e e e press the button turns green all right good evening it is 5:31 p.m. on Wednesday what is today 14th 14th and I would like to call the meeting to order uh please I'm guilty as well make sure your phone is silenced in some way or fashion um I we're all fairly new here I think I'm the only carryover and I was still new so one of the things to remember when we're doing this your button when it's green you're good when it's red you're off um and then I'm also doing it make sure to speak clearly into the microphone I have a teacher voice so I don't like microphones um but we have to do make do for public record all right um can we do introductions before we get into business all right so let's go ahead start with Kathleen will you introduce yourself tell us how long you've been in OVO and what brought you here this evening see this is this is why why I did this because it's practice for yeah uh Kathleen crane I've been in Florida since 91 I moved to Ido in' 04 and uh I've been wanting to volunteer and finally uh finish school so I had some time free up and uh and came to this position so happy to be here thank you very much I'm Helen Clark I've been in Florida we'll start with that since 1954 I moved to ovido in 1988 I was on the tree board in the 9s for a decade when things were a lot less formal than they are now and that was very gratifying and I saw this come up um in the uh email newsletter I get from the city and it sounded interesting I love art I love Ovito and so I threw my hat in and here I am all right thank you happy val day I yeah I think you pulled your battery the battery on the bottom has popped out happens all the time there you go it's on now sorry Happy Valentine's Day um Lisa McCoy I've lived in for in a veto for 20 years but um I was born and raised right down the road in Winter Park and so a native Floridan um I have an art history background I also have put on art shows in the city of Orlando I'm really connected with the city of Orlando and with putting on art shows and public art shows and um um and and I also um have volunteered with art projects with children so with disabilities so um and I was also on the tree board in the early 2000s so a lot I know especially when you get to give them away on um Mayday or in April Arbor Day I'm sorry what did I say Mayday but Arbor Day so so I look forward to contributing whatever I can um to this board um because I'm very passionate about the Arts and because they cover so many areas so I think it's very exciting what we can do for the community thank you hi my name is jilia Morini um my parents moved us here in 2000 so I've been here for what 24 years now um my whole life is in the Arts um my background is in performance arts um and I just am I love the city so I'm excited to get involved with one of my favorite things to do all right thank you very much um I push your button you [Applause] yeah hi everyone I'm Juliana Ross I'm the city's assistant City attorney so I I don't get to have do any of the fun stuff I just uh have to be the mean one if they keep you out of trouble she keeps us out of trouble um have you did Teresa go through the ordinance with you that created this body cool yeah so you know your duties and everything nice to meet you all we're happy to have you and I assume everyone's met individually with Teresa yes so I'm Teresa career development services director for the city since 2013 I'm an arch architect and you know love photography love Arts you know love going to museum so this is my preferred board it's not the one I have to spend more time you know with unfortunately but I love this board so happy that and welcome everybody to this board thank you and Dalia makes it all happen you guys get all the emails for me any communication goes through me to Teresa and welcome on board thank you and uh I promise you you get used to the microphone it gets a little less intimidating I'm only what on like meeting four or five for me so I'm still learning the ropes too um so we're going to go ahead and get started so we'll start with our first order of business which is approval of the past meeting minutes um I'm sure you've all will guys all worked most of you worked in committees the typical Roberts Rule of Order someone moves someone presents an item makes a motion and then a second um so so first we have the uh meeting minutes from September 27th no I'm sorry when were our last meetings no December 13th looks like yeah was it wow okay so it was September 27th um so we are for the approval of the minutes from September 27th just need a a motion to approve I motion to approve the minutes thank you very much I second all right thank you can I steal your PIN thank you all right thank you very much for that uh next up on our agenda vote that's right did I was so distracted oh so there was a motion in a second do we need to vote oh uh vote to adopt the minutes I I I all right motion carries click that no I'm good I use pens that don't need um do we want to next up on the agenda is to open the meeting up for public comments see as how we have no one from the public here I'd say we can close it for public comments and then we also have public meeting items where these items are fairly we don't have these fairly self- descrip descriptive um we've had a couple people either uh council members or committee members come in to present things present items or to just present grievances I would assume in my short history we're not going to have a lot of those with this but as again no members of the public we're good and we can move on all right so discussion items is up next this is probably where we want to discuss um appointments I'm working through here oh I don't have that one okay thank you now that I have the actual piece of paper all right staff report I was just reading off of this it's big red folder that's says sign all right staff report so would you like to have the the um nominations for the chair today it's it's up to the board or or if you'd like to postpone for the next meeting so yeah excellent question so we've motion um nominations for the chair and the vice chair position if we want to we can put nominations out tonight and vote on it or if everyone kind of wants to get their feet wet kind of see what the process is before someone volunteers um I got volun told so don't think that I'm begging for this type of power but so it's however you guys feel comfortable well yeah so um the chair is has resigned as you know and then and we actually only need a vote on the on the chair the vice chair is just absent and so the um the tradition is that the member with the most seniority acts his chair in the in the absence of both and then you can all nominate a new chair tonight if you'd like and vote on the new chair in which case that person if they're present because it could be the vice chair who's absent someone wants to nominate her um would be the new chair for tonight how many people are absent tonight just one just one and she's the the vice [Applause] chair I'd prefer to get my feet wet I don't know about everyone else does anybody know if um the um Vice chair would be interested Ed in this position or we don't know so oh okay um so that's that's my question is is it better to um table it when that person is present so if there especially since they're the vice chair I think it makes sense how today will be the first meeting everybody will contribute so we have a feeling of you know how the Dynamics of the group so maybe we can if you don't mind that's fine I think it's actually a wise choice to just okay okay I'll tough it out for the rest of tonight we appreciate it then then we'll we'll add it to the agenda for our next meeting to do um chair nominations and elections of chair all right then we move on to the staff report so thank you Mr chair I'm so I will start with something that is not in the agenda because um we have one going um project which is the uh watercolor map so so we contact Carrie Dam to see if she had any updated to updated you know information to us so she sent this um map here and this is just of course in pencil so was just marking the locations and then she sent an email that you all so have a copy describing what she's you know picturing him uh here in the map and before she had provided you know an example of the watercolor and I think you also have that example so how it would be um the final product and um and she was uh hoping that the board could give um some feedback the only thing that I noticed that would be my feedback is that apart from some you know locational issues for instance Central Lake Park is crossing Central the amphitheater so I mean the position should be a little bit more to the to the east um but she shows Pep's patch you know the strawberry patch in the in the north and that's not in the city so I don't know if she you know I if if she knew that if so that would be my only comment all the rest I mean are things are in the city and um but it's also up to the board if there is anything that you all you know there's uh is it okay just to speak I don't know or do we like yeah I think so okay great um there's one thing that stands out to me which is just that obviously since this is a map there's going to be some text with the road names and such and the only other thing that I see that has text is the police symbol and I think it's great there's representation but since everything else is um visual without text is there a way to do that without text because that just stands out because it if that makes sense [Music] mhm papies being on there doesn't bother me because I feel like it's such a staple in the community even though it's not it's across the street from in the city maybe I would put one strawberry yeah just like one strawberry or trail of e strawberries I I also heard that papy sold their property right so that might be leaving so they rent their property as from what I know and but I thought that property is going to be developed I think that's a big um that's very controversial topic but the reason why I'm saying this if we're putting in something that's more permanent and then we're paying for someone to do this that um if something's going to change soon that you know maybe that might not be such I would say because this is although you know I understand that the the it's part of the community but it's not within the city limits yeah I would you know make that point to her to say to avoid because then we are um I don't recall it being on the list cuz we talked about points of interest it was not on the list so this is something new so my clarification is did the committee give her a list of um of sites or charact characteristics of oido or what we're known for yes so we did a rough brainstorm of we went through and and listed out so the majority of them are on here but that was not on there okay so okay and it's quite honestly it's I don't think it's going to you guys are more artistic than I am I don't think it's going to ruin the composition if we just keep moving it North off the page where is it my other the comment doesn't look no I just there's a lot so yeah there's a lot going on it's really cool what is what what what is it your comment I didn't oh to um I don't think it's going to ruin the artistic composition to just delete it yeah I I I agree it one we didn't add we didn't have it on our list and two it's not in the city which and then the pending future um I've got a question so I know that the Boston Hill Cemetery um has been a topic and it looks like it is here it's here yeah yeah it's here next to City Hall okay on this it's the tomb right ofb and then what about um is one of these the wreck Trail yes in the lower leftand corner where you see the tractor okay that's the bridge that's right there by Home Depot okay oh because that he's very recognizable mhm yeah and that's within the city so that's correct okay I would also say that Central has to go south cuz it's stopping at Mitchell hammock right this is a map and then it's there is kind of an empty space here next to the police station so I didn't know because we have the percolation Pond here who has a lot of birds you know so I don't know fing with some um and I um I have three things one um is it's the water tower is called the water tower district now correct that's how it's being identified it's not sure if that's going to be it's been well it's out there and everybody uses it now so it just seems like next door and um it's it's the reference so um um which is you know there's Solari and then but that's what people are calling it um just a heads up um and then um if the police um um I don't know if you as far as like the fire department also being represented um because they're by the basketball court I do see them on here oh they're right under the swans there's a small symbol right under the swan oh really sorry it's right here it's in between the tractor looking at different oh okay oh okay I was looking at different swans the ones that are um higher up and then the cup that has something um falling out of it what is that you refence the oh I didn't see the oh I apologize oh thank you thanks D I appreciate it I think that's te it up the driving range oh they're golf balls yeah yeah oh you talking about here the on the south portion I thought peanuts or something I thought it was a B sure it'll be much clearer when it's actually painted yeah well I think she trying to put a mountain here a little you know with a with the hole right but just a comment that basket of spilling balls would be at the driving range not at a hole not on the green so oh right you know artistic license us artists we don't sport I don't play golf either but my husband does I would say that's hard to get that from that and that maybe she could do something to make it clearer what that is I don't know that that would take take much effort on her part she knows how to draw a bunch of just like a few people you know doing a drive you know or I mean that in a row or just maybe three people because that's what visually represents a driving R right it looked like popcorn right I thought I wasn't the only one I kept looking at it I'm sure she'll be listening to this so I just want to add I think this is wonderful it is really cool I I know we're like picking it because that's what we're supposed to do but in general I think it's really cool all the things she's Incorporated and how she's done it MH it's not easy to do this so and look how beautiful her paint the yeah paintings are and they're just so detailed and sorry I have to keep my mouth shut no I love I love art so much and I I have to really keep my quiet I'm sorry it's um yes is there celery or something that I'm looking for the celery is it oh celery I know it's in the emblem of the seal for the city I don't think it's represented here no I don't think so either is there structure over by um The dudah Farms offices isn't is there some kind of a water tower or something there there's also a water tower there yeah okay behind um the townhouse there's um where the trains were that was the celery cooler okay right but she's it's kind of congested in here for that it's sprad along the bank Trail yes yeah that that is going to be redeveloped but you know the salary I think um icon or something that would be nice to have right MH right and um I don't know if other plants or um things that are you know like alive oak or it's Chamilia right now said little boys you can come to our house and see them but um yeah um those are kind of old oo um from what I I recall um there used to be a ton of Life Oaks just covering up the whole area so so um I think I also I would suggest putting a a bike somewhere with it next to the trail right this is so AO too right the agreed and I definitely think that's just for people in general people associate oo a lot of time with those Trails yeah you know um I agree um running or biking or some type of activity it seems a lot of people associate that much Savor all right so we appreciate the update on that project and all the input we're only 20 25 minutes into it and you guys have gotten the hang of this already I'm impressed this is good we're going to get stuff done stuff done this year yeah that's that's the Hope yes which project you want to T my next one is um I want to talk about the wings of Joy because we have been talking about this project for a while I mean I'm not necessarily asking the board to you know come to a conclusion today um but it would be good to discuss and see in which direction the board wants to go because it's time to either move forward with the project or if we have a different Direction Go a different direction um because it's it's it's been a while so if there are any questions or any comments so I I sarcastically said it to Teresa that we're going to get something done so we are if we do anything this appointment period is to decide whether or not we're going to move forward with this which is okay or we're going to do something else with the funds that we have there but we need to make a decision to do something and do as everyone familiar with the background on the project okay in our individual meetings with Teresa Are there any questions or concerns that you have especially because I know you're looking at the budget fece right now can you remind me of the cost of the project what I know I wrote it down and I just don't have it in front of me so the last cost that we had and I'm going to give you it's um and and she broke down here and I can circulate this further um so the project cost estimate is 12 24,000 and she provided a 5% in know contingency of 6,200 and gives a total cost what $130,200 and I saw a discussion about getting a local or Florida vendor I think instead of uh there's a talk of a company in Canada so she tried that before and she did she said that she could not find anyone that would commit to have you know the the printing of the photography in the metal okay sustaining the weather mhm so that was the you know okay and had it been decided uh whether you would have all of the Wings in one location or whether it would be throughout the park it was not the sighting of the if you move forward with that project was not decided upon she proposes and she's a an architect she proposed you know in the flat area next to the the boardwalk uh actually next to the the connection right so next to the next to the boardwalk but this is the construction that you have there um so she is proposing the five um together right but this is something to the board and we if the board decides to continue with the project we can even have a meeting on site right to discuss you know we would have to advertise that but you know we could all go to the site and decide in the site where is the best location I I will say as as we get into this specifically on this project as we approve it and if we want to go this direction or if we want to go a different direction we're simply the recommending body that appropriates the funds we're not the project managers so we're not going to be out there managing construction mucking around in Boots cuz that was my first concern of talking about this just I got enough going on in my life I don't need to be doing other projects um so that just a big kind of take it off your head of well if we approve this do we have to babysit at the whole way can I ask so you were on the board before no one else everyone is New Right including myself I'm still new as well you're still new um I a little bit of History with your little bit of History um with this project how did you feel about the butterflies are you asking me about my opinion of butterflies or the project the project I think the project is really cool and I think it's going to look really neat okay I don't like butterflies but Helen I saw you reaching for your button sorry I just wanted to clarify we make the recommendation to the council they approve it correct yes thank you you took the words so that's all that's the our job that that looks like we don't have to decide is this money I guess we can also decide if it it's worth that kind of money but ultimately they do no absolutely you can decide on that but the final decision final decision is city council so city council can um you know support the decision of the board so far they have or they can give a different direction sounds like sounds like an audition for a chair of the public um so if we spend this money um my question is um how much will be left in the budget that is my big question so the thing is that we so we have all the money in the budget right now but we are we would not commit all the money in the budget right now right so because this project will take a while to um to be built and the city only pays when things are done so we not we do not pay in advance okay so we have some time to still you know generate generate more more but we could only say that you know decide on a project if we have the money right in in the so I can give how much we have right now uhhuh which I have here and while Theresa is getting that number this is markedly the biggest dollar project that this board is undertaken I don't know about ever but in its current iteration yes can I ask a question we looking for the numbers um do we have any information on the like assurances about the stability of it like the the weather rating stability in storms like before we put so this will have to be engineered right and have to be approved by my department which is the building we over view um uh Building Services so it has to be engineered and it has to sustain the Florida Winds of a hurricane okay so it has to pass that okay thanks um oh sorry no and also the constant humidity I mean is this going to rust apart in the so we have the example of the one in Winter Park right cuz she did the same thing in Winter Park with the with the trees and it has been there for 9 years or something like that and it's sustaining pretty well so every time I go to the Farmers Market I come close and I have a look you know and um so that that is the proof that we have that it's it's it's been um sustaining the weather so my other question is so if um we go with her she would have to be an vendor An approved vendor go through the process of being an approved vendor for the city as well as any any other sources the purch conted yeah the purchasing agent and we we contacted her our purchasing agents to see first of all if we could do um U engage in a company in Canada if that would be something that would pass right the Auditors you and she said yeah there is no problem with that because the city does business with with you know Products that come from China or from other places so that's not in common everything has to go through the process of the city so and so the city staff will have to vet all that okay so right now in the budget we have $1 138,139 and uh that has a contribution from the um CRA of $57,500 that they when they decided um to allocate this 57,000 was for the Wings Of Joy I mean if the wings of Joy does not fly for any reason we can try to get that this money for another project but they assigned you know specifically to this project uh we had also one contribution of 25,000 from one developer that also allocated to this project and um uh we have the commitment from a member from the CRA to start a campaign for donations for this project so we you know we can kind of recoup some some of the money through donations and through other contributions from developers to kind of replenish you know our funds but we can only feel comfortable saying that now we have the money exactly in the budget that could you know fund the whole thing okay I'm going to come out and say I think this is too much money on butterflies um I think that if the citizens of Ovito heard how much these butterflies cost they would flip um just knowing how much money you spent on other things and I think that this dollar amount could go towards so many wonderful art projects um and I know you're saying that we wouldn't be spending the money right now um but we would be spending the money but we would be SP it's still it's a lot of money and the other thing I think about when I think about art is that it's supposed you don't just want it to be a one-time thing um you don't want people just to come and see it once and I think with um installation um even as lovely as these are created people would come up they would take their picture and may maybe then they would drive by but they wouldn't visit them again and I think having something that was um more interactive um or I'm just not sold on them and I hope that's okay to say that's absolutely okay yeah of course it's okay to say we appreciate the input that's why we're here um I do agree it's it's I just know this community um and their reaction but um I'm also a big supportive of public art um and I do think uh some of the big reason for the expense is is also the the materials and and how it it's it's created and I should say manufactured as well um and art is also is there um even though someone might be driving by or walking by it's also a presence in the community um just going by other public art that I've experienced in other cities um you know like in Chicago everybody goes up you know grandp Park what does everybody want to go to the big bean yeah the you know right there and they got to get their picture taken or you know there's certain iconic figures in the community um I'm not saying like this would be an iconic figure but I will say and kind of going back I don't know probably 20 25 years the city of or um um Orlando I remember everybody freaking out about the statue that they thought looked like a celer stock in the city of Orlando and it's still staying there it's standing there now it's probably 25 30 years go um but it's an iconic figure and when it lights up people really like it and then it it it connects with the other public art figures um in in the city it's it it's it's also a connection so I do think it's a lot of money I'm just wondering um possibly could it be reduced somewhat to something El I mean a smaller size but I know she's presenting what she feels as an artist um but I'm I'm just wondering because I'm concerned if somebody finds out okay and again this has to be approved right by the council correct so um you know um will someone be like so the city the city's spending this much money and what can we use so that's what I'm also that was the first thing as far as the pricing but I'm just kind of explaining public art and and sculptures and things so I've got a question budget related so is there can we say like what percentage of our art budget this would be over time no because and that's what I was going to clarify so for the you know taxpayer so this is not taxpayer money right because this is not coming from the general fund this is coming from um donations um from actually it's it's called mitigation for um deviations in the code that developers have to if they ask for a deviation of a standard in the code they have to mitigate and if it comes from the architectural side you know of projects they can mitigate with public art that is in our Land Development code that actually we are rewriting um to even give more clarity of a minimum that contribution CU we don't have it right now um so this is how much money we have collected so far right right so like developers have to this is part of it and and just and sorry to interrupt you Teresa other cities there is a percentage according to the value the value of the development and they have to pay a certain mon certain amount according to that size and how much money to a public um art fund art fund automatically so I'm just making this up so a developer might have to pay $100,000 because of the size and how much they're spending another one might be $110,000 I'm just making this up another one could be $300,000 it it just depends upon what the formula is for that particular um municipality yeah it's usually it's a percentage of the valuation of the project to a cap so they usually establish a cap so as far as potential concerns from the community commun this project isn't taking money away from anybody else no and by the way this money cannot be spent y on anything but art y right so that is kind of it's It's a dedicated account so this only can go so cannot go for sidewalks so this is not general fund money that we are competing I mean general fund could put also money here we have never cuz it's so competitive we have never reached that point that the city could contribute um to the public art fund and roughly half the budget is directly was earmarked to say send put this to the wings of Joy so there I agree it's a lot of money there's also this has been a lot of this is not a onetime thing this isn't the first discussion and I'm not disagree all those are very valid points all thoughts we've spent several months discussing so do we want to move on to our next project and everyone I mean are there any more talking points on this one or what do we need to like what is the point where we say yes we're going to support this that's what we need to decide okay we need to decide whether we get to a point of yes we want to go forward with it or we've all had enough questions and enough concerns and are just not comfortable with it then we need to move on from something else and then we'll have to figure out that other 70,000 what we're going to do with it so all right I think I'd like to say something in favor of it um before I personally move off of it um I think that you know by itself it sounds like uh a lot of money it is I think it's an important distinction that this is through donations and it won't be a matter of you know did my property tax go to this so that's not a factor um while folks were talking I was thinking about you know yes there would be could be less expensive options thinking about murals but this is something different distinctive and even if an individual might not want to go and take their picture multiple times it could be that with um awareness like would this pull in anybody else to the community to see it or you know for us to promote it um so I just I think there's a there's a distinction in what it is that we don't have already and I would um and that was a decision from the previous board because we did three mural already in the city yeah so at that time they decided two things that the next project would be in Solari Park and that um it would be a sculpture that's what they wanted cuz they wanted to change the media and I am in favor you know of interactive art I'm also in favor of stationary art that if we just appreciate and I think all have purposes right they all you know bring you know interest to the public space so okay they're all good I want to I want I agree with um Kathleen's two points but I want to make a um a case for the lowly um butterfly it it is cliche and it is Monday in a lot of ways but I saw the rendering when I was visiting with Teresa the first day we met and it's a completely different take on the butterfly it's architectural it's intricate um it's interesting and I was impressed with that um they're Florida butterflies so there's that case and I do think it's worth money I think when you're paying a um AR an architect uh using materials like that that's what good stuff costs so I I don't think even in the fact that it's not taxpayer money I just think it is worth it and remember these are not tiny sculptures these are taller than a full-grown adult I was just driving I live over in where do I live at the the um you live in the um the water tower I live in the water tower district and um I was just driving bellary Park and I was imagining what that would look like and even if it's just driving by and looking over and seeing something beautiful unexpected I just want to add that I don't want to discourage you all from thinking about wisely spending your budget of course that's that's great that you're doing that but I I have to tell you that sometimes with the public perception you can't you just can't worry about it because a lot of people just won't get it who are in I also represent the Stanford iteration of this body the Stanford public art commission and their their budgets a little different where they do get City funds but um and they and they're their the city commission has delegated The Authority for them to actually proc things so they don't have to get approval they can actually buy it but um the they recently purchased two really cool sculptures one was 10,000 one was 15 I somewhere around there and even that raised like City's there was in the newspaper 10,000 you know so you you just can't win for losing sometimes and and you're you know so it's like I said good to consider it but don't worry you know you can't can't worry about it too much you just can't I think my concern with the price is not that people would think it came from the wrong bucket more that it is our entire bucket you know and that doesn't leave a lot of room to play with anything else by the time we get to paying for it we will have backfilled we will have collected do we think that look not that much I hope so right but is that actually is that a hope or is that I think that's probably for the the CR has been contributing 25,000 every um fiscal year right and um they allowed this to roll over but they are not they it usually does not carry forward so it's not a cumulative so so next year we'll have hopefully 25,000 from the CRA because I'm going to make the same case right that we need to have this contribution from the CRA and then we have the possibility of campaigning for you know well I understand from developments too but I look around noo and there's not a lot whole PL like we're getting overdeveloped like there's not going to be a ton more space for new development at some point have Redevelopment happening so what's going to happen at the you know right at the Ace Hardware yeah what's going to happen to that whole section you're not going to recognize it in five years right yeah it's going to be all that's going to be gone I don't think we have to worry about funding for this one because this scope of project is so much larger than what we've done like Julie said $10,000 $15,000 sculptures the rest of our projects on here are a fraction of what we've talked about um so and there's the very high likelihood that if we don't do something with this earmarked money it will go away let her I don't want to you took the words right out of my mouth um I don't want to risk that and I also think um that partic those the butterflies the whole concept goes perfectly with Solari Park um the the natural habitat um and then um beginning with a sculpture for this community and just like people do art walks and um and we begin with you know it it it it aesthetically brings a community together it's hard to explain um public art like that but it does and I think this is a great way to be um begin it especially um with what Helen said with then then that whole area just changing drastically it'll be a nice component no doubt nice P I think it's safe to say whether we go either Direction with this I mean in the first meeting we've had a lot of the same questions that popped up in months of meetings so if we choose chose to go with this in a couple meetings and said yes green light it let's go there's going to be no question that this was evaluated and it was poured over so there's there's no the fiduciary duty has been met on that do we want to move on to the next item because that so what is the dire should I bring it back in the next meeting yeah so what is the direction for so do we are we ready to make a decision right now or do we want to cogitate on it for the eat for a month I can make a decision okay so we want to make as well so the second part thank you and so we'll have to prepare now a member to go to Council on that um the second um item is the idea of to honor Jolie in the Twin Golf Course um golf course so um which the previous board decided that was this was a good idea but um the way to honor him was subject to discussion that was not defined yet so so it' be a possibility to discuss that now it's my understanding he developed one of the local golf courses and he several golf courses in Florida but in oo there's the twi Rivers yes um I mean it it seems like it would make sense that any Honors that were given were there right that that's the idea okay so the idea was to do that there but um how it it's going to be materialized right what is going to be is it going to be a we want to do another another sculpture it's going to be um yeah what will be the the form do you want to do a competition you know set up you know a budget and do a competition a call to artist um do we know what kinds of things he was passionate about like obviously with developing golf like what like was he uh he was like I have a favorite um thing that hits the ball I can tell I don't even know what it's called Golf Club a club what were you going to say oh Helen was gonna say something it's going to make fun of your gol I understand it can't just be a plaque there has to be some form of art so a plaque it's unless there is sometis CH thing to the remember where I read that but in something that you gave me because a plaque itself it's not really right it's not art art right so I think we need to solicit ideas from people who either knew him no golf love golf to imagine what it could be because I don't think any of us we don't I I'm certainly not a sports person so we could do a plaque with a bust or like a plaque with a painting or a watercolor or but yes we solicit input I'm sorry Le I cut you off no it's okay um I I do think it's a good idea sending out something um into the community or um and the reason being is I think it's also an opportunity to educate people about him and his significance to oido um I'm a big um supporter of Art education connecting um um and and especially on a historic perspective because you know there the fact that you know we have also the you know me Manor is named after a f a famous um um horticulturalist um very famous and um um and and obviously um Mr Lee is very significant in in the golf um community and and quite honestly in Florida um if you look at it if Jack Nicholson Nicholas excuse me um you know credits him with being one of the best designers ever um that's that's a huge and this is a local boy from oito that's that's a huge huge um recognition um so I'm just giving everybody a heads up just from my years of um doing many golf tournaments um many golf courses have statues of um golfers on their locations honoring somebody may it be Sam sne or Arnold Palmer or whatever but but just a heads up there that's kind of um what is there so just a heads up I'm just giving you guys a heads up from my observation I think it'd be really interesting to talk to the people who knew him like if he had like I don't know a favorite flower you know a statue of that like in honor of this person who created this thing I don't think we we don't have to stick to the norm of just a bus right um or if it was H Palmer I would have made that a drink but you I don't know do we know if his family is local so um council member Britain is the one that has contact UM with I think some family member so I can check and try to see if you know we can invite the person I was also thinking now because it would be also cool that maybe to have a design thing right like a plans you know something that kind of you know that's what he was right passionate about right right because it was your question that made me think well what we know that he was passionate about was designing gol courses so if we can have something that just represents that would be something but I can certainly try to um invite you know if there is a family member nearby that or just bring council member Britain again here I think and I have seen this before like with Frank Lloyd Wright um um in I'm sorry to bring up Chicago again but um Architects they'll have like the drafts the draft board or um some of the I don't know the equipment yeah the materials we yeah exactly blueprints like like what his desk look like or something and again you know that's an educational aspect um just an FYI just anide and there's a clubhouse there assume I've never been to that gol but so there's a clubhouse so you could do something like that but we need somebody to do it so that's that would be the next step I would think and there's always that um also maybe partnering with the oo Historical Society too so so for next steps for this is that something um Dr K is that something you reach out to I can try to to find out if not I'll bring back council member Britain and we'll brainstorm here with him I think it's a good good idea to honor him thank you so the other idea that we have here is something that I think other cities do is to invite um um artists local artists to um have an exhibition right we do not have an exhibition Hall but we have this space here that is used by the public and we can adverti that for this month this artist is going to be you know um showing the work work here so that that is something that um I would have to see insurance so if the insurance of the building would cover but would be something that would not have um a high cost associated with that and that's something that we would be um you know advocating and and um you know helping local arches so I think that meets the goal of the the program as well an example of this and full disclosure I work for seminal State College is um the city hall of Sanford had an exhibition of the Fine Arts students of their work and and for three or four months yes it's still there they it's ongo it's there's a new one they brought in some new a new batch of art a new but uh and and then um what they do is in Sanford is the the commission commission public art commission members they bring suggestions to the meeting to suggest everyone I say I like this artist I've made contact or have communications with them and they're interested in displaying their art in Chambers and then um you all decide if that's someone you want to invite to display so go ahead sorry I like the idea um of including students in the mix like as part of the cycle of who comes through is the city hall the only option I just can't imagine that a lot of public people would walk into City Hall to see art it seems um like a barrier to get people to look at it um is there another option to have it at like um uh the the amphitheater or another thing with the amphitheater is that it's used for weddings it's used for you know other events that it get out of our control right so here it's a control space and at the the council meetings people come in and sure sorry and what about though the um where the water department is in the buildings next door like that's something where that's a to my office is um we do not have the space okay over there and I would love to have you know yeah room there but we do not really have the space that would be safe right to put you know our but even we don't have walls there too and over there it's less actually there is people coming in and out on to pay bills right in in the building side of of of the first floor and we have already the photosop Photoshop the Ido photo club that does the exhibition there but it's kind of a little bit far from the public cuz the the if you have ever been there it's counters right we do not have so oh I'm sorry I was just going to ask Miss Ross you said that they did this in Sanford do you know if lots of people came to see it if it was a successful initiative or so it's not really that people come in and see it like a like a ex ex exhibit that you know the traditional sense it's more of the art is on display for when people come for public meetings um so the council meetings or other public meetings where the public comes in and that's when they see it they don't really come in in and view it otherwise there was an there was an opening ceremony where the students were there talking about their art so yeah um just a um this is a normaly for City Halls is displaying art um locally that this is like in every city hall anywhere um this is um this is a normal um and it you know just generating Community awareness and art in the community um I go to a lot of I'm checking them off City Halls in um in state capitals so I I I look at all of these so um I do um Wanted there could be an event Associated to it I think it's a good idea pulling the community to City Hall actually because I think it's important for people to see where decisions are made that relate to their their lives and um I think it's important you know even though you know we don't have this enormous building it's still a lot is done here and a lot of decisions and I think it's a great way of attracting people possibly in some way maybe doing an event I know that there's Arbor Day that they do if they still do the tree giveaway at City Hall um I know that attracts a lot of people here um but you know those maybe we do something where we're involving other community um folks where people come and they're able to see it um and I think I I think there's creative ways of generating awareness so and we can also put in the website right this is what happening this week or this month whatever and put the the art there so it's a way also to you know to disseminate right the the the art that is being produced so is it possible to do an event like was suggested so I'll have to see cuz we do not have staff to do all of that right so we have to to see how you know if it's so we have it's budget it's it's it's but we can try to to do something yeah we can I mean is this something like the committee can try to be involved in coordinating or that would be great we do not have right we do not have staff you know to do that but we can try okay right we can do the first one and see how it goes how much time and in what kind of event it is maybe a half an hour before a public art me do something right um so we can think about that and then the other the the last one is was also an idea that we Flo Sor could I interrupt real quick was there a question associated with this then like was it do we want to move forward was it do we want artists so I I I'll mature the idea uh and then I'll bring forward to you as an idea more you know now the other one was just to invite artists to come here and you know and talk to the board and kind of see in a way how the board can assist local artists you know in their um in in their field so it and this would be something that you all could you know suggest names it was just you know because the board can solicit work can do call to artist so it's good to have you know the know the network of local artists in in you know in the region and I i' also like to point out there's um we're very fortunate that we have the artistic hand here in oo and there's a number of artists there and um um and and not just you know pain there's you know Ceramics there's you know metal book I mean a lot reality School of Art down the road but just you know we have a lot in this in this area and most importantly UCF and semal State College like you mentioned in our in our schools so we have some really really great resources okay all right thank you so we'll move ahead with those items as well further exploration into those items and then lastly on to our well not lastly next item on to discussion items so Arts board's members comments questions concerns I know we got hit with a lot of information in the last hour and a half um are there any projects that you've brought with you any thoughts that you're wanting to go I like this because we've got people that are interested and dedicated to Art I think we have one because um you can go ahead okay my mine is more in the form of a of a question and this is a something a little uh different I noticed that um previously there has been music at Center Lake Park and I haven't heard it for a while and it had just occurred to me when it was playing that um I'd love to be able to talk about the type of music that's played like expanding that range more so that was just a thought that I could bring up for a future discussion that is um that is fine that has never been associate associated with us those programs have been all done by racken Parks okay Department um but that doesn't not mean that the public art cuz music is Art right that we cannot explore or suggest or so I can try to in another meeting schedule um invite the uh Reen Parks director okay to come here and to hear your thoughts so okay if I could chime in on that um I have have some contacts in the city of Orlando um who they have a fund um to support uh public live music um in cities all across um or and seminal County um that no one is applying for um and it's a way to get uh musicians paid and to have live art um and I'd be happy to reach out and see what the terms of that are um might as well use it right sure and then I mean I also would love to see different kinds of music being played um in addition to the music they have you know I don't want to get rid of any yes okay but I did bring a project um and I printed off some copies so I'll give these to you so I mentioned that my background is in um music mainly um and I am a big proponent of interactive art although I I do want to say I do love static art too go to a lot of museums um but I was looking at some different options for around the city um and I've been to some cities that have these instrument installations um and what I think is wonderful about them is that um first of all they're great for all ages like I want to play them my grandparents want to play them um the kids want to play them but also they can take you around a place um I I don't know if you think of solar Park you know they could take you around the circle um you can also integrate them um so that they're all um in the same dionic scale so they play beautifully together um but what's great is that uh they're interactive so it's never the same thing um I looked at a bunch of different places I just like this one cuz everything is based on nature um so I thought I would bring this as a possible future project um to have installed um I included the pricing just so we can see you know what kind of stuff we're talking about um and then the two prices you see for each one one is for ground installation and one is for installing on like a cement pad um so there's a little bit more cost there and they have a lot of different options um so I was just hoping everyone could take a look um and maybe consider this as a different kind of art installation in Ovito because we don't really have anything like this um it's uh yeah I think that's all I have to say on it I have a question um Lockwood where you start at the the new downtown um right and it goes all the way to salary Park and the idea is that will all be developed one day right Lockwood is it Lockwood not Lockwood division oh okay division so where the um pool is you mean Aquatic Center you mean no where the where the you've got the roundabout and then it goes like this what are the that side the rec center yeah on this side what is the road call um on the south side of the roundabout it's Division Street Division Street called Division Street um no Boulevard sorry so Boulevard Boulevard starts in MIT hammock okay so right and go up to um 419 yes okay so that strip is all going to be developed one day for sure right and along it is sidewalks so couldn't this sort of thing be a way to as you're walking down the street I mean right you could have this sort of thing going to Solari Park which is all going to be built up that's going to be like another world at that end MH so you'll have uh the amphitheater and all that business whatever that is yeah and you'll have it's aing over here I think when you're talking about sound stuff you definitely have to consider the neighbors so I don't know if there are homes there along that street I think people live there that would be my only question um but it'll be lovely music I agree the problem is when heager at 2 a.m. um so no I think it's a great project and I think it's a great idea yeah we do need a placement that's not placement I didn't even think of that um it's a woods now but it might not always be a Woods no it's going to be all developed now that area so to the left if you're moving North on no the boulevard that area so we have a um windy Pineway where connects to Ida Park we have one lot that has now they removed the fence and they cleared because they were going to develop for um a medical building um now it's vacant um so that is going to be developed north of that that until we reach you know Broadway that is all Wetlands so that is all Conservation Area oh really yeah that is where the trail you know you know um gets in the so of course Albertson's was on a wetland on a swamp too well but this this is area that actually the city owns okay in most of the part most of that area the city owns in its well Wetland but it has conservation is meant cuz Wetlands can be mitigated you're right so only the the fact that it's only Wetlands developers can come and pay it's expensive but they can mitigate um and develop you know on Wetlands if they mitigate but uh and there is a whole process to that but that area has conservation oh well that's good to know ismen so it's more protected actually we would like to have like a boardwalk connecting but even that is kind we own a piece of land you know along um over the boulevard that that is a stretch um on the um East Side um but maybe it's close to Kingsbridge so I don't know about you know the music but we can certainly you know investigate an area in the park you know I think it's a cool project you know to to is the idea to have these clustered close to each other so people can be making music together I think that would be a a discussion that be had I mean my my original thought was that if it was along a path there were some every few and some of these they come you know in multiple set like the pedal drum there are three different kinds and three different Keys um so you could have those clustered together um the harmony Bells there's a lot of different ones of those um and but maybe you know you'd want to have some farther away I thought it'd be nice to like the walking path we were talking about um something like that where it's like through nature and then there's like little places to take a pause and appreciate what about the m I'm sorry what about the mallets so um I was looking at that some of them do have mallets and some of them don't so like The Cattails have mallets um actually most of them do the emperor Chimes do not um they're secured okay yeah they they are secured I assume at some point they disappear you know but uh this company specifically had stuff uh in it has um instruments of this nature and then they have lots of different kinds installed around the world in lots of parks so I assume that's something that they let me tell you this is also very good and thank you for the research not only for the city but many times developers to mitigate the project they um they they want to bring their own you know project that has has to be to to count as a mitigation has to be semi-public so for instance the sculptures that we we have here yeah so this this is a kind of a linear part it's not long right it's not big but they built those they brought those three sculptures there and that is on the private side but we all can you know so that could be something that we could also offer as an option if it's in a public space or semi-public space that the public can use but it has more of control on the private sector so that would be something that we could also sell to them because you know the idea is to bring I think that's a great idea it's a great option too um especially if it's um apartments and there's kids and you it gives parents another um project or an OP you know something to involve their children yeah and um another option I I was bringing up is um is that maybe these could be spread out at different um Parks like Long Lake or friendship um added like there's a musical piece um at each of the parks that um is an attraction um for you know instead of it being clustered in one location that maybe um it's you know that's like a a signature piece at each of the parks um that have you know children you know just an idea um that um that attract children that this is included um as um music art at a at a at a playground you know in addition so just just another idea sure yeah I like the idea of how can we connect more um connect art and children and art and different parts of the community I'd like to throw um I have two kids um we have phenomenal parks in Ovito we have some we have like the most parks in our city like in the state or something um and I would love for for something like this to be um geared towards more than just kids cuz I think especially um in our community we don't have a ton of interactive stuff for um elderly people or um you know even young adults um and not to hate on the kids stuff I I love it but uh I would love it to be somewhere that was not so uh caged in by a playground if that makes sense good thank you right thank you are there any other discussion items thank you for bringing this research any any other items for discussion comments questions no all right then we will move on to Future meeting dates so on the back of your agenda there are suggested uh future meeting dates I think these are tentative future meeting dates they are subject to change subject to change so I know looking all the way out to December if you have your calendar of that up to date um so we'll look at the March and April just to kind of yeah the April one I won't be here on the 10th so I'll have to either can do the following week which would be the 17th I can do this I can do the 17th okay what's but so we can confirm March 13th I'm good I'm good for March 13th how's everybody else look on March 13th so March 13th is it go I'm sorry I didn't are you good on March 13th yeah okay and then March 13th I think we confirm the next one so we can kind of and then the April 10th does not work what do we have the Wednesdays before and after is anybody scheduled out to May yet do we are we confident in May or is that too far out as long as it's the early part of the month the I can be confident how's the eth looking it's okay with me okay MH so we'll tentatively put the eth on the calendar life happens what about April April we haven't found a date yet because we need to find out if this chamber room is available okay so on uh um March 13th we we can discuss the April one okay all right so that is future meeting dates um as well as we get go ahead I just have I just have a question so the rest of the dates are are going to be confirmed or are we waiting just to discuss them at the later I think it's it's it's easier to right to discuss as forward cuz it's I have no clue how is I don't know what I'm doing tomorrow so I really don't know what I'm doing in September yeah the April I already know but so we'll we'll kind of Chunk it and do about three in a row I appreciate the the eagerness wanting to get it on the calendar just try now we like it all right and as always if you are not going to be able to make it to a meeting notify
