say a few words  in light of some of the recent events in our community I'd like to offer a moment of silence  tonight we come together as a community to reflect on the tragic loss of four-year-old Whalen Childs  losing a child is an unimaginable heartbreaking event and our hearts are heavy as we share in  the grief and sorrow felt by whan's family we extend our deepest condolences to them and hope  they find strength in the care and compassion of those surrounding them during this incredibly  difficult time the tragedy also reminds us of importance of unity and the strength we  draw from standing together as a community we are deep deeply grateful to the Ormond Beach police and  fire departments Volusia County Sheriff's Office Florida Department of Law Enforcement Florida  Fish and Wildlife conservation commission and neighboring law enforcement agencies for  their tireless efforts their compassion and collaborative response exemplified the best  of what it means to come together in times of need in light of this tragedy we are committed  to preserving Whalen's memory in a meaningful way when the time is right we will turn to  Whalen's family to understand their wishes from memorializing him and ensure those wishes are  honored with care and respect this could include exploring options like refreshing the park adding  fencing or creating a special memorial for Whalen to ensure a space that honors his memory and serves  the community as we pause for this moment of silence I will ask we focus our thoughts and  prayers on Whalen's family may they feel the support of our community and find comfort in knowing we  share in their grief let us honor Whalen's memory and reaffirm our commitment to offering strength  compassion and love to those who are grieving please join me now in a moment of silence for thank you Joyce and thank you all for that moment of silence we will  now have the Invocation given by Pastor Jamie Hartsgrove of Calvary Christian  Center followed immediately by the pledge of Allegiance if you all could please rise rise on behalf of County Christian Center and the staff and the pastors and the many great churches  in our community we just want to let you guys know the mayor Commissioners and City leadership that  we're here for you we're praying for you we thank the law enforcement and First Responders and we  are a Watchman on the wall for our city and we're here whenever you need us let us pray Lord we  just love you we come before you tonight in your presence we pray for a Heavenly atmosphere to rest  over our city which is life it's an atmosphere of Peace it's an at atmosphere of rest we pray that  over our city we pray that over this room tonight Lord God we pray for the family that lost a loved  one we pray for Supernatural peace that only can come from you we pray that this community  will rise together Lord God to be with those families and any family that's hurting and loss  in our community Lord God and we just pray for a hedge of protection we plead the blood of Jesus  over our city every area every corner that of our city Lord Jesus that we pray for peace Lord God  we pray for Prosperity over our city and we pray for safety over our schools our teachers Lord God  equip our law enforcement give our leaders Godly wisdom to make really crucial important decisions  in every part of our city we pray for Unity we pray the election just happened we pray that uh  healing and unity will come across our city our state and our nation Lord God and I just  pray that um the leaders will hear from you that they'll lead with Godly wisdom to make really hard  decisions all year long guide their steps order their steps give them the wisdom that they need to  make the decisions and let them feel your presence let them know that we are here as a community for  them and I pray over tonight I pray that you rest in this room I pray you guide every thought every  word that was spoken and lead us and go before us as we uh have this meeting and we make crucial  decisions in the city and I just pray that you continue to prosper this city and Lord I just  pray that we husband Tim who is  here it um means a lot that you're here and my beautiful daughter-in-law Brooke and my  absolutely gorgeous two grandchildren Maddie and Caroline thank you for being here guess I'll go uh I'd like to recognize my mom my brother and uh my two boys Everett Evan I feel like I have my entire fan club here so I just want to appreciate everybody here  um specifically my husband Keith this was a long rolling campaign  I appreciate it my boys Knox and Kyler my parents everybody else I to thank you all for coming out this evening this is obviously a big uh big evening  for us and uh I'd like to uh thank first off my wife and my my sister if yall just wave these  the folks got to put up with me all the time so uh I thank them I thank them I love them I like  to thanks some my uh my work family that's out here with me tonight and just a lot of friends a  lot of family and uh you know the residents of our on beach you all are what make our  city important you all are what make our city special and thank you all for being here thank you I think I lost my opportunity okay no [Music] it's where case at this time we'll do uh nominations for Deputy Mayor um this is uh an important  role uh because in my absence as mayor this is when the deputy mayor will come  in and we'll you know chair meetings and uh do proclamations and things like like  that and the last few weeks you saw Deputy Mayor Harold Briley um doing a lot of work because of  the absence of uh mayor Partington who had to vacate his seat so he could run for uh  state representative and congratulations to Bill too if he's listening out there so thank you deputy mayor for doing a great job um we got to do a couple together  and we we be observing at at that point so at this time uh I'd like to see if there's any  nominations for a deputy mayor commissioner Tolland uh mayor I would like this commission to  consider me as Deputy Mayor this election um if the commission may recall it um it was my  thought at the last election that the position should rotate with the Commissioners and I  nominated commissioner Briley uh to start that rotation and he did a fantastic job and I am very  appreciative about that um but at this point I would really appreciate the opportunity to serve  this term as Deputy Mayor and I humbly ask for the commission's support okay can you call Deputy Mayor Tolland at this time  uh we're going to move to audience remarks and I see a card here for  a Cynthia Costa so if you can come to the uh microphone here um you'll have uh three minutes to speak and soon as you start speaking it will clock will  start going down hello everybody I'm here again to excuse me could you put the mic a little lower  so we can hear you I'm sorry to bring to your attention some issues with code enforcement  with the fences that are in disrepair and lying on the grounds or not there at all and with the  screens that are covering the pools the metal is there the screens are completely gone and there's  water in the pool any child could drown with that now the first one is 18 Brookside Circle  I complained about this to code enforcement last year it was reported that they were going to  repair the fence that's what I was told by Chris Mason it's a year now and the storm Milton hit it  again the fence is completely laying on the ground there's an 87y old lady who lives next door who is  my friend and tries to put it up nobody does anything that's a code enforcement I don't see  why that happens in Ormond Beach and what about the neighbors that live next door how does that  depreciate their home value that shouldn't happen the other one is at 107 putam and I I reported  this at in September here at this desk that has no fence and there's no screens at all around the  pool at 18 Brookside the screens are ripped okay and my other one is I have to talk quickly going  down North Beast Street and I have talked to the supervisor of streets I forget his name but he has  been in touch with me he told me they were busy picking up the trash from all the trees that were  blown over that they would get to it and I just got an email that they were going to look at it  the roots of one of the oak trees has raised North Beach Street up up a good 3 or 4 in he  told me it was only an inch I had somebody measure it it's at least 3 3 and 1/2 in when you ride over  it you could feel the bump and it kind of tips you a little I'm worried about these motorcycles  that drive on the outsides of the road because the middle of the road has got oil drippings and  whatever if somebody hits that at night there's no warning there's a bump there or anything they  could easily tip now now I brought these all up so many times and nothing is nothing's happened  and I I would like to easily say that I think we need to be looking at code enforcement and  who's I've dealt with Chris Mason I've had many many talks with him and stuff from last year is  still not fixed I thank you and I'm hoping that I will see some results thank you Cynthia Jason Mr Mayor into those items and some of those are in process and code enforcement and  that's takes a process but we will reach out to the okay thank you Joyce okay so I don't see any more cards here um  so now we move to line eight which is the consent agenda the action proposed is stated for each item on the consent agenda unless the City Commissioner  removes an item from the consent agenda no discussion on individual items will occur and  single motion will approve all the it's  celebrations are always nice and want to welcome you mayor and and uh commissioner Deaton uh welcome  back uh to all the other Commissioners and uh we look forward to working with you thank you  very much thank you from there I'll move to my right here to our new Deputy Mayor Lori Tolland all  right thank you very much um I want to express my deepest gratitude to the residents of Ormond Beach for trusting me with the honor of serving as your City Commissioner and now your new Deputy  Mayor this is truly a humbling experience and I'm excited to continue this journey with you I'd like  to thank my family my friends and supporters who have offered support and encouragement throughout  my first term your belief in me means the world and I am truly grateful to my fellow commission  I commend each of you for your dedication to our community and your passion for making Ormond Beach a better place this is not a job I take lightly and I promise to work with all of you  as well as the city's staff and Leadership to ensure that we continue to build a prosperous  thriving Community for everyone serving as your commissioner means I have the responsibility to  listen learn and lead with Integrity compassion and transparency the issues that matter to you  will always be my priority my goal is to ensure that every voice in our community is heard and  that together we can make Ormond Beach even better for the generations to come I also want to thank  the dedicated City staff Public Service personnel and volunteers who tirelessly work to make the  responsibility of representing your interest and I do not take take that lightly I am committed  to listening to your concerns understanding your needs and advocating for the issues that matter  most to you this election was not just about me it was about all of us it was about our shared  commitment to the to preserve the charm of Ormond Beach enhancing our neighborhoods and ensuring  that our community remains a wonderful place to live work and play together we can tackle  the challenges ahead be it improving our part s addressing our infrastructure or enhancing Public  Safety I want to assure you that I will continue to be accessible and responsive to your needs your  feedback is essential and I encourage you to reach out to me with your ideas and concerns together  we will build a brighter future for Zone 2 and all of Ormond as we move forward let us remember  the importance of unity and collaboration our strength lies in our ability to come tonight  the residents of zone 3 who entrusted me with their their trust to be able to do this job properly so  I look forward to working with you I look forward to working with the residents the fellow commission  and I think we'll have a good successful two-year term thank you commissioner Deaton uh commissioner  Briley thank you Mr Mayor um first of all I'd like to thank my again thanks again to my wife  and sister for being here this tonight A lot of my support structure and obviously my my  friends uh the residence Zone 4 I I thank you for entrusting me with another two years in this seat  um we have we've been through a lot the last two years we have a lot left to do uh and I really  want to thank you the citizens of Ormond Beach because you all you come you you give us your  input you tell us when we do it right you tell us when we're wrong and you know it takes that  it takes you all giving us your input so we can help formulate Ormond Beach to keep it to mold Ormond  Beach is to what we all want it to be and uh you all are fantastic I thank you Mr Mayor and there's  one last thing I would like to say um touching on what Miss Shanahan mentioned earlier about  um Whalen Childs it's very sad for the family very sad for our city and um I want to thank all of our  First Responders who responded I know there were over a hundred people out there uh in uniform and  volunteers looking for this young child and um I'm sorry it ended the way it did I'd also like  to thank a couple of folks um and of course they didn't want I'm sure they didn't do this because  they wanted recognition there were many folks who contribute to this but I know that Outback  steakhouse and Houligans delivered meals to the uh the folks looking for the young child I'd like to  thank them publicly uh and all of the other folks who helped out but uh just keep the family in your  thoughts and prayers over the next few days thank you thank you commissioner Briley well at this  time I'd like to uh thank everyone that has helped my uh me in this journey and want to be mayor uh  I see a lot of faces out there that really were the backbone of everything that I was committed to  doing and continue commit my commitment by want to serve the community and this is a great Community  I mean I almost want to cry right now because you know it's just really really means a lot  that all you that came out supported everything that I was trying to do but I'll tell you what  though we have a Great Commission here I got to know some of you through the course of time here  out campaigning and some meetings that we've been to uh we have a great staff uh I remember the the  day after the election I got a call from Joyce or text message and she says Mr mayor um when  you're ready come to the office and we'll show you around and I said I'll see you at 10:00 I was so  excited I was like oh my God I'm going go office uh but uh it's been a great journey so far um this  staff here is unbelievable I mean I've done a lot of work for big companies and Fortune 500  being one of them and I'll tell you what hands down to staff here on getting me up the speed  on the things I need to know is incredible the people that work for the city they're dedicated  I mean everybody from the water department to the utilities um the police department the fire  uh great great community and I love to be a part of this thing and I love to also you know serve  and and make this community better and greater as we go so thank you very much I really appreciate  it I won't keep you here all night though so uh with that said uh meeting we're adjourned
