thank you for being here today guest and members um I think the first thing on our agenda is roll call so we'll start with that Mr Brownie here Mr here M here and Dan Jones welcome and myself that's take a minute introduce our new city thank you for having me welcome and I need a motion please to approve the minutes of May 2024 Mr chairman I make a motion to present the minute as is noted unless there are some corrections by the coms all in favor say I I motion Carri thank you so I had a a wonderful opportunity if you let me speak for just a minute to bump into Jeff half a couple weeks ago he sent his greetings to every one of Y all good man and yeah he was a a wonderful servant here at this airport for over a decade and mostly responsible for our Appliance did a lot of the energy that created that wonderful event that he did for a decade and I thought about his Noble uh honorable history with the Navy and I had time to think I was in Chicago and I had a lot of spare time in my hands and I thought about his daddy and his son and how they all served so honorably in the Navy fighting for our freedoms a real Patriot and he reminded me as he said to send greetings to each of you of the very important value of our airport okay we're not just a a community airport but we're a real airport we're we're part of the the aviation infrastructure of America it's such an important part that we play in this vision and I thought about a couple of um quotes as I thought about his patriotism and and what Aviation means to uh to our world we've seen Aviation take us from local flying to to the Moon to space right and it's taken us a long way and a couple astronauts quotes I'd like to repeat if I may the first one is from Ella ucha and I hope I'm saying her name correctly what everyone in the aeronautical cour shares in common is not gender or ethnic background but motivation perseverance and desire the desire to participate in The Voyage of Discovery and then Sally Ry had another one that caught my attention said the view of the earth is absolutely spectacular and the feeling of looking back and seeing your planet as a planet is just an amazing feeling it's totally a different perspective it makes you appreciate actually how fragile our existence is and I thought about this as I thought about what's happening in our world of Aviation today you know with SpaceX sending all these satellites up into space and and changing our world again because we Communications used to be on poles and then it went underground now we're going all to satellites I think there's 6,200 apparently right now over there in the sky on orbit and his goal is 42,000 as we think of that that all happened because of an airplane it all happened because of the dream because of passion and so we share that today for our community and for 20 years J I just want to say thank you to everyone for being here for your commitment to what we do to make ourselves better stronger and go on forever and the sky is on right thank you very much and I'll hush with my comments and we'll go to the next part which is public comments do we have any public comments at this time the next one I'm um so regular business I think the next is 401 discussion recommendation of Runway 9 extension study project is that you sir that's a kind of joint effort here and Sarah so um good morning well good afternoon and good to see everyone so this project here been around for quite some time we have been working with fot since my tenure here and we've gotten to a point where get some advice from the advis board you know how do we proceed from here um mat sh in at any time but essentially devies come up with a criteria and you need to follow that criteria to move forward with exension uh criteria is Pretty Tough uh however there's a piece critical piece to it uh that really breaks out Ops whether they're actual Ops or whether they are forecasted Ops um I don't think that's clear at this point um but maybe they do uh and we just need to have a discussion about so how do we um want to approach it you know the suggestion is hey we can ramp up a marketing program run it for another year or two and get larger jet seat we get ground power units in place here in a very near future which is also a jet driver um you know or you know we go down this road now do this study you know you don't have 500 okay but you do the study and you get other benefits out of it whether that's Iden of what areas but there identification of some other components for development over there so want to kind of look back around so we can go and back with fot on our position on this yeah I think you cover most of it um like show us on there what we're talking about the extension I think there if I may there's some people here today that have never seen that before can you grab it go to the front can I show them what we're talking about or I'll hold it for you can point it out okay techology there you go well making the girl that's this do this I'm sorry where's for I why she's looking I kind of failed not introducing everybody because I don't even know everybody but can we just take a minute andbody of the County Chamber of Commerce board Matt single passor Associates engineering consultant airport C thank you sorry that's cool on now yeah so um so Runway 927 is the main Runway Runway 9's on the the West End and um with the uh Capital Improvement program for the airport we've had on the books a potential extension of the runway out to the West towards 309c for I don't know long time now 10 years more maybe more than that you you guys have been around for most of all that um and so finally now there was you know we we kind of got in the discussions well you know is this something we want to keep on the the capital Improvement program do we want to try to push it forward and uh this last year we were able to get funding for a Runway justification study um for this project what the idea there is you know first we'll give you this amount of money so you can do the study to see if it's Justified to actual actually move forward further with the project so now what we're bringing to today is you will myself Andrew um Hesco spoke with Kyle with fbot about question is okay are we moving forward with this study or not um and I guess the the big main point is they're holding us to you must have 500 Ops and be able to document that in order to you know for it to be justified um the other we were saying you know even though we know that we couldn't move forward with the study there some other benefits that could come from it such as just sort of like due diligence on that West End figuring out a little bit more about what it would take if the project did move forward at some point in the future such as the we get a better idea of exactly what would be needed for weld perit there's welds over there uh do some cost estimation of what the actual cost a little better idea of what construction of this extension would actually cost um some other due diligence type items that we could would be a benefit of doing the study I think Kyle kind of through all well you know maybe one disadvantage is you know you move forward with this um you know it's not going to be justified forther operations requirement does that hurts you in the future with justifying it if that's needed to to move forward um it's kind of I aess synopsis and what is the price tag of the study we have $100,000 allocated in the grant program to to do whatever we want to do within that justification what estimated off now yeah I don't I don't know the last number I heard was about 50 so we medium Jets here all the time but uh I guess to put in perspective I guess one of the I guess example would be what a bum de Global Express type jet that when they when they pull up they kind of fill up your ramp you know they're looking for 500 of those per year so again we get the number I heard was was a 50 or 60 or so now that we have a system in place we obviously going to look look more accurate at because just total Ops you know we're getting about 998 999,000 you know we tracking per year but a buck of those of medium mediz Jets or flight scools C so if we did the study I read into what you said or heard right and the study comes back at 50 we have that 500 might hurt us and getting a permission for another study I I don't know but that that was thrown out by Kyle or somebody said said something like that who who said that yeah who who said that well I I thought I read that in that that that is that is what I was saying so that's not coming from me but I overheard I think Kyle the yeah let me give you a perspective you go and I cannot I'm not representing do I'm not representing the commission I'm merely giving you uh what has happened there was legislation passed last year to do rural airports for economic development one wull and two that really fit into it was ours of wulla County they have one and all Brit is going to be the new speaker of the house that just happens to be where he's from so this year and so the governor did not fund it it was in the governor's budget he did not fund it okay this year I understand it's going to be put in the do budget by putting in the do budget he can't pull it out either approves the budget for do or he does not if he approves the budget for do I'm ass sure we're going to get the money to building so you can do whatever you want to do but I think we keep going uh on getting the money since it's in the legislation now that doesn't cover the problems here but the way I found it govern if we get the money to do it if the speaker wants the thing built they'll probably find a way to do it so whatever it's for yes sir so and uh first of all thank you for this but here's my here's John and I have been on this as you will know Mr chairman for a while now but I'm not I'm not saying build it and they will come but you got to remember s years ago eight years ago we had the regional FedEx people come in here and what they said to us you been an extension on this Runway we're here y we're here and that's really started us talking about but I think we got to think out into the future and be bold in some of our thinking process and we need this Runway to be extended and I'm I understand that we may not have the proper number of takeoffs and goes right now but I'm with John on this one I say let's for youre I would second that as well u a lot of Pilots that I've talked to Across the the country don't come to blacka not because of the runway link but because of the facilities and having a larger Runway Runway means that it'll be on their mind to say well yeah let me stop until because a larger Runway a longer Runway is safe it gives more options even for uh smaller in terms of their take off and stop distance in so it's not just that it affects uh the larger Jets it's on the smaller and midsize Jets as well that it becomes more of an option and looking at it in terms of the territory geographically where we're located it gives us more options in terms of we show out they don't have to go to Augustine to uh to get something because a lot of times you get the Marine layer out there they don't want to go out there they could come here so I to Second point about I know you didn't mean it as a field of dreams but I would say that take it bring playing it there he did not like it because it really was hard on the tires bringing that big Gulf Stream in here so there's a lot of things we can go into but I got to tell you in the world of politics if you get the money in the budget to build it go find a way need to spend it we are never going to qualify by the number of take off at Landing uh the way they do it but they seem to be liberal my opinion only not the it looks like to me as that I look at some of these other airports and we could name them that have got money and supposed to have to take off Atlantics they don't have anything out there count them any more than we do they turn in a big number and I just as a person looking really you had that many take off ads in that place I would just say to you and look we have fought hard to get this longer Runway will be if I think we would be with within 50 ft of St Augustine right almost the same length close to and look at what St Augustine has done we're going to bring in these hangers where we're encouraging to have hangers and when we do that we've got to go the rest of the way we can have a Regal airport come Regal got come in here Spirit or one of them might want to do it might want to do it Bahamas we're really located well remember this is not a controlled field which makes it for a guy with a small Airline com in so much easier to laugh so much easier to come and that's what we want we want to stretch out it's just my opinion thank you just makes sense that's the next step that's the growth idea you to grow or die will this take chair may I yes you may will this uh take uh permission or granted from the commission um actually I think it was already approved that's what I thought but but we wanted to Circle back there been a lot of discussion kind of reconnect I know I mean we would show up to be in support but this is so much this record whatever absolutely did you have just think that 100,000 you know General operations is a great data point and you may vot well in favor of supporting what John's saying as well motion I'll make the motion that we encourage staff and the city to continue on with this project stud discuss say yeah so um 4 two discuss on Range Le and operations so we had a lot of discussion on this before do any any comments about that where maybe it's unfair is he going to get something I'm not sure what he said to me I didn't pay attention what was our what was the uh content of our discussion last well they have a lease for $1 a year and and I don't know about y'all but I didn't even know that I didn't even really know it was airport property and been on here a long time and what we talked about I think Ken you were out at one of the meetings but what we talked about doing and it was in the works is to get appraisal for all of our properties out here including Skydive whatever to make sure that not only are we renting our hangers for proper going rate but also we renting other pieces of that we have out here property so that money can come back into the airport that was kind of our thought ordered um I will say that the city is evaluating all of its dollar leases at this time and we are almost 100% away from Dollar Lisa so they are based on actual value um but I am did are they done yeah it is yes sir oh okay um any results from the appraisal so um the rate that came out of the appraisals ranged from 18 c to 21 cent per square feet so what Mr apprais end up covering was the water spray Fields potable water wells ski range and drop zone now and I think this field out here when you say Drop Zone do you mean Skydive Sky yeah that was one they came so their whole property down there no I think it was just the DZ Drop Zone think I think in the appraisal it showed about two acres or so okay that's good that's what I'm okay yeah okay so so what happens next so if I can make a quick comment so we are we are of course the city and we run by the commission and by the city manager right and by Mr Y and all of the money that we make is theirs and goes into theirs but for a long time in my view and going back to all of our years we've always been painted as the ones in the tle we never have enough money to cover our bills and we have to borrow from the city and I think it is time that we get this Revenue stream in even from the city water plant it's all your money anyhow right and yours and yours I guess um but so you know it'll make us look like what we really are so what we we haven't been seeing ourselves cold we've been letting the water and the spray fields and the Drop Zone and the fire department maybe we exclude the fire department you know whatever whatever is supposed to happen and we need that Revenue stream to be accurate and then we can get back you know rather or or lower our debt to well yes right so if I may please okay so the little bit that I can contribute and this conversation is um we've been meeting um globalistic the city has taken the approach that all dollar value Le agreements have been we've been me with each individual we've been bringing them up to fair market value or a little bit below uh so we've done that now for all that I knew about okay so and that's now happening under the finance department the this morning we met and I've realized more about this so we will get more involved with trying to bring them up as well just being consistent across the board with City policies practices Etc um the other thing that we're looking at as well is now that we have the appraisal we now have to do more interf fun interde departmental collaboration because we have to assign a value to whatever is being utilized and then we have to you know we have to speak to each other so we're we're just commencing that process now okay so uh and as it relates to the loan we've been dealing with that um I made certain that Mr Ule is fully a prized of what is the balance of the monies that's due from airport to general fund from years ago and I think it went back as far as 2013 I was going to say it 2013 so even in this year's budget uh you can see that airport is being responsible and they are literally uh committed in the budget process to pay him back systematically the amount that's remaining so those are some of the efforts that we have already commenced um so our next stage for our meeting this morning is that we're going to start within the next two weeks uh giving a better value to the interchanging and letting each department understand hey you're using this we need to have an audit Trail you need to understand and so we're in the midst of that process now the best I can contribute if I may essentially what what we're trying to do is um eliminate the city's exposure to liabilities so the airport just by its nature uh it's it it's compliance sensitive if dollar generated here you know dollar need to stay here so um our effort and I certainly applaud Finance uh the team is just trying to you know clean it up you know clean it up and let's let's let's um be a little bit more comfortable when the FAA show up or F show up and say we need to do this inspection so uh the byproduct is obviously an increase in revenues you know those revenues are for Ops those revenues are for Capital programs or you know I like to see more reserves or a reserve you Frank so Mr chair May yes sir pleas so uh you will just make sure I understand so what I hear both of you saying is you doing these reviews but nothing has gone to kind of our outs out to Black of Skydive or to the no no no so those conversations then let's just say they come up with a new dollar amount that has to go to the commission then before that is uh given to uh the lease the lease SE so two parts to that so Skydive is an existing customer right so um I would suggest inhaling of existing customers would do our make it part of our anual rental like we do with everybody else yeah but for some of the external um Alternatives that has be I I would like to think handle a little bit different correct just by the nature of History I think and the involvement of Le yeah absolutely you know we we miss West this integral to uh making sure that we're proceeding correctly right but I I wouldn't want the I'm sorry I wouldn't want the city to think though if the wells and thing so forth which is the cities I wouldn't want to think that they have to take it all Encompass or none in other words could we break out the ski uh you know operation and can we break out Skydive PL and not I wouldn't want them to think it's all or nothing that am I so so my my sensitivity yeah so my sensitivity is uh whether it's SK scy whoever we don't need to be caught with a non- aeronautical activity he I got you so so it has to be some mechanism showing that okay he we are addressing this 20 acres over here or 6 Acres I've heard two different numbers um if they come up and say they as an say hey show me that and I show them the deal and they're going to be like well we don't have any documentation and maybe they do have documentation where they released it you never know but um you know I just don't want us to have that exposure you know that that's really the goal yes Mr Brown one of the things I think when we look at it oh they do take scy Skydive you're going to say they're two acres I would say Really they land all out here they land everywhere in the runway backwards they they don't they don't follow the normal rules we're going to have to follow if we send this Runway we're come in where you're supposed to do where you're supposed to where you're supposed to so when you look at the edance and then you take the ski thing for instance they're outside the Pence they have no access to the airport it is extra property just like what we traded or sold they they have 20 acres of they probably use an acre and I just think when you do it by the acre it just doesn't make any sense you know if you did that Scott Dives going to be 100 acres and they're going to be 10 acres so if you do it you understand what I'm saying they got to be looked at we have places out side of the footprint of the airport maybe we DP a million gallons of water a day on whatever we've got to look at each one of those by theel and what asset do they bring to the airport and what cost to the and what we're collecting I just think that we don't want to jump I've heard those guys uh they have also protected in my opin I don't I'm not a member of scoop G Ranch when never shoot there but they protect that side they really do a good job of keeping access and people on on Airport owned property for the last 20 years and I think you have to put all those in consideration when you say um why do we let them do it just look at the whole thing rather than just say buy the a because that ain't going to work with the hangers here with they square foot so all got to be looked at individ there there is an an escapable issue here in that a ski club on Airport property is aaronautical use and it does jeopardize the airports comp yeah just around we would have to check that and see if there's a way out of there then then the price doesn't matter how are you going to how are you going to get out of it well we look at the rules see if there's way to do it I'm not still an on a not I hear what you're saying all I'm going to say is that we need if we put a parking lot over here that's not there not I'm not making the argument it is if it Services the airport look we've looked at renting that stuff out there tried to rent it it would be for a lot of things all I'm saying is let's look at each one of individually and then let's look at the rules I hav I'd like to look at the rules we're going to be abor they bring it to us let's look at the rules and let's see what other people do because I know I'm not going to name one but they do something SAR a lot of people on these small airports take their excess property and do other things how was that that how do they get back so maybe we bring that back to our board the next meeting we have the rules let's take a look at see who makes the rules yeah and then we take each one by one at a timeis board make a recommendation is that are we kicking the can on down the road or it says right here on number two discussion Direction spe range lease and operation have we have we have we determined anything have we brought anything to the table you know this helped us you are you more aware of what we think now than you or you're still in the same place so I I can answer the question who make the rules fa makes the rules so again this is not an internal I got a great idea here this is compliance so how how do we what what does the FAA say so um if we can share what the policy is that's that's a pretty point in next meeting we can share that um so um I will also say that in terms of urgency you know I don't mind waiting until the next meeting providing you guys with that policy and we go through it with our attorney however um as Airport Manager I have to be factual and and brutely honest with you that location is also the same location for taxway Echo I'm kind of getting ahead of the agenda but the corporate hanger Development Area so solve the problem I'm just look look think about my 10 Ro ship but let's take one airport let's take flag airport there's a lot of things on that flag of airport that are not how do they do it and they priv it how do they do it we as a small airport we take the rules literally and it looks like to me in so many cases these bigger ones go well yeah but we can do this let's don't the fact that we're small and they got a rule let's see how they're doing there how they're doing in keyone a lot of people doing a lot of stuff a lot of growth around these airports I'd say let's make sure that we're doing what everybody and the big boys doing too how did they get by with it because they surely doing it I have a question does the FAA conduct a compliance a from time to time the range has there for years so have we have we got have we got a letter from them saying out of compliance you can set report so have we got one no no no no so so to to M's question um the FAA do go out every Pro nowadays more often than than ever for compliance because make a long story short the grant dollars are are and lore so now they trying to kind of offset so one offset is compliance if folks are capturing what they're supposed to capture they can offset the Ling of the grants so they go out to these airports and say okay well I want to at that facility and I want to look at that area that show me the agreement you know show me the nature of it or they paying and if the end result is no they're not then they'll go down the tree of this is how you clean it up now I another uh trigger is somebody call it hey I'm to listening into um these aircraft or whatever the f is going to come and say hey let me see what she working with here because maybe we can do something now they're going to communicate to the head of the community and then the mar going end up calling me or you know my supervisor saying hey what's going on here so that's typically how it works right so the the fair market values I would say is probably very very sensitive to it to it yeah there a lot things consider I just think let's look and if we've got a report if they told us for compli let's an opportunity to read it and then we can give our recommendations to the mayor but without the facts it's awful hard to just generally make a rule that I see other airports not up to but I I I don't I don't want them to give us a yeah you don't want to St back yeah that's fine I'm not going to argue it they come through they're going to do they're going to look at a lot of things even if we're in I'm not worried about us doing something um we're not going to purpose do anything long and I'm just saying we need to study all of it it's all I'm saying all the options for airport land is it possible to have airport land that's zoned differently or has some longterm we had some that we just Tred it's we've got airport land we've had for a long term so in all different ways so you know if it was done what was the land we just traded and what was it Z it wasn't Zone airport I mean it can be Zone you make a excellent point and we traded that for another piece that's closer to the airport surely wasn't so because it looked better so you make a good point if the city designates Z different you're right Z different and then put a limit on to say that this 10e limit 5e limit something of that nature so that if there is a inspection that it's known that yes this is something different but it's not a long-term use that comes back to the a something of that nature to give the chance to transition or whatever might be a solution but just to say to keep the client issue off the airport manager so that he has something to sure the point to the city it's not the airport it's the city that has it's their job and and I appreciate that because it's it's that that's that's our focal point here you know it it's making sure that we're protecting you know the city's assets and and this is a really good conversation I it's a sensitive conversation because if you haven't had this before if you haven't been focused on compliance historically this is a huge step because you know practices of oh just do not work nowadays uh and and again um we have a great opportunity here we have super super great opportunity I just don't want to interrupt that yeah ask something or say something so the fact that we are commencing very soon our comprehensive master plan yes yep wouldn't this wouldn't this be an opportunity kind a lot of that uh can be addressed will be addressed it's about 18 month period or so fair to say okay because we have to issue the report by May of next year and they're hopeful to commence even starting in October so so let's just try to remember changes with the airport category on the future plan but we do not anticipate changes to the visioning process and so that's why I kind of brought it up because perhaps this conversation would be Germain to bringing up to our planning director okay again I welcome all compliance related conversations because you need to know that you need to know what the exposure is and you know we don't want any surpris this I like surpris is there recommendation from stuff related to you know so um I don't have a recommendation um as I was going to share with you earlier you know we got a lot going on here we got a lot of stuff going on we got a lot of stuff going on with fa a lot of stuff going on with fot so um the airport manager perspective is probably Focus over here on taxway EOS project that's our signature project you know and you know I don't want us to to be impacted by all this other stuff going on because we got to go back to the FAA once our engineering firm submit the package in support of the the extension or actually construction of tax web so and we don't need to have yeah what that risk yeah yeah so um but I don't have a recommendation today I pass that over to our City attorney well I just want reflect that we're doing everything possible to um be in with that a rules yeah all right very good well we better keep moving we have some very important topics ahead but the next one I think Mr you is you that's um 4 3 sure sure so um we completed our annual hanger inspection I will admit it's a lot better than last year okay and that's a plus that's but uh as a result kind of going through it and listening to some of the customers uh we felt it was necessary to just kind of have a conversation with you guys on you know getting your Insight uh your opinions on handling a couple of aspects this a byproduct of inspections so one is air worthy a not everyone I I I wish everyone had they don't um and you know some places are a little bit more aggressive at addressing it than others um and I want to just kind of Po it out that to you you know a professional courtesy U we're not doing anything right now uh but eventually if it gets more more consistent you know and I got customers dising customers mulp ACC reporting they this guy here had flown in four years five years and I need stor here we need to be able to accommodate the customer as well as address it so so how many do you have that are not ready I would probably say under 10 out of how many Des for everybody that may not know how many so we have about 70 storage units you know so so again we're not we're not it's a lot better than used to yeah amen yeah we we we've we've seen a lot of improvement you know and you you can't change it overnight so I'm a patient guy um but you know again it's one of those things we want to we want to kind of toss it out there and just get thought yes sir Mr haircraft does apply doesn't buy I think is more a lot of reasons things have FL whatever but I think the were unauthorized storage of n that's we need to solve that one before we solve a guy's got an airplane there which I think I totally understand but it's always been out here that people use them for storage un and those we need to really work on if they're not aeronautical and they're out here will growing now they got to find somewhere else rent place to store their stuff think if you can get that cleaned up now you're going to be down to probably three or four and then you can individually for got didn't fly an airplane a lot eventually that's going to solve itself but storing a lot of stuff that won't because it's just storing whatever those hangers and not airplanes I think that should be us so so the findings um you know that piece of was too bad either last year was tough it was a shocker but um you know so there's a mechanism for that so a customer can have that ACC and they can have three cars RV and a boat and the me ISM for that is we can't subsidize that storage so we can charge some fair market great for that storage so if ABC Storage down down the road here is charging 800 bucks a month for three cars or being a boat you know the airport can do that and that that's just part of the faa's suggestion um or policy that'd be tough to impl oh yeah got away with it for so long we just talked about Jeff hathor he's got one down he's got that he's got a couple airplanes in got them he still has it and I saw he's got one of the older Porsches in there a couple that's going to be a tough one they got an airplane in there and they're Renning that thing I I think if they fly it I don't know so we we don't have a whole lot of folk out there that's that's three cars and over yeah used to be so again went through this year you know we had you know reasonable results so I'm looking at it from a grow standpoint and and somebody that shows some improvement and we didn't have any gross um customers out there that was taking advantage of it we have a customer um kind of not airworthy kind of thing they got aircraft Parts all over you know so customer hadn't been there they're paying the bill they're not addressing it and I know they're not the operate so so those are some kind of waiting on parks in China yeah yeah very few of our hangers are big enough to put an airplane in and a car of of our all of our hangers except the big ones I don't know how you put a car in my hanger I don't believe you can do it it's going to have to be a mighty little and mighty short so if you go out here and look majority ours say so you're only talking about totally the big hangers and we want to encourage that to be people that work on them or have a big jet or whatever but so isn't it pretty you can't put them in these little hangers you put two cars and these hangers that are the te hangers the te hangers you can't do it they don't think you can do it so I think we need to put in perspective if the big hangers most of them are ready for commercial anywhere think yeah they are they are and and to your point um we're not looking to notify any customers that is as a result of what we saw you and our findings our Ang so so last year I think five to seven letters went out we had no other choice but s up but um there's a portion of my rabbit we want it right we better keep moving Mr mlan I think you're up next on four four actually I'm I'm up next and it's as a result Mr M all right so um being consistent and um sponsive to Mr ml's coming we wanted to make sure we kept hanger maintenance projects on the agenda so we're going to keep this you know on the agenda for every meeting and essentially uh I've included in the packet a list of projects that we've addressed and projects we're looking to address and Miss Sophia can can strongly test the fact that our customers are calling saying hey I got this problem in this storage hanger and we are trying to be more and more responsing I think that is really putting a high value on the hanger maintenance Fe now there are some bigger projects painting um Roofing those kind of things things we got some things in the hopper here on the capital side for that but in terms of the hanger maintenance fee in in the pool I think is going forward now the balance is about 20 something 21,000 think we spent about 8 to 10 maybe um but we are addressing Hydro cylinders going out it it it's it's been kind of interesting but we're going to continue to do that so that's on page nine right right so essentially the customer call over uh typically as per the agreement we are responsible for infrastructure of it um including doors so doors not opening well call over you know we got companies that come out and and I want to thank you personally and also on behalf of the board the landscaping and cleanup you did out there looks so good makes a big impression on very nice jobs was a heavy lift but I got there a story behind that okay we did a good job than y okay we got 15 minutes we got number five which is very important to all of us so you are ready to listen okay so um in your packet I believe I don't know if she's going to put it up there or not but on in your packet you do have the financials if not if she does for up then I'll look at it too I'll just start so here's how it looks if you have the page she does 14 to 32 right so I'm just gonna go ahead and start I know our time is short there it go yeah okay so one more down right there wa you know right there okay so starting out with Grant revenues um the budget for Grant revenues is 1 million uh 776 th000 well that's for the state grants and for the federal grants was 9 148,000 so our total budget for Grants is 2,724 th000 of which we have earned or realized revenue of 1 million 197,000 so Sophia are you doing it who's doing I am okay just go down just a little bit so they could you know so they could see that that was page 14 of 32 there it is yeah okay and so what we have not yet earned uh is a, 527,000 so that gives you a snapshot that we plan to earn 2 mil7 we actually have earned as of August 31 1,1 197,000 capital or Grant expenses on the next page page 15 and 32 is um if actually spent 1,1 196,000 we have a small profit of $570 but we also have some um incumbrances out there 474 th000 so we um I guess the available budget that's unspent as of the end of August is a million 92,000 so to the extent that we don't finish a grant then it's considered in making the new budget for next year so we did consider all of that and for the operating revenues um page 15 of 32 total operating budget revenues was 1,493 ,000 and we did recognize 81,000 but I think that was because we were having remember you said something about we were earning less money because of something last year so tanks exactly right EXA 40% reduction but we did earn money that was the good thing yeah we we reduced the the spending so you generate Revenue so you can't spend as much yeah exactly and so then on page 16 to revenues that were generated as of the end of August 31 1, 113,000 610 so we still have 700,000 we have not yet earned as of the end of August and then all of our expenses um our personnel 324,000 as of August 31 page 16 and on page 17 more pain down um we have spent or incurred expenses of 63,000 we do have some outstanding encumbrances of about 88,000 and uh our debt Services went down really you see we have no debt because it's paid off you know that outside external debt and on page 18 the next pay final pay so our total incumbrances or expenses our total expenses operating 1,940 that even includes uh the airport reimbursing general fund for administrative expenses of 151,000 at the end of the day the best way to interpret all of this would be that um for airport it actually have a small profit of 19,000 [Music] negative and so uh all of the talking we've been doing today the game plan is hopefully there'll be a day where uh general fund does not have to extend money to airport and it has reduced significantly in one year thank you any questions or comments just that Mr 's feeling to be doing an outstanding job so this is a heavy LIF but I get it has yeah but uh it's good stuff I'm pleased to see that there's po so and all the external debt has been paid back we paid back all the debt on these um many of the money that we received we had to put up 10% or 20% for a long time years back we would get another Grant so maybe we got a $2 million Grant we owed 300,000 we got another million dollar Grant we paid we start paying that back with this grant eventually we stopped doing that and when you stop doing that all a sudden we got all these paybacks that we never paid back even though we got a lot more money we spent something else and so few years we started saying okay we're going to pay it back to the city and it go the way it should have been actually they should have been taken out of the grant the time that the grants were going but we didn't so that will give you an idea what happened I see with the with all the grants we got we were we were getting too much too quick and we got caught up in own footwork and now we've worked out of it and now we going forward that's right yes sir okay so we got four for 11 pages so my my Approach in brly is this so months ago the tanks were offline four months you know for a number of months um tanks are online we we starting to see that stabilization folks are starting to come back so um if you would just go through your slid go to the total revenues we look at year over year so I love seeing those numbers there because that number right there just 84,000 for the monthly of August tracks out be well over a million dollars on a 12 month running so and that was low before our tanks went offline so typically we'll be sitting here with you guys at high 8090 some thousand per month we generated so we looking for this number to continue to increase our monitoring pricing get the prices every Monday make a decision or not lately been pretty consistent or base customers are happy yet customers never come and that's a good thing but um you know we're getting there we are getting there and yeah I'm looking for some very special numbers over the next six months or so uh the last attachment on this is the Ops report detailed will give you the Ops paper back craft those kind of things I will tell you um the last few weeks or so has been brutal this weather has everybody sucked in and there was some dips I think at one point in time one week we got 500 Ops and that's not a whole lot of Ops uh but uh weather clears up and one of popular places for them to show up and use our facilities so so interesting to note Mr chairman that the helicopter activity continues to work Ken Johnson congratulations sir that's wonderful all right she got one minute left Pro so yall see no we did not um so active project Pro so as I stated earlier taxway Echo is the hot hot that's one we working closer with B on and I think next step is submitting a package to FAA so they can make a determination you know essentially do they support this or don't they support it spending the money to go down the road of justify it so I think uh we can show there's not a whole lot of issues over there and we should be able to get their support and pulling it off so that's probably within the next what 90 days of submitt yes so yeah it'll be like the environmental sign off by the FAA also going to get some permitting going Water Management District and some preliminary design documents together and yet I'd say by the end of the year that'll all be complete and we would hopefully be then beginning of next year moving final design did document construction yeah so preliminary design you know we'll cycle it through you show you guys what the the vision is but that's a signature project us that that's game changer that's you know jet owner operator kind of thing so um and I st
