the heart of Wellness Center um that is open 7:10 South Tampa Avenue from 9:00 a.m. to 7:00 p.m. until this Sunday um there will be a community meeting on August 28th at the Grand Avenue Center to talk about a USDA grant that we are potentially um seeking uh it will be posted once we have a flyer on the District 5 page so I encourage everyone to follow the page um mentioned last council meeting and I want to bring it back up again today um we are getting closer to anou with UCF um for the UCF riches projects as mentioned it is an opportunity for us to do storytelling about the history of Paramore and so we are going into anou and I am going to create the the district will office will create a history Council and some seeking input from the community to be a part of that there will be a community meeting in September more to come with the procurement and mwbe office um one of the things that I see the district in is what I call the preparation season so I want to get the residents as well as the businesses in the community prepared for the procurement opportunities that will be available here at the city of rando um as far as items on the agenda um glad to see A3 for those who have never participated the one person one tree program is a great opportunity so glad for that that item um 3 as we work to bridge the digital divide and providing the tables of connection which will provide free Wi-Fi in the Parks I'm glad to see Clear Lake George Barker park Pleasant Valley and Gilbert McQueen um receive those table of connections um B21 although this is in district 6 this is a neighboring um it's literally two streets down from where I live and so glad to see um opportunity of affordable housing in the community on Age Two um um glad to see Orlando Police Department um partnering with legal aids Society to help our most vulnerable in this community and so that's all I have mayor thank you commissioner commissioner Burns all right thank you mayor good afternoon uh fellow council members uh City staff and visitors um I'd like to wish everyone a happy first day of school to all our Scholars uh teacher staff and District workers uh today Begins the first day of uh new opportunity to thrive in the classroom room and I wish each of uh our Scholars a safe fun and exciting school year also mayor would like to acknowledge the presence of two of our neighborhood association uh presidents Miss Shirley Heath of Carver Shores and Miss Deion Turner of Richmond Heights I'd like to thank you all for your support and your continued uh engagement and may miss Heath uh calls me at every morning 7:45 uh to keep me posters of what's going on in caret Shore so so it's good to see her I just spoke with her a few hours ago but also on Wednesday July 24th my office hosted our for the children's scholarship and award ceremony where we awarded $11,000 uh in scholarships to kids who either attend school in district 6 or who live in district 6 and the funds for for the scholarship comes from our annual uh golf tournament which is coming up and we'll provide some uh more information about that but also I'd like to say thank you to Bobby belon uh the program manager for our My Brothers Keeper program uh who was our guest speaker and shared some inspiring an inspiring message uh with our Scholars uh also on uh July 25th I attended the uh mwbe 40th anniversary held at Lou Gardens uh for decades the city's M wbe program has championed uh diversity equity and inclusion and City Contracting and as we look forward to the upcoming projects like the camping rural Stadium Renovations I'm encouraged that we have the opportunity to include a diverse collection of uh businesses to help us realize the vision of a rur class Stadium right here in the city of Orlando uh also next uh this week Thursday they will be having a open house uh celebrating their 40 Years of uh participation also um on July 24th 25th uh I had the opportunity to attend the fpr summer City showcase uh it was a great event uh highlighting a lot of the talent throughout our community and I'd like to say uh to uh Lisa and her staff they did a great job great event uh again this year also uh on July 27th and 28th we hosted back to uh two back to school bashes um where we handed out books bags about 1,000 backpacks about 600 uh pair of shoes I just like to say thank you to the co Anthony 50 WS Foundation operation shared shoes Orlando Magic and several barbers in the central Florida area uh on last Friday August 9th I along with mayor D commissioner Stewart and Orange County mayor demmings attended the SunRail Dand station grand opening uh this was a historic moment highlight the expansion and growth of our Sunrail train which now provides services to Residents in Dand I enjoyed the day uh we started uh downtown Orlando and rad to uh Deber and then to Dand I must admit this was my first time mayor riding uh the train but I enjoyed it um so I will be especially since we're picking up the tab I'll be re riding it a little more uh coming up so uh but it it was it was well done it was uh great to um have that experience uh mayor on the agenda uh you made mention of this but I would like to acknowledge and uh express my support for the uh Orlando neighborhood Improvement Corporation known as uh onic uh their proposed for the development of affordable multif family housing on the Pont Street in district 6 and this property uh formerly housed the city's boxy yards where we kept all the dumpsters uh there and uh I went on a walking tour when I first got elected in my first term and heard from the residents that they wanted to see something else done with that with that space so thank you mayor for your support and bringing affordable housing and supporting the idea of bringing affordable housing to that to that area so it'll be 67 uh units mixed with one two three and four bedroom Garden style units uh this development would assist and give the opportunities uh to families needing affordability in our community to raise children and create new uh home environments where everybody can Thrive uh just few upcoming events um this week I have my mobile office hours from uh 10 a.m. to 4:00 P p.m this Wednesday at the El Claud Allen Senior Center uh and then on August the 15th uh this week we are hosting our iDrive Business Roundtable uh starts at 11: at Mango's traic uh Tropical Cafe uh this event is a joint effort between myself and uh district 6 County Commissioner Mike Scott to engage the business Community along the iDrive Corridor uh and we look forward to a great event uh and think you that's all I have have mayor thank you commissioner commissioner gray thank you mayor and ladies thanks for your help and what I would suggest is let's move those calls up to commissioner Burns to 6:45 every day 6:45 I'm sure he'd love to hear from you call me I have a I have a cell phone too so call me thank you for what you do uh on the on the new school theme um just wanted to share we have two new schools opening in district one one is innovation High School you may hear of home of the Bulls The Innovation Bulls but that is on dowen road just outside the 4177 brand new high school opening and uh like most of the schools it's at capacity day one and also luminary Elementary School which is in um South Lake Nona almost down to bogy Creek uh Road um they opened today too with a little help I think from from um everybody getting that open so exciting time as we continue to grow in the Southeast um what a word quick word of thanks uh on Wednesday July 31st we hosted a national nightout kickoff event uh with um at least 20 of the community leaders in district one to encourage them to have National nightout parties this year uh great reception I want to thank Georgiana Butler and her team uh for for hosting that putting that together and also um uh Captain Rich Lane and the OPD team for showing up as well as Captain or cap Chief Salazar and the ofd team for for supporting that so thanks to all and georgean is doing a great job with national or with neighborhood watch and district one um one item on the agenda I wanted to mention and that's C7 um Orange County's objection notwithstanding I'm in support of the Comino North annexation um and mayor that's all I had thank you sir thank you commissioner commissioner Ortiz thank you mayor I'm going to hold my comments until next city council and yield my time to commissioner Stewart okay commissioner Stewart thank you mayor and I'm going to take next 45 minutes talk a little bit about what's no but we have a lot of things that have been happening let me first say congratulations to Omari Jones Amari is a graduate uh not of Jones high school but of Edgewater High School took of District six oh he Liv District Six came to Edgewater High School and one of Ron met in welterweight boxing so congratulations to an Edgewater high school graduate we had uh uh I saw in the news today we had uh five Orlando Pride players that came back with medals one with a gold and four Brazilian players that came back with uh silver so that's they deserve a round of applause for that and the mayor reminded me that U the guy who came back with a bronze in break dancing I have no idea why but that's great actually he's from Orlando and has moved to CMI but he's from Orlando his name is Victor mon Montalvo Montalvo who's out out of CMI but uh he is born and raised in Orlando so we have another bronze medalist here so that's great news for for Orlando and for Central Florida Commissioner you're obviously not a break dancer no I would I would break if I danc I'll put that way all right so a couple things coming up let me I mentioned first of all we had our safety Splash last week uh Chief Salazar Chief Smith thank you'all very much for the work that um um that y'all have done and and supporting this I appre appreciate it we had a great turnout uh I would guess we guessed around 350 that came from the community uh and uh had hamburgers hot dogs ice cream it was great and I appreciate that we also got some good information out based upon safety and school safety and I appreciate our work uh with the guys over at College Park neighborhood center they always do a wonderful job I appreciate that and then on Friday we went to the back to school special over at Rosemont and had a great opportunity to spend time with uh uh the kids from the after school program and then went back on Saturday for a neighborhood event that was sponsored by several um fraternities attorney and sority in town and uh uh that was a great another great event probably four or 500 that came through that day and got something to eat on Saturday so that was wonderful to do that be part of that so thank you thank you everybody um congratulations to MBE on their 40th anniversary there's a lot of history um uh in the last 40 years with MBE um but um um that process started with Carl Langford and with my brother was on the uh city council many years ago uh continued with u uh formalizing that with mayor Frederick and which my brother Jacob was involved in so it's been something it's very close to my heart and I'm so grateful for the fact that we continue that and mayor I'm grateful for your leadership and continuing that as well because I think it makes our community a better community so thank you for that personally um SunRail yeah we had SunRail and I I want to tell you just I'm probably going to get in trouble but no nobody listens to these things anyway right Ed uh mayor thank you for your work on sunre um I know that part of what we're doing uh we celebrated last week was the original vision and the original work that you did for years and years and years um and it's your leadership that has got us to where we are and I want to tell you how much I appreciate that personally thank you um and I think when the when when we all kind of sunset our lives uh we're going to look back and see that one of the major impacts we had in our community was SunRail and it was your leadership I'll tell you how much I appreciate that um some things coming up just to make sure we have a a National Night Out party in Balwin on uh August 13th at 6 PM um the um police chief chief Smith's community meeting is over at Rosemont tomorrow at 6:30 p.m. um and we have um two very important things coming up uh and they all center around this small little asset that we have in our community called dub golf course this year's under anniversary of dub and this Saturday we'll be celebrating our Centennial golf tournament specializing a special golf tournament and we'll be unveiling a historical marker that this Saturday uh about it uh and then on September 12th we'll be having a Gaya uh and to invite the entire Community to come with you if you'd like tickets all you got to do is just pay for them please get chance to come we're raising money for Orlando youth minority golf program that we have and so uh please come and get a chance to enjoy that it's going to be a great the course is in great shape and uh uh and we get a chance to celebrate 100 Years of that course so thank you all very much um and then one last thing uh as we sit here today um what time is it so Edge Water High School just completed their U uh Monday afternoon practice and it's getting ready to go to a soccer match in Manchester England um they got invited to be part of this NFL Exchange program a home and home game with NFL elite high school players that are meeting at What's called the NFL Academy and Manchester England and they'll be playing on Thursday if you'd like to to watch it'll be on I think it's on T I think it's on YouTube at like 2 o' on Thursday afternoon uh if you want details let me know or go to the Edgewater High School uh side they're over there and and having a great time they get back on Friday I guess and then they get back into the school uh this year so um as to the agenda um oh one last thing I want to share with little a little bit of a sad note some of you will be remember a company years ago called Johnson Electric uh Johnson was a very um u a very prominent um company that helped helped in the growth of Orlando um U Mr Johnson sold this business a while back um his wife um survived him his wife passed away this past weekend uh Ruth Johnson at the age of 104 so um wonderful long Christian long life of a Christian lady and sweet lady she happens in be my son-in-law's grandmother too so um but having somebody who's lived in College Park nearly hundred years is a it's kind of a big deal and so um she she should be celebrated uh on the agenda today I just the only thing I want really share is on b14 uh we're we're getting ready to approve or we're going to approve an agreement between four roots and OU uh for some uh um U some maintenance on an area that's adjacent to four roots I share that to say that four roots is going to be open up pretty soon so you guys get ready uh we're getting ready to have a state-of-the-art u Urban farming um facility in town and I think we'll bring a lot of excitement to our community uh and that's all I have mayor thank you very much thank you commissioner commissioner shien thank you mayor council and uh as it's already been mentioned but I've been a seasoned ticket holder from The Pride since day one proud Go Girls you know I believe in supporting women's sports and I was delighted to see that we had five players at the Olympics four were on Brazil and one was on the USA team and uh talk about divided Allegiance I really wanted Marty to win but I wanted the USA to win so it was a it was a rough game for me CU I was screaming for both teams but uh good job everyone and Marta we love you we wish you would have gotten that gold even though I know I'm not supposed to root against the USA but it was a great game and we hard fought and and congratulations to all the pride players you all have a lot to be proud of and they are doing amazingly well they are number one now and so if you have not come to see an Orlando of Pride game come on out cuz they're amazing we supported before they were good well they're always good but we were supporting before they won and uh you know we want we want you to get out to a pride game because they're just doing outstanding things right now um I was privileged to go to see um our own very talented group from Renaissance Theater go see from here off Broadway it is a locally produced um play about pulse that actually was playing Off Broadway and it was an amazing experience I'm so proud of those young people and and uh they just did a great job and represented Orlando very very well in New York city so we're very very proud of Renaissance theater and their wonderful production of from here that played in New York um it is the first day of school and I want to thank Ted Carol of Carol Adams group they have been sponsoring the backpacks for re teris kids for 20 years and they just don't give out backpacks and and and you know string packs with a few crayons in it we that we call the um or Orange County Public Schools found out find out everything our kids need to succeed on day one and Ted has written that check every year he has donated 2600 backpacks for the children re tariff so I just want to thank Ted Carol you're a great guy you do wonderful things for our kids and I cannot thank you from the bottom of my heart enough because our kids succeed because of great people like Ted Carol um also on the agenda today uh we have on on B3 tables of connections we're also getting one for Langford I'm glad to see that as well because that's that's what that's the one that would be serving the community of re Terrace item B12 there we are purchasing swans for lakeola I brought it to the council today it's a high ticket item um we've had a problem with the lakeola swans that between the bird flu otter are eaten them raccoons ate the baby so we've had some problems with our population at lakeola swans are not cheap it's $119,500 but that's going to get us two mated pairs of trumpeters two whoopers and two um Australian black necks so I understand that people that's a lot of money but you know what our swans are Priceless we need to replenish that um that population people love our swans at Lake Yola Park and I want to make sure we continue to have five of the seven varieties of swans at Lake YULA Park um the only ones we don't have are CoStar robas because they are like geese and they tend to roam and we don't have the tundra swans because it's too hot here but we have all the other Swan varieties of the of the world kids love them every everybody loves them and uh I think it's important that we make this expenditure to make sure that we continue to have a good population and me if you want to help me release them you know uh we'll we'll we'll do that again so but these are adults it's not as hard to introduce the adults as it is to introduce the babies because we got to kind of keep them away from the other swans so they can attack them so um I think it'll I think it will will go well and uh we want to really we we really appreciate the breeder that we've worked with for many many years um to to get to get swans cuz they're not they're not even easy to find these days um so that's on the agenda today and I and I thank the council for your support on that um and also on the agenda today item C3 frisky lemur Brewing Company I can't wait to go there um I don't know what a frisky lemur is but I sure want to find out that's over at 4976 Millennial Boulevard they're getting a new sign lights fans new kitchen updated bathrooms a new bar and replace the water heater it's all about business assistance so thank you frisky lemur can't wait to go check out your location and to and glad the city is helping you with your business assistance needs and um also another little agenda item on C10 cumberland's got done a great job cleaning up that area over on Division and they want to you know we're working with them as well to to expand their facility a little bit and use some park for some parking and I fully support that because because from July 15th commissioner motion by commissioner Rose second by commissioner Stewart all favor indicate so by saying I I those opposed so the motion carries uh number three is Advisory board meeting minutes from June the 12th motion by commissioner Stewart second by commissioner she and all in favor indicate so by saying I I those opposed and so the motion carries and number four David yes thank you very much mayor and good afternoon mayor and Commissioners so item four is a retail dto retail program funding agreement uh so as you may remember uh it was October of of last year where we took the chance to really amend our dto retail program and really look at how we can attract more uh goods-based retailers into downtown Orlando uh we have an applicant uh for one here today that is a jewelry store it is a gentleman with 19 years of experience in the jewelry business and looking to relocate to the crest building on Orange Avenue so 130 South Orange Avenue the northern side of that building uh so we're happy to hopefully welcome them to downtown they're doing $105,000 of renovations to that building to get it ready to uh serve as a jewelry store um of that the program allows for $75,000 of assistance from the CRA to assist uh in addition to one year's rental abatement of $50,000 from the CRA for a total investment of $125,000 uh he has signed a 5-year lease for that space and I'm happy to address any questions okay do we have a motion second motion by commissioner Stewart second by commissioner Rose discussion hearing none all in favor of the motion indicate so by saying I I those opposed so the motion carries number five thank you yes so number five uh as you mentioned mayor in your uh earlier remarks this is a companion item to be 20 that you saw on the consent agenda it's an agreement with drmp the city as well uh as the CRA to start some um two-way conversion work along Magnolia we've talked a lot about uh the benefits that two-way streets provide especially in the downtown core enhancing connectivity uh enhancing businesses uh and creating more walkability as well uh so we're excited to start some of this work um this is the interim project that really allows us to then unlock the two-way potential of Orange Avenue as well as Rosland Avenue um this work is about $360,000 with drmp there's some additional add-on Services uh that we may need to utilize just a based on their design uh that are about $135,000 uh they do meet full mwbe requirements and I'm happy to address any questions uh from the board second motion by commissioner Rose second by commissioner shien discussion none all in favor of the motion indicate so by saying I I those oppos motion carries yes thank you mayor uh so item six the final item for the CRA today uh this is another agreement that was also on the consent agenda as B21 uh this is with the CRA the city and Jacobs Engineering Group uh this one again focusing on Church Street so specifically the corridor between Garland and the train tracks taking the opportunity to really start that design work and creating a true Festival Street in that area uh that enhances placemaking creates more business vibrancy uh and as well as pedestrian friendly uh um ways to go through that area uh this contract is about $570,000 the CRA would be funding the entirety of that uh they also met the full mwbe requirements and I am happy to address any questions all right a question question by commissioner Shi yeah David um I think people are confused sometimes and and they they blame the city when they see um you know that there's no activity and a private property owner does not have to open businesses I don't know why in the heck anyone would want have an entire Street area full of vacant buildings but it seems to be that's the situation that we're dealing with on Church Street I'm wondering why would we be closing the street for a festival Street when there's actually no I don't think there's anything left on Church Street now so could you fil me could you kind of share what the logic would be on that because I mean it's dead right now I mean there's absolutely nowhere to go right now on Church Street sure absolutely so from our perspective commissioner that's actually the opportunity and why the timing makes sense so obviously when you uh do a large scale reconstruction project and you're closing the roads it is very impactful on businesses in that Corridor um for years even when you go back to looking at the sports and entertainment Corridor and why we have the Dr Phillips Center where it is and you know the Kia Cent and where it is and so on and so forth Church Street really is that spine to connect all these and having vibrant businesses a big part of that we're not there today um so now with the opportunity to really take down that Corridor understanding that there's no businesses there today limit the amount of auxiliary impacts and really have something hopefully come back that not only drives their interest and excitement to be a part of that area but also their long-term success uh that meets the vision of the sports and entertainment Corridor that was set out on over 20 years ago uh we thought was the the right way to get things started okay that's that's good thank you okay is there a motion Move Motion by commission she second would you read the first ordinance number 2024 D28 an ordinance at the city of Orlando Florida annexing to the corporate limits of the city certain land generally located north nor of SilverStar Road East of Unice Avenue West of North John Young Parkway and south of Shader Road and comprised of 6.32 acres of land more or less and amending the city's boundary description amending the city's adopted growth management plan to designate the property as industrial on the city's official future land use maps designating the property as industrial General with the Woka overlay District on the city's official zoning Maps providing for Amendment of the city's official future land use and Zoning Maps providing for separability correction of scrier error permit disclaimer and effective date we are thank you real briefly um my name is Steve G I'm with Highwoods properties physical address is 2011 East Pine Street in downtown Orlando uh as long-term owners and one of the largest real estate tax contributors to downtown Highwoods own seven buildings scattered throughout downtown we support all downtown establishments with hopes we collectively serve the needs of All City Planning is very important so thank you so much for everything you're doing um we support the 300t distancing and monitoring sidewalks thank you okay commission Rose so I wanted to talk about this item and I want to kind of address some of the I would say disinformation that's taking place right now when it comes to this ordinance we are not stopping nightclubs from coming into downtown what we are doing is we're looking at the 60 block area of what we call the downtown entertainment area and we're saying of those 60 blocks currently there are 48 nightclubs within a 12 block span what we're doing is we're spreading the opportunities for the other vacant properties to be able to have nightclubs throughout this does not stop new bars and nightclubs from opening this does not impact bars what I would like to do is I would like to thank the CRA staff because there are several um incentive programs that have we have worked together on um to increase security throughout downtown um there's something called Safe program which is an incentive for businesses and properties to purchase install security measures which include ID scanners security cameras metal detectors so far we've had 64 pre-application meetings 46 applications received 28 applications were executed we've um executed $284,999 274 so what we're doing is we're not not allowing nightclubs we are saying nightclubs are welcome but what we're asking is that individuals who are trying to open nightclubs downtown consider the other 48 blocks in downtown thank you is there a motion there commissioner yes second motion
